The article is showing a concept of critical infrastructure systems’ safety states model. Model construction is basing on: popular technical systems’ safety states models, and notions specified in acts of law and other studies concerning crisis management. Paper is including some concept of proposed model usage possibilities ‐ methods and procedures for estimating unknown basic parameters of safety states transitions process: identifying the distributions of its conditional lifetime at safety states, estimating probabilities of its staying at safety states at the initial moment, probabilities of its transitions between safety states and parameters of the distribution for the description of its conditional lifetimes at safety states.

In recent years, various types of commerce including transport have suffered significant damage and costs due to cyber-attacks. The geographic scope of freight transportation has no boundaries, attacks can be launched almost anywhere there is an Internet connection. Therefore, there is no immunity from the failure of computer systems and information of delivery processes in the networks of organizations and companies engaged in maritime transportation. In addition, while the consequences of cyber-attacks on major shipping lines and ports, as well as the digital systems of logistics companies, can be comprehensively analyzed, the vulnerability of ships remains insufficiently studied. This paper offers an analysis of the risks in the field of maritime freight transport and the main factors of influence such as digitization on the safety of the transport process. The basic threats to the information system of the ship are defined and the techniques of risk analysis for the ship information security is proposed.

Together with certain non-governmental organizations and media concerns about environmental protection, the International Maritime Organization (IMO) has been strict on controlling undesirable effects on the environment and, consequently, forcing shipping companies to minimize their emissions. Besides, today’s highly advanced technology companies over the world have developed various innovative systems that can be utilized to minimize carbon emission, thus giving assurance to relevant investors that their investments are most likely to turn out well with a considerable financial gain in the short or long term. Despite all such favorable developments, in a general look, shipping companies seem reluctant in making use of technologies providing efficiency in energy consumption. This reluctance has eventually brought about the term “Energy Efficiency Gap”. This research conducts a questionnaire, created by Acciaro et al. [1], among the shipping companies in Turkey. 20 respondent companies, who represent 26 percent of the Turkish owned merchant marine fleet of over 1000 gross tonnage in terms of deadweight cargo capacity, participated in the research. The Pearson correlation analysis was used, and interpretations were made according to the obtained statistical values. The aim of the research was to identify reasons and points restraining the use of new technologies regarding energy efficiency, as well as to develop proposals for the innovators in this field about how to overcome this handicap concerning technical and managerial aspects of gaining energy efficiency.

The paper has been written within the European EUREKA Project E!2772, initiated and completed at the Faculty of Ocean Engineering & Ship Technology, Gdansk University of Technology in the years 2001-2003. A problem has been solved concerning mathematical optimisation of a fleet of multipurpose sea-river vessels for European short-shipping reguIlar lines, in the area of The North and Baltic Seas, on the level of marine transportation , task, by the non-linear programming methods with constraints. A method is proposed which enables existing criteria of stability to be included as constraints in the optimisation model of a jleet. In the numerical examples, three typical criteria of intact stabiliry: by IMO, PRS, and HSMB have been selected to demonstrate a post-optimisation feasibility analysis of principal parameters of ships.

The probability of an accident in transportation systems can serve as a measure of these systems safety or risk, depending on the objective. Therefore numerous methods and models for risk evaluation, with respect to maritime, have been developed. However, these models are either too simplified, allowing relatively fast analysis but very often missing the substantial links among the model variables, or they are too slow for effective analysis, due to computational complexity, not necessarily being backed-up with the complexity of the model itself. Thereby, this paper introduces a novel method evaluating the probability of ship-ship collision in the maritime transportation system focusing on the open sea collisions, applying the queuing theory in the simulation model. The model allows relatively fast prediction as it focuses on the specific events (e.g. accidents), instead of simulating the whole traffic. To support this hypothesis a case study is presented focusing on a selected element of transportation system in operation.

Opis:
Development and implementation of various projects focused on improving standards of energy efficiency and rational use of energy carriers is a priority for numerous enterprises and companies. Modern shipping devotes sufficient attention to improving the environmental performance of the fleet. As part of the strategy to improve environmental safety and energy efficiency, as well as to reduce air and marine pollution in industries, including maritime transport and shipping, a set of steps to improve the ship's energy efficiency is being implemented. This process is carried out in various ways, however, at the same time maintaining the economic indicators of fleet operation. Relevant is the research aimed at analyzing the introduction of energy management systems in the maritime transport and summarizing the experience of operating the ships, which allows to identify a number of proposals, the implementation of which allows to maintain the economic efficiency of transportation. The article offers a review of the main energy efficiency tools and ways to ensure the transport efficiency of existing ships without modernization by operating them at reduced speeds and fuel consumption and thereby minimizing carbon emissions, as well as developing a set of measures to improve the environmental efficiency of cargo transportation.

