Opis:
Risk of an accident is an ever-present component in the maritime transportation process, especially in congested waters such as port areas. Since safety is of crucial importance in the maritime industry, different models of risk assessments were developed to ensure minimal navigational danger. The aim of this paper is the development of modular, dynamic sets of parameters, applicable for future risk assessment models on port approaches by introducing top-down expert appraisal structure methodology organised in three steps. Firstly, approaches and criteria from relevant international recommendations and scientific studies on maritime risk assessment models were analysed and compared, in order to obtain general categories of navigational safety parameters. Secondly, existing risk assessment parameters were structured and combined into new dynamic sets. In the third step, these dynamic sets of parameters were selected, and numerical values were assigned to them according to the specific context of the port. Finally, this top-down methodology aims to provide relevant dynamic sets of criteria for navigational safety risk assessment development that are flexible and widely applicable for the needs and characteristics of different ports.

In this paper authors present results of simulation research on ship domain determination. The influence of ship size on domain shape and dimensions in the restricted area have been analyzed. The method of determining ship domain is characterized. The results have been presented. The domains of ships of different sizes have been compared and conclusions formulated.

Ship domain is one of navigational safety assessment criteria. Its shape and size depend on many factors, including visibility. This article examines the influence of visibility on the shape and dimensions of ship domain in restricted waters. The research was conducted using a simulator of the ECDIS system with the participation of experts’ navigators. The domains of ships in good and restricted visibility have been compared.
Domena statku jest jednym z nawigacyjnych kryteriów oceny bezpieczeństwa. Jej kształt i rozmiar zależą od wielu czynników, włączając widzialność. W artykule zreferowano badania nad wpływem widzialności na kształt i rozmiary domeny statku na wodach ograniczonych. Badania były prowadzone z użyciem symulatora systemu ECDIS z udziałem nawigatorów ekspertów. Przedstawiono porównanie domen statków w warunkach dobrej i ograniczonej widzialności.

The marine environmental is one of human activity areas where risk is greater then average. Among water areas there are those where ship maneuvering is limited more then other sea areas. There are waters limited by port structures. The article presents methods of assessment of navigational risk as a combination of probability of ship collision to port structures and its consequences. The models of describing of accident probability are presented. Besides the result of ship port structure collision is determined by probability of structure collapse.

Porty są projektowane i budowane do obsługi statków o określonej wielkości. Rozwój floty światowej w ostatnim trzydziestoleciu charakteryzuje się generalnie wzrostem wielkości statków przy w miarę stałej ich ilości. Stąd porty budowane kilkadziesiąt i więcej lat temu stoją wobec konieczności obsługi coraz większych statków. Wzrost ten obejmuje zarówno długość i szerokość, jak i zanurzenie statku. O bezpieczeństwie żeglugi na akwenach portowych decyduje głównie relacja wymiarów statku do wymiarów akwenu. Akwen charakteryzowany jest poprzez wymiary w płaszczyźnie poziomej oraz głębokość. W przypadku istniejących portów występują niewielkie możliwości zmiany tych elementów. Statek manewrujący po akwenie portowym musi przede wszystkim posiadać odpowiedni zapas wody pod stępką. Zależy on od wielu czynników i błędów ich określania. Analiza dotychczas stosowanych metod określania zapasu wody pod stępką wykazuje, że wielkość ta generalnie jest zawyżana. Oznacza to ograniczenie dopuszczalnego zanurzenia statku. Skutkuje to niepełnym wykorzystaniem ładowności statku. Ma to zasadnicze znaczenie szczególnie dla portów polskich (Świnoujście, Gdynia, Gdańsk), gdzie rocznie obsługiwanych jest kilkadziesiąt statków z częściowym wykorzystaniem ładowności. Możliwość zwiększenia ładowności wiąże się ze zwiększeniem dopuszczalnego zanurzenia, co jest równoznaczne ze zmniejszeniem zapasu wody pod stępką. W referacie przedstawiono założenia budowy modelu oceny bezpieczeństwa manewrowania statków po akwenie portowym. Polega ona na ocenie ryzyka obejmującego możliwość uderzenia statku w dno akwenu jako konsekwencji przyjęcia nieodpowiedniego zapasu wody pod stępką oraz skutków takiego zdarzenia. Bowiem nie każdy kontakt kadłuba statku z dnem akwenu kończy się uszkodzeniem kadłuba. Rezultatem prowadzonych badań jest przyjęcie kryteriów oceny i określenie odpowiednich wskaźników.
Ports are designed and constructed for handling ships of definite size. The development of world fleet in the recent thirty years has been marked by a general increase in ships' size with their relatively constant number; which is why ports built a number of years ago are faced with the necessity of handling ever bigger ships. This increase embraces both the length and the width of the ship, as well as her draft. The navigational safety in port water areas is mainly determined by the relation of the ship's dimensions to the dimensions of the water area. The water area is characterised by horizontal dimensions and draft. In the case of existing ports there are few possibilities of changing these elements. The ship manoeuvring in the port water area has first of all to have a suitable underkeel clearance, which depends on many factors and their estimation errors. The analysis of hitherto applied methods of determining underkeel clearance shows that this value is generally overestimated. This signifies a limitation of the ship's permissible draft, which results in incomplete use of the ship's load capacity, which is of particular significance for Polish ports (Świnoujście, Gdynia, Gdańsk), where a few dozen ships are handled yearly with only a partial use of their load capacity. The possibility of increasing load capacity exists in increasing permissible draft, which is bound with decreasing underwater clearance. The paper presents assumptions for the construction of a safety assessment model for ships manoeuvring in the port water area. It consists in estimating the risk of the ship striking the bottom of the water area as a result assuming an improper underkeel clearance, since not every contact of the hull with the bottom ends in damaging the hull. The result of the research is the assumption of assessment criteria and determining suitable indicators.

