The article presents migration as a threat to international security in the 21st century. The first part presents the problem of people migrating to Europe, including third-country nationals. It is shown that uncontrolled mass migration has forced European countries to provide budget, shelter and counselling for migrants. Furthermore, there were many cases when migration met with disapproval of indigenous people and fear of the impossibility of integrating different cultures and customs. European Union has introduced financial tools to support member countries in financing migration-related problems including the Asylum, Migration and Integration Fund; and the Internal Security Fund. The article also mentions the European immigration policy adopted in 1999. The second part of the article refers to negative effects of migration: trafficking in human beings and forced labour. It is shown that they are widely practiced. To eliminate illegal activities, actions, which the author describes, are being taken within Europe. Polish people have also experienced trafficking in human beings and forced labour abroad. Such crimes have been reported within Poland as well. Finally the author states that the security of the European Union is threatened not only by external migrants, but also by citizens who migrate internally.

The aim of the article is to attempt to identify the state of, and prospects for, the development of the common policy of the European Union regarding legal migration from third countries. The subject of interest is, above all, legal economic migration, which is crucial from the perspective of certain demographic processes taking place in the EU, the changes and needs of the Community's labour market, and the challenges posed by the digital transformation. The adopted hypothesis assumes that, within the framework of EU migration and asylum policy, policy as regards legal economic migration is still an underdeveloped area and remains in the hands of individual Member States. Initiatives undertaken in this area remain overshadowed by the main focus of the common migration and asylum policy, namely the development of a common asylum system and the prevention of irregular migration. Policy regarding legal economic migration in the near future will mainly be created by Member States and play out on the domestic stage due to the lack of direct motivation for its development at the Community level. In this case, the strength of particular stakeholders' interests is not balanced out by any direct and easily identifiable benefits to be gained from the adopted common solutions.

In this article the remittance behavior of Polish immigrants to the UK and Ireland is studied. Macro and micro datasets allow to observe this phenomenon from both global and individual perspective. The magnitude of remittances is shown in the first part of the paper. In the second part, theories explaining motivations to remit are presented. This is followed by empirical analysis of decision to remit (who is more probable to remit?) and size of transfers (who will remit more?) on the example of Polish migrants to the UK and Ireland.

The aim of the article is to provide a general overview of main issues related to contemporary migration processes. In the first section, the author introduces definitions and discusses methodological challenges related to migration studies. Next, the brief history of migration and modern migration trends are presented. Although the phenomenon of migration has been a constant in human history, academics identify some patterns which have been characterizing migration only since 1945, including its globalization, acceleration, differentiation and politicization. The last section covers three generations of migration theory, namely ‘push‑pull’ theories, the centre–periphery model and the theory of transnational social spaces.

The article analyses the conclusions of the European Council in the years 2011–2017 from the perspective of the implementation of the so-called principle of migration security priority in the area of EU’s return and asylum policy. In accordance with the theses of the current article, there exists an overarching principle of migration security priority, which is applicable at the level of the shaping of EU’s migration policy, whereas the European Council has a real infl uence on the shape and directions of the development of EU’s migration policy. In actual fact, the European Council performs the function of the creator within the sphere of asylum and return policy – develops programme guidelines, provides solutions to problems and proposes possible changes in the instruments of the law. The article presents the results of an in-depth analysis of the conclusions of the European Council with regard to the management of migration processes in the era of the migration crisis, which escalated in April 2015.

Key theories of international migrations: overview, critique and perspectivesThe article aims at critical review of the key theories of international migration. The starting point is the assumption that a critical review of theoretical literature is a necessary component of the research process, especially regarding such rapidly growing field as migration studies. The authors analyze the most important theories developed in migration studies (economic theories, structural-historical theories, migration networks and transnationalism) by pointing out their historical contexts, drawbacks and limitations. At the same time they indicate the new research perspectives, which include relations between migration theory and a broader social context as well as the dialectic of mobility and immobility. Główne teorie migracji międzynarodowych: przegląd, krytyka, perspektywyArtykuł ma na celu krytyczny przegląd głównych teorii migracji międzynarodowych. Punktem wyjścia jest założenie, że krytyczne przeglądy teoretycznej literatury stanowią niezbędny element procesu badawczego, zwłaszcza w tak żywiołowo rozwijającej się dziedzinie jak studia migracyjne. Autorzy analizują najważniejsze koncepcje wypracowane w ramach badań migracyjnych: teorie ekonomiczne, strukturalno-historyczne, sieci migracyjnych i transnacjonalizmu. This paper has been focused on the migration flow changes due to the economic factors, comparing differences and similitudes of two European countries with different migration antecedents and circumstances. Thus, Spain has been a traditional host country for economic migrants and Poland has been traditionally considered a sending or transit country, but after the economic collapse these roles have changed and Spain is involved in a severe economic downturn meanwhile Poland has continued to grow economically, therefore it has supposed several changes on the attractiveness of these countries from the perspective of migration. Through the analysis and comparison of international statistics about economic factors for migration this research has examined the evolution, effects and extension of current changes on migration flow of two countries of Europe with different economic situation that is affecting their future migration tendencies. The results have shown that 1) Changes on the economics factors are immediately reflected on the migration flow; 2) the deterioration of these factors in Spain has changed its status as destination country to a country with increasing emigration 3) opposite circumstances have declined the higher migration of Poland, but further investment in Research and Development should be necessary to maintain the economic development.

    The aim of this study is to identify the scale of Polish emigration of elderly residents in the twenty-first century. At the outset presented in the literature developed concepts explaining the mechanisms of migration of seniors. Analyzing the actual movement of seniors, the focus was mostly on the scale of emigration, and the main directions of movements. The analysis was based on data on permanent emigration from the country in the years 2002-2013 are available on the Central Statistical Office. The result of the analysis indicate that older Poles are small, relatively stable in recent years, the proportion of immigrants. Migrants seniors are most often those who are married, characterized by a low level of education.  
  Celem niniejszego opracowania jest rozpoznanie skali emigracji starszych mieszkańców Polski w XXI wieku. Na wstępie przedstawiono wypracowane w literaturze przedmiotu koncepcje wyjaśniające mechanizmy migracji seniorów. Analizując rzeczywiste przemieszczenia seniorów, skupiono się głównie na pokazaniu skali emigracji oraz głównych kierunków przemieszczeń. Analiza została oparta o dane dotyczące emigracji na stałe z kraju w latach 2002-2013 dostępnych na stronie Głównego Urzędu Statystycznego (GUS). Wynik analizy wskazują, że starsi Polacy stanowią niewielki, względnie stały w ostatnich latach odsetek emigrantów. Emigrującu seniorzy to najczęściej osoby będące w związkach małżeńskich, charakteryzujący się niskim poziomem wykształcenia. Słowa kluczowe: migracje osób starszych, demografia, emigracja

The main aim of the study is to show the influence of migration on the dynamics of the real growth of population in all the 16 present-day voivodeships, with a division into urban and rural areas. Only definitive (permanent) internal and interna- tional (foreign) migrations were taken into consideration here. Since migration is a two- directional movement − inflow (immigration) to a given territory and outflow (emigra- tion) from the former place of residence − we dealt here both with newcomers (incoming population, immigrants) to the territory of all 16 voivodeships and with the population leaving given voivodeships permanently. A particularly detailed analysis was applied to net migrations or migration balances.

The migration crisis of 2015 has left its mark on many EU countries. Some, such as Greece or Spain, were countries on the front line. Others, namely Germany, Great Britain, and Sweden became destination countries for many newcomers. Some, like the countries of the Visegrad Group, opposed the actions and decisions of the EU made in the face of the crisis. European solidarity has become a big question mark and we can observe a serious upsetting of the whole integration project which is, of course, up for discussion. This state of affairs consisted of the attitudes towards the crises of such countries as Poland or Hungary, here anti-immigration and populist parties came to power, creating a vision of flexible solidarity on the European political scene. The purpose of this article is to analyse the Polish migration policy, show the direction of the changes in its construction along with the change of government and the societal reaction to strangers, as a direct result of actions taken by the ruling parties. It is important to understand the political, economic and social context of the changes occurring in the social consciousness and to attempt to formulate a forecast for the future.

The aim of the study is to present the phenomenon of population migration and migration policy as part of the state’s economic policy based on the example of OECD (Organization for Economic Cooperation and Development) countries, with particular emphasis on the area of migration policy, which is border control and related illegal migration. The temporal scope of the empirical analysis covers the period 1990-2016. The article consists of four main parts. The discussion began with a presentation of the balance of migration, the scale and dynamics of population immigration in OECD countries. Furthermore, the significance, areas and process of shaping migration policy as a part of the economic policy of the country are presented. Then, it focused on the migration policy in the area of border control in OECD countries. The discussion was crowned with the conclusions that followed.

The article discusses the characteristics of the Ukrainian labour migration to Poland. The author tries to answer the question of why it is so difficult to estimate the actual number of Ukrainians working in Poland. The first section provides a brief overview of available data and estimates. The following sections focus on selected elements of the migration patterns which cause difficulties in estimating the size of the population of Ukrainian workers. The analyses concern, inter alia, the imperfection of the system of employers’ declarations, alternative channels of legalization of stay, the temporality of migration, preferred job search and remittances sending methods, and the specificity of the main sectors of employment.

Migration is a mass phenomenon of our time, a permanent phenomenon which takes many forms, affects all continents and all countries. This phenomenon is one of the most important social and international issues of the modern world. In this context, the Russian Federation is not free from problems arising from migration processes. Migration policy of the Russian Federation is a very important part of that country’s geopolitical game. Location Russia between the European Union and China creates considerable scope to influence the shape of migration processes not only regional but also global. Russia has become a country of immigration. There are two very important aspects in the migration policy of Russia: the internal and external aspects. The internal aspect relates to such phenomena as the fight against the demographic crisis and related deficits in the labor market, national and religious revival of ethnic groups living in Russia, the low level of social integration of immigrants. In terms of external migration policy is treated as an instrument of pressure on the countries of the former Soviet Union, a way of shaping relations with China and the element of national security. Russian migration policy is an active instrument for solving problems within the country, as well as a very important foreign policy wizard. Pejorative side of this policy is that it is planned from above, without taking into account the needs and nature of various Russian regions.

Furthermore, this text points out that the phenomena of globalization and democratization have affected the population movement and caused new patterns of contemporary migration. The European Union is a great example of cooperation between different countries in order to realize the principle of free population movement, which was put to the test over past years. Additionally, this article characterizes the Polish migration, especially the inflow of immigrants to Poland. Poland has become an emigration and an attractive immigration country. This text revels also the consequences of migration in modern Europe.

