Aim. This research paper aims to identify the role of Saudi universities in spreading the culture of social responsibility based on the experiences of Malaysian and Canadian universities. Methods. The author adopted the descriptive analytical approach based on the literature review and analysing the experiences of Saudi, Malaysian, and Canadian universities. Results. The results showed that the Saudi Ministry of Education should play its role in institutionalising social responsibility in Saudi universities and the higher education sector, e.g., promoting social responsibility practices at universities as a part of the ministry’s strategy. Conclusion. In the light of the results obtained the officials of Saudi universities can benefit from the experience of Malaysian and Canadian universities to spread the culture of social responsibility. This research recommends raising the awareness of university students of the importance of university social responsibility as a strategy to motivate them to participate in various community activities and programmes. Originality. This research is considered one of the fewest studies that analysed the experiences of Saudi, Malaysian, and Canadian universities.

Opis:
The article discusses the idea of universities for children, particularly its foundation by Maria Skłodowska-Curie and the current condition of this initiative. Maria Skłodowska-Curie was not only an excellent scientist, but also a great teacher and an educational innovator. She was the first to show that university may be a great place for children to learn. She emphasised that universities should be responsible not only for teaching but also for students’ flourishing. Modern universities seem to draw on this inspiring idea developed by Skłodowska-Curie. The author describes how the Maria Skłodowska-Curie cooperative changed as well as how the idea evolved into the university for children as it is recognised today.

Opis:
The article presents the most important conclusions from public opinion polls and knowledge about Polish universities. The poll was conducted by means of the method of direct survey in respondents' homes. The survey was earned out on a representative sample of 1135 inhabitants of Poland at the end of 2011 and at the beginning of 2012. The survey was conducted using a specially prepared questionnaire containing mainly open questions, focusing on the knowledge and opinions of the surveyed concerning Polish universities. Due to the lack of comparable research concerning Polish universities, the survey presnted here is the first attempt to empirically respond to certain scientific questions. The achieved results show both the current image of a "university" among the population of inhabitants of Poland and the expectations, as well as open and hidden determinants of the perception of universities - especially those assessed negatively and positively. The image is topped with the reconstruction of the idea of a perfect university. The analysis of collected data highlights a few dimensions, through which universities are perceived. These dimensions are systemic in character. On the basis of analysis of the achieved results an attempt was made to highlight possible directions of development of universities in Poland, paying particular attention to the aspect of communication and marketing.

Opis:
Regulations for carrying out the activities of e-learning in higher education introduced by the legislation indicate the growing role of this type courses in the teaching process. It seems, however, that private universities express a much more positive approach to the implementation of solutions for e-learning. The aim of this study is to compare the opinion of students of public and private universities on the advantages and disadvantages of e-learning and to determine the prevalence of the use of such solutions. This intention was carried out by a questionnaire survey conducted among students of economics at selected universities from the area of Upper Silesia. The achieved results of the study point to the fact that in the non-public universities surveyed students have much more frequent contact with the e-learning solutions in teaching than in public universities. The main advantages and disadvantages of e-learning are determined by the students of both groups in the same way, however, in the case of disadvantages further indications reveal differences between the two groups. On the basis of these responses it can be said that the students of private universities were guided by their practical experiences with participation in such activities. These indications reveal at the same time also the problem of the implementation of the legal provisions governing the institution to carry out e-learning courses. The study was exploratory, and indicated results can only be referred to the group of surveyed respondents. These results may, however, be a source of inspiration to undertake comparative studies on the determinants of the development, implementation and execution of e-learning at public and private universities.

Opis:
The analyses of relations between modern universities and social environment usually focus on correlations between universities and the state or universities and the market. The authors of this article remark the lack of publications about universities' relations with non-governmental sector and, overall, civil society, which is believed to be an important actor within academic world. The main aim of this paper was to attempt to fill in the existing gap indicating the most significant issues. The authors propose to extend the general meaning of the third mission of universities (while the first mission is to educate and the second - to research) including NGOs as equal partners besides business entities and public institutions. To illustrate this analysis the examples of good practices in relationships between universities and NGOs are presented. In conclusion, some recommendations are given. The authors believes that following those directions might contribute to fulfilling the third mission of the universities.

Remote teaching became one of the key topics in educational research due to the COVID-19 pandemic. Our article looks at the other side of the story, i.e., in-person education during the pandemic. This aspect of teaching excellence has been overlooked because it seemed to be thoroughly studied. However, COVID-19 has profoundly changed in-person teaching. In our study, we focus on the Polish medical and technical universities as the studies they offer include solid practical components (labs or clinical classes). Our article examines how in-person classes were administered and organised during three consecutive semesters, starting in the Spring of 2020, when teaching at Polish HEIs was mostly conducted remotely. We build our analysis on internal legal acts issued by rectors and interviews with university staff who oversaw the teaching process. The legal documents describe the procedures related to in-person teaching or frontline teaching in person. The interviews complement this image by providing the rationale behind the regulations, their reception by the students and the faculty, or the backstage of in-person teaching. The LogFrame was applied to provide a conceptual framework to understand how universities could continue providing their services.

Opis:
The governance of universities and colleges in the United States basically follows the concept and spirit of democracy embraced by the nation from its birth.  The systems and practices in place at most U.S. institutions of higher learning include collaborative, representative, or collective decision-making arrangements known as shared governance.  However, these systems and practices are hardly uniform due to the diversity of governance patterns that reflect the unique and different history, needs, and mission of a particular institution.  Sometimes they are differentiated from, and contrasted with, corporate, business, and more authoritarian or centralized forms of institutional governance. In contrast with university governance elsewhere in the world-that can range from strong central government control to private self-regulated operations-the U.S. forms of campus governance have emerged in a country that does not have centralized authority over education.  U.S. institutions of higher learning respond to a variety of controls and interests that are on display variously at public, private non-profit, private for-profit, and religious universities.  Governance, authority, and administration are spread across a wide spectrum of players, including governing boards; presidents, chancellors, and other administrators; the academy/faculty; administrative staff; campus committees; students; and, even some external factors. Shared governance is not a perfect formula or panacea for university administration and decision-making.  It does, however, provide a methodology, system, and concept that can help guide the leadership of a university as it approaches the administration and conduct of its educational responsibilities.  In today’s higher education environment, the term governance is rather expansive.  In one sense, it means top-down governance that is the rightful role and authority of an institutional board charged with overseeing policy, programming, performance, and executive guidance and evaluation.  But, it also variously means the use of institutional strategies, operations, and components to distribute, disseminate, and “share” authority and responsibilities for a university’s administrative, management, and decision-making functions, i.e., “on-campus governance.”  In this respect, shared governance “borrows” many of the attributes and principles of democratic government. In any case, shared governance, in its many forms and applications, is widely practiced in U.S. universities, including Delta State University.

