Weight elicitation is an important part of multi-criteria decision analysis. In real-life decisionmaking problems precise information is seldom available, and providing weights is often cognitively demanding as well as very time- and effort-consuming. The judgment of decision-makers (DMs) depends on their knowledge, skills, experience, personality, and available information. One of the weights determination approaches is ranking the criteria and converting the resulting ranking into numerical values. The best known and most widely used are rank sum, rank reciprocal and centroid weights techniques. The goal of this paper is to extend rank ordering criteria weighting methods for imprecise data, especially fuzzy data. Since human judgments, including preferences, are often vague and cannot be expressed by exact numerical values, the application of fuzzy concepts in elicitation weights is deemed relevant. The methods built on the ideas of rank order techniques take into account imprecise information about rank. The fuzzy rank sum, fuzzy rank reciprocal, and fuzzy centroid weights techniques are proposed. The weights obtained for each criterion are triangular fuzzy numbers. The proposed fuzzy rank ordering criteria weighting methods can be easily implemented into decision support systems. Numerical examples are provided to illustrate the practicality and validity of the proposed methods.

The paper presents standards related to ultrasound imaging of the cerebral vasculature and structures. The aim of this paper is to standardize both the performance and description of ultrasound imaging of the extracranial and intracranial cerebral arteries as well as a study of a specific brain structure, i.e. substantia nigra hyperechogenicity. The following aspects are included in the description of standards for each ultrasonographic method: equipment requirements, patient preparation, study technique and documentation as well as the required elements of ultrasound description. Practical criteria for the diagnosis of certain pathologies in accordance with the latest literature were also presented. Furthermore, additional comments were included in some of the sections. Part I discusses standards for the performance, documentation and description of different ultrasound methods (Duplex, Doppler). Part II and III are devoted to standards for specific clinical situations (vasospasm, monitoring after the acute stage of stroke, detection of a right-to-left shunts, confirmation of the arrest of the cerebral circulation, an assessment of the functional efficiency of circle of Willis, an assessment of the cerebrovascular vasomotor reserve as well as the measurement of substantia nigra hyperechogenicity).
W artykule przedstawiono podstawowe standardy dotyczące badania układu naczyniowego i struktur mózgu metodą ultrasonograficzną. Celem opracowania jest ujednolicenie wykonywania i opisu badań ultrasonograficznych tętnic domózgowych zewnątrz- i wewnątrzczaszkowych oraz specyficznego badania struktur mózgowia – hiperechogeniczności istoty czarnej. Opis standardu badania każdą z metod ultrasonograficznych obejmuje: wymagania aparaturowe, przygotowanie do badania, technikę wykonania badania, dokumentację badania oraz obowiązkowe elementy opisu badania. Przedstawiono także praktyczne kryteria rozpoznania poszczególnych patologii, z uwzględnieniem najnowszego piśmiennictwa. W niektórych podrozdziałach zawarto również uwagi uzupełniające. W części I omówiono standardy wykonania, dokumentacji i opisu badań poszczególnymi metodami ultrasonograficznymi (badanie dupleksowe, badanie dopplerowskie). W części II i III opisano standardy dotyczące poszczególnych sytuacji klinicznych (skurcz naczyniowy, monitorowanie ostrego okresu udaru mózgu, wykrywanie bezpośredniego przecieku z krążenia małego – prawego do dużego – lewego, potwierdzanie zatrzymania krążenia mózgowego, ocena wydolności koła tętniczego mózgu, badanie rezerwy wazomotorycznej naczyń mózgowych i badanie hiperechogeniczności istoty czarnej).

Opis:
EU Biodiversity Strategy for 2030 aims to restore 25,000 km of free-flowing rivers across Europe. The critical issue is which barriers should be prioritised for removal. In this study, a set of socio-economic and environmental criteria was chosen to rank the dams on salmonid rivers in Lithuania and recommend them for removal. As these criteria usually contradict themselves, the multi-criteria decision analysis tool was utilised. The results showed that the Anykščiai dam on the river Šventoji could be recommended to be removed first. The removal can significantly increase the salmonid population in the river Šventoji over a significant stretch of the river. Also, this dam is in a protected area, is not listed as a national heritage, and does not have a hydropower plant. Although, this study showed that dams with hydropower plants could also be recommended for removal.

Building investment projects, both during the construction work and afterwards, have a certain impact on the natural environment when a raised structure is used. Depending on the character, size and location of a planned structure, such influences will vary. At the stage of planning a new development, investors are obliged to execute several procedures connected with the preservation of nature, for example they prepare several variants of the planned investment and evaluate which one will have the weakest effect on the environment. Assessment of variants is based on a series of criteria, and the final outcome is not always unambiguous. Hence, when trying to establish the importance of each criterion, it is advisable to apply efficient decision support methods. One option is to use multi-criteria analytical methods. However, for such methods to be applicable, an investor must prepare a wealth of information. The first stage preceding the actual analysis of variants is to define the assessment criteria and assign to them appropriate weights (importance). This stage requires the participation of experts, who – through questionnaires and interviews – express their opinions on the criteria that must be included and on their importance. This article contains a model procedure implemented for the sake of determination of the importance of parameters, which includes the methodology used for assessment and ranking of parameters. The approach presented in this paper demonstrates the usefulness of multi-criteria analytical methods when making an evaluation pertaining to the impact of a building investment on the environment.

