This paper is an examination of the relationship between the citizenship question in the Nigerian state and the tendency that has been denoted as neobiafranism in the work. The study subsequently found that despite the constitutional provisions on citizenship in the Nigerian nation, the question of who is a citizen has continued to remain in empirical terms, unsatisfactorily answered. Furthermore, it was found that the tendencies that define citizenship in Nigeria are ambivalent and the predispositions that encumber the giving of serious attention to citizenship in the country consequently belong to leadership incapacities. This gives rise to the case of a state that has to remain united by compulsion. It is concluded in the paper that until the citizenship question is fully settled, the affairs of the Nigerian state will continue to oscillate between the incidences of grounded take-offs and only-hopeful landings.

This study was to discuss and overview the infrastructure of digital citizenship in fostering the reinforcement of national identity in Indonesia. This study was prompted by a problem in the development of digital citizenship infrastructure, which could be an instrument in fostering national identity in Indonesia. The process of forming a national identity could be emphasized through various platforms in the digital citizenship infrastructure, so that the internalization of national values among Indonesian citizens could strengthen their identity as such. This study took the form of qualitative research with a phenomenological approach, constructing theories and phenomena concerning the infrastructure of digital citizenship in Indonesia. The results showed that the infrastructure of digital citizenship reinforced national identity in Indonesia in three ways, namely: 1) internalizing awareness of digital literacy through Citizenship Education learning, 2) implementing Habituation of national identity values in the digital citizenship infrastructure, and 3) running digital forums that could reinforce the digital citizenship infrastructure and strengthen national identity.

Governments make assumptions about immigrants and then craft policies based on those assumptions to yield what they hope will be effective naturalisation outcomes: state security and trustworthy citizens. This study examines the thoughts, experiences and opinions about citizenship and civic engagement, drawing on a dataset of 150 one-hour interviews with permanent residents and naturalised citizens in New York and Berlin in 2004–2010 and again 2016–2020. It includes those who have naturalised or hold immigration statuses necessary for naturalisation (i.e., those who can and will naturalise, those who can but will not naturalise and those rejected for naturalisation or who do not meet eligibility requirements). I explore how immigrants participate as citizens and privileged non-citizens. My findings include the fact that immigrants define civic engagement – what ‘citizen’ participation means and who participates – more broadly and narrowly than anticipated. Immigrant perceptions of naturalisation and what becoming a citizen meant to them, and how naturalisation personally affected modes of participation. Defensive citizenship stimulated naturalisation but was deemed insufficient in contemporary New York and Berlin to protect immigrants and their engagement. State-designed naturalisation processes ignore immigrants’ perspectives and performative modes of citizenship and, thus, ineffectively select the citizens states say they want.

Based on a sociological survey conducted within the framework of the Swiss-Ukrainian project, the article analyses the state of citizenship of Ukrainians through the prism of developing their patriotic attitudes. The authors make a theoretical attempt to combine the notions of «citizenship » and «patriotism» with a view to their mutual informative reinforcement in the new model of citizenship patriotism. It is determined that the most integrative potential for the successful completion of democratic transit in Ukraine is a model of citizenship patriotism, based on a high level of citizenship competence of individuals (which implies a well-grounded positive assessment of the national realities, the attitude of conscious fulfilment of civil duties and active position of citizens in the field of protection of public interest).
На основі соціологічного дослідження, про- веденого в рамках швейцарсько-українського проєкту, у статті аналізується стан громадянства українців через призму розвитку їх патріотичних настроїв. Зроблено теоретичну спробу поєднання понять «громадянство» та «патріотизм» з метою їх взаємного інформативного під- кріплення в новій моделі громадянського патріотизму. Визначено, що найбільш інтегративним потенціалом для успішного завершення демократичного транзиту в Україні є модель громадянського патріотизму, засно- вана на високому рівні громадянської компетентності особистості (що передбачає обґрунтовану позитивну оцінку національних реалій, свідомого виконання громадянських обов’язків та активної позиції громадян у сфері захисту суспільних інтересів).

The study concerns the relations between the Polish Constitution of 1997 and the regulations of EU treaties in the area of granting EU citizens who are not Polish citizens electoral rights on the territory of the Polish state. These rights refer to active and passive electoral law with regard to elections to the European Parliament and to local self-government (commune). Electoral rights are treated as an institution intended only for Polish citizens. Thus there is a situation of incompatibility between the constitutional standard and the electoral rights of all EU citizens. This problem has been considered by the Polish Constitutional Tribunal, but due to its complexity and its systemic nature has not been resolved.

Citizenship is the status of being a legal member of a state, having been recognized by the law and custom of such state, whereby citizens owe allegiance to the state (country) and in turn been protected by the state. Nevertheless, for citizens to owe allegiance to their states implies that such citizens is patriotic and also ready to take up their constitutional rolls or duties to the betterment of the state, and in return enjoys the fundamental human rights, citizen’s liberty and protection from their states (country). However, for citizens to know their rights, duties and obligations, and for them to be able to participate actively in their countries political decision making (supporting and criticizing government policies) that will leads to a robust public and foreign policy of their country, then, such citizens need to be politically educated through citizenship education, because Citizenship education breeds active democratic citizen-ry. This article titled citizenship and citizenship education: A determinant of good governance examined the importance of citizenship education and how it can breed active democratic citizenry that can enhance good governance in the state. This article employs the interview as a tool for data collection, and also applied the secondary source of Data collections by retrieving valuable information’s from ready-made works of scholars to buttress the argument of this work. The paper finds out that there is a positive correlation between citizenship education and active democratic citizen-ry. This article finally recommends that extensive citizenship education will serve as a veritable tool for good governance and National development. However, the paper recommends that citizenship education is a must and a child of necessity, a policy to be adopted by all government. Obywatelstwo to status prawnego członka państwa, które zostało uznane przez prawo i zwyczaje tego państwa, zgodnie z którym obywatele są zobowiązani do wierności państwu i są z kolei chronieni przez to państwo. Niemniej jednak zawdzięczanie obywatelom wierności swoim państwom oznacza, że są oni patriotami, a także są gotowi do podjęcia swoich konstytucyjnych list lub obowiązków na rzecz poprawy państwa, a w zamian korzystają z podstawowych praw człowieka, wolności obywatelskiej i ochrony ze strony swoich państw. Jednakże, aby obywatele znali swoje prawa, obowiązki i obowiązki oraz aby mogli aktywnie uczestniczyć w podejmowaniu decyzji politycznych w ich krajach (wspieranie i krytykowanie polityki rządowej), co doprowadzi do solidnej polityki publicznej i zagranicznej ich kraju, wówczas takich obywateli należy kształcić politycznie poprzez edukację obywatelską, ponieważ edukacja obywatelska rodzi aktywne, demokratyczne społeczeństwo. W artykule zatytułowanym „Obywatelstwo i edukacja obywatelska: wyznacznik dobrego rządzenia” zbadano znaczenie edukacji obywatelskiej oraz sposób, w jaki może ona wyhodować aktywnych demokratycznych obywateli, którzy mogą wzmocnić dobre rządy w państwie. W artykule wykorzystano wywiad jako narzędzie do zbierania danych, a także wykorzystano wtórne źródło zbiorów danych, pobierając cenne informacje z gotowych prac naukowców, aby wzmocnić argumentację tej pracy. W artykule stwierdzono, że istnieje pozytywna korelacja między edukacją obywatelską a aktywnym obywatelstwem demokratycznym. W artykule zaleca się, aby obszerna edukacja obywatelska posłużyła jako prawdziwe narzędzie dobrego rządzenia i rozwoju narodowego. Wraz z ogłoszeniem przez ONZ „Agendy na rzecz zrównoważonego rozwoju 2030” globalna edukacja obywatelska stała się ważnym narzędziem realizacji Celów Zrównoważonego Rozwoju. Jednym z jej zadań jest w ujęciu UNESCO przygotowanie dzieci, młodzieży i dorosłych do budowy bardziej inkluzywnego świata. Krytycy podkreślają jednak, że wiele działań z zakresu globalnej edukacji obywatelskiej ma charakter pozornie inkluzywny. Problematyczny okazuje się konstrukt globalnego obywatela elitarny, imperialistyczny i paternalistyczny, a także ucieleśniający dyskurs neoliberalny. Celem artykułu jest analiza inkluzywnego potencjału globalnej edukacji obywatelskiej i wskazanie możliwych ścieżek poszerzenia go. Argumentuję, że aby uczynić globalną edukację obywatelską bardziej inkluzywną, warto przeformułować kategorię globalnego obywatelstwa. Odwołując się do prac R. Lister, V. Andreotti, A. Abdiego czy L. Shultz proponuję bardziej elastyczną, pluralistyczną formułę globalnego obywatelstwa, wrażliwego na różnicę, ale nie rezygnującego z uniwersalistycznych obietnic. Nakreślam także wybrane implikacje tej formuły dla globalnej edukacji obywatelskiej.
With the UN “Agenda for Sustainable Development 2030”, global citizenship education has become an important tool for achieving the Sustainable Development Goals. According to UNESCO, its aim is to prepare children, youth and adults to build more inclusive world. Critics, however, emphasise that many activities in the field of global citizenship education are only seemingly inclusive. The construct of a global citizen – elitist, imperialist and paternalistic, as well as embodying the neoliberal discourse – turns out to be problematic. The aim of this article is to analyse the inclusive potential of global citizenship education and to point out some possible ways of expanding it. I argue that to make global citizenship education more inclusive, there is a need to reformulate the concept of global citizenship. Drawing on the works of R. Lister, V. Andreotti, A. Abdi and L. Shultz, I propose a more flexible, pluralistic formula of global citizenship, sensitive to difference but not giving up universalist promises. I also outline the implications of this formula for global citizenship education.

The prevalent conceptual approach used to assess multiple citizenship legislation is based on analysing a set of selected elements of the relevant legal framework. This paper argues that the evolution of legal rules on dual citizenship cannot be comprehensively analysed using methods created for comparative analyses and based on a narrow selection of legal rules that reflect either a restrictive or an open approach to dual citizenship. The simplified approach that focuses on the analysis of selected fragments of explicit legislation generates results that may be misleading. Therefore, the terms of reference for comparative study of multiple citizenship should be elaborated and extended. A comprehensive comparative method also has to take into account the migration context as well as relevant aspects of the legal and political context. This article explores these issues through an analysis of Polish legal rules in the field of dual citizenship.

As the adoption of the Hungarian simplified naturalisation scheme raised much tension both in the neighbouring countries of Hungary and in the main host countries of EU citizens, this paper summarises the nature of such reactions and the most frequent fears that EU states expressed. The main aim of the study is to show what effects a country’s modification of its citizenship rules may have on the situations of other EU member-states and European Union citizens. The article also raises one practical aspect of the situation that evolved as a result of the answer by Slovakia to the Hungarian modifications – namely the ex lege withdrawal of Slovakian citizenship if a person acquires a new one from another country. It introduces in detail the free-movement aspects of ethnic Hungarians losing their Slovakian citizenship, while not leaving their homeland in Slovakia, arguing that people in such a situation may rightfully and immediately be eligible for permanent residence rights, which would provide them with a higher level of protection.

