Opis:
Article addresses the problem of working conditions changes in employment of people with disabilities from the perspective of employers in the open labor market. Shows the structure and dynamics of the disabled people employment in Poland, indicating the barriers, which draw attention of employers – diagnosed on research and analysis. Article refers results of research on successful practices in the employment of disabled workers in enterprises and institutions and the conditions for the implementation of advisable organizational solutions. Also presents the argument of limited effectiveness of economic instruments to motivate employers for employing people with disabilities. Submit proposals for social policy, pointing the growing educational and professional potential of people with disabilities and their expectations to create a more individualized social policy towards this category of citizens and workers.

Subject and purpose of work: The aim of the conducted research and analyzes was the attempt to assess the impact of selected factors over tourist activity of people with disabilities and factors related to the immediate environment of people with disabilities Materials and methods: A total of 5 000 respondents were subjected to the quantitative research. Participants of the research were adults with legally recognized disabilities. In the research, there was used the method of a diagnostic survey. Results: Tourist activity of disabled people living in rural areas in Poland concerns only about 50% of respondents. Leaving the place of permanent residence in a free time is the most often declared by young and middle-aged people with higher, secondary and post-secondary education, professionally active, married people with mental and sensory disabilities. Conclusions: Factors stimulating participation in tourism are the level of education and professional activity of respondents. In the assessment of respondents the important factor is also a general family situation.

The aim of the article is to present new regulations introduced by the Third Book of the Social Code in Germany that concern a reform of the labor market's active instruments gathered under the name "Instumentenreform". One of the main objectives of the reform is to improve the quality of programs and projects that activate the unemployed, but also to make efforts to include in the labor market groups that have not been activated in such a way so far. One of such groups are the disabled trained and employed in Invalids' Cooperatives. One of the further, and at the same time new, criteria for all organizations and institutions receiving and applying for funds to realize programs of the labor market and vocational trainings is the introduction and certification of the quality management system. The aim of the paper is to compare the activity of Invalids' Cooperatives in Po-land and Germany. This aim will be carried out by analyzing the regulations and as far as possible the data available (the regulations became effective in two stages: in April 2012, and since 01.01.2013 onwards). The findings of the article have been collected in the form of a description of the situation and forecast for 2013.

Kynotherapy is one of the innovatory methods of disabled children therapy ‘a dogassisted therapy” generally speaking is a method helping and strengthening rehabilitations with a dog’s participation which is properly selected, trained and led by a qualified therapist. In 1964,a child psychiatrist Boris Levinson noticed while observing autistic boys in contact with dogs that these animals had caused that autistic children having a communication problem in building up social contacts, established a contact with a dog without any trouble, and it gave a chance for a contact with a therapist in the future. For a working ‘therapy dog’ are selected and trained the representatives of breeds with mellow and good-tempered temperament, well-balanced psyche, patient, obedient and devoted to man. According to therapists an ideal dog in terms of character is one called a social dog, that is such a dog which except mentioned above features will be obedient not only towards people whom it knows well, but also towards every person it meets. A dog selected for work with disabled people has to be a completely foreseeable dog, that is the one which has encoded invariable features of character by his genes. Moreover, it is important that the therapy dog would not have aggressive, apprehensive, or ill ancestors in his pedigree. The main effect of this kind of a contact therapy consists in the physical contact (stroking, cuddling up to a dog, shaking the dog’s paw) and establishing psychical ties with the animal what has a positive influence over the course of the treatment. Despite many inconveniences kynotherapy gains more and more followers in rehabilitation of disabled people. The changes that have occurred for last several years in this innovatory therapy allow to suppose that kynotherapy will be developing incessantly, and ‘dog therapists’ will be able to reach to more and more large number of people in need.

The article deals with the changes in the Election Code of 2011, aimed at making it easier for people with disabilities to vote. The author gives his support to them, but also offers some adjustments. As concerns voting by correspondence, he proposes to transfer to a later date the deadline for submission of notice of intention of voting, as well as the revision of the requirement of attaching a declaration confirming that the ballot has been filled‑in in person and in a manner guaranteeing secrecy of voting. In addition, the author proposes the extension of postal voting procedures to include other groups of voters. In his opinion, it would be advisable to develop procedures for electronic voting and the introduction of a statutory duty of the municipalities to organize free transportation to the polling stations for elderly and disabled voters.

The application concerns Article 3a of the Act of 28 March 2003 on Railroad Transport, exempting the application of certain provisions of Regulation (EC) No 1371/2007 of the European Parliament and of the Council of 23 October 2007 on rail passengers’ rights and obligations, to urban, suburban and regional rail passenger transport. In the view of the Human Rights Defender, the above said article – insofar as it indefinitely excludes the application of Article 21 para. 1 of the Regulation – is incompatible with Article 2 in conjunction with Article 69 of the Constitution and Article 9 para. 1(c) of the Convention on the Rights of Persons with Disabilities, signed in New York on 13 December 2006. Despite these arguments, the Sejm decided in this case that the contended regulation is consistent with the relevant provisions of the Constitution.

When dealing with citizens, public administration has numerous opportunities for abuse of its privileged position. The study of public subjective rights of disabled persons in public law is important because the relation under administrative law is not an equal relation. The state is always the stronger party. When a party to this relation is a person with a dysfunction of the body, a situation is created which is highly unfavourable for this person because of the natural tendency of the state system (including public authorities) to use its privileged position. This can result in actual discrimination of persons with disabilities. The purpose of the law is the common good and welfare of individual persons. Respecting the welfare of persons with disabilities in the public law guarantees the realization of the common good. One can not create the law while ignoring the rules governing human life. As Petrażycki wrote, “the highest good to which we should strive in policy in general and legal policy in particular – is the moral development of man and the rule of highest rational ethics among human beings, namely, the ideal of love” (Petrażycki, 1968, translation mine).

The most recently published Directory for Catechesis addresses catechesis for the disabled within the totality of the Church’s pastoral ministry. The dignity of every person as a child of God, which is granted through the Sacrament of Baptism when a person is incorporated into the Body of Christ, is the basis for the Church’s pastoral care, which includes catechesis, of the disabled. The presence of the disabled within the ecclesial community and secular society is a gift, since such individuals enrich their environment and inspire others to perform good deeds. The disabled both receive and proclaim God’s word just as they also share in the priestly ministry of the faithful and participate in the liturgy. However, it is important for the Church to adjust how She ministers to the disabled in order to meet their personal needs and abilities and to adapt Her approach properly to apostolic activity, especially giving witness by living a Christian life.

Opis:
The Church points to the fact that disabled people have the right to get married and start a family. This right results from those people’s personal dignity that has been given to them by God – the Creator. The possibility to start marital-familial communities by the disabled is a challenge for pastorate, as disability of the spouse negatively influences the realization of all the functions of the family. The basic role in the pastorate of the families of disabled people is played by the parish. Parish pastors should meet the spiritual and material needs of the disabled and their families. Their work should be permanent and systematic. Pastorate realized on the higher level, especially on the level of the diocese, has a great significance. It complements parish pastorate, meeting the spiritual, psychological, rehabilitation and social needs of the disabled and their families. A similar role is played by associations and foundations that are guided in their work by the Church’s social teaching.

The term "special education" is used, in most cases, for the education of children with learning disabilities, emotional problems, behavioral difficulties, severe physical limitations, or difficulties related to low cognitive abilities. "Gifted education", on the other hand, is used for educating the more able, children with high learning ability or special talents, creative children or children who had achieved highly in school-related or any other area, such as chess, music, painting, etc. However, many gifted children belong to both categories. Some suffer from problems or irregularities unrelated to their giftedness, for example – learning disabilities (e.g. dyslexia, dyscalculia, dysgraphia, ADHD), or physical limitations, such as hearing loss, blindness, or paralysis. Some have to deal with issues directly or indirectly connected to their giftedness. For example: social acceptance has to do with conforming to the classroom norms, speaking about subjects considered age-appropriate, or being careful not to use "high level" vocabulary. A gifted child might find it difficult to participate in activities he or she has no interest in, not expressing feelings or ideas because they might seem odd to the peers, or thinking before using any rare or unconventional word or expression. A gifted child who is bored in the classroom might adopt behaviors such as abstention from activities, daydreaming or becoming the "classroom clown" and disturbing the teachers with voice-making, making jokes at others' expense or even at the teacher's. Such behaviors – not necessary a result of the child's giftedness but related to it – lead, in many cases, to labeling the child as "badly adjusted", "socially misfit", "isolated", or the like. In this article I intend to describe the social and the educational difficulties the gifted child has to deal with in the regular as well as in the gifted classroom and present techniques which might help overcoming them. I will present in detail four, all gifted with either learning disabilities or emotional problems, and the successful interventions they had gone through until reaching reasonable results.

The importance of kitchen furniture ergonomics for people with disabilities. The goal of this paper is to evaluate the kitchen equipment for people with disabilities from the point of view of furniture ergonomics and their adaptation to the needs of this social group. Research has shown that the majority of respondents are not satisfied with the equipment of their kitchen and, having such an opportunity, would make changes to it. At the same time, the responses showed little knowledge of people with disabilities about the available design solutions for furniture available on the market.
Znaczenie ergonomii mebli kuchennych przeznaczonych dla osób niepełnosprawnych. Celem artykułu była ocena wyposażenia kuchni osób niepełnosprawnych z punktu widzenia ergonomii mebli i ich dostosowania do potrzeb tej grupy społecznej. Badania wykazały, że większość ankietowanych nie jest zadowolona z wyposażenia swojej kuchni i mając taką możliwość dokonałaby w niej zmian. Odpowiedzi ankietowanych wykazały jednocześnie niewielką wiedzę osób niepełnosprawnych na temat dostępnych rozwiązań konstrukcyjnych mebli dostępnych na rynku

In the proposed draft position the author states that the Sejm does not share the belief of the Commissioner for Citizens’ Rights that the provisions of Article 12 § 1 and § 2 of the Family and Guardianship Code violate the Constitution in that they lead to humiliation and a justified sense of grievance of people affected by their operation. It has been shown that in this case the law is not a source of harm to the individual, on the contrary – the adopted regulations are aimed at protecting constitutional values, with maximum respect for the rights and dignity of persons with disabilities. In the opinion of the author of the draft position, it cannot be found that the arguments of the Commissioner for Citizens’ Rights – referring generally to social degradation of people affected by mental disabilities, without taking into account the details of construct of marriage ban – meets the high standards required by the Constitutional Tribunal. According to the author, from the considerations contained in the draft position it follows that the above-mentioned provision of the Code is compatible with Article 30 of the Constitution.

