In the recent years, the European Community has been implementing a plan to increase the share of renewable fuels used for energy production and powering vehicles. It aims to partially reduce the dependence on crude oil imports and reduce CO2 emission. Particularly interesting are the achievements of Sweden against this background, for which the European Commission has set the highest value of the indicator, and to implement which Sweden adopted unconventional solutions across Europe. One of them is the plan to eliminate by the 2030 fossil fuels from the urban transport, and one of the fuels that is to replace today still widely used diesel oil, would be biomethane. The article describes the reasons and circumstances which made Sweden use biomethane to power buses used in urban transport on a very large scale, in comparison with other European countries. The article shows the characteristics of this fuel, the method of its production and application prospects.

W artykule autorzy przedstawili teoretyczny aspekt zrównoważonego transportu i mobilności w miastach. Zaprezentowane zostały również Plan Rozwoju Elektromobilności 2016-2025 oraz program Bezemisyjny transport publiczny, których jednym z głównych zadań jest: określenie korzyści związanych z upowszechnieniem stosowania pojazdów elektrycznych w Polsce oraz potencjału gospodarczego, przemysłowego, który się za tym kryje jak i zintensyfikowanie procesu wdrożenia nowoczesnych rozwiązań w transporcie bezemisyjnym w oparciu o publiczne wsparcie na opracowanie innowacyjnego autobusu bezemisyjnego. Próbę przybliżenia powyższych zagadnień podjęto ze względu na ich ważny, aktualny oraz atrakcyjny charakter.
In this paper the authors present theoretical aspects of sustainable transport and urban mobility. Also presented are the Electromobility Development Plan 2016-2025 and the Non-Emission Public Transport Program, whose task is to: identify the benefits of widespread use of electric vehicles in Poland and the economic, industrial potential behind it and intensifying the implementation of modern zero emission solutions in transport, based on public support for the development of an innovative zero emission bus. The attempt to bring these issues closer has been made due to their important, current and attractive nature.

Purpose: The aim of this paper is to present the possibilities of using hydrogen buses in urban transport taking into account technological, economic and environmental conditions. Design/methodology/approach: Analysis of international literature, Polish literature and reports related to the development of alternative energy sources in vehicles and urban transport development. Findings: The Polish government to achieve the environmental requirements of the European Union obliges local government units to ensure the share of zero-emission buses in the fleet of vehicles in use. On the basis of the conducted analysis we can say that a significant advantage of hydrogen vehicles is the total lack of emissions, a long range of up to 350-400 km and short charging times. However, a significant problem is insufficient infrastructure - not enough hydrogen stations. Despite this difficulty, more and more manufacturers are interested in producing hydrogen vehicles, and investors are seriously considering the costs and benefits of zero-emission buses. Unfortunately, none of the economic analyses that have been commissioned by Polish companies providing transport services have shown the viability of using hydrogen buses. Originality/value: The paper shows the global trends in the development of city buses with particular attention to hydrogen buses.

Research background: An efficient and effectively functioning transport of a city is of great importance both for people who reside within it, as well as companies doing business there. It is an integral part of modern economy and society in the dimension of production and consumption. However, apart from having a positive impact, transport also carries many social costs including congestion, traffic accidents and a negative influence on the natural environment. Consequently, urban transport is an increasingly important area of city management. Purpose of the article: The aim of this study is to assess the technological effectiveness of transport in selected Polish cities. The author created a ranking of cities and identified ways of improve efficiency. Methods: The test procedure used the non-parametric method of Data Envelopment Analysis (DEA). The data for analysis was drawn from the Local Data Bank of the Central Statistical Office defining expenses in the transport section as  well as data on the condition and use of transport infrastructure. Calculations were made using Frontier Analyst Application software dedicated to the DEA method. Performance results were determined using the BCC model. The analysis was con-ducted for 18 cities with district status from 150 to 500 thousands inhabitants. Findings & Value added: The main result is the author's ranking of transport effectiveness in Polish cities. The analysis showed that urban transport is characterized by a rather low technological effectiveness. Full technological efficiency has been shown by five cities: Białystok, Sosonowiec, Bielsko-Biała, Olsztyn and Rzeszów. An average of the urban transport efficiency reached 51.1%. The lowest effectiveness was only 2.77%. This means that a substantial number of cities do not use optimal inputs. The DEA method enriches the methodology used by scientists to study transport effectiveness.

Opis:

Urban transport is considered the basis of properly functioning cities and their development. The main aim of the paper is to attempt the assessment of urban transport development in selected voivodeships (provinces) as a crucial factor of macro logistics. The research also aimed to identify the underdeveloped areas of urban transport in Poland as the basis for the implementation of support policy. The source of information in the investigation process was data drawn from the Central Statistical Office in Poland for 2013–2016. In the scope of dealing with the research problem, chosen classical and order multivariate statistical measures were implemented into the research process. Next, the taxonomic measures for the years of interest served as the basis for the construction of the total (general) synthetic measure applicable to the entire period. The main results and findings of the research indicate that the level of urban transport development is correlated with the whole transportation system which affects the socio-economic development of some regions of Poland. The research can lead to a better understanding of Polish urban transportation development in selected regions. Hence, the results can be helpful in the investment process and for shaping the right transportation policy to improve the use of financial resources.

Opis:

Unmanned aerial vehicles, often referred to as drones, are increasingly used as an element of the transport system, including in urban areas. Despite the limitations, mainly related to the range and load capacity, it should be expected that in the near future, they will transport cargo and passengers as one of the elements of the urban transport system. The concept of Urban Air Mobility (UAM), which envisages the use of drones and other aircraft in urban airspace, meets this goal. Literature analysis was used to identify and describe applications of drones in the urban transport systems and to articulate key challenges related to this issue as well. The article presents generalizations regarding the use of drones in the urban transport system, including urban air mobility. It identifies the key challenges related to their implementation in urban areas. Typical applications of drones in urban airspace include passenger and cargo transportation and support for services and Intelligent Transportation System components. The main challenges relate to legal regulations, safety and security, air traffic management, environmental impact, infrastructure and social acceptance for implementing drones in the city’s transport system.

The present article discusses economic issues related to the design of optimal regulatory contracts on the example of the urban public transport industry. It highlights the importance of the design of efficient regulatory contracts in the context of changes facing the urban transportation industry in the European Union. Furthermore, it provides an overview of the main issues put forward in economic literature related to the design of regulatory contracts. It discusses several problems relevant in this context such as informational asymmetries, transaction costs, and regulatory capture. It also comments on a selection of views presented in economic literature dealing with these issues. Finally, the article presents the regulatory framework, contractual practices and characteristics of the French urban public transport industry. France is well known for its long standing tradition of contracting between the State and the private sector in transportation. The analysis of the French example may help to prove useful insights in this regard.
Cet article s’intéresse à la question de la conception de contrats réglementaires optimaux d’un point de vue économique dans le cadre du transport public urbain. Il met en évidence le fait qu’il est important de concevoir des contrats réglementaires efficaces dans le contexte des changements qui ont lieu actuellement dans le secteur du transport urbain dans l'Union Européenne. En outre, l’article fourni un aperçu des principales questions mises en avant dans la littérature économique liée à la conception des contrats réglementaires. Il discute des problèmes qui peuvent survenir dans ce contexte, telles que les asymétries d'information, les coûts de transaction, et la capture réglementaire. Il présente et critique également des arguments avancés dans la littérature économique qui traite ces questions. Enfin, l'article présente le cadre réglementaire, les pratiques contractuelles et les caractéristiques de l'industrie du transport public urbain en France. La France est bien connue pour sa tradition de relations contractuelles entre l'Etat et le secteur privé dans le secteur du transport. L'exemple du transport public urbain en France peut fournir des renseignements utiles à cet égard.

Narastający problem urban sprawl, czyli rozlewanie się miast, dotykający przede wszystkim duże miasta, jest coraz bardziej zauważalny nie tylko w Polsce, ale ogólnie na świecie. Proces ten przyczynia się w dużej mierze do kongestii ruchu, czyli zatłoczenia miast, a tym samym powoduje coraz więcej trudności dla użytkowników. Urban sprawl sprawia, że życie w mieście i poruszanie się w nim stają się uciążliwe, napędzając jeszcze bardziej ucieczkę z miast, co powoduje dalsze postępowanie tego zjawiska. Artykuł przedstawia praktyczne działania równoważenia transportu miejskiego. Rozgraniczono je na działania zniechęcające – powodujące odstąpienie od używania aut osobowych – oraz na sposoby usprawniające korzystanie z transportu publicznego. Przeanalizowano sposoby reagowania w obszarze transportu miejskiego na terenie Wrocławia, w niektórych przypadkach porównano z działaniami podejmowanymi w innych miastach.
The growing problem of urban sprawl, affecting mainly large cities, is becoming more and more noticeable not only in Poland but also globally. This process is a major cause of traffic congestion, i.e. urban crowding, and thus causes more and more difficulties for its users. Urban sprawl makes living in the city and moving around in it burdensome, driving even more to escape from the city, which in turn causes further urban sprawl processes. The article presents measures of balancing urban transport. They are categorized as disincentives – resulting in abandoning the use of passenger cars and ways to improve the use of public transport. Response methods in the area of urban transport in Wrocław have been analyzed, and in some cases compared with actions taken in other cities.

A bottleneck for the development of public transport vehicles is their electricity supply. Electric buses are almost exclusively equipped with electrochemical batteries, while nearly 40% of the energy is used in the processes of air conditioning. For this reason, we developed and built a demonstration system for storing thermal energy in public transport vehicles. The most important effects are: significant reduction of financial expenses and of the total weight of all batteries with the same amount of stored energy.

Transport is a considerable source of pollution in cities. The social impacts of transport activities result from emissions of pollutants, greenhouse gases, and noise, as well as traffic accidents. Not every urban investment that reduces such ‘external’ effects of transport will be found acceptable by the public. In order to assess and communicate the social impacts of investments, it is necessary to calculate external costs appropriately. This article discusses issues with estimating the social costs and benefits of transport-related investments in cities. The article also provides a classification of social benefits from urban transport investments and proposes a general methodology for estimating such benefits. Due to the versatility of urban investments, there can be no single, universal method. The article proposes methods for analysing social costs and benefits on the basis of two sample urban investments.

Transport is one of the main sectors of the economy, which has a significant impact on the economic development. Efficient transport systems are the basis of economic competitiveness. However development of transport, especially in the case of road transport, results many inconvenience, like negative environmental impact, accidents or increase of congestion in cities. It is difficult to organize urban transport in the city center. Existing buildings, narrow streets and working infrastructure make it difficult to use the oldfashion transport means such as trams or buses. The new idea consists in elevation of the transport in the very city above ground level (typical PRT systems cover rare areas like airport or fairgrounds). The study analyzes the hierarchical, layered system consisting of a ring light rail and PRT (Personal Rapid Transit) serving as commuter network. It is shown in the case of an exemplary city that the proposed solution is possible and reasonable. Ridership and vehicle mileage of the entire system are calculated for the light rail analytically, and in the case PRT by simulation.