The issue of citizenship has been one of the main topics of political thinking since antiquity, when its origins were significantly shaped by classical philosophers, whose ideas are also important for modern thinking. Gradually, with the intensification of globalization many new conceptualizations of the classical concept of citizenship were formulated to address global challenges. These shift away from the basic view of the interconnectedness of citizenship with a specific territory and give humans a wider, global identity with an associated appeal to global responsibility. One such concept is environmental citizenship. This article is aimed at examining the historical development of citizenship, particularly in its republican and liberal versions, and its conceptualisation in the context of environmental problems that overcome national borders. The demands on citizens must be adapted to this reality. This article highlights the growing potential of environmental citizenship as one of the possible key factors for achieving a more sustainable world, which however requires the active involvement of nation-states.

Global Citizenship Education at university has been developed in Spain with the continued support of the Official Development Assistance and collaboration of Non-Gobvernment Organizations. In recent years, this assistance is suffering a drastic decrease in funding. Due to this situation, Spanish nonprofits and the University must enhance their collaboration in order to make a better use of the resources available. This article details a method for determining the collaboration factors in activities of Global Citizenship Education at university through the prioritization of experts’ preferences of collaboration. For this, it uses a quantitative technique called the Analytical Hierarchy Process on a sample of Global Citizenship Education professionals all over Spain. The results provide criteria that may help to establish a most suitable and collaborative action plan for Global Citizenship Education in the university space in the new changing reality.

Young people are a generation that engages in active public life, so we have explored ways in which young people under 30 are involved in private and public life. Research study from 2020 involved 284 people who became volunteers during high school and university and continue to volunteer and carry out regular activities for different target groups. The sample consisted of 57% of women and 43% of men at age of 18–30. From the analysis of the results, we found out what the current profile of volunteers is, which motives encourage young people under 30 to volunteer work. We also analysed the character profile of volunteers and their active citizenship. The Slovak Republic’s Youth Strategy for 2014–2020 sets out the strategic objectives of youth policy, one of which is volunteering. At present, volunteering is strongly influenced by demographic trends related to population aging and modernization or digitalization.

This paper unpacks the legitimacy gap existing between post-communist policies of citizenship restitution, the experiences of these policies, and the media coverage of these policies. Considering citizenship restitution first as analogous to property restitution, theoretically citizenship restitution appears as compensatory, to right the wrongs of communist- and Soviet-era seizures and border changes, and appears to establish citizenship restitution as a right. Using UK media coverage of Romania’s policy of citizenship restitution vis-à-vis Moldova, the paper shows the extent to which this policy is framed as an illegitimate loophole propagated by a ‘Romanian Other’ which is ‘giving out’ EU passports, exploited by an impoverished and criminal ‘Moldovan Other’, and inflicted on a ‘UK Self’ that is powerless to stem the tide of migration and block routes to gaining access to the EU via such policies. However, the paper also contrasts, and challenges, this media framing by using interviews with those acquiring Romanian citizenship in Moldova to demonstrate the extent to which acquiring Romanian citizenship in Moldova is a costly and lengthy procedure. Overall, the paper shows the extent to which citizenship restitution is a contested procedure, constructed as a right by the state seeking to compensate former citizens, and as illegitimate by those who construct a logic resulting from feeling threatened by policies of citizenship restitution.

The paper gives an ironic and short, both empirical and normative analysis of current Polish home education intertwined with a metaanalysis of the role of metaphors in the language of the educational sciences. Entomological metaphor of subimago helps here in revealing the social status quo of the mentioned „home education” in Poland. One can describe socioeducational reality using different forms of expression. Metaphorization is one of them, not always adequate, but indispensable as well as cognitively pleasant.

Celem artykułu jest analiza i krytyka kompetencyjnego modelu edukacji obywatelskiej i społeczeństwa obywatelskiego, w świetle szerszej dekonstrukcji i krytyki paradygmatu rozwojowego, w której model kompetencyjny jest ulokowany. Pokazuję, w jaki sposób i z jakimi konsekwencjami wiąże się przyjmowane w naukowym i potocznym dyskursie założenie, że do życia w społeczeństwie demokratycznym wymagane jest specjalne przygotowanie obywateli. Jednym z jego efektów jest zjawisko, które w oparciu o literaturę przedmiotu nazywam „odmową teraźniejszości”. Oznacza ono odmowę uznania podmiotowości politycznej aktorom społecznym, a więc uznania ich zdolności do aktualnej politycznej partycypacji. Za G. Biestą i J. Rancière’em, pokazuję, że zjawisko to wiąże się z rodzajem pedagogicznej fikcji myślenia rozwojowego, w ramach którego obywatelskość rozumiana jest jako stan lokowany w przyszłości, a więc jako rezultat odpowiedniej i odpowiednio sterowanej ścieżki edukacyjnej. Przy czym zjawisko to odnoszone jest nie tylko do jednostek, które poddane są, z racji wieku, formalnej i obligatoryjnej edukacji obywatelskiej, ale również do szerszego społeczeństwa, które zgodnie z charakterystyczną dla paradygmatu rozwojowego logiką pedagogizacji, podlega znaczeniowemu przemieszczeniu, a tym samym zamieniane jest w rodzaj szkoły, z właściwym jej hierarchicznym podziałem: na uczniów i nauczycieli. W tak ustrukturowanej, symbolicznej konstrukcji paradygmatu rozwojowego dzieci podlegają mechanizmowi odobywatelniania, dorośli natomiast udziecinnianiu i infantylizacji. Charakterystyczne dla perspektywy rozwojowej myślenie o demokracji i społeczeństwie obywatelskim staje się tym samym odmianą elitarystycznej i genetycznie antydemokratycznej racjonalności oraz kolejną formą wytwarzania hierarchicznej społecznej stratyfikacji.
The main purpose of this paper is to analyze and criticize the competence-based model of civil socjety and citizenship education. The critique also deals with the developmental paradigm on which the competence model is based. Thinking about civil society and citizenship using the logic of the developmental paradigm is common in the scientific and popular discourses. In the paper I will describe this logic and explain the consequences of a presupposition, that people in democratic countries must possess certain skills and attitudes to be considered “true” citizens. One of the consequences is a phenomenon which I call “the denial of the present”. It is a denial to recognize social actors’ political subjectivity and, in effect, a refusal to treat them, here and now, as citizens able to participate in the political life. I would like to show, using the ideas of G. Biesta and J. Rancière, how the “denial of the present” is a part of the pedagogical fiction of the developmental paradigm, in which citizenship is seen as a future identity, and an outcome of an education. I will describe how this logic has an impact on obligatory citizenship education of children but also how it is reflected in a wider process of educationalization of society. A socjety that is educationalized is described using the language of school, with its hierarchical division between teachers and pupils. The use of the discourse of the developmental paradigm enables treating the children as non-citizens and adult citizens as children. I argue that the mode of thinking about civil society and democracy characteristic for the developmental paradigm has at its core a rationality that is both elitist and antidemocratic, legitimizing the hierarchical social stratification of society.

Citizenship has been rediscovered in Eastern Europe after the collapse of the communist regimes and the breakdown of multi-national states. This rediscovery revealed not only great opportunities with regard to democratic inclusion, national redefinition and the remedying of past wrongs but also important risks, such as legal and political exclusion, ethnic engineering and discrimination. The broader revival of citizenship in recent decades has triggered a renewed academic interest in issues of citizenship, albeit this research had remained biased towards Western experiences, such as long-term immigration and social integration. Although it would be ill-advised to talk of Eastern European models of citizenship, the region does present a number of empirical and theoretical puzzles that can enrich the existing literature by challenging conventional approaches and stimulating more-balanced and contextual theoretical perspectives.

The article reviews the newest monograph of Professor D. Kochenov on the critical analysis of the institution of citizenship. The main argument of the book consists in the injustice reinforced globally by the institution of citizenship from the perspective of the rights of an individual. The review refers to the issues discussed in the monograph concerning citizenship as a legal relation between an individual and the state, civil rights and obligations in a critical perspective. The author of the review underlines the significance of critical depiction rarely found in the Polish subject literature, however, he indicates possible areas for polemics with the reviewed monograph, in particular from the perspective of the consular law. Polemic notes do not shatter the significance of this work as an important voice in the analysis of international law from the perspective of the rights of an individual.

In the contemporary world, modernising at an incredible pace, an increasing importance is being placed on education, which is supposed to prepare communities for this acceleration. A few areas can be separated during discussions on education: among the others it is the issue of competencies indispensable on the labour market of the future as well as values and global education. Such issues are also a starting point for the authors of the publication issued in English “Responsibility – Participation - Conscious Citizenship – The Dilemmas of Global Education. Global education – as it is the main subject matter of the publication - was implemented into Polish system of education in the school year 2009/2010 (it was placed in the core curriculum of general education). Prior to this, in 2002 in Maastricht European politicians developed Declaration of Global Education which put forward systemic solutions in this area. The significance of education in the world of multiculturalism and globalization was stressed out long before by researchers indicating the need to focus on such issues and prepare communities for the challenges of postmodernity. It emerges that after more than a dozen years of implementing and practicing global education there is still a need to intellectually deal with this difficult and complex notion. Real practice has revealed a number of areas which still are and will long continue to remain a challenge both for researchers and practitioners. The aim of the publication, edited by Klaudia Śledzińska, is to provide an answer to the question not so much about the essence of global education in Polish educational practice but rather about its axionormative dimension and values implemented in various social dimensions. The axis for deliberations undertaken by the authors is based on such values like responsibility, committed participation and social engagement. It is education – as observed by the editor in the introduction – that is supposed to “enhance the awareness and reflexive cognition of phenomena, social processes, interrelations between people and places, as well as to foster stronger social engagement” [s.8], It should also contribute to better understanding of mutual interrelations and the permeation of cultural, environmental, economic, social, political and technological systems. This, however requires a basic consensus regarding the understanding and interpretations of the values essential in education as well as their transmission methods. The publication is composed of three parts: the first two make an attempt to put in order the notions and conceptualize the categories of responsibility as well civic participation and civic society and akin ideas of a social bond and social capital. Part three deals with selected concepts of social life and experience, wherein we can discern the very essence of responsibility, participation and process towards conscious citizenship. Thus, presented are those aspects through which “we can appreciate the significance of educational actions towards the formation of responsible civic attitudes, notably work according to a corporational model, employee - volunteering, insurance reciprocity, horizontal and vertical gender segregation in scientific milieu as well as lifelong learning and activation of older people” [s.11]. It worth emphasizing several significant issues emphasized by the Authors and related to the notions related to global education, especially in the context of transformations of contemporary societies. One of them is a crucial issue present in public and academic discourse and dealing with the division of the world into global North and South, the impact of which is mostly “felt” by the countries of a global South. Global education which was supposed to increase sensitivity to the problems of inequality and bring closer or tame “the Other” has become an element of a specific symbolic violence and imposing on poor countries the civilizational and economic model incorporated in the countries of the North. Klaudia Śledzińska in her chapter focuses on a “hidden programme” of global education, thus a Europocentric, stereotyping model of creating a global awareness, taking no consideration of the specificity and local conditions, which the countries of the North “offer” to the global South. Another manifestation of organizing the world according to old post-colonial principles is “educational disease”, that is “forcing by the rich North the only vision of the development of the deprived regions, in both individual and group dimensions, by means of formal education towards achieving a high social status” [s.43]. Thus, paradoxically the present task of global education is to deconstruct itself and include/ take into consideration other perspectives and discourses, including the ones put forward by minorities. It is teaching responsibility, creating a strong personal subjectivity, stressing out respect to subjectivity of “the Other”, learning “out of Others and from Others [s.47]. Only such attitude where “personal subjectivity of “you” appears through “I” (and vice versa) (…) and thereby secures relationships which no longer carry the features of exploitation, injustice or dominance” [s.47]. In their publication, the Authors indicate and emphasize the significance of numerous citizen-making mechanisms, practices and strategies, which they place in the context of education, making it possible to disseminate and enhance them. Both the employee participation in companies, employee volunteering, pro-social activity on community portals but also more increasingly a common activity of women, the elderly not only on the labour market but also in the social sphere contributes to building a mature civic society. Nonetheless, it will not be lasting unless education provides substantial foundations based on commonly developed values. The proposal of the model of education offered in the publication means “focusing on teaching a pupil/student – not as an uprooted citizen of the world , but as a citizen endowed with his own unique identity, socially enrooted in concrete local contexts and capable of making rational choices”[s.52]. This statement - though perhaps controversial - gives the publication Authors- proprietary feature. It reveals that the recently depreciated locality and identity, built around universal values such as responsible partnership still remains valid. In the first chapters of the publication a certain nostalgia for the return of the “culture of character” instead of the currently functioning culture of personality is clearly seen (from the perspective of one of the authors, a crucial moment for an axio-normative shift and understanding responsibility took place in the early 20th century). It “was a shift from the culture of character to the culture of personality, from internal to external values” . “The culture of character was associated with the notions of, e.g.: citizenship, obligation, democracy, labour, honour, reputation, morality. The culture of personality, in other words, the culture of “making a good impression on others” and “standing out from the crowd” refers rather to the categories of: fascination, attractiveness, bewilderment, creativity, domination, strength, power or determination” [s.20]. Even though the publication is not easy to read and requires an attentive and careful reader, it is a great contribution to the discussion on the essence and directions of global education development, especially in its axionormative character. It is recommended not only for researchers but also non-academics who are committed to the idea of the world continuously improving but also learning from its own mistakes.