To reveal the purpose of this research, comparative research was conducted. Data collection was based on Scopus database. Findings showed that over the period 2000 – 2017, top five universities in Indonesia produced only 3000 – 9000, whereas top five universities in Malaysia produced 29,000 – 39,000 articles. The findings suggest that top five universities in Indonesia, or generally all universities in Indonesia, should encourage academics, lecturers, students, and researchers to produce more research articles.

The paper is devoted to the analysis of the creation of university's potential for knowledge transfer to the business environment. The analysis will be presented in the system inspired by the model proposed by Tidd, Bessant and Pavitt [2005] which is as follows: (i) generating knowledge (ii) searching for and identifying knowledge, (iii) evaluating and selecting ides, (iv) implementing in practice. Each stage creates different challenges for the university's operations (also the final stage, which is not generally carried out by the university), which will be included in the analysis. The results of the theoretical analysis are referred to the results of the research concerning knowledge transfer practices among universities in Lodz. A total of thirty-five cases of knowledge transfer practices were included in the analysis. The analysis conducted in 2010 and 2011 covered types of practices, the initiative of carrying out practices, their duration, the nature of practices, their subject scope and impact as well as risks and benefits associated with implementing knowledge transfer practices. The preliminary exploration, interviews and innovation studies conducted indicate that the analysis covered a vast majority of such practices, which means that it is representative of the Lodz region.

Education is one of the most important elements of the contemporary world. It constitutes the foundation of development and the direction of development of particular areas. The progress of civilization associated with, among others, the development of information technology, has caused a transition from an industrial society to information society. Currently information and knowledge are the Basic elements of efficient functioning of companies, institutions and individuals. Information has become a commodity, which is often treated as a more precious commodity than material goods. In a society based on knowledge, in which we live, there is a constant need for improvement of competences, participation in courses, trainings. In this respect higher education institutions provide exceptional opportunities to obtain education in a particular area. Moreover, highly renowned institutions, with good academic staff, high quality of education focused on practice, enjoy strong popularity and attract the most students. Such situation is beneficial not only for universities, but also for cities where these institutions are located. This will be the subject of the following article.

Universities operate in a legal environment constituted by the external legal regulations, which – due to their universality – are not sufficient as they do not take into account the specific nature of schools. In order to make their activity coherent and well organised, universities create their own rules. The material used by the author to analyze the language of the university internal law acts are the statutes and regulations posted on the websites of the universities supervised by the minister responsible for higher education in Poland. Due to special nature of the analyzed material, its vocabulary is not very varied. A lot of space is occupied by elements typical for legal texts, such as function names or abbreviations used in the description of a legal act. The study included phenomena related to both word-formation and inflection, as well as orthography, i.e. the grammatical type and number of nouns, the tense of verbs, and the notation of certain forms characteristic of the university texts.

Purpose: The article’s purpose is to explain the accounting systems in Polish universities and the challenges that have arisen following 2019’s entry into force of the new Act on Higher education, considering the historical background and traditions of universities in Poland. Methodology/approach: The author uses three research methods: literature analysis, direct observation, and analysis of source documents, such as statutes and the strategies of selected universities. Findings: An overview is presented of the changes in Polish universities in the accounting system that followed the new regulations on higher education entry into force, i.e., from 01/10/2019. Having assessed the development level of this research area as preliminary, the author formulated several conclusions that may have practical implications in the future. Practical implications: The content can be used in creating accounting systems in uni-versities while considering new challenges formulated in the strategies of these units, as well as challenges of a global nature – for instance, the digitalization of business processes or the shift of management awareness in academic communities. Moreover, it can serve as a base to create a set of desirable practices in complex accounting systems for universities. Originality/Value: The article, being a general review of the accounting system used at universities, fills the research gap in the literature of this specific area. It can be an origi-nal contribution to the process of reforming universities in Poland, indicating potential threats based on the history of universities, followed by setting new challenges for these institutions.

Starting from Michael Rendell and his team's "Managing tomorrow's people", this paper sets out to build a possible future of leadership in the European engineering education by taking the students' view on tomorrow's world into consideration. We can ask ourselves if European technical universities, and engineering education in particular. could exist in a Blue, Green and Orange World. How would they look like and how efficient would "corporate" universities be, assuming that the Blue World would prevail in the next 10 years. What should their development strategies be and what labor markets would absorb their graduates? What if universities would be in the Green or Orange World? What leaders should they have then? Starting from these questions we try to construct possible scenarios for a European reality.

As early twentieth century Americans vigorously debated U.S. immigration policy and immigrants’ impact on the nation and its culture, leaders of American colleges and universities discussed among themselves the impact of immigrant students and students of immigrant parentage on the nation’s expanding higher education system. Although the development of ethnic and religious quotas in private elite institutions has been well documented, historians have paid relatively little attention to the way faculty and administrators at urban public institutions viewed students from immigrant families and their educational needs. This paper will show that professors and administrators in urban institutions, especially those that received public funding, expressed intense anxiety about students from immigrant homes.

Opis:
Historically, the Caucasus has always been the object of special interest of dominant international actors due to its favourable geographical location. Such interest continues today. Despite the difficulties in the region (internal conflicts, different economic and political environments), the Caucasus countries-Georgia, Armenia and Azerbaijan-are taking significant steps towards establishing close and solid relations with the European Union (EU), improving the economy, and improving politics. The purpose of this article is to analyse the elements of industry and science cooperation. The university and business cooperation is seen as a very complex field and an important component of the country's innovative ecosystem which has long been the subject of research and analysis. The presented article provides for a study of the innovation ecosystem and its infrastructure in the countries of the Caucasus, and mechanisms for the development of the university and businessm cooperation (UBC) process, which is of particular importance for these countries, which are characterized by very low rates of innovation and competitiveness.

After 1945 a number of changes occurred in rural Poland in relation to the education of farmers and their families, and the role of education in the lives of rural residents. First of all, a new group of peasant intelligentsia was formed, coming from the peasant or working-class environment. It was to replace the earlier elites by working in the spirit of socialist ideas and supporting the development of the state. Due to the need to rebuild the country and increase the efficiency of agriculture, educators and agricultural advisors trained in cities were also directed to villages. Pursuant to the implemented education development programs, farmers’ children gained access to schools, and parities were created for them at universities. As a result, there was a greater chance for farmers to send their children to universities, but this required financial capabilities of the family, as well as the belief that the education acquired would mean social advancement. The purpose of the article is to analyze the structure of education and educational opportunities of rural residents during the People’s Republic of Poland.

While criticism of management and other authorities might sometimes count as virtuous, it is often taken as a disturbance of business operations. Some people even think that criticism reflects badly on managers, as it supposedly shows that they do not have sufficient control over their employees. As I see it, then, feedback or criticism is framed in a highly ambivalent way: Although criticism is often invited as an opportunity for improvement, it is mostly received as a cause of reputational damage. A straightforward illustration of this fact is the treatment of so-called whistle blowers who might be viewed either as martyrs exposing problems to be addressed or as traitors revealing failings or misconduct. Yet, given the moral and institutional stakes in improving a problematic situation, it is still surprising that a portrayal of criticism as a disturbance is so often successful. So how is it possible to obscure the obvious downsides of shunning criticism? Zooming in on the ambivalent values associated with criticism, I shall argue that administrative hierarchies and distributions of tasks often provide incentives to suppress criticism and, by extension, collective action rooted in criticism of authorities in academia.