W pracy zaprezentowano wyniki analizy statystycznej ankiety i sformułowano wnioski podsumowujące.
In this paper innovative urban individual transport systems have been discussed. The results of the survey conducted on a group of 250 people, of which the largest part were residents of the city in the youngest age group 18-24 shows that knowledge about modern forms of transport and the possible willingness to use them, is not at a high level. The reason is the attachment of society to material goods and lack of awareness about the benefits that the user gains, but also the inhabitants in the aspect of improving the quality of life in the city. The future of transport belongs to systems that are focused on the lack of belonging and sharing economy. The concluded analysis proves that the systems functioning in the States are profitable and convenient for the residents, and the companies constantly develop their offer by expanding with modern solutions and facilities. In Poland, the change of residents habits regarding the forms of mobility will occur with the increase of popularity of modern systems, and this can be obtained by emphasizing the promotion in means of transport, at bus stops, and in the media. Forecasts indicate a steadily growing market value of innovative urban transport systems, which will improve the standard of living in crowded cities.

Opis:

The problems of modern urban planning are described and ways to solve these are discussed. Cities of the Russian Federation have low indicators of transport and planning efficiency; the general plan theory of the city does not answer many questions on the development of the urban environment. There are no requirements for the efficient use of urban areas and the formation of a city plan. An integrated approach is considered to improve the productivity of transport infrastructure to the modern level of motorization, develop measures to improve road safety, and also enable the prioritized development of environmentally friendly, economical, and high-speed types of public passenger transport. In this respect, the problems of improving the theory and practice of urban planning are highlighted in a new light. During the period of preparation of this article for publication, a new master plan for the development of the city of Omsk was approved, which included these proposals. The construction of the longest embankment in Eurasia began; a decision was made to use tunnels and stations of the unfinished metro for the development of tram routes.

The systems of selling tickets for urban transport services, realized basing on paper tickets, is severely limited, both within the aspect of collecting data concerning the services demand, and as far as the possibilities to diversify the prices and to shape transport tariffs are concerned. The development of the advanced IT technologies enable the use of telematic technologies in tariff systems of the local collective transport. Investing in the modern payment systems for the urban services is connected with considerable financial contributions from public resources, and the expected effect of the implementation is the defined functionality which is to substantially support the process of pricing and of transport offer optimization. The goal of the article is to present the possibilities resulting from the use of telematic tools in the process of shaping transport tariffs and to present the potential and the desired directions of the changes in the tariff systems of the local collective transport.

Passenger transport companies increasingly aim to implement passenger transport services of improved efficiency and effectiveness by raising the comfort of travel and ensuring passenger satisfaction by increasing quality of their service. The comfort of the journey is seen as security, punctuality, efficiency and friendly passenger service. The analysis and evaluation of the quality of passenger transport services allow to specify the time of travel, comfort, punctuality, availability of public transport links and the costs of transport services provided. The passenger streams and assessment of the urban transport services quality covered by this study allow for indication of problems in the researched area and suggestion of improvements in the transport services. The development of urban transport is subject to the increasing number of population, expansion of cities and constant technical progress. Expansion of cities and large number of citizens are closely linked to the urban transport allowing for the citizens’ mobility by various means of public transport. Carriage operations are repeatedly grouped according to travel direction, scale of demand for transport, the scope and length of the carriage, stability of transport needs or required transport speed.

The purpose of this publication is to emphasize the need for changes in city logistics, to characterize the concept of sustainable transport and to present the results of research on: the views of residents of Podkarpacie on choosing alternatives to the car, and urban transport concept. The research process was conducted in two stages. The first stage of the research was conducted in 2014 within its scope included the study compared the inhabitants of Podkarpacie to sustainable forms of transport. The second stage of the study carried out in 2015 was designed to examine whether the implementation of Intelligent Public Transport Management System, has changed the ratio of respondents to sustainable transport.

To optimize the everyday functioning of a city, urban authorities can implement smart city tools and solutions. Mobility is a typical field associated with the concept of a smart city. It is interesting to take a closer look at the solutions applied through the information accessible on the official websites, while exploring, at the same time, the possibilities offered by new research tools. The main objective of this work is to establish the significance of the information and communication technologies (ICT) in the process of creating smart mobility in a smart city, based on the texts posted on official websites. Using the natural language processing (NLP) methods and tools offered by the CLARIN.EU infrastructure, we verified dominant connotations with the mobility in the cities recognized as smart. The cities sample is the extract from the existing smart city rankings. To fulfil our goal, we searched for an answer to the question: What information about ICT solutions is posted on the websites of the studied cities and in what thematic contexts are they used? We looked for the results of the smart city rankings, referring to the official websites of the selected cities (a random selection from a total of 174 cities). The results show that mobility forms a distinct topic in smart cities communication, covering various kinds of transport solutions and systems, with a strong focus on the project side of this activity. The results are the part of the research “The smart city 4.0 maturity model,” conducted at the Department of Marketing and Logistics UO.

The paper proposes the 3-D mathematical model for analytic determination of exhaust concentration dynamics in the city regions under a priori information on airflow velocity. In this model it is provided that the turbulent and molecular diffusion coefficient changes depending on the vertical remoteness above the ground surface. The numerical example of problem solving is presented. The created model can be used for solutions of operative problems on urban traffic organization, of long-term planning of urban agglomeration development and new highway building.

Nowe technologie transportowe i rozwój gospodarki cyfrowej są w ostatnich latach determinantami zmian w zachowaniach transportowych ludności. Władze publiczne przeznaczają znaczne kwoty na rozwój nowych sposobów przemieszczania się, nie doceniając znaczenia wyboru dla nowej działalności odpowiednich form organizacyjnych. Przedsiębiorcy prywatni, eksperymentując z różnymi modelami biznesowymi, pod presją czasu podejmują ryzykowne decyzje kończące się często wycofaniem oferty z rynku lub likwidacją działalności na danym rynku. Zjawiska te są typowe dla rynków charakteryzujących się wysoką dynamiką wzrostu. Cele zrównoważonej mobilności wymagają jednak stabilizacji oferty usług transportowych alternatywnych dla prywatnych samochodów. Problematyce uwarunkowań organizacyjnych na różnych rynkach cząstkowych poświęcony jest niniejszy artykuł. Omówiono czynniki rozwoju na rynku transportu publicznego, pojazdów na minuty oraz nowej formy mobilności – Mobility as a Service. Podsumowanie zawiera najważniejsze wnioski z przeprowadzonej analizy.
In recent years, new transport and digital technologies have been determinants of changes in the transport behavior of the population. Public authorities allocate considerable amounts to the development of new modes of transport. They underestimate the importance of choosing appropriate organizational forms for new activities. Private companies experiment with various business models and under time pressure, take risky decisions that often result in withdrawing services from the market or liquidating activities in a given market. These phenomena are typical for markets with high growth dynamics. Sustainable mobility objectives, however, require stabilization of alternative services to private cars. This article is devoted to the issue of organizational conditions on various sub-markets. Market development factors from public transport, vehicles per minute and a new form of mobility - Mobility as a Service were discussed. The summary contains the most important conclusions from the analysis.

Environmental protection, as rational shaping of the environment, management of environmental resources following the principle of sustainable development, and counteracting pollution, is integrally related to the urban area. Therefore, most activities and initiatives are aimed at environmental protection in the cities, which are the living environment for half of the world’s population. Therefore, the necessary action is to reduce the impact of urban transport on the environment. In particular, increased road traffic in urban areas is a constant increase in pollutants introduced into the environment in the form of solid, liquid and gaseous substances, harmful to people, the environment and spatial structures. One such negative impact of transport is the emission of CO2 into the atmosphere. In the process of limiting it, actions are taken to shape urban transport systems and the mobility of city residents. In order to identify individual processes that are components of these activities, literature research was carried out, the results of which are presented in the article.

The paper dwells on developing the measures required for the effective functioning of urban bus routes, which are of great practical importance. As the analysis shows that in order to effectively organize urban passenger traffic and determine their optimal number on the routes, it is necessary to determine the pattern of changes in passenger flows, and on this basis, to distribute the number of buses in accordance with day–night hours. Based on this, an analysis of factors has been carried out affecting urban bus transport, and we have developed the measures aiming at increasing the effectiveness of passenger transport in transport companies.

This paper aims to perform comparative analysis of urban transport in selected global cities and to verify the existence of clusters. It was based on data source from the World Organization Data Urban. It used Indicators proposed in ISO 37120 Sustainable Community Development. The test procedure exploited taxonomic methods as Ward’s hierarchical analysis and the deagglomerating k-means analysis. The empirical analysis comprises four indicators: (I) high capacity public transport system, (II) light passenger public transport system, (III) annual number of public transport trips and (IV) number of personal automobiles. Main results are the classification of selected global cities, identification and characterization of trends in the field of urban transport in each group. The empirical analysis confirms a substantial diversity of urban transport in selected cities. These differences arise from their past, geographical location, size, different reactions to the transition process and the different economic structures. The taxonomic analysis of the urban transport in selected cities separated five independent classes typological. This elaboration aims to examine the role of urban transport in city management based on a literature review, databases and reports of the European Union.

In a modern urban organization, mobility is an important issue for society. Traffic congestion of urban roads undermines mobility is a real problem in major cities This article shows the development and implementation of a centralized traffic control system in the city of Cali Valle (Colombia) applied to control traffic lights located to the east of the city (Simon Bolivar and Ciudad de Cali highways), allowing the central operators directly influence the traffic flow, know and display the status of the lights and generate statistics about the events of the online equipment. Particular real benefits of proposed new system of traffic lights are reflected in green times at each intersection allocated in accordance with the present traffic volumes on the road network at any time of day and in every sector of the city in particular, which of course increases the efficiency of each light installed at each intersection. As demonstrated in this article case study, the congestion scheme has been improved, and the project has opened up vast opportunities for innovative network management strategies for the optimization of network performance. Many of these strategies are developed to give a coordinated high-level control across different traffic control platforms based on real time traffic condition and performance on site.

Studium przypadku dotyczyło zastosowania systemu inteligentnego sterowania ruchem TRISTAR w Trójmieście, którego zastosowanie przyniosło wymierne efekty dla transportu miejskiego.
The article describes the solution to the problem of urban transport using the telematics solutions. The general characteristics of the city development and its transport, taking into account the partial objectives of urban logistics. The author describes importance of telematics solutions in the transport’s logistics. This paper characterized example of the solutions on the Tri-City basis and shown potential for further development in these aspects. The case study involved system use of intelligent traffic control TRISTAR in Tri-City, that has already led to tangible effects for urban transport.