In this work we obtained the solution of increasing of adequacy of models of multicriteria evaluation for the project and management decision support systems. Modifications of the utility functions of partial criteria and the procedure for calculating their values are proposed, which makes it possible to improve the accuracy of approximation of the preferences of the person making the decision, as well as significantly reduce the time for calculating their values. For the parametric synthesis of universal multicriteria estimation models based on the Kolmogorov-Gabor polynomial, an improvement in the method of comparator identification by calculating the Chebyshev point and the discrepancy vector is proposed.

Artykuł przedstawia wyniki prac związanych z zastosowaniem metodyki Common Criteria (ISO/IECI5408) w projektowaniu czujników gazometrycznych, które spełniają wymagania stawiane górniczym urządzeniom budowy przeciwwybuchowej. Omówiono kluczowe założenia standardu Common Criteria oraz poszczególne etapy tworzenia dokumentu Security Target opisującego koncepcję bezpieczeństwa dla oceny przykładowego czujnika gazometrycznego. Opisano konstrukcję teoretycznego urządzenia, określono wszystkie zasoby, których scharakteryzowanie niezbędne jest do zdefiniowania problemu bezpieczeństwa. Omówiono podmioty związane z produkcją i użytkowaniem czujnika, zagrożenia, które mogą w negatywny sposób wpłynąć na bezpieczeństwo urządzenia oraz przedstawiono założenia dotyczące jego pracy.
The article features the results of works related to the use of the Common Criteria methodology (ISO/IEC15408) in the construction of gas measuring sensors which comply with the requirements for anti-explosion mining devices. The key assumptions of the Common Criteria standard were presented along with particular phases of creating a Security Target document which describes a security concept for the assessment of a gas measuring sensor. The authors presented the structure of this theoretical device and determined all assets whose description is indispensable to define the security problem. The subjects related to the production and exploitation of the sensor were characterized, as well as threats which may negatively influence the security of the device. Finally, the assumptions concerning the sensor operations were described.

Artykuł jest wynikiem analiz związanych z realizacją projektu "Środowisko rozwojowe produktów i systemów informatycznych o podwyższonych wymaganiach bezpieczeństwa - CCMODE". W artykule zawarto krótkie wprowadzenie do rodziny standardów Common Criteria przeznaczonych do oceny i projektowania zabezpieczeń teleinformatycznych, następnie omówiono wyniki pierwszych dwóch zadań projektu CCMODE uwzględniających zagadnienia certyfikacji lokalnego środowiska rozwojowego. Dalej przedstawiono najważniejsze korzyści wynikające ze stosowania certyfikacji lokalnego środowiska rozwojowego w praktyce; scharakteryzowano aktualny stan i główne kierunki prac badawczych prowadzonych na świecie przez kluczowe ośrodki zajmujące się tą tematyką. Na zakończenie artykułu przedstawiono podstawowe definicje, wymagania, procedury oraz noty aplikacyjne niezbędne do poprawnego prowadzenia procesu certyfikacji lokalnego środowiska rozwojowego bezpiecznych produktów lub systemów IT.
The article is the result of analyses conducted within the project "CCMODE - Common Criteria compliant Modular Open TT security Development Environment". The article features a short introduction to the Common Criteria standards which have been created to evaluate and develop IT security measures. Then the results of the first two tasks of the project were presented. The tasks were focused on the site certification issues. Later in the article the authors described the most important practical advantages brought about by site certification, as well as characterized the current state and major directions of research conducted by top world organizations involved in this domain. Finally, basic definitions, requirements, procedures, and application notes were presented. They are indispensable to properly carry out the sited certification process of secure IT products or systems.

Out of the four constitutional audit criteria, on the basis of which NIK assesses the activity of audited entities, there is not much literature dedicated to integrity. The available literature usually provides a lexical definition of integrity only, emphasises its symbolic nature or presents it as a criterion that is inferior to legality and efficacy. The attempts that have been made to interpret the criterion of integrity do not refer to the practical interpretation that dates back to 1949. Whereas NIK, due to the lack of a legal definition, frequently used its right to define the standards of behaving with integrity in an authoritative manner. In his article, the author emphasises the importance of NIK’s defining of integrity in the non-legal and normative context, as well as presents the results of analyses of audit statements from seven Regional Branches of NIK, which prove that the interpretations adopted do not always fall into the available understanding of the notion of integrity.

Analysis of the gait stability of a man moving along an even surface with a constant velocity is presented. The stability criteria applied to biped robots, namely: the Zero Moment Point (ZMP) and the Ground projection of the Center Of Mass (GCOM) have been employed in the investigations. The analysis has been carried out on the basis of measurement data obtained from the human gait recorded wit h a digital camera.
Artykuł przedstawia analizę stabilności chodu człowieka poruszającego się po równej poziomej powierzchni. W badaniach wykorzystano dwa kryteria stateczności: ZMP (Zero Moment Point) i GCOM (Ground projection of the Center Of Mass) stosowane w odniesieniu do robotów dwunożnych. Analizę przeprowadzono na podstawie zarejestrowanych za pomocą kamer cyfrowych danych dotyczących trajektorii wybranych punktów.