This article provides a detailed review of the ethnosurvey, a research methodology that has been widely applied to the study of migration for almost four decades. We focus on the application of ethnosurvey methods in Mexico and Poland, drawing on studies done in the former country since the early 1980s and, in the latter, since the early 1990s (including several post-2004 examples). The second case is particularly relevant for our analysis as it refers to a number of novel migration forms that have been identified in Central and Eastern Europe in the post-1989 transition period. Drawing on these studies, we consider the advantages and disadvantages of the ethnosurvey as a research tool for studying international migration. Its advantages include its multilevel design, blend of qualitative and quantitative methods, reliance on retrospective life histories and multisited data collection strategy. These features yield a rich database that has enabled researchers to capture circular, irregular, short-term and sequential movements. Its disadvantages primarily stem from its hybrid sampling strategy, which necessarily places limits on estimation and generalisability and on the technical challenges of parallel sampling in communities of both origin and destination. Here we argue that the ethnosurvey was never proposed and should not be taken as a universal methodology applicable in all circumstances. Rather it represents a specialised tool which, when correctly applied under the right conditions, can be extremely useful in revealing the social and economic mechanisms that underlie human mobility, thus yielding a fuller understanding of international migration’s complex causes and diverse consequences in both sending and receiving societies.

As a process of broadening the security category, securitisation is used to draw attention to urgent and existential threats that cannot be resolved through ordinary political decisions. It presupposes the authorisation of extraordinary measures as long as they are accepted by the “audience” (the elite or society as a whole). Due to the growing importance of these processes, more and more objections and doubts have been formulated towards the theory of securitisation regarding, inter alia, the morality of these processes, including the intentions of securitising actors (just or unjust securitisation). This article presents case studies on the Poland’s migration policy, in which securitisation movements reinforced social mobilisation by referring to the category of security. The methodological framework of the securitisation theory and the just securitisation theory have been implemented. The presented results indicate that in the process of extending the security category, it is important to study the intentions of securitising actors and the existential dimension of the reported threats due to the power of influence and the effects of securitisation measures.

Bulgaria’s European Union accession in 2007 turned the country’s citizens from third-country nationals with restricted mobility rights into EU citizens with rights to free movement within the EU. Economic rights were restricted for seven years by transitional periods in the free movement of workers. This article explores changes in the Bulgarian migration pattern to Germany after 2007 in the specific context of free movement with restricted freedom to work, and analyses the extent to which those changes can be related to that particular regime. Starting from this point, Bulgarian migration patterns to Germany are overviewed and a periodisation of migration since the World War II is suggested. Changes in the dynamics, forms and composition of migration after EU accession in 2007 are analysed, based on administrative data and a small-scale survey among Bulgarian migrants in Hamburg. Both the administrative data and the survey results provide empirical grounding for a plausible relation between EU accession and migration patterns. The scale of migration has increased and more temporary migration has taken place. However, the rise of migration can be attributed not only to new migration from Bulgaria but also, to a large extent, to a redirection of migration flows from other destination countries and the legalisation of irregular migrants. Circular migration has lost to a great extent relevance which could be plausibly explained by changed migration strategies under a regime of free movement. Despite transitional periods in the free movement of workers, labour migration has become a predominant form of mobility. Transitional periods did not prevent migrants from moving to Germany but, given the reduced labour market opportunities, may have hampered their successful labour market integration.

In the post-communist era, the European migration space changed significantly. It has become characterised predominantly by temporary labour migration and new forms of circular, return and onward migration which are collectively theorised as ‘liquid’. The 2004/2007 eastward expansion of the EU resulted in the re-emergence of large-scale East-West intra-EU migration; however, Czechia continues to have one of the lowest levels of emigration among EU member-states in Central and Eastern Europe (CEE). This article analyses Czech migration to New Zealand, which constitutes a considerable portion of overall Czech emigration. It is hypothesised that this flow can be understood as an example of ‘liquid’ migration beyond the EU to a distant settler society. Data from Immigration New Zealand and Stats NZ are examined to identify the trends, patterns and sociodemographic profile of Czech-to-New Zealand migration; other secondary sources provide a preliminary sketch of the motivations behind (and lived experiences of) Czech migrants in New Zealand. The study finds that this migration is increasing – mostly for temporary work, holidaying or visiting friends and relatives – and one of the largest, youngest and most recently arrived migrant groups from the CEE EU-10 countries. It is concluded that Czechia’s comparatively high standard of living may be an explanatory factor behind the relatively large flow of its people to New Zealand and that further qualitative investigation is needed to elucidate the motivations and diverse experiences of individual Czech migrants. The article ultimately contributes to comparative migration studies by exploring a potentially unique case of liquid migration to a traditional settler society.

Migrations constitute nowadays important and actual problem. The subject of the study are internal migrations among subregions (NUTS3) in province slaskie, considered from the spatial point of view. There are applied econometric migration models, i.e. gravitation and distance models, for inflow as well as for outflow of the migrants in subregions; an attempt was undertaken to indicate the factors influencing the level of migration in the province. It turned out that the most important factor for migrants flow are distances among the subregions. Unemployment rate in subregions seemed to hinder the migration processes while high level of wages and incomes stimulated them. Positive balance of migration was characteristic for low industrialized subregions, located in the periphery of the province, while in subregions of high level of industry the migration balance was negative.

Social distances are shortening in contemporary European Union by easier and cheaper travelling, increasing language skills and as a consequence, migration rates are growing. On the other hand, despite the spreading of virtual communities, participation and activity in these communities has become more and more common in our everyday life but civic publicity is still not a part of the discourse thus it cannot have any influence on migration related decisions. Moreover, virtual communities cannot give real integrity in every aspect. We researched migration outflows from Hungary with university communities to find out whether a personal connection or a stronger cohesion could result a shift in influential mechanism of information on human attitudes. Chain migration is motivated by many reasons and in our viewpoint gathering more information about possibilities and other circumstances of migration is not enough to extend the limits on emotional level. These fears would mean the limitation of migration potential and the possibility of further growth in the future.

This article presents the main recent developments in migration trends to and from Belarus. It studies these trends via the migration systems theory lenses, according to which Belarus belongs to the Eurasian migration system. The most significant migration flows are directed towards Russia, due to the existence of the Union State. However, over the last decade, Belarusian statistics have shown a gradual transformation in the direction of these migration flows. After the recession in Russia in 2015, the number of emigrants from Belarus to EU countries increased. The most significant changes have occurred in the migration dynamics between Belarus and Poland and Lithuania. The existence of the Pole’s Card makes it more difficult to measure the number of Belarusian immigrants in Poland, therefore, I provide a comparative analysis of Belarusian and Polish statistics in order to show a more realistic picture of the number and structure of Belarusian emigrants and the problem of underestimation in the sending country. Particular attention is paid to the consequences of the political situation in Belarus after 2020; this has become an additional push factor for emigrants and may also lead to a further reduction of Belarusian migratory links within the Eurasian migration system. Thus, the statistics for 2021 show a significant increase in the number of Belarusian emigrants to the EU, while emigration to Russia has remained at the same level.

The phenomenon of Italian migration is characterized by a clear caesura, which makes Italy a country with a long history of emigration and a much shorter experience of immigration. The mid-1970s are considered a breakthrough, when the zero-migration balance was recorded for the first time. The growing wave of arriving foreigners forced the rulers to change the current immigration policy, which rarely responded to the needs of both foreigners and citizens of the Republic. Subsequent laws, usually created in extraordinary circumstances, were also subject to the process of alternating power. Lack of legislative continuity and insufficient social integration gave birth to additional tensions around the observed influx of refugees. In this situation, it seems that the management of the migration crisis is no longer the responsibility of a single nation, but should be an action taken at the level of solutions of the European community.

Deutschland ist ein Land mit einer langen Migrationsgeschichte. Im Laufe der Jahre hat sich eine multikulturelle Gesellschaft entwickelt, die das Leben in der Bundes- republik prägt. Dieser Artikel verwendet statistische Daten, um die Migrationssituation des Landes zu signalisieren. Daher werden sowohl das Ausmaß der Migration nach Deutschland als auch nationale Unterschiede zwischen Migranten dargestellt. Die Folgen der Migration für Deutschland werden getrennt nach wirtschaftlichen, religiösen und kulturellen Faktoren dargestellt. Die Bewertung der Migration gestalltet sich recht schwierig, da sie je nach dem untersuchten Gebiet bzw. Bereich unterschiedlich darstellt. In allen Sektoren - wirtschaftlich, kulturell und sozial - gibt es sowohl positive als auch negative Folgen der Migration.
Germany is a country with a long migration history. Over the years, a multicultural society has formed that shapes life in the Federal Republic. This article uses statistical data to signal the country’s migration situation. Thus, both the extent of immigration to Germany and the national differences of migrants are presented. The consequences of migration for Germany are presented separately according to economic, religious and cultural factors. An assessment of the migration is very difficult as it varies according to the spectrum studied. In all sectors, whether economic, cultural or social, there are both positive and negative consequences of migration.

They are regarded as a force that generates social and economic progress, political aspirations, a “school” of attitudes, behaviour, tolerance, entrepreneurship, criticism. At the same time it is pointed out that they should not be a spontaneous phenomena and process. It is essential to prepare oneself for functioning in an immigration reality, for various barriers reveal themselves in it and are overcome by immigrants only with effort. The psychological factor is important in this respect. A number of people encounter difficulties to adapt to a new cultural reality because of their personality (e.g. because of neuroticism, distrust towards the outside world, introvertism).

Objectives. The aim of the study is to determine the scale of interregional migrating patients’ hospitalizations in Poland in 2013–2017, as well as their demographic and medical factors, total costs and time changes. Materials and method. Data from the NHF (National Health Fund) regarding hospitalizations in a given province of patients registered in another province in Poland in 2013–2017 were statistically analyzed. Times series analyses as well as coefficients of correlation, determination and variation were used. Results. The number of patients hospitalized outside their regional registration and the cost of their hospitalization increased from year-to-year during 2013–2017. There was a large variation in provinces in terms of inflow of patients and costs of their hospitalization, while there was only a small variation in terms of outflow of patients and costs of their hospitalization in the analyzed years. Among the patients hospitalized outside the province where they were registered, there were more women then men, while the age group was dominated by 60-year-olds and their share in the subsequent years increased, while the share of other age groups remained unchanged or decreased. The most and increasingly more from year-to-year hospitalizations outside the regional registration were due to neoplasms and diseases of the circulatory system. Conclusions. The results of the study may significantly contribute to the proper planning of securing the health needs of the inhabitants of particular regions, and to improving the quality and economic efficiency of health services in individual NHF branches.

The aim of the paper is to analyse migration networks from the mezzo- and microsocial perspective on the example of the Strzyżów district in the Podkarpackie Voivodeship. The research focuses on the ties between migrants and people who do not actively participate in international movements. Migration networks from the Strzyżów district are analysed in a comparative framework from the following perspectives: 1) diachronic, in relation to contemporary migration flows, as well as those of the early 20th century, 2) synchronous, taking into account internal and external networks of the studied villages and towns. Comparative analysis is based on both primary and secondary sources. The data describing migration flows at the turn of the 19th and 20th centuries originate mainly from the Ellis Island Archives. Based on the analysis of passenger lists, which is also available on the Archive’s website, I managed to reach more than 4000 immigrants from the examined localities of the Srzyżow district, who left for the United States between 1873 and 1924. As far as modern migrants are concerned, data was collected using various methods: ethnosurvey, participant observations and in-depth interviews. The research was conducted from both perspectives: country of origin (Poland) and country of destination (United States).

