The relationship between the European Union (EU) and its member-states have been characterized by a number of significant changes when Eurosceptic influence received bountiful grounds for the number of countries, founding members of the European Union. This article will try to analyze the Eurosceptic developments in Italy. The unpredictable results waving to the anti-establishment political elites coming to power demonstrate that the shifts in ‘national lenses’. By analyzing the wide-range levels of Euroscepticism, the article will try to reveal how multi-faceted concept of Euroscepticism casts shades on the European integration project.

The study measures the strength of media effects on attitudes to EU integration.Media exposure is the independent variable; support for European integration is the dependent variable; socio-economic conditions and cognitive-cultural variables are contextual variables. The analysis covers 27 EU member states at the time of 2009 EP election. Both micro-level variables and country-level effects were taken into consideration in hierarchical linear models. Data from the PIREDEU study was used. Analyses document weak influence of media exposure on attitudes. The overall positive effect is mostly concentrated in stable democracies with well-developed media systems.

Scholars have argued that Eastern Europe’s communist past drives signifi cant differences in Eastern and Western Europeans’ social justice norms. However, much of this research examined attitudes before the East’s accession to the European Union (EU). Using data from the International Social Survey Project’s 1999 and 2009 Social Inequality surveys, I compare Eastern and Western Europeans’ attitudes toward income redistribution to examine whether EU integration has coincided with a convergence in Eastern and Western social justice norms. I find that although average levels of support for redistribution have remained stable overtime in the East, there have been important changes in ways that Eastern Europeans form opinions about redistribution. First, class status has become more important in shaping Eastern attitudes since the East’s EU accession. By 2009, its effect in the East was not significantly different from its effect in the West. Second, while citizens’ experience under communism signifi cantly affected Eastern attitudes before EU accession, its effect has become insignifi cant overtime. These fi ndings suggest that the East’s communist past is no longer an important driver of variations in social justice norms across the EU.

У статті розглядаються два вектори європейського інтеграційного процесу: тісніша інтеграція країн-членів Євросоюзу та регіоналізація країн ЄС відповідно до критеріїв близького сусідства або поглибленого співробітництва. Автор прослідковує тенденції розвитку регіональної співпраці країн-членів ЄС в умовах різних етапів розвитку сучасних міжнародних відносин. Мова йде про вплив на процес регіоналізації розширення ЄС, конкуренції і конфронтації із Росією, ускладнень процесу європейської інтеграції внаслідок негативного результату нідерландського референдуму щодо ратифікації Угоди про асоціацію між ЄС та Україною, а також британського референдуму про вихід із ЄС. Наголошується на тому, що особливо важливою є міжрегіональна співпраця в структурі Євросоюзу на нинішньому кризовому етапі розвитку процесу європейської інтеграції.
The article considers the two vectors of the European integration process: closer integration among the EU member states and regionalization of the EU countries according to the criteria of close neighbourhood or deep cooperation. The author traces  development trends of regional cooperation of the EU member states at different stages of development of international relations i.e. the impact of the EU enlargement on regionalization process, competition and confrontation with Russia, the  complications in the field of European integration due to the negative outcome of the Dutch referendum on  ratification of the Association Agreement between the EU and Ukraine, as well as the British referendum on withdrawal from the EU. It is stressed that  the interregional cooperation  is particularly important at this critical stage  of European integration.

Food safety and quality are main issues in food economics. The first part of this paper deals with food quality in Poland before and after the process of integration with the EU. The conducted analysis have confirmed the improvement of Polish food quality. The sanitary conditions of Polish processing plants have also improved. But the concentration of nitrates is still very high in some vegetable products. The second part contains an analysis of the Polish exports and imports and their changes in the economic transition process. Wheat imports were higher than exports. In addition to this, the survey proved that Poland is self-sufficient in food production and food safety has improved in the transition period.

Differentiated integration is often considered ‘integration gone wrong’ and not a normal and permanent feature of the ever larger and more heterogeneous European Union. With the growing impact of the widening, deepening and politicization dynamics, the Union has been conceptualized as a ‘system of differentiated integration’. At the same time, concerns over ‘disintegration’ are mounting. In this light it seems crucial to refl ect on the relationship between differentiation and disintegration: does the former lead to the latter? Should we prevent further differentiation, or promote it as means of making the EU more successful? On one hand, European integration theories provide few adequate answers on the mechanisms and conditions for disintegration. On the other hand, analysis of other regional organizations puts the European dilemma into perspective, and it seems that the existence of various forms of differentiation does not prevent successful cooperation.

The subject of this paper is nationalism as a direction of political thinking, where the idea of the nation is the dominant principle. The main Polish nationalist political parties of the recent 25 years include: National Revival of Poland, Polish National Community and National Party „Szczerbiec”. The main German nationalist political parties include: National Democratic Party of Germany, The Republicans, The Right, Pro NRW (North Rhine-Westphalia). Far-right parties in Poland and in Germany are against the European Union and the process of European integration. The nationalist parties in Europe fear economic and cultural globalisation, multicultural- ism, immigrants, Islam, materialism and consumerism that – in their opinion – threaten their respective nations.

This article shows Serbia’s road to the European Union, mainly Serbian’s problems. First problem was a cooperation with International Criminal Tribunal for the former Yugoslavia with was solved in 2011 and Serbia meantime could ratify the Stabilisation and Association Agreement and put forward an official proposal of membership in the European Union. Second and the biggest problem is now relations with Kosovo. In 2011 mostly under European Union’s infl uence Serbia had started negotiations with Kosovo but meantime did not agree with its indpendence. However the progress in cooperation with Kosovo made possible to start negotiations with the European Union and ratification of Agreement and now open two negotiation’s chapters. Currently government with a strong Serbian society support wants cooperate with the European Union because in this they see correct way of Serbia’s transformation. Serbian prime minister Aleksandar Vučić is planning to fi nish all negotiations by end of 2018 and become a member in 2020.

The ongoing EU–Turkey accession negotiations are probably the most complex talks related to the enlargement process in the EU’s history. Although they were initiated in 2005, so far both sides have managed to provisionally close only one out of 35 negotiation chapters. What’s more, the bilateral relations between the EU and Turkey are growing more and more tense. The most recent developments only prove that the talks may grind to a halt. It seems that both sides are tired of the endless negotiations and unexpected events, like the 2016 coup d’état in Turkey. The main aim of this article is to analyse the current political developments related to EU–Turkey negotiations in detail and find answers to two research questions. Will Turkey and the European Union face a diplomatic failure? What are the potential short-term scenarios?

The path of European economic integration these days seems to be dominated by the European Union – its functioning and current challenges. It is however worth emphasizing, that the process of European integration together with commercial and trade aspects thereof, includes also elements which remain beyond the mainstream of Union–oriented debate and involve countries not being EU Member States. European Economic Area (EEA) is a good example of that. The supranational model of integration combined with inclinations towards more traditional, intergovernmental, concept of cooperation resulted in a very interesting form of economic integration grouping. The motives for establishing EEA, the mosaic of interests represented by states engaged, the economic conditionings in that respect and – finally – the character of EEA and the peculiar instruments of decision-making are then worth a closer analysis. No less important are perspectives of EEA further development. Those problems are the main elements of considerations presented in this contribution.

The postwar experience has shown that the implanting of European consciousness, or Europeanness, calls for coordinated efforts among the European institutions, national states, and NGOs. Such consciousness, a key pillar of the European integration, is necessary for the EU to effectively function and motivate member states’ − also the EU’s − citizens. And yet European institutions and EU governments show little interest in promoting the formation of this European consciousness. Pro-European social movements are weak, while anti- European ones gain strength. This désintéressement of the EU countries probably results from the conviction that the goal has been reached and that there is no more need for a widespread pro-European education of their societies. However analysis of the problem, and in particular of the interaction between European and national identities, shows that this is not the case. We fear that this lack of proactive measures mobilizing EU citizens to keep on struggling for a common Europe will lead to the erosion of existing achievements of integration within the EU, and undermine European values. It may threaten the future of the EU, which is not an ordinary integration grouping but a great peaceful, civilizational, social and economic project. Our hypothesis − positively verified in this article − is that the promotion of Europeanness in the EU societies is urgently needed to maintain the unity (and even membership) of the Union, and to avert trends unfavorable for all of Europe and therefore for the West as a whole.

Stan i perspektywy rozwoju lecznictwa uzdrowiskowego są skorelowane z kondycją polskich uzdrowisk oraz z przebiegiem procesu prywatyzacji tego sektora. Konieczne reformy gospodarki uzdrowiskowej są wymuszone wzrastającą konkurencją zagranicznych kurortów oraz potrzebą wykorzystania ogromnego potencjału ludzkiego i materialnego (infrastruktura turystyczna, sportowa i rekreacyjna), jaki skupiony jest w polskich uzdrowiskach. Brak ustawy o gminach uzdrowiskowych, liczne ograniczenia rozwoju oraz permanentne niedofinansowanie polskich gmin uzdrowiskowych stanowią zagrożenie dla infrastruktury uzdrowiskowej, lecznictwa uzdrowiskowego i szans rozwoju tej kategorii gmin, szczególnie w aspekcie integracji z Unią Europejską .
Polish health spa are that category of communes whose development do not depend on the inhabitants′ activities but on central solutions. The lack of comprehensive solutions that would control legal and financial basics of functioning and development of health spa causes the spa to be subject to one-sided economic development and one-sector employment. The spa must fulfil the tasks, unknown to other communes, connected with maintenance and development of infrastructure of health resorts and their neighbouring areas. The lack for finances to the development of health spa, many tax exemptions and tax relief often cause the communes to allocate their own inhabitants′ means to the maintenance of health spa; means intended for the realization of their own statutory tasks. The lack of law about health resorts causes increase financial problems of this category of spa, rising unemployment and degradation of health resort infrastructure.

The aim of this article is to discuss the dilemmas over the integration of accounting in EU member states. The dilemma could be divided into the following main groups. Dilemma of the user of financial statements. This dilemma consists in determining for whom the integration of accounting in EU is crucial, and who is the intended beneficiary of integration. Dilemma arising from the lack of theoretical framework for drafting directives and standards: the accounting paradigm assuming that accounting is strictly quantitative. Accounting is a social science, whereas the accounting practice has greater influence on social, rather than purely economic, reality. Dilemma over legal regulations and the legitimization of standard setters could be attributed to accounting regulations as legal norms. A classic example of this might be the transition from rule-based to principle-based IFRSs. The dilemma over the legitimization of standard setters has its roots in the legal aspect of accountancy. In order to solve it, it is necessary to answer the question: ‘who controls the processes of accounting integration?’ since the participants of this process often present divergent viewpoints, and sometimes even opposite priorities. Dilemma over the politicization of accountancy. The more globalized and complex the economic environment is, the more of political intervention there is expected to be in the standard setting process, affected by global geopolitical trends.

This article concerns the issue of the attitude of Polish libertarian parties to Polish integration with the European Communities/European Union. Included within the politi-cal parties which were the subject of interest for the author are: the Union of Real Politics, the Congress of the New Right Wing, the Libertarian Party and the Renewal Coalition of the Republic of Freedom and Hope. It should be emphasized that the purpose of the elaboration was not only to present the inclination of these parties to the EC/EU, but also to indicate the possible differences between them on this particular issue. On the basis of research methods used in the article (analysis of sources, histori-cal method, comparative method) it has been demonstrated that Polish libertarian parties – propagating the ideas of minimal state and laissez-faire economy – are scepti-cal to Polish integration with EC/EU. Simultaneously it must be noted that the attitude to the European integration process – as shown in the example of the Union of the Real Politics – may, under the influence of changing political situation, succumb to minor changes.

