Opis:

The paper presents conclusions of the survey conducted in Gdańsk in October 2017. The study aimed to compare travel times between the largest residential districts in Gdańsk and the area of the businessacademic center. The research was aimed at showing time losses on the commuting trips and their organizational and infrastructural causes, which lead to the extension of the actual travel time. Based on the identiefid time losses and their causes, recommendations regarding further organizational and investment work were presented to improve the competitiveness of public urban transport and bicycles in relation to the cars.

W artykule zostały omówione problemy związane z funkcjonowaniem transportu osób na terenie miast. Dynamiczny rozwój miast i wzrost dochodu ludności w wielu przypadkach przyczynił się do ograniczenia roli transportu publicznego i nadmiernego wzrostu ruchu samochodów osobowych. Tendencja ta jest szkodliwa dla środowiska. Pociąga za sobą wzrost zapotrzebowania na paliwa ropopochodne, ogranicza komfort życia w mieście i w efekcie końcowym na skutek kongestii generuje dodatkowe koszty związane z działalnością firm i ludzi na obszarze miejskim. Zgodnie z polityką UE ta szkodliwa tendencja musi zostać ograniczona. Przyczynić do tego ma się w znacznym stopniu rozwój transportu zrównoważonego. Na przykładzie miasta Rzeszowa omówione zostały wybrane działania i środki przedsięwzięte w ramach rozwoju transportu zrównoważonego.
The article presented the problems connected with the operation of people transport in cities. The dynamic development of cities and the increase in the income of the population has in many cases contributed to limiting the role of public transport and the excessive growth of passenger traffic. This tendency is harmful to the environment. It entails an increase in the demand for petroleum fuels, reduces the comfort of living in the city and, as a result, congestion generates additional costs for businesses and people in urban areas. In line with EU policies, this damaging tendency must be limited. The development of sustainable transport is to a large extent possible. An example of the city of Rzeszow is described the selected actions and measures undertaken within the framework of the development of sustainable transport.

In this article, after discussing the concept of transport systems and the importance of its sustainability, stakeholder theory and club good theory are presented as useful instruments for analyzing different challenges for the sustainabil-ity of transport systems. This approach goes beyond the traditional discussion on private vs. public ownership or pro-vision, and may better grasp the increasing complexity of transport systems. Stakeholders have different strengths and different priorities which may trade-off. This creates serious challenges for the sustainability of transport systems as well as its influence on the quality of life of different stakeholders. It will be argued that there exists the threat of transport systems to become a kind of club good by excluding parts of society from access and other benefits.

Opis:

A holistic approach and stakeholder consultation are necessary before implementing a particular city logistics measure. The need to implement sustainable urban logistics solutions is particularly important in seaports located in cities. Such cities, particularly Gdynia, have a high intensity of cargo flows resulting from transport connected with their port facilities. The purpose of this article was to identify the level of acceptance of sustainable and innovative urban logistics solutions by entities that use the services of the seaport in Gdynia. We investigated whether the proposed solutions found sufficient acceptance among the respondents, and which of the proposed solutions were the most preferred by stakeholders. We hypothesized that urban logistics solutions were not sufficiently accepted by the stakeholders of the seaport of Gdynia. In order to analyze the awareness of the involved parties, we surveyed parties at the Port of Gdynia as part of the Interreg project called TENTacle. Our findings did not support this hypothesis with respect to such measures as FQP, the use of interactive city maps, night deliveries, and the use of ITS, as these are the solutions most preferred by the stakeholders of Gdynia. The results of this study can therefore serve as an important tool for the city of Gdynia, and similar cities, when preparing sustainable urban logistics plans.

Celem niniejszego artykułu jest ukazanie, w jaki sposób polityka Unii Europejskiej (UE), zmierzająca do zapewnienia zrównoważonego rozwoju transportu (ZRT), może wpłynąć na wybrane aspekty funkcjonowania polskich miast w ujęciu społeczno-ekonomicznym. W pierwszym rzędzie omówiono podstawowe instrumenty i działania UE ukierunkowane na bardziej zrównoważony transport, przy czym główny nacisk położono na zrównoważony rozwój transportu miejskiego (ZRTM). Następnie podjęto próbę analizy efektów unijnej polityki w kontekście niektórych zagadnień związanych z ekonomiką polskich miast. We wnioskach stwierdzono, że ZRT, w tym ZRTM, musi się wprawdzie wiązać z pewnymi wyrzeczeniami, ale powinien być osiągany poprzez budowanie zintegrowanych strategii, uwzględniających możliwe skutki społeczno-ekonomiczne w polskich miastach i ograniczających w miarę możliwości „negatywne” efekty wynikające z kompromisu na rzecz zrównoważonego rozwoju transportu.
This article tries to present the impact of the EU’s policy towards sustainable transport on some selected socio-economic aspects of Polish cities performance. In the first part main European policy directions are described. Then, selected possible effects of one of main policy directions in the form of improving public transport are discussed in the context of urban budgets, tasks of self-governments, local labour markets and other indirect results for local societies. In conclusions it was stated, that strategies towards sustainable urban transport should take a lot of issues into account, i.e. integrated set of tools, potential socio-economic effects and possible ways of reducing negative consequences of sustainable transportation in social and economic spheres.

The European Union implemented the policy of sustainable urban transport. In White Paper of Transport from 2011, the European Commission indicated directions of development of transport and proposed several measures aimed at reducing the negative impacts of transport without compromising its competitiveness. An important role in a sustainable urban transport system development plays awareness of environmental transport solutions. The paper presents and discusses the results of studies that have been conducted among residents of Poznań about their behaviors related to urban transport policy and perception of sustainable transport.

Environmental pollution in cities is an increasingly popular issue tackled in research. One of the elements with a significant impact on the state of urban ecosystems is transport with its pressure on individual components of the environment. Sustainable urban transport is gaining prominence as a postulate expressed in cities’ strategic documents, constituting an element alleviating the negative effects of anthropopressure. In the light of the need to introduce innovative solutions for clean forms of transport, numerous papers indicate the bicycle as an answer to some of those problems. The article presents a review of literature referring to the socio-economic aspects of using the bicycle in cities as a means of transport for daily commuting. The analysis is based on publications on cyclist safety in road traffic, the perception of the bicycle as a means of transport in cities, and the introduction of innovative solutions, such as bicycle-sharing systems.

Rosnące potrzeby miast oraz zwiększająca się ich powierzchnia oraz brak możliwości wystarczającego rozwoju infrastruktury drogowej poprzez zagospodarowanie przestrzenne miast nie pozwala na uzyskanie odpowiedniej przepustowości oraz idącego za nią komfortu komunikacyjnego. Obszarami sprawnego przepływu na terenach miast zajmuje się logistyka miejska, a w szczególności wdrażanie koncepcji zrównoważonego rozwoju transportu oraz koncepcji inteligentnych miast – SmartCity. Jednym z najważniejszych celów, jakie powinny przyświecać zarządzającym obszarami miejskimi, jest zmienianie tendencji mieszkańców do wyboru środka transportu – z transportu indywidualnego samochodem osobowym na transport zbiorowy (szczególnie komunikację publiczną), co prowadzi do zmniejszenia natężenia miejskiej kongestii. Aplikacje mobilne mogą mieć istotny wpływ na zmianę trendu podróżowania i rezygnację z samochodu osobowego przez mieszkańców miast. Na rynku istnieje wiele bezpłatnych aplikacji, które w znaczący sposób ułatwiają poruszanie się komunikacją zbiorową. Równie ważne są aplikacje, które pomagają przemieszczać się osobom podróżującym samochodem osobowym, prowadząc najszybszą trasą z uwzględnieniem natężenia ruchu na danych odcinkach oraz zagrożenia i incydentów drogowych. Dzięki korzystaniu z tego typu aplikacji możliwe jest odpowiednie rozładowanie ruchu. Autorzy publikacji przedstawiają w niej dane aplikacje oraz wyniki autorskich badań dotyczących stopnia wykorzystania aplikacji mobilnych do przemieszczania się po mieście.
In the age of rapid development of the IT industries and mobile technology, as well as significant urbanization of cities and a growing number of cars per capita, traffic congestion is rapidly increasing. Nowadays, creating and deploying mobile and web applications that improve the mobility in cities are very important. Areas of efficient urban traffic are dealt with urban logistics, and in the particular implementation of the concept of Sustainable Urban Transport Project and the concept of intelligent cities - SmartCity. One of the most important objectives for urban management is to change behaviors of the population in terms of their transportation choices - from the transport of an individual car to public transport, which reduces the intensity of urban congestion and greatly improve this process. The aim of this article is to review the knowledge of the above mentioned concepts and to review the most popular mobility applications. Authors using the survey questionnaire examined the level of use of particular mobile applications considering their usefulness and frequency of use by respondents.

Opis:

Road transport in cities is one of the main sources of air and noise pollution, lowering the attractiveness of areas of sensitivity, influencing the quality of life and the ability to meet the basic needs of users. The reconstruction of the existing road network and introduction of a new, alternative type of transport can radically change the acoustic conditions occurring in a city. As a result of this, an assessment of the noise nuisance of a fragment of the city of Bydgoszcz – a city located in the northern part of Poland – which had undergone changes connected with transportation, was carried out in the work. The influence of a newly-built tram route “Bydgoszcz-Fordon” on the acoustic conditions occurring in its surroundings was assessed. The studies were carried out in two periods of time (2012 and 2019), corresponding to various spatial states of the terrain. The results confirm that the introduction of an alternative transport solution contributed to a decrease in the level of road traffic noise. This occurs as a result of improved road conditions on modernized road segments, the integration of transportation networks and a decrease in the share of individual road vehicle transport. It was also confirmed that a well-designed tram route can influence changes in transportation habits of users and have a positive effect on the attractiveness of residential areas. This is in line with the concept of sustainable urban transport.
Transport drogowy w mieście jest głównym źródłem zanieczyszczeń powietrza oraz hałasu, który obniżając atrakcyjność terenów wrażliwości, wpływa na jakość życia i zaspokajanie podstawowych potrzeb użytkowników systemu transportowego. Przebudowa istniejącego układu drogowego lub wprowadzenie do przestrzeni nowego, alternatywnego rodzaju transportu może diametralnie zmienić warunki akustyczne panujące w mieście. Z tego względu w pracy przeprowadzono ocenę uciążliwości akustycznej zmienionego pod względem komunikacyjnym fragmentu Bydgoszczy – miasta w północnej części Polski. Zbadano wpływ nowo wybudowanej trasy tramwajowej „Bydgoszcz-Fordon” na warunki akustyczne panujące w jej sąsiedztwie. Badania przeprowadzono w dwóch okresach (2012 i 2019 rok), odpowiadających różnym stanom przestrzennym terenu. Wyniki potwierdzają, że wprowadzenie alternatywnego rozwiązania transportowego przyczyniło się do obniżenia poziomu hałasu drogowego. Powyższe jest wynikiem poprawy warunków jezdnych na zmodernizowanych odcinkach dróg, integracji sieci transportowych oraz zmniejszenia udziału w ruchu indywidualnego transportu samochodowego. Stwierdzono również, iż dobrze zaprojektowany trasa tramwajowa może się przyczynić do zmiany przyzwyczajeń transportowych użytkowników oraz wpłynąć korzystnie na atrakcyjność terenów mieszkaniowych, co wpisuje się w koncepcję zrównoważonego transportu miejskiego.

