Opis:
In the article there is described the legal education system in Germany. The aim of this article is to bring this system closer to the students and to the practitioners. The focus was mainly on the description of university education, state exams, applications, grading scale. There is discussed the method of solving the cases and the check of claim verification. The article describes legal professions in Germany and conditions that must be fulfilled in order to practice a given legal profession. Attention was also paid to postgraduate studies LLM at German universities. Legal education should combine the elements of theoretical knowledge with the practical application of acquired knowledge in practice. Legal education in Germany very well combines these two elements. The article was created in connection with a series of lectures for Ukrainian students at the Taras Shevchenko National University in Kiev in Ukraine.
Artykuł poświęcony jest systemowi wykształcenia prawniczego w Niemczech. Celem jest przybliżenie tego systemu studentom i praktykom. Rozważania skoncentrowano przede wszystkim na opisie wykształcenia uniwersyteckiego, egzaminów państwowych, aplikacji, skali ocen. Omówiono metodykę rozwiązywania kazusów i kolejność sprawdzania roszczeń. Ponadto opisano zawody prawnicze i warunki, które należy spełnić, aby wykonywać dany zawód prawniczy. Zwrócono także uwagę na studia podyplomowe LLM na niemieckich uniwersytetach. Wykształcenie prawnicze powinno łączyć ze sobą elementy wykształcenia teoretycznego z praktycznym zastosowaniem nabytej wiedzy. W Niemczech w wykształceniu uniwersyteckim i praktycznym bardzo dobrze połączone są ze sobą te dwa elementy. Artykuł powstał w związku z serią wykładów dla ukraińskich studentów na Narodowym Uniwersytecie im. Tarasa Szewczenki w Kijowie na Ukrainie.

As Atlantic Alliance aims to develop properly military capabilities, it has to pay special attention to military training, for only well-trained armed forces can take up the challenges and threats a state faces. The readiness level of the military is the major criterion for assessing the preparation of the armed forces to fulfill the objectives set for a state. Therefore, rational control and coordination of the servicemen’ training process is a very important factor in preparing contemporary Lithuanian Armed Forces. The Lithuanian Military Doctrine (2010) defines training principles of the Lithuanian Armed Forces and is a key document for preparing the military training strategy.

The Indian System of Medicine known as ‘Ayurveda’, had been in use from time immemorial. It was the main system of healthcare in the ancient and medieval period but has presently become a contemporary system today. It has its own principles developed during its peak which formed the basis for stable concepts upon which the whole system has grown and developed. But today due to various political, social, cultural, etc. turmoils that had resulted due to repeated and consistent invasion on India right from the ages for almost 8 centuries have resulted in its fall of status from main system to a contemporary or alternate system. But from the last two decades, the failure of Modern system of medicine to provide safe and desired health status to many people has resulted in retracing their steps towards this science. Today, education system of Ayurveda is far more different from the past methods as it has undergone drastic changes totally. The result of this change has also affected the field and the science too. A question thus emerges as to how far this methodology and understanding will help it to reach the levels and importance that it was in the past with the present system of education. The present chapter is an attempt to give a detailed review of the education system of India and its relative effect with respect to Ayurvedic education.

This paper presents how some communication problems between business and Technical Education System (TES) can be reduced. This comes to a misunderstanding of the needs of entrepreneurs for the knowledge and skills, in this paper treated as a resource on the market. The authors explain why debated issue falls in the area of corporate management. It identifies one of the reasons hindering the solution of problems. In order to clarify the issues it references the achievements of analytic philosophy of language and the theory of communication code. It proposed a method of facilitating the solution of the problem, which is being implemented since 2016 by the research team, co-created by the authors of this publication. The aim of the development of this publication is to supplement the theoretical and practical knowledge of management in manufacturing companies and others with high technical potential, where there is a large, growing and rapidly changing demand for knowledge and technical skills.

The aim of the paper is to outline new perspectives in research on the category of resistance in the formal education system in Poland. I adopt the feminist perspective because I am convinced that the issue of gender and sexuality in Polish school is particularly tabooed and marginalised, which reinforces the existing system of cultural, political and economic domination. This system is materialised in the form of new education reform, closely associated with the government and dominant religion. Polish students and teachers use social media, they can learn about social protests (including #meetoo action and protests in defence of court independence) and take an active part in them. What certainly connects both spaces (off-line and on-line) is a post-truth category.

The Internet has evolved from connecting people and later videos, photos, and text to more recently physical objects. Using sensors, physical objects can “talk” (transmit data) to each other and even command each other to perform a physical act. As things and people become more connected, such objects will also become part of social net-works, much in the same way that people tag photos on Facebook. In this way, the value of such objects will increase for both research and learning. The IOT and Cloud computing technologies can provide solutions for the above-mentioned problems in the education system. Cloud computing enables users to control and access data via the Internet. The main users of a typical higher education cloud include students, faculty, administrative staff, Examination Branch and Admission Branch. All the main users of the institution are connected to the cloud. Separate login is provided for all the users for their respective work[12]. Teachers can upload their class Tutorials, assignments, and tests on the cloud server which students will be able to access all the teaching material provided by the teachers via the Internet using computers and other electronic devices both at home and college and 24X7. This paper focuses on the integration of Cloud and IOT for the education system. Connected de-vices can help make life easier for students with special needs. Many of the daydreams for IOT in education involve students taking advantage of new technologies to complete cool new projects.