Social Europe, understood as a desirable political project, has been reflected in contemporary Polish political thought, especially after 2004. This paper explores the accounts of political thought of three political parties: the Democratic Left Alliance (SLD), the Polish People’s Party (PSL), and the Self-Defence of the Republic of Poland (Samoobrona RP). Their political thoughts shared emphasis on the social aspects of EU integration. According to the assumptions propagated by these parties, a social Europe would be built by incorporating the welfarestate principles to the European level, becoming a response to the multifaceted and excessive globalisation process, and offering resistance to the neoliberal agenda. All the political parties discussed here focused on the social nature of a unified Europe, and on promoting the values of solidarity, equality, freedom, justice and democracy.

Despite the over 60 years’ experience with European integration (since the Paris Treaty), it remains permeated with certain distinctions and dissimilarities with respect to particular Member States. The Economic and Monetary Union (EMU) is the best example of differentiated integration, since as early as its initial construction it contained signifi cant differences vis-à-vis Member States. The third stage of the EMU (in force since 1 January 1999), the introduction of the single European currency, did not encompass all 15 Member States, but only 11 of them. Greece joined it only in 2002, and the United Kingdom and Denmark had negotiated an opt-out provision in the Maastricht Treaty. This article explores differentiated integration in the EMU framework, and presents as well the consequences for the countries outside the ‘hard core’ of currency integration, i.e. those states which are the subjects of temporary derogations and which are obliged, by their Accession Treaties, to accept the European currency in the future.

This article seeks to elaborate the theoretical discourse on different, competing explanations of the European integration, invoking the notion of the national interest that plays an essential role in the process. Despite increasing integration, the European interest remains quite different from the sum of the national interests of all Member States, and different theories, by presenting explanations of the integration process, raise or diminish its importance. The major premise of the intergovernmental theory is that the integration progress can be analyzed as an intergovernmental regime designed to coordinate the economic and political interdependence negotiated through bargaining. This implies that Member States’ behavior reflects actions taken by their governments based on rational choice, limited only by the domestic social demands and external strategic international environment. According to intergovernmentalism this process, within which states’ preferences are shaped, is in fact the process of national interest formation. In contrast, a second school of thought on integration, affiliated with supranationalism, has a more normative ambition, providing not only a description of the role of the national interest, but also bringing the ideas of its limitation, proposing changes on the mode of European governance aimed at shaping Europe in a more republican manner. Despite the dominant position of the national agents at almost every level of the European governance, for the supranational approaches, due to the multi-level structure of the European Union, controversy between national interest and European common good is rarely invoked. The assumption that one theoretical understanding and the assessment of the level of influence of the national interest as applied to the European integration can have profound legal and political implications, leads us to the conclusion that depicting the five most prominent attempts at capturing it theoretically remains essential for further analysis of the European structure and European legal order. Paradoxically, an unstable economic situation and its overreaching and predominant negative influence on all the Member States, might catalyze a redefinition of Europe and reinvigorate the discourse on both European common good and national interests.

Aim: The aim of this article is to discuss the global and European concepts of sustainable development and how they can enhance European integration. Design / Research methods: The analysis of statistical data will show positive and negative trends in Europe. In addition, barriers to the implementation of the sustainable development strategy will be indicated, as well as areas in which the EU should put more effort into achieving its ambitious goals. Conclusions / findings: European Union countries stand out in the international arena for their high standard of living, made possible by a high level of economic development and extensive social welfare systems. However, at the turn of the 20th and 21st centuries it became clear that maintaining these high standards in the face of fundamental changes – both externally and internally – would require a significant reorientation of the current development policy. Euroscepticism, European integration, globalization and the increasing competitiveness of the rapidly growing Indian and Chinese economies, the IT revolution, the rise of the importance of knowledge and innovation, the prospect of depleting non-renewable natural resources crucial for modern development (combined with the associated risk in prices) are all becoming increasingly prominent in the list of challenges which Europe faces. Originality / value of the article: The article discusses the current statistical data of the whole concept of sustainable development rooted in the Europe 2020 program in contrast to other, studies, which in the majority focus on one issue of European programs. Implications of the research: This analysis complements the discourse regarding the Europe 2020 strategy. JEL: Q01, F15

The aim of education in the uniting Europe is to teach people of different cultures, religions and nationalities how to live together in peace. In the political aspect, it means bringing about rapprochement between nations. In Polish circumstances, Europeanism in the school context means carrying out activities aimed at making pupils realize the existence of the European Union, as well as its objectives and guiding rules. European education assumes that the European Community should be perceived not only in the institutional, economic or political perspective, but mainly in the human one, as related to ever tightening bonds within the frameworks of the OId Continent that build an integrated community. However, the consciousness of the on-going changes can hardly be acknowledged as prevailing and well founded, since the probing research reveals that the knowledge of European problems among present and future Polish teachers from the Upper Silesian region is only fragmentary. Such a state of affairs should be a subject of retlection, especially in view of PoIand's imminent accession to the European Union.

Objectives: After the collapse of Communism in Central and Eastern Europe, the idea of joining a prosperous bloc, which would provide financial assistance, seemed an opportunity not to be missed. However, with the possibility of the funding drying up, and the initial feeling of euphoria fading, the alignment of CEE and Western Europe on values was put to a test. This gave way to discussions about alternatives to the EU. One of them is Intermarium. This paper examines the potential benefits Intermarium countries could attain in terms of consumption risk sharing. Aims: The research takes an alternative approach to economic integration, concentrating on economic stability. In particular, it makes an empirical analysis of consumption risk sharing in Intermarium, as well as drawing a comparison with the EU and the euro zone core. Research Design & Methods: The paper uses method of risk sharing assessment proposed by Kose et al. (2009) extended by the authors to accommodate panel data setting. Findings: As the empirical results illustrate, the past integration between the old EU and its new member states weakened the Intermarium mechanisms of consumption insurance, especially in comparison to the euro zone countries. Implications / Recommendations: The potential benefits of Intermarium fall short of the EU alternative. Contribution / Value added: The paper presents the results of the first examination of the extension of risk sharing in Intermarium countries.

The paper explores the issue of the application of selected theories of European inte-gration (intergovernmental and supranational) to explain the position of the Polish Justice Law and Justice party with regard to the functioning and future of the EU. The party, led by Jaroslaw Kaczynski, is a political formation which is actively engaged in the debate on the shape of the EU, pertaining to both its theoretical and practical policies. The ongoing debate has taken the form of battle between neo-functionalism and state-centric intergovernmental approach. The author believes that the main theory that explains the Law and Justice party’s approach to European issues is inter-governmentalism which aligns well with the concept of “Europe of Motherlands” adopted by the party. It proclaims the primacy of nation state and its interests in the process of European integration. This is tantamount to refuting the view that the EU can develop only in accordance with the neo-functionalism’s spill-over logic which will eventually lead to the formation of a European federation.

The aim of this paper is to place the case of the British 2016 referendum on whether to remain or leave the EU within theories of preference formation. Events and processes observed recently such the politicization of European integration, the growth of Eurosceptic and populist parties and movements, and more and more frequent reliance on voters’ opinions expressed in referendums – of which the British 2016 referendum is a special case – beg to consider which theories are best placed to explain these developments. The answer to these questions have a profound importance both from the perspective of EU politics, and allows for a better understanding of British politics too. The analysis spans since 1990s, thus stressing the importance of a long-standing processes for preference formation. In conclusion, the author assigns the highest explanatory power to historical institutionalism, focusing on the key role of British party politics, and intra-party divides in particular.

The study tackles the issue of applying respective theories of European integration to explain the processes occurring in the EU, and in particular, in the debt-wrecked eurozone. In the author’s view, the eurozone crisis revived the dispute over the shape of EU. On one hand, it is the supranational neofunctionalism and on the other, state-centric intergovernmentalism views clashing with one another. The author believes that the key theory that successfully explains the member states’ behavior in face of eurozone crisis is the intergovernmentalism theory. It assumes the primacy of nation-state and its interests in the process of European integration. This is particularly apparent in the time of crisis when supranational mechanisms typical of neofunctionalist theory serve solely the purpose of legitimizing national interests of the economically strongest EU members.

The aim of the article is to explain why the EU integration efforts have different outcomes in times of crisis with regards to impact on key stakeholders. Besides traditional political theories of European integration, authors suggest to take into account the importance of behavioural intentions and stimuli to adhere to the reforms agenda. The research results presented in this article explain two recent deep EU crises: energy crisis and fiscal crisis, which evolved simultaneously, but resulted in different integration projects within the same political and institutional background. Authors analysed Eurobarometer public opinion surveys together with empirical data on the impact on stakeholders, based on available indicators in Eurostat. Authors found that the key for a policy to succeed in targeting agents’ and groups’ behaviour is its direct ties with stakeholders’ motivation which can be done only at market level. Thus, policy shift in integration areas should be reinforced by direct and clear market solutions and corrective mechanisms avoiding politically-relevant targets.

The phenomenon of migration is accompanied by rapid and profound changes that gradually shape the present period of history. The phenomenon of migration is a very intensive process, which state authorities are forced to conform to specific regulations. Globalisation has affected the shape and extent of the migration of the population. The effect of globalization has become a phenomenon revive ethnic and cross-cultural migrations. Religious and cultural changes taking place on the European continent, and caused the migration of the population, are comparable to those which were the result of the Reformation in the sixteenth century. Currently, a large part of immigrants come from such different cultures that their integration in European society is extremely difficult. Europeans contact with people from other cultures causes interesting effects on the border law enforcement and preserving traditions inherited from their ancestors. The ideology of multiculturalism has suffered a crisis in many EU countries. Therefore, the EU legislator is forced to develop a new perspective on the integration process of migrants. The right to family reunification is an essential element of this process. It should be noted that a well-designed and effectively complied with the law in this area can contribute to the effective elimination of pathologies that are often an expression of overinterpretation of old tribal customs.

The article presents an analysis of energy barriers to integration between the Republic of Moldova and the European Union. Moldova is one of the most important objectives of external activity of the European Union in Eastern Europe. Nowadays, the energy market problems have a strong influence on the process of political and economic integration between Moldova and the EU. The biggest challenge for Moldova in the energy sector is to break the reliance on the supply of Russian fossil fuels, and to implement EU energy legislation, especially the rules of the third energy package. The article also emphasizes the impact of the conflict in Transnistria on EU-Moldova energy relations.

Since 2000, the intensive debate on the future of the European integration has started again. The beginning of the current debate was the Constitutional Treaty, which did not come to force. The idea of creating a federal organization collapsed. The future model of integration is still an open question. On the other hand,the economic crisis of the world economy, started in 2008, which influenced the EU very strongly, rises aquestionwhether the European Union is able to face internal and external crisis. The possible scenariosfor the European Union in the years to come can be very different. The main objective of the paper is toanalyze the current model of the European integration, which consists of very many federal model’s elements but is still far away from federation. The influence of the treaties on the hybrid model of integration is discussed in the paper. There are three possible scenarios for the future of the EU presented in this paper.