Opis:

Negative external effects of transport are a huge problem of contemporary cities, because of adverse effects on socio-economic development. These processes are visible not only in high or medium developed countries, but also in high populated, big metropolises in so called emerging countries, such as China, India, Brazil or Mexico. This paper is aimed at presenting the selected aspects of sustainable urban transport policy in the capital of one of these countries – Mexico – as well as at describing the specificity of creating instruments for sustainable transport resulting from various conditions. There are different sources used in the paper regarding  sustainable transport in Mexico, including reports and statistical data of the World Bank.
Negatywne efekty zewnętrzne transportu stanowią bolączkę współczesnych miast, niekorzystnie oddziałując na procesy rozwoju społeczno-gospodarczego. Problemy te są widoczne nie tylko w krajach wysoko czy średnio rozwiniętych – w ogromnym stopniu borykają się z nimi wielomilionowe i wielkopowierzchniowe metropolie, które z kolei są charakterystyczne głównie dla krajów wschodzących, jak np. Chiny, Indie, Brazylia czy Meksyk. Celem artykułu jest przedstawienie wybranych aspektów polityki zrównoważonego rozwoju transportu w stolicy jednego z tych krajów – Meksyku – oraz określenie specyfiki doboru narzędzi zrównoważonego transportu wynikającej z różnorodnych uwarunkowań – przestrzennych i architektonicznych, pogodowych, kulturowych, ekonomicznych czy społecznych. W opracowaniu wykorzystano dokumenty źródłowe dotyczące zrównoważonego transportu w Meksyku, w tym raporty i dane statystyczne Banku Światowego.

In the transport market, public transport is an important place for passenger transport. The proper functioning of collective urban transport in cities is becoming increasingly important in relation to the growing demands of travelers, whose satisfaction and content should be met. The paper presents the elements of the transport process and analysis of factors determining the demand for public transport services on the example of Rzeszów and neighboring municipalities. Ensuring sustainable development of public transport contributes, inter alia, to reducing emissions and is the most effective way of protecting the environment in the city.
Na rynku usług transportowych ważne miejsce w zakresie przewozu osób zajmuje publiczny transport zbiorowy. Właściwe funkcjonowanie zbiorowego transportu miejskiego w miastach nabiera obecnie dużego znaczenia względem rosnących wymagań ze strony podróżnych, których satysfakcja oraz zadowolenie powinny być zaspokojone. W pracy przedstawiono elementy procesu transportowego oraz analizę czynników determinujących popyt na usługi komunikacji miejskiej na przykładzie Rzeszowa i gmin ościennych. Zapewnienie zrównoważonego rozwoju publicznego transportu zbiorowego przyczynia się między innymi do obniżania emisji spalin i jest najbardziej efektywnym działaniem ochrony środowiska w mieście.

The main aim of the article is to present a theoretical model of a sustainable urban transport system and to indicate the need for changes in the approach to it. The issues of sustainable development and functioning of the municipal transport system in Olsztyn discussed in the article evoke vivid social and political interests of the city's inhabitants. This is mainly due to the impact of transport operation on quality of life, the correlation of its development with the economic development of the city, and the strong impact of transport on the natural environment. Today, it is already known that a coherent and modern transport system is an indispensable element of a competitive city. Connecting the city into a functional system, it presents it as a system of interdependencies between its elements.

Many European cities have initiated actions in the matter of creating sustainable transport systems that is useful for the society, economical and ecological, through utilization of modes of transport of better environmental performance. Many solutions promoting sustainable transport are being implemented such as electric vehicle rentals, separate infrastructure for collective transport, joint ticket systems, low emission zones or park&ride systems. The paper presents legal regulations and guidelines related to the principles and methods of creation of sustainable urban transport. In second part of paper, actions and measures facilitating the reduction of the impact of transport on the environment carried out by selected European cities are discussed.

A sustainable transportation development plan is a strategic document that is created to guarantee convenient conditions in terms of the mobility of users and to ensure all other aspects that aim to improve the quality of life in the city. It is created on the basis of existing planning practices, using documents that already exist in this area and with the participation of various social groups. For this reason, the purpose of this study is to analyze sustainable public transportation development plans for selected 10 municipalities in Poland. The authors will analyze the sustainable development plans of these cities, try to find common features in them, and suggest how a given plan can be expanded to seek better solutions for creating sustainable urban mobility to replace previously developed transportation plans.

The issues discussed in this article concern the basic assumptions for the sustainable development of public transport in cities. We discussed the need and direction of changes that occur in public transport that were referred to both users and transport organizers in cities. To this end, we characterized the activities which encourage urban residents to use forms of urban transport and the limitations of commuting via individual transport. The purpose of this article was to determine the main directions and areas of development of public transport in Szczecin. In addition, we also presented the solutions applied in the city transport system aimed at making it sustainable. In addition, an attempt was made to determine the impact of selected solutions on residents’ transport behaviors. The survey research method was used to examine societal opinions and expectations regarding public transport. We also approximated the basic investments that have been implemented to make transport more sustainable and the activities for the development of electromobility. Future research directions on the sustainability of transport in the city, and especially on limiting vehicular traffic, were also discussed.

Transport is a considerable source of pollution in cities. The social impacts of transport activities result from emissions of pollutants, greenhouse gases, and noise, as well as traffic accidents. Not every urban investment that reduces such ‘external’ effects of transport will be found acceptable by the public. In order to assess and communicate the social impacts of investments, it is necessary to calculate external costs appropriately. This article discusses issues with estimating the social costs and benefits of transport-related investments in cities. The article also provides a classification of social benefits from urban transport investments and proposes a general methodology for estimating such benefits. Due to the versatility of urban investments, there can be no single, universal method. The article proposes methods for analysing social costs and benefits on the basis of two sample urban investments.

The quality of life is nowadays one of the leading socio-economic and political topics. On an urban level its importance is growing as the megatrend of urbanization is reconstructing the global map of megacities. By 2050, two-thirds of the global population will live in cities. Therefore quality of life, although difficult for objective measurement, is one of the most important issues in sustainable urban planning for cities. An important element influencing quality of life is ‘motorization’ with its positive and negative impacts. Using the example of Piotrków Trybunalski, a medium-sized Polish city that has already adopted the Sustainable Urban Mobility Plan, the evaluation of the quality of life is presented. Data collected in October 2019 was used. The residents were divided into segments based on intensity of their car usage. Particular segments are differentiated according to the modal split and daily mobility index of citizens. The assessment of the quality of life in Piotrków Trybunalski is quite similar for citizens with different access to car usage, although it has a tremendous impact on their modal split.
Jakość życia jest obecnie jednym z wiodących tematów społeczno-gospodarczych i politycznych. W wymiarze miejskim jego znaczenie rośnie, ponieważ urbanizacja jako megatrend zmienia globalną mapę megamiast. Do roku 2050 w miastach będą mieszkać dwie trzecie światowej populacji. W związku z tym jakość życia, choć trudna w obiektywnym pomiarze, jest jedną z najważniejszych kwestii w zrównoważonym planowaniu miast. Elementem wpływającym na jakość życia jest motoryzacja z jej pozytywnymi i negatywnymi skutkami. Na przykładzie Piotrkowa Trybunalskiego, miasta średniej wielkości, które przyjęło Plan Zrównoważonej Mobilności Miejskiej, przedstawiono ocenę jakości życia. Wykorzystano dane zebrane w październiku 2019 r. Mieszkańców podzielono na segmenty w zależności od intensywności korzystania z samochodu. Segmenty te wyodrębniono w związku z podziałem podróży i dobowym wskaźnikiem ruchliwości mieszkańców. Ocena jakości życia w Piotrkowie Trybunalskim jest dość podobna dla mieszkańców o zróżnicowanym zakresie dostępu do samochodu, który ma duży wpływ na podział podróży miejskich.

Przedmiotem artykułu jest analiza teoretycznej i praktycznej polityki transportowej trzech polskich miast (Krakowa, Poznania i Wrocławia). Autor stwierdza, że zawartość strategii transportowych jest zbieżna z postulatami koncepcji zrównoważonego transportu w miastach. W dalszej części tekstu przytacza jednak wyniki badań, które pokazują, że dotychczasowa działalność samorządów nie przyczyniła się do zmniejszenia udziału komunikacji indywidualnej w ogólnej liczbie miejskich podróży. Na końcu autor wskazuje potencjalne przyczyny takiego stanu rzeczy, zauważając, że mogą one zależeć zarówno od charakteru inwestycji (niezgodny z założeniami strategii), uwarunkowań kulturowych, liberalnej polityki przestrzennej, regulacji prawnych, jak i od niedostatecznej ilości środków finansowych.
The aim of this paper is an analysis of theoretical and practical transport policy in three polish cities (Krakow, Poznan and Wroclaw). Author says that content of local transport strategies is compatible with sustainable transportation idea. But in the second part of the text, there are finding of researches which show that current local governments activities are not successful, so in these cities car is more and more popular. In the end, author looks for reasons of ineffciency of local activity and argues that it may be an effect of various parameters of investments (which are inconsistent with local transport strategies), cultural factors, liberal spatial urban policy, shape of law regulations as well as lack of money.

Transport is an important aspect of the modern world, in which mobility and the possibility of efficient and rapid movement have become an indispensable element of life. The concept of sustainable development is also important, the application of which limits the negative impact of transport on the environment. The subject of consideration of the following study is the sustainable development of public transport. The level of adjustment of public transport to social needs was analyzed, taking into account opinions of the inhabitants of Częstochowa expressed in the survey.

W Krakowie, ze względu na zwartą zabudowę w śródmieściu, dąży się do wprowadzania działań na rzecz zrównoważonej mobilności. W niniejszym artykule przedstawiono wybrane rozwiązania wraz z ich oceną. Pierwszym przykładem jest wprowadzenie strefy pieszej na ulicy Grodzkiej, natomiast drugim – zmiana organizacji ruchu na I obwodnicy. W pierwszym z rozwiązań wprowadzono strefę A (strefa ruchu pieszego) na odcinku ulicy Grodzkiej od skrzyżowania z ulicą Poselską do skrzyżowania z ulicą św. Idziego. Ocena tego rozwiązania polegała na sprawdzeniu, czy ograniczenie dojazdu samochodem wpłynęło na zmniejszenie przychodów podmiotów gospodarczych funkcjonujących przy ulicy Grodzkiej. Analizie poddano wpływy z podatków przed i po zmianie organizacji ruchu. Drugie rozwiązanie polegało na zmianie organizacji ruchu wokół Plant. Wraz z przebudową ulic: Podwale, Straszewskiego oraz Basztowej wprowadzono ruch jednokierunkowy, przeciwnie do ruchu wskazówek zegara dla samochodów, a wewnętrzną jezdnię zamieniono na pas rowerowy. W tej części analizy skupiono się na porównaniu czasów przejazdu tramwajów przed i po zmianie organizacji ruchu oraz czasów przejazdu rowerem po nowym pasie rowerowym w odniesieniu do istniejących już tras przez Rynek Główny oraz Planty.
In Cracow, because of its compact spatial development in historic city centre, sustainable urban mobility schemes have been introduced. This article presents examples of such solutions, together with their assessment. First example is the introduction of pedestrian zone in the section of the Grodzka street, the second one is the change of traffic organisation scheme on the first ring road. First solution, is based on the reduction of unauthorised vehicle entrance and parking on the Grodzka street, between crossings with św. Idziego and Poselska streets. Evaluation of this solution was based on the analysis if the limited car access affected profits of businesses operating in this area. The value of taxes paid by entrepreneurs operating in Grodzka street before and after the change were compared. The second solution was to redevelop first ring road along the streets: Podwale, Straszewskiego and Basztowa, together with the change of traffic organisation scheme. One-way traffic for cars, counter-clockwise has been introduced along this ring and the internal road lane has been transformed to bike lane. In this part of analysis, tram travel times before and after change have been compared. Moreover bicycle travel times have been measured and compared with travel times on existing routes through the Main Market Square and the Planty.

