Such social fields are characterized by both relations and resources associated with power when viewed from the standpoint of actions and structures. A separate aspect making itself known in the field of political power is its manifestations and influences.

The development strategy of Białystok is a reply to the unknown, new problems of modern metropolises that are standing in front of the city and and it’s an attempt to take a chance from Polish membership in the EU.

W artykule zaprezentowany wyniki analiz dotyczących sposobu i zakresu przyjmowania w społecznościach lokalnych idei partycypacji upowszechnianej przez UE. Sposób wdrażania oraz nastawienie środowisk lokalnych wobec idei partycypacji wyrażone zostało w państwach członkowskich UE w prawie lokalnym, które wyznacza ramy dla współdecydowania mieszkańców o lokalnych politykach oraz kierunkach zmian w społecznościach, do których należą. Kluczowe dla artykułu pytania dotyczą warunków dla udziału członków społeczności lokalnych w podejmowaniu decyzji tworzonych przepisy prawa lokalnego, różnic w adaptacji idei partycypacji w prawodawstwie gmin pogranicza polsko-niemieckiego oraz roli partycypacji w zarządzaniu lokalnym. W celu odpowiedzi na pytania stawiane w niniejszym artykule zastosowano analizę zawartości dokumentów prawnych kształtujących warunki dla włączania mieszkańców pogranicza polsko-niemieckiego, ustanawianych lokalnie. W zakończeniu zaprezentowano wnioski mówiące o komplementarności mechanizmów partycypacji wobec działalności instytucji publicznych gmin niemieckich oraz instrumentalnym stosowaniu form partycypacji w gminach polskich.
The paper presents how and to what extent the participation idea, promoted by the EU, has been implemented in local communities. The way of its implementation and the attitude of local communities are reflected in the local legislation adopted in the member states, which determines the framework for inhabitants’ involvement in making decisions regarding local policies and the directions for changes in their communities. The key questions in the article focus on the conditions for members of local communities to participate in the decision-making process, indicated in the local legal provisions, on the differences in adapting the participation idea in the legislation of the municipalities in the Polish-German border region, and on the role of participation in local management. To answer these questions, the author analyses legal documents, adopted locally, which influence the conditions for the involvement of inhabitants in the Polish-German region. The last part of the paper presents the conclusions: in German municipalities, participation mechanisms show complementarity to the activities of public institutions, whereas in Polish municipalities, forms of participation are used instrumentally.

The article brought closer to the concept of the spatial order, drew attention to the relationship between the space harmony and the ordering of relationships arising from the functional, socio-economic, environmental, cultural and compositional - aesthetic conditions and requirements. There were described the selected research and evaluation methods of the spatial order. The many-sidedness of the spatial order hinders its measurableness. The presented methods capture the issue in a fragmentary way. Tool for shaping of the spatial order at the local level is the local land management plan. The article presents an analysis of the records of the spatial order in the selected local land management plans of community Siechnice. In conclusions there was drew attention to the under-utilization of regulatory possibilities of the local plans. The used records enable flexibility in shaping of the building development, they do not include the landscape values and the need to protect them, the determinations contained therein are too vague and restrictive. With these records the creation of the spatial order seems to be impossible.

Background. A commune local government is formed by inhabitants holding power through their representatives selected to the commune council and to positions of the executive body. Successful local growth is ensured by collaboration among all entities while fulfilling tasks specified by the state law and arising from inhabitants needs. In this paper an entity refers to inhabitants because this choice stems from the conviction that inhabitants co-participate in performing tasks and thus bear the consequences of management which, in the case of finance management, may lead to ill-considered expenditures and excessive indebtedness. Therefore, the research investigates inhabitant’s knowledge about financial economy, specifically the scale of the commune’s debt and related ramifications. Research aim. The aim of the studies conducted is to propose a model for finance man-agement in the commune local government, including management under conditions of debt bondage, where local potentials are used for acquiring larger financial resources from the commune local government’s members. Method. The research method used for the studies was a diagnostic survey. The survey rested on the method of questionnaire surveys and interview. The fragment of extensive empirical research carried out in all 118 communes across Warmia and Mazury Region was harnessed in the paper. Direct questionnaire surveys and interviews covered more than 5,000 persons, including councillors, officials, and principally inhabitants. 215 persons were randomly selected out of the whole base of questionnaires. Key finding. The research subject outlined reveals a primary research problem addressed in the studies. This refers to the knowledge among the commune local government’s members about the magnitude of debt in the commune, knowledge about individuals responsible for this indebtedness and, finally, implications of the debt for inhabitants.

