Globalization is very contested, however in the context of the West Pomeranian’s and Mecklenburg Vorpommern’s development, it has brought an integrated cooperation. This cooperation is an effective tool for strengthening two nations comparative advantage in the global market. What is more, authors put an emphasis on the strength of the regionalization and globalization processes of the regions and what impact the factors have on the socio-economic development. Moreover, authors prove the two processes may coexist and bring tangible socio-economic effects but only if subjected to an effective management.
Globalizacja jest bardzo sporna, jednak w kontekście rozwoju województw zachodniopomorskiego i Meklemburgii Pomorza Przedniego globalizacja odnosi sukcesy w postaci między innymi zintegrowanej współpracy. Współpraca ta skutecznie wzmacnia oba regiony zapewniając im silniejszą względną przewagę konkurencyjną na globalnym rynku. Co więcej, autorzy kładą nacisk na siłę regionalizacji i globalizacji regionów i jaki wpływ czynniki te mają na rozwój społeczno- -gospodarczy. Dodatkowo autorzy dowodzą, że te dwa procesy mogą ze sobą współistnieć i przynosić wymierne skutki społeczno-ekonomiczne pod warunkiem skutecznego zarządzania.

In the last decade the development of cross-border cooperation in the context of economic integration and internationalization processes becoming increasingly import ant for Ukraine, which follows the Western vector of integration. Systematic development of cross-border cooperation is not possible without considering all of its components and levels. Euroregions, their influence on the development of the Polish and Czech border The Polish-Czech borderland is a system of characteristic social realities and a place where two different cultures meet. The emergence of Euroregions creates opportunities for faster development of border areas and their integration. Cross-border cooperation is located in various frames of the borderland life that affect the everyday life of residents, i.e., in the spheres of the economy (cooperation between entrepreneurs), communication (expansion of the infrastructure and infostructural network), culture, sport and tourism, ecology, education and science (research, joint implementation of EU programmes), combating all crime, and warning and assistance in states of disasters and crises (e.g., in case of a flood, fire, epidemic threats). The research presented in the publication shows that there is still a need for a lasting good functioning of the Euroregions existing on the border of Poland and the Czech Republic. Subject and purpose of work: Investigation and statistical analysis of tourism flows and of trends observed in Ukrainian-Polish cross-border tourism. The purpose of the study is aiding further crossborder tourism-related cooperation between Ukraine and Poland. Materials and methods: Government and commercial statistics sources. Data analysis methods included literary, analytical, comparative, and quantitative methods. Results: The processes and dynamics of cross-border cooperation between Ukraine and Poland in the field of tourism during 12 years (from 2006 to 2017) have been investigated. The authors analysed data related to tourism flows and determined the primary source-countries of visitors based on the inbound and outbound indicators and the current tourism market trends within this cross-border cooperation. Conclusions: The main trend in the Ukraine-Poland tourism flow over the last decade is the stabilisation of inbound tourism from Poland to Ukraine and a significant increase in outbound tourism from Ukraine to Poland. In the last few years, it has been driven by Ukraine’s focus on Euro-integration.

In the last decades borderlands studies have been rapidly developing in various disciplines. Within the changing function of European borders (from separating line between two souvereign states to borderscapes of intercultural flows and fluid identity) the focus of border scholars moved towards social relations and bottom-up perspective. Thus, borderlands are perceived as laboratories of European integration and multicultural spaces. For the aim of this article, borderlands are defined as spaces located on the geographical border between different states, nations and cultures that are objects of European Union cohesion policy. By analysing the Eurobarometer survey on cross-border cooperation I try to demonstrate differences between border regions covered by the Interreg cross-border cooperation programmes in terms of cross-border practices, general trust in others and attitudes towards citizens of neighbouring countries.

The paper presents how the cross-border cooperation between Poland and German Demo- cratic Republic (GDR) developed. It describes the complicated relations in which Polish - GDR contacts were on the one hand "fraternal" relations of the two socialist countries, but on the other they were a part of Polish fears of "the Germans" and Polish politics based on the dogma of the threat from Federal Republic of Germany (FRG). The visits of German tourists, both from GDR and FRG, were sentimental journeys of the Germans expelled from Polish territory. On the Polish side there were both a fear of West Ger- man espionage and, hidden behind ideological slogans, suspicious attitude towards GDR and East German society. At the same time the network of cross-border interpersonal contacts was created. Polish employees working in GDR companies (workers commuting from Poland) formed a part of the cross-border contacts. They constituted the element of small border traffic that had developed since the sixties.
W tekście pokazane zostanie, jak kształtowała się współpraca przygraniczna między Polską a NRD. Opisany zostanie skomplikowany układ, w którym kontakty polsko-enerodwskie były zarówno „braterskimi” kontaktami dwóch socjalistycznych państw, jak i pozostawały częścią polskich obaw przed „Niemcami” i polskiej polityki, opartej na dogmacie zagrożenia przez RFN. Wizyty turystów z NRD były często podobnie jak z RFN podróżami sentymentalnymi Niemców wysiedlonych z ziem polskich. Po polskiej stronie istniała zarówno obawa przed zachodnioniemieckim szpiegostwem, jak i ukryty za ideologicznymi hasłami podejrzliwy stosunek do NRD i wschodnioniemieckiego społeczeństwa. Równocześnie powstawała sieć przygranicznych interpersonalnych kontaktów. Częściowo w skład kontaktów przygranicznych wchodziła praca polskich pracowników w zakładach enerdowskich, o ile byli to dojeżdżający z polskiej strony pracownicy. Stanowili oni element rozwijającego się od lat sześćdziesiątych małego ruchu przygranicznego.