Celem artykułu jest zaprezentowanie koncepcji zrównoważonej mobilności miejskiej oraz przedstawienie jej umiejscowienia na tle europejskiej polityki miejskiej. Analizą objęto zakres związany z kwestią problematyki kształtowania zrównoważonego transportu w miastach. Szczególną uwagę poświęcono charakterystyce różnic pomiędzy zagadnieniami nowej kultury mobilności a klasycznym podejściem do polityki rozwoju transportu. Omówiono przykłady implementowania rozwiązań zrównoważonej mobilności w wybranych krajach zachodnioeuropejskich. Pogłębiona analiza jakościowa skupiła się jednak na dużych, polskich ośrodkach miejskich.
The aim of this article is to present the concept of sustainable urban mobility and to situate it in the context of European urban policy. The analysis covers the issue of shaping sustainable urban transport. Particular attention is paid to characterising the differences between the issues of the new mobility culture and the classic approach to transport development policy. Examples of the implementation of sustainable mobility solutions in selected western European countries are discussed. However, an in-depth qualitative analysis focused on large Polish urban centres.

Environmental protection, as rational shaping of the environment, management of environmental resources following the principle of sustainable development, and counteracting pollution, is integrally related to the urban area. Therefore, most activities and initiatives are aimed at environmental protection in the cities, which are the living environment for half of the world’s population. Therefore, the necessary action is to reduce the impact of urban transport on the environment. In particular, increased road traffic in urban areas is a constant increase in pollutants introduced into the environment in the form of solid, liquid and gaseous substances, harmful to people, the environment and spatial structures. One such negative impact of transport is the emission of CO2 into the atmosphere. In the process of limiting it, actions are taken to shape urban transport systems and the mobility of city residents. In order to identify individual processes that are components of these activities, literature research was carried out, the results of which are presented in the article.

Modern cities are focused on the implementation of the assumptions of sustainable transport development. They invest in modern solutions and intelligent technologies that improve the mobility of residents and reduce energy consumption and pollution emitted by means of transport. This article deals with issues of smart urban mobility and carsharing, in particular, as one of the examples of the implementation of sustainable transport policy. The objective of this article is a comparative analysis of the pace of development of the carsharing markets in Poland and Germany. The analysis is carried out using statistical and comparative analysis methods. In addition, for a complete presentation of the problem raised, a literature analysis is performed. The research area covers two countries, Poland and Germany, from which ten cities for each are selected for analysis. In addition, to achieve the assumed objective, we also present the basic assumptions of smart mobility and solutions used in cities, and then determine the increase in the number of cars driving in the carsharing system. In addition, the factors influencing the change in transport patterns of urban residents are analyzed, and the importance of modern communication technologies in the development of carsharing systems is emphasized. The results of the analysis can be used as a tool to support the decisions of city authorities in the field of transportation management and, in particular, the implementation of carsharing systems. They also present the dependencies of the spread of this solution in a given urban space. They indicate the largest problems that may affect the introduction of this solution as an element of the city’s transportation system.

Opis:

Trolleybus transport played a changing role in Poland. Historically, these were both periods of dynamic development and rapid regression. The article analyzes the period from 2004 to 2018. An attempt was made to systematize and organize information on the development of trolleybus transport in this period. The available scientific literature as well as the economic, organizational and technological conditions for the functioning of trolleybus transport were analyzed. The analyzed period was undoubtedly a time of dynamic development of all three existing trolleybus systems in Poland. The structural funds of the European Union played a significant role in this, allowing to revitalize neglected and underinvested systems. At the same time, climate change has influenced global and local conditions in terms of the approach to transport in cities. Trolleybuses perfectly respond to the demands to reduce emissions from transport in cities. Also thanks to the development of battery technologies, trolleybuses have become more flexible in operation. The article compares the years 2004 and 2018, additionally illustrating the changes taking place on the maps.

Opis:

The aim of the article is to indicate the best practices used to limit individual transport in selected European cities. Due to the dynamically progressing urbanization processes and the related development of cities, the demand for transport services is increasing. Individual transport has become a significant problem, which contributes to an increase in road traffic in urban transport networks, causing congestion, increasing air pollution, noise emissions, and road accidents, and affects the health and quality of life of residents by limiting their mobility and transport accessibility. Increasingly local authorities are deciding to implement traffic restrictions in cities, thus contributing to reducing the negative effects of transport. The methods of source analysis, descriptive analysis and the method of deduction were used to carry out the analysis in this paper. The results reveal that the constant search for new solutions to tackle transport problems is a challenge for city managers in the era of rapidly advancing urbanization processes. The implemented transport policies and the pace of implementing changes seem to be key aspects discouraging citizens from using individual road vehicles in cities

Das Ziel des Artikels ist, die Verkehrsprobleme im Bereich der Personenbeförderung in der Agglomeration von Lodz zu analysieren und die Hypothese über die Entwicklung und Integration moderner Kommunikationslösungen als ein wirksames Dekarbonisierungsinstrument des Verkehrs zu überprüfen. Der Artikel basiert auf die Ergebnisse der Umfrage. Das Ziel dieser Umfrage war, die Ansichten der Einwohner von Lodzer Agglomeration über den Stadtverkehr und innovative Lösungen kennenzulernen, um sein Funktionieren zu verbessern. Aus der Studie ergibt sich, daβ es ein wachsender Bedarf an Mobilität unter den Einwohnern dieser Agglomeration besteht. Die Befragten erklärten ihre Bereitschaft, sowohl den öffentlichen Verkehr als auch die alternativen Kommunikationslösungen zu verwenden. Um die volle Wirksamkeit der Lösung von Verkehrsproblemen in der Stadt zu gewährleisten, muss eine allmähliche Transformation des gesamten Verkehrssystems durchgeführt werden. Diese Maßnahmen soll die wirksame Stadtpolitik begleitet werden, die nach stärkeren Integration zwischen den verschiedenen Verkehrsträgern, Innovation und Einsatz von alternativen Energiequellen strebt.
Celem artykułu jest analiza problemów transportowych w zakresie przewozów osób w aglomeracji łódzkiej oraz weryfikacja hipotezy dotyczącej rozwoju i integracji nowoczesnych rozwiązań komunikacyjnych jako skutecznego narzędzia dekarbonizacji transportu. W artykule wykorzystano wyniki badań ankietowych. Ich celem było uzyskanie opinii mieszkańców aglomeracji łódzkiej na temat transportu miejskiego oraz nowoczesnych rozwiązań usprawniających jego funkcjonowanie. W wyniku badania stwierdzono coraz większą potrzebę mobilności mieszkańców danej aglomeracji. Ankietowani deklarowali chęć korzystania zarówno z transportu zbiorowego, jak i alternatywnych rozwiązań komunikacyjnych. W celu zapewnienia pełnej skuteczności w rozwiązywaniu problemów komunikacyjnych w mieście konieczna jest stopniowa transformacja całego systemu transportowego. Działaniom tym powinna towarzyszyć skuteczna polityka miejska dążąca do większego zintegrowania między różnymi formami transportu, innowacji oraz rozmieszczenia alternatywnych źródeł energii.

Celem artykułu jest przedstawienie aktualnych przekształceń transportowych miast, które służą poprawie jakości życia ich mieszkańców. Wynikają one z różnorodnych uwarunkowań, które stanowią tło dla tych przekształceń. Znaczna część tych uwarunkowań jest destruktywna, w tym zwłaszcza: wzrost liczby samochodów osobowych na świecie, duża emisja zanieczyszczeń z ruchu samochodów osobowych oraz brak spadku wielkości tej emisji mimo wzrastającej liczby samochodów niskoemisyjnych i problem kongestii. Jednak część uwarunkowań posiada charakter konstruktywny, w tym zwłaszcza: dostrzeganie przez władze, że jakość życia w mieście jest bardzo istotna, zmiany w myśleniu o transporcie w mieście – zwłaszcza dwie przełomowe – książka Jane Jacobs „Śmierć i życie wielkich miast Ameryki” oraz Raport Buchanana, a także zmniejszanie się liczby samochodów osobowych w wielkich miastach krajów rozwiniętych. Na takim tle przedstawiono przekształcenia transportowe miast służące poprawie jakości życia w zakresie: planowania ulic, płynności ruchu, uspokojenia oraz ograniczenia ruchu samochodów, komunikacji rowerowej, komunikacji urządzeniami transportu osobistego, a także rangi, integracji, dostępności i atrakcyjności komunikacji publicznej.
The aim of the article is to present current transformations of the city transport that serve to improve the quality of their residents’ lives. They result from various determinants that form the background for these transformations. A substantial number of these conditions is destructive, in particular: an increase in the number of passenger cars in the world, significant pollution from passenger car traffic and no decrease in this emission despite a growing number of low-emission cars and problems with congestion. However, some of these determinants are constructive, particularly: noting by the authorities that the quality of life in the city is essential, changes in thinking about transport in the city – especially two ground-breaking publications – Jane Jacobs’s book The Death and Life of Great American Cities and Buchanan’s report, as well as a decrease in the number of passenger cars in large cities of developed countries. In this context, urban transport transformations aiming to improve the quality of life are presented in terms of: street planning, traffic flow, slowing down and reducing car traffic, bicycle transportation, Personal Mobility Devices transportation, as well as the rank, integration, accessibility and attractiveness of public transport.

Od 2013 roku dokumenty strategiczne polskiego rządu stawiają sobie na cel około 30% zwiększenie liczby pasażerów transportu publicznego w przeciągu dekady, jako wymierny cel polityki zrównoważonej mobilności, jednak w praktyce wskaźnik ten ulega jedynie niewielkim zmianom, raczej z tendencją spadkową. W artykule przestawione są warunki osiągnięcia takiego wzrostu. Na postawie analiz zmienności liczby pasażerów w polskich miastach w latach 2009-2017, autor wskazuje, że wymaga to około 30-40% rozbudowy oferty przewozowej i zwiększenia nakładów eksploatacyjnych w skali kraju o 1-1,2 mld zł rocznie. Niestety, obecnie główny nacisk kładzie się na elektryfikację transportu publicznego, która w niektórych przypadkach jest uzasadniona, jednak wówczas posiada potencjał do samofinansowania. Trudno ją również uznać za narzędzie do zwiększania liczby pasażerów.
Since 2013, the strategic documents of the Polish government have set a target of approx. 30% increase in the number of public transport passengers within a decade as a measurable goal of the sustainable mobility policy, but in practice this indicator changes only slightly, with a rather downward trend. The article presents the conditions for achieving the targeted increase. On the basis of analyzes of the variability of the number of passengers in Polish cities in 2009–2017, the author indicates that approx. 30–40% increase of the public transport supply is required and this requires an increase in operating expenses nationwide by PLN 1-1.2 billion annually. Unfortunately, the main emphasis is now on the electrification of public transport, which in some cases is justified, but then has the potential for self-financing. It is also not the key to increasing the number of passengers.

