Problem zmian w środowisku medialnym związany z rozwojem nowych mediów należy do największych wyzwań badawczych dla teorii agenda-setting. Biorąc pod uwagę problem aktualności teorii ustanawiania agendy w środowisku komunikacji internetowej i nowych mediów, rozważania i analizy proponowane w opracowaniu są prowadzone w celu uzyskania odpowiedzi pytanie, czy w związku z rozwojem nowych mediów ogólny wpływ mediów (tradycyjnych i nowych, czy inaczej – horyzontalnych i wertykalnych) na opinię publiczną ulega wzmocnieniu czy osłabieniu.
The current changes within media environment including new media development became major research challenge for the agenda-setting theory these days. Taking into account the problem of validity of the theory facing new media conditions, the aim of the analysis in to answer the basic research question: considering the new media development, does the general media impact (including the old and new media types) on public opinion becomes weaker or stronger.

Each day the media filters information, making a set hierarchy of importance. Media agenda has a great influence on the point of view of most of the viewers who get most of their world knowledge from mass media. This phenomenon is called the agenda-setting process or the day-order theory. Research on this subject on a wild scale was conducted by two professors, Maxwell McCombs and Donald Show. As a result of those experiments the researchers reached the conclusion that the media has an influence on what we are supposed to think. A great role in setting the media agenda play gatekeepers – journalists who decide what information are crucial for society. After al it is them who political parties and advocacy groups are trying to reach making pseudo-events. As a result of further analysis attention was pointed to the second level of agenda-setting which infers to the features and properties of specific messages. Receiving them from the media, we create certain images in our minds. Despite many years of research the agenda-setting theory is still a big riddle and requires further consideration. Many of its aspects pose a challenge to future communicology.

The most important issue of this paper is contained mostly, though vaguely, in the title. What is agenda-setting and how it is related with freedom of speech domain? In further part I will try to present those, theoretically distant problems. I will also try to present how political and business organizations can affect on daily agenda, so in fact how thy can create access to free speech. There are some situations in mass media world, when those practices can be considered as internal or external censorship. In this paper I specific cases, all selected from American political and media systems. I think that US system is full of contradictions, from law confl icts (state vs federal law, First Amendment), owners of mass media competition (corporations, FCC) and finally state controlled media on the contrary to free speech (censorship).

Policy agenda-setting is the political science research stream which is present in Western studies from several dozen years, however in Poland these studies are very rare if not absent. Policy agenda-setting research is focused on pre-decision stage and is aimed to answer the questions about: why governments shape its public policies in a certain way? Which issues enter into the policy agendas, which do not and for which reasons? Who are the most important agenda-setters for the definite public policies? The aim of the paper is to present the most influential theoretical approaches and empirical investigation results, the most meaningful trends of studies, as well as the significance of policy agenda-setting research within political science.

With the emergence of social networking sites (SNS), the way that information is being processed by media consumers has changed drastically. This has had a direct impact on one of the most established media theories: agenda-setting theory. Applying the framework presented in 2005 by McCombs, the authors of the article show how the main assumptions of the theory are being challenged in its five stages. SNS users decide what news is important by choosing what to share within their networks (basic agenda-setting effects); attributes regarding events are issued by SNS users under particular limitations (attribute agenda-setting); in conditions of high uncertainty and relevance, SNS users can directly impact public opinion (psychological effects of agenda-setting theory); SNS are becoming the source of traditional media agendas (sources of media agendas); SNS users are reaffirming their opinions as a result of SNS homophily (consequences of agenda-setting effects); and users influence public figures within SNS (reverse agenda-setting effects).

Wśród różnych czynników wpływających na proces ustanawiania agendy można umieścić także wpływ rosnącej liczby i wzrastającej jakości otwartych zasobów edukacyjnych. Samodzielne uczenie się przy użyciu narzędzi nauczania na odległość odgrywa coraz większą rolę w uramowieniu odbioru głównych kwestii przedstawianych w sferze publicznej poprzez pośrednictwo mediów i instytucji publicznych. Jednym z efektów ubocznych szerszego stosowania nauczania na odległość we współczesnych państwach jest wpływ, jaki ma ono na zmniejszenie negatywnych efektów wykluczenia społecznego. W artykule tym przedstawiony zostanie mechanizm tego zjawiska widziany z perspektywy drugiego poziomu teorii agenda setting.
Among various factors influencing the process of public agenda setting one can place also the results of increasing number and quality of open educational resources. Self-education with the use of distance-learning facilities plays increasing role in framing the reception of main issues present in the public sphere via media and public institutions. One of side-effects of broader implementation of distance learning in modern countries is the impact that it has on the reduction of negative effects of social exclusion. The paper will present the mechanisms of this phenomenon and will place it within the second level of agenda-setting theory.

