Opis:: The relevance of the topic due to the decision of problems of the economy of resources in heating systems of vehicles. To solve this problem we have developed an integrated method of research, which allows to solve tasks on optimization of parameters of heat exchangers vehicles. This method decides multicriteria optimization problem with the program nonlinear optimization on the basis of software with the introduction of an array of temperatures obtained using thermography. The authors have developed a math-ematical model of process of heat exchange in heat exchange surfaces of apparatuses with the solution of multicriteria optimization problem and check its adequacy to the ex-perimental stand in the visualization of thermal fields, an optimal range of managed pa-rameters influencing the process of heat exchange with minimal metal consumption and the maximum heat output fin heat exchanger, the regularities of heat exchange process with getting generalizing dependencies distribution of temperature on the heat-release surface of the heat exchanger vehicles, defined convergence of the results of research in the calculation on the basis of theoretical dependencies and solving mathematical model.
Актуальность темы обусловлена решением задач ресурсоэнергосбе-режения в системах обогрева транспортных средств. Для решения данной проблемы разработан комплексный метод исследований который позволяет решать задачи оптимизации параметров теплообменных аппаратов транспортных средств. Данный метод решает многокритериальную задачу оптимизации с помощью програм-мы нелинейной оптимизации на базе программного комплекса с введением массива температур полученных с помощью тепловизионной съемки. Авторами разработана математическая модель процесса теплообмена на теплообменных поверхностях аппаратов с решением многокритериальной задачи оптимизации и проверкой ее адекватности на экспериментальном стенде при помощи визуализации тепловых полей, сформирован оптимальный диапазон управляемых параметров, влияющие на процесс теплообмена при минимуме металлоемкости и максимуме теплопроизводительности ребра теплообменного аппарата, определены закономерности процесса теплообмена с получением обобщающих зависимостей распределения температуры на теплоотдающей поверхности теплообменного аппарата транспортных средств, определена сходимость результатов исследований при расчете на основании теоретических зависимостей и решения математической модели.

Opis:: The article presents opportunities for the Intelligent Transport System for the city of Wroclaw. In the first part the authors illustrate the current state of the system. The next section presents the results of studies into roads in the city of Wroclaw. The survey respondents were included, i.e. drivers, transport companies and employees of the police, the ambulance and fire brigade. The Author’s research tool was a questionnaire, and the study was conducted using a diagnostic survey. The remaining results show some disadvantages of the system and new perspectives of its development. On the basis of studies the authors presented improvements of the overall architecture of the system. This will allow the police and internships brigades to work more efficiently with primarily alert.

Opis:: The purpose of the article was to present the development of transport systems in the European Union (EU) in comparison with alterations in the European transport systems which should be conducted till I decade of XXI century. The changes of quantity and work structure which were recorded in 1995–2008 both in passenger and goods transport led to the predominance of transport by car. Current tendencies and future aims indicate a need for satisfying the increasing demand for availability with accordance to great fears which sustainable development concern. The better integration of various transport systems is the most urgent goal currently. It will lead to general improvement of transport system’s effectiveness.

Opis:: Intelligent Transport System (ITS) in the city and the metropolitan area should be linked to the Mobility Policy (MP) formulated and implemented for this area. On the one side, the implementation of the ITS is one of the MP tools. On the other side, the specific parameters of the ITS (algorithms, tools, efficiency measures) associated with the elements of MP such as its objectives, zoning, priorities. On the basis of the review of model components of MP and IT’S THE common elements and significant correlation are summarized. The theoretical considerations are supplemented with examples from Wroclaw. This article is a continuation of the author’s work and thoughts published under the title of both issues. At their beginning the basic elements of MP and ITS are defined. Then, the ITS is described as a tool in the context of MP’s objectives, zoning and priorities. Next, the ITS parameters such as algorithms, tools, efficiency measures are defined in terms of the MP. Later, the author summarizes the common characteristics and significant correlation between ITS and MP. This allows to provide dedicated solutions to Wroclaw. The summary of the article are desirable directions of integration between MP and ITS. The key issue is here the implementation of integration of management and development among MP and ITS.

