In the recent years, the European Community has been implementing a plan to increase the share of renewable fuels used for energy production and powering vehicles. It aims to partially reduce the dependence on crude oil imports and reduce CO2 emission. Particularly interesting are the achievements of Sweden against this background, for which the European Commission has set the highest value of the indicator, and to implement which Sweden adopted unconventional solutions across Europe. One of them is the plan to eliminate by the 2030 fossil fuels from the urban transport, and one of the fuels that is to replace today still widely used diesel oil, would be biomethane. The article describes the reasons and circumstances which made Sweden use biomethane to power buses used in urban transport on a very large scale, in comparison with other European countries. The article shows the characteristics of this fuel, the method of its production and application prospects.

W artykule autorzy przedstawili teoretyczny aspekt zrównoważonego transportu i mobilności w miastach. Zaprezentowane zostały również Plan Rozwoju Elektromobilności 2016-2025 oraz program Bezemisyjny transport publiczny, których jednym z głównych zadań jest: określenie korzyści związanych z upowszechnieniem stosowania pojazdów elektrycznych w Polsce oraz potencjału gospodarczego, przemysłowego, który się za tym kryje jak i zintensyfikowanie procesu wdrożenia nowoczesnych rozwiązań w transporcie bezemisyjnym w oparciu o publiczne wsparcie na opracowanie innowacyjnego autobusu bezemisyjnego. Próbę przybliżenia powyższych zagadnień podjęto ze względu na ich ważny, aktualny oraz atrakcyjny charakter.
In this paper the authors present theoretical aspects of sustainable transport and urban mobility. Also presented are the Electromobility Development Plan 2016-2025 and the Non-Emission Public Transport Program, whose task is to: identify the benefits of widespread use of electric vehicles in Poland and the economic, industrial potential behind it and intensifying the implementation of modern zero emission solutions in transport, based on public support for the development of an innovative zero emission bus. The attempt to bring these issues closer has been made due to their important, current and attractive nature.

Many European cities have initiated actions in the matter of creating sustainable transport systems that is useful for the society, economical and ecological, through utilization of modes of transport of better environmental performance. Many solutions promoting sustainable transport are being implemented such as electric vehicle rentals, separate infrastructure for collective transport, joint ticket systems, low emission zones or park&ride systems. The paper presents legal regulations and guidelines related to the principles and methods of creation of sustainable urban transport. In second part of paper, actions and measures facilitating the reduction of the impact of transport on the environment carried out by selected European cities are discussed.

Purpose: The aim of this paper is to present the possibilities of using hydrogen buses in urban transport taking into account technological, economic and environmental conditions. Design/methodology/approach: Analysis of international literature, Polish literature and reports related to the development of alternative energy sources in vehicles and urban transport development. Findings: The Polish government to achieve the environmental requirements of the European Union obliges local government units to ensure the share of zero-emission buses in the fleet of vehicles in use. On the basis of the conducted analysis we can say that a significant advantage of hydrogen vehicles is the total lack of emissions, a long range of up to 350-400 km and short charging times. However, a significant problem is insufficient infrastructure - not enough hydrogen stations. Despite this difficulty, more and more manufacturers are interested in producing hydrogen vehicles, and investors are seriously considering the costs and benefits of zero-emission buses. Unfortunately, none of the economic analyses that have been commissioned by Polish companies providing transport services have shown the viability of using hydrogen buses. Originality/value: The paper shows the global trends in the development of city buses with particular attention to hydrogen buses.