The European Union enlargement process
Opis:
On balance the performance of the first Polish EU Council Presidency in the matter of the enlargement process of the European Union seems to be positive. The Polish Presidency effectively implemented the five main functions of a Presidency: the agenda-setting, brokerage, management, coordination and internal representation in the contacts with the governments of member states and the institutions of the European Union. The most important aspect was that it managed to implement almost all the operational objectives typically required for the enlargement process. Despite the objections and doubts expressed by the governments of many member states, conditioned mainly by the debt crisis of the Eurozone and the need for internal and external consolidation of the European Union, the Polish Presidency managed to maintain the concept of enlargement as an important element on the EU’s agenda. On 5 December 2011, on the initiative of the Polish Presidency, the General Affairs Council agreed a new approach to the accession negotiations involving the earliest possible opening of the most contentious negotiation chapters, including fundamental rights and policies pertaining to the area of freedom, security and justice. Employing the agenda-setting function, the Polish Presidency was the co-author of the Group Presidency programme and the author of the country’s Presidency programme and both documents provided the foundation for Poland’s activity in the process of enlargement of the European Union. The most important achievements of the Polish Presidency resulting from the implementation of the brokerage, coordination and management functions concerned Croatia, Iceland, Serbia and Montenegro. The Polish government finalised the work on the text of the accession treaty with Croatia and brought about the signing of the treaty on 9 December 2011. It also accepted the agreements referring to the status of Croatia in the transition period; that is, until the treaty becomes fully effective. The Polish Presidency also gave a significant impetus to the accession negotiations with Iceland, by opening seven negotiation chapters and concluding six. The achievement of the Polish Presidency towards the endeavours of the countries of the Western Balkans to gain accession to the European Union was the opening of procedures leading to Serbia being granted candidate country status, although the formal decision was taken on 28 February 2012 by the General Affairs Council under the chairmanship of the Danish Presidency. In addition, the politically crucial enlargement conclusions of the General Affairs Council for Montenegro, on the basis of which the European Council announced that a decision would be taken on the commencement of accession negotiations in June 2012, were achieved during the Polish Presidency. Taking into account that some member states were critical of the steps taken to normalise relationships between Serbia and Kosovo, the balanced conclusions of the Council, in the part referring to Serbia, should also be taken as a success for the Polish Presidency. Although the Polish Presidency suffered a few failures it is worth emphasising that they resulted mainly from the attitude of other member states such as Greece or the negligence of the third party countries in the enlargement process – in the cases of Turkey, Albania, Bosnia and Herzegovina, and Kosovo. The Polish government, like the others since 2009, failed to overcome the opposition of Greece to the commencement of accession negotiations with Macedonia, although other member states fully supported the concept. The Polish Presidency, like the Belgian and Hungarian Presidencies, was unable to open any new chapter in the accession negotiations with Turkey. However, the reasons were the lack of progress in the implementation of the process of reforms by the Turkish government, the still unsolved controversial issues with Cyprus, the growing assertiveness of Turkey in the foreign policy arena and the unfavourable attitude towards the accession of Turkey to the Union by some member states. Nonetheless, the Polish Presidency achieved an agreement with other member states for a positive agenda in the relations between the Union and Turkey, which led to a relatively balanced text relating to Turkey in the conclusions of the General Affairs Council on 5 December 2011. The reason for the lack of achievement in the enlargement process with Albania, Bosnia and Herzegovina, and Kosovo was the limited progress in fulfilling the Copenhagen criteria made by these countries. Therefore, these countries still remain only as states which aspire to be members of the European Union. Balancing all the stated successes and failures it should be emphasised that the Polish Presidency gave new impetus to the enlargement process of the European Union. This was visible in the proposal by the Polish government and its acceptance by the General Affairs Council of a new methodology for conducting future accession negotiations, the significant advancement of the accession negotiations with Iceland, the opening of the procedure for granting candidate country status to Serbia and establishing the political requirements for the commencement of accession negotiations with Montenegro. In addition, the Polish government signed the accession treaty with Croatia and accepted the agreements regarding the country’s status in its relationships with the European Union in the transition period until the accession treaty is fully implemented.

The article reflects on moods and Polish attitude towards the European integration. Its aim is to point the trend of changes of euroenthusiasm and to emphasise that all of the European initiatives cannot be taken without the European Union’s citizens’ support. The last crisis, as well as double tethering and too slow catching-up process, are perceived as potential channels of transmission of antienthusiasm impulses.

The main aim of the paper is to present important factors influencing present and future shape of the European Union. Among many important factors three of them have been chosen: globalization, collapse of the Washington consensus, as well as the shift in the international order. The article is an analysis of energy policy in the context of the economic security of the European Union. One of the key challenges facing the EU is to ensure the economic security both of its members, as well as of the entire organization. The energy sector and energy policy are an integral part of the European Union’s development strategy. They may contribute to improved effectiveness of the integration process or to the failure of the European project. The aim of this article is to examine the challenges and problems that are associated with the formation of European energy policy. For the integration project to succeed, it is imperative for this policy to be properly planned and managed. Failing to implement appropriate mechanisms and actions to ensure energy security (taken at Community level), poses threats of strengthened national particularities in the EU, economic slowdown and, consequently, a slow erosion of the European political system.

Researchers have posed questions concerning the dynamics and crisis of European integration since its beginnings. They have proposed and continue to propose new research fields and questions on the theoretical and empirical approaches to the issue of irregularities in the Euro- pean Union, in particular the most recent ones. The author of this paper joins this trend, and takes a standpoint with respect to the (dependent and independent) variables that define the distorted dynamics of EU integration which have been analytically determined. The author intends to expose the distorted dynamics of the EU system and European integration, as well as the crises that accompany them, fuelling numerous academic, political and media debates and polemics. The research agenda of both an epistemological and empirical nature concerns the academic search for an anti-crisis finalité politique. The paper confirms the pluralistic nature of integration ideology, where no single theory or theoretical concept suffices to explain the increasingly complex, multi-directional crisis-related phenomena and interactions following from European integration. Therefore “the Union as described and academically analysed” is not always equivalent to “the Union in action.” That is why we are dealing with the growing detachment of theoretical concepts from the practical activities within the process of European integration. This paper demonstrates that the theoretical attempts at presenting European integration and its crises result in a certain permeation of paradigms between different concepts and in spontaneous promulgation and ‘merging’ of selected elements of theoretical outlooks that were assigned to quite different, or even contradictory theories and concepts.

This paper is compiled with the objective of critically analysing whether the European Union can be classified as an integrated economy, focusing on the level of economic convergence. Against this backdrop, the current level of economic integration is assessed taking into account empirical research performed by other scholars and economic indicators shown by member states over the years 2004-2014. Results indicate that the European Union is a heterogeneous block of economic clusters with varying degrees of economic health, trends and capabilities. The heterogeneities hinder implementation of policy, which in turn prevents further integration. A “three-fold” solution for achieving a higher level of economic integration is discussed, which incorporates (i) differential treatment of member states depending on prevailing economic conditions, (ii) the establishment of a European Economic Government, and (iii) the introduction of parallel currency regimes in Eurozone countries with ailing economic health.

Ze względu na integrację ekonomiczną następującą przed integracją polityczną, Unia Europejska zmaga się obecnie z wieloma niespójnościami systemowymi, powodującymi jej względne osłabienie na arenie międzynarodowej, których jednym z potencjalnych rozwiązań mogłoby stać się oficjalne przyjęcie ustroju federalnego. W artykule scharakteryzowano niektóre z najważniejszych problemów UE oraz przedstawiono pozytywny wpływ, jaki mogłaby na nie wywrzeć federalizacja. Szersze spojrzenie na zagadnienia polityczne i gospodarcze ukazuje bowiem potrzebę wzmocnienia europejskiej Wspólnoty w obliczu rosnących gospodarczych, politycznych i technologicznych potęg Chin, Rosji oraz Stanów Zjednoczonych, celem uniknięcia marginalizacji Europy na arenie międzynarodowej.
The subject of the article is the analysis of the concept of federalisation of the European Union, as a worthwhile answer to many of the problems that afflict Europe. Because of economic integration which preceded political one, the European Union currently faces a number of systemic inconsistencies, which have caused it to be relatively weakened in the international scene, and which could be resolved by the adoption of a federal system. The article characterizes the EU’s most important problems and presents the positive impact that federalisation could bring about. A broader view of political and economic issues reveals the need to strengthen the European Community in the midst of the growing economic powers of China, Russia and the United States, in order to avoid Europe’s marginalization in the international scene.

An important object of state policy is the regulation of social relations, i.e. a system of sufficiently stable and independent ties between individuals and social groups that are essential for the existence and functioning of society. The constitutional consolidation of Ukraine’s status as a social state implies the need to pursue an active policy to ensure the rights of all members of society to a decent living, social protection, participation in production management, maintaining a stable socio-economic situation, and mitigating social inequality. Therefore, the state’s social dialogue is a means of establishing a social compromise in society and a factor in the formation of a unified labor and social policy. The methodological basis of the study is several general scientific and special methods of cognition, the choice of which is determined by the peculiarities of its object, subject, purpose, and objectives. The purpose of the article is to clarify the theoretical, legal, and legislative characteristics of the concept of social dialogue from the perspective of their compliance with the current trends in the development of labor and legal doctrine, and to study the issues of social dialogue at the national and European levels as a factor in the formation of a common labor and social policy.

Visegrad Group (V4) containing Czechia, Hungary, Poland and Slovakia, is one of the examples of regional cooperation within the European Union(EU). Recently V4 has shown some coherence in case of migrant wave to the EU, as well as presented unified position vis-à-vis climate change or leaders election in the EU. The Author has taken into consideration major political parties – both ruling and in the opposition – and their programs in all V4 countries and comes to following conclusions: 1. There is no coherence of V4, as Czech Republic and Slovakia are not ready to follow the footsteps of Hungary and Poland in creation of so called illiberal democracies. 2. All V4 countries are domestically highly polarized, with the exception of Hungary dominated by its charismatic leader Viktor Orbán. 3. Internal instability cannot bring a cohesive and unifi ed voice of V4 in the EU in more coordinated way. 4. If V4 countries will constantly undermine the core system of values, or Copenhagen criteria, of the EU, as Hungary and Poland is doing, combined with more and more problems with corruption, as all of them have, then un-famous East – West division line can reemerge in the EU and on the European continent leading to weakening of it on the global scene.

This paper attempts to identify the differentiated approaches of the Czechs and Slovaks in relation to monetary integration (the EMU) in Europe. It includes analysis of the key strategic documents programming the countries’ position in and towards the Eurozone, the presentation of selected economic parameters, as well as public opinion surveys on the issue, which divides not only Prague and Bratislava but the whole Central European region. As a result it shows the diversifi ed picture of the two member states’ approaches towards the Eurozone. Comparing the Czech and Slovak cases enables to observe two individual trajectories that launched in 1993. If not the Czech-Slovak divorce, both of the economies would be outside or inside of the Euro-club.

W szczególności podjęto próbę odpowiedzi na pytanie o spójność i możliwe skutki istnienia w UE dwóch ścieżek integracji, tj. w ramach unii bankowej i w ramach rynku wewnętrznego.
In response to crisis developments which took place in the European Union in recent years, reforms are being launched changing its framework of economic governance. One of the pillars of this new order is the European Banking Un-ion. The objective of the paper is to examine main elements of the project and assess their importance to Poland. One question has been addressed, especially. It is integrity and possible consequences of the existence of two paths of inte-gration in the EU, i.e. within the banking union and within the internal market.

RESEARCH OBJECTIVE: This article aims at analysing the results of the EU referendum in the UK and the implications and challenges of Brexit for the European Union. THE RESEARCH PROBLEM AND METHODS: The basic problem of this publication is the analysis of special status of the UK in the EU, its significance as EU Member State and the immediate effects and future implications of Brexit. The research tools used in the article include literature studies, descriptive and comparative analysis. THE PROCESS OF ARGUMENTATION: The line of reasoning consists of four essential elements. At first, the UK’s membership in the EU is presented, and in particular its special status in the EU as well as the role of the UK’s economy in the EU. The next part focuses on the EU referendum in the UK – its results and effects for the British politics. The last two parts concentrate on the analysis of alternatives to membership in the EU and implications and challenges for the EU resulting from Brexit. RESEARCH RESULTS: Brexit is considered one of the most dangerous events in the global economy (some believe Brexit is more threatening than global financial crisis 2008+). Brexit has created a number of political, economic and social challenges for the EU, which have been intensified by other internal and external threats for the EU. CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: The situation in the UK and in the EU after Brexit is quite dynamic. It is hard to anticipate all the effects and implications of Brexit. The way the EU negotiates with the UK future British‑EU relations will determine its international position. The withdrawal negotiations of the UK will include operational and strategic, legal and financial issues. Brexit will considerably reduce demographic and economic potential of the EU. It will complicate financial aspects of EU integration. Brexit will necessitate reforms of the EU policies. Brexit will also limit political power of the EU.