Opis:: This paper presents the main aspects concerning the systemic approach to the problem of interoperability of rail transport. Follow decision about the opening of the EU market and transport services for rail transport, the European Parliament and of the Council have introduced a number of interoperability directives for implement interoperability on the rail system in EU. Their goal was to get the integration of rail transport systems, despite the differences in control -command and signaling systems, power supply and operation system, to be rich on the safe and not disrupted train running over the different countries (different infrastructure managers). The article indicated the main areas in the railway system which are depends on strongly of the interoperability implementation.

Opis:: Making rational decisions about the planning and designing the traffic management in the city requires a proper description of traffic flows following through the various elements of the transportation network. This issue is the subject of many studies, resulting in a wide variety of models used in this field. Generally they can be divided into two main groups: models describing the distribution of traffic flows in the transportation network and models describing the transition of traffic flow by individual elements of the transportation network. This article reviews the models used to describe the traffic shaping in such an arrangement. Then the way of describing traffic flows, which may be used in the construction and calibration of dynamic traffic models has been formalized. The article also includes a calculation example with application of the proposed description of the components of traffic flows on the link of urban network.

Opis:: One of the main objectives of all larger cities is to ensure effective transportation of people. There are two ways; how this objective can be reached –building of new infrastructure and effective using of the existing one. Because of the narrow streets and density of existing buildings within the city, in most cases it is not possible to extend current infrastructure. Hence, the second way is the only possible solution for such cities. Well-functioning management system improves the flow of traffic, reduces road accidents, and improves the comfort during transportation. Public transport is able to satisfy the transport requirements of a much larger number of passengers and acts more favourably than private transport in urban areas. Therefore building a public transport system of high quality, which also means public transport priority on the signal controlled junctions, is the key part of reaching the objective of ensuring effective transportation of people. In 2011, there were reconstructed roads around the Aupark Shopping Centre in Žilina. The paper is focused on traffic situation of the street Veľká Okružná; which was also rebuilt during the reconstruction. Based on microscopic modelling and road accidents data this paper compares two variants: (1) current traffic situation of this street and (2) the traffic situation, when the public transport priority was implemented during the reconstruction.
Jednym z głównych celów działania w każdym większym mieście jest zwiększenie efektywności transportu osób. Są dwa sposoby na osiągnięcie tego celu - wybudowanie nowej infrastruktury oraz efektywne użycie obecnie istniejącej. Ze względu na wąskie uliczki oraz gęstość istniejących zabudowań wewnątrz miasta w większości przypadków nie jest możliwe rozbudowanie istniejącej infrastruktury. Wskutek tego drugie wyjście jest jedynym możliwym dla takich miast. Dobrze funkcjonujący system zarządzania wzmacnia przepływ ruchu, redukuje wypadki drogowe oraz zwiększa komfort przejazdu. Transport publiczny jest w stanie zaspokoić wymagania transportowe znacznie większej liczby pasażerów i działać korzystniej niż transport prywatny w przestrzeni miejskiej. Dlatego też budowa wysokiej jakości systemu transportu publicznego, co również oznacza pierwszeństwo transportu publicznego na skrzyżowaniach sygnalizacyjnych, jest kluczową częścią osiągnięcia celu, jakim jest efektywny transport osób. W 2011 r. zrekonstruowano drogi wokół centrum handlowego Aupark w Žilinie. Artykuł ten jest skoncentrowany na sytuacji transportowej 2010 roku która również była przebudowana w czasie rekonstrukcji. Z wykorzystaniem modelowania mikroskopowego oraz danych o wypadkach drogowych praca porównuje dwa warianty: (1) obecną sytuację na drogach oraz (2) sytuację na drogach przy pierwszeństwie transportu publicznego wprowadzonego w trakcie rekonstrukcji.

The collected knowledge, experience and studies, particularly connected with European Frame ITS architecture, can be a useful start point both to drawing up Polish domestic ITS architecture, as well as to adopting institutional arrangements, allowing for her effective applications and wide approval.

Opis:: The paper subject is the concept of a system for monitoring the operation of a pipeline transport network using telematics for the needs of the oil industry on a selected example. Transport telematics allows to deliberately influence the proces of moving cargo/ data using the elaborated deliberate decisions, as a result of the prior analysis of information and knowledge obtained using a dispersed system of sensors associated with means of pipeline transport, infrastructure, environment and man. The concept of the process of monitoring the technical condition of pipelines for the purpose of ensuring the required efficiency of the transport system and decisions regarding the process of their operation using a dedicated distributed monitoring system of selected operational parameters will be presented. In particular, the paper will focus on the location and categorization of pipe damages.