The article History of the Kezmarok Museum captures the development of this institution since the second half of the 19th century, when the first efforts to establish a museum were initiated. The museum is housed in a castle building which dates back to the year of 1463. After initial problems with finding the building to locate the museum, the castle was finally designated as its seat. The museum was officially opened on May 31, 1931. Nowadays, the development of local communities is hindered by crises, external shocks, and disturbance. Under such circumstances, an important characteristic is their resilience, i.e. the ability to withstand negative external influences and ensure further growth. Border communities are particularly sensitive to external stresses stemming from geopolitical and economic changes. The article aims to identify key determinants and indicators of territorial community resilience in the EU-Ukraine cross-border area. The methodological foundations of the research comprise the main provision of economic theory, regional development, and spatial economy theory, etc. The methods of comparative, economic, and statistical analysis are used in the study of various dimensions of community resilience. The main results of the study of the peculiarities of socioeconomic development of Ukraine’s border communities and existing opportunities for the use of instruments of cross-border cooperation derive from a sociological survey based on the expert opinion method.

The subject of work are the Euro regions as institutions of crossborder cooperation organized at the borders of member states of the European Union and border regions of the neighbouring countries. The objective of the work is to present the functioning in Europe of models of trans-border cooperation development as well as an assessment of various forms of Euro regions created at the borderland of Ukraine. The author used official statistical data as well as legal regulations in place and information regarding activity of euro regions and subject literature. Within the work organizational infrastructure and the functioning of euro regions at the border of Ukraine were described in the short, medium and long perspective. Further development of trans-border cooperation requires strengthening of institutional structure of euro regions and a larger engagement of economic entties and social organs in cross-border areas.
Przedmiotem pracy są euroregiony jako instytucje współpracy transgranicznej organizowane na granicach krajów członkowskich Unii Europejskiej oraz regionów przygranicznych państw sąsiednich. Badaniami objęto różne modele współpracy na szczeblu regionalnym, krajowym i ponadnarodowym. Celem pracy jest zaprezentowanie funkcjonujących w Europie modeli rozwoju transgranicznej współpracy, jak również ocena różnych form Euroregionów utworzonych na granicach Ukrainy. W pracy wykorzystano oficjalne statystyki, obowiązujące regulacje prawne i informacje o działalności euroregionów oraz literaturę problemu. W pracy opisano infrastrukturę organizacyjną i funkcjonowanie euroregionów na granicy Ukrainy w krótkiej, średniej i długiej perspektywie. Dalszy rozwój współpracy transgranicznej wymaga wzmocnienia struktury instytucjonalnej euroregionów i większego zaangażowania podmiotów gospodarczych i społecznych w obszarach transgranicznych.

Transgraniczna acquis Schengen, współpraca policyjna w Unii Europejskiej stanowi egzemplifikacje krzyżowania się wymiaru wertykalnego i horyzontalnego integracji europejskiej. Reorientacja kształtu i charakteru współpracy służb wskazuje na praktyczny kontekst wspólnych działań, których celem jest efektywniejsze zwalczanie przestępczości granicznej. Natomiast instytucjonalizacja współpracy stanowi kompilację rozwiązań normatywnych, politycznych oraz współzależności w powiązaniach między organami uczestniczącymi we współpracy transgranicznej. Efektywność współpracy obejmuje gwarancję równowagi „między formalnymi rozwiązaniami służącymi współpracy policyjnej a nieoficjalnymi formami zarządzania bezpieczeństwem wewnętrznym występującym na innych poziomach".
The cross-border Schengen acquis, police cooperation in the European Union exemplifies the intersection of the vertical and horizontal dimensions of European integration. The reorientation of the shape and nature of cooperation between the services indicates the practical context of joint activities aimed at more effective combating of border crime. On the other hand, institutionalization of cooperation is a compilation of normative and political solutions as well as interdependencies in the relations between the bodies participating in cross-border cooperation. The effectiveness of cooperation includes a guarantee of a balance “between formal solutions for police cooperation and informal forms of internal security management occurring in on other levels”.

Opis:

Cross-border cooperation constitutes one of the most important projects within the European ‘architecture’, and entails an entire system consisting of international public law, European integration, subsidiarity and partnership parameters, decentralisation and regionalisation, as well as international and domestic security parameters. It is one of the priorities of the European neighbourhood and strategic partnership policy. Cross-border cooperation focuses on member states and states utilising the European Neighbourhood and Partnership Instrument. It applies to both land and sea borders. With regard to cooperation aimed at ensuring Polish border security, two levels can be defined: 1. cooperation with the neighbouring states and domestic institutions with regard to the system of managing state border security, focused primarily on actions relating to preventing and counteracting cross-border crime; 2. cooperation benefiting third countries (countries which are not neighbours) which is advisory in nature and entails sharing experience and best practices. In this paper, I analyse various methods and forms of cross-border cooperation on the international and domestic level.

The main purpose of this paper is to present areas and directions of integration and disintegration in East-Central Europe. It is based on the comparison of the two development strategies for the two supraregional areas in Poland namely: Western Poland and Eastern Poland. Supraregions are groups of highest administrative units in Poland – voivodeships. It is not any kind of administrative unit, and neither statistical. The reason for supraregional strategies are common challenges of development of groups of voivodeships. In our analysis we present differences between those strategies in scope of cross-border cooperation. We concentrate on four thematic issues: transport connections, economy, academia and a role of foreign institutions in a preparation and a modification of documents. In this way, we confirm that in the East-Central Europe are existing areas of integration and disintegration reflecting also long lasting division of Europe into West and East. We stress that those disintegration areas, mostly the eastern frontier of the European Union, are the result of state policies.

