Opis:
The paper is dedicated to the Knowledge Management Information Systems (KMIS) as support tools for knowledge workers (KWs) activities. The general aim of the paper is to analyze the currently used systems and find out whether they meet all the requirements of KWs in the Knowledge Management (KM) process. To clarify the subjects of the research, the notions KWs and KMIS are presented in the form of concept maps. To specify the demands of KWs as for the software tools that assist them in the process of KM, the typology of KWs tasks was developed. Operation of the KMIS is examined from the point of view of their compatibility with the tasks and actions performed by KWs – in order to enhance functionality of the existing systems. The systems are divided into groups, each of them matched with a particular KM task. A case study of the open-source platform Moodle is given as a justification of the fact that support quality of KMIS presently requires improvements

Data collected through an online survey and through a number of detailed company assessments throw light on the relative strengths and weaknesses of different elements of Knowledge Management (KM) frameworks as applied globally. The online survey –a quick self-administered test, shows the strongest elements within the framework to be Technology and Behaviors and Culture. The weakest elements are KM Governance and KM Roles. The assessment – a detailed diagnostic process based on in-depth interviews, shows the strongest elements within the framework to be Technology and the Discussion of Knowledge. The weakest elements are KM Governance and KM Roles. A comparison of the results from the two sources is reassuringly close. More data may allow a more detailed analysis. Preliminary results suggest that national culture may influence the development of Knowledge Management Frameworks, with a correlation between strong Individuality and weak KM Governance and Roles.

Objectives: The main objectives of this paper are to determine the conditions of the transfer of knowledge in municipal enterprises, to identify the subprocesses of knowledge transfer along with the methods used in their implementation, and to determine the rules for knowledge transfer recommended for use in municipal enterprises. Research Design & Methods: The literature studies method, the critical analysis method and a case study was used with the support of surveys and in-depth interviews. Findings: It was found that in the studied organisation – Cracow Waterworks – there are favourable conditions for knowledge transfer. One takes actions aiming at shaping organisational culture based on mutual trust, focused on promotion and support of transfers, including knowledge sharing. It seems that the management, in its daily organisational behaviour and actual attitudes, meets standards and values focused on team forms of work organisation, the creation of a supportive atmosphere, respect for the rule of reciprocity, promoting altruistic attitude in sharing knowledge, and building positive the reputation of a given employee. Indisputably, these phenomena are catalysed by a sense of safety of employment and average job seniority. Implications / Recommendations: Main recommendations for the surveyed organisation (Cracow Waterworks) are to focus on acquiring knowledge from outside the organisation and sharing, especially tacit knowledge. It was noticed that in the studied municipal company knowledge is shared only through direct interactions, most often through individual and direct contact, often in the form of tacit knowledge. More efforts are needed to expand the organisational level of knowledge sharing - here support can be sought via technical solutions, preserving the context of motivational system and the organisational culture. A reliable social and technical infrastructure of the knowledge environment should also be built. Another important challenge should be to construct a system of knowledge transfer that takes into account its inter-organisational dimension. It is recommended to shape an appropriate organisational culture – culture promoting knowledge – and create an appropriate context for the implementation of this process with the participation of knowledge. Contribution / Value Added: Taking into account the conditions of operation of municipal enterprises, general principles and detailed guidelines have been formulated to support the effective implementation of the knowledge transfer process in these specific organisations operating in the special context of municipal management.

This paper summarizes our preliminary experiences with implementing some of the ideas lying behind the concept of creative environment. Research group at the National Institute of Telecommunications has developed a prototype framework for collaborative knowledge acquisition and sharing, called PrOnto. At the moment the artifacts we organize and share are typical sources of scientific knowledge, namely journal papers and web pages. In PrOnto we introduce two interrelated explicit levels of knowledge representation: keywords and ontological concepts. Each user of the framework maintains his own ontological profile, consisting of concepts and each concept is, in turn, by subjective user's decision, related to a set of weighted keywords that define its meaning. Furthermore, dedicated indexing engine is responsible for objectively establishing correspondence between documents and keywords, or in other words, the measure of representativeness of the keyword to document's content. Developing an appropriate knowledge model is a preliminary step to share it efficiently. We believe that higher level representation facilitates exploration of other people's areas of interest. PrOnto gives an opportunity to browse knowledge artifacts from the conceptual point of view of any user registered in the system. The paper presents the ideas behind the PrOnto framework, gives an outline of its components and finalizes with a number of conclusions and proposals for futuren enhancements.