The paper addresses the issue of multiple criteria rankings of infrastructural projects (buildings, roads, etc.). Although the amount of literature devoted to this subject is considerable, all methods proposed produce subjective rankings, dependent on a direct or indirect definition of weighting coefficients applicable to subsequent evaluation criteria. Infrastructural projects are usually selected and approved collegially, however, by a group of decision makers with preferences that may potentially differ significantly. Therefore, an objectified ranking, independent from subjectively defined weighting coefficients, is needed for infrastructural projects. Such a ranking is proposed, analyzed and applied by the authors of this paper. This ranking depends originally only on the multiple objective evaluation data, i.e. the values of evaluation criteria related to decision scenarios or alternatives. Such an approach does not render a fully objective ranking, since one of this kind does not exist at all. Even the choice of the ranking method is a subjective decision, but it is objectified to the extent possible. The paper presents several examples of multiple criteria evaluation of infrastructural projects, derived from literature, and compares subjective rankings published in literature with objectified rankings that are independent of weighting coefficients.

Criteria weight inference is a crucial step for most of multi-criteria methods. However, criteria weights are often determined directly by the decision-maker (DM) which makes the results unreliable. Therefore, to overcome the imprecise weighting, we suggest the use of the preference programming technique. Instead of obtaining criteria weights directly from the DM, we infer them in a more objective manner to avoid the subjectivity and the unreliability of the results. Our aim is to elicit the ARAS-H criteria weights at each level of the hierarchy tree via mathematical programming, taking into account the DM’s preferences. To put it differently, starting from preference information provided by the DM, we proceed to model our constraints. The ARAS-H method is an extension of the classical ARAS method for the case of hierarchically structured criteria. We adopt a bottom-up approach in order to elicit ARAS-H criteria weights, that is, we start by determining the elementary criteria weights (i.e. the criteria at the lowest level of the hierarchy tree). The solution of the linear programs is obtained using LINGO software. The main contribution of our criteria weight elicitation procedure is in overcoming imprecise weighting without excluding the DM from the decision making process.

The article points out some challenges to classify the idiomatic expressions of football in French. It shows that the basic semantic criteria of compositionality and transparence, and therefore the distinction between collocations and idioms, are to be studied in relation with the football terminology, the context itself and the language register. These elements influence the transparence of expressions, effecting on the category within the collocations (regular, transparent, opaque) and can even result in changes between the main groups of collocations and idioms.

Ces facteurs influencent sur la transparence et de ce fait sur la classification des expressions idiomatiques du football, entraînant des glissements entre les sous-catégories de collocations (régulières, transparentes, opaques), voire entre les collocations et les locutions.

Opis:
Development trends (Research Trends) in scientific research on the methods of Multiple Criteria Decision Making (MCDM) and Multiple Criteria Decision Analysis (MCDA) in agriculture are analyzed. Established bibliometric techniques are applied. MCDA/MCDM methods are being very intensively developed in recent years, as evidenced by the number of scientific papers published annually in renowned scientific journals indexed in the Web of Science (WoS) database. In the years 1979-2015 a total of 1,355 scientific articles were collected in the database. The number of articles published annually increased rapidly after 2005. Besides, the annual number of citations of the publications is increasing. Research on MCDA/MCDM is conducted in many research areas. In the years 1984-2015 the Web of Science database accumulated 27 scientific publications on MCDA/MCDM in agriculture area. Therefore, it can be concluded that the MCDA/MCDM issues are currently not sufficiently analyzed in relation to agriculture. In the future this subject will probably be further developed, an increasing number of scientists will conduct research on the MCDA/MCDM and the annual number of articles published in the field will increase.

Analiza wielokryterialna jest często stosowaną metodą wyboru optymalnego rozwiązania przedsięwzięcia. W prezentowanej analizie zastosowano cztery kryteria: funkcjonalno-ruchowe, kosztowe, środowiskowe i społeczne oraz możliwości etapowania. Analiza wrażliwości jest prostą techniką analityczną pozwalającą na badanie wpływu zmiany kryteriów analizy wielokryterialnej na ostateczny wynik wyboru koncepcji. Analiza odpowiada na pytanie czy wybrany wariant przedsięwzięcia jest „stabilny”, tzn. odporny na zmianę wcześniej założonych kryteriów. Analiza przepustowości pozwala ustalić poziom swobody ruchu i wyznaczyć liczbę pasów ruchu.
Multi-criteria analysis is a common method of choosing the optimal solution for specific project. Four criteria were used here: functional-utility, cost, environmental and social, and staged capabilities. Sensitivity analysis is a simple analytical technique that allows to study the impact of changing the criteria of multi-criteria analysis on the final outcome of the concept selection. It answers the question whether the chosen option of the project is “stable”, that is resistant to the change of previously established criteria. Capacity analysis allows to determine the level of service and the number of lanes.