Popyt publiczny zgłaszany przez organizatora transportu (zarząd transportu miejskiego) może być realizowany w oparciu o procedurę przetargową i jest kontraktowany umową kosztów brutto. Przedsiębiorstwa przewozowe rywalizują „o rynek”, wyceniając zlecenie realizacji określonego wolumenu pracy eksploatacyjnej w oparciu o kalkulację stawki wozokilometra. Stąd też uznano, że koncentrację rynku w warunkach konkurencji regulowanej należy wyznaczać w oparciu o wskaźnik zakontraktowanej pracy eksploatacyjnej, wykonywanej przez przewoźnika. W celu opisu struktury rynku zaprezentowano i scharakteryzowano najczęściej stosowane wskaźniki koncentracji. Ze względu na zróżnicowane podejście do tej problematyki w literaturze statystycznej i ekonomicznej, postanowiono zaprezentować miary koncentracji w podziale na dyskretne i skumulowane. Szerzej przedstawiono konstrukcje, charakterystyki i interpretacje dwóch najbardziej popularnych wskaźników tj.: wskaźnika koncentracji (concentration ratio) oraz wskaźnika Herfindahla- Hirschmana (HHI). Ocena koncentracji rynku transportu miejskiego, a raczej poszczególnych rynków lokalnych (gdyż przy założonym przedmiocie pomiarów nie można dokonać agregacji) może być cenna poznawczo. Uzyskane wyniki mogą posłużyć do oceny efektywności prowadzonych działań demonopolizacyjnych, ale także do badania zachowania poszczególnych podmiotów w zależności od struktury rynku i zajmowanej na niej pozycji.
The paper presents issues of concentration of the urban transport market. The analysis of concentration is intrinsically correct only in case of less monopolized markets. In the view of this criterion there are deregulated markets and markets with regulated competition. The issue of market concentration becomes important in case of (operating in Poland) urban transport markets organized by regulated competition model. Public demand notified by the transport provider (transport management) can be implemented on the basis of a tender procedure and contracted by gross costs agreement. Transport companies compete “for the market”. They appraise the contract for particular operational work volume based on the calculation of the vehicle-kilometer rate. As a consequence, the urban transport market concentration should be calculated on the basis of the rate contracted operational work performed by the carrier. The paper presents two the most popular market concentration measures. Due to the different approach to this issue in the statistics and economics literature, it was decided to present the measures of concentration divided into discrete and cumulative index. It presents the characteristics and interpretations of two indicators such as: concentration ratio (CR) and the Herfindahl-Hirschman Index (HHI). The results of concentration measure can be used to assess the effectiveness of anti-trust activities and study on particular entities behavior.

Potencjał tych zasobów oraz procesy, jakie zachodzą w systemie decyzyjnym i przepływach finansowych wyznaczają zdolność samorządu miejskiego do zrealizowania zadań, jakie należy wdrożyć, aby „lepszy transport wpływał na lepsze miasto”. Innowacyjne podejście i elastyczność procesu zarządzania przez organizatora zależy od formy organizacyjno-prawnej. W artykule przedstawiono trzy formy organizacyjno-prawne, jakie występują w polskiej praktyce. Omówiono ich cechy i zakres swobody w korzystaniu z zasobów, którymi dysponują, aby zwrócić uwagę polityków i władz lokalnych na konieczność poprawy formy organizacyjno-prawnej organizatora przed podjęciem planowanych zmian systemowych w transporcie miejskim. Zwrócono uwagę na znaczenie odpowiedniego kapitału intelektualnego, którego rdzeniem jest wiedza. W podsumowaniu postawiono tezę, że w krajowym transporcie publicznym jednym z ważnych postulatów, które stoją przed osobami kierującymi administracją miejską jest potrzeba kształcenia na studiach podyplomowych oferujących najnowszą wiedzę z zakresu projektowania i wdrażania innowacji w transporcie miejskim.
The aim of this article is to present, based on management and economic theory, the resources and processes that can influence the implementation of modern solutions in urban investments and the transport system for city residents. The effectiveness and speed of change in urban transport depends on the knowledge resources of the city authorities, the local government and the organiser, the availability of financial resources for spending on the development of modern transport, the resources in transport infrastructure and rolling stock and the IT technology used. The potential of these resources and the processes that take place in the decision-making system and financial flows determine the ability of the city government to achieve the tasks that need to be implemented in order for “better transport to influence a better city”. The innovative approach and flexibility of the organiser’s management process depends on the organisational and legal form. The article presents three organisational-legal forms that occur in Polish reality. Their characteristics and the scope of their freedom to use the resources at their disposal are discussed in order to draw the attention of politicians and local authorities to the need to improve the organiser’s organisational- legal form before undertaking planned system changes in urban transport. Attention was drawn to the importance of adequate intellectual capital – intangible resources, the core of which is knowledge. It concludes with the thesis that, in national public transport, one of the important demands facing those in charge of urban administration is the need for postgraduate education offering the latest knowledge in the design and implementation of urban transport innovations.

The aim of the article is to present the main problems related to urban transport faced by the in habitants of modern metropolitan areas. Increasing dissatisfaction of the society, low capacity of urban road systems and increasing level of air pollution - these are just some of the disadvantages that limit the development of urbanized areas. Here comes the idea of Smart City, striving to improve and develop the TFL sector. This paper presents innovative technologies that can improve the quality of life of people and facilitate the creation of urban space.

Being the cleanest mine fuel due to the release of low exhaust emissions into the atmosphere, natural gas has been utilised by many fields of transport. A rapidly growing world market of liquefied natural gas (LNG) fuel has enabled to implement this fuel in urban transport. This article concentrates on presenting an alternative solution for the use of LNG fuel in urban buses to reduce exhaust emission using the example of Szczecin. On the basis of a significantly growing segment of the engines for the gas driven market, the article also shows the possible costs arising from the use of LNG fuel in urban buses of Szczecin. The impact to the natural environmental from the use of diesel fuel from vehicles was analysed. Based on the exhaust emission analysis this article shows the difference between using a fuel which emits less noise and is a cleaner energy source with high energy efficiency and the fuel used by carriers.

Opis:

Transport is integral to every city, having a crucial impact on its functioning and development. As road infrastructure does not up to keep up to speed with the constantly growing numbers of vehicles on roads, new solutions are required. Fast urban railway systems are a solution that can reduce transport congestion, with environmental protection issues also taken into account. Following these reasons, the decision was made to build the Szczecin Metropolitan Railway (Szczecińska Kolej Metropolitalna, or SKM), consisting of four lines constructed using existing railway infrastructure, within the Szczecin Metropolitan Area (SMA). The construction works on the linear and point assets of the SKM are ongoing and will be concluded in 2022. Therefore, given the large impact of this project on the affected communities, the purpose of the present study was to analyze the expectations of the SMA population concerning the launch of the SKM via a large-scale questionnaire. For the purposes of the study, the following research hypothesis was defined: from the assessment of the affected residents, the introduction of the SKM will considerably improve the travel experience and greatly facilitate transit within the fast railway system’s area of impact. From the analysis of the questionnaire, it could be concluded that the introduction of the SKM will have a positive impact on the improvement of transport within the Szczecin area and shorten travel times significantly.

The growing number of cars cities is worsening the quality of life of our citizens, aggravating their problems with mobility, social inequality, health and ecology. The implementation of the Sustainable Development Goals implies carrying out measures aimed at reducing the impact of urban transport systems in three interrelated directions. The aim of this chapter is describe the conditions and measures to reduce the negative impact of these problems combined into transport policy measures in two ways. The method of expert assessments allowed to rank these activities in order to establish the sequence of their implementation in cities in order to bring their state closer to the “livable city”.

The paper presents conclusions of the survey conducted in Gdańsk in October 2017. The study aimed to compare travel times between the largest residential districts in Gdańsk and the area of the businessacademic center. The research was aimed at showing time losses on the commuting trips and their organizational and infrastructural causes, which lead to the extension of the actual travel time. Based on the identiefid time losses and their causes, recommendations regarding further organizational and investment work were presented to improve the competitiveness of public urban transport and bicycles in relation to the cars.

W artykule omówiony został problem nowo pojawiających się form indywidualnego transportu miejskiego, jako alternatywy dla systemu taksówek i użytkowania własnych pojazdów samochodowych. Celem pracy było przedstawienie kierunków możliwego rozwoju miejskiego transportu indywidualnego w oparciu o wyniki przeprowadzonej ankiety.
This paper gives a summation of two most popular individual transport companies available in Krakow, Uber and TrafiCar. These are modern urban alternatives for the standard means of transport, taxi cabs and public transportation. Selected companies give a customer the opportunity to use a combination of modern technology (Uber) and completely different attitude to the process of transportation (TrafiCar) - carsharing. Modern solutions can substitute old-fashioned means of transport. Flexible market proves that there is still a plenty of room for innovative solutions. The results of questionnaire presented on social media on a group of 285, mostly young (18-25 years old) people, proved that major factor in selection are the price of the product. Described companies predicate their strategy on price. The other key elements for mostly young people are the possibility of a use of modern technologies and comfort of travelling. The future of transportation gives a chance for both, private companies and city solutions. Local authorities plan to introduce their own way of carsharing as an impulse given from young companies that aggressively stepped in changed the market. The possibility of harmonic coexistence ensures constant of individual transport solutions in the city.

The new urban transport paradigm should be based on the following premises: A need for improving mobility for handicapped and elderly people; Quick development of ICT, smart cities idea and eco-mobility services; A need for applying in transport sector the RER rule, i.e. resilience, efficiency and remanufacturing; ARTS (Autonomic Road Transport Support Systems) development. Presented draft of a new urban transport paradigm shows the vision of transport system functioning in the future. It can be used also as a new research agenda for the EU Framework Programs in science.

Urban transport systems operate according to fixed, strict timetables, which requires high timeliness and technical readiness of the fleet. Therefore, this article proposes a detailed study of the punctuality of the public transport system using a multiple regression model for the main modes of transport (trams, buses, and Warsaw Metro). The analysis made it possible to go beyond the framework of the overall assessment and to identify the factors that have a significant effect on the punctuality index and to indicate the degree of this effect. The obtained results are a universal tool to assess the punctuality level of the urban transport fleet and to support decision making in the scope of organization of their work, which can be implemented in any similar transport system. The specification of the number of breakdowns, road accidents, or unauthorized stopping of a vehicle as the main causes of delays is the basis for taking corrective measures related to the improvement of the fleet operation system, or for preventive measures. The development of such models is practical in both public transport systems and similar companies providing transport services. For such institutions, the parameter of punctuality is extremely important and affects the quality of the services offered and the reputation of the company, which translates into the numer of customers and potential profit. Therefore, it is important to investigate the factors that shape the punctuality of the tasks performed. It allows for shaping the processes of fleet control and management. It is also worth emphasizing the scientific aspect of the publication, which is the presentation of the possibilities of applying selected mathematical models in such analyses, indication of the conditions of their application, and presentation of possible results together with their interpretation.