Opis:: The analysis of passenger transport, being made in recent years, indicate that Poland is one of the fastest developing countries in Europe, also in this aspect. It is envisaged that GA traffic will increase until 2012 by approximately 4 % annually. More and more people use air transport, the amount of available connections is increasing as well as the amount of passengers served. Such development we owe, first of all, to entering Poland into the European Union and full opening of polish airspace. All this constitute great opportunity to firms and air traffic operators but also considerable challenge in the form of necessary adaptation of infrastructure to market demands. It is assumed that further development of air transport in Poland will be supported by liberalization of air traffic law regulations, both domestic and international, including liberalization of international agreements, which would make possible construction of new airports, opening new connections and entering into polish marketplace new air carriers. Indispensable condition of proper utilization of growth potential is constant development of airport infrastructure and increasing effective usage of airspace in a way, which ensures necessary capacity to intensifying air traffic.
Analizy przewozów pasażerskich w ostatnich latach wskazują, że Polska jest jednym z najszybciej rozwijających się krajów Europy. Prognozuje się, że ruch GA będzie wzrastał średnio o 4% rocznie do 2012 roku. Coraz więcej osób korzysta z transportu lotniczego, zwiększa się liczba połączeń i obsługiwanych pasażerów. Rozwój ten zawdzięczamy przede wszystkim wejściu Polski do Unii Europejskiej i pełnemu otwarciu polskiego nieba. To ogromna szansa dla przedsiębiorstw jak i operatorów lotniczych, ale także istotne wyzwanie polegające na konieczności dostosowania infrastruktury do potencjału rynku. Zakłada się, że dalszemu rozwojowi przewozów lotniczych w Polsce sprzyjać będzie liberalizacja prawa lotniczego zarówno krajowego, jak i międzynarodowego, w tym liberalizacja umów międzynarodowych, umożliwiająca budowę nowych lotnisk, otwieranie nowych połączeń i wkraczanie na polski rynek nowych przewoźników. Warunkiem właściwego wykorzystania potencjału wzrostu jest ciągły rozwój infrastruktury lotniskowej oraz zwiększanie efektywności wykorzystania przestrzeni powietrznej w sposób zapewniający niezbędną przepustowość dla rosnącego ruchu lotniczego.

Opis:: Celem analizy było zbadanie, w jakim stopniu sytuacja pandemiczna wpłynęła na ocenę wskaźnikową miejskiego systemu transportowego w Rzeszowie. Dane wykorzystane w badaniu pochodzą z bazy danych źródłowych Zintegrowanego Systemu Zarządzania Zarządu Transportu Miejskiego w Rzeszowie. Swoim zakresem przestrzennym obejmują obszar Rzeszowa oraz podmiejskie miejscowości objęte rzeszowską komunikacją miejską w okresie czterech tygodni października w latach 2019–2020. Dokonana analiza wskazuje na zdecydowany spadek dziennej liczby przewiezionych pasażerów przy jednoczesnym nieznacznym obniżeniu wykonanych wozokilometrów. Zmniejszony ruch samochodowy oraz korekcja rozkładów jazdy w obrębie czasów międzyprzystankowych doprowadziły do poprawy punktualności kursowania autobusów. Czynnikami determinującymi opisane skutki są m.in. wprowadzenie nauki i pracy zdalnej, ograniczenie bądź brak dostępu do produktów i usług, a także prowadzenie negatywnej narracji odnoszącej się do komunikacji miejskiej. Osiągnięcie wskaźników sprzed pandemii będzie możliwe w wyniku reorganizacji oferty przewozowej, zmianie taryfy biletowej uwzględniającej podmiejskiego przewoźnika autobusowego, a także kontynuacji wymiany taborowej. Wszystkie opisane działania powinny zostać poprzedzone szeroko zakrojoną kampanią społeczną, promującą miejski transport zbiorowy.
The aim of the analysis was to measure to what extent the pandemic situation influenced the index assessment of the urban transport system in Rzeszów. The data used in the study come from the source database of the Integrated Management System of the Public Transport Authority in Rzeszów. Its spatial scope covers the area of Rzeszów and suburban towns covered by Rzeszów public transport in the period of four weeks of October in the years 2019–2020. The analysis shows a definite decrease in the daily number of passengers transported with a non-significant decrease in the performed vehicle kilometers. Reduced car traffic and the adjustment of timetables within the inter-stop times resulted in improved punctuality of bus services. Determinants of these effects include the introduction of remote learning and working, limited or no access to goods and services, and a negative public transport narrative. Achieving the pre-pandemic indicators will be possible as a result of a reorganization of the transport offer, a change in ticket tariffs to include a suburban bus operator, and the continuation of rolling stock renewal. All described actions should be preceded by a wide public campaign promoting urban public transport.

