Kolejne badania potwierdzają, iż zdrowie jest dla Polaków najważniejsza wartością. Mimo tego, decyzje dotyczące systemu służby zdrowia podejmowane są przez administrację państwową, często bez konsultacji z przedstawicielem obywateli w formie organizacji pacjenckich, którym to Polacy chcą powierzać kwestie reprezentowania ich w procesie podejmowana decyzji związanych z ochroną zdrowia. Polska jednak w zakresie partycypacji społecznej w dziedzinie służby tej najważniejszej wartości – zdrowia, znajduje się znacznie w tyle za pozostałymi krajami Unii Europejskiej. Stąd jest to niezwykle istotny obszar badawczy, któremu należy poświęcać więcej uwagi. Celem niniejszego artykułu jest w związku z tym przedstawienie jak w praktyce wygląda obecnie realizacja partycypacji rozumianej jako przywilej współdecydowania o kształcie ochrony zdrowia przez organizacje pacjenckie w Polsce. Opisano poziomy i narzędzia partycypacji dostępne dla polskich pacjentów, co stanowiło punkt wyjścia dla przedstawienia przykładów podejmowania przez organizacje pacjenckie prób partycypacji, co pozwoliło na podjęcie dyskusji na temat zdolności tych organizacji do faktycznego wywierania wpływu na ustawodawcę.
Recent studies show that health is value most treasured in Poland. In spite of this, the decisions related to the national healthcare system are made without consulting patients’ organizations. This happens despite the fact that citizens want their representatives, who are united in these organizations to represent their interests when the decisions related to the healthcare system are made by the administration. Clearly, Poland falls behind other European Union countries when it comes to the community participation in healthcare system. Therefore, the topic of patients’ participation constitutes very interesting research area. The main objective of the article is therefore to present how the community participation, which is a privilege, is implemented in Poland. Levels and tools of participation available to Polish patients were outlined. This formed the basis for describing case studies of patients organizations’ attempts to participate, which lead to discussion on their ability to really influence the legislator.

This paper is a second part of the analysis regarding social participation of the youth. One of the most fundamental institutions which stimulates the activity of the young people in commune selfgovernmentin the Juvenile Gmina Council. Aforesaid institution is laconically adjusted in Polish statutory regulations and is mainly based on the statutes enated by Gmina Council. The comparison of such statutes illustrates that despite of some varieties, some common standards recarding all Juvenile Gmina Councils can be indicated. A deeper outlook on the implemented solutions leads to conclusionthat the Juvenile Gmina Council which has a very similar structure to the traditional Gmina Council and is also subjected to supervision of the institutions of Gmina, it enables the practical education of functioning the commune self-government. Unfortunately at the same time, due to specific provisions of the electoral system which combines the Juvenile Councils with public schools, the strenghtening bonds with local community seems much more difficult.

The article presents the forms of the citizens’ participation in governing the state in socialist countries. As it is highlighted at the beginning of the article, this participation is much more intensive than in democratic countries of Europe. This is because, in socialist countries, participation is not limited to election of the citizens’ representatives every few years, but is, in different forms, realised constantly. These different forms of participation are analysed in the further part of article.In the socialist countries, participation is realised by electing the representatives who express the will of their electors and who are responsible before them, and even can be revoked before the end of their mandate. On the contrary, in democratic countries the representative is independent from the electors. In Poland there is a special notion of self-administration, which does not exist, neither in western Europe countries, nor in other socialist countries. It is embodiment of direct participation. Its realisation is provided by the activity of council of people (in countryside, cities and on the voivodship level), work councils in the enterprises, socio-professional self-administration in agriculture, cooperative self-administration and professional associations. Indirect participation is realised by social and political associations as Patriotic Movement for National Rebirth (PRON) whose broad public support justifies its broad competences (it, inter alia, organizes common consultations on proposed legal acts). Other examples are: Association of Combatants that takes care of the combatants’ rights and Environment Protection League. The exercise of state’s organs’ tasks also needs citizens’ participation, especially on the local level and in the judicial system – participation of jury in courts and the special organ judging the offences (called kolegium do spraw wykroczeń). There are also many organisations of social character, as Polish Women League, Consuments’ Federation, Social Committee against Alcoholism, Nature Protection League, National Technical Federation, Childhood Friends Society and many others. The special prerogatives are given to the Supreme Chamber of Control. Constitutional role of these institutions has been analysed in the further part of the article. Significant element of the citizens’ participation are the consultations over the projected legal acts and, existing also in other socialist countries, referendums. The results of the actions taken by the aforementioned forms of participation can be legally bounding (as the decision adopted by the majority in referendum) or may constitute only consultative opinion, for example in a form of recommendations. The last part of the article analysis the domains in which citizens’ participation may be of great importance, for example in law-making process, jurisdiction, in the executive, in social control, both on central and on local level. The conclusion is very optimistic for the future, as the citizens’ participation is constantly developing and it brings measurable effects that let the citizens feel they are part of the changes that are having place in People’s Republic of Poland.

In this research I explore the effect of religious denomination and belonging on political participation in former communist countries of East Central Europe after the fall of communism. In the early 1990s, mostly as a response to forced secularization during communism, authors heralded a massive religious revival in the countries formerly belonging to the Eastern Bloc. In this paper I show that the re-discovery of God and church was not equally popular in all countries. Moreover, I explore the links between religious participation and political participation and I find no uniform transnational effect of denomination. Rather, the Eurobarometer survey data from the early 1990s suggests that the ways in which religious believing and belonging influence political participation at the beginning of democratization is context driven. Indeed, one of the strengths of this paper resides in my attempt to capture the religious context in post-communist Europe shortly after its collapse. I thus contribute to a better understanding of how religious and political involvement are intertwined during early transition in East Central Europe. In the conclusion, I advocate the need for adequately taking context into consideration, especially given its dynamic and multi-faceted nature.

The article is devoted the analysis of ideological principles and essence descriptions of political participation of the Ukrainian citizens in the process of democratic transformation of society. The articles of analysis are the newest tendencies of forming of protest activity of citizens and directions of its bringing in to the processes of state building. The specific of the democratic mode of political power consists in that it cannot be created only efforts of political elite. Therefore a problem of forming of structural political participation, creation of the real mechanisms of bringing in of citizens, to acceptance and realization of political decisions is very important for Ukrainian society which tries to carry out scale democratic transformations. Progresses of the political participating trends in Ukraine are contradictory enough and demonstrate a wave dynamics. Under act of revolutionary events of 2013-2014 new ideology of political participation — ideology and culture of resistance which is based on the awareness of the involvement and responsibility for own life and life of people is formed. In order that ideology of resistance acquired unconflict forms gradually, it is necessary actively to use energy of people for the real changes in society. Therefore exactly balance of institucionalizacii and political participation certainly as an urgent condition of success of democratic reforms. In achievement of political order returning of trust needs to public, adjusting of collaboration of power and civil society authorities.

Any person may participate in meetings, classes, academic, society, Church, family or Fatherland’s life. In herein article we will hold on reflection about participation as relevant feature of human being in the spirit of Karol Wojtyła. The present article concentrates on the aspect of correlation between act and person consequent to the fact that deeds are fulfilled by people and “mutually with other” people. That is a consequence of the fact that the person exists “mutually with other” people. The characteristic of community, co-participation is stamped on human’s existence. Fulfilling deeds by the person himself forms a fundamental value. Cardinal K. Wojtyła terms it as “Personalistic value labor”. That value is different than every kind of moral values which are fulfilled labor values and they eventuate from reference to norm. Participation doesn’t mean only varied forms of reference of a person to other people or unit to society but it also means essentials of these forms which are deeply embedded in person. Acting “mutually with others” is convenient for transcendence and integration of person in labor, when the person chooses the same as others and chooses because others choose. Participation in case of acting with others comprises and expresses self – determination of the person, hence it is in a way a more complete image. However there are possible certain forms of constriction or even crossing out of participation. Such situation is possible mostly by lack of participation descended from entity and principal of action or throughout making participation impossible derived from extraneous of person and consequent to the wrong structure of acting community. First obstacle in a way to participation is called individualism and the second is called totalism. Despite efflux of time individualism and totalism are one of the utmost threats to our society and it begins from improper understanding of participation.

social life is an unquestionable fact, although from a sociological point of view, it is a universal phenomenon. The sources pertaining to its genesis are various. Plato spoke of the organic entity of social life. Aristotle dis-cussed human needs in the social development of man. Jean-Jacques Rousseau referred to the convention hypothesis. Baruch Spinoza considered collective human actions as an expression of the general will of the Absolute. Christian philosophy sees social life as a natural and primary condition of the human being. In view of that, from the perspective of Christian personalistic philosophy, man makes up a part of the universum, living in the specified environment to which he is related in various ways. Through his psychophysical structure, man is out of his nature directed towards social life and consequently, he seeks contact with the other persons in the society. Therefore, Karol Wojtyła emphasizes the indispensability of social life in terms of material and biological needs of the human being and the intersubjective experiences by sharing thoughts, values and moral relations.

Bagnoli, a neighbourhood on the west outskirts of Naples, has been a typical industrial and working class area for more than eighty years, having put up an important factory district in a wide territory belonging to its seaside zone, where the Ilva-Italsider building, third steel industry centre in Italy, dominated. Since 1993 this huge factory has been definitely closed and its facilities have been phased out. So the large territory has become object of an important conversion and urban requalification project. Between 1995, when the variant Regulation Plan of Naples Municipality was introduced, and 2005, when the Executive Urban Plan was approved, this project has been developing and completing, defining the future of the ex industrial area, according some privileged lines: enhancement of natural and landscape aspects inside the heart of Pozzuoli gulf; recovery and development of the original touristic vocation through the thermal system and bathing restoration. This project opens towards great expectations of transformation and improvement of life and environment quality both for the inhabitants who live there in the neighbourhood and for the whole city. At the same time it has happened a speculation phenomenon through the sale contract concerning buildings and flats by the realties, together with the transfer of many historical inhabitants and the arrival of new people in the neighbourhood. They are attracted by the changing prospective of the area, but they have no relation with the zone and its history. So, during the last twenty years, the neighbourhood identity has been modified. Contemporarily, the soils draining proceeds slowly and among thousands difficulties, while the sea bottom draining isn’t active yet. Today, most of the area is under seizure by judiciary, that found irregularities and defaults in the draining works, realized only for the 65%. The future imagined in the conversion project results, in this way, largely compromised. In this research work we intend to verify how a particular physical-spatial dimension has influenced the social relations and the same identities of the people and their “community”, how we can delineate the perception and the performance of a urban transformation largely failed, and which contribution the citizens of Bagnoli can give to the urban design through their own imaginary and meanings they ascribe to their environment (Lynch 1960). In this sense, the study aim at giving a contribution to the participative practice, that up to now is out of the transition dynamics.

Besides other aspects, one of the fundamental conditions of the modern political system is active and powerful civil society. Representatives of civil society and their increasing influence provide the background for increasing political participation and civic activism with the aim to make decision-making processes more effectual and having an impact on public policy actors. In that context, the objective of the article is to pay particular attention to one of the forms of participation, specifically using a comparative method to theoretically analyse the perspectives and limits of e-participation. The paper presumes the inevitable role of e-participation in the current modernisation of public administration processes which could overcome obstacles related to the participatory gap in post-communist countries.

Recently, the issue of intercultural relations between immigrants and the host society has been widely discussed. Taking into account the increasing spatial mobility of non-EU foreigners, it seems highly important to examine their relations with the host community on the local level. This article presents the results of the qualitative study conducted in the first quarter of 2014 in the Lesznowola municipality (Mazowieckie province, Piaseczno district) in Poland. It aims at analysing the situation of the Vietnamese community and its engagement in the local life of the municipality and examine attitudes of both Vietnamese and Poles towards prospects for granting local voting rights to migrants in Poland. Through several years of successful business and social cooperation, the Vietnamese immigrants have become a recognisable part of the social landscape of the municipality. The degree of social and political participation at the local level on the part of the Vietnamese community has also increased, which can be observed, for example, through such practical indicator as cooperation with local educational institutions. Therefore, we can argue that the Vietnamese community has been transforming itself from a marginalised and self-sufficient homogeneous group into more and more self-aware and active socio-political group of actors.