Consolidations in the higher education sector have been increasingly implemented in many countries in the past two decades, most often taking the form of integration or federal fusions carried out both between public and private universities. In the Polish higher education sector, operating in the conditions of deepening demographic decline, there is a growing pressure on consolidation processes. The aim of the article is a comparative analysis of objectives, but also methods for conducting university mergers, taking into account the diversity between a group of public and private universities. The conclusions point to similarities and differences between the mergers of public and non-public universities in Poland.

Background: First aid is a critical skill, and knowing how to perform it may ultimately save a person’s life. Aim of the study: The aim of the study was to assess the level of first aid knowledge among students from three backgrounds: medicine, science, and the humanities. Material and methods: The authors surveyed a group of 180 fifth-year physiotherapy, geoinformatics, and psychology students, of which there were 60 from each discipline. The authors used an anonymous survey of their own design, composed of open- and closed-ended questions, which included 15 questions about first aid rules. The research was conducted in Wrocław, Poland. Results: Only 60 students (30.33%) had previously had the opportunity to receive first aid training during the course of their studies. An additional 100 students (55.56%) claimed they were familiar with first aid rules. Of the physiotherapy students, 32 (53.3%) declared they would remain calm and composed in an emergency situation, with men claiming they would remain more composed than women. The difference in behaviour turned out to be statistically significant; the value of the chi-square test was 13.74. Students who had had prior first aid training at university were the most familiar with life-saving techniques and claimed they would remain the most composed in an emergency situation (32 students from physiotherapy; 53:3%). Prior to taking the first aid exam, the majority of students (100 respondents; 55.6% of the total) were confident that they would obtain the maximum number of points possible on the test. However, upon completion, they were found to have a medium level of knowledge at 889 points out of 1,500, or 59%. Conclusions: The level of first aid knowledge among university students should be dramatically improved, so they are able to perform first aid with some level of expertise, should the need ever arise. To facilitate this, every university should include first aid classes in their curriculum. First aid techniques should be revised and refreshed every six months.

In the long run, prestige does play an important role in building a university's brand from the point of view of both management and students, alumni in particular. Prestige is built by the academic staff, programmes of studies, and the learning conditions, to name the most important factors. A programme of studies is a distinctive element that sets a university apart from the competition, and by doing so decides about its competitive advantage. In the context of higher education marketing, it is also important to remember about the already mentioned process of adjusting programmes of studies to the labour market requirements.

For several years, social networking sites are growing in popularity in Poland. That is why, more and more organizations take action known as social media marketing. This also applies to universities. The situation on the market of higher educational services forces universities to enterprising behavior. Just as business organizations, usually universities take actions on Facebook, the most popular social networking site, which is used by nearly 70% of Polish Internet users. The purpose of this article is to analyze and evaluate the activity of Polish universities and their students on Facebook, to compare the activity of public and private universities, and to identify activities that universities should take on this portal. The analysis is based on the author’s own research: exploration of university’s sites (fanpages) on Facebook (conducted from January 2012) and a survey carried out among the students of two Polish universities.

The article presents the introduction of online learning at universities in Poland, which was a solution aimed at preventing, countering and combating COVID-19. Attention was drawn to the perception of this change by the stakeholders, i.e. students. The analysis examines students’ concerns regarding the implementation of this form of learning in selected areas related to access to technology, the organization of classes, and the participation in them, social interactions and administrative activities. The aim of the research was also to ascertain students’ opinions on the consequences of the implemented change and on the actions aimed at facilitating the transition to online learning undertaken by the authorities and university employees. The research was conducted with the use of an electronic survey questionnaire. The responses of 189 full-time university students were analyzed. Based on the results of the research, communication between students and university authorities, as well as the involvement of participants in the process of change were considered as key elements in the implementation of online learning. Among the important activities there were those that enable participation in online learning (provision of equipment, programs, licenses) and those that support learning (access to library resources). As regards the latter, conclusions were formulated concerning the planning of teaching, i.e. the content and the way of transferring knowledge.

The author attempts to diagnose autonomisation as an organisational pathology of public higher education institutions in Poland which results from the erosion of academic ethos and poorer efficiency of higher education institutions as entities with a potential for opposition. He criticises the entrepreneurial university model in view of the dangers of further autonomisation that implementation of such a model may entail. The analysis draws on the concept of organisational pathologies, which enables a multi-faceted examination of the problem.

“Ilustrowana Republika”
Interwar Poland
Opis:
“Ilustrowana Republika” was a daily published in Łódź in 1925–1939. Apart from the news, it published economic, social, cultural, educational, and sports information as well as materials on tertiary education. The issue of higher education was raised in over 440 articles and notes, which included information on the Łódź and other Polish universities. Journalists wrote about activities which aimed at making Łódź a university city and about more important events from the life of Polish universities. Fewer publications focused on academic issues; however, a great part of articles showed individual and atypical student conduct sometimes hard to accept such as suicidal attempts, conflicts with the law, organising anti-Semitic manifestations by right-wing students for almost the entire Interwar period. This work does not provide a complete picture of tertiary education or the academic community before WWII as it presents only facts and events described in the newspaper. However, it may be useful as a basic source for more comprehensive works concerning higher education in the past.

Implementation of innovation by various business units is currently a natural phenomenon demonstrating the company’s development with means of new products, models or management methods. The ‘innovation’ word also began own operation in the area of academies. Innovations are inscribed in the academy’s development, because in such a place the researches on new products or processes are conducted, because researches are the university’s goal. It is nothing new for an academy, but currently the ‘innovation’ word is outspoken louder in the academies and began to work in various forms. Polish academies currently experience a sort of commercialisation learning process, leading to the researches and implementation of innovations, not only in own area, but generally for the external market. Economy and society should exploit the academic resources in broad extent, not only with means of a qualified personnel, but also with means of the resources in the academy’s disposition. The academies are currently becoming a business partner, and scientists become a sort of “businessmen” who sell own products. According to the statistical data, Polish academies occupy last places in worldwide rankings with respect to i.e. the innovations. It is interesting, because scientific employees are highly evaluated in other scientific centres located abroad.

W artykule przedstawiono najważniejsze wnioski |wypływające z badań opinii i wiedzy o polskich uniwersytetach. Otrzymane rezultaty pokazują zarówno aktualny obraz .uniwersytetu w populacji mieszkańców Polski, oczekiwania, a także jawne i ukryte determinanty postrzegania uczelni - szczególnie te oceniane pozytywnie i negatywnie.