Opis:

Education for Sustainable Development (ESD) has been approached in different ways by University faculties, secondary school teachers, and researches. However, the contribution to the ESD system made by international university projects has not been sufficiently discussed in the literature so far. The paper presents a case study and theoretical analysis of the role played by international university cooperation projects aimed at putting into practice the integration of inclass and extra-curriculum activities in ESD. This approach to education for sustainable development has been adopted in the Kaliningrad region (Russian Federation), one of the cross-border Baltic regions. The case study covers all the three dimensions of sustainability, i.e. ecological, economic and social development, as well as the improvement of regional environment. Legislative documents and projects developed by federal and regional government are mentioned, as well as obstacles to and prospects for the development of the integrated ESD approach. The project called “Lagoons as crossroads for tourism and interactions of peoples of South-East Baltic: from the history to present” is conducted by three countries and continues the work started in the CROSSROADS project. Its outcomes are used to support the conclusions drawn from existing theoretical approaches.

Opis:

 National borders constitute barriers to social, economic and political processes and, thus, tend to contribute to the peripheralisation of border regions. The paper compares the evolution of two euroregions in peripheral central European border regions, whose objective is to overcome such negative border effects by promoting cross-border cooperation at the regional level. On a theoretical level, the paper argues for an understanding of euroregions as soft spaces. Rather than viewing them primarily as instances of state rescaling, the paper emphasizes their role as adaptive service providers for local constituencies. It is suggested that their long-term stability depends on their relation to, and the internal dynamics of, politico-administrative hard spaces at the regional, national, and supranational level. While hard spaces are associated with the notion of the Weberian bureaucratic state, soft spaces combine many of the ideas of the New Public Management literature. Building on an organizational ecology perspective, the paper forwards the argument that stable, resourceful, and accessible hard spaces constitute a predictable and engaging environment within which softer arrangements may compete for the delivery of services. However, the interplay between soft and hard spaces tends to have an impact on the euroregions’ agendas. While EU cohesion policy provides incentives to strengthen horizontal cross-border coordination, the organizational integration of the two euroregions remained rather loose, testifying to the continued importance of domestic prerogatives.

In view of the increasing relevance of renewable energy, Danish and German university partners of the European Future Renewable Energy (FURGY) project developed and conducted a qualitative and a quantitative regional foresight (“Delphi”) study which primarily provided the data for this article. Based on the main findings of this regional foresight study and additional data, we present and discuss in this article four different scenarios for the development of the renewable energy sector in the FURGY region until 2030. These scenarios describe four cases: (i) “modest improvement as “most probable future”, (ii) “worst case”, (iii) “predominantly negative case”, and (iv) “best case”. We conclude our article with concrete police recommendations which can help regional, national and European policy makers to initiate a transition process from “modest improvement” to “radical improvement” of the conditions for the renewable energy sector in Europe, its member states and regions.

The research concerning cross-border cooperation initiative between regions presents international relations that are often formed upwards and have their roots in bilateral relations of the regions. A research hypothesis was positively verified on the basis of the conducted research, according to which the examined subject is a form of cross-border cooperation at the level of regional parliaments: German federal states, Kaliningrad District of the Russian Federation and selected Polish voivodships. Coherently with the purpose of the study, an institutional and legal analysis, analysis of source materials and a questionnaire were conducted. The paper contains an investigation of the genesis, objectives and the scope of substantive works concerning the cross-border cooperation formula within the regional parliaments of the South Baltic Region. A special nature of work within the Forum was also presented; the most important substantive issues introduced by the partners in resolutions adopted by acclamation are discussed, as well as the results of own research are presented.

The six founders of the European Economic Community, later the European Union, did not differ substantially in terms of an economic level. Therefore the issue of policy and the problems connected with a regional development started to be discussed along with the development of the economic integration and the enlargement of Communities with another countries, which were much different economically from the founders. The European Regional Development Fund (ERDF ) was established at the Copenhagen summit in 1975 and the resources were distributed into member states. The subsequent enlargement of the Community in 1986 with Spain and Portugal contributed to signing the Single European Act (SEA), which created the basis for a new structural policy and its reform in 1988, and the binding rules were additionally enlarged in the European Union Treaty from Maastricht. The EU Treaty signed on 07.02.1992 in Maastricht in the Netherlands established the European Union and came into force on 01.11.1993. Poland, after entering the European Union on 01.05.2004, taking into consideration the experience from the absorption of the pre-accession funds for ten years, i.e. since 1994, since the first days after the accession used well the EU resources and the Lubuskie Voivodship led the way within this range in Poland. Therefore the regional development was supported by the structural funds orientated first of all to infrastructure and the protection of natural environment. The assistance programme of the European Union for the countries of Central and Eastern Europe – Phare had its edition since 1994 in the Lubuskie Voivodship as Phare Cross Border Cooperation CBC – the Programme of Poland – Germany Cross Border Cooperation was mainly used for the implementation of investment projects on the Polish-German borderland. This experience was implemented in the effective use of the support within the Integrated Operational Programme of Regional Development in 2004–2006. Over 80 million euros granted for the Lubuskie Voivodship were orientated mainly to road, council and social infrastructure and the cross border cooperation was financed by the Community Initiative Interreg III A, whose objective was to support the integrated and sustainable development in the economic, social and cultural area on the Polish-German borderland.