Therefore the requirements to seafarers are increasing constantly. All these circumstances lead to the fact that every next year marine institutions, having limited time for teaching process, meet rising difficulties in seafarer’s proper training. That goes particularly for the special (technical) subjects, which are being taught to future marine engineers and form the level of their proficiency by the time of the graduation.

To carry out this study and achieve the objectives set up, we took into account a qualitative methodology, framed within the constructivist paradigm in the social sciences. Being a gifted child in Spain is a problem because gifted children are not being adequately addressed, as the Ministry of Education recognizes. An objective analysis of the current situation can become a way of changing it. In addition, we have to pay attention to the principles and rights of the awareness of diversity.

Higher education institutions are an essential, endogenous element of economic development and take part in resolving global issues. Their utilitarian role, however, may be greatly limited as a result of improper ways of financing science and didactics. The prevailing mechanism of financing didactics in public universities in Polish reality does not ensure the effectiveness of deployed resources and only partially bases on competition, thus not generating the stimuli for positive changes. The algorithm on the basis of which the resources are allocated should be modified. It should be based on criteria reflecting changes in social and economic surroundings. It should also comprise mechanisms stimulating competition between universities and enhancing the quality of didactics and science.

Aim. The aim of this article is to discuss whether catholic education may be approached as an alternative to the main dominating education system. Methods. The research made use of the hermeneutical phenomenology access by Max van Manen (2016 a) and Linda Finlay (2009). During the research, hermeneutical phenomenology was used as the theoretical and methodological core. Results. In the theoretical part, it is revealed that in the historical context, catholic education has been a traditional, re-flourishing phenomenon throughout recorded history. That is why the notion of “alternative” while speaking about a catholic school in Lithuania may be used in some extremely specific cases. Conclusion. Phenomenological analysis has grasped that the chapel is indeed the incredibly special space of a catholic school that appears in the remembrance of the participants of the analysis. A relation based on trust between adults and pupils in a catholic school stimulates pupils to proceed with the same well behaviour that they witness the seniors (teachers and other pupils), as well as their peers (building team and embracing correlation), doing. The body dimension is present in several aspects: voluntary physical assistance and embracing a look at the different one, a shocking collision with a theme about one’s sexuality and a peaceful belief in resurrection of the body that provides strength and hope. The time dimension is present in two aspects: as a Kairos retreat and in other planned liturgical practices.

The development of a national system of education for sustainable natural resources as a form of social activity has been theoretically proved and aimed at optimizing management training environmental experts by improving its professional oriented content, scientific, methodological and information support, structural and organizational structure for the intended purpose. It was determined that organizational and functional structure of environmental management as a set of (system) levels in the unity of their functions, powers and organizational relations and provides a holistic effect on the social system and the environment. It was found that the theoretical foundation of management training problem decision of future ecologists for the balanced nature management is a complex combination of approaches: system, ecosystem, system-structural, systemic-functional, competency, synergistic, axiological, acmeological, ecocentric, noosphere.

Student radio stations are an important part of the media environment in Slovakia. Our research focused on obtaining information on the functioning of these stations, including their legal regulation, training of new members and formal integration into university structures. Student radio stations have several rights and obligations secured by the new Slovak Media Act and can be classified as community radio stations. Students are mostly mentored and apprenticed by senior radio colleagues for a semester or a whole year to hone their communication skills, create scripts and master broadcasting techniques. Student radio stations are under the umbrella of, or are part of, a university, but focus on student topics in content and do not serve as a medium for a given educational institution. The topic for discussion remains whether the student radio stations are fulfilling their legal obligations and whether they are interested in applying for a radio broadcasting licence. The qualitative research carried out in this study shows that the majority of radio stations in Slovakia have advertisements on air, mostly in the form of barter, and the principles regarding commercial media communication are not always followed. A big question mark is the possibility of obtaining a radio broadcasting licence, as the current legislation may be too restrictive for student radio stations. Overall, the research has shown that student radio stations are an important part of the media environment and can provide students with valuable experience and knowledge in media work.

The United States of America (the USA) is one of the leading leaders in economic and political terms in the world. It can be argued that the reason for this is the individual characteristics of American society, namely, such deeply rooted qualities as, self-confidence, perseverance and audacity to discover new things. This may certainly be attributed to the American system of education and its teaching objectives. In this research paper, the author presents the main assumptions of the U.S. education system.

