Opis:

Purpose: The aim of the paper is to identify the process of creating an association and to define a model of the process of creating an association that is registered in the National Court Register, as well as to show the role played by the entity managing this process. On this basis the author attempts to answer the research questions: What is the correct model of the association formation process and whether, and if so, to what extent the activities undertaken by the entity managing the association formation process affect the possibility of its creation and the subsequent functioning of the association? Design/methodology/approach: In order to search for evidence to answer the research questions, the method of legal analysis (normative methodology) anchored in the theory of organisation and management was used, as appropriate for analysing a phenomenon highly determined by legal regulations. The combination of the research method of legal analysis and concepts from the field of organisation and management allows to formulate conclusions on the identification and course of the phenomenon under study, causes and effects of actions taken by the entity managing the process of association formation. The author has used various techniques and tools to collect and analyse data, i.e. participatory observation, legal analysis, analysis of documentation, analysis of judicial decisions and Internet sources. Findings: The author has identified and defined a model for managing the association formation process and has established the important role of the entity managing this process. Practical implications: The association formation process management model can be used in practice by those who undertake the management of such processes. Social implications: One of the basic organisational forms, in which a person can actively influence social life, be creative and realise both his own needs and the needs of others, is the association. The institution of association - as an organisation - seems to be underused by active members of social life. An undeniable problem is the difficulty to direct the process of association creation, there is no popularization of a model of the process of association creation. Therefore, it is necessary to define such a model, perhaps to define a postulate for legislative changes and, above all, to educate and promote it. Originality/value: The presented analysis is important, because it establishes and shows a model of the association formation process, which can be applied by the entity managing the association formation process, and shows its significance for the later functioning of such an organisation as an association registered in the National Court Register. This research problem, so far, has not been elaborated from the point of view of management science.

Opis:

The study presents the structure and floristic composition of mixed fir forest at the northern range limit of European silver fir (Abies alba) in Poland. Phytosociological data were collected in the forest reserve “Murowaniec”,which was established to protect mixed forest ecosystems with a large contribution of fir trees. Changes in floristic composition of these coniferous forests in the last 40 years were discussed. Protective measures are suggested in this paper, aiming at conservation of the forest ecosystems of the reserve.

Opis:

This chapter is focused on the application of association rules to classify medical data. There is no data mining technique that can produce consistent results for all types of medical data. The effectiveness of a data mining technique depends, among other things, on the type of data collected for study. The purpose of the following work is to see if combining two data mining methods will give better results than using them individually. For this purpose, data on breast cancer in women was used. The results showed that using a hybrid combination of association rules to produce a classifier can improve classification performance.

Introduction/Background: One of man's freedoms is the freedom of association. In the modern world, we can exercise this freedom in a great variety of organisational and legal forms. One such form is the association. However, we have different associations. One type of association is the "ordinary association". The basic internal law of this association is the bylaws. Therefore, the correct definition of its content is essential for the subsequent correct and efficient functioning of this association. Purpose of the paper: The purpose of the paper is to define a model for the process of creating bylaws for the operation of an ordinary association. This will be achieved by identifying the essential elements of these bylaws and showing the interdependence of these elements and their impact on the subsequent functioning of the association. Materials and methods: The primary research method used is the legal analysis, supplemented by an analysis of court case law and an analysis of the scientific literature on the problem under study. Results and conclusions/ Practical implications: The model of the process of creating bylaws of an ordinary association can be used in practice by those who intend to create such an association. An undoubted problem for those intending to create an ordinary association is to define the internal legal norms in such a way that the association can effectively carry out its activities in the future. This paper identifies the most difficult element necessary for the creation of an ordinary association - the bylaws. Social implications: an ordinary association is one of the basic organisational forms in which one can actively influence social life, especially the local community. With this legal form, one can be creative and realise one's own needs and the needs of others. The entity must have bylaws for its activities.

Opis:

Classical association rules, here called 'direct', reflect relationships existing between items that relatively often co-occur in common transactions. In the web domain, items correspond to pages and transactions to user sessions. The main idea of the new approach presented is to discover indirect associations existing between pages that rarely occur together but there are other, 'third' pages, called transitive, with which they appear relatively frequently. Two types of indirect associations rules are described in the paper: partial indirect associations and complete ones. The former respect single transitive pages, while the latter cover all existing transitive pages. The presented IDARM* Algorithm extracts complete indirect association rules with their important measure-confidence-using pre-calculated direct rules. Both direct and indirect rules are joined into one set of complex association rules, which may be used for the recommendation of web pages. Performed experiments revealed the usefulness of indirect rules for the extension of a typical recommendation list. They also deliver new knowledge not available to direct ones. The relation between ranking lists created on the basis of direct association rules as well as hyperlinks existing on web pages is also examined.

The paper presents a community of water plants that is new to Poland, Veronico beccabungae-Callitrichetum stagnalis (Oberd. 1957) Müller 1962. This community belongs to the class Potametea. It was discovered in the village of Odrowąż near the town of Krapkowice in Silesia (SW Poland). Veronico beccabungae-Callitrichetum stagnalis in Poland occurs within an irregularly shaped shallow underwater spring, located in the distal part of the Oder River’s flood terrace. This plant community covered 0.2 ha in 2008. Callitriche stagnalis predominated in this community. Species such as Callitriche hamulata and Callitriche verna occurred less frequently. An average of five species were counted in a relevé. Alkaline sediments (pH 8.03) occur in the substratum, but sediments with a lower pH value (7.73) occur in the spring’s outflow zone towards the Odra River. Water in the spring, where Veronico beccabungae-Callitrichetum stagnalis occurred, has a medium mineralisation but is rich in dissolved compounds. The condition of this community within the studied habitat could be evidence for highly adaptive abilities and this community's good adjustment to the natural conditions. Veronico beccabungae-Callitrichetum stagnalis is a rare and endangered plant community in Central Europe. The locality of this plant community in Poland should be given species protection.

Opis:

The characteristics of communities developing in cereal crops of the Mazowiecki Landscape Park are presented in the paper. The traditional methods of cultivation, a mosaic of fields, meadows and forests as well as a specific microclimate affect the occurrence of species-rich, syntaxonomically differentiated agrophytocenoses. The occurrence of 4 associations and 2 communities in the area of the Park was noted. On the poorest soils, the association Arnoserido-Scleranthetum was the most widespread and internally differentiated, whereas in more fertile habitats the association Vicietum tetraspermae was the commonest. The above mentioned associations were noted more frequently in winter crops than in spring cereals. Plots of the association Papaveretum argemones and intermediate communities, between Arnoserido- Scleranthetum and Papaveretum argemones, were seldom observed in the studied area. Plots with domination of species diagnostic for the order Polygono-Chenopodietalia occurred rarely in spring cereals, mainly in the protection zone of the Landscape Park. Single, impoverished plots of Aphano-Matricarietum were recorded in the south-eastern part of the Park.
W pracy przedstawiono charakterystykę zbiorowisk wykształcających się w zasiewach zbóż na terenie Mazowieckiego Parku Krajobrazowego. Tradycyjne metody uprawy, duża mozaika pól, łąk i lasów oraz specyficzny mikroklimat, sprzyjają wykształcaniu się bogatych florystycznie i zróżnicowanych syntaksonomicznie agrofitocenoz. Na terenie Parku stwierdzono występowanie 4 zespołów (Arnoserido-Scleranthetum, Vicietum tetraspermae, Papaveretum argemones, Aphano-Matricarietum) i 2 zbiorowisk (Arnoserido- Scleranthetum i Papaveretum argemones, z dominacją gatunków charakterystycznych rzędu Polygono- Chenopodietalia). Najbardziej rozpowszechnionym i zróżnicowanym wewnętrznie był na glebach najsłabszych Arnoserido-Scleranthetum, a na zasobniejszych troficznie zespół Vicietum tetraspermae. Wymienione asocjacje częściej wykształcały się w oziminach sporadycznie w łanach zbóż jarych. Rzadko na badanym terenie spotykano płaty Papaveretum argemones oraz zbiorowiska o charakterze pośrednim. Płaty z dominacją gatunków charakterystycznych dla rzędu Polygono-Chenopodietalia notowano jedynie w łanach zbóż jarych głównie w otulinie Parku. W południowowschodniej części Parku występowały pojedyncze płaty Aphano-Matricarietum.

Opis:

The concept of utilizing association rules for classification has emerged in recent years. This approach has often proved to be more efficient and accurate than traditional techniques. In this paper we extend the existing associative classifier building algorithms and apply them to the problem of image classification. We describe a set of photographs with features calculated on the basis of their color and texture characteristics and experiment with different types of rules which use the information about the existence of a particular feature in an image, its occurrence count and spatial proximity to classify the images accurately. We suggest using association rules more closely tied to the nature of the image data and compare the results with those of classification with simpler rules, taking into consideration only the existence of a particular feature on an image.