The purpose of this study was to identify long-term trends in conventional participation in the Federal Republic of Germany. The time frame for the analysis covered the period between 1946 and 2016. Conventional participation was measured against two variables using regression analysis: the level of participation in elections and the level of membership in political parties. For both variables, statistically significant development trends were identified, which were mainly of a declining nature. The data employed concerned voter turnout in elections to the Bundestag and Landtags, and the development process of membership levels in six major political parties: CDU, SPD, CSU, FDP, Alliance 90/The Greens, and the Left/PDS.

The purpose of the paper is to analyze the issue of the relations between being consumers and being citizens in the consumer society. Many researchers point to deepening crisis of mature democracy and a decrease in social and civil participation, which entails most developed and developing countries, including Poland. The phenomenon present in a context of consumer society and its culture are often indicated among causes of this state. Based on the analysis of social changes in modern world, Zygmunt Bauman arrives at a conclusion that as an individualized entity, the consumer is an enemy of the citizen. The citizen and the consumer have different interests, hierarchies of values and ways of perceiving the world. The Zygmunt Bauman’s thesis is being analyzed in the paper on the basic of author’s research results. In the first part of the study, the typical characteristics of “model” members of a consumer society in the liquid modernity era are discussed (with reference to Bauman’s and other authors’ views). The way a consumer society affects the mentality of its members (the consumers) and their relations with groups, or larger communities (especially civil participation) is addressed. The second part is devoted to the issue of relations between being consumers and being citizens and is based on the research results of author’s research results. The relationships between consumer orientations of AMU students and chosen elements of their civic and social participation are discussed. Finally, the study is concluded with an attempt at explaining the results of research with reference to Bauman’s concept.

The objective of this article is to describe surveys carried out in Poland which facilitated a comparison of selected forms of cultural activity and ways of cultural participation by people in their early and late adulthood, as well as its conditions and associated opinions. The analysis demonstrated that the model of cultural participation changes with age, which is a factor strongly differentiating between the mentioned fields of research. The majority of young people prefer mediated cultural participation, in which the Internet plays a significant role. Seniors prefer direct and elite forms of cultural activity. The respondents also differ in the way they assess the attractiveness of the forms of direct contact with culture. Most young people find popular music concerts and film screenings attractive, while seniors tend to go to classical music concerts, operettas and theatre performances. Adults also differ in respect of their opinions on the benefits of cultural participation and the majority of the associated barriers.

The aim of the text is to present the issue of school resistance and its relation to the children’s right to participation. School resistance is a concept investigated by critical pedagogy as one of the forms of expressing one's subjectivity. The complexity of the issue is the reason for many definitions and classifications of school resistance. Referring to the definition of school as an area of a clash between dominant and dominated culture, one can speak of resistance defined as action directed against the dominant subject. H. Giroux created a classification of this phenomenon, combining attitudes and behavior towards school (oppositional or accommodative). Types of resistance highlighted in this way provided a basis for subsequent classifications, including E. Bilińska Suchanek's, B. Babicka – Wirkus', and M. Nowicka's. All authors point to the greatest value of conscious resistance, often called transformative resistance. It is based on a disagreement about the real image of the school, while behaving correctly on its territory. In the first place, emancipation requires education that takes place in the school space. Resistance behaviors are related to the concept of participation. Pursuant to the Convention on the Rights of the Child, children and young people have the right to participate. Numerous pedagogical studies indicate that this right remains unrealized in Poland. A look at resistance behavior as a manifestation of the right to participation allows one to understand the potential of resistance – it can communicate the needs of children and young people. What adults interpret as resistance might be a message that requires dialogue and understanding. Respecting the right to participation can create such a space. Connecting the concepts of resistance and participation may contribute to increasing the democratic participation of children and young people in schools.

Representative surveys, carried out by the Central Statistical Office reveal how low is in Poland the scale of participation in culture: expenses connected with culture represent about 3% of household expenditure, and 1/3 of this amount is spent on television. Almost half of householders didn’t buy a book in year, 60% of Poles didn’t go to the cinema and 90% didn’t go to the theatre. In the same time, participation in culture is shown as a condition for social and economic development. The gap between absence of participation in culture and promoting culture is depicted in more detail in terms of statistics illustrating the scale of absence and in diagnosis of barriers. But this analysis leads to next questions – on the one hand about the apparent shallowness of these barriers, on the other – about the need for different way of task posed questions, new methods which break with the traditional questions about the museum visit or buying newspapers. As the culture changes, we should change tools of researching culture. Perhaps the picture will continue to indicate the dominance of absence, but maybe will penetrate beyond the enigmatic „I did not feel the need” to participate.

The presented analysis related to the Polish specificity of preferences in economic voting and to the dynamics of relations between economic situation and political assessment. The analyzed studies show clearly that voters take into account the economic situation in the country irrespective of supporting a particular party – ‘definitely yes’ or ‘rather yes’ (from 75% for Palikot Movement to 79% for PSL). The issue is less important to those respondents who declare electoral absenteeism (60,4%). When considering economic program of a candidate or a political party, this is the electorate of the Democratic Left Alliance who definitely pay to it a lot of attention (87,1%). Regardless of declared ideological views and a party support, the respondents pay more attention to the economic program of a candidate/ a party than to the condition of the national economy, and it especially refers to those voters who declare themselves as right wingers (the left +5,7%; the centre +4,3; the right +9%). To sum up, it can be stated that regardless of an adopted criterion (of electorates of particular parties or ideological views), about ¾ of the voters declare taking into account the economic situation of the country or the economic program of a candidate / a political party as the factor which has an impact on their votes.

In recent years there has been a growing interest in tools that enable a dialogue between local authorities and members of local community, hence participatory budgeting has been gaining in popularity. The aim of the article is to examine conceptual and methodological changes in participatory budgeting in Dąbrowa Górnicza and the methods of completion of particular stages of the process. The article focuses on the diversity of methodologies of selecting projects and the process of projecting tasks. It contains an analysis of the transformation of participatory budgeting of Dąbrowa Górnicza and its impact on the quality of eventually selected projects, and the local development of specific districts. The introduction of new mechanisms in participatory budgeting is crucial to ensure that a participatory budget reflects real urban co-governance.

Post-communist Albanian legislation (1995-2010) provides the preliminary context for the creation of enabling social niches for the engagement of people with disabilities and the family members representing them in the policy-making processes both at the national and local levels. The goal of this study was to determine the pattern of engagement of people with disabilities and their family members in the policy making process at the national and local level and identify the barriers as perceived by them. Participants were 874 persons with disabilities and their family members. The results indicated a strong interest but a poor engagement pattern of people with disabilities and their family members in the policy making process and various structural and attitudinal barriers. Conscious work needs to be done by the government agencies as well as advocacy organizations to create enabling social niches for people with disabilities that encourage their participation in the policy making process as valuable stakeholders in shared governance.

W artykule zaprezentowany wyniki analiz dotyczących sposobu i zakresu przyjmowania w społecznościach lokalnych idei partycypacji upowszechnianej przez UE. Sposób wdrażania oraz nastawienie środowisk lokalnych wobec idei partycypacji wyrażone zostało w państwach członkowskich UE w prawie lokalnym, które wyznacza ramy dla współdecydowania mieszkańców o lokalnych politykach oraz kierunkach zmian w społecznościach, do których należą. Kluczowe dla artykułu pytania dotyczą warunków dla udziału członków społeczności lokalnych w podejmowaniu decyzji tworzonych przepisy prawa lokalnego, różnic w adaptacji idei partycypacji w prawodawstwie gmin pogranicza polsko-niemieckiego oraz roli partycypacji w zarządzaniu lokalnym. W celu odpowiedzi na pytania stawiane w niniejszym artykule zastosowano analizę zawartości dokumentów prawnych kształtujących warunki dla włączania mieszkańców pogranicza polsko-niemieckiego, ustanawianych lokalnie. W zakończeniu zaprezentowano wnioski mówiące o komplementarności mechanizmów partycypacji wobec działalności instytucji publicznych gmin niemieckich oraz instrumentalnym stosowaniu form partycypacji w gminach polskich.
The paper presents how and to what extent the participation idea, promoted by the EU, has been implemented in local communities. The way of its implementation and the attitude of local communities are reflected in the local legislation adopted in the member states, which determines the framework for inhabitants’ involvement in making decisions regarding local policies and the directions for changes in their communities. The key questions in the article focus on the conditions for members of local communities to participate in the decision-making process, indicated in the local legal provisions, on the differences in adapting the participation idea in the legislation of the municipalities in the Polish-German border region, and on the role of participation in local management. To answer these questions, the author analyses legal documents, adopted locally, which influence the conditions for the involvement of inhabitants in the Polish-German region. The last part of the paper presents the conclusions: in German municipalities, participation mechanisms show complementarity to the activities of public institutions, whereas in Polish municipalities, forms of participation are used instrumentally.

Social participation enables citizens to take part in the decision-making process. It is an increasingly popular instrument in Poland. The effectiveness of participation is the most important issue in this context. In accordance with the Act of 9 October 2015, urban regeneration mainly applies to mitigating negative social phenomena. The social aspect is also important at the stage of establishing urban regeneration programmes. Extensive social participation in the process of creating these programmes is one of the main requirements. The aim of the article is to present the scale of the involvement of local communities in the procedure of creating regeneration programmes in selected small towns in Poland. Conclusions from the analysis include an assessment of participation success rate in regeneration activities.

Signifcant changes were brought about in health and social care in England in 2013, as a result of the Health and Social Care Act 2012. As part of the changes in 2013, a network of local Healthwatch organisations was set up to act as the people’s champion for health and social care in their local area. Healthwatch Shropshire is one of these local Healthwatch. It gathers experiences and opinions from patients, carers, service users and the wider public about publicly funded health and social care services and uses this information to infuence health and social care service delivery. Healthwatch Shropshire also recruits and trains volunteers to support its work, in particular, specially trained volunteers visit locations where health and social care services are provided and report on their fndings. Healthwatch Shropshire also has information and signposting services, provides volunteering opportunities, and has a statutory authority to visit locations where health and social care services are being delivered.
W roku 2013, wraz z wprowadzeniem Ustawy o Opiece Zdrowotnej i Społecznej, w Anglii dokonały się znaczące zmiany w tych obszarach. W ramach tych zmian powstała sieć organizacji o nazwie „Healthwatch”, której zadaniem jest stworzenie najlepszej opieki zdrowotnej i społecznej w środowisku lokalnym. „Healthwatch Shropshire” jest jedną z takich lokalnych insty- tucji. Zajmuje się ona gromadzeniem doświadczeń i opinii od pacjentów, opiekunów i innych osób korzystających z pomocy lekarskiej i społecznej na temat publicznej służby zdrowia i pomocy społecznej, aby wpływać na jakość świadczonych usług. Organizacja ta rekrutuje i szkoli wolontariuszy, aby zbierać od nich cenne informacje na temat tych właśnie usług. „Healthwatch Shropshire” zajmuje się również udzielaniem informacji, organizowaniem wolontariatu oraz posiada statutowe upoważnienia do wizytowania placówek, gdzie udzielana jest pomoc zdrowotna i społeczna.

Gender equality is one of the key elements of human rights and sustainable development. This research paper aims to address a comparative study of how the three important factors: political, economic, and social inclusion affect gender equality and inequality in Sweden and Turkey. In the 2017 Global Gender Gap Report, which assigns a number from 0 (gender inequality) to 1 (gender equality), Sweden ranks in the top five percent of the 144 countries assessed for gender equality, with a score of 0.816 (5 of 144), whereas Turkey ranks in the lower half with a score of 0.625 (131 of 144). Although there are legal regulations in the political, economic, and social areas related to gender equality in the world, implementation is also difficult. The aim of this project is to understand how the gender equality movement progressed in Sweden and Turkey to match.
Równość płci jest jednym z podstawowych elementów praw człowieka i zrównoważonego rozwoju. Artykuł badawczy ma na celu zwrócenie uwagi studium porównawczego, jak trzy istotne czynniki: polityczny, ekonomiczny i włączenie społeczne wpływają na równość i nierówność płci w Szwecji i Turcji. W dorocznym raporcie na temat równości płci z roku 2017 (ang. Global Gender Gap Report), który ocenia w skali od 0, co oznacza nierówność płci, do 1, co oznacza równość płci, Szwecję zaliczono do najwyższych pięciu procent spośród 144 krajów ocenianych pod względem równości płci, z wynikiem wynoszącym 0,816 (5 z 144), podczas gdy Turcję umieszczono w dolnej połowie z wynikiem 0,625 (131 z 144). Pomimo że na świecie istnieją regulacje prawne w politycznych, ekonomicznych i społecznych sferach odnoszących się do równości płci, ich wdrożenie jest również trudne. Celem projektu jest zrozumienie, jak ruch na rzecz równości płci ewoluował w Szwecji i Turcji z punktu widzenia zrównania poziomów.