The paper contains a report on the empirical inquiry which reveals how teachers and future teachers regard the educational transformations in Poland resulting from the implemented reform and what implications this may have in the field of education. In the context of attitudes towards the implementation of reforms in the education system, the author has raised a basic question of fundamental importance, whether teachers' professional preparation and degree of reflection, their attitude towards the reality of the situation and the motivation they show allow them to safely observe the course of events in the contemporary educational process. The author presents such issues and he outlines a fundamental question: how do teachers perceive their own professional role and can they identify at all the tasks they should fulfill within the changing social, political and economic reality? The text also contains a reference to a peculiar educational myth, according to which the educational reforms were somehow forced on Poland by the European Union. The author presents the attitude towards the education reforms being introduced, as observed from the perspective of the professional environment, which fundamentally polarises teaching circles. He concludes that - still for some time - the emotions accompanying these transformations will be the greater, the more changes are noted by teachers in the current state of educational materials.

One of the key pillars of total defence is an increased social resilience to aggression, which is inextricably linked to an adequate model of security education. Poland’s security in the 21st century is based on the state’s military capacity and on the military and political alliances formed by decision-makers. However, this model of building security is not sufficient in the face of constantly changing and evolving security threats and challenges. Therefore, security should be based not only on a hard dimension, but also on a soft one, whose main pillar is security education. The idea of an effective model of security education is that, apart from giving young people theoretical knowledge, it is necessary to instil in them practical skills related to responding in crisis situations, including situations posing a threat to human health and life. Security education should constitute the first stage in training society in total defence. The educational model currently functioning in Poland definitely needs to be reformed.

The article is devoted to the methodology of evaluation of the quality of electronic educational resources. The model of integral assessment of their qualities which provides the assessment of each individual training module is developed. Important elements of the integral assessment of the qualities of the e-learning module on every procedural stage are the order and evaluation criteria. Such system of evaluation contains parameterswhich characterize the innovative, technological and semantic qualities of the educational module. Such system allows: to evaluate and control both the separate educational modules and all educational system in general, to move right along from the assessment of separate processes and elements of the module, to module-structurally having a special purpose oriented to personality of specialist who studies in the system of postgraduate education, introduce the system of integrated assessment of the quality of educational resources and the efficiency of consumer of education services. The convenience of integral estimates is that they provide the unique numerical criterion quality.

The article discusses the theoretical assumptions of research, the expression of education in modern society, analyzes scientific theories, and presents the development of educational accessibility in Europe and Lithuania. The relationship between public transformation and access to education is also analyzed, the essence of access to education and the problem of access to education in a transformed society are analyzed. The methodology and methodology of empirical research on the accessibility of education for students of grades II – IV G are presented. Lithuanian and EU documents regulating education reform and accessibility are analyzed, the results of the research on accessibility of education for students of grades II – IV G and their interpretation are presented. The preconditions for the provision of educational and social services that ensure equal access to education for pupils of grades II – IV G are also discussed.

The author, on the background of the educational system for adults, has presented the army as an institution which, fulfilling determined function within state defense and security system, leads also education activities for soldiers. Schooling in the military has got long tradition and its history comes from the Kosciuszko Insurrection in 1794. Educational objectives in those times and later (Polish Legions, time of the second Commonwealth) had been aimed at coping with illiteracy and improving general knowledge of soldiers. After the recovery of Poland in 1918 to the rebuild Polish army came up to 40 % of illiterate conscripts. The contemporary military force conducts different forms of non-scholar professional education of soldiers - laying stress especially on the personnel self-improvement. In the educational self-improvement system of the service man the biggest role play post-graduate studies, qualification, specialist and language courses as well as military exercises. According to the researches conducted lately up to 60 % professional soldiers take a part in different courses, and this is determined by the qualification requirements on the posts their occupied - so claim 46 % examined staff. In addition in the framework of the educational activities there are also conducted cultural, recreation and sports activities which make an important element of all soldiers' development in modern military forces.

This report is a part of the results of the international project entitled “Studium in Osteuropa: Ausgewählte Aspekte (Analysen, Befunde)” conducted in the years 2013-2015 under supervision of Prof. Wilfried Schubarth and Dr Andreas Seidl from the Potsdam University, Department of Education Science, and Prof. Karsten Speck from the University of Oldenburg, Germany. The project was conducted jointly by representatives of academic centres from Germany, the Czech Republic, Poland and Russia. Its general aim was a comparative analysis of the effects of implementation of Bologna Process directives into the higher education systems of the individual countries. The changes introduced into the higher education systems in the countries involved in the project were described and evaluated, discussed was in particular the problems of education of teachers at the university level. The following text is the result of the contribution of the Polish group participating in the project. The report will be presented in two parts. The first part is focused on the macro-societal context of transformations in the higher education system in Poland. The implementation of selected aspects of Bologna Process directives is described and supplemented by empirical comments. The second part deals with selected aspects of university level education of teachers, followed by a polemic against the assumptions and execution of the target transformations of higher education system.