Gmina Bielawa w 2023 roku planuje przekształcenie obecnej usługi międzygminnego transportu miejskiego w system powiatowo-gminny, który powinien doprowadzić do poprawy parametrów ekonomicznych funkcjonowania systemu i zmniejszenia finansowania ze strony jednostek samorządu terytorialnego. Możliwość utworzenia przedmiotowego związku reguluje art. 7 ust. 1 pkt 4a ustawy o publicznym transporcie zbiorowym, zgodnie z którym organizatorem publicznego transportu zbiorowego, przy uwzględnieniu właściwego obszaru działania, może być związek powiatowo-gminny. Celem utworzenia Związku Powiatowo – Gminnego jest wspólna organizacja publicznego transportu zbiorowego na obszarze powiatu i gmin tworzących związek powiatowo – gminny. Podejmowane w ramach związku działania będą obejmowały zarówno planowanie rozwoju transportu, jak i zarządzanie istniejącymi liniami komunikacyjnymi poprzez stworzenie spójnego systemu komunikacji publicznej.
The municipality of Bielawa is planning to transform the current inter-municipal public transport service into a poviatmunicipal system in 2023, which should lead to an improvement in the economic parameters of the system’s operation and a reduction in funding from local government units. The possibility of establishing the association is regulated by the Article 7.1.4a of the Act on Public Collective Transport, according to which the organiser of public collective transport, taking into account the relevant area of activity, may be a poviat-municipal association. The purpose of establishing a poviat-municipal association is to jointly organise public collective transport on the territory of the poviat and the municipalities constituting the association. Activities undertaken within the framework of the association will include both transport development planning and management of existing transport lines through the development of a coherent public transport system.

Opis:

Empty responses in free word association tests were beyond the scope of research interest in classic experiments. The results of our experiment showed that 6.14% of associations are empty answers. Precise measurement of the time of reaction of each of the participants allowed us to confirm that the empty answer was the result of an intellectual process. An analysis of associations with the stimulus would permit us to segregate those word-stimuli in which the mechanism which generates associations behaves in an atypical manner, thus indicating a difficulty in identifying the meaning of the stimulus, which may then result in a high percentage of empty answers. Yet the significant number of empty responses is not linked with any difficulty in comprehending the stimulus. We may thus conclude that the high number of empty answers in our experiment may depend on the method of conducting the experiment. The participants in the classic experiment were provided with paper forms which contained all of the stimuli in a particular order. Therefore, there was neither a time limit for a single response nor control of the order of stimuli processing. As a consequence, the method allowed backtracking, which means that participants could omit a stimulus without answering and could return to the omitted stimulus later to provide the missing answer. There is shown the construction of an elaborated test stand for the test research of sliding friction associations. The following properties of tested friction associations are described: type (chemical composition) and hardening of applied materials, as well as the results of the analysis of topography of their collaborating surfaces (base material and then after creating grease microcontainers in it). The methodology and the range of performed researches are described. The researches were conducted using the accelerometer A0760GP and the industrial measurement device Emerson CSI 2130. On the basis of recorded vibration signals, their amplitude spectra were determined. These spectra were being compared and analysed in reference to the possibilities of application of measurements of vibration signals to indication of the process of association wear. It was found that the process of wear of the tested sliding association without lubrication from grease microcontainers is visible as the change of form of vibration signals recorded for this association as even over-a-dozen-fold changes in the value of amplitudes of some special harmonic components of those signals, especially high-frequency components within the analysed range of frequencies. It was also found that the application of the grease microcontainers on the surface on which rollers slide (not roll) allowed to acquire a significant reduction of the process of wear of the tested slide association, showed by the slower pace of growth of the value of all harmonic components, especially high-frequency components within the analysed range of frequencies. At the end there were provided directions of further researches.

Opis:

Over a century of research has resulted in a set of more than a hundred binary association measures. Many of them share similar properties. An overview of binary association measures is presented, focused on their order equivalences. Association measures are grouped according to their relations. Transformations between these measures are shown, both formally and visually. A generalization coefficient is proposed, based on joint probability and marginal probabilities. Combining association measures is one of recent trends in computer science. Measures are combined in linear and nonlinear discrimination models, automated feature selection or construction. Knowledge about their relations is particularly important to avoid problems of meaningless results, zeroed generalized variances, the curse of dimensionality, or simply to save time.

The motion concerning the foundation of the Polish Landscape Architects Association was passed at the International Congress of Polish Landscape Architects (Cracow, 20-22 September, 2007). During the XI Forum of Landscape Architecture debates (Poznań, 11-13 September 2008), 44 persons acceded to the created SPAK and a Founding Committee was elected. Unfortunately, the committee did not manage to get the statute ready in the statutory time and register the association. On the 19th February 2009, at Natural Science University in Wrocław the next SPAK founding meeting was held, attended by 20 people: Zuzanna Borcz, Aleksander Böhm, Jacek Burdziński, Magdalena Iwona Czałczyńska-Podolska, Andrzej Drabiński, Franciszek Gospodarczyk, Renata Gubańska, Agnieszka Kępkowicz, Antoni Marek Kosmala, Krzysztof Kotwas, Zbigniew Kuriata, Jacek Markowski, Krzysztof Młynarczyk, Irena Niedżwiecka- Filipiak, Bartłomiej Rachwał, Elżbieta Maria Raszeja, Jacek Rybarkiewicz, Marcin Sobota, Jan Sztejn and Marta Weber-Siwirska. The founders of SPAK decided to create an association, whose full name will read as follows: "Polish Landscape Architects Association, with head office in Wrocław, Plac Grunwaldzki 24a" they accepted the Association Statute and elected the Founding Committee (Aleksander Böhm, Magdalena Iwona Czałczyńska-Podolska, Andrzej Drabiński, Elżbieta Maria Raszeja and Jacek Rybarkiewicz,) who filed the documents necessary for registration in the District Court. By court decree of 26th June 2009 of the District Court for Wrocław- Fabryczna in Wrocław, 4th Economics Department of the State Judiciary Register, The Association of Polish Landscape Architects has been entered into the Register of Associations, Other Social and Professional Organizations, Foundations and Public Health Care Institutions under the number KRS: 0000330870).

Opis:

This paper describes the problem of planning cellular network base stations with optimization to traffic requirements. This research problem was a main incentive to add some development to the theory of association rules. The new form of quantitative and multi-dimensional association rules, unlike other approaches, does not require the discretization of real value attributes as a preprocessing step. They are discovered with data driven algorithm that gives precise and complete results and has polynomial complexity for a given dimensionality.

Opis:

The Łódź Christian Charity Association operated in Łódź in the years 1885-1940. Its origins go back to the year 1877 and are connected with the foundation of the first charity organization in Łódź called “Support Committee for the Poor” (Pol. abbr. KWB). The aim of the Committee, whose initiators recruited mainly from the circles of affluent bourgeoisie, was broadly understood care and social assistance addressed to the impoverished city residents. Membership fees and voluntary donations constituted a primary income source of the organization, although the funds were also raised through theatrical performances, concerts, balls and funds collections. At the onset of its activity, KWB disposed of the amount of almost 15 thousand ruble, collected among the citizens o f the city, whereas the list of the poor compiled in Łódź for the first time comprised 323 persons in need of immediate help. In 1880, the members of the Committee made a decision about the construction of a shelter for the poor, the old and the invalided persons, but the absence of an appropriate legislative act regulating the activity of the organization, prevented the realization of the project. The Statute of the organization was approved of in 1884 by tsar Alexander III. This event completes an eight-year period of operation of the Support Committee for the Poor. The main directions of social, fostering and educational activity laid out by KWB, were embraced by the Łódź Christian Charity Association, whose name was agreed upon in January 1885. A principal aim and task of the organization became eradication of street beggarhood in the city and granting financial support and aid in kind to the poor residents of Christian denomination. The realization of the laid-out aims was supposed to be achieved by opening institutions with expert knowledge in which the needy might find shelter, care, medical assistance and worthy occupation.

Autor reprezentuje opinię, że do czasu rewolucji w Kijowie (Euromajdan) na przełomie 2013/2014 r. Niemcy nie interesowali się Ukrainą. Próby zacieśnienia kontaktów z Kijowem blokowane były przez Moskwę. System oligarchiczny panujący w tym kraju zniechęcał również UE do podejmowania wobec Kijowa daleko idących zobowiązań. Dopiero po zajęciu Krymu przez Rosję Niemcy się uaktywnili i dzięki ich pomocy doszło do zawarcia przez Unię Europejską umowy stowarzyszeniowej z Ukrainą.
The author represents the opinion that before the revolution in Kiev (Euromaidan) at the turn of 2013/2014 Germany had not been interested in Ukraine. Attempts to establish closer contacts with Kiev were blocked by Moscow. The oligarchic system prevailing in the country discouraged the EU from making solemn commitments to Kiev. It was only after the Russian occupation of Crimea that Germany became more active, and with its help the association agreement between the European Union and Ukraine was concluded.

Opis:

Electrohysterography is a method for measuring of bioelectrical potentials generated by a contracting uterus. It is used for monitoring of uterine activities mainly during a pregnancy and for prediction of an upcoming pretermlabour. However, there is still unknown the best method of EHG analysis which gives clinically useful information about a uterine activity. To achieve this goal we propose to use information about nonlinear associations between EHG signals registered from an uterine fundus and an uterine cervix. The h² index was applied to identify these relationships. The obtained results reveal that there exists a nonlinear correlation between biopotentials generated from two parts of a pregnant uterus. Moreover, this correlation seems to be higher as a labour is upcoming. It suggests a possibility of using the h² index for prediction of an upcoming labour based on EHG signals.

The Catholic Youth Association in Szadek was established in 1934, after reorganisation of the Polish Youth Association, which had existed earlier. It carried out religious and social work within the framework of the Catholic Action. The patron of the Association in Szadek in 1934–1939 was the parish priest Rev. Edward Lidtke, and its church assistants were Rev. Stefan Filisiak (1934–1936) and Rev. Bernard Głoskowski (1936–1939). The Szadek troops of male and female youth together with troops in Małyń, Zygry, Zadzim and Korczew formed the Szadek section of the Sieradz branch, which was part of the Włocławek diocese Association. The aim of this organization was to bring up young people in the spirit of the Catholic faith and patriotism. The forms of such education included recollections, “social” days, congresses, conventions, sports competitions and pilgrimages. The events that Szadek youth participated in were, among others, the Eucharistic Congress of the Sieradz Region in Sieradz (1934), district rallies and sporting events (in Zduńska Wola, Sieradz and Złoczew), diocese jamborees (in Charłupia Mała and Włocławek), and a nationwide rally in Częstochowa (1938). The Catholic Association in Szadek did not resume activity after 1945.