Opis:
Selected issues of component importance analysis for complex technical systems have been presented in this paper. A generic example of a complex technical system and selected statistics of operating losses have been described. A description and diagrams of both qualitative and quantitative importance analysis have also been included. The most significant problems facing complex technical system modelling have been pointed out. A multi-criteria system component importance analysis and the basic criteria for a system component quality evaluation have also been introduced. Some factors influencing the importance of the technical system’s components have also been described. Finally, the necessity of further developing importance analysis methods for machinery operation has been highlighted.

The paper is aimed at presenting ontological and methodological grounds of randomness and chaosity concepts, as well as, considering their forms and degrees. There were made some efforts to make a synthesis of different approaches to the analysis of these concepts.

Most of multiple criteria scheduling problems are NP-hard, so that exact procedures can only solve small problems and with two criteria. The complexity and the diversity of multiple criteria scheduling problems resulted in many alternative approaches to solve them. Exact and approximate procedures proposed in the literature are mainly dedicated to the problem to be solved and their performance depends on the problem data, on the criteria optimized, and are generally difficult to implement. We propose in this paper a Tabu Search approach to multiple criteria scheduling problems. The proposed procedure is a general flexible method, able to solve hard multiple criteria scheduling problems, easy to implement, and providing a set of potential efficient schedules. The criteria are any combination chosen from (C[sub max],T[sub max], L, N[sub T] and F).

Opis:
The study deals with operation quality assessment of operating complex systems especially transport ones. It has been established that assessment of their operation quality depends on fulfilment level of specified criteria. Thus, determination of a set of criteria in terms of their quantity and significance is of great importance. Since the considerations refer to socio-technical systems of the type: human machine and environment , and especially municipal transport systems, these criteria account for human actions, machine operation (transport means) and the impact of factors coming from the environment. The basis of their operation quality is provided by a set of significant, variable in time, measurable and independent features whose values, in a given time period, determine the fulfilment degree of the specified criteria. .On the basis of fulfilment degree of the distinguished criteria, an assessment of operation quality and classification of the considered transport systems are made. In this study, one way of choosing the criteria has been proposed. This method is based on square matrixes and questionnaire survey, which are usedfor establishing their influence on the transport system operation quality, for selected transport means, used in urban complexes.

The conception of durable and sustainable development has been created on the ground of the crisis in the European agriculture. The construction of the tools and models for the estimation of farms sustainable development level is necessary in foreseeable future in Poland. The mythological trial of systematization of the principal indicators groups on this estimation is presented in this paper.
Celem niniejszej pracy jest próba systematyzacji i zdefiniowanie kryteriów oceny stopnia zrównoważenia produkcji w gospodarstwach rolnych. Autor określa podstawowe grupy parametrów i cele szczegółowe, które powinny być brane pod uwagę. Praca przedstawia wstępne wyniki badań nad ustaleniem indykatorów zrównoważonego rozwoju i na tym etapie rozważań, w założeniu autora, ma służyć głównie przybliżeniu problematyki i wywołaniu dyskusji na temat projektowania gospodarstw ukierunkowanych na zrównoważony rozwój. Problematyka jest ważna - w raporcie Konferencji Narodów Zjednoczonych na temat Środowiska i Rozwoju, Agenda 21 (rozdz. 40), zaleca się ustalenie wskaźników trwałego rozwoju, by umożliwić podejmowanie decyzji i kontrolować ich zgodność z zasadą trwałego rozwoju.

The supervision of OHS conditions (working conditions and the realization of work tasks) is one of the basic obligations of the employer. The number and variety of describing elements (and thus being subject to assessment) means that synthetic measures (measures that are one-dimensional images of complex phenomena) are more and more frequently applied to solve problems of that type. Although the methods of multivariate statistics used for this purpose differ in the way they treat assessment criteria (defining mutual dependency thresholds, unifying the field of compared criteria), the final effect of their application always offers the option to replace the entire set of features describing a given object with one variable (aggregate). The article presents a potential applicability of one of the so-called discrete multi-criteria decision-making methods (Simple Additive Weighting), which allows to determine a linear combination of normalized elements of the decision matrix and the elements of weight vector. As part of the article, the working conditions at 5 workstations were assessed (a miner’s workstation in 5 underground mine workings being excavated), taking into account 8 assessment criteria (6 were cost criteria and 2 – criteria of qualitative character). In effect of the application of the Simple Additive Weighting method, we could determine the ranking vector R, which allowed to order the examined objects and to carry out a comprehensive assessment of OSH conditions occurring in them.

The level of occupational health and safety is one of the determinants of the company's efficiency. The article assessed the quality of general initial training (general training) and initial training at the workplace (on-the-job training) carried out in selected business entities related to the hard coal mining industry. Problem included in the above trainings were interpreted as a criterion function within a multi-criteria analysis based on the Analytic Hierarchy Process (AHP) method. Application of the AHP method allowed to perform a diagnostic (comparative) assessment of objects (business entities), both objects and accepted assessment criteria were compared in pairs with each other (the evaluator's preferences (subjectivity of assessments) are treated in the Analytic Hierarchy Process as a natural phenomenon).