The development of offshore renewable energy installations can introduce additional hazards to the safe navigation of shipping in often already crowded waterways. Developers and decision makers must predict and properly manage the potential risks imposed on navigating vessels from wind farm developments, in a complex and uncertain environment. Considerable analysis has been undertaken to model navigational risks to vessel traffic around wind farms; however this work is generally predictive and there is little understanding as to whether the modelling, central to the consideration of navigation safety, accurately reflects the postconstructed navigation risks. It is therefore important for decision makers to understand the uncertainties present in the analysis, both in terms of the assessment of risk and the implementation of any risk reduction measures. This paper presents a comparative analysis of the change in vessel traffic in the Thames Estuary before and after the construction of five offshore wind farms. The analysis demonstrates how the impact on vessel traffic is specific to the location of each development, driven by traffic management measures and other local constraints. Therefore the accurate modelling of this impact requires the input of experienced navigators, regulators and other knowledgeable stakeholders. The results of this analysis can be used to improve the predictive modelling of vessel traffic around offshore wind farms and other offshore installations, leading to a reduction in the uncertainty of vessel traffic modelling in the future.

LNG import terminals are under construction in the Baltic Sea ports Klaipeda and Świnoujście and should start operations in 2014. LNG tankers in Klaipeda port should cross port up to the end of the port. Probability of possible emergency situations with LNG tankers is very low, but in the same time it is necessary to take all possible precaution measures to avoid accidents with LNG tankers in any cases, especially in port areas. “Black out” on the LNG ships is very dangerous in ports areas, because there is very limited channel’s width and other port water areas, and it is necessary to steer vessel in such situations as well. Theoretical calculations of the precaution measures, simulations and practical training of the ship and tugs masters, port pilots and VTS operators should help in such emergency situations. This article is oriented to explain theoretical calculation methods for the LNG tankers steering by tugs in case of “black out” situations, simulations’ results and practical recommendations for the Port Authorities, port pilots, ships’ and tugs’ masters that will be possible to minimize LNG ships’ incidents and accidents probability in port areas.

The paper presents the assumptions of a simulation model for assessing the navigational safety of fishing vessels. The model consist of submodels of merchant and fishing vessels traffic, submodel of external condition and submodel of accident consequences. Paper present also a results of simulation experiment which was carried out for Polish EEZ. Model takes into account all Polish fishing vessels operating in the Polish EEZ with length more than 15 meters and the merchant vessels traffic in South Baltic Sea area. As a results positions of simulated collisions of fishing and merchant vessels, positions and sizes of simulated bunker spills and the positions of losses of fishing equipment were achieved.
W artykule przedstawiono założenia złożonego modelu symulacyjnego dla szacowania bezpieczeństwa nawigacyjnego statków rybackich. Model składa się z modeli ruchu statków handlowych i statków rybackich, modelu warunków środowiskowych oraz modelu skutków zdarzenia. Ponadto w artykule przedstawiono rezultaty eksperymentu symulacyjnego przeprowadzonego dla polskiej wyłącznej strefy ekonomicznej. Model uwzględnia wszystkie polskie statki rybackie operujące w polskiej wyłącznej strefie ekonomicznej o długości większej niż piętnaście metrów oraz ruch statków handlowych na południowej części Morza Bałtyckiego. W rezultacie otrzymano pozycje prawdopodobnych kolizji statków transportowych oraz rybackich, pozycje i rozmiary prawdopodobnych rozlewów olejowych oraz pozycje utraty narzędzi połowowych.