Opis:

Fast development of Wroclaw city at the end of the 19th and the beginning of the 20th century was related to its expansion to the neighbouring area. Smaller localities attached to the city kept their rural or provincial character. After the Second World War management and building of many settlements were subject to principal changes. Near the city centre high buildings were localized, the rule of complex and close buildings around the settlement squares was abandoned, multi-family buildings with more than 4 floors above the ground were built in peripheral areas. Buildings of this type spread as an effect of the de-urbanisation process on neighbouring communities, levelling their character. Some of the urban areas changed their appearance because of the new utilisation of the industrial area, solving waste and sewage management problems and protection of water-bearing territories. The precious agricultural lands disappear irretrievably. Disintegration and uncoordinated guidelines to the plans of space management allow for dissonance in roof constructions, breaking the harmony of the arrangement visible from a bird's eye view.

Podsumowane zostały zarówno zmiany, jakie zachodziły w infrastrukturze, jak i proces pozyskiwania kolejnych inwestorów, od utworzenia lubelskiej Podstrefy do końca 2014 roku. Jak pokazują dane liczbowe, inwestorzy strefowi generują znaczne nakłady inwestycyjne oraz tworzą nowe miejsca pracy. Ostatnie zmiany w przepisach prawnych oraz dotychczasowe efekty inwestycji pozwalają sądzić, że planowane rozszerzenie Podstrefy o kolejne tereny jest działaniem zasadnym z punktu widzenia rozwoju gospodarczego miasta.
This article focuses on analysis of Euro-Park Mielec –Special Economic Zone–Lublin Subzone, its history, and influence on city development. Moreover, this publication discusses not only changes that have been occurring in infrastructure but also the process of attracting new investors during the period from opening the Subzone to the end of 2014. According to figures, investors operating in the SEZ provide for considerable investment expenditure and create new jobs. Taking the recent changes in legal regulations and the effects of former investment projects into consideration, it can be said that the city has good reasons for planning inclusion of new areas into the Subzone. This will exert profound influence on city development.

Celem artykułu jest analiza i ocena stanu zagospodarowania przestrzennego powiatu kieleckiego, koncentrująca się na stopniu pokrycia poszczególnych gmin obowiązującymi planami miejscowymi przy uwzględnieniu dynamiki zmian od 2005 roku. Ustawa o planowaniu i zagospodarowaniu przestrzennym z dnia 27 marca 2003 roku nie wprowadza bowiem obowiązku sporządzania planów miejscowych dla całych terytoriów miast lub gmin. Badania te mają także na celu określenie czynników, które powodują, iż miejscowe plany przestrzenne nie są sporządzane. Aby w sposób właściwy i obiektywny dokonać przeglądu stopnia pokrycia powiatu kieleckiego miejscowymi planami zagospodarowania przestrzennego wykorzystano metodę badań ankietowych. Badania ankietowe przeprowadzono w 2014 roku wśród służb planistyczno - urbanistycznych wszystkich dziewiętnastu gmin powiatu kieleckiego. Dostarczyły one informacji na temat pokrycia poszczególnych gmin miejscowymi planami zagospodarowania przestrzennego, przyczyn braku sporządzania planów, liczby wydanych w 2013 roku decyzji o warunkach zabudowy i zagospodarowania terenu oraz wypisów z miejscowych planów. To ostatnie zagadnienie wskazuje na ożywienie w ruchu inwestycyjnym na analizowanym obszarze.
The aim of this article is the analysis and assessment of spatial management in the Kielce district, focusing on the coverage of communes by current local spatial plans, taking into account the dynamics of changes that have taken place on this issue since 2005. Spatial Planning and Land Development Act of 27 March 2003 does not introduce the obligation to prepare local spatial management plans for the whole territories of cities or communes. These studies also aim to identify the factors which cause that the local spatial plans are not prepared. For the purpose of a proper and objective review of the coverage of Kielce district by local spatial management plans used method of survey research. The survey conducted in 2014 among urban planners in nineteen communes of Kielce district. This provided information about the coverage of communes by local spatial plans, the potential reasons for the lack of these plans, the number of issued in 2013 decision on land development and management conditions and extracts from local plans. This last issue indicates a recovery in the investment activity in the analyzed area.