Obecna polityka transportowa miast ukierunkowana jest na dążenie do zrównoważonego rozwoju transportu poprzez m.in. kształtowanie zrównoważonej mobilności w miastach. Różnego rodzaju działania w tym celu podejmują władze na szczeblu unijnym, krajowym i regionalnym. W kształtowaniu kierunków tych działań i ich realizację włączają się także fundacje czy organizacje stowarzyszeniowe, pełniąc ważną rolę opiniotwórczą i wspierającą przez wzgląd na posiadanie branżowego doświadczenia i fachowej wiedzy. Taką rolę pełni Odział SITK RP w Krakowie, którego jednym z podstawowych celów statutowych jest działalność na rzecz postępu i rozwoju transportu w kontekście obecnych trendów. W Stowarzyszeniu prowadzone są prace w obszarze zagadnień naukowo-technicznych, prawnych, ekonomicznych i organizacyjnych transportu. Ze względu na przynależność wielu znanych ekspertów z obszarów kształtowania miejskich systemów transportowych, duży zakres działań związany jest z krzewieniem idei zrównoważonej mobilności w ośrodkach zurbanizowanych. Niniejszy artykuł przedstawia po krótce ideę zrównoważonej mobilności oraz przedstawia szereg działań edukacyjnych, wydawniczych i eksperckich, jakie odgrywają znaczącą rolę w popularyzowaniu zrównoważonej mobilności i rozwiązań jej sprzyjających.
To prevent the negative impacts of suburbanization, the transport policy of the most cities is focused on trends of sustainable transport and, especially, on the creation and the development of sustainable urban mobility. Activities in this field are done on a large scale by the authorities at different levels including EU, national and regional ones. The great role in the development of sustainable urban mobility plays also different kinds of funds and associations, which bring together different experts in particular topics as members of these organization. This fact gives them an opportunity to have an important influence on the processes by sharing their opinions and supporting the activates of local authorities. This paper describes the role of the SITK RP Department in Krakow, which this organization plays the development of sustainable urban mobility. It presents examples of activities, which are done by the SITK RP Department to help in promotion of the sustainable urban mobility idea. Among these activities, the special attention is paid to the work of publishing house, conferences and experts. Taking into account that a number of members are well-known experts in the field of urban transport system development, the large range of actions is connected with the propagation of sustainable mobility ideas in different urban centers and, especially, in the Krakow agglomeration.

Pandemia i zagrożenie niebezpiecznym wirusem zmieniły styl pracy i życia i niewątpliwie wpłynęły też na wybór form przemieszczania się osób w miastach, a także ograniczanie codziennych potrzeb mobilności. Wiele osób częściej podróżuje rowerem lub innym środkiem mikromobilności, wiele korzysta z prywatnych samochodów bądź przemieszcza się pieszo. Konieczność zmiany stylu życia stwarza nowe szanse i problemy do rozwiązania, pozwala też na nowo spojrzeć na wyzwania stojące przed miastami. Zmiany w miejskiej mobilności to wielowątkowy proces, który składa się z całego szeregu działań, doświadczeń i rozwiązań wartych powielania ze względu na ich korzystny wpływ na warunki i szeroko rozumiane bezpieczeństwo ruchu oraz miejską mobilność. Artykuł ma na celu wyjaśnienie terminu zrównoważonej mobilności miejskiej, wskazanie jej miejsca w polityce Unii Europejskiej, omówienie alternatywnych dla samochodu form transportu w miastach i przytoczenie przykładów dobrych praktyk, które charakteryzują się tym, że są korzystne i użyteczne, choć ich ułomnością jest zwykle fakt, że są rzadko lub z dużym opóźnieniem masowo wdrażane. Całość artykułu zwieńcza podsumowanie.
The pandemic and the threat of a dangerous virus have changed working and living styles and have undoubtedly influenced people’s travel choices in cities and reduced their daily mobility needs. Many people travel more frequently by bicycle or other micro-mobility and many use private cars or walk. The necessity to change lifestyles creates new opportunities and problems to be solved, it also allows people to take a fresh look at the challenges faced by cities. Changes in urban mobility is a multi-faceted process that consists of a whole range of activities, experiences and solutions worth replicating due to their positive impact on traffic conditions and broadly understood traffic safety and urban mobility. This article aims to explain the term of sustainable urban mobility, indicate its place in the European Union’s policy, discuss alternative forms of transport to the car in cities and provide examples of good practices that are beneficial and useful, although their disadvantage is usually the fact that they are rarely implemented at a mass-scale or only with a long delay. The article ends with a summary.

Niniejszy artykuł przybliża problematykę wdrażania takich właśnie rozwiązań, istotnych z punktu widzenia uwarunkowań zrównoważonego rozwoju transportu i logistyki oraz przedstawia przykłady skutków, jakie niektóre z owych rozwiązań mogą mieć dla zrównoważonego rozwoju w jego trzech podstawowych wymiarach.
Ineffective and unsustainable transport systems are one of the most serious functional problems of polish cities. The implementation of sustainable transport and logistics solutions should contribute to the reduction of negative externalities of transport, but also to the achievement of many other benefits in economic, social and environmental spheres. This paper discusses the issues of implementation of such solutions in the context of sustainable transport and logistics development as well as it presents some examples of results for sustainable development in its three core dimensions.

This paper presents the positive impacts of telematics system in the sustainable development of any country. With the growing population and urbanization, high demand of movement of people and goods are occurring. From last few years in India, transportation system network is expanding rapidly and contributing a huge role into the economic growth. Due to the enhancement of traffic flow, there is need of implementation of telematics system so that the negative effects caused by the increased traffic can be converted in sustainable development of the country. Use of Telematics system in India and Poland can helps to improve the efficiency of transport system by minimize the fuel consumption which overall results into sustainable development by reducing the environmental effect by transportation. This paper outlines how the telematics system into transportation system aim to contribute in achieving sustainable development in country with the case studies of India and Poland.

One of the given ways is to introduce free public transport. This article presents the conditions for the implementation of free public transport, its positive and negative sides and examples of Polish cities that have decided to apply such a solution.

The dynamic development of cities based on the role of the car in addressing transport needs leads to a reduction of mobility, as well as to an increase in external costs generated by the transport system. This problem can be solved thanks to the sustainable mobility concept, in which transport needs are limited at the stage of planning spatial development and then covered by public transport as well as by cycle and pedestrian journeys. This article identifies arguments justifying the implementation of FFPT in Poland, and also evaluates their relevance based on the experiences described in the literature and the example of Żory. On this basis, it can be concluded that the evidence for the impact of FFPT on sustainable urban mobility is poor. Neither does FFPT reduce mobility exclusion. At the same time, the introduction of this solution is expensive, especially in the metropolitan areas.

Chociaż transport pieszy jest najbardziej podstawowym i naturalnym środkiem przemieszczania się ludzi, to w XX w. stracił gwałtownie na znaczeniu w oczach projektantów za sprawą koncepcji modernistycznych i dynamicznego rozwoju motoryzacji. W ostatnich latach obserwuje się zmianę postrzegania ruchu pieszego i nadawanie mu priorytetowego charakteru. Jak dowodzą najnowsze badania, projektowanie zorientowane na wygodę pieszych wpływa pozytywnie nie tylko na zrównoważony rozwój miast, ale też na aktywność fizyczną mieszkańców oraz ich zdrowie fizyczne i psychiczne. Jednak w jaki sposób ocenić, czy przestrzeń jest przyjazna dla ruchu pieszego? W ostatnich latach pojawiło się wiele badań nad tą problematyką, próbujących określić stopień wpływu poszczególnych czynników na aktywność fizyczną ludzi. Prezentowany artykuł jest systematyzacją aktualnych koncepcji mierzenia przyjazności przestrzeni dla ruchu pieszego na podstawie literatury przedmiotu, w szczególności dwóch przekrojowych studiów porównawczych podsumowujących stan wiedzy na ten temat. W artykule omówiono kluczowe metody pomiaru, ich zalety, jak też potencjalne ograniczenia. W podsumowaniu przedstawiono możliwe aplikacje wyników badań oraz przedstawiono kierunki rozwoju metod badawczych. Konieczna jest weryfikacja stosowanych metod w warunkach polskich, uwzględniająca lokalne uwarunkowania. W celu zapewnienia porównywalności wyników postuluje się standaryzację wskaźników, uwzględnianie czynników wewnętrznych, mogących wpływać na zróżnicowanie poziomu aktywności fizycznej, jak też wykorzystanie do jej mierzenia dużych zbiorów danych (Big Data).
Walking as the elementary and most natural transport mode is often viewed as neglected. In the course of the 20th century it has lost its significance due to modernist visions and the dynamic development of motor vehicles. In the recent years we observe a change in the way walking is perceived and the resulting prioritizing of it as a transport system. As recent research studies make evident, pedestrians-oriented urban projects facilitate sustainable development of cities and prove to have a positive impact on the physical activity of the inhabitants and their overall health. That raises the question: how to evaluate the walkability of a specific space? Recently, a number of research studies have attempted to determine the degree of impact that particular factors exercise on human physical activity. The present article systematises recent concepts of walkability measurement on the basis of the relevant literature and, in particular, on the basis of two cross-sectional comparative papers that bring together the dispersed knowledge on the subject. The article considers the key measurement methods as well as their advantages and potential limitations. In the summary possible applications of research results and outlooks for research methods have been proposed. It is necessary to verify the methods used in the Polish local conditions. In order to secure more comparability of results the author claims a standardisation of indicators, as well as inclusion of internal factors that might influence the differentiation of walking behaviours. Finally, making use of big data is recommended.

Transport jest jednym z najważniejszych sektorów gospodarki państwa. Jego właściwa organizacja, głównie na obszarach miejskich, warunkuje skuteczne zaspokojenie potrzeb przewozowych osób. Potrzeby te wynikają z różnych źródeł, ale najczęściej związane są z dostępem do codziennej pracy, szkoły lub uczelni, biur, obiektów kulturalnych i sportowych. Rządy dużych ośrodków metropolitalnych, w tym również w Polsce, stoją więc przed ogromnymi wyzwaniami. Ze względu na dużą liczbę ludności i wciąż rosnące potrzeby przewozowe, władze zobowiązane są do stosowania nowoczesnych oraz efektywnych rozwiązań transportowych. Rozwój społeczny, dostęp do nowych możliwości technologicznych i nowoczesnych rozwiązań handlowych przyczynił się do wzrostu potrzeb transportowych na obszarach miejskich, jak pokazano na przykładzie wybranej aglomeracji.
Transport is one of the most important sectors of the state’s economy. Its appropriate organization, mainly in urban areas, can effectively meet the needs of passengers. Those needs arise from a variety of reasons; however, transport is most often associated with daily access to work, school, college, offices and cultural and sporting facilities. Governments of large metropolitan centers, including Polish government, are facing enormous challenges related to provision of transport. Due to the high number of population, and hence extensive transport needs, these authorities are urged to use modern and efficient transport solutions. The development of society and the access to new technological possibilities and modern commercial solutions have influenced the development of transport in urban areas, as shown in the example of agglomeration.

Kraków był jednym z pierwszych polskich miast, które w nowej rzeczywistości gospodarczej opracowało i przyjęło w 1993 roku dokument Polityka transportowa dla Krakowa. Po czternastu latach jej obowiązywania w związku z wstąpieniem Polski do Unii Europejskiej przyjęto aktualizacje polityki, określając jej termin ważności na rok 2015. Omawiany dokument, opracowany merytorycznie w Politechnice Krakowskiej, Rada Miasta Krakowa przyjęła 8 czerwca 2016 roku. Jej termin ważności określono na rok 2025. W stosunku do poprzedniego dokumentu rozbudowano istotnie cele polityki transportowej oraz uaktualniono środki jej realizacji. Największy udział w środkach realizacji polityki transportowej przypisano ochronie środowiska i jakości życia mieszkańców, transportowi publicznemu, planowaniu przestrzennemu oraz drogom rowerowym, ciągom pieszym i urządzeniom dla osób niepełnosprawnych. W artykule scharakteryzowano szczegółowo cele polityki oraz przedstawiono strukturę środków jej realizacji.
Cracow has been one of the first Polish cities which developed and accepted in the new economic reality – in 1993 – document on Transport Policy for Cracow. After 14 years of its validity, as a result of Poland accession to the European Union, the Policy update till 2015 was elaborated. This document – accepted by the Cracow City Council on the 8th June 2016 – has been prepared in the Cracow University of Technology. The term of validity is 2025. Comparing to previous document goals of transport policy have been expanded and means of its realisation have been updated. The largest share of means of transport policy implementation has been assigned to the environmental protection and quality of inhabitants’ life, public transport, spatial planning as well as bicycles’ paths, walking trails and infrastructure for disabled. Detailed goals of policy and structure of means for its implementation have been presented in the article.