Przedstawiono warunki uprawiania nawigacji w węźle komunikacyjnym morskich i śródlądowych dróg wodnych Elbląga. Port morski w Elblągu jest typowym przykładem węzła komunikacyjnego morskich i śródlądowych dróg wodnych. Port posiada połączenie drogą wodną śródlądową z portami Zatoki Gdańskiej: Kanałem Jagiellońskim - Szkarpawą - Wisłą - Martwą Wisłą oraz rzeką Elbląg - przez Zalew Wiślany i dalej przez Szkarpawę. Posiadarównież połączenie z portami Federacji Rosyjskiej - Elbląg i przez Zalew Wiślany, Pojezierzem Iławskim (z możliwością wyjścia przez Kanał Bydgoski, Noteć i Wartę na drogę wodną Odry).
The sea port in Elbląg is a typical example of the sea and inland waterways communication junction. The port is connected with the ports of Gulf of Gdańsk through inland waterways: with the Jagielloński Canal through Szkarpawa, Wisła, Wisła Martwa and the River Elbląg - through Zalew Wiślany and Szkarpawa. The port is also connected with the Russian ports - the River Elbląg and Zalew Wiślany, with Pojezierze Iławskie through Elbląg Canal and with the inland waterways of Dolna Wisła (including the possibility of entering the Odra waterway through the Bydgoszcz Canal, Noteć and Warta).This paper presents the conditions for navigation in the communication junction of sea and inland waterways of Elbląg.

The paper presents an analysis of the accident between a passenger ship moving on the route Swinoujscie Ystad with tanker carrying hazardous substances category X. In order to assess the safety of navigation in the study area the authors have developed a probabilistic domain, which aims to estimate the number of incidents of navigation on the basis of real data from AIS and to find potentially dangerous areas, where there is the highest number of incidents. Then the vessel traffic model was built and the model of navigational safety assessment to evaluate the probability of Ro-Pax Ferry-Chemical tanker collision. Finally the consequences assessment of collision between Ro-Pax and chemical tanker carrying ammonia was performed, taking into consideration ammonia release.

The data analysed in the paper are related to the hydrology of tidal waters at a tidewater glacier terminus. Set of data was collected in the wide span of time from 2009 till 2015 in the Nordaustlandet and Southwest Spitsbergen near various tidal glaciers terminus. The data are related to tidal phenomenon, calving glacier, drifting ice, hydrology of brackish water from ice of glacial origin and theirs consequences on safety of navigation. Thus, results of analysis of hydrological data may serve for improvement of safety of maritime transport in polar regions on high latitudes in vicinity of tidewater glaciers. The research work was part of the reconnaissance of hydrological and hydrographic conditions for the needs of other studies. Measurements were taken at the Kamavika inlet leading from the Hans Glacier to-wards Hornsund fjord (Southern Svalbard). Based on above data, the causes of disturbances and errors of hydrographic measurements that may occur in area of occurrence of brackish water layer and their influence on errors of digital information displayed in ECDIS systems as well as prediction of ice conditions and safety of watercrafts in vicinity of glacier terminus and on anchorage were described.

The necessity of verifying manoeuvring mathematical models in shallow water for studying the safety of ships using a ship-handling simulator is pointed out in this report. Several instances of verification of mathematical models in shallow water are introduced here based on measurements of motion conditions of full-scale ships and shallow water tank tests of models. Results of safety assessment tests of five manoeuvring phases are given using the verified manoeuvring mathematical models to discuss manoeuvring criteria in shallow water. Objective manoeuvring criteria for safety assessment in shallow water are proposed based on subjective judgement related to control margin assessed by more than 3,200 masters and pilots for over 325 simulation tests and by analysis of the study results of 15 full-scale ships.

