Within the rapid changes in communication techniques, culture, pedagogy, and developments in knowledge, it is vital that educators are familiar with new educational changes, mainly those changes which are connected to technology. Change can be accompanied by fear, and thus some teachers might resist changing (Fullan, 2006). In the digital age, some teachers might be reluctant to change because they feel they are immigrants in the digital world (Prensky, 2001). In developing countries, such as Algeria and Libya, teachers might feel more frustrated because of the digital gap in their countries and because of the digital gap with the students (Warschauer, 2003). This conceptual paper aims at exploring the main factors that inhibit teachers from change. This paper focuses on teachers from k- to college teachers in general. The rationale behind dealing with teachers in general, and not teachers of a specific discipline is to explore the way teachers in low technology areas could see their development from a digital perspective. It is also assumed that digital education is needed in all fields of education as there are already policies about the integration of technology in education (Hamdy, 2007). In the context of this paper, change is defined as switch from Mindset 1 to Mindset 2. Educators with Mindset 1 consider the digital age as an extension of the industrial world; whereas educators with Mindset 2 believe the digital age is a post-industrial era, and the changes that are happening should be approached as new.

This article presents contemporary companies, which function or intend to function in cyberspace. It stressed certain aspects concerning communication between a company and its surroundings as well as tools that should be used to maintain and even increase competitive advantage. What is more, the article shows the aspects of company’s proper functioning within presented area that should be born in mind, as these aspects prevent companies from making mistakes while deciding to operate in the offline and online world. In the research section, there were presented polish companies which are digitalised. The article demonstrated contemporary tools and communication channels with a client, sales channels, places where consumers may gain information. Attention was also focused on monitoring of the information flow that is of increasing importance for enterprises operating in cyberspace.

Purpose: This article aims to assess strategy and technology as key drivers of Greek businesses’cdigital transformation and compare the results to those of international studies and sources. Methodology: A research was conducted on 124 Greek businesses from different sectors and industries with the use of an anonymous questionnaire from December 2019 to January 2020. Greek businesses were categorized as early, developing, and maturing according to their perceptions about the level of their digital maturity, and differences were identified. The results were finally compared to an international relevant survey. Findings: Several differences were located among the Greek businesses of the three digital maturity categories as formulated after their self-evaluation, and evolution has been identified on their perceptions about their digital strategy, its existence, objectives, and structure, which can be seen developing and expanding from the lowest to the highest levels of digital maturity. Originality: The findings can be useful in creating an initial picture of the perceptions and practices applied by Greek businesses to their use of digital technologies. They can also become a measure of comparison for the self-evaluation of Greek businesses in their efforts to digitally transform.

The article highlights the attempt to interpret the concept of digital logistics, which in most scientific papers is considered not as a separate concept, but as a set of technologies that allow digitalization of logistics. The main goal of the study is to review key technologies that allow us to talk about the digital transformation of logistics and its digitalization. In particular, the methods and advantages of using technologies such as the Internet of Things, RFID technology, wireless sensor networks (WSN), which are used in an integrated manner and make it possibleto track the movement of goods and apply smart management; digital duplicates that simulate real objects, in particular, warehouses in digital format; autopilot cars, drones, which minimize human participation in the processes of delivery and transportation; blockchain, Big Data, Data Lakes, artificial intelligence, which together allow to form arrays of information and make conclusions and forecasts based on them, which allow optimizing logistics processes; 3D printing, which makes it possible to replace the delivery of components with their production on-site as needed. Technology such as digital logistics platforms that can be used to optimize procurement and transportation of goods is singled out. Research methodology: analysis and synthesis for preliminary analysis with the formulation of problems, definition of goals, system approach for definition of structural connections between elements of digital technology of logistics.

The emergence of the Industrial Revolution 4.0, the digital trend or the digital transformation is really taking place strongly in all fields. The "core" issue of Industrial Revolution 4.0 is digital transformation, with the integration of digitalization, intelligent data connection and processing. The digital economy not only creates high scale and growth rate for economies, but also helps maintain more sustainable growth. This is because the core technology applied to the digital economy will help to create better and more effective solutions for people through the rational use of resources, minimizing pollution problems. The digital economy is part of the economy. Digital economy development is the use of digital technology and intelligent data processing to create new business models, create digital products or services or assist in providing digital services to businesses, with the convergence of modern technology platform. Recognizing the digital transformation trend, most developed economies in the world have adopted a digital technology development strategy. In particular, countries focus on researching and applying new technologies to economic growth. Research by Oxford University and McKinsey Consulting (USA) has shown that 50% of jobs in developed countries will be replaced by automated processes in the next 15 years. This percentage is forecast to be even higher in developing countries like Vietnam. Up to now, more than half of the world's population is connected online, one third are on social media. The developed economies in the world all offer digital technology development strategies associated with economic growth. Therefore, universities need to train digital human resources to meet the development needs of the digital economy.

In the context of the strong outbreak of the Covid-19 pandemic leading to increasing social distancing, it is difficult for businesses to access the labor market. Therefore, it is necessary to create a connection channel between the employer and the labor supplier. That helps to adapt to the context of the Covid-19 pandemic, while also taking advantage of the achievements from the Industrial Revolution 4.0. The development of a training model that connects human resource trainers with human resource users who are businesses is considered an important requirement in the context of the Covid-19 pandemic. The university-enterprise model demonstrates active cooperation and has a profound impact on teaching and scientific research activities in universities. Since then, constantly improving the quality of training to create labor products that meet the rigorous needs of enterprises. This study uses exploratory factor analysis methods to screen observations to analyze, evaluate and draw conclusions about the formation of a university-enterprise linkage model. Thereby helping to create a bridge in cooperation between universities and businesses. On that basis, propose solutions to promote cooperation between universities and businesses in the current Vietnamese conditions, contributing to creating high-quality labor for society, meeting the needs of digital businesses.

Today, parents make use of social media accounts for many different purposes, such as obtaining information, giving advice, receiving support, and exchanging ideas with other parents. In parallel with the use of social media, according to their parenting roles, individuals frequently share various content related to both their own daily practices and the development processes of their children. The fact that most of the content shared is about children raises the question of digital privacy in this context. Based on this focus, this research aims to determine the priorities attached by the parents when they share content about children on their social media accounts, and what kind of measures they take in sharing this content to protect the digital privacy of their children. Therefore, a questionnaire based quantitative field study was carried out within the scope of this research. As a result of the study, it was found that parents primarily prefer sharing special occasions with their children, family photographs and photographs of their children at early ages; if the child is at a later age, they tend to consult him/her before sharing the content, but they do not tend to pay enough attention to ensuring that the child's identity is kept confidential and sharing of personal information is avoided.

Research background: Digitalization in the context of the COVID-19 pandemic has accelerated significantly across Europe, including in regions that are at the stage of catch-up development. However, as innovative technologies are intensively integrated into everyday life, the digital gap between the EU countries is increasing. The widening digital gap is becoming a serious threat to achieving the EU's sustainable development goals and building a sustainable European society. Purpose of the article: The purpose of the article was to empirically substantiate the inclusiveness and convergence of the digital strategy in the EU countries. Methods: Using the method of fuzzy sets, the level of asymmetry in access to transactional            (e-commerce), information (cloud computing), operational (artificial intelligence) technologies in the EU countries was assessed. The negative impact of the digital gap within the countries (the gap between small, medium, large companies) and the global digital gap (the gap between EU countries) on the competitiveness of countries was established, for which correlation analysis and the Granger causality test were used. Findings & value added: The findings of this study contribute to the literature of digital transformation and digital gap of European countries. The impact of the digital gap in transactional, information, operational technologies on the competitiveness of countries is differentiated depending on the level of digitalization of the country. Cluster groups of countries are determined by the convergence of digitalization and ways to ensure long-term competitiveness. The directions for reducing the digital gap in the EU countries are substantiated by changing the priorities of spending on innovation and increasing productivity, diversifying the digital technologies used. The empirical results obtained can serve as a basis for improving the effectiveness of the digitalization policy in the EU countries in accordance with individual convergence goals. The main added value of the paper is related to the presented research procedure, which can be used in analyses of digital technologies development also for other countries. The results provide valuable insights into evaluating the digital technologies in European countries.

Currently, in the context of an introduction of digital ICT in education, we are facing a problem of determinants in successful digital education that are compatible with the primary educational goals. Under the term significant determinants we understand digital competencies of teachers that necessarily become a subject of development. These competencies are pragmatically reflected in the frames or documents that describe the pedagogical training of future teachers. The author’s intention is to outline an alternative holistic perspective of understanding pedagogical training in future teachers and their digital competencies that are based more on phenomenology and hermeneutics. This perspective reflects a psychagogic approach to education. The author believes that future student training is expressed in „ars docendi“ also in digital education and this „ars docendi“ cannot be achieved without student’s self-reflection of their relationship with ICT, but especially not without self-understanding in terms of values and meaning. This self-understanding leads to moral self-awareness and responsibility. The author points out that it is necessary to accommodate the future teacher’s personal self-reflection and self-projection and incorporate also those psychagogically relevant elements that would be complementary in the process of developing digital competencies. This will allow overcoming challenges of future teacher education, considering the psychagogic needs in education.