Completion of the Economic and Monetary Union (EMU) was the last successful ‘grand project’ in the European Union (EU). Since then, the EU has either failed or, at most, quite effectively – but only responds to the emerging challenges and problems. At the same time, along with the stagnation in the deepening of integration between all the EU member states, differentiation of integration in the EU is progressing very rapidly. This phenomenon is a consequence of a mainly two processes: reform of the euro area and the development of the enhanced cooperation. The aim of the article is to try to analyze the problem of whether enhanced cooperation is really treated as a ‘last resort’ or, rather, gradually, as a specifi c ‘bypass’, which make it possible to overcome obstacles relating to launching a new integration projects. The starting point of this analysis is the thesis on the stagnation of integration in the EU, that has been taking place for more than a dozen years. Very synthetically this issue is addressed in the one part of the study. The succeeding two parts concern the development of enhanced cooperation and its importance in overcoming the stagnation of integration in the EU.

Despite the fact that Switzerland does not formally belong to the European Union, it has always been strongly associated with the above organization at various levels. At first, after World War II, the contact was established with considerable caution which resulted from economic and trade contacts of Swiss government with Germany and Italy maintained during the war. First international contracts were related to the economic sphere and later on expanded by addressing the sphere of social issues such as legal system, culture, charity, science and education. At present, due to bilateral agreements, Switzerland has been integrated with the European Union even more than its newest Member States, i.e. Bulgaria, Romania and Croatia, which confirms the significant flexibility of this Community as well as its great possibility to adapt to each of its Members. According to the Swiss, the greatest obstacle preventing this country from joining the EU is the upholding principle of eternal neutrality, although the importance of which has decreased over the years, it has been deeply rooted in Swiss mentality. Moreover, another factor preventing Switzerland from joining the EU is its strong economy as Swiss membership would result in the need to pay relatively higher contributions than that of other Member States of the Community. Although the contacts between the EU and Switzerland have been significantly intensified, the prospect of membership still seems relatively remote, all the more as bilateral agreements as well as participation in the Schengen area since 2008 make both parties satisfied and for now none of them intends to seek new solutions.

The foreign policy choices of Armenia, Georgia and Moldova have been largely shaped by the power balance between the European Union and Russia. The EU’s normativity in regional integration was opposed by Russia’s hard power approach. Although the potential benefits of the integration drove Armenia, Georgia and Moldova to sign a framework agreement with the EU, the latter’s inability to pro-vide security guarantees has reduced the EU’s attractiveness leaving the future of the Eastern Partnership uncertain.

In this article, the author touches on the evolution of the European integration process, trying to capture the essence of the idea of federalisation on the way to the creation of the European Union. The theoretical narrative within federal thoughts is complemented by contemporary limitations both in the formal acceptance of the idea of federalisation of the European Union and in the informal “pole organizing the imagination” as mentioned by T. Mazowiecki. The main narrative, therefore, concerns the division of the field of EU integration between the analysis of structural limitations of the idea of federalisation of the European Union, including the system and jurisdictions of nation states, as well as ideational limitations, individual approach of the Member States to the integration process or the electoral success of Eurosceptics.

Unia Europejska a Euroazjatycka Unia Gospodarcza: „wyścig integracyjny 2.0”? Jedną z najbardziej zauważalnych cech rozwoju regionalnego w Eurazji wydaje się być konkurencja między Unią Europejską (UE) a Rosją w ramach tak zwanego „spornego sąsiedztwa”, a mianowicie przestrzeni poradzieckiej. Zapoczątkowana w latach 90. XX wieku, konkurencja ta nabrała szczególnego rozpędu w 2000 r. po rozpoczęciu kierowanego przez Rosję „procesu integracji euroazjatyckiej”, co zaowocowało utworzeniem Euroazjatyckiej Unii Gospodarczej (EUG) w 2015 roku i przeniosło konkurencję między UE a Rosją na nowy poziom – zaczął się tzw. „wyścig integracyjny”, który miał duży wpływ na przestrzeń poradziecką. Najbardziej przyciągającym uwagę skutkiem tego procesu został wybuch tzw. „kryzysu ukraińskiego” w 2013 r., który z jednej strony przyczynił się do dalszego pogorszenia się stosunków UE–Rosja, z drugiej zaś – utorował drogę do opracowania nowych form i narzędzi działań integracyjnych. Nie doszło jednak do zatrzymania „wyścigu integracyjnego” między UE a kierowanym przez Rosję EUG. Będąc w fazie utajonej „krystalizacji”, idzie ten proces dalej wraz z ukrytą konkurencją między blokami integracyjnymi. Jego aktorami są nie tylko państwa postsowieckie, dotychczas nieuczestniczące w tych blokach, ale także obecni członkowie struktur integracyjnych. Wszystko to sprawia, że „nowa edycja” wyścigu integracyjnego jest dość niebezpieczna – dalsze przyspieszenie konkurencji może prowadzić do konfrontacji między UE a EUG, co może mieć nieprzewidywalne konsekwencje

Chairing the Council of the European Union underlines the importance of the state in integrated Europe. However, the recent amendments to the Treaty have given rise to significant changes in the functioning of this institution. Our understanding of this concept as well as of its functions and methods has changed. This is particularly important for Poland, which in July 2011 will take over the half year presidency. The new conditions of operation pose both opportunities and challenges. This article presents the model of the Presidency and its role both before the Treaty of Lisbon and immediately after it. It also discusses the ability of countries holding presidency, especially Poland, to handle these changes. The author examines the conditions, strengths and weaknesses of Poland with respect to exercising this function.
Prezydencja w Unii Europejskiej podkreśla i wyróżnia znaczenie państwa w zintegrowanej Europie. Niemniej, ostatnie zmiany traktatowe pociągnęły za sobą dość istotne zmiany w funkcjonowaniu tej instytucji. Zmianie uległo samo rozumienie tego pojęcia, jej funkcje i metody działania, a to także wpłynęło bezpośrednio na kształt modeli. Jest to szczególnie ważne dla Polski, która w lipcu 2011 roku przejmie na pół roku przewodnictwo w Radzie. Nowe warunki działania stanowią zarówno szansę, jak i wyzwanie. Artykuł przybliża oblicze prezydencji i jej roli zarówno przed Traktatem z Lizbony, jak i bezpośrednio po nim oraz bada możliwości działania, jakie po tych zmianach stoją przed państwami sprawującymi prezydencję, w tym przede wszystkim Polską. Autorka analizuje uwarunkowania, mocne i słabe strony tego państwa oraz ocenia proces przygotowań do sprawowania tej funkcji.

European integration is obviously impeded by the national and nation-state idea that is still vigorous and motivates European Union (EU) member states' refusals to cede powers to the EU or subnational levels. Recent events like the global economic crisis, the Euro crisis, the migration crisis and the coronavirus pandemic have, however, demonstrated that it is not just the national idea and the nation state that appear to seriously hinder further integration, but that fundamental diferences in cultural attitudes in diferent parts of Europe are also responsible. They can be traced back to earlier periods of history and a Europe that consisted of parts with very divergent economic, social and political attitudes. These disparities are dificult to equalize. The article highlights Europe's major cultural diferentiation processes in history, hints at their current traces in economic, social and political attitudes and relates those attitudes to problems in European integration.

The study of external perceptions provides insights into how the European Union (EU) is actually judged as an international actor, helps shape the EU’s identity and roles, and shows how outsiders’ expectations and perceptions impact upon the EU’s foreign policy performance. This article examines how the European Union is perceived by India – one of the ten strategic partners of the European Union. It examines India’s attitudes towards the European integration movement, Jawaharlal Nehru’s perceptions of the European Community and the changed perceptions of Europe in India’s foreign policy in the post-Cold War era. It discusses the perceptions of the Indian political, business and media elites of the European Union as an international actor. In conclusion, it discusses what needs to be done to overcome the perceptional differences.

The purpose of the article is to present a proposal to amend the Basic Law and to indicate its close connection with the nature of the political (system) decision. The amendment to the Basic Law may be extended or limited. Possible legal constructions were carried out in the article. This would determine the conditions of Poland’s participation in the euro area, which are acceptable from the Polish constitution’s point of view.
Celem artykułu jest przedstawienie propozycji zmiany ustawy zasadniczej i wskazanie na jej ścisłe powiązanie z charakterem politycznej (ustrojowej) decyzji. Nowelizacja ustawy zasadniczej może bowiem być rozbudowana albo mieć charakter ograniczony. W artykule przeprowadzono możliwe konstrukcje prawne, które z kolei rozstrzygałyby o dopuszczalnych – z punktu widzenia polskiej konstytucji – warunkach uczestnictwa Polski w strefie euro.

The purpose of this paper is to research on the Central and Eastern European countries’ (CEECs) economic development after joining the European Union (EU). Moreover, this study highlights the key policies of economic integration into the EU and integration is a success story for the CEE countries. This paper also describes the key indicators and tools of the development model adopted by the CEE countries as a member of the EU. This study covers the period from 2004 to 2021. The objective of this study is to relate to the EU’s economic and trade policies, and how they brought the development to the region after the successful integration. To what extent, the CEE countries could develop their economic position in comparison to the other EU member countries. The research used empirical and comparative analysis methods to search the economic growth and regional development. Through this method, the research answers the questions and tests the hypothesis. The study concludes that the economic integration of the CEECs into the EU is successful. As a result, the development of this region has been accelerated and the EU’s economic policies have successfully been implemented in many countries. Finally, The EU’s economic policy has changed the dynamics of regions’ development and shaped the stronger trade and common market among the member states. The EU’s integration has impacted the gradual economic growth across the CEE countries.

The article deals with the common currency as one of the biggest challenges currently facing the European Union. Arising from the financial crisis 2008–2009 and deepened by Brexit, they ought to be interpreted and analyzed as the most important impulse to further integration, especially within the sphere of fiscal policy on supranational level. The author claims that for those EU member states which do not participate in the monetary union it is the optimal moment for the decision to join and initiate the relevant procedures. Without any decisions so called multi- or two speed Europe is to be considered as a political fact. For Poland such a scenario creates costly and uncertain position which could inhibit its activities in the common Europe.

By 2014, the EU will celebrate the 10th anniversary of the biggest ever expansion of its borders. In 2004, among its members appointed countries of the region, which since the end of World War II have been isolated politically, economically and mentally from benefits of the "Western" integration. The upcoming anniversary is a good time for a broader rethink how Poland uses the existing opportunities that obtained with the accession to the EU. The thesis of the author is the conviction that without the accession to the EU, Poland would not have obtained the current relative stability in the political, economic and social. However, at the same time, author believes the EU would fail without Polish current role in international relations. By analyzing the above issues, author tries to answer the question of whether currently existing opportunity to strengthen the position of the Polish EU, specifically in the first circle of integration by strengthening cooperation with Germany? In addition, the article is subjected to criticism, opinions about the marginal role of Polish in the European structures. Author in the following dissertation is based on extensive literature Polish and foreign, as well as his own thoughts and previous work published in national journals.

The aim of this article is to present a general forecast of the development of processes of legal integration in the European Union in the coming years. The European Union is in ‘multi-crisis’, which may force the member states to adopt an organizational development scenario based on differentiation. The selectivity of this differentiation is understood both in terms of the heterogeneity of integration in some areas and the reduction in the number of states fully participating in integration. An analysis of the current trends and solutions proposed and taken by EU decision-makers shows that the EU legal system is not subject to federalization, but in fact the tendency to deepen integration does not conflict with intergovernmentalism. The multiplicity of problems resulting from the multi-crisis will most likely require the deepening of the current differentiation mechanisms and the emergence of new ones.