The article aims at analyzing Polish migration policy and in particular, an access to education system for children migrants in refugee centers and detention centers. In recent years, much has been written about Polish migration policy (e.g., Kicinger 2009; Górny, Grabowska-Lusińska, Lesińska, Okólski 2011; Kicinger Koryś 2011, Okólski 2012) as well as the education of migrant children in Poland. While the former approach has been developed in academia and framed in public policy analysis, the latter has been developed by NGOs, the Ministry of the Interior and Ombudsman Office, and from results of monitoring of refugee centers and detention centers. The two fields rarely meet - therefore, this article addresses this gap by embedding the analysis of educational access for migrant children in a broader context of migration policy, and argues that the existing policy actually results in direct and indirect discrimination of migrant children. Access to education is either strictly limited (in case of detention centers) or hindered (children in refugee centers). Lack of systematic approach to education for children migrants reflects in lack of training for teachers to teach Polish as a foreign language, lack of multicultural training, even if there are some specific tools such as multicultural assistants, they are rarely used because the need is not recognized by local administration. We recognize positive impact of different social actors to introduce changes in the system. The actors are nongovernmental organization assisting migrants and researchers and academics analyzing Polish migration policy. Nevertheless, we argue that the problems faced by migrant children within Polish education system can only be solved by introducing systematic approach to Polish migration policy.

Założenia rozwoju społeczeństwa informacyjnego polegają przede wszystkim na zjawisku information society services, czyli świadczeniu usług w społeczeństwie opartym na wiedzy, przez nowoczesne technologie. Autor artykułu wyjaśnia podstawowe terminy i definicje związane z Internetem pod względem formalnym, prawnym, technologicznym i użytkowym. Wiele uwagi poświęca funkcjonowaniu uniwersyteckich systemów obsługi studiów (USOS), na przykładzie Uniwersytetu Warszawskiego.
The development of technological networks and the Internet had a serious influence on the current functioning of Polish universities. The existence of websites, electronic mail, of the possibility of making payments by the Internet and teaching by e-learning, these are only some of the ways of using of the Internet to the purpose of servicing students and employees of higher education institutions. The assumptions of the development of the information society consist above all in the phenomenon of information society services, i.e. the performance of service in a knowledge-based society, based on modern technologies. The author of the article is explaining basic terms and definitions associated with the Internet in the formal, legal, technological and functional meaning. He is dedicating a lot of attention to the functioning of university systems of servicing the studies (USOS), on the example of the Warsaw University.

Corruption is a social phenomenon that has existed since the beginning in all communities, present in everyday situations, and affects the education system. We reviewed the various aspects of corruption in the Amazon education system basing on domination theory. We looked for factors that facilitate corruption in the education system and harm sustainable development in the Amazon. We have also shown the relationships between domination theory, scientific knowledge degradation, and sustainable development. We have identified some options to fight corruption in the education system to ensure sustainable development in the Amazon. We have implemented a qualitative research project under the Amazon Graduate Program to reach described goals. Our research methods included critical literature analysis, case study, direct observation, and content analysis to describe the literature review concepts. Through the Ishikawa diagram's graphic representation, we highlighted the causes of traditional domination and corruption sub-causes that cause the degradation of scientific knowledge and sustainability in the Amazon. The study concludes that the domination in the education system is similar to traditional domination. Corrupt actions can be decisive for preventing the construction of knowledge about Sustainability in the Amazon. The scenario warns of a crisis in the education system. Our findings allow us to suggest significant actions for coping with curbing corrupt practices and unethical actions in the system. Our Amazonian academy findings help reflect the reality of the managers and politicians sensitized with this investigative work.

This article shows specifics of the transition from conventional educational practice to the Flipped classroom model in modern education system. It is focused on professors’ perception of the video-based teaching approach. Conducted sociological survey involves the teaching staff from one European and one Russian university, namely the Lappeenranta University of Technology (LUT) and Ural Federal University (URFU). The survey investigated professors’ awareness of the Inverted classroom, their readiness to employ it and prime barriers they face. Results reveal that teachers from Russia have less information about the model and practically do not embed it in the education arrangement comparing to professors from Finland. Lack of time, lack of support and assistance are shown to be the prime barriers preventing them from fl ipped classroom implementation. Drawn implications are of use for the integration of the fl ipped classroom.

Dydaktyka prowadzona na wszystkich poziomach nauczania sozologii powinna się opierać nie na szufladkowej wiedzy, a na umiejętności przyczynowo-skutkowego myślenia. Stawianie hipotez i ich weryfikacja oraz różnorodność metod poznania praw przyrody, zdecydują o skutecznym przeciwdziałaniu procesom degradacji środowiska w XXI wieku.
Pro-environmental education and the effectiveness of its methods are a necessity, decisive for preserving natural resources for successive generations. Educating proper attitudes towards the surrounding nature must be based on sound knowledge gained, supported by observation, experience and experiment. Teaching conducted at all levels environmental science should be based not on boxed knowledge, but on causal thinking skills. Establishing hypotheses and their verification, as well as the variety of methods of understanding the laws of nature, will influence the effective prevention of environmental degradation in the 21st century.