For the location of new activities in CEE, a helpful factor was sobering up of the European companies from the Indian euphoria. Because of different, lower-level property rights, difficulties in intercultural communication and, very often, only superficial knowledge of the topic, the companies stopped outsourcing of some more sensitive activities to India or China. From the global point of view the “CEE miracle” is hard to compare with Asia, if in 2006 the CEE region received only a little more than $2B, in comparison to $386.5B worldwide (Třešňák 2007). But it brings new high-quality working places and highly embedded investments; additionally the multiplying effect is also much higher than in mounting factories activities. Outsourcing also supports motivation for education, world languages knowledge, travelling, and other positive phenomena. There are no or only very few risks. Who can be the competitor in the region? Economists do not suppose that the investment boom will stop in the near future. But Bulgaria, Romania, Ukraine, and maybe countries of former Yugoslavia are perceived as direct future competitors of the Vysehrad region. Despite the fact that we can observe a geographical trend towards selective concentration of these quaternary activities to big centres, especially metropolitan regions, and increasing polarisation between regions, positive effects for the country as a whole prevail. An important role of FDI localisation is played by the presence of technical universities and other „soft“ infrastructure. They do not bring the highest number of created jobs, but they are crucial in embedding other economic activities.

The article discusses the problem of knowledge representation language selection for domain ontologies. In the article the use of ontology as a tool of knowledge representation was presented and the analysis of logical formalisms such as frames, logic programs, description logic, first-order logic and common logic was carried out. Then a number of classic and markup based knowledge representation languages were analysed: Ontolingua, LOOM, OCML, FLogic, SHOE, RDF(S), OWL, OWL2. Based on the analysis of literature relationships and dependencies between versions and profiles of the OWL language were systematised. The article ends with the conclusion, according to which OWL 2 DL language is the most expressive language of retaining decidability, and therefore it is characterized by the highest applicability in the construction of domain ontologies allowing inference.

Opis:
The purpose of this article is to present a mental model of knowledge as a concept map as an input to knowledge management (KM) investigations. This article’s extended knowledge concept map can serve as a resource where the investigation, development, or application of knowledge would be served with a broad mental model of knowledge. Previously unrelated concepts are related; knowledge concepts can sometimes be expressed as a range, i.e., certainty related states: view, opinion, sentiment, persuasion, belief, and conviction. Extrathesis is identified as a potential skill level higher than synthesis, and associated with the concepts: discovery, institution, insight (the event), revelation, or illumination that precedes innovation. Qualitative methods were used to gather and document concepts. System engineering and object analysis methods were applied to define and relate concepts. However, the theoretical sampling and theoretical saturation methods applied do not guarantee all appropriate concepts have been identified. Given the breadth, depth, and dimensionality of concepts of knowledge, later researchers may add additional concepts. This article provides evidence of additional things people know, an alternative to psychology’s acquaintanceship, understanding and placement of newer categorizations of knowledge in relation to older ones, and suggests that ranges for knowledge terms exist. This article extends the 2015 paper on this topic by: 1) taking a deeper look into epistemological terms and relationships, 2) providing contextual definitions, 3) suggesting extrathesis as an idea beyond synthesis, 4) updating the concept map; and 5) providing new insight on the overloaded knows including adding an eleventh know. It provides a much more solid basis for KM investigations than typical presentations, providing a broad understanding of knowledge that is beneficial.

Opis:
The submitted paper proposes that the emergence of the knowledge based society does not primarily depend on the structural conditioning of its functioning, its technological infrastructure or proper management of information space, etc., but rather on the quality of knowledge which is at people’s disposal and which is to a large extent shaped by the school. The analysis of parameters of the school knowledge which is currently implemented at schools reveals that the formation of graduates does not meet the requirements of the age of the knowledge based society. It can be, thus, extrapolated that the knowledge based society (not to be confused with society whose economy is based on knowledge) still remains a rather remote prospect. Thus, in order to make it a nearer perspective, radical steps must be undertaken to reform institutions responsible for the condition of individual awareness, which applies particularly to schools.

Opis:
Nowadays, many organizations are aware of the importance of knowledge, they see the need for knowledge management and treat it as a strategic resource. Organizations are enhancing their knowledge resources in a conscious manner. According to E. Skrzypek knowledge management becomes the basis for creative thinking and transfers an organization to a higher level of functioning. Based on literature studies one can conclude that knowledge has become a major factor in the competitiveness of the organization and growth generated by the benefits thereof. The purpose of the article was to present knowledge, knowledge management and related issues as important factors in the organization. The next objective of the article was to determine whether organizations in the Lublin area are interested in knowledge management and inpresenting their experiences in this area. This was done using results of studies conducted in 2014 among or-ganizations located in the Lublin area. The research show that almost all the respondents encountered the concept of knowledge management. The respondents indicated that they believed the in-troduction of knowledge management could bring benefit for their organizations. They referred to some factors, such as: sharing of knowledge, innovation, using tools to support knowledge management in their organizations. The test results show that the majority of organizations in the Lublin area see the need for knowledge management. This is extremely important from the point of view of innovation and competitiveness of the organization.