The traditional and basic missions of the university, teaching and research are expanding. Terminology on the third mission of the university is gaining wide scope at the global level. The aim of this paper is to study basic similarities and differences in approach to the third mission of the university by comparing American to European universities. The starting point for comparing these approaches is the fact that the third mission of the university has its origins in the American continent, while the creation of the university is linked to Europe. The aim of this paper is to specify the following tasks: to examine the impact of global education policies on approaches to the third mission of the university; to examine the differences in the way European universities operate in relation to American universities; to explain the educational implications of the implementation of the university’s third mission at European universities. In conclusion, it is necessary to understand the global socioeconomic impacts on the process of higher education in order to approach educational reforms and ways of implementing them more comprehensively. Also, given the growing number of the participating interest groups in the implementation of the third mission of the university, it is inevitable to develop attitudes about the values and principles of the third mission among all those who are involved in the process of higher education.

Opis:
Previous attempts to systematize the principles of social responsibility of Polish universities were based on corporate systems. However, the implementation of corporate rules in the university space is unjustified from the point of view of the different goals that the university has to those towards which the business is pursuing. Looking at the business sector, where the concept of social responsibility is much more evolving, it turns out that strategic implementation is based on the strategies of the organization. Strategic principles of corporate social responsibility in the case of business entities have arisen as a result of assigning them to specific tasks undertaken by the enterprise. The same strategy for setting the rules of responsibility should be adopted by universities. The aim of this study is to try to set standards for managing the university’s social responsibility.

It is only the minimum extent to which the law becomes the instrument of coping with social tautness regarding the academic freedom. On the one hand, legal provisions significantly limit the number of cases related to hate crimes but on the other, they sometimes narrow a discussion due to difficulties in harmonizing individual’s rights and campuses’ perception - a phenomenon, which in the U.S. had been called as “chilling” the freedom. Undoubtedly, the enactment of free speech or academic freedom regulations at universities is necessary as it helps to prevent from a “hate speech” but the legal shape of this process has been strictly connected to a determination for either liberal or conservative description of the academic freedom. Regarding the newest Niche’s rankings, ten universities have been selected, five out of the most liberal and five the most conservative public ones. Furthermore, two catholic universities have been added to describe differences in defining the academic freedom. Moreover, some references have been made to the U.S. Supreme Court decisions, and the very fundamental documents, namely the 1940 Statement and Harvard Free Speech Guidelines. In the separate article a problem of legislative acts that had been enacted for the past two years in a response to Report of the Committee on Freedom of Expression by the University of Chicago of 2014 will be covered. A few remarks upon this matter have been hereby made, though. The article is based on a dogmatic legal method, including quotations of legal sources and their subsequent analysis.

Concerning the empirical part, this paper uses qualitatively focussed structured guideline surveys. The research will facilitate discussions on aspects of methodological approaches to research, data capture and analysis, perceived research outcomes and contributions to the body of knowledge. Essential is the separation of subvention policy, which means the matter of distinct locational competition and it occurs the establishment of co-production within the regions to present itself mutual externally to persist in the global contest. The findings indicate that even through this concept for success is highly influenced by funding's that are not very controllable by the regions, such as the federal states, and it is a positive prototype for prospective similar cases.

Already in the Middle Ages, in times of the first universities, education was an important source of knowledge and social status. Nowadays, education, together with its quality and level of teaching, is used as a means of pursuing national interests abroad, as well as influencing local elites, and sometimes even a larger population. High level and good quality of education is one of factors contributing to the relationship between states. The role of education as regards international prestige and the position of individual states has risen in recent years chiefly due to major changes in the global economy and a corresponding shift of values, values which have become important for the modernization of societies. Thus, education has become increasingly important, especially due to the growing significance of knowledge in the globalized world. Education has become an increasingly important factor in international relations and it translates into the soft power of a state.

Opis:
The assessment of the importance of ecclesiastical universities depends on the attitude to the Church and its mission, as well as understanding the relationship between it and the world. The word “world” is not unambiguous. The Bible sees the world as the place of God’s action, and, on the other hand, it calls “the world” everything that opposes God. Therefore, religious universities must discern when to cooperate or wrestle with the world. One of the planes is recognising the truth and the way leading to it. The problem appears to be urgent since today, in many academic circles, the so-called post-truth has been held in high esteem, or the concept of truth is reduced to arbitrarily indicated areas. Under these circumstances, ecclesiastical universities should promote interdisciplinary reflection open to reality in all its dimensions of reason, experience, and faith. Their models depend on ecclesiology models. A certain pluralism is possible and necessary here. However, it is essential that the Church, through its universities, is not afraid to speak with its own voice, sometimes going against the current, but it is ready for dialogue with unlike-minded ones. In every model of the university, quality is crucial, which is also a dimension of ecclesiology. It is precisely the quality of Church high schools that decides whether they will be able to play a significant role in the world of science. The article present the importance of this goal, the paths that the Church can take towards it and the difficulties that can be encountered.

Dostępność uczelni w Polsce wzrasta w ostatnich latach.
The accessibility of higher education entities in Poland has been growing. Multiple projects concerning its architectural, digital and communicative dimensions of accessibility are being conducted at public and private universities. Nevertheless, they almost always focus on ensuring the accessibility for recipients of educational services (graduate and postgraduate students), whereasthe needs of university teachers and researchers are marginalised or ignored. Participation in scientific events is one of the basic activities undertaken as part of scientific activity. Active participation already undertaken by students, but above all by researchers, gives the participants the unique opportunity to confront views with other people, exchange experiences and discuss ideas and therefore enables the development of science as such. This article presents challenges concerning the participation of persons with special needs (f. e. persons with disabilities) in scientific events. The analysis of relevant legal regulations as well as the results of research on accessibility of conferences organized by Polish universities have been presented. This work also contains practical tips for organisers of scientific events, who are interested in meeting the accessibility conditions.

Traditional mission of a university includes two elements: research and teaching by making reference to the state-of-the-art cognitive content. A third, new element of the mission is their direct public service. In recent years we have been stressing the role of higher education institutions in the shaping of social and economic reality, where active involvement in development processes of regions and countries are a challenge. The paper discusses educational policy of universities in the context of needs and expectations of the economy, especially of local production systems. Theoretical considerations are the point of departure for the presentation of the results of studies conducted under the Project “Policy and tools of creating human capital in the region” in higher education institutions in the Lodz Region. The market of educational services evolves dynamically and, as a result of overlapping external and internal conditions, the latest 20 years provoked revolutionary changes also in the universities in the Lodz Region. On the one hand, universities seek their own, individual development paths, diversify their educational offer to be competitive and, on the other hand, they start cooperating with one another and with the external world both in the area of education and research. That initiates or enhances economic cooperation and the development of network relations through, inter alia, developing and supporting territorial forms of cooperation, e.g., LPS, various types of economic collaboration, improved communication and integration between economic circles and educational institutions.