Postępująca liberalizacja światowej gospodarki doprowadziła do intensyfikacji wymiany handlowej,zwłaszcza o charakterze wewnątrzgałęziowym. Specyficzną cechą współczesnego handlu jest rosnącyw nim udział półproduktów i dóbr pośrednich. Równocześnie globalna integracja handlu spowodowałaprzestrzenną fragmentaryzację i dezintegrację produkcji przemysłowej. Zjawisko to wiąże się z ekspansjąmiędzynarodowych sieci produkcyjnych czy inaczej globalnych łańcuchów wartości (global value chains –GVC). Łańcuchy wartości stały się podstawowym narzędziem analizy zmian w międzynarodowych obrotachhandlowych i organizacji produkcji przemysłowej. Zasadniczą determinantą realizacji produkcji w ramachmiędzynarodowych sieci produkcyjnych jest optymalizacja procesu produkcyjnego dzięki wykorzystaniuwystępujących pomiędzy krajami różnic w kosztach wytwarzania. Liberalizacja polskiej gospodarki na początkulat dziewięćdziesiątych XX wieku umożliwiła rozwój wymiany z zagranicą i systematyczny wzrostobrotów handlowych. Celem opracowania jest określenie udziału zagranicznej i krajowej wartości w polskimeksporcie w oparciu o dostępne dane statystyczne, w tym przede wszystkim statystyki OECD–WTO.Proponują one tzw. indeks partycypacji, który obrazuje udział krajowej wartości dodanej w eksporcie zagranicznym(partycypacja przednia – forward) i zagranicznej wartości w eksporcie krajowym (partycypacjawsteczna – backward). Biorąc pod uwagę aktualne dane, 45% polskiego eksportu produkcji przemysłowejjest realizowane w ramach GVC. Istotne wydaje się także zbadanie struktury eksportu i zmian w tym zakresie,co umożliwi dalsze wnioskowanie na temat konkurencyjności polskiego eksportu.
Increasing liberalization of the world economy has led to the intensification of international trade, especially of an intra-industry character. A specific feature of modern trade is the growing share of semi-finished and intermediate goods. At the same time global trade integration has caused the spatial fragmentation and disintegration of industrial production. This phenomenon is associated with the expansion of international production networks, or other global value chains. Value chains have become a basic tool for analysing changes in the scope of international trade and manufacturing organizations. The fundamental determinant of manufacturing realization within international production networks is the optimization of the production process by using the existing differences between countries in terms of production costs. Liberalization of Polish economy in the early 1990s has enabled the development of foreign trade and the steady increase in trade. The aim of the study is to determine the share of foreign and domestic value of Polish exports based on available statistical data, in particular including the OECD-WTO statistics. They suggest the so-called participation index, which describes the share of domestic value added in foreign exports (forward participation) and the foreign value added in domestic exports (backward participation). Taking into consideration the current data, 45% of Polish exports of manufacturing s realized within GVCs. It seems important to also examine the structure of exports and developments in this field, which will enable further debate on the competitiveness of Polish exports.

Miejską przestrzeń publiczną kształtują indywidualni oraz zbiorowi użytkownicy przez wywieranie na nią wpływu mającego związek głównie z ich oczekiwaniami i potrzebami oraz odczuwaniem w mniejszym lub większym stopniu prawa do niej. Jednak żaden z aktorów sceny miejskiej nie może przedkładać swojego indywidualnego interesu nad dobro zbiorowe, gdyż z zasady uznawana jest za przestrzeń powszechnie dostępną i atrakcyjną dla różnych użytkowników i grup mieszkańców [Borowik 2015:3]. Przestrzeń miejska jest elementem ładu społeczno-przestrzennego opartego na relacji zachodzącej między człowiekiem a obszarem, w którym funkcjonuje. Przejawia się jako wartość kulturowa lub produkt budujący konkurencyjność miasta, gdyż człowiek nadaje swojemu otoczeniu znaczenie przez asymilowanie go do swoich celów jednocześnie dostosowując się do oferowanych warunków [Norberg-Schulz 2001: 11]. Mieszkańcy mają duży wpływ na kształtowanie przestrzeni miejskiej. To w jaki sposób z niej korzystają i w jakim czasie, bardzo mocno determinuje jej charakter. Mała liczba użytkowników może obniżyć atrakcyjność nawet najpiękniejszego placu. W każdym mieście jest jednak wiele zaniedbanych miejsc, które tętnią życiem. Człowiek potrafi samodzielnie ocenić potencjał danego miejsca i starać się wpłynąć na jego jakość, np. przez udział w procesie budżetu obywatelskiego. W opracowaniu została poddana rozważaniom przestrzeń miejska w relacjach z władzą lokalną oraz mieszkańcami i użytkownikami. Poruszono zagadnienia odpowiedzialności za przestrzeń publiczną, która powinna służyć wymianie społecznej oraz wzmacnianiu tożsamości lokalnej [Kowalewski 2011]. Dokonano waloryzacji przestrzeni wykorzystując informacje dotyczące działań mieszkańców (w ramach budżetu obywatelskiego) na rzecz poprawy przestrzeni miejskiej.
Urban space valorisation aims at assigning the value of a place to meet specific human needs in the short and long term. The aim of the valorisation is to assess and recognize the socio-cultural potential and to strengthen the local identity that influences the attractiveness of the city. In recent years there has been an increase in interest in simple tools to engage in dialogue between local authorities and residents. An example may be the civic budget that forms part of a public fund that is subject to a democratic process of discussion during which decisions are made regarding its disposals. In the process of selecting projects to implement, the priorities and values of the local community are determined. The aim of the article is to identify places of importance for inhabitants of particular districts of Katowice, both in terms of the endogenous potential of the place and the occurrence of problem areas.Using the GIS tools, an analysis of the location and nature of investments made within the civic budget in Katowice in the years 2015-2017 was conducted and assessed the degree of involvement of the inhabitants in the process of co-management and co-responsibility for the development of the city..

By introducing the assumptions of social participation into the practice of implementing revitalization projects, we assume that through dialogue, even if sometimes difficult, a compromise and agreement can be reached, which may result in cooperation in the implementation of a given project. The aim of this text is to present a practical application of the idea of dialogue and social participation, the theoretical context of which was de-scribed in the first part of the text in the process of developing and implementing the Local Revitalization Pro-gram of the City of Wojkowice which was reported in the second part of it. Civil dialogue can be understood as a more or less institutionalized form of conducting broad social consultations in the aspect of planning, solving and making decisions on socially important issues in a given group or community. Anna Olech and Tomasz Kaźmierczak (2011), proposed four models of public participa-tion. The basis for their separation and differentiation is the level and scope of their influence on the decision-making process of various social partners. The presented considerations refer to the experience and observations collected during the project titled Wojkowickie Social Revitalisation Laboratory implemented as part of the project entitled Silesian revitalization programs – support for municipalities, financed under the Operational Program Technical Assistance 2014–2020. The Social Work Unit of the Institute of Sociology, US team was involved in the work on the development of the Local Regeneration Program, especially in relation to the social issues of this document. Referring to the models of participation carried out in the revitalization activities referred by Krzysztof Skalski, it can be stated that the activities undertaken in the process of developing the Local Revitalization Pro-gram in the City of Wojkowice are close to the model with the highest degree of participation. Another issue is whether the idea of broad social participation will be maintained in practice at the implementation stage of this program.

The topic of the article are the complex stages of the formation of the Bon Pastor neighbourhood in Barcelona, and contemporary efforts to create the remembrance space system that would preserve the social memory and historical identity of the place. The author presents how the urban development plans for the district were transformed as a result of major changes in national politics, economy, and social policy, since the 1930s, through 60s and 70s, till today. The article describes the Bon Pastor Civic Memory project as an interesting example of a participatory action aimed at the preservation of local heritage. The implementation of the Civic Memory project was possible due to the neighbours’ initiative and their cooperation with cultural and academic institutions. The aim of this project is to mark certain points of the territory which possess historically and socially significant value, and to enhance them through public art, urban design and other implementations envisaged. The Association of residents of Bon Pastor (Barcelona) has been characterized, since 1974, for its combative and vindictive nature, at the same time as for its great capacity to launch solidarity initiatives and manage complicated processes to improve the living conditions of residents of the neighbourhood. After the struggles to obtain a health centre, the improvement of communications by metro and bus, and the constant improvement of public space, in recent years, the Association is co-managing with the Barcelona City Council, the radical transformation of the neighbourhood. The different phases for the remodelling of the neighbourhood, by replacing the so-called “cheap houses” with new buildings, with more spacious apartments and with better material conditions, is coming to an end and now, the possibility opens up, driven by the neighbours and the Museum of the History of the City (MUHBA) to have a metropolitan museographic space devoted to the presentation and study of the evolution of workers’ and popular housing in Barcelona.

This article discusses the issue of budgetary revenue obtained in the years 2012 - 2016 in the Mazowieckie Province with: personal income tax, corporate income tax, income tax on goods and services. Revenue accrued in the said administrative unit was charged to all revenue generated in the central budget. Finally, conclusions from the analysis have been presented, which indicate that the importance of tax revenue transferred directly from the tax authorities to the central budget is growing.

Article tackles the idea of environmental and participatory democracy in Poland. Due to Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters known as the Aarhus Convention people should be involved in decisions concerning environment and energy issues in the country. All large investments, and those are certainly investments in energy infrastructure, are associated with a variety of interest groups and organizations. The main goal of this article is to show the decision making processes do not come across the knowledge and public information on nuclear energy in Poland. We present the context and background for the structural model of energy decisions using and reinterpreting survey data from 2014 and 2015 from the opinion polls on various sources of energy in Poland. From this point of departure we distinguish the micro-, meso- and macro- level of energy decisions.

The article discusses the issue of man’s participation in public life in the context of communication processes which play an important role in shaping the consciousness of community. Every community exists because of the relationships between the people involved in it. Thus, communication is the most perfect way for people to express themselves within the community. This relational dependency between the community and communication becomes the core of public participation. Persuasive communication plays the dominant role there, which is significantly important at the moment of message authentication. Persuasive communication has its foundation in the art of rhetoric and has been present in public life since the ancient Greece. Today, however, the mass media seem to dominate the communication in society by using means of persuasion and the public discourse detached from the context of interpersonal relationships.

The team of the Research Laboratory of the Polish Measurement of Attitudes and Values (PPPiW) already for the fourth time measured the participation in the European Night of Museums in Warsaw. The research was conducted during the night of 16th to 17th of May 2015. The sample was N = 1,102 respondents varied in terms of gender, age, education, place of residence and income. 20 museums, located in different districts, were selected for the research, which enabled the spatial stratification of the sample. The research commentary refers to the following issues of communing with culture: the frequency of reaching for the sources of knowledge about it, the frequency of visiting facilities being its vehicle, and readership. At the same time, it needs to be said that participation in culture refers mainly to its passive consumption, namely by means of the cinema and television. Therefore, the source of knowledge about art lies in the image which supersedes the traditional role of text. Participation in culture becomes a characteristic feature of more and more narrow, elite social group. Participation in high culture to a greater and greater extent becomes the measure of social distances. It leads to the deepening of socio-cultural distances between the groups with higher positions and less educated social groups, also between the residents of cities and villages.

The subject of the article is Lucien Lévy-Bruhl’s concept of mystical participation, which was used by him to explain “strange” non-European cultural phenomena from the perspective of the European scientific rationality. This approach, modified by Stanley Tambiah, was used in the article to explain a natural disaster, here – floods, which took place in southern Poland in 2010. The empirical material are the discussions on the Internet, which perceive the cause of flooding in the interference of various external forces, which are ascribed the extraordinary characteristics (the government of one of the neighboring countries, the divine punishment, etc.). This mode of thought is similar to the structures of magical thinking present in non-European societies described by Levy-Bruhl. The above leads to the conclusion that the idea of mystical participation is not characteristic only for primitive pre-logic, but is present in the minds and practice of contemporary Westerners.