Opis:
Purpose: The purpose of this article is to characterize the process of knowledge management in business clusters in terms of the benefi ts for the cluster members. The paper examines which mechanisms within the clusters promote knowledge creation between companies and other institutions. Methodology: The literature review is based on databases of books and scientifi c articles, such as EBSCO, Elsevier, JSTOR, Springer, and the Oxford Library and Kingston University London Library. The analysis of the literaturę is focused around the concepts of business clusters, knowledge management in organizations, knowledge management in clusters. Findings: The literature presented in this paper shows that network forms of organization such as clusters are conducive to inter-fi rm knowledge and skill development. Clusters as a type of network turn out to be a highly structured model of knowledge development, transfer and diffusion, produced by the interaction of social and economic relations within cluster institutions. Research implications: The article constitutes a combination of two theoretical aspects – knowledge management and business clusters. The theoretical conclusions of the literature review, mostly foreign literature, provide a basis for research in that area. Practical implications: In the Polish literature on the subject the aspect of knowledge management in business clusters has not yet been discussed. The conclusions of the presented literature analysis provide a basis for research and the development of practical recommendations for cluster managers. Knowledge-based clusters can serve as an example for developing clusters in the world. They are often clustered around research centers, making it possible to improve the exchange of knowledge between the cluster members and also providing the opportunity to better connect the world of science and business. Originality: The author has presented a unique mix of theory, knowledge management and business clusters and has demonstrated that one of the benefi ts of business clusters is their ability to generate knowledge by combining existing information and data from internal databases of businesses within clusters with the infl ux of new information. Formal contacts between the employees of the cooperating institutions provide general knowledge and best practices based on collective knowledge. While informal contacts are important channels for the transfer of tacit knowledge, the so-called operational know-how.

Knowledge flow between employees is an important process that influences both effectiveness and innovativeness. Among the antecedences of the employees’ knowledge sharing behaviour are the physical structure of the organization and the decisions concerning placement of individuals in the work space. The paper examines how organizational architecture and location of employees is related with different types of knowledge sharing. In this case study research the work place observation and content analysis of interviewees were applied. The study was done in the Quality Department in Polish subsidiary of multinational concern. It turned out that where there was the greater physical distance between employees and limited visual contact, the responsive knowledge sharing was favoured. Moreover, the more open was the work space where employees from different departments were located, the employees looked for the cloistered areas to share knowledge and that process was less spontaneous. In order to eliminate the spatial constrains to knowledge sharing, the group leaders in the department, regularly organized meetings facilitating knowledge flow in the groups.

Opis:
Currently, we are witnessing the second la belle epoque characterised by huge economic and social inequalities. Striving for a good state of society aims to reduce the inequalities conditioned by access to knowledge. One of the methods to reach this goal can consist of the conscious shaping of knowledge transfer between particular groups of knowledge agents. representing diverse, often overlapping, social and organisational categories. The purpose of this study is to check what sub-processes of knowledge transfer are implemented in specific groups of knowledge agents and what their context is from the perspective of the tools used, the main principles and the standards of behaviour. The main research hypothesis is that the course of knowledge transfer process depends on the fact of which groups of knowledge agents it concerns. Using the method of critical analysis and surveys supported by in-depth interviews, it was determined that knowledge sharing is the domain of professionals and the intergenerational dimension of knowledge transfer. Knowledge acquisition is most often carried out at the level of specialists' relations with other employees and at the intergenerational level. Knowledge sharing is a domain of specialists, and usually takes place during their contacts with other employees, while knowledge dissemination is the prime sub-process of the hierarchical dimension of knowledge transfer.