Niniejszy artykuł poświęcony jest problemowi zrównoważonej mobilności miejskiej w Rosji – kraju o dużych potrzebach transportowych, zarówno długodystansowych, jak i lokalnych. Rosyjskie aglomeracje, ze stolicą na czele, charakteryzują się olbrzymią kongestią ruchu samochodowego, która, wraz z niewystarczającą liczbą miejsc parkingowych w centrach, powoduje problemy ekologiczne, zdrowotne i ujemnie wpływa na jakość życia. Dlatego w Rosji szczególnie istotną rolę odgrywa rozwój miejskich systemów transportowych – zarówno w sferze infrastruktury, jak i organizacji i multimodalności. W artykule przedstawiono wybrane projekty na rzecz zrównoważonej mobilności realizowane w Moskwie oraz kilku innych rosyjskich miastach. Przedstawione projekty na rzecz zrównoważonej mobilności charakteryzują się różnym stopniem zaawansowania – od analiz sytuacji miejskiej do wdrożonych rozwiązań. Jednakże cele i spodziewane rezultaty wszystkich programów są podobne: ograniczenie ruchu samochodów prywatnych w centrach miast, zwiększenie liczby mieszkańców korzystających z komunikacji miejskiej – zbiorowej lub indywidualnej, zmniejszenie zanieczyszczenia i hałasu, a w konsekwencji wzrost komfortu i jakości życia w mieście.
This paper is devoted to sustainable urban mobility in Russia – the county of huge needs for both long-distance as well as local transport. Russian agglomerations have huge congestion of road traffic and they are short of parking space in the city centers. It results in environmental and health problems and undermines the quality of life of the citizens. For that reasons it is crucial for Russian cities to develop integrated sustainable public transportation systems, including transport infrastructure, management and multimodality. In this paper several projects for sustainable urban mobility are presented; the projects are introduced in Moscow and some other cities. The level of implementation of these projects is not the same – there are analyses of transport situation and fully implemented projects. However, the objectives and expected results of the projects are similar: reduction of the use of private cars in the city centers, increase of the number of citizens that use urban transportation – collective or individual – instead of private cars, decrease of pollution and noise. The main result of the projects is to increase comfort and the quality of live in the sustainable cities.

Transportation is one of basic factors affecting localization and shaping of the city. Constant development of transportation technology determines changes in space, number of inhabitants and shape of the city. At the same time urban transportation system unwittingly has initiated negative events, like the natural environment deterioration, growing congestion and increase in number of traffic accidents. This in contrary to sustainable development of the city, which postulates supporting high quality of life of present and future inhabitants. There of it is necessary to change the scope as well as forms of mobility in urban areas. Obtaining of desired solutions requires transportation strategy integrated with spatial planning. Lack if such integration is excessive stimulation of mobility connected with basic needs of inhabitants. Proper integration of spatial planning and transportation should be manifested in ensuring necessary interdependence of the policy "city today" with policy "city tomorrow".

Opis:

Wprowadzanie uspokojenia ruchu w obszarach śródmieścia jest jednym ze środków realizacji polityki transportowej zrównoważone go rozwoju. Kompleksowo przygotowane plany wdrożenia stref o ruchu uspokojonym, zawierające cały szereg środków miejscowych oraz liniowych, zaczynają pojawiać się również w polskich miastach. Przykładem może być Poznań, który realizuje właśnie pierwszy etap wprowadzania „strefy 30” w ścisłym centrum miasta [1]. Od 2009 roku funkcjonuje również w Puławach obszar kompleksowo uspokojonego tzw. miasteczka holenderskiego. Pojawienie się tego typu rozwiązań w naszym kraju jest bardzo pozytywnym zjawiskiem, ale należy zwrócić uwagę na konieczność właściwego przeprowadzenia procesu przygotowania do wdrożenia tego typu inwestycji. Podobnie jak każda większa inwestycja drogowa, również wprowadzanie rozwiązań z zakresu uspokojenia ruchu powinno być poprzedzone przygotowaniem modelu symulacyjnego pozwalającego ocenić oddziaływanie propozycji na ruch drogowy w najbliższym otoczeniu, a także w całym mieście. Artykuł zawiera przegląd budowlanych środków uspokojenia ruchu oraz przedstawia propozycje możliwości modelowania symulacyjnego tych środków. Sugerowane narzędzia do analizy omówione są na podstawie modelu wykonanego dla miasta Bielsko-Biała. W modelu tym zaproponowano wprowadzenie trzech wariantów strefy ruchu uspokojonego w centrum miasta zawierających szereg środków punktowych i liniowych. Do oceny rozwiązań wykorzystano program Visum, który umożliwił sprawdzenie efektów wdrożenia uspokojenia ruchu na rozkład ruchu w mieście. Artykuł wskazuje dalsze kierunki prac i możliwości rozwinięcia metod oceny stref ruchu uspokojonego.
The introduction of traffic calming in city centre areas is one of the measures aimed at implementing the transport policy which is based on the principles of sustainable development. The comprehensive plans of introducing the traffic-calmed zones which include whole range of spot and linear measures start to appear in Polish cities. One of the examples is the city of Poznań which is completing the first stage of tempo 30 zone in the strict city centre. Since 2009, the zone of comprehensively calmed ‘Dutch town’ in Puławy has been functioning. However, one has to emphasize that it is crucial to carry out the preparation procedure properly in order to implement this type of investment. Introducing traffic calming should be preceded by the preparation of simulation model which helps to evaluate influence of the plans on the traffic in close surrounding as well as in the whole city. This paper contains the review of engineering measures of traffic calming and suggests the ways of simulating these measures. The proposed analysis instruments are illustrated by the example of a model built for the city of Bielsko-Biała. Three different versions of traffic calming zones are proposed in this model. VISUM software was used to evaluate the solutions and made it possible to verify the effects of traffic calming on traffic distribution in the city road network. The paper indicates future research directions and the possibilities of developing the methods of evaluating traffic calming zones.

Istotny element tych działań stanowiły programy edukacyjne na temat ekologicznego podróżowania w mieście – realizowane przez ZKM w Gdyni jako forma promocji gdyńskiego transportu miejskiego. W dobie intensywnej eksploatacji samochodów osobowych w miastach tego typu działania są podejmowane, by kształtować pozytywny wizerunek miejskiego transportu zbiorowego, a wraz z edukacją ekologiczną zachęcać do korzystania z jego usług. Istotne znaczenie ma także wykorzystywanie podstawowych instrumentów promocji mix w podejmowanych przez ZKM w Gdyni działaniach, w tym reklamy, public relations, sprzedaży osobistej i promocji sprzedaży. Strategia promocji usług gdyńskiego miejskiego transportu zbiorowego w warunkach polityki zrównoważonego rozwoju jest istotnym elementem zarządzania marketingowego jego działalnością. Przyszłością promocji miejskiego transportu zbiorowego jest realizacja działań informacyjnych, edukacyjnych i szkoleniowych na rzecz ekologicznego podróżowania.
Promotion of public transport services is a part of transport policy of Gdynia based on sustainable urban transport development. The aim of the promotion is not only to inform about the offer, but also create the need for its recognition. Promotion of public transport in Gdynia is not only information, but also education. An important element of these activities were educational programs about eco transport - performed by the Public Transport Authority in Gdynia. At the time of intensive use of cars in the cities such actions are taken to build a positive image of public transport, and with environmental education encourage the use its services. However, it is important to use basic instruments of promotion mix in activities, including advertising, public relations, personal selling and sales promotion. Strategy of the promotion of public transport services in Gdynia in terms of sustainable development is an important element of marketing management. The future of the promotion of urban transport projects is the implementation of information, education and trainings activities for eco transport.

Celem artykułu jest przedstawienie kosztów funkcjonowania miejskich wypożyczalni rowerów oraz zwrócenie uwagi na korzyści wynikające z wdrożenia tego rozwiązania w miastach. Biorąc pod uwagę strukturę kosztów stworzenia i funkcjonowania wypożyczalni, należy uwzględnić m.in. koszt budowy wypożyczalni (w zależności od przyjętej technologii wypożyczania), zakup rowerów, wyposażenie techniczne i obsługę, promocję, jak również koszty nieprzewidziane (akty wandalizmu, kradzieże itd.). Warto także przyjrzeć się korzyściom bezpośrednim (wzrost liczby rowerzystów, ograniczanie kongestii, korzyści zdrowotne) oraz pośrednim (ograniczanie emisji dwutlenku węgla, poprawa jakości życia w mieście, pobudzanie dalszego rozwoju infrastruktury rowerowej). W artykule przedstawione zostaną rozwiązania, jakie zastosowano w Londynie (Barclays Cycle Hire) oraz w Warszawie (Veturilo). Opisany zostanie także projekt stworzenia miejskiej wypożyczalni rowerów w Szczecinie.
Contemporary problems of urban transport indicates the need for its improvement. The aim is to limit the use of passenger cars towards usage of innovative and environmentally friendly solutions. One of such – public cycle hire scheme is becoming more and more popular. Currently, there are over 140 bike rental systems in 165 countries around the world, among them Call-a-bike (system operated by Deutsche Bahn in selected cities in Germany) or Nextbike (system operating in over 80 cities in 10 countries). The most popular cycle hire schemes in Poland are operating in Warsaw, Wrocław, Kraków and Gdańsk. Cycle hire schemes are created for residents of the cities where there are restrictions on car traffic, pedestrian areas are being developed as well as creating a priority for public transport. In such conditions, urban bike complements the public transport services. The purpose of this article is to present the costs of the cycle hire scheme and to draw attention to the benefits of implementing this solution in the cities. Among costs there is creation and functioning of the cycle hire scheme, costs of technology implemented, purchase of the bicycles, equipment and technical support, publicity and incidental expenses (vandalism, theft, etc.). On the other hand, there are direct benefits (increase in the number of cyclists, congestion easing, health benefits) and indirect benefits (reducing CO2 emissions, improving the quality of life in the city, encouraging the further development of cycling infrastructure).

Sustainable Development Goals require holistic actions, including activity at the intersection of urban planning and environmental engineering. Turning our cities towards transit oriented development might help in reducing pollutant emissions caused by individual transportation modes that rely on crude oil. This research presents how the use of geospatial network analysis can support local decision makers in the evaluation of potential public transport accessibility by citizens in the case of a Central European city – Wrocław (Poland). The obtained results indicate differentiation in access to railway stations and stops, which results from pedestrian path networks and the number of entrances to railway stations. The visualization of serve area shows which parts of the city are excluded from comfortable access to public transport and in that way high light where future actions should be taken.