The purpose of this article was to examine if both types of social associations, as proposed by Michael Oakeshott, had been present in the chosen publications of Polityka weekly magazine. First the main characteristics of journalist messages were described. An important part of these characteristics applies to relations between journalists and politicians and between journalists and the idea of common good. On this basis four different concepts of journalism were distinguished. The analysis revealed that both types of associations could be identified in the journalists’ messages, and that the differences between these associations were significant.

The current article written by Professor dr hab. Jerzy Kowalczyk from the Art Institute of the Polish Academy of Science, the Chairman of the AMC of the 4th term (1990-1993), is devoted to recollecting three scientific conferences. Those conferences concerned: Problems of protection and conservation of church art in Poland (Jasna Gora, Czestochowa, 1991); Protection of the common cultural heritage (Krasiczyn, 1992) and Protection of cultural heritage of the western and northern Polish territories (Rydzyna, 1993). The conferences were organised, presided over and summed up by the Professor in post-conference publications emphasising their significance for processes of protecting monuments of national culture.

Każdemu zapewnia się wolność zrzeszania się. Jej cechą charakterystyczną jest to, że stanowi źródło szeregu praw podmiotowych. Należą do nich zwłaszcza wolność przystępowania do już istniejących zrzeszeń, wolność nieskrępowanego występowania z zrzeszeń, swoboda organizacji i działalności zrzeszeń. Istotą wolności zrzeszania się jest zatem prawo do samoorganizowania się obywateli, co stanowi podstawę funkcjonowania społeczeństwa obywatelskiego.
Everyone is guaranteed freedom of association. Its characteristic feature is that it is the source of a number of subjective rights. These include, in particular, the freedom to join existing associations, the freedom of unhampered association, the freedom of organization and the activities of associations. The essence of freedom of association is therefore the right to self-organize citizens, which is a possibility for the functioning of civil society

Background. In the face of unrelenting civilization threats and social challenges, the dynamic development of wellness & spa centers is observed. The aim of this work is an analysis to determine whether the 100 best Polish spa hotels satisfy the requirements of this type of company in light of terminology put forward by the International Spa Association (ISPA) and the European Spas Association (ESPA). Material and methods. Definitions put forward by ISPA and ESPA form the basis of assessment in this study. A method of diagnostic survey was applied. Results. According to the ESPA, only 41% of spas can actually be classified as such, compared to 61% according to ISPA. As many as 22% of the hotels surveyed do not meet the requirements of such enterprises for either ESPA or ISPA. Inconsistent definitions of ESPA and ISPA lead to chaos in the wellness & spa market. Conclusions. It is necessary to develop a Polish definition which clearly defines the criteria for the classification of spa facilities and the possibility of their verification from the point of view of quality and compliance with planned standards.
Wprowadzenie. W obliczu niesłabnących zagrożeń cywilizacyjnych i wyzwań społecznych obserwuje się dynamiczny rozwój ośrodków wellness & spa. Celem pracy jest analiza, czy w świetle terminologii International Spa Association (ISPA) i The European Spas Association (ESPA), 100 najlepszych polskich hoteli spa rzeczywiście spełnia wymogi tego typu przedsiębiorstwa. Materiał i metody. Podstawą oceny są przyjęte przez ISPA i ESPA definicje spa. Zastosowano metodę sondażu diagnostycznego. Wyniki. Według kryteriów ESPA tylko 41% hoteli może być określonych mianem spa, według ISPA − tylko 61%. Aż 22% ze wszystkich badanych hoteli nie spełnia kryteriów ESPA i ISPA. Niespójne definicje ESPA i ISPA prowadzą do chaosu na rynku wellness & spa. Wnioski. Konieczne jest opracowanie ustawowej polskiej definicji, która określi normy/kryteria klasyfikacji obiektów spa i umożliwi ich weryfikację pod względem jakości i zgodności z wyznaczonymi standardami.

This paper reports on the recent revival of the Lemko Association (Lemko Soyuz) in North America, under the auspices of the Carpathian Institute, a US federal and Connecticut state recognized tax-exempt, non-profit, non-political, non-sectarian educational corporation. The Lemko Association, founded in 1929, had become essentially defunct by the end of 2009. Beginning in 2010, however, in a new location and new legal status it has been revived, publishing a quarterly, “Karpatska Rus’”, books, pamphlets and flags and arranging for lectures.

Representatives of business ethics examine the economic challenges of our time. They believe that in the use of ethics they are able to keep under control this sphere of human activity. Alas, this attempt meets the following obstacle. This ethical claim does not work as an objective criterion for measuring good vs evil as long as it is not supported by epistemological evidence (on its validity). Therefore business ethicists focus their attention on the codes of ethics which they see as the expected solution to the problem. A code of ethics is drawn up by an economic organisation which – in this way – declares its acceptance. Meanwhile, this declaration leads to the question of how to sift the ethical guarantees from empty promises? Can the social addressee of an ethical code trust its author? This doubt relates in particular to professional associations. Having a legal prerogative they are expected to recognize their fiduciary duty of loyalty to their social interlocutor. When they do not want to meet these obligations, they may use a code of ethics as a tool of manipulation. Under those circumstances, the code is something opposite to what is expected.

Opis:

The existing approaches to the evaluation of on-line commercial services quality include various quality indicators. The application of multiple attributes for quality evaluation enables and involves specialized analysis techniques to carry it out. This article proposes to utilize association rules in the quality evaluation of the on-line services. The analysis carried out of the discovered association rules has provided interesting dependencies and relationships on the individual characteristics of the on-line commercial service. On the basis of such on analysis, conclusions can be made regarding the general quality of the on-line commercial services. The discovered dependencies and connections can be used in shaping online commercial service quality. Conclusions from the analysis of the association rules can therefore be used to improve the on-line commercial service quality comprehensively which can lead to the higher satisfaction of e-customers

W niniejszym tekście przedmiotem omówienia czynię wybrane aspekty działalności Polskiego Towarzystwa Pedagogicznego, dalej w skrócie: PTP (http://www.ptp-pl.org; ang. Polish Educational Research Association, PERA) na rzecz rozwoju nauk pedagogicznych w Polsce i popularyzacji osiągnięć w kraju i poza jego granicami w latach 2017–2020. W artykule wskazuję tylko na nieliczne przykłady zadań zrealizowanych przez Zarząd Główny Polskiego Towarzystwa Pedagogicznego, wpisujące się w szerokie spektrum jego działania przejawiającego się w działalności naukowej, organizacyjno-programowej i wydawniczo-popularyzatorskiej. Szczególną uwagę poświęcam w pierwszej kolejności charakterystyce, celom i sposobom działania Towarzystwa, członkom i oddziałom terenowym PTP. W drugiej części artykułu omawiam priorytety działania Zarządu Głównego PTP w latach 2017–2020 i najważniejsze jego osiągnięcia.
In the paper, I discuss selected aspects of the activities of the Polish Educational Research Association, hereinafter referred to as PTP (http://www.ptp-pl.org; Polish Educational Research Association, PERA) for the development of pedagogical sciences in Poland and the popularization of achievements in Poland and abroad in the period 2017-2020. In the paper, I point out only a few examples of tasks carried out by the Board of Directors of the PERA, which are part of the broad spectrum of its activities manifested in scientific, organizational and programming activities and publishing and popularization of scientific achievements. I pay special attention to the Society’s characteristics, goals and methods of operation, its members and field branches. In the second part of the article I discuss the priorities for the activities of the PERA’s General Board in the years 2017-2020 and the most important achievements.

Opis:

The article analyses the relationship between language and culture, which shape the linguistic and cultural images of the world. An attempt was made to define the key concepts in the linguistic picture of the world of Ukrainians into words-stimuli – Polish language and culture through free and coherent association experiments. The main semantic relationships in the association fields and the largest semantic spheres in each group of subjects were identified. The article updates the concept of national and cultural image of the world. The importance of scientific intelligence is gaining popularity in connection with the emigration of Ukrainians to Poland. The results of the research may help teachers of Polish as a foreign language understand how the language of Polish and culture are reflected in the linguistic image of the world of Ukrainians. The survey showed that Ukrainians perceive the POLISH LANGUAGE through the prism of Polish culture. This supports the view that the linguistic personality learns the values rooted in the linguistic and cultural image of the world of this linguistic community through the acquisition of a specific foreign language. The combination of the linguistic and cultural image of the world is important for Ukrainians learning Polish in language acquisition, and sometimes identical. The Polish language is perceived by Ukrainians through the prism of Polish culture. Therefore, it helps create associative connections that serve effective and imaginative language learning.
W artykule przeanalizowano związek języka z kulturą, które kształtują językowy i kulturowy obrazy świata. Podjęto próbę określenia kluczowych pojęć w obrazie językowym świata Ukraińców na słowa-bodźce − język polski i kultura polska poprzez swobodne i spójne eksperymenty asocjacyjne. Zidentyfikowano główne powiązania semantyczne w polach asocjacyjnych i zidentyfikowano największe sfery semantyczne w każdej grupie badanych. W artykule zaktualizowano pojęcie narodowy i kulturowy obraz świata. Znaczenie wywiadu naukowego zyskuje popularność w związku z procesami emigracyjnymi Ukraińców do Polski. Wyniki badań mogą pomóc nauczycielom języka polskiego jako obcego zrozumieć, w jaki sposób język polski i kultura znajdują odzwierciedlenie w językowym obrazie świata Ukraińców. Badanie wykazało, że Ukraińcy postrzegają JĘZYK POLSKI przez pryzmat polskiej kultury. Potwierdza to pogląd, że osobowość językowa poprzez przyswajanie określonego języka obcego, poznaje wartości zakorzenione w językowym i kulturowym obrazie świata tej społeczności językowej. Dla Ukraińców uczących się języka polskiego połączenie językowego i kulturowego obrazu świata jest ważne w procesie przyswajania języka, a czasem także tożsame. Język polski przez Ukraińców postrzegany jest przez pryzmat kultury polskiej. W związku z tym pomaga tworzyć pewne powiązania asocjacyjne, które służą skutecznej i pomysłowej nauce języka.