The article presents ontological and axiological criteria of organising help for the disabled. The basis for the examination is the concept of Jürgen Habermas’ communication activity. What results from the research I have conducted is that while organising the help it is essential to establish the extent of rationality and self-awareness of the disabled in need. It allows to specify the axiological hierarchy of existences, needs, aspirations, targets, etc. adopted by them. Therefore the disabled people should be provided with a chance of a free and fair discourse with particular members of society. However, first, it is necessary to prepare them appropriately for the participation in the discourse, both meritorically and normatively.

The issues related to the role of the family in the process of creating relationships with ill and disabled people are discussed in the article. All individuals posses concepts of the disabled that form their attitudes towards such people. The image of a disabled person is responsible for one’s attitude towards the handicapped. The family should create an environment where children observe and learn positive patterns of behaviour towards people with disabilities which, in turn, form the basis upon which children’s attitudes are shaped. The process of perception of other people is dependent on many factors – one of them is the family. The author draws attention to the issue of gender in disability. The term “disabled person” turns out to be gender neutral. Women with disabilities consider themselves to be treated as a “third sex”. The discrimination of disabled women results from a lack of sensitivity to the sex of the disabled. This points out the need to change the attitudes towards people with disabilities in early childhood as well as the necessity to pay more attention to the gender of disabled children. Sex becomes a matter which is forgotten, perhaps even becoming irrelevant. Women and their function are pushed into the background, which results in the gender-related stereotyping of their social roles, a more difficult way of career advancement (the so-called “glass ceiling effect”), lower wages for women working in the same positions as men, and the low participation of women in public life.

Introduction: In the literature on the problem of social support, besides family sources of support, (husband, wife, children, parents, siblings, relatives), a role of friends, acquaintances and neighbors is emphasized. Purpose: To assess types and level of support that parents receive from specific social groups. Materials and methods: The study included 108 mothers and 108 fathers of intellectually disabled children. We used the original questionnaire and the standardized scale of Social Support by KmiecikBaran. Results: There were differences between the parents in emotional support (standard deviation 3.519), the lowest in informative support (deviation 2.744). General support was poor in the opinion of 34.6% of the parents. Average institutional support related to 42.9% of the parents, strong evaluative support – 37.1% and strong emotional support – 41%. The parents received the strongest informative, institutional, evaluative and emotional support from nurses and physicians. Spouses of the examined gave them poor informative, emotional and institutional support and average evaluative support. Statistically, the fathers received significantly stronger evaluative and emotional support – by more than one point, and by more than 3 points in case of general support than mothers. Conclusions: The parents received average social support, however, it was below the average for the Polish adult population. The spouses gave them poor informative, emotional and institutional support and average evaluative support; teachers, physicians and nurses – average support in all categories, however, in case of the two latter – institutional and evaluative support was close to the above-average values. The fathers enjoyed moderately stronger evaluative, emotional and general support from teachers, physicians and nurses than mothers.

The author of this draft position points to the conformity of Article 12 para. 1 of the Act of 7 December 2012 amending the Act on Family Benefits and Certain Other Acts (Dziennik Ustaw, item 1548) with the principle of confidence in the state and its laws and the principle of acquired rights, derived from Article 2, Article 32 para. 1 and Article 71 para. 1 of the Constitution There are no sufficient grounds to rebut the presumption of constitutionality of the above‑mentioned provision insofar as the grant of a supplement to the carer’s allowance to persons entitled to that allowance pursuant to the provisions in force until 31 December 2012 is dependent on the fact that disability of the person requiring care occurred no later than he/she has attained 18 years of age or during education in school or college, but no later than by attainment of 25 years of age. The proceedings in relation to the remainder should be discontinued due to the inadmissibility of the judgment.

Introduction. Free time in the life of both the disabled and those who are able bodied is the time of leisure, recovery and entertainment. The disabled utilize more energy and strength for everyday functioning compared to the able bodied, therefore, an adequate managing of the leisure time they possess is of great importance. This is confirmed by the latest results of American studies. Objectives. The primary objective of the presented study is the presentation of the various of managing and organizing leisure time among disabled males and females living in the Lublin Region, with the consideration of statistical significance. Materials and method. A total of 360 disabled people were examined – 187 females and 173 males, with physical, mental, complex and sensory disability. The study was conducted by a diagnostic survey with the use of a questionnaire form. Results. The results of own studies show small variation in the aspects of managing and organizing free time according to the respondents’ gender. During their leisure time, both males and females watch TV, listen to the radio, read books and go for walks. They obtain information concerning offers for spending free time from the media, specialist institutions, associations and acquaintances, and expect assistance in the organization of their leisure time from specialist institutions, associations, and family members. The respondents are most interested in participating in a stay in a rehabilitation spa, permanent activities for the disabled, and trips. To-date they have participated in walking tours, bicycle tours, outdoor bivouacs and pilgrimages in the company of their family members and friends.

The situation of disabled students in Polish schools and universities has improved over the last years, however it is still not perfect. As NIK’s audit showed, in many places barriers still exist, which makes it impossible for the disabled to function in the same way as able students do. Problems stem from the construction of buildings, which are not adjusted to the needs of the disabled, unfriendly technical facilities and difficulties with accessing the full educational offer. Despite these shortages, the majority of the schools have not fully used the funds they receive for current support for the disabled.

More than 650 million people worldwide suffer from various disabilities, which represents 10% of the total population. In Poland there are about 4,5 million people with various disabilities which represent 13% of the total population. The upward trend in the number of disabled people in Poland, while increasing the demand for tourist services, obliges the tourist industry to pay greater attention to the tourist audience. The purpose of this article is to analyze and assess tourism development for the needs of people with disabilities, with particular emphasis on Podlaskie region. The main research method was a diagnostic survey carried out with the use of the questionnaire technique.

Temat dorosłości jest coraz częściej podejmowany zarówno w kręgach naukowych, jak również wśród osób stykających się w swojej pracy w osobami z niepełnosprawnościami. Dorosłość jest trudna do zdefiniowania, ponieważ można ją rozpatrywać z wielu perspektyw. Kryteria określające jej granice są płynne. Generuje to wciąż pojawiające się wątpliwości łączące zadania przypisane na ten okres i oczekiwania ze strony samych zainteresowanych osób w wypełnianiu ich. Powstaje pewne nienasycenie odnoszące do wspomnianej kategorii dorosłości, z powodu niemożliwości wypełniania zadań przypisanych na ten okres. Celem prezentowanego artykułu jest analiza związana z wypełnianiem zadań rozwojowych w okresie dorosłości przez osoby z niepełnosprawnością intelektualną.
The topic of adulthood is more and more often raised both in scientific circles as well as among people who come into contact with people with disabilities in their work. Adulthood is difficult to define because it can be viewed from many perspectives. The criteria that define its limits are fluid. This generates constantly emerging doubts connecting the tasks assigned for this period of time and the expectations of the interested persons themselves in fulfilling them. A certain insatiability arises relating to the aforementioned adulthood category, due to the impossibility of fulfilling the tasks assigned for this period. The aim of the presented article is to analyze the fulfillment of developmental tasks in adulthood by people with intellectual disabilities.

This article describes psychosocial situation of a family with genetically disabled child. Birth of a disabled child leads usually to fundamental changes in a family system. Each of family members is to learn new roles and to settle a new place in this system. Not only a place should be found for a new family member but a new lifestyle should be established as well. In the turbulences connected to diagnosis, rehabilitation and therapy one should still remember that family integration with a disabled child consists of two areas: emotional (love, attachment, acceptance) and task-oriented (participation in household members’ life).

  The Project “Sheep” resulted from the special educator and ethnologist cooperation, as addressing the need for using an experience and place by representatives of different scientific areas, the purpose of which was to combine professional competence in innovative teaching. The main goal was to raise funds to buy a sheep, then entrust it to the experienced shepherd from Koniaków who wanders along the Carpathians and reconstruct the old way of grazing. At the same time, the participation in this project has been used as an excellent opportunity to talk about building the local identity and cultural heritage values of the region and disabled people. This project also concerned people who are often barely visible in the human herd-people with disabilities.

The role of physical activity in the healthy lifestyle is a recurring element of surveys at every stage of the human life. The fact that people live longer indicates a necessity for studying the issue of physical activity of the elderly and disabled people. This review of researches reveals issues concerning physical activity of the elderly in Poland, and in other countries. Moreover, the study relates to the problem of physical activity among the elderly with disabilities. Researches show that this subject matter is present in the domestic studies relatively rarely. Results of surveys from other countries also concern issues of the elderly at around 80 years of age. The authors indicate the significant role of physical activity among the elderly, and the accompanying barriers.

Work and broadly understood professional activity constitutes a very significant element of human being’s functioning as it empowers the person, gives the sensation of ability, being independent and needed. Moreover, it is an important part of success while aiming at self-realization. Performing professional work by a disabled person enables him or her to feel socially useful and determines their position in a social hierarchy. It must be said that disabled people constitute the group of people for whom professional work means not only the improvement of their financial situation, but, most of all, it raises their self-esteem. Still, too many disabled people remain vocationally inactive for various reasons; it is not only because of their health. Even though work could give the disabled people some independence, they are forced to fight stereotypes, employers’ ignorance, architectural barriers as well as their own anxiety and low self-esteem. The endless search for the person responsible or blaming others for the present situation will not improve anything. It can only inhibit the process of employing the person with a disability, which may lead those people to adapt demandingness as their way of life. The consequence would be learned helplessness.

Adaptation is a notion frequently used in legal acts which normalize the educational situation of learners with disabilities. This has made adaptive activity an immanent part of school practice. The thesis is put forward that adaptation is an ambiguous category and therefore is used in various ways or is frequently overused. In many circumstances, this notion has become a skeleton key which opens the space for free lowering of educational requirements and schematic simplification of educational situations, which frequently hinders learners’ development. The study is aimed at explaining the phenomenon of adaptation and at considering its possible variants with special regard for the context of inclusive education of disabled learners.