The KM practices assessed were Knowledge Perception (KP), Knowledge Gathering (KG), Knowledge Creation (KC), Knowledge Sharing (KS), Knowledge Diffusion (KD), and Knowledge Retention (KR) and compared across the three regions to understand the similarities and differences in KM practices. Data was collected through a structured questionnaire and distributed online among faculty members of various universities in Europe, Asia and GCC countries. To draw meaningful inferences, scales for reliability, one-way ANOVA and Ttest were used to analyze, compare and interpret the data. The results indicate that there are no significant differences among the higher education institutions regarding KP, KC, KS, and KD. There is, however, a significant difference with regards to KG and KR. The findings of the study help to serve as input to higher education institutions from three different regions in developing best practices of KM for improving performance.
Ocenione praktyki KM obejmowały postrzeganie wiedzy (KP), gromadzenie wiedzy (KG), tworzenie wiedzy (KC), dzielenie się wiedzą (KS), rozpowszechnianie wiedzy (KD) i zatrzymywanie wiedzy (KR) i porównano je w trzech regionach, aby zrozumieć podobieństwa i różnice w praktykach KM. Dane zebrano za pomocą ustrukturyzowanego kwestionariusza i rozprowadzono online wśród wykładowców różnych uniwersytetów w Europie, Azji i krajach GCC. Aby wyciągnąć znaczące wnioski, do analizy, porównania i interpretacji danych wykorzystano skale niezawodności, jednokierunkową ANOVA i test T. Wyniki wskazują, że nie ma istotnych różnic między uczelniami pod względem KP, KC, KS i KD. Istnieje jednak znacząca różnica w odniesieniu do KG i KR. Wyniki badania pomagają instytucjom szkolnictwa wyższego z trzech różnych regionów opracować najlepsze praktyki KM w celu poprawy wyników.

Opis:
W artykule rozważam sposoby precyzacji pojęcia wiedzy interdyscyplinarnej oraz wybrane problemy, które rodzi jego konceptualizacja. By uzyskać częściowo sprawozdawczą a częściowo projektującą (regulującą) defi nicję terminu wiedza interdyscyplinarna, przedstawiam wyniki analizy pojęcia wiedzy interdyscyplinarnej z punktu widzenia jej cech konstytutywnych, zwłaszcza funkcji integrującej i syntetyzującej elementy różnych metodologicznie dyscyplin naukowych.
The article addresses the problem of clarifi cation of the notion of interdisciplinary knowledge and discusses some conceptual problems with such kind of knowledge. To achieve a partly descriptive and a party normative (regulative) defi nition of the term interdisciplinary knowledge, I analyze the concept of interdisciplinary knowledge and discuss its constitutive features. The most important feature (and function) of interdisciplinary knowledge seems to be the integration and synthesis of methodologically different parts of disciplinary knowledge. This can occur in different – fi rmer or weaker – forms. Depending on the kind of integration (synthesis) of elements from different disciplines, we only sometimes get an integrated knowledge called interdisciplinary knowledge. However, in many cases the achieved knowledge is a disciplinary one.

Opis:
This paper focuses on essence and relationships between information society (IS) and knowledge economy (KE) concepts. The aim of this article is twofold. The first objective is to denominate the conceptual framework and relationships between IS and KE conceptions. The second is to present dependencies between the indexes of IS and KE development level in selected countries. Firstly, based on the notional relations between information and knowledge, there are characterized the relationships between concepts of information society, knowledge economy and knowledge society (KS). Secondly, using popular composite indexes evaluating the degree of IS and KE development i.e. Networked Readiness Index (NRI), ICT Development Index (IDI), Knowledge Economy Index (KEI) and Summary Innovation Index (SII), there were studied corelations between information society and knowledge economy in 34 selected countries in 2012. The paper concludes by stating limits and implications for further research. This work contributes to systematization and integration of knowledge about the mutually permeable conceptions of information society and knowledge economy.

Opis:
In this paper, the notion of the classical theory of knowledge is analysed with reference to its primary source – the philosophy of Plato. A point of departure for this analysis is the description of the classical theory of knowledge presented by Jan Woleński in his book Epistemology (but it can be also found in the works of other researchers devoted to epistemology). His statements about Plato are examined in the context of Plato’s thought. The dialogues Apology, Gorgias, Meno, fragments of the Republic, Theaetetus, Timaeus and the testimonies about the so-called agrapha dogmata are especially taken into consideration.

The article aimsat deepening teachers’ responsibility and raising their awareness while organizing and managing the educational process, covering the reflective skills whose quality is reflected in teachers’ moral approaches. Morality performs a significant role when it comes to conducting the educational process. That is why discussion of issues of teachers’ knowledge seems to be important. Specifying its components means that we can see teachers‘ influence on pupils’ moral development, particularly when teachers are regarded as moral models by young students. Being conscious of this fact obliges teachers to perform self-moral developmental work which is then transferred into the pedagogic and didactic fields. The components of teachers’ knowledge understood in a perspective of creative, effective, reflective and practical implementation become meaningful.