A dynamic development of politics and international European relations makes the analysis of them considerably more difficult. Current research and analytical interest in it concentrates on the process of so-called European integration. The European Union is an epitome of a specific vision of humanity and a model of a society having a specific attitude towards certain values, in particular: systems of protecting human rights, respect for religious and cultural differences and dynamic economic development. The Holy See is not only a passive onlooker of civilisation changes. Concern for common welfare and peace keeping between particular nations was, is and always will be its priority. That is why it undertakes various forms of cooperation with international organisations. One of them is an eager interest and participation in European integration processes. The key and universal value connecting international organisations and the Holy See is still an inborn human dignity, which unites integration urge of many nations.

The aim of the article is to analyse selected metaphors used by the President of the Republic of Poland, Aleksander Kwaśniewski, in public appearances during his presidency in from 1995 to 2005. The subject of interest are public appearances in which A. Kwaśniewski talked about the preparation and accession of Poland to one of the most prestigious organisations in the world – the North Atlantic Alliance (NATO) in 1999 and the European Union (EU) in 2004. The author analyses selected metaphors (including: HOME, ROAD, FAMILY), regarding Poland’s accession to these structures, which were used by the president in his speeches. The author discusses how A. Kwaśniewski, who was then the head of state, used metaphors to present his attitude towards the issue of Poland’s integration with North Atlantic Alliance and accession to the European Union and what vision of Poland’s presence in these structures he had.

“Weimar triangle” has appeared as a political and diplomatic configuration in 1991, reflecting the new geopolitical situation in the region of Central and Eastern Europe after the ending of so-called “velvet revolutions”. After the collapse of the Soviet camp and the USSR, all these countries had to seek the new partners and alternative forms of interaction. The main foreign reference-point was the political integration with EU states. The active engagement of Poland into these processes, as one of the biggest countries of “new Europe” according to a number of population and a scale of territory, became the main task of Europe. The appearance of the new geopolitical formation, gave the opportunity to the Germans and French to keep the Poles within the bounds of the negotiation process and constant dialogue, exercising control of the reforms in the fields of Warsaw foreign and international policy in the 90s. The main goal was reached and Poland became a full-right member of the EU in May 2004. Due to the strengthening of french-german-polish ties, the project “Weimar triangle” gradually is asserting itself as the subregional actor, which can exert the influence on the politics of the EU. This is proved by the enlargement of form of the triangle interaction, and its transformation into “Weimar triangle+” with the participation of Spain and Italy. Taking into account the political heft of “Weimar triangle”, the cooperation of these three states in the defence area raised in importance. During last ten years Poland, France and Germany initiated a great number of the different project in this direction: “Weimar brigade” – organized with the aim to carry out the joint EU operations and the coordination of the civil and military components; the constant negotiations with Russia, discussing its role in the system of the European security and other European integration processes; the collaboration with Northern European states (Ghent initiative) and the setting up of the project “Polling and Sharing” in order to use the finances for the military needs. But one of the main obstacles on the way of realization of all its projects is that all EU member-states now came very close to the creation of the collective military potential and have to delegate some of their sovereign rights to the competence of the specialized EU institutions. As a consequence, it can lead to the split between the opponents and supporters of the Common Foreign and Security Police and could temporary suspend the integration processes in this sphere.

This text considers the crisis in the context of its impact on development and disparities within structure of the European Union across various levels of its functions. The main objective of this work is to provide answers to the following questions: how many times has the European Union faced the crisis in the past; was the crisis an element that eventually strengthened or weakened the EU integration process; what decisions were made to fight the crisis; and to what extent was the crisis an element that led to disparities within the European Union? One of the goals is also to define the notion of crisis. The primary thesis of this text is a statement that crises, which affected the EU, contributed to differentiations of its policies. This is partially contrary to the concept of the European integration, developed in the 1950s, which assumed that the EU member states need to move forward at the same speed and as part of equal participation in the integration projects. Crises, however, contribute to disparities in the European integration.

The European Union, a unique entity on the global scene, is at a crossroads. The original blueprint to create a supranational entity is broken, under the pressure of the constitutional crisis (2005) and later the economic and financial one (the spectre of Grexit). The process sped up in 2014, when external security appeared on the agenda, followed by an unprecedented migrant wave coming to the EU in 2015. As a result, former Euroenthusiasm has been replaced by Euroskeptic forces, mostly of populist or nationalist nature, which was strongly confi rmed by the British Brexit vote in June 2016. Those accumulated crises brought about many new division lines within the EU, well defined in this study – of political, economic, social, and even religious or cultural nature. The liberal mainstream, which has been dominant until recently, is retreating, while ‘illiberal democracy’, however it is understood, or even authoritarian solutions, are starting to flourish. This is an extraordinary era when the entire project of European integration is at stake. Time to react and sacrifice a lot to save it, if we do not want to retreat under the new challenges surrounding us. According to the author, the EU can be saved, even if it will be different than before.

Przedmiotem artykułu jest analiza krytyki Unii Europejskiej propagowana w internecie przez radykalne grupy i ruchy polityczne. Są to organizacje i nieformalne grupy reprezentujące następujące nurty myśli politycznej: narodowy radykalizm, Trzecia Pozycja, nacjonalizm autonomiczny, neonazizm, monarchizm legitymistyczny, marksizm-leninizm, trockizm i anarchizm. Badania zostały oparte na teorii interpretacjonistycznej. Zastosowano w nich metodę analizy dokumentów, publicystyki i innych form przekazu treści wymienionych nurtów myśli politycznej przez ich propagatorów i adherentów w internecie. W badaniach uwzględniono również osiągnięcia metodologiczne innych dyscyplin naukowych.
The subject of the article is an analysis of criticism of the European Union propagated on the Internet by radical groups and political movements. These are organizations and informal groups representing the following trends in political thought: national radicalism, Third Position, autonomous nationalism, neo-Nazism, legitimist monarchism, Marxism-Leninism, Trotskyism and anarchism. The research was based on interpretivist theory. In the research, the authors used the method of analyzing documents, journalism and other forms of transmitting the content of radical trends in political thought by their propagators and adherents on the Internet. The research also took into account methodological achievements of other scientific disciplines.

The past decade, i.e. 2004-2014, was a period of intensive development of the Polish meat industry, in which Poland’s accession to the European Union and a possibility of using EU subsidies under the Common Agricultural Policy (CAP) definitely had their share. Thanks to this support, the meat industry in Poland grew much faster than in the EU-15 and was a leader of the EU-12/13. Integration with the EU had a positive impact on accelerating production growth in the Polish meat industry, while several years of adaptation to EU requirements significantly changed the image of Polish meat companies in the Single European Market. The Polish meat industry became a major producer of meat and meat preparations in the European market (in 2014, ranked fifth in the EU) and Polish processing plants are considered among the most advanced in the EU. In the past decade, meat product export was one of the main factors contributing to the development of the meat industry in Poland. Growing domestic demand was the second important factor of production growth. However, greater market diversification is needed (Asian and African countries, the Middle East).
Lata 2004-2014 były okresem intensywnego rozwoju polskiego przemysłu mięsnego, do czego niewątpliwie przyczyniło się przystąpienie Polski do UE i możliwość korzystania z dotacji unijnych w ramach wspólnej polityki rolnej (WPR). Dzięki temu wsparciu przemysł mięsny w Polsce rozwijał się znacznie szybciej niż w krajach UE- 15 i był liderem UE-12/13. Integracja z UE pozytywnie wpłynęła na przyspieszenie wzrostu produkcji polskiego przemysłu mięsnego, a kilkuletni okres dostosowawczy do wymogów UE istotnie zmienił wizerunek polskich zakładów mięsnych na Wspólnym Rynku Europejskim. Polski przemysł mięsny stał się liczącym producentem mięsa i jego przetworów na rynku europejskim (w 2014 roku 5. pozycja w UE), a polskie zakłady przetwórcze uważane są za jedne z najnowocześniejszych w UE. Jednym z głównych czynników rozwoju przemysłu mięsnego w Polsce w minionej dekadzie był szybko rosnący eksport produktów mięsnych. Drugim ważnym czynnikiem wzrostu produkcji był rosnący popyt wewnętrzny. Potrzebna jest jednak większa dywersyfikacja rynków zbytu (kraje azjatyckie, afrykańskie, Bliskiego Wschodu).

Research background: In our paper we have analyzed the influence of the crisis on the financial integration in the European Monetary Union. We have analyzed EMU capital market to show the impact of the crisis, with the focus on the bonds market. The determinants of the research are yields and standard deviations on medium-term and long-term triple-A bond markets, as well as CDS medium-term premiums. Purpose of the article: The aim of this paper is to show the volatility of researched deter-minants in periods of crisis in EMU zones. Methods: As a model we used a modified theoretical CAL portfolio model. In the last fifteen years Europe has been faced with two major crises: the world economic crisis and sovereign debt crisis. Findings & Value added: We believe that the sovereign crisis hit EMU more, leaving the deeper implications on the financial integration. Our analysis has showed that the crisis had a major impact on the financial integration. Yields and standard deviations increased multiply in periods of crisis and left the impact of volatility on the capital market. However, the degree of convergence of euro area bond markets largely stabilized in last two years.

On March 29, 2017, as a consequence of the referendum of June 23, 2016, the British Prime Minister, Theresa May, notified the European Council the intention to leave the EU in accordance with art. 50 of the Treaty on European Union (TEU). This means that within two years the United Kingdom will probably leave the EU. The phenomenon that we have dealt with since the beginning of the integration process within the European Communities (and later the EU) but which has more and more influence on the shape and functioning of the European Union for more or less decades, is the differentiation of integration in the EU between its member states. The UK’s exit from the EU and the progressive differentiation of integration within this organization are two extremely important processes that will strongly affect the shape and functioning of the EU. The main objective of this study is to try to answer the question of how UK’s exit from the EU will affect the process of differentiation integration in the EU. The starting point is an outline of the position of the United Kingdom in the EU in the context of differentiation of integration in the Union, i.e. identification of the most important exclusions of this state from the EU acquis communautaire (mainly the EU primary law). In the third part of the article, an attempt will be made to indicate the consequences of the exit of United Kingdom from the EU for deepening differences in the integration of the EU member states. The summary contains the main conclusions.

This article analyses Polish migration and asylum policies and how they conform to EU legislation. Firstly, it focuses on the most important stages of developing these policies in the EU and their legal and institutional implementation in Poland. Secondly, it discusses the current trends of economic migration to Poland, the challenges of migrant integration, and the attitudes of Polish citizens to migrant workers. Finally, it shows how Polish asylum and visa policies, and ways of combatting illegal immigration are in line with EU requirements. The article also shows that in recent years economic migration has been recognised as positively influencing economic growth and innovation, especially when migration of highly qualified workers is regulated. One of the most important challenges for the future is the development of appropriate integration strategies for migrants coming to Poland.

The 2009 public debt crisis onset triggered a fundamental constitutional transformation of the European Union (EU). What is the link between this transformation and the enlargement policy? The authors of the article seek an answer to this question. The main thesis is that the method of impersonal authoritarianism in dealing with the Eurozone crisis spilled over into the EU enlargement policy. On the one hand, we consider the systemic reasons for turning the enlargement policy into an instrument of geopolitical control of the states on the outer periphery. On the other hand, the problem is considered from the point of view of Serbia’s interest as an EU membership candidate country. The authors conclude that opening space for innovation and flexibility in relations would be in the mutual interest of the EU and candidate countries. The analysis of the new enlargement policy reform proposal examines the readiness of European leaders to open the door for a new type of relations with the candidate countries that would correspond to today’s European reality of the historical interregnum.

In recent years, it is difficult not to notice the growing number of serious crises experienced by the European Union. It is clear that the old methods of overcoming crises in today’s reality do not work anymore. The United Kingdom European Union membership referendum in June 2016 (the so-called Brexit) can undoubtedly be called a special turning point in the existence and functioning of the EU. The aim of the article is to present, analyse and compare opinions and assessments created in the expert and academic environment in Russia on the future of the European Union after the referendum in Great Britain. Another goal is to find an answer to the question of what future of relations between the EU and Russia is expected by Russian researchers and experts. In the article the following research methods were used: desk research, critical analysis, comparative method and analysis of media discourse.