W artykule przedstawiono zasadnicze uregulowania ustawowe dotyczące planów transportowych w Polsce. Zestawiono je z wytycznymi unijnymi w zakresie planowania zrównoważonej mobilności, określonymi w najnowszych dokumentach. Pozwoliło to na wskazanie podobieństw i różnic w obu koncepcjach. Scharakteryzowano także etapy planowania zrównoważonej mobilności oraz strukturę planu zrównoważonej mobilności miejskiej (Sustainable Urban Mobility Plan – SUMP). Na tej podstawie ustalono, że SUMP jest wyrazem kompleksowego podejścia do planowania mobilności w miastach. Obecne plany transportowe uchwalone przez władze lokalne wybranych polskich miast mogą stanowić podstawę do opracowania planów SUMP, jednak po znacznym skróceniu ich części diagnostycznej i po uzupełnieniu ich o zagadnienia dotyczące ruchu pieszego, rowerowego i samochodowego oraz zarządzania mobilnością.
The paper presents the fundamental legal regulations for the transport plans in Poland. Those standards are compared with the EU guidelines for planning sustainable mobility, defined in current proposal. This made it possible to identify the similarities and differences between the two conceptions. The planning stages of sustainable mobility and the structure of Sustainable Urban Mobility Plan (SUMP) were presented. On this basis, the SUMP is an expression of a comprehensive approach to the planning of urban mobility. The current transport plans enacted by local authorities selected Polish cities can serve as a basis to develop plans to SUMP, but after a significant shortening of the diagnostic part after filling them about issues related to pedestrian, bicycle and automobile and mobility management.

Development of widely understood information and communication technologies influence virtually all aspects of life, including transportation behaviours. Increase of urbanised population in the European Union, along with concentration of economic activity in urban areas pose new challenges in the area of policy planning for city transport and urban mobility. Despite existing expectation that an increase in Internet-based communication will reduce the need to travel, the amount of city traffic actually increases. The concept of sustainable urban mobility is a relatively recent one, particularly visible in the European Union’s documents that are concerned with modelling city transport systems in concert with rules of sustainable development. The goal of this paper is to show how telematics can influence the implementation of the requirements of the concept of sustainable urban mobility.

Polityka transportowa powinna być uchwalona w formie aktu prawa miejscowego przez właściwy organ samorządowy i musi być spójna ze strategią rozwoju miasta. Strategia, z racji swojej ogólności, powinna być podstawą do opracowania polityk branżowych oraz programów operacyjnych. Uchwalenie odrębnej strategii branżowej w odniesieniu do transportu jest konieczne ze względu na to, że system transportowy determinuje sprawne funkcjonowanie pozostałych elementów w mieście. Oprócz uchwały należy sporządzić program wdrożenia polityki transportowej, uwzględniający różne narzędzia i działania, które posłużą do realizacji uchwały w zakresie zagospodarowania przestrzennego, inwestycji, mechanizmów i programów edukacyjno-szkoleniowych.
Transport policy should be passed as a legal document of local law by the proper local government body and should be coherent with the city development strategy. Such strategy, due to the fact that it is a general assumption, should be the basis in formulation of trade policies and operational programs. Passing a separate strategy for the transport trade is necessary, because transport system determines the efficient functioning of the rest of the elements in the city. Besides the legal act, there should also be a program of transport policy introduction which would take into account various tools and actions, which are necessary in implementation of the legal act in terms of arrangement plan, investments, mechanisms and educational and training programs

Obserwowane współcześnie tendencje w miastach zaawansowanych w rozwoju pozwalają przewidywać, że samochód tracił będzie swoją dominującą rolę jako środek transportu miejskiego i jako czynnik determinujący rozwój przestrzenny. W podróżach miejskich wzrastać będzie udział ruchu pieszego i rowerowego oraz transportu publicznego. Struktura miast i ich osiedli w coraz większym stopniu dostosowywana będzie do uwarunkowań przestrzennych tych sposobów poruszania się. Dotychczasowy aksjomat planistyczny, jakim była maksymalna mobilność mieszkańców zastępowany będzie kryterium maksymalnej dostępności miejsc aktywności miasta dla wszystkich mieszkańców. Zamiast rozwijać miasta i ich struktury zależne od samochodu (auto dependent) planować będziemy miasta dostępne; przyjazne dla pieszych i zorientowane na jakość środowiska mieszkaniowego. Szybki transport szynowy stanowić będzie szkielet ich struktury. Tkanka zespołów mieszkaniowych będzie bardziej „drobnoziarnista”. Osiedla stanowić będą bogatą mieszaninę różnych funkcji, pozostających w zasięgu dojść pieszych: mieszkań, sklepów, restauracji i kawiarni, biur, obiektów kultury i wielu innych nieuciążliwych dla mieszkańców aktywności. Układ przestrzeni publicznych i jego wystrój dostosowane będą nie do samochodu, ale do potrzeb pieszych i rowerzystów; ich sposobu poruszania się, ich percepcji otoczenia, ich aktywności. Bogactwu funkcji i wysokiej jakości środowiska służyć będzie planowanie miejscowe oparte na zasadzie performance-based, gdzie ścisłej regulacji podlegają standardy jakości środowiska, a nie zaś same funkcje.
Contemporary trends in cities of advanced regions show diminishing role of the automobile; both as a means of transport and the factor determining urban structure. Pedestrian movement, biking and public transport are increasing their share in the modal split. They also increasingly define our built environment. Maximum mobility – an important planning goal until now, is being replaced by the requirement for maximum accessibility of all activity places. The present „urban design brief” is gradually shifting from planning automobile dependent cities to planning oriented to pedestrians, friendly housing environment. In big cities rapid transit will provide a framework for development corridors. Future neighbourhoods will be more „fine-grained”. They will be offering a rich mixture of uses: residences, shops, restaurants, cafes, offices, facilities for culture and social interaction and other activities. Public space will be shaped to best facilitate pedestrian movement and activities; and not – as often until now – car traffic flows. Rich mixture of uses, but with strong emphasis on hosing environment quality, will be enhanced by “performance-based” planning methods, where impact on environment quality, and not actual use, would be strictly controlled.

W grudniu 2013 r. Komisja Europejska opublikowała komunikat Wspólne dążenie do osiągnięcia konkurencyjnej i zasobooszczędnej mobilności w miastach [7]. Przedstawiono w nim instrumenty mające sprzyjać zmianie zachowań komunikacyjnych i wzorców mobilności w obszarach zurbanizowanych. Uwzględniać one powinny potrzebę podjęcia bardziej zdecydowanych i skoordynowanych działań. Najważniejsze postanowienia tego dokumentu przedstawiono w niniejszym artykule.
Communication Together towards competitive and resource-efficient urban mobility was published in December 2013. This Communication aims to re¬inforce the support to European cities for tackling urban mobility challenges. A step-change in the approach to urban mobility is needed to ensure that Europe's urban areas develop along a more sustainable path and that EU goals for a competitive and resource-efficient European transport system are met. The paper includes a presentation of the communication.

The paper is aimed at presentation of authors’ experience in the field of sustainable urban mobility planning at a subregional level. The authors make a thesis that the sustainable urban mobility planning in urbanised areas of conurbation nature should be implemented on a framework basis at a subregional level. A strategic mobility management at a supramunicipal level allows a better coordination of local actions and achieving the synergy of planned instruments to make the mobility sustainable. The paper presents guidelines in the field of diagnosis of the urban mobility system. In addition, the paper makes an attempt to identify instruments to make the urban mobility sustainable and to determine frameworks of ex-post and ex-ante evaluation for this process. The paper content to a large extent is related to the Sustainable Urban Mobility Plan for the Central Subregion of Silesian Voivodeship, which was developed with the involvement of paper authors.

Celem opracowania jest analiza wybranych aspektów transportu miejskiego w kontekście wdrażania idei rozwoju zrównoważonego na przykładzie Kopenhagi. Realizując cel badania wykonano kwerendę terenową w Kopenhadze. Wyniki wykonanych badań pozwoliły na identyfikację przejawów wdrażania koncepcji transportu zrównoważonego, w tym dywersyfikację środków transportu, rozwój transportu intermodalnego, uprzywilejowanie zbiorowego transportu publicznego i kopenhagizację przestrzeni miasta. Rezultaty analiz umożliwiły również wskazanie kluczowych wyzwań związanych z rozwojem transportu zrównoważonego, a będących przede wszystkim konsekwencją powszechności transportu rowerowego w Kopenhadze. W celu pogłębienia analiz przeprowadzono także wywiady z użytkownikami przestrzeni miasta – rdzennymi mieszkańcami Danii i imigrantami – Polakami. Uzyskano w ten sposób dwie perspektywy/opinie: rdzennych mieszkańców Kopenhagi i imigrantów na temat funkcjonowania systemu transportu miejskiego w Kopenhadze. Rezultaty wywiadów umożliwiły także wskazanie tendencji w zakresie użytkowania różnych środków transportu przez obie badane grupy społeczne.
The paper aims to analyse urban transport in the context of how sustainable development is understood and implemented in the case of Copenhagen. An on-site query was conducted in order to reach the research objective. The results of the analysis helped the authors identify forms in which the sustainable transport concept is being implemented, including the diversification of means of transport, the development of intermodal transport and hierarchies of public transport, and the Copenhagenization of the city space. The outcome of the study also includes the indication of key challenges which are related to the development of sustainable transport and primarily stem from the ubiquitous bicycle transport in Copenhagen. In order to perform a more in-depth analysis, the authors also interviewed city space users –indigenous Danes and Polish immigrants. Two perspectives/opinions on the functioning of the Copenhagen urban transport system were thus obtained: that of the indigenous residents of the city and that of immigrants. The results of those interviews contributed to the indication of trends in the use of different means of transport by both studied social groups.

This article presents the concept of division and assigns the railway stops, which are part of the rapid agglomeration light (RAL) rail system within the Cracow Metropolitan Area (CMA), in relation to two criteria. We can see considerable variation in the functions of the railway stops, even if they are located in the same metropolitan area. Rozwój transportu w miastach determinuje realizowana na tych obszarach polityka transportowa. U podstaw opracowania leży teza, że polityka transportowa zgodna z ideą zrównoważonego rozwoju jest w stanie podnieść obiektywnie i subiektywnie rozumiany poziom jakości życia. W artykule omówiono jakość życia jako zasób miasta. Następnie zwrócono uwagę na jakość życia w miastach w warunkach dominacji samochodów osobowych w podróżach miejskich. W dalszej kolejności przedstawiono kierunki rozwoju systemów transportowych miast zgodne z ideą zrównoważonego rozwoju, koncentrując się na przyszłości elektrobusów, samochodów elektrycznych i autonomicznych, wspólnym użytkowaniu samochodów osobowych w świetle tzw. ekonomii współdzielenia oraz na rowerze jako środku transportu miejskiego. Rozważania zakończono podsumowaniem w postaci wniosków.
Transportation in cities is determined by transport policy implemented in cities. This article is based on the thesis that sustainable transport policy is able to raise objectively and subjectively considered life quality. The article discusses the quality of life as a city resource. Subsequently, the quality of life in urban areas under conditions of domination of passenger cars in urban journeys was analyzed. Next the directions for the development of urban transport systems consistent with the idea of sustainable development were presented, focusing on the future of electric buses, electric cars and autonomous vehicles, joint use of passenger cars in the light of the sharing economy and cycling as a means of urban transport. The study is summarized with the conclusions.

This article presents the results of an extensive questionnaire survey focused on changes in the transport behaviour of the population of the Czech Republic immediately after the government’s announcement about the measures implemented to prevent the spread of COVID-19. The questionnaire aimed to determine the changes in the use of the mode of transport for regular travel to work, school, or for shopping, as well as to determine the changes in the frequency of these travels according to monitored socio-demographic groups of inhabitants and specified size groups of settlements. This article contains a statistical evaluation of these changes in the transport behaviour of the population using sophisticated statistical tools. A method is proposed for estimating the number of passengers in public transport using a linear regression model based on the data from conducted transport behaviour survey. In this paper, the Data envelopment analysis (hereinafter referred to as DEA method) within the case study in the South Bohemian Region is also used to determine whether the COVID-19 measures have reduced the efficiency of public transport.

