Opis:
Although the academic interest in media and information literacy (MIL) is ever increasing, there are not many studies that analyze the public perception of media literacy. This article analyses the interrelations between encouragement measures implemented by media policy and the perception of media literacy in society. The research employs data from a national representative survey (May 2019; N=1,017 respondents). The study explores the respondents’ media literacy perceptions; opinions on risks potentially caused by insufficient media literacy skills; and respondents’ experience with MIL activities. The survey results are compared with survey data on media literacy encouragement measures, aims and target audiences obtained from the Media Policy Unit at the Ministry of Culture media literacy partners. The theoretical background is supported by the media literacy ideological model, which explains media literacy within relationships with the social institutions in which it is practiced, as well as social processes. The data results are controversial. Even though more than half of Latvia’s population view their media literacy knowledge as insufficient, 52% of the respondents are not interested in MIL issues. Concerning the consequences of insufficient media literacy skills within society, the respondents focused mostly on threats to children (40%) and general public safety (28%), decrease in welfare (28%), societal regress (25%), fewer opportunities for high-quality education (26%) and Latvia being behind other EU countries (24%). Even though the media literacy encouragement measures in Latvia include activities aimed at various audiences, they have been noticed by only a slight number of respondents (7–10%).

Opis:
With the popular and the political competing for our global electronic attention what is often overlooked are questions surrounding access and participation on social media platforms, which have become contested domains of advertising, recruitment, propaganda, and activism. As the very definitions of what it means to be „literate“ or what constitutes a „text“ continue to change, having the ability to „read“ continues to hold significant importance. Marshall McLuhan argues in The Guttenberg Galaxy that the printing press created a paradigm shift. In removing the mystique from texts and making ideas more accessible not only did literacy rates rise, but for McLuhan, social relations and power dynamics were fundamentally and irrevocably changed. In line with a history of humanity that continually shifts power and social relations through uses of new technologies, this paper explores how new forms of language and social patterns of interactions on social media have created a similarly potent paradigm shift, changing the meaning of existence both online and in person. This is the Googleburg Galaxy.

Opis:
Media literacy is a critical skill, a subset of information literacy, that at this point in history is more important than ever. Students entering higher education generally receive information literacy instruction at the lower division level. However, the skills taught at this level are rudimentary and geared toward introducing students to scholarly and peer-reviewed sources. Conversely, students have relied upon more popular resources in K-12 education and may not have the evaluative skills to more responsibly consume, and ethically use, popular, news, and social media content. Current instruction methods silo instruction between scholarly and peer-review sources for academic use separately from media consumption in everyday life. This separation is problematic as students may achieve academic information literacy and still fall prey to misinformation, they find online and in social situations. While the Association of College and Research Libraries Framework addresses the need for a set of information literacy abilities, the National Association for Media Literacy Education takes this further with their core principles. At California State University, Bakersfield, media literacy is integrated into several information literacy opportunities. However, it is in full-term information literacy instruction, where we most fully develop the concepts and techniques specific to media literacy.

Opis:
The article focuses on aspects of media literacy in digital games and seeks to answer the question whether digital games can develop players' media competences and, if so, in which areas. The article points out the positive aspects of the player's immersion in digital games as a way to develop competencies without the player realizing it. Through a qualitative content analysis with a focus on media competences, it offers an extensive list of games and the competences found in them. The research included 32 digital games from 1997 to 2022. The decisive criterion was the presence of any media in the game (print, radio, television, internet, advertising, music, etc.) with which the player can interact – i.e. use them (read, listen, watch) or create other media products through them. At the same time it distinguishes between the use of media as a supplementary or entertainment element in games and media work as a direct determinant of the further development of the story or gameplay. The article concludes that digital games can indeed teach media competence without the player realising it, but that this has its limits.