As in every industry at risk, the human and organizational factors constitute the main stakes for maritime safety. Furthermore, several events at sea have been used to develop appropriate risk models. The investigation on maritime accidents is, nowadays, a very important tool to identify the problems related to human factor and can support accident prevention and the improvement of maritime safety. Part of this investigation should in future also be near misses. Operation of ships is full of regulations, instructions and guidelines also addressing human factors and safety culture to enhance safety. However, even though the roots of a safety culture have been established, there are still serious barriers to the breakthrough of the safety management. One of the most common deficiencies in the case of maritime transport is the respective monitoring and documentation usually lacking of adequacy and excellence. Nonetheless, the maritime area can be exemplified from other industries where activities are ongoing to foster and enhance safety culture.

A paradigm shift is presently underway in the shipping industry promising safer, greener and more efficient ship traffic. In this article, we will look at some of the accidents from conventional shipping and see if they could have been avoided with autonomous ship technology. A hypothesis of increased safety is often brought forward, and we know from various studies that the number of maritime accidents that involves what is called “human error” ranges from some 60‐90 percent. If we replace the human with automation, can we then reduce the number of accidents? On the other hand, is there a possibility for new types of accidents to appear? What about the accidents that are today averted by the crew? This paper will present a method to assess these different aspects of the risk scenarios in light of the specific capabilities and constraints of autonomous ships.

Opis:
Operational status and practical exploitation (October 2010) of Satellite Navigation Systems (SNS), as GPS and GLONASS, and Satellite Based Augmentation System (SBAS), as EGNOS are presented in this paper. Other SNS are under development as Galileo and Compass, other SBAS in various part of the world are already available (WAAS, MSAS) or under development as GAGAN or SDCM. The receivers of these systems are now found in every mode of transportation - air, maritime and land. Additionally SNS markets and applications in the transport and the most significant events in the satellite navigation systems in the nearest years and SNS markets and applications are described also.
W artykule omówiono status operacyjny i problemy eksploatacyjne (październik 2010) nawigacyjnych systemów satelitarnych (SNS), takich jak GPS i GLONASS oraz satelitarnych systemów wspomagających (SBAS), takich jak EGNOS. W różnych częściach świata dostępne są inne systemy (WAAS i MSAS), kolejne (Galileo, Compass, QZSS, GAGAN) są na etapie budowy. Odbiorniki w/w systemów znalazły zastosowanie we wszystkich rodzajach transportu. Omówiono też najważniejsze wydarzenia jakich można spodziewać się w najbliższych latach w dziedzinie SNS oraz wykorzystanie tychże systemów na rynku transportowym.

The implementation of the CSM regulation by the European Commission in 2009 which harmonizes the risk assessment process and introduces a rather new concept of judging changes within the European railway industry. This circumstance has risen the question how other technology sectors handle the aspect of modifications and alterations. The paper discusses the approaches for judging the significance of modifications within the three transport sectors of European railways, aviation and maritime transportation and the procedure which is used in the area of nuclear safety. We will outline the similarities and differences between these four methods and discuss the underlying reasons. Finally, we will take into account the role of the European legislator and the fundamental idea of a harmonization of the different approaches.

According to Eurostat, in 2015 freight maritime transportation was responsible for 51% of share in transportation of overall EU international trade, what places it as a first transportation mode in Europe. [1] This is an important trigger for engineers to develop new solutions in ships’ construction, which could enhance the optimization of costs and increase efficiency of maritime transportation. The publication presents two big on-going research projects, which will define the future in ships’ technologies. First one, Maritime Unmanned Navigation through Intelligence in Network (MUNIN) and second, Ship Intelligence belonging to Rolls-Royce. In the first chapters, the article says about the latest trends according to European Union strategy in terms of maritime transportation. The third and the fourth chapter present both of the research projects in their current state. At the end, the author analyzes and compares both projects providing an overview how it meets the strategy for the future of cargo transportation in Europe, indicating the most important features.
Obecnie obserwuje się wzrost znaczenia transportu morskiego. Według badań przeprowadzonych przez Eurostat, w 2015 transport ładunków drogą morską posiadał 51% z ogólnego podziału na środki transportowe dla ładunków, co oznacza, iż transport morski cargo jest drugim środkiem transportu w Europie. Fakt ten jest istotny dla inżynierów, aby wprowadzać nowe rozwiązania w konstrukcji statków morskich, które mogłyby zoptymalizować koszty oraz zwiększyć efektywność transportu morskiego. Publikacja prezentuje dwa duże projekty, które mogą zadecydować o przyszłości konstrukcji i technologii statków morskich: europejski projekt Morska Bezzałogowa Nawigacja poprzez Inteligencję w Sieci (MUNIN) oraz Inteligentne Statki wdrażane przez brytyjską firmę Rolls-Royce.

Looking at the high flow of the shipping industry and many things related to the ship operations that have to be done every day, several ship owners have collaborated with Ship Management Company (SMC) to assist them in managing their ships' operations. SMC is required to be responsible for the daily operational management of the ship on behalf of the ship owner such as crewing, technical management, administration, and chartering. Seeing the importance of collaboration and the diversity of services provided by the SMC, it is necessary to evaluate each determinant factor by the ship owner for the selection of an SMC to assist the ship owner in choosing an SMC that suits their needs. The purpose of this research is to identify the determinant factors of SMC selection from the owner’s perspective, evaluate the importance of each of these factors, and obtain different views between the owner and SMC in the selection of ship management. The Fuzzy Analytical Hierarchy Process (Fuzzy AHP) method is used for evaluating weight based on the opinions of the owners and SMC who are experts in their fields. Then, the different perspectives between the owner dan SMC were obtained from the processing result. The results show that owners placed their top priority on factors that they can get the most from SMC, such as human resource factors and services. Meanwhile, SMC placed its priority on cost and its services factors that described the things they must manage well and optimization provided to owners.