Artykuł przedstawia wyniki sondażu, którego celem było m.in. zbadanie opinii mieszkańców czterech zachodnich podregionów na temat wpływu granicy na życie codzienne oraz opinii o funkcjonowaniu samorządów gmin. Sondaż ujawnia także postawy mieszkańców w stosunku do kwestii ochrony środowiska, współobywateli, mieszkańców sąsiednich krajów oraz pokazuje stopień identyfikacji terytorialnej mieszkańców pogranicza. Badanie zostało zrealizowane przez CBOS na reprezentatywnej próbie dorosłych mieszkańców czterech podregionów (NUTS 3): jeleniogórskiego, gorzowskiego, zielonogórskiego oraz szczecińskiego.
The author investigates the citizens perception of the impact of Polish-German border on local economies and communities in Western Poland. The research, based on the survey conducted in selected municipalities, reveals also the attitudes of the citizens towards the protection of natural environment and their opinion about the neighbours at both sides of the border. Finally, it attempts to assess the degree of citizens identification with the border area.

Opis:

The author of the article presents the realities of cross-border cooperation, which takes place on Polish borderlands. He defines the term of borderland from the angle of cross-border cooperation and discusses the most important tasks which are related to the process. He focuses on the barriers, which limit the efficiency of Polish cross-border cooperation with adjacent countries. The subject of his utmost consideration is the eastern borderland, because it concentrates institutional, infrastructural and social problems, which limit the cooperation of Poland with Ukraine, Belarus, Lithuania and Russia. The author notices that countries cooperating with Poland are also to blame for inefficient cross-border cooperation on Polish eastern borderland. The main reason of such a situation is a considerable infrastructural and organizational retardation of these countries. Presented barriers let us notice that cooperating countries have to face a challenge of laborious work of multidimensional dimension. The author also emphasizes the necessity of mental change among the people living on borderland as a method of breaking barriers concerning cross-border cooperation.

Artykuł charakteryzuje poszczególne euroregiony, ich cele, dokonania oraz wnioski, jakie płyną z tejże współpracy dla polskich euroregionów, zwłaszcza dla władz lokalnych. Punktem wyjścia są zagadnienia dotyczące definiowania kluczowych pojęć użytych w artykule, tj. euroregion, współpraca transgraniczna, oraz idei współpracy przygranicznej w Europie.
This article presents German experience in creating euroregions especially those located on western borderland. The aim is filling the gaps in the analysis of euroregions located on the borderlands that has been hardly described in specialist publications so far (most of the publications focus on the analysis of Polish-German euroregions). The article characterizes individual euroregions, their objectives, achievements and conclusions that result from this cooperation for Polish euroregions and particularly local authorities. The starting point are the issues concerning the defining of the key words used in the article, i.e. euro-region, cross border cooperation and the idea of cross-border cooperation in Europe.
Der Artikel schildert bundesdeutsche Erfahrungen im Bereich der grenzüberschreitenden Zusammenarbeit, die sich in Form des Euroregions etabliert hat. Im Fockus der Autorin stehen die entlang der deutschen Westgrenze liegenden Euroregionen..Somit widmet sich die Studie dem Thema, das in der polnischen Fachliteratur weniger Beachtung findet, weil diese sich überwiegend auf die Problematik der deutsch-polnischen Euroregionen konzentriert. Der Artikel geht von der Definition der Schlüsselbegriffe: des Euroregions, der grenzübergreifenden Zusammenarbeit und der Idee der granznahen Zusammenarbeit im Nachkriegseuropa aus, um später die einzelnen Euroregionen mit deutscher Beteiligung zu charakterisieren, und schließlich die aus dieser bewahrten Form der transeuropäischen Zusammenarbeit gezogenen Schlüsse als Anregungen für die polnischen Euroregionen aufzulisten.

The purpose of the paper was to examine, on the example of Podlaskie Voivodship, if the disbursement of funds for the development of tourism in the framework of the Cross-Border Cooperation Programme Poland – Belarus – Ukraine 2007-2013 was justified and whether the funds were expended in an efficient manner and on an adequate scale. The analysis was based on the secondary data of the Ministry of Regional Development, literature covering the research area and official statistical data. The results of research and analysis on tourist traffic in Podlaskie Voivodship indicated that despite the establishment of ambitious goal of improving and fully utilising the tourist potential of the Polish-Belarusian-Ukrainian borderland, it is impossible to clearly determine the degree of effectiveness of the programme in this respect due to a number of potentially significant determinants of tourism development in the region. The paper comprises the first in the existing body of literature detailed analysis of the effectiveness of tourism support under the programme, which may be a valuable diagnostic tool in defining the scope of other EU cross-border programmes in the future financial perspectives as far as tourism is concerned.

The text deals with an important topic of cross-border cooperation between fire brigades from Poland and Germany. Shaping cross-border cooperation at the voivodeship level is the task of the Voivodship Commander of the State Fire Service and is based on the existing contracts and agreements developed at the central level. The provisions of the Act on the State Fire Service show that the Provincial Commander of the State Fire Service is responsible for directing the organizational units of the State Fire Service from the voivodeship to rescue and humanitarian actions outside the state.
Streszczenie Tekst podejmuje ważny temat współpracy transgranicznej straży pożarnych z Polski i Niemiec. Kształtowanie współpracy transgranicznej na poziomie województwa jest zadaniem Komendanta Wojewódzkiego PSP i przebiega w oparciu o istniejące umowy i porozumienia wypracowane na poziomie centralnym. Z zapisów Ustawy o PSP wynika, że Komendant Wojewódzki PSP ma za zadanie kierowanie jednostek organizacyjnych PSP z obszaru województwa do akcji ratowniczych i humanitarnych poza granice państwa.