The causes of armed conflicts are a subject of constant interest to the social sciences. This has resulted in many theories and findings regarding the selection of different criteria in determining conflict-triggering factors. In international practice, states decide to declare war citing reasons connected with the state or vital national interests. Sometimes, the true motivations for the use of force are hidden. The history of armed conflicts includes many cases of using contrived pretexts or outright lies to start a war. External circumstances which were beyond the control of the state starting the war and which did not depend on the state’s will and actions have beenused as pretexts. Some of the pretexts, however, were deliberately fabricated to justify and explain military operations. States taking advantage of pretexts to use force can be observed from the time of the Trojan War to the attack on Iraq in 2003. Among the countries using pretexts to start a war, the superpowers occupy the leading position – they claim higher purposes, despite the fact that there are no objective criteria upon which to establish their superiority over the conventions of morality and international law.

In the contemporary world, modernising at an incredible pace, an increasing importance is being placed on education, which is supposed to prepare communities for this acceleration. A few areas can be separated during discussions on education: among the others it is the issue of competencies indispensable on the labour market of the future as well as values and global education. Such issues are also a starting point for the authors of the publication issued in English “Responsibility – Participation - Conscious Citizenship – The Dilemmas of Global Education. Global education – as it is the main subject matter of the publication - was implemented into Polish system of education in the school year 2009/2010 (it was placed in the core curriculum of general education). Prior to this, in 2002 in Maastricht European politicians developed Declaration of Global Education which put forward systemic solutions in this area. The significance of education in the world of multiculturalism and globalization was stressed out long before by researchers indicating the need to focus on such issues and prepare communities for the challenges of postmodernity. It emerges that after more than a dozen years of implementing and practicing global education there is still a need to intellectually deal with this difficult and complex notion. Real practice has revealed a number of areas which still are and will long continue to remain a challenge both for researchers and practitioners. The aim of the publication, edited by Klaudia Śledzińska, is to provide an answer to the question not so much about the essence of global education in Polish educational practice but rather about its axionormative dimension and values implemented in various social dimensions. The axis for deliberations undertaken by the authors is based on such values like responsibility, committed participation and social engagement. It is education – as observed by the editor in the introduction – that is supposed to “enhance the awareness and reflexive cognition of phenomena, social processes, interrelations between people and places, as well as to foster stronger social engagement” [s.8], It should also contribute to better understanding of mutual interrelations and the permeation of cultural, environmental, economic, social, political and technological systems. This, however requires a basic consensus regarding the understanding and interpretations of the values essential in education as well as their transmission methods. The publication is composed of three parts: the first two make an attempt to put in order the notions and conceptualize the categories of responsibility as well civic participation and civic society and akin ideas of a social bond and social capital. Part three deals with selected concepts of social life and experience, wherein we can discern the very essence of responsibility, participation and process towards conscious citizenship. Thus, presented are those aspects through which “we can appreciate the significance of educational actions towards the formation of responsible civic attitudes, notably work according to a corporational model, employee - volunteering, insurance reciprocity, horizontal and vertical gender segregation in scientific milieu as well as lifelong learning and activation of older people” [s.11]. It worth emphasizing several significant issues emphasized by the Authors and related to the notions related to global education, especially in the context of transformations of contemporary societies. One of them is a crucial issue present in public and academic discourse and dealing with the division of the world into global North and South, the impact of which is mostly “felt” by the countries of a global South. Global education which was supposed to increase sensitivity to the problems of inequality and bring closer or tame “the Other” has become an element of a specific symbolic violence and imposing on poor countries the civilizational and economic model incorporated in the countries of the North. Klaudia Śledzińska in her chapter focuses on a “hidden programme” of global education, thus a Europocentric, stereotyping model of creating a global awareness, taking no consideration of the specificity and local conditions, which the countries of the North “offer” to the global South. Another manifestation of organizing the world according to old post-colonial principles is “educational disease”, that is “forcing by the rich North the only vision of the development of the deprived regions, in both individual and group dimensions, by means of formal education towards achieving a high social status” [s.43]. Thus, paradoxically the present task of global education is to deconstruct itself and include/ take into consideration other perspectives and discourses, including the ones put forward by minorities. It is teaching responsibility, creating a strong personal subjectivity, stressing out respect to subjectivity of “the Other”, learning “out of Others and from Others [s.47]. Only such attitude where “personal subjectivity of “you” appears through “I” (and vice versa) (…) and thereby secures relationships which no longer carry the features of exploitation, injustice or dominance” [s.47]. In their publication, the Authors indicate and emphasize the significance of numerous citizen-making mechanisms, practices and strategies, which they place in the context of education, making it possible to disseminate and enhance them. Both the employee participation in companies, employee volunteering, pro-social activity on community portals but also more increasingly a common activity of women, the elderly not only on the labour market but also in the social sphere contributes to building a mature civic society. Nonetheless, it will not be lasting unless education provides substantial foundations based on commonly developed values. The proposal of the model of education offered in the publication means “focusing on teaching a pupil/student – not as an uprooted citizen of the world , but as a citizen endowed with his own unique identity, socially enrooted in concrete local contexts and capable of making rational choices”[s.52]. This statement - though perhaps controversial - gives the publication Authors- proprietary feature. It reveals that the recently depreciated locality and identity, built around universal values such as responsible partnership still remains valid. In the first chapters of the publication a certain nostalgia for the return of the “culture of character” instead of the currently functioning culture of personality is clearly seen (from the perspective of one of the authors, a crucial moment for an axio-normative shift and understanding responsibility took place in the early 20th century). It “was a shift from the culture of character to the culture of personality, from internal to external values” . “The culture of character was associated with the notions of, e.g.: citizenship, obligation, democracy, labour, honour, reputation, morality. The culture of personality, in other words, the culture of “making a good impression on others” and “standing out from the crowd” refers rather to the categories of: fascination, attractiveness, bewilderment, creativity, domination, strength, power or determination” [s.20]. Even though the publication is not easy to read and requires an attentive and careful reader, it is a great contribution to the discussion on the essence and directions of global education development, especially in its axionormative character. It is recommended not only for researchers but also non-academics who are committed to the idea of the world continuously improving but also learning from its own mistakes.

The author researches the issue of love in Thomas Aquinas´s Summa Theologiae. He researchs the possibility of upbringing for love, and from what point of view this education is needed. The author concludes that the concept of love is quite different in the Summa Theologiae. In the context of Aquinian ethics, virtue points out that friendly love, as a unique phenomenon of human beings, is not necessary and therefore not only permits but also requires it to be developed through education.

The article presents the results of a study on the role of social participation (Reinders) in shaping the identity (Luyckx et al.) of people with mild intellectual disability in late adolescence and emerging adulthood compared to those in intellectual norm (N = 127). Three waves of measurement were carried out at semi-annual intervals, using the Dimensions of Identity Development Scale (DIDS/PL-1) and the Social Participation Questionnaire (SPQ-S). In all the waves people with intellectual disability had a higher level of the moratorium orientation, and at Wave 3 they had a higher level of the transitive orientation. Differences in the levels of identity dimensions were observed in only one wave and only in the case of exploration in depth. The type of social participation has proved to be a factor differentiating the levels of identity dimensions, especially commitment making and identification with commitment, the highest level of which was observed in people with integration and assimilation types. The study responds to the need, expressed in the literature, to focus on specific groups in identity development studies.

Partycypacja społeczna jest gwarantowana przez prawo i umożliwia obywatelom decydowanie o działaniach w mieście. Artykuł miał na celu zbadanie skuteczności partycypacji w procesie decyzyjnym dotyczącym zarządzania rzeką we Wrocławiu. Analizowano, w jakim stopniu mieszkańcy miasta angażują się w zarządzanie rzekami oraz jakie możliwości w tym zakresie daje im samorząd. Zastosowano metody analizy literatury i dokumentów, dedukcji i metody statystyczne. Omówiono założenia partycypacji, możliwości związane ze współzarządzaniem rzekami we Wrocławiu, dane związane z aktywnością mieszkańców w zakresie rzek oraz formy tej aktywności. Mieszkańcy angażują się w zarządzanie rzeką, jeśli są do tego zachęceni; decydenci wprowadzają narzędzia angażujące mieszkańców, jednak nie zawsze są one wystarczające. Wyniki mogą stanowić wstęp do badań na temat narzędzi partycypacji, które zachęciłyby mieszkańców do zaangażowania w złożone kwestie.

The shift from actual seminars to the internet-mediated webinar format has changed how teachers access opportunities for continuous learning. Attending webinars has also become necessary as teachers look for alternative ways to further develop their knowledge. The purpose of this study was to explore the learning experiences of the teachers who attend webinars. This study used Meriam’s case study research method; intensive, holistic description; and analysis of a bounded phenomenon, such as a program, institution, person, process, or social unit. The study was conducted in the elementary schools of Sultan Naga Dimaporo West District, Division of Lanao del Norte, Philippines for the 2020–2021 school year. It was found that most teachers participated in webinars about teaching strategies, content knowledge, the teaching profession, and general knowledge related to the pandemic. It was also revealed that these teachers are expected to gain relevant knowledge and skills applicable to “the new normal.” The teachers shared their experiences in acquiring knowledge, skills, and emotional content in their actual participation in the webinars during the pandemic. The teacher’s purpose of attending  webinars is to gain understanding of the topic to improve the quality of teaching. Thus, the webinar presents an opportunity to expand teacher training programs amid the pandemic.

W artykule podejmujemy próbę włączenia się do dyskusji na temat aktywności politycznej i społecznej młodzieży we współczesnych poliarchiach. Wychodząc z założenia, że warunkiem aktywnego spełniania funkcji obywatelskich są umiejętności poznawcze i zdolności komunikowania się, które jednostka doskonali w procesie kształcenia się i poprzez uczestniczenie w zjawiskach społecznych staramy się znaleźć odpowiedź na następujące pytania: w jaki sposób postrzegane jest uczestnictwo w dzisiejszych poliarchiach? jakie mogą być determinanty angażowania się politycznego i społecznego młodzieży? Dlaczego europejskie organizacje międzynarodowe – Rada Europy i Unia Europejska – podejmują działania z zakresu aktywizowania młodzieży europejskiej? W pierwszej części artykułu uwagę koncentrujemy na uczestnictwie demokratycznym i staramy się poznać jego rolę w wybranych modelach demokracji. Następnie analizujemy wybrane aspekty absencji wyborczej młodzieży. Przywołujemy przykłady aktywności Rady Europy i Unii Europejskiej w zakresie aktywizowania demokratycznego (obywatelskiego) młodzieży wraz ze wskazaniem przyczyn tej aktywności. W końcu wskazujemy na związek pomiędzy uczestnictwem politycznym i społecznym młodzieży a kondycją współczesnych poliarchii europejskich.
In this article we make an attempt to join a discussions on the political and social activity of young people in contemporary polyarchies. On the basis of the assumption that the condition for the active fulfilment of civic functions are cognitive skills and the ability to communicate which the individual improves in the education process and through participation in social phenomena, we are trying to find the answer to the following questions: how is participation perceived in today’s polyarchies, what can be the determinants of youth’s political and social involvement, why do European international organisations – the Council of Europe and the European Union – take measures to activate European youth. In the first part of the article, we focus on democratic participation and try to recognise its role in selected models of democracy. Then we analyse selected aspects of youth electoral absenteeism. We cite examples of the activities of the Council of Europe and the European Union in the field of the youth democratic (civic) activation with an indication of the reasons for this activity. Finally, we point to the relationship between the political and social participation of young people and the condition of modern European polyarchies.

The article deals with the analysis of mechanisms of public participation in the regional policy and determination of means of dialogue between the regions and community. In the first part of the article, the author defines the essence of the concept of political participation. The author also outlines the concepts of citizen participation and public relations. The next part of the text is devoted to the normative and legal regulation of institute of political participation in the development and implementation of regional policy. It defines the principles of cooperation between the executive power and institutions of civil society and reveals the main forms of citizen participation in the formulation and implementation of public policy. The researcher summarizes the reasons of inefficiency of regional self-government in Ukraine. The author thus asserts that implementation of the policy of partnership, transparency and accountability will help improve the system of self-government, increase the level of local democracy and consolidate the local community. Therefore, the main conclusion of the article is that the effectiveness of forms of political participation is an objective necessity for the development of the state in general, and for strengthening at the regional level.