The presented study aims at the identifi cation of these mechanisms in the area of integrated education as well as at showing possible consequences for educational practice and the development of disabled learners. The first is related to the biological model of disability, which is determined by the notion of physiological norm and for which organism impairment is a constitutive feature. What ranks as priority in the second standpoint are special educational needs treated as a derivative of functional disorders. This point of view is particularly visible in some psychological definitions presenting disability as individual functional disorders. The last perspective of viewing the disabled learner which is discussed here is situated in the assumptions of constructivism. Each of the presented standpoints allows for slightly different handling of the disabled learner’s school problems. In the presented article, the discussed issues are rooted in the last – constructivist approach.

The paper presents a new model of functioning of a family with a disabled child. The family is treated according to the systemic approach taking into regard the interactions and relations between its members as well as a broader environmental context (Minuchin, 1975, Hinde, 1988, van Geert, 1990). The model proposed encompasses the six fundamental dimensions of family functioning, including those of subjectivity and plasticity. The model can be applied in analyses of families with a disabled as well as a fully fit child.

According to the author, it should be recognized that it is admissible to conclude an employment contract, to which a completely incapacitated person would be a party. In such a case, the contract should be concluded by a guardian of such a person. Employment of a totally legally incapacitated person should meet the requirements of the Act on Vocational and Social Rehabilitation and Employment of Disabled Persons, including those relating to the performance of work in sheltered employment conditions or in a position adapted by the employer to the needs of such person. The assessment of the admissibility of employing a completely legally incapacitated person in a kindergarten as a janitor should be performed assessing each case individually, taking into account the cause of incapacitation and the scope of facilitations introduced by the employer.

Call center Miasta Poznania rozpoczyna pracę wraz z pierwszymi telefonami o 7:30. W ubiegłym miesiącu obsłużyło ponad 16 tysięcy połączeń. Tempo wzrasta nieprzerwanie, odkąd zostało uruchomione w lutym 2009 roku. W pierwszej części materiału przedstawiono, czym jest call center, jak doszło do jego utworzenia, kto w nim pracuje, jakie koszty i korzyści są z nim związane oraz komu ten przykład może posłużyć za inspirację. Część druga poświęcona jest analizie różnych aspektów zatrudnienia osób niepełnosprawnych. W części trzeciej przedstawiono syntetyczne dane dotyczące dwóch lat doświadczeń w pracy miejskiego call center.
The Poznan City Hall call center starts its day with the arrival of its first telephone calls at 7:30 AM. Last month it served 16,000 connections. The rate of growth has been increasing unabated since the center's launching in 2009. The first part of this material explains what a call center is, the background of its creation, who works there, how much it costs, the benefits it brings, and who can benefit using this example as inspiration. The second section is devoted to an analysis of various aspects of employment of disabled persons. Part Three presents a synthesis of data from two years of experience in the operation of the city call center.

Opis:
The issues of eugenics, although they clearly emerged as late as in the second half of the nineteenth century, was not unknown to humanity in the distant ancient times. From the moment when F. Galton consolidated the theses currently recognized as eugenics, simultaneously introducing the concepts of “eugenics” and “eugenic”, eugenics very quickly found its supporters around the world. Its exceptional exemplification and development was noted in the first half of the twentieth century, which absolutely does not mean that it does not exist nowadays in a different form, using other methods of control and elimination of imperfections of the Homo Sapiens species, as well as undesirable social phenomena. This includes activities not only aimed at prevention, diagnosis or therapy of individual and civilization problems, but are also more radical ones, such as abortion carried out for eugenic purposes. Thus, the content of the article not only discusses eugenic issues in the theoretical context, but also presents opinions of selected groups of people with disabilities,participating in the implementation of the project entitled: “Implementation of the Convention on the Rights of Persons with Disabilities, a Common Matter”, conducted in Poland in 2016–2018, concerning the proposal to introduce a total ban on eugenic abortion into Polish legislation.

Przepisy dotyczące sektora prywatnego w zakresie zatrudniania pracowników z orzeczeniem o niepełnosprawności, a także niemałe korzyści finansowe z tego tytułu, powinny skutkować chęcią „posiadania” takich pracowników w jednostkach otwartego rynku pracy wykazujących powyżej 25 etatów. W związku z powyższym celem artykułu jest podkreślenie możliwości zarządzania kosztami w sytuacji zatrudniania niepełnosprawnych pracowników na tzw. otwartym rynku pracy. Dla osiągnięcia celu w artykule przedstawiono rezultaty analizy literatury przedmiotu z zakresu kosztów pracy, zarządzania kosztami pracy, zatrudniania osób niepełnosprawnych oraz wyniki badań własnych, które ujęto w niepublikowanej pracy licencjackiej. We wnioskach podkreśla się, że zarządzanie kosztami poprzez zatrudnianie niepełnosprawnych pracowników stanowi istotny instrument optymalizacji kosztów, przejawiający się w większym wyniku bilansowym oraz wspieraniu przez pracodawców idei zrównoważonego rozwoju.
Regulations on the private sector as regards disabled employees and quite a lot of financial benefits with this should result in a will „to have” such employees in a unit in an open labour market, employing more than 25 employees. Due to the above, the aim of this article is to emphasise the ability of costs management in the situation of disabled employment in an open labour market. The article discusses the analysis’ results of subject literature considering labour costs, labour costs management, employment of disabled employees and own examinations’ findings presented in unpublished bachelor’s thesis. It has been emphasised in the conclusions that employing disabled persons constitutes the essential instrument of optimizing the costs management, thus contributing to the increase in results of the balance sheet and supporting the idea of sustainability by employers.

Osoby niepełnosprawne są zagrożone wykluczeniem z rynku pracy, które może prowadzić do marginalizacji społecznej, a nawet – wykluczenia społecznego. Wykorzystując różnego rodzaju instrumenty prawne, podejmuje się próby przeciwdziałania temu zjawisku. Istotną rolę w aktywizacji zawodowej osób niepełnosprawnych mogą odgrywać spółdzielnie socjalne, zaliczane do podmiotów ekonomii społecznej. Działalność spółdzielni socjalnych osób niepełnosprawnych w Polsce napotyka jednak bariery, które sprawiają, że rola spółdzielni socjalnych w procesie inkluzji zawodowej i społecznej osób niepełnosprawnych jest ograniczona. Aktualna sytuacja w sposób znaczący odbiega od postulatów formułowanych w uzasadnieniach projektów ustaw, których uchwalenie miało przyczynić się do rozwoju spółdzielczości osób niepełnosprawnych.
Disabled persons are at risk of exclusion from the labor market. Such exclusion may result in social marginalization or even social exclusion. Various legal instruments are used in attempts to prevent this phenomenon. Social cooperatives, classified as entities of the social economy, may play a significant role in the professional activation of the disabled. However, social cooperatives of disabled persons in Poland face barriers that limit their role in the process of the professional and social inclusion of disabled persons. Currently, the situation diverges considerably from the postulates formulated in justification for draft acts whose passage was to have contributed to the development of the cooperative activities of disabled persons.

Rzeczywistość społeczna nastawiona i skoncentrowana na ludzkim ciele wyznacza nowy wymiar niepełnej sprawności fizycznej. Termin „osoba niepełnosprawna” okazuje się pozbawiony płci. Kobiety niepełnosprawne uważają, że są traktowane jako „trzecia płeć”. Ich dyskryminacja stanowi wynik braku wrażliwości na płeć osób nie pełnosprawnych. Płeć staje się kwestią zapomnianą, wręcz nieistotną. W sytuacji zupełnie nieświadomego globalnego ujmowania niepełnosprawności z pominięciem płci tych jednostek rodzi się poważny problem, dotyczący w szczególności percepcji kobiet niepełnosprawnych. Problematyka podejmowana w artykule odnosi się do obszaru zarówno pedagogiki społecznej, jak i pedagogiki specjalnej. Poruszane rozważania stanowią próbę egzemplifikacji pomijania płci w odniesieniu do osób niepełnosprawnych traktowanych w sposób globalny, z pomijaniem różnicy wynikającej z płci. Głównym celem prowadzonych badań było poznanie sytuacji związanych z funkcjonowaniem społecznym kobiet niepełnosprawnych ruchowo oraz percepcją własnej niepełnosprawności. Badania przeprowadzono w 2014 roku na terenie województwa lubuskiego, objęto nimi 92 kobiety niepełnosprawne. W badaniach ograniczono grupę kobiet z niepełnosprawnością do kobiet z dysfunkcją narządu ruchu. Badania prowadzone były indywidualnie i polegały na wypełnieniu kwestionariusza. Charakter badań implikował metodę i narzędzie badawcze. Zasadne było odwołanie się do metody wywiadu pogłębionego i kwestionariusza wywiadu. Uzyskany materiał poddałam następnie analizie jakościowej i ilościowej. Spośród wielu pytań, jakie zadałam niepełnosprawnym kobietom do niniejszej analizy wybrałam kilka istotnych dla kontekstu podjętych w artykule rozważań. Dla wyjaśniania postaw przyjmowanych wobec osób niepełnosprawnych, a w szczególności sytuacji niepełnosprawnych kobiet, z powodzeniem zastosowanie może znaleźć koncepcja naznaczania społecznego. Koncepcja ta, przyjmując społeczny model niepełnosprawności, definiuje ją tym samym jako ograniczenie w pełnieniu ról społecznych. W konsekwencji niepełnosprawność w reakcjach otoczenia traktowana jest jako dewiacja, a osobom nią dotkniętym nadawane są tzw. etykietki, przypisujące je tym samym do określonej kategorii. Konieczne wydaje się zwrócenie uwagi na fakt, iż aktualne postawy przejawiane wobec kobiet niepełnosprawnych oraz percepcja własnej niepełnosprawności stanowią wynik wieloletniego traktowania ich jako marginesu społecznego, przy jednoczesnym odmawianiu im prawa do normalnego życia społecznego. Główne ograniczenia w funkcjonowaniu tych osób stanowią nie tyle przyczyny związane z brakiem sprawności fizycznej, ile reakcje otoczenia społecznego na niepełnosprawność i jej odbiór.
The social reality is focused on the human body, which sets a new dimension of incomplete fitness. The term "disabled person” is without gender. Women with disabilities believe they are treated as a "third sex". Their discrimination is the result of a lack of sensitivity to the gender of the disabled. Gender becomes irrelevant. The main purpose of the research was to find out the situation related to the social functioning of women with physical disabilities and the perception of their disability. The study was conducted in 2014 in Lubuskie; it included 92 women with disabilities. These were women with reduced mobility. Research was carried out individually and consisted of completing a questionnaire. I used the method of in-depth interview and questionnaire interview. The resulting material was then analyzed qualitatively and quantitatively by myself. I chose to analyze some questions relevant to the context of measures taken in the article. The concept of social marking was applied to explain the attitudes adopted towards people with disabilities. Current attitudes exhibited towards women with disabilities and the perception of their disability are the result of many years of treating them as the dregs of society and denying them their right to a normal social life. The main limitations in the functioning of these people are not related to the lack of physical fitness, but are a reaction of the social environment on disability and how it is perceived.