Opis:

Cross-border cooperation in Europe began in the 1950s. In Poland, the first Euroregions began to emerge in the early 1990s after the socio-political changes in Central and Eastern Europe. The Carpathian Euroregion, which was established in 1993, was the second Euroregion in Poland and the first in Slovakia and Ukraine. Its creation caused concerns among politicians, mainly at the central level. The reasons for these fears were ignorance of the rules of cross-border cooperation and the political situation - countries in this region were reforming and consolidating and some politicians were afraid of blurring of borders and sovereignty. The Carpathian Euroregion is a diverse region in terms of politics, ethnicity, culture and religion. It consists of the border areas of five countries. Despite political, economic and legal obstacles, local authorities have agreed on forms of cooperation and are implementing projects for the benefit of the region’s cross-border community.
Współpraca transgraniczna w Europie rozpoczęła się w latach 50. ubiegłego wieku. W Polsce pierwsze euroregiony zaczęły powstawać na początku lat 90. po przemianach społeczno-politycznych w Europie Środkowo-Wschodniej. Euroregion Karpacki, który powstał w 1993 roku, był drugim euroregionem w Polsce, a pierwszym na Słowacji i w Ukrainie. Jego powstanie wywoływało obawy wśród polityków. Przyczyną tych obaw była nieznajomość zasad współpracy transgranicznej i sytuacja polityczna – państwa w tym regionie reformowały się, konsolidowały i niektórzy politycy obawiali się rozmycia granic i suwerenności. Euroregion Karpacki jest zróżnicowanym regionem pod względem politycznym, etnicznym, kulturalnym, religijnym. Składa się z terenów przygranicznych pięciu państw. Mimo przeszkód natury politycznej, ekonomicznej i prawnej władze lokalne uzgodniły formy współpracy i realizują projekty dla dobra transgranicznej społeczności regionu.

W artykule dokonano analizy właściwości ukraińsko-polskiej współpracy transgranicznej, która jest realizowana w ramach współpracy między regionami przygranicznymi sąsiadujących ze sobą państw i przejawia się w różnych formach. Przeanalizowano wpływ współpracy transgranicznej na funkcjonowanie ukraińsko-polskiej granicy państwowej, w szczególności wzmacnianie jej funkcji kontaktowej i międzynarodowej. Zbadano determinanty funkcjonowania euroregionów, obejmujących tereny przygraniczne Polski i Ukrainy. Jako jedno z istotnych wyzwań w tym zakresie na współczesnym etapie należy rozpatrywać konieczność doskonalenia infrastruktury transportowej, modernizacja której będzie sprzyjała poprawie funkcjonowania ważnych międzynarodowych korytarzy tranzytowych i zwiększy ogólną przepuszczalność granicy ukraińsko-polskiej.
The features of Ukrainian-Polish cross-border cooperation realized within the framework of collaboration between the border regions of the neighbouring countries, displayed in different forms, have been considered in the article. The influence of transborder cooperation on functioning of the Ukrainian-Polish state border – in particular, strengthening of its contact function – has been analysed. The components of the Euroregions operation that include border territories of Poland and Ukraine have been investigated. As one of substantial challenges at the present stage the necessity of transport infrastructure improvement should be examined. Its modernisation will facilitate the improvement of the important international transit corridors functioning and increase the general Ukrainian-Polish border permeability.

Od niemal dekady Unia Europejska oferuje i promuje nową formę współpracy transgranicznej – Europejskie Ugrupowanie Współpracy Terytorialnej (EUWT). Aktualnie ich liczba przekroczyła sześćdziesiąt i są uruchamiane kolejne. W Polsce już działają cztery EUWT, a jest planowanych jeszcze kilka. Wśród tych ostatnich szczególnie interesująco przedstawia się inicjatywa uruchomienia EUWT na pograniczu polsko-litewskim, co wiąże się z możliwością dokooptowania partnerów z sąsiednich państw trzecich (zwłaszcza rejon grodzieński). Przed nowym EUWT pojawiają się znakomite perspektywy, lecz, obok nich, także liczne przeszkody do pokonania. Perspektywa wydaje się jednak optymistyczna, szczególnie dzięki racjonalnemu wykorzystaniu potencjału, wiedzy i doświadczeń partnerów.
For almost a decade, the European Union has provided and promoted a new form of crossborder cooperation – the European Grouping of Territorial Cooperation (EGTC). The number of such groupings has currently exceeded 60, and is still growing. In Poland, four EGTCs are already operational, and several more are to be established. Among the latter, the recent initiative to launch an EGTC in the Polish-Lithuanian borderland is particularly interesting, implying the possibility of coopting partners from the neighbouring third countries (especially from the area of Grodno). The new EGTCs have excellent prospects but also many obstacles to overcome. The outlook seems, however, optimistic, especially providing a rational use of the potential, knowledge and experience of the partners.