In the proposed study consideration is given to the problem of the interdependency and distinction of priorities of public opinion, news media and public policies on the local level. The theoretical and methodological basis of the paper consists of the agenda-setting and political responsiveness approaches. The empirical data is divided into three agendas: public, media and policy, which were analysed using comparative statistical analysis. The conclusions pointed at the substantial distinction of the priorities formulat-ed by public opinion and the policies implemented by local government and, to a certain extent, at the interdependency between the news media and local public policy agenda.

The goal of the study is to verify, based on empirical data, the agenda setting, framing and priming theoretical conclusions and to utilize them as interpretative narratives on the pre-election period of media discourse on Polish TV. Then the question was – how the media set the agenda, which frames they used to make news interpretation, and what was/were the most accessible real problems/issues, that conditioned party/candidate assessment (if at all) and at last – which (if at all) would have been the consequences of the mentioned above media reporting towards political process? The empirical base of investigation were TV news programs in Polish both public (TVP1 – “Wiadomości”) and commercial TV (TVN – “Fakty”).

Empirical research conducted over decades has proven unequivocally that the media affects its audience. Depending on the decade and the existing paradigm, a broader or narrower scope for potential impact is indicated. The author presents selected results of research on the agenda‑setting and framing process as well as the characteristics of both phenomena in order to find out whether the mechanisms behind them should be considered in the manipulation category. Nowadays, in the age of rapid development of „new” media, especially social media platforms, individuals are no longer merely passive users but can act as an active sender. This causes the impact of the media to appear distracted. The purpose of this article is also an attempt to answer the question of what role traditional media plays today and whether their role in setting up the thematic agenda has changed significantly.

Voting Advice Applications are getting more and more popular throughout Europe and a lot of research prove that they have effects both on turnout and decisions of the electorate. This paper brings up the issue of possible agenda setting and framing effects which occur during the process of statements choice and construction in four European VAAs. Its aim is to check whether the statements are well-balanced or whether they suggest users a certain ideology, which is vital because if such an ideological bias is present in the Voting Advice Applications, it may influence the voters’ political decisions. The research also checks whether the statements focus on the European levels of elections or include also internal political conflicts as well as what the main topics covered by the VAAs are. The outcomes prove that the bias in the medium of Voting Advice Applications is noteworthy, especially when it comes to pro-/anti-European Union dimension. The research also proves that there are a lot of statements which did not focus on the European level of the election as well as shows a map of dominant topics present in all European VAAs.

The study focuses on two Slovak corruption cases, both well-documented and of similar social relevance, of which one did not receive any cross-media coverage. Moreover, the case of large-scale bribery was rather under-hyped in comparison to other major corruption scandals occurring in the country. The case of cronyism formed a typical example of extremely poor inter-media coverage of highly unfair and politicised cronyism. Through these cases, especially in the one in which the media failed to stimulate the creation of a full-blown scandal, the study further analyses the criteria and circumstances that determine the worthiness of a case for wide media coverage. The study on Slovakia is framed within theories of scandalous reporting and the theory of agenda setting and inter-media agenda setting role of the media, and supported by quantitative analysis of actual media coverage of the bribery case.

The article examines the reports on the 1050th anniversary of the Baptism of Poland as a religious and political event in mainstream Polish newspapers, websites and TV news in April of 2016. Using qualitative grounded theory and quantitative intermedia agenda-setting at the networked level, the author shows how this religious event was presented and interpreted as a dominant force in this Church–state relationship. As a result, he claims that the Church–state relationship in media was covered by an increasing policy of the Church putting pressure on the state by expanding religion in the public sphere.

A framework for applying agenda-setting theory in an international news context is proposed. First-level agenda-setting would suggest that the more news coverage a nation receives, the more that nation will be viewed as being critically important to readers. Second-level agenda-setting meanwhile would suggest that the nature of the coverage, both attributes linked to a country and the tone of the coverage, would impact whether readers view the nation positively or negatively. The framework is employed through a content analysis of international news coverage in two Slovakian newspapers. The analysis shows the usefulness of the approach.