Opis:
The article presents the issue of patriotic discourse in school textbooks for teaching Polish for grades 4–8 of primary schools. At the same time, this issue is placed in the aspect of recent changes in education made and announced by the minister of science and education. The analysis of the textbooks carried out using the KAD method shows that, although we constantly deal with a romantic vision of patriotism due to the canon of reading, it is sometimes broken through reflection on historical events and the past. The martyrdom tendency, formed in the period of Romanticism, is still the dominant one, the presence of which is part of the paradigm of the long duration of Romanticism. The article also addresses what patriotic education at school should be today. Not only today, but for a long time now, we have been dealing with a tendency to produce and reproduce a conservative discourse and be closed within a martyrological narrative. This way of understanding patriotism today may lead young people to consider any form of patriotism as anachronistic and inadequate to our times.

This paper presents findings from a joint project supported by the British Academy and the Academies of Science of Hungary and Slovenia. The research aimed to identify similarities and differences between the ways in which teachers (of primary and secondary age children) in the three countries constructed and understood the terms ‘citizenship’, enterprise’, ‘cooperation’ and ‘competition’. Concepts associated by teachers with each of the four words have been analysed using the Associative Group Analysis technique (AGA), and this paper is based on our analysis of the responses given to the first two of these terms. AGA has normally been used to contrast two populations: this paper demonstrates a novel way to show a three-way relationship. There are significant differences between the different countries, and to a lesser extent between primary and secondary teachers within each country. ‘Citizenship’ in particular is clearly perceived very differently by the English teachers, who stress words that can be categorised as indicating pro-social behaviour, a sense of rights and duties, being part of a community and being linked to education. These categories were relatively infrequently mentioned by Hungarian or Slovene teachers, who tended instead to stress aspects referring to the specific nation, and legal or institutional terms (which were much less frequently mentioned by the English teachers). These results are analysed in terms of different histories, cultural patterns and trajectories, and there is a brief discussion on the implications for the practice and training of teachers.

Zdolność państw do podejmowania samodzielnych decyzji w przedmiocie nabycia i utraty obywatelstwa krajowego zawsze była uważana za nieodzowny element suwerenności państwowej. Na gruncie prawa UE, państwa członkowskie zachowują te uprawnienia. Biorąc natomiast pod uwagę, że obywatelstwo UE zostało oparte na obywatelstwie krajowym, to państwa członkowskie są w istocie władne określać, jakie osoby uzyskają status obywatela UE i związane z tym statusem uprawnienia. Celem niniejszego opracowania jest próba ustalenia, w jakim stopniu ustanowienie obywatelstwa UE wpłynęło na kompetencję państw członkowskich do decydowania o sprawach związanych z obywatelstwem krajowym.
The ability of a state to decide freely on the conditions of obtaining or forfeiting its national citizenship has always been perceived as a core element of sovereignty. Within the legal framework of the EU, the member states have remained competent to regulate the question of who qualifies as a national. However, taking into account that EU citizenship is founded on citizenships of the member states, it is incumbent on them to determine who is to be classified as an EU citizen and consequently, who can enjoy the accompanying rights. The purpose of this paper is to investigate the degree to which the member states’ competence to regulate nationality matters has been affected by the introduction of EU citizenship.

Opis:
The European Union citizenship is a concept on the borderline between the EU law and domestic laws. The Member States’ regulations decide about its subjective scope. The EU citizenship was originally supposed to be the source of integration processes legitimisation as well as a basic factor in the process of developing the citizens’ feeling of belonging to the European Union and possessing a real European identity. Therefore, it is a legal institution with multi-level construction and is based on the co-existence of national states’ identities (which are expressed, inter alia, in national citizenships) and the European identity. Respecting a national identity in case of Member States’ entitlement to naturalise or deprive a citizen of their national citizenship has limits indicated by the Member States’ obligation to respect the EU law. However, considerable weakening of the European citizenship as a carrier of the European identity has been observed recently. It can be especially well seen now, at the time of the European values crisis, which resulted in the negative outcome of the Brexit referendum.
Obywatelstwo UE jest instytucją pozostającą na styku prawa unijnego i prawa krajowego. O jej zakresie podmiotowym decydują przepisy państw członkowskich. Obywatelstwo unijne w pierwotnym założeniu miało być źródłem legitymacji procesów integracyjnych, a także podstawowym czynnikiem w procesie kształtowania wśród obywateli poczucia przynależności do Unii Europejskiej i posiadania prawdziwej tożsamości europejskiej. Jest to zatem instytucja prawna, która skonstruowana jest wielopoziomowo i opiera się na współistnieniu tożsamości narodowych państw (których wyrazem jest m.in. obywatelstwo krajowe) oraz tożsamości europejskiej. Poszanowanie tożsamości narodowej w przypadku uprawnień państw członkowskich dotyczących nadawania lub pozbawiania obywatelstwa krajowego ma granice wyznaczone przez obowiązek poszanowania przez państwa członkowskie prawa unijnego. Z kolei w ostatnim czasie można zaobserwować istotne osłabienie obywatelstwa unijnego jako nośnika tożsamości europejskiej, co szczególnie widoczne jest w dobie kryzysu wartości europejskich a czego wyrazem był negatywny wynik referendum brytyjskiego.

This study aimed to explore the level of teachers’ organizational commitment and organizational citizenship behavior and the relationship between them. The data was collected through a questionnaire returned from 322 teachers working in Urmia public high schools. The results of descriptive analysis indicated that the teachers had positive perceptions of organizational commitment and organizational citizenship behaviors. Moreover, they showed a moderate positive relationship between organizational commitment and organizational citizenship behavior, and affective commitment emerged as a significant predictor of organizational citizenship behaviors.

The main goal of the article is to show the possible ways of thinking about the relation between multiculturalism and liberal democracy. Author of the article tries to present some troubles with reconciliation of such political culture and elements of multicultural ideology which supports rights of member of foreign (nonwestern) communities to manifest their cultural convictions freely. In his opinion that would be a little bit naïve to think that all elements of political culture connected with liberal democracy can be accepted by members of the communities in questions. That is why he articulates the thesis that some conflicts between them and people faithful to the ideas of liberal democracy are inevitable and that it cannot be found possible solution of these conflicts which can be gladly accepted by all sides. Someone will have to give up some parts of cultural heritage of a given community if we are supposed to live in peace together. Although the author of the article believes that this resignation should not be limited to only one side of the potential conflict he argues that a political culture of liberal democracy is so precious that its defenders should not abandon it for the sake of ideas of multicultural society even if this brings about some pain on the side of their interlocutors.

This paper identifies and synthetically demonstrates the most important steps and changes in the evolution of the idea and institution of citizenship in Europe over more than two thousand years. Citizenship is one of the essential categories defining human status. From a historical perspective, the idea of citizenship in Europe is in a state of constant evolution. Therefore, the essence of the institution of citizenship and its acquisition criteria are continually being transformed. Today's comprehension of citizenship is different from understanding citizenship in Europe in earlier epochs of history. In some of them, the concept of citizenship existed only in the realm of ideas. In others, the idea materialised, and membership in the state (or city) and civic rights and obligations found a formal, legal expression. The formation of the idea and institution of citizenship is a long and multi-phase process.

This article is devoted to the presentation and analysis of the „Democracy in Education” all-Ukrainian study results aimed at highlighting the challenges arising in Ukrainian teacher education on the way to its democratic transformation. The analysis revealed the following challenges: The ambivalence of the definitions of democracy and its reduction to a „thin” understanding, the presence of rudiments of the Soviet system, distinguishing between active citizenship and political participation, lack of knowledge of the methods of integrative learning and cross-cutting skills among teacher educators. The research findings are significant for educational policy-making at the institutional and state levels.

Internet plays an increasingly important role in the political communication between citizens and institutions of the European Union. There are the potentials and constraints of the Internet in terms of mediating or facilitating the communication processes for citizens. The World Wide Web may contribute to the democratization of the Union.  Nonetheless it appears that the right communication policy of the EU institutions is essential in this context. The results of content analysis of the European Commission’s websites allowed to indicate main trends in the EU communications. Application of such techniques as simplifi cation, visualization, personalization, dramatization and polarization redounds to the changes in political communication in the EU. Prevalence of techniques that aim to increase communication attractiveness – being in thrall to the rules of marketing – may have a negative impact on civic participation in the political processes in the EU and also on the institution of European citizenship

The purpose of the article is to reconstruct the reasons why Polish immigrants in Iceland want to apply for Icelandic citizenship. As a result of the analysis, four main motivations for adopting Icelandic citizenship were distinguished: 1) the possibility of visa-free travel to the USA; 2) applying for citizenship "just in case"; 3) obtaining rights that only the Icelanders have and 4) the ability to decide about the fate of the community in which immigrants live. The analysis is based on semi-structured in-depth interviews carried out in Iceland in 2014.