W opracowaniu podjęto próbę oceny współpracy transgranicznej Polski i Słowacji oraz określono założenia perspektywy tej współpracy, wykraczającej poza ujęty w artykule okres badań. Zakres rozważań obejmował w szczególności ujęcie historyczne rozwoju relacji pomiędzy obszarami przygranicznymi tych państw od ich początku, po realizowane dotychczas programy: Program Operacyjny Współpracy Transgranicznej Polska-Słowacja 2007-2013 oraz Program Współpracy Transgranicznej Interreg V-A Polska – Słowacja 2014-2020. Badania przeprowadzone w artykule obejmowały analizę opisową danych ilościowych, pozyskanych na podstawie wskazanych dokumentów, z uwzględnieniem ich osi priorytetowych, priorytetów inwestycyjnych, a także celów szczegółowych, wraz z oceną perspektywy finansowej 2007-2013. Wstępnie dokonano również przeglądu efektów współpracy w obecnym okresie programowania. Wyniki analizy pozwoliły stwierdzić, że w obecnym okresie programowania wzmocniono w strukturze dofinansowania rolę Osi Priorytetowej I i II. Mniejszy nacisk położono natomiast na Oś Priorytetową III. Ocena informacji cząstkowych z realizacji Programu Współpracy Transgranicznej w obecnym okresie programowania świadczy o dużym zainteresowaniu realizacją przedsięwzięć w zakresie prowadzonej polityki transgranicznej. Pozytywne zaś efekty realizacji Programu Współpracy Transgranicznej Interreg V-A Polska-Słowacja 2014-2020 są zauważalne jeszcze przed dokonaniem jego końcowej ewaluacji.
The study refers to assessing cross-border cooperation between Poland and Slovakia and sets out the assumptions of the prospect of this cooperation, going beyond the period of research included in the article. The scope of considerations included, in particular, the historical approach to the development of relations between the cross-border areas of these countries from their beginning, to the previously implemented programs: Operational Program of Cross-Border Cooperation Poland-Slovakia 2007-2013 and Cross-Border Cooperation Program Interreg V-A Poland – Slovakia 2014-2020. The research carried out in the article included a descriptive analysis of quantitative data, obtained on the basis of the indicated documents, including their priority axes, investment priorities, as well as detailed objectives, along with the assessment of the financial perspective 2007-2013. Initially, the effects of cooperation in the current programming period were also reviewed. The results of the analysis allowed to conclude that in the current programming period, the role of the Priority Axis I and II was strengthened in the co-financing structure. Less emphasis was placed on Priority Axis III. The assessment of partial information from the implementation of the Cross-Border Cooperation Program in the current programming period shows a great interest in the implementation of projects in the field of cross-border policy. The positive effects of the implementation of the Cross-Border Cooperation Program Interreg V-A Poland-Slovakia 2014-2020 are noticeable even before its final evaluation.

Publikacja dotyczy Raportu Komisji Europejskiej na temat pokonywania przeszkód w regionach przygranicznych wpływających na jakość współpracy, w którym omawiano istotę problemu, czyli zanalizowano aktualnie występujące przeszkody, poruszono istotne kwestie i przedstawiono ogólne wnioski. Do najczęściej występujących problemów zaliczyć należy bariery prawne i administracyjne, bariery językowe, dostępność fizyczną, różnice gospodarcze, zainteresowanie władz publicznych współpracą, różnice społeczne i kulturowe, brak zaufania. Raport wskazuje również na propozycje rozwiązań tych problemów. Badanie przeprowadzone przez DG Regio jest cennym materiałem, który zaangażował 623 podmiotów do wypowiedzi o problemach we współpracy transgranicznej w Europie. Zdaniem autorów, analiza przedstawiona na poziomie ogólności, czyli europejskim, nie jest w pełni przydatna dla euroregionów województwa lubuskiego.
In the publication the European Commission’s report on tackling obstacles in border regions that affect the quality of cooperation, discusses the substance of the problem, analyzing current obstacles, identifying relevant issues, and presenting general findings. Legal and administrative barriers, language barriers, physical accessibility, economic differences, public authorities’ interest, social and cultural differences, lack of trust are among the most common problems. The report also suggests solutions to these problems. The study conducted by DG Regio is a valuable resource that has involved 623 actors in cross-border cooperation in Europe. According to the authors, the analysis presented at this general level, at the European level, is not fully useful for Euroregions in lubuskie. Specific cross-border issues need to be identified in order to guide the development of cross-border cooperation, to define the objectives of specific crossborder partners, resulting from the objectives of the action, their results and indicators. keywOrDS cross-border cooperation, European Commission’s, euroregions

The aim of this paper is to map the spatial variations in the size of the shadow economy within Brussels. Reporting data provided by the National Bank of Belgium on the deposit of high denomination banknotes across bank branches in the 19 municipalities of the Brussels-Capital Region, the finding is that the shadow economy is concentrated in wealthier populations and not in deprived or immigrant communities. The outcome is a call to transcend the association of the shadow economy with marginalized groups and the wider adoption of this indirect method when measuring spatial variations in the shadow economy.