The article will define the key factors of successful integrated transportsystem. The solutions will be implemented in the region of Slovakia and it will be pointed out which problems have been identified in the conditions of preparing integrated transport system in Slovakia. The conditions will be compared with the conditions in other countries in which unlike Slovakia the integrated transport systems are successfully operated. Also there will be suggested the mechanisms how the process of integration should be realized in the conditions of Slovakia.

Opis:: This paper discusses the current directions of vehicle developments, as well as the barriers and opportunities for using electric vehicles instead of conventional vehicles. There is also mentioned a problem of the battery charging system. Compared to refueling gasoline powered vehicles, charging of battery electric vehicles takes considerably more time, which renders a single-purpose charging infrastructure inconvenient. However, an objective of this article is also to investigate the future market prospects of various types of EVs, with the economics of EVs in comparison to conventional cars. Only if the final driving costs can be considerably reduced will EVs gain significant market shares.

Opis:: W artykule zaprezentowano różne pojęcia systemu transportowego również w odniesieniu do przestrzeni miejskiej. Rozważania dotyczące systemu transportowego ujęte zostały w trzech grupach, pierwsza z nich dotyczyła określeń o uniwersalnym charakterze, druga pojęć związanych z koncepcją tzw. zintegrowanego systemu transportowego, a w trzeciej grupie przedstawiono pojęcia zgodne z ogólną teorią systemów. Następnie zaprezentowano podział transportu zarówno w ujęciu gałęziowych jak i rodzajowym, który jest pojęciowo bardzo często mylone właśnie z podziałem gałęziowym. Podział rodzajowy transportu przeprowadzono pod kątem różnych kryteriów. W ostatniej części prezentowanego materiału przedstawiono rozważania dotyczące metodologii badań miasta oraz scharakteryzowano Obszar Metropolitarny Warszawy.
The article presents the different concepts of the transport system also in relation to the urban space. Considerations transport systems have been included in the three groups, the first of which concerned the terms of universal character, the other concepts related to the concept of the so-called. integrated transport system and in the third group is shown in accordance with the general concept of systems theory. Then they present the breakdown of transport, both in terms of branch and generic, which is conceptually very often confused with the branch transport. Distribution of generic transport was carried out at an angle different criteria. The last part of the material presented describes considerations for the research methodology of the city and characterized Metropolitan Area Warsaw.

Opis:: The paper presents the application of the Multiple Criteria Decision Aid/Making (MCDA/MCDM) methodology in the assessment of the development of different scenarios for an urban public transportation system (UPTS). This methodology allows considering several conflicting objectives and performing the evaluation process in a comprehensive manner. This approach also corresponds to the holistic philosophy: different aspects (economic, technical, social etc.) and interest groups – stakeholders (operators, passengers, city government etc.). The MCDA/MCDM methodology is specifically customized to the real life case study – urban public transportation system in the city of Cracow (Poland). A family of 10 criteria is proposed to evaluate several solutions (W) for a UPTS in terms of their usefulness and attractiveness for different stakeholders. These criteria take into account: travel time and standard, effectiveness of the fleet use, environment friendliness, the level of integration and reliability of the UPTS, safety and security, the profitability and availability of the UPTS, investment costs. Considering the possible solutions, the 6 alternatives were designed heuristically and compared with the current state (denotation of alternative W0). Based on the analysis, for the final considerations compared with the current alternative, 7 new solutions of the integrated urban public transportation in Cracow were adopted, denoted as: W1 (bus/rail alternative: integration of high-speed agglomeration rail with bus transportation), W2 (rail/tram/bus alternative: integration of high-speed agglomeration rail with tram and bus transport system), W3 (alternative with the underground: integration of the underground with high-speed agglomeration rail and with tram and bus transport system), W4 (tram/rail alternative: integration of high-speed agglomeration rail with tram transport), W5 (Tram alternative: integration of tram transport with bus transport), W5A (tram alternative: sub-alternative to the alternative W5, integration of tram transport), W6 (dual-mode tram alternative: integration of dual-mode tram transport). The variants of the scenarios for the urban public transportation system were generated by VISUM computer macro-simulation software. The computational experiment was carried out with the practical application of different Multiple Criteria Decision Aid/Making methods: AHP (Expert Choice program) and Electre III (software package Diviz).