The paper presents a model for risk analysis regarding marine traffic, with the emphasis on two types of the most common marine accidents which are: collision and grounding. The focus is on oil tankers as these pose the highest environmental risk. A case study in selected areas of Gulf of Finland in ice free conditions is presented. The model utilizes a well-founded formula for risk calculation, which combines the probability of an unwanted event with its consequences. Thus the model is regarded a block type model, consisting of blocks for the probability of collision and grounding estimation respectively as well as blocks for consequences of an accident modelling. Probability of vessbl colliding is assessed by means of a Minimum Distance To Collision (MDTC) based model. The model defines in anovel way the collision zone, using mathematical ship motion model and recognizes traffic flow as a non homogeneous process. The presented calculations address waterways crossing between Helsinki and Tallinn, where dense cross traffic during certain hours is observed. For assessment of, a grounding probability, a new approach is proposed, which utilizes a newly developed model, where spatial interactions between objects in different locations are recognized. A, ship at a seaway and navigational obstructions may be perceived as interacting objects and their repulsion may be modelled by a sort of deterministic formulation. W artykule przedstawiono model oceny ryzyka w transporcie morskim, w aspekcie kolizji statków oraz wejść na mieliznę. W modelu przyjęto jeden typ statków, tankowce do przewozu ropy naftowej, z uwagi na fakt, iż w przypadku wystąpienia kolizji lub kontaktu z dnem statek ten może stanowić bardzo poważne zagrożenie dla środowiska. W pracy przedstawiono dwa nowatorskie podejścia do modelowania prawdopodobieństwa wystąpienia powyższych wypadków. Model do oceny prawdopodobieństwa kolizji statków definiuje w nowy sposób strefę kolizji, w oparciu o właściwości manewrowe statku oraz jego hydrodynamikę. Intensywność ruchu morskiego na analizowanym akwenie modelowana jest w oparciu o proces niestacjonarny, w przeciwieństwie do istniejących modeli. Model oceny prawdopodobieństwa wejścia na mieliznę wykorzystuje model grawitacyjny, który wyznacza bezpieczny obszar manewrowy dla danego statku i danego akwenu. W modelu tym statek i otaczające go płycizny traktowane są jako masy, wzajemnie na siebie oddziaływujące. Obydwa modele wykorzystują dane o ruchu statków zarejestrowane w systemie automatycznej identyfikacji statków (AIS). Analiza ryzyka przeprowadzona została dla dwóch wybranych akwenów w Zatoce Fińskiej. Jako konsekwencje wypadku przyjęto model kosztów, skonstruowany w oparciu o dane statystyczne z międzynarodowego funduszu IOPCF, który pokrywa koszty w związku z rozlewem olejowym na morzu.

This paper covers the current state of maritime oil transportation in the Baltic Sea and the development of oil transportation in the 2000s, as well as estimations of transported oil volumes in 2020 and 2030 in the Gulf of Finland. The scenarios were formulated on the basis of a current state analysis, energy and transportation strategies and scenarios and expert assessments. The study showed that the volumes of oil transportation in the Gulf of Finland will increase only moderately compared to the current status: 9.5-33.8 %, depending on the scenario. Green energy policy favours renewable energy sources, which can be seen in the smaller volumes of transported oil in the 2030 scenarios compared to the 2020 scenarios. In the Slow development 2020 scenario, oil transport volumes for 2020 are expected to be 170.6 Mt (million tonnes), in the Average development 2020 187.1 Mt and in the Strong development 2020 201.5 Mt. The corresponding oil volumes for the 2030 scenarios were 165 Mt for the Stagnating development 2030 scenario, 177.5 Mt for the Towards a greener society 2030 scenario and 169.5 Mt in the Decarbonising society 2030 scenario.

Nowadays managers and decision-makers around the world seek every opportunity to lower costs of the ship’s mooring time at seaports. In this article, main operations taking place at maritime container terminals are first disaggregated in several elementary activities. Then the vessel cycle time is analysed while separately investigating the STS (Ship to Shore) crane cycle time, the RTG (Rubber-Tyred Gantry) crane work cycle time and the IMV (Internal Movement Vehicle) transfer time. A triangular distribution describes times of each of the container handling stages while the PERT (Program Evaluation and Review Technique) method is used to estimate the total time for all reloading activities. The paper demonstrates the proposed method effectiveness with data of Baltic Container Terminal (BCT) Gdynia. The use of formulas developed for the calculation of times of individual operations that affect the reloading of a container at maritime container terminals enables an in-depth assessment of the effectiveness of the reloading processes. Thus, the proposed tool gives terminal managers opportunity to track which stage of the container reloading consumes most time and generates biggest costs.