A certain percentage of disabled children are not raised in their biological families. It happens more and more often that the place of residence of such a child is not an institution but the adoptive or foster family. Increased prevalence of this type of families makes the study of this area of functioning of children with disabilities more and more important. The paper covers the issue of dealing with a child’s difference by their adoptive/foster parents. The difference has its source e. g. in a disability. The empirical part of the article is the result of qualitative research conducted with parents from 20 adoptive/foster families that raise a child with a disability (this is a part of a broader research project conducted by the authors with these families). The analysis of the interviews shows the ways to discover the otherness, the difference of the child, the ways to accept this otherness, and the importance they ascribe to the otherness of the child.

The aim of the study was to compare two groups of volunteers who work with people with disabilities: volunteers working in organizations led by social innovators and volunteers who are not affiliated to such organizations. The results show a different picture of both groups in the area of the declared value, objectives and attitudes towards people with disabilities. Volunteers working with social innovators have lower rates of misanthropy, higher individual indicators of social capital, and a higher rate of partnership and innovative attitude. The paper presents guidelines how to work with people with disabilities to maximize their integration into society and create social change.

The term bilingual education for deaf people means teaching the use of two or more languages, at least one of which is a sign language. Its introduction in educational systems around the world depends on many factors, such as the educational management system, the way education for people with disabilities is organised, historical, social and economic conditions. It is therefore difficult to identify a unified model for the education of people with hearing impairments. The opinion presents solutions used in 15 EU countries and the United States.

In the paper the authors deal with the issue of the perception of people with disabilities by people working as their assistants. They compare two assistance programs for people with disabilities – the program of the city of Warsaw and the program of the Office for People with Disabilities at the University of Warsaw. The authors show that in the assistants’ statements one can find three images of “strangeness” of people with disabilities and analyze in details their content. Only one of them is a picture showing a social inclusion, and two others – although they seem to be positive – create distance between people with disabilities and the rest of society.

In this presentation I try to explain the process of social integration of disabled people. I present the issues of the social and legal situation of the disabled, myths and stereotypes created by society and integration education (the presence of disabled children in normal schools). I prepared it using the available professional literature and generally accepted educational programmes in Polish schools. Moreover, I analised legislative acts concerning the disabled. I also used information from web sites, which are created by various organisations of the disabled. The analysis shows that the number of disabled people depends on the health condition, and living conditions of society and also the efficient work of the health service. Moreover, we must remember that the phenomenon of disability becomes more intensive with aging, as the consequence of the population growing older. Perceiving the status of a disabled person depends on such factors as: value systems in a given society, cultural influences and socioeconomic status of a country. If the marginalisation of certain social groups lasted for a long time, a completely natural reaction in such a situation would be a tendency to strengthen and consolidate one’s identity, and also cultural and social distinction. The prejudices and stereotypes, concerning the disabled functioning in society, account for the main difficulties in their full revalidation and rehabilitation. The idea of integration, which means their full inclusion in social life, requires a change in the attitudes from negative to positive: tolerance, acceptance and cooperation.

This study outlines changes in an environment of a family upbringing a disabled child in various historical ages, including sources of those changes. The source of mentioned changes were mostly: the level of a social development, the level of its culture, religious beliefs, norms and customs, political and economical situation, as well as the level of scientific and technical development. The study includes also the most representative examples depicting a social situation of such families, starting from ancient Greece and Rome, thrughmiddle ages, renaissance until the time of the French Revolution. Next comes difficult times of the 19 century,which worsened the situation of those families. On the other hand, however it brought significant progress to the science, especially to biology, psychology, medicine and pedagogic. It has a big impact on changes in disabled people situation. The 20 introduced various and major changes. From the one side it brought hope for alleviating the situation of the family with disabled child, from the other tragic times of the Second World War and rapid development of segregation forms in education and care for disabled people in PRL. After political changeover, however one can observe positive tendencies. But there are still significant requirements for social education in order to normalize their life in terms of the disabled and their families' needs.

Opis:
The article presents the results of the inquiry refer the most important characteristic of gardens for disabled people. The researches were conducted with blind and poor sight people in Center for Blind People in Bydgoszcz. People with visual impairment indicated that the safety and convenience of moving as well as access are the most important features of gardens. The results of the study show that presence of the guide, properly prepared informations boards and mockups increase attractiveness of the gardens. These gardens play an essential role in the rehabilitation and education by people with visual disability and also improve quality of life of disabled people.

Prognozowane starzenie się społeczeństwa spowoduje, że coraz częstszym widokiem będą osoby poruszające się na wózkach, zarówno w miejscu pracy, jak i przestrzeni publicznej. Wózek inwalidzki jest urządzeniem wspomającym osoby, których zdolności motoryczne lub wymagana do tego silą fizyczna nie pozwalają łub utrudniają samodzielne poruszanie się, chodzenie o kulach lub za pomocą protez lub innych urządzeń. Dynamiczny rozwój automatyki, robotyki i informatyki pozwala modernizować sprzęt oraz poszerzać ofertę wózków elektrycznych oraz wygodnych systemów sterowania. W najbliższym czasie można spodziewać się znacznych zmian zarówno w funkcjonalności wózków (inteligentne systemy sterowania, postępująca automatyzacja wózka), jak i w ich wyglądzie. W artykule opisano problematykę automatyzacji wózków inwalidzkich.
The expected ageing of population will cause that there will be growing number of people in wheelchairs. The wheelchair is an assistive device used by people, who can not move unassisted, even using crutches, prostheses etc. The dynamic development of automatics, robotics and IT industry enables the elaboration of accessible power wheelchairs and control systems. In a nearest future, the significant changes both in the functionality (intelligent control systems, wheelchair robotic solutions etc.), as well as in the appearance of wheelchairs, may be expected. The problematic of wheelchairs automatization, is presented.

The paper presents possibilities of the carriage of disabled people and people with reduced mobility by available means of municipal transport in Szczecin. The carried out analysis was based on the comparison of the actual number of rides accomplished by bus and tram carriers, paying particular attention to the use of low-floor vehicle fleet. Design and functional solutions applied in modern urban vehicles being imposed by legal regulations in force were referred to. The possibility of approach to selected public utility buildings, placing emphasis on health care centres, therapeutic and rehabilitation institutions, out-patient clinics, hospices, veterans home, etc. was compared. Despite the fact that evaluation of the actual state of accomplishment of the issues under discussion relates to local community, the conclusions being formulated and the observations being made are of a more general nature. This is because the needs of disabled people have been understated or completely ignored for many years due to which their consideration has to take place by way of expensive and long-term changes. In that respect, pointing to and efficient elimination of the areas of dysfunction in modern transport systems becomes a necessity since similar problems are being met every day by passengers in all larger agglomerations.

The research goal was to analyse training loads during specific preparation period among swimmers with disabilities. Double examination of 20 athletes with disabilities of motion and sight organs, at the beginning and at the end of the period was conducted. Garmin Forerunner 735XT device was used as a measuring tool, which registered heartbeat rate during training sessions. Records of the heartbeat rate were sent up to Garmin Connect programme, where percentage share of each energy zone in the whole training volume was calculated. Taking into consideration the achieved results, during specific preparation period, swimmers were training mostly with moderate and high intensity and the biggest training volume was registered in zones EN2, EN3 and SP1. Additionally, between the first and the second measurement, the biggest decrease in training volume took place in EN, whereas the biggest increase in training volume took place in zone SP1 what indicates increase of work in the field of specific endurance.

The aim of the article is to identify the reasons for low employment rates of people with disabilities in Poland, and to examine whether employers, disabled employees and other staff want to talk about the rational use of the rights of a disabled employee and what views, opinions or other circumstances can make it difficult. Four hypotheses were formulated in the work, which were verified on the basis of surveys and interviews conducted in the period from March to September 2017 in the Voivodship of Silesia. The considerations were rounded off with conclusions and comments.

The aim of this paper is to present the grants to employment as the instruments stimulating employment of people with disabilities in the sheltered workshop in Poland in the years 2008-2013. The authoress verifies the effectiveness of these instruments in the employment growth in the sheltered workshops. This tool occurred to be effective in the case of persons with moderate and considerable disability. In the case of persons with light disability, it caused a decrease of their employment.

The main aim of this article is to review the theoretical concepts and selected studies relating to the stigmatization and exclusion of ill and disabled people, their sources, mechanisms and effects, with particular attention to the ethical dimension of this phenomenon. Psychological costs, understood as negative emotions, or some kind of psychological discomfort, are the result of differences between the states of the ideal and the real.Ill and disabled people are often subject to negative stereotypes that are unfounded, baseless, unjustified, unfair and harmful. It is very important to prevent stigmatization and social exclusion of these people, but to do this it is needed to diagnose the problem of stigmatization itself.

