The paper aims at providing an argument for a deflationary treatment of the notion of public language meaning. The argument is based on the notion of standards of correctness; I will try to show that as correctness assessments are context-involving, the notion of public language meaning cannot be treated as an explanatory one. An elaboration of the argument, using the notion of ground is provided. Finally, I will consider some limitations of the reasoning presented.

The purpose of the article is to compare the so-called words of the year used in the Czech and Polish public discourse in the years of 2006–2017. The words selected in the Czech contest Words of the Year have a di erent character than their Polish counterparts. It seems that they were chosen mainly to the attractive context in which they were used, which is related to the pro le of people voting for them. An average reader of “Lidové nowiny” newspaper is more often driven by attractiveness of the meaning of the lexeme, context, in which it is used, less often its form, unless it evokes specific associations. A great number of these words are quotes (and neologisms) from politicians, relating to internal a airs. For Polish voters are Polish linguists. They choose words connected to important Polish dispute events.

Artykuł jest opisem realizacji trójkąta retorycznego w komunikacyjnej przestrzeni publicznej. Nadawcy mogą w niej realizować trzy strategie retoryczno-komunikacyjne: komunikację z odbiorcą, komunikację odbiorcy lub komunikację odbiorcą. Charakterystyka tej przestrzeni przez metaforę topograficzną pokazuje, że logos, etos i patos tekstów publicznych zależy od strategii poznawczo-komunikacyjnej nadawców i elastyczności ich języka, co prowadzi albo do perswazji, albo do manipulacji odbiorcami.
The article describes the implementation of the rhetorical triangle in the communicative public sphere. Senders can employ three rhetorical-communicative strategies within it: communication with the recipient, communication of the recipient or communication by the recipient. The characterisation of this sphere through a topographical metaphor shows that the logos, ethos and pathos of public texts depend on the cognitive-communicative strategy of the senders and the flexibility of their language, which leads either to persuasion or manipulation of the recipients.

One of the statutory provisions of public media is to popularize the knowledge of the Polish language – the present authors analyse diversified aspects determining the effectiveness of the execution of the task and the media’s commitment to its social responsibility, and proceed to evaluate the basic assignments and responsibilities involved in the journalistic profession. These responsibilities result largely from the reception of the profession by the general public, and from those that emerge within the context of studies on language authority figures in present-day Poland. The next stage of the analysis involves an evaluation of the activities of all-Polish national broadcasters in view of their practical implementation and execution of the commitments set in Art. 21, Section 1a, item 8 of the Radio and Television Act (diffusion and divulgation of the knowledge of the Polish language). The remaining part of the article, including postulative claims, results from an analysis of the activities popularizing the knowledge on Polish available in the media and from the conviction of the necessity of expanding them beyond just grammaticality and correctness in the language use.

The issue of plain language or plain Polish has existed in Polish linguistic research for over a decade. The plain language movement is present on a large scale in public administration, but also in banks, other service providers, and enterprises. An example of a comprehensive introduction of this language standard is the City of Poznań, which is committed to changing its model of communication with citizens. This article presents the measures taken by its administration as well as the benefits and difficulties emerging at the individual stages of implementing plain language.

Artykuł podejmuje próbę opisu elementów językowych, w ich aspekcie etycznym, obecnych w dyskursie publicznym na temat indywidualnej edukacji uczniów niepełnosprawnych. W obrębie analizowanego dyskursu interesują nas przede wszystkim strategie nominacyjne osób z niepełnosprawnościami i ich opiekunów oraz strategie narracyjne związane z osobami z niepełnosprawnościami, rozpięte dwubiegunowo pomiędzy leksemami włączenie – wykluczenie odnoszące się do uczestników dyskursu: Ministerstwa Edukacji Narodowej, szkoły i reprezentującego ją dyrektora oraz nauczycieli, atakże rodziców i dzieci. Elementy nominacyjne w postaci konstrukcji z przymiotnikami atrybutywnymi określające dzieci i młodzież zniepełnosprawnościami pełnią funkcję peryfraz o funkcji eufemizacyjnej, są pod względem znaczeniowym próbą ucieczki przed stygmatyzacją społeczną. Z kolei strategie narracyjne wyraźnie jawią się jako narzędzie sterowania odpowiedzialnością za proces edukacyjny.
This article attempts to describe linguistic elements, in their ethical aspect, present in the public discourse on individual education of students with disabilities. Within the analyzed discourse, we are primarily interested in the nomination strategies of people with disabilities and their care-takers and narrative strategies related to people with disabilities, bipolarly stretched between lexes inclusion – exclusion and referring to the participants of the discourse: the Ministry of National Education, the school and the principal and teachers representing it, as well as parents and children. Nomination elements with attributes defining children and youth with disabilities play the role of periphasis with a euphemistic function, they are, in terms of meaning, an attempt to escape social stigmatization. In turn, predictive and narrative strategies clearly appear as a tool to control responsibility for the educational process.