This paper examines the Albanian state–nation constellation in the Balkans in the light of the European Union (EU) integration process with a focus on citizenship configurations in Kosovo and Albania. It addresses an important puzzle: why legal norms of citizenship do not follow the emerging practice of stronger trans-border co-operation in the Albanian ethnic and cultural space. The study shows that the process of EU integration is the key to understanding and explaining this puzzle, for it provides an opportunity for ‘constructive ambiguity’ around which both ethnic and statist brands of Albanian nationalism, as well as various elite fractions, can coalesce and coexist. In a wider context, Albanian citizenship configurations are shaped by the ever-evolving complex relationship between nation, state and Europe.

The break-up of the former Yugoslavia resulted in the establishment of seven states with manifestly different citizenship regimes. Relating the politics of citizenship to the dominant nation-building projects, this paper argues that in the post-Yugoslav countries in which nation-building projects are consolidated (Croatia, Slovenia and Serbia) citizenship regimes converge around ethnic inclusiveness, while in those where nation building is contested (Macedonia and Montenegro) territorial rather than ethnic attachments are articulated in citizenship policies. In the case of Kosovo, and to a certain degree Bosnia and Herzegovina, policies emphasise territory due to international involvement in the shaping of their citizenship regimes. Even though all of these states have adopted ius sanguinis as the main mechanism of citizenship attribution at birth, the different approaches to naturalisation and dual citizenship indicate that the politics of citizenship are inextricably linked to the questions of nation building and statehood. To explore these issues, the paper first outlines the main traits of citizenship policies in contested and consolidated states. It proceeds by looking at different naturalisation requirements in the two groups of states. It argues that extension to ethnic kin occurs only in countries in which statehood and nation building are consolidated, where it serves to project an image of national unity. In states that are challenged by several competing nation-building projects, citizenship attribution through ethnic kinship is impossible due to lack of internal unity. The paper also analyses approaches to dual citizenship, identifying patterns of openness and restrictiveness. By doing so, it links the politics of citizenship to the interaction of foreign policy mechanisms in post-Yugoslav countries and identifies the points where these regimes overlap or conflict with each other.

The political salience of policy issue arenas related to the movement of people, including immigration, citizenship, and asylum, has increased in recent decades and is likely to continue to escalate for the foreseeable future, because of both real dynamics of migration flows and because of political dynamics including reactions to the Covid-19 pandemic. Existing governance regimes at the global, regional, and national levels somewhat order the migration issue arena and do much humanitarian good, but they also generate new problems and injustices. The perception of disorder in migration and citizenship are likely to continue to present challenges for liberal democracy and for international cooperation. This article outlines the contours of challenges of governing the movement of people since the end of the Cold War.

Opis:
The civic Bill on Restrictions Related to Trade on Sundays raises many concerns of constitutional and legislative nature. According to the author, introducing a selective restrictions to freedom of establishment in the area of trade might be non-compliant with the prohibition of discrimination derived from Article 32 para. 2 of the Polish Constitution. Adoption of the act shall result in a collision of norms in the Polish legal system. On one hand the Labor Code allows, under certain circumstances, to work in retail facilities on Sundays, but on the other hand provisions of the bill will prohibit trade and provide penalties for a break the ban. The bill includes a set of provisions not corresponding to the Labor Code.

In the research, the comparative pedagogical analysis of approaches to citizenship education in Canada is carried out. Contradictions and debatable aspects of present conceptions of democratic citizenship are exposed, progress of the most important pedagogical theory trends in this sphere of education is set. The conducted research allowed drawing conclusion that preparation of a citizen in the widest understanding is one of the leading tasks of the modern system of public education in Canada. Inconsistencies of approaches to citizenship education and debates on existent conceptions of democratic citizenship are predefined by (1) internal complication, (2) normative character and (3) absence of unity in interpretation of terminology. Present conceptions are differentiated, primarily, by the degree of citizen participation in public life, and are grouped in elite, populist and transitional varieties. At the same time, the main tendency of pedagogical researches on the essence of democratic citizenship in Canada can be categorised as transition from declaration of simple awareness of citizens about their own rights and duties and partiality for the ideals of democracy to stimulation of the initiative contributing to community’s life.
W badaniach została przeprowadzona porównawcza analiza pedagogiczna podejść do edukacji obywatelskiej w Kanadzie. Nowoczesny system edukacji obywatelskiej jest scharakteryzowany jako sposób na rozwój demokratycznego państwa oraz realizację polityki społeczno-gospodarczej i edukacyjnej w tym kraju. Obecnie znaczenie edukacji zależy nie tylko od pozytywnego wpływu na sytuację polityczną, ale przede wszystkim od zapewnienia obywatelskiej odpowiedzialności i aktywności. Potwierdza się, że edukacja obywatelska w pedagogicznej nauce Kanady ma na celu poznanie praw obywatelskich, politycznych i społecznych, zapewniając ich zrozumienie i zaakceptowanie obowiązku i odpowiedzialności za aktywny udział w demokratycznym rządzie kraju. Przeprowadzone badania pozwoliły wyciągnąć wniosek, że przygotowanie obywatela w najszerszym rozumieniu tej definicji jest jednym z głównych zadań nowoczesnego systemu edukacji publicznej w Kanadzie. Obecne koncepcje edukacji obywatelskiej są zróżnicowane przede wszystkim ze względu na stopień uczestnictwa obywateli w życiu publicznym i są zgrupowane w elitarnych, populistycznych i przejściowych odmianach. Jednocześnie główną tendencją badań pedagogicznych nad istotą demokratycznego obywatelstwa w Kanadzie jest przejście od deklaracji prostej świadomości obywateli na temat własnych praw i obowiązków oraz częściowej ideałów demokracji do stymulowania inicjatywy przyczyniającej się do powstania demokracji społeczności i życia społecznego.

Past Polish citizenship has a direct impact on current cases concerning the corroboration of Polish citizenship. This is extremely important with respect to current inheritance proceedings by citizens other than Polish, and there is a presumption regarding Polish citizenship of their ancestors. The applicable decision corroborating or refusing to corroborate Polish citizenship is issued by the governor (voivode) holding jurisdiction over the place of residence or the last place of residence of the person mentioned in the application. It should be noted that such procedures follow of a number of laws no longer in force, including the Act of 20 January 1920 on citizenship of the Polish State (Polish Journal of Laws of 1920, No. 7, item 44), the Act of 9 April 1938 on universal military duty (Polish Journal of Laws of 1938, No. 25, item 220), the Act of 8 January 1951 on Polish citizenship (Polish Journal of Laws of 1951, No. 4, item 25), the Act of 15 February 1962 on Polish citizenship (Polish Journal of Laws of 2000, No. 28, item 353, with later amendments), and others. The decision corroborating Polish citizenship does not have a solely material dimension, i.e. referring to such tangible financial benefits as recovery of inheritance, but also an emotional one connected to the return to homeland and confirmation that one is a fullfledged citizen.
Posiadanie obywatelstwa polskiego w przeszłości ma bezpośredni wpływ na obecnie toczące się sprawy w przedmiocie potwierdzenia posiadania obywatelstwa polskiego. Jest to niezwykle istotne z uwagi na współczesne postępowania o stwierdzenie nabycia spadku przez osoby, które nie są obywatelami polskimi, a co do ich wstępnych istniało domniemanie posiadania obywatelstwa polskiego. Stosowną decyzję w przedmiocie stwierdzenia bądź odmowy potwierdzenia posiadania obywatelstwa polskiego wydaje wojewoda właściwy ze względu na miejsce zamieszkania lub ostatnie miejsce zamieszkania osoby, co do której składany jest wniosek. Wskazać należy, iż przedmiotowe postępowania toczą się w oparciu o szereg nieobowiązujących ustaw, m.in. ustawę z dnia 20 stycznia 1920 r. o obywatelstwie Państwa Polskiego (Dz.U. z 1920 r., nr 7, poz. 44), ustawę z dnia 9 kwietnia 1938 r. o powszechnym obowiązku wojskowym (Dz.U. z 1938 r., nr 25, poz. 220), ustawę z dnia 8 stycznia 1951 r. o obywatelstwie polskim (Dz.U. z 1951 r., nr 4, poz. 25), ustawę z dnia 15 lutego 1962 r. o obywatelstwie polskim (Dz.U. z 2000 r., nr 28, poz. 353 z późn. zm.) i inne. Decyzja potwierdzająca posiadanie obywatelstwa polskiego ma nie tylko wymiar, który może być ujmowany jako stricte materialny, czyli odnoszący się do uzyskania wymiernych korzyści majątkowych w postaci odzyskania spadku, ale również emocjonalny, jako powrót do ojczyzny, potwierdzenie, że dana osoba jest obywatelem w pełnym znaczeniu tego słowa.

Opis:
Contemporary multiculturalism is dynamised by the phenomena and processes generating (un)favourable conditions for its manifestations, and for the functioning of culturally diverse societies within. It is particularly related to the disintegration of multinational countries (states), processes of immigration and exile, as well as the expansion of terrorism and the increasing level of ethnocentrism. As a result, multiculturalism has become a source of arising problems and dilemmas. The latter are accompanied by the deficit of the sense of citizenship, especially amongst the representatives of national or ethnic minorities. Yet, citizenship favours the process of establishing civic society, where concurrence of various national, ethnic, and religious groups is possible, hence the coexistence of diverse cultures is possible too, empowering the process of enriching own cultures with the values of the other cultures. Saturation and interspersion of cultures does not require to distance from the culture of primary identification, quite the contrary – it may become a crucial point of reference in establishing a civic community. In this process, the paramount importance is assigned to civic education and the primary socialization, both occurring at the cultural nexus. Notwithstanding, citizenship is endorsed and developed not only by the knowledge and comprehension of the social and political system of a given country, social matters, the European or international affairs, and acquired skills (civic, social,communicative and cross-cultural ones), but also by the socialization taking place in a family, where national diversity and orientation towards multicultural and transnational premises both condition the process of moulding the sense of citizenship of the young generation. Thereupon, citizenship provides an opportunity to emerge as a new type of a social identity.
Współczesną wielokulturowość dynamizują zjawiska i procesy generujące (nie)sprzyjające warunki do jej uobecniania się oraz funkcjonowania w niej zróżnicowanych kulturowo społeczeństw. Wiąże się to w szczególności z rozpadem wielonarodowych państw, imigracją i uchodźctwem, rozszerzającym się terroryzmem czy nasilaniem się etnocentryzmu. W efekcie wielokulturowość stała się źródłem narastających problemów i dylematów. Towarzyszy im deficyt obywatelskości zwłaszcza wśród przedstawicieli mniejszości narodowych czy etnicznych. Obywatelskość tymczasem sprzyja tworzeniu społeczeństwa obywatelskiego, w którym możliwa jest koegzystencja zróżnicowanych narodowo, etnicznie i wyznaniowo grup, możliwe jest więc współistnienie odmiennych kultur, kultywowanie tradycji, pielęgnowanie własnej kultury i tożsamości, wzbogacanie jej wartościami innych kultur. Przenikanie i mieszanie się kultur nie wymaga zdystansowania się do kultury pierwotnej identyfikacji, może stać się natomiast istotnym odniesieniem dla budowy wspólnoty obywatelskiej. Ważne znaczenie w tym procesie przypisać należy edukacji obywatelskiej oraz rodzinnej socjalizacji mających miejsce na pograniczach kultur. O obywatelskości przesądzają bowiem nie tylko wiedza i rozumienie systemu społeczno-politycznego kraju, zagadnień społecznych oraz problematyki europejskiej i międzynarodowej, nabyte umiejętności (obywatelskie, społeczne, komunikacyjne i międzykulturowe), ale także rodzinna socjalizacja, w której odmienność narodowa rodziny oraz orientacja na przesłanki międzykulturowe i ponadnarodowe warunkują kształtowanie się obywatelskości młodego pokolenia. W efekcie obywatelskość ma szanse zaistnieć jako nowy rodzaj tożsamości społecznej.