Social policy as well as change of people’s mentality in Poland eliminated or mitigated some of barriers to integration. Nevertheless the disabled are still one of the disfavoured social groups. These barriers exist in labour market, in urban architecture, in social attitudes towards disable people. It is shown in this article how a stereotype of disable person has been changed for over last twenty years and how difficult is to grasp the scale of discrimination. Social perception of disability is diversified through different situation in which they are in and through different situation the other people are in. In order to present this diversity the life course perspective was adopted. For young disabled and their parents the crutial question is how broadly and how friendly the educational system is open for them, for adults – the labour market, the reliant seniors have to face another problems. On the other hand changes in social opinions and the role of media, NGO-s, local government are presented here. The empirical basement of the article are various existing data collected by official state institutions, organizations, sociological surveys and studies.

Osoby niepełnosprawne od zawsze były w społeczeństwach, jednak ich status społeczny i pracowniczy zmieniał się w zależności od okresu w dziejach. Obecnie prawa osób z niepełnosprawnościami są przedmiotem nie tylko regulacji krajowych, ale również międzynarodowych. Przedmiotem niniejszego opracowania jest analiza regulacji prawnych dotyczących statusu pracowniczego osób niepełnosprawnych. W naszym kraju szereg uprawnień w zakresie czasu pracy, urlopów, a także wynagrodzenia za pracę przyznaje ustawa z 27 sierpnia 1997 roku o rehabilitacji zawodowej i społecznej oraz zatrudnianiu osób niepełnosprawnych. Podkreślić należy, iż dodatkowe uprawnienia przysługują w większym zakresie osobom, które posiadają umiarkowany bądź znaczny stopień niepełnosprawności. Wątpliwości budzi jednak funkcjonowanie przyznanych przez ustawodawcę uprawnień w praktyce.
People with disabilities have always been in societies, but their social and employment status has changed depending on the period in history. Actually, the rights of people with disabilities are subject not only to national but also international regulations. The subject of this study is the analysis of legal regulations regarding the employment status of people with disabilities. In our country, a number of entitlements in the field of working time, holidays, as well as remuneration for work are granted by the Act of 27 August 1997 on Occupational and Social Rehabilitation and Employment of People with Disabilities. It should be emphasized that additional entitlements are granted to a greater extent to people who have moderate or significant disabilities. However, there are doubts about the functioning of the rights granted by the legislator in practice.

The goal of the present study is to make an interdisciplinary distinction of the category of otherness in relation to disabled students in an integration class, useful in considerations on the perception of such students from the viewpoint of otherness and strangeness, on labelling them as different, and on them being subject to the process of school integration. Otherness, being a distinctive feature in a given group, is frequently a barrier in interpersonal contacts. The „other” is often subject to social segregation and exclusion. A group particularly exposed to the process of marginalization are disabled people. The image of disabled people is usually constructed, in some measure, in opposition to the concept of normality. Their widely known, established image is largely associated with defi cit and limitations resulting in their lack of independence and a need to provide aid to them. It was only recently when the need of presence of disabled people in various areas of the social space, including education, has been acknowledged. The world of civilized people and the values they follow tries to discover various dimensions of humanity. It expresses the readiness to accept the otherness and uniqueness carried inside every human. Therefore, it also undertakes increasingly more activities intended to introduce these people into the society, and integration trends have also reached the education system in Poland. The education of the disabled ceased to have a strictly segregational character; currently, special education is performed at mainstream establishments as well. 
Celem niniejszego opracowania jest interdyscyplinarne wyodrębnienie kategorii inności w odniesieniu do ucznia niepełnosprawnego w klasie integracyjnej, przydatne w rozważaniach dotyczących postrzegania tego ucznia przez pryzmat odmienności i obcości, nadania mu etykiety inności oraz ulegania przezeń procesowi integracji szkolnej. Inność, która jest cechą wyróżniającą w danej grupie, bardzo często stanowi barierę w kontaktach międzyludzkich. Inny często podlega społecznej segregacji i wykluczeniu. Grupą szczególnie narażoną na proces marginalizacji są osoby niepełnosprawne. Wizerunek osób niepełnosprawnych najczęściej konstruowany jest niejako w opozycji do pojęcia normalności. Ich wiadomy, ustalony obraz w głównej mierze kojarzy się z deficytem i ograniczeniami, czego konsekwencją jest brak ich samodzielności i potrzeba udzielania im pomocy. Potrzebę obecności osób niepełnosprawnych w różnych miejscach w przestrzeni społecznej, również w edukacji, zaczęto dostrzegać dopiero niedawno. Świat cywilizowanych ludzi i wyznawanych przez nich wartości próbuje odkrywać różne wymiary człowieczeństwa. Wyraża gotowość akceptacji inności i niepowtarzalności, którą nosi w sobie każdy człowiek. Dlatego też podejmuje coraz więcej działań, które mają na celu włączenie tych osób do społeczeństwa, a trendy integracyjne objęły również polską oświatę. Edukacja osób niepełnosprawnych przestała mieć charakter ściśle segregacyjny, a obecnie kształcenie specjalne odbywa się również w placówkach ogólnodostępnych.

This paper addresses a relationship between the social change and attitudes towards disabled people as well as attitudes of disabled people towards their own health status and its social consequences. These attitudes are clearly related to the characteristics of successive types of societies, i.e. pre-industrial societies and industrial society. On this basis, the directions of further changes of attitudes towards disability can be predicted adequately to the megatrends of postmodernity. The analysis presented in this study showed that a development of attitudes towards disability, both one’s own disability and a disability of others, requires not only changes concerning this category of people, but also a widely understood social change, which modifies the existing structures and creates new ones, thus increasing the chances of finding a position for the entire humanity and social groups However, these opportunities for disabled people are, despite the ongoing changes, still lesser in comparison to the opportunities of healthy people with similar socio-demographic and competency characteristics. They are though simultaneously greater and greater, which has been demonstrated in the analysis of attitudes towards the problems of disability in traditional and industrial societies presented in this paper. On the other hand, the analysis of megatrends of postmodernity confirms that  such equalizing and integrating tendencies will continue to persist.
Przedmiotem analizy są związki pomiędzy zmianą społeczną a postawami wobec osób niepełnosprawnych oraz postawami niepełnosprawnych wobec własnej sytuacji zdrowotnej i jej społecznych konsekwencji. Postawy te są wyraźnie związane z cechami kolejnych typów społeczeństw, tj. społeczności przedindustrialnych i społeczeństwa przemysłowego. Na tej podstawie można prognozować kierunki dalszych przemian postaw wobec niepełnosprawności adekwatnie do megatrendówponowoczesności.Przedstawiona w tym opracowaniu analiza wykazała, że dla kształtowania postaw wobec niepełnosprawności, zarówno własnej, jak i innych, ważne są nie tylko zmiany dotyczące tej kategoriiosób, ale także szeroko rozumiana zmiana społeczna, która modyfikuje istniejące struktury, tworzy nowe, a przez to zwiększa szanse na znajdowanie w nich pozycji dla ogółu osób i grup społecznych. Te szanse dla osób z niepełnosprawnością są jednak, pomimo dokonujących się zmian, nadal mniejsze w porównaniu z szansami pełnosprawnych o podobnych cechach demograficzno-społecznych i kompetencyjnych. Są one jednak równocześnie coraz większe, co wykazała zawarta w tym opracowaniu analiza postaw wobec problemów niepełnosprawności w społeczeństwach tradycyjnych i przemysłowych. Z kolei analiza megatrendów ponowoczesności potwierdza, że takie tendencje egalitaryzujące i integrujące będą się nadal utrzymywać.

Celem artykułu jest przedstawienie, jak ważnym czynnikiem jest funkcjonalność wnętrza samochodu. Właściwy wybór auta oraz dobór pasującego oprzyrządowania dla osoby z ograniczeniami motorycznymi to bardzo istotny proces. Zakup jednego pojazdu dla kierowców, którzy mają zróżnicowane potrzeby i możliwości prowadzenia, jest niełatwym wyzwaniem. Dobrze podjęta decyzja może znacząco poprawić warunki bezpieczeństwa w czasie jazdy. W treści przedstawiono przegląd problemów związanych z podjęciem takiej decyzji oraz omówiono wstępne wytyczne dotyczące doboru urządzeń adaptacyjnych do typu nadwozia pojazdu.
The aim of the article is to show how important factor is the functionality of the interior of the car. The right choice of car and the selection of matching equipment for a person with motor constraints is a very important process. Buying one vehicle for drivers who have different needs and driving abilities is a difficult challenge. A well-made decision can significantly improve the safety conditions while driving. The content provides an overview of the problems related to making such a decision and discusses preliminary guidelines regarding the selection of adaptive devices for the type of vehicle body.

The article discusses the question of adapting public space to the needs of the disabled – adjustment of the entrance to a footbridge over the railway. Based on a case of repairing a section of a pavement it presents the process to select a location for a ramp connecting the pavement and the footbridge.

Despite the introduction of alternative voting procedures in the Polish electoral sys-tem, a significant part of disabled or elderly voters declare that they are willing to vote in a traditional way — at the polling station. The survey carried out in March 2014 shows that over 80% of respondents indicated voting at polling stations as the preferred way of voting in an election. A very important issue is the appropriate adaptation of polling stations to the needs of voters with limited mobility. The Electoral Code significant-ly increases the number of polling stations adapted to the needs of people with disa-bilities. The head of the commune shall adapt at least 1∕5 of stations by 31 December 2014. However, as indicated by the results of the inspections carried out by the Ombudsman (Human Rights Defender) in November 2014, the vast majority of polling stations designated by the commune as adapted to the needs of people with disabilities were in fact not accessible for this group of voters. At 179 polling sta-tions inspected by employees of the Office of the Ombudsman shortcomings were noted in 151, which accounted for 84% of all buildings visited. It is therefore neces-sary to take extensive measures for the real fulfilment of the requirements specified by law. A significant proportion of the voters surveyed expressed the view that of all the possible facilities, free transport of voters to the polling station would be the most useful in the next election.

The aim of this paper is to examine the varied perspectives of relaxation stages and techniques used with mentally disabled pupils developed by the French neuropsychiatrist. This article presents evaluation of the widespread use of this method among disabled children and describes numerous benefits of its use in the regulation of emotional and neurovegetative disorders, neuromuscular dysfunctions and neurotic syndromes. The extensive use of Wintrebert’s method gives almost unlimited possibilities of application in therapy, rehabilitation and education of disabled people; the described method may also be a important component of healthy lifestyle.