The main objective of this article is to present the patterns of Polish employers’ perception of competences of higher education graduates in the context of labor market needs. The analyzes are carried out on the basis of survey data collected and made available by the Flash Eurobarometer. Since the set of variables under consideration contains only non-metric data, some selected visualization techniques (fluctuation diagrams, relative multiple barcharts) are applied to identify the regularities. Categorical principal components analysis and its graphical representation are used to analyze the interdependences among the considered competences. The results indicate that Polish employers evaluate the skills of the graduates rather positively, but they also recognize the competency gaps in various areas.

The aim of the article is to present different variants of strategic group maps, called by the authors 1D, 2D and 3D maps, which enable the identification of the competitive situation in the sector of higher education in Poland. The study focused on two sets of criteria of differentiation of the universities’ strategies, which are entrepreneurship and innovativeness. The research problem was formulated in the form of the following questions: whether the described methods of 1D, 2D and 3D maps may be applied to the analysis of competition in the sector of higher education institutions in Poland, in relation to entrepreneurship and innovativeness.

Opis:
In the 21st century knowledge-based economy, long-term economic growth and development depend on the ability to use the knowledge and technology so as to create product, process, organisational, marketing and even social innovations. The knowledge and technology, human resources and social capital (facilitating the transfer of technology from the world of science to the economy), comprise the most important production factors today. Research and development (R&D) activities are among the diverse determinants affecting the economy’s ability to innovate. They are carried out by public technical universities. One of the tasks that these entities face is to conduct basic, industrial (applied) research and development works. Their results can then be transferred to industrial and service enterprises as novel solutions. Research and development activities of universities are financed mainly from public sources, which suggests the need to assess the efficiency of this task. This can be done with the use of various methods, e.g. the non-parametric DEA method. The purpose of the paper is to measure the efficiency of research and development activities of public technical universities in Poland with the aid of the DEA method. The fourteen universities which in the years 2015–2017 reported to the Ministry of Science and Higher Education (MNiSW) were included in the study. The efficiency of the universities in filing new patent solutions and being granted patents was analysed. The results acquired indicate very low and low efficiency of most Polish technical universities. This is due both to a small number of patent applications and a small number of patents granted. In the examined period, the group of most efficient technical universities in both aspects comprised 4 to 5 universities.
W badanym okresie grupa najbardziej efektywnych uczelni technicznych w obu aspektach liczyła jedynie 4–5 jednostek.

Opis:
The increase of the number of the international students at Polish universities is a desired phenomenon and at the same time a challenge for whole academic community. What seems especially interesting in the context of the internationalization of public universities is the relation between foreign and Polish students. This relation determines international students’ adaptation to a new educational and social conditions. The article presents the results of a survey that aimed to diagnose the situation of international students and their relation with their Polish colleagues. 73 international students who studied in English at the University of Wrocław in the academic year 2016–2017 took part in the study. They were asked about their attitude towards Poles, the contact with other students, their participation in the university life. The main conclusion based on the respondents’ answers is that thee relations between international and Polish students are rare, to a great degree because both groups have little opportunities to meet (foreigners take part in classes dedicated to them and usually live in international students dormitories) and because of the language barrier.

Communication in university teaching has been experiencing years of reform led by modern media and technologies. This paper examines (by triangulation) satisfaction with university communication in students of private and state universities, which consider communication as one of the most important competence frameworks. The survey examined students’ perceptions (N=267) on the characteristics, methods, frequency, and quality of communication in the learning process, which is our primary research question. What was also researched was the existence of differences in students’ attitudes towards private and state universities. Results show that the students of private universities, compared to the students of state universities, are more satisfied with communication.

Ukraine is suffering from low level of innovation activities and widening gap between the industry and research institutions, both in government and higher education sectors. This is reflected in shrinking of R&D financing, declining share of a number of graduates in natural sciences and engineering and some oth-er indicators. Orientation on development of traditional industries of the national economies, such as metallurgy, basic chemicals and agricultural products prevents the country from focusing on knowledge production sectors. Lack of demand for R&D results widens the gap between the remaining R&D establish-ments and the industrial enterprises. Ukrainian state innovation policy has not changed substantially in recent years. Up to now, the main focus of government policy mix is on direct support of innovation in the form of (partial) financing of S&T programs and provision of direct financing to selected innovation projects. The gap between the higher education sector and the industry is substantial. Current legislation does not allow universities or research institutes to be founders of a spin-off company with non-state ownership in Ukraine. At the same time, it is evident that problems of innovation development could be solved only within broader context of transformation of the national economy. Implementation of the Triple Helix (TH) concept for transformation of the Ukrainian national R&D and innovation system could open new opportunities for its development.

The paper looks at mutual relations between the government, scientists and industry in a knowledge-based economy. The author describes individual stages of what is referred to as the “triple loop” model showing the course of changes in this relationship. Each participant in the process derives tangible benefits from this interaction, according to Marszałek. A significant role is played by universities whose goal is to work out mechanisms to stimulate economic growth. The use of the “triple loop” model to show changes in a knowledge-based economy required an extensive analysis of English- and German-language research reports on the subject, Marszałek says. Based on this, the author examined the ties between key players in the innovation process. The author concludes that the changes taking place in a knowledge-based economy require flexibility from key market players. Thanks to building partner-like ties between science and business, universities take an active part in the process of transferring knowledge and technology to industry. Relations developed with the state administration enable universities to better promote research and development in society. Finding out about these complicated mechanisms makes it possible to develop scenarios for promoting academic centers, Marszałek says, because these institutions contribute to an increased competitiveness of the economy through innovation and fostering a congenial economic and political environment.

This paper examines highly paid academics – or “top earners” – employed across universities in ten European countries based on a large-scale international survey data of the academic profession. It examines the relationships between salaries and academic behaviors and productivity, as well as the predictors of being an academic top earner. While in the Anglo-Saxon countries the university research mission traditionally pays off at an individual level, in Continental Europe it pays off only in combination with administrative and related duties. Seeking future financial rewards through research does not seem to be a viable strategy in Europe – but seeking satisfaction in research through solving research puzzles is also getting difficult, with the growing emphasis on “relevance” and “applicability” of research. Thus both the traditional “investment motivation” and “consumption motivation” for research are ever-harder to be followed, with policy implications. The primary data come from 8,466 usable cases. This paper examines change processes in Western Europe and in Poland (in a European context) and its main reference point is American higher education scholarship; it is, on the theoretical plane, the founder of the conceptual frameworks to study academic salaries, and, in practical terms, the US science systems heavily draws on European scientific talents.

In the first year, only eight people signed up for the classes at the FT and in the two consecutive years there were 12 and 27 students respectively. In the following years, these numbers increased considerably. The number of students at the FT increased steadily until 1930/1931, when 183 students enrolled, then started decreasing. The Council of the Faculty of Theology of the SBU was a small structure. It consisted of only a few people. Throughout the interwar period there were five Deans at the FT. Despite the small number of professors at the FT, the representatives of the Faculty were chosen as Rector of the SBU. The Rectors from the FT were: Czesław Falkowski and Aleksander Wóycicki. As for the process of teaching, the students of the FT of the SBU were always divided into two lecture groups: one consisted of clerics of the Vilnius Seminary and the other of lay people and priests. The studies lasted five years, every year (in June) students had to take a promotional exam before the commission and a failed exam could be retaken in September, once again, with the consent of the Faculty Council.

