Along with technological progress, one can observe socio-economic changes taking place, and the transformation of the EU economy into a digital economy is an eloquent example. The scope of this transformation includes data, which plays an important role in the economy. This may be readily inferred from the European Strategy for Data published by the European Commission, which envisages a data-driven economy. The transformation towards a data-agile economy results in certain modification in the legal space. For instance, the proposal for a data governance regulation introduces an entity referred to as a data altruism organisation. The proposed act also requires EU Member States to designate a competent authority. This paper examines the functioning of said organisations and attempts to define their status, and discusses the duties of competent authorities which may possibly supervise the activities of data altruism organisations.

From feminist and critical point of view sport has been a sexist institution. Despite the women empowerment in sport they are still trivialized and marginalized. Research also shows that sport organizations may be exceptionally opposed to women, valuing hegemonic masculinity. Therefore the aim of this article is to check whether gender inequalities occur in Polish sports organizations and what is the scale of those inequalities in comparison to international and British organizations. The study used methods of examining official documents (information generated by other empirical data from official documents of the organisation). The sample consists of 17 Polish, 17 international and 17 British sports organisations. The results of research showed that in Polish sports organisations there are working less women than in the international and British organisations, there are also less women in committees and women committees (if they have been established). More women work in organisations which represent women-orientated sports disciplines.

The bill provides for the introduction into the Polish legal order of a new private law institution, i.e. the family foundation, the aim of which is to accumulate family wealth allowing capital to be retained in the country for many generations and increasing the potential for domestic investment. The beneficiaries of the foundation can be natural persons (including the founder) and non-governmental organisations carrying out public benefit activities, specified in the statutes by the founder. The bill also sets out mechanisms for the termination of a family foundation and its liquidation, which are similar to the solutions known in commercial companies’ law.

Scientific research into the use of social media in the activities of nonprofit organisations has focused mainly on the scale of their application and on the analysis of the static elements of the social media profile. The research presented in this article concerns the specific form of nonprofit organisation, namely public benefit organisations (PBOs). The aim of the article is, therefore, to identify the leading function of the content published on Twitter and to determine how this function translates into public engagement. During the research process, the content analysis method was used (a sample of 981 tweets was selected for this purpose). The results indicate that Twitter usage by Polish PBOs is of minor importance. Generally, with the exception of the largest organisations, the Twitter profile was primarily focused on delivering information only and, hence, was used in one-way communication.

Opis:
The formation of democratic state institutions after the transformation of the political system in 1989‒1990 enabled the “reconstruction” of the structures of a self-organised and self-acting society. The developing image of a civic society should rest on the creation of social institutions, on practical realisation of ethical values and on participation of the greatest possible number of people in public life. One of the forms of such self-organisation are non-governmental organisations also called the third sector. This term refers to organisations located between public administration (first sector) and the “market” – entities oriented towards profit-making (second sector, so called private sector). The city of Gdynia is one of the pioneers among local government bodies to start and develop cooperation with non-governmental organisations. Gdynia was the first township in Poland to legislate the “Programme for Cooperation with Non-Governmental Organisations” as an act of local law in 1995.
Budowanie demokratycznych instytucji państwa po przemianach ustrojowych przełomu lat 1989 i 1990 umożliwiło „odtworzenie” struktur samoorganizacji i samodziałania społeczeństwa. Kształtujący się wizerunek społeczeństwa obywatelskiego powinien opierać się na tworzeniu społecznych instytucji i praktycznej realizacji wartości etycznych oraz uczestnictwie jak najszerszej rzeszy ludzi w życie publiczne. Jedną z form takiej samoorganizacji są organizacje pozarządowe zwane trzecim sektorem. Terminem tym określa się organizacje znajdujące się między administracją publiczną (pierwszy sektor) a „rynkiem” – podmiotami nastawionymi na osiąganie zysku (drugi sektor, tzw. sektor prywatny). Miasto Gdynia należy do pionierów wśród samorządów nawiązujących i rozwijających współpracę z organizacjami pozarządowymi. Gdynia była pierwszym miastem w Polsce, które w 1995 r. uchwaliło „Program współpracy z organizacjami pozarządowymi”, będący aktem prawa lokalnego.