Public transport should be available to all its users. If public transport means are not adjusted, or are not fully adjusted, to the needs of disabled and older persons, it makes an obstacle in their free movement within a city. It needs to be remembered that disability, as well as limited physical fitness, and their likelihood are increasing significantly after the age of fifty. Having identified this area during pre-audit analyses, NIK – for the first time – conducted an audit of the access to public transportation for disabled persons, taking into account its organisation, as well as the adjustment of vehicles and bus stops to the needs of these persons in ten cities in Poland.

Subject and the purpose of the work: from the papers that have been written so far a conclusion may be drawn that the situation of disabled people on the labour market is presented as rather unfavourable. Professionally passive people predominate in the population of the disabled. In the group of the disabled there are slightly more men than women, moreover the percentage of the disabled is higher in the rural areas. The aim of this study is presentation of parts of the research concerning the professional activity of disabled men Material and methods: the research was conducted in 2010. The presented material refers to a research conducted on 467 disabled men dwelling in the rural areas of Lublin voivodeship. The research tool was diagnostic survey within which the questionnaire was used Results: few disabled men dwelling in the rural areas of Lublin voivodeship were professionally active. The professional passiveness, in the respondents’ opinion, results from the limitations and deficits as well as the shortage of adequate jobs. The professional activity correlated with the men’s age, their education and level of disability Conclusion: the lack of work is becoming a factor causing the social and economic marginalisation of people with partial disability and existence of prejudices towards this group of people
Przedmiot i cel pracy: z dotychczasowych opracowań wynika, że sytuacja osób niepełnosprawnych na rynku pracy zazwyczaj jest prezentowana jako niekorzystna. W populacji osób niepełnosprawnych przeważają osoby bierne zawodowo. W grupie niepełnosprawnych zaznacza się nieznaczna przewaga mężczyzn, ponadto udział osób niepełnosprawnych jest większy w środowisku wiejskim Celem artykułu będzie prezentacja części badań dotyczących aktywności zawodowej mężczyzn niepełnosprawnych Materiał i metody: badania przeprowadzono w 2010 roku. Prezentowany materiał odnosi się do grupy badawczej złożonej z 467 mężczyzn z niepełnosprawnością zamieszkujących tereny wiejskie województwa lubelskiego. Podstawową metodą zbierania materiału badawczego był sondaż diagnostyczny, w ramach którego zastosowano kwestionariusz autorskiej ankiety Wyniki: niewielu mężczyzn z niepełnosprawnością zamieszkujących tereny wiejskie województwa lubelskiego była aktywna zawodowo. Bierność zawodowa zdaniem badanych wynikała z ich ograniczeń i deficytów a także braku odpowiednich miejsc pracy. Aktywność zawodowa badanych korelowała z wiekiem mężczyzn, ich wykształceniem i stopniem niepełnosprawności Wnioski: brak pracy staje się czynnikiem powodującym marginalizację społeczną i ekonomiczną osoby z niepełną sprawnością i powstawanie uprzedzeń dotyczących tej grupy osób.

W artykule omówiono przystosowanie bazy noclegowej do potrzeb osób niepełnosprawnych. Zawarte w nim informacje dotyczą wyposażenia obiektów zbiorowego zakwaterowania w cztery rodzaje udogodnień, ewidencjonowane w ramach statystyki publicznej. Są to: pochylnie wjazdowe, drzwi automatycznie otwierane, odpowiednio przystosowane windy oraz pokoje i łazienki. Na zasadniczą treść artykułu składają się analizy ilościowe, dotyczące występowania udogodnień w bazie noclegowej według rodzajów i kategorii, przystosowania obiektów noclegowych w układzie regionalnym oraz odpowiedniego wyposażenia pokoi i łazienek. Ponadto przedstawiono zmiany w przystosowaniu obiektów w okresie 2002-2009. In his article, the author discussed adjustment of the accommodation base to the needs of the disabled. The information contained in it concerns equipment of establishments of collective accommodation with the four types of facilities, being registered within the public statistics. These are: entrance slips, automatically opening doors, adequately adjusted lifts as well as rooms and bathrooms. The essential part of the article includes quantitative analyses concerning presence of facilities in the accommodation base by types and categories, adjustment of accommodation establishments in the regional profile and of adequate equipment of rooms and bathrooms. Moreover, there are presented alterations in establishments adjustment in the period of 2002-2009. The above-mentioned issues are preceded by a review of the essential requirements to be met by the tourist base adjusted to servicing the disabled.

The Polish system of vocational rehabilitation works on the basis of the four following forms of participation and employment for people with disabilities: occupational therapy workshops, professional activity facilities, sheltered workshops and the open labor market. Each of these forms may use financial support in form of grants and refunds, which are by law different as to the amount and extent. Expectations differ as well as to the effects of rehabilitation. One can expect the support system will, in a particular way, give priority to creating conditions for effective rehabilitation and work in proportion to the degree of disability and its severity. Do the solutions in place meet these conditions? For 20 years of functioning, the current system has been subject to many changes, especially in the financial area. The current direction of evolution of the system leads to the question about its effectiveness and efficiency both at national level and at the level of voivodships. The purpose of the article is to analyze the effectiveness of the systemic solutions implemented in Poland in the scope of vocational activation of people with disabilities. The analysis conducted at the voivodship level covers assessment of the various effects of actions taking into account the level of unemployment and labor force participation rate of persons with disabilities, the number of entities participating in the system (sheltered workshops, professional activity facilities, occupational therapy workshops), the total population labor activity and structure of the entities participating in the system. The results of analysis lead to the conclusion that the real values of indicators characterizing economic activity of people with disabilities differ from the model values taken as assumptions for objectives of the declared public policy, and lead to questions about the effectiveness of support tools and pertinence of the directions of change.

The paper presents the types of support available to disabled people entering or returning to labour market. The paper presents the system for support interaction of disabled people using a low-cost computer module. The system is based on the Microsoft Kinect device. Its usability strongly depends on the designed software. The architecture of both software and hardware part of the system is discussed. The tests performed on human volunteers are presented as well. The article discusses the phenomenon of infrahumanisation in academic relations between able-bodied people (both students and academics) and students with disabilities. The main goal of the article is to show that infrahumanisation may make it difficult for young people with disabilities to build their capital for the future in the form of interpersonal relations. The paper uses Arnold van Gennep’s concept of the rite of passage as a model of entering adulthood, and focuses specifically on the stage of university education as the one which completes the transition into adulthood, and marks the beginning of a “normal” life (i.e. one consistent with social expectations). The phenomenon of infrahumanisation shown here on various levelsof academic life disrupts this process, and may hinder the inclusion/integration of disabled people into society. The relations between disabled students and non-disabled people who are part of the academic community in which the students operate may, however, also bridge the distance between the two groups, and thus contribute to paving the way to a respectful society, i.e. the way of equality.

Przedmiotem podjętych badań było funkcjonowanie rodzin z dzieckiem niepeł-nosprawnym w sferze psychospołecznej. Badaniami jakościowymi objęto 8 środowisk rodzinnych, w których wychowuje się dziecko z prawnie potwierdzoną niepełnosprawnością. Wykorzystano w tym celu metodę indywidualnego przypadku oraz techniki badawcze: wywiad narracyjny i technikę projekcyjną (list do rodzica oczekującego narodzin dziecka z niepełnosprawnością). Analizie poddano takie zagadnienia, jak: obciążenia i trudności związane z niepełnosprawnością, percepcję sytuacji stresowej, a także zasoby rodziny i możliwości adaptacyjne.
The subject of the studies undertaken was the functioning of families with disabled children in the psychosocial area. The qualitative studies included 8 family environments where a child with a legally confirmed disability was being raised. For the purpose of the study, the individual case study method and such research techniques as narrative interview and projective technique (letter to a parent expecting the birth of a disabled child) were used. The analysis also included such issues as disability-related burden and difficulties, the perception of stressful situations, as well as the resources of the family and their adaptation capabilities.

In this article we consider the concept of “independent life” for people with disabilities, and attempts to implement the idea in Norway and Poland, especially in relation to the employment of people with disabilities. Assistant services appear to be so crucial in this regard that they are mentioned in the UN Convention on the Rights of Persons with Disabilities (the CRPD, adopted on December 13, 2006). However, the organization of such services in these countries reveals strains resulting in part from misconceptions of what it means to have a disability and what is meant by “independent living.”

The study is aimed at presenting the educational space of a disabled learner within the category of infrahumanization – social categorizing into “ingroups” and “outgroups”. The presented issues comprise educational space, three functioning forms of education, the phenomenon of infrahumanization and the common group identity. Disabled learners’ functioning within a class is presented in: mainstream school (where the dominating group consists of learners without disabilities), integrated school (where categorization of learners is shaped in the way offering more chances to the disabled), and special school (a segregation-based form). Two dimensions of the discussed phenomenon of infrahumanization are indicated – heterogeneousness, which enhances attitudes of acceptance and understanding within a class group (micro-dimension) and its more serious social consequences (macro-dimension).

The article substantiates that the formation and development of the modern labor market are significant for the further development of Ukraine as a legal, democratic, and socially oriented state. Particular attention is paid to studying a specific segment of this market - the market of persons with limited labor opportunities. As practice shows, due to limited health opportunities, workers with limited labor opportunities do not have the chance to compete on an equal footing with other citizens in the labor market. As a result, their rights to work are violated, they are being forced out of the labor market, unemployment is growing and depth of poverty. The article proposes forms, mechanisms and systems of access to this market. The conducted research allowed to identify the main reasons for the low level of employment of representatives of this segment of the labor market.

The author with the help of metaphors released skirmish that may occur for a young researcher who uses grounded theory. The aim of the paper is a thesis that the application of this strategy requires from the researcher not only a knowledge of procedures, discipline and extensive knowledge but also, and perhaps above all, subtle reflectivity. It was explained also the relationship between the two areas (Grounded Theory and battle metaphor). Then, the author points to the skirmishes that happened to her in the research of students with disabilities in accordance to the strategy of grounded theory. They can occur, however, in any other areas of young researcher. The final conclusion of the use of skirmish metaphors, which was used in relation to the examination procedure, may be used to descriptions of the area under consideration as well.