The main aim of the article is to present selected international education programmes implemented in Poland (International Baccalaureate, Advanced Placement, International General Certificate of Secondary Education) in the context of educational change. The background of the analyses is the metamorphoses in the Polish education system after the period of political transformation. Literature in the field of education policy, theory of educational systems, normative documents of educational law, European Union directives and programme documents of international organizations conducting and accrediting IB, AP, and IGCSE programmes were used for the research. The author argues that the educational change that took place after 1989 in the organization and structure of the education system made it possible to implement international education programmes and contributed to the democratization and socialization of the Polish education system. Currently, international education programmes constitute an attractive educational offer that provides a chance for continuing education at renowned foreign universities, makes it possible to efficiently find oneself on the global labour market, and also prepares young people to be active members of civil society, guided by such values of political and social life as respect for human rights, democracy, solidarity, freedom of speech, and tolerance.

RESEARCH OBJECTIVE: The problem of introducing expert examination of education management is relevant and pressing for Ukraine in the context of assessment of education quality at all levels. The purpose of the article is to substantiate the effectiveness of the model of training experts in the field of education on the basis of educology at Borys Grinchenko Kyiv University. THE RESEARCH PROBLEM AND METHODS: When processing the obtained empirical data, statistical methods were used to compare the indicators of the Master’s student survey before and after the course of educology according to Pearson’s criteria, Fisher’s test, and the Mann-Whitney-U test Venn diagram. THE PROCESS OF ARGUMENTATION: Training experts in the field of education is based on the model: 1) mastering the basics of educology and its components; 2) mastering the methodology of the examination and the ethical standards of its implementation; and 3) mastering the specifics of the educational segment which is subject to expert examination. RESEARCH RESULTS: The study confirms the efficiency of the developed model of experts’ training in the field of education. Educology provides the system, purposefulness and effectiveness for such training. CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: The results of the study provide an opportunity to see the feasibility of the first level of the model, which involves mastering the basics of educology; the second level, which is aimed at mastering the components of the educational program, which reveal the methodology and specifics of expert activities; and the third level, which makes it possible to differentiate the suggested directions of such training, namely: measuring and monitoring the quality of education, education management, educational economics, and educational law.
CEL NAUKOWY: Problem wprowadzenia eksperckiego egzaminu z zarządzania oświatą jest dla Ukrainy aktualny i naglący w kontekście oceny jakości edukacji na wszystkich poziomach. Celem artykułu jest uzasadnienie skuteczności modelu kształcenia ekspertów w dziedzinie edukacji napodstawie edukacji na Uniwersytecie Kijowskim im. Borysa Hrinczenki. PROBLEM I METODY BADAWCZE: Przy przetwarzaniu uzyskanych danych empirycznych wykorzystano metody statystyczne do porównania wskaźników ankiety magisterskiej studentów przed i po kursie edukacyjnym według kryteriów Pearsona, testu Fishera oraz diagramu Venna testu Manna‑Whitneya‑U. PROCES WYWODU: Kształcenie ekspertów w zakresie edukacji opiera się na modelu: 1) opanowanie podstaw edukologii i jej komponentów; 2) opanowanie metodyki badania i standardów etycznych jego realizacji; oraz 3) opanowanie specyfiki segmentu edukacyjnego podlegającego ekspertyzie. WINIKI ANALIZY NAUKOWEJ: Badanie potwierdza skuteczność opracowanego modelu szkolenia ekspertów w zakresie edukacji. Edukologia zapewnia system, celowość i skuteczność takiego szkolenia. WNIOSKI, INNOWACJE, REKOMENDACJE: Wyniki badania dają możliwość zobaczenia wykonalności pierwszego poziomu modelu, który obejmuje opanowanie podstaw edukacji; drugi poziom, który ma na celu opanowanie elementów programu edukacyjnego, które ujawniają metodologię i specyfikę działań eksperckich; oraz trzeci poziom, który pozwala wyróżnić proponowane kierunki takiego szkolenia, a mianowicie: pomiar i monitorowanie jakości edukacji, zarządzanie oświatą, ekonomikę oświaty i prawo oświatowe.

Opis:
Education of the elite is an important social problem; elites have been a part of every society since the primitive cultures until contemporary modern democraccy of the present day. Their place and functions have been changing throughout the ages. What is needed today is a new approach to the education of the elites within the democratic system in the context of global: political, social and economic changes which require new didactic and educational methods. In the course of the recent decades education was modified thanks to the introduction of the egalitarian system which gave access to learning also to those who, for different reasons, were denied its benefits. In Poland that was also the time of the decline of the intellectual elite destroyed first by the German occupation and then by the communist regime. The changes occurring in Central and Eastern Europe as well as some of the consequences of a concurrent process of globalization brought to light a diminishing position of the intelligentia in the social hierarchy. The system of education is a coherent entity including an intellectual, moral and social development. In order to educate elites it is necessary to have a pioneering group of educators, lawayers, doctors, academics and cultural specialists, that is, educators in the broadest sense of the word. Elitist education means education with a view to being able to accept resonsibility for oneself, for the country, for family and for the common good. What is taking shape now is the awareness of the need for a re-birth of this kind of education, because learning without morality can be dangerous. The two forms, egalitarian and elitist, are not in opposition, they merely open different perspectives for young people. The optimum system of education should indicate the direction from the egalitarian to the elitist.