The article aims to evaluate the scale and consequences of the emigration of Ukrainians triggered by the military aggression of the Russian Federation. The paper also attempts to determine the composition of the refugees. The first weeks of the military aggression saw the most active departure of the population from Ukraine, after that the number of those seeking refuge decreased. According to the estimation of the Ptukha Institute for Demography and Social Studies of the National Academy of Sciences of Ukraine based on the data from the State Border Guard Service, the number of ‘refugees from the war in Ukraine’ reached 3 million as of the end of June 2022. The emigrants are mainly residents of Kyiv and Kharkiv, which results in a much higher specific weight of people with higher education than the national average. This fact combined with an orientation towards employment rather than social assistance (a mentality that is relatively close to Europeans), suggests a high probability (especially compared to the same emigrants from other countries, including Syria and Afghanistan) for most Ukrainian women to successfully adapt to life across the border. This is especially true for those who came to Poland, due to the minimal linguistic and cultural differences between the countries. The potential amount of irreversible migration losses, depending on the military and economic factors, ranges from 600–700 thousand to 5–5.5 million people. Considering the fact that approximately 3 million Ukrainians had already been staying (working) abroad before 2022, the war is likely to result in a demographic catastrophe for Ukraine, whose demographic potential has been utterly exhausted.

Although after 2004 migration studies have become increasingly popular in Poland, the regional aspect of return migration remains a largely unexplored area of research. The fi rst aim of this paper is to conduct a critical review of the studies on return migration at the regional level in Poland. The second aim of our research is an empirical investigation of the determinants of return migration after 2004 in three selected Polish regions: the Dolnośląskie, the Małopolskie, and the Silesian voivodeships. Our results confi rm, to some extent, the general trends of return migration to Poland in the post-accession period, but also show some peculiar characteristics of these processes at the regional level.

Drawing on 40 interviews with Polish graduates of domestic universities who migrated to England after 2004, this paper suggests that the cultural capital accumulated through higher education at prestigious universities in Poland led to the emergence of new middle class graduates. This had an effect in "brain training" after migration, observed as enrollment into institutions of higher education in England. The research also implies that the newly educated middle class resembles British "professionals" and focuses on those who use "brain training" as a strategy in preparation for return and commencement of a new life in Poland. Finally, the paper raises the issue of brain circulation of the Polish new middle class graduates in the context of tuition fee increases at English universities, what may potentially lead to making "brain training" investments elsewhere in Europe.

Poland, traditionally a country of emigration, started to record a positive migration balance in recent years. However, thus far, no forecast has indicated the possibility of Poland’s transition from a net sending to a net receiving regime. This study indicates the theoretical underpinnings of such a change and provides an international migration projection. To this end, we refer to the historical experiences of other European countries, more advanced in terms of the Demographic Transition (DT), Second Demographic Transition (SDT) and Migration Transition. We develop a deterministic migration projection of four types of flow (the in- and out-migration of nationals and foreign citizens) up until 2060, combined with the United Nations’ Bayesian probabilistic models of fertility and mortality projections. The results show that Poland will evolve from having a net sending to having a net receiving status around 2030–2034. The combined effect of migration flows on population ageing will not be significant but, in the long run, when considered separately, the four types of flow will have non-negligible, though opposite, effects: the outflows will contribute to population rejuvenation, while the inflows will accelerate population ageing.

The article offers a new perspective on contemporary and past migration processes in the post-Soviet area by testing the usefulness of the concept of a migration cycle for the Russian case. By adopting the longue durée approach, we attempt to assess the advancement of Russia’s migration cycle, arguing at the same time that it constitutes an interesting, yet not an obvious case with which to test the utility of the concept. We postulate that, in tracking Russia’s migration trajectories in pre-1991 times, it is important to account for both the flows between Russia as the-then state entity (i.e. the Tsarist Empire, later the Soviet Union) and foreign countries and the flows between Russia as the core of the empire and its eastern and southern peripheries. Our analyses show that while – taking into account statistical considerations – Russia has undoubtedly already undergone the migration transition, it has not yet reached the stage of a mature immigration country. We also contend that migration transition for Russia occurred internally – within the-then state borders – and revealed itself with its transformation from a Soviet republic into a federative state

Globalization, open borders and population movements, especially from war torn countries, have brought a new set of chances and challenges to every modern state. Since its accession to the European Union in 2004, Poland has been experiencing a steady transformation from a country producing emigrants to a destination country for a growing number of immigrants. The aim of the article is to discuss the impact of immigration on policymaking at the national level with emphasis on the legal status of immigrants and integration policy issues. Furthermore, the paper aims to initiate scientific discussion on migration integration policy and a complex system of migration policy and management.The study uses critical analysis of secondary sources: literature and sectoral policies in areas such as the labour market, education, and welfare pointing out benefits offered to immigrants. The analysis presents immigration integration policies and practices adopted and implemented in Poland.The research leads to the conclusion that the number of immigrants in Poland will significantly increase by 2030. Therefore, it is urgent to develop comprehensive migration management system in Poland, which will regulate the status of immigrants paying close attention to resolving integration policy issues.

Partial results of the research on intercultural communication competence were achieved in the North-East Poland, mainly in Podlasie region. The region was chosen deliberately because it was assumed that the rich, centuries-old migration traditions of its population may be the factor that builds competence to intercultural communication. The assumption was partly confirmed: if migration occurs in the biography of the family, the level of intercultural communication competence of young people is higher than in the situation when there is no migration experience in the family. Furthermore, if migration occurred in the family in the past, intercultural communication competence of young people is higher than in the case of young people from “nonmigration” families. Oral tradition passed by significant members of the family who were usually migrating in the past is more important than the actual migration trips of siblings or cousins. Therefore the role of “family memory” is high and much stronger than direct contact of young people with foreign countries.

This short introduction presents the context and background information to the CEEMR special section analysing the migration dynamics, trajectories, everyday reality and policies in the context of Russian full-scale aggression against Ukraine. The special section contains the first group of articles dealing with the unprecedented migration consequences of military aggression against Ukraine, including air strikes on many Ukrainian cities, the use of indiscriminate weapons, killing and deportations as well as the economic consequences of protracted armed conflict. The intensity of the migration movement should also be explained by the quick opening by neighbouring countries of their borders to the incoming refugees. The exceptionality of the situation and high uncertainty about further developments led us to conclude that this special section should not follow any prior conceptual background but should be open to different perspectives and approaches in studying migration from/in/to Ukraine.

Migration of population is an integral part of demographic processes. For their comprehensive study of great importance to determine the socio-demographic characteristics of migrants and medium and long-term forecasting of trends and intensity of migration. This approach is extremely important because, according to UN projections, world population already in 2025 will be 8 billion people, and in 2045 it may reach 9 billion. Under the current population policy should be a decisive influence on the development of family birth children, career choices, employment, population dynamics, structure and population settlement. Around this important issue today should unite national, regional and worldwide policy in the regulation of population. Under the above conditions is extremely dangerous over-current mass migration from Asia and Africa to the European continent. This realization only now, after a series of terrorist attacks in the developed countries of the European Union comes to the minds of European leaders. Earlier in their approaches to migration policy dominated economic thinking, which prevented them and listen to the opinions of scientists, historians, sociologists, political scientists, demographers. At first glance, the logic in their actions was quite motivated, since about 90% of all international migrants is labor migration, which largely contributes to the prosperity of the host country. And this has prompted Western countries to open borders for migrants. But the problems caused by excessive migration incommensurable with economic success. Excessive flow of migrants has led to the growth of ethnic tensions in Europe. First and foremost, on the formation of the territory of the European powers closed areas inhabited by certain ethnic groups. The economic effect of the influx of immigrants already in the medium term appears illusory disappear as incentives for innovation. Cheap labor needs conservation cheap, simplified means of production of certain products, slow process of internal integration of the population. Under pressure from excessive migration eroded European idea of open borders. Establishment of an international migration regime impede intense competition of international migration policy, protection of national labor markets, inequality of opportunities of European states, upholding the priority rights of its citizens on universal human rights. Cigarette migrants as second class people in their environment generates aggression, which is successfully used by representatives of the so-called Islamic State and other terrorist groups. On the other hand directed against migrants growing sentiment and xenophobia among the local population. This leads to confrontation and even open conflict. The most acute problems of migration policy of the EU is the failure of certain positions of the individual Member States. This applies in particular to refugee admission procedures. Among the reasons for the spread of illegal migration is flawed system deportation of refugees in the EU. According to the experts, only a third actually executed decisions to refuse asylum. In terms of migration invasion offset joint agreement on the protection of external borders, as some countries (especially the Balkans, through which there is transit migration flows - Greece, Hungary, Serbia) begin to violate regulations and Brussels to protect its borders all available national means. Global scale migration challenges requires the development of coordinated global strategies of the European Union and individual states, particularly those with limited tools of influence on international migration. This is especially true in Central and Eastern Europe, which is still quite time to prepare their own migration program until the main migration pressure falls on the west European countries with high social standards. Ukraine under these conditions should make greater use of opportunities for cooperation with the EU in the field of migration. In particular, it is necessary to violate European partners question development and implementation of EU support joint projects to facilitate the return of Ukrainian labor migrants and education at home; take into account developments in the development of EU legal instruments in the field of migration, to assess the submitted draft laws for compliance with the basic principles of the EU migration policy; initiate the development of circular migration patterns between Ukraine and the EU jointly develop mechanisms for its implementation.

Artykuł przedstawia główne kierunki geograficzne strumieni migracyjnych w Europie na początku XXI wieku na tle trendów migracji w 2. połowie XX wieku, w okresie stawania się przez Europę jednym z głównych globalnych obszarów imigracji. Autor dowodzi, że podstawowym czynnikiem kształtującym te trendy były zmiany polityczne na kontynencie europejskim. Wskazuje również na małą stabilność obecnych kierunków migracji i ich silną „podatność” na zmienne relacje polityczne, a także sytuację demograficzną i ekonomiczną na świecie.
The paper presents main geographic directions of migration flows in Europe in the beginnings of the 21st century as a consequence of migration trends in the second half of the 20th century, i.e. in the period when Europe has become one of major global magnets for immigrants. The author argues that those trends have been fundamentally influenced by subsequent political changes on the continent. He also points to a relatively low stability of the present directions of migratory flows and their “susceptibility” to variable political relations as well as demographic and economic situation in the world.

The article discusses the notion of return migration with regard to its permanency and temporariness. In reference to selective patterns of return migration, factors conducive to permanent returns and to re-emigration, i.e. subsequent migration after the return, are examined with the use of a logistic regression model. Analyses demonstrated in the article are devoted to return migration to Poland in 1989-2002 and based on the 2002 Polish census data. The obtained results confirm earlier findings on the major role of the level of human capital and family attachments in shaping the nature of the return waves. It was revealed that return migrants who decided on a longer stay in Poland were more often living in Polish urban areas, and had higher human capital and stronger family attachments to Poland, when compared to re-emigrants. It was also observed that return migrants possessing dual nationality were the most likely to engage in re-emigration, while descendants of Polish emigrants tended to settle in Poland on a more permanent basis.