Large-scale distributed transportation systems can pose various risks in terms of fatalities, environmental pollution, or loss of property. In particular, accident where a vehicle carrying large number of passengers is involved may pose a high risk with respect to human casualties, moreover it will immediately raise a public and political concern. This is an issue in case of maritime transportation systems (MTS), as the biggest ships nowadays can carry up to 8500 people at once (m/s Oasis of the Seas). Thereby lot of effort has been put to increase safety of ships carrying passengers; however the holistic approach to model and manage the risk existing in the MTS is still missing. This paper makes an attempt to fill this gap, by presenting a data-driven model evaluating risk level in the existing MTS and by introducing a systematic methodology for mitigating the risk. Moreover the MTS operating in the Gulf of Finland under non-ice conditions is addressed, where heavy passenger traffic is observed.

Zrównoważona żegluga (sustainable shipping) jest promowanym w ramach Międzynarodowej Organizacji Morskiej (IMO) kierunkiem rozwoju instrumentów prawnych międzynarodowego prawa morskiego, wynikającym z trzech praktycznych wymogów stawianych żegludze morskiej: „żadnych wypadków, żadnych zanieczyszczeń oraz obsługa na czas” (no casualties, no pollution and service on time). Na forum IMO uznano, że światowy przemysł żeglugowy funkcjonujący w międzynarodowych ramach regulacyjnych zmierza ku „zrównoważonej przyszłości”, co wymaga od IMO dalszego rozwoju instrumentów prawnych, w tym m.in. środków technicznych i operacyjnych, w celu zaradzania problemom globalnym. Główny nacisk kładzie się na: ograniczenie emisji gazów cieplarnianych (GHG) ze statków morskich; zmniejszenie zawartości siarki w paliwie żeglugowym; kontrolę i zarządzanie wodami balastowymi; zmniejszanie i kontrolę zanieczyszczeń morskich, w tym tworzyw sztucznych, oraz skuteczną ochronę szczególnie cennych ekosystemów morskich i przybrzeżnych; a także poprawę efektywności transportu drogą elektronicznej wymiany informacji, cyfryzację w żegludze morskiej i zwiększenie udziału kobiet w społeczności morskiej. Celem artykułu jest przedstawienie zrównoważonej żeglugi jako kierunku rozwoju instrumentów prawnych międzynarodowego prawa morskiego, opartego na ugruntowanej w prawie morza zasadzie prewencji oraz na obowiązku ochrony i zachowania środowiska morskiego.
Sustainable shipping is a direction for the development of international maritime law legal instruments promoted within the International Maritime Organization (IMO), and resulting from three practical requirements for shipping: “no casualties, no pollution and service on time”. The IMO recognized that the global shipping industry operating within the international regulatory framework is heading towards a “sustainable future”, which requires IMO to further develop its legal instruments, including technical and operational measures to deal with global problems. The main focus is on: reducing greenhouse gas (GHG) emissions from ships; reducing the sulfur content of marine fuel; ballast water control and management; the prevention, reduction and control of marine pollution, including plastic pollution, and the effective protection of particularly sensitive marine and coastal ecosystems; as well as improving transport efficiency through electronic information exchange, digitization in shipping and increasing the participation of women in the maritime community. The aim of this paper is to present sustainable shipping as a direction for development of legal instruments of international maritime law, based on the principle of prevention and the obligation to protect and preserve the marine environment, well-established in the law of the sea.

Providing safety and maintaining high quality of dry cargo, transported by sea, is associated with the necessity of taking into consideration their specific property, which is hygroscopicity. Susceptibility to the impact of water, which also occurs in vapour state, concerns mainly dry cargo, which are organic matter, containing carbohydrates and protein in their composition. This is because these substances have strong connection with water. The example of a bulk cargo often transported by sea is soybean meal, which is mainly produced in the USA, Brazil and Argentina. Due to its economic importance, the quality of soybean meal, which is globally used in the animal nutrition (poultry and swine), remains an important research issue. This product is obtained by subjecting the soybeans to cracking and dehulling processes, in order to facilitate the extraction of the oil. Water absorption of soybean meal causes reactions taking place in it, which leads to the changes in its chemical composition and, consequently, also in its nutritional values. Moreover, increasing the water content, leading to the increase of water activity, may significantly deteriorate the microbiological safety of the meal. Therefore, the research was undertaken to determine whether the sorption properties of soybean meal will change due to the influence of a static, homogeneous magnetic field. This aim has been achieved by determining and comparing the water vapour adsorption isotherms. The comparison of the isotherms determined under normal conditions and under the influence of a static, homogeneous magnetic field with an induction of 10 mT has been made on the basis of empirical data. Furthermore, using the Brunauer, Emett and Teller equation (BET), the monolayer and the energy constant of the sorption process have been estimated. The isotherms were determined at 20°C. The study lasted 9 days. Desiccators with aqueous supersaturated solutions of substances and a generator of a static magnetic field were used in the research. The obtained results have indicated that the influence of the magnetic field is a factor that causes the differentiation between the sorption properties of soybean meal expressed in the volume of the monolayer and the energy associated with the sorption phenomenon. The inferred findings show, that the magnetic field has an impact on the course of the sorption phenomenon in organic samples, and may determine the stability of the cargo during long-term maritime transport.