Udział emisji gazów cieplarnianych ciągle rośnie, podczas gdy realizacja celu środowiskowego Unii Europejskiej wymaga ich ograniczenia do roku 2050 aż o 80% (w stosunku do emisji z roku 1990), a sektor transportu generuje 23% emisji CO2. Trwają starania o nakłonienie kierowców do zmiany zachowań komunikacyjnych i korzystanie w większym stopniu z bardziej ekologicznych środków transportu. Wzrost efektywności tych działań wymaga jednak dalszych badań nad skutecznością różnych metod wdrażania polityki transportu zrównoważonego. Celem badawczym projektu Step-by- ‑Step była identyfikacja najbardziej skutecznych działań podejmowanych w miastach europejskich, z uwzględnieniem wszelkich różnic strukturalnych i kulturowych, wpływających na zachowania komunikacyjne mieszkańców. 31 analizowanych działań uszeregowano w czterech kategoriach obejmujących różne metody oddziaływania: poprzez promocję transportu zbiorowego, nakłanianie do rzadszego korzystania z samochodu, promocję środków transportu bardziej przyjaznych środowisku i konsekwentną realizację założeń przyjętej przez miasto polityki transportowej. W artykule przedstawiono dziewięć metod poprawy miejskich zachowań komunikacyjnych, uznanych za najciekawsze, innowacyjne i najbardziej skuteczne.
The share of transport in climate emissions is still rising; to meet EU environment policy targets a reduction of at least 80% in 2050 compared to 1990 is needed. The transport sector accounts for 23% of energy related CO2 emissions globally. For decades governments have tried to influence citizens travel behaviour and encourage them to opt for sustainable alternatives to the car use. There is a need for more knowledge on effectiveness of policy measures and successful implementation as well as on specific circumstances at the local/regional level methods. The research objective of the Step-by-Step project was to identify potential successful policy measures for changing the transport behaviour of people based on structural differences between cities and cultures. In the framework of the Step-by-Step project 31 cases were divided into four categories according to the type of applied influence measures: related to: the public transport promotion, car drop, eco-friendly travel modes promotion and connected with sustainable urban transport policy. In this article nine cases, apparently the most successful and applied measures (considered as innovative and/or well done) which could be announced best practices for wide dissemination, are analyzed.

Uczelniom wyższym coraz częściej przypisuje się rolę liderów zmian na rzecz realizacji idei zrównoważonego rozwoju, w tym zrównoważonej mobilności. Działania prowadzone przez ośrodki akademickie powinny iść w parze z inicjatywami w ramach miejskiej i regionalnej polityki zrównoważonego rozwoju transportu. Dotychczasowe badania w tym zakresie koncentrują się przeważnie na studiach przypadku poszczególnych uniwersytetów, głównie pod kątem prowadzonych przez nie działań oraz ich skuteczności. Nieliczne studia porównawcze dotyczą mobilności społeczności akademickiej uniwersytetów publicznych. Celem niniejszego artykułu jest określenie, czy i w jakim stopniu występują różnice pomiędzy studentami uczelni prywatnej oraz studentami uczelni publicznej we Wrocławiu w zakresie podstawowych czynników determinujących wybory transportowe, preferowanych sposobów dojazdu do kampusów, a także satysfakcji z podróży i znaczenia poszczególnych postulatów transportowych. Analizę wyników przeprowadzonych badań ankietowych oparto na teście chi-kwadrat Pearsona, teście V Kramera, porównaniu median i częstości odpowiedzi. Zidentyfikowane różnice w badanych aspektach zachowań transportowych posłużyły sformułowaniu wytycznych dla miejskiej i regionalnej polityki zrównoważonego transportu.
Nowadays, colleges of higher education are more and more often attributed the role of a leader of changes towards the achievement of the idea of sustainable development, including sustainable mobility. Activities conducted by universities should be complementary to initiatives undertaken within urban and regional sustainable transport policies. The research to date has focused mostly on case studies of different universities, mainly in terms of conducted actions and their effectiveness. Only a few studies compare student mobility in the case of public universities. The goal of this paper is to investigate whether there are differences between students of one private and students of one public university in Wrocław regarding basic factors which determine transport choices, preferred means of transport, as well as satisfaction with communting and the meaning of different transport demands. The analysis of survey results was based on the Pearson chi-square test and V Cramer test, comparison of medians and frequencies of answers. The identified differences in the studied aspects of transport behaviour were used to formulate recommendations for the urban and regional sustainable transport policies.

Ograniczenie zanieczyszczenia środowiska naturalnego generowanego przez ludzką aktywność jest jednym z głównych wyzwań XXI wieku. Ze względu na wielkość emisji do atmosfery, do najbardziej istotnych należy sektor transportu. Koszty i zagrożenia związane z tymi emisjami są szczególnie wysokie w miastach i na terenach cechujących się dużą gęstością zaludnienia. Celem poniższego artykułu jest analiza polityki transportowej wybranych miast w Polsce w latach 2000–2014 w kontekście redukcji emisji z sektora transportu i poprawy jakości powietrza. Artykuł prezentuje najważniejsze aspekty i możliwości działań na rzecz redukcji emisji z sektora transportu w ujęciu prowadzonej polityki transportowej oraz analizuje działania w tym zakresie prowadzone przez miasta objęte badaniem na tle zmian jakości powietrza. Przeprowadzone analizy pokazują, że jednoznaczna ocena polityki transportowej miast jest utrudniona, głównie ze względu na brak dostępu do szczegółowych danych. Opisane w artykule dokumenty strategiczne, przyjmowane przez poszczególne miasta, teoretycznie wspierają ideę transportu zrównoważonego, jednakże dostępne wskaźniki dotyczące systemów transportowych i jakości powietrza pokazują, iż pełna implementacja takich systemów jest ciągle daleka od oczekiwanych rezultatów.
Reduction of emissions polluting natural environment is one of the main challenges of the 21st century. Transport sector is one of the main contributors to global pollution. External costs and threats caused by these emissions are particularly dangerous in cities and densely populated areas. The aim of this article is the analysis of transport policy of selected cities in Poland between 2000–2013 in the context of air quality and emissions from transport sector. The article presents main issues and activities to be undertaken to reduce negative impact of transport sector by transport policy instruments and describes measures in this area implemented by Polish cities covered by our analysis. The results of the study show that unambiguous appraisal of transport policy is difficult, mainly due to the lack of sufficient data. As the analysis revealed, strategic documents in transport sector, enacted by particular cities, in theory support the concept of sustainable transport. Nevertheless, available indicator regarding both transport sector and air quality in cities show that full implementation of sustainable transport systems is still far from expected and declared goals.

Opis:

Charakterystyka i analiza rozwoju systemów roweru publicznego były przedmiotem wielu opracowań w ostatnim dziesięcioleciu. Istnieje dość powszechne przekonanie, że większość systemów publicznych rowerów zlokalizowanych jest na gęsto zaludnionych obszarach miejskich, podczas gdy to innowacyjne rozwiązanie komunikacyjne rozwijane jest także na obszarach zewnętrznych miejskich obszarów funkcjonalnych i staje się atrakcyjną alternatywą dla dojazdów publicznym transportem zbiorowym. Celem opracowania jest ukazanie typów jakie przyjmuje publiczny system rowerowy na terenach zewnętrznych miejskich obszarów funkcjonalnych. Przedmiotem analizy są rozwiązania przyjęte w publicznych systemach rowerowych w Polsce w okresie od 2008 do 2019 r. W opracowaniu szczególną uwagę zwrócono na funkcję systemu, jego dostępność i zasięg przestrzenny. Porównano typy jakie przyjął rower publiczny, a także określono możliwości oraz kierunki rozwojowe tego środka transportu. Przeprowadzone badania ukazują rosnącą rolę roweru w komunikacji w miejskich obszarach funkcjonalnych. Staje się on istotnym ogniwem w transporcie multimodalnym, łączącym miasto z jego najbliższym otoczeniem. Służy też coraz częściej połączeniu centrum gminy wiejskiej, miejskiej, czy miejsko – wiejskiej z oddalonymi osiedlami, czy miejscowościami.
The characteristics and analysis of the development of bike – sharing systems have been the subject of many studies in the last decade. There is a fairly widespread belief that most public bicycle systems are located in densely populated urban areas, while this innovative communication solution becomes an attractive alternative to public transport in functional urban areas hinterlands. The purpose of the study is to show the types that bike – sharing have in functional urban areas. The subject of the analysis are bike – sharing systems adopted in Poland in the period from 2008 to 2019. Particular attention was paid to the system’s function, its availability and spatial coverage. The public bicycle types were compared. Moreover, the possibilities and development directions of this mode of transport were determined. The conducted research shows the growing role of the bicycle in functional urban area’s transport. It becomes an important link in multimodal transport, connecting the city with its immediate surroundings. It is also increasingly used to connect the centre of a rural, urban, or urban-rural municipality with distant housing estates or towns.

Opis:

Ograniczenie zanieczyszczenia środowiska naturalnego generowanego przez ludzką aktywność jest jednym z głównych wyzwań XXI wieku. Ze względu na wielkość emisji do atmosfery do najbardziej istotnych należy sektor transportu. Koszty i zagrożenia związane z tymi emisjami są szczególnie wysokie w miastach i na terenach cechujących się wysoką gęstością zaludnienia. W pierwszej części artykułu zostały zaprezentowane narzędzia polityki transportowej miast umożliwiające redukcję negatywnego wpływu transportu na środowisko naturalne. Przedstawiono także analizę rzeczywistych działań z zakresu polityki transportowej w latach 2000–2013 dla czterech wybranych miast w Polsce: Gdańska, Krakowa, Poznania oraz Warszawy. Druga część artykułu prezentuje zaobserwowane zmiany zachodzące w funkcjonowaniu systemów transportowych tych miast oraz przedstawia wyniki analizy jakości powietrza w tych miastach w analogicznym okresie wraz z próbą określenia wpływu sektora transportu na jakość powietrza atmosferycznego.
Reduction of emissions polluting natural environment is one of the main challenges of the 21st century. Transport sector is one of the main contributors to the global pollution. External costs and threats caused by these emissions are particularly dangerous in cities and densely populated areas. In the first part of the article urban transport policy tools enabling reduction of negative transport impact on the natural environment are presented. Analyzis of real actions in the scope of transport policy between 2000 and 2013 in four selected Polish cities: Gdańsk, Kraków, Poznań and Warszawa is presented as well. The second part of the article describes observed transformations of transport systems functionning of above mentioned cities and results of the air quality analyzis in the cities in the corresponding period with an attempt to determine transport sector impact on the quality of atmospheric air.

Celem artykułu jest usystematyzowanie stanu wiedzy w zakresie transportu niskoemisyjnego w miastach oraz w sferze źródeł jego finansowania z uwzględnieniem przesłanek realizacyjnych koncepcji zrównoważonego rozwoju.
Urban transport is one of the key investment priorities which are included in funding in the EU financial perspective 2014-2020. From the point of view of transportation, cities need remain important activities planned for funding under Priority 4.5. OPIE defined as "Promoting low-carbon strategies for all types of areas, particularly in urban areas, the promotion of sustainable urban transport and to take appropriate measures for adaptation and mitigation". Like specific initiatives will require the implementation of investment projects on both rolling stock and transport infrastructure (including complementary). The special role in the context of the planned activities under Priority 4.5. is assigned to local government units (LGUs) as a specific group of beneficiaries covered by financial support. Local government entities are in fact responsible for the creation of sustainable development at local and regional level, which is reflected in the planned activities for the local government involving, among others, plans to develop a low carbon economy. At the same time undertaken and financed by local transportation investments help to limit the size of the automotive traffic, increase its liquidity and reduce the negative impact on the environment. This article aims to systematize the knowledge in the field of low-carbon transport in the cities and in the sphere of its funding sources including the execution grounds the concept of sustainable development.