The article is related to urban transport systems. The authors focus on solutions that will positively influence the problem of excessive noise or pollution generated in cities through transport activities. They refer to existing single initiatives, but also demonstrate the need for complex solutions that integrate solutions into a single system that enables the use of various means of transport through organizational and ICT solutions. The aim of the article was to present a review of selected solutions that could reduce the harmful effects of transport, which can be used to improve the environmental performance of urban transport systems.
Artykuł poświęcony został tematyce miejskich systemów transportowych. W pracy skupiono się na rozwiązaniach, które mają pozytywnie wpłynąć na problemy nadmiernego hałasu czy zanieczyszczeń powstałych w miastach poprzez działalność transportową. Autorzy odnieśli się do istniejących już pojedynczych inicjatyw ale także ukazali potrzebę zastosowania rozwiązań kompleksowych, których zadaniem jest integracja rozwiązań w jeden system umożliwiający korzystanie z różnych środków transportu poprzez rozwiązania organizacyjne oraz ICT (ang. Information and Communication Technologies). Celem artykułu było zaprezentowanie przeglądu wybranych rozwiązań, które mogą ograniczyć szkodliwy wpływ transportu na wybranych rozwiązań stosowanych w celu poprawy ekologiczności miejskich systemów transportowych.

Wynikają one z różnorodnych uwarunkowań, które stanowią tło dla tych przekształceń. Znaczna część tych uwarunkowań jest destruktywna, w tym zwłaszcza: wzrost liczby samochodów osobowych na świecie, duża emisja zanieczyszczeń z ruchu samochodów osobowych oraz brak spadku wielkości tej emisji mimo wzrastającej liczby samochodów niskoemisyjnych i problem kongestii. Jednak część uwarunkowań posiada charakter konstruktywny, w tym zwłaszcza: dostrzeganie przez władze, że jakość życia w mieście jest bardzo istotna, zmiany w myśleniu o transporcie w mieście – zwłaszcza dwie przełomowe – książka Jane Jacobs „Śmierć i życie wielkich miast Ameryki” oraz Raport Buchanana, a także zmniejszanie się liczby samochodów osobowych w wielkich miastach krajów rozwiniętych. Na takim tle przedstawiono przekształcenia transportowe miast służące poprawie jakości życia w zakresie: planowania ulic, płynności ruchu, uspokojenia oraz ograniczenia ruchu samochodów, komunikacji rowerowej, komunikacji urządzeniami transportu osobistego, a także rangi, integracji, dostępności i atrakcyjności komunikacji publicznej.
The aim of the article is to present current transformations of the city transport that serve to improve the quality of their residents’ lives. They result from various determinants that form the background for these transformations. A substantial number of these conditions is destructive, in particular: an increase in the number of passenger cars in the world, significant pollution from passenger car traffic and no decrease in this emission despite a growing number of low-emission cars and problems with congestion. However, some of these determinants are constructive, particularly: noting by the authorities that the quality of life in the city is essential, changes in thinking about transport in the city – especially two ground-breaking publications – Jane Jacobs’s book The Death and Life of Great American Cities and Buchanan’s report, as well as a decrease in the number of passenger cars in large cities of developed countries. In this context, urban transport transformations aiming to improve the quality of life are presented in terms of: street planning, traffic flow, slowing down and reducing car traffic, bicycle transportation, Personal Mobility Devices transportation, as well as the rank, integration, accessibility and attractiveness of public transport.

Global population growth and rampant urbanization have led to the accelerated development of large cities, which are themselves rapidly affected by a sudden increase in transport demand, or even a disruption of the daily concerns of citizens and the economic growth of the country. Currently, management of urban transport is a major issue in terms of the quality of life for citizens and the economic, social and cultural competition between the different cities. In many parts of the country, cities are booming, which has caused a major disruption in traffic. In spite of investments and development on urban layout, planning and development of means of transport in many cities of the country are faced with problems of massive influx of users, traffic jams, congestion, traffic accidents, and air and noise pollution. However, it should be mentioned that the problems are not identical and each city has its own specificities. The proposed working methodology is based on the identification of the problems in the field reported in the various national media and newspapers, grouped into five groups mentioned in the working approach. These are the black spots recorded in some wilayas of the republic, especially the big cities (Algiers, Constantine, Setif ...). Knowledge of the magnitude of the factors present on the ground makes it possible to have an overview of the malfunctions, or even perform « mapping of the black spots» to better choose the best directions to take. Thus, this study aims to highlight some of the urban transport problems encountered in certain Algerian cities and to then suggest possible solutions, or even identify actions to be undertaken on a priority basis currently and in the future.

This article presents the issue of using decision support tools to select the variant of organization of urban transport system. Two scenarios for the use of electric vehicles were compared, considering not only their emissions and fuel consumption but also the limited accessibility of conventional vehicles to the city. The authors assume that the development of urban traffic organization must go hand in hand with the challenges of planning sustainable urban mobility and reducing harmful exhaust fumes. Furthermore, decision-makers should be equipped with simple decision support tools to generate the best option considering the expectations of transport users. The PTV VISUM tool was used to analyse and visualize two different organization scenarios for a selected city in Poland.

Takie modernizacje będą podstawą wzrostu gospodarczego miasta stołecznego Warszawy i poziomu życia jego obywateli w warunkach poszanowania środowiska naturalnego.
The paper describes a strategies for the sustainability for city logistics and shows the results of the implementation Veturilo in Warsaw. We learn how to Veturilo impact on the environment and traveling users. Public bike system has many advantages. We will find out about his strengths and weaknesses. It presents statistics of Vetrilo within four months. Through appropriate urban part of trying to reduce emissions, and thus improve the standard of living. Mostly to integrate with traditional means of transport. These upgrades will provide the basis for economic growth of the city of Warsaw and the standard of living of its citizens in terms of respect for the environment.

Opis:

Groundwater quality study was conducted in the Drini basin situated in the northern part of the Albanian territory. The objective of this study was to identify the quality of groundwater in four different well-defined monitoring sites. Groundwater is vital for the population and is considered to be subject to continuous exploitation with high growth intensity, and permanent risk of pollution from natural and human activities. Contamination of groundwater occurs when synthetic products such as gasoline, oil, road salts and chemicals get into the groundwater and return it unsafe and unfit for human use. Groundwater monitoring was carried out according to a network, which aimed to include mainly the most intensive areas of exploitation and distribution in the aquifer. Samples were collected in two different months of June and October in four monitoring drilling sites and were analysed for those key indicators defined by the rules and procedures for the drafting and implementation of the national programme of environmental monitoring in Albania. The study results reveal that geological formation, human activities as well as environmental conditions affect groundwater quality. Complete chemical analysis revealed that the groundwater in this area results in medium hardness, has good physico-chemical properties, local pollution is encountered, and there is no massive pollution of the basin. They are waters with low mineralisation. Further, they are neutral waters, which meet the allowed norm for drinking water. The pollution displayed is occasional, as the presence of NH4+ and NO2- are isolated cases, manifested mainly by the non-application of areas of strictness and sanitary protection around the drill and the small cover of the subaxillary layer. The analysis performed for microelements shows that the content of some heavy metals is below the maximum allowed amount; this demands serious future attention to the density of the network and the monitoring frequency in this basin. The risk of pollution in the Drini basin is high due to the small protective cover, especially in the source of Dobrac. Intensive exploitation can lead to the mixing of fresh water with water with high mineralisation. The concentration of Cu, Pb, Zn, Cr, Cd, Na+, K+ and Cl− in the water samples known as the major pollutants from the urban transport sector, has shown that the values are within the water quality standard. The low concentration of these pollutants was due to the distance of the drilling sites from the roads in these areas.

Not only the opinions of experts point to the increasing number of cars in central areas of cities, but this fact is also perceived by the city residents themselves. They experience it every day when they move around the city. Congestion at the junctions and sometimes a total collapse of traffic cause substantial problems for urban public transport vehicles. It is not uncommon for an urban public transport vehicle to stand in a slowly moving queue of vehicles, transporting mostly two or three passengers. An urban public vehicle can transport several times more passengers and in this fact it is much more favourable for the city area. Delays of urban public transport vehicles deteriorate the quality of public transport, which is very important for the passengers. The article deals with the different ways of public transport priority which could be broadly categorised asphysical measures, traffic signal priorities, and integrated measures. These measures are used according to the need and the feasibility to provide them and can include with-flow lanes, contraflow bus lanes, bus only streets, priority at traffic signals and integrated measures such as queue-relocation and virtual bus lanes.

Transport is one of the factors influencing the development of metropolitan areas. However, for its efficient work, numerous optimizations are required. Main tasks are shortening travel time, improving service quality and increasing the number of passengers served. The author has presented current studies on the field in optimization of public transport, mainly ways to optimize the transport network construction, based on large data sets about the population and their communication behaviour. Methods of combining various types of public transport with each other are presented. In the paper also are presents authors studies on the communication accessibility within the city of Cracow. Estimated distances from buildings to various types of public transport stops. The results were presented in aggregated form. Calculated communication speed of three types of public transport functioning in Cracow has also been discussed.

The purpose of this article is to show how urban transport can influence the shaping of intelligent solutions in cities with the help of various factors and components.
Koncentracja ludności w ośrodkach miejskich oraz postępujący rozwój gospodarczy stanowią jedne z zasadniczych przyczyn problemów funkcjonowania współczesnych miast. Jednym z tych zagadnień jest transport miejski powodujący straty w środowisku naturalnym oraz niższą jakość życia. Koncepcją ograniczającą niekorzystne zjawiska może być smart city, a w tym inteligentne rozwiązania w sposobie przemieszczania się miejskiej społeczności. Celem niniejszego artykułu jest ukazanie jak transport miejski może wpłynąć na kształtowanie inteligentnych rozwiązań w miastach przy pomocy różnych czynników i komponentów.

The aim of this article is to characterise the sociolect of Warsaw enthusiasts of urban transport, with a particular focus on lexis and phraseology. The author attempts a description of the group of people interested in mass transport as a communication community, analyses the formal characteristics of the sociolect they use, and presents the expressions used by them in an arrangement intended to reproduce the linguistic worldview specific to them, which encompasses urban transport vehicles, vehicle equipment, service names, designations of places and people, as well as events involving urban transport.

