Opis:: Road safety barriers are a basic element of the road infrastructure aimed at improving the safety of road users. Design parameters and indications for assembly are strictly regulated by the GDDKiA (General Directorate for National Roads and Motorways) guidelines in accordance with the European standards. In Poland, the most commonly used barriers are thin-walled metal sheet barriers, rope barriers, and concrete ones. The types differ in terms of technical parameters and level of security they provide. One of the purposes of installing road safety barriers is to protect road users from hitting an obstacle in the vicinity of the road, and to protect people around the accident from the effects of an uncontrolled vehicle leaving the road. The effects of a collision caused by hitting a protective road barrier depend mainly on the type of the barrier and the vehicle. The authors made a detailed and interdisciplinary analysis of data on accidents resulting from hitting a road safety barrier, comparing them with information available in the literature, combining the technical aspects of the use of barriers with a medical description of the description of typical injuries.

Opis:: In recent years, both in Poland and throughout Europe the number of road accidents and the number of people injured and killed in these cases systematically decreases (despite a slight increase in 2011). Despite the general goals of EU transport policy for years 2000-2010 have not been fulfilled (the number of fatalities in road accidents have not been reduced by half in these years) the Commission on Mobility and Transport is continuing its efforts to reduce the number of accidents, which resulted in the EP resolution of 27th August, 2011. Under this policy, the EU Member States are forced to develop and implement appropriate procedures and requirements associated with road safety analysis in the near future. An important obligation have been introduced with the Directive 2008/96/EC, stating the compulsory road safety audits (RSA) should be carried on TEN-T road network. European Parliament also announced extension of this obligation on other public roads in the near future. These aspirations could be supported with modern engineering and research technology. In following article, authors describe the possibilities of using eyetracking technologies in studies over road safety analysis. Therefore, modern eyetracking devices were characterized, with particular emphasis on its possible use in the study of driver's behaviours in road traffic conditions. Also, a brief analysis of the methodology of the eyetracking experiments in traffic conditions and their results was presented, indicating possibilities of carrying RSA using similar equipment. In the last chapter authors, discuss possible use of eyetracking technologies in studies of road safety analysis in the context of the existing law in European Union and each member's law regulation system.

Opis:: In analysing the causes of the dangers posed in road traffic, which often end up in accidents or other road incidents, we focus on evidence of violated road safety rules. This is an oversimplification of the problem, since it does not allow for getting to know the determinants of indicated violations which often come down to the broadly assessed state of health of road users, their psychophysical characteristics and personality, as well as their fatigue and mental state. The author of this paper not only analyses the aforesaid problems from the legal point of view, but also tries to look at them in an interdisciplinary way. The author further demonstrates how little we know about it; hence without in-depth exploration of the subject, preceded by credible scientific research, it will be extremely difficult to take reasonable preventive measures, whilst deterring with severe sanctions simply does not work.

Opis:: A number of international studies argue that there is a correlation between the number of traffic fatalities and the degree of public activity. The studies use the unemployment rate to support that argument. As unemployment grows miles travelled fall, a factor known to affect road safety. This relationship seems to be true for Poland, as well. The model presented in the paper is intended to prove it. It is a structural time-series local level model with the explanatory variable (the unemployment rate) and some interventions. Because of the dynamic nature of traffic safety developments it lends itself very well to modelling in that way.

Opis:: The article presents the realization of European Project EUCHIRES in years 2005-2007 in which Motor Transport Institute has participated. The project consisted in carrying out activities in Poland aiming at increasing the number of children properly transported in cars - according to Act on Road Traffic regulations - in restrains adequate for child's weight and height. All activities leading to executing the main goal of this project were realized with the support of and in cooperation with the Police, Ministry of National Education and Ministry of Transport. EUCHIRES was a project co-financed by the European Commission. Motor Transport Institute was responsible for all activities undertaken within the project and its realization in Poland. The project was realized simultaneously in fifteen EU countries. The activities encompassed media campaign adjusted to each country's specificity and addressed to children (4-12 years old) and their parents. The campaign was combined with the educational programme executed in schools and kindergartens and increased police controls. These activities were recognized in Poland as social campaigns in the field of road traffic safety realized under the banner of "Armadillo club always belt up". In 2005, at the beginning of the campaign the research showed that in Poland 52% of children were transported properly in cars while travelling. All research carried out annually after each edition of the campaign indicated gradual increase in the number of children transported properly according to valid regulations. Research conducted at the end of 2007 showed that more than 80% of children in Poland were transported properly during each car trip.