Opis:

Podstawowym zamysłem autorki jest nakreślenie krótkiej historii powstania, struktury i celów działania oraz sposobów ich realizacji przez członków Stowarzyszenia Grona Nauczycielskiego Uniwersytetu Stefana Batorego w Wilnie (USB). Ważną intencją artykułu jest także ukazanie źródeł do dziejów tego Stowarzyszenia, które mogą być wykorzystane do dalszych badań. Stowarzyszenie to działało w latach 1923–1939 i skupiało nauczycieli akademickich Uniwersytetu Wileńskiego. Jego głównym celem było wspieranie rozwoju nauki w ogólności, a przede wszystkim pomoc w przygotowaniu nowej, dobrze wykształconej kadry nie tylko dla szkół wyższych, ale i innych ważnych instytucji w odrodzonym państwie polskim. Nie mniej ważnym celem w programie działania tego Stowarzyszenia była integracja środowiska uniwersyteckiego wokół ważnych zagadnień i spraw naukowych, a także bytowych nauczycieli akademickich oraz ich rodzin. Członkami Stowarzyszenia byli nauczyciele akademiccy wszystkich wydziałów Uniwersytetu Stefana Batorego. Informacje prezentowane w niniejszym szkicu są wynikiem analizy przede wszystkim materiałów archiwalnych znajdujących się w spuściźnie jednego z członków Stowarzyszenia, mianowicie Tadeusza Czeżowskiego, który, przybywszy z Wilna do Torunia, był jednym z twórców uniwersytetu w Toruniu. Materiały te znajdują się w Archiwum Uniwersytetu Mikołaja Kopernika.
The author’s basic intention is to sketch the short history of the foundation, its structure, and the goals of its activities, as well as the ways they are implemented by members of the Teaching Staff Association of Stefan Batory University in Vilnius. Another important intention of the article is to show the sources for the history of this Association, which can be used for further research. This Association was active in the period 1923–1939; it gathered academic teachers from Vilnius University. Its main goal was to support the development of science in general, and above all to help in the preparation of new, well-educated members of the staff not only for universities, but also for the other important institutions in the reborn Polish state. A no less important goal in the Association’s activities was to integrate the university environment around important scientific issues, as well as to care about the living conditions of the students and their families. The members of the Association were academic teachers of all faculties of Stefan Batory University. The information presented in this outline is the result of an analysis primarily of archival materials found in the papers and memoirs of one of the members of the Association, Tadeusz Czeżowski, who at the time of his arrival in Toruń from Vilnius was one of the founders of the University of Toruń. These materials are available in the Archives of the Nicolaus Copernicus University.

This article aims to analyse and assess legal regulations concerning associations as a feature of civil society. In this context, reference is made to the essence of civil society. It should be emphasised that such a society constitutes the foundation of a democratic state under the rule of law. The article presents legal regulations concerning the right to freedom to associate in associations. According to the provisions of the Polish Constitution, the Republic of Poland ensures the freedom of establish and operate trade unions, socio-professional organizations of farmers, associations, citizen movements, and other voluntary unions and foundations, and also guarantees freedom of association to everyone. The article also discusses the notion and attributes of an association, the activities of associations in practice, as well as the problems they face in these areas.The existing legal regulations concerning the establishment and functioning of associations should be assessed positively. However, they are not free of faults. Introducing a less formal process of applying for grants and curbing excessive bureaucracy would be a change for the better in Polish legislation. This would lead to increased cooperation between NGOs and public administration. It needs to be stressed that until non-governmental organisations, including associations, are treated as an equal partner of public administration, we cannot speak about the existence of civil society in Poland.

This time, I would like to introduce the Biocosmological Association that is also linked to the World Congress of Philosophy and the French Neo-Biophilosophy. The society is chaired by Professor Xiaoting LIU (Beijing Normal University) and publishes the electronic journal Biocosmology-neo- Aristotelism. Meetings are held alternately in Beijing and Europe. The theory of Aristoteles, the an- cestor of all studies, is reconsidered in a modern way and the world and the universe are regarded as the movement and development of organic energy. It is similar to realism of Bergson. Creative papers, Nishida and Tanabe are also actively published with the intention of integrating European and Asian philosophies. The editor-in-chief is Professor Konstantin S. KHROUTSKI (Russia, Novgorod Uni- versity), a philosopher and a doctor. So his territory is wide, the area of the journal is diverse.

The article deals with the complex investigation of the content of the draft Association Agreement with the European Union in the context of military collaboration proceeding from the theory of International Law. Special attention is focused on the issues regarding its influence on the military aspects of the state sovereignty of Ukraine. Four main questions are investigated: Does Ukraine have the obligations of an EU member state in the military sphere under the Agreement? What is the nature of Ukraine’s obligations in the military sphere under the Agreement? Does Ukraine have any legal guarantees that protect its own strategic interests in the military sphere in coordinating its defence policy with that of the EU? Are the sovereign rights of Ukraine in the military sphere taken into account in the institutional framework of cooperation under the Association Agreement? The author comes to the conclusion that the deepening cooperation with the EU under this international agreement does not lead to a limitation of the state sovereignty of Ukraine in the military sphere.

The adoption of the Act of 9 March 2017 on the Metropolitan Association of Upper Silesia crowned the long process of creating legal regulations governing the functioning of a metropolis. In the Act a reference is made to a ‘metropolitan association’ which may in practice lead to a confusion due to its semantic similarity to the term ‘municipal association’. A metropolitan association is not a municipal association in the understanding of the laws of self-governing units. It is not permissible either to apply to it provisions governing associations between municipalities, powiats or gminas. It is a new institution of a territorial self-government which will not, however, have any substantial impact on the existing territorial division within the Upper-Silesia Agglomeration.
Uchwalenie 9 marca 2017 r. ustawy o związku metropolitalnym w województwie śląskim wieńczy wieloletni proces tworzenia regulacji prawnych określających tryb oraz zasady funkcjonowania metropolii. Ustawodawca posługuje się terminem „związek metropolitalny”. W praktyce rodzić to może szereg komplikacji z uwagi na podobieństwo nazwy do związku komunalnego. „Związek metropolitalny” nie jest jednak związkiem komunalnym w rozumieniu ustaw samorządowych. Niedopuszczalne jest nawet odpowiednie stosowanie do niego przepisów o związkach międzygminnych, powiatów czy powiatowo-gminnych. Mamy zatem do czynienia z nową instytucją samorządu terytorialnego, której utworzenie nie zmieni sposobu funkcjonowania jednostek zasadniczego podziału terytorialnego na obszarze aglomeracji górnośląskiej.

Opis:

A framework for Similarity-Based Methods (SBMs) includes many classification models as special cases: neural networks of the Radial Basis Function type, Feature Space Mapping neurofuzzy networks based on separable transfer functions, Learning Vector Quantization, variants of the k nearest neighbor methods and several new models that may be presented in a network form. Multilayer Perceptrons (MLPs) use scalar products to compute a weighted activation of neurons, combining soft hyperplanes to provide decision borders. Distance-based multilayer perceptrons (D-MLPs) evaluate the similarity of inputs to weights offering a natural generalization of standard MLPs. A cluster- based initialization procedure determining the architecture and values of all adaptive parameters is described. Networks implementing SBM methods are useful not only for classification and approximation, but also as associative memories, in problems requiring pattern completion, offering an efficient way to deal with missing values. Non-Euclidean distance functions may also be introduced by normalization of the input vectors in an extended feature space. Both the approaches dramatically influence the shapes of decision borders. An illustrative example showing these changes is provided.

This article analyzes the legal preconditions for the harmonization of Ukrainian legislation in the field of competition law with the law of the European Union. Due to its evolution, it is noticeable that competition law has been, and remains, a priority in the harmonization process of Ukrainian legislation. This paper provides a detailed analysis of competition related provisions of the Association Agreement. The latter contains norms on the obligatory approximation of substantial competition law provisions and sets out the necessity to transform their enforcement system. Special attention is paid to the analysis of state aid which currently remains unregulated in Ukraine
Cet article analyse les conditions juridiques préalables rélatives à l’harmonisation de la législation ukrainienne dans le domaine du droit de la concurrence avec le droit de l’Union européenne. En raison de son évolution, il est à noter que le droit de la concurrence a été, et demeure, une priorité dans le processus d’harmonisation de la législation ukrainienne. Cet article fournit une analyse détaillée des dispositions relatives à la concurrence de l’Accord d’association. Ce dernier contient des normes concernant le rapprochement obligatoire des dispositions substa ntielles de droit de la concurrence et énonce la nécessité de transformer leur système d’application. Une attention particulière est accordée à l’analyse des aides d’État, actuellement pas réglementées en Ukraine.