Celem artykułu jest analiza poziomu i wybranych uwarunkowań partycypacji społecznej młodzieży oraz odpowiedź na pytanie, jak badani wartościują dobrowolne inicjatywy i działania proponowane na terenie szkoły. Teoretycznym punktem odniesienia są ustalenia przedstawicieli nauk społecznych na temat współczesnej sytuacji ludzi młodych, ich społecznej partycypacji i bierności, a także zagadnienie edukacji obywatelskiej. Przedmiot refleksji stanowią wyniki reprezentatywnych badań socjologicznych zrealizowanych w latach 2020 i 2021 wśród pełnoletnich uczniów szkół ponadpodstawowych na terenie archidiecezji lubelskiej. Tekst zawiera omówienie ich deklaracji dotyczących udziału w fakultatywnych grupach i inicjatywach organizowanych w szkole oraz w organizacjach i działaniach prospołecznych poza nią. Przeprowadzane analizy statystyczne uwzględniają zmienne niezależne: płeć, miejsce zamieszkani i religijność, mierzoną stosunkiem do wiary. Zastosowano również testy chi-kwadrat i V Cramera. Konkluzje wskazują na znacząco niski poziom partycypacji społecznej badanej młodzieży, ale też na potencjał tkwiący w jej pozytywnym wartościowaniu rożnych form zaangażowania oraz w gotowości do działań ukierunkowanych na pomoc innym w przyszłości.
The aim of this article is firstly to analyse the levels of young people’s social participation, along with its selected determinants. Secondly, the aim is to answer the question: how do the research participants value voluntary initiatives and actions proposed at school? Research findings by representatives of social sciences concerning the situation of modern-day young people, their social participation, passive attitudes and on the issue of civic education constitute a reference point for the discussion. Subject to analysis are outcomes of representative sociological research conducted among adult young people attending secondary schools in the Archdiocese of Lublin in 2020 and 2021. The paper discusses the declared statements of the respondents on their participation in non-compulsory groups and initiatives organized at school, as well as in extra-curricular, pro-social organizations and actions. The statistical analyses included the following independent variables: sex, place of residence and religiosity measured by attitude towards faith, chi-square and Cramer’s V tests. The conclusions show among others that the respondents exhibit a low level of social participation. They highlight the potential to be found in their positive valuation of various forms of engagement as well as their willingness to take part in actions that aim at helping others in the future.

Политологическая конвенция, основанная на том, чтобы называть участием только активное включение граждан, работников, жителей в решение общественных вопросов и оказания на них влияния – слишком узкое понимание. Адекватное понимание участия относится также к объективной принадлежности и социальной связи. Пассивность также является участием, хотя и особенной формы. Чувство участия имеет разнообразное значение. Это моет быть парадоксальным – чувство исключения, неучастия либо чувство отчужденности, или же наоборот – чувство идентификации, удовлетворения, мотивации к активности, чувство общей ответственности, возможно также чувство амбивалентности.
The political science convention of using “participation” to describe only active involvement in deciding public matters and exerting influence by citizens, employees or residents is too narrow. An adequate understanding of “participation” should be based on objective belonging to the social community. Passivity can also be a peculiar form of participation. The sense of participation has many faces. This can be – paradoxically – the feeling of exclusion, of non-participation or alienation, or, on the contrary, the identification, satisfaction, motivation for activity, shared responsibility. Finally, an individual’s sense of participation may combine both of these components.

The article discusses the issue of the social aspect of regeneration, which should be a complex process, including in each of its stages, the broadly understood participation of local society. Stimulating this process in terms of animation and integration is a peculiarity of urban regeneration, but also a civic right and a procedure valid in democratic countries. In the conditions of Polish cities, despite the revitalization act adopted in 2015, the developed provisions concerning the social aspect, still raise many doubts. Therefore, using the analytical method, the author begins considerations by outlining the essence of regeneration process and indicating its optimal definition. Then,, she introduces the issue of social participation, responding to the concept of local governance as a model popularizing trust, civil society and social capital. The rightness of the principle of social inclusion as the primacy of regeneration processes is also indicated. Additionally, there are interpreted the conditions of Polish urban regeneration policy in the field of social activation, analyzing the quality of legal provisions contained in the regeneration act and tools used in practice. This allows to diagnose the level of real actions for socializing regeneration processes, as well as setting out prospective measures to improve the desired results. In conclusion, the author states that it is obligatory to develop a new direction of urban regeneration policy, whose biggest drawback in the Polish reality is first of all the use of passive activating methods and limiting the empowerment of urban communities.
W artykule poruszono kwestię społecznego aspektu rewitalizacji, która winna być procesem złożonym, uwzględniającym w każdym z jego stadiów szeroko rozumiany współudział społeczeństwa lokalnego. Stymulowanie tego procesu w celu aktywizacji, animacji i integracji jest swoistą specyfiką odnowy miast, ale też prawem obywatelskim i procedurą obowiązującą w państwach demokratycznych. W warunkach polskich miast – mimo uchwalonej w 2015 roku Ustawy o rewitalizacji – opracowane postanowienia społecznego aspektu w dalszym ciągu budzą wiele wątpliwości. W związku z tym, przyjmując metodę analityczną, autorka rozpocznie rozważania od nakreślenia istoty procesów rewitalizacyjnych i wskazania optymalnej jej zdaniem definicji. W dalszej części przybliży zagadnienie „partycypacji społecznej”, ustosunkowując się do koncepcji local governance jako modelu popularyzującego zaufanie, społeczeństwo obywatelskie i kapitał społeczny. Wskazana zostanie też słuszność zasady włączenia społecznego jako prymatu procesów rewitalizacyjnych. Uzupełniająco zinterpretuje uwarunkowania polskiej polityki rewitalizacji miejskiej w zakresie aktywizacji społecznej, analizując jakość przepisów prawnych zawartych w Ustawie o rewitalizacji i wykorzystywanych w praktyce narzędzi. Umożliwi to zdiagnozowanie poziomu realnych działań na rzecz uspołecznienia procesów rewitalizacyjnych, jak też wytyczenia perspektywicznych zabiegów w celu udoskonalenia pożądanych rezultatów. W podsumowaniu zaś stwierdzi, iż obligatoryjne jest wypracowanie nowego kierunku polityki rewitalizacji miejskiej, której największym mankamentem w polskich realiach jest przede wszystkim stosowanie biernych metod aktywizujących oraz ograniczenie upodmiotowienia społeczności miejskich.

Resilient society and social dialogue are core topics for monitoring citizens’ initiative in participatory democracy as an engaged citizen often empowers governance facilitating active social engagement and democratic. (1) Background: The intent of the current research is to document and monitor the notion of “resilient society” and twenty associated topics in order to provide the latest emerging illustrations of the impact of social media on citizens’ initiative and participation levels in the European Union (EU); (2) Methods: Based on the Brand24 media monitoring tool, the quantitative and qualitative analysis of the social media reach focuses a period of one month (June-July 2023) with the aim to assess a better understanding of the resilient society and citizens’ participation; (3) Results and findings: The results of the research emphasize the role of citizens’ engagement and social dialogue for a resilient society by scaling the linkages between the historical, institutional and participative levels; (4) Discussion: The article shows how policy agenda and decisions, historical facts and social realities influence the social media reach and highlights the outcomes of the sentiment analysis and influence score of the selected topics.

Managers from 192 companies filled out the Employee Direct Participation in Organisational Change questionnaire measuring employees’ direct participation (DP) in organisational decisions. Four main forms of DP were identified: individual and group consultations, and individual and group delegation. Workplace safety was measured with the number of accidents, the number of employees working in hazardous conditions, accident absenteeism and sickness absence. Results showed that the 2 latter indicators were significantly related to some parameters of DP. Thus, companies that used face-to-face individual consultation had lower accident absenteeism than ones that did not. The same effect was true for group consultation with temporary groups, and individual and group delegation. Workplaces with high scores for scope for group consultation had lower accident absenteeism, and those with high scores for scope for group delegation had lower sickness absence. It was concluded that employee DP had a positive influence on workplace safety, even if involvement was not directly related to safety.

In the urge for transforming the subsistence-oriented production system, the government of Ethiopia has developed and implemented different policies under the umbrella of the countries' policy Agricultural Development Led Industrialization (ADLI). This study is intended to support the government’s decision-making in transforming market-oriented agricultural development through provision of current and specific information on the level of farmers’ participation in maize output market and determinants of farmers’ participation in maize output market in Guangua district of Amhara National Regional State. Primary data was collected from 160 randomly selected smallholder farm households from four randomly selected kebeles in the district. The survey data was analyzed using descriptive statistics and double-hurdle model. From the descriptive statistics it was found that the level of commercialization of maize in the district was 44%. Results of the double-hurdle model analysis showed that in the first hurdle, educational status of the household head, price perception and land holding size played positive and significant role in households’ decision to participate in maize output sales; whereas, distance from extension office was found to affect participation in maize sales negatively and significantly. In the second hurdle; gender of the household head, household size and land holding size have positive and significant role in the volume of maize sold; while distance to the market was found to have negative significant role. Land holding was found to affect both households’ decisions to participate and intensity of participation in maize sales. Based on the findings it is recommended that the government have to strengthen the rural education system, its effort in expanding agricultural extension centers, enhance participation of female headed households, strengthen the family planning program and help the farmers improve land productivity, where possible, by promoting intensification and increasing provision of inputs so as to generate surplus maize output and boost sales.

In spite of widespread support from the population of most member countries for European Union policy, including support for sustainable development, in many EU countries, the levels of acceptance of new environmental protection programmes have been and, in particular in new member states, still are considerably low. The experience of the countries which were the first to implement union directives show that they cannot be effectively applied without widespread public participation. The goal of this study was, using the example of Poland, to assess public acceptance of the expansion of nature conservation in the context of sustainable development principles and to discover whether existing nature governance should be modified when establishing new protected areas. The increase in protected areas in Poland has become a hotbed of numerous conflicts. In spite of the generally favourable attitudes to Nature that Polish people have, Nature 2000 is perceived as an unnecessary additional conservation tool. Both local authorities and communities residing in the Natura areas think that the programme is a hindrance, rather than a help in the economic development of municipalities or regions, as was initially supposed. This lack of acceptance results from many factors, mainly social, historic and economic. The implications of these findings for current approach to Nature governance in Poland are discussed.

A growing awareness of civic participation resulted in the fact that, at the turn of the 20th and 21st century, local authorities of the world’s countries decided to hand over some social tools to citizens. This article presents one of the most important participatory tools – participatory budgeting. A detailed analysis of the process was made on the example of the City of Szczecin, including the provisions of the Szczecin Participatory Budgeting Regulations, in force since 2019. The changes, which were introduced as a result of legal regulations of the legislator, made it necessary to update the rules of conducting this procedure in Szczecin. Three main elements on which participatory budgeting should be based are identified and, on this basis, the provisions of the Szczecin Participatory Budgeting Regulations are analysed. An attempt has been made to compare and identify significant differences between the usual way of conducting public consultations and the participatory budgeting process. The deliberations close with an assessment of the direction and manner of introducing changes in participatory budgeting in Szczecin.

Wielokrotnie wskazywano już przy różnych okazjach ułomności obecnego systemu gospodarki przestrzennej. Miejscowe plany zagospodarowania przestrzennego okazują się nieskuteczne w ramach ochrony ładu przestrzennego i łagodzenia konfl iktów przestrzennych, ale decyzje o warunkach zabudowy mogą być raczej traktowane jak narzędzie destrukcji przestrzennej, niż związane z ochroną ładu przestrzennego. Również z tych powodów bardzo pozytywnie należy ocenić wszelkie działania ustawodawcy, mające na celu poszukiwanie nowych rozwiązań i nowych możliwości organizacyjnych dla władz publicznych. W takim kontekście oceniać należy znaczną część regulacji zawartych w Ustawie z 3 listopada 2015 r. o rewitalizacji. Można bowiem zauważyć, że zarówno rozwiązania związane z partycypacją społeczną, jak również miejscowym planem rewitalizacji uwzględniają znaczną część zgłaszanych przez środowiska naukowe postulatów, w tym zwłaszcza tych powiązanych z koncepcją współzarządzania publicznego. Celem opracowania jest ocena wprowadzanych rozwiązań i instytucji, przede wszystkim na podstawie kryteriów związanych z zastosowaniem koncepcji współzarządzania publicznego.
The aim of the chapter is to assess introduced by revitalisation instruments and rules from the perspective of selected methods of co-ordination –governance. An attempt was made to determine the extent to which the view of governance and social paticipation is, and what ultimately should be taken into account in the analyzed law regulations, which are part of the system of spatial planning system.