Jesienią 2020 roku, w odpowiedzi na orzeczenie Trybunału Konstytucyjnego zakazujące terminacji ciąży ze względu na przesłankę embriopatologiczną, przetoczyły się przez Polskę wielotysięczne protesty. Na podstawie pamiętników oporu nadesłanych w konkursie zorganizowanym na początku 2021 roku, poddano analizie specyfikę podejmowanych wówczas działań i ich konsekwencje dla obywatelskiego zaangażowania. W centrum proponowanej analizy stoi obywatelstwo – zarówno w wymiarze teoretycznym, jak i empirycznym – i jego oddolne manifestacje wyrażane bezpośrednio w doświadczeniach zaangażowanych obywatelek i obywateli. Tytuł, odwołując się do jednego z najpopularniejszych w ostatniej fali kobiecych mobilizacji haseł, eksponuje jeden z podstawowych wymiarów klasycznego rozumienia obywatelstwa: relacje pomiędzy jednostką a państwem. Artykuł, opierając się na bogatym materiale empirycznym, proponuje spojrzenie na proces konstruowania obywatelstwa w drodze intensywnych społecznych negocjacji.
In autumn of 2020, the Constitutional Tribunal in Poland ruled that abortion on grounds of “severe and irreversible fetal defect or incurable illness that threatens the fetus’ life” was unconstitutional. As a reaction to this ruling, mass protests swept through Poland. The article is based on the “Memoirs of Resistance” submitted for the contest held in early 2021. It analyzes the specifics of the actions and citizen engagement during the protests as well as their consequences afterwards. Citizenship – both in its theoretical and empirical dimensions – as well as its grassroot manifestations expressed in citizens’ lived experience are situated at the center of analysis. The title, referring to the chanting popular during women’s strikes, exposes what is key to the classical understanding of citizenship: the relationship between the individual and the state. Based on rich empirical material, the article provides an outlook on the process of citizenship construction though emotionally intense social negotiations.

Acquiring citizenship in the country of resettlement is the ultimate step on the integration pathway of a resettled person. For people from countries of the former Soviet Union (fSU), we can see a great variety in patterns of citizenship acquisition and changes in migration policy governing the granting of citizenship. Russia is the main player in this field. As a descendant of the fSU, the country uses its right to determine whether or not to grant its citizenship to people in the new independent countries as a way of maintaining its influence on the post-Soviet and even the former Russian Empire regions. Russian citizenship was granted to m 8.6 million people between 1992 and 2016 (excluding the Crimean population), more than 92 per cent of whom were from the fSU. Russia employs a range of different policies, starting with its compatriot policy for individual resettlement; then comes its not formally declared policy of issuing Russian passports for the population of non-recognised states (such as Transdnestria) and finally there is Russia’s policy of automatically granted citizenship for 2 million Crimean people. This paper explores the phenomenon of Russian citizenship policy and compares it with European or Eurasian policy governing fSU countries. It also discusses the implementation of this policy at both regional and global levels.

In a complex and rapidly changing global order continuous political courage, inspiration and citizen-centric practices are needed to shape and strengthen the values that are connected with the EU. We clearly affirm the value premises of the EU as a community responsible for security and stability and for guaranteeing the welfare and well-being of its citizens. The paper is structured in 3 parts: The first part focusses on the importance of citizens’ participation and citizens’ dialogue in the future developments of the EU. Growing complexity and interconnection between and within societies have become intrinsic characteristics of European societies, impacting the dialogue of institutions with citizens. In a second part, the paper deals with participatory democracy and civil dialogue as legally embedded concepts in the Lisbon Treaty. This implies an analysis and assessment of the phased development of EU practices in participatory democracy and civil dialogue. The last part concerns the instruments and practices of participatory governance that the EU has developed to respond to the citizens’ demands for a more values-based community.

Taking up Jacques Derrida's concept of „the university without condition”, we try to argue that the fundamental role of the university in the history of Europe has consisted in a specific kind of radicalism which, on the one hand, allows the individual for the exploration and pursuit of his/her interests and vocation, and, on the other, makes it mandatory to realize that the development of the individual always takes place in the space of conjoint communicative experience. Thus, what is at stake in any discussion of the university education is a future of democracy and citizenship. Using the works of, among others, Hanah Arendt, Immanuel Kant, Plato, Dewey, and Friedrich Hölderlin the essay makes a point that to save what holds between people, i.e. to redeem the human bond in the society, the university always aims at the acts of Deweyan deliberation thus discussing and thus determining appropriate significance to the public and the individual.

Faith institutions play a vital role in shaping social structure, social capital and social cohesion. Both religious and citizenship education can contribute to making good citizens. The latter is more political oriented, while the former is focused on faith, spirituality and morality. The English model of religious education is oriented towards a multi-faith dialogue, without the aspects of worship and confession. The phenomenological approach assures that every child, regardless of their religious background, is obligated to attend religious education. Today, the UK is facing many challenges, including secularization and cultural differentiation of the society. Thus, the educational institutions revise curricula and aims of learning. The aim of the paper is to present and analyze the main premises of educational policy in the context of religious education in public schools in England. The author assumes that popular culture plays a powerful role in the process of socialization of young generation. The author tries to present that the conventional national symbols are being replaced by pop symbols and thus become the sources of national identity. The concepts of banal nationalism put forward by Michael Billig or Tim Enderson’s idea of everyday life’s practices in the development of national identity are being used. Non-citizens in Latvia: Is it a Real Problem?Following the restoration of independence in 1991, Latvia has introduced restrictive citizenship strategy involving citizenship only to those who had it before the Soviet occupation, and to their descendants. As a result, about one-third of the population in Latvia – the former citizens of the Soviet Union who had immigrated to Latvia during the Soviet period-received the status of ‘non-citizen’. In the 1990s, political discourse on the citizenship policy dominated in Latvia. Exclusive Citizenship Act was criticized by international institutions, including the UN, EU, OSCE and CoE. As a result of international pressure Latvia has introduced appropriate amendments to facilitate access to citizenship for non-citizens. Non-citizens and stateless in Latvia represent 11.8% and 0.01% of the population, respectively, which is more than 252 thousand residents of Latvia. It means that non-citizenship phenomenon has not been resolved completely. A few Latvian regulations restrict non-citizens and stateless to participate in elections, occupy public positions and offices, and travel. This article addresses the problem of non-citizenship as a second matter of concerns in Latvian domestic policy. While limitations for non-citizens implicate their political, economic and social status, Latvian authority is far from granting citizenship to non-citizens in ‘zero option’ procedure.  Nieobywatele na Łotwie: czy problem jest aktualny?Po odzyskaniu niepodległości Łotwa w 1991 roku wprowadziła restrykcyjną strategię obywatelstwa, polegającą na przywróceniu obywatelstwa jedynie tym osobom, które posiadały je przed okupacją sowiecką, oraz ich potomkom. W wyniku tego około jednej trzeciej populacji na Łotwie – byłych obywateli Związku Radzieckiego przybyłych na Łotwę w okresie sowieckim – otrzymało status „nieobywatela”. W latach dziewięćdziesiątych kwestia obywatelstwa zdominowała dyskurs polityczny na Łotwie, a wyłączająca ustawa o obywatelstwie była krytykowana przez różne instytucje międzynarodowe, w tym ONZ, UE, OBWE i Radę Europy. Międzynarodowa presja spowodowała, że Łotwa wprowadziła stosowne poprawki, ułatwiając dostęp do obywatelstwa dla nieobywateli. Obecnie nieobywatele stanowią 11,8%, a bezpaństwowcy – niecałe 0,01% populacji, co wynosi łącznie ponad 252 tys. mieszkańców Łotwy. Oznacza to, że problem braku obywatelstwa nie został rozwiązany całkowicie. Niektóre regulacje ograniczające prawa nieobywateli i bezpaństwowców odnoszą się do prawa wyborczego, możliwości zajmowania pewnych stanowisk i urzędów oraz podróży. Artykuł poświęcony jest zjawisku braku obywatelstwa na Łotwie, które obecnie nie jest przedmiotem większego zainteresowania władz Łotwy. Regulacje ograniczające prawa nieobywateli wpływają na ich status polityczny, ekonomiczny i społeczny, jednak podjęcie decyzji o automatycznym obywatelstwie dla nieobywateli przez władze Łotwy jest mało prawdopodobne.

The authors discuss the transformation in civic education in Rwanda. Before the arrival of the colonizers, Rwanda had traditions in education and uniting societies. Colonialism destroyed the educational system and divided the society. The re-introduction of the traditional system has been also explored – the example of the Itorero program and its impact on the unity and reconciliation efforts of the government – on the basis of various conducted studies. The main aspects that are taken into account in this study include: the significance of civic education, the Itorero program and the best predictors of success, and the role of civic education in promoting the well-being of communities and nations. The authors not only analyze the functioning of the Itorero institution, but also aim to seek answers to the questions of whether and to what extent the Itorero program affects civic education and to what extent it is an effective tool for uniting the Rwandan society.

Aim/purpose - The purpose of this study is to investigate the impact of HRM practices on OCB-I (altruism and courtesy) and OCB-O (sportsmanship, conscientiousness, and civic virtue) by examining the mediating role of organizational justice perceptions (i.e., distributional, procedural, and interactional justice) and the moderating role of gender. Design/methodology/approach - The study is based on a national sample of 10 organizations from the banking industry in Kosovo and data were obtained from 459 employees. The statistical method involved regression analyses by constructing 14 different models through controlling demographics and the Sobel test for testing the moderator hypotheses. Findings - The findings of the study suggest that there are positive relations between HRM practices and both OCB-I and OCB-O. Additionally, HRM practices show positive relations with justice perceptions, while justice perceptions show positive relations with both OCB-I and OCB-O. Furthermore, justice perceptions play a mediating role in the relationship between HRM practices and both OCB-I and OCB-O. Gender moderates the relationship between HRM practices and justice perceptions, showing a positive relationship for females but a negative one for males. Lastly, gender also moderates the relationship between justice perceptions and OCB-O, being positive for males but negative for females.