According to assumptions of the Strategy Europe 2020, innovativeness and entrepreneurship are considered to be key reas of socio-economic development of the European Union. Therefore, conducting strategic analysis in the field of en repreneurship and innovativeness acquires special significance, among others in relation to higher education institutions HEIs) in Poland. For this reason the aim of this article has become a partial assessment of the competitive situation in the sector of ublic higher education institutions in Poland, which is the basis for testing the concept of strategic group maps 1D and D (which are the components of the concept of a comprehensive approach to the assessment of the competitive situation ithin the sector). The analysis with usage of the classic strategic group maps (2D) method was carried out based on the selected factors assessed in the Ranking of Higher Education Institutions of „Perspektywy”) in the area of innovativeness and entrepreneurship f public universities in Poland. The research problem was formulated in the form of the following question: what was the ompetitive situation in the Polish Public Higher Education Institutions in the field of innovativeness and entrepreneurship n the academic year 2015/2016. Thanks to the usage of systematic random sampling technique, the 14 academic public niversities were selected as a basis for further analysis. The conclusions of the studies conducted with the use of classic maps 2D) allowed for a partial assessment of the competitive situation in the sector of Public Higher Education Institutions in oland, in which there were found 2 to 3 strategic groups. It is also intended to test the usefulness of two other variants of strategic group maps (1D and 2D) in further research on nnovativeness and entrepreneurship in the sector of public universities in Poland.

Anhui is one of the leading knowledge-based regions of China, which relies on academic research innovation. This publication aims to present the factors that influence of plagiarism on Chinese students and also explores the common perceptions of students themselves on the idea and act of plagiarism in higher level education environments. The literature provided identifies two major facets of plagiarism, which are both internal and external factors. Qualitative evidence from students demonstrates that both internal and external factors encourage Chinese students to plagiarize during their studies due to the availability of the internet (ICT and Web), lack of teaching expertise, poor academic skills, pressure from family members and peer groups, and financial constraints. It was also found that personal pride played a significant role in catalyzing the decision to plagiarize. On the basis of the said literature and qualitative evidence, the authors provide relevant recommendations about overcoming the concerns of students regarding plagiarism at the university level.

University and business cooperation offers many benefits not only for the parties involved. It translates into innovation and competitiveness of the economy. The relationship encounters many barriers that are related to the environment (both internal and external) in which it is implemented. The aim of the article is to identify the determinants of university-business cooperation (areas of cooperation, barriers, motivations) and to point out recommendations from the perspective of scientists in Poland and the United States (USA). The experience of USA researchers can be used as a background for considerations about cooperation between universities and business in Poland, and as an example of good practices for the purpose of supporting and improving the analyzed relationships. The article focuses on selected determinants of university and business cooperation: areas of cooperation, barriers limiting it, motivations for cooperation and the possible options for its improvement (recommendations of researchers). In order to achieve the assumed goals, an individual, in-depth interview was conducted with the use of a questionnaire as the research tool. The presented results of the research showed significant differences between the models of university and business cooperation in Poland and the USA.

Facing turmoil and continuous stunning, local governing bodies, decision makers and local actors, in most of cases found the most stable solution has been the regional cooperation and particularly that of increasing and strengthening local human resources capacities at a regional level. Trying to increase competiveness, local systems understand more and more the importance of being flexible, on the frame of a sustainable strategic planning. Local infrastructure and interaction of all local factors and actors, at any time, must consider their development following a wider regional prospective. Important evolutions in the education area, mainly in higher education, gave breath to outstanding improvements in the capacities to develop qualified human resources, matching needs from local developments. While achieving standardized didactic tools at a Mediterranean and furthermore, EU level, they become able to deliver internationally recognized knowledge and capacities, improving so at a general level. human resources among countries with different socio-economic level. At the same time, these developments spread quickly the culture of interaction and collaboration among local actors. This also makes possible knowledge and expertise transfer from excellence center and universities toward local public administration and other local stake holders or public, and increases cooperation standardizing practices according to EU requirements. Local issues need local solutions, but this at no case must cause localization or isolation, all those developments must be conceptualized, oriented and managed in a wider prospective, specific needs must have specific answers, and universities are the best in doing this.

Opis:
Z jednej strony mamy do czynienia z dużą podażą uczelni, i to zarówno krajowych jak i zagranicznych, z drugiej natomiast z trwającym niżem demograficznym.
The text addresses the subject of the universities’ promotional activities and their influence on the decisions of the high school graduates about selection of a college. The raised issue appears to be significant due to the radical changes in the education market that have been continuing for several years. On one hand we are dealing with a large supply of universities, both domestic and foreign, on the other hand with the ongoing demographic low. This situation has forced these institutions to increase their marketing efforts aimed at establishing and maintaining a solid relationship with the recipients of their offer. The study included a 100 randomly selected, this year's high school graduates in the Podlasie province and its goal was to get the answers on two key research questions: what impact on the graduates’ decision about choosing a college have the promotional activities undertaken by these entities and which of the promotion forms have the most and which the least impact on the graduates’ decision on the selection of a university. The study of the respondents’ opinion was conducted in February 2015 by quantitative method, using a questionnaire. The text consists of an introduction, the literature review with regard to the discussed issues, a description of the research methodology, the characteristics of the studied population and the analysis of the obtained results. Apart from general comparison of the respondents’ opinions, their presentation was also made by gender and by the surveyed high school graduates’ declared material situation of their families.

In recent decades, the concept of strategic management at universities has attracted more and more attention. There is a significant increase in the awareness of the importance of well-developed development concepts, both among university employees and management staff. Numerous research studies also discuss the need for changes in that presented area. Unfortunately, the analysis of the literature on the subject shows that more attention is paid to the strategy development phase than to its implementation. There are also few studies examining the influence of factors on the strategy implementation at universities. The area of research was related to factors influencing the process of strategy implementation. This article presents the detailed results of the survey of analysis, which covered the opinions of management and employees influencing the strategy implementation at universities in Poland. The main objective of the study was to measure the operational risk of factors influencing the process of strategy at universities and to specify the factors with the highest operational risk level. The study was conducted using the PAPI (Paper and Pencil Interview) technique, based on the research questionnaire. The method of collecting data in an open (explicit) and standardized manner was used there. For this purpose, a standardized research questionnaire was used.

Subject of the research were the students from seven faculties in two universities from Biała Podlaska: computer science, public health, medicine, nursing, tourism and recreation, physiotherapy and PE (physical education) – 548 people in total were the participants. In the work, the method of diagnostic survey based upon the questionnaire technique was applied. Faculty is the aspect that has great impact on the type of chosen forms of physical activities, reasons of its choice, barrier and importance of physical activities in the participants’ lives. Students from such faculties as PE and tourism and recreation show more physical activity in contrast to students from other faculties. More attention should be paid to extension and promotion of physical activity – a very important part of healthy lifestyle - in didactical-educational work of universities.