Together with the growing level of the digitalization in the field of multimedia, also convergence of media, information and digital literacy have been growing up. In case of the traditional mass media, it was important to have skills to use the media content in a critical, aware and selective way. Nevertheless, in the era of the Internet and extended availability of information in the digital form, the importance of information and digital technologies literacy also grows. It regards to some extent the technical ability to use particular technological solutions, but also forming aware and active consumers and authors of the media content. The main goal of this paper is researching the relation between forming the media literacy as a component of human capital, and the realization the European Union’s targets in the area of building a knowledge-based economy. On the basis of the subject-matter literature and other source materials a hypothesis, which classifies the media education as a key process during creating a single European information space, shall be verified. In the first part of the paper, the author concentrates on presenting the dependence between human, personal and social capital. Next, on the basis of the European definition of media literacy, the author examines capabilities of achieving progress in the field of media education in terms of the present European audiovisual policy.

In the modern world, truth has become an anachronistic value. At the same time, hopes associated with its restitution by the networked crowd have proved futile. The growing dominance of audiovisual media inevitably leads to the formation of a new man, driven more by affection than rationality. Phenomena such as secondary illiteracy, language depletion and the rise of populism are signs of this process. The development of media literacy suggested by theoreticians of education may be an insufficient remedy for the indicated civilization problem. The solution may be returning to basic competences shaped, in particular, by philosophical education, which may become the proper medium for restoring critical reason in society.

This contribution aims to familiarize educators with the unique ways in which videogames convey meaning as a media form and to provide an instrument, based on videogame theory, that educators can easily employ in intermediate and advanced English as a Foreign Language (EFL) classrooms to teach critical media literacy. In order to equip teachers with the skills needed to teach the critical media literacy of videogames, the author reviews relevant videogame theory, including Bogost’s procedural rhetoric (2008a) and Consalvo and Dutton’s (2006) holistic analysis. Important concepts from these schools of videogame criticism are combined with Freire’s (2010) notion of problematizing to create an instrument that can be productively employed by educators to teach students to be critical players of videogames. It is found that the approach offered bridges the gap between theory and student concerns, results in greater personalization on the part of students when they analyze videogames, and is able to help students raise emergent issues that the researcher could not anticipate. It is hoped that educators will share these emergent issues and continue the discussion.

The image of the child raises questions that need to be analyzed and discussed, particularly in the visual messages of the advertisements. The presence or absence of children and the characteristics of their reflections in the media, specifically in the context of television commercials, put forward controversial issues. Due to the easy positioning of the child image, different narratives aim to place the child as a family member, a cute object, or a potential future user. The paper discusses how children´s image is used in the frame of the automobile ads. As the main source of data, internet commercials were given priority. Also, a focus group of 20, and a sample group of 100 children were questioned regarding their reflections on ads and sample actions practiced in the ads. The findings indicate that car ads containing children´s images tend to take precedence. In the ads, the concept of family is portrayed and associated with happiness, comfort, freedom, and trust, etc. While the samples provide examples from all segments of society, representations of white and blond kids in well-off families are more frequent. Childish purity and sensitivity are exhibited and emphasized in the context of car ads: their quality, performance, features, and capacity are always within the limits of the interests of children. If not real cars, the toy versions are enough to set the agenda as long as they are accessible to children to use, touch, and feel.

In the previous research (ANR TRANSLIT, Mapping media literacy practices and actions in EU 28) organisations of journalists were identified as stakeholders in promoting media literacy. Theirrole was seen as essential in promoting credibility as a competence based on the truthfulness and relevance of content and sources. Furthermore, in 2014 they were identified as key actors by UNESCO within the Paris Declaration on Media and Information Literacy in Digital Era. Credibility is still seen as fundamental media capital. Although media organisations were one of the first stakeholders promoting credibility, recent research has showed that their activities in promoting media literacy were outnumbered by NGOs. According to the European Federation of Journalists, one of the main goals of journalists’ organisations is to defend values such as freedom of the press, independency, quality and credibility. In this study the authors research the existing activities of organisations of journalists in promoting media literacy throughout the EU. The results of a survey done within organisations of journalists and the results of content analysis of websites are presented. The authors’ goal is to examine how organisations of journalists are engaged to promote media literacy and to what extent they produce additional activities to tackle disinformation, fake news and media manipulation.