Italy is undoubtedly one of the key actors in the current international “migration crisis” in the Mediterranean region. The paper aims to provide an overview of both the opportunities and problems for the Italian integration policy as of today. The authors intend to indicate the role of civil organisations in the ‘Italian migration issue’ and to emphasize the uniqueness of their initiatives. The study will provide an insight into one of the major immigrant communities, the Africans, through the civil organisations which have been working with them. The paper, based especially on empirical field experiences, is the result of a two-and-a-half-year research in Italy with different scholarships, coupled with other field trips in several sub-Saharan African countries.

Taiwan’s limited participation in international organizations and institutions depends heavily on its unique, but troublesome position in the world. It results from the fact that in 1949, the Nationalist Party authorities of the Republic of China were established on Taiwan, after the lost war on the continent. Meanwhile, the victorious Communist Party established the People’s Republic of China in the mainland. Throughout the course of the history of divided China, both governments competed for the representation of China in international organizations, however Taiwan’s international presence was largely limited. For example, in 2015 Taiwan participated in 37 international organizations, in addition to the observer’s status in 21 other, most of them of a regional range. It resulted from the development of some alternative strategies, markedly exemplified by Taiwan’s participation in international organizations and institutions in the Asia-Pacific region.

The paper focuses on the financial cooperation of public administration bodies with public benefit organisations (PBOs) in the form of delegation or commissioning statutory public tasks. As a result of cooperation, a contract is concluded, which is preceded by an open bidding contest procedure. Nevertheless, there is no provision in the contest procedure which would constitute a substantive law basis for issuing an administrative decision or taking other actions referred to in art. 3(2)(4) of the Act of 30 August 2002 on the Administrative Court Procedure by a public administration body or an appointed contest committee.

Opis:
Currently the scope of the term ‘organisation” is broader than previously. It covers forms that are not only hierarchically coherent, homogeneous and integrated but also those less coherent, such as holdings, networking organisations and virtual organisations. Hitherto prevailing organisations more and more frequently start to simulate to wholes that in the general systems theory are implied as inorganic wholes. It is related to the introduction of the following phrases to the list of phrases describing organisations: ‘external elements‘, ‘immaterial resources‘, ‘symbolic resources‘, ‘stakeholders‘, ‘co-occurrence of co-operation and fight between elements‘ or ‘multiplicity of performed functions‘. There is a change in the way of perception, description, comprehension of a manager that corresponds with the change in forms of manifesting of organisations. The description of a manager changes from a ‘two-dimensional‘ to a ‘three-dimensional‘ and ‘holographic‘. So far a manager was seen as one managing a system or ‘sub-organisation‘, and the results of his operation were applied to ‘the whole system‘. Therefore a manager was a link between the sub-organisation and the whole system. Nowadays a manager should be perceived as a link between three systems and each of those is a dimension of its description. The first dimension refers to the functioning system – which is the organisation (unit, process, organisation as a whole) that is managed. The second dimension is a dimension of the formal organisation that a manager contributes to, in favour of which he functions, where he is as a manager, also with which he is identified by an external observer. The third dimension is a dimension of an inorganic whole, relates to a system reflecting the scope of a manager’s activity and stakeholders system, where a manager acts as a politician – agrees the interests of people and social groups that are within the zone of operations of his organisation.

The article’s aim is to analyse the role of non-governmental organisations (NGOs) and their crucial ability of activeness under critical circumstances such as the transformation of a state. Starting in the 1990s, the studies were mainly focused on NGOs’ role as development actors in social and institutional formations. New research makes particular accents on their role in political and social discourses both in Georgia and Ukraine, which enriches the science with new empirical material related to the involvement of civil society organisations (CSOs) in the state progress and legislation processes. This article is an attempt to provide an argument for moving forward research on NGOs/CSOs within political science and international relations via comparing the institutional involvement of NGOs in two development-oriented countries – Georgia and Ukraine.