The growing demand for transportation has brought even larger quantities of traffic in spatially limited port areas. Considering a diverse traffic mix, infrastructural overcapacity and busy schedule, port communities have started to face possible degradation of safety and environmental standards. To mitigate these problems, a number of different monitoring solutions of marine environment were deployed. Since conventional environmental and traffic data gathering by physical monitoring and sampling was logistically complicated and inefficient in time and resources, different approaches had to be considered. With the rise of accessible Internet of Things (IoT) technology some ports already installed smart monitoring devices such as smart buoys. The goal of this paper is to examine the concept and benefits of an automated smart buoy as a cost effective, easy to install device capable of real-time remote information sharing. Furthermore, the design and operational processes of existing automated smart buoy will be presented, along with solutions for tackling navigational safety and environmental problems.

Opis:
Conducting navigation by using electronic charts is not an option anymore. With few exceptions, vessels shall carry on board electronic navigational charts and Electronic Chart Display and Information Systems. The official electronic charts are issued by or on behalf of the authority of a Government, authorized Hydrographic Office or other relevant government institutions. These nautical charts are compiled from multiple data sources, some modern and very comprehensive, while others older. The accuracy of data, named “Category Zones of Confidence – CATZOC”, differs among various navigation areas. The navigation officers of the watch rely on the chart data to calculate the safety parameters and to plan the route in advance for the intended voyage. The aim of this paper is to emphasize the impact which the data accuracy has on the safety of navigation. For this purpose, a model vessel was considered in a Strait of Dover bridge simulation scenario, assuming good weather conditions without swell or current. The Safety Contour was defined using a mathematical formula which incorporated the under keel clearance, the squat effect and the tide levels. Then, the Safety Contour was examined considering the chart data accuracy. The results of this analysis contribute to increasing awareness and better understanding of CATZOC influences on the identification of safe waters during navigation.

This paper presents the process of quantitative assessment of selected factors influencing the probability of grounding. All grounding accidents that occurred during one year (2013) in the Baltic Sea area were analysed. The research area was chosen because of very high traffic intensity and a large number of narrow passages that make it difficult for navigation. The research period was limited by the latest data reported by HELCOM up to the year 2013. The Method of Grounding Probability Coefficient (GPC) calculation is proposed to reach the assumed goal. Either internal factors such as the ships size and ship type or external factors such as time of day, wind force and season were taken into account. As a result the values of coefficients describing the impact of various factors on the probability are evaluated. This coefficients, taking into consideration coupling effect, can be used in future in the navigational safety simulation models based on the assumed value of accident probability.

Opis:
Implementation of ERIKA III, the third package of EU legislation intended to integrate international standards of marine accident investigation, has significantly changed the way Polish public authorities investigate marine accidents. Until the implementation, maritime chambers conducted the investigation of marine accidents. Since October 2012 there has been a dual system in place whereby public authorities are entitled to investigate marine accidents in Poland. This article reviews distinctive features of both approaches and the impact thereof on the system of investigating marine accidents. Beside a theoretical description of the legal basis for the functioning of both maritime chambers and the State Marine Accident Investigation Commission, this paper includes analytic data of investigations conducted by both these bodies in order to prove that the number of investigations conducted by maritime chambers has drastically decreased since the establishment of the State Commission, and that the number of investigations conducted by the State Commission itself cannot be sufficient, leading to a decrease of safety in maritime navigation.

Safety, along with the issue of security, is the most substantial and critical issue to any society and nation of the mankind. The fact that human elements contribute dominantly, in particular, to the transportation – marine, air and road traffic – accidents requires not only the technical approaches, but also cultural configuration inherent to the accidents. This paper tries to incorporate Hofstede’s dimensions of national culture to identify possible interaction with accidents. It will be of help to figure out the need to consider the aspect of national culture to be efficient in dealing with policies for safer communities and nations.

The ship technical failures contribution in overall number of navigational accidents are significantly smaller than those caused by human factor but in safety analysis they cannot be neglected. The paper presents methodology of modeling the technical failures of ships with respect of most important ship systems such as main engine, power generators and steering gear. The repair time is also taken into account. The data for simulation was obtained from analysis of ships statistical data of polish owners. The model could be used mostly in assessment with projecting phase of ship appliances, simulating owner’s economical analysis or generating random events in marine simulators.