Nowadays the European Union migration policy towards is one of the most important aspects in ensuring internal security of the EU. At the end of the XXth – beginning of the XXI century, Europe faced a new phenomenon – the intensification of migration processes, namely the influx of refugees and migrants-asylum seekers from third countries. Therefore, it led to the creation and development of common migration policy of the European Union. In this regard, it was important to create legislation that could regulate such issues as border security and combating illegal migration, as well as to create a common asylum system. The need to study the legal framework on which the EU policy on migrants and refugees is based, and to study the current state and trends in the migration policy of the member-states of the EU has determined the relevance of this study. The importance of this topic is intensifi ed by the European migration crisis of 2015, which is even described as a humanitarian catastrophe caused by a massive influx of refugees from Africa and the Middle East. It showed the main problems in the sphere of migration policy and policy towards refugees: imperfection of the system of delimitation of the EU competencies; a large number of countries with confl icting interests in various spheres; fragmentation of programs in force at the national level. To address the migration crisis, the EU used a multifaceted strategy: improving and creating new migration management institutions, expanding crossregional dialogue with the countries of the Mediterranean region, Africa and the Middle East; continued to reformat the Mediterranean region (region-building). Potential approaches range from an internal search for strategies in which each member state seeks to defend its own interests (sometimes even against European integration processes) to a more farsighted approach in which member states work together to address a wide range of migration issues.

The protection of Hungary’s external Schengen border is a priority which affects both the security of our country and the whole Schengen Area. Border surveillance is considered safe if it can prevent unlawful acts and proceed against offenders. The implementation of the tasks requires special staff and technical readiness. In the framework of the border protection of our country, it is the Police’s basic task, but in case a state of crisis resulting from mass migration is declared, the Hungarian Defence Forces take part in it. Border surveillance is a constant activity which aims to prevent illegal state border crossings; due to this, its efficiency cannot be measured exclusively based on numerical data. Border surveillance is also effective if it ensures the apprehension of people illegally crossing state borders and if it prevents them from accomplishing that; thus, the ‘physical’ presence itself contributes to the task execution in a manner meeting the requirements. Continuity plays a decisive role from the point of view of border surveillance. Border surveillance shall be considered a component. Thus, the border surveillance system consists of successive system elements which do not go without each other. The border surveillance system is built on border policing strategies, it can be operated based on leadership decisions which shall be in accordance with the border surveillance principles as well. Similarly to the border surveillance system elements, border surveillance principles are those rules which have constant influence/effect on border surveillance/in the field of border surveillance, the practical implementation of which ensures state border surveillance which meets the requirements/is reliable; moreover, it enables the targeted application of the forces and tools available. The operability of the system can only be granted if the principles apply jointly.

Migracje odzwierciedlają przestrzenne dostosowywanie się ludności do zmieniających się warunków społeczno-ekonomicznych. Celem badania jest porównanie zachowań migracyjnych w latach 2002 i 2014 w gminach województwa kujawsko-pomorskiego oraz wyodrębnienie typów migracyjnych przy wykorzystaniu metody typografów zaproponowanej przez Długosza (1992). Badanie wykazało, że w analizowanych latach większość gmin w województwie kujawsko-pomorskim, zwłaszcza położonych na jego obrzeżach, miała charakter emigracyjny. Charakter imigracyjny wykazywały natomiast gminy leżące w centralnej części województwa, przy czym w tym rejonie zachowany został kierunek migracji ze stolic województwa.
Migrations reflect spatial adaptation of the population to changing socio-economic conditions. The aim of the research is to compare migration behaviour in 2002 and 2014 in the gminas of the Kujawsko-Pomorskie voivodship and to distinguish the migration types with the typograph method proposed by Długosz (1992). The research showed that the majority of gminas in the Kujawsko-Pomorskie voivodship, especially those located on the outskirts of the region, were of emigration nature. The gminas of immigration nature were located in the central part of the voivodship, however in this region the direction of migration from the capitals of the voivodship was maintained.

Przez ostatnie pięć lat Ukraińcy masowo opuszczali swoje państwo. Niektórzy szukają lepszych warunków życia, możliwości zarobienia większych pieniędzy, zdobycia wykształcenia, a inni są zmuszeni ratować swoje życie przed wrogimi działaniami na wschodzie. Obiektywne ujęcie procesów mi gracyjnych jest utrudnione przez brak wiarygodnych informacji statystycznych, zwłaszcza w przypadku oficjalnych statystyk ukraińskich, które próbują obniżyć wskaźniki migracji Ukraińców. W artykule autorka próbuje przeanalizować społeczne i ekonomiczne przyczyny masowej migracji Ukraińców do Polski i Rosji. Są to kraje, które przyjmują największą liczbę Ukraińców. Państwo ukraińskie nie stwarza odpowiednich warunków, przez co ludzie zmuszeni są szukać lepszego życia poza Ukrainą, która jest w sytuacji zawirowań społecznych, co przekłada się na wielokierunkową przymusową migrację. Z kolei Polska i Rosja otrzymują strumień imigracyjny, który odpowiada logice ich rozwoju demograficznego, jednocześnie nie wymaga to znacznych kosztów integracji migrantów i jest niemal idealnym zasobem demograficznym pod względem etnicznym i zawodowym. Z powodu migracji Ukraina traci najbardziej zdolną i wysoko wykwalifikowaną część populacji, która zagraża jej bezpieczeństwu wewnętrznemu i zewnętrznemu, istnieniu Ukrainy jako państwa.
For the last five years, Ukrainians have been leaving their own state en masse. Some are looking for better living conditions, the opportunity to earn more money, get an education, and others are forced to save their own lives from the hostilities in the east. Objective coverage of migration processes is hindered by the lack of reliable statistical information, especially in the case of official Ukrainian statistics, which try to lower the migration rates of Ukrainians. In the article, the author attempts to analyze the social and economic causes of mass migration of Ukrainians to Poland and Russia. These are the countries which receive the largest number of Ukrainians. The state actually creates living conditions that lead to the partial physical destruction of Ukrainians, and people are forced to search for a better life outside Ukraine. Ukraine is in a situation of a civil turmoil which is reflected in multidirectional forced migration. In turn, Poland and Russia are receiving an immigration flow that corresponds to the logic of their demographic development, does not require significant costs to integrate migrants, and is an almost ideal demographic resource in terms of ethnic and professional characteristics. Due to migration, Ukraine is losing the most capable and highly qualified part of the population, which threatens its internal and external security, and even the existence of Ukraine as a state.

The article examines the influence of migration processes on the formation and development of production capacities of countries. The main functions that perform population migration are indicated. Reasonably, the process of labor migration affects the redistribution of industry types that develop in different countries. The impact of international labor migration on the economies of donor and recipient countries is determined. It has been proven that labor migration has different effects on donor and recipient countries. Researched the question of how the human, social and financial capital of labor migrants can be better used for their counties of origin becomes more and more urgent. There is an opinion that labor migration is not always negative. It is emphasized that educational migration can have a positive impact on the development of industry in the donor country, provided that the population returns home. It is noted that Ukraine often acts as a labor donor for many countries, including Poland. The main spheres of activity in which Ukrainians work abroad are given. The main benefits that donor and recipient countries receive from population migration are identified. It is emphasized that the return flows, ie the return of emigrants home from earnings abroad, change over time the ratio of benefits and losses in the donor country.

The article examines the influence of migration processes on the formation and development of production capacities of countries. It is emphasized that population migration significantly affects the social and economic indicators of the country; under such influence, they can have both positive and negative trends. The article presents the main positive and negative consequences of population migration for donor countries, recipient countries, and for migrants themselves. It is proved that one of the most popular and promising is educational migration, which, under certain favorable circumstances, makes it possible to form highly qualified personnel, deepen international cooperation between higher education institutions of different countries, and strengthen the joint use of educational and scientific potential. The attention is focused on the fact that Ukraine today acts as a donor country and a leader in the number of young people who travel to study in Poland. It is indicated that in order to effectively regulate migration processes by the state, it is appropriate to ensure interaction between higher education institutions of different countries, namely, in the sphere of: a double-degree program, foreign internships, and holding joint international conferences. Using the example of Ivano-Frankivsk National Technical University of Oil and Gas and Ternopil National Economic University, it is shown how such interaction is implemented in practice and its consequences. The conclusions are based on the fact that educational migration is one of the most favorable types of migration. With its proper control by the state, it is possible to stimulate the development of the production industry in countries and improve social and economic indicators.

The paper is based on 49 semi-structured interviews conducted in 2012–3 with return migrants and/or long-term unemployed people in Grajewo and Limanowa. I explore the causes of circular migration from Poland to West European countries today (preferring the term ‘repeated migration,’ since interviewees often migrated at irregular intervals). Migration theory suggests that as migration networks proliferate, migration becomes less selective and some poorer people begin to migrate. Applying a livelihood strategy approach to understand how residents of small towns – especially parents – make choices about where to work, I found that even the poorest interviewees had contacts abroad and did consider international migration as an option. However, these contacts did not always facilitate their migration and, if interviewees went abroad, they lacked confidence to expand their networks in the receiving country and stay long enough to significantly improve their household income. Obtaining contacts abroad, in the context of an overall expansion of transnational networks between Poland and the UK, does not always make migration easy, and only partly explains why poor people migrate. Push factors remain very significant.

The paper shows the situation of migrating women and problems which they face when they decide to seek employment abroad. Accordingly, selected fragments of various and multi-aspect studies were presented, which reveal the women's ways of self-determination and building their own reality imbedded in migration. The authoress shows not only the 'actresses' of direct activities and experience related to migration, but also women who did not migrate to seek employment and themselves reject the thought of this eventuality. Therefore, evaluations collected from two groups of women who can function in totally different ways on the social arena are included. Through selected empirical data the authoress attempts to reveal to what extent their narrations are coherent. It is also important to note in what way the women who decide to migrate justify their need to do so, sometimes ignoring the information that could destroy the vision of reality the women create for themselves. Accordingly, the authoress presents results of quantitative (questionnaire-based interviews) and qualitative research (narration-based interviews, relations obtained from diaries). The other type, which offers a more penetrating approach, can provide information on the complicated mechanisms of migration processes and bring closer the answer to the question of what happens on the micro-social level, on the plane of an individual's behavior, her vicissitudes and family. Reasons behind the migration of women are presented, as well as the possibilities which they themselves perceive in connection with their employment abroad and the work itself, its organization and relations with employers. The situation in which the migrating women find themselves is complemented by their evaluation of other Poles with whom they work. Finally, the authoress presents selected empirical data which reflect changes in the lives of the respondents and testify as to what they are and what they became as a result of migration.
W tekście pokazana jest sytuacja migrujących kobiet i problemy, z którymi muszą się zmierzyć zagranicą. Zaprezentowane są wybrane fragmenty różnych i wieloaspektowych badań, świadczące o ich sposobie określania siebie i budowania swojej rzeczywistości osadzonej w migracji. Porównane są one z kobietami, które nie migrowały zarobkowo i odżegnują się od tego rodzaju wyjazdów. Poprzez wybrane dane empiryczne autorka pokazuje, jak dalece spójna jest ich narracja. Ważne jest też, jak uprawomocniają one potrzebę wyjazdów zagranicznych, czasami ignorując informacje, które by burzyły stworzoną przez nie wizję rzeczywistości. Artykuł przedstawia dane z badań ilościowych (wywiady kwestionariuszowe) i badań jakościowych (wywiady narracyjne, relacje z listów pamiętników). Te ostatnie bardziej wnikliwie mogą informować o skomplikowanych mechanizmach procesów migracyjnych, przybliżając poziom mikrospołeczny w płaszczyźnie zachowań i losów jednostki, jej rodziny, przyczynach migracji, dostrzeganych możliwości związanych z pracą zagranicą oraz samą pracą: jej organizacją i relacjami z pracodawcami. Uzupełnieniem sytuacji, w jakiej znalazły się migrujące, jest ocena rodaków, z którymi tam pracują. Artykuł prezentuje dane empiryczne, świadczące o zmianach w życiu badanych kobiet i o tym, jakimi są i stają się poprzez migrację.