It is possible to state that the organisation and way of functioning of the state administration has gone and will be going through an incessant development process, which has responded and will be responding to the changes and needs of the society. The analysis, which can be considered as an audit made for certain clients groups, is, besides others, also a starting point for the elaboration of an overall municipality strategy. The analysis can be realised by means of primary or secondary research. The present state of our society and the developmental tendencies taken in consideration, it is clear that the existence of leisure activities system will be a significant element in the decision-making processes of state employees on all levels of state (public) administration. The relationship between those who can influence the outer forces and those who occupy positions in the leisure-time organisations defines the dynamics of the future development. The role of municipalities in the domain of public services cannot be replaced. That is why it is necessary to study the opinions and attitudes of employees responsible on the local scale. It is also important for the information transfer and communication to be realized rapidly.

The article contains theoretical considerations connected with the influence of structural funds on the development of non-profit organisations. Theoretically, the access to these funds should ensure development of these entities. However, as practice shows it is not always the case. We observe development dynamics of this sector and constantly unused social potential. These organisations are subject to continuous pressure directed towards full use of their resources and growth in effectiveness of activities undertaken. However, the pace of their development is mainly dependent on funds allocated for their development, therefore it seems legitimate to financially support activities of non-profit organisations from, inter alia, structural funds. These resources enable to earn experience which positively affects their development. However, the success of majority of non-profit organisations is not based on the structural funds. Managing persons are very careful during a process of acquiring, implementing and accounting for EU-supported projects. They think that this process is not always successful. The article draws attention to the fact that structural funds can be a key for development of non-profit organisations, yet provided that applying for financial support will not be accidental and will constitute an organised sequence of activities.

Public benefit organizations pursue non-financial and socially useful objectives that serve the well-being of individuals or wider public. Business corporations address their financial reports to investors who provide them with capital. A public benefit organization does not have any investors and uses grants and donations to attain its objectives without giving any guarantees that it will be successful, but only promising its motivation, efforts, determination and intention to assist the target group of beneficiaries. The paper aims to assess the importance of the information presented in the public benefit organizations’ financial and business reports for their stakeholders, as well as the impact of the organizations’ financial results on their capacity for raising funds in the next periods. Investigating the sample of 84 Polish public benefit organizations the authors intended to find out whether financial information determines the amounts of grants and financial donations the organizations receive. They also attempted to establish which financial factors make donors contribute to the given organization. Another objective of the study was to show whether the Polish donors examine the organizations’ financial reports and use information thus obtained to donate.

The objective of this article is to show the characteristics of volunteering in Ukraine after the Euromaidan. The article presents its specifics and the socio-political conditions which allowed to define voluntary work in Ukrainian legislature. It also discusses the main forms of social engagement in volunteering, inaugurated at the onset of the anti-terrorist operation in the eastern part of the country. The level of public trust towards voluntary organisations has also been examined in the article. Voluntary work has also been analysed from the perspective of social research conducted in Ukraine since 2014. In the conclusions of this text it is claimed that development of social self-organisation is one of the results of Euromaidan. Voluntary work after Euromaidan has become a form of self-organisation and self-mobilisation of the society, preventing a collapse of the Ukrainian state as a result of the political crisis and armed conflict in Donbass.