Various economic theories indicate that many factors determine the competitive position of national economies. In addition to classical factors such as natural resources, technology, and capital (including human capital), other elements include openness and readiness to generate and implement innovation. An important role is played by institutional and legal systems, which provide economic liberty, free competition, and protection against monopolies, corruption, and crime. According to some research, an important role is also played by issues related to intellectual property (and more precisely, industrial property). The purpose of this article is to verify the importance of intellectual property on economic development. For this purpose, literary studies and patent research were primarily used, including an analysis of the relative specialization index (RSI). The analysis results indicated that the effect of IPP on GNP was not explicit and, depending on the starting position of an economy, and an increase in IPP outlays may have various effects. Another important finding is the extraordinarily dynamic growth of the Chinese economy, as measured by patent indices.

Graduate training scheme is an inherent part of labour life. Occupational work makes not only for technological progress but mainly for personal development and self-esteem. Graduates are often offered postgraduate education by academe or businessmen. Individual’s graduating is a guarantee of cultivating and finding oneself in decreasing labour market. In order to equal today’s challenge i.e. in business area, universities should still design their attitude towards students, as further workers. Implementation or consolidation methods and forms of influencing on students’ cooperation, which are verified and upgrade education i.e. tutoring method and reflection, gives hope to educating individuals, who consolidate and multiply in the broad sense cultural achievement.

The human and social security paradigm has been developed and shaped at different levels in various countries and political regions as a result of their diverse development of civilisation. Security in all spheres of social life has become a paradigm of the present and the future and, following its creation, has caused mental changes in the human value system. The system of values developed at universities, in terms of peaceful coexistence, tolerance, respect for the canons of law, and environmental protection, is becoming an interpretation of the quality of human life. This means that universities, regardless of their educational and scientific research profiles, are actively involved in building security in their micro- and macro-environment in the short and long term. The social responsibility of universities to shape a safe environment consists in including the following in the content of education and in the system of values of graduates: human rights, assumptions of humanitarianism, ethics, tolerance, environmental protection, respect for the law, shaping pro-social attitudes, and many others arising from the challenges of the present and future.

The main purpose of this paper is to describe the specificity of Polish academic institutions that employ foreign-born scholars. The empirical material comes from a two-year research project, involving 100 qualitative in-depth interviews with “international” employees and additional 20 with their Polish colleagues, mainly supervisors. The study demonstrated that the organizational units of universities and research institutes employing foreign-born scholars could be divided into four basic types: language departments, “special units” (focused on international cooperation or advanced studies), laboratories, and the “islands.” An additional category is composed of the centers where the academic staff shortage is a serious problem, but this category, unlike the others, is likely to be seriously affected by the ongoing higher education reform. The article adopts a neo-institutional perspective, which enables to analyze these types of units in terms of institutional work (including construction of normative networks, defining, vesting), done by the foreign-born employees.

Cel badań. Celem pracy była ocena aktywności fizycznej studentów uczelni medycznych i wybranych jej uwarunkowań na tle populacji studentów z innych szkół wyższych. Materiał i metody. Badaniami objęto 3148 studentów I roku studiów z 11 różnych uczelni Katowic, Chorzowa i Krakowa, z czego studentów szkół medycznych było 711. Zastosowano metodę sondażu diagnostycznego z wykorzystaniem kwestionariusza ankiety autorstwa Umiastowskiej. Przyjęto poziom istotności p = 0,05. Wyniki. W obu przypadkach studenci szkół medycznych wypadali niekorzystnie w porównaniu z pozostałymi, a różnice były statystycznie istotne (odpowiednio p = 0,001, p = 0,002). Najpopularniejszymi formami aktywności fizycznej wśród studentów były jazda na rowerze i ćwiczenia w domu. Dla studentów szkół niemedycznych dominującą motywacją do podejmowania aktywności fizycznej okazała się przyjemność (62%), natomiast studenci szkół medycznych w jednakowym stopniu wskazali przyjemność, zdrowie i sylwetkę (57%). Wnioski. Studenci szkół medycznych, mimo że znacznie częściej niż inni dostrzegają znaczenie sprawności fizycznej w swoim przyszłym zawodzie, rzadziej deklarowali, że trenują w klubach sportowych i częściej ograniczali swoją aktywność do obowiązkowych zajęć wychowania fizycznego.
Background. Determination of physical activity of medical school students and their selected determinants and their comparison with population of other faculties students. Material and methods. The studies involved 3148 first year students of 11 different Universities including 711 medical students. The research used the method of a diagnostic survey using a questionnaire by Umiastowska. The level of significance is p = 0,05. Results. It was found that the largest group of students only exercises once a week (40%). Only 30 % of students exercise more than three times a week. In this regard, the students of medical studies do not differ from the students of other faculties. However in the group of medical students only 4% of students exercise in sports centres, and up to 28% of students practice on mandatory physical education classes. In both cases, students of medical schools perform unfavourable compared to the others, and the differences are statistically significant (p = 0.001, p = 0.002) respectively. The most popular physical activities among the students are cycling and exercising at home. For non-medical school students, the dominant motivation to undertake physical activity is pleasure (62%), while students of medical schools equally indicated pleasure, health and figure (57%). Conclusions. Medical schools students although much more often than others notice the importance of physical fitness in their future profession less often train in sports clubs and more often limit their activity only to physical education.

The growing number of the elderly in many countries has made it necessary to develop a wellthought-out policy. In the European Union, the concept of lifelong learning is being promoted which includes third-age universities aimed to activate the elderly through education, learning, expanding knowledge and developing interests, as well as a way of actively spending free time and meeting new people. Third age universities (U3A) have been operating in Poland for over 40 years, but they are very rarely analysed. This article measures the efficiency of twenty U3As operating within state universities in Poland in the 2017/2018 academic year. A non-radial SBM model, which is a non-parametric DEA method, was used to analyse efficiency. The results show that seven U3As were 100% efficient. Two were in a quantitative (number of students) or a qualitative (number of classes) model, and five in both models simultaneously. However, most universities focused on the number of students rather than the number of classes offered to their students.