W artykule przedstawiono wyniki badania zróżnicowania 41 gmin tworzonego związku metropolitalnego w województwie śląskim. Zestawiono stosowne dane oraz wykorzystano taksonomiczną metodę różnic przeciętnych (od nazwiska jej twórcy nazywaną metodą Czekanowskiego). Wykorzystano wskaźniki opisujące gęstość zaludnienia, dochody gmin oraz nasycenie usługami transportu zbiorowego. Wyznaczono w ten sposób cztery grupy miast w tworzonej metropolii, z których trzy (21 miast) tworzą spójny, zurbanizowany obszar, natomiast pozostałe mają w stosunku do nich charakter stref podmiejskich. Wyniki badań przedstawione w artykule są punktem wyjścia do projektowania rozwiązań z zakresu oferty przewozowej, integracji oraz zasad finansowania zadań przyszłego związku metropolitalnego.
The paper presents the results of the study on the differentiation of 41 municipalities of metropolitan union which is currently being established in the Silesian Voivodeship. The differentiation analysis is based on the taxonomic method of average differences (called the Czekanowski’s method from the name of its author) and collected indicators describing the population density, municipal income and the density of public transport services. Among all 41 municipalities four groups of cities were determined, three of which – 21 cities – create a coherent urbanised area, while the rest of them are rather suburban areas. The results of the study presented in this article are the starting point for designing solutions for the public transport planning, integration and financing of future metropolitan union tasks.

Purpose: The main aim of the article is identification of passengers' preferences and satisfaction with public transport services as the basis for evaluating the quality of urban public transport services and it’s improvement. Design/methodology/approach: The research included a satisfaction survey of urban passenger transport customers in the city of Żory, where free public transport operates. The literature review provided an opportunity to identify the factors to be assessed in the survey. Findings: The survey has shown that respondents indicate the frequency of buses, punctuality, the technical condition of the means of transport, the number of seats available on the bus during peak hours and the efficiency of air conditioning and heating as the most important improvements in the quality in organization and realization of public passenger transport. These results are the basis for action by the transport provider. Research limitations/implications: The survey concerns only the city of Żory public passengers transport, while the proposed research approach can be used in research for other cities. Practical implications: Adaptation of the transport offer to the passengers requirements in order to encourage them to use public transport more often. This solution will increase the competitiveness of this form of transport in relation to individual transport modes. Social implications: The quality of passenger transport services in the city plays a key role in shaping the quality of inhabitants life. The competitiveness of this form of transport also influences the environmental aspect – among others, the reduction of low emissions. Nevertheless, in order to ensure the use of this form of transport, it is necessary to continuously improve the offer and quality of service provision. Originality/value: The presented research is important in the activities of urban passenger transport operators as it provides information on the importance of factors influencing the growth of interest in this type of services, and therefore is important in building a customer service strategy.

Definicja wartości usługi transportowej dla pasażera nie jest łatwa do określenia. Znajomość specyfiki komunikacji miejskiej, jak również ogólnych cech usług transportowych sprawia, że istniejące definicje wartości, które odnoszą się częściej do produktów niż do usług, ograniczają łatwość jej rozumienia. Stąd też na potrzeby artykułu przedstawione zostały definicje wartości, w tym wartości dla pasażera, oraz ich rozumienie w kontekście usług transportu zbiorowego. Wskazano, iż wartość ta powinna być kształtowana głównie z punktu widzenia pasażera, który mając do wyboru różne środki transportu i ich specyficzne cechy, wybierze ten, którym będzie realizować codzienne podróże.
Definition of a transport service for the passenger is not easy to determine. Knowledge of transport as well as the general characteristics of transport services makes the existing definitions (that relate to the products, more than services) hard to understand. Therefore, for the purposes of the article the definitions of the value of the passenger and their understanding in the context of public transport services were presented. It was indicated that this value should be shaped primarily from the point of view of the passenger, who, with a choice of different means of transport and their specific features – choose the one which will be used for daily trips.

The study aims to assess transport systems in terms of ISO 37120 indicators in selected European cities. Using the principal components analysis, the research identified significantly correlated variables associated with urban transport. Three principal components explained almost 87% of input data variability. The first principal component was mainly related to transportation fatalities, the second component — to the length of bicycle paths, and the third component — to the length of the network used by light passenger public transport. A strong correlation was found between the length of high capacity public transport and transportation fatalities. Furthermore, the analysis proved that the Aalter transport system was an outlier. The paper concludes by identifying several recommendations on the improvement of urban transport management and the development of low-carbon mobility systems.

Basic environmental problems in the cities, related to the predominance of oil as a transport fuel, cause an increase in CO2 emission, air pollution and noise. Transport is one of the most difficult sectors to control CO2 emission. Despite the technological advances in the automotive field, the increase in traffic and urban areas’ trends presenting automotive industry and driving style, are an increasing sources of CO2 emission that causes climate change. Thanks to the integrated mobility plans, cities can contribute decisively to the decarbonisation of the economy. Using technological, organizational and behavioral solutions, urban transport can develop in accordance with the principles of sustainable development.

W artykule scharakteryzowano system transportu miejskiego w Warszawie obejmujący komunikację autobusową oraz komunikację szynową (w tym linie tramwajowe, metro, szybką kolej miejską - SKM). W artykule zaprezentowano również wyniki badań ankietowych przeprowadzonych w 2015 roku wśród 210 użykowników transportu miejskiego. Z przeprowadzonych badań wynika, że mieszkańcy Warszawy są zadowoleni z poziomu usług świadczonych przez publiczny transport zbiorowy. Cechy komunikacji miejskiej o kluczowym znaczeniu dla użytkowników to częstotliwość kursowania pojazdów oraz koszty podróży (ceny biletów).
The article characterizes the urban transport system in Warsaw which includes bus transport and rail transport (including tram lines, metro, urban rapid train – SKM). The article presents the results of a survey carried out in 2015 among 210 users of urban transport. The study shows that the inhabitants of Warsaw are satisfied with the level of public services provided by public transport. Characteristics of urban transport of key importance for users are frequency of vehicles and travel expenses (ticket prices).

Support recreational and tourist facilities depend on local conditions and policies of the city and public transport companies. This article is not a specific case study, but presents an example of the city (communication networks) in which the service of tourist traffi c (or recreational) became the basis for the organization of public transport. The article shows that tourism and recreation can be a determinant of the creation of the line, and even communication network. However, it is very diffi cult to investigate the demand of tourism and recreation in public transport, because the supply has to stay ahead of demand, and even create it. On the other hand, a well-organized line can become a signifi cant source of income, which can lead to the maintenance of public transport and even in some cases to its development.
Turystyka i rekreacja mogą być determinantą powstania linii, a nawet sieci komunikacyjnej. Jest to jednak często determinanta bardzo słaba, podatna na różnego rodzaju wpływy zewnętrzne, w tym tak niezależne od władz miasta i przewoźnika, jak na przykład moda. Z drugiej strony, dobrze wykorzystana, może mieć niebagatelne znacznie dla komunikacji miejskiej i całego miasta. Artykuł opisuje determinanty turystyczno-rekreacyjne zarówno organizacji sieci, jak i linii, a także określa elementy niezbędne w linii komunikacji miejskiej, która ma służyć obsłudze obiektów turystycznych lub rekreacyjnych. Dodatkowo podano przykłady tego typu zjawisk. W bibliografi i obok publikacji z dziedziny socjologii czasu wolnego, socjologii miasta, turystyki zostały wykorzystane także opracowania dotyczące historii sieci komunikacji miejskiej użytych jako przykłady.

Opis:

Assessment of travel time reliability as a fundamental factor in travel behaviour has become a very important aspect in both transport modelling and economic appraisal. Improved reliability could provide a significant economic benefit if it is adequately calculated in cost-benefit analyses for which the theoretical background has already been set. However, methods to forecast travel time reliability as well as travel behaviour models including its effects are rather scarce and there is a need for development in this field. Another important aspect could be the influencing factor of reliability in travel demand management and related policy-making. Therefore, this paper intends to further analyse reliability focusing exclusively on urban road transport based on automatic measurements of journey times and traffic volumes from a dataset of the city of Budapest. The main finding and the novelty of the study is a model which can forecast the standard deviation of travel times based on the volume-capacity ratio and the free-flow travel time. The paper also provides a real-life numerical experiment in which the proposed model has been compared with other, existing ones. It proves that besides existing mean-delay-based models, travel time reliability can be forecasted based on the volume-capacity ratio with an adequate accuracy.

The article presents the implementation in the Omsk region of the project "Safe and high-quality roads," which is currently being implemented in various regions of Russia. Studies included the development and implementation of programs for the development of roads and municipalities, bringing the urban agglomeration network into a normative transport and operational state, eliminating the congestion of the urban agglomeration road network, including by transferring passenger traffic to publictransport, optimizing traffic flows, and improving the efficiency of the traffic management system. To this end, a number of surveys of passenger and traffic flows have been carried out. The results of the surveys formed the basis of the transport model, through which programs were developed to optimize the route and transport networks of agglomerate cities. A proposal was made to use a survey of public transport drivers to obtain competent opinions on the need for appropriate changes and improvements.

The purpose of this article is to examine the possibility of introducing an autonomous urban transport system in Poland. In their work, the authors presented perspectives for the implementation of autonomous vehicles in Poland. They illustrated the tests carried out abroad and in the area of Poland containing the issues of safety and cost-effectiveness of a given undertaking. They discussed the problems of benefits and risks related to the above topic. By means of a questionnaire, the residents were surveyed to collect opinions and evaluate the matter of innovative technology. The conclusions of the research may point out whether Polish citizens are ready for changes in mental aspects.

W artykule przedstawiono stosowane w transporcie publicznym paliwa i napędy alternatywne. Omówiono założenia metodyczne oceny efektywności finansowej inwestycji związanych z pozyskiwaniem środków transportu publicznego z napędem alternatywnym oraz wyniki oceny dla wybranych napędów alternatywnych.
European transport policy for the first half the 21st century assumes creating the transport system organised with the respect of the principle of sustainable development, providing economic, social and ecological needs of the society and supporting construction of the integrated society and entirely integrated and competitive Europe. Applying alternative fuels and drives in public transport vehicles is an essential instrument of this policy. In the paper fuels applied in the urban transport and alternative drives were described. Methodological establishments of evaluation of the investment's financial and economical effectiveness associated with acquiring public means of transport with the alternative drive were discussed as well as results of the effectiveness evaluation of selected applications of alternative drives.