Opis:: Industrial companies are linked with affiliated firms, suppliers and customers through the supply chains. Such chains operate within large-scale networks directly related to distribution and warehousing. In order to meet the market demands and customer new expectations, the various components of the supply chains have to be developed i.a. through implementation of the innovative vehicles, green and blue technologies. Moreover, modernization processes of transport and logistics system need to be resistant to crucial mistakes related to innovative solutions implementation in order to exclude domino effect occurrence. The authors attempt to build topology-based approach to the modernization of transport and logistics systems. It is assumed that each innovation application is the independent element-based coalition, possessing linked object structure. The results of multi-year researches demonstrate the offered approach as a useful tool to analyze innovative changes for obsolete transport and logistics system as hybrid structure. The ways of system structure transformation, as well as possible innovative effects are considered. The preliminary results have been obtained for compositions on meso-level for the case of marine propulsion modernisation. The paper is illustrated by various examples.

synthesis of EPATS
Opis:: A mode choice model that generates on demand small aircraft travel forecasts between NUTS-2 regions connections of 28 EU countries based on interregional passengers mobility and value of time and vehicle performance characteristics is presented. The paper explains Small Aircraft Transport demand modeling at the EU mobility and airspace levels. The model is based on the assumption, that the passenger chooses the mode of transport, which minimizes their generalized cost of travel. The model has been developed under the project EPATS (European Personal Air Transportation System) funded by EU Commission. The model gives an instrument to evaluate the potential transfer of passenger demand to personal aviation by 2020 and the fleet of EPATS aircraft that would be needed to satisfy this demand. The estimations have been made first at European level and then at national level for domestic traffic of two European countries: France and Poland.

This paper presents proposals for measuring the efficiency of transport systems, taking as criteria: travel time, energy consumption, material use, impact on environment, affordability and accessibility. Based on these criteria, a benchmarking analysis of road and air transport was carried out. A new proposal for general definition of efficiency of transport is presented.

Opis:: W artykule omówiono kwestię wydzielania pasów autobusowych w sposób dynamiczny. W wielkich miastach ma to ograniczone zastosowanie, natomiast może być rozwiązaniem dla miast mniejszych, w których znaczącą poprawę jakości komunikacji da się osiągnąć właśnie poprzez odseparowanie od ruchu ogólnego. Jednocześnie natężenie ruchu autobusów jest zbyt małe, by takie rozwiązanie nie spotkało się ze sprzeciwem mieszkańców.
The article discusses the issue of separation of bus lanes in a dynamic way. It is not so useful in big cities, but may be interesting option for smaller cities in which significant improvement in the quality of public transport can be achieved just by separating from general traffic, but bus traffic is too small to not notice resistance from inhabitants.

Traffic engineers or generally - people working with road traffic, it is generally knows that on the intersections with traffic lights the way to increase capacity is extend the signal cycle. However, this method is usually not effective for tram traffic. The article discusses why this phenomenon occurs and what steps can be taken when, as a result of a failure, the situation makes an increase of tram traffic capacity necessary.