Najwyższy odsetek patentów o potencjale komercyjnym posiadała Politechnika Warszawska (94%), zaś najniższy Politechnika Opolska i Wrocławska, odpowiednio 38,2% i 40,7%.
One of the very important internal sourcesincreasing innovativeness of economies is research and development work carried out by academic centers. Its results include various kinds of inventions, i.e. new technical solutions suitable for use in industry. Some of them receive protection in the form of exclusive rights, i.e. patents. Trying to meet ever increasing demands in the area of knowledge commercialization, universities submit for protectionalso solutionsthat in spite of their meeting formal criteria have little market potential from the very beginning. Although they obtain protection, they are in fact a group of so-called “dead patents”. The aim of this article is to indicate the extent to which patented inventions generated in various Polish universities have commercial potential and what part of them will be never used in business practice. An analysis of documentation consisting of over two thousand patents granted by the patent office to eight Polish universities in years 2000–2011 allowed to formulate two essential conclu-sions. Firstly, in the period under study only 59.9% of all patents belonging to Polish universities covered by the study had commercial potential. The remaining 40.1% of the inventions, is spite of received protection, have never been used in business practice. Secondly, the share of socalled dead patents in the total number of patents received by individual universities varied greatly. The highest percentage of patents with commercial potential belonged to the Warsaw University of Technology (94%) while the smallest percentage belonged to the Opole University of Technology and the Wrocław University of Technology, 38.2% and 40.7% respectively.

The need to integrate an equality and diversity perspective into research and education programmes goes beyond social sciences and humanities and also applies to technical sciences in engineering education. How are Polish technical universities dealing with this need? Is there space for making students aware of the importance of social competences? Let us try to answer questions about the place of equality and diversity and the missions of universities, scientific research, educational programmes and social and educational projects carried out at polytechnics, referring to global good practice in this area.

Purpose: The aim of the study is to analyse marketing challenges facing Polish public universities. Polish universities must urgently adjust their educational offers to deep declines in internal demand and to increased internationalisation of the educational market. The author explores the impact of management decentralisation in faculties of higher education institutions upon their market orientation, relationships with the external world and commercialisation of educational services targeting foreign students. Methodology: The study is based mostly on direct observations and an extensive review of international literature devoted to the model of the university of the future and its relationships with the environment. The author has been lecturing on marketing for many years; he also manages educational business programmes at a large public university in Poland where he acts in the capacity of a dean. Findings: Future universities should develop an array of services based on the relationship marketing with key strategic partners (business, local authorities, students and graduates). The idea of a modern educational service should be based on an individual approach to students expanded with complementary services. Educational services should be developed interactively in cooperation with key stakeholders. Practical implications: Polish public universities should become more marketing oriented and develop a set of commercial educational services addressed to foreign students and to entrepreneurial and internationally-oriented Polish students . Originality/value: Conclusions formulated by the author result from his long personal experience and knowledge of the specificity of the educational market in Poland and across the world and his experience in managing an interdisciplinary faculty of a large public university. The interdisciplinary approach to the subject combines elements of the relationship marketing and interactive development of new educational services.

Universities were founded around 1100 and retained their basic mission until mid 17th century when forward-looking research started to enter the institutions. In the mid 19th century when the US land grant institutions were created, universities added new areas of practical or applied research and community involvement. With global access to the Internet, a major moment in the 21st century is occurring that disrupts the very foundations of the academy and academics as independent institutions in all aspects, teaching, research and function in the community at large. No institution will remain unchanged; not all institutions will survive. This article discusses some of the changes occurring and the implications for the future of post-secondary education, globally.

Impulse for discussion is a sustainable development program initiated by the Europe- an Union units. Future universities need to focus more on the practical as- pects of education, because education focused on the present theory is not effective.

Several authors have researched workplace circumstances and employee performance in organisations. Personal observations, documented observations, and discoveries in the literature all provided an incentive for this investigation. Some systematic observations revealed that academic staff in Nigerian universities are subjected to some unfavourable workplace conditions, even though they are expected to perform well in teaching, publish quality research papers that can contribute to global knowledge and development, and engage in community development services. Major theories have attempted to explain employee productivity in the workplace. Using secondary data, this article explores the Two Factor model by Fredrick Herzberg, the Contingency theory of leadership and the Expectancy theory by Victor Vroom. They were most relevant in associating motivating factors with the work performance of employees in the organisation. The criticisms of each theory have paved the way for theoretical triangulation and, thus, a synthesis of all three theories to explain the work performance of academic staff members in Nigerian universities. The article resolved that incentives are indeed essential in order to increase the performance of academic staff in Nigerian universities.

It was first such an institution in “new Poland.” The person chosen to be the vice-chancellor of the MCSU was a pre-war socialist Henryk Raabe. He met all the criteria demanded by the new regime. Firstly, he was a left-winger, but on the other hand, he was not a communist; he was not a member of the unpopular Polish Workers’ Party (Polish: Polska Partia Robotnicza – PPR). As such, he had a greater opportunity to create a necessary team of co-workers. Furthermore, as a socialist, he confirmed the values promoted by propaganda, i.e. political pluralism and the alleged willingness to create a democratic state, in which there would be space for debate and the diversity of views. H. Raabe could be also considered the symbol of a person discriminated against in the Second Polish Republic on the basis of his socialist views, and what follows, a person deprived of the possibility for having an academic career. In the new reality, he became a perfect example portraying the rapid changes in the country where the chance to develop was given to people who had competence, passion and character.

University athletic programs at times engage in cheating, dishonesty, and other practices which embarrass the university. They can promote policies that compromise the academic integrity of their universities. Much of the root cause of this trouble is based in a desire for prestige and the need for money to support that quest for prestige. The university-based business school also seeks prestige and desires increased funding in order to support achievement of that prestige. This essay outlines four pitfalls that have beset university athletics that could well happen to business schools. Some of these pitfalls seem hopelessly irreversible. University business schools would do well to learn the lessons of these pitfalls vicariously rather than suffering through them by direct experience.

In the years 1945-1989 higher education establishment in Wrocław was developing without a proper base for conducting research and teaching activity. The base was generally too small and outdated. In the first post-war years buildings that had belonged to universities and German institutions before the war were used. Being too small compared to several times larger than before the war tasks in the area of education, they could be used only partially. Some universities built new facilities in the 1950s, but their building stock did not increase considerably (3-4 times) and modernize until the 1960s and 1970s. The investments concerned mainly technical university, agriculture university and economic university. In other universities the growth of size was much lower. However, at any university it did not keep up with the growing number of students. From the end of the 1970s because of the growing systemic economic crisis in the country the investments of Wrocław universities reined and in the 1980s they stopped almost completely. The process of enlargement and modernization of university base was diverse both in time and in relation to individual universities. Even during its greatest intensity it was not able to keep up both with tasks allocated as part of central plans and with demographic trends.

Opis:
Effective project management requires consideration of aspects such as quality, costs, time, material resources, staff and communication, and risk. In the case of projects co-financed from European Union funds, the main threat is recognition of part or all of the costs as ineligible, which will result in a need to cover them from university's own funds. Therefore, not only successful completion of the project but also financial condition of the university depends on safety level of EU project management system. Main purpose of the study was to indicate actions aimed at increasing safety of EU project management system in public universities. First part of article is theoretical and was prepared based on a critical analysis of the literature in a field of project management. Second part of the text was based on primary data collected during the survey among EU project managers at public technical universities. Literature studies and results of own research have enabled preparation of recommendations to increase the level of safety of project management system co-financed from EU funds at public universities.