Nowadays, when the flow of fake news in traditional media and on social media platforms has increased dramatically, media and information literacy (MIL) skills are more important than ever. MIL promotes the critical thinking skills that enable people to make independent choices, in particular how to evaluate and choose different information sources and channels, as well as how to interpret the news and information received through those channels. This article explores how young people in Lithuania evaluate the trustworthiness of news. Two groups of students were selected for the experiment: young people who had participated in a basic course in MIL, and young people whose learning was minimally related to MIL. The study was conducted using a survey and eye-tracking device that enabled researchers to record and analyse readers’ real behaviour and to identify the distribution of attention, i.e. the concentration of sight and time spent on particular news elements. The research results show a clear difference between these two groups and thus confirm the importance of media literacy education.

Children were asked questions to learn their opinions about television, tablet computers, the internet, and smartphones. The results revealed that children had knowledge about the media environment and they used it intensively. However, they were not aware of the possible dangers of the media contents substantially. It was understood that children did not get any knowledge or education about media usage and most of the children encountered negative content. The results suggest a need for training in media literacy for children.

It focuses on the strengths and weaknesses of the implementation of media education within the conditions of Czech education, while considering the limits as well as challenges, which teachers and academics trying to get students acquainted with the media world have to face. Important parts of media literacy policies are the conceptual, methodological and theoretical materials that can have a significant impact on the successful establishment of media education in both school and out-of-school education. The interview highlights that even such conceptual materials and tools are subject to rapid obsolescence and it is necessary to continuously innovate and complement them, so that they can reflect the very dynamic development of the media as well as constant changes in the preferences or behaviour of the audience members. These arguments should also be taken into account when preparing future journalists and other media professionals, as well as in dealing with the issue of hybrid threats and fake news.

Opis:
Neoliberalism and its focus on consumption, disposability, and individualism has managed to undercut ideals of female empowerment and kindness. This paper discusses the problematic approach to commercializing and incentivizing being kind and being strong, specifically as it relates to young girls and women. Through an analysis of clothing and commercials, this paper looks at the commodification of personality traits and empowerment. It is through these mechanisms that marketers commodify kindness -- it is palatable enough to sell, and just far enough away from the word feminism to not upset potential brand loyalists. By taking this soft approach, rather than working to bolster the identities of women and girls and to empower them, these companies in their commercial advertising and clothing options continue to center girls and women as consumers, while failing to challenge the dominant structures in place.

Socio-political changes in the end of the 20th and the beginning of the 21st centuries in the conditions of geopolitical processes specified by the collapse of the Soviet and socialistic systems, rapid development of information-and-communication technologies have transformed information space. Contemporary Ukrainian journalism and its national information space have been established in interdependence with sociopolitical, economic, cultural-educational development of the independent Ukrainian state. Media were both a mirror and a catalyzer of the socio-political processes. Ukraine’s development in the current conditions of the military aggression and increased information threats creates a necessity to protect its national information space, to improve the system of information security and resist to information operations, and to decrease negative results of the impact of external information. Globalization of the information space and the increased scope of untrue information in the post-truth age require an expansion of the opportunities for media education, a development of critical thinking and enhancement of the level of citizens’ media literacy, their ability to counterstand manipulations both from inside and outside.

Opis:
Theoretically, the public is engaged in the accountability process, mainly in two ways: it conceives an image of professional quality and it may call journalism to account. Therefore, this study explores the meaning and functionality of media accountability from a users’ perspective: How do news media users perceive media accountability in relation to journalistic quality? Focus group analysis highlights how the mechanism of quality deduction strengthens the link between perceived media accountability and journalistic quality. Supporting the normative-economic rationale, this study identifies media accountability as a quality assessment tool, a quality trade mark and as journalistic value on its own. However, threshold perception clearly discourages news users to engage in accountability processes. It is suggested that news media may benefit from an accessible but proportional media accountability infrastructure.