Celem rozważań jest przedstawienie propozycji zastosowania koncepcji oceny jakości usług społecznych, opartych na ocenie satysfakcji klienta, w procesie kontraktowania usług przez organizacje publiczne. Do realizacji celu zastosowano metodę analizy i krytyki literatury przedmiotu. W wyniku analizy przedstawiono możliwości zastosowania koncepcji oceny jakości usług społecznych opartych na satysfakcji klienta. Przedstawione metody oceny są na tyle uniwersalnym narzędziem pomiarowym, że można je wykorzystać do oceny jakości wszystkich usług społecznych. Drugim argumentem przemawiającym za możliwościami zastosowania tych metod jest fakt, że badania te pozwalają zidentyfikować czynniki, które decydują o zadowoleniu odbiorców ze świadczenia usług oraz, co wydaje się bardzo istotne, z punktu widzenia racjonalności wydawania środków publicznych. Pozwala na usprawnianie realizacji usług w przyszłości. Artykuł ma charakter koncepcyjny.
An aim of considerations is to present proposals to apply the concept of assessment of quality of social services, based on assessment of customer’s satisfaction, in the process of contracting services by public organisations. For the purpose of aim implementation, there was applied the method of analysis and critical review of the subject literature. In result of the analysis, there are presented the possibilities to apply the concept of assessment of quality of social services based on customer’s satisfaction. The presented methods of assessment are such a universal measuring tool that it is possible to use them for assessment of quality of all social services. The second argument speaking in favour of possibilities to apply these methods is the fact that this research allows identification of the factors deciding customers’ satisfaction with services provision, what seems to be very important from the point of view reasonability of spending public funds. It allows improvement of services rendering in the future. The article is of the conceptual nature.
Цель рассуждений – представить предложения о применении концепции оценки качества социальных услуг, основанных на оценке удовлетворения клиента, в процессе контрактации услуг публичными организациями. Для осуществления цели применили метод анализа и критики литературы по пред- мету. В результате анализа представили возможности применения концепции оценки качества социальных услуг, основанных на удовлетворении клиента. Представленные методы оценки – настолько универсальный измерительный инструмент, что их можно использовать для оценки качества всех социальных услуг. Вторым аргументом в пользу возможностей применить эти методы является факт, что эти исследования позволяют выявить факторы, которые решают удовлетворение покупателей оказываемыми услугами, а также, что представляется весьма существенным, с точки зрения рациональности расходования публичных средств. Он позволяет повысить эффективность осуществления услуг в будущем. Статья имеет концептуальный характер.

The paper aims at presenting the conclusions of research encompassing: an analysis of the social participation of Poles living abroad alongside with a diagnosis of crucial determinants of that involvement, a diagnosis of their opinions concerning the functioning of Polish diaspora organisations, and the identifi cation of Poles’ readiness to become involved in such organisations. The analysis is based on empirical data collected during an internet survey among Poles living in 11 Western European countries and the USA and a qualitative study conducted among Polish diaspora elites in those countries. Results of the empirical research show that the surveyed Poles living abroad were characterised by: relatively low knowledge of Polish diaspora organisations, a low level of involvement in Polish diaspora organisations, and a low level of readiness for future involvement in such organisations. Moreover, the research proved low levels of the survey participants’ general involvement in three distinct aspects of social life: political, cultural and civil. The article also presents the main determinants of the diagnosed social phenomena.

The article presents the principles and the scope of cooperation between NGOs and the Ministry of National Defence in the context over the last five years. As a result of the conflict in the Ukraine, the Ministry of National Defence initiated action to enable wider than before the NGOs’ and military engagement in the system of the voluntary support of the reserve personnel training and other capacity building activities for the public defence. The article is the critical analysis of these projects.

The initial section of the article elaborates on diverse attitudes towards abortion, and specifies the number of abortions performed before and after the fall of the Soviet Union. The following section presents spatial characteristic of the performed abortions against the largest Russian administrative units. Regional conditioning has been analysed based on the number of abortions per 100 labours and number of abortions among women in labour age (between 15 and 49 years of age). The article also discusses the activity of non-governmental women organisations which aim at providing medical information and participate in the family planning initiatives. Finally, the article presents the rules and conditions of allowing to perform abortion and significant changes in Russian legislation on that issue.