Research objective: The aim of the article is to examine the circumstances of introduction and subsequent functioning of the minority language from the perspective of local authorities. The hypothesis that bilingualism is a part of the creation of a multicultural image of communes, as well as an element of their promotion and strategic development has been verified. The research problem and methods: The main problem of the publication is the non-symbolic daily practice of language policy in 33 communes that introduced an auxiliary minority language. In the research process, the analysis of evoked sources, critical analysis of content posted on the Internet and the case study method were applied. The process of argumentation: The argument consists of four main parts. The first part discusses the symbolic use of the minority language. The second part presents basic information on the Polish context of policy towards minority languages. The third part presents the main assumptions and results of empirical research. The last part of the paper is devoted to theoretical remarks on the limitations of the analysis of public policy in relation to social phenomena heavily loaded with symbolism. Research results: Research shows that non-symbolic language policy practices are rarely used. Local authorities do not promote the possibility of communicating in a minority language and do not use it themselves. Communes that have introduced a minority language as an auxiliary language rarely use bilingualism in the creation of a local brand or as an element of tourism promotion or in the context of cross-border cooperation in the development of business.Conclusions, innovations, and recommendations: Identity-oriented preferences differ from preferences public policy typically deals with because they do not fulfill the instrumental rationality expectation assumed by the public policy analysis.

Seit etwa fünf Jahren wird in der Öffentlichkeit intensiv und unversöhnlich über „geschlechtergerechte Sprache“ debattiert. Im vorliegenden Beitrag werden auf der Basis wiederkehrender Argumentationsfiguren die Sprachideologien in dieser Debatte analysiert: Häufig wird „dem“ Sprachsystem der Primat über den Gebrauch eingeräumt, faktische Sprachvariation wird am Modell der eigenen Kompetenz homogenisiert, mögliche Hinsichten auf Sprache werden durch bestimmte Metaphern auf bestimmte Weisen verengt und theoretische wie empirische Ansprüche an geschlechtergerechte Sprache bleiben vorerst uneingelöst.
A lively and unconciliatory debate about “gender-inclusive language” has been going on in the public media for about five years. This article analyses the language ideologies in this debate based on several recurring argumentation patterns: the language system is often given primacy over language use, actual language variation is homogenised by rendering one’s own competence absolute, reasonable perspectives on language are narrowed down using specific metaphors, and theoretical and empirical claims regarding the merits of gender-inclusive language remain unredeemed for the present.

The usage o f play elements in the public discourse tends to become common in the contemporary Poland. This article shows different kinds o f that language play. A ll the examples were taken from the speech activities o f the Polish politicians and journalists during the parliamentary campaign o f 2007. The author emphasizes the persuasive character o f those linguistic techniques and at times their extremely aggressive nature. The most influential sources o f this tendency typical for the modem political discourse are in the creative language activities o f “Gazeta Wyborcza” daily and are also present in the works o f “linguistic poets”.