Opis:

It is generally accepted that during the Triassic the composition of tetrapod faunas underwent a series of fundamental transformations, mainly as a result of diversification of archosaurs and decline of therapsids (Benton 1994, 2004, 2006). The last herbivorous basal synapsids, dicynodonts, disappeared from the record in the early Norian of the Americas, about 220 Ma (Langer et al. 2007), being unknown from the Late Triassic of Europe. Here, we report a partially articulated skeleton and isolated bones of a giant rhino−size dicynodont in the Upper Triassic fluvial sediments at Lisowice (Lipie Śląskie clay−pit) in southern Poland. Paleobotanical data indicate an early Rhaetian age for the fauna (Dzik et al. 2008; Niedźwiedzki and Sulej 2008). The dicynodont bones are associated with bones of carnivorous dinosaurs, pterosaurs, as well as capitosaur and plagiosaur amphibians. Dicynodonts were represented in the Germanic Basin throughout the Late Triassic, as proven by findings of smaller dicynodonts in older deposits in the same area, associated there with temnospondyl amphibians. It appears, thus, that the fossil record of tetrapod succession in the Late Triassic was strongly controlled by ecological factors and biased by uneven representation of particular environments. The Lisowice assemblage proves that faunas dominated by dicynodonts did not entirely disappear at least until the end of the Triassic.

Artykuł ma na celu analizę wolności zrzeszania w Rzeczypospolitej Polskiej w kontekście działalności organizacji konsumenckich. Rozważania koncentrują się w szczególności na analizie prawodawstwa w tym zakresie. W artykule dokonano syntezy wybranych aktów prawa międzynarodowego i krajowego w zakresie działania organizacji konsumenckich. Przedstawiono ewolucję ustaw zasadniczych i aktów niższego rzędu w kontekście wolności zrzeszania się w organizacje konsumenckie. Wskazano również na istotę i ideę zrzeszeń mających charakter stowarzyszeń. Ostatnia część artykułu pełni rolę konkluzji, zawiera rozważania na temat rzeczywistej roli organizacji konsumenckich oraz potrzeby realizacji konstytucyjnego prawa wolności zrzeszania.
The article aims to analyze the freedom of association in the Republic of Poland in the context of the activities of consumer organizations. The considerations focus in particular on the analysis of legislation in this area. The article synthesizes selected acts of international and national law in the field of the operation of consumer organizations. The article presents the evolution of the basic laws and acts of a lower level in the context of the freedom of association in consumer organizations. The essence and idea of associations having the character of associations was also indicated. The last part of the article serves as a conclusion and includes considerations on the real role of consumer organizations and the need to implement the constitutional right of freedom of association.

Podstawowym zamysłem autorki jest nakreślenie krótkiej historii powstania, struktury i celów działania oraz sposobów ich realizacji przez członków Stowarzyszenia Grona Nauczycielskiego Uniwersytetu Stefana Batorego w Wilnie (USB). Ważną intencją artykułu jest także ukazanie źródeł do dziejów tego Stowarzyszenia, które mogą być wykorzystane do dalszych badań. Stowarzyszenie to działało w latach 1923–1939 i skupiało nauczycieli akademickich Uniwersytetu Wileńskiego. Jego głównym celem było wspieranie rozwoju nauki w ogólności, a przede wszystkim pomoc w przygotowaniu nowej, dobrze wykształconej kadry nie tylko dla szkół wyższych, ale i innych ważnych instytucji w odrodzonym państwie polskim. Nie mniej ważnym celem w programie działania tego Stowarzyszenia była integracja środowiska uniwersyteckiego wokół ważnych zagadnień i spraw naukowych, a także bytowych nauczycieli akademickich oraz ich rodzin. Członkami Stowarzyszenia byli nauczyciele akademiccy wszystkich wydziałów Uniwersytetu Stefana Batorego. Informacje prezentowane w niniejszym szkicu są wynikiem analizy przede wszystkim materiałów archiwalnych znajdujących się w spuściźnie jednego z członków Stowarzyszenia, mianowicie Tadeusza Czeżowskiego, który, przybywszy z Wilna do Torunia, był jednym z twórców uniwersytetu w Toruniu. Materiały te znajdują się w Archiwum Uniwersytetu Mikołaja Kopernika.
The author’s basic intention is to sketch the short history of the foundation, its structure, and the goals of its activities, as well as the ways they are implemented by members of the Teaching Staff Association of Stefan Batory University in Vilnius. Another important intention of the article is to show the sources for the history of this Association, which can be used for further research. This Association was active in the period 1923–1939; it gathered academic teachers from Vilnius University. Its main goal was to support the development of science in general, and above all to help in the preparation of new, well-educated members of the staff not only for universities, but also for the other important institutions in the reborn Polish state. A no less important goal in the Association’s activities was to integrate the university environment around important scientific issues, as well as to care about the living conditions of the students and their families. The members of the Association were academic teachers of all faculties of Stefan Batory University. The information presented in this outline is the result of an analysis primarily of archival materials found in the papers and memoirs of one of the members of the Association, Tadeusz Czeżowski, who at the time of his arrival in Toruń from Vilnius was one of the founders of the University of Toruń. These materials are available in the Archives of the Nicolaus Copernicus University.

Przepisy o podatku od czynności cywilnoprawnych są dopełnieniem przepisów o podatku od towarów i usług, tj. obejmują przede wszystkim niezawodowy obrót majątkiem. Czynności będące przedmiotem opodatkowania omawianym podatkiem są enumeratywnie wymienione w art. 1 ustawy z dnia 9 września 2000 r. o podatku od czynności cywilnoprawnych [1, dalej „ustawa z dnia 9 września 2000 r.”]. Oznacza to, że czynności nienazwane oraz czynności, które nie zostały wprost wyliczone przez ustawodawcę w powyższym katalogu, nie podlegają podatkowi od czynności cywilnoprawnych. Co więcej, podatkowi temu nie podlegają umowy, które nie mają odpowiednika w art. 1 ust. 1 przywołanej ustawy, nawet jeżeli zawierają elementy umów objętych podatkiem. Skoro ustawa z dnia 9 września 2000 r. zawiera zamkniętą listę czynności podlegających opodatkowaniu, a przy określaniu tego katalogu posługuje się pojęciami prawa prywatnego bądź wprowadza własne pojęcia (np. zmiana umowy spółki), to powstają uzasadnione wątpliwości. Wykorzystanie na gruncie ustawy podatkowej pojęcia prawa prywatnego powoduje konieczność ustalenia, jaki zakres ma pojęcie, które: występuje w prawie podatkowym, oznaczone jest terminem identycznym jak termin używany w prawie cywilnym, nie jest w prawie podatkowym objaśnione, ale jest objaśnione (tj. znany jest jego zakres) w prawie cywilnym. Jedną z czynności podlegających podatkowi od czynności cywilnoprawnych jest umowa spółki i zmiana umowy spółki.
The subject of taxation with this tax are civil law transactions enumerated in art. 1 of the PCC Act. Unnamed civil law transactions as well as activities not listed in the catalog contained in this article are not taxable. The tax on civil law transactions – as an indirect tax – is a complement to the regulations on the tax on goods and services, i.e. it includes primarily reliable turnover of assets. The activities charged with the tax on civil law transactions are enumerated in art. 1 of the PCC Act. This means that those activities that were not explicitly listed by the legislator in the catalog are not subject to the tax. Moreover, this tax does not apply to contracts that have no equivalent in art. 1 clause 1 of the PCC Act, even if they contain elements of contracts subject to tax. Since the Act on PCC contains a closed list of activities subject to taxation, and when defining this catalog, uses the terms of private law or introduces his own concepts (e.g. change in the articles of association), there is reasonable doubt. The use of the notion of private law under the tax law makes it necessary to determine the scope of the concept which: occurs in tax law, has a term identical to the one used in civil law, is not explained in tax law, but is explained (i.e. it is known its scope) in civil law. One of the activities that subject to tax on civil law transactions is the articles of association and amendment to the articles of associatio n.

Opis:

The paper discusses a non-deterministic model for data association tasks in visual surveillance of crowds. Using detection and tracking of crowd components (i.e., individuals and groups) as baseline tools, we propose a simple algebraic framework for maintaining data association (continuity of labels assigned to crowd components) between subsequent video-frames in spite of possible disruptions and inaccuracies in tracking/detection algorithms. Formally, two alternative schemes (which, in practice, can be jointly used) are introduced, depending on whether individuals or groups can be prospectively better tracked in the current scenario. In the first scheme, only individuals are tracked, and the continuity of group labels is inferred without explicitly tracking the groups. In the second scheme, only group tracking is performed, and associations between individuals are inferred from group tracking. The associations are built upon non-deterministic estimates of memberships (individuals in groups) and estimates obtained directly from the baseline detection and tracking algorithms. The framework can incorporate any detectors and trackers (both classical or DL-based) as long as they can provide some geometric outlines (e.g., bounding boxes) of the crowd components. The formal analysis is supported by experiments in sample scenarios, where the framework provides meaningful performance improvements in various crowd analysis tasks.

Maria Sarnik - Konieczna, Secretary General of the Association of Monument Conservators, in her article presents reminiscences and reflections on the thirty years of AMC. She has recalled the first experiences of the Board of Directors of the AMC from the beginning of the 1980s, basic trends in the Association activity, silhouettes of the most eminent colleagues, the most important achievements of the Association and selected current issues connected with monument protection.