Kompleksowe zagospodarowanie dolnej Wisły ma na celu zaspokojenie potrzeb różnych dziedzin gospodarki, transportu, turystyki, energetyki, ochrony przeciwpowodziowej, rolnictwa i leśnictwa. Celem artykułu jest wykazanie, że kompleksowy rozwój śródlądowych dróg wodnych jest wyzwaniem aktualnym i ważnym dla gospodarki, w tym zwłaszcza dla pozycji konkurencyjnej portów morskich. Problem ten zostanie przedstawiony na przykładzie dolnej Wisły. Do badań zastosowano metodę analizy koszty/korzyści. W świetle problemów, związanych z nadmiernym obciążeniem infrastruktury transportu samochodowego i kolejowego, wykorzystanie transportu wodnego śródlądowego na zapleczu portów morskich Gdańska i Gdyni pozwoliłoby na uzyskanie dodatkowych korzyści związanych ze zmniejszeniem kosztów transportu i degradacji środowiska. Najważniejszym efektem będzie jednak umocnienie pozycji konkurencyjnej portów trójmiejskich oraz zwiększenie dochodów państwa. Badania wykazały, że ekonomiczny wskaźnik koszty/korzyści (Benefit Cost Ratio) kompleksowego zagospodarowania dolnej Wisły kształtuje się na poziomie 6,11, co świadczy o wysokiej opłacalności tego przedsięwzięcia.
Multipurpose development of the lower Vistula will benefit in various areas of the economy in: transport, tourism, energy, flood protection, agriculture and forestry (reduction of losses associated with drought). The aim of the work is to demonstrate that the multipurpose development of inland waterways is a current and important challenge for the economy, especially for the competitive position of seaports. This problem will be presented on the example of the lower Vistula. In the research was used the method of cost / benefit analysis. In light of the problems associated with excessive overload of road and rail transport infrastructure, the use of inland waterway transport in the hinterland of seaports Gdańsk and Gdynia would provide the additional benefit of reducing costs of transport and, external costs, however the most important result, will to strengthen the competitive position of the port of Tri-City and to increase state revenues. Research has shown that the economic cost / benefit ratio of multipurpose development of the Lower Vistula River stands at 6.11, which testifies to the high profitability of the project.

Causative chain (CC) is a failure chain that cause accident as an outcome product of the second step of MOP model, namely line relation analysis (LRA). This CC is a connection of several causative factors (CF), an outcome product of first step of MOP model, namely corner analysis (CA). MOP Model is an abbreviation from 4M Overturned Pyramid, created by authors by combining 2 accident analysis models. There are two steps in this model, namely CA and LRA. Utilizing this model can know what is CF that happen dominantly to the accidents and what is a danger CC that characterize accidents in a certain place and certain period. By knowing the characteristics, the preventive action can be decided to decrease the number of accident in the next period. The aim of this paper is providing the development of MOP Model that has been upgraded and understanding the characteristics of each type accident. The data that is analyzed in this paper is Japanese accidents from 2008 until 2013, which is available on Japan Transportation Safety Board (JTSB)’s website. The analysis shows that every type of accidents has a unique characteristic, shown by their CFs and CCs. However, Man Factor is still playing role to the system dominantly.

Opis:
International transport is a subject to many regulatory measures worked out by governments, international organisations (e.g. IMO, ILO, EU), regional institutions and public entities. As a result, such regulatory mechanism, which is getting throughout international, strongly affects the real sphere of maritime transport as well as its productivity and efficiency. Maritime transport operators have to apply to many new standards and rules set by international public regulators aimed mainly at improving and enhancing safety and security at sea. It is sometimes very painful process in terms of costs and time but inevitable to survive in the highly competitive environment. The author analyses the nowadays existing regulatory mechanism in maritime transport and tries to evaluate it in terms of its impact on effectiveness of maritime transport processes.

In sea transport, a very important thing is an assignment of cargo to a particular class of storage climate conditions and it is carried out on the basis of the requirements that cargo places upon its storage atmosphere. The water content of black tea must not fall below 2%, as the product otherwise becomes haylike and its essential oils readily volatilize, while on the other hand, it must not exceed 9% as it then has a tendency to grow mould and become musty. Therefore, tea requires particular temperature, humidity/moisture and possibly ventilation conditions. In this context, tea is a hygroscopic material that has the ability to absorb or desorb water in response to temperature and relative humidity of the atmosphere surrounding it. The moisture content of tea is one of the most important variables affecting its chemical and sensory properties. Therefore, to explore and predict the behaviour during transport of tea, its equilibrium moisture content must be determined for a range of transport temperatures and relative humidities. The present paper focuses on the evaluate the hygroscopic properties of tea from Rwanda with different degree of fragmentation based on isotherms of water vapour sorption and characteristics selected parameters of the surface microstructure determining transport conditions and therefor microbiological stability of teas.