Internal audit is primarily a tool to help managers of the unit, giving the possibility of efficient and effective management of all processes. Nowadays, the paradigm seems to be less popular. First scientific diagnoses of the described situations seemed to prove their chaotic and ungovernable character, but they were gradually replaced with approaches which allowed to penetrate and govern composed systems. The notion of ‘governance’ (i.e. a multi-layered network process whose participants have different statuses and resources, and which results in a consensus achieved in an interactive play of all partners) has a high heuristic value. France is a perfect illustration of this phenomenon. The process can be observed especially in metropolitan areas that create their own compounded authority systems.
Paradygmat analizy rzeczywistości i zarządzania nią oparty na pionowych strukturach hierarchicznych jest właściwy dla sytuacji koncentracji zasobów w rękach nielicznych aktorów społecznych. Obecnie wydaje się on w odwrocie. Pierwszym naukowym diagnozom opisywanej sytuacji towarzyszyła konstatacja chaosu i nierządności, lecz stopniowo wypracowano podejścia, które pozwalają penetrować założone systemy i panować nad nimi. Niezwykle wartościowe heurystycznie okazało się pojęcie governance, rozumiane jako wielopłaszczyznowy, sieciowy proces angażujący aktorów o różnym statusie i zasobach, którego wynik stanowi konsens osiągany w interakcyjnej grze partnerów. Francja stanowi doskonały przykład występowania takiego właśnie zjawiska. Opisywane procesy przebiegają przede wszystkim na obszarach metropolitalnych, które wytwarzają własne, niezwykle złożone systemy władzy.

The article presents the results of research conducted in order to determine statistical differentiation of revenues from alcohol licence fees accumulated in the budgets of communes located on the territory of the Podkarpackie Voivodship. The study was conducted using Sperman’s correlation analysis, and the Kruskal-Wallis test was performed. Statistical calculations were made using the IBM SPSS Statistics 25 package. As a result, the conducted study confirms the adopted thesis that the implementation of the plan of revenues from alcohol licence fees differs depending on the type of commune to which the fees are paid. To verify the adopted thesis, it proved purposeful to carry out an analysis of implementation of the revenue plan of communes located in particular poviats. Artykuł zawiera wyniki badań własnych, przedmiotem których było ustalenie statystycznego zróżnicowania dochodów własnych z tytułu opłaty za korzystanie z zezwoleń na sprzedaż napojów alkoholowych gromadzonych w budżetach gmin położonych na terenie województwa podkarpackiego. Badanie przeprowadzono, wykorzystując analizę korelacji Spermana, a także test Kruskala-Wallisa. Obliczeń statystycznych dokonano z wykorzystaniem pakietu IBM SPSS Statistics 25. W rezultacie przeprowadzone badania potwierdzają założoną tezę, że realizacja planu dochodów z tytułu opłaty za korzystanie z zezwoleń na sprzedaż napojów alkoholowych jest zróżnicowana pod względem rodzaju gminy, do której jest wnoszona. Na potrzeby weryfikacji założonej tezy celowe okazało się przeprowadzenie analizy wykonania planu dochodów gmin położonych w poszczególnych powiatach. The article contains a discussion of issues related to local development, such as defining and local scale and their relationships, local development, management of local development with particular emphasis on development strategies. The purpose of this article is to present the management of local development on the example of the strategy undertaken in the district of Czestochowa. At the beginning of the study, we attempted to describe the basic issues related to local development then presented the characteristics of this county, to show its specificity. In discussing these issues, we drew attention to the systemic approach taken by the county and its management strategies, which aim to improve the living standards of the local community.

Among the constitutional sources of the law of the commonly binding law, the legislature has also included acts of local law. One of them is Local Spatial Management Plan, which is the most important Act of spatial and management planning. The article, by analyzing selected legal aspects of spatial planning with their current interpretation used in administrative courts, pointed out the legal consequences of enacting Local Spatial Management Plan.
Pośród konstytucyjnych źródeł prawa powszechnie obowiązującego ustawodawca umieścił również akty prawa miejscowego. Jednym z nich jest miejscowy plan zagospodarowania przestrzennego. Jest on najważniejszym aktem planowania i zagospodarowania przestrzennego. W artykule, poprzez analizę wybranych aspektów prawnych planowania przestrzennego z obowiązującą jego wykładnią stosowaną w sądach administracyjnych, wskazano na skutki prawne, jakie niesie za sobą uchwalenie miejscowego planu zagospodarowania przestrzennego.