Niniejszy artykuł zawiera ocenę najistotniejszych osiągnięć programu.
Years 2007-2013 are a key period in dynamic development of Lublin city. Then were taken effective actions leading to improve quality and also effectiveness urban transport, and what comes with it, also improve residents mobility. Particularly important in this aspect turn out the program „Integrated System of Urban Public Transport in Lublin”, realized as part of 3rd Priority Axis „The Regional Centers of Growth”, in the level of Operation Program of Eastern Poland Development 2007-2013, co-financed by the European Regional Development Fund. This article contains the most important achievements of the program.

W Białej Księdze Transportu z 2011 roku, Komisja Europejska wskazała kierunki rozwoju transportu oraz zaproponowała szereg działań mających na celu zmniejszenie negatywnych oddziaływań transportu przy jednoczesnym zagwarantowaniu jego konkurencyjności. Dużą rolę w procesie kształtowania zrównoważonego miejskiego systemu transportowego odgrywa świadomość społeczna na temat proekologicznych rozwiązań transportowych. W artykule przedstawiono oraz omówiono wyniki badań, które zostały przeprowadzone wśród mieszkańców Poznania na temat ich zachowań związanych z transportem miejskim oraz poglądów na politykę zrównoważonego rozwoju transportu.
The European Union implemented the policy of sustainable urban transport. In White Paper of Transport from 2011, the European Commission indicated directions of development of transport and proposed several measures aimed at reducing the negative impacts of transport without compromising its competitiveness. An important role in a sustainable urban transport system development plays awareness of environmental transport solutions. The paper presents and discusses the results of studies that have been conducted among residents of Poznań about their behaviors related to urban transport policy and perception of sustainable transport.

The subject matter presented in the article touches the problem of incufficient efficiency of processes and systems in organisation. Achievement of adequate efficiency value is a guarantor of competitive advantage of enterprise. Therefore, it is necessary to constantly work on methods and techniques to improve efficiency, tailored to the needs of various organizations, which also includes service enterprises. Service enterprises include public transport companies. The purpose of the latter is to guarantee that the passenger will be transported from stop A to stop B within a certain time. Failure to achieve this goal incurs certain social costs. Therefore, the article focuses on measures and ways to improve efficiency, developed in Eastern Asian enterprises that have been successful as a result of their use. The first part of the article reviews the literature, including the methods used in this part of the world. The second part, however, concerns the possibility of using the BOST method in improving the efficiency of public transport enterprise processes in Poland.

W artykule podjęto tematykę zrównoważonego rozwoju w logistyce miejskiej w ujęciu przemieszczania ludzi. Celem artykułu jest analiza wykorzystania w aglomeracjach autobusów i aut osobowych pod kątem środka napędu (ekologiczne i tradycyjne formy transportu). Analiza została przeprowadzona w rozbiciu na poszczególne powiaty. Ograniczono ją do Polski, ze szczególnym uwzględnieniem województwa lubuskiego. Artykuł został oparty na analizie literatury przedmiotu oraz o danych statystycznych.
Proper balance of all factors in the economy is crucial for further development, as well as the future of society and living conditions. Hence, it seems important to properly manage the factors, as well as the exploitation of the environment. One of the solutions is responsible taking action in the field of city logistics. Only appropriate management in line with sustainable development can give the society good living conditions in the agglomeration, as well as further development of the economy through incoming investors. The article deals with the topic of sustainable development in urban logistics in terms of the movement of people. The aim of the article is to analyze the use of buses and passenger cars in agglomerations in terms of the means of propulsion (ecological and traditional forms of transport). The analysis was carried out by poviat. It was limited to Poland, with particular emphasis on the Lubuskie Voivodeship. The article was based on an analysis of the literature on the subject and on statistical data.

Opis:

Using inductive powered batteries in public transportation vehicles delivers a lot of benefits. The most important advantage is contribution to environmental protection by reducing exhaust emission. The special construction of inductive buses, results more quite engine running, so among benefits there are also noise limitations (about 7dB comparing with diesel engines). Although the cost of inductive buses is almost twice bigger, the whole investment returns fourfold faster by low exploitation cost of such vehicles. Unfortunately implementing this technology requires road infrastructure adjustments, such as mounting inductive charging station into the road surface. It is worth mentioning that nowadays, when pro-ecological projects play a key role in transportation development strategies, the inductive vehicles can be an answer to all of necessary demands.

The aim of this work was to select a specific set of criteria against which were made survey. They relate to measure of the quality of functioning selected urban transport system. On the basis of certain quantitative assessment of criteria the quality gap was set. Successively the statistical analysis in regards to obtained results was made and conducted the punctuality research of bus services.

The problem of adverse effects of noise on humans is particularly visible in urban parts of the world. Undoubtedly one of the biggest sources is traffic. All over the world for many years are being carried out numerous studies aimed at reducing noise and its adverse effects. This article attempts to verify what is the noise level in the interior of the bus in urban transport. The study used two buses of the older generation, which can be still find on some lines in Poland.

Subject and purpose of work: Urban transport is a key element of the functioning of urban agglomerations around the world. As it is of strategic importance, the needs of its users have to be diagnosed. Due to the fact that students are the most numerous social group using public transport, particular attention should be paid to students as the real creators of the needs of urban transport. The paper aims to diagnose the challenges in urban transport shaped by the process of studentification based on the case study of Toruń. Materials and methods: The multi-stage research approach was adopted, among others a survey among students. The choice of the research area was determined by the fact that Toruń is one of the largest academic centres in Poland. Results: Toruń is experiencing the effects of the studentification process in different dimensions, including the spatial and transport facets. Conclusions: The majority of students use public transport, daily or several times a week. The most preferred means of transport is the tram owing to its relative speed and punctuality.
Przedmiot i cel pracy: Transport miejski jest kluczowym elementem funkcjonowania aglomeracji miejskich. Jego strategiczne znaczenie powoduje, że zdiagnozowanie potrzeb użytkowników jest ważne. Zważywszy na fakt, że najliczniejszą grupą społeczną korzystającą z miejskiego transportu publicznego są osoby młode, studenci, to uwagę należy poświęcić kwestiom związanym z korzystaniem z transportu miejskiego przez tę właśnie grupę użytkowników – realnych kreatorów potrzeb w zakresie transportu miejskiego. Celem pracy jest diagnoza wyzwań w zakresie transportu miejskiego ształtowanych przez proces studentyfikacji na przykładzie miasta Torunia. Materiały i metody: Zastosowano wieloetapową procedurę badawczą obejmującą m.in. badanie ankietowe przeprowadzone wśród studentów. Wybór obszaru badań został podyktowany faktem, że Toruń to jeden z największych ośrodków akademickich w Polsce. Wyniki: W wyniku przeprowadzonych badań zidentyfikowano efekty procesu studentyfikacji w wymiarze przestrzenno-transportowym, wskazano także najważniejsze wyzwania w zakresie transportu miejskiego. Wnioski: Większość studentów korzysta z komunikacji publicznej, codziennie lub kilka razy w tygodniu. Najchętniej wybieranym środkiem transportu jest tramwaj, przede wszystkim z uwagi na stosunkowo krótki czas przejazdu i punktualność.

Opis:

Main requirements for rolling stock design and organization of the operating system are determined by membership in a certain transportation category for which such a transportation facility is designated. Thus, a specific feature of rolling stock operation is considered to the maximum extent, and functional correspondence with stated tasks is ensured. The significant disadvantage of the existing structure of rolling stock traffic is the necessity of time-space agreements of passenger traffic due to the necessity of shifting different transport types with the minimum time consumption. The solution to such an issue can be found in the development and use of a universal (multifunctional) integrated transport system. The list of issues arising during the creation of a multifunctional transport system can be funnelled into two groups: social and economic and organizational and technical. The first group is social and economic and shall conceptually solve issues of the multifunctional system feasibility for certain urban settlement conditions (conglomerate of urban settlements). The second group consists of organizational and technical issues. This study proposes to eliminate certain material issues in the sphere of suburban and urban traffic by the infrastructure improvement with the significant traffic increase and fluctuations.

This article introduces results of the analysis of functioning of selected ITS elements in Szczecin. The analysed system was the City Transport Management System for the City of Szczecin and the Szczecin agglomeration. In the research authors comparing the e-ticket with the traditional one and the suitability of information devices allowing the passengers to collect real time information related to the travel. The above-mentioned systems have been implemented in Szczecin since 2015.

Apart from reliability evaluation, the methodology of network systems reliability assessment presented in the article enables the design of modernisation of such systems targeted mainly at ensuring their required reliability. In practice the methodology can be applied for various network systems, e.g. computer, power, gas, water distribution, telecommunications and transport networks. A reliability analysis of a transport network in urban public transport is presented. Calculations were performed for selected criteria of network availability which actually conditions the quality of transport services provided. The basic calculation tool used was the factoring algorithm that enabled the assessment of the impact of individual connections failure (in particular those caused by physical factors) on the reliability of the whole network. The feasibility of modernisation of the network analysed is discussed and the results are presented in diagrams.
W artykule zaprezentowano opracowaną metodykę szacowania niezawodności układów sieciowych. Rozwiązanie to umożliwia dokonywanie oceny niezawodności oraz projektowanie modernizacji rozpatrywanej sieci przede wszystkim w aspekcie zapewnienia jej wymaganej niezawodności. Praktyczne wykorzystanie omawianej metodyki może mieć miejsce w odniesieniu do różnych układów sieciowych, np. sieci komputerowych, energetycznych, gazowych, wodociągowych, telekomunikacyjnych i transportowych. W artykule przedstawiono analizę niezawodności sieci komunikacyjnej w miejskim transporcie zbiorowym. Obliczenia przeprowadzono dla wybranych kryteriów zdatności sieci, które praktycznie warunkują jakość świadczonych usług transportowych. Podstawowe narzędzie obliczeniowe stanowił algorytm faktoryzacji, który umożliwia ocenę wpływu uszkodzeń poszczególnych połączeń (spowodowanych w szczególności czynnikami fizycznymi) na niezawodność całej sieci. W opracowaniu uwzględniono możliwość modernizacji analizowanej sieci, a uzyskane wyniki przedstawiono na wykresach.

Przy omawianiu rozwoju miasta przedstawiono koncepcję inteligentnego miasta, przy tym wskazano na ciekawe rozwiązania z zakresu telematyki transportu, na przykładzie systemu zarządzania ruchem drogowym oraz przedstawiono efekty tego działania. W ostatniej części artykuły zaprezentowano rozważania dotyczące humanizacji współczesnych miast oraz przedsiębiorczości.
The article presents the transformation of the transport infrastructure of cities, whose task was and is to create a modern transport systems to improve the process of movement of people and goods in cities. Presented they were also the problem of an excessive burden of transport infrastructure pointing at it at the same time the source of the adverse event. In discussing the development of the city we introduced the concept of intelligent city, at the same time pointed out the interesting solutions in the field of transport telematics, for example traffic management system and to show the effects of this action. In the last part of the articles presented considerations relating to the humanization of modern cities and entrepreneurship.