When performing the carriage of goods by sea, each contracting party, shipowner and charterer, has a number of rights and obligations. In legal sources which regulate carriage of goods by sea, in particular contracts concluded between parties, international conventions and national laws, standard clause is shipowner's obligation to provide a seaworthy vessel. Such obligation implies that the vessel must be able to carry and keep the contracted cargo in good condition and also have required number of qualified crew. On the other side, charterer's obligation is to order the vessel to sail to ports/berths which are considered safe (safe port warranty). Also, legal sources of carriage of goods by sea regulate liability issues for loading and discharging operations, the limitation of the shipowner’s liability and application of provisions related to exclusion of liability. All of the above represent important rights and obligations of the regulation of the carriage of goods by sea, and so regulated thus far have been common in the carriage of goods by sea by traditional vessels. However, the question that arises is how the problems related to the carriage of goods by sea will be regulated when such carriage is performed by autonomous vessels. In other words, there is a question about interpretation of the provisions of seaworthiness, safe port warranty, liability and the limitation of the shipowner’s liability and exclusion of liability in the carriage of goods by sea by autonomous ships. The purpose of this paper is comparison of problems related to the carriage of goods by sea between the traditional and autonomous vessels, and regarding the regulation of seaworthiness, safe port warranty, liability, the limitation of the shipowner’s liability and exclusion of liability. The results of this comparison lead to the conclusion that reconsideration of the content of the listed terms is needed when we are talking about carriage of goods by sea by autonomous vessels.

W artykule omówiono problem przewozu gazu ziemnego morzem z uwzględnieniem aspektów bezpieczeństwa dla statku, załogi i środowiska. Omówiono formy przewozu w postaci: gazu skroplonego (LNG), sprężonego gazu (CNG) oraz zamrożonych hydratów metanu. Wskazano na główne zagrożenia, przede wszystkim jest nim tworzenie z powietrzem mieszanin palnych i wybuchowych. Czujniki wykrywające obecność gazu w wielu newralgicznych pomieszczeniach (informacja o nieszczelności systemu ładunkowego lub instalacji ładunkowej) oraz czujniki dymu wykrywające pożar są standardowym zabezpieczeniem na gazowcach. Gazowce przewożące skroplony gaz ziemny (LNG) są dużymi statkami. Energia cieplna przewożonego ładunku w przypadku pożaru części ładunkowej stwarza poważne zagrożenie nie tylko dla statku, zdrowia i życia załogi, ale i otaczającego środowiska. W rezultacie gazowce przewożący niebezpieczny ładunek poruszają się wyznaczonymi trasami żeglugowymi i są pod specjalnym nadzorem w morzu, jak i w terminalach lądowych. Odpowiednie przeszkolenia załóg oraz ich doświadczenie pozwalają na bezpieczny przewóz gazu ziemnego.
Paper discussed the problem of natural gas transport by sea, taking into account the safety aspects for vessel, crew and environment. It was discussed the states of NG carrying as liquefied gas (LNG), compressed gas (CNG) and methane hydrates. It was indicated the main hazards, mainly flammability, explosion limits. The gas and smoke detectors are the standard equipment on gas tankers. LNG tankers are large so the heat energy of fire is a danger for vessel, health and life of crew and the environment. The LNG vessels sail through special sea routes, are under special supervision at sea and in terminals. The crew training, experience and required certificates allow for safe transport of natural gas by sea.

The United Nations Convention on Contracts for the International Carriage of Goods Wholly or Partly by Sea (the ‘Rotterdam Rules’) was adopted by the General Assembly of the United Nations on 11 December 2008. The Rotterdam Rules contain two oft-criticised changes from the existing regime governing international carriage of goods widely adopted among maritime nations, namely the International Convention for the Unification of Certain Rules Relating to Bills of Lading, Brussels, 25 August 1924 (the ‘Hague Rules’) and its subsequent Protocol in 1968 (the ‘Visby Protocol’ or the ‘Hague-Visby Rules’). These changes are, namely, an extension of the carrier’s obligations to maintain seaworthy vessel throughout the voyage (Article 14) and a deletion of an exclusion of carrier’s liabilities due to negligent navigation (Article 17). The International Atomic Energy Agency (IAEA) estimates that 10 million shipments of radio-active materials are transported annually. Each shipment is made up of either a single package or a number of packages transported from one location to another. The vast majority of these shipments, some 95%, relate to non-fuel cycle transports such as the transport of smoke detectors, and cobalt sources for medical purposes. Only 5% relate to nuclear fuel cycle transports. This study investigates the safety stability aspect, harmonized regulation based transportation, sustaining shipment aspect for the transportation of radioactive materials by ships. Consequently the originality of this paper appears the alignment of existing maritime rules and regulations with the IAEA regulations in order to provide easy understanding and usage for the establishment of code of safe and secure practices for seafarers with the countermeasures and harmonized regulations that are practically implemented by the navigation officers and Master.