Das Buch „Migrationslinguistik. Eine Einführung“ von Nikolas Koch und Claudia Maria Riehl bietet eine umfassende Auseinandersetzung mit sprachlichen Phänomenen im Kontext von Migration, insbesondere in der Bundesrepublik Deutschland und Europa. Die Autoren betonen den kulturellen und sprachlichen Reichtum, den Migranten in ihre Aufnahmeländer bringen, und illustrieren dies mit Fallbeispielen wie dem eines iranischen Mädchens, das mehrere Sprachen beherrscht. Niniejszy artykuł jest zaledwie próbą podejścia do problematyki migracji legalnej i nielegalnej we współczesnej Polsce. Migracja powiązana jest z identyfikacją, jak również z integracją poszczególnych kategorii grup czy osób (obcokrajowców), którzy z różnych powodów znaleźli się na terytorium Polski. Owa migracja nie zawsze jest legalna. Cudzoziemcy, którzy nie dopełniają często formalności legalizacyjnych, podejmują nielegalnie pracę, czy są w naszym kraju sprawcami przestępstw lub wykroczeń, uczestniczą w procederze migracji zwanej nielegalną. Tym samym znajdują się w trudnym położeniu prawnym. Ci którzy są legalnie próbują identyfikować się z krajem do którego przybyli, jest to ich „nowa ojczyzna.” Podjęta w artykule tematyka stawia wiele pytań skłaniających do głębszych analiz. Odpowiedzią na nie mogą być w przyszłości liczne badania socjologiczne podejmowane przez badaczy z różnych ośrodków naukowych, wyspecjalizowanych w tej problematyce.
This paper constitutes but a first attempt to assess legal and illegal migration into Poland today. Migration calls for classification/identification as well as integration of the various non -resident groups or individuals, who, for different reasons, ended up in Poland. This (im-)migration is not always legal. Foreigners, who don’t comply with the legal requirements, take up illegal work, break the law or perpetrate crimes and participate in the procedure of the so called illegal migration. Their legal status is unclear and difficult to assess. Compared with them legal immigrants, for who the country of entry constitutes their new home, try their best to adapt. The subject matter only grazed on the surface in this paper raises new issues worth closer investigation. Answers and solutions to these questions may be provided by sociological research conducted by experts in various academic institutions that specialize in this field.

The aim of this article is a conceptual analysis of labour migration policies in the European Union and their implementation in the EU member-states and the Republic of Moldova during contemporary times. The paper outlines the current trends of labour migration in both the European Union and in the Republic of Moldova; analyzes the genesis and essence of migration policies within the EU in the modern period; identifies the underlying problems of integration faced by Moldovan labour migrants in the hosting societies; and investigates issues related to the repatriation and reintegration of Moldovan labourers from the EU to their home country.

Referring to historical and sociological literature, and based on extensive fieldwork in Greenpoint, Brooklyn in 2006 and 2010, the text presents a particular interpretation of the Polish female immigrants’ work experience in the position of live-out domestic cleaners in New York City. My interpretation is that their work, as they see it, contains elements of both small business enterprise and live-out servant. Generally, Polish Greenpoint cleaners associated small business-like characteristics with working in the middle and upper-middle class homes in Manhattan, while servitude-like ones – with working in the lower middle class Hasidic homes in Brooklyn.

This article investigates the post-return experiences of highly skilled Belarusian professionals. I concentrate on the socio-cultural aspects of highly skilled migration and view returnees as carriers of new experiences, ideas, and practices by studying the ways in which they apply various socio-cultural remittances to the different spheres of their lives. In particular, I argue that the formation and transmission of socio-cultural remittances are strongly heterogeneous and selective processes, which manifest themselves to varying degrees not only in different people, but also in different aspects of people’s lives. The analysis of several socio-cultural remittances in private and public spheres shows that in some cases the socio-cultural remittances display strong gender differences. Moreover, the highly skilled returnees appear to be proactive remitters: some of them re-interpret and transform the socio-cultural remittances before transmitting them. The research draws on the analysis of 43 in-depth interviews with highly skilled professionals who returned to Belarus after long periods of time spent abroad.

This thesis is about the necessity of strong cooperation between Greece and Turkey to solve migration crisis in the European Union. The wave of illegal immigrants to Greece started in 2010. Migrants come to Greece trough the territory of Turkey. Greece and Turkey in 2001 have signed a readmission agreement. On 16 December 2013 Turkey and European Union signed another special readmission agreement. However as a breakthrough we may see an extraordinary summit between European Union and Turkey in 2016. In a few weeks (April 2016) from the summit we may say that it has brought positive changes. However, to solve migration crisis in Europe there must be full cooperation between Greece and Turkey based on trust and respect.

Subject and purpose of work: The subject of the research is the Silesian Voivodeship, identified with the region which, almost until the end of the 20th century, was characterized by a positive balance of population migration in interregional flows. Since 1999, it has become a runoff area. The aim of the article is to present the size of the links in terms of permanent migration of the Silesian region population with other voivodeships and the resulting demographic losses that this region has suffered over 20 years. Materials and methods: The research method is reduced to the analysis of data on the migration of people to and from the Silesian region in 1999-2018 with the use of statistical methods. The basic source of data that formed the basis for the analysis of inter-voivodeship population flows were the numbers included in the Demographic Yearbooks 2000-2019. Results: The demographic processes taking place over 20 years caused a decrease in the region’s population by 251,934, of which 60,956 were inter-voivodeship flows, 97,059 for a negative increase, 93,919 for a negative foreign balance. Conclusions: From the analysis of population flows between the Silesian region and the rest of the country, the following correlations can be seen: − in the analyzed period of research, the attractiveness of settlement in the Silesian region decreased, − the Silesian region showed the strongest migration ties with its immediate surroundings, which would be in line with Ravenstein’s law, − the ties between the population of the Silesian region and voivodeships with a higher level of development, especially in the outflow, are tightening, and it is weakening with underdeveloped regions, − the migration efficiency of the population of the Silesia region was the lower, the higher level of development was represented by a given group of voivodeships.

Throughout its history, Ukraine has been both a country of origin andtrans it or destination for migrants. Ukraine has always been actively involved in the migration processes of Europe and the world. Poland has always attracted Ukrainians because of its territorial proximity, minor language barrier and higher salaries. After 2014, Poland became the most popular destination among Ukrainian workers. The significant increase in the number of migrants from Ukraine is due not only to economic reasons but also to the military conflict in Eastern Ukraine which had an impact on the geography of migration flows, gender composition etc. At the same time, Poland experienced a shortage of workers amid successful economic development and record low unemployment. The situation connected with the spread of the virus, the pandemic, and the closure of borders have significantly affected the economic situation in the world, migration flows, migration policy etc. However, it is difficult to predict migration flows after the end of quarantine, but it is clear that the EU member states will primarily need seasonal workers from Eastern European countries (including Ukraine). As Poland will also need additional labour forces, it can be argued that it will consolidate its position as the leading destination for Ukrainian labour migrants.

This paper aims at offering insight into the contemporary migration of Romanians towards Serbia, starting with the interwar period, continuing with the communist rule and focusing on the period after the fall of the Romanian communist regime, in 1989. What this study does is delimit the stages of the Romanian migration to Serbia, identify the social categories taking part in these migratory processes, the preferred regions for settling in Serbia, as well as the reasons behind people’s decision to leave the country. I also show how the Romanian emigrants relate to the Romanian autochthonous communities in Serbia (the Vlachs of Eastern Serbia and the Romanians of Vojvodina), in which they usually settle.After presenting the theoretical background relating to ethnic migrations, I introduce a new theoretical concept, reverse ethnic migration, which best fits the situation of contemporary Romanian migrants to Serbia. These migrations take place from a majority (Romanians in Romania) towards a national minority (Romanians or Vlachs in Serbia), thus in an „opposite” direction. The migrations are not state supported and they are individual in most of the cases. I argue that the interwar migrations were state planned, being the result of the Yugoslav-Romanian School Convention from 1933; those taking place during communism were triggered, in many instances, by political reasons; while the post-communist migration was labour oriented.

This article attempts to reflect on three crucial issues concerning migration research. First of all, we seek the answer to the question: what is a specific problem of migration in sociology and in theoretical and methodological approach? For this purpose we reach to the roots of Polish researches of migrants, by Florian Znaniecki and Józef Chałasiński. Secondly, we try to reconstruct the map of current migration problems as is the effect of reviewing the literature of the subject. We pay particular attention to research on migration issues in the UK. Thirdly, we attempt to present our own research approach to Polish emigrants’ problems by using two basical categories: adaptation and integration. The subject of further empirical investigations will be the factors which facilitate or block these processes.

The aim of this article is to analyze Polish foreign policy, its nature and instruments of implementation under the migration crisis. The migration issue is in this case the determinant of foreign policy, which verified and actuated Polish external policies in the bilateral relations, as well as in the framework of multilateral cooperation. The migration issue has also become a determinant of European policy of Poland prejudging the extent and mechanisms of Polish involvement in the solution of the migration crisis in European institutions. It should be noted that a different approach to EU policies and its activities to prevent and mitigate the effects of the influx of people on its territory is reflected in the relations between Member States, as exemplified by the Polish-German relations. The migration issue is also reflected in the activities of the Visegrad Group. Fear of the consequences of mass migration into the EU and, above all, opposition to the obligation to accept refugees based on the quota system proposed by the European Commission intensified cooperation within the Visegrad Group. From the Polish foreign policy perspective, the Visegrad Group is seen as an important entity influencing its effects.

Statistics show that the new Italian emigration presents a plurality of directions: alongside the resumption of flows in the direction of the more traditional destinations, there are now migratory currents in the most diverse directions, including areas that are weak or lagging behind Italy. This novelty opens new interesting questions for the sociology of migration. This contribution highlights the necessity to face the study of “mobility” through interpretative approaches capable of grasping the pluralistic material and immaterial “spaces” designed by the new migratory trajectories. Therefore, we explore the South-South direction, which has remained at the margins of research and debate, trying to add a new piece to the increasingly complex picture of the Italian presence abroad. In the first part of the paper we will focus on some theoretical and demographic aspects considered relevant for the study of the new Italian emigration, with the aim of bringing out the complexity of the phenomenon. In the second part, after a brief methodological note, the results of a qualitative research carried out on the new Italian emigration to Athens will be presented in order to grasp its specific aspects.