Homilia funkcjonuje w języku religijnym jako forma mowy i tekstu. W konsekwencji wchodzi w interakcję z językiem ogólnym (oficjalnym i potocznym). Zachowując równowagę między obroną kanonów piękna wysłowienia a komunikatywnością, chce głosić kerygmat oraz łączyć przeszłość, teraźniejszość i przyszłość wielu pokoleń adresatów. Etymologia polszczyzny w swoim potencjale ewolucji słownictwa na osi temporalnej może służyć tej komunikacji. Użyta w homilii jako tworzywo kaznodziejskie wspomaga proces asocjacji homilijnej. Podpowiada adresatom homilii związki kerygmatu z konkretnymi leksemami zawierającymi w sobie językowe powiązania z chrześcijaństwem osadzonym w historii i kulturze narodu. Takie etymologie mogą też łączyć samych słuchaczy homilii, gdy uświadamiają im podobne doświadczenie na styku polszczyzny i wiary.
Homily functions in religious language as a form of speech and a text. As a consequence it interacts with general language (official and colloquial one). Keeping a balance between defence of cannons of beauty of verbal expression and comprehensibility, a homily wishes to preach kerygma and to unite the past, the present and the future of many generations of listeners. Polish etymology in its potential of evolution of vocabulary on the temporal axis may serve this communication. When used in a homily as preaching material it supports the homily association process. It suggests listeners relations between kerygma and specific lexemes that include linguistic links to Christianity embedded in the history and culture of the nation. Such etymologies may unite listeners themselves, when they become aware of a similar experience at the crossroads of Polish and faith.

Opis:

Polish Youth Association in Szadek was set up in 1919 at the initiative of Jan Anglik. It was then reorganized in the early 1920s by Father Edward Dyja and Dean Antoni Orzechowski. Afterwards it was successively run by Father Jan Stanisław Żak, Father Józef Gołębiowski and Father Jan Przybysz. It consisted of two sections: female youth and male youth. The program of activity was defined by decrees of the secretariat of Włocławek diocese, headed by Father W. Zawadzki, Father A. Radomski, and next by Father S. Pietruszka. The association organized excursions and pilgrimages (e.g. to Częstochowa and Charłupia Wielka). In the field of cultural and educational activity, it organized vocational trainings, days of welfare work, youth rallies, and celebrations on the occasion of religious or national feasts. The aim of the association was formation of young generations of Poles in the spirit of patriotic and Christian values – the youth was involved in religious, social and cultural life of the parish under patronage of the clergy.

Opis:

Arbuscular mycorrhizal fungi (AMF) and dark septate endophyte (DSE) associations were studied in 36 medicinal plant species from 33 genera and 17 families, collected from the Botanical Garden of the Jagiellonian University in Kraków. Arbuscular mycorrhiza (AM) was found in 34 species (94%); 26 were of the Arum-type, 4 – Paris and 4 taxa revealed intermediate morphology. The abundance of AMF hyphae in roots varied with particular species, ranging from 2.5% (Helianthus tuberosus) to 77.9% (Convallaria majalis). The mycelium of DSE was observed in 13 plant species (36%), however, the percentage of root colonization by these fungi was low. Spores of 7 AMF species (Glomeromycota) were isolated from trap cultures established from rhizosphere soils of the investigated plants: Archaeospora trappei (Archaeosporaceae), Glomus aureum, Glomus caledonium, Glomus claroideum, Glomus constrictum, Glomus mosseae, Glomus versiforme (Glomeraceae). Our results are the first detailed report of root endophyte associations of the plant species under study. Moreover, the mycorrhizal status of 14 plant species is reported for the first time.

This article analyses the position of European Parliament (EP) in the question of the lasting from 2010 association process of the South Caucasus countries with the EU. The process is aimed at the establishment of close, extensive political and economic cooperation of the countries with the EU. The author stresses the importance attached by EP to the association negotiations, which according to the Parliament should have a crucial impact on the democratization process in Azerbaijan, Armenia and Georgia. It should be underlined that the development of democracy in those EU’s partner countries is of special interest to EP, which in recognition of their geopolitical importance with its numerous resolutions requires making closer relations with them and even providing the countries with a potential European perspective (Georgia). However the more extensive cooperation of the EU with the countries is made dependent by EP on the incorporation by Azerbaijan, Georgia and Armenia of the values defined as European (democracy, rule of law, protection of human rights etc.). That is why so important for EP are the questions of human rights observance, observance of the rules of democracy and law, including transparency and fairness of the processes in the countries. In case of violating rules constituting foundations for democratic and lawful country’s functioning, EP responds in a determined way and usually takes un unambiguous stand quite often contrasting with more “weighted” opinions of other Union institutions.

The paper presents a water plant community new to Poland - Nymphaeetum albae Vollmar 1947 em. Oberd. in Oberd. et al. 1967, belonging to the i class. It was discovered in fishponds in Pokój near Namysłów, Lasowice Małe near Kluczbork and small ponds in Staniszcze Małe near Opole in Silesia (SW Poland). Floristic composition and ecological requirements of this association are presented in the paper. Nymphaeetum albae is considered to be a rare and endangered plant community in Europe.

Opis:

Professional Ethics Code in Accounting constitutes a set of principles and values of everyday conduct of people whose work is connected with accounting. Accounting is an information system of enterprises, so it forms the basis of reliable management. Therefore information generated by accounting must be credible. Otherwise, the managing process would be based on false reports, which in consequence could lead to a fall of an economic subject, or it would at least cause the loss of clients, cooperators and associates` trust. Accounting Association in Poland as an organization with more than one hundred years` tradition for people connected with enterprise accounting out of concern for reliability and fairness of carried out and registered economic transactions, recommended the first in Poland ethics code directed to accountants as a professional group. Professional Ethics Code in Accounting is a set of norms which aim is to help people connected with accounting solve ethical dilemmas appearing in their job. It can be said that this code is, so to speak, an answer to unfair accusations formulated against accountants being (in some people`s opinion) a group of “criminals in white collars”. It is obvious that there are different people with different characters in each society. Pathologies were and will be present everywhere. Accountants` environment is not free of them, which is proved by accounting scandals in Poland and abroad (for example the case of Enron company in the United States). In order to avoid generalizing, it must be underlined that among the ones connected with accounting, there are a lot of honest people caring about the company`s good name.

The structure of the essay is created with a question about realization of Statutory goals of PTP in the context of other scientific societies. It concerns conducting and popularizing scientific research and promotion of scientific achievement. The review of 35 years of society’s activities gives a conclusion that there was a success on the field of scientific research and publication of their result. At the same time, there is a significant lack of progress towards popularizing educational ideas and creating ground for educational change understood as social activity. Author of the text sees the perspectives for advancement of PTP in „alphabetization of education”.
Strukturę eseju tworzy pytanie o realizację statutowych celów działania PTP, analogicznych wobec celów innych towarzystw naukowych. Dotyczą one uprawiania i popierania  badań naukowych przez udział członków w rozwoju odpowiednich dyscyplin oraz propagowania uzyskiwanych wyników i społecznego popularyzowania osiągnięć poznawczych. Przegląd wybranych elementów 35 lat działalności Towarzystwa daje podstawę do konstatacji, że uzyskano sukcesy w zakresie badań naukowych i publikacji, natomiast niewystarczająco realizowano cel społecznego obiegu myśli pedagogicznej sprzyjającej zmianie edukacji pojmowanej jako ruch i dzieło społeczne. Perspektywy rozwoju Polskiego Towarzystwa Pedagogicznego dostrzega autorka w uprawianiu „alfabetyzacji edukacyjnej”.

Opis:

TheMiddle and Late Cambrian deposits of the Łysogóry Unit and the Early and Middle Cambrian deposits of the East European Craton form part of an extensive siliciclastic sedimentary prism that was deposited on a tide and storm influenced continental shelf. In SE Poland, the proximal part of the Cambrian passive margin sedimentary prism of the East European Craton (Baltica) corresponds to the Łysogóry Unit whereas the NE part of the Małopolska Massif is thought to represent its distal part. Based on sedimentological criteria, the Cambrian siliciclastic association appears to indicate that the Łysogóry Unit and Małopolska Massif were not detached from Baltica during the breakup of the Precambrian Rodinia supercontinent, thus casting serious doubt on the exotic terrane nature of the Holy Cross Mts. Neither the Łysogóry Unit nor the Małopolska Massif are terranes in so far as they were not subject to lateral translations along the margin of Baltica. The Cambrian phases of Caledonian deformations in the Holy Cross Mts. may be explained in terms of rotational block movements controlled by large-scale listric normal faults dipping off the craton.

The article presents the history of the Polish Teachers Association (Stowarzyszenie Nauczycielstwa Polskiego – SNP) in Vilnius which was established in 1896 as a secret society under the name of Schoolmistress Circle (Koło Nauczycielek). It presents the association’s evolution, basic objectives of operation and problems faced by the organizers and the teachers against a background of political and social events. The authors of the work present the schools of the Association, their origin, starting from organization of the so-called group lessons (junior high school courses) which laid foundation for the future junior high schools (for boys named after King Sigismund August and Joachim Lelewel and for girsl named after Eliza Orzeszkowa), the curricula, financial issues, problems with premises etc. Education in these schools was mostly provided to students who in the Russian Empire attended junior high, secondary and trade schools. The time frame of this work starts in 1896 (when the Association was established) and ends in 1921 when schools within the Association were partly taken over by the state.The above issues have been presented by the authors mostly on the basis of source materials stored in the National Historical Archive in Vilnius (Materials of the Scientific Society of the City of Vilnius).