Quick progress in modern technologies resulting in the Internet development causes more and more institutions to offer their services through the network. The problem is the consequences of the division of people into those who can, are able to and want to use informational technologies and those whose awareness in this area is very little or none. The faster and faster development leads to great differences in qualifications between groups who do not have access to the Internet and the remaining part of the society. Both the administration and the business community have already noticed the issue of not using ICT by people as an important social problem. The article presents the analysis on how many people still do not have digital competence, as the situation evolved over the years. As the conclusion the Authors pointed out that in many sectors of the economy the knowledge of ITC is a prerequisite for getting a job.

The new core curriculum for general education introduced in September 2017 (Journal of Laws 2017, item 356) introduced changes taking into account the use of new technologies in early school education. From now on, the school is to better prepare students for the requirements of a digital society, including a creative use of media. This requires the teacher’s readiness to introduce the media into the educational process, commitment to and efficient use of the digital media in individual education. I was wondering about the attitude of early school education teachers to using new technologies in lessons (especially in the context of the new curriculum). Moreover, I wanted to see if teachers show commitment to developing their own digital skills. Such an attitude would be justified: the high digital competences of teachers not only help the proper implementation of the core curriculum in grades 0-3, but also help in career promotion and prepare children for efficient functioning in a digital society. To answer the above questions, I carried out my own diagnostic survey on a group of 460 early school education teachers (N = 460), using a questionnaire. Teachers indicated a diverse attitude to both the changes introduced in the core curriculum and the use of digital media in education. They mainly point to their own digital incompetence in the use of new technologies in early school education lessons. New media are most often used in lessons by teachers older in terms of age and work experience; we can associate it with teachers’ professional promotion, which is connected with the requirement of using multimedia in the learning process as defined by the legislator. Teachers do not rate their digital skills too highly yet at the same time show interest in courses, trainings and workshops organized by the school, thanks to which they can improve their skills in this area. They also recognize that a digitally competent teacher is the answer to the needs of a new, modern school.

Platforms, driven by digital technologies, enable companies to benefit from net-work effects and powerful ecosystems, providing economies of scale on the demand side in various industries. Platforms adopt different strategies to attract users and establish a sustainable business model, depending on the characteristics of the market in which they operate. They do not create value in themselves, it is the data that are the source of the value created, and the value itself is created at the end of the processing and their analysis. The purpose of the article is to synthesise knowledge about creating value based on data collected and used by digital platforms. To achieve the set goal, a method of analysing publications and source documents as well as sources available on websites was used. These data have value only when they are processed, analysed, and incorporated into the recommendation and prediction strategy. But they can contribute to this indirectly, facilitating access to markets and market spaces, generating revenue for members of the ecosystem, both partners and competitors and creating interconnections without which no transaction can take place. The article provides an academic viewpoint on the notion of digital platforms in the production of value, highlighting their ability to create novel insights and substantial implications for managerial strategies.

The article shows the role of digital media in everyday human life and its infl uence on the formation of attitudes and behaviors. Attention was paid to the special role played by the widespread use of modern communication technologies in family relationships. It was emphasized how the relations between parents and children changed as a result of the rapidly growing technique of mobile phones and their latest version in the form of smartphones. Thanks to smartphones, there is possible an universal access to the Internet, which is both asource of information as well as allows to use different instant messengers for communication. This broadly understood access to the digital environment has a very positive meaning in our everyday life, unfortunately it also carries some threats resulting primarily from uncritical use of Internet resources. The article also contains results of the author’s own statistical research on the impact of the Internet on family relationshipscarried out by the author in the Ivano-Frankivsk region of Ukraine.

The digital transformation program in Vietnam identifies the digital society as one of the three fundamental pillars, encompassing changes in the way social interactions and connections shift from traditional methods to digital connections through modern technology and communication infrastructure. Alongside the numerous positive aspects, the process of building a digital society also presents significant challenges for each country in managing issues related to ensuring digital citizen rights, establishing digital lifestyle standards, and ensuring fairness in digital commerce. In this study, we will: (1) Clarify the concept and characteristics of the digital society; (2) Explore the current status of building a digital society in Vietnam; (3) Analyze some barriers to the digital society construction; (4) Propose some recommendations for enhancing the effectiveness of national governance in Vietnam today.

The digital transformation of an enterprise is an extremely complex issue, which involves modification of the traditional model and business processes through the use of ICT solutions. The transfer of operational activities from the analog to the digital sphere enables new production and distribution methods, better interactions with the customer and the production of digital goods and services. Therefore, digital transformation, as a key issue for enterprises, should play a central role in their development strategy. In the world of artificial intelligence, based on self-learning algorithms and global data flows, appropriate workforce skills are necessary for the effective implementation of a digital strategy. The skill gap, resulting from a lack of proper vision, knowledge, skills and experience, is the main reason for the lack of success in the process of the digital transformation of SMEs. It is also significant with respect to ensuring faster economic growth and the process of social inclusion. The purpose of the study is to outline the importance of the issue of reducing the digital gap, which is one of the important competence gaps for conducting effective digital business transformation at the threshold of the third decade of the 21st century, and to present solutions of systemic support for the development of digital skills in Polish enterprises. The findings of the analysis are as follows: in order to reduce the gap in digital skills, it is necessary to strengthen extensive cooperation within the triple helix, to include public-private partnerships based on coordinated actions undertaken jointly by enterprises, science, and public administration. Science and technology parks (STPs) should play a special role in this respect. However, for this assistance to be effective, it is necessary to prepare the managerial staff for the construction and, above all, implementation of an appropriate support strategy related to STPs for the digital transformation of their tenants.
Cyfrowa transformacja przedsiębiorstwa jest zagadnieniem niezwykle szerokim, obejmującym zmianę tradycyjnego modelu i procesów biznesowych przy wykorzystaniu rozwiązań ICT. Przeniesienie działań operacyjnych ze sfery analogowej do cyfrowej, umożliwia nowe sposoby produkcji oraz dystrybucji, pozwala na lepszą interakcję z klientem oraz produkcję cyfrowych dóbr i usług. Cyfrowa transformacja zatem, jako bardzo aktualna i bardzo ważna kwestia, powinna zajmować istotne miejsce w strategii rozwoju przedsiębiorstw. świecie sztucznej inteligencji, opartej na samouczących się algorytmach i globalnych przepływach danych, coraz większego znaczenia nabiera kwestia odpowiednich kompetencji kadry, które potrzebne są do efektywnej implementacji strategii cyfrowego rozwoju. Luka kompetencyjna, rozumiana jako brak istotnych z punktu widzenia celów organizacji, wiedzy, umiejętności i doświadczenia, stanowi główną przyczynę niepodejmowania bądź nieudanego procesu cyfrowej transformacji przedsiębiorstw, w tym zwłaszcza MŚP. Prezentuje ona również kluczowe znaczenie z punktu widzenia zapewnienia szybszego tempa wzrostu gospodarczego i procesu społecznej inkluzji. Celem opracowania jest syntetyczne nakreślenie znaczenia kwestii redukcji luki kompetencji cyfrowych, która stanowi jedną z istotnych luk kompetencyjnych dla przeprowadzenia efektywnej cyfrowej transformacji biznesu u progu trzeciej dekady XXI wieku, oraz prezentacja rozwiązań systemowego wsparcia rozwoju kompetencji cyfrowych w polskich przedsiębiorstwach. Wnioski płynące z przeprowadzonej analizy są następujące: w celu zmniejszenia luki w kompetencjach cyfrowych potrzebne jest wzmocnienie szeroko zakrojonej współpracy w ramach potrójnej helisy, która będzie obejmować partnerstwo publiczno-prywatne, w tym skoordynowane działania, podejmowane wspólnie przez sektor przedsiębiorstw i nauki oraz administrację państwową. Szczególną rolę w tym zakresie mają do odegrania parki naukowe i technologiczne. Aby jednak pomoc ta była efektywna, konieczne jest przygotowanie kadry menedżerskiej do budowy i przede wszystkim implementacji odpowiedniej strategii parku w zakresie wsparcia cyfrowej transformacji jego lokatorów.

Niniejszy artykuł prezentuje mnożenie o stałej szerokości bitowej, dla którego szerokość bitowa argumentów jest taka sama jak danej wyjściowej. Najmłodsze bity wyniku są odrzucane już na etapie mnożenia, dzięki czemu układ zajmuje mniej zasobów kosztem niewielkiego błędu obliczeń, który można zmniejszyć poprzez zastosowanie dodatkowych bitów ochronnych, układu kompensacji błędu oraz operacji zaokrąglania. Niniejszy artykuł proponuje nową architekturę uwzględniające powyższe operacje.
The paper deals with fixed-width multipliers, i.e. multipliers for which inputs and output bit-width is the same. In order to reduce hardware requirements for such a multiplier, some of the multiplier logic is truncated during multiplication process (see Fig. 1). This, however, introduces a calculation error which can be reduced by both special truncation-error compensation logic (e.g. presented in Fig. 2) and by additional guard bits. As presented in Tabs. 1 and 2, for relatively small number of guard bits g, the overall error is determined by the rounding process rather than truncation. Nevertheless, as it is proved in this paper, for g>0, the error compensation logic interfere with the rounding process, e.g. offsets the Mean Error (ME). Therefore a novel multiplier denoted as Mean Error optimized Rounded Truncated Multiplier (MERTM) is presented. The MERTM, instead of rounding, includes additional AND gates in comparison to the VCTM [1]. As a result, for the MERTM, ME approaches zero.