Janusz Korczak engaged children in writing novels intended for them. His writing experiments consisted in directly transferring children’s ideas to the paper, correcting and reworking the stories under the influence of the listeners’ comments, removing and cutting fragments of the text at their request. Following Korczak’s method, a reconstruction of understanding by modern children of created 85 years ago novel “Kajtuś Czarodziej” was made. Based on focus interviews, it was established that the fairytale context of reading is read by children on a multithreaded basis, filtered by reference to the present day, critically evaluated by older children. The linguistic layer is acceptable, while the transfer of the fairytale aspect to real life does not suit the contemporary young recipients. The children’s suggestions regarding the new plots of reading were mainly of mimetic character in relation to the original.

Participation in the market of Indigenous Chickens (ICs) enables farmers an opportunity to generate income and alleviate household food insecurity. The objectives of the study were to profile the socioeconomic characteristics of smallholder farmers and; to determine the factors influencing participation of smallholder farmers in the market of ICs. The study employed purposive and snowball sampling techniques to identify 50 indigenous chicken farmers in Makhuduthamaga Local Municipality, South Africa. Descriptive statistics and Binary Logistic regression model were employed to address the objectives of the study. The results revealed that, most smallholder farmers do not participate in the market of ICs. Moreover, experience in rearing chickens, land size, number of chickens owned, and purpose of rearing the chickens were found as factors influencing participation of farmers in the market of ICs. The study also confirmed that female farmers dominate in the market of ICs when compared to males. This, therefore, calls for government intervention in the promotion of ICs markets to encourage participation by farmers thus improving livelihoods.

The participation of young people in the research process can be empowering for the participants and valuable for the research outcomes. This paper presents the methods used and outcomes of involving youth in the development of priorities for the Health Behaviour in School-aged Children study in Ireland.Two participative workshops were conducted with young people: the first focused on identifiying what is important for people to understand about young people’s lives; the second served to expand and prioritise the themes identified, for the purpose of developing questionnaire items. Following idea generation, discussion and voting four themes emerged as priorities. These were; ‘Diversity and Individuality’, ‘Independence’, ‘Mental Health’ and ‘Bullying’.The process enabled young people to prioritise dimensions of their lives that deserved further quantitative research attention. The findings of the study identify the potential of such a methodology to transform the path of any research project concerning young people.

The most prominent issue in the field of fisheries management is the choice between the wellbeing of the fishermen and the promotion of conservation, either in an ecosystem level or as species−specific approach. However, recently, there has been a general shift towards a more holistic approach, through which both goals may be achieved, without sacrificing one in favour of the other. The ecosystem approach is supported by a large proportion of the academic community as the solution to avoid conflict between livelihoods and conservation. In the Shiretoko World Natural Heritage Site, the local stakeholders have managed to bridge the gaps through extensive consultation and, supported by the Japanese local and national governments and various academic institutions, have established a coordinating network of organisations, in order to build consensus among the stakeholders and adopt the ecosystem approach. As representatives from most stakeholder groups participate in the collaborating institutions, the interests of various sides, including tourism, fisheries, reforestation, agriculture, citizens, scientists and environmental groups, are voiced and supported during the decision−making process. The Shiretoko Natural Heritage Site Management Plan has made significant achievements, by adopting viable trade−offs between conservation, fisheries management and tourism, resulting in a sustainable and largely self−funded conservation scheme. The example of Shiretoko could function as a best case practice for many countries worldwide that face the same problem, especially insular ones, in order to achieve sustainable fisheries without sacrificing marine conservation.

The author draws attention to the consideration of the complexity of civil participation in deliberative democracy, indicating that the legislator assumed that dialogue is to be a way of existence, and thus the basis of any social situation in the state. State authorities appointed to serve the people and the common good have to ask citizens about their position in the case, not in order to obtain the desired response, thus emphasizing the departure from the monologue culture in favor of dialogue and communication with the public. The author claims that the normative foundations of the community state are linked by the conviction that public values and purposes are established in the communication process. In this approach, it is important to achieve public purposes and the quality of their achievement, its constructive features are: network, multi-level management, conciliation, participation. The basic mechanisms of action of this type of state are: deliberation, compromise and arrangements are made in the social networks – the dominant type of management of public affairs in this model is co-management. Solicitude of the state as a common good obliges not only a citizen, but means that a citizen has the right to expect that public authority will act so that the Republic of Poland can be considered a common good by citizens. Referring to literature, the author notes that deliberative democracy and its concept put more emphasis on the importance of conversation, discussion and debate on democratic practice than on the importance of voting. Its supporters argue that the debate improves the quality of collective decisions and increases the chances of their acceptance. Varieties of deliberative democracy range from accentuating local representation to reinforcing the debate within representative legislative bodies. The article points out the differences between discourse and deliberation. Moreover, the forms of civic participation and civic participation techniques used in Poland are presented. We have come to live in times when communication, both traditional and with the help of modern media, plays a significant role in shaping societies. It is important to understand the basic laws guiding communication, the ability to properly form interpersonal relationships, cognize the factors affecting the quality of messages transmitted, the technique of freedom of expression, the skill of persuasion and argumentation. The correct perception of the essence of dialogue in a deliberative democracy is its foundation, especially when it concerns institutions aimed at turning natural and legal persons to public decision-making process. Considering the literature, it was found that new participative solutions, primarily the ability to dialogue, could prevent a democratic deficit and also indicated that that civic participation impacts on the creation of deliberative democracy.

In the era of participation culture and sharing, the most important value is communication. Every aspect of information and idea exchange is valuable, but there is one type of communication that is precious above all of the others. Taking into consideration all the aspects of the culture of participation such as: creativity, innovation, being up-to-date with pop culture trends, we can say that essential for this type of culture sharing is the idea of new content, created in the process of transforming available culture creations (mashup/remix). In other words, it is based on creating something new with new meaning and new context, using the resources of pop and mass culture. One of the possible channels of distribution for this new content is a YouTube platform. This communication medium is part of Google inc. and as a web page is representing Web 2.0 idea. This research is focused on the content published by YouTube users (youtubers, vloggers) that was creatively designed (remixed) in correlation to well know pop-culture publications. This research will try to estimate the importance of content mixing via YouTube platform and answer the following questions: What message is this kind of content sharing sending? What types of vlog formats are the most popular at the moment? How does a creative transformation of cultural and pop-cultural context work? Is there something like a community between the youtubers?

The main objective of the study is to show the willingness of citizens to act, through the prism of opportunities offered by participation at the local level. Mainly, they concern the potential allocation of financial resources at the municipal level, in various aspects of local life such as improving safety, investments, culture, sport and recreation. The study shows that issues related to investments, infrastructure and local security are more important for the respondents than those relating to culture, art and sport and recreation. It is also noted that the supporters of Bronisław Komorowski in the first and second round of the elections for the office of the President of the Republic of Poland (in 2015) form the most active electorate. However, in the case of declared political views the leftish electorate slightly prevails. Taking into consideration particular age groups, middle-aged persons (aged 35-44 and 45-54) appeared to show bigger engagement, while the least active were persons above 65 years of age.

The changing social environment prompted the European Union (EU) to rethink its strategies towards its citizens. Phenomena such as distrust towards government institutions, nationalist movements and the alleged democratic deficit are the reasons why the EU aims at engaging with the civil society in its public policy, ranging from agenda setting to decision-making via instruments such as consultations. This paper intends to analyse the rationale behind implementing and pursuing this strategy. As the EU tries to increase its legitimacy, it needs to be evaluated if the EU meets the demands of citizens. For this analysis, a structured literature review will be conducted. This article desires to demonstrate that civil society organisations undergo processes of professionalization and transformation into providers of knowledge and expertise; therefore, ordinary citizens are not represented adequately in the EU via CSOs. Hence, the EU has desired to get closer to its citizens; however, with the current strategies the importance of membership has decreased and the opportunities for engagement have become more elitist. Further research is needed to evaluate the reasons behind this trend for the EU to draw appropriate conclusions and re-formulate its policy towards including its citizens.

The aim of the article is to analyze a  referendum as the main institution characteristic of direct democracy at the national level in Poland. The article consists of two parts. First of them is connected with direct democracy before 1989, and the second one after 1989. Direct democracy has never been or is particularly esteemed in Poland. The referendum of 30 June 1946 was essentially instrumental and the initiators utilized it as a  way to hold power and legitimize it. High expectations were placed on the transformation period after 1989. The referendum of 30 June 1946 was essentially instrumental. The next referendum of 29 November 1987 also became part of the negative practice of politicizing this instrument of direct democracy. High expectationswere placed on the transformation period after 1989. The President’s referendum bill of November 1995 concerning the general granting of property rights to citizens was passed. This motion was approved because it was initiated by the President and then supported by the motion of a  group of the SLD Deputiesconcerning the sharing out of State property. Under such circumstances those submitting the motion had a  guaranteed majority necessary for taking an appropriate resolution. It became the grounds for the referendum which was held on 18 February 1996. The next referendum was the Constitution-approving one of 25 May 1997. The political scene was clearly divided into the supporters and opponents of the new Constitution. On 17 April 2003 the Sejm passed a  resolution on ordering a  nationwide referendum concerning Poland’s membership of the European Union.

During the last few decades, the concepts of participation and belonging has frequently been used within the social welfare field in general, and within the field of disability research specifically. Additionally, in Scandinavia the concept of participation has become increasingly used in social work and social pedagogy programmes at universities. However, there’s rather little known about how participation can be understood and related to social pedagogy, since the concept has a broad range of meanings, e.g. a sense of belonging. This paper aims to identify and discuss understandings of participation and belonging with relevance for social work and social pedagogy. Empirical illustrations have been gathered with ethnographical methods and analysed in accordance with an interpretive tradition. It is argued that the concept of participation can be attributed to different meanings in different ideological, theoretical, and institutional practice contexts (e.g. schools that offer special needs programmes, the transition to working life, online social networking). Consequently, it’s a challenge to provide adequate definitions of the concept. The inference drawn is that the aspect of belonging as it relates to social participation can be attributed to its particular importance for social pedagogy. An implication for professional practice is the need to pay attention to alternative identifications that are not based on notions of a stable, constant sense of belonging to a categorical group.

Large-scale investment is routinely believed to be the main danger to urban heritage. The measures designed to sustain heritage thus traditionally focus on steering investment into respectful ways of real-estate development. The majority of Czech built heritage is, however, located in towns and villages that rather face economic decline. Losses of objects of heritage in such places are often due to lack of maintenance. The article seeks to answer the question of whether, and if yes – to what extent, voters are guided by economic issues in their decisions about electoral participation (activity or passivity in the elections). The analysis of this question was carried out in the context of declared electoral behavior of the respondents in elections which took place in 2014, namely to the European Parliament and the Polish regional (voivodship) parliaments. Detailed analysis was aimed at verifying the sociodemographic variables that could significantly differentiate the subjective importance of the economic factor in decisions taken on electoral participation. These empirical considerations took into account variables such as sex, age, education, marital status, financial situation, professional status and place of residence.

When we see in the world the fact that there are many beings, and we indicate that the particular beings exist in a compositional way, we face the task of learning about a new problem: how can we define and determine the relations between beings and between the elements within a being? Although the theory of participation has roots that go back to Plato, and so to a philosophy in which the pluralism of being was rejected and which accepted an identity-based conception of being, participation finds its ontological rational justification only (and ultimately) in the pluralistic and compositional conception of being. With the description of participation as a “descending road” in the cognition of being, we are restricting ourselves to the presentation of how participation is understood in realistic metaphysics (while we shall leave aside the history of the question). We will show the aspects of participation that provide a foundation for wisdom-oriented cognition, and we will show the specific character of participation-oriented cognition as a “descending road.”

Opis:
The objective of this paper is to define the role and position of works councils in the countries of Central and Eastern Europe as well as to identify the scope of their functions. The establishing of such employee participation institutions in these countries was the result of the implementation of the European Union directive of 2002, which established a general framework for informing and consulting employees. Initially, trade unions were reluctant or even had a hostile view of works councils. They saw them as rivals and feared that they would lose their monopoly in representing employees. With time, in most cases, trade unions mitigated their averse attitude and began to use works councils as a field for their own activity and as a possibility for extending the range of information. However, works councils are relatively scarce in Central and Eastern Europe and most do not exercise their statutory rights in full.