Research background: An efficient and effectively functioning transport of a city is of great importance both for people who reside within it, as well as companies doing business there. It is an integral part of modern economy and society in the dimension of production and consumption. However, apart from having a positive impact, transport also carries many social costs including congestion, traffic accidents and a negative influence on the natural environment. Consequently, urban transport is an increasingly important area of city management. Purpose of the article: The aim of this study is to assess the technological effectiveness of transport in selected Polish cities. The author created a ranking of cities and identified ways of improve efficiency. Methods: The test procedure used the non-parametric method of Data Envelopment Analysis (DEA). The data for analysis was drawn from the Local Data Bank of the Central Statistical Office defining expenses in the transport section as  well as data on the condition and use of transport infrastructure. Calculations were made using Frontier Analyst Application software dedicated to the DEA method. Performance results were determined using the BCC model. The analysis was con-ducted for 18 cities with district status from 150 to 500 thousands inhabitants. Findings & Value added: The main result is the author's ranking of transport effectiveness in Polish cities. The analysis showed that urban transport is characterized by a rather low technological effectiveness. Full technological efficiency has been shown by five cities: Białystok, Sosonowiec, Bielsko-Biała, Olsztyn and Rzeszów. An average of the urban transport efficiency reached 51.1%. The lowest effectiveness was only 2.77%. This means that a substantial number of cities do not use optimal inputs. The DEA method enriches the methodology used by scientists to study transport effectiveness.

Opis:
Urban transport is considered the basis of properly functioning cities and their development. The main aim of the paper is to attempt the assessment of urban transport development in selected voivodeships (provinces) as a crucial factor of macro logistics. The research also aimed to identify the underdeveloped areas of urban transport in Poland as the basis for the implementation of support policy. The source of information in the investigation process was data drawn from the Central Statistical Office in Poland for 2013–2016. In the scope of dealing with the research problem, chosen classical and order multivariate statistical measures were implemented into the research process. Next, the taxonomic measures for the years of interest served as the basis for the construction of the total (general) synthetic measure applicable to the entire period. The main results and findings of the research indicate that the level of urban transport development is correlated with the whole transportation system which affects the socio-economic development of some regions of Poland. The research can lead to a better understanding of Polish urban transportation development in selected regions. Hence, the results can be helpful in the investment process and for shaping the right transportation policy to improve the use of financial resources.

Unmanned aerial vehicles, often referred to as drones, are increasingly used as an element of the transport system, including in urban areas. Despite the limitations, mainly related to the range and load capacity, it should be expected that in the near future, they will transport cargo and passengers as one of the elements of the urban transport system. The concept of Urban Air Mobility (UAM), which envisages the use of drones and other aircraft in urban airspace, meets this goal. Literature analysis was used to identify and describe applications of drones in the urban transport systems and to articulate key challenges related to this issue as well. The article presents generalizations regarding the use of drones in the urban transport system, including urban air mobility. It identifies the key challenges related to their implementation in urban areas. Typical applications of drones in urban airspace include passenger and cargo transportation and support for services and Intelligent Transportation System components. The main challenges relate to legal regulations, safety and security, air traffic management, environmental impact, infrastructure and social acceptance for implementing drones in the city’s transport system.

The present article discusses economic issues related to the design of optimal regulatory contracts on the example of the urban public transport industry. It highlights the importance of the design of efficient regulatory contracts in the context of changes facing the urban transportation industry in the European Union. Furthermore, it provides an overview of the main issues put forward in economic literature related to the design of regulatory contracts. It discusses several problems relevant in this context such as informational asymmetries, transaction costs, and regulatory capture. It also comments on a selection of views presented in economic literature dealing with these issues. Finally, the article presents the regulatory framework, contractual practices and characteristics of the French urban public transport industry. France is well known for its long standing tradition of contracting between the State and the private sector in transportation. The analysis of the French example may help to prove useful insights in this regard.
Cet article s’intéresse à la question de la conception de contrats réglementaires optimaux d’un point de vue économique dans le cadre du transport public urbain. Il met en évidence le fait qu’il est important de concevoir des contrats réglementaires efficaces dans le contexte des changements qui ont lieu actuellement dans le secteur du transport urbain dans l'Union Européenne. En outre, l’article fourni un aperçu des principales questions mises en avant dans la littérature économique liée à la conception des contrats réglementaires. Il discute des problèmes qui peuvent survenir dans ce contexte, telles que les asymétries d'information, les coûts de transaction, et la capture réglementaire. Il présente et critique également des arguments avancés dans la littérature économique qui traite ces questions. Enfin, l'article présente le cadre réglementaire, les pratiques contractuelles et les caractéristiques de l'industrie du transport public urbain en France. La France est bien connue pour sa tradition de relations contractuelles entre l'Etat et le secteur privé dans le secteur du transport. L'exemple du transport public urbain en France peut fournir des renseignements utiles à cet égard.