The author is on the borderline of two generations: digital natives and digital immigrants. Thus, this paper presents the autoethnographic perspective of these two worlds as experienced by her. The first one, as Umberto Eco said, is a Built-in Orderly Organized Knowledge world and is the analogue world of the book (BOOK). It is close to the author because of the fact of her educational experiences related to her childhood and youth. The other one is related to using the digital space or educational mobile applications, and is experienced by the author during didactic and research work at the University as well as during workshops she leads for school teachers of different educational stages. Combining these two worlds together gives food for thought and critical reflection on possibilities that are hidden in each of them as well as signalizing the potential risks they both pose.

Theoretical background: The beginning of the third decade of the 21st century brought a dynamic development of new technologies, intensifying the ongoing process of digitalization of the global economy. Among these changes, one of the undoubtedly noticeable areas that are developed both on theoretical and practical grounds is the central bank digital currency (CBDC). It is a new – different from cash – currency issued by the monetary authorities, considered as a response to the development of private virtual currencies, which is aimed at the same time to improve the circulation of money. An increasing number of central banks are considering issuing their own CBDC. According to the BIS studies, in 2021 nine out of ten central banks actively research implementation of a digital currency. This number is constantly growing. More and more monetary authorities are at an advanced stage of CBDC work, 26% of central banks already running pilot tests (compared to only 8% in 2018). Purpose of the article: The main aim of the article is to identify barriers to the central bank digital currency introduction as well the case study analysis of the current involvement of selected central banks in the process of its implementation. Research methods: The main research method used in the conducted empirical research is the case study analysis of selected central banks that have undertaken works on the CBDC implementation. The research verifies the main hypothesis that despite growing involvement of central banks in the work for the issue of CBDC, its barriers and limitations are large enough to inhibit practical implementation. Main findings: The results indicated that such barriers as limited validity period, lack of anonymity and full control of a central bank over its use may significantly limit further monetary authorities’ work on its implementation.

In the study we present results of two research projects conducted simultaneously at the Faculty of Social Sciences, UWM in Olsztyn referring to the place digital technologies have in the learning processes in the opinions of Early Education students. The results show that the group of surveyed students might be situated on the borderline of digital natives and digital immigrants’ worlds. The conducted survey demonstrated limited trust to digital sources of knowledge amongst students and discrepancy between their personal experiences with using new technology, on a daily basis, and traditional ways of learning proposed by the University. The analysis of the case study indicated that for preparing future teachers to work with children (digital natives), it is important to organize a learning environment in which both worlds – digital and analogue – are connected.

By definition, the Internet is an egalitarian tool of communication, a space for free creation and flow of content, for which the only limit is technology and human imagination, whose boundaries cannot be determined. The global network is a field completely unregulated and not bound by any rules. This situation is slowly changing and legislators and courts are beginning to set the boundaries of online proceedings. People posting content on the Internet must do so with precaution so as not to violate the limits of freedom of speech, especially in the field of broadly understood public security, crime, morality, public order, other people’s personal rights, and confidential information.

Under the influence of the 4th industrial revolution and the impact of the Covid-19 pandemic, digital transformation is rapidly taking place in all aspects of society. For businesses, digital transformation is an essential and objective trend for their sustainability and development. The purpose of digital transformation for businesses is to enhance operational efficiency through factors such as accelerating market speed, gaining competitive advantage, driving revenue growth, increasing labor productivity, and expanding customer attraction and retention. Numerous studies have indicated that the process of digital transformation in businesses is influenced by leadership and digital transformation strategies, and digital transformation has an impact on business performance. This study aims to identify the relationship between digital leadership and the operational efficiency of coal mining companies in Vietnam, with the mediating role of digital transformation strategies. Additionally, the study examines the moderating role of digital skills on the relationship between digital transformation strategies and the operational efficiency of the organizations. The research surveyed 111 employees and workers currently working in coal mining companies in Vietnam. Through analysis and hypothesis testing, the results showed that digital leadership does not have a direct impact on coal companies’ operational efficiency. However, it indirectly affects business performance through the mediating role of digital transformation strategies. The study's findings also revealed that the digital skills of employees play a moderating role in enhancing the relationship between digital transformation strategies and the operational efficiency of the organization.

Engaging students during the reading of a complex text is a difficult task for any educator. Digital backchanneling, a Web 2.0 technology, is one tool that can promote: student engagement, low risk participation, learning community development, digital citizenship, an opportunity for formative assessment, and timely response to students’ questions. The purpose of observing the effect of digital backchanneling in an English 11 classroom was to measure the level of students’ engagement with the reading of Shakespeare’s Macbeth. Student engagement increased to 100% when digital backchanneling was introduced during a performance-based lesson.

The present article deals with one of the phenomena of the Industrial (Digital) revolution 4.0, which is digital currency in broader sense, respectively virtual currencies, as some authors refer to them. Despite the fact that this phenomenon is not such a novelty in society, it has demanded the focus of legal science only in recent years and the discussion has not subsided, it can be stated that it is only in the beginning. Along with digital currency in broader sense, there are several issues, such as the correctness of their naming, their legal status and, as far as the area of tax law is concerned, these are also questions of the manner and possibilities of taxing transactions with them. Authors set as a goal of this article to verify the following hypotheses:   - the naming of digital currency in broader sense as a currency is incorrect given the existing knowledge of financial law science.   - the legal regulation of digital currency in broader sense in selected Member States of the European Union is not sufficient.   To verifying the above hypotheses, the authors used several methods of writing scientific works, but especially analysis, synthesis, the method of comparison and the historical method, which the authors used in combination with each other.

In today’s technology-driven world-economy, banking-services have been modernized where customers compete for comparative time-saving-options. Bangladesh, a developing country, is no exception. Besides traditional banking, Agent-banking, bKash, Western-Union etc. serve new-way financial-services. But, in 21st-Century business-mentality era, many factors are unpredictable. Strict laws & application can marginalize the magnitudes of Perceived-risk where developed countries are ahead of developing countries. But it does not guarantee risk-free digital-transaction where developing countries are vulnerable. It might have led a slower growth of digital-banking in countries like Bangladesh. Dealing with determinant Perceived-risk, current author proposed Voluntary-Insurance policy (Rahman, 2018) that deserves to be scrutinized. Using Factor Analysis and Hypothesis Testing on customers’ opinions helps identifying factors that have undermined the growth-trend of bank-led digital. Attributes “Phone call confirmation” has influenced customer’s preference using bKash. “No transaction fee” has influenced using bank-led digital. Addressing risk-factors, Voluntary-Insurance in place can ensure secured digital-banking that can enhance growth of usages digital-banking.

The first Bulgarian-Polish digital resources are the main result of collaborative work between the Institute of Mathematics and Informatics of the Bulgarian Academy of Sciences (IMI-BAS) and the Institute of Slavic Studies of the Polish Academy of Sciences (ISS-PAS), established for the first time in 2006.

In the digital transformation process, the phases focusing on technical and economic aspects were followed by a phase exposing human capital issues. In approximately 3,000 acts of the European Union relating to the digital transformation process published in Eur-lex, as well as in an increasing number of national acts of the Member States, the terms “digital competences” and “digital skills” appear. They occur, inter alia, in the context of the financing of development tasks and their achievement indicators. In the application of existing law, it must be taken into account that the scopes and interrelationships of these new terms are framed differently. This ambiguity may have a negative impact on the effectiveness of digital transformation. It is postulated that the terminological consistency of the multi-level regulation should be improved and, in doing so, it should be noted that the prominence of digital skills in prospective acts and the way in which knowledge is captured can affect the use of the potential of universities.

Opis:
Generating sounding signals is essential for the operation of active sonar. The system should be highly reliable. This can be achieved through architecture, communication between the devices, and a well-designed and self–testing software. The system presented in the article is responsible for the generation of hydroacoustic sounding signals, and ensures proper interaction between power amplifiers and power supplies. Thanks to its structure, the system ensures a very stable generation of many complex sounding signals in the form of linear or hyperbolic frequency modulated pulses (up or down), continuous transmission wave with increasing frequency and others. It is used in the mine-countermeasure sonar, but can also be used in other types of hydroacoustic systems which require complex sounding signals. The article describes possible technical solutions and sounding signals.