The aim of the survey was to find out what attitudes young people aged twelve to seventeen maintain towards adult civic qualities and virtues as compared with their demands for changes in civic behaviour. The objective of the study was to find out whether, based on their perception of adult behaviour, the critical youth wish for changes in civic behaviour and which aspects of citizen life they should be linked to. The survey tool used was a questionnaire investigating attitudes and behaviour in various situations of citizens’ everyday life. There were 33 Likert-type question items in the questionnaire (e.g. They are proud of their country.). The questionnaire showed a high level of reliability. The survey sample consisted of 533 adolescent respondents (aged 12–17). There were four factors generated through factor analysis from the collected results: 1. Respect for traditional social norms and roles; 2. Tolerance and respect for other people’s rights; 3. Patriotism and trust in public institutions; 4. Application of constitutional civic rights. The adolescent respondents were asked to mark the statements which should be changed. The outcome confirmed the hypothesis of high criticality in the respondents, which we consider a significant social challenge: adolescents demand a major change in civic behaviour described by the total of 14 items (42.7%) in all four factors. The highest number of proposed changes falls into the factor of “Respect for traditional social norms and roles”, while the fewest proposed changes concern the factor of “Patriotism and trust in public institutions”. According to the respondents, traditional social norms and roles and tolerance and respect for other people´s rights should be strengthened as well. The attitude towards active civic virtues implies a need for better and more sophisticated civic virtues education, both within the family and in schools. The results obtained from this survey will be used in generating civic education programmes for primary and secondary schools.

Many countries have had people in power who were mower-mad and hungry for money as their representatives. In the case of Poland, there is quiet acquiescence to unethical actions by the authorities for the sake of one's own benefits, and a commonly accepted aversion to politicians (Zalec, 2022). of all kinds, which may be linked to the country's history. Those in power have become usurpers who do not care about the rules, the constitution or EU law, nor are they afraid of any punishment. Those who oppose these precedents become enemies, murderers or are accused of spreading propaganda. The country is divided into two camps - those who support the current government and those who are against it. The consequences do not only affect individuals, they are sometimes extended to entire municipalities where the current ruling party has lost the election. Ignorance or lack of civic knowledge can cause some voters to ignore the fact/not realise that their passivity is nevertheless supporting the current government. Crucial to combating this phenomenon is reliable informal citizenship education, carried out in an ongoing, emotionally charged way, appealing to the positive sides of informed citizenship and not discouraging to politics. The value of democracy should be taught. People should become open to discussing democracy, and the media should also repeat such positive messages. It is also important to remember what has happened by now.

Migration from the new European Union (EU) Member States to the United Kingdom (UK) has been identified as one of the most significant social phenomena of recent times and Accession 8 (A8) migration to the UK has been studied extensively particularly since 2004. Even though gendered studies of migration are now attaining recognition, there is limited literature in relation to Polish migrant women. What is more, there is now much evidence to support the view that migrant women constitute a large proportion of international migrants. In fact, when considering migration within the European context, migrant women now outnumber their male counterparts. Drawing on a review of secondary literature and preliminary findings from new fieldwork research undertaken in Poland and the UK in 2012, this paper explores how Polish migrant women exercise their rights as EU citizens to better their own and their families’ wellbeing. As the consequence of their newly acquired rights as EU citizens, Polish migrant women appear to be active agents who make use of the resources and opportunities that migration offers. It is concluded that migration within the EU presents positive opportunities for Polish migrant women to actively engage with and exercise national and EU citizenship rights.

The model of deliberative democracy poses a number of dificult questions about individual rationality, public reason and justification, public spiritedness, and an active and supportive public sphere. It also raises the question about what kind of civic involvement is required for the practices of democratic deliberation to be effective. The aim of this article is to examine the last question by looking at the role and value of citizenship understood in terms of participation. It argues that deliberative democracy implies a category of democratic citizens; its institutional framework calls for the activity and competence of citizenry, and consequently, the participatory forms of deliberative democracy come closest to the democratic ideal as such. Also, the model of participatory-deliberative democracy is more attractive as a truly democratic ideal than the model of formal deliberative democracy, but it certainly faces more dificulties when it comes to the practicalities, and especially the institutional design. This problem is raised in the last section of the article where the possible applicability of such a model to post-communist democracies is addressed. The major dificulty that the participatory-deliberative model poses for the post-communist democratization can be explained by a reference to the cultural approach towards democratization and to the revised modernization theory presented by Inglehart and Welzel. The problem of the applicability of such a model in the post-communist context seems to support the thesis presented here which suggests that active citizenship, civic skills and civic culture are indispensable for the development of deliberative politics.

In the current times nationalistic tendencies are staring to be more visible – by in example rising of popularity of conservative and right-oriented parties or growing up of nationalist movements that are using xenophobic slogans. By focusing on the procedure of applying for citizenship of one of the European Union’s country, and on the position of languages in he European Union it is possible to understand some processes that are appearing in the political area. By taking into account these tendencies it is also possible to take attention on the fact of development of position of the languages in the Europe.

The aim of the text is to introduce BRIDGING, an international project that involves professionals working in educational institutions (kindergarten, school or crèche), academic and cultural institution from Poland, Portugal, Finland and Belgium. The project aims to improve the quality of practices in early childhood education through participation of children, teachers, cultural and academic staff in artistic projects in public spaces. Crucial part of BRIDGING is to promote various ways of communication of children and adults using the concept of citizenship in the context of holistic approach. Additionally our intention is to introduce the preliminary results of the first Polish part of the BRIDGING project research. The study was conducted to investigate how the project is perceived by kindergarten teachers. Although only the first results are presented here, it is already quite evident what the specific areas of teachers’ sense of vocational self-efficacy are. The results show that our respondents value the experiences brought to them by the project. In their opinion BRIDGING gave them an opportunity to acquire knowledge about their city, neighbourhood and the partners’ countries. They also stated that the project has improved their skills of using ICT tools and various art techniques.

This article is about the emergence of new forms of active citizenry, empowerment, and self-help that meet in the so-called citizens’ contract. Based on Danish social policy, the article shows how the articulation of the citizen as ‘fellow citizen’ has led to the current contractualization of the relationship between the administration and the individual citizen. Citizens’ contracts are employed not only to commit clients to a specific behavior, but first and foremost to commit them to a particular inner dialogue about obligation and freedom. Economic assistance becomes dependent on this dialogue and they thus become contracts both between the administration and the citizens and between the citizens and their own selves. The article moves beyond the Foucault-inspired categorization by identifying the tragic consequences of these self-contracts.

Focus on achieving better results requires the participation of employees in an effort to objectives and involvement in the search for innovation and develop adaptability (Chwalibóg 2013). The aim of the re- search is to present how age differentiate the level of organizational citizenship behaviors and behaviors based on the regulation of impact and deinfluentization. Results of statistical analysis confirmed the differences of the level of organizational citizenship behaviors and behaviors based on the regulation of impact and deinfluentization among employees in various age. Conducted analysis might be helpful for further research on the importance of social factors for the growth of the organization’s efficiency.

The paper is aimed at outlining the concept of local social citizenship within the theory of social policy. The paradox of social citizenship concept is that it may serve to both identify and disguise inequalities in access to welfare state benefits and services. Thus, those aspects of local social citizenship construct thanks to which it may serve the former objective are discussed in the paper. In the first section of the paper, the importance of entitlements in the concept of local social citizenship is considered, proving that viewing them from formal and legal angles exclusively is too restrictive in regard to social policy. The second section contains considerations on differences between understanding them in the liberal manner and the one proposed within local social citizenship. In the last section, hypotheses concerning the more significant transformations of local social citizenship in Poland are outlined. It is argued that entitlements at the local level are becoming stronger related to certain obligations of the citizens.
Celem artykułu jest próba zarysowania w teorii polityki społecznej autorskiej koncepcji lokalnego obywatelstwa społecznego. Paradoks koncepcji obywatelstwa społecznego polega na tym, że może ono służyć zarówno rozpoznawaniu, jak i skrywaniu nierówności w dostępie do świadczeń i usług oferowanych przez państwo opiekuńcze. W artykule przeanalizowane są te aspekty konstrukcji lokalnego obywatelstwa społecznego, dzięki którym może ono służyć temu pierwszemu celowi. W pierwszej części tekstu omówione jest znaczenie uprawnień w koncepcji lokalnego obywatelstwa społecznego – ukazane jest, że wyłącznie formalno-prawne ich rozumienie jest w polityce społecznej zbyt zawężające. W drugiej części przedstawione są różnice między liberalnym ich rozumieniem a proponowanym w ramach lokalnego obywatelstwa społecznego. W części ostatniej zaproponowane są hipotezy dotyczące ważniejszych przemian lokalnego obywatelstwa społecznego w Polsce – m.in. wskazane jest, że do czynienia mamy z silniejszym powiązaniem uprawnień z realizacją określonych obowiązków na poziomie lokalnym.

As a country of immigration, Australia is an interesting laboratory of the dynamics of migrant settlement, diaspora development and sustainment. In this paper we discuss the Polish immigrant community in Australia: Australian Polonia, which is an example of a community of permanent settlers who blended into the Australian host community but retained enough elements of their distinct identity to be considered a part of the Polish emigrant diaspora. This is a traditional diaspora in that it largely excludes temporary migrants. We explore the nature of its attachment to Poland and Polish culture, and discuss the multiple identities of these migrants. The research question that we ask is: in what sense do members of Australian Polonia, ‘belong’ to the Polish diaspora, i.e. how are they attached to ‘things Polish’? Our sources of information include official statistics, mainly the Census of Population (2011), and a survey of Australian Polonia conducted in 2006.

The study aims at the concept of culture in the context of cultural patterns which, in the process of the formation of culture, determine the ways of thinking, behavior and activities of each member of a culture. In the author’s opinion, these patterns may lead to the formation of various cultural patterns which frequently contradict one another, and finally to the strangeness which results from the different ideological assumptions within each culture. Such a concept of cultural patterns provides a new approach for studying culture, the creations and manifestations of culture and, last but not least, the functioning of the members of a culture. Contemporary concepts of the citizen usually focus on the liberal model of a civil society and to a lesser degree on communitarianism, while the other concepts are lean towards the cosmopolitan vision of the citizen of the world.

The debate on adding stricter requirements of civic knowledge to previously existing language tests, shows how diverse the expectations towards citizenship applicants are. The paper explains why the recent introduction of citizenship tests has raised controversy. The tests are questioned in two ways. Firstly, there are doubts whether applicants for naturalization should be tested at all. The most problematic aspect of those requirements is the intention or effect of raising barriers to naturalization among long-term resident immigrants. It is debatable whether a citizenship test is an instrument of civic integration, or just on the contrary, of exclusion from the community. Secondly, the controversy focuses on the kinds and contents of the citizenship tests. The study shows that the requirements and expectations toward new citizens are varied. Although, in some cases civic tests are a serious obstacle to citizenship acquisition, the question whether they also might be a tool of integration is still open.