The policies relating to the management of migration - control of external borders, asylum and immigration have been, as is well known, sovereign prerogatives for excellence. The long-standing refuse of the EU Member States to provide them to a supranational government is a clear evidence of that. Determined to retain the exclusive control over the migrants, States have continued, to handle the situation. This paper aims to reconstruct the foundations of the external dimension of EU migration policy, in order to highlight its complexity, resulting from the global scope of the problem and by its sensitive nature. If the global reach of migration invites the adoption of a coherent strategy that, gives substantial and structural interdependence between internal and external dimensions, allows to strengthen the Union’s credibility on the international stage, the sensitive nature of migration policy confirms ‘the opportunity to implement flexible solutions suitable to shape the criterion of added value. Defining the conditions of consistency and flexibility to which the Union’s external action can bring the management of migration - a management which will pursue all objectives of the EU’s migration policy in accordance with the its principles, such as solidarity and the protection of fundamental rights - is the focus of this paper.

Proces akumulacji kapitału ludzkiego, tak istotnego dla konkurencyjności gospodarki, napotyka na bariery: czasowe, finansowe czy wynikające z mobilności tego kapitału. Alternatywą może być imigracja wysoko wykwalifikowanej kadry. Szereg państw prowadzi politykę migracyjną ukierunkowaną na napływ specjalistów. Rodzą się stąd pytania: które państwa wygrywają w globalnym wyścigu o talenty i jakie polityki migracyjne są skuteczne w tym zakresie? Celem artykułu była odpowiedź na nie. Rozważania pozwalają wnioskować, że o ile system punktowy jest skuteczny w procesie akumulacji kapitału ludzkiego, to z punktu widzenia konkurencyjności gospodarek zarówno w krótkim, jak i w długim okresie najkorzystniejszy jest jednak system hybrydowy.
The process of accumulation of human capital (important for the competitiveness of the state) encounters barriers: in the scope of time, financial constraints or arising from human capital mobility. Alternative may be immigration of highly qualified staff. A number of countries have a migration policy aimed at influx of professionals. A few questions arise at this point: which countries win in the global race for talents and what migration policies are effective in this scope? The purpose of this article was to answer these questions. Considerations allow one to conclude that, while the point system is effective in the process of accumulation of human capital, the hybrid system is the most advantageous in terms of competitiveness both in the short and in the long run.

Artykuł stanowi analizę pierwszej znanej całościowej koncepcji polityki migracyjnej, wchodzącej w skład projektu państwa, opisanego przez Platona w „Prawach”. Zwrócono uwagę na kompleksowe ujęcie tej polityki, na adresowanie jej rozstrzygnięć do wszystkich definiowanych ówcześnie zjawisk migracyjnych, na różnorodność proponowanych rozwiązań. Artykuł podkreśla podobieństwa między problematyką projektu polityki migracyjnej, opisanej przez Platona, a strukturą współczesnych polityk migracyjnych. Zwraca uwagę na istotną cechę projektu platońskiego: polityka migracyjna Platona nie jest polityką samoistną; nie ma celów własnych a jest służebna w odniesieniu do celu wobec niej zewnętrznego, tj. utrzymania spoistości społecznej w formule starożytnego miasta-państwa. Takie ujęcie polityki migracyjnej pozwala na zaprojektowanie jej struktury z logiczną konsekwencją. Artykuł kończy się sugestią poszukiwania ogólnej formuły organizacyjnej także i dla polityk migracyjnych projektowanych współcześnie.
The article provides an analysis of the first known comprehensive concept of a migration policy contained in the design of a state, described by Plato in the “Laws”. The author pays attention to the all-encompassing character of the policy, the solutions of which addressed all migratory phenomena defined at the time of Plato. The article highlights thesimilarities between the issues of migration policy, as described by Plato, and the structure of contemporary migration policies. The article also emphasizes one important feature of Plato’s concept: that a migration policy is not an independent policy, but rather one which serves a purpose external to it, specifically the maintenance of social cohesion in the framework of the functioning of an ancient city-state. Such an approach to migration policy allows to design its structure with logical consequences. The article concludes with a suggestion to design contemporary migration policies with the consciousness of what such policies are really for, i.e. what is (should be) their external purpose.

Background. In addition to the release of lead and cadmium from ceramic and glass vessels, (acceptable limits being set by the EU 84/500/EC Directive), other harmful metals can migrate, such as nickel and chromium. Permissible migration limits for these latter metals however have not yet been set in the EU legislation. Both the toxic properties of nickel and chromium and the measures taken by the European Commission Working Group on Food Contact Materials for verifying permissible migration limits for lead, cadmium and other metals from ceramics have acted as drivers for studies on nickel and chromium release from ceramic and glass tableware. Objective. To investigate the migration of nickel and chromium into food simulants from ceramic and glassware, available on the Polish market, which are intended for coming into contact with food. Potential consumer exposure can thereby be estimated from the release of these elements into food. Materials and Methods. Tableware consisted of ceramics and glass vessels generally available on the domestic market, with inner surfaces being mainly coloured and with rim decorations. Migration of nickel and chromium studied from the ceramics was carried out in 4% acetic acid (24 ± 0.5 hrs at 22 ± 2°C), whilst that from glassware in 4% acetic acid (24 ± 0.5 hrs at 22 ± 2°C) and 0.5% citric acid (2 ± 0.1 hrs at 70 ± 2°C). The concentrations of metals which had migrated into the test solutions were measured by using flame atomic absorption spectrometry (FAAS). This analytical procedure had been previously validated by measuring nickel and chromium released into food simulants from ceramic and glass tableware where working ranges, detection limits, quantification limits, repeatability, accuracy, mean recovery and uncertainty were established. Results. Migration of nickel and chromium was measured from 172 ceramic and 52 and glass vessels samples, with all results being below the limits of quantification (LOQ = 0.02 mg/L), excepting one instance where a 0.04 mg/L concentration of nickel was found. The validated methods for measuring chromium achieved the following parameters; 0.02 to 0.80 mg/L operating range, 0.01 mg/L detection limit, 0.02 mg/L limit of quantification, 6% repeatability, 2.8% accuracy, 102% average recovery and 11% uncertainty. For the nickel method the corresponding parameters were 0.02 to 0.80 mg/L working range, 0.02 mg/L limit of quantification, 0.01 mg/L detection limit, 5% repeatability, 6.5% accuracy, 101% average recovery and 12% uncertainty. Conclusions. The tested ceramics and glassware did not pose a threat to human health regarding migration of nickel and chromium, and thus any potential exposure to these metals released from these products into food will be small. However, due to the toxicity of these metals, the migration of nickel and chromium is still required for articles coming into contact with food, which includes metalware.
Wprowadzenie. Z wyrobów ceramicznych i szklanych, obok migracji ołowiu i kadmu, dla których w UE określono dopuszczalne limity (Dyrektywa 84/500/EC) może zachodzić migracja także innych szkodliwych dla zdrowia metali, w tym niklu i chromu. Dla chromu i niklu nie ustanowiono jeszcze w UE dopuszczalnych limitów migracji. Właściwości toksyczne niklu i chromu oraz podjęte przez European Commision Working Group on Food Contact Materials prace mające na celu weryfikację dopuszczalnych limitów migracji ołowiu i kadmu z wyrobów ceramicznych oraz wprowadzenie limitowania dla innych pierwiastków, skłoniły do podjęcia badań uwalniania niklu i chromu z ceramicznych i szklanych naczyń stołowych. Cel. Zbadanie migracji do płynów modelowych niklu i chromu z naczyń ceramicznych i szklanych przeznaczonych do kontaktu z żywnością, dostępnych na rynku w Polsce, w celu oszacowania wielkości potencjalnego narażenia konsumentów na te metale uwalniane z takich wyrobów do żywności. Materiał i metody. Materiał do badań stanowiły stołowe naczynia ceramiczne i naczynia szklane, głównie z barwioną powierzchnią wewnętrzną i zdobionym obrzeżem, pochodzące z obrotu handlowego. Migrację niklu i chromu z badanych wyrobów ceramicznych przeprowadzano do 4% kwasu octowego (24 ± 0,5 h w temperaturze 22 ± 2 ºC), natomiast migrację z naczyń szklanych do 4% kwasu octowego (24 ± 0,5 h w temperaturze 22 ± 2 ºC) i 0,5% kwasu cytrynowego (2 ± 0,1 h w temperaturze 70 ± 2 ºC). Zawartość badanych metali w płynach modelowych uzyskanych po migracji, oznaczano metodą płomieniowej atomowej spektrometrii absorpcyjnej (FAAS). Badania poprzedzono walidacją metody oznaczania niklu i chromu uwalnianych do płynów modelowych z ceramicznych i szklanych naczyń stołowych. Wyznaczono następujące parametry metody oznaczania chromu i niklu: zakres roboczy, granicę wykrywalności, granicę oznaczalności, powtarzalność, poprawność, średni odzysk oraz niepewność. Wyniki. Migracja niklu i chromu z 172 badanych naczyń ceramicznych i 52 naczyń szklanych, w zastosowanych warunkach badania migracji, była poniżej granicy oznaczalności metody analitycznej (LOQ) wynoszącej 0,02 mg/L, z wyjątkiem jednego naczynia, z którego migracja niklu była wyższa i wynosiła 0,04 mg/L. Zwalidowaną metodę oznaczania chromu charakteryzowały następujące parametry: zakres roboczy - od 0,02 do 0,80 mg/L, granica wykrywalności - 0,01 mg/L, granica oznaczalności - 0,02 mg/L, powtarzalność - 6%, poprawność - 2,8%, średni odzysk - 102% i niepewność - 11%. Parametry metody oznaczania niklu: zakres roboczy - od 0,02 do 0,80 mg/L, granica oznaczalności - 0,02 mg/L, granica wykrywalności - 0,01 mg/L, powtarzalność - 5%, poprawność - 6,5%, średni odzysk - 101% i niepewność -12%. Wnioski. Zbadane wyroby ceramiczne i szklane nie stanowią zagrożenia dla zdrowia człowieka w zakresie migracji niklu i chromu, a potencjalne narażenie na te metale uwalniane z tych wyrobów do żywności będzie niewielkie. Jednak, ze względu na toksyczność tych metali wskazane jest kontynowanie badań uwalniania niklu i chromu z wyrobów do kontaktu z żywnością, z uwzględnieniem naczyń metalowych.

The subject of this paper is international migration into EU countries. The research objective is a quantitative estimation of the volume of international migration flows into European countries and their close neighbors until 2050. The forecast of international migration flows is based on the author’s own model of global international migration. The model is based on a synergetic approach and assumptions that the level of migration is determined first of all by the number of existing migrants from that country. The data used for the forecast is UN data on migration flows in 1990-2015, and the UN’s predictions regarding changes in population between now and 2050. The forecast is based on the medium scenario of demographic development offered by the UN. Countries with a current population of more than 5 million are taken into consideration as potential sources of immigration. The predicted values of the total number of international migration flows to each of the EU and neighboring countries for each five-year period until 2050 are determined. The predicted migration flows from EU countries are also determined. It is concluded that the forecasts allow us to claim that the problem of migration will continue for EU countries. However, the essence of this problem is not the prevention of excess migration, but attracting migrants to the countries of the ‘second Europe.’