Ship's parameters are an essential factor taken into consideration when ship's safety is assessed in a navigational situation in a restricted area. The ship's fuzzy domain is one of the assessment criteria. Its determination is based on the representation of previously acquired navigators' knowledge combined with methods and tools of artificial intelligence. This article presents research results and a preliminary analysis of how a ship's size affects the shape and size of its fuzzy domain.

Low maneuverability of ships together with growing intensity of marine traffic result in new challenges related to navigation safety. This paper reports a research aimed at design of methodology of operation of recommender systems for navigation safety. First, a specification of requirements to systems of the considered class has been carried out. Based on these, the major principles of functioning of such systems have been defined. The principles were a basis for development of the mentioned above methodology, which is based on the usage of context patterns and characterized by the presence of feedback to update the system’s knowledge base.

The parameters of a water area significantly affect navigational safety. Consequently, they have to be taken into account while assessing a navigational situation. Ship domain is one of the criteria for the assessment of a navigational situation. This article presents the research results and an initial analysis of the relationship between the width of a restricted area and the shape and size of a ship fuzzy domain.

The ship domain is one of the criteria for navigational safety assessment. It is particularly important in restricted areas with high intensity traffic, where the criteria of closest point of approach (CPA) and time to CPA are difficult to apply. This research continues to examine ship domains in Traffic Separation Schemes (TSS). We have analyzed precautionary areas established within TSSs in connection with changed arrangements of vessel traffic. Besides, we have defined ship domains in a precautionary area of a specific TSS, and compared them to domains of vessels proceeding along traffic lanes.

For oil and gas transportation in some places used SPM (Single mooring point) system, this is located in the open sea and very often not so far away from the shore. Differences between the wind loads, waves and current forces can take a place. More complicate conditions can be in case if FSU is still in ballast and more influence has wind and waves as current and in the same time tanker in loaded position is more influenced by the current. Navigational safety ensure in SPM regions requests deep theoretical studies and very clear understanding of forces and moments, which influence on all the system (SPM, FSU, Tanker, tugs), practical implementation of proper equipment and use of correct methods of navigational safety. In this article there is made analysis of possible failures and necessary actions to ensure navigational safety in SPM regions.

Over the last few decades, the International Maritime Organization (IMO) has very heavily utilized the Safety of Life at Sea (SOLAS), 1974 Convention as the main legal instrument (and implementation tool) concerning safety at sea for merchant vessels engaged in international trade. During this more than a century of existence and continuous improvement of the Convention, wide-ranging safety risks have been addressed via SOLAS and certain relevant “supporting” Codes, covering for example the issues of design, construction and equipment of ships, as well as paving the way for the introduction of a structured framework of operational procedures that ensures a high level of professional performance for the crew onboard those seagoing vessels (the International Management Code for the Safe Operation of Ships and for Pollution Prevention-ISM Code) and even including human factors topics. Until this point in time, the IMO has developed the SOLAS Convention with fourteen (14) chapters that are covering all the main risks associated with shipping operations and are working in parallel with other related Conventions and Codes to enhance the level of safety at sea, under a holistic approach that is working under the principle of interrelation. This paper aims to briefly discuss SOLAS’ history of development and highlight just a few of those important risks that this Convention is addressing, with certain emphasis on the topic of “safety of navigation”. Apart from helping to understand the way this Convention and other IMO’s legal instruments are interrelated, it will also provide a few educated guesses about the “upcoming” challenges that in the near future should also be included into the scope of the SOLAS, with the topic of Maritime Autonomous Surface Ships (MAAS) clearly standing out.

The port areas are specific in terms of navigational accidents. Usually, accidents with low consequences dominate, but due to many users with contradictory needs, there is a requirement to keep the balance between business and safety. This balance is usually achieved by the Port Authority or like in Poland by Maritime Office together with Port Authority. Maritime Offices are the governmental body responsible to maintain the acceptable navigational safety level. Such an approach leads to several frictions between the users that needs are often contradictory. To ensure minimal safety level and introduce new or amended port regulations the scientific methods are demanded to support this process. The paper present methodology to adjust the port regulations of Kołobrzeg Port where the passenger ship owners moored in close vicinity of the waterway and therefore restricted it to the other users. The compromise was achieved with the application of real-time simulation method. Moreover, the paper presents the important role of harbor regulations in whole navigation risk management process within the port area. Today’s port regulations are created mostly based on good practice of pilots and experts, whereas the quantitative methods are used less frequently. The intention of the presented case study was to demonstrate how the quantitative risk assessment could be used in port policy development.