The diocese is the Catholic Church made manifest in a definite place. The Church is realized there in its priestly, teaching and pastoral functions. Owing to the bishop's ministry the diocese is a part of the Catholic Church, and at the same time it is a particular Church that has its own identity and specificity. the bishop’s ministry is directed to all the faithful in the diocese. Disabled people are entrusted to his special care, as they cannot fully realize the Christian mission in the parish. For them the bishop, along with the diocesan curia and properly prepared priestly and lay assistants, organizes a special kind of pastorate that has asupra-parish character. He also supports efforts made by parish priests on the basis of the principle of personalization, normalization and integration. It is also the bishop’s task to offer material, educational and teaching aid, as well as help in their rehabilitation.

Tourism is an important part of life for all people, including those with disabilities.In the case of the latter, in addition to typical features such as – leisure, cognitive,educational, etc., tourism is also part of rehabilitation (physical rehabilitation, psychologicaland social), contributes to the openness to other people, facilitates acceptanceof disability, make disabled people believe in their own value, and often break out ofisolation - the same contributes to finding his place among “healthy” people. People withdisabilities, taking a tourist activity, much more often than people without the restrictions,encounter in a variety of barriers. Some of these barriers are common to people with variousdisabilities, others are linked to the type of disability. Most studies about disabledpeople tourism focuses on the discussion of barriers of tourist activity in this group. Thisarticle treats this issue in a different way - is an attempt to show that tourism is not onlya privilege for people without disabilities. The author presents ways to increase touristactivity of people with disabilities and shows ways for making the tourism area of activitymore accessible for them.

Platform simplicity of its design and execution to ensure a safe workout every person driving around in a wheelchair, which would have a device at home.

Prezentowany artykuł dotyczy znaczenia osób niepełnosprawnych w życiu młodych ludzi. Na wstępie został omówiony problem integracji osób niepełnosprawnych. Zwrócono uwagę na bariery uczestnictwa niepełnosprawnych w życiu społecznym. Zauważono, że osoby niepełnosprawne mogą odgrywać ważną rolę w życiu młodych ludzi. Kontakt z osobą niepełnosprawną często wpływa na hierarchię wartości ludzi pełnosprawnych. Aby zweryfikować tę hipotezę przeprowadzono badania dotyczące znaczenia osób niepełnosprawnych w życiu studentów. Opinie polskiej młodzieży na ten temat są znane (Wołosiuk 2008), więc interesujące było poznanie stanowiska studentów zamieszkujące inne państwo. W związku z tym zwrócono się do studentów Białoruskiego Państwowego Uniwersytetu Kultury Fizycznej w Mińsku, aby wypowiedzieli się na temat niepełnosprawności oraz ich relacji z osobą niepełnosprawną.
The following article concerns the significance of the disabled in the life of young people. In the introductory section, the problem of integration of the disabled has been discussed. The attention is paid to the existing barriers that hinder disabled people from participation in social life. It has been noticed that the disabled may play an important role in the life of young people. The contact with a disabled person quite often affects the hierarchy of values of those who are healthy. In order to review the hypothesis, the tests concerning the significance of the disabled persons in the life of students were conducted. The opinions of the Polish youth on this topic are known (Wołosiuk 2008); thus, it was interesting to see the position of students living in another country. As a result, the students of the Belarus State University of Physical Education in Minsk were asked to give their opinion on disability and their relationship with disabled persons.

This paper presents the general principles of building a sailing yacht designed for people with multiple disabilities. Specific requirements for the crew on such vessels have been stressed. A lot of attention has been given to the possible disabilities of the design subjects and accessibility of the new yacht. The universal design method has been adopted to enable meeting ergonomic and rehabilitation requirements. We discuss selected stages of the design process: problem analysis, yacht construction and equipment. We discuss the influence of the type of disability on yacht use, in detail. Two tasks have been combined, that of a sailor with disabilities and that of a yacht. Both of them need to be taken into account in the socio-technical ‘sailor with disabilities - yacht’ system. A set of required yacht adaptations has been developed to meet the relationships in this system. Typical dangers in sailing on the Empatia 60 FD yacht are further enumerated. We provide a set of design rules for constructing dedicated yachts for the disabled and their practical use.

A child is a member of a vulnerable group in societies. Children's rights are equal for all children and they cannot be denied, because they are a birthright. However, throughout the world, children with disabilities and their families constantly experience a barrier in regard to the enjoyment of their basic human rights and to their inclusion in society. Their abilities are overlooked, their capacities are underestimated and their needs are given low priority. The barriers they face are more frequently a result of the environment in which they live rather than a result of their impairment. The situation began to change only when requirements to include disabled children in the education system were introduced in legislation. Following the example of other countries worldwide, the Republic of North Macedonia introduced inclusion of children with disabilities in the mainstream educational process, because the right to education is a right for all children, including the ones with special educational needs. For this purpose, the Republic of North Macedonia implemented a series of changes in the educational system for successful inclusion of children with special educational needs. Hence, the main aim of our paper is to represent the actual situation in Macedonian schools regarding the problem of educational inclusion of students with disabilities in the regular school system. The research methods are based on document studies and case studies about changes in social and educational policies for students with disabilities and special educational needs who are included in primary and secondary education. At the same time we shall present some guidelines for teachers who work with these children and future directions for a proper inclusion system in the Republic of North Macedonia, because every child has a fundamental right to education and must be given the opportunity to achieve and reach an acceptable level of learning. In this frame, school societies try to support full participation of students with disabilities in areas of their lives on equal terms, conditions, social justice and basic human rights.

The standards of accessibility for buildings and their surrounding are regulated by legislative norms. However the efficient and really useful solutions are noticeable only by personal and physical experience. To make the issue closer to the future designers, it was created a subject, possible to select by students, titled "Users with disabilities in public spaces". It is divided into lecture and practical classes. The Lectures contain the following issues: types of disabilities, legal norms, ergonomics parameters, examples of universal solutions (in accordance with Design for All) as well as tourism and recreation of people with disabilities. The practical classes give to the students chance to get physical experience of architectural, terrain, communications and social barriers well known by disabled users. To accomplished this aim, we use following equipments: wheelchairs, crutches, walking frames, white canes and weights for imitation of an old age. Thanks to the equipments it is possible to feel as a persons with different types of disabilities. During the classes students consecutive assess accessibility of buildings in Wroclaw University of Environmental and Life Sciences complex and selected parts of urban spaces. The final task is to write a report of accessibility contains as well propositions of solutions in accordance with Design for All. The subject "Users with disabilities in public spaces" is popular with students. It is chosen by them every year and the participates are very committed to their tasks during classes. The mail aim of the subject, which is shaping sensitivity in future designers of public space, will be the practical expressed in their career.

This article deals with mobility as the necessary part of our life. The transport integration and planning are very important for providing sustainable mobility. In view of this aim the high-quality services have to be offered to passengers also for the disabled peoples. It includes also bus stops, vehicles suitable for disabled persons. This article presented the other technical conditions for the transport means which must carry the disabled peoples either.

The article presents selected issues related to the limitations and capabilities of transportation of persons within the logistics systems. Physically disabled persons constitute a group with special requirements with regards to the transportation. Article examines necessary adaptation requirements in order to fulfill the transportation objective, including during boarding and disembarking disabled persons in wheelchairs.

This article aims to draw attention to the necessity to broaden the rangeof activities supporting professional development of disabled people. Obtaining employmenttends to be perceived – as this group’s ultimate goal of professional activation.This approach fails to consider that nowadays undertaking employment ina modern organization implies long-term commitment to continuing education. Accordingto the lifelong learning concept, professional development is a lifelong commitment.Thus, throughout the process, disabled people need assistance that shouldtake into account their individual needs, predispositions, abilities and limitations.Coaching may become a critical element of this support. This development methodmay be described as the art of supporting people who wish to transform their dreamsinto goals and to make effort to achieve these goals.

Fundacja Pro Omnibus wraz z młodzieżą niepełnosprawną stworzyła ciepłe, pełne empatii środowisko, które funkcjonuje zgodnie z duchem nazwy Fundacji. Rodowód nazwy Fundacji wywodzi się z łacińskiej sentencji „Unus pro omnibus, omnes pro uno” – „Jeden za wszystkich, wszyscy za jednego”. Zadaniem Fundacji jest promowanie talentów muzycznych młodzieży i stworzenie jej możliwo-ści kształcenia, a przede wszystkim umocnienia wiary w sens i piękno życia. Dzieło to dynamicznie rozwija się obejmując swoim działaniem coraz większy zasięg terytorialny wykraczający już poza granice Polski. Głównym celem Fundacji jest promowanie talentów muzycznych młodzieży niepeł-nosprawnej przez organizowanie imprez artystycznych, impresji artystycznych, festiwali piosenki z jej udziałem. Uzdrowisko Ciechocinek, dzięki działaniom Fundacji stało się miejscem nie tylko o niezwykłych walorach rekreacyjnych, lecz także miejscem o wysokich walorach humanistycznych. Jest to godne popularyzacji, gdyż stanowi wzorzec dla wszystkich czujących potrzebę i sens szeroko zakrojonej działalności na rzecz rozwoju rekreacji i turystyki dostępnej wszystkim ludziom niezależ-nie od ich stanu zdrowia i sprawności fizycznej.
An aim of considerations is to present the new forms of activities for disabled people through promotion of their artistic abilities and, in particular, music talent. In Ciechocinek, one of the oldest, biggest, and best-known resorts in Poland, famous of unusual medicinal properties, rich cultural life, popularity among the artistic bohemia, musicians, and singers considering this resort as a magic place for the body and soul, for more than ten years has been operating the Pro Omnibus Foundation.The precursor of its work was the foundation called “There is really somebody waiting”, established by the late songstress Grażyna Świtała, who initiated in 1996 the “Festival of Song of the Children and Youth with Special Needs”. The Pro Omnibus Foundation is a magnificent continuation of the resort’s cultural and musical tradition. This wide-ranging activity of promoting the talented disabled juveniles enriches tourist and recreational values of Ciechocinek. The Foundation’s leitmotiv is multidirectional assistance for disabled juveniles, musically talented, in particular. The Pro Omnibus Foundation, together with disabled juveniles, has created a cordial, full of empathy milieu which has been functioning in accordance with the spirit of the Foundation’s name. The origin of the Foundation’s name comes from the Latin maxim “Unus pro omnibus, omnes pro uno” – “One for all, all for one”. The Foundation’s task is to promote music talents of youths and to provide them with the opportunities for education and, first of all, to reinforce their creed in the sense and beauty of life. This work has been dynamically developing covering with its activity the bigger and bigger territorial range, already exceeding Poland’s boundaries. The main aim of the Foundation is to promote music talents of disabled juveniles by way of organising artistic events, artistic impressions, and song festivals with their participation. The Ciechocinek resort, owing to Foundation’s activities has become the place not only with unusual recreational values but also with high humanistic values. It deserves popularisation as it is a model for all those who feel the need and sense of wide-ranging activities for the development of recreation and tourism accessible for all people, irrespective of their state of health and fitness.