Over the last dozen years or so, museums all over the world have changed dynamically in terms of their attitude towards their audience. Their attention is centred more and more around the viewers, and their needs have become the management’s priority. The word “viewer” no longer means the guest of a museum. The visitor becomes a participant in the museum’s activity, and even its co-creator. In Great Britain, projects based on the idea of the audience co-creating the museum programme are being conducted, for example the Tate Gallery, which has been running the Young Tate programme (later the Tate Collective) for young audiences since the mid-1990s. In the USA, the idea of participation in museums has been popularised by Nina Simon whose participation helped the Museum of Art and History in Santa Cruz. In Poland, practices involving visitors have successfully been used, for example, by the Museum of Art in Łódź, and on an unprecedented scale – the National Museum in Warsaw in their “Anything Goes” project curated by children. However, we know that not everything goes in a museum, and that each participatory action – irrespective of the flexibility of the scenario – needs to be kept in line. The aim of this article is to identify the significance of museum participation as defined by people who run museums, and to reflect upon the limits to the freedom of participants in a museum programme. The methodology comprises a comparative analysis of a selection of participatory actions chosen by various museums, as well as a survey carried out among those who run museums.
Na przestrzeni minionych kilkunastu lat w muzeach na całym świecie obserwujemy dynamiczne zmiany w zakresie podejścia do muzealnej publiczności. W centrum zainteresowania coraz większej liczby muzeów staje widz, a spełnianie jego oczekiwań i potrzeb staje się priorytetem kadry zarządzającej. Słowo „widz” często przestaje też znaczyć tylko muzealnego gościa. Odwiedzający muzeum staje się bowiem uczestnikiem muzealnych aktywności, a nawet ich współtwórcą. W Wielkiej Brytanii projekty oparte na idei współtworzenia programu muzealnego przez publiczność realizowane są np. przez Galerię Tate, która od połowy lat 90. XX w. prowadzi program Young Tate (później Tate Collective) dla młodych odbiorców. W StanachZjednoczonych partycypację w muzeach propaguje Nina Simon, która w działalności partycypacyjnej znalazła ratunek dla Muzeum Sztuki i Historii w Santa Cruz. W Polsce po praktyki angażujące odbiorców z sukcesem sięga np. Muzeum Sztuki w Łodzi, a ostatnio na nieporównywalną dotąd skalę – Muzeum Narodowe w Warszawie w projekcie wystawy „W muzeum wszystko wolno”, której kuratorami były dzieci. Wiadomo jednak, że w muzeum nie wszystko jest dozwolone, a każda praktyka partycypacyjna – niezależnie od elastyczności scenariusza – zawsze musi pozostać w jego ryzach. Celem artykułu jest identyfikacja znaczeń przypisywanych muzealnej partycypacji przez osoby kierując muzeami oraz refleksja nad granicami wolności osób uczestniczących w muzealnym programie. Metodologia obejmie analizę porównawczą wybranych praktyk partycypacyjnych realizowanych przez muzea oraz ankietę przeprowadzoną wśród osób zarządzających muzeami.

Homeless people are subjected to disadvantageous representations in the media, also lacking opportunities for self-representation. This article reports on the findings of two preparatory stages of a project that involves homeless people in the publication of their own newspaper. The findings show that homeless people want to represent themselves through self-created news and to address homelessness as a social issue through people’s life stories, which has the potential to challenge mainstream media practices related to portraying homelessness. At the same time, the analysis reveals several issues that need to be considered while implementing such projects. For example, self-empowerment may sometimes come at the price of disempowerment of others. This emphasizes the importance of carefully structuring the facilitating processes to promote homeless people’s genuine media participation, and to support individual and community empowerment.

Ireland has become one of the main destination countries for Polish migrants after Poland’s EU accession in 2004. While much of the literature on Polish migration to Ireland post-2004 focuses on its labour-market element, in this paper we analyse the political participation of Polish migrants. We utilise data from a survey conducted by the Centre of Migration Research (University of Warsaw) with Polish migrants in Ireland which documents low levels of political engagement as measured by voting turnout in Polish presidential and parliamentary elections as well as the Irish local elections and elections to the European Parliament.A lack of knowledge about political participation rights or how to engage in voting is one explanation for the low levels of voting, especially in Irish local and European parliamentiary elections. Another explanation may be the attitude that migrants have towards the political system and how they can influence it. Polish migrants predominantly report that they have no or little influence on politics in Poland and have relatively less trust in the authorities and politicians there (compared to Ireland). The key individual-level characteristic affecting Polish migrant respondents’ electoral participation in Ireland is their (lack of) voting habit formed before migration.

Objectives of the research: The aim of this article is to explore how Karol Wojtyła’s theory of participation can enhance our understanding of ‘Service Learning’ (SL) and its potential benefits for education and personal development resulting from the implementation of SL in higher education. Research methods: The research was based on an analysis of publications on Service-Learning, a hermeneutic examination  of Karol Wojtyła’s writings on participation, and a case study using SL. A short description of the context of the issue: Service-Learning is defined as reflection and action to transform reality, as serving in solidarity with the application of learning content and as learning by serving the community. This article presents the principles of Service-Learning through community participation, exposing the benefits of this approach in education. Research findings: Karol Wojtyła’s theory of participation serves as a creative inspiration for the theoretical basis of Service-Learning. Its principles can introduce SL project participants to personalistic values. The concepts of service, community, common good, solidarity, dialogue and opposition play a key role in this confrontation. By combining service with the learning process, SL can contribute to the development of project participants in terms of both knowledge and social skills. Conclusions and recommendations: In drawing conclusions regarding the potential benefits of implementing the Service-Learning method in education, the authors emphasise that values, in accordance with Wojtyła’s philosophy, are a key element of personal and social development. In the context of SL, people can find fulfilment through relationships with others, which is the answer to contemporary educational challenges. The authors recommend further research into different forms of SL implementation in order to better understand and maximise its potential in fostering  participation and social service.

Sherry Arnstein (1969), the author of the participation ladder, emphasizes that "social participation” resembles spinach eating – basically no one is against because in the end it is healthy. The article presents different views of participation (civic, social and individual participation). Additionally the key assumptions for one of the techniques of engaging residents in social life, which is the participatory budget, are presented herein. The author, apart from the criteria and values of the civic budget and on the basis of observation and content analysis, pointed out the problems which Polish cities face during the implementation of the participatory budgeting process. The article may provide a starting point for further reflections on not only the general state of participation in Poland, but also on the analysis of Polish participatory budgets.

W artykule przedstawiono korzyści płynące ze stosowania partycypacyjnych form pracy oraz efekty ich wdrożenia. W tym celu dokonano przeglądu literatury i wybranych badań empirycznych, a także zaprezentowano wyniki badań własnych.
Numerous studies clearly show that participative forms of work organization bring many positive effects, both for the employees and for the organization. The study shows the benefits coming from direct participation and effects of its’ implementation. Therefore, review of literature and selected studies was conducted. The author presents also the results of her own research.

The possibilities of influence of the Ukrainian and Polish citizens on a decisions and activity of legislators are analysed in this article. The basic legal forms of participation of citizens in law-creation are examined; the policy of law-creation are defined; the possible ways of improvement the dialog between citizens and legislators are determined. The athour analyses the Ukrainian and Polish legal acts, in which rights of citizens on an address, legislative initiative, access to public information, participation in consultations, in activity of public councils, lobbying are described. The different forms of citizens participation in social and political life are described the Ukrainian and Polish legislation, however there is a question about the effectiveness of such participation. Neither deputies nor representatives of government in Ukraine and in Poland are obliged to take into account opinion and suggestion of NGO in their final decisions or laws. They must collect information, work over it and then accept a responsible decision. The objective consideration of public opinion depends on those persons. Now it’s necessary to disseminate information among the citizens about the existent legal forms of their participation in creation of legislation. The dialog between the authority and society is necessary for development of the state. The basis of policy of law-creation must be a benefit for the most people.

Low level of the Poles’ participation in political life has been a problem widely discussed in the literature. For over twenty years many research works have undertaken this problem and described such phenomena as the exceptionalism of the political culture and the mentality of the Polish society. This paper delivers an overview and a critical analysis of the state of the scientific reflection. It focuses on semantics of this reflection, a problem of the language as well as the terminology used by the Polish authors. The main thesis is that the discourse on the Poles’ (as citizens) political apathy is a dysfunction of public sphere. The features of the discourse (such as genetism, eclecticism of the concept and ideas or inconclusiveness) provide no grounds for making practical recommendations.

Tematyka partycypacji społecznej osób z niepełnosprawnościami jest zagadnieniem, które dotychczas nie doczekało się omówienia na gruncie nauk prawnych. Państwo powinno gwarantować możliwość współdecydowania w sprawach publicznych obywatelom, w tym osobom z niepełnosprawnościami. Dostrzegalne są działania legislacyjne gwarantujące możliwość udziału obywateli w życiu publicznym oraz zwiększające uprawnienia obywateli w zakresie prawnych form partycypacji społecznej. Działania gwarantujące prawa osób z niepełnosprawnościami zostały także unormowane na gruncie Ustawy o zapewnianiu dostępności osobom ze szczególnymi potrzebami. Należy jednoznacznie podkreślić, że niepełnosprawność nie jest przeszkodą do włączenia się osób z niepełnosprawnościami w realizowanie zadań wspólnoty samorządowej oraz współdecydowanie w zakresie wykonywania zadań przez administrację publiczną. Konieczne jest jednak zagwarantowanie odpowiednich warunków do włączenia osób niepełnosprawnych. Celem artykułu jest ukazanie zadań i obowiązków administracji w zakresie zagwarantowania na gruncie przepisów prawnych wymagań dotyczących włączenia osób z niepełnosprawnościami. W pracy dokonana zostanie analiza przepisów prawnych dotyczących inkluzji społecznej oraz obowiązków nałożonych na podmioty publiczne w związku z zapewnieniem dostępności osobom z niepełnosprawnościami ruchowymi. W przekonaniu Autora pracy przyczynić się one mogą również do zagwarantowania osobom niepełnosprawnym prawa do współdecydowania o sprawach publicznych oraz zwiększenia aktywności osób z niepełnosprawnościami w wykonywaniu zadań publicznych.
The subject of social participation of people with disabilities is an issue that has not yet been discussed in the legal sciences. The state should guarantee the possibility of co-deciding in public matters to citizens, including persons with disabilities. Legislative actions guaranteeing the possibility of citizens’ participation in public life and increasing the rights of citizens in the field of legal forms of social participation are noticeable. Activities guaranteeing the rights of people with disabilities have also been regulated under the Act on ensuring accessibility for people with special needs. It should be clearly emphasized that disability is not an obstacle to joining the life of the self-government community or co-deciding in the performance of tasks by public administration. However, it is necessary to guarantee appropriate conditions for the inclusion of people with disabilities. The aim of the article is to show the tasks and responsibilities of the administration in the field of guaranteeing, on the basis of legal provisions, the requirements for the inclusion of people with disabilities. The work will analyze the legal provisions on social inclusion and the obligations imposed on public entities in connection with ensuring accessibility for people with physical disabilities. In the opinion of the author of the work, they can also contribute to guaranteeing people with disabilities co-deciding on public matters and increasing the activity of people with disabilities in the performance of public tasks.

The methods of managing Polish cities have been changing since 1989, due to the principles of the new system: democracy and free market economy. Especially difficult are the changes that depend on customs and mentality of people – both those who manage and those who are managed. The reason why social participation in managing space is such a difficult realm. The subject of this article is social participation in Polish cities: the status quo of the concept, social and cultural circumstances, and methods and tools suitable for the Polish situation. The background to this relationship are the methods used in Great Britain, Germany, France, the United States, and Japan. Polish architects, urban planners and representatives of local and regional authorities usually believe that the Polish situation is especially difficult due to the historical considerations. Urban planning is slowed down and hampered with numerous conflicts, with the people participating against the intentions of the authorities. Comparison with other countries proves nevertheless the Polish situation to be unique, yet there is hope for improvement through education in social communication.
Od roku 1989 metody zarządzania polskimi miastami zmieniają się w związku z nowymi zasadami ustrojowymi: demokracją i gospodarką wolnorynkową. Szczególnie trudne są te zmiany, które zależą od obyczaju i mentalności ludzi zarówno zarządzających, jak i zarządzanych. Partycypacja społeczna w gospodarowaniu przestrzenią jest właśnie taką trudną dziedziną. Tematem artykułu jest partycypacja społeczna w polskich miastach – stan rozwoju idei, uwarunkowania społeczno-kulturowe, metody i narzędzia odpowiednie do polskiej sytuacji. Tłem dla tej relacji są metody stosowane w Wielkiej Brytanii, Niemczech, Francji, Stanach Zjednoczonych i Japonii. Polscy architekci, planiści i przedstawiciele samorządu uważają zwykle, że polska sytuacja jest szczególnie trudna ze względu na uwarunkowania historyczne. Gospodarka przestrzenna jest hamowana i zakłócana licznymi konfliktami, w których społeczeństwo protestuje przeciw zamierzeniom władz. Porównanie z innymi krajami dowodzi jednak, że polska sytuacja jest specyficzna, ale istniej nadzieja na poprawę poprzez edukację w dziedzinie komunikacji społecznej.