LNG terminals are built to handle tankers of specific size, with cargo capacities within a narrow scope. This is related to the differences in cargo, fender and mooring systems used for LNG tanker handling of various sizes. The research problem solved in the article is the development of the method for optimal design of a universal LNG cargo handling facility that enables safe operations of LNG tankers in a wide range of cargo capacity that covers almost entire spectrum of global fleet tanker sizes. The article presents a methodology of optimizing the parameters of LNG cargo terminals to accommodate both small bunker ships with cargo capacity of 500 m3 (50 metres in length) to Q-flex type tankers capable of carrying up to 220 000 m3 (320 m in length). The authors have determined conditions for the safe operation of these tankers in sea LNG terminals and described differences in the construction of cargo, fendering and mooring systems. The optimization of both location and terminal parameters for a wide range of gas tanker sizes as well as approach channels leading to the LNG berths was performed using a specially designed two-stage simulation method of optimization. In the first stage the best location of a universal LNG terminal and its berths in the existing port basin is determined. The second stage defines optimal parameters of approach waterways to the berths of a universal LNG terminal. The optimization criterion at both stages was the minimization of the costs to build and to operate a universal LNG terminal. The developed optimization methodology was actually used in the design of the universal LNG terminal in the outer port of Świnoujście. The tests made use of real time simulation (RTS) and non-autonomous models of ships, in which ship movement is controlled by a human (pilot, captain). Simulation tests were performed on a multi-bridge ship handling Polaris simulator with a 3D projection, from Kongsberg Maritime AS. This full-mission bridge simulator (FMBS) is located at the Marine Traffic Engineering Centre, Maritime University of Szczecin. Two simulation ship movement models were built and verified for testing the manoeuvres of port entry and berthing. These are: Q-flex type tanker (length: 320 m) and an LNG bunker ship, 6,000 m3 capacity, 104 m in length. The test results were used in the design of the universal LNG terminal in the outer port of Świnoujście and approach waterways leading to the berths (now this investment project is in progress).

By applying digital model of the sea bottom it is possible to model information depending on dynamical phenomena, such as squat. This article presents a conception of data modeling , which allows to visualize safe depth area depending on ship speed. That kind of information can be implemented in numerical charts.

The United Nations Convention on Contracts for the International Carriage of Goods Wholly or Partly by Sea (the ‘Rotterdam Rules’) was adopted by the General Assembly of the United Nations on 11 December 2008. The Rotterdam Rules contain two oft-criticised changes from the existing regime governing international carriage of goods widely adopted among maritime nations, namely the International Convention for the Unification of Certain Rules Relating to Bills of Lading, Brussels, 25 August 1924 (the ‘Hague Rules’) and its subsequent Protocol in 1968 (the ‘Visby Protocol’ or the ‘Hague-Visby Rules’). This paper addresses implications of these changes and assess whether ship-owners and ship-operators can comply with these without having to incur excessive additional expenses.The United Nations Convention on Contracts for the International Carriage of Goods Wholly or Partly by Sea (the ‘Rotterdam Rules’) was adopted by the General Assembly of the United Nations on 11 December 2008. The Rotterdam Rules contain two oft-criticised changes from the existing regime governing international carriage of goods widely adopted among maritime nations, namely the International Convention for the Unification of Certain Rules Relating to Bills of Lading, Brussels, 25 August 1924 (the ‘Hague Rules’) and its subsequent Protocol in 1968 (the ‘Visby Protocol’ or the ‘Hague-Visby Rules’). One of the primary factors that affect the safe maritime navigation is the insufficient experience and skill of an apprentice officer, which may be improved using simulation-based training by ensuring operational efficiency. This study aims to determine appropriate factors for achieving effective and intensive simulation-based training of apprentice officers and present the guidelines for such a training scheme. Initially, a marine traffic risk model, which interprets and accurately measures the risk of collision with other vessels, is analyzed to derive the most influential factors in safe navigation. Subsequently, simulation experiments are conducted by applying machine learning to verify the required safe navigation factors for effectively training the apprentice officers. As a result of the above analysis, it was confirmed that the factor affecting safe maritime navigation was the distance from other vessels. Finally, the differences between these distances in the simulations are analyzed for both the apprentice officers and the experienced officers, and the guidelines corresponding to both these cases are presented. This study has the limitation because of the difference between the ship maneuver simulation and the actual ship navigation. This can be resolved based on the results of this study, in combination with the actual navigation data.