The article touches upon the issue of influence of modern digital media on the attitudes of recipients/ broadcasters (digital communicators) related to their creative activities. The first indication applies to the fact that the development of digital technologies introduces a new digital order of communication (from the primary order, through the secondary and hybrid order, to the digital order), which in turn provides communicators with a broad spectrum of new methods and tools of communication 0 including tools permitting creative activities. Second of all, it is noted that despite the mentioned rich offer of digital tools and the promotion of creative attitudes, digital media, in particular global social media, are dominated by attitudesof re-production related both to common re-distribution of existing content (sharing, copying and pasting, etc.), and even limiting creativity entirely (likes, tags). The remarks made are compared to opinions of digital media researchers and neurobiologists indicating on the one hand the weakening/ dissolution of the reception of content by digital media (the negative effect of multi-tasking), and on the other hand, the supersaturation of emotions related to the reception of content (negative influence of computer games). In conclusion, attention is turned to the necessity of establishing in contemporary communicators (on all levels of education) of digital communication competences, in particular the promotion of creative attitudesrelated to these competences.

This article explores the potential of digital games to encode references encompassing specific cultural ideas of romantic love within their spatial structures, thus helping guide the player’s interpretation of romance as they interact with and move through those spaces. It undertakes an analysis of romantic subplots in BioWare’s fantasy role-playing games, specifically those which reappropriate the courtly love trope, and discusses elements of that remediation which rely heavily on spatial metaphors and structures, including the shared experience of heroic journey, the role of questing for the development of romance, and spatial positioning of lovers on the game map. Through its analysis, the article explores how digital games can employ spatial rhetoric while approaching topics of love, and how they are equipped to represent the materiality and spatiality of love and love narratives.

Email is one of the primary sources of numerous criminal activities, on the Internet, of which some threaten human lives. Email analysis is challenging due to not only various fields that can be forged by hackers or the wide range email applications in use, but also due to imposed law restrictions in the analysis of email body. Despite this being a relatively new area, a number of both open source and proprietary forensic tools, with varying possibilities and versatility, have been developed aiding use by practitioners. In this paper, we review existing email forensic tools for email header analysis, as part of email investigation, with emphasis on aspects related to online crime while still considering legal constraints. Through our analysis, we investigate a common case of cybercrime and examine the breadth of information one may gain solely through email forensics analysis. Additionally, a roadmap for email forensic analysis is presented, combining features and functionality already available, to assist the process of digital forensic analysis.

Digital transformation is widely recognized to be a key issue in contemporary management studies. The area is attracting increasing attention because of both the general trend of the growing importance which digital technologies play in the present society, as well as the ways companies are using digital technologies to improve their competitive advantage. As a result, digital transformation is a subject of a growing number of papers, research, and managerial publications. The main aim of this work is to propose and validate a method to measure the phenomenon and its role in companies’ strategies, and to gather information on strategic directions for digital transformation in enterprises. This paper presents an overview of the literature discussion on digital transformation. A method to study directions of digital transformation in enterprises is demonstrated. It is based on the content analysis methodology and is used to study a choice-based sample of companies listed on the Warsaw Stock Exchange. The research carried out offers preliminary evidence supporting the conclusion that digital transformation is a phenomenon which can be measured with the content analysis framework. The findings also outline strategic directions for digital transformation and shed light on possible variables influencing the process.

This article aims to analyze the “Robim Good” project – a digital platform for sharing urban knowledge and info about upcoming local campaigns. A vacuum among urban initiatives was established in Belarus because of the repressive policy of the authoritarian regime. As a result, around 965 non-profit organizations have been shut down. Nonetheless, there was a demand from activists to create a safe managerial organization that focused on urbanism. The “Robim Good” project became a solution. The research question is as follows: what is the value orientation of the analyzed digital platform that attracts new participants? The paper applies the value-based approach in NGO engagement. The analysis shows that one of the main promoted values and key characteristics of the digital ecosystem is security, which is directed at overcoming the dangers of the unpredictable regime. The subject of this thesis is a digital approach to the investigation of the digital basis of digital Periodic Table – periods 4 and 5. A period 4 element is one of the chemical elements in the fourth row (or period) of the periodic table of the elements. The fourth period contains 18 elements, beginning with potassium and ending with krypton. As a rule, period 4 elements fill their 4s shells first, then their 3d and 4p shells, in that order, however there are exceptions, such as chromium. A period 5 element is one of the chemical elements in the fifth row (or period) of the periodic table of the elements. The fifth period contains 18 elements, beginning with rubidium and ending with xenon. As a rule, period 5 elements fill their 5s shells first, then their 4d, and 5p shells, in that order, however there are exceptions, such as rhodium. The digital mechanism of those periods have been analyzed by the application of cybernetic methods, information theory and system theory, respectively. This paper is to report that we discovered new methods for development of the new technologies in chemistry. It is about the most advanced digital technology which is based on program, cybernetics and informational systems and laws. The results in practical application of the new technology could be useful in chemistry, bioinformatics, genetics, bio-chemistry and other natural sciences.

The purpose of this article is to present possible solutions to the problem of access to digital contents left by a deceased user of Internet services under different European legal systems. Discussion of this issue from a comparative perspective will allow the drawing of general conclusions about the direction de lege lata in which European legislation is heading. In my opinion there should be dedicated legal provisons introduced into the polish civil code which would pertain to digital goods. This would also facilitate the harmonization of inheritance matters in a European perspective. Technological development requires amending the civil code to fit changing reality.

The author of the paper presents the concept of teaching in the STEAM model in relation to the necessity of building competence of tomorrow among pupils of primary schools and even preschools. The author sets forth the status of digitisation of Polish schools in the light of the most extensive Polish digitisation survey: the 2017 Digital Diagnosis. The author primarily discusses the conclusions from studies pertaining to the status of digitisation of the Polish schools in the context of implementation of the STEAM model as a concept for developing competence of tomorrow. Results of studies conducted in June 2017 among pupils, parents and teachers are presented. The study was prepared and conducted by a team of researchers/academic employees of the Faculty of Education at the University of Warsaw in cooperation with PCG Edukacja under the supervision of the author of this paper. The study encompassed 100,129 respondents from primary schools, middle schools, high schools, technical schools and vocational schools from all provinces in Poland. The duty of applying recorders in the road transport was implemented in states of the European Union on regulations (EWG) no. 3820 / 85 on harmonizations of some social welfare legislation referring to the transport, which was changing with regulation (EWG) no. 3821/85 on recorders applied in the road transport. The duty of implementation of the digital tachograph is also considered in the context of improving road safety. Through the analysis of the records of the registering devices can be defined in each specific case of speeding by more than the allowable value in the area. Technical requirements for your device recorded in the resolution, which defines the main parameters, are measured, among things other, the traversed path length of the car, speed, time driving, other periods of work, politeness of the driver and the correct operation of the check authorized for those authorities. At present led Regulation (EU) No 165/2014 of European Parliament establishing requirements concerning structure, checking, installation, use and repairs of tachographs and their building blocks is implementing the second generation of the digital tachographs connected with the device GNSS (Global Navigation Satellite System). Organizing the early detection from a distance is showing data officers from the digital tachograph and information concerning mass and mass falling on the wasp of the entire team of vehicles. Experience in work, economic pressures and competition in transport has led the drivers through a transport company in the event noncompliance, and in particular, in relation to the driving time and breaks. This article contains responsibilities after part rest on the drivers of vehicles takes the issues of system security and optimum performance of recording devices.

This article proves the need to develop semiotics research focused on digital text, whose basic unit is the digital sign and which differs from other signs in its nature and structure. The changes that have taken place in the structure of the sign result in changes in the sphere of text and discourse. In turn, these mean that research in semiotics, stylistics, poetology, rhetoric and aesthetics (with mutual awareness of how they interact, exert an influence and interlock) cannot be credible without taking account of and updating semiotics research. The article puts forward the thesis that the development in the forms of sign-organisation of the message, new ways of using textualis, the significant contribution of representational layer in shaping textual structure and the communicative situation all lead to the crystallisation of semiopoetics. Examples of its categories and research problems are kinetic figures (adjection, reduction, permutation, transformation, atomisation); functional homonyms; new ways of versification and narration. Discovering the sphere of semiopoetics allows one not only to reflect on newly established models of semiotics, or update poetics, but also to take a new look at texts produced using past technologies and notice previously overlooked aspects.

Today, we witness two generative forces of digital media culture meeting flexible, open, easy-to-use digital technology and large-scale social communication, sharing of in- formation, knowledge and media representations. These two forces are equally important in media convergence and divergence, but also tightly coupled. This paper traces the root of 'metamedium' concept, developed in late 70s by Alan Kay, to show that at the beginning two crucial aspects of digital revolution were intentionally connected within the project of creating 'personal dynamic media'. Thinking of digital technology as a 'material without qualities' - as a open to any transformation, mutation and extension metamedium - has significant impact on new media discourse. Not only because it reveals essential difference between 'old' and 'new media', but also because it exposes solid ground for practices od media hybridization, innovation or - using Lev Manovich notion - process of 'deep remixability'.