W artykule przedstawiono analizę popytu na rynku autobusów w Polsce. Omówiono wyniki sprzedaży firm produkujących autobusy w podziale na segmenty rynku. Wskazano na czynniki determinujące wielkość popytu.
In the article there is presented an analysis of demand for buses in Poland. There are shown sales results of bus-producing-companies with division on market segments. There are pointed demand determining factors.

Opis:

The development of sustainable transportation means and systems is one of the European policies. Different criteria are taken into consideration to find an optimum solution when urban transport is investigated - in both traditional and innovative technical solutions. In the paper an alternative proposal to inland systems is proposed and the concept of design solutions is presented as well. The proposal is addressed partly to the local waterways in Szczecin and western Pomerania region and is based on a sustainable passenger traffic analysis. It may also be interesting for application in the conditions of other cities and regions - Wroclaw, Dresden and Praha.
Rozwój środków i systemów transportu zrównoważonego stał się jedną z naczelnych dyrektyw Unii Europejskiej. Badania nad środkami transportu miejskiego, w dwóch aspektach - tradycyjnym i innowacyjnym, wymagają wzięcia pod uwagę wielu różnych kryteriów i poszukiwania optymalnego rozwiązania. W publikacji przedstawiono propozycję alternatywnego wykorzystania dróg śródlądowych w celach transportu miejskiego. Zaproponowano wstępną koncepcję rozwiązania projektowego. Rozwiązanie przystosowane jest do warunków panujących na lokalnych drogach wodnych Szczecina i rejonu Pomorza Zachodniego i spełnia warunki uzyskane z analizy zrównoważonego transportu pasażerskiego. Rozwiązanie to może stanowoć ciekawą alternatywę również dla innych miast - Wrocławia, Drezna i Pragi.

Public transportation provides its services to both urban centers and neighboring areas in the immediate vicinity of the city. The problem of urban transportation is evident, the number of people willing to use public transportation has decreased. Therefore, there is a need to delve into the issue and conduct an analysis of the demand for urban transportation in Poland in 2000-2030, this will allow us to assess in what direction urban transportation is heading, whether there is an increase in the number of people using it, or whether there is a downward trend (Zielińska 2018). Based on CSO statistics from 2009-2020 for the analysis of demand for public transportation in Poland, a forecast of people using public transportation was conducted using Statistica software for 2021-2030. Due to the situation with the COVID-19 pandemic, the study was conducted in 2 ways – with and without 2020. Public transportation will make less and less profit and even losses for the next few years through rising gasoline and energy prices. Virtually in each of the provinces, and likewise throughout Poland, a decline in the number of people willing to use public transportation is evident. conclusions. On the basis of the surveys carried out, there is a general trend that shows the current state of public transport. In most of the cases studied, a similar conclusion emerges, namely that public transport will experience a marked decline in the coming years. The number of people who want to use public transport will decrease, mainly due to the COVID-19 pandemic and people’s fears for their own safety.

W artykule zostały omówione problemy związane z funkcjonowaniem transportu osób na terenie miast. Dynamiczny rozwój miast i wzrost dochodu ludności w wielu przypadkach przyczynił się do ograniczenia roli transportu publicznego i nadmiernego wzrostu ruchu samochodów osobowych. Tendencja ta jest szkodliwa dla środowiska. Pociąga za sobą wzrost zapotrzebowania na paliwa ropopochodne, ogranicza komfort życia w mieście i w efekcie końcowym na skutek kongestii generuje dodatkowe koszty związane z działalnością firm i ludzi na obszarze miejskim. Zgodnie z polityką UE ta szkodliwa tendencja musi zostać ograniczona. Przyczynić do tego ma się w znacznym stopniu rozwój transportu zrównoważonego. Na przykładzie miasta Rzeszowa omówione zostały wybrane działania i środki przedsięwzięte w ramach rozwoju transportu zrównoważonego.
The article presented the problems connected with the operation of people transport in cities. The dynamic development of cities and the increase in the income of the population has in many cases contributed to limiting the role of public transport and the excessive growth of passenger traffic. This tendency is harmful to the environment. It entails an increase in the demand for petroleum fuels, reduces the comfort of living in the city and, as a result, congestion generates additional costs for businesses and people in urban areas. In line with EU policies, this damaging tendency must be limited. The development of sustainable transport is to a large extent possible. An example of the city of Rzeszow is described the selected actions and measures undertaken within the framework of the development of sustainable transport.

Prezentowane rozwiązanie to szereg aplikacji funkcjonalnych wykonywanych przez różne firmy według założeń, wymagań i projektów sformułowanych przez zespół pracowników Politechniki Warszawskiej i Miejskich Zakładów Autobusowych w Warszawie.
The article presents experiences in the designing, implementation and operation of an operative management system for public urban transport which covers approximately 1500 vehicles (buses, coaches and technical vehicles) of the Warsaw Municipal Bus Company (MZA Warszawa). In the article classifications of public transport management systems as well as over 30 years of the history and experience in their construction in Warsaw was presented. Currently its third generation is been operating. The system includes number of functional applications performed by various engineering and IT companies according to the requirements and projects formulated by the Municipal Bus Company and Warsaw University of Technology.

Professional transport companies are facing a variety of challenges each day, from increasing passenger numbers, improving service quality, and reducing operating costs and handling costs. In order to achieve successful targets in this area, it is necessary to implement effective system software for scheduling. Today, the increasing development of urbanization and climate change and its resulting issues, including the occurrence of urban floods, is one of the important issues facing city managers. One of these problems that seriously affect lives today is the occurrence of floods and the inundation of urban thoroughfares. Among the problems of floods in urban areas are the disruption of the urban transportation system, reduced transportation safety, inundation of thoroughfares, and consequently, the poor appearance of urban roads. One of the successful strategies in controlling urban runoff is the use of porous pavements in urban thoroughfares. The two capabilities of permeability and evaporation of a porous pavement lead to reduced runoff and a resultant lack of occurrence of inundation of thoroughfares; therefore, accurate measurement of these two parameters is of special importance. This study aims to introduce two devices for measuring the permeability and evaporation of porous asphalt with an innovative method that can measure the permeability and evaporation of asphalt and porous concrete with appropriate accuracy.

Transport zbiorowy w każdym większym mieście obsługiwany jest przez przewoźników komunalnych oraz przewoźników prywatnych. Na lubelskim rynku przewoźnicy prywatni działali od 1990 roku, wykonując przewozy wkomponowane w rozkład jazdy przewoźnika gminnego. Przykład Lublina nie został powtórzony w żadnym polskim mieście. Prywatni przewoźnicy funkcjonują do dziś, lecz w zupełnie innej formie niż na przełomie XX i XXI wieku. Wszystko zostało uporządkowane dzięki powstaniu Zarządu Transportu Miejskiego w Lublinie, który ujednolicił lubelski transport zbiorowy. W artykule przedstawiono krótki zarys prywatnej komunikacji miejskiej od początku wejścia na rynek oraz zmiany, jakie zaszły do tej pory. Przetargi organizowane przez lubelski ZTM ogłaszane są na obsługę konkretnej liczby wozokilometrów ujętych w danej liczbie rozkładów. Przewoźnicy w większości przypadków nie otrzymują do obsługi na wyłączność całej linii, lecz jedną lub kilka brygad (rozkładów), a dana linia obsługiwana jest przez dwóch lub więcej przewoźników (np. linia 10 i 17). Spowodowane jest to m.in. tym, że po rozstrzygnięciu pierwszych przetargów w 2010 roku przewoźnicy prywatni otrzymali do obsługi rozkłady, które wcześniej obsługiwane były przez tzw. komunikację prywatną. Ze względu na to, iż jest to wyjątkowo rzadko spotykana sytuacja na rynkach komunikacji miejskiej w Polsce, w niniejszym artykule zostanie szerzej omówiona m.in. formuła przetargów na obsługę linii w Lublinie. Artykuł zawiera opis założeń, na podstawie których rozstrzygane są przetargi, oraz wygląd umowy, jaką zawiera Zarząd Transportu Miejskiego w Lublinie z wyłonioną w przetargu prywatną firmą obsługującą komunikację miejską.
Public transport in every larger city is serviced by municipal and private carriers. On the Lublin transport market, private carriers have been functioning since 1990, providing transport services included in the schedule of communal carriers. Lublin’s example is unique comparing to other Polish cities. Private carriers operate today but in a completely different form than at the turn of the 21st century. Launch of the Public Transport Authority in Lublin resulted with the regulation of the transport system in the city and its unification. This article presents a short outline of private urban transport since its origins at the market and the changes that have been taking place so far. Public procurement procedures are organized by the Public Transport Authority (ZTM) in Lublin to provide services on the a precise number of vehicle-kilometers scheduled in a specific timetables. In most of the cases carriers do not operate on the entire line, but one or several units (timetables), the line is operated by two or more carriers (for example lines 10 and 17). This is caused by the fact that private carriers selected in the first public procurement procedures in 2010, were contracted to the schedules previously operated by the so-called „private transport”. Since it is an unusual situation for the public transport market in Poland, the article further discusses, i.a. the formula of public procurement procedures for the operation of particular transport lines in Lublin. This article also describes assumptions for the selection of contractors as well as a draft of the agreements that Public Transport Authority in Lublin concludes with private carrier (selected in the public procurement procedures) for providing public transport services.

Attending the important role of maintenance function in any production or service provider company, the measurement and assessment of maintenance performance is crucial for competitiveness and future survival. That situation is even more critical in urban transport fleets where some specific boundary conditions and special characteristics will affect maintenance policy and implementation. This paper presents a deep review of different studies worldwide to define the most proper and effective maintenance performance indicators, selecting and refining the most important ones to obtain a reduced maintenance management balanced scorecard. That balanced scorecard is proposed as a main tool for urban transport fleet maintenance managers to assess efficiency and effectiveness of maintenance processes and will be used as a basis for a future benchmarking process for this type of companies.
Biorąc pod uwagę ważną rolę jaką pełni utrzymanie ruchu w firmach produkcyjnych i usługowych, pomiar i ocena wydajności eksploatacji ma kluczowe znaczenie dla konkurencyjności tych firm i ich przetrwania na rynku. Sytuacja ta jest szczególnie ważna w zakładach komunikacji miejskiej, w których pewne szczególne warunki brzegowe i szczególne cechy floty transportowej mają wpływ na politykę utrzymania ruchu i jej realizację. W niniejszym artykule przedstawiono dokładny przegląd różnych badań prowadzonych na całym świecie w celu określenia najbardziej odpowiednich i skutecznych wskaźników efektywności utrzymania ruchu, wybierając najważniejsze z nich i i udoskonalając je tak aby uzyskać zrównoważoną kartę wyników zarządzania utrzymaniem ruchu z ograniczoną liczbą parametrów. Zrównoważona karta wyników może być stosowana przez specjalistów utrzymania ruchu zakładów komunikacji miejskiej do oceny wydajności i skuteczności procesów konserwacji i stanowić będzie podstawę przyszłych analiz porównawczych dla tego typu przedsiębiorstw.