The main objectives of the MarCom project (‘Maritime Communications - broadband at sea’) are to investigate the main user needs and communication technologies requirements to accommodate those needs within the maritime community. The project will carry out several pilots to demonstrate the usability of terrestrial wireless technologies in combination with, and in some areas instead of satellite communication (SatCom). The major benefit to the maritime users are expected to be reduced costs, increased bandwidth, Quality-of-Service (QoS) and improved communication security and versatility. The MarCom approach is characterized by combining thorough investigations of present and future user needs through nine scenarios/user cases along with identification of cost-effective communication platforms to match the application requirements being obtained. The MarCom investigations have revealed the bandwidth needs for a set of application groups, and identified the data integrity requirements for each group. Furthermore this paper is addressing the MarCom work with the IMO/IALA e-Navigation strategic initiative in establishing the bandwidth requirements to obtain the major objectives of the e-Navigation concept.

Expert navigators participated in simulations using the ECDIS system. The domains of ship passages in open sea area and restricted area have been compared.

The law of general average is one of the oldest institutions in maritime law, which is still applicable in contemporary shipping. Although the role and function of general average have naturally changed throughout centuries of its history (the main reasons therefor being the popularization of maritime insurance, which evolved much later than the general average) and general average has been and is subject to criticism pointing to its anachronistic nature and redundancy in today’s maritime economic realities. However practice shows that general average continues to resist these accusations and is commonly used in the practice of maritime commercial trade. This article deals with the issue of general average in light of Polish maritime law regulations, the essence and specificity of these legislative solutions concerning the safety of shipping in Poland, and also gives examples of events that occurred at sea that permit the announcement of an act of the general average. This article also presents considerations with regard to arguments in favour of maintaining the institution of general average as a legal instrument used in shipping, as well as critical voices emphasizing the need to eliminate general average as an institution of maritime law aimed at distributing losses, incurred to avoid a common peril, to the participants of a maritime adventure.

Full Mission Bridge simulating became a valuable tool to assess the conditions for safe navigation during seaport development. The article presents an overview of the works carried out at the Lithuanian Maritime Academy. The specialists of the Academy together with the pilots of Klaipeda State Seaport performed a number of trainings and tests using Full Mission Bridge simulator, related to navigational safety assessment. Overviewed works concern a wide range of directions: development of the harbour navigation channel, introduction of two-way traffic of ships, ships sailing with tugboats, coordination with vessel traffic service, emergency response of the LNG vessel in case of various scenarios, extremely big ships accessibility studies, the boundary weather conditions assessment and so on.

This paper presents the problem of the “know-how” needed by the operators of vessel traffic supervision, monitoring, advisory and safety zone management systems required and maintained by marine navigators on their ships. The problem of the proper and correct interpretation of these systems is raised. Different types of ship safety zones, concerning both anti-collision and navigational purposes are presented, introducing the concept of hydrographic ship domain. Anti-collision and hydrographic domains were compared in order to establish mutual dependence. The factors influencing the two types of ship domains were analysed. The author proposed their merging and replacement with one universal domain, discussing its advantages and disadvantages. The analysis of the factors influencing the shape and size of such ship safety zones in conducted. The results in the different phases of research were presented and conclusions were drawn.

Work shortly analyses statistics of maritime casualties registered by European Maritime Safety Agency (EMSA) for years 2014-2019 and gives short description of chosen collisions that took place in last ten years. Article points out main causes of navigational accidents and the need to keep improving navigators skills and operation of systems available on board to minimalize risk of collision or grounding due to human error. In this work very small sample is presented and author mainly focuses on European waters and incidents investigated by only one maritime authority – Danish Maritime Accidents Investigation Board (DMAIB).

This paper presents assumptions and process of the forming of a risk assessment model for collision between a passenger ferry departing from or approaching port of Świnoujście and a chemical tanker carrying a dangerous cargo. In order to assess navigational safety on the basis of data obtained from AIS system, were prepared probabilistic domains of ships, which made it possible to estimate number of navigational incidents as well as their spatial distribution , that consequently allowed to determine potentially dangerous areas. The next phase was formulation of a simulative model intended for the calculating of probability of collision between the ferry and chemical tanker as well as the determining of characteristic scenarios for such collision. This paper presents also an analysis of consequences of the collision with taking into consideration a damage of cargo tanks.