Opis:: Safety is the exemption from accidents and losses on human lives. It also deals with property protection, regulation, management and transport technology development. Human factor often caused a lot of accident because of his/her failure. One of the most frequent faults of drivers is a wrong decision in a critical situation. The decision process is very complicated since the driver has to evaluate the arisen situation correctly within fractions of a second. The implementation of telematics systems into vehicle equipment reduces its energy consumption, bad environmental impacts, increases safety etc. Total operating costs reduction of road vehicles, simplification of vehicle control and reduction of driver’s overload by information is largely stressed. Our article deals with the analysis of human factor and exploration of its demonstrations in the context of telematic applications
Die Sicherheit wird von Unfällen und menschlichen Verlusten freizustellen. Es geht auch um den Schutz von Eigentum, Regulation, Verwaltung und Entwicklung von Technologien im Verkehrsbereich. Eine der häufigsten Fahrfehler ist eine falsche Entscheidung in einer Krisensituation. Entscheidungsprozess ist sehr kompliziert, weil im Bruchteil einer Sekunde Fahrer die Verkehrssituation richtig muss zu bewerten. Die Einführung von Telematik-Systemen in den Fahrzeugeinrichtungen reduziert ihren Energieverbrauch, verbessert die Umwelt, die Sicherheit erhöht und dergleichen. Die Reduzierung der gesamten Fahrzeugs Betriebskosten, Barriere Freiheit, Reduzierung des Stausees und andere ist in dem Fahrerinformationssystem erhoben. In diesem Artikel, wir möchten auf die menschliche Faktor Analyse und Prüfung ihrer Reden im Rahmen der Telematik-Anwendungen zu konzentrieren

EPATS European Personal Air Transportation System
mobility in European Countries
Opis:: This paper describes the methodology and results of studies carried out on mobility in European Countries by the authors in the framework of EPATS project (European Personal Air Transportation System). The objective of these studies was to analyse the main characteristics of the mobility in Europe when particularly focusing on the mobility features on the connections where personal aviation could potentially operate. Besides this general analysis of mobility in Europe we also focus on the mobility analysis in two particular countries: France and Poland. Both indeed belong to the countries with the highest traffic level in old European countries and new European countries. The mobility analysis made at a EU 15 level highlights that the long-distance journeys characteristics change according to the customer profile: business and leisure traveler do not travel the same way (difference in terms of transport mode, duration, traveler features (age, gender, etc.)). Characteristics of long-distance mobility therefore vary a lot according to the trip purpose. We identify that 15 223 connections between 28 countries can be considered as EPATS potential connections. All together these potential connections represent 24% of the total existing NUTS 2 connections in Europe. Despite the lack of detailed data on the traffic occurring on these connections the analysis manage to provide very interesting and important information on the current traffic levels and modal splits. The total traffic on the potential EPATS connections is 2400 billion passengers amongst whom 436 million travel to and from France and 93 million to and from Poland. The analysis also highlights the large market share of the road transport mode on these connections since 79% of the passengers travel by car. The air transport market share often exceeds the road one for distance over 1500 Km and reaches 100% for distances over 2000 Km. The road transport mode preponderance on the potential EPATS connections hence tend to mean that the traditional air transportation is often less competitive than the road transport mode. But could a different way of travelling by air such as the personal aviation be an alternative to the traditional air transport as well as to road transport. The answer to this question is the next step of the analysis aiming at assessing the traffic that could be potentially transferred to EPATS by 2020 as well as the EPATS aircraft fleet that would be necessary to satisfy this demand.

This publication describes the transport system used in coal mines. Elements of transport such as transport of personnel, equipment and materials and output were presented. The need to optimize the entire transport process influencing the efficient and effective logistics system was signalled, which is a prerequisite for the efficient and safe administration of coal mining. There is also a concept of the integrated horizontal transport system in a modern mine proposed. An important element of the integrated transport system, which should be a self-propelled monorail was characterized.

Przykładem takiej inicjatywy w Polsce, zrealizowanej w czterech wybranych miastach, jest europejski projekt CIVITAS.
This paper aims at achievement of positive influence of effective and ecological municipal transport system on life quality in Polish cities. Solving the serious problem of constantly growing and having negative effects congestion, and connected with it lower safety level and inhabitants comfort level, is connected with necessity of common counter measures against usage of individual vehicles by introduction of traffc limits in cities and simultaneously promoting, developing and increasing attractiveness of public transport, bicycle and pedestrian communication. The european project cIVItaS, realized in four chosen cities, is the example of this initiative in Poland.