The article analyses the environmental aspects of migration in the context of their environmental causes and effects, focusing, however, on the effects. It was recognized that negative changes in the environment are becoming a more and more frequent cause of migration and may lead to a very wide range of migration, which would be very difficult to control. This will, among other things, have environmental effects in countries targeted by migrants. These effects are considered, using the example of Poland and the need to provide migrants with appropriate living conditions, based on legal regulations relating to the provision of drinking water, sewage disposal and municipal waste management. Such situations should be considered by the state by preparing appropriate action strategies, determining the sources of their financing, and introducing the necessary legislative changes.
Artykuł analizuje aspekty środowiskowe migracji w kontekście środowiskowych przyczyn i skutków migracji. Uznano, że negatywne zmiany w środowisku stają się coraz częstszą przyczyną migracji i mogą prowadzić do migracji o bardzo szerokim zasięgu, bardzo trudnych do kontrolowania. Spowoduje to m.in. skutki dla środowiska w krajach dla emigrantów docelowych. Skutki te są rozpatrywane na przykładzie Polski i konieczności zapewnienia migrantom odpowiednich warunków bytowych na podstawie regulacji prawnych odnoszących się do zapewnienia wody do picia, odprowadzania ścieków i postępowania z odpadami komunalnymi.
В статье анализируются экологические аспекты миграции в контексте экологических причин и последствий миграции. Признано, что негативные изменения в окружающей среде становятся все более частой причиной миграции и могут привести к очень широкому масштабу миграции, очень трудно поддающейся контролю. Это вызовет, помимо прочего, влияние на окружающую среду в странах назначения. Эти последствия рассматриваются на примере Польши и необходимости обеспечения мигрантам адекватных условий жизни на основе правовых норм, касающихся обеспечения питьевой водой, удаления сточных вод и обращения с бытовыми отходами.

The article analyses a series of in-depth expert interviews conducted in the first half of 2015 with border guards from selected units across Poland within the framework of the project CIS – Modular Multipurpose System of Foreigner Identification with a risk of trafficking analysis module. Special preparedness for intensified migration in Europe, and potentially also in Poland, observed already in the first half of 2015 when the fieldwork was conducted, indicates that although the analyzed material covers the period before the onset of the refugee crisis, its conclusions are universal and can be applied to a different migratory situation. The term “irregular migration” is used throughout the text to describe different instances of non-compliance with the law at different stages of the migration process (mainly entry, residence, and work), keeping in mind that it is an imprecise term that is increasingly replaced with expressions meant to reduce stigmatization on the one hand, and to convey the complexity of the issue on the other. The expression “irregular migration” functions in Polish law, although without a precise definition. The Border Guard, as stated in the law regulating the activities of this formation, is the primary state agency tasked with preventing and combating irregular migration. Statistics available in Poland – which allow to estimate the supposed scale of irregular migration – show it to be a very marginal phenomenon, in fact similar to immigration to Poland, in spite of an observable climb in statistics since 2014. From the viewpoint of the relevant services, it seems alarming, however, that although irregular migration levels remain relatively low (particularly compared to other EU countries), there are many (although it is not clear on what scale) violations, associated, if not with irregular migration as such, then with processes typically described as semi-legal or quasi-legal migration. The data available indicate that the number of foreigners staying in Poland illegally is somewhere between a couple to several thousand people. The picture is somewhat different when it comes to the estimated number of foreigners staying in Poland for very short periods of time without the required documents. It is impossible to determine how many such people enter and leave Poland every month or year, particularly due to Schengen arrangements which leave a large section of the state border without checks. Comparing irregular migration-related threats from a dozen years ago to those encountered in Poland today, we can describe today’s irregular migration as irregular migration in “velvet gloves,” or semi-legal migration. On the one hand, the complexity and content of Polish migration law (in terms of what is permitted, and what is not) create potential for abuses. These abuses have, however, become more and more difficult to detect and demonstrate in proceedings before other authorities (prosecutors, courts). Unauthorized movements or organized trans-border travel often have an air of legality; many elements of the migration process comply with the law, authentic documents are used and procedures are followed, yet deeper analysis reveals that the process is essentially based on activities that violate the law (for example, obtaining the attestation of false statements under false pretenses, deliberately misleading a public official, staying within the territory of Poland for purposes other than those stated when applying for a residence or entry permit). The results of the qualitative study carried out among experts show that irregular migration in Poland in the second decade of the twenty-first century is essentially a marginal problem, particularly when compared to the challenges faced by other EU countries, unless we also consider so-called semi-legal migration. The latter is a massscale phenomenon, although this mass quality is not evidenced by official figures. Two phenomena belonging to semi-legal migration, with the potential of turning into “classic” irregular migration, came to the fore in the discussion on forms of irregular migration in Poland, the possibilities of detecting them, as well as the limited means there are of preventing them. The first is unjustified recourse to refugee procedures. The second consists in abusing a procedure that experts have deemed virtually unverifiable, namely the simplified procedure for hiring foreigners based on the employer’s declaration of intent. The fact that this procedure has contributed to the growth of services linked directly to organized irregular migration was mentioned by the respondents as the most problematic aspect of the said legal instrument. The issue of abusing other procedures remained in the background, which does not however mean that these infractions are treated dismissively, however from the viewpoint of the experts interviewed, they are either too few or pose less of a problem in terms of detection and application of relevant sanctions. Taking into account the forms of irregular migration discussed in the article, including types of violations and the limited possibilities of checking them, effective enforcement of compliance with the law on entry, residence and work seems a considerable challenge, particularly given the not always consistent regulations and their interpretation. The institution with the most experience in contacts with foreigners, namely the Border Guard, has long-standing experience in protecting state borders. Currently, the Border Guard is not only a side in various administrative and penal proceedings, but also an institution controlling the legality of stay and work in the territory of Poland. This requires that migration processes be looked at in a broader context, and not merely through the lens of individual infractions. The author attempts to bring out the said broad context and to describe and explain occurring forms of irregular migration.

The paper aims at analysing the relation between the model of social policy implemented in Poland after 1989 and the scale and structure of migration processes. The statistical data analysed in the paper show the impact of the deficit of good jobs, weakening protection of workers' rights, and low levels of social security in Poland on the post-accession emigration of Poles. The paper has tried to challenge the strategy implemented in Poland after 2004, which is based on compensating for the effects of emigration of young and well-educated Poles with the influx of foreign workers. It has been also emphasized that social policy instruments towards immigration and immigrants tend to be one-sided, as they focus on the labour market needs and do not provide enough support for the process of adaptation and integration of immigrants in Poland. Moreover, a verification of the assumptions of the governmental document "Migration policy of Poland” (2012) has been suggested, i.e. taking into account the negative effects of the post-accession economic emigration and recognizing the issue of contemporary Polish emigration as an important area of Poland’s migration policy. Finally, the paper has outlined the role of social policy in stimulating migration processes in accordance with the principle of protection of native human capital, the needs of the economy, and the Polish raison d'etat. It has also identified spheres of social policy development which are necessary to achieve this objective.

The paper contains the analysis of selectivity of emigration and return migration to Poland in years 2004-2008. By using Migration Selectivity Index with comparable data (Labour Force Survey) we were able to confirm the hypothesis of ‘washing-out’ of selected categories of Polish population: men, people with post-secondary, secondary and vocational level of education, inhabitants of rural areas and those who live in agricultural households. We made an attempt to estimate the scale of the phenomenon and described its demographic consequences. Our analysis corresponds with the ‘crowding out’ hypothesis (Okólski 2011, 2012; cf. Grabowska-Lusińska, Okólski 2009; Anacka, Okólski 2010) stating that the post-accession emigration from Poland gave a chance to an economically ‘redundant’ labour force to move to regions and economic sectors with high demand for labour.

The aim of the paper is to discuss the socio‑economic effects of the international migration of Poles in light of their careers. The analysis is based on quantitative comprehensive data extracted from both public statistics and dedicated local surveys drawn from local communities with high density of migration, as well as from qualitative studies devoted to occupational biographies and social remittances of migrants. The author shows differentiations of occupational careers of migrants and sedentary local populations, and various profiles of transitions from the Polish education to the foreign labour market. She also seeks an answer to the question what Polish migrants bring from migration beyond money, and how migration impacts human capital.

Uzbekistan has been gradually integrating into the world economy since gaining its independence in 1991. The need to integrate stems from the desire to advance the national economy and social well-being of population through import of advanced technologies or stimulating exports. However, opening up the country also meant exposure to increase in the mobility of its human capital. As a result, Uzbekistan has witnessed labor migration in and out of the country during the past two decades, driven by various causes, which is having inevitable social and economic implications for the country. Intensifying processes in contemporary international labor market make migration as a mechanism, which has a back-to-back impact onto and from economic development of a country. From developing countries’ perspective, international labor migration is an instrument for reducing tension in national labor markets, decreasing high rates of unemployment and expanding sources of income. From developed countries’ perspective, international labor migration helps solve demographic problems like decreasing number of population, aging of population and shortage of labor force. Uzbekistan, in particular, is increasing its participation in the international labor market, especially it’s cooperation on migration with Russian Federation due to its high rate of population growth and young population.

International migration has been a major influence on the economic and social development of nations. Nevertheless, a vast majority of the global population continues to reside in their country of birth. While income/wealth differentials between states create centrifugal forces responsible for migration, impediments to international mobility of human, financial, physical and social capital assets work in the centripetal direction. This paper reviews a large segment of the extant literature on international migration to probe economic influences on people’s international mobility and immobility decisions. It aims to refine and extend the neoclassical foundations of migration theory and to outline how potentially complex decision mechanisms used by potentially mobile economic agents may be modified to simplify the complexity inherent in such choices so that immobility is often a default outcome of indecision.
Migracja międzynarodowa miała istotny wpływ na społeczny i gospodarczy rozwój narodów. Zdecydowana większość populacji świata nadal jednak mieszka w kraju swojego urodzenia. Z jednej strony różnice w dochodach i zamożności państw stanowią siłę odśrodkową motywującą do migracji, z drugiej strony utrudnienia w swobodnym przenoszeniu się kapitału ludzkiego, finansowego, fizycznego jak i społecznego stanowią siłę dośrodkową, motywującą do pozostania w miejscu. W niniejszym artykule dokonano przeglądu znacznej części literatury na temat migracji międzynarodowej pod kątem wpływu czynników ekonomicznych na decyzje dotyczące międzynawowej mobilności i jej braku. Artykuł ma na celu udoskonalenie i rozszerzenie neoklasycznych podstaw teorii migracji, nakreślenie, w jaki sposób ekonomiczni agenci (potencjalni migranci) starają się uprościć skomplikowane mechanizmy decyzyjne oraz pokazanie, jak w przypadku niezdecydowania domyślną decyzją staje się pozostanie w miejscu.