W artykule przedstawiono wzajemne relacje między systemem edukacji a społeczeństwem i gospodarką, a zwłaszcza istotny wpływ tego systemu na procesy modernizacyjne. Przytoczone dane statystyczne wyraźnie pokazują, iż system kształcenia realnego socjalizmu sprawił, że społeczeństwo polskie charakteryzuje niski potencjał modernizacyjny - zarówno w wymiarze obiektywnym, tj. poziomu wykształcenia (około 70% Polaków ma najwyżej wykształcenie zasadnicze zawodowe), jak i wymiarze subiektywnym (osoby o niskim poziomie wykształcenia są z reguły przeciwnikami zmian społeczno-gospodarczych). Ponadto opisany przykład Polski wskazuje na brak jasno określonej polityki edukacyjnej państwa oraz niedocenianie roli systemu kształcenia w procesie transformacji (tj. po roku 1989) zarówno z punktu widzenia kształtowania struktury społecznej, jak i możliwości zwiększenia potencjału modernizacyjnego społeczeństwa.
The article describes the relationships between the education system and the society and the economy, especially the impact of this system on modernising processes. The statistical data cited clearly show that the education system of real socialism provided Polish society with a low modernising potential both in objective terms, i.e. level of education (around 70% of Poles have at most basic vocational education), and in subjective terms (as a rule persons with a low level of education are opposed to social and economic changes). Besides, the example of Poland shows the lack of a clearly defined educational policy of the State and failure to appreciate the role of education in the transformation process (i.e. after 1989) both from the standpoint of shaping the social structure and the possibility of increasing the modernising potential of the society.

Aim. The purpose of the article is to study, analyse and present the readiness of Georgia in the modern period to meet international problems – it is the main goal of sustainable development, including higher education. The government of Georgia, since ancient times correctly understood the role of education for future prosperity, currently the government is doing its best to meet the international challenges in the fourth goal of sustainable development - education, including higher education. Methods. The paper is presented based on official documents, scientific research papers, analysis, and the historical-comparative method. Results. The article presents important challenges for the integration of the Georgian state into the European space at the present stage, which is enshrined in the Constitution (Parliament of Georgia, 2018) and several important documents. In this context, promoting access to education is an important international agreement for the country to overcome modern global challenges - one of the most important goals of sustainable development - an important precondition for strengthening the socio-political and cultural development of society. Conclusion. The paper is based on the study/processing of international and local official materials, as well as expert research has the opportunity to assess the readiness of the higher education system to follow the goals of sustainable development. The country’s relevant structures are actively creating all the conditions for the convergence/engagement of the Georgian educational space under modern international standards which has been demonstrated in practice by the capabilities of higher education institutions.

The concept of inclusion is implemented in Israeli educational system with introduction of 1988 Special Education Law (SEL). The political, socio-cultural and economical changes improved the general status of people with disabilities in the Arab and Jewish communities. However, the Jewish education system, and the Arab education system in general differ, that applies also to the issue of special needs education. Students with disabilities representing minority groups suffer from additional barriers. The main aim of the article is to discuss the issue of integrating students with disabilities into general education in Arab schools in Israel. The situation of children with special educational needs (mainly with intellectual disabilities) in educational system in Israel is discussed, with focus on children from Palestinian-Arab community. The Arab teachers attitudes and behaviors toward the inclusion and disability are analyzed. Although, the research within the topic is limited, the available results indicate rather negative attitudes of Arab teachers towards disabilities. This state might be partly embedded within the socio-cultural context. The further research within the topic is necessary.

Studies show the very high probability that a child with learning disabilities will grow up to be an adult with learning disabilities and will experience difficulties in his academic or professional stud- ies and in the world of employment. Today, there is an increase in the number of students with learn- ing disabilities in academic institutions in Israel and around the world, with the extent of students with learning disabilities in Israel being estimated at up to 15% of diagnosed students. The article discusses the problem that most studies address children and teens with learning disabilities, while knowledge about coping with students with learning disabilities in the higher education system is limited. Moreover, there seems to be no uniform policy on supporting these students. The article is addressed to policymakers and lawmakers in Israel’s higher education system, with the aim of presenting current support and proposing changes and improvements intended for these students.

Opis:
A distance education system is designed based on fuzzy inference, where visualized atmosphere information is shared by all learners in a virtual classroom. It provides high aspirations, low isolated feeling, low stress, and high affinity to learners, and offers learner’s psychological information, individual difference information, and hints of system improvement to the system manager. The effect of visualized atmosphere information in the learner’s psychological states is confirmed by T score of POMS test for 15 graduate students using CAI contents, and comparison experiment with traditional distance education. The proposal of atmosphere information presentation of virtual classroom provides a first step in establishing Education Academy beyond Space Time (EAST).