John B. Lacson Foundation Maritime University (Arevalo), Inc. is mandated to offer aquatic-sports courses such as paddling, rowing, sailing, and swimming to equip students with needed skills essential for survival in case of emergencies. Since, there is a dearth of instructional materials in Physical Education 2 (Advanced Swimming and Life-saving Techniques), the JBLFMU-Arevalo was given a research grant by the CHED (Commission on Higher Education) known as DARE TO (Discovery Applied Research and Extension Trans/Inter-Disciplinary Opportunities) to address the problem. This DARE TO grant aimed to develop instructional materials in PE 2 that will enhance the swimming performance and life-saving techniques of students. That is why the researchers would like to test for the effectiveness of this instructional material in the form of modules over the traditional approach which is lecture in improving the students’ swimming performance and life-saving techniques in terms of their knowledge and skills. This non-equivalent control group under quasi-experimental study was utilized among the BSMT (Bachelor of Science in Marine Transportation) students. A pretest was used to determine swimming performance of the experimental and control groups. An intervention through the use of instructional materials was employed in the experimental group for the whole semester (five months) while the control group was exposed to lecture as a traditional method of instruction. After a semester, the posttest was administered. The statistical tools used were mean, standard deviation, Mann-Whitney test, and Wilcoxon-signed ranks test. The findings of the study revealed that the instructional material is effective in enhancing the swimming performance and life-saving techniques of students both in the aspects of knowledge and skills. Both the experimental and control groups were “Fair” in their knowledge pretest scores but during the posttest, the experimental group was “Good” and the control group was “Fair”. On the other hand, both the experimental and control groups were “Fair” in their skills’ pretest scores but during their posttest, the control group was “Good” while the experimental group was “Excellent”. The experimental group who used the module showed significantly better performance during the posttest both for knowledge and skills compared to the control group who did not use the module (lecture only). The study further showed significant differences in the mean gains between the experimental and control groups after the conduct of pretest and posttest in favor of the experimental group. It can be gleaned from the results that the module can enhance the knowledge and skills in swimming performance and life-saving techniques of the experimental group. It is highly recommended that this module be utilized among maritime schools offering swimming and life-saving courses.

The routing problem of small island ports is, in many cases, firmly dependent on country topology, e.g., how to connect islands with a main (home) port, where the order of stops can be different, especially if there are not enough passengers or cargo waiting to be transported to or from every port. Thus, we need a capable optimization tool with which we can adapt each route for an appropriate time schedule; for example, some routes in one cycle can touch each island (forwards or backwards) but some routes can be incomplete, to touch only a few of them. The carrier has to find space for price-cutting (lower prices per journey – more passengers on board), to be more attractive in free-market competition. In such route optimization, we have to interconnect minimal transport cost with maximal revenue (money from tickets), which could be a very demanding task (a non-linear objective cost function). Instead of a non-linear polynomial optimization, which can be very complicated and time-consuming, the network optimization methodology could be efficiently applied. The main goal is to find more efficient routes, to decrease expenses and to increase revenue at the same time (dual mini/max problem).

This article tries to show the relationship between one important set of deficiencies included in the Paris Memorandum of Understanding on Port State Control procedures, propulsion and auxiliary machinery, the importance of this set of deficiencies for the PSC inspection and also its importance for the Maritime Safety. The maintenance of the propulsion and auxiliary machinery systems has become less important that it deserves, that means while the ship sails everything is supposed to be properly maintained, this is the most extended policy in the Companies and accepted and supported by the Owners. This article studies the deficiencies included in the category propulsion and auxiliary machinery detected by the Port State Control Officers (PSCO) of the Paris MOU area, and tries to demonstrate how important they are in these inspections. At the same time can be seen the professional profile of the PSCO’s as well as the assessment made by them of those areas included in this set of deficiencies.

The aim of this article is to dispel any nomenclatural confusion related to the notion of FSRU. Sometimes FSRUs are classified as ships or vessels; sometimes as stationary units. The article will attempt to explain in which case FSRUs may be classified as ships. This article describes one of the most persistent legal problems in Polish maritime law, which is the FSRU implementation in the Baltic Sea. The application of FSRU solutions was analysed in relation to LNG maritime transport. This analysis is concerned only with a fragment of wider theoretical considerations about the placement of the definition of the ship in different national legal systems as well as the importance of translation and correct understanding of the words denoting the ship or the vessel.