Opis:: The article presents the research on the impact of specific factors on the state of the pressure value in passenger car wheels in service. Data on how the vehicle was used was obtained based on a survey. The survey contained data on checking the condition of the vehicle tires and also measured the tire pressure. The aim of the study was to investigate the relationship between the impact of specific factors on the state of the pressure value in passenger car wheels. The correlation analysis of the correctness of pressure in car tires and selected factors was carried out using the Kendall tau test. In addition, odds ratio (OR) analysis and the Hosmer and Lemeshow test were used to analyze the results. The work draws attention to the impact of improper tire pressure on tire durability and road safety as well as the functioning of other active safety systems. In addition, attention was drawn to drivers' awareness of the need to control the pressure in the wheels of the vehicle. Based on the analysis it was found that the age of the vehicle used and the driver's knowledge have the greatest impact on the correct tire pressure. Studies have shown that in over 60% of the vehicles analyzed, the tire pressure was normal.

Opis:: The paper presents the methodology prepared by the author. During the process of acquiring new vehicles for the armed forces, time is of the essence in practice of conducting a wide range of structure changes in previously implemented undercarriages. It has to be pointed out that with a high individuality and the very nature of the units, difficulties in scope of comprehensive testing with regard to matters of transport safety. What is more, two determinants are essential in the process of acquiring equipment - time and cost. The process does not allow for improvement and perfecting of the structure, and the research in scope of wheel vehicle movement safety may be limited. The procedure of implementation and verification of equipment stresses the structure optimization as early as on the designing and prototype preparation stages. The procedure of acquiring new wheel vehicles for the military is one of the main premises for preparing the methodology with use of simulation research. Conducting research on the basis of the prepared methodology allows for avoiding possible traffic risks. The methodology enables an effective support for the current process of wheel vehicle acquisition for the armed forces. In this work the research procedure consisting of the necessary range of prepared, experimentally verified models, accepted by the methodology, have been verified. In order to do that two simulation models have been built, both of various levels of complexity.

Opis:: The article presents a general description of the safety problem in Polish road transport in the years 2002-2019. The number of road accidents was analyzed in detail, taking into account the division into side, front and rear collisions and the dynamics of their changes. The article contains information on the dynamics of changes registered in passenger vehicles and trucks in Poland in the years 2000-2018. Moreover, the number of fatalities in road accidents in the years 2002-2019 was presented, taking into account the type of collision. The forecasts of changes in the number of road accidents and rear collisions presented in the article show the downward trend for the years 2020-2030 of frontal collisions. An inconspicuous rear collision by not braking a speeding vehicle carries a high risk of damage to the upper cervical spine. As a result of such a collision, even at a low speed of 20 km/h, they can cause irreversible health effects, which lead to permanent disability.

Opis:: The paper outlines the background and goals of the Road Safety Observatory in the Polish region of Warmia and Mazury. While created it was Poland’s first road safety Observatory, both at the regional and central level. Established in line with the methodology proposed in the European project SafetyNet, together with the planned National Road Safety Observatory it will form part of a Europe-wide network of observatories linked with the European Road Safety Observatory (ERSO). Commissioned by the Regional Road Safety Centre in Olsztyn, the idea for the Warmia-Mazury Road Safety Observatory was developed in 2010. The Observatory was completed in the autumn of 2012 and opened in November 2012.