Military education in New Zealand, in contrary to other countries worldwide, was not based on the dual system training with the main national military academy and the minor cadet and officer schools. The New Zealand Defence Force has many ways to educate personnel though. The New Zealand Defence College (officially called the New Zealand Command and Staff College) established in 1950 was, and still is, serving as the only tertiary school educating the personnel of the armed forces. It is most likely caused by both relatively small population, as well as a lack of the strategic need to train a larger number of soldiers. The military education reform, held in 2017–2019, was intended to amend the system of military schools by establishing four partnership schools for the Ministry of Defence. That however did not happen. What appears to be interesting in the military education reform in New Zealand are the legal aspects of this system, which have been analysed in this article.
Edukacja wojskowa w Nowej Zelandii, w przeciwieństwie do innych państw, nie opiera się na dwutorowym systemie składającym się z głównej akademii narodowej oraz pomniejszych szkół zawodowych i oficerskich. Jednakże Siły Obronne Nowej Zelandii szkolą kadry na wiele sposobów. Funkcjonująca od 1950 r. Akademia Obrony Nowej Zelandii (New Zealand Defence College/ New Zealand Command and Staff College) pełniła – i wciąż pełni – funkcję jedynej uczelni kształcącej personel sił zbrojnych. Jest to spowodowane zarówno relatywnie małą liczbą ludności, jak i brakiem strategicznej potrzeby szkolenia kolejnych żołnierzy. Dopiero reforma szkolnictwa wojskowego w latach 2017–2019 miała zmienić system edukacji wojskowej. Planowano powołać cztery kolejne uczelnie partnerskie Ministerstwa Obrony, jednak ostatecznie do tego nie doszło. Ciekawym aspektem reformacji edukacji wojskowej w Nowej Zelandii wydają się być prawne podstawy funkcjonowania tego systemu, co zostało przeanalizowane w niniejszym artykule.

Demographic transformations caused by economic and social changes results in negative changes in the demographic structure of the Polish society. The number of children has been decreasing. According to the demographic forecasts, this tendency is going to continue. The current situation requires adjustment of the education system to the changing number of the pupils' (students') population. Initially these changes concern kindergartens and primary schools. In the future, they are also going to be observed in schools at higher than the lowest one levels of education. As the consequence of demographic transformations, the population at the working age is also going to face some serious problems. Therefore, the education system reaction to all these changes should be not only limited organizational changes in the kindergartens and schools, but it should also include adjustments of school programmes.

Qualified personnel of the armed forces is undoubtedly one of the most important elements of state security. Although from the Polish authorities’ point of view cooperation with Western partners remains the key, observation of the latest trends in this field should cover the largest possible number of countries. Therefore, the author drew attention to the system of military education in the Republic of Belarus, which is relatively poorly reflected in Polish literature. The article characterizes the modern education model, indicates its development directions and highlights the greatest needs. The cooperation with the Russian Federation was also analyzed. The study was based on a system method supported by content and quantitative analysis.
Wykwalifikowany personel sił zbrojnych stanowi niewątpliwie jeden z istotniejszych elementów bezpieczeństwa państwa. Jakkolwiek z punktu widzenia polskich władz kluczowa pozostaje współpraca z partnerami zachodnimi, obserwacja najnowszych trendów w tej dziedzinie powinna obejmować możliwie największą liczbę państw. Dlatego też autorka zwróciła uwagę na stosunkowo słabo opracowany w polskiej literaturze system kształcenia wojskowego w Republice Białorusi. W artykule scharakteryzowano współczesny model edukacji, wskazano na kierunki jego rozwoju oraz uwypuklono największe potrzeby. Analizie poddano także współpracę z Federacją Rosyjską. W badaniu zastosowano metodę systemową wspartą analizą treści i analizą ilościową

In the EU, the number of elderly people who have a substantial amount of free time at their disposal is increasing year by year. Many pensioners start developing their interests only after they have retired. Thus, they pursue various types of education. The need for organising courses for this age group is proven by the immense popularity of Zielona Góra University of the Third Age. The Department of Media and Information Technologies of the University of Zielona Góra developed a model of multimedia education module. The established assumptions were empirically verified and the module was implemented on a Moodle e-learning software platform. A few thousand students have already benefited from the e-learning courses. In order to respond to the intensive demographic changes, it has been decided to adapt the existing remote e-learning solutions to the abilities, needs and expectations of pensioners. The aim of this paper is to determine the theoretical foundations of the applied technical solutions and describe the introduced changes and modifications. An introductory verification of the implemented system has confirmed that the assumptions of the modified version of multimedia remote education system are correct.

W artykule przedstawiam rozważania będące oceną aktualnego stanu realizacji reformy polskiego systemu edukacji. Oceny tej dokonuję, odwołując się do analizy podstawowego obszaru determinującego efekty podjętych działań reformatorskich, a mianowicie wprowadzonych do praktyki edukacyjnej rozstrzygnięć prawnych. Od ich jakości zależą końcowe efekty reformy systemu edukacji. W artykule podejmuję próbę odpowiedzi na zasadnicze pytanie: Czy autorzy reformy stworzyli warunku prawne umożliwiające efektywne wdrażanie nowych rozwiązań strukturalnych i programowych?
In this article I present reflections which are an estimation of current state of implementation of the Polish education system reform. I have made this estimation based on the analysis of basic area determining effects of undertaken reforming activities that is legal solutions put into education practice. Final effects of education system reform depend on their quality. I'm the article I try to answer a basic question: Have the reform authors created legal circumstances enabling effective implementation of new structure and programmed solutions?

