Opis:
Along with technological progress, one can observe socio-economic changes taking place, and the transformation of the EU economy into a digital economy is an eloquent example. The scope of this transformation includes data, which plays an important role in the economy. This may be readily inferred from the European Strategy for Data published by the European Commission, which envisages a data-driven economy. The transformation towards a data-agile economy results in certain modification in the legal space. For instance, the proposal for a data governance regulation introduces an entity referred to as a data altruism organisation. The proposed act also requires EU Member States to designate a competent authority. This paper examines the functioning of said organisations and attempts to define their status, and discusses the duties of competent authorities which may possibly supervise the activities of data altruism organisations.

From feminist and critical point of view sport has been a sexist institution. Despite the women empowerment in sport they are still trivialized and marginalized. Research also shows that sport organizations may be exceptionally opposed to women, valuing hegemonic masculinity. Therefore the aim of this article is to check whether gender inequalities occur in Polish sports organizations and what is the scale of those inequalities in comparison to international and British organizations. The study used methods of examining official documents (information generated by other empirical data from official documents of the organisation). The sample consists of 17 Polish, 17 international and 17 British sports organisations. The results of research showed that in Polish sports organisations there are working less women than in the international and British organisations, there are also less women in committees and women committees (if they have been established). More women work in organisations which represent women-orientated sports disciplines.

The bill provides for the introduction into the Polish legal order of a new private law institution, i.e. the family foundation, the aim of which is to accumulate family wealth allowing capital to be retained in the country for many generations and increasing the potential for domestic investment. The beneficiaries of the foundation can be natural persons (including the founder) and non-governmental organisations carrying out public benefit activities, specified in the statutes by the founder. The bill also sets out mechanisms for the termination of a family foundation and its liquidation, which are similar to the solutions known in commercial companies’ law.

Scientific research into the use of social media in the activities of nonprofit organisations has focused mainly on the scale of their application and on the analysis of the static elements of the social media profile. The research presented in this article concerns the specific form of nonprofit organisation, namely public benefit organisations (PBOs). The aim of the article is, therefore, to identify the leading function of the content published on Twitter and to determine how this function translates into public engagement. During the research process, the content analysis method was used (a sample of 981 tweets was selected for this purpose). The results indicate that Twitter usage by Polish PBOs is of minor importance. Generally, with the exception of the largest organisations, the Twitter profile was primarily focused on delivering information only and, hence, was used in one-way communication.

Opis:
The formation of democratic state institutions after the transformation of the political system in 1989‒1990 enabled the “reconstruction” of the structures of a self-organised and self-acting society. The developing image of a civic society should rest on the creation of social institutions, on practical realisation of ethical values and on participation of the greatest possible number of people in public life. One of the forms of such self-organisation are non-governmental organisations also called the third sector. This term refers to organisations located between public administration (first sector) and the “market” – entities oriented towards profit-making (second sector, so called private sector). The city of Gdynia is one of the pioneers among local government bodies to start and develop cooperation with non-governmental organisations. Gdynia was the first township in Poland to legislate the “Programme for Cooperation with Non-Governmental Organisations” as an act of local law in 1995.
Budowanie demokratycznych instytucji państwa po przemianach ustrojowych przełomu lat 1989 i 1990 umożliwiło „odtworzenie” struktur samoorganizacji i samodziałania społeczeństwa. Kształtujący się wizerunek społeczeństwa obywatelskiego powinien opierać się na tworzeniu społecznych instytucji i praktycznej realizacji wartości etycznych oraz uczestnictwie jak najszerszej rzeszy ludzi w życie publiczne. Jedną z form takiej samoorganizacji są organizacje pozarządowe zwane trzecim sektorem. Terminem tym określa się organizacje znajdujące się między administracją publiczną (pierwszy sektor) a „rynkiem” – podmiotami nastawionymi na osiąganie zysku (drugi sektor, tzw. sektor prywatny). Miasto Gdynia należy do pionierów wśród samorządów nawiązujących i rozwijających współpracę z organizacjami pozarządowymi. Gdynia była pierwszym miastem w Polsce, które w 1995 r. uchwaliło „Program współpracy z organizacjami pozarządowymi”, będący aktem prawa lokalnego.