Ship movement processes in selected Traffic Separations Schemes (TSS) of Southern Baltic Sea were analyzed. The paper depicts new approach involving navigational situation assessment. Nowadays operator at maritime traffic monitoring station have access to a great amount of various quality data. Information come from different sources and the data are generated by multiple of sensors. Multiple sources of data create new challenge regarding data association. The challenge is met by technology called data fusion. By means of fusion, different sources of information are combined to arrive at proper decision. Ships safety factors were introduced to enable vessels' classification regarding potential consequences of an accident. It is assumed that safety factors are fuzzy, imprecise values. Small ranges of value were assigned to small craft without dangerous cargo. The largest intervals are reserved for huge crude carriers. Fuzzy factors (SF) depend on subjective evaluation of ships tonnage and on amount as well as harmfulness of their cargo. Extended scope of the SFs is introduced and reasoning on subjective classification discussed. Included numerical example illustrates presented material.

W artykule zaproponowano sposób oceny bezpieczeństwa żeglugi (ryzyka nawigacyjnego) w akwenie ograniczonym z wykorzystaniem przestrzennego modelu domeny statku.
The paper deals with the navigational infrastructure analysis with respect to safety of navigation in the mouth of the Vistula River. In this paper the author also presents methods that can be used for estimating safety of navigation (navigational risk) in the restricted sea areas by means of the model of the ship’s domain. The essence of the method suggested in the thesis is the systematic approach to sea vessel operation in the aspect of estimating its safety when navigating in restricted sea areas.

The paper introduces some aspects of maximum size ocean going ship’s safety during the sailing on Central American rivers. Based on solution of above problems, presented necessary hydrographical information concerning River Orinoco, Mississippi, Rio Magdalena and the most biggest of the World – Amazon River. Solutions of several river’s navigational and manoeuvres problems suggested by Traffic Engineering have also been presented. Independently, there are suggestions concerning improvements of the sea transport safety in the river’s estuary.

An essential aspect of the safety of navigation is avoiding collisions with other vessels and natural or man made navigational obstructions. To solve this kind of problem the navigator relies on automatic anti-collision ARPA systems, or uses a geometric method and makes radar plots. In both cases radar measurements are made: bearing (or relative bearing) on the target position and distance, both naturally expressed in the polar coordinates system originating at the radar antenna. We first convert original measurements to an ortho-Cartesian coordinate system. Then we solve collision avoiding problems in rectangular planar coordinates, and the results are transformed to the polar coordinate system. This article presents a method for an analysis of a collision situation at sea performed directly in the polar coordinate system. This approach enables a simpler geometric interpretation of a collision situation.

Collection and promulgation of navigational and hydrographic information are one of the basic elements in navigational-hydrographic support in the Polish EEZ. The Hydrographic Office of the Polish Navy is responsible for preparing and distributing this type of information. This paper presents the nautical information mentioned in the title and activities by The Hydrographic Office in this respect.

The article presents laws related to countering sea pollutions by ship. The authors discuss general tasks of governments services involved in controlling such hazards in the Polish maritime areas.

Ship’s navigation process is complex and based on the navigational information from two main sources – of navigational measurement and of nautical publications. Navigation information should be precisely, up-to-date and credible. The paper presents navigational information in respect to their features and attributes.

In this paper author presents the methods that can be used for estimating the safety of shipping (navigational risk) in the restricted sea areas of the Gulf of Gdansk by means of a three-dimensional model of ship’s domain specified for the PS Class container vessels “Emma Maersk”. The essence of the method suggested in the thesis is the systematic approach to a sea vessel operation in the aspect of estimating its safety while approaching DCT terminal in Gdańsk Port Północny in the divergent exterior conditions.

Opis:
Poor lookouts, i.e. one of errors in situation awareness, are pointed out as the major cause of collisions of ships, through investigations of collision accidents. In order to evaluate safety measures for preventing collisions caused by poor lookouts, it is necessary to understand background factors, so called “contexts”, of errors in situation awareness regardless of occurrence of collisions. The purpose of this study is to point out the possible significant contexts, using a navigator’s situation awareness model. As a result, we point out that one of the possible significant contexts is a problem on judgment of priority levels of other ships with regard to attention.