The article puts focus on the main trends of the Polish-Ukrainian cooperation on the self-governance reform under the condition of the current crisis in Ukraine. The paper presents a proposal of a new perspective as regards the way of defining the EU’s policy concerning the functional dimension of its borders. Thus, it comprises a counterproposal to the narrow definition of the whole policy, limited to the issues of border control and the principles of border crossing. In this approach, the EU’s border policy constitutes a kind of political framework for three programmes, implemented under three separate sectors of this policy, programmes of the EU activity oriented towards: cross-border cooperation of local communities; the establishment of tightened control and border protection and finally the stabilisation of the EU outside its borders. This is a three – dimensional, internally diverse policy of the EU, the implementation of which – depending on the dimension – is carried out by means of financial, legal or political instruments. This proposal constitutes a more complex approach to the analysis of the EU policy towards its borders and provides the opportunity to consider a particular EU border from the perspective of the level of isolation of border areas, the degree of permeability of the border control regime and of the “friendliness” or “hostility” of relations with neighbouring countries. It seems that such a perspective can better convey the diverse character of the EU’s external borders and determine their actual level of openness or closeness.
Artykuł przedstawia propozycję nowego spojrzenia na sposób definiowania unijnej polityki odnoszącej się do funkcjonalnego wymiaru jej granic zewnętrznych. Stanowi tym samym kontrpropozycję dla wąskiego definiowania zakresu tej polityki, ograniczanego do kwestii kontroli granicznych i zasad przekraczania granic. W ujęciu tym polityka granic UE stanowi rodzaj politycznej ramy dla trzech, prowadzonych na gruncie odrębnych polityk sektorowych, programów unijnych działań ukierunkowanych na: – współpracę transgraniczną społeczności lokalnych, mieszkających na terenach przygranicznych; – ustanowienie wzmocnionych kontroli i ochrony granic; – stabilizację unijnej (za)granicy. Jest to trójaspektowa, wewnętrznie zróżnicowana polityka, której realizacja – w zależności od aspektu – odbywa się za pomocą instrumentów finansowych, prawnych bądź politycznych. Propozycja ta stanowi bardziej kompleksowe podejście do analizowania unijnej polityki wobec granic zewnętrznych i daje możliwość spojrzenia na poszczególne odcinki tych granic pod kątem poziomu izolacji obszarów przygranicznych, stopnia „szczelności” reżimu kontroli granic oraz „przyjazności” bądź „wrogości” relacji utrzymywanych z państwami sąsiedzkimi. Wydaje się, że taka perspektywa w większym stopniu jest w stanie oddać zróżnicowany charakter poszczególnych odcinków unijnych granic zewnętrznych oraz określić, jaki jest ich rzeczywisty stopień otwartości bądź zamkniętości.

Celem prezentowanego artykułu jest zrozumienie charakteru i dynamiki współpracy transgranicznej w Europie za pomocą analizy transgranicznych projektów finansowanych z inicjatywy wspólnotowej INTERREG i realizowanych w latach 2007-2013. Koncepcje (a)symetrii oraz różnic w potencjałach stanowią ramy pojęciowe i analityczne rozważań. Autorzy wybrali przypadek granicy polsko-niemieckiej i postanowili pogłębić istniejące już badania, wskazując dodatkowe poziomy analityczne i interpretując dane empiryczne za pomocą przywołanych powyżej koncepcji. Projekty finansowane w ramach INTERREG stanowią doskonałe źródło danych pomagające analizować procesy współpracy transgranicznej wewnątrz Unii Europejskiej. Wnioski płynące z przedstawionych rozważań obrazują wieloaspektowe różnice między badanymi państwami w kontekście współpracy transgranicznej. Dotyczy to ilości wiodących partnerów we wspólnych projektach (niemieckie podmioty przewodzą większej ilości niż polskie), ale także ogólnego poziomu aktywności aktorów (ponownie wyższej u tych pochodzących z Niemiec). Jednocześnie jednostki z obszarów miejskich i reprezentujących wysoki poziomie dynamiki rozwojowej wykazują większą zdolność do udziału w transgranicznych projektach.
The aim of this article is to understand the nature and dynamism of cross-border cooperation in Europe by taking cross-border projects of INTERREG program implemented in the period 2007–2013 as examples and the concepts of (a)symmetry and potential differences as a conceptual framework. The case of the German-Polish border has been chosen and the authors attempt to further the already existing analysis by indicating additional analytical levels and interpreting findings with the help of the concept of asymmetry. INTERREG projects provide a great source of data to help analyse the cooperation processes established within the Schengen Area. The findings of this investigation reflect well the differences between the two countries in many aspects, especially the leading partners in projects (Germans lead more than Poles), as well as the fact that the German actors are more active in general, when at the same time urban and more dynamic areas are more able to take part in projects.

This paper assumes that two neighboring regions, that is regions sharing a common land border, namely Warmia and Mazury, and Kaliningrad FR, form the Polish- Russian borderland. It shows the evolution of the Polish-Russian border, from closed (until 1955), through selectively open (1956–1989), to the border as a platform for cooperation (since 1990). This has determined the evolution of borderland research, from research into a closed, isolated border – to a border where multi-dimensional and bottom-up, cross-border contacts are implemented. The introduction of small border traffic rules in 2012 and the following dynamic increase in border traffic, has largely contributed to creating a Polish-Russian cross-border region.
W artykule przyjęto założenie, że dwa regiony sąsiadujące, czyli posiadające wspólną, lądową granicę: województwo warmińsko-mazurskie i Obwód Kaliningradzki FR tworzą polsko-rosyjskie pogranicze. Widoczna jest ewolucja polsko- rosyjskiej granicy: od zamkniętej (do 1955 r.), poprzez selektywnie otwartą (lata 1956-1989), do granicy jako płaszczyzny współpracy (od 1990 r.). Wpływa to na ewolucję badanego pogranicza: od zamkniętego, izolowanego - do pogranicza, gdzie realizowane są wielowymiarowe, oddolne kontakty transgraniczne. Natomiast wprowadzenie w 2012 r. zasad małego ruchu granicznego i związany z tym dynamiczny wzrost ruchu granicznego służą kształtowaniu polsko-rosyjskiego regionu transgranicznego.

The article presents an overview of legal acts containing regulations regarding the possibilities for the establishment of international cooperation between local government units, with an emphasis on cross-border cooperation. The second section has defined the determinants and objectives which prompt local government authorities to establish such cross-border cooperation. The last section presents selected practical examples of such activity at the borders of Poland and other Central and Eastern European countries. The article ends with conclusions and suggestions for the representatives of local authorities that are currently involved in establishing or wish to establish international cooperation.