Opis:: Można się zastanawiać, czy obecny system zarządzania bezpieczeństwem ruchu drogowego umożliwia skuteczną ochronę pieszych. Szczególnie czuły punkt tych rozważań stanowią dane statystyczne, programy prewencyjne i akty prawne. Z danych statystycznych wynika, że w Polsce co trzeci zabity na drodze to pieszy, podczas gdy w UE – co piąty. Mimo starań administracji publicznej – polegających głównie na opracowaniu programów prewencyjnych, prowadzeniu cyklicznych akcji oraz podejmowaniu działań w ramach codziennych interwencji – sytuacja nie ulega radykalnej poprawie. Autorzy tego opracowania postanowili poszukać przyczyn takiego stanu rzeczy i wskazać obszary, które mogą pomóc w dalszej poprawie bezpieczeństwa pieszych. Punktem wyjścia rozważań jest analiza danych statystycznych wypadków z udziałem pieszych w kontekście przyczyn wywołujących te zdarzenia. Ważnym elementem jest też próba odniesienia tej problematyki do aspektów kultury bezpieczeństwa, która jest analizowana na gruncie nauk o bezpieczeństwie.
One might wonder whether the current road safety management system offers effective pedestrian protection. Statistical data, prevention programmes and legislation are particularly sensitive to these considerations. According to statistics, one in three people killed on the road are pedestrians, compared to one in five in the EU. Despite the efforts of the public administration, which consisted mainly in the development of preventive programmes, conducting cyclical actions and taking actions within the framework of daily interventions, the situation has not improved dramatically. The authors decided to investigate the reasons for this and to identify areas that could help to further improve pedestrian safety. The starting point for the discussion is an analysis of statistical data on pedestrian accidents in the context of the causes of these events. An important element is also an attempt to relate this issue to aspects of safety culture, which is analysed in terms of safety sciences.

Opis:: In the years 2016-2018, the Road Safety Education Centre (CEBR) was established at Motor Transport Institute as part of its statutory activity, addressed to various age groups and road users. The article presents the concept of CEBR, the results of the evaluation of educational pilot classes conducted at Centre and the opinions of 50+ drivers on selected issues of road safety, as well as the opinions of children and parents on road safety education.
W latach 2016-2018 w Instytucie Transportu Samochodowego w ramach działalności statutowej powstało Centrum Edukacji Bezpieczeństwa Ruchu Drogowego (CEBR), adresowane do różnych grup wiekowych i uczestników ruchu. Celem niniejszego artykułu jest przedstawienie koncepcji działania CEBR, zaprezentowanie wyników ewaluacji edukacyjnych zajęć pilotażowych przeprowadzonych w Centrum oraz opinii kierowców 50+ dotyczących wybranych zagadnień bezpieczeństwa ruchu drogowego, a także opinii dzieci i rodziców na temat wychowania komunikacyjnego.

Opis:: This paper presents the idea of the Local Area Navigation Systems (LANS) for automotive application in combination with standard GNSS navigation systems. The navigation system is based on four components: the widely available GPS, pseudolites located in areas where GPS signal is obstructed (tunnels, parking lots, city canyons), GPRS communication and supervisory informatics system. In this kind of system, reliable positioning is crucial. This article covers basic aspects of GPS single point positioning commonly used in navigation applications. Some information about differential positioning (DGPS/RTK) is also provided. A strong pressure is put on the application of pseudolite, its design and possible usability. This article presents authors own pseudolite design and the idea of pseudolite application to increase road safety in areas where standard GNSS signals are not available. The pseudolite presented in this paper is in the stage of development and testing. It is a device designed at the University of Warmia and Mazury in Olsztyn in cooperation with Canadian Center for Geodetic Engineering, University of New Brunswick, Canada. Different approach to the navigation in harsh environment is to move the source of the navigation outside of the vehicle and place it inside of the obstructions. It is much more efficient way to use in vehicles standard GPS receivers augmented with signals from the pseudolites, when the satellite signals are unavailable.