Opis:

Pojęcie zrównoważonej mobilności jest obecnie jednym z częściej poruszanych zagadnień w transporcie. Z pojęciem tym wiąże się m.in. rozwój ruchu pieszego i proekologicznych środków transportu, do których zaliczają się rowery, w tym rowery publiczne. W niniejszym artykule analizie poddane zostały dane z systemu rowerów publicznych Wavelo, który funkcjonował w latach 2017–2020 w Krakowie. Dane zawierały informacje o wybranych przez użytkowników trasach i czasie podróży, dzięki czemu możliwa była ocena rozkładu czasowo-przestrzennego podróży rowerami miejskimi. Po przeprowadzonej procedurze czyszczenia danych o podróżach rowerowych w ramach systemu Wavelo i filtrowania danych o postojach opracowano metodykę oceny atrakcyjności otoczenia trasy oraz modele regresji logistycznej wpływu otoczenia trasy na postoje użytkowników rowerów miejskich. Dzięki temu uzyskano narzędzie dla decydentów i urbanistów służące do identyfikacji miejsc atrakcyjnych dla rowerzystów, co będzie pomocne w kształtowaniu przestrzeni publicznej pod kątem wymagań tej grupy użytkowników.
The concept of sustainable mobility is one of the more frequently discussed issues in transportation today. Among others, the development of pedestrian traffic and environmentally friendly means of transport, which include bicycles, including public bicycles, is associated with this idea. This article analyzes data from the Wavelo bike sharing system, which operated between 2017 and 2020 in Kraków. The data contained information on user-selected routes and travel times, so that it was possible to assess the spatial and temporal distribution of urban bicycle trips. Following a procedure for cleaning the Wavelo cycling trip data and filtering the stop data, a methodology was developed to assess the attractiveness of the path environment and logistic regression models of the impact of the path environment on urban bicycle user stops. This resulted in a tool for policy makers and urban planners to identify places attractive for cyclists, which will be helpful in shaping public space to meet the requirements of this user group.

Opis:

The sustainable development of the cities represents one of the major challenges for the future of the planet in the 21st century, relatively to the contribution and adaptation to climate change, natural resources consumption, energetic transition, population mobility, welfare and security, pollution, the global economic growth. Tri-City, as many of contemporary agglomerations, faces lots of challenges connected with human negative impact on the environment, health and the city space. The mobility of people is one of them. The quality of transport in Gdansk, Gdynia and Sopot is getting worse because of the excessive use of cars, non-integrated public transport system, insufficient use of ecological transport, as well as uncontrolled urban sprawl. The objective of the paper is to present sustainable mobility planning challenges in the agglomerations at the example of seaport city Gdynia. To check the necessity of creating a new mobility pattern for important traffic generators, a research study has been carried out. The pilot survey research has been made among the staff and students of one of the biggest institutions in the city - Gdynia Maritime University. The research tool was based on an anonymous questionnaire containing a set of questions such as: the use of mode of transport, transit and parking problems, as well as the awareness of sustainable mobility. The survey results indicate that there is an unsustainable model of travelling among the academic community and transport’s behavior should be changed in order to implement the sustainable mobility concept in practice.
Zrównoważony rozwój miast, podobnie jak zmiany klimatyczne, zużycie zasobów natural-nych, przemiany energetyczne, migracje ludności, dobrobyt i bezpieczeństwo społeczne, za-nieczyszczenie środowiska, globalny wzrost gospodarczy, stanowi jedno z głównych wyzwań dla przyszłości naszej planety w 21 wieku. Trójmiasto, jak wiele innych współczesnych aglo-meracji, mierzy się z wieloma wyzwaniami odnoszącymi się do negatywnego wpływu czło-wieka na środowisko, zdrowie i przestrzeń miejską. Mobilność ludzi jest jednym z nich. Jakość podróżowania w Gdańsku, Gdyni i Sopocie pogarsza się w wyniku nadmiernego użytkowania samochodów, braku integracji systemu transportu publicznego, nieefektywnego wykorzysta-nia ekologicznych środków transportu, jak również niekontrolowanego rozrastania się miast. Celem niniejszego artykułu jest przedstawienie wyzwań związanych z planowaniem zrówno-ważonej mobilności w aglomeracjach na przykładzie Gdyni. Aby sprawdzić, czy konieczne jest stworzenie nowego wzorca przemieszczania się dla osób podróżujących do dużych gene-ratorów ruchu, zostało wykonane badanie, przeprowadzone wśród studentów i pracowników jednej z największych instytucji w mieście – Akademii Morskiej w Gdyni. Narzędziem wyko-rzystanym podczas badania był anonimowy kwestionariusz ankietowy zawierający szereg py-tań, takich jak: wykorzystanie środka transportu, problemy przewozowe i parkingowe, jak również świadomość respondentów odnośnie zrównoważonej mobilności. Wyniki badania wskazują na niezrównoważony model podróżowania wśród pracowników i studentów. Aby móc realizować koncepcję zrównoważonej mobilności w praktyce, zachowania transportowe respondentów powinny ulec zmianie.

Artykuł prezentuje problematykę finansowania proekologicznych działań przedsiębiorstw transportu miejskiego w Polsce z funduszy UE w latach 2007-2013. Dla wymienionego okresu zidentyfikowane i przeanalizowane zostały tematy projektów realizowanych przez badane spółki wraz ze szczegółową analizą ich przestrzennego rozproszenia. Wskazana została również średnia liczba dni trwania tych projektów, ich wartości ogółem oraz wartości dofinansowania UE według tematów priorytetów. Zaprezentowane wyniki badań empirycznych wskazują, iż przedsiębiorstwa transportu miejskiego podejmowały szereg proekologicznych działań, które najczęściej dotyczyły zakupu przyjaznych dla środowiska, ekologicznych autobusów. Ponadto promowanie czystego transportu miejskiego okazało się najczęściej wybieranym tematem priorytetu w analizowanych podmiotach gospodarczych (w szczególności w województwie śląskim), o najdłuższym średnim okresie realizacji, jak również najwyższej średniej wartości dofinansowania z funduszy UE.
The article presents the issues of financing pro−ecological actions of urban transport enterprises in Poland from EU funds in 2007−2013. In the mentioned period have been identified and analyzed the topics of projects implemented by these enterprises, together with a detailed analysis of their spatial dispersion. Author has also indicated the average duration of projects (in days), their total value and value of EU funding under different thematic priorities. The presented empirical results show that the urban transport enterprises took a number of pro-ecological actions, which mostly concerned the purchase friendly for environment, ecological buses. In addition, the promotion of clean urban transport proved to be the most frequently chosen topic of priority in the analyzed business entities (especially in the Silesian voivodeship), with the longest average duration, as well as the highest average value of co-financing from EU funds.

Opis:

Purpose: The purpose of this paper is to propose and evaluate two options for two-level transport solutions at the intersection of the bypass road and the Pidvolochyske Highway in Ternopil, Ukraine. The aim is to address the issues associated with the current road network passing through residential zones and present an optimal resolution for the intersection. Methodology: The methodology involves using the PTV Vissim software to conduct simulation modelling. The transport and operational indicators of the two options for two-level transport solutions, an elongated loop and two interconnected rings, are compared across different traffic intensities. Results: The results show that the transport solution with two roundabouts exhibits superior characteristics, particularly under high traffic flow conditions. The strengths and limitations of each solution are comprehensively delineated, encompassing factors like efficiency, cost-effectiveness, safety measures, and ecological impacts. Theoretical contribution: The paper contributes to advancing knowledge and practice in two-level transport solutions. It provides valuable insights for developing the transportation system in Ternopil and other post-conflict cities. The advantages and disadvantages of public-private partnerships (PPP) as a tool for attracting investments and innovations in transportation infrastructure are also discussed. Practical implications: The findings of this research can be used by professionals in transportation, urban planning, and ecology for infrastructure development. It also serves as a valuable resource for residents of Ternopil interested in fostering improvements to their city’s quality of life.

W artykule scharakteryzowano bezpieczeństwo zrównoważonego autobusowego transportu publicznego miast oraz politykę powoływania metropolii w Polsce. Obliczono także procentowy udział uszkodzeń układów autobusów Mercedes-Benz O530 Citaro oraz Jelcz 120 MM jako przyczyna powstawania kolizji i wypadków w MPK Wrocław.
The safety of the sustainable public bus transport of cities and policy toward metropolis appointment in Poland is characterized in the article. The results of the research and characterization for the safety of the transport system in metropolitan cities of Wroclaw and Rzeszow are shown. The experts’ assessment of security risk of the public bus O and indicators of security threats W3 and W4 are rated. The factors characterize security of transport system resulting from damage to the bus assembly during one year of operation. Percentage share of bus system damages for Mercedes-Benz Citaro O530 and Jelcz 120 MM as a cause of collisions and accidents in MPK Wroclaw is also calculated.

Transport is one of the main sectors of the economy, which has a significant impact on the economic development. Efficient transport systems are the basis of economic competitiveness. However development of transport, especially in the case of road transport, results many inconvenience, like negative environmental impact, accidents or increase of congestion in cities. From the perspective of sustainable development the most important one is pollution. Depending on the type of emitted substances, transport pollution is of local or global nature. Opis:

Prioritizing the development of public transit and enhancing its attractiveness is an important way to solve the problem of urban traffic congestion and achieve sustainable development. To improve the service quality and overall operational efficiency of urban public transit, an evaluation index system related to the comprehensive experience of passengers, service supply quality of public transit enterprises, and supervision of management departments was introduced from both the demand and the supply of public transit travel services. Based on the data distribution characteristics of the boxplot in statistics, the evaluation level and corresponding value range of each index were determined, and the comprehensive weight of the index was determined using the linear weighting method combining the analytic hierarchy process and the entropy weight method, so as to reduce the influence of single weighting method on the evaluation results of comprehensive service quality of public transit. An evaluation method of public transit comprehensive service quality based on the extension cloud model was established. The evaluation results of the model were obtained by calculating the cloud affiliation and comprehensive certainty, and a reliability factor was used to test the evaluation results, which solved the problem of randomness and fuzziness in the process of comprehensive service quality evaluation of public transportation and made the evaluation results closer to the reality. Finally, the established comprehensive evaluation model was applied to a city for example analysis, and the corresponding evaluation level was obtained as good. The value of the reliability factor in the model was less than 0.01, indicating that the model has good applicability and a certain application value for the comprehensive service quality evaluation of public transit. The evaluation method fully considered a variety of evaluation indicators, specified the evaluation level of comprehensive service quality of public transit, and the evaluation results provide a theoretical basis for public transport enterprise to make targeted improvement measures.

Opis:

This article presents the issue of using decision support tools to select the variant of organization of urban transport system. Two scenarios for the use of electric vehicles were compared, considering not only their emissions and fuel consumption but also the limited accessibility of conventional vehicles to the city. The authors assume that the development of urban traffic organization must go hand in hand with the challenges of planning sustainable urban mobility and reducing harmful exhaust fumes. Furthermore, decision-makers should be equipped with simple decision support tools to generate the best option considering the expectations of transport users. The PTV VISUM tool was used to analyse and visualize two different organization scenarios for a selected city in Poland.