Analysis of the possibilities of Poland’s participation in the utilization of hazardous chemicals based on the experience of the Danish RECLIB operation. The article reviews the implementation of the maritime policy by the Kingdom of Denmark as the examples of an operation, carried out in 2016, under the code name RECLIB, whose the main aim was to remove harmful chemical substances from Libya. The process of setting up maritime operation under the leadership of Denmark was described, while conducting an active international policy, including in the forum of the UN Security Council. The cooperation of Denmark with other countries was also presented, for which counteracting the weapon of mass destruction (WMD) proliferation, especially under the auspices of the United Nations, is a high priority in foreign policy. Finally, Polish extensive experience in the area of chemical weapon utilization was mentioned and an attempt was made to define the national ability to carry out a maritime operation of removing WMD from another country. For this purpose, the authors studied the CBRN capabilities and abilities of the Polish Navy to transport of dangerous substances as part of a potential naval operation.
Artykuł przedstawia analizę możliwości udziału Polski w utylizacji niebezpiecznych substancji chemicznych w oparciu o doświadczenia duńskiej operacji pod kryptonimem RECLIB. W artykule przedstawiono sposób realizacji przez Królestwo Danii jednego z elementów polityki zagranicznej na przykładzie przeprowadzonej w 2016 r. operacji pod kryptonimem RECLIB, której głównym celem było usunięcie z Libii niebezpiecznych substancji chemicznych. Opisany został proces przeprowadzenia morskiej operacji pod przewodnictwem Danii przy jednoczesnym prowadzeniu aktywnej polityki międzynarodowej, w tym na forum Rady Bezpieczeństwa ONZ. Zaprezentowane zostało również współdziałanie Danii z innymi państwami, dla których przeciwdziałanie proliferacji broni masowego rażenia, zwłaszcza pod auspicjami Organizacji Narodów Zjednoczonych, stanowi wysoki priorytet w polityce zagranicznej. Omówione zostały także polskie, szerokie doświadczenia z zakresu utylizacji broni chemicznej i podjęto próbę zdefiniowania krajowych zdolności do usunięcia broni masowego rażenia z innego państwa w ramach operacji morskiej. W tym celu Autorzy przeanalizowali zdolności z zakresu obrony przed bronią masowego rażenia (OPBMR) i możliwości Marynarki Wojennej RP w zakresie transportu substancji niebezpiecznych z wykorzystaniem posiadanych jednostek bojowych.

This study aimed to determine the concepts learned in Navigation and Seamanship as well as the level of satisfaction of students’ in using the training ship in terms of food, accommodation, readiness of venue, quantity of equipment, activities, speakers, and ships’ crew. The respondents of this study were the 129 students of JBLFMU-Arevalo. They were selected through stratified and cluster sampling. A questionnaire was sent to the respondents through e-mail and Facebook messenger to gather the data. The comments of the students were classified according to themes. For BSMT 1 – Familiarization and Ship Tour, in Navigation, the themes are learning the ship nomenclature and manipulating the different navigational equipment onboard, inculcating skills to plan and manage a ship for safety voyage, employing the concepts learned about the various ship positioning to arrive at the port or point of destination, and refining the importance of learning the qualities of a competent navigator. In Seamanship, the themes are enhancing concepts learned about the importance of prioritizing safety on board and learning the International Maritime Law, learning the important purposes and uses of the different navigational equipment on board, improving skills on proper operation of the ship, and uplifting the duties and responsibilities of officers and crew members on board. For BSMT 2, Port and Anchor Watch, in Navigation, the themes are, learning the uses and importance of the different navigational equipment on board, different types of navigation use to navigate accurately, employing the concepts learned about the various ship positioning to arrive at the port or point of destination, uplifting the duties and responsibilities of officers and crew members on board, and defining navigation for watercraft. In Seamanship, the themes are learning about anchor operations, familiarizing different parts of the ship, integrating seamanship skills in navigation, enhancing concepts learned about the importance of prioritizing safety on board, learning mooring operation, and definition of seamanship. For BSMT 3, Navigational Trip, in Navigation, the theme is learning the different navigational equipment on board and for Seamanship, improving seamanship skills. Having different themes for every year level indicates that the students have actually learned various knowledge about Navigation and Seamanship during their stay onboard the training ship. For the students’ level of satisfaction, the grand mean is described as “High”. This means that some aspects are good in terms of food, accommodation, venue, quantity of equipment, activities, speakers, and ships’ crew. This study concludes that the concepts learned by students’ in Navigation and Seamanship varies in each activity. Furthermore, the students were highly satisfied in using the training ship’s amenities in terms of food, accommodation, readiness of venue, quantity of equipment, activities, speakers, and ships’ crew. The researchers recommend another follow-up study to include respondents from other units as well and some other non - JBLFMU/JBLCF students utilizing the training ship to further validate the results, reduce the number of students participating in every activity to optimum to maximize the outcome intended for each activity, and finally, create a multiple choice questionnaire to assess better the concepts learned and to be given personally to the respondents.

This quasi-experimental study aimed at looking into the effectiveness of blended learning approach in improving the performance in Information, Communication, and Technology (ICT) Course of Bachelor of Science in Marine Transportation (BSMT) first year students at JBLFMU-Arevalo during the second semester of school year 2018-2019. The respondents of this research were the two sections comparable with each other who were enrolled in the subject ICT. There were 40 student respondents composed of 20 in the experimental group and 20 in the control group. A validated and reliability-tested 45 item researcher-made multiple choice test was used as an instrument with a Cronbach index of 0.88. The statistical tools used were mean, standard deviation, Mann-Whitney test, and Wilcoxon-Signed ranks test set at .05 level of significance. The effect size was computed to determine the effectiveness of the blended learning approach in terms of students’ performance in ICT. Results showed that in the pretest, though the experimental group had a higher mean score than the control group, the Mann-Whitney test showed that the mean scores of the two groups were comparable because the significant value was greater than .05. When the treatment was introduced, findings showed that there were significant differences in the ICT performance in the pretest and posttest of experimental and control groups as well as in the posttests of both groups. Results inferred that blended learning approach was more than a hundred percent effective showing significant results on the experimental group. It could also be inferred that the better performance of the control group could be attributed to the traditional method of teaching, the lecture method.