Artykuł recenzyjny został poświęcony publikacji Grzegorza Krawca pt. „Ustawa o kołach gospodyń wiejskich. Komentarz”. Na podstawie ustawy z o kołach gospodyń wiejskich z dnia 9 listopada 2018 r. powstała oddzielna formuła organizacyjna dla KGW, które stanowią dobrowolne, niezależne i samorządne społeczne organizacje mieszkańców wsi. W oparciu o poprzednio obowiązujące przepisy prawa, KGW mogły być tworzone w ramach kółek rolniczych jako ich samodzielne jednostki. Mogły również funkcjonować w formie stowarzyszeń. Istotnym rozwiązaniem ustawowym jest nadanie KGW osobowości prawnej, co pozwala im na prowadzenie działalności gospodarczej na własny rachunek i korzystanie z finansowego wsparcia środkami publicznymi. KGW działa na podstawie uchwalonego statutu, który określa w szczególności: nazwę i siedzibę koła, przedmiotowy i terytorialny zakres działalności koła, cele i zadania koła oraz środki ich realizacji, sposób nabywania i utraty członkostwa, majątek koła oraz sposób dysponowania tym majątkiem, sposób reprezentowania koła na zewnątrz, prawa i obowiązki członków, organy koła i ich kompetencje, warunki podejmowania i ważności uchwał organów koła, tryb zmiany statutu oraz likwidacji koła.
The review article was devoted to the publication by Grzegorz Krawiec entitled „The act on rural housewives’ circles. Comment”. On the basis of the Act on Rural Housewives’ Circles of November 9, 2018, a separate organizational formula was created for KGW, which are voluntary, independent and self-governing social organizations of rural residents. Based on the previously applicable legal regulations, KGW could be established within agricultural circles as their independent units. They could also function in the form of associations. An important statutory solution is to grant KGW a legal personality, which allows them to run a business on their own account and benefit from financial support from public funds. KGW operates on the basis of the adopted statute, which specifies in particular: the name and seat of the circle, the objective and territorial scope of the circle’s activities, goals and tasks of the circle and the means of their implementation, the method of acquiring and losing membership, the assets of the circle and the method of administering these assets, the way of representing the circle. outside, the rights and obligations of members, the bodies of the circle and their powers, the conditions for adopting and valid resolutions of the bodies of the circle, the procedure for changing the statute and liquidating the circle.

The European Union (EU) represents a certain partnership and alliance between states and countries. It is not governed as the United States of America, nor intergoverned as the United Nations. Member States of the EU are sovereign countries united to become privileged and globally successful. Every enlargement of the Union is significant, but the fifth enlargement has been recognised, so far, as the most significant, showing the unification of Eastern and Western Europe. However, the most significant enlargement is yet to come with the Western Balkan countries becoming Member States of the EU (Serbia, Bosnia and Herzegovina, Montenegro, Albania, Kosovo and North Macedonia), considering the political and economic situation of the region. The European Commission has proposed the Stabilization and Association Process (SAP) for South East Europe, as the most significant frame for the EU to ensure relations with the Western Balkan countries and to direct its overall enlargement policy to this part of Europe. Associations of the Western Balkans are usually negative, referring to weak economic development, wars and political instability, which have led to the pre-accession strategy for the EU membership known as the Stabilisation and Association Agreement (SAA). The aim of this paper is to present the progress of the Western Balkan countries towards the EU membership, their current state, and the problems they face on that path and to explain the SAP and the SAA.

Opis:

This paper discusses the floristic structure, distribution and habitat requirements of a new aquatic syntaxon, Stuckenietum amblyphyllae ass. nova. Patches of the Stuckenietum amblyphyllae association occur in the Pamir Alai Mountains in Middle Asia (Tajikistan). The biotope of this community represent high mountain rivers and ponds at the bottom of glacial river valleys situated at elevations between 1900 and 3800 m. Patches of the Stuckenietum amblyphyllae association are characterised by a clear predominance of the typical species, i.e. Stuckenia amblyphylla, which occupies an aerial extent of between near 40 up to 90% of the surface studied. Patches of the community are poor in species, comprising a maximum of five taxa. Among associated species mainly rush, aquatic, meadow and marsh taxa have been noted. The Stuckenietum amblyphyllae community prefers cold, open, alkaline waters with medium flow-rate, ranging in depth from 15 to 75 cm. It is also, but rarely, found in the mountain ponds. Together with the Stuckenia filiformis community it designates in the Pamir Alai Mountains the upper limit of aquatic vegetation.

Opis:

Typhetum laxmannii (Ubrizsy 1961) Nedelcu 1968 is a plant association new to Poland, built by an expansive kenophyte - Typha laxmannii Lepech. This paper presents the general distribution of both, the species and the association, paying particular attention to the area of Europe and Poland where, in recent years, many new locations as well as an increasing participation in vegetation cover have been observed. The habitat preferences of Typhetum laxmannii, the floristic composition of the association and its geographical differentiation within the occupied area are described. The current distribution of the association in Poland is presented on the cartogram map 10x10 km and possible expansion routes are suggested.

Modern physical culture was one of the many important processes that have taken over the political, social, and cultural life in Germany in the second half of the 19th century. At the turn of the 19th century in Germany, two big middle-class organizations have been formed to deal with physical activity affairs: the German Gymnastics Association (Deutsche Turnerschaft; the Turnverein) and dynamically-growing English sports. The paper demonstrates the relations between the Turnverein movement and the world of sport in Germany at the beginning of the 20th century. The German Gymnastics Association, an organization founded in the 60s of the 19th century, had long-time achievements initiated by the work of Friedrich Ludwig Jahn. Simultaneously, the world of sport in Germany was concentrated on the newly-founded in 1904 German Olympics Committee – primary organization bringing together several various federations of sport disciplines. It was an organization primarily brought into existence to coordinate the debut appearance of the German Empire in the restored by P. Coubertain Olympic Games.

This paper contains a short description a history Chamber of Experts of Polish Electrical Engineers Association (SEP). The chamber was created in 1959. The proper target of this occurrence was consulting, expert opinions, technical expertise and consultation for outside companies and institutions. The field of these works was various electrical disciplines as power energy, electrical installations, electrical machines and engines, electronics, telecommunications, computers and others. This paper is divided into two parts. First part contain first 40 years of activity and second part show the last 15 years. In first part the structural transformation of chamber is presented and second part contains the economic results as values of important data.
W prezentowanym artykule przedstawiono zarys historii Izby Rzeczoznawców Stowarzyszenia Elektryków Polskich. Została ona utworzona w 1959 roku, a jej celem było prowadzenie doradztwa, rzeczoznawstwa technicznego, ekspertyz i konsultacji w zakresie szeroko pojętej dziedziny elektryki. Tekst podzielono na dwie części. W pierwszej części zawarto opis pierwszych 40 lat działalności, a w drugiej ostatnie piętnastolecie. Pierwsza część zawiera opis przemian strukturalnych Izby, a w drugiej części przedstawiono dane liczbowe działalności z okresu ostatnich 15 lat. Działalność merytoryczna w Izbie skupiona jest w 27 działach specjalistycznych, którymi kierują powoływani na każdą kadencję wybitni fachowcy. Wszystkie prace są prowadzone w 27 ośrodkach rzeczoznawstwa działających w poszczególnych oddziałach. Prace te prowadzi ok. 1000 powołanych rzeczoznawców i ok. 500 specjalistów. Można zauważyć, że w 1998r. było ponad 2500 rzeczoznawców i ponad 1500 specjalistów. Liczba ta systematycznie zmniejsza się. W artykule przedstawiono także jak zmienia się liczba zleceń w poszczególnych latach.

The paper presents a rush community new to Poland - Scirpetum radicantis Hejny in Hejny et Husak 1978 em. Zahlh. 1979, belonging to the Phragmition alliance. It was discovered in fishponds near Olesno in Silesia (SW Poland). The floristic composition and the ecological requirements of this association are presented in the paper. Scirpetum radicantis is considered to be a very rare and endangered plant community in Europe.

Opis:

A novel method is presented for mining fuzzy association rules that have a temporal pattern. Our proposed method contributes towards discovering temporal patterns that could otherwise be lost from defining the membership functions before the mining process. The novelty of this research lies in exploring the composition of fuzzy and temporal association rules, and using a multi-objective evolutionary algorithm combined with iterative rule learning to mine many rules. Temporal patterns are augmented into a dataset to analyse the method’s ability in a controlled experiment. It is shown that the method is capable of discovering temporal patterns, and the effect of Boolean itemset support on the efficacy of discovering temporal fuzzy association rules is presented.

Opis:

The purpose of this study is to examine the conditions required for the application of association analysis in the identification of the collusive behaviour of contractors in public tenders. It also focuses on determining the values of the confidence and lift measures that will describe the rules specific to a tender cartel. Worldwide research has aimed to develop effective and easy‑to‑use screening tests to identify cartel cases in public procurement. The recent research focuses on price (its distribution, variance, range) and classifiers allowing for detection of contractors whose mode of operation deviates from that commonly observed. This study follows the direction of current research. The main results of the study include the confirmation of the applicability of the method for the detection of colluding entities and the determination of the value of the confidence and lift measures specific to cartel cases. The policymakers, law enforcement agencies, contracting authorities and competitors of the cartels can use the proposed method to eliminate or at least to limit the scale of the problem. The main shortcoming of the application of the results is the inability to apply them to cartels pursuing an avoidance strategy. Further research will be conducted to develop a conceptual application of association analysis to all cartel strategies.
Celem niniejszego artykułu jest zbadanie warunków niezbędnych do zastosowania analizy asocjacji w wykrywaniu zmów zawieranych przez wykonawców zamówień publicznych. Koncentruje się ono na określeniu wartości parametrów zaufania (confidence) oraz podniesienia (lift), charakteryzujących reguły asocjacyjne właściwe dla zachowania się uczestników zmowy przetargowej. Aktualnie prowadzone na świecie badania ukierunkowane są na opracowanie względnie łatwych w użyciu narzędzi, pozwalających na skuteczne ujawnianie przypadków karteli przetargowych. Podejmowane dotychczas próby ich opracowania skupiały się na analizie cen (rozkład, wariancja, rozstęp) oraz klasyfikatorach pozwalających na wykrycie wykonawców, których zachowanie w procedurze przetargowej odbiega od powszechnie obserwowanego. Analiza prezentowana w niniejszym artykule wpisuje się w ten kierunek badań. Do głównych wniosków z przeprowadzonej analizy zalicza się: potwierdzenie możliwości zastosowania analizy asocjacji do wykrywania zmów przetargowych oraz określenie wartości miar zaufania i podniesienia do identyfikacji podmiotów działających w sposób typowy dla karteli. Zaproponowana metoda może zostać zastosowana przez organy ochrony prawa, zamawiających oraz konkurentów, w celu wyeliminowania lub przynajmniej ograniczenia skali występowania porozumień przetargowych. Główną, zidentyfikowaną wadą proponowanej metody jest brak możliwości zastosowania do karteli realizujących strategię unikania konkurencji. Planowane jest prowadzenie badań ukierunkowanych na rozwinięcie użyteczności proponowanej metody na wszystkie strategie możliwe do zastosowania przez uczestników zmowy.