The fourth industrial revolution (4IR) introduces significant changes in various areas of economic and social life. Many of them are perceived as groundbreaking and game-changing, which is a feature of every revolution. 4IR exerts a direct impact on economic and social life through the incredible development of ICT. The paper aims to present the scope of impact of these changes on logistics and supply chain management – areas of business management that are currently of great importance for competitiveness. The role of ICT in modern logistics and supply chain management was also shown, and selected specific technologies that considerably contribute to the deepening of digital transformation in these areas of activity were discussed. Attention was drawn to the complementarity of ICT solutions at the enterprise and the economy levels. The authors came up with a concept of an intelligent (digital) supply chain as a solution that satisfies the need to strengthen supply chain’s resilience and supports the implementation of environmental sustainability strategies in line with the development of the circular economy. The authors also discuss development directions of the so-called intelligent logistics and intelligent supply chains under the conditions of 4IR.

The features, functions, and usage of media and media environment which have an important role in the lives of today’s children are increasing day by day. This study aims to evaluate media environments and the children’s experience from their points of view. the study followed the qualitative design and the participants of the study consisted of 34 preschool students. Children were asked questions to learn their opinions about television, tablet computers, the internet, and smartphones. The results revealed that children had knowledge about the media environment and they used it intensively. However, they were not aware of the possible dangers of the media contents substantially. It was understood that children did not get any knowledge or education about media usage and most of the children encountered negative content. The results suggest a need for training in media literacy for children.

Purpose: The purpose of this research was to analyze correlates of access to, use of and skills with PC and Internet tools with social characteristics such as occupational category, income and other indicators of status. Methodology: The research reported here presents trend analysis and multiple regression results based on nationally representative samples of Poles collected in 2003 and 2008. The data are from the Polish Panel Study (POLPAN) collected by the Institute of Philosophy and Sociology, Polish Academy of Sciences. Findings: The results showed that there are lingering disparities in PC ownership and Internet use by occupational status (employed vs. unemployed) and occupational category. On the positive side, all groups are more likely to possess a PC or use the Internet in 2008 relative to 2003. The results further� showed sharp disparities across occupational categories for PC skills. For example, while 100% of professionals claimed the ability to receive an email, only 51.5% of farmers attested to such skill. A regression analysis showed that only PC ownership had a weak positive effect on later income. Neither Internet use nor proficiency with PCs and the Internet were revealed to have positive impacts on income after five years. The results of this study challenged the notion of the digital divide. The analysis showed that, except in the case of access to a PC in the home, which had a small impact on income growth, PC/Internet use and skills in Poland in recent years do not have any statistically significant relationship with income. It was concluded that the finding where two of the three factors are not correlated with income growth is evidence of digital parity or a growing digital equality among citizens in modern Poland.

The purpose of this study is to investigate EFL university students' learning strategies used in a digital English learning environment, and to analyze the interrelations between their use of learning strategies and individual learner factors, such as gender, English proficiency levels, learning experiences, and the duration of using the digital learning environment. The participants of the study were 400 students selected from two universities located in South Korea. A questionnaire was developed to examine the use of digital English learning strategies (DELS) based on Oxford's (1990) SILL and was distributed in an online survey form. Data collected in the present study was statistically analyzed to show that, first, the most frequently used strategy category was compensation strategies, and this was followed by memory and metacognitive strategies. Second, learner factors included in this study showed statistically significant relationships with the use of DELS, but the duration of using digital devices was not related to DELS usage. From these findings, the study concludes that understanding the learning process and strategy use patterns is very critical to make students strategic learners in a digital English learning context and eventually to develop students’ digital English abilities. The suggestions and implications for further study are also discussed.

Purpose: The technology industry has become incredibly dynamic and complex, so by utilizing the information technology (IT) framework in the approach to new technology, businesses can avoid confusion around the application of new trends since IT operations can deliver business value. Design/methodology/approach: An overview of recent literature of some assets digitization concepts was applied. In particular the concept of digital twins was presented. Finally, applying the blockchain technology the security from hackers due to its encryption features may be provided. Findings: The improvement of digital twins through blockchain technology is set to transform industries such as manufacturing, healthcare and beyond and, companies can work towards building their future business strategies. Practical and social implications: The impact that digital twins can make is huge. Many are just now in development due to the complexity of their creation, but soon millions of things will have digital twins. And their usefulness and capabilities will continue to evolve. On the other hand blockchain technology has the potential to become the most relevant and capable way to generate and monitor digital twins due to the security and immutability of technology. Originality/value A jet engine, a human heart, even an entire city can all have a digital twin that mirrors the same physical and biological properties as the real thing enabling three critical drivers: continuous evaluation; faster, cheaper prototyping and innovating at the limits (ethics).

The article investigates the evolutionary development of the information space and traces the historical stages of growth of information security problems. This distribution is based on the technological evolution of the types of media, which allowed to divide it into several periods. The first period is associated with the invention of writing and the advent of encryption and concealment. The second period is characterized by the emergence of the first technical means of information processing and the ability to store and transmit messages using media such as electrical signals and electromagnetic fields. The third period is determined by the introduction of automated information processing systems and is measured by a period of more than 40 years. The role of the information sphere in modern conditions is substantiated, it is established that the information turns into a national political and strategic resource of the states and acts as a criterion of maturity and development of the political system. The urgency of defining cybersecurity as one of the main components of the security policy of the Ukrainian state is emphasized.

Recent technological developments are transforming the way antitrust is enforced as well as the way market players are infringing competition law. As a result, enforcers are starting to equip themselves with sophisticated digital investigation tools. This paper explores this interest in building an Artificial Intelligence (AI) arsenal for the fight against algorithmic infringements. What are the key factors motivating regulators to develop their own technological tools to enforce competition law? Les récents développements technologiques transforment la manière don’t les règles de la concurrence sont appliquées et la manière dont les acteurs du marché enfreignent le droit de la concurrence. En conséquence, les autorités ont commencé à se doter d’outils d’investigation numériques sophistiqués. Cet article explore cet intérêt à construire un arsenal basé sur l’Intelligence Artificielle pour lutter contre les infractions algorithmiques. Quels sont les principaux facteurs qui motivent les autorités à développer leur propre équipement technologique pour faire respecter le droit de la concurrence ? En s’appuyant sur des entretiens avec certaines autorités de la concurrence, cet article constate que les changements survenus sur les marchés numériques, la nécessité d’appliquer la rétro-ingénierie aux algorithmes des entreprises afin de mieux comprendre leurs implications pour le droit de la concurrence, la nécessité d’améliorer l’efficacité et de suivre le rythme de l’évolution rapide de l’économie numérique, et enfin la diminution des demandes de clémence, sont autant de raisons pour lesquelles les autorités de concurrence devraient rechercher des moyens plus innovants et alternatifs pour dynamiser leurs enquêtes.

The purpose of this study is to compare the effects of digital textbooks and conventional paper textbooks on brain activation during problem solving among elementary-school students. Subjects included 54 6th grade students who used either digital textbooks or paper textbooks. We measured theta waves, alpha waves, beta waves, and gamma waves using PolyG-I (LAXTHA Inc.). We found significant effects of the textbook type for all brainwaves in the prefrontal lobes. Our results suggest that the use of digital textbooks will enhance the development of cognitive and thinking processes during learning.

The objective of this paper is to present a work concerning a digital control loop system for satellite medium power DC-DC converters that is done in Space Research Centre. The whole control process of a described power converter is based on a high speed digital signal processing. The paper presents a development of a FPGA digital controller for voltage and current mode stabilization that was implemented using VHDL. The described controllers are based on a classical digital PID controller. The converter used for testing is a 200 kHz, 750W buck converter with 50V/15A output. A high resolution digital PWM approach is presented. Additionally a simple and effective solution of filtering of an analog-to-digital converter output is presented.

The aim of the article is to present the selected digital tools for language analysis which may be applied in the academic didactics during course classes in linguistics. In the first part of the article advanced corpus search engines were discussed, for instance, National Corpus of Polish (NKJP), National Photo-corpus of the Polish Language (NFJP), as well as ChronoPress – Press Texts Portal, Spokes – corpora of conversational speech, and corpus search engine Monco PL. The second part is dedicated to the tools and applications for the individual creation of browsable language resources (Korpusomat, Virtual Laboratory of Transcription), as well as for the complex analysis of the relationships between language units (plWordnet) and the measurement of the degree of the text comprehension (Jasnopis).