The need to ensure LTE network coverage in sparsely populated and rural areas of Europe (ITU Region 1) has led to a massive use of 800 MHz band (band 20) with its good characteristics of radio wave propagation in LTE networks. However, the frequency band of 800 MHz called “digital dividend” in Region 1 is used on a primary basis not only by the terrestrial mobile service but also by air-traffic control radars (ATCR) that can lead to the creation of harmful interferences at the receivers’ input of ATCR. Such scenarios of mutual interferences became possible after granting licenses for LTE-800 frequencies to operators in such countries as Azerbaijan, Kazakhstan, Russia and other CIS countries, so this problem should be solved by operators at the deployment of LTE-800 networks in airports and areas close to them. So far, for such scenarios the ITU and CEPT have not formulated criteria for interference protection. The proposed protection criteria for receivers of ATCR from user devices’ interferences of LTE-800 networks were tested by experimental studies and can provide a solution to the electromagnetic compatibility (EMC) problem in a complex electromagnetic environment of modern airports and cross-order coordination of 800 MHz frequency bands in Region 1.

Polish military IP networks can be effectively and cheaply secured by IP-KRYPTO cipher machines which are developed in the Military Communication Institute. The cooperation with Polish manufacturers - Optimus and ABA Kraków and the usage of COTS elements and ideas speed up the research and development works. The IP-KRYPTO cipher machine will be used for securing the "SECRET" data so it must be certified to fulfill E3 ITSEC evaluation criteria. This requirement generates additional challenges in the development process when the COTS elements are to be implemented.

There is often a need to join billets being extruded in the forward extrusion processes in order to preserve the continuity of manufacturing of products. The primary problem connected with joining while extruding is to ensure the required state of stress, deformation and temperature assuring a good weld quality. The paper contains numerical analyses of the transverse joining processes of billets in the course of forward extruding. The impact of the friction between welded objects on the material flow in vicinity of the joints is analyzed. A numerical method for determination of the weld length at the longitudinal section, by assuming the homogeneity of the strain rate at both sides of the joined elements contact line, is proposed. Three cases of the forward extruding are analyzed. Two friction shear factors equal to m = 0.4 and m = 0.9 at the billets interface are modelled for each case and weld the lengths at the longitudinal sections are presented. In addition, distributions of the flowing material velocities and effective strains in the weld vicinity are added for all tested processes.

The project portfolio scheduling problem as a multiple criteria decision making problem and a three step procedure to solve this problem have been presnted. In the first step, the problem was described by a multiple criteria mathematical model. Three criteria have been considered: minimization of the sum of penalties for projects delays, minimization of resource overuse and NPV maximization. In the second step, non-dominated solutions were identified by using an elitist evolutionary algorithm for multiple optimization. In the third step, an interactive procedure has been applied to choose the final solution. An example of a portfolio of IT projects was used for computations.

The amendment to the Public Procurement Law (PPL) [7], which came into effect on 19 October 2014, introduced new principles of tender evaluation. The price may no longer be the sole criterion, unless the conditions listed in the PPL occur. The purpose of the article is to analyze the tender evaluation process in the public procurement of works in the situation where contracting authorities are obliged to apply also other criteria apart from price. Undoubtedly, it will result in a reduced number of procedures where price is the only criterion. The paper presents the results of the research illustrating the scale of this phenomenon and the way of using the new regulations by contracting authorities. The paper contains a brief description of legal bases, new principles of applying tender evaluation criteria and the present practice in this area. The article presents the results of the analysis of notices of contracts on works, published in the Public Procurement Bulletin (PPB) [2] after the amendment to the PPL. The analysis focused on the type, number and frequency of applying the criteria and on their weightings in contracts on works concerning different types of building structures. The conducted research shows that the type of the subject matter of the contract does not influence the choice of criteria. The main criteria, apart from price, include guarantee (period and conditions) and time limit for completion. The number of procedures in which price is the only criterion has decreased significantly. The research reveals that in the tender evaluation process regarding contracts on works contracting authorities take practically no account of life cycle costs and do not apply the so-called environmental criteria.

Currently there is no harmonized approach across the EU to categorize digestate as a waste or a full-value product. Instruments such as the "End-of-Waste" (EoW) may enable its exclusion from the scope of the Waste Framework Directive. Digestate can be an attractive fertilizer and provide an additional source of income for producers, subsequently eliminating the costs of its disposal. According to current legislation and the status of the market in Poland, digestate is usually treated as a by-product requiring disposal and causing additional outlays for a company. This article presents the valid regulations concerning the possibilities of the agricultural application of digestate.

Multi-criteria decision-making (MCDM) methods have been implemented in many fields. In the meantime, several methods have been proposed to obtain the weight of the criteria determined by various methods in different ways. In this paper, a new approach, called simultaneous interpretive structural modelling and weighting (SISMW), is proposed to solve a multi-criterion decision-making (MCDM) problem. Using SISMW, the weight of the criteria and the relationship between them could be determined simultaneously. In this approach, like the ISM method, pair comparison between criteria was made by the decision-maker to determine the relationships among the different criteria. With the help of this data, the weight of the criteria, as well as the causal (cause and effect) relationships between them, were determined in 12 steps. The main advantage of this method is that only one stage of data collection is required for obtaining weights and modelling, and so the research process may be faster. This may increase the reliability of the collected data because, in a one-step survey, the impact of time is minimized. This process can be useful for conceptualizing and developing theories to help decisionmakers understand the problem better.