W warunkach pogłębiającej się integracji europejskiej współpraca zagraniczna samorządów, w tym współpraca transgraniczna, ulega intensyfikacji i obejmuje coraz więcej dziedzin. Współpraca transgraniczna w dziedzinie bezpieczeństwa na wielu granicach Unii Europejskiej ma swoją długą historię. Pojawia się coraz więcej inicjatyw transgranicznych z zakresu zarządzania kryzysowego – przede wszystkim w ramach przedsięwzięć organizacyjnych, w mniejszym stopniu logistycznych i finansowych. Celem badań było ukazanie zarządzania kryzysowego jako nowej, ważnej dziedziny współpracy transgranicznej. W artykule przedstawiono pojęcie i dziedziny współpracy transgranicznej, przedmiot, podmioty zarządzania kryzysowego w Polsce i ich zadania w świetle współpracy transgranicznej. Ukazano plany ochrony infrastruktury technicznej jako potencjalny obszar współpracy transgranicznej. Celowe wydawało się wzbogacenie przedmiotu badań o przegląd aktualnych uwarunkowań prawnych i finansowych zarządzania kryzysowego na granicy polsko-czeskiej. Przeprowadzona analiza pozwoliła m.in. na wyciągnięcie wniosku, że rozwój współpracy transgranicznej w zaobserwowanym kierunku powinien doprowadzić w przyszłości do wyodrębnienia transgranicznego zarządzania kryzysowego.
With greater and greater European integration, foreign and cross-border co-operation between local governments has been intensified and has embraced more and more areas of cooperation. Cross-border co-operation in the area of security on many European Union borders has its own long history. More and more cross-border initiatives appear with respect to crisis management: more organizational ones than logistic or financial ones. The aim of the research was to show crisis management as a new, important area of cross-border co-operation. The article presents the concept and fields of cross-border co-operation; the subject and objects of crisis management in Poland as well as their tasks in the light of cross-border co-operation. Also, technical infrastructure security plans have been shown as a potential field of crossborder co-operation. It seemed to be reasonable to enrich the subject of the research with a review of current crisis management legal and financial conditions on the Polish-Czech border. The analysis conducted allows one, among other things, to come to the conclusion that the development of cross-border co-operation in the direction that has been observed should lead to the emergence of cross-border crisis management in the future.

Information society in the era of the twenty-first century, poses in front of government offices with new challenges. Globalization, the creation of the European Union has led to cross-border cooperation between the two countries such as Poland and Lithuania is based on innovative systems integrated into one specific EU directives. The flow of information, the speed, the use of technological innovations in the Customs Service is working every day in the country, but also a constant communication with the customs administrations in the European Union.

Opis:

The research problem of the paper concerns multiple catalysts for the development of cross-border cooperation in Euroregions, and in particular their impact on public institutions and NGOs. The aim of the paper is to determine whether in a specific Euroregion environment, cooperating public institutions and non-governmental organizations are affected by similar or different catalysts for the development of cross-border cooperation. Based on the literature review as well as desk research analyze, the theoretical part of the paper presents three key sets of catalysts for the development of cross-border cooperation, related to: the adopted model of cooperation; cooperating organizations; implemented cross-border activities. In order to solve the paper’s research problem the qualitative research were conducted. The co-authors analysed the results of focus group interviews and a survey conducted on a group of 100 Polish and Czech respondents developing cross-border cooperation in the Polish and Czech part of the Beskidy Euroregion were used. The sets of catalysts: “the model of cooperation”, “the resources and potential of partners” refer in a universal way to the processes of development of cross-border cooperation, while the third set - joint activities of partners is strongly correlated with Euroregional determinants. The analysis confirms that for non-governmental organizations the strong catalysts for the development of cross-border cooperation are the resources and potentials of the cooperating organizations and joint activities of the partners, while the set including the cooperation model is not important. On the other hand, in the case of public institutions, the cooperation model and the resources and potentials of cooperating organizations can be considered weak catalysts, while the set including joint activities of partners is not important.
Problem badawczy niniejszego artykułu dotyczy wielu katalizatorów rozwoju współpracy transgranicznej w euroregionach, a w szczególności ich wpływu na instytucje publiczne i organizacje pozarządowe. Celem artykułu jest ustalenie, czy w specyficznym środowisku euroregionów na współpracujące instytucje publiczne i organizacje pozarządowe mają wpływ podobne lub różne katalizatory rozwoju współpracy transgranicznej. Na podstawie przeglądu literatury, a także analizy badań źródeł zastanych, teoretyczna część artykułu przedstawia trzy kluczowe zestawy katalizatorów rozwoju współpracy transgranicznej, związane z: przyjętym modelem współpracy, organizacjami współpracującymi oraz realizowanymi działaniami transgranicznymi. W celu rozwiązania problemu badawczego przeprowadzono badania jakościowe. Autorzy przeanalizowali wyniki wywiadów grupowych i wykorzystali ankietę przeprowadzoną na grupie 100 polskich i czeskich respondentów rozwijających współpracę transgraniczną w polskiej i czeskiej części Euroregionu Beskidy. Zestawy katalizatorów: "model współpracy", "zasoby i potencjał partnerów" odnoszą się w sposób uniwersalny do procesów rozwoju współpracy transgranicznej, podczas gdy trzeci zestaw - wspólne działania partnerów, są silnie skorelowane z determinantami euroregionalnymi. Analiza potwierdza, że dla organizacji pozarządowych silnymi katalizatorami rozwoju współpracy transgranicznej są zasoby i potencjał współpracujących organizacji oraz wspólne działania partnerów, a zestaw obejmujący model współpracy nie jest istotny. Z drugiej strony, w przypadku instytucji publicznych, model współpracy oraz zasoby i potencjał współpracujących organizacji można uznać za słabe katalizatory, natomiast zestaw obejmujący wspólne działania partnerów nie jest istotny.