Opis:: W artykule przedstawiono ocenę konsekwencji rozbudowy bałtyckiego systemu transportu surowców energetycznych na poziom bezpieczeństwa energetycznego i ekologicznego Polski. Zasadniczymi determinantami poziomu polskiego bezpieczeństwa energetycznego są: budowany gazociąg Nord Streem, dynamicznie rozwijający się system przewozów drogą morską ropy naftowej oraz planowana budowa Terminala LNG. Czynniki te kreują określony poziom zagrożenia w postaci możliwości skutecznego sterowania skalą dostaw do Polski surowców energetycznych oraz ekologicznych konsekwencji katastrofalnego rozlewu ropy naftowej i jej przetworów. Autor uważa jednak, że zwiększające się znaczenie bałtyckich szlaków transportowych surowców energetycznych, obok kreowania zagrożeń bezpieczeństwa państwa, stwarza także istotną szansę rozwojową. Jej wykorzystanie wymaga prowadzenia racjonalnej polityki gospodarczej w wymiarze krajowym i regionalnym. Za najważniejsze przedsięwzięcia uznać należy rozbudowę krajowego systemu transportu surowców energetycznych oraz wewnętrznej sieci transportowej. Ich zakres ukierunkowany być powinien na maksymalne wykorzystanie niezbędnych inwestycji do stymulacji procesów rozwojowych wybranych obszarów kraju oraz zwiększenia znaczenia polskich portów w europejskim systemie transportowym.
The paper presents the evaluation of the consequences of the extension of Baltic energy resources transportation system concerning the energy and ecology security level of Poland. The major determinants of the level of Polish energy security are: the gas pipeline Nord Streem under construction, the dynamic development of the marine system of oil transportation and the planned construction of the LNG Terminal. These factors determine the known levels of threat for the possibilities of the effective control of the scale of the energy recourses deliveries to Poland and the ecological consequences of the oil and its products. The author believes that the growing importance of the Baltic energy resources transportation tracks and the formation of the national security threats may be an important development opportunity. The proper use of this opportunity is dependent on rational state and regional economic policy. The most important undertaking is the development of the national resource transportation system and the transportation network. The emphasis should be put on the maximized use of the necessary investments in order to stimulate the development processes in the selected areas of the country and the enhancement of significance of Polish harbors in the European transportation system.

The article presents the next innovative rail transport solutions to transport of the semi-trailers which is developed in the IPS TABOR. It is presented the concept of a transport system with a horizontal loading of semi-trailers on a two-part railway platform consisting of the front and rear running gear system. The presented conceptional project of the system is a result of research works carried out within the realization of the development project No. R10-0065-10 "The transport system of the road trailers on the railway bogies in the combined rail – road traffic".

Basic problems experienced in the contemporary public transport as well as conclusions and remarks are presented. The paper shows a possibility to introduce specific organizational solutions - involving the railway operator - supporting efficient improvement in functioning and planning the development of transport system in urban agglomerations. It also presents prospective solutions to public transport congestions, crystallizes the actions to be undertaken and indicates financial outlays required for this purpose.

Opis:: Zbiorowy system transportu miejskiego polega na usługach przewozowych na określonym terenie miasta, jednakże również w ustalonych obszarach mu podległych, jak np. dzielnica miasta. Wymogami stawianymi tego typu systemom są bezpieczeństwo i bezawaryjność w trakcie wykonania usługi przewozowej w okresie 7 dni w tygodniu przez 24 godziny na dobę. Wyżej wymienione systemy narażone są na zaistnienie czynników niepożądanych, które mają wpływ na zaistnienie zdarzeń niepożądanych. W pracy przeprowadzono analizę kosztów pokolizyjnych według kosztów napraw środków transportowych, które eksploatowano w badanym systemie i zostały uszkodzone w wyniku kolizji.
The collective urban transport system performs transportation services in a specific area of the city, but also in established areas of his own subordinates which satisfy analogous functions such as city district. The demands of such systems are safety and reliability during the accomplishment on of a transport service for a period of 7 days a week, 24 hours a day. The above-mentioned systems are exposed to the existence of undesirable factors that affect the existence of adverse events. The work analyzes the cost of the collision by the cost of repairs means of transport, which was exploited in the analyzed system, and has been damaged by the collision.