On 10th October 2020, the German Federal Ministry for the Environment had responded to an inquiry concerning causality, as follows: The nine criteria of Hill [1] are a “central pillar for the determination of causality in epidemiology.” The reason of the inquiry was the dramatic press release: “Air pollution is responsible for more than 400,000 premature deaths/year in Europe.” Among others, the “central pillar” agrees e. g. with reference [2]. Applying to expert discussions, a colleague had commented on this matter: “All our environmental epidemiologists refer to the Bradford Hill criteria”. Is this also the case in publications?Whilst reading through numerous epidemiological publications on sport & health respectively environment & health, the author had never come across these criteria – the reason for this letter to the editor.In 1965, HILL had given detailed considerations to the conditions that would have to be fulfilled in the case of epidemiological associations found before they could be used as a reason to “cry causation”.Extensive annually published reports of the EEA (European Environment Agency) deal with air pollution and human health. In 2019 as key message ([3] p. 63): “Air pollution is the single largest environmental health risk in Europe, with around 400 000 premature deaths attributed to air pollution¼ in 2018” ([3] p. 63) and again in 2020: “Air pollution is a major cause of premature death ¼, responsible for around 400 000 premature deaths per year” ([4] p. 10).The corresponding EEA studies are based on epidemiological surveys, collected in the categories urban – suburban – rural ([4] p. 11). The results, often calculated using the DPSEEAModel ([5] to Healthcare Waste Management), are correctly described from a statistical point of view as: “Deaths attributed to” ([2] p. 63), “associated with” ([1] p. 10), “relationship (between exposure to ambient pollutant concentrations and health outcome” [1] p. 106), “Estimates are produced” or: “the impacts attributable to exposure” ([4] p. 106). But then there is a mind jump to causality by complaining: “Air pollution is a major cause of premature death” ([4] p.10) and implicite with “air pollution is currently the most important environmental risk to human health” ([4] p.9): A typical case of “cry causation”, but without prior examination of the Bradford-Hill-criteria. These are neither mentioned in the text nor in the reference list, nor are alternative criteria (e.g. [6]). However, the published conclusions claiming causality led to serious environmental policy consequences. Yet the question of causality should be decisive for avoiding a so-called stork statistic.Therefore: Let’s discuss the Bradford-Hill-criteria! I am interested to find environmental epidemiological studies in which all of the 9 criteria have been thoroughly discussed rather than having to endure serious environmental policy consequences triggered as “cry causation”. An orienting PubMed analysis did not reveal any reference to environmental epidemiology among 79 hits, but in other research fields associations were often evaluated using all 9 Bradford-Hill-criteria, in two cases even resulting in the rejection of a hypothesis.Therefore, if anyone knows of an environmental health epidemiological study in which the 9 Bradford-Hill criteria were discussed individually prior to “cry causation”: Please provide the author with the bibliographical details: ulmer@uni-mainz.de.The Editor in Chief has agreed to publish a corresponding list of entries in issue 3/2021.

We propose a methodology to support decisions on how to construct rankings of objects which account for decision makers' preferences. As it is not always so that objects to be ranked are known upfront, the methodology is focused on constructing ranking algorithms rather than rankings themselves. The methodology builds on Multiple Criteria Decision Making paradigms. To operationalize it we provide a consistent interactive framework which allows the decision maker to express his preferences with respect to objects directly, with respect to the criteria selection process (multiple criteria model building), and with respect to attributes resulting from the selected criteria. The methodology is illustrated by a numerical example of municipality rankings.

The aim of the article is to show the issue connected with adjustments of the Polish, Hungarian and Czech economies to the euro area in the context of the nominal Maastricht convergence criteria (in the years 2004–2013 and, in some cases, also in the fi rst months of 2014). Takinginto account those criteria and legislation, the analysis shows that, among the above-mentioned countries, it is the Czech Republic that is closest to the euro zone, followed by Poland and Hungary. It is concluded, however, that none of those countries will probably be interested in replacing the national currency with the euro anytime soon.

In most of multicriteria aggregation methods, we need to elicit parameters that are generally determined directly by the decision-maker (DM). Direct assigning of parameters and criteria weights presents a crucial and difficult step in the decision-making process. However, this kind of information is too subjective and may affects the reliability of the results. To overcome this issue, we suggest a weighting method based on mathematical programming to incorporate the DM’s preferences indirectly within the ARAS method.

Bełchatow Lignite Mine is the largest producer of lignite in Poland with estimated coal reserves of 700 million tons. The mine excavates two lignite deposits Bełchatow and Szczercow. The Szczercow lignite deposit occupies the western part of the Kleszczow trough, located in the Polish Lowlands. The main part of the lithostratigraphic profile of the Szczercow lignite deposit is a multilayer coal complex, whose thickness varies from 1 to 180 m, with the overburden ratio of 2.84:1. The average thickness of the balance lignite amounts to 40 m. The carbonaceous coefficient of the coal complex in the predominant part of the deposit is over 70%, but locally reaches even up to 100%. Lignite from the Szczercow deposit is of an average technological quality. It typically contains 51.7% of total moisture, 23.6% of ash on dry basis, 3.36% total sulphur recalculated to dry basis, and a net calorific value of 7.33 MJ/kg. Random reflectance (R0) is 0.27% with huminite group macerals averaging at 85%. According to the International Classification of In-Seam Coals and Low Rank Coal Utlization, the technological code of the lignite from the Szczercow deposit is: humic low-rank C (orto-lignite) 19 51 23 33. Similarities between the quality parameters of lignite from the Szczercow and Bełchatow deposits will allow it to be burned in the Bełchatow lignite-fired power plant and may give a chance to extend its activity after the completion of lignite mining from the Bełchatow deposit.