Celem opracowania jest analiza wybranych aspektów transportu miejskiego w kontekście wdrażania idei rozwoju zrównoważonego na przykładzie Kopenhagi. Realizując cel badania wykonano kwerendę terenową w Kopenhadze. Wyniki wykonanych badań pozwoliły na identyfikację przejawów wdrażania koncepcji transportu zrównoważonego, w tym dywersyfikację środków transportu, rozwój transportu intermodalnego, uprzywilejowanie zbiorowego transportu publicznego i kopenhagizację przestrzeni miasta. Rezultaty analiz umożliwiły również wskazanie kluczowych wyzwań związanych z rozwojem transportu zrównoważonego, a będących przede wszystkim konsekwencją powszechności transportu rowerowego w Kopenhadze. W celu pogłębienia analiz przeprowadzono także wywiady z użytkownikami przestrzeni miasta – rdzennymi mieszkańcami Danii i imigrantami – Polakami. Uzyskano w ten sposób dwie perspektywy/opinie: rdzennych mieszkańców Kopenhagi i imigrantów na temat funkcjonowania systemu transportu miejskiego w Kopenhadze. Rezultaty wywiadów umożliwiły także wskazanie tendencji w zakresie użytkowania różnych środków transportu przez obie badane grupy społeczne.
The paper aims to analyse urban transport in the context of how sustainable development is understood and implemented in the case of Copenhagen. An on-site query was conducted in order to reach the research objective. The results of the analysis helped the authors identify forms in which the sustainable transport concept is being implemented, including the diversification of means of transport, the development of intermodal transport and hierarchies of public transport, and the Copenhagenization of the city space. The outcome of the study also includes the indication of key challenges which are related to the development of sustainable transport and primarily stem from the ubiquitous bicycle transport in Copenhagen. In order to perform a more in-depth analysis, the authors also interviewed city space users –indigenous Danes and Polish immigrants. Two perspectives/opinions on the functioning of the Copenhagen urban transport system were thus obtained: that of the indigenous residents of the city and that of immigrants. The results of those interviews contributed to the indication of trends in the use of different means of transport by both studied social groups.

Opis:

Problematyka funkcjonowania bezpłatnej komunikacji miejskiej jest przedmiotem analiz ekonomicznych, urbanistycznych, ekologicznych i politycznych. Próby wprowadzania bezpłatnej komunikacji miejskiej podejmowano już w XX wieku. Zróżnicowany zakres bezpłatnych taryf, uruchamianie bezpłatnej komunikacji miejskiej tylko na określony czas, eksperymentalny charakter bezpłatnej komunikacji miejskiej nie pozwalają na jednoznaczną ocenę rezultatów eksploatacyjnych, ekonomicznych i politycznych – związanych z realizacją określonych założeń polityki transportowej. Bezpłatna komunikacja miejska jest atrakcyjnym tematem dla mediów i może być kuszącym programem wyborczym dla polityków. Niestety w szumie medialnym dziennikarze koncentrują się wyłącznie na wybranych zagadnieniach, pomijając szereg istotnych uwarunkowań związanych z uruchomieniem i funkcjonowaniem bezpłatnej komunikacji miejskiej. Niniejszy artykuł omawia przykłady zastosowania bezpłatnej komunikacji miejskiej i osiągnięte rezultaty związane z poprawą funkcjonowania systemu transportowego. Autor przedstawia listę potencjalnych korzyści, jakie związane są z wprowadzeniem i funkcjonowaniem „bezpłatnej taryfy” w komunikacji miejskiej. Jednocześnie poddaje te potencjalne zalety krytycznej ocenie przez pryzmat teorii ekonomiki transportu, mikroekonomii, zachowań konsumenckich i wyników badań marketingowych. W artykule przedstawiono rezultaty funkcjonowania bezpłatnej taryfy w różnych miastach m.in. Hasselt i Leiden. Autor odnosi się także do polskich uwarunkowań i możliwości wprowadzenia bezpłatnej komunikacji miejskiej w polskich miastach, przytaczając wyniki stosowania bezpłatnej taryfy w Nysie.
The issue of the free public transport is the subject of urban planning, economic, ecological and political analysis. The attempt to run a free public transport was made already in the twentieth century. The diversity in a range of free fares, running free public transport at a predetermined time as well as the experimental nature of free public transport, do not allow to clearly assess its results, including political – on transport policy. Free public transport is an attractive topic for the media and it can be tempting for politicians election program. Unfortunately, the media hype journalists only focus on selected issues, despite many important considerations related to running and functioning of free public transport. This article presents examples of applying free public transport and results related to improving the functioning of the transport system. Author presents a list of potential benefits of “free fare” in public transport. He also critically refers to these potential benefits from the perspective of the transport economics, microeconomics and consumer behavior theory as well as marketing researches. This paper presents the results of the implementation of free fare in cities such as Hasselt and Leiden The author also refers to free public transport in Polish cities (Nysa).

Opis:

Artykuł stanowi wieloaspektowy przegląd sytuacji finansowej przedsiębiorstw miejskiego transportu elektrycznego na Ukrainie. Jego celem jest analiza oraz krytyczna ocena wykorzystywanych obecnie form wsparcia finansowego działalności tych przedsiębiorstw. Wprowadzeniem do badań jest krótki opis bieżącej sytuacji miejskiego transportu elektrycznego (metro, tramwaje, trolejbusy) na Ukrainie. W dalszej części artykułu omówione zostały szczegółowo wady i zalety poszczególnych form finansowania badanych przedsiębiorstw, czyli: finansowania ze środków własnych, kredytowania oraz finansowania ze środków budżetu państwa. Na przykładzie konkretnych przedsiębiorstw szczegółowo opisano specyfikę i praktyczne mechanizmy stosowania określonych rozwiązań finansowych, wraz z uzasadnieniem przyczyny braku możliwości zastosowania innych. W rezultacie przeprowadzonych badań stwierdzono, że każda z przedstawionych form finansowania ma swoje niedostatki w praktyce jej stosowania w ukraińskich przedsiębiorstwach transportowych. Istotną uwagę zwrócono na mechanizm wyliczania kompensacji z budżetu państwa z tytułu przewozu pasażerów uprawnionych do bezpłatnych i ulgowych przejazdów. Na koniec zaproponowano proste rozwiązania, doraźnie usprawniające mechanizm finansowania z budżetu państwa. Przeprowadzone badania dowiodły, że obecna koncepcja funkcjonowania miejskiego transportu elektrycznego znacząco hamuje ich normalny rozwój. Włączenie do struktury taryf planowanych zysków i potrzeb inwestycyjnych nie daje możliwości pokrycia kosztów działalności przychodami. Ważnym źródłem finansowania są dotacje z budżetu państwa, ale sposób ich rozdzielenia pozbawia przedsiębiorstwa motywacji do podwyższenia wskaźników efektywności swojej działalności, a ciągłe korzystanie z kredytów znacznie pogarsza ich finansowe położenie, zwiększając ryzyko bankructwa.
The article is a multifaceted review of the financial situation of urban electric transport in Ukraine. The main aim of this article is an analysis and critical evaluation of currently used forms of financial support activities of these companies. The introduction to these studies is a short description of current situation of urban electric transport (metro, trams, trolleybuses) in Ukraine. In the further part of article there is detailed description of advantages and disadvantages of each financing form of studied companies: internal financing, credit and government financing. Also detailed description of specification and practical mechanism of use of different financial measures illustrated on specific companies is presented in the article. The authors are giving an explanation about reason of inapplicability of other solutions. As a result of this studies, it is appeared that each of presented forms of financing has scarcities in practical aspects of application them in Ukrainian transport companies. An attention is paid to the mechanism of compensation calculating from the state budget for the carriage of passengers eligible for free and reduced fare. At the end of this article, simple solutions to improve government financing are proposed. The studies showed that current conception of functioning urban electric transport restrains its normal development. Incorporation to tariff structure planned profits and investment needs does not allow to cover operational costs with revenues. Important source of funding are subsidies from the state budget, but the way of their distribution deprives companies of motivation to increase effective indicators of their operation. Permanent crediting of everyday operating results with impairment of their financial situation and increasing risk of bankruptcy.

The article deals with issues of ensuring the reliable and safe city transport system operation through the use of the rational management methods. To make evidence-based management decisions are encouraged to use worked out intelligent decision support system. It is shown that a comprehensive solution of the city transport system management contributes to the sustainable development of the region.
В статье рассматриваются вопросы обеспечения надежного и безопасного функционирования транспортной системы города путем использования рациональных методов управления. Для принятия научно-обоснованных управленческих решений предлагается использовать разрабатываемую интеллектуальную систему поддержки принятия решений. Показано, что комплексное решение задачи управления транспортной системой города способствует реализации концепции устойчивого развития региона.

Opis:

The article presents the results of a pilot survey conducted among public transport drivers, including of buses and trolleybuses, in three cities in Poland. The research was aimed at checking the existence of the need for advance notice systems concerning traffic light signal changes. This issue was examined using information on these drivers’ vehicles from countdown timers and traffic lights other than those for the lane in which the vehicles were moving. The respondents also indicated their proposals for advance notice systems for traffic light signal changes.

In this paper, we examine the problems of simulating modeling of urban transport route network operation and development of an information system for automating the process of modeling and processing of simulation results with SIMUL8 software. In order to solve this problem, it is required to solve the following set of related tasks: formal description of the urban transport systems structure and parameters of its functioning, development of mathematical models of urban transport network performance, database structure and an algorithm for simulation model creation.

Opis:

The maintenance of devices is now a critical element in the functioning of manufacturing enterprises. The situation is similar in the transport industry. The technical condition of the vehicles is dependent upon operational procedures that affect the quality of services, comfort and the amount of incurred operating expenses. The aim of this paper is to compare the standards in vehicle service companies which deal with passenger transport in Poland and South Africa. In this study particular attention is paid to the influence of the human factor (passenger expectations, cultural conditions, required standards) in the implementation of this service. The authors based their research on available literature, newspaper articles, direct observation, surveys among Wroclaw’s inhabitants, and interviews with the residents of Johannesburg and the management staff of transport companies.