Some academics claim that history education is a vital component in citizenship education, others say that its role is overestimated. In the postmodern perspective there is “the end of the past” which is, to some extend, a product of consumption society and globalization. The contemporary societies are future-oriented and the rituals, myths and the need of belonging have nearly disappeared. In this context the questions about the purposes of history education and its relation to citizenship education are posed: should history education be nation-orientated to build loyalty and commitment or should it develop skills and knowledge for better comprehension of the present? Is history education oriented towards consensus or con ict? How to talk about history in multicultural societies, without marginalizing particular groups and without imperious imposition of the only version of “the Truth”? In order to answer to these question the reconstruction of the western debate has been made.

The article is aimed at showing the theoretical model of civic activity understood as a social activity in the context of being a citizen in a democratic state. Humans as social beings take actions as members of their own group and in the interest of other people. In the context of democratic system it is justified to distinguish civic activity as a separate kind of social activity. Theoretical analysis of the presented activity allows to differentiate and describe four forms of it, such as social commitment, social (civic) participation, individual political activity and participation in governing. This model can be used as a benchmark in interdisciplinary research and theoretical as well as empirically-based analyses, which describe the activities of humans realizing social interests.

This study aims to highlight the role of education in a democratic society in the political philosophy of Nicolas de Condorcet. Condorcet refuted legitimising political power on the idea of general will and postulated to replace it with the notion of reason and probability of truth. This assumption tightly linked the wellbeing of democracy with a public education system which, on the one hand, was to prepare citizens to take an active role in the public sphere, and on the other, allow them to improve the political system in which they function in accordance with the progress of the human spirit.

The problem of loneliness is spreading across modern societies faster than ever before. The main aim of this paper is to demonstrate that this change has negative effects not only on the wellbeing of individuals, but also on the political stability of democratic societies. Loneliness-induced impairments of social cognition make citizens maintain a hostile perception of others and prevent them from looking for truth and participating in reciprocal relationships. Inability to regulate emotions makes them, in turn, prefer affective narratives instead of facts, as well as succumb to manipulations or join unpredictable, deindividuating, totalitarian-like movements. The combination of aforementioned effects may pose a great threat to democratic systems. A suggested way to improve this situation is to fill in the gaps of human emotional instincts and ineffectiveness of welfare institutions, which endorse psychological and physical social isolation. It can be done by using various sorts of innovative applications of modern technologies.

My discussion considers how crisis dramatically changes social relationships and interaction patterns within a multicultural context. Specifically, I note the inherent social asymmetry of multicultural configurations, thus rendering it vulnerable for the dominant ethnic/racial group, the ethnocracy, to exact symbolically and materialistically punitive measures against minorities during periods of national crisis. I situate my discussion of dramatically changed social interactions in the post- September 11, 2001 period, when the attacks on the World Trade Center towers triggered nativism against Arab Americans, or any group phenotypically similar to the construction of “Arab.” I note how this nativism is not new but is a historical and consistent articulation of the ethnocratic stratum that retracts the American identity and notions of citizenship away from minorities during times of national crisis. The discussion concludes with how American multiculturalism is still full of unresolved ethnic and racial symbolisms that hark back to nineteenth century attempts by the White power structure to idealize, culturally and phenotypically, the constitution of an “ideal” American.

The suffix -ιανός was a popular naming element in the Eastern Roman Empire. It is generally understood that this was the Greek rendering of Latin -ianus. In this article, Greek forms ending in this suffix attested in Egypt are examined in detail. The origin of these ‘Latinized’ names is traced, and particular attention is devoted to the parents who bestowed the names, as well as to the role of the dissemination of Roman citizenship in the naming type’s popularity.

This paper’s aim is to approach the issue of European citizenship by showing the dynamics of the related policies. While recognising the importance of the legal assessment of the Union citizenship as defined by the Treaties, much attention is paid to the socio-cultural meaning of the European citizenship, which stimulates the emergence of a supranational loyalty and a sense of belonging to the European Union. After an analysis of the historical development of the concept of European citizenship, it is empirically demonstrated that the success of the European citizenship policy depends critically on the capacity of the Union to meet the mainly pragmatic expectations of the citizens. Accordingly, the lack of a harmonised welfare system at the European level, which causes restrictions of the free movement of the Union citizens within the member states, proves to be the major disincentive of the European identification.

W artykule wskazane zostały liczne dylematy teoretyczne związane z rozumieniem edukacji globalnej, jej teoretycznych założeń ontologicznych i epistemologicznych oraz pojęć nieodłącznie związanych z edukacją globalną, takich jak rozwój, kultura, globalne obywatelstwo, globalna edukacja obywatelska. Konkluzją artykułu jest twierdzenie o heterogeniczności edukacji globalnej, wyrastającej z odmiennych założeń teoretycznych, odmiennej tradycji edukacyjnej, ideologii i stawianych jej celów.
This article contributes to the debates on global education. Its aim is to analyze the field of global education and to critically reflect upon its theoretical fundaments. This article indicates numerous conceptual and theoretical dilemmas concerning the field of global education, such as the notions of culture, development, global citizenship and global citizenship education. The article finishes with a conclusion about the heterogeneity of global education being the result of its different theoretical assumptions, pedagogical traditions, ideological beliefs and major goals being advocated for it.

The Citizen of Science
Opis:
Changes of university should not be a result of administrators’ and university managers’ decisions (as a top-down approach), but of initiatives caused by academic community. These engaged initiatives may take a different forms – associations, foundations, membership in academic committees, as well as different kinds of new social movements. An example of such a social movement are Obywatele Nauki (the Citizens of Science). Its members are young (usually post-docs), as well as more experienced scholars, who – despite the fact of achieving scientific and academic success – are working for the common good and the good of the university seen as an important social institution. Thus the Citizens of Science propose and encourage other scholars to seek constructive and parallel solutions, that, on the one hand, will respect the cultural, social, economic roots building the identity of the university, and, on the other hand, that will have will to use the vitality of young academic. There are three main possibilities of interpretation of the activity of the movement. First of all, these are the modern conceptions of social movements (Gorlach, Mooney 2008; Krzeminski 2013; Sztompka 2010; Żuk 2001; Touraine 2010, 2011, 2013), analyzing measures in the dimension of macro, meso and microstructure. Another important interpretation path is a reference to the history of Social Solidarity Movement (Touraine 2010, 2011, 2013; Ost 2007; Staniszkis 2010; Koczanowicz 2009). The third possibility of interpretive is theory of performative democracy (Matynia 2008; Austin 1993; Searl 1980, 1987), which is a particular dimension of public life, what creates an alternative to the undemocratic, unjust practices of power.

The author analyses Hannah Arendt’s writings in search of inspirations for reflecting on the contemporary world’s problems in humanistic (school) education, finding such inspirations in the topics that interested the author of The Human Condition and in her perception of politics, citizenship and thinking as such. Koc’s thesis is that educational documents show a clear deficit of reflection on current challenges, often transnational, that need to be analysed from multiple angles. The article emphasises Arendt’s warningsabout non-thinking as an attitude conducive to totalitarianism, which should unsettle anyone interested in the concept of educating young people. Reconstructing Arendt’s axiology of citizenship and emphasising thevalue of journalistic texts as stories that uncover ambiguity and ask key questions, the author calls for a reconsideration of the nature of Polish language education in contemporary school.

This article examines how audiences engage with popular culture in ways that forge political awareness and civic engagement. Through exploring the various levels of engagement of Hungarian women with the 2017–2020 television adaptation of The Handmaid’s Tale, this study answers questions such as: How do Hungarian female audiences engage with topics raised in The Handmaid’s Tale? How does their engagement with the show encourage cultural citizenship? Based on in-depth interviews with twenty-two Hungarian women, this qualitative empirical research sheds light on the role of television drama series in facilitating the manifestation of cultural citizenship as an arena of identity-construction and community-formation.

Three broad kinds of orientation can be identified with regard to (global) citizenship education (GCE): cosmopolitanism, localism, and relationalism. They differ in their respective approaches not only to cultural transmission and instruction but also to knowledge and knowledge production. My aim in this paper is to interrogate the notion of local or indigenous knowledge in GCE research and to investigate whether the postcolonial idea of diverse epistemologies does not employ a mistaken sense of ‘epistemology’. I argue that there are good reasons for an unequivocal and universally applicable understanding of knowledge and epistemology in (global) citizenship education and GCE research – and for being able to distinguish between knowledge and non-knowledge. Geographic, ethnic, racial and gender-based origin and affiliation do not constitute relevant criteria for any such demarcation. Instances in which they are cited as criteria raise questions not of epistemological relevance but rather of social justice.  
Odnośnie edukacji do obywatelskości (globalnej) da się wyróżnić co najmniej trzy orientacje: kosmopolityzm, lokalizm irelacjonalizm. Odróżniają się one odmiennym podejściem do przekazywania nie tylko kultury, lecz równie wiedzy i jej tworzenia. Autor stawia sobie za cel zbadanie pojęcia lokalnej (rdzennej) wiedzy w badaniach na temat edukacji do obywatelskości (globalnej) i rozstrzygnięcie na tej podstawie kwestii: Czy postkolonialna idea zróżnicowania epistemologicznego nie zawiera błędnego pojęcia epistemologii? Jego zdaniem istnieją racje uzasadniające konieczność jednoznacznego i uniwersalnego rozumienia wiedzy i epistemologii – w tym również w zakresie edukacji do obywatelskości (globalnej) i badaniach na ten temat. Przyjęcie tych racji umożliwia rozróżnienie między wiedzą a niewiedzą. W przeciwieństwie do tego miejsce zamieszkania, przynależność etniczna, rasowa ani płeć nie dostarczają wystarczających kryteriów do przeprowadzenia takiego rozgraniczenia. Opracowania, w których autorzy powołują się na dane te jako kryteria epistemologiczne, powinny być rozważane nie jako wypowiedzi o charakterze epistemologicznym, lecz pytania o sprawiedliwość społeczną.

W angielskim dyskursie politycznym wielokrotnie ogłaszano już koniec wielokulturowości jako idei łączącej więzy społeczne. W niniejszym artykule podjęto próbę analizy dyskursu debaty publicznej wokół problematyki wielokulturowości w Anglii oraz implikacji dla edukacji obywatelskiej. W artykule zostały przedstawione – po pierwsze – założenia edukacji obywatelskiej w kontekście budowania spójnego społeczeństwa w ramach kategorii Britishness, co było fundamentem działań laburzystów po 1997 roku.  Po drugie ukazana została koncepcja idei Big Society w kontekście wielokulturowości, zaproponowanej przez Torysów po przejęciu władzy w 2010 roku. Ponadto podjęto próbę znalezienia odpowiedzi na pytanie, czy istotnie nastąpił koniec polityki wielokulturowości, czy też przybrała ona inną formę i jakie znaczenie ma ona dla przyszłości edukacji obywatelskiej.
In the English political discourse the end of multiculturalism has been announced many times. The aim of the paper is to analyse the discourse of public debate on multiculturalism in England as well as the implications for citizenship education. The paper focuses on the foundations of citizenship education in the context of social cohesion and Britishness under the Labour Party government. It also provides the analysis of the policy toward citizenship education and multiculturalism under the Tories. Moreover, the author of the paper also tries  to find the answer to the question whether there is the end of multicultural policy or this phenomena has been transformed and what is the future of citizenship education.