Autorka poszukuje odpowiedzi na pytanie, czy Unia Europejska potrzebuje własnych rozwiązań w zakresie opodatkowania gospodarki cyfrowej oraz czy rozwiązanie docelowe zaproponowane przez Komisję, czyli opodatkowanie znaczącej obecności cyfrowej, może być skutecznym narzędziem opodatkowania gospodarki cyfrowej w Unii Europejskiej. W tym celu poczyniono kolejno odniesienia do wybranych stanowisk doktryny międzynarodowej, regulacji OECD oraz projektu Dyrektywy.
A review of solutions which serve the taxation of the digital economy allows for the statement of a thesis that there are many methods which could tax business activity based on digital technologies. One should remember, however, that there also must be consensus and political will in order to introduce them. Due to the lack of consensus at the global level, on 21 March 2018, the European Commission presented two draft directives which were to ensure the taxation of enterprises conducting business in the European Union in the area of digital economy: the Directive laying down rules relating to the corporate taxation of a significant digital presence and the Directive on the common system of a digital services tax on revenues resulting from the provision of certain digital services. The drafts of the Directives presented by the Commission are the beginning of the legislative work at the Union level. One should ask the question whether the European Union needs its own solutions regarding the taxation of the digital economy. In this paper, the author attempts to evaluate whether the target solution proposed by the Commission, that is, the taxation of a significant digital presence, i.e. a digital establishment, can be an effective tool for the taxation of the digital economy in the European Union. For this purpose, subsequent references were made to selected opinions of international doctrine, OECD regulations and the draft of the Directive.

Vivimos en un tiempo en el que la inteligencia artificial y la sostenibilidad coexisten y ello nos exige un cambio de paradigma. Nadie duda de que la inteligencia artificial constituya un medio para alcanzar los Objetivos de Desarrollo Sostenible. El desarrollo y el uso responsable de sistemas de inteligencia artificial pueden contribuir a la conservación del medio ambiente, a la neutralidad climática, a la eficiencia energética y al uso de energías renovables en ciudades sostenibles, a la reducción de la contaminación de los océanos y mares, a la minimización de la huella de carbono, a la creación de economías circulares, a la protección de la fauna así como a la democratización de una educación de calidad. Sin embargo, existe otra relación de esta tecnología disruptiva con la sostenibilidad y que se evidencia en la necesidad de que la misma inteligencia artificial sea sostenible, a la par que ética, segura y fiable, de acuerdo con la propia legislación de la Unión Europea. La inexistencia de un claro concepto de “inteligencia artificial sostenible” nos pone ante la necesidad de estudiar cómo se vertebra la sostenibilidad, las personas y el uso de la inteligencia artificial a la luz de los principios que sustentan la sostenibilidad digital y ambiental y que permiten crear y generar entornos digitales sostenibles.
We live in a time when artificial intelligence and sustainability coexist and this requires a change of paradirgma. No one doubts that artificial intelligence is a means to achieve the Sustainable Development Goals. The development and responsible use of artificial intelligence systems can contribute to the conservation of the environment, climate neutrality, energy efficiency and the use of renewable energies in sustainable cities, to the reduction of pollution of the oceans and seas, to the minimization of the carbon footprint, to the creation of circular economies, to the protection of wildlife as well as to the democratization of quality education. However, there is another relationship of this disruptive technology with sustainability and that is evidenced by the need for artificial intelligence itself to be sustainable, as well as ethical, safe and reliable, in accordance with the European Union’s own legislation. The lack of a clear concept of sustainable artificial intelligence puts us in front of the need to study how sustainability, people and the use of artificial intelligence are structured in the light of the principles that underpin digital and environmental sustainability and that allow us to create and generate sustainable digital environments.

The development of the Fourth Industrial Revolution has caused numerous problems in traditional labour markets, occurring both at the national level and the level of individual regions of the country. However, breakthrough technologies of the recent decade have initiated new forms of labour organisation, mainly digital jobs and the formation of a digital labour market, which contributes to solving the problems mentioned above. The paper’s goal is to assess the readiness of the economy of Ukraine and its regions for forming a digital labour market to determine promising strategic directions for its development. The findings justify the significant prospects for developing the digital labour market in Ukraine at the national and regional levels. Also, they determine the priority types of digital jobs in selected regions as well as form the methodological basis, information, and analytical base of the organisational and economic mechanism for managing its development.

The digital relief intensity map of Pomerania based on the digital geomorphology model is a useful tool for the selection of specific work areas. Thanks to the relief intensity coefficient, the image pattern recognition of forms of any sizes of the basic area was possible and independent from the absolute height. This allows comparing the forms, and especially studying their spatial relationships with other morphological units within the marginal zone. The map database is a system both complex, consisting of numerous components adopted from published sources (mainly maps) such as geology, geomorphology or topography, but also open. This means the possibility of its expansion, and the carried out analyses using geostatistical methods are sources of quantitatively new sets of data. As an example may stand the method for determining the area of outwash plain surfaces in Pomerania influenced by extreme glacial water discharges in the late Pleistocene, and the attempt to estimate the scale of this phenomenon. This map, by providing the opportunity to observe the area of morphometric features in both regional and local scales, whether in Pomerania or in contemporary glaciated areas, constitutes an important element in understanding the regularities governing such processes in the past.

Celem artykułu jest ocena stopnia zróżnicowania rozwoju cyfrowego krajów Unii Europejskiej, a także określenie czynników je różnicujących. Podstawą prowadzonych badań są dane pochodzące z baz danych Eurostatu. W analizie uwzględniono 20 wskaźników opisujących poszczególne aspekty rozwoju cyfrowego krajów, tj. korzystanie z technologii cyfrowych przez osoby i gospodarstwa domowe, działania osób fizycznych w zakresie administracji elektronicznej za pośrednictwem witryn internetowych, aktywność w Internecie, korzystanie z technologii cyfrowych w przedsiębiorstwach oraz sektor technologii komunikacyjno-informacyjnych. Badanie przeprowadzono dla wszystkich krajów Unii Europejskiej z wyjątkiem Malty, dla której stwierdzono zbyt duże braki danych.W celu całościowego ujęcia problemu zróżnicowania w rozwoju cyfrowym badanych państw Unii Europejskiej wykorzystano metody porządkowania liniowego i nieliniowego. Porządkowanie liniowe umożliwiło wskazanie pozycji poszczególnych państw w odniesieniu do innych ze względu na rozwój cyfrowy i jego poszczególne elementy, natomiast porządkowanie nieliniowe pozwoliło na ich pogrupowanie w jednorodne grupy przy wykorzystaniu pełnego zbioru zmiennych diagnostycznych.Przeprowadzone badania potwierdziły występowanie znacznych dysproporcji w rozwoju cyfrowym krajów Unii Europejskiej i utrzymujące się nadal duże przestrzenne zróżnicowanie poziomu rozwoju cyfrowego pomiędzy południową i północną częścią Wspólnoty. Analiza nierówności w ramach poszczególnych obszarów wykazała, że dysproporcje w dostępie do Internetu i niezbędnego sprzętu są znacznie mniejsze niż poziom nierówności związany z korzystaniem z technologii cyfrowych w przedsiębiorstwach czy w przestrzeni publicznej. Oznacza to konieczność podejmowania wysiłków w zakresie wzmacniania umiejętności cyfrowych.
The aim of the article is to assess the degree of differentiation of digital development in the European Union countries and to determine the factors that differentiate them. The research is based on data from Eurostat databases. The analysis included 20 indicators describing individual aspects of the digital development of countries, i.e. the use of digital technologies by individuals and households, activities of individuals in the field of e-administration, Internet use, ICT usage in enterprises and the information and communication technologies (ICT) sector. The study was conducted for all European Union countries, except for Malta, for which the data was found to be too deficient. In order to comprehensively present the problem of differentiation in the digital development of the studied European Union countries, the methods of linear and non-linear ordering were used. Linear ordering made it possible to indicate the position of individual countries in relation to the  others due to digital development and its individual elements, while non-linear ordering allowed for their grouping into homogeneous groups using the full set of diagnostic variables. The conducted research confirmed the existence of significant disproportions in the digital development of the European Union countries and the still large spatial differentiation in the level of digital development between the southern and northern parts of the community. The analysis of inequalities within individual areas showed that the disproportions in access to the Internet and the necessary equipment are much smaller than the level of inequality related to the use of digital technologies in enterprises or in the public space. This implies efforts to strengthen digital skills.

E-learning is a type of learning by using electronic technologies to access an educational program outside of a traditional classroom. As conventional classrooms continue to be transformed into digital ones, teachers must deliver lectures through multiple learning modes. Digitally enriched content and personal learning should be the primary way of teaching, as well as collaborative and interactive learning. The paper presents issues relating to education in a virtual environment, the role of virtual reality, and artificial intelligence that is increasingly entering classrooms in developed countries. The paper explores what application of artificial intelligence means for the development and broader implementation of electronic learning in virtual classrooms around the world, as well as in developing countries such as Bosnia and Herzegovina. The paper presents the advantages and opportunities that contribute to the improvement of e-learning in educational institutions and the benefits for students and other parties involved in the educational process, such as teachers and parents.

Literature on the digital games industry and gaming history has for the most part focused on the global production centres of North America, Western Europe, Japan, and, lately, China. However, in recent years, a call to research the diverse and less dominant national contexts within which digital games are produced has been addressed. In this article, we shed light on early digital game development in Greece, covering the years between 1982 and 2002. This particular region has been highly neglected by both domestic and international researchers. We approach Greek digital game development from both historical and cultural perspectives, through an investigation of how local game developers interact with a wide range of contextual facets in a complex interrelation between global and national conditions. This article argues that, in order to highlight the characteristics of early national game production cultures and digital games design, one must examine them as well under the broader cultural production ecosystem, along with the economic and institutional contexts and transformations within which digital game production takes shape.