The subject of this paper is the position of the mother and child in the penitentiary system, and its purpose is to show how and in what conditions the children of imprisoned women function. It presents various points of view on the daily performance of maternity duties by convicted women in penal institutions and analyses the issue of the development and behavior of children in these circumstances

Opis:

Z chwilą odzyskania przez Polskę niepodległości w 1918 roku pojawiła się konieczność podjęcia zdecydowanych działań na rzecz tworzenia infrastruktury profilaktyki zdrowotnej i godnego wypoczynku. Tymczasem państwo polskie nie mogło przeznaczać znaczących środków na budowę sanatoriów, domów zdrowia czy domów wypoczynkowych. Na początku lat 20. XX wieku było już powszechnie wiadomo, że tego typu placówki i ośrodki będą w dużej mierze wznoszone i prowadzone w oparciu o system dobrowolnych opodatkowań obywateli polskich. Pierwsze tego typu inwestycje realizowały środowiska nauczycielskie. Około 6 tysięcy nauczycieli było zrzeszonych w Towarzystwie Nauczycieli Szkół Średnich i Wyższych (TNSŚiW). Inauguracyjną placówkę zbiorowego wypoczynku towarzystwo uruchomiło w 1929 roku na Helu, drugą w 1933 roku w Krynicy i trzecią w 1934 roku w Orłowie Morskim (dzisiejsza Gdynia). W toku przeprowadzonych badań akcja budowania własnych domów turystyczno-wypoczynkowych przez nauczycieli szkół średnich i wyższych jawi się nam jako dobrowolny, znaczący ruch społeczny, w którym ważną rolę pełnią też akcenty patriotyczno-obywatelskie.
When Poland regained its independence in 1918, there was a need to take decisive action to build health prevention and rest with dignity infrastructure. Meanwhile, the Polish State couldn’t allocate significant funds to build sanatoriums, health houses and holiday houses. At the beginning of the twenties of the twentieth century, it was already known that such institutions and centers would be largely, mostly erected and run on the basis of the voluntary tax system of Polish citizens. The first of this type of investment were carried out by teachers’ environments. Approximately 6,000 teachers were members of The High School and College Teachers’ Association. The association launched inaugural collective recreation facility in 1929 in Hel, second one in 1933 in Krynica and third one in 1934 in Orłowo Morskie (now Gdynia). In the course of the research, the action of building their own tourist houses by high school and college teachers, it appears to us as a voluntary, significant social movement where also patriotic-civil accents play an important role.

Celem artykułu jest prześledzenie, na przykładzie osoby ks. Stanisława Owczarka (1905-1981), roli, jaką „księża patrioci” pełnili w działalności Zrzeszenia Katolików „Caritas”. Ksiądz Owczarek był kapłanem archidiecezji warszawskiej, aktywnym działaczem ugrupowania „księży postępowych”, jednym z nielicznych, którzy angażowali się w obu odsłonach ruchu: w Komisji Księży przy Związku Bojowników o Wolność i Demokrację oraz w Zrzeszeniu Katolików „Caritas”. W swoich wspomnieniach pt. Być zaangażowanym - być księdzem, które wydano drukiem już po jego śmierci, opisał meandry powstania oraz funkcjonowania Caritas pod auspicjami komunistów. Krytyczna analiza autobiografii ks. Owczarka jako źródła do badań nad historią ruchu tzw. księży patriotów może przynieść odpowiedź na pytanie, dlaczego duchowni rzymskokatoliccy, wbrew swoim zwierzchnikom, decydowali się na współpracę z komunistami. Chociaż praca ze wspomnieniami jako źródłem historycznym niesie za sobą wiele niebezpieczeństw, to konfrontacja z innymi źródłami archiwalnymi oraz obecnym stanem wiedzy o historii Zrzeszenia Katolików „Caritas” może pozwolić na nowe spojrzenie na ten temat oraz stanowić zachętę do dalszych badań.
The goal of this article is to ascertain the role of patriot priests in the Association of Catholics Caritas on the basis of priest Stanisław Owczarek (1905–1981). Priest Stanisław served in the Warsaw archdiocese and was an active member of both sides of the patriot priests movement, in the Committee of Priests (pol. KK) attached to Society of Fighters for Freedom and Democracy (pol. ZBoWiD) and in the Association of Catholics Caritas (pol. ZKC). In his memories called Być zaangażowanym – być księdzem, which were printed after his death, he described the meandering process of the founding of Caritas with the communist blessing. A critical analysis of priest Owczarek’s autobiography as a historical source on patriot priests may bring the answers as to why the Roman Catholic clergy decided to work with the communists, despite the disapproval of their superiors. Even though using someone’s memories as a historical source is dangerous, when compared to other archival sources and the current information on Association of Catholics Caritas, it may bring a new outlook on this subject and may encourage a further study

Kazimierz Władysław Kumaniecki był prawnikiem administratywistą i konstytucjonalistą oraz statystykiem, inicjatorem powstania i współzałożycielem Polskiego Towarzystwa Statystycznego (PTS), powołanego do życia w Krakowie w 1912 r. Celem artykułu jest omówienie dorobku naukowego i działalności organizacyjnej Kumanieckiego, z uwzględnieniem jego zaangażowania w sprawy publiczne i zainteresowań badawczych oraz poglądów. Kumaniecki jest uważany za jednego z twórców polskiej szkoły statystycznej. Prowadzone przez niego badania statystyczne, szczególnie w dziedzinie demografii, ekonomii, finansów i prawa, przyczyniły się do lepszego zrozumienia kwestii związanych ze społeczeństwem i gospodarką Polski. W ramach działalności PTS Kumaniecki opracował, wspólnie z Adamem Krzyżanowskim, zbiór informacji statystycznych pt. Statystyka Polski, który ukazał się w 1915 r. Szczególna wartość tego dzieła polega na przedstawieniu rozwoju społeczno-gospodarczego na ziemiach polskich we wszystkich trzech zaborach.
Kazimierz Władysław Kumaniecki was a lawyer specialised in administrative and constitutional law and a statistician. He was the initiator and co-founder of the Polish Statistical Association, established in Kraków in 1912. The aim of the paper is to present Kumaniecki’s scientific achievements and organisational activity, focusing on his involvement in public issues, the areas of his scientific interests and his views. Kumaniecki is regarded as one of the creators of the Polish statistical thought. His statistical research, especially in the field of demography, economics, finance and law contributed to the better understanding of social and economic issues in Poland. In the framework of the activity of the Polish Statistical Association, Kumaniecki and Adam Krzyżanowski compiled a set of statistical information published as a book entitled Statistics of Poland (Pol. Statystyka Polski) published in 1915. This work’s special value lies in the fact that it presented the social and economic development in all the three partitions of Poland.

W artykule omówiono cztery wybrane prace przedstawione na tegorocznej konferencji Brytyjskiego Stowarzyszenia Soczewek Kontaktowych (BCLA, British Contact Lens Association). Potwierdzają one, że „oddychające” silikonowo- hydrożelowe soczewki kontaktowe, w połączeniu z systemem pielęgnacyjnym na bazie nadtlenku wodoru, są obecnie optymalnym rozwiązaniem, jakie specjalista kontaktolog może zaoferować swoim pacjentom.
In this article you will find abstracts of four works presented during the last BCLA conference, together with my short comments on their topics. These works confirm that „breathable” silicone hydrogel contact lenses together with peroxide contact lens care system are the optimal option, which could be offered by eye care specialists for their patients.

Opis:

Wydajność transportu pasażerskiego w tym lotnictwa cywilnego, jest kluczowa dla światowej gospodarki. Jednym z głównych czynników oceny linii lotniczych przez pasażerów jest punktualność. Należy tu uwzględnić również fakt, że sieć połączeń między lotniskami na całym świecie jest niezwykle skomplikowana. Powyższe fakty prowadzą do wniosku, że można stworzyć narzędzie, które pomoże pasażerom planować ich podróż w sposób optymalny. W niniejszym artykule do analizy ponad 7 milionów lotów na terenie Stanów Zjednoczonych, zastosowano reguły asocjacyjne. Dane pozyskano z Departamentu Transportu USA i obejmują one loty, które odbyły się w 2008 roku.
The efficiency of air passenger transport in world's economy is crucial. For this kind of flights, one of the most important features is punctuality. The network of connections between the airports, very often is significantly complicated. It leads to the conclusion that there is a need to do some research in this field which will help the passengers to plan their optimal journeys. In this paper one of the data mining techniques (association rules) was applied to the analysis of flights' delays. The data consists of over 7 millions records was taken from the US Department of Transportation (year 2008) [2]. Then the research was carried out and conclusions were described.