Pablo Helguera (Mexico City, 1971) is a New York based artist working with installation, sculpture, photography, drawing, socially engaged art and performance. Helguera’s work focuses in a variety of topics ranging from history, pedagogy, sociolinguistics, ethnography, memory and the absurd, in formats that are widely varied including the lecture, museum display strategies, musical performances and written fiction. His work as an educator has usually intersected his interest as an artist. This intersection is best exemplified in his project, The School of Panamerican Unrest (2003–2006), a nomadic think-tank that physically crossed the American continent by car from Anchorage, Alaska to Tierra del Fuego, making 40 stops in between. Covering almost 20,000 miles, it is considered one of the most extensive public art projects on record as well as a pioneering work for the new generation of artworks regarded under the area of socially engaged art. The contribution, in the form of a conversation, will retrace Helguera’s work to focus on questions of publicness, art and participation in a moment in which socially engaged practices are increasingly established in the contemporary art realm. By articulating the artist’s strategies and operating methodologies, the aim is to shed light on ways in which art can contribute to widen the public discourse on the social and political life and create accessible spaces of meeting, confrontation and dialogue, in which a counter- narrative to the dominant neoliberal frame work can take place.

The reverted demographic pyramid makes youth a decreasing percentage of our increasingly ageing population, leaving youth groups with less power and chances to influence the future of public policies and services through established participation channels. There is a potential risk of losing the interests of broader, including less heard, youth groups in democratic decision-making and implementation. Research evidence shows that we need to broaden knowledge and accountability towards these groups by including them more in co-creation to secure their trust and meaningful policy impact. One major way to improve trust in the public sector is by enhancing the abilities of professionals, managers, politicians and NGOs to co-create public and individual values with youth groups for better services and solutions instead of acting and making decisions on their behalf. Also, cross-sector collaboration among institutional units or stakeholders from different sectors on a local scale is often required to enhance the value of services or local community decisions. This paper explores from a comparative perspective the readiness of the local governments for enhanced democratic participation and co-creation of public services and public value with youth. Based on document studies, interviews and cross-sectoral learning dialogues between engaged researchers, public sector and NGO representatives conducted in three countries – Sweden, Finland, and Estonia – the paper illustrates the current perceptions of public professionals and managers regarding their approach to co-creation with youth and the public.

The following article analyses participation possibilities of older people in Austria based on the demographic change. On this basis, categories of work types are established and discussed. This concerns the areas of people’s own work, familial work, informal and formal engagement as well as paid work. The social worker’s attempts to the creation of the informal and formal engagement are presented from an Austrian perspective. Introduced volunteers centres and citizens’ offices devote themselves to the coordination of the engagement within the community. In addition, there are new attempts arising in volunteer’s work, like for example voluntourism. Social inequalities are to be considered in participation within society. Th ese form along the differences of age, gender, levels of education, migration and socio-economic status. Different participation areas are furthermore to be distinguished against the background of a critical discourse around participation. Participation can cause positive eff ects for older people and therefore it seems important to work on its realization. Part of this task is to indicate diff erent barriers and possibilities of implementation. Finally, quantitative proportions and developments in the diff erent working forms of older people will be discussed.

The article presents the analysis of some chosen arguments from Karol Wojtyła’s The Acting Person in consideration of the opposition between the realist and constructivist theoretical standpoints. It ponders the attractiveness of the realist position both for the social and personal dimension of human existence by considering such issues as freedom, autonomy, alienation, truth, receptivity, and community. Finally, it points to the ecological problem of the rightly understood “inactivity,” which is contrasted with the late modern hyperactivity of social constructivism.

Amendment to local government political acts, introduced in January 2018, expanded the catalogue of legal instruments for participation of residents of local government units in solving the actual problems of their self-governing communities. The catalogue included a citizens’ resolution-passing initiative, which may be classified as a means of integrating members of a given community and involving them in the process of law making. Until the entry into force of legal solutions, introduced by the amending act, the issues of the resolution-passing initiative were subject to statutory regulations. The scope of these regulations was diverse, which is why the legislator decided to harmonise them. The study includes an analysis of applicable legal solutions that shape the institution of the citizens’ resolution-passing initiative as well as their assessment and an attempt to formulate de lege lata conclusions.

The aim of this study is to discuss an original philosophical contribution made by Philoponus, who in In Cat. 18, 14–22 equates koinon in its most peculiar meaning with the concept of koinônia understood as a particular case of Platonic methexis. First, the paper analyzes the passages where the Neoplatonic commentators of the Categories distinguish four distinct meanings of the Aristotelian concept of koinon. Subsequently, this article emphasizes the differences between Philoponus’ hermeneutical suggestions and those of the other commentators. Philoponus clarifies that while every koinon is methekton, Aristotle’s koinon is characterized by the fact that the participation is ex isou and kata meros. Thus, koinônia, according to Philoponus, is a particular case of methexis, where everyone participating in something participates in it equally and singly. The example cited by Philoponus to explain Aristotle’s koinon is that of men participating equally and singly in human nature. The study concludes with a discussion of the relationship among the concepts of koinon, koinônia and methexis.

The paper focuses on the involvement of Polish migrants in the Scottish Independence Referendum of 2014. Based on the available evidence, it argues that political apathy and the alienation of migrants in their receiving countries should not be taken for granted. Exempli-fied by the active stance of the “Scottish” Poles, the paper demonstrates that the migrant groups’ political participation may depend on a country-specific nexus of factors to do with discursive construction of both their economic interests and civic belonging.

The article analyzes the problem of immigrants’ participation in the elections on a local level as a display of political activity and the means of integration of the country and its migrants. Assuming the European-wide perspective it is noticeable that given countries differentiate in the level of enabling immigrants to participate in the political life. In Scandinavia and several north European countries there is the highest rate of immigrants’ participation, on the other hand, in the countries that joined the EU in 2004 the rate is the lowest. In 2010 immigrants without the EU citizenship were able to run for the local elections in 13 European countries and they had the voting right in 19 countries. In Poland only the EU citizens are allowed to participate in the elections. The research into the legal solutions enabling immigrants (especially those who are not from the EU) to acquire more voting rights proved to have interesting results. The research has shown that over a half of the people willing to participate in the parliamentary elections is for granting the voting rights to immigrants. According to the research among the electorates, the substantial percentage of the Platforma Obywatelska voters proved to be in favor of granting the voting rights to immigrants. Less support is displayed by the potential voters of SLD and Ruch Palikota. Furthermore, the majority of the PiS voters is against the immigrants’ participation in the local elections. Finally, the results of the research show that voters perceive differently the problem of granting immigrants the right to vote versus the right to stand for the elections. Although the first one is accepted by the majority of voters, the latter - not so much.

The issues of civic participation in configurations of movements, associations, organizations and associations as a potential catalyst of democratic transformation of democratic processes in modern Ukraine are examined in the article. Civic participation is understood as the methods and means of communication in the form of exchanges outlined by institutional and value ordering system. It is studied that an important incentive for a citizen’s participation in social and political life is trust/distrust, which acts as a catalyst, a specific type of communication links that makes development of socio-political sphere more dynamic. Distrust is the special type of communication links, which creates political control and demand of accountability from institutions of political power. It was investigated that civic participation through displays of communication capacity, has an ability to implement the national practice of the three-phase model of socio-political transformation, liberalization, democratization, democratic consolidation. Unfortunately, in modern terms this process is reduced to the functions of «mass suggestion ritual», which aims to «convince citizens in their involvement» in the political process.

Aim. This article presents the results of research whose aim is to establish if social networks are useful tools to promote social relationships and support for the elderly citizens. Method. One hundred thirty people over the age of 65 participated in the research. For this purpose, the scale “elderly people and social network” (elaborated ad hoc) was applied. Results and conclusion. The results obtained through descriptive analysis of the gathered data indicate that social networks provide support for elderly people who had already acquired digital competence in the past. The study also reveals that there are personal variables, especially of an educational nature, that determine the acquisition of an active role as generators and producers of digital content (prosumers). In conclusion, it could be said that social networks have a positive influence on the well-being of the elderly and their fight against undesirable loneliness. The more heterogeneous the social network is, the more active the elderly people are.

The scope of this paper is to conceptualise a data-based research framework for the role of creative networks in cultural exchange. Participation in culture measured as audience per 1000 residents and expenditures on culture-related activities were analysed in relation to such territorial assets as accessibility to creative infrastructure, the economic status of residents, the governance networks of civil society, and cultural capital. The results indicate how accessibility, governance networks, and cultural capital contribute to participation measured via audience indicators while a low poverty rate has explanatory value with respect to expenditures on culture.

Aim The subject of this work are contemporary methods of designing public space based on cooperation with city users. At present, authorities of the cities attempt to involve citizens in the process of architectural change. The key component of the series of research are designing processes composed of various social consultations, architectural workshops and competitions, in which the resident's need to shape the city is visible and evident. Methods The author of article will indicate varied methods of designing public space involving citizens, based on experiences of Warsaw (Poland), and conducted analysis of design processes and results. Results and Conclusion Architecture is a reflection of political and economic situation but is also a reflection of citizens way of living. The gap between city users and professionals might be filled with social cooperation process. The residents knowledge of the space is essential to build and transform the cities in a way to fulfill the user’s needs and requirements.

The paper is a report on the quantitative research of civil activity of women in the Province of Silesia (N = 200). Research technique used here is CATI (Computer Assisted Telephone Interview). The starting point of the proposal is conceptualisation of term of active citizenship and subsequently identification specific indicators that will be taken to represent the phenomenon explored (such as political participation, interest in government, law enforcement, altruism and volunteering, trust in people and institutions, and the use of the privileges of direct democracy).The article shows the importance of this project for development of civil society in Poland and the possibility of change that can be achieved in this way.

W roku 2019 mija pięćdziesiąt lat od opublikowania przez Arnstein tekstu, który stał się jednym z bardziej wpływowych opracowań dotyczących partycypacji społecznej. Autorzy artykułu odnoszą się do niego i stawiają pytanie o kształt „drabiny partycypacji” w kontekście zachowań partycypacyjnych współczesnych wielkomiejskich społeczności lokalnych. Dokonują oni przeglądu stanu wiedzy, formułują konceptualną propozycję rozwinięcia „drabiny” i obrazują swoje rozważania teoretyczne poznańskimi studiami przypadków. Współczesne, złożone strukturalnie i coraz bardziej uświadomione społeczeństwo ruchów społecznych, organizacji pozarządowych, ale i zwykłych obywateli rozciąga, zdaniem autorów, „drabinę partycypacji” w kierunku dendrytu obejmującego swym zasięgiem także formy buntu. Odpowiadając na te kwestie autorzy sformułowali nowe szczeble „drabiny” Arnstein: chaos, przebudzenie, radykalizacja, nieposłuszeństwo obywatelskie oraz bunt, a także podjęli rozważania nad szerszą interpretacją uspołecznienia zarządzania jednostką terytorialną, wychodzącą poza współdecydowanie.
In 2019, fifty years will have passed since the publication of Arnstein’s text, which has become one of the most influential works regarding social participation. The authors of the article refer to this concept by raising the question about the shape of “the participation ladder” in the context of participatory behaviours in the contemporary communities of large cities. They review state of the art, present the case studies from the city of Poznań and discuss the potential development of participation forms, moving to the upper levels of Arnstein’s ladder. The modern, structurally complex and increasingly socially aware society of social movements, non-governmental organizations, but also ordinary citizens, extends the ladder of participation towards a dendrite encompassing forms of rebellion. The authors add new rungs to Arnstein’s ladder: awakening, radicalization, civil disobedience and rebellion. They also offer a broader interpretation of what it means for a territorial unit management to be social. They suggest to extend it beyond the classic understanding of citizens’ power as co-decision.