Książka Piotra Mareckiego Między kartką a ekranem. Cyfrowe eksperymenty z medium książki w Polsce (2018) ma charakter przeglądowy, typologizujący i systematyzujący. Jej autor wskazuje różnorodność uwikłań medialno-kulturowych, jakie towarzyszyły ewolucji interfejsów piśmienności, poczynając od lat 70. ubiegłego stulecia, a na aktualnych wydarzeniach kończąc. Skupia się na polskiej drodze przygód z cyfrowością książki, która w niczym nie ustępuje jej zagranicznym wariantom, stając się elementem światowego dziedzictwa klasyki literatury elektronicznej. Jego książka jest inteligentna, potrzebna i niedługa, a przy tym może zarówno usatysfakcjonować specjalistów, jak i pełnić funkcję lektury inicjalnej w omawianym zakresie.
The book Między kartką a ekranem. Cyfrowe eksperymenty z medium książki w Polsce [Between Page and Screen: Digital Experiments with the Medium of the Book in Poland] (2018) by Piotr Marecki is of an overviewing, typologizing and systemizing nature. Its author points to the diversity of media and cultural entanglements which have accompanied the evolution of literacy interfaces since the 1970s. Marecki focuses on the Polish adventures with book digitality, which is certainly not inferior to its foreign variants, becoming part of the world heritage of electronic literature classics. The author follows the evolution of media forms in particular authors’ manifestations at the junction of the culture of “page” and the culture of “screen” (i.a. Józef Żuk Piwkowski, Robert Szczerbowski, Małgorzata Dawidek or Wojciech Bruszewski). In his argument, the book as such becomes a representative of the whole civilization process which has changed modern media cultures so profoundly. Marecki emerges as a wise and creative successor and continuator of the reflection by the classics of the subject, such as Jay David Bolter and N. Katherine Hayles. His book is intelligent, much-needed and short, and it is also able to both satisfy experts and serve as introductory reading for laymen in the field.

Purpose: Systematization of knowledge in the field of defining and occurrence of key activities that make up the overall concept of digital transformation with an indication of the key stages of its implementation. In addition, the aim of the article is also to conduct a comparative analysis of selected models of digital transformation in terms of a number of criteria, such as: the degree of concentration of the model on the selected sector of the economy, the degree of concentration on digital competences, the degree of focus on management concepts, the degree of concentration on digital transformation tools, the degree of focus on the digital maturity of the organization. Design/methodology/approach: The objectives of the article were achieved through an in-depth analysis of the literature on the subject in the field of models of digital transformation emphasizing the stages of its course. The article presents a comparative analysis of models selected in preliminary studies developed by consulting companies and models created as a result of research works by other scientists. Findings: The authors of the article compared the existing models of digital transformation and suggested the need to develop a new model using the partial advantages of the compared models. The authors also indicated a gap in the need to implement a component emphasizing the importance of managing resistance to changes in the organization. Originality/value: The originality of the article consists in drawing a conclusion in the form of a suggestion of the need to develop work in the field of modeling the digital transformation process in the context of the theory of organizational change, with particular emphasis on key competences, focus on methods and resistance to changes in an organization wishing to go through the digital transformation process.

Computer science and technological developments of the last decades has impacted considerably on the forms and methods of production and circulation of wealth, encouraging the spread of new activities completely dematerialized within a social and economic context characterized by frenetic circulation of knowledge and information available than just a “click” and from a production, distribution and consumption of goods increasingly virtual and intangible. As activities that might acquire economic value, in terms of tax, we wondered if, in order to face emergencies raised by virtual economy, is sufficient to adapt existing fiscal instruments or is necessary, rather, developing new forms of levy, creating a virtual world taxation. Special emphasis hiring then tax profiles of the activities carried out by large multinational companies, digital society, with subsidiaries in several countries, that can produce very high incomes, hardly taxed in the source State or otherwise frequently taxed to a lesser extent than the ordinary tax regime. The Italian legal system has tried to remedy this widespread phenomenon, with timid actions which seek to establish, first, a Google tax, then a digital tax, before arriving to the web tax, recently adopted in two different subsequent versions(before “digital transactions tax” and after “digital services tax”), but characterized byan uncertain future.

Digital cinema history should support the conduct of free research, encourage authors to share the results of their findings and source discoveries. The problem is that Polish digital history of cinema on one hand is very poor (still a small part of sources and theoretical, historical and critical scientific achievements is available on-line), on the other hand, what has already appeared, is not representative because it omits largely the work of film studying authorities. For example, on the Internet you can find the views of researchers of the younger generation about the cultural history of the cinema in Polish context, including criticism of thesis described by scientifictycoons, but these are the texts that can be read only in paper publications. It begins to be, by the scientific standards, strange, because in the history of digital cinema leading roles are played by the young researchers, but without a clash of views with the authorities. The fact that on the net there are no statements concerning the scientifi cresearch given by the greatest experts of Polish cinema, who do not want to turn into a discussion with the young ones, causes the situation in which data to the history of Polish cinema digitally available are (so far) not always satisfying either as the aspect of cognition or the source.

The eSports industry, supported by the accelerated development of digital technologies, is becoming more and more interesting to companies, as a potential place where products and services can be advertised. Given that consumers, who follow or actively engage in playing digital games and eSports, are mostly younger men, digital marketing strategies seem like a logical choice. This paper provides several theoretical viewpoints on the function of digital marketing in the industry of eSports. The authors attempted to make this topic more accessible to professionals with expertise in this field by assessing the views of 113 respondents and highlighting the possible advantages of adopting digital marketing in the eSports industry. The aim of this study is to show that companies should focus on promoting brands on digital platforms dedicated to eSports, because such activities, which are intended for players and audiences, are generally acceptable activities of business entities. Also, when carrying out brand promotion on these platforms, it is advisable to hire credible eSports influencers on social media to recommend their brands, and ultimately, to support the spread of eWOM about the company’s brand.

The article discusses the problems and challenges faced by contemporary university education system in the context of the new technologies and digital media development. Changes that occur in the modern educational process force us to revise the commonly used forms and didactic methods, which correspond to the needs of the new digital students. Authors in their text characterized the assumptions of digital pedagogy and present new perspectives for the development of digital education in the context of the humanities and social sciences.

The purpose of this article is to explore the consequences of digitalization on organizational identity. The first stage of the research was a review of the literature dedicated to Organizational Identity (OI), which allowed us to identify key areas and features of classically understood OI. On this basis, we created the first part of the model, which is presented as OI. Then we conducted a systematic literature review of scientific articles connected with Digital Innovation (DI) in the Scopus database, which we identified as being of particular relevance to organizational studies. The results obtained in relation to the revealed research gap, which is the lack of a holistic approach to the change made in the concept of organizational identity brought about by digitalization, allowed us to develop a model of OI able to capture its transformation as Digital Organizational Identity (DOI).
Celem artykułu jest zbadanie konsekwencji cyfryzacji dla tożsamości organizacyjnej. Pierwszym etapem badań był przegląd literatury poświęconej tożsamości organizacyjnej (OI), który pozwolił zidentyfikować kluczowe obszary i cechy tradycyjnie rozumianej tożsamości organizacyjnej. Na tej podstawie stworzono pierwszą część modelu, która jest prezentowana jako OI. Następnie przeprowadzono przegląd artykułów naukowych związanych z DI (Digital Innovation) w bazie danych Scopus. Wyniki uzyskane w związku z ujawnioną luką badawczą, jaką jest brak holistycznego podejścia do zmiany koncepcji tożsamości organizacyjnej spowodowanej digitalizacją, pozwoliły opracować model OI zdolny do uchwycenia jego transformacji w DOI (cyfrowa tożsamość organizacyjna).

The paper presents the framework for the assessment of digital educational resources for students who are engaged in autonomous personalized learning. Through a questionnaire and personal observations, we identified the necessity to equip students with skills and knowledge on resources quality assessment in terms of digital competence advancement. We adapted the framework that includes four components: pedagogical, technological, didactic and academic and expanded their content. Having analyzed the students’ narratives on their resources application experience, questionnaires answers and results of the personal assessment process, we observed the positive dynamic in mastering the skills of resources quality assessment after the implementation of the framework into the learning process. We suggest the algorithm of the framework implementation.

This article examines problems related to digital trends in economies and societies from two perspectives: the extension of a digital economy to social dimensions, and the role of digital government services in regional cohesion perspectives in Latvia. This methodological approach could serve as a tool for integrating a number of main goals related to the digitalisation trends in the EU, that require support of societies as well as the improvement of social welfare at the regional and national levels. The contribution aims to offer insight into the concept of social investment and innovation as well as co-creation concept and the impact of digitalisation of public services on regional cohesion. The study observes these implications in relation to the need to expand and adapt the content and approach of the digital services implementation. The further digital development as a precondition for diminishing regional and wellbeing divide, facilitating administrative processes for people and entrepreneurs, as well as e-services availability in Latvia is discussed. The article concludes that efficient decision-making related to social investment and innovation for improving social welfare at regional and national levels needs implementation of digitalised services in a wider scale as they inevitably become more important due to the increased digital competitiveness of countries.