Opis:: Przedmiotem analizy jest system transportu i dystrybucji wody wodociągowej (STDW) miasta w woj. warmińsko- mazurskim. Posłużono się skalibrowanym modelem komputerowym utworzonym na bazie programu EPANET 2.0. Istotną analizowaną cechą przedmiotowego wodociągu jest fakt jego przewymiarowania, tzn., że posiada on zdecydowanie za duże średnice w stosunku do aktualnych potrzeb. Po skrótowym omówieniu procesu gromadzenia danych, kalibracji modelu oraz przeprowadzonych kompleksowych analizach pracy systemu w warunkach normalnej pracy, w sytuacjach eksploatacyjnych nietypowych i po sugerowanych modernizacjach, w kolejnej części referatu zawarto opis trzech hipotetycznych rozwiązań analogicznego wodociągu w wersjach nieprzewymiarowanych. Takie podejście pozwoliło to na ocenę cech wodociągu przewymiarowanego, a także wpływu rozbudowy i modernizacji wodociągu na skalę jego przewymiarowania.
The water transport and distribution system (STDW) in an model city located in warmińsko-mazurski region is the subject of the analyses presented in the paper. In the analysis there was used the calibrated computer model. The program EPANET 2.0. was used for the construction of the mentioned computer model. A significant analyzed feature of the water supply system in question is that it is oversized, i.e. it has definitively to large diameters of pipes towards current needs. After a short review of the collecting data process, model calibration and the mentioned comprehensive analyzes of the system operation, in the next section of the paper the authors described the performed analyses of three hypothetical solutions of the analogous water supply system in not oversized versions. This approach allowed the evaluation of features of the oversized water supply system as well as of influence of the expansion of the water supply system on the scale of its oversizing.

Opis:: Transport systems in cities must be constantly adjusted to accommodate the ongoing changes in the environment. Apart from life quality expectations, civilizational growth requires also meeting certain requirements in terms of safety and environmental protection. The aim of this study is to determine the extent of the implementation of the postulates of Target 2, Goal 11. of the UN Agenda for Sustainable Development through the projects submitted to participatory budgeting. When analysing the projects submitted by city dwellers, special attention was paid to those intended to introduce changes in the city’s transport system. The study takes into account all of the previously implemented participatory budgets. Amongst the total of 1478 projects submitted in the years 2013-2019 316 concerned transportation issues. 46 of them were selected by vote by city dwellers. They were mostly projects concerning the construction and extension of bicycle paths and increasing the safety of pedestrians. The study findings show how big interest city dwellers have in transport and communication issues. The selection of projects submitted in this regard can contribute greatly to increasing safety, reducing the impact on the environment and, in effect, improving the quality of city life.

W artykule zaprezentowano koncepcję innowacyjnego rozwiązania wagonu dla transportu standardowych naczep drogowych w ruchu kombinowanym. Przedstawiono koncepcje wagonu oraz mechanizmu obrotu przeznaczonego do poziomego, skośnego przeładunku naczepy na wagon. Rozwiązanie może stanowić alternatywę dla francuskiego systemu Modalohr, niemieckiego CargoBeamer oraz szwedzkiego Flexiwaggon.

Population growth in cities influenced the need to provide the inhabitants a well-functioning public transportation. The article describes the characteristics of ERP systems, taking into account modules and main areas of application. Additionally, the research also includes examples of use of the ERP system to improve public transport in selected cities in the world. The aim of the article is to present ways of the usage of Trans ERP in public transportation. The paper explains the essence of ERP systems, their characteristics and main applications.

Opis:: W artykule przedstawiono zagadnienie dotyczące włączenia polskich kolei do zrównoważonego systemu transportowego Unii Europejskiej. Scharakteryzowano stan techniczny infrastruktury kolei i skutki eksploatacyjne tego stanu, wynikające głównie z wieloletniego niedoinwestowania. Przedstawiono propozycję usprawnień technicznych, organizacyjnych i finansowych, zmierzających do radykalnej poprawy oferty przewozowej. Scharakteryzowano prace nad wdrożeniem metody obliczania kosztów zewnętrznych transportu. Zasugerowano potrzebę zwiększania dotacji z budżetu państwa do przewozów kolejowych, jako ważnego sposobu budowy zrównoważonego systemu transportowego.
The paper presents the issues related to the integration of the Polish Railways with the balanced transport system of the EU. Railway technical infrastructure and consequences of its poor condition resulting from decades lacking investments are described. Distribution of transport tasks in passenger and freight service between different carriers with changing participation ratios - particularly after the transformation of political system after 1989 - was presented. Suggestions about technical, organizational and financial improvements aiming at radical improvement of the offered transport services have been produced. Work on the implementation of a method for calculation of external transport costs was described. It has been suggested to increase state subsidies for the rail transport as being important element of the balanced transport system.