This paper presents a qualitative analysis of a public person’s speech with its language and translation, and the way they can be manipulated to create a public image. As a public person, Lech Wałęsa has been subject to public scrutiny politically and ideologically ever since he became involved in public affairs as a trade union member and activist. Later, as a presidential candidate in the first democratic presidential election in post-communist Poland which he won in 1990, his publicity soared. Consequently, with his popularity came a heavier price of fame; he was subjected to strong criticism, and the way he spoke became a source of jokes and mocking nationwide. Public image is what others receive and read us by. It is an amalgamation of several factors – language being one of the major ones in creating one’s identity.

Students slang as a socially conditioned variety of language was initially intended and used by teenagers exclusively for informal contacts between peers. Today, it is also used for communication between children, young people and adults, including in official situations; it is even present in public discourse. In this article I discuss the expansion of teenage slang and its consequences. I have tried to identify shifting cultural contexts as one of the contributing factors, providing examples of lexical slang elements used in media communication, and reflecting on the educational significance of the introduction of teenage language into public discourse.

Wolność wypowiedzi stanowi warunek konieczny pełnego rozwoju jednostki i jest podstawą każdego wolnego i demokratycznego społeczeństwa. Wolność wypowiedzi i wyrażania opinii jest również podstawą pełnego korzystania z innych praw człowieka. Dla przykładu, wolność wypowiedzi stanowi integralną część prawa do wolności zrzeszania się i zgromadzeń, jak również prawa do głosowania. Dla przedstawicieli mniejszości narodowych wolność wypowiedzi, jeżeli korzystają z niej w swoim języku ojczystym, posiada dodatkowy wymiar, będąc przejawem ich tożsamości. Na gruncie standardów międzynarodowych ochrona wolności wypowiedzi w zintegrowanym i szanującym różnorodność społeczeństwie zakłada przyjęcie zarówno gwarancji dotyczących zakazu niedyskryminacji ze względu na język czy pochodzenie narodowe, jak również, w celu zabezpieczenia pełniej i rzeczywistej realizacji dostępu do środków przekazu, podjęcie przez władze środków specjalnych ułatwiających taki dostęp. Środki takie mają podwójny cel: ułatwienie dostępu do mediów przedstawicieli mniejszości narodowych oraz promocję tolerancji i pluralizmu kulturowego. Artykuł omawia niektóre aspekty wolności wypowiedzi przedstawicieli mniejszości narodowych, takich jak posiadanie i utrzymywanie mediów mniejszości narodowych oraz używanie języków mniejszości narodowych w sferze publicznej i prywatnej. To ostatnie zagadnienie jest szczególnie istotne z punktu widzenia rozróżnienia tego, co publiczne i tego, co prywatne. W kontekście używania języków mniejszości władze państwowe nierzadko bezpodstawnie regulacje dotyczące ograniczeń rozszerzają też na sferę prywatną.
Freedom of expression is a prerequisite for the full development of the individual and the cornerstone of every free and democratic society. Freedom of expression and opinion constitutes the basis for the full enjoyment of other human rights. For example, freedom of expression is an integral part of the right to freedom of association and assembly, as well as the right to vote. For representatives of national minorities, if they use it in their native language, it has an additional dimension, being a manifestation of their identity. According to international standards, the protection of freedom of expression in an integrated and respecting diversity society assumes the adoption of both, non-discrimination guarantees regarding language or national origin, as well as special measures that facilitate such access, to secure full exercise of access to the media. Such measures have a dual purpose: to facilitate access to media for representatives of national minorities and to promote tolerance and cultural pluralism. This article explores different aspects of the freedom of expression of representatives of national minorities, namely: establishment and maintenance of national minority media and the use of national minority languages in the public and private sphere. This last issue is particularly important in terms of distinguishing between what is public and what is private. In the context of the use of minority languages, state authorities also in some cases unreasonably extend restrictions to the private sphere.

This article aims at exploring the ways in which Estonian Public Broadcasting (ERR) tackles one specific media service sphere; how television programmes for Russian language minorities are created in a small country. For that task development of the whole Estonian media landscape must be overviewed. By referring to McQuail’s (2010) theoretical framework of media institutions’ influencers, this article investigates how media policy, economic conditions and technology have influenced these processes. The article gives an insight into the development of Russian language media in such a small media market as Estonia.