The paper considers major principles of methods based on quantitative measurements. The problem of construction investments is of paramount importance because they determine the potential of construction and the structure of expenses. The calculation of investments is an expensive tool of enterprise management used in planning the investments. It can be perceived as the harmonization and evaluation of the models for investment decision-making. Methods based on a single criterion can hardly be used in solving the problems associated with sophisticated technological or marketing systems. It is a multiple attribute decision method, taking into consideration major efficiency criteria, that enables the effective methods of solving complicated problems. When the quantitative criteria are precisely defined, the developed quantitative multiple criteria decision making (MCDM-1) method can be successfully applied. The present paper is devoted to the analysis of the algorithm and methods of application of the suggested technique.

Deriving efficient variants in complex multiple criteria decision making problems requires optimization. This hampers greatly broad use of any multiple criteria decision making method. In multiple criteria decision making Pareto sets, i.e. sets of efficient vectors of criteria values corresponding to feasible decision alternatives, are of primal interest. Recently, methods have been proposed to calculate assessments for any implicit element of a Pareto set (i.e. element which has not been derived explicitly but has been designated in a form which allows its explicit derivation, if required) when a finite representation of the Pareto set is known. In that case calculating respective bounds involves only elementary operations on numbers and does not require optimization. In this paper the problem of approximating Pareto sets by finite representations which assure required tightness of bounds is considered for bicriteria decision making problems. Properties of a procedure to derive such representations and its numerical behavior are investigated.

The distinction between arguments and margins within a simple nuclear sentence is sharp at conceptual level in that it is grounded in explicit relevance criteria: arguments are saturated referential noun phrases that are essential for the integrity of the process; different layers of margins enrich different kinds of processes according to different consistency requirements. If one observes the syntactic structure of linguistic expressions, on the other hand, the same distinction seems to shade into a sort of continuum owing to two orders of factors. First, there is a cleavage between the model sentence, whose main function should be the expression of the process, and the utterances actually documented in texts and corpora, whose structure is shaped by the incommensurate function to adapt the structure of the process to the communicative dynamism of a text. Moreover, within the model sentence itself, the coding regime of arguments and the coding regime of margins shadow into one another: some margins are coded, like arguments, through formal grammatical relations, while some arguments are coded, like margins, directly as conceptual relations through a set of forms of expression motivated by their conceptual content.In spite of these obstacles, the conceptual distinction between arguments and margins and the hierarchy of margins can be identified at the level of model sentence thanks to adequate and differentiated criteria. These criteria are formal where the difference of coding regime draws a sharp formal distinction between arguments and margins, and conceptual and textual where the structure of the forms of expression neutralises the distinction. Conceptual and textual criteria also make the identification of a clear hierarchy of margins possible.

The main issue of this article is to apply and investigate the application of second stability criteria for bulk carriers in typical loading conditions sailing in irregular waves. The author, by the use of linear strip theory, calculates the significant amplitudes of the ship roll with respect to wave height, incident wave angles, and mean sea period. A basic stability analysis, in this case, could be insufficient when considering other related factors like cargo shift, taking up water on the weather deck, wind gusts, inaccuracy of transverse metacentric height, and the case of changing transverse metacentric height in long-crested waves. This article shows that, in some waving conditions, the weather criteria based on standard assumptions of the ISC 2008 may be insufficient. The application of the author’s method of safety margin may increase vessel safety in view of weather criteria.

The paper is concerned with multi-criteria decision-making under uncertainty with scenario planning. This topic has been explored by many researchers since almost all real-world decision problems contain multiple conflicting criteria and a deterministic evaluation of criteria is often impossible. We propose a procedure for uncertain multi-objective optimization which can be applied when seeking a pure strategy. A pure strategy, as opposed to a mixed strategy, allows the decision-maker to select and perform only one accessible alternative. The new approach takes into account the decision-maker’s preference structure (importance of particular goals) and nature (pessimistic, moderate or optimistic attitude towards a given problem). It is designed for one-shot decisions made under uncertainty with unknown probabilities (frequencies), see decision-making under complete uncertainty or decision-making under strategic uncertainty. The novel approach can be used in the case of totally independent payoff matrices for particular targets.