Artykuł stanowi usystematyzowane omówienie problematyki integracji imigrantów w społeczeństwie przyjmującym przy jednoczesnym zwróceniu uwagi na obowiązującą zarówno w Unii Europejskiej, jak i w Polsce politykę integracyjną wobec cudzoziemców. W pierwszej części artykułu ukazano podstawy prawne zaangażowania Unii Europejskiej w dziedzinie integracji cudzoziemców oraz kompetencje Unii do podejmowania działań i regulacji w tym zakresie. Szczególne miejsce w strukturze artykułu stanowi przedstawienie najważniejszych aktów prawa unijnego dotyczących bezpośrednio lub pośrednio kwestii integracji cudzoziemców oraz podejmowanych przez Unię działań w tej dziedzinie. W części końcowej artykułu przeanalizowano problematykę polityki integracyjnej w Polsce oraz próbowano określić konieczne działania w tym zakresie.
The article pertains the systematized discussion on immigrant integration problems in the society that have accepted them and at the same time pays attention to obligatory policy of the foreigners’ integration both in the European Union and Poland. In the fi rst part of the article law regulations of the European Union’s engagement into the fi eld of foreigners’ integration and the expertise of the EU to make activities and regulations in that area are presented. The presentation of the most important European Union’s law regulations directly or indirectly regarding to the issue of foreigners integration and activities taken by the European Union in that branch constitute the special part of the article. In the last part the integration policy in Poland has been studied in step with the attempt of depicting necessary actions in that area.

There is no doubt that the European Union, which is the result of European integration, is an unprecedented entity in the history of international relations. It is a symbol of a new, united Europe, which, after negative experiences, decided to become a safe continent, and therefore eliminate once and for all war from the life of its states and nations. Unfortunately, the idea of ‘eternal peace,’ which many politicians and philosophers dreamed about, has failed to be fully implemented to this day. Moreover, the recent war in the Balkans and the current Russian-Ukrainian war still make this idea impossible in international relations in Europe. The purpose of this paper is to present the European Union today, ten years after its 2004 enlargement by a further ten countries, including eight from the former Eastern bloc. The paper shows the strengths and weaknesses of the EU, which – although significantly strengthened by the Eastern enlargement – still cannot cope with many economic, political, social and international problems. The author of this paper tries to come up with answers to many questions concerning the present EU: why is this happening, what are the reasons for it and what are the prospects for the EU in the 21st century. The main thesis is that the EU needs overhauling, so it can continue to grow and be an engine of European integration. If this does not happen, though, the EU will begin to crumble and eventually disintegrate, or become no more than a free trade zone.

The purpose of this paper is to answer the question as to why Germany is cautious towards a faster enlargement of the euro area. The usual explanation focuses on concerns that some of the candidate countries are not economically ready to adopt the common currency and their membership could destabilize the monetary union. However, such an approach does not take into account other factors that may influence Germany's reluctance to speed up the enlargement process. One of them is the conviction that the existing division of integration does not translate into economic costs and a long-term political cleavage in the EU. Another argument explaining Germany's position is their doubt about the economic policy preferences of the candidates which may prove to be crucial in the upcoming reform of the euro area governance. Some of them can drift towards more interventionism and support for the debtors' positions which is at odds with German interest.

W artykule analizowany jest wpływ europejskiego kryzysu imigracyjnego na procesy dezintegracyjne w Unii Europejskiej. Po przedstawieniu genezy i rozwoju kryzysu imigracyjnego w Europie po 2015 roku, autor ukazuje istniejące różnice pomiędzy państwami w kontekście trwającego kryzysu imigracyjnego. W końcowej części opracowania ukazane zostały źródła istniejących różnic pomiędzy państwami członkowskimi. Podjęta została także próba oceny konsekwencji dla Unii Europejskiej dalszego nasilenia się procesów dezintegracyjnych.
The article analyzes the impact of the European immigration crisis on disintegration processes in the European Union. After the presentation of the genesis and development of the immigration crisis in Europe after 2015 author, attempts to show the existing differences between countries in the context of the current immigration crisis. The final part of the study shows the source of the existing differences between the Member States. An attempt was also made to assess the consequences for the European Union of further intensification of disintegration processes.

The purpose of this article is synthetic analysis of the theories concerning the Security and Defence Policy of the European Union. Author analyses neorealist and neofunctionalist theories and marginally takes into account theory of liberal intergovernmentalism and new institutionalism theory. Neorealists argued that in order to understand CSDP, one should look at the changing nature of the balance of power and the way in which member states sought profits coming from the negotiation process, which took place between European Union and NATO. Liberal intergovernmetalists, including Andrew Moravcsik, assumed that CSDP is a factor created and driven by the domestic policy of member states, although both NATO and EU institutions influenced this process. Neofunctionalists’ hypothesis assumed that CSDP is a result of the spill-over effect – consequence of the economic integration. They demonstrated, through economic analysis, the impact of economic and monetary union on the process of development of the European security and defence policy. In neoinstitutionalist theory, the emergence of the CSDP is explained by highlighting the impact of international institutions in the foreign policy of the EU and NATO member states. Above hypotheses have the objective of finding the causes of the CSDP’s emergence, but are also an attempt to answer the question what is the CSDP. Exitisting theories do not adress the whole issue comprehensively, because they are missing implication of links between supranational, transnational and intergovernmental dimension of CSDP, indicating only the conceptualization of evolution and the role of the various bodies at different levels, particularly in the theories of neoliberalism, neoinstitutionalism and intergovernmental liberalism.

Unia po kryzysie jest spójniejsza i zdolna do szukania dobrych, niekonwencjonalnych rozwiązań, budzących jednak spore kontrowersje. Kryzys doprowadził do reform mechanizmów integracji europejskiej na bezprecedensową skalę. Komisja Europejskiej będzie teraz miała większą odpowiedzialność wykonawczą w obszarach związanych z zarządzaniem gospodarką w strefie euro. Rada Europejska przyjęła rolę quasi-legislacyjną. Parlament Europejski ciągle dorasta do swoich kompetencji, istotnie zwiększonych w traktacie lizbońskim. Zmieniła się też rola EBC, który jest m.in. zaangażowany w jednolity nadzór oraz system restrukturyzacji i uporządkowanej upadłości banków. W ostatnich latach zeuropeizowane zostały również niektóre obszary polityki uprawianej dotychczas na poziomie krajowym. UE uczestniczy w procesie decydowania o narodowych budżetach. Budzi to opory i wymusza poszukiwanie formuły podwójnej legitymizacji poprzez współpracę PE i parlamentów narodowych. Te ostatnie stały się także aktorami europejskimi poprzez mechanizm kontroli subsydiarności. Kolejnym wyzwaniem dla dobrego rządzenia w integrującej się Europie jest system decyzyjny dotyczący zmiany traktatów. W wypadku braku jednomyślności przyjmowane są rozwiązania w postaci międzynarodowych umów, w małym stopniu respektujących kryteria legitymizacji demokratycznej. Traktaty dają gwarancję przejrzystości procesu, a także tego, że w procesie decyzyjnym uczestniczą instytucje europejskie lub narodowe będące częścią demokratycznych mechanizmów rządzenia. Odejście nie tylko od metody wspólnotowej, ale i bazy traktatowej, pozbawia proces integracji tych gwarancji.
The European Union after the crisis is more cohesive and capable of looking for good, unconventional solutions, which, however, arouse substantial controversy. The crisis led to a reform European integration mechanisms on an unprecedented scale. The European Commission will now have a greater responsibility in areas related to managing the economy in the euro zone. The European Council adopted a quasi-legislative role. The European Parliament continues to live up to its competencies, which were significantly increased by the Lisbon Treaty. The role of the ECB has also changed, which is now involved, among others, in uniform supervision as well as in the restructuring and an orderly bank bankruptcy system. In recent years, certain policy areas implemented at the national level were also subject to Europeanisation. The EU participates in the process of deciding on national budget, which causes defiance and inevitably leads to the search for a formula based on dual legitimacy through the cooperation between the EP and national parliaments. The latter have also become European actors through the subsidiarity control mechanism. Another challenge for good governance in an integrating Europe is the decision-making system for the revision of the Treaties. In the event of absence of unanimity, solutions are adopted that assume the form of international agreements, which respect the criteria of democratic legitimacy to a limited extent. The Treaties guarantee the transparency of the process and the participation of European institutions or those of national origin in decision-making as part of democratic governance mechanisms. The departure not only from the Community-based method, but also from the Treaty-based ones, deprives the integration process of these guarantees.

The article presents various opinions and assessments of Polish society regarding membership in the European Union and its consequences. 2014 marks 10 years since countries from Central-Eastern Europe became a part of the European Union. It is a good opportunity for an afterthought on the role and place of the post-communist countries in today’s world order. The author of the article suggests that perspectives of post-colonial theories or the system-world dependence theory can be a useful tool to help understand the state of affairs in the region. It is also indicated by the research studies which demonstrate that the respondents notice a gap between Poland and the standards of Western European countries in all aspects of their lives. It does not only refer to the social sphere, but also to assess the institutional order or civic self-awareness. In spite of dif culties and crises in such countries as Greece or Portugal within the European Union, Polish society – as shown by the results of the author’s research studies – perceives further European integration to be a solution to its own problems.

The article deals with the issue of EU political system seen as a set of institutional and legal mechanisms and solutions looking for a way to lead and maintain its internal balance. This problem is included in line with the assumptions of the resilience concept, which is a fundamental theoretical assumption at work. Resilience, or flexibility, the ability to adapt and “bounce off the bottom”, to recuperate, is referred to the EU as a prospect of a research perspective indicating the paths of thinking about the regularity of the development of the EU system in the long term. Recourse to such a framework is implied in the EU by the nature of the integration structure and the political system whose creation was initiated in 1957 with the establishment of the EEC. Analysis carried out in the article leads to conclusion that the EU political system is characterised by resilience- -specific properties, which makes it flexible in responding to emerging difficulties and tensions. At the same time, the solutions and mechanisms implemented on this basis lead to the deepening of differences. Achieving a system balance becomes difficult.

Przedstawienie sytuacji społeczno-gospodarczej w Republice Mauretanii – najsłabiej rozwiniętym państwie Maghrebu, jest istotne w zarówno w kontekście współpracy m.in. z Unią Europejską, jak również z innymi podmiotami prawa międzynarodowego. Przeanalizowane zostaną dane statystyczne – miejsca Mauretania w międzynarodowych rankingach, takich jak: Human Development Index czy Fragile State Index. W trakcie badań postawiono pytania badawcze, z których najważniejsze odnosi się do dywagacji, czy kolejne Country Strategy Paper, a także raporty IMF rzeczywiście wpłynęły na poprawę sytuacji finansowej i gospodarczej Mauretanii, czy miały jedynie wymiar normatywny. W pierwszej części artykułu opisano relacje łączące Mauretanię z Unią Europejską, w drugiej zaś scharakteryzowano mauretańską strategię finansów oraz rolę sektora bankowego.
The aim of the article is to analyze the socio-economic situation in the Republic of Mauritania – the least developed of the Maghreb countries, in the context of cooperation with the European Union, but also with other subjects of international law. Statistical data will be analyzed – Mauritania’s place in international rankings such as: Human Development Index or Fragile State Index. During the research, research questions were posed, the most important of which relate to the divagations whether the subsequent Country Strategy Paper as well as the IMF reports had an impact in practice on the improvement of the financial and economic situation of Mauritania, or whether they had only a normative dimension. The first part of the article is devoted to the analysis of relations between Mauritania and the European Union. The second part was devoted to the Mauritanian financial strategy and the role of the banking sector.