In democratic countries women’s political participation continues to be lower than men’s. Women are the second-class citizens. The aim of the article is to point out the mechanisms of exclusion that are rooted in the basis of liberal democracy. In the first part of the article I discuss the concept of the political agent, citizenship and public discourse and I explain why I see these categories as discriminating against women. Moreover, I analyze the liberal idea of difference as inclusion criteria that women are not able to meet. In the second part I try to answer the question if the non-exclusive public community could be possible. Invoking the concept of communicative democracy I propose some premises and strategies to implement in order to make women participation in the political community equal.

Przedmiotem rozważań podjętych w artykule jest obywatelstwo ujęte jako kategoria normatywna. Autorka stara się wyjaśnić, na czym polega moralny wymiar obywatelstwa, przekraczający i rozszerzający jego znaczenie prawne i polityczne. Zastanawiając się na tym, jakie cnoty, kompetencje i formy uczestnictwa kształtują postawę obywatelską, podjęła próbę identyfikacji tych struktur podmiotowych i osobowych, które umożliwiają realizację obywatelstwa rozumianego jako współdziałanie w trosce o wspólnotę. Przeprowadzone analizy stanowią więc próbę poszukiwania jego podmiotowych źródeł, czyli takich, które łączą się z ludzką wolnością, świadomością i sprawczością.
The subject of the considerations taken in the article is citizenship recognized as a normative category. The authoress tries to explain the moral dimension of citizenship, which exceeds its legal and political meaning. Pondering over which virtues, competences and forms of participation form an active civic attitude, there were identified personal and subjective structures which enable cooperation for the sake of the community. Consequently, conducted analyzes are the attempt to discover its subjective sources, so those which can by linked with human freedom, consciousness and agency.

Stawiam tezę, że w obecnym systemie politycznym zohydza się udział w życiu politycznym, tak aby pozostało to domeną wąskiej i stałej grupy obywateli, którzy czerpią w ten sposób zyski (w różnych wymiarach) kosztem reszty społeczeństwa. Mówię/piszę o tym, jak wchodziłem w interakcjami z innymi mieszkańcami Szczecina i czym to doświadczenie dla mnie było. Nie zamierzam nikogo przekonywać do tzw. „mojej opcji politycznej”. Ja przekonuję do tego, że należy się zaangażować, że to jest etap do pełni człowieczeństwa.
I’m going to tell you about how I became a political activist. What made me take to the streets, so I broke a taboo: political commitment? I put forward the thesis that in the present political system, participation in political life is abhorrent, so that it remains the domain of a narrow and permanent group of citizens who thus profit (in various dimensions) at the expense of the rest of society. I am talking / writing about how I interacted with other residents of Szczecin and what this experience was for me. I am not going to convince anyone of the so-called „my political option”. I argue that you should get involved, that this is the stage to full humanity

This article deals with the issue of European Union citizenship. Since 1992, both the Treaties and the case law of the Court of Justice have helped to create a direct and evolving bond of citizenship between the individual and the Union. Any person who holds the nationality of an EU member state is automatically also an EU citizen. EU citizenship is additional to and does not replace national citizenship. Moreover, European citizenship is evolving not only as a direct bond between the citizen and the Union but also as a sphere of relationships between the citizen and all the member states. That aspect of citizenship guarantees all the nationals the right to move freely throughout the territory of the Union, as well as the right to reside in any member state.

How to reinforce relationships between European institutions and citizens? Which actions should be carried out to promote European communication? The degree of citizen participation in Poland as a key factor responsible for the development of third sector organizations is relatively low compared to countries of developed democracy. Despite political, economic or social difficulties, from year to year there is a gradual increase in non-governmental organizations representing the sphere. The purpose of this article is to present the characteristics of active citizens working in various third sector organizations with regard to their socio-demographic profiles. The analysis was performed for the total active people based on data from studies carried out in the 2013Social Diagnosis.

Many suggestions have been presented for solving the Israeli – Palestinian dispute. As for now, none of those suggestions, presented during more than thirty years of negotiations, have been accepted by both sides. As for this, some new ideas have to be entered into the arena. Here some new, “out of the box”, geographical proposals are presented, based on actual events and geographical realities which exist in other areas. These proposals could be seen as un-human or politically wrong suggestions but as all other proposals were rejected, the decision makers of both sides, as well as the leaders of the world, can use the presented suggestion as a base for future negotiations.

The aim of the article is to present the position of the Muslim League in Poland on the issue of citizenship. The paper focuses on the aspect of citizenship in the institutional and legal area stressing civic duties associated with civil loyalty, participation and identification. Additionally, the analysis is supplemented with the issue of Muslim integration into the Polish society. Moreover, the article highlights the role of Islam as a factor determining the civic attitudes presented by the Muslim League in Poland. The manner in which the problem of citizenship is presented in the paper indicates that it is referred to the declared positions, which characterize the particular religious association, rather than the communities of the Polish Muslims of immigrant origin. The analyzed concept of citizenship created by the League is religiously conditioned. The catchphrase: to be a good Muslim means to be a good citizen, which the League refers to, seems to be of the highest significance in his context. This example shows that a religion in this case can be an important factor determining the civil attitudes in the process of integration of the Muslim communities of immigrant origin with the Polish society, and in the broadest perspective, with the European communities.

Sweden’s Freedom of the Press Act of 1766 (Tryckfrihetsförordningen), the world’s very first legislation supporting freedom of the press and freedom of information, is part of the country’s constitution and grants today the widest possible public access to official documents. It forms the basis of the traditional Swedish right known as The Principle of Public Access to Official Documents (offentlighetsprincipen) and plays a crucial role not only in providing the right to access public documents, but is also indispensable in order to uphold public accountability of government and state officials. Exercising the widest possible transparency contributes to the proper functioning of the liberal democratic system, while curtailing corruption and abuse. Developing transparency and shaping an open society promotes greater participation of citizens in the society, encourages confidence in the state – an essential element in building an effective state that is to serve its owners, the citizens – as well as benefits the functioning of the rule of law and increases the quality of democracy.

Starting from the images of the myth of the city of Shamballa, this essay intends to examine its sources and above all the power of vision which, by combining different exegetical lines, ends up assuming complete existential indifference with respect to the traditions of extraction. From this change of perspective derives a different vision of reality, a “today” gifted by instantaneous knowledge and simultaneous communication have become realities that prove more advanced than our actual progress in terms of awareness. The city manifests itself in this light in its ontological component, as a breeding ground for souls. This function, so simple and intuitive, is however far from being realized, so much so that we have to declare that we need an intellectual awakening, a liberation from oppression, both of religions and capitalism, that the ecological symptoms make us understand more and more clearly as a condition that can no longer be postponed and for which a spiritual and non-violent struggle must be fought, the only one that can lead to an effective and lasting expansion of consciousness, such as to assume the density, strength and substance of an idea of cosmopolitan, universal citizenship.

In the Western world, the “Stonewall Inn riots” of 1969 represent a turning point in the history of LGBT (urban) rights claiming. They gave a contribution to a morphological transformation of the Western cities, where there has been a gradual “homo-colonization” of different metropolitan districts, through the creation of the socalled LGBT neighborhood. Adopting a territorial perspective, the paper aims to examine the levels of inclusion of sexual minorities in Europe and if they can imagine expansive possibilities for a life beyond the “gayborhood.” Examining the relationship among the level of social acceptance of gender and sexual minorities, their civil rights and the formation of LGBT communities in cities and the social functions they perform in Europe, the sociological analysis offers a classification of all European countries into 4 classes. The work concludes with some critical reflections through which the authors consider the implications of their findings.

This contribution examines the legal powers that Dutch authorities have to restrict the right to free movement of mobile but ‘unwanted’ EU citizens, including measures that seek to expel and ban EU citizens from re-entering the Netherlands. The article defines ‘unwanted’ EU citizens as mobile EU citizens in respect of whom national authorities seek to take measures to restrict their right of residence, either on the grounds of their being an unreasonable burden on the Dutch social assistance system or in respect of public policy and public security. We analyse the relevant EU legal rules, their interpretation by the Court of Justice of the EU and their national implementation and application in order to show the legal constraints faced by national authorities when seeking to restrict EU mobility. This legal study is supplemented by a discussion of existing data on the number of EU citizens expelled or removed from the Netherlands. Our analysis suggests that, due to the legal protection enjoyed by mobile EU citizens against measures restricting their residence rights, the Dutch authorities encourage voluntary departure as a pragmatic solution to the presence of ‘unwanted’ EU citizens.

Since the Polish accession to the European Union some important changes in the situation on the Polish and foreign labor market have been observed. Changes in employment in Poland and abroad have been observed among the Polish population, but also among the population, which have Polish and German citizenship due to historical factors. Thus, in an article on the basis of studies there is presented findings on the changes relating to employment in Poland and abroad in the period 2004-2010 among population with dual citizenship living in the Opole Voivodeship. Presentation of the results was also taking into account the gender and age of the study population.

Critical thinking, media literacy (MIL) and digital and creative competencies are essential for young people to thrive. School can play a fundamental role in raising awareness towards conscientious and creative media usage, particularly considering today’s adolescents – Gen Z. This is not only the generation most exposed to online contents, but also the one that makes the most use of mobile media to connect, learn, express and actively engage in causes. This research conducted media production activities based on secondary school curricula to explore and promote discussions about citizenship and MIL topics. Digital narratives (DNs) creation activities were co-designed with teachers of various subjects and carried out in two Portuguese schools, involving about 190 students aged between 15 and 18. The results of the exploratory questionnaire to students and the DNs’ content analysis point out that the creation of DNs acts as a lever to promote discussions about citizenship in formal settings and that, despite difficulties related to tools and basic literacies, students appreciate activities that engage them in critical reflection and transformative learning. However, the findings suggest that young people don’t believe that using these languages contributes to making a change or to their voices being heard by adults and institutions.

The main axis of the narration in this article is the analysis of the electoral activity of young Poles from the perspective of the formal program of Citizenship Education in the area of shaping the attitudes of young people as active voters. The first part of the article presents the context of Polish civil society and the electoral activity of young Poles. The Author connects the analyses of youth electoral patterns to with the assessment of effectiveness of formal education, including textbook messages, in shaping and developing civic engagement in youth. The article presents the analysis of textbooks for civic education, as well as indicates some non-textual contexts for implementing civic education in Poland. The analysis of citizenship education textbooks becomes an opportunity to approximate multi-faceted challenge of shaping civil attitudes among young people in Poland.