Assumptions: This article is part of a wider study on adults with autism. The main assumption of the series of studies is concerned with listening to and hearing the voices of those most affected – those with a diagnosis of autism. The material, which is based on the experiences of people with autism, allows us to present views on the role of the teacher – the creator of the educational space. Thus far, we have presented the experiences and comments of teachers and therapists; now we can listen to the voices of not only students and parents, but people with autism. The research problem was to present the educational experiences described by autistic people in a paper on pedeutology. The aim of the study was to investigate the opinions on education held by people with autism. Method. This study employed the netnographic method and involved a group of people with a diagnosis of autism who met online and agreed to participate. Results. Reaching out to a large group made it possible to analyze their statements by ranking and creating meaning bundles. Conclusions. The first conclusion is that there is a difference in the approach to the teaching/learning process. This is due to symptoms that are specific to autism, as well as to the different educational and therapeutic approaches. The second conclusion is related to the use of punishment that, in addition to forbidden forms (such as physical punishment), often evolve into psychological and social punishment, such as isolation, marginalization, or a lack of interest. It seems to be equally important to draw attention to the ineffective attempts to impose recognized normative forms of functioning (often referred to as a violation), as well as treating these people as not fully intellectually capable, which is not a condition (intellectual disability can co-occur in a few cases [see Casanova et al., 2000]).

W artykule poruszono tematykę unifikacji systemu oświaty w Polsce po odzyskaniu niepodległości w 1918 r. Przedstawiono krótko ustrój szkolnictwa na ziemiach poszczególnych zaborców, a następnie zaprezentowano kolejno uchwalane akty prawne, mające na celu ujednolicenie oświaty w Rzeczypospolitej. Niewątpliwie najwięcej uwagi poświęcono ustawie z 11 marca 1932 r. o ustroju szkolnictwa, której uchwalenie było momentem przełomowym w rozwoju oświaty w dwudziestoleciu międzywojennym. Do 1932 r. prawo oświatowe tworzyły pojedyncze ustawy przedwojenne, obowiązujące na określonym obszarze, ustawy obejmujące tylko nieliczne dziedziny szkolnictwa oraz rozporządzenia i zarządzenia Ministra Wyznań Religijnych i Oświecenia Publicznego, które wydawane były doraźnie i w samym założeniu miały charakter tymczasowy. W tym między innymi Przepisy tymczasowe o szkołach elementarnych w Królestwie Polskim z 1917 r., Dekret o obowiązku szkolnym z 1919 r. czy dwie ustawy z 1922 r. – o zakładaniu i utrzymywaniu publicznych szkół powszechnych oraz o budowie publicznych szkół powszechnych.
The aim of the article was presenting unification process of the education system in Poland after regaining independence in 1918. System of education in the territories of particular annexationist and successively adopted legislation aimed at standardizing education in Poland was presented briefly. Undoubtedly, most attention was paid to the Act of 11 March 1932 of the system of education, which adoption was a breakthrough in the development of education in the interwar period. Until 1932 school legislation was made of pre-war acts applicable in a particular area, the laws referring to only a few fields of education, as well as regulations and directives of the Minister of Religious Affairs and Public Education, which were published on an ad hoc basis and only temporarily. Among these, Temporary regulations for elementary schools from 1917, Order of 1919 of education obligation or two acts of 1922 – of establishing and maintaining public elementary schools and of the construction of public elementary schools.

During the short history of its existence, even before the state of Israel was born, the Education system in the area known today as Israel has constantly faced the challenge of providing equal, or at least somewhat state-controlled curriculum, budgeting and education in general. During the major periods of government change, various religious, socioeconomic and political groups had tried to reshape the education system to match their needs, creating schools, programs and funding plans accordingly. However, despite the evolving legislation and awareness, the Israeli Education System is heavily segregated based on religion, origins, and other factors. Whole populations are exempted by choice, or by lack of lobbying, while the main system remains to bring equity to a highly heterogenic school system. This article will show the challenges, stratification changes and shifts the system has faced on the way to provide quality education to the children of Israeli state.

The aim of this article is to reflect on the implementation modalities of educational policy promoting multilingualism in Poland, a country where linguistic and cultural variety remains relatively low. The article begins with a definition of the concept of “language policy”. Subsequently, the European Union’s directives promoting the policy of multilingualism in the educational context are presented. In this part, the focus is on the following aspects: modern foreign languages, regional and minority languages, certification of language skills and teaching of a curriculum subject integrated into foreign language instruction. The last part of the article concentrates on the implementation of the said directives in Poland. In the research, the author relies on statistical data from various sources to demonstrate that - even if Poland is considered a country where linguistic and cultural variety remains low - foreign (in a broad sense of the term), regional and minority languages are regaining their rightful place in the functioning of the state, including in the Polish education system.