This article delivers an analysis of the most important aspects of the effect the generational change makes in shifts in religiosity and spirituality among the youth groups. Especially the so called generation Z seems interesting and significant in that regard. The characteristics of that group show that the most important factor we must include in the interpretation of data on religion is related to the consequences of the technological and cultural transformation that occurs today globally. Thus the text emphasizes the relations between the digital realm and new religiosity of youth in fields like worldview, work or everyday habits. The perspective of sociology and anthropology of religion used here allows us to take a closer look at the latest currents in youth religiosity. The outcome of that analysis shows that it is crucial to take into consideration the fact that this religiosity is today regarded in a more personalistic but at the same time socially and politcally engaged manner.

The issue with gamer identity has been troubling researchers for the last decade. Despite trying to assign different parameters such as time spent playing, individuals themselves do not identify along such lines and the reasons why one person defines themselves as a gamer and another does not have not been clear. The goal of this paper to demonstrate, by applying B. Suits ontology of games and understanding identity in accordance with H.-G. Moeller’s concept of profilicity as a form of identity construction, the existence of two separate constructs of the gamer label. To demonstrate this, a series of interviews were conducted with two groups of people engaged in gaming: those who sought fun and those that desired winning. Both groups show clear differences in self-identification with their identity and the observed differences explain inconsistencies and issues observed by prior studies. Playing for fun is a factor that acts against seeing oneself as a gamer while playing to win is a factor inducive towards identifying as a gamer. Those that seek winning are likely to seek validation of their identity by comparing themselves to known gamer influencers while those that prefer playing over gaming will construct their definition of a gamer in an authentic manner.

The article concerns the patterns of development of the tax legislation of the Russian Federation and other countries related to the taxation of companies providing digital services. Some scientific and practical issues affecting the problems of tax incentives for entrepreneurship in digital companies are analyzed. The article covers the issues of the staged transformation of Russian tax law, which occurred as a result of the so-called "tax maneuver" of the rules for taxation of IT companies, associated with the need to stimulate the production of national software. The main idea of the research is - the concept of legal regulation of taxation of digital companies should be based on the supranational agreements reached by states, in accordance with which the digital transformation of tax legislation of individual countries will be carried out. The prospects for the introduction of digital taxes in Russia were also estimated, taking into account the experience of other countries as a unilateral response actions to the failure to reach an international consensus on taxation of the digital economy. At the same time, both the possible risks and the positive aspects of establishing a digital tax, which have a beneficial impact on the Russian tax climate, are indicated. The author uses the historical and comparative legal methods of science, as well as the method of systems analysis.

The present article shows the transformations of the modern civiliza-tion that are associated with the development of modern digital technologies. It is hypothesized that the observed transformations have a tremendous impact on the lives and functioning of young people - the digital natives. The author makes their characteristics pointing to the problem of immersion in the virtual world. The aim of this article is to attempt to justify the thesis that the use of modern digital technologies by young people can increase the chance of their intellectual development by stimulating their cognitive activity and thus con-stitute an important educational tool. The condition for achieving this state is the skillful organization and arrangement of a school learning environment with the digital media.
Artykuł ukazuje przeobrażenia współczesnej cywilizacji związa-ne z rozwojem nowoczesnych technologii cyfrowych. Postawiono tezę, że ob-serwowane przeobrażenia współczesności wywierają ogromny wpływ na życie i funkcjonowanie młodych ludzi – cyfrowych mieszkańców technopłynnej rze-czywistości. Autorka dokonuje ich charakterystyki, wskazując na problematykę immersyjności w świat wirtualny. Celem artykułu jest próba uzasadnienia tezy, że użytkowanie przez młodych nowoczesnych technologii informacyjno-komu-nikacyjnych może skutkować zwiększeniem szansy ich rozwoju intelektualnego, stymulując ich aktywność poznawczą i stanowiąc tym samym istotne narzędzie edukacyjne. Warunkiem osiągnięcia tego stanu jest umiejętna organizacja i aran-żacja szkolnego środowiska uczenia z wykorzystaniem mediów cyfrowych.

W kontekście rozwoju technologicznego świata wyzwaniem staje się edukacja w zakresie właściwego korzystania z przestrzeni informatycznej, w której dzieci i młodzież pełnią już rolę „cyfrowych tubylców”. Czy adaptacja do szybkości zmian przebiega w równym tempie wśród uczniów i nauczycieli? Czy jednak gotowość uczniów wyprzedza to, co oferują szkoły? Czy nowe technologie to zło, czy udogodnienie, pozwalające szybciej i łatwiej eksplorować świat? Te oraz inne pytania zostały poddane rozważaniom w poniższym artykule. Wprowadzenie rozpoczęto od zdefiniowania najważniejszych terminów użytych w tekście. Wskazano na cechy współczesnego świata oraz wyjaśniono, jak rozumie się „społeczeństwo informacyjne”. Wiele uwagi poświęcono „cyfrowym tubylcom” oraz „cyfrowym imigrantom” – pojęciom propagowanym przez znawcę nowych mediów M. Prensky’iego, które odniesiono do uczniów i nauczycieli. Przedstawiono również metody i formy wykorzystywania technologii w procesie dydaktycznym. Opisano m.in. możliwości edytorów tekstu, technologii wyczuwania ruchu, baz danych i zasobów internetowych, interaktywnych aplikacji edukacyjnych, narzędzi zbierania, analizy i wizualizacji danych czy oprogramowania do przeprowadzania burzy mózgów i porządkowania pomysłów. W końcowej części skupiono uwagę na oczekiwaniach wobec współczesnej szkoły.
In view of global technological development, education in the proper use of information space, in which children and young people already play the role of ‘digital natives’, is becoming a challenge. Is adaptation to this change progressing at the same pace among students and teachers? Or are the students ahead of what the school offers them in that respect? Are new technologies evil or do they grant us an easier and faster access to the world? These are just some of the questions discussed in this article. In the introduction, the author defines the key terms used in the text. The features of the modern world are described and the meaning of the term ‘IT society’ is explained. A lot of attention is devoted to ‘digital indigenous people’ and ‘digital immigrants’ – the concepts used to refer to pupils and teachers respectively, promoted by M. Prensky, an expert on contemporary media. The forms and methods of applying modern technology to the didactic process have also been presented. The author also describes such issues as the possible uses of text editors, motion detection technologies, data bases and internet resources, interactive educational applications, tools for data gathering, analysis and visualization, as well as the software which can be used for brainstorming and idea ordering. The final part focuses on common expectations towards the modern school

Opis:
The article assesses the quality of the educational process carried out in the dimension of the use of new media. The author argues that the modern school still uses too many analog methods, offering education not adapted to the expectations of students who are part of the digital native generation. Theoretical analysis is supplemented by the results of studies from national and international reports on the level of teachers’ media competence. The text proposes solutions that reinforce the idea of digital teaching and some of the benefits resulting from its implementation.

Artykuł omawia pokrótce strategie przyjęte w Bibliotece Narodowej (Norwegia) dotyczące gromadzenia i zdobywania publikacji tworzonych oryginalnie w wersji elektronicznej bezpośrednio od wydawców, nawet jeśli sama publikacja została wydana drukiem lub zapisana na innych nośnikach. Ponadto przedstawiono zasady wprowadzania tych strategii w bibliotece, a także doświadczenia z faktycznego procesu implementacyjnego. Proces ten obejmuje zarówno stały kontakt i dialog z wydawcą, rozwiązania techniczne stosowane w cyfrowym odwzorowaniu materiału, jak i obsługę opracowania publikacji cyfrowych w samej bibliotece. W artykule omówione zostały konkretne procesy implementacyjne dotyczące czasopism. Warto jednak odnotować, że opisane zasady działania mają charakter uniwersalny. Zaprezentowano skrótowo, w jaki sposób najważniejsze strony WWW z domeny „.no” (Norwegia) przechwytywane są obecnie z myślą o ich indeksacji i zachowaniu w zbiorach. Na koniec omówione zostały zasady egzemplarza obowiązkowego dotyczące materiałów cyfrowych oraz tzw. web harvesting (technika gromadzenia materiałów w internecie na potrzeby ochrony zasobów cyfrowych), przedstawione w kontekście ambitnego programu digitalizacyjnego prowadzonego w Bibliotece Narodowej.
The paper will outline the strategies at the National Library of Norway for capturing digital born publications directly from the publishers, even though the publication itself is on paper or other physical media. Also the actual implementation of these strategies and lessons learned in the process will be presented. This includes both the dialog with the publishers, the technical solutions for digital capture, and the processes for handling digital publications within the library. The paper will focus on a concrete implementation for newspapers. However, the principles are general. The paper will also briefly cover how the most important parts of the Norwegian Internet are currently captured for preservation. Finally, the digital deposit and the web harvesting will be placed into the context of the ambitious digitization program at the National Library of Norway.