Article describes the usage of Agenda Setting in a process of creating informational materials in mass media. It shows mechanisms and concessionary factors affecting the hierarchization of information in media such as the way of financing, concessionary records, market’s requirements or human factor, meaning publisher or the editor in chief. The text is trying to describe relationship between hierarchization of information and gatekeeping and mediation. It also talks about giving contexts to information, so called framing in professional literature. Agenda Setting and selection and placement of the news with broadcasting institutions were also described in the text. There was emphasis put on meaning of journalist ethic and manipulation processes in publishing mass broadcasts.

The purpose of the study was to gauge the flow of information from university lecturers to students. The fundamental hypothetical basis used for the study was that of agenda-setting theory – the idea that the mass media have a strong influence on the public agenda. The role of the university lecturer as a source of information and the influence of that information upon students and their agenda was the object of the study. The empirical study featured a panel of 248 Spanish university students and the results highlight the importance of the role of the university lecturer in channelling information to students even though findings demonstrate that the issues which are important for students (their agenda) may be less relevant for lecturers.

Th e present study is part of a complex research project dealing with the suitability of media language to spread religious messages. It deals with the nature of the communication chan- nel of the mass-media. It is based on the qualitative research carried out especially by means of the methods of focus groups and Delphi Techniques. Starting with the key issue of the function of journalism, the study gradually investigates the attributes of the media communication channels according to their approach towards religious topics. Based on this criterion, the research divides media into two groups: secular and religious media. Th e study carefully investigates their internal motivation, commerciality, democratic nature and publicity, agenda setting and capacity to change people.

The aim of this paper is to present the results of an automated research conducted on the most popular Polish Internet news portals in the week of the 2009 European Parliament election as well as during four weeks prior to this event. Detailed analysis of the exposure levels of main political parties is included and compared with the election results. This paper describes the quantitative analysis of the data gathered. The main similarities and differences in covering the election between portals are also discussed. Moreover, this article aims at introducing basic concepts of research tools, which allow to automate the procedure of gathering data from the Internet and processing it.

The argument is that this visit makes visible some contradictions such as: East/West, EU/Turkey, Christian/Muslim, Catholic/Orthodox. Before this trip, it was presupposed that these contradictions and stereotypes reinforced by the media were to set the agenda; however, it did not happen to be the case. Instead, the existing frames had been replaced by the new ones, which was called a frame shift in news reporting. The discourse method is used to prove this hypothesis. Data were collected during the trip and the visual materials helped in building our theoretical perspective. The aim is to observe the handling of this media event by Western press. Within this perspective, our sample had been formed by pioneering newspapers: Le Monde, Le Figaro, La Libération, The Guardian, The New York Times, Financial Times, Der Spiegel, BBC on-line and Time (magazine).

The purpose of the paper was the evaluation of the way of respecting the journalistic principles of truth and objectivity by nationwide newspapers „Rzeczpospolita” and „Gazeta Wyborcza” in the context of the method of reporting the program assumptions of the two largest parties of the Polish political scene, Law and Justice (PiS) and Civic Platform (PO) during the Polish parliamentary campaign in 2015. The author used the method of content analysis of press, analysis method and synthesis method.

Populism is increasingly turning against globalization, thereby threatening the stability of the international order. In the vast debate about the causes of the current backlash many factors have been discussed, without explicitly analyzing the role of the media. This paper strives to fill this gap. It focuses on the interaction between politics, economics, and the media in the context of globalization-related issues. In applying a media economic framework it shows that the rise of populism can be interpreted as the consequence of rational choices of different groups of players. The result is a spiral of noise of ever more extreme anti-globalist rhetoric and policies.

The aim of this study is to describe the agenda-setting studies in Turkey. The first study, which is a master dissertation and uses “agenda-setting” in its title, was completed in 1990. Later on there were written 11 master dissertations and 6 doctoral ones. The first scientific article, which was published in an academic journal, goes back to 1991, and later on there were two more published research articles. The total number of the papers, which were presented in academic meetings, is seven, and most of them were published in the books of International Symposium Communication in the Millennium. There are also four books on agenda-setting in Turkey.