The sexuality of disabled men and women is taboo. In Poland, until now, there has never been a sexual rehabilitation program for the disabled after spinal cord injury. The aim of the empirical research carried out was to identify the main barriers associated with active sex life after spinal cord injury and to present the patients’ expectations of their sexual rehabilitation. An important aspect of the study was the question of the physiotherapist’s role insexual rehabilitation. The study included 12 women and 48 men with spinal cord injury. The authors used a questionnaire consisting of 22 questions, which was sent by email to the respondents. The research participants most often mentioned these concerns about having an intercourse: psychological barriers and the inability to control their physiological reflexes during sexual contacts. The demand for sexual rehabilitation of persons with physical disabilities is very large, and the most expected forms of assistance are: sexual instruction and support in overcoming the fear of involuntary physiological reflexes. However, not all forms of rehabilitation have been positively evaluated by the respondents, for example the services of a standin partner have not found acceptance among them.
Zagadnienie dotyczące seksualności niepełnosprawnych kobiet i mężczyzn było niezwykle rzadko podejmowane w procesie rehabilitacji i towarzyszył mu bardzo duży obszar niewiedzy. Rehabilitacja seksualna jest częścią szeroko pojętego procesu rehabilitacji i powrotu do odzyskania miejsca w społeczeństwie, lecz w Polsce, do chwili obecnej, nie stworzono programu rehabilitacji seksualnej dla osób niepełnosprawnych po urazie rdzenia kręgowego. Celem zrealizowanych badań empirycznych było rozpoznanie podstawowych barier związanych z podjęciem życia intymnego niepełnosprawnych po urazie rdzenia kręgowego oraz ukazanie oczekiwań tych pacjentów wobec rehabilitacji seksualnej. Ważnym wątkiem pracy było określenie roli fizjoterapeuty w podejmowaniu elementów rehabilitacji seksualnej w terapii osób niepełnosprawnych po urazie rdzenia kręgowego. Badaniem objęto 12 kobiet i 48 mężczyzn po urazie rdzenia kręgowego (tetra i paraplegicy) korzystających z forów internetowych oraz stron internetowych poświęconych tematyce seksualności osób niepełnosprawnych. W badaniu zastosowano kwestionariusz autorski składający się z 22 pytań, który wysyłano drogą emailową oraz umieszczano na forach internetowych. Najczęściej wskazywane przez uczestników badań obawy związane z podjęciem współżycia to niemożność zapanowania nad odruchami fizjologicznymi w trakcie pożycia intymnego, a także bariery psychologiczne. Zapotrzebowanie na rehabilitację seksualną osób niepełnosprawnych ruchowo jest bardzo duże, a najbardziej oczekiwanymi formami pomocy są: instruktaż seksualny oraz wsparcie w przełamywaniu lęku przed mimowolnymi odruchami fizjologicznymi. Nie wszystkie jednak formy rehabilitacji zostały pozytywnie ocenione przez respondentów, np. usługi partnera zastępczego nie znalazły wśród nich akceptacji.

Niniejsza publikacja jest poświęcona problemowi zapewnienia dostępu do zabytkowych obiektów użyteczności publicznej osobom niepełnosprawnym, przy czym tę dostępność należy dostosować do potrzeb i możliwości tych osób niepełnosprawnych. Na przykładach pokazano, w jaki sposób można zapewnić dojście i dojazd do zabytkowych obiektów osobom niepełnosprawnym. Przedstawiono także możliwość wykorzystania wyników pracy doktorskiej dotyczących pochylni nowego typu (tymczasowej pochylni LPZ) charakteryzującej się większą „elastycznością” w zastosowaniu.
This publication is dedicated to the problem of providing access to historic public utility buildings for people with disabilities, with simultaneous adaptation of this access to the needs and abilities of disabled persons. It shows examples which show how to provide access to historic buildings to people with disabilities. It also presents the possibility of using the results of a doctoral dissertation concerning the new type of ramp (an LPZ light substitute ramp) characterized by greater "flexibility" of application.

Dane empiryczne wskazują, że kraje europejskie pomimo różnic w poziomie i tempie niwelacji nierówności ponadindywidualnych charakteryzuje podobny system wartości etycznych. Na kanwie wspólnej moralności powstało wiele reguł postępowania w zakresie kształtowania i realizacji zadań polityki społecznej wobec niepełnosprawności. W ostatnich latach szczególnego znaczenia zaczyna nabierać zasada spójności ze względu na konieczność dostosowania strategii krajowych do wymogów unijnych. Przeprowadzona analiza wykazała, że użyte przez władze polskie narzędzia unifikacyjne w postaci uszczelniania systemu ulg we wpłatach na PFRON i dotacji do wynagrodzeń pracowników niepełnosprawnych doprowadziły do zespolenia polskiej oraz unijnej polityki społecznej w zakresie niepełnosprawności.
Years of experience show that European countries, despite the differences in the level and rate of reducing social inequalities, are characterized by a similar system of ethical values. On the basis of the common morality, there has been established a good practice of shaping and accomplishing social policy tasks regarding disability. In recent years, the principle of coherence has been gaining special importance because of the necessity to adjust home strategies to EU requirements. The analysis showed that the unification tools of sealing the system of relieves in PFRON contributions and allowances to remunerations for disabled employees, which Polish authorities applied resulted in the coherence of Polish and EU social policy regarding disability.

Tereny wiejskiej są miejscem życia i pracy znacznej części naszego społeczeństwa. Obserwowane obecnie zjawiska: zmniejszania znaczenia małych i średnich gospodarstw pod względem produkcji rolnej, lokalizacja na terenach wiejskich osiedli mieszkaniowych i inne procesy stawiają przed specjalistami zajmującymi się przemianami w krajobrazie pytania o przyszłość. Zaobserwowano również związek z tymi obszarami obiektów o funkcjach specjalnych. Dla prawidłowego funkcjonowania tej grupy użytkowników bliskość przyrody ma szczególne znaczenie i pozytywny wpływ na wielu płaszczyznach. Poniższy artykuł przedstawia i opisuje placówki dla osób niepełnosprawnych np. Attel, Niemcy, który swoją działalnością objął całą wioskę. Praca ta stawia pytania dotyczące przyszłości obszarów wiejskich i możliwości drzemiących w zasobach terenowych ośrodków dla poszerzenia ich programów. Również może być inspiracją dla mieszkańców wsi poszukujących nowego wymiaru dla ich miejscowości.
Rural areas are space of living and working for majority of our society. Nowadays we observe problems connect with this regions, which are: decrease of significance of small and medium sized farms in agricultural production, localisation in the rural area homes estates and another similar processes which questioning experts on the field of landscape transformation about theirs future. We have also notice a link between rural area and connected with them buildings which provide special services – social welfare i. e.: community homes, education and rehabilitation facilities, which responsibility is to take care of disable or elderly people. For the proper functioning of this particular group of users, closeness of the nature is essential and has positive impact on them on many different levels. This article presents facilities for disable people. The main part of this paragraph describes the centre in Attel, Germany, which running engage all of the villagers. This occupation asks a question about future of rural area and possibilities hiding in regional centres to extend theirs programs. It can be also an inspiration for another residents searching for a brand new dimension for theirs village.

The authors of the contribution deal with evaluation of general motor performance in older school age pupils with a moderate mental disability. The aim of the research was to find out differences in the general motor performance between mentally disabled pupils and non-disabled pupils. The research sample consisted of 100 pupils aged 13 to 15. They included 25 boys and 25 girls with a moderate mental disability and 25 boys and 25 girls without a mental disability. To evaluate the general motor performance, the European test of motor performance Eurofit Special was used, modified for the needs of mentally disabled persons by Jean-Claude de Potter (1996). The research confirmed that the general motor performance of the youth with a moderate mental disability was statistically significantly lower than that of their non-disabled peers.

In accordance with the vision of the National Urban Policy, in 2023 Polish cities are to be efficient and coherent as well as competitive, and in the aspect of transport and urban mobility - compact and balanced. One of the basic objectives of the National Urban Policy is to achieve sustainable mobility in the functional area of the city. Activities related to the adaptation of cities to the needs of people with special needs are treated as a priority due to the constantly increasing number of people with this type of requirements. Czestochowa trying to meet the requirements of all its inhabitants, introduces numerous local programs to identify the needs of residents. The purpose of the article is to present the social policy of Czestochowa City in relation to people with special transport needs and to assess the degree of adaptation of the urban transport fleet to the needs of these social groups. The data analysis was possible thanks to the use of the Desk Research method. The work is of a review nature and will allow to illustrate deficiencies in the mentioned scope.

Maternity in the case of women with intellectual disabilities is exposed to many factors hindering its implementation. Research on this occurrence shows that one of the main reasons for that is insufficient or inept support for this group of women in different areas, such as educational, financial, informative, emotional. Teenage mothers with disabilities are in a particularly difficult situation. The article presents the analysis of statements of an adult woman with mild intellectual disability on her experience of teenage pregnancy as well as maternity as an adult woman. The humanistic attitude of giving the floor to the respondent allowed to determine other meaningful matters in the woman’s life (among others: relationships with life partners, relationship with the mother, vision of the future, financial situation) The methodology of research used was qualitative research. Two open interviews took place 8 months apart. The interviews were recorded to an electronic device. The material obtained was later transcribed. Triangulation of the sources was included (two family assistants were interviewed).