This article describes the experience gained during the implementation of the Erasmus+ Jean Monnet Module “European Union Language Policy” (EULP) in Ukraine. Ukraine has chosen a course of EU integration, a decision that has significantly affected its political, cultural, and social life. Participation in Erasmus+ projects facilitates Ukraine`s rapid and effective introduction to EU sustainable education practices. The EULP project team consisted of Ukrainian and Lithuanian academicians who together developed the programme of the course, focusing on five target groups: graduate students, post-graduate students, high school teachers, researchers, and civil society representatives. The EULP’s sustainable and multidisciplinary approach combines linguistic and cultural competences necessary for Ukrainian citizens in view, joining the European Union in the future. Our observations demonstrate that an increasing number of educational courses that combine professional training with expanding knowledge about the EU facilitate the process of reforming and integrating Ukraine into the common EU education area.

The article has analysed the subjects of the integration of European Union (EU) priorities of the field of home safety into the national standard. In the research there has been aimed to rate if the system mechanism has been developed and how the EU priorities have been integrated into the papers of Lithuanian national proceedings of court institutions. It is stated that if there is not such a mechanism, the assumptions are structured to operate spontaneous and unfounded practice by the formation of policy of home safety. Therefore, the medium has been constituted for the gaps of this process such as not to implicate the particular and relevant for a state EU priority in the papers of national standard proceedings and not to implement the priority by the national standard both content and form significance. To judge the experts’ interview, the particular proposals due to the process development in Lithuania have been introduced by providing the mechanism of EU priorities’ integration.

The study of integration policies at the national level of individual countries has been dominant for a long time in Europe. There has been an outstanding set of comparative studies of national integration policies of immigrants. In recent years studies of integration process at the level of cities and municipalities have gained growing interest among researchers. While the European Union started its integration policy in 2003 multi-level governance in this area has become clearly relevant. In this model all three levels: European, national and local have started to play an important role in the development of frames and goals for the European approach to integration of third country nationals. This article aims at presenting the growing role of local level in integration policies and cooperation of cities’ networks with European institutions. In the new model of governance cities have started to evaluate and exchange their practical knowledge in integration policies with the European institutions by bypassing the national level.

Kwestia zróżnicowanej integracji stanowi przedmiot ożywionej debaty zarówno wśród polityków, publicystów, jak również naukowców. Niewątpliwie zaawansowanej eksploracji wymaga jej pełne zrozumienie naukowe, dlatego celem niniejszego tekstu jest ustalenie źródeł i natury samego zjawiska zróżnicowanej integracji, przegląd głównych koncepcji analitycznych i wskazanie podstawowych mechanizmów nim rządzących. Tekst, metodą analizy deskryptywnej, oferuje również wnioski na temat potencjalnych konsekwencji postępujących procesów zróżnicowania integracji europejskiej.
Differentiated integration, as a scholarly concept as well as a real political phenomenon, gains increasing attention both in academic reflection and in the public discourse. It requires scientific exploration allowing for full understanding and explanation. Therefore this paper identifies its sources, major characteristics, it overviews its main classifications as well as it shows the basic mechanisms of differentiated integration. In its conclusive part, the paper also points to its potential consequences and sideeffects. Various concepts of differentiated integration are not treated any more as an aberration of the European integration process but its legitimate mainstream. However, it should be applied wisely and carefully since it carries some risk of desintegration for the European Union project.

Praktyka wykorzystania form demokracji bezpośredniej w państwach europejskich dowodzi, iż prócz licznych głosowań referendalnych w sprawach ogólnonarodowych, coraz bardziej popularnym przedmiotem debaty publicznej, a następnie głosowania stają się również kwestie o tematyce „unijnej”. Wykorzystanie referendum ogólnonarodowego do decydowania w sprawach procesu integracji europejskiej nie jest zjawiskiem nowym, bowiem pierwsze głosowanie o tej tematyce miało miejsce już w 1972 r. Od tego czasu integracja europejska stała się przedmiotem 60 ogólnonarodowych referendów – zarówno w państwach członkowskich, w państwach kandydujących, jak i w państwach „trzecich”, które związane są dziś z Unią Europejską różnego rodzaju umowami bilateralnymi. Większość doświadczeń związanych z wykorzystaniem referendów w sprawach „europejskich” jest – można rzec – pozytywnych, jednak część z nich przysporzyło państwom członkowskim i samej Unii wielu problemów. Jednym z ostatnich przykładów głosowań referendalnych, którego konsekwencje będą miały swój wyraz w przyszłym kształcie Unii Europejskiej, jest głosowanie z 23 czerwca 2016 r. sprawie członkostwa Wielkiej Brytanii w UE. Głównym celem niniejszego tekstu jest odpowiedź na pytanie o konsekwencje referendów w sprawie integracji (ze szczególnym uwzględnieniem głosowania brytyjskiego) dla przyszłego kształtu Unii Europejskiej.
The practice of using direct democracy in the European Union’s countries shows that ‘European’ issues have become an increasingly popular subject of public debate and then of referendum votes. The use of national referenda in deciding on European integration process is not a new phenomenon – the first referendum on this subject was held in 1972. Since then European integration has been the subject of sixty popular votes – in EU member states, candidate states and in third countries. It can be said that the majority of experience related to direct democracy in the EU is rather positive, but there have been some votes that have brought serious problems to the European Union. One such example is the British referendum of 2016 on further membership of the EU. This referendum provoked a huge debate on the future shape of the Community and the further directions of integration in Europe. The main objective of this paper is to answer the question of the impact of European referenda on the future shape of the EU (with particular attention paid to the 2016 referendum on Brexit).

Współczesna postać bezpieczeństwa Unii Europejskiej poddawana jest głębokim zmianom. Rozwiązania przyjęte w pierwszej dekadzie XXI wieku przestały odpowiadać potrzebom organizacji. Nowe, które w sposób funkcjonalny zmieniłyby postać związków między instytucjami, nie zostały koncepcyjnie wypracowane. Unia Europejska, zmagając się z rozmaitymi kryzysami ekonomicznymi, społecznymi i politycznymi wchodzi w kolejny etap, na którym jest decydowane, w jakim kierunku będzie się rozwijać ona oraz jej państwa członkowskie. Niniejszy artykuł skupia się na aktualnej postaci rozwiązań organizacyjnych i funkcjonalnych, poddając je krytycznemu oglądowi. Autor wartościuje i ocenia to, co kreuje się w zakresie procesów decyzyjnych i ich rezultatów w obszarach polityki zagranicznej, bezpieczeństwa i obrony. W konsekwencji artykuł ukazuje uwarunkowania determinujące postać działań UE u progu drugiej dekady XXI wieku. Jego rezultatem jest identyfikacja procesów zmian w obszarze bezpieczeństwa, które decydują o projekcji rozwoju Unii Europejskiej.
The contemporary form of security in the European Union is undergoing profound changes. The solutions adopted in the first decade of the 21st century no longer meet the needs of this organisation and the EU Member States. New solutions that would functionally change the form of relationships between institutions have not been conceptually worked out. The European Union, struggling with numerous economic, social, and political crises, enters the next stage. Soon it will be decided, in which direction this organisation and its Member States will develop. This article focuses on the current form of organisational and functional solutions of the EU by subjecting them to a critical review. The author evaluates, what is created in terms of decision-making processes and their results in the areas of foreign policy, security, and defence. Consequently, the article demonstrates the conditions that determine the form of the EU’s activities at the threshold of the second decade of the 21st century. Its result is the identification of change processes in security that determine the projection of the development of the European Union

Every country has symbolic dates in its history. The necessary political, social, and economic transformation after 1989 required costly changes. The prospect, and then the realization of Poland’s aspiration to become a member of the European Union has turned us from a former Soviet-influenced bloc country into a fully-fledged member of the European family. All thanks to May 1, 2004. Since then, this date has been the foundation, and a new chapter in Poland’s recent history. Poland has confidently entered a new political, economic, and, above all, civilizational space. The aim of the article was to show the way to this important event which changed Poland’s place in Europe forever.
Każde państwo ma w swojej historii daty mające znamiona symbolicznych. Konieczna po 1989 roku transformacja polityczna, społeczna i gospodarcza wymagała kosztownych przemian. Perspektywa, a później realizacja dążenia Polski do członkostwa w Unii Europejskiej sprawiła, że z kraju byłego bloku Sowieckich wpływów staliśmy się pełnoprawnym członkiem rodziny europejskiej. Wszystko za sprawą 1 maja 2004 roku. Od tej pory data ta stanowi fundament i nowy rozdział w najnowszej historii Polski. Polska pewnym krokiem wkroczyła w nową przestrzeń polityczną, gospodarczą, a przede wszystkim cywilizacyjną. Celem artykułu było ukazanie drogi do tego ważnego wydarzenia, które na zawsze zmieniło miejsce Polski w Europie.

When studying the phenomenon of political leadership in the European Union, one must take into account both the treaty solutions and political praxis. The subsequent analysis may lead to some interesting conclusions. One such conclusion illuminates the fact that the category of political leadership in the EU differs from the understanding of this phenomenon at the state level. In the EU, there are several operators exercising political leadership. Both at the intergovernmental level and the supranational cooperative level. The EU is an example of an organization that employs a distributed model of political leadership as a result of treaty solutions which in turn confirms the praxis.

Functioning of the Visegrad Group since its beginning was not an easy issue. V4 was established to integrate East-Central European countries into Euro-Atlantic structures in the atmosphere of cooperation. However, it was a partnership o f countries which in many cases guided by different interests. From the beginning, there was no sympathy inside the Group, but over time it changed. Since joining into the European Union in this cooperation experienced moments of common mobilizing such as: a struggle under the EU Cohesion Policy, the fight for the Union budgets, and the last one position against the welcome of refugees arriving to Europe. It should be noted that properly develop cooperation of Visegrad Group at the elementary level in areas such as: environmental protection, infrastructure, transport and energy projects and tourism. An important new motivation to this cooperation is founded in 2016 EU Battle Group of the Visegrad Group with almost 4 thousand soldiers.

This article presents a legal framework of the European Union’s educational policy in migration’s context and shows the problem of immigrants’ integration through education in the culturally varied societies. The author draws attention to the significance of the integration’s model in which intercultural education plays a leading role. The author describes the difficulties associated with implementation of the European Union’s educational policy’s assumptions in local environments. In the article the author presents the conclusions of these issues’ analysis in order to indicate the main areas to improve.

Celem niniejszego artykułu jest wskazanie na adekwatność stosowania do badań nad systemem politycznym Unii Europejskiej analizy poprzez pryzmat koncepcji równowagi instytucjonalnej. Przedmiotowy artykuł ma przede wszystkim charakter analityczny, a nie empiryczny, wskazując na znaczenie równowagi międzyinstytucjonalnej w jej aspekcie prawnym i politologicznym, relacje równowagi międzyinstytucjonalnej z zasadą check and balances oraz funkcję, jaką równowaga międzyinstytucjonalna spełnia w systemie politycznym UE, a także kryterium, poprzez które zmiany w równowadze międzyinstytucjonalnej można badać. Pierwsza z hipotez badawczych weryfikowanych w niniejszym artykule stwierdza, iż istnieje konieczność odejścia od pojmowania stosunków międzyinstytucjonalnych poprzez pryzmat działalności tylko trzech podmiotów, tj. RUE, KE i PE, co miało miejsce przez wiele lat w badaniach prowadzonych nad systemem instytucjonalnym UE. Druga hipoteza badawcza zakłada, iż analiza systemu politycznego UE z użyciem zasady chceck and balances, ze względu na inne cele systemu politycznego UE niż państw narodowych, ma znacznie mniejszy potencjał eksplanacyjny, niż analiza tego systemu z użyciem koncepcji równowagi międzyinstytucjonalnej. W artykule zastosowano następujące metody badawcze: instytucjonalno-prawną oraz neoinstytucjonalną.
The purpose of this article is to demonstrate the appropriateness of applying analysis through the lens of the concept of institutional balance to the study of the political system of the European Union. The article is primarily analytical rather than empirical, pointing out the importance of inter-institutional balance in its legal and political aspects, the relationship of inter-institutional balance to the principle of checks and balances, and the function that inter-institutional balance plays in the EU political system, as well as the criterion by which changes in inter-institutional balance can be studied. One of the research hypotheses tested in this article is that there is a need to move away from understanding inter-institutional relations through the prism of the activities of only three entities, i.e. the EU Council, the EC and the EP, which has been the case for many years in research on the EU institutional system. The second research hypothesis is that, because the objectives of the EU political system are different from those of the nation-states, the analysis of the EU political system using the principle of check and balances has much less exploratory potential than the analysis of this system using the concept of interinstitutional balances. The article uses the following research methods: institutional-legal and neo-institutional.