Subject and purpose of the work: The commercial success of an organisation is based on its unique characteristics which make it stand out from its competitors. It can be the result of as many factors as there are many types of organisations and the goals they pursue. However, there are some invariants among them, which include leadership and management style associated with it. The purpose of this article is to demonstrate the possible ways of implementing the idea of a turquoise management model in organisations with strong knowledge-based leadership. Materials and methods: The subject of the study were medical entities of the SMEs group. A faceto-face and telephone interview with a person holding a leadership role in the treatment unit was chosen as the research method. Results and conclusions: An attempt was made to verify the thesis of the possible synergies between turquoise ideas and strong leadership. The paper demonstrates a natural evolution of the leadership model which has resulted from the generation Y and Z entering the labor market, which is characterised by features converging with the turquoise idea of management

The article aims to analyse the physical practising of gender by women in Polish nationalist organisations to reflect on what vision of the nation is reproduced by these embodied gender practices. Using information obtained from interviews and observations, I seek an answer to how the physical gender practices correspond to the logic of the gendered presence of women as members of a national community (Anthias & Yuval-Davis, 1989). One of the main conclusions of the analysis is that the physical body and the gender practices involved in it are a significant stronghold of reproducing the roles that the nation imposes on women. This is related to justifying cultural differences by referring to the biological differences between genders. What is particularly interesting, however, is the fact that the body and its physical capabilities provide space for gender transgressions beyond established norms.

The article presents the entitled fields in the framework of their mutual influence. The notion of the public sphere is valuable for understanding the role that civil society plays in transitional justice processes. However transitional justice often reduces the idea of civil society to NGOs and ignores the social movements and civic engagement in the public realm that can be perceived as integral to the creation of new cases for understanding justice in transition. This fact results in the lack of perception of the civil society place in transitional justice processes. Thus the presented paper is based on hermeneutics, critical discourse analysis and dialogue between various theoretical approaches.

Objectives: The core aim of this paper is to improve our knowledge base on the innovation process comparing how public and private organisations can develop abilities to innovate in order to cope with the challenges created by the changing priorities of the political market, the intensification of global competition and the higher speed of the technological changes. The authors intend to identify and compare the creative/learning capabilities of the workplaces in the EU-27 countries. Research Design & Methods: In testing empirically the various types of jobs our analysis uses the data sets of the fourth (2005), fifth (2010) and sixth (2015) waves of the European Working Conditions Survey (EWCS). The EWCS is a crosssectional survey taken in every five years since 1990, organised by the European Foundation for the Improvement of Living and Working Conditions (Eurofound, Dublin). The recent editions of this survey cover more than 40,000 workers in the EU member states and in various other European countries (Eurofound, 2017). We used a cluster analysis in order to identify three clusters of jobs in Europe and their prevalence in different countries and country groups. Findings: The data from the European Working Condition Surveys (2005, 2010 and 2015) shows that in the public administration boosts creative workplaces in all countries. The ability of organisations to mobilise their internal resources into efficient and dynamic routines depends on intangible resources (e.g. creativity) and less on such traditional tangible factors such as physical or financial sources. Powering public sector innovation is inhibited by the following major factors: unfavourable institutional settings; weak innovation leadership; lack of systematic knowledge of the innovation process; and a shortage of the systematic data collection at both the EU and Member State levels. Implications & Recommendations: The increasing rate of creative jobs may speed up the implementation of the “High-Engagement Civil Services” to improve both efficiency and quality of work in the public sector. A more profound and evidence-based understanding of the innovation processes at the workplace level would allow us to exploit the full potential thereof in terms of positive impacts on both employment and job quality. Contribution & Value Added: Despite the fact that innovation studies have been at the heart of socio-economic research for decades now, relatively little attention has been paid on innovation in the public sector. This research topic has gained more importance only in the 2010s and thus there is often a lack of empirical evidence for this sector, which plays a crucial role in all developed economies as a major employer as well as the main actor shaping the regulatory environment. This article is among the first attempts aimed at giving insights into the job characteristics of public sector organisations.