The article investigates the peculiarities of the migration policy of Sweden. Particular attention is paid to the current migration policy. From the experience of the past years, it is clear that the modern migration policy has the so-called historical memory closely related to the post-war immigration experience as well as the long-standing tradition to provide an asylum for war and political refugees. Now, the Swedish government has implemented the number of temporary legal changes aimed to reduce the migration inflow to the country and lower the attractiveness of Sweden for refugees in future. However, there is an obvious drop in the number of refugees coming to Sweden in the period of 2016-2017, there is still much to be done. The main issue is associated with the labour integration of those who have already found their way to Sweden at the peak of migration crisis in 2015. Swedish migration policy as a number of weaknesses worthy of criticism in terms of refugees coming to Sweden within the recent years: lack of housing, integration policy and educational issues.
Niniejszy artykuł bada zawiłości polityki migracyjnej Szwecji. Szczególną uwagę zwraca się na współczesną politykę migracji. Z minionych doświadczeń wynika, iż współczesna polityka migracyjna posiada tak zwaną pamięć historyczną ściśle powiązaną z doświadczeniem imigracji powojennej jak również długoletnią tradycję zapewniania schronienia dla wojennych i politycznych uchodźców. Obecnie, rząd Szwecji wprowadził wiele zmian w prawie w celu zredukowania napływu emigracyjnego do kraju i obniżenia atrakcyjności Szwecji na przyszłość. Chociaż pojawił się znaczny spadek w liczbie uchodźców przybywających do Szwecji w latach 2016 – 2017, w dalszym ciągu jest wiele do zrobienia. Główny problem ma związek z integracją na rynku pracy tych osób, które już znalazły swoje miejsce w Szwecji w okresie szczytowego kryzysu migracyjnego roku 2015. Szwedzka polityka migracyjna posiada wiele słabości podlegających krytyce w kwestii uchodźców przybywających do Szwecji w okresie ostatnich lat – są nimi: brak mieszkań, polityka integracyjna oraz kwestie szkolnictwa.

This study analyses and compares the fertility behaviour and childbearing plans of Polish migrant families in Ireland and those of their counterparts – families in Poland. The study has a comparative and explanatory character and applies both quantitative and qualitative methods. The analysis is based on the author’s own data collected from an online survey of Polish family units in Ireland in 2014 and compared with secondary data on families in Poland retrieved from the 2011 Gender and Generation Survey (GGS). My research reveals fertility postponement and fewer families with children among migrant families; nonetheless, migrant parents have more children than their counterparts in Poland. The results highlight the significance of socio-economic and institutional contexts. The study also reveals a dichotomisation of fertility strategies within the migrant population, with distinct differences in the number of children, transition age to parenthood, and further fertility intentions between migrants who became parents in Poland and those who did so after the move. The results also provide insights into the childbearing motivations and fertility patterns of recent Polish migrants and contribute to the discussion of migrants’ fertility in general.

The article presents the main recent developments in migration policy and migration trends to and from Poland. Polish migration policy has been becoming more open to immigrants in the years 2009-2011, especially immigrants needed by the Polish economy. At the same time, according to the new migration strategy, it is going to devote more attention to the issue of immigrants’ integration. As for trends in international migration, the trans-border mobility remained elevated and intensified, among others due to agreements on the Local Border Traffic with the Eastern neighbours. Since 2006 the emigration for a permanent stay has been decreasing and immigration for a permanent stay has been increasing, mostly due to return migration of Polish citizens, but still, in 2010 a negative net migration was registered. The number of long-term Polish emigrants stabilized, while the number of short-term emigrants declined abruptly, which suggests that Poland is already in a ‘late’ or ‘mature’ phase of post-accession emigration, characterized by stabilization of the outflow of settlement type and intensification of return migration. The latter is to some extent reflected by the statistics referring to immigration for a permanent stay and to mixed marriages. Labour immigration and foreign employment in Poland have been increasing constantly over recent years.

The paper is focused on migration as one of the major issues that determine relations, including accession negotiations, between the European Union and Turkey. In spite of the dominant anti-Turkish discourse across the EU, the Author points out several historical and current phenomena that have resulted in building a complex migration system between the two geographical areas. The migration flows within the migration system are shown to have occurred in both directions. Both advantages and disadvantages of the flows are selectively discussed. Finally, based on demographic forecasts, economic prognoses and current migration statistics in Europe, the paper hypothesizes that in the future the much feared inflows of the Turks to the EU might be balanced, if not surpassed, by outflows of both the former Turkish immigrants and “native” Europeans from Europe to Turkey.

Both migration and parenthood, and – in particular – motherhood, belong to the central events in a human life, being both mutually entangled, and affecting the wider society. Transnational families become involved in a vivid discourse dedicated to a model of a perfect family, perfect woman, and perfect motherhood. Thus, an everyday life of transnational mothers assumes negotiations between geography, economy, social and family roles. New works on the topic forefront appreciation of both productive and reproductive female roles, which find a spectacular reflection in migrant family scholarship. Migration symptomatically reveals the diversity and the complexity of the women’s social roles and the strategies of their fulfillment. In our paper we focus on the functioning of Ukrainian transnational families. By supplying narrations of the migrant women, we analyze their life trajectories, the manner in which a migration decision is taken, the stories of parenthood, performance of caretaking, maintenance of family ties (based on indirect rather than direct relations) and social ties.

Opis:
Bulgarian migration to the UK has gradually increased since the country’s EU accession and the removal of barriers to free movement of labour across the EU. The sustained popularity of the UK amongst those dreaming for a fresh start through migration, despite the hostility faced by Bulgarian immigrants, poses a paradox that cannot be explained with the ‘push–pull’ and cost–benefit calculation models prevailing in migration research. This article proposes a more balanced understanding of migration motivations on the basis of would-be migrants’ own perceptions. Drawing on biographical interviews with self-ascribed ‘ordinary people’ with long-term plans for settling in the UK, I shed light on individuals’ imaginings and expectations of life after migration. Firstly, I analyse the notion of ‘survival’ through which my informants articulated frustrations with their precarious financial situation, their inferior social and symbolic positioning within society and their inability to partake in forms of consumption and lifestyle that would allow them to experience a sense of social advancement. I then explore would-be migrants’ imaginings of life in the UK (and ‘the West’) which depict an idealised ‘normality’ of life, in which they conveyed longings for security and predictability of life, social justice and working-class dignity and respectability. These insights into people’s disappointment, desperation and disillusionment with a precarious present help us to understand the continuous construction of an ‘imaginary West’ as an ideal ‘elsewhere’, in the search of which migrants are ready to undergo hardship and stigmatisation. By engaging with the existing debates in migration studies and literature on Bulgarian migration, this article exposes the deficiencies of economic reductionism, which presents migration decision-making as a conscious, rational and calculative act and, instead, demonstrates that, very often, people are led by dreams and idealisations that are reflective of their emotions and life-worlds.

The text has been based on the quality research which was carried out in 2007 and 2008 in the Opole region migrants’ environment (60 interviews and 30 letters – diaries). The diaries were describing emotions, feelings and thoughts of women working abroad. Women were going abroad to improve living conditions of their families. The outcome of multifaceted quantity research contains the descriptions of women’s emotional states. The research is based on two groups of women: migrating: 357 females, and non-migrating: 164 females. Female migrants were aware of difficulties connected with their working abroad (parting with the family and hard, sometimes monotonous, work). However, they could become independent financially and active professionally. The state of being employed could change their social position, their way of thinking and their social roles. For some women mobility was a specific maternal strategy and the way to fulfill their roles in a family.

This special section opens a two-part collection of articles, to be published in two consecutive issues of CEEMR in 2019, looking at various aspects of migration from and into CEE that address the links between mobility and political and economic transition in the region. Its goal is to discuss, on the one hand, the contribution of the migration research conducted in CEE to the broader migration literature and, on the other, to demonstrate region-specific topics. An important inspiration for the preparation of this issue is the 25th anniversary of the Centre of Migration Research (CMR) at the University of Warsaw; this is accompanied by some reflections on how migration studies have developed in Poland and other CEE countries during these years of transition. Since the very beginning, the idea that guided research conducted in the CMR was to analyse migration in a broad socio-economic context and to develop cooperation with the best international teams of migration scholars. Therefore, for this special collection, we invited contributions which demonstrate the development of scientific collaboration between CMR researchers and outstanding European and non-European scholars, as well as articles by international researchers from all over Europe which focus on specific migration topics intersecting with post-communist transition in the CEE region.

The dynamics of the integration process varies in case of the first and the following generations of emigrants. It is quite challenging though to describe all the details of the integration process of Polish migrants to Ireland due to the short period of Poland’s membership in the EU. However, it is important to analyze the barriers which are becoming more and more visible on the way to integration of the first “pioneer migrant generation”. The aim of the paper is the multi-dimentional analysis of the factors impeding Polish migrants’ integration into the Irish society. The analysis refers to the empirical research based on the technique of in-depth interviews. The main focus is on the two aspects of integration: the social and the cultural ones. The social aspect of integration includes: career trajectory, participation in the social life of the local community and interpersonal relations. The cultural aspect of integration includes: language skills, values and behavioural patterns as well as everyday culture and rituals. The analysis focuses both on individuals and on institutions, that is the activities of Polish-Irish associations, and stresses the factors impeding the integration process of Polish migrants. Those factors can be divided into: social factors such as weak ties with Irish people and institutions and desire to come back to Poland; cultural factors such as insufficient language skills and lack of knowledge of norms and behavioral patterns; legal factors such as reluctance to acquire Irish citizenship and unwillingness to participate in the Irish political life; and finally, spatial factors that is lack of contacts with the Irish people in the migrant’s local communities.

This is a presentation of Polish immigrants who came to Brazil in the 19th and 20th centuries, now the second biggest Polish community in the world. In my presentation, I intend to describe the reason of the emergence of the population. Then, I continue to show the history of the community in Brazil, especially in Curitiba, the “Polish’’ capital of Brazil. Next in my presentation is the situation of the population of Polish origin in Brazil. I present different organisations which are a part of this community. What is more, I also describe the Parana region as a with the biggest concentration of residents with Polish roots. I also mention how Polish traditions are cultivated.

Poakcesyjne migracje są zjawiskiem niezwykle wielowymiarowym, wpisującym się w dynamikę przemian ponowoczesnego świata. W Polsce migracje stanowią przedmiot dużego zainteresowania zarówno społeczeństwa, jak i środków masowego przekazu oraz instytucji i organizacji państwowych. Taką właśnie próbą analizy tego zjawiska jest raport Komitetu Badań nad Migracjami Polskiej Akademii Nauk. Raport uwzględnia nie tylko najistotniejsze aspekty poakcesyjnych migracji, ukazując wielowymiarowe skutki, jakie niosą ze sobą, ale również istotne dla migracji mechanizmy, przyczyny migracji, struktury wyjeżdżających, a także zawarty w migracjach kapitał ludzki.
Post-accession migrations are extremely multidimensional phenomenon which fits into the dynamics of transformation of the postmodern world. Migrations are the subject of great interest in Poland not only for the public and the media but also institutions and state organizations. The report of the Committee of Migration Research of the Polish Academy of Sciences takes into account not only the most important aspects of the post-accession migration, showing its multidimensional effects; but also essential for the migration mechanisms, causes of migration upon leaving the structure of the society as well as contained in the migration process human assets.