Jarosław Kaczynski is currently the most important person in Polish politics. Thus, establishing the politician’s real opinion regarding the functioning of Poland within the structures of the European Union is of utmost importance. The aim of the present article is to analyse changes in how Jarosław Kaczynski spoke out on the matter of the UE, between and during the European Parliament Election campaigns. The research focuses also on the politician’s attitude towards the UE. As a result of the analysis, the following conclusion has been drawn: Jarosław Kaczynski’s beliefs about the UE have undergone numerous changes over the course of the years. However, he predominantly tends to perceive European integration as a negative process, while simultaneously endorsing the current that strengthens the feeling of national identity.

This article is devoted to the position of the European Union authorities and its main bodies on the reforms necessary for the Union to become a driving force in the further process of European integration. Its aim is to analyze the current EU condition and outline the prospects for its development. The main bodies of the Union, inter alia The Commission and the European Parliament and the European Council have in recent years reported a wide range of EU ‘recovery’ strategies and proposals but few have been implemented. The European Union is still drifting and losing its authority on the international scene, and European integration is in decline. In this study, I put a few theses, hypotheses and research questions to which I am trying to give comprehensive answers. One of these also concerns the great enlargement of the EU in 2004, and the other one introducing the single currency – the euro.
Niniejszy artykuł poświęcony jest stanowisku władz Unii Europejskiej i jej głównych organów w sprawie koniecznych dla Unii reform, które są niezbędne, aby stała się ona siłą motoryczną w dalszym procesie integracji Europy. Jego celem jest analiza obecnej kondycji UE i zarysowanie perspektyw jej rozwoju. Główne organy Unii, m.in. Komisja i Parlament Europejski oraz Rada Europejska w ostatnich latach zgłosiły wiele różnych strategii i propozycji „naprawy” UE, ale niewiele z nich zostało wprowadzonych w życie. Unia Europejska wciąż dryfuje i traci swój autorytet na arenie międzynarodowej, a integracja Europy przeżywa regres. W opracowaniu tym stawiam kilka tez, hipotez i pytań badawczych, na które próbuję udzielić w miarę wyczerpujących odpowiedzi. Jedna z tych tez dotyczy wielkiego rozszerzenia UE w 2004 roku, a druga wprowadzenia wspólnej waluty – euro.

Wzrastająca różnorodność Unii Europejskiej jest postrzegana jako jedna z jej wartości politycznych i kulturowych. W konsekwencji idea wspólnej tożsamości UE opiera się na pojmowaniu tego, jak różne kultury, tradycje i języki Europy wzbogacają jej mieszkańców oraz jednoczą Unię. „Zjednoczona w różnorodności” – to oficjalna dewiza UE. Mimo że wielojęzyczność postrzegana jest jako istotny składnik polityki językowej UE, język angielski wciąż jest (i prawdopodobnie będzie nadal) bardzo popularny wśród obywateli Unii Europejskiej, dla których nie jest on językiem ojczystym. Język angielski działa jako lingua franca i sprzyja relacjom międzykulturowym, mobilności oraz wdrażaniu różnorodnych programów edukacyjnych, na kształt Erasmus+. Nasza analiza konceptu DIVERSITY i jego werbalizatorów w angielskojęzycznym akademickim i oficjalnym unijnym dyskursie wskazuje, że najczęściej z «diversity» używane są przymiotniki „cultural”, „linguistic” oraz „gender”. Wyniki świadczą, że właśnie te kierunki są priorytetowymi w realizacji strategii UE „Zjednoczona w różnorodności”.

Great Britain’s decision to leave the European Union (aka Brexit) is one of the most significant events in the history of European integration. It is also the first event in the history of the Community, yet not the only one proposed by the UK government. This article aims at the analysis of political activity of British Prime Ministers: David Cameron and Theresa May related to the United Kingdom’s leaving the European Union structures. British Government’s decision was taken after the referendum, which was held on June 23, 2016, followed by invoking Article 50 of the EU’s Lisbon Treaty. Consequences of Brexit are highly dependent on the results of negotiations, although most definitely they will have political, economic and social implications. The most important conclusions are contained in the summary.
Opuszczenie Unii Europejskiej przez Wielką Brytanię (tzw. brexit) to jedno z najważniejszych wydarzeń w dziejach integracji europejskiej. Jest ono również pierwszym tego typu zdarzeniem w historii Wspólnoty, choć nie jedynym postulowanym przez rząd Wielkiej Brytanii. Celem badawczym artykułu jest analiza działalności politycznej brytyjskich premierów: Davida Camerona i Theresy May w sprawie wyjścia Zjednoczonego Królestwa ze struktur Unii Europejskiej. Decyzja brytyjskiego rządu została podjęta po przeprowadzeniu referendum w dniu 23 czerwca 2016 r., a jego następstwem było uruchomienie artykułu 50 Traktatu Unii Europejskiej. Konsekwencje brexitu w znacznym stopniu uzależnione są od wyników negocjacji, choć z całą pewnością odczuwalne będą zarówno w wymiarze politycznym, ekonomicznym, jak i społecznym. Najważniejsze wnioski zawarto w podsumowaniu.

It should be noted that in every country around the world the functioning of the financial sec-tor, which is of great importance for the efficiency of the national economy. This is the reason for which, in the financial market practically every participant uses offered in the framework of its services – both individuals, households and businesses. Traded on financial markets everywhere is the activity of each Member State in terms of budget deficit and public debt, which expresses in the contracting and servicing loans or loans and related securities issue. Therefore, one can argue that this activity both was and is determined to certain factors. It is worth noting the following fact – the next factor, perfectly describing and developing mechanisms in the framework of the Polish financial market, is the internal credit flexibility resulting from the individual, strictly defining the circumstanc-es increase the lending ceiling and credits despite the financial crisis in the world, or to the granting of loans at very favourable conditions and for longer periods of their return. The flexibility of the Polish financial market best characterized by occurring on the various important phenomenon.
Należy podkreślić, że w każdym państwie na całym świecie funkcjonowanie sektora finansowego ma ogromne znaczenie dla efektywności gospodarki narodowej. Praktycznie każdy korzysta z usług oferowanych w ramach rynku finansowego – zarówno osoby fizyczne, czyli gospodarstwa domowe, jak i podmioty gospodarcze. Przedmiotem aktywności każdego państwa jest obrót na rynkach finansowych w sferze deficytu budżetowego i długu publicznego, wyrażający się w zaciąganiu i obsłudze pożyczek lub kredytów oraz związaną z tym emisją papierów wartościowych. Można zatem twierdzić, że wspomniana aktywność zarówno była, jak i jest zdeterminowana pewnymi czynnikami. Warto zwrócić uwagę na następujący fakt – czynnikiem doskonale opisującym mechanizmy w ramach polskiego rynku finansowego jest wewnętrzna elastyczność kredytowa, wynikająca z układu indywidualnego, ściśle określającego okoliczności zwiększania pułapu przyznawanych pożyczek i kredytów, mimo kryzysu finansowego na świecie, czy też umożliwiająca udzielenie kredytów na bardzo korzystnych warunkach i na dłuższe okresy ich zwrotu. Elastyczność polskiego rynku finansowego najlepiej odzwierciedlają występujące na nim różnorodne zjawiska.

The situation in the European Union (the EU) is undergoing in recent years a very dynamic, if not dramatic, change. During the process current liberal mainstream has found itself under growing pressure of many antiestablishment forces, mainly of far-right, more and more frequently described as (what depend from the perspective of the analysis) as "counterrevolutionary” or “revolutionary change”. What are the reasons of those deep social and political controversies in the EU and what they can produce? Author of this study is coming to conclusion, that multiple crises need creative thinking. It is already more than obvious that Europe now is facing many complicated problems to be resolved. Especially by those, who are concerned about the future of the EU and its member states. Because, if they will not fi nd a solution, their “populist” and “nationalist” opponents will prevail.

The article addresses the issue of whether or not Poland should join the euro area. Specifically, the author tries to answer three key questions: first, whether Poland has a legal obligation to adopt the euro, second, whether euro adoption is beneficial to the Polish economy, and third, if the answer is “yes,” how and when Poland should join. On the first question, the author demonstrates that Poland has a legal obligation to adopt the euro. This is because European treaties impose this obligation on all new EU member states and this obligation was not challenged by Poland when it negotiated and ratified the EU Accession Treaty. Addressing the second question, the author argues that Poland fulfills the standard optimum currency-area conditions to the extent similar to other euro-area member countries. The author attempts to estimate the main economic costs and benefits of euro adoption. The analysis shows that euro adoption is, on balance, beneficial for Poland, and that annual net benefits, including both static and dynamic effects, could be in the range of 1.5-2.0% of GDP in the longer run. On the third question, the author argues that Poland should not adopt the euro unless several important conditions are met first. Among these are the formal nominal convergence criteria, efficient banking regulations and supervision to avoid credit booms, improved labor market flexibility, and strengthened structural fiscal position. Moreover, euro adoption not only needs much stronger support from Polish citizens, but also requires a change of the Polish constitution, which is a politically challenging task.
Przedmiotem artykułu jest kwestia wejścia Polski do strefy euro. W szczególności, autor stara się odpowiedzieć na trzy pytania: po pierwsze, czy Polska ma prawnomiędzynarodowy obowiązek wejścia do strefy euro, po drugie, czy przyjęcie wspólnej waluty jest dla Polski korzystne, i po trzecie, jeśli tak, kiedy i na jakich warunkach powinniśmy wprowadzić wspólną walutę. Odpowiadając na pierwsze pytanie autor wskazuje, że Traktaty Europejskie nakładają na państwa członkowskie obowiązek uczestnictwa w unii walutowej, i podkreśla, że ponieważ w trakcie negocjacji akcesyjnych Polska nie ubiegała się o uchylenie tego obowiązku, znalazł się on w Traktacie Akcesyjnym przyjętym przez Polskę w drodze referendum. Odpowiadając na drugie pytanie, autor dowodzi, że Polska spełnia kryteria optymalnego obszaru walutowego w stopniu nie mniejszym niż wiele innych państw członkowskich strefy euro, a następnie podejmuje próbę oszacowania wielkości niektórych korzyści i kosztów związanych z akcesją. Przeprowadzona analiza pokazuje, że wejście do strefy euro jest dla Polski korzystne, a skala korzyści netto może wynosić w dłuższym okresie ok. 1,5-2,0% PKB w skali roku. Odpowiadając na trzecie pytanie, autor wskazuje, że wejście do strefy euro wymaga uprzedniego spełnienia szeregu warunków, obejmujących – oprócz kryteriów konwergencji nominalnej wymaganych Traktatem – także zmianę Konstytucji, stworzenie zabezpieczeń przed nowymi rodzajami zagrożeń jakie akcesja może nieść dla stabilności makroekonomicznej, oraz uzyskanie większego poparcia społecznego dla akcesji.