In the paper there were given basic designations for one and many samples in reference to classical means. In the next there were introduced the optimization criteria defining classical means for one sample, also for the distributive series of size, and for many samples and gives several examples, after which comes recapitulation of the paper.
W statystyce opisowej do podstawowych czynności opracowywania danych liczbowych z próby zalicza się wyznaczanie charakterystyk liczbowych. Wyróżnia się dwie ich grupy: klasyczne i pozycyjne. W pierwszej, najczęściej stosuje się charakterystyki położenia, a wśród nich średnie klasyczne. Pełnią one ważną rolę w interpretacji danych, a także są często wykorzystywane do wyznaczania innych charakterystyk liczbowych. Zasadniczo wyróżnia się trzy średnie: arytmetyczną, harmoniczną i geometryczną. Każda z nich jest wyznaczana na innych zasadach, a mianowicie na przekształceniach liniowych, odwrotnościowych i potęgowych. Powstaje pytanie, czy można dla nich znaleźć wspólną regułę wyprowadzenia, a wraz z tym traktować je jako szczególne przypadki szerszej klasy średnich zarówno w przypadku jednej próby, jak i wielu prób. W pracy została taka reguła wyprowadzona.

The paper presents the problem of quality assurance of the laser cutting process of wood and wood-like materials and the selection of optimal processing conditions with respect to the required evaluation criteria. An experiment conducted to identify processing difficulties and potential causes of defects is described. Samples of three materials: pine wood, hardwood plywood and mixed wood HDF with a thickness of 4 mm were cut with a CO2 laser and visually inspected and the width of the slit was measured. It was found that there was a relationship between the laser operating parameters and the obtained slit width. The higher the cutting speed, the narrower the slit. The obtained numerical results allowed to formulate technological guidelines on the selection of laser parameters depending on the material. In turn, based on the visual inspection, defects depending on the material properties were identified. An example of a non-conformity identification manual was developed, which includes illustrations to enable comparative analysis in production. It was found that in the studied process, different criteria can be adopted to qualify a product as compliant or non-compliant. A dilemma may then arise as to which criterion is more important. Therefore, a quality evaluation criteria verification sheet was proposed. Furthermore, due to the fact that the success of the laser cutting process is also dependent on other factors, a list of risks to the process was made.

Taking as an example the very interesting and moti vating paper by Sousa Ribeiro et al. (2021) an attempt is made of providing a couple of insights into the decision making process from the point of view of the potentially helpful aspects of data analysis and OR-related modelling. These are just hints and suggestions, meant primarily to emphasise the multifaceted character of the decision making situations and processes, especially when concerning more complex issues. While the course of the procedure proposed and exemplified in Sousa Ribeiro et al. (2021) is treated as fully correctly and successfully carried out to the end, we wish to show the potential use of information, constituting in a sense a “by-product” of such a procedure, or, actually, of any similar procedure, aimed at supporting decision making.

Research principles for formal classification of verb lexemes in modern standard Bulgarian The article aims to present new formal classification of verb lexemes in modern standard Bulgarian, based on morphological criteria. The fundamental criterion is the combinatorics of the values of three types of thematic grammemes (praesens, aoristi and imperfectum). Based on this criterion, nine verb classes are distinguished in modern standard Bulgarian. The following steps in formal classification of verb lexemes take into account: representation of grammatical formants (-щ; -н/-т; -и/-е-, -й), verb suffixes, and morphonological alternations. Zasady analizy przy formalnej klasyfikacji leksemów czasownikowych we współczesnym języku bułgarskim Celem artykułu jest przedstawienie nowej formalnej klasyfikacji leksemów czasownikowych we współczesnym języku bułgarskim opartej o kryteria formalne. Podstawowe kryterium stanowi kombinatoryka wartości trzech typów gramemów (praesens, aorist i imperfectum). Na podstawie tych kryteriów wyodrębniono dziewięć klas czasowników we współczesnym języku bułgarskim. Na następnych etapach formalnej klasyfikacji uwzględnia się: obecność formantów gramatycznych (-щ; -н/-т; -и/-е-, -й), końcówki czasowników oraz alternacje morfonologiczne.

In the article the authors have attempted to analyze the specifications and criteria imposed on military vehicles acquired by the Polish Armed Forces. The issues of selection of the target operation standard, interval between periodic maintenance inspections, fault tolerance and reliability, which are defined in tactical-technical criteria by administrators, were addressed. The technical specifications are the essential component of qualification studies. The data obtained from research of prototypes and the initial years of exploitation of the new military equipment (SpW) constitute the source of verification for technical-tactical criteria (ZTT) or initial technical-tactical criteria (WZTT) adopted for implementation. The article also discusses the issues related to estimation of probability of the tasks to be executed by military vehicles in typical operating conditions depending on the lifetime, mileage or method of storage. Presumable combat losses, which are independent from the adopted operation system of the military equipment, have been omitted. The research works in the field of reliability are conducted in the Armored Fighting Vehicles Laboratory of the Military Institute of Armored and Automotive Technology in Sulejówek. Additionally, the authors have addressed the possibility of the application of computer simulation for the purpose of military vehicles reliability.

The paper presents the results of the work on monitoring research competence in teaching students of higher education institutions in the specialty of management. The system of monitoring research competence by means of qualimetric tools - factor-criteria model, makes it possible to achieve the following results: to determine the level of its formation at the initial stage; to track the dynamics of the formation and make adjustments to educational technology; to provide students with selfcontrol means at the final stage of studying the course. The model is built in accordance with the content of the stages of business practice research (business processes and management systems), which allows „equipping” students with the means of self-diagnostics of the competence quality and is an objective indicator of the achieved results of the educational process.