Italy is undoubtedly one of the key actors in the current international “migration crisis” in the Mediterranean region. The paper aims to provide an overview of both the opportunities and problems for the Italian integration policy as of today. The authors intend to indicate the role of civil organisations in the ‘Italian migration issue’ and to emphasize the uniqueness of their initiatives. The study will provide an insight into one of the major immigrant communities, the Africans, through the civil organisations which have been working with them. The paper, based especially on empirical field experiences, is the result of a two-and-a-half-year research in Italy with different scholarships, coupled with other field trips in several sub-Saharan African countries.

Taiwan’s limited participation in international organizations and institutions depends heavily on its unique, but troublesome position in the world. It results from the fact that in 1949, the Nationalist Party authorities of the Republic of China were established on Taiwan, after the lost war on the continent. Meanwhile, the victorious Communist Party established the People’s Republic of China in the mainland. Throughout the course of the history of divided China, both governments competed for the representation of China in international organizations, however Taiwan’s international presence was largely limited. For example, in 2015 Taiwan participated in 37 international organizations, in addition to the observer’s status in 21 other, most of them of a regional range. It resulted from the development of some alternative strategies, markedly exemplified by Taiwan’s participation in international organizations and institutions in the Asia-Pacific region.

The paper focuses on the financial cooperation of public administration bodies with public benefit organisations (PBOs) in the form of delegation or commissioning statutory public tasks. As a result of cooperation, a contract is concluded, which is preceded by an open bidding contest procedure. Nevertheless, there is no provision in the contest procedure which would constitute a substantive law basis for issuing an administrative decision or taking other actions referred to in art. 3(2)(4) of the Act of 30 August 2002 on the Administrative Court Procedure by a public administration body or an appointed contest committee.

Opis:
Currently the scope of the term ‘organisation” is broader than previously. It covers forms that are not only hierarchically coherent, homogeneous and integrated but also those less coherent, such as holdings, networking organisations and virtual organisations. Hitherto prevailing organisations more and more frequently start to simulate to wholes that in the general systems theory are implied as inorganic wholes. It is related to the introduction of the following phrases to the list of phrases describing organisations: ‘external elements‘, ‘immaterial resources‘, ‘symbolic resources‘, ‘stakeholders‘, ‘co-occurrence of co-operation and fight between elements‘ or ‘multiplicity of performed functions‘. There is a change in the way of perception, description, comprehension of a manager that corresponds with the change in forms of manifesting of organisations. The description of a manager changes from a ‘two-dimensional‘ to a ‘three-dimensional‘ and ‘holographic‘. So far a manager was seen as one managing a system or ‘sub-organisation‘, and the results of his operation were applied to ‘the whole system‘. Therefore a manager was a link between the sub-organisation and the whole system. Nowadays a manager should be perceived as a link between three systems and each of those is a dimension of its description. The first dimension refers to the functioning system – which is the organisation (unit, process, organisation as a whole) that is managed. The second dimension is a dimension of the formal organisation that a manager contributes to, in favour of which he functions, where he is as a manager, also with which he is identified by an external observer. The third dimension is a dimension of an inorganic whole, relates to a system reflecting the scope of a manager’s activity and stakeholders system, where a manager acts as a politician – agrees the interests of people and social groups that are within the zone of operations of his organisation.

The article’s aim is to analyse the role of non-governmental organisations (NGOs) and their crucial ability of activeness under critical circumstances such as the transformation of a state. Starting in the 1990s, the studies were mainly focused on NGOs’ role as development actors in social and institutional formations. New research makes particular accents on their role in political and social discourses both in Georgia and Ukraine, which enriches the science with new empirical material related to the involvement of civil society organisations (CSOs) in the state progress and legislation processes. This article is an attempt to provide an argument for moving forward research on NGOs/CSOs within political science and international relations via comparing the institutional involvement of NGOs in two development-oriented countries – Georgia and Ukraine.