Jednym z podstawowych problemów związanych z ustanawianiem i funkcjonowaniem instytucji służebności przesyłu jest określenie jej przestrzennego zasięgu, czyli powierzchni pasa służebności przesyłu. Wobec braku ustawowej regulacji w praktyce stosowane są różne podejścia określenia areału pasa służebności, w tym wykorzystanie ustaleń miejscowego planu zagospodarowania przestrzennego. W niniejszym opracowaniu przeanalizowano ustalenia obowiązujących miejscowych planów zagospodarowania przestrzennego na terenie miasta Krakowa w kontekście zapisów dotyczących stref oddziaływania urządzeń przesyłowych. W odniesieniu do każdego z rodzajów sieci uzbrojenia terenu zauważyć można typowe kierunki kształtowania obszarów oddziaływania urządzeń przesyłowych. Podejście polegające na określeniu w ramach miejscowego planu zagospodarowania przestrzennego strefy ochronnej w zależności od parametrów technicznych poszczególnej sieci przeważa w przypadku sieci energetycznych, wodociągowych i ciepłowniczych. Propozycja ustanowienia strefy ochronnej zależnej od innych ustaleń planu, np. z uwzględnieniem odległości do obiektów różnego typu czy podstawowego przeznaczenia gruntu, przeważa w przypadku kanalizacji. Jeśli chodzi o sieci gazowe, wyraźnie najczęściej wybieranym kierunkiem jest ustanowienie strefy ochronnej w nawiązaniu do przepisów odrębnych. Przegląd dokumentów planistycznych z obszaru Krakowa wskazuje, że na obszarach lokalizacji urządzeń przesyłowych, które mogą oddziaływać na otoczenie, MPZP zwykle ustala zasięg obszaru oddziaływania obiektu, co może zostać wzięte pod uwagę przy ustanawiania prawa służebności przesyłu. Jednocześnie MPZP pokrywają niespełna połowę obszaru miasta, a wśród nich przeciętnie tylko mniej więcej połowa odnosi się do przedmiotowego zagadnienia, co powoduje, iż przeważający obszar miasta nie jest objęty ustalaniami planistycznymi dotyczącymi stref ochronnych wokół urządzeń przesyłowych.
One of the basic problems associated with the establishment and functioning of transmission easements is to determine the spatial extent, that is, the transmission easement zones. In the absence of statutory regulation, in practice there are various approaches to determine range of easement zone, including the use of the arrangements of the local spatial management plans. This study analyzes the arrangements of the obligatory local spatial management plans in the city of Krakow, in the context of provisions relating to the impact zones of transmission equipment. For each type of network utilities, there can be observed typical trends shaping the areas of influence of transmission equipment. The approach of defining the local spatial management plan protection zone depending on the technical parameters of the particular networks prevails for power grids, water supply and heating. The proposal to establish a protection zone dependent on other arrangements of plan e.g. based on the distance to objects of different types and the basic purpose of the land prevails in the case of sewage. For gas networks, clearly the most frequently chosen direction is to establish a protection zone in reference to the separate regulations. An overview of planning documents from Krakow indicates that the areas the location of transmission facilities, which may affect the environment, local development plan usually sets range impact area of the object, which can be taken into account when legislating transmission easement. At the same time local plans cover less than half of the city area, among them an average of only about half relates to the subject matter, which means that in most parts of the city there is a lack of planning arrangements for the protection zones around transmission equipment.

Opis:

The aim of the study is to evaluate the effect of local spatial management plans on legal forms of administrating agricultural real estates. In view of the extensive scope of the problem it was decided to focus on the concept of agricultural real estates; transfer of ownership right or perpetual usufruct right of agricultural real estates for purposes other than agricultural; the effect of a local spatial management plan on lease of agricultural real estates. Moreover, the paper also presents principles of changes in planned land use of agricultural real estates in the local spatial management plan and it was referred to the problem of exclusion of agricultural land from agricultural use as well as re-zoning fees. In conclusion the author states that e.g. adoption or a change in the spatial management plan and the location of an agricultural real estate in areas with planned land use other than agricultural does not impose in principle an obligation to cease agricultural activity and does not introduce the date for the exclusion of agricultural land from agricultural activity (unless the plan stipulates another manner of their temporal land management). However, already a change in the plan (the location of an agricultural real estate in areas with planned land use other than agricultural) results in a situation when the National Agricultural Constitution Act of 11 April 2003 is no longer binding. The author also presented her de lege ferenda conclusions concerning e.g. changes in spatial planning, implementation of greater protection of class IV agricultural land (if their cohesive area planned to have their land use changed exceeds e.g. 1 ha), reinforcement of the legal position of agricultural real estate lease in the case of planned land use for leased land other than agricultural in the local spatial management plan. In such a situation the lessee no longer is entitled to the preemptive right, which may be particularly unfair in relation to long-term dependent possessors, who introduced considerable improvements hoping for the potential acquisition of ownership.

Opis:

Intensive development of distributed generation, apart from the positive aspects related to the use of renewable energy, is also a challenge in terms of safety and reliability of energy supply. Ensuring the reliability of supplies, at the variable operation of wind generation and photovoltaic generation, requires from the network operators implement additional costly investments. An alternative solution is to build a system that integrates management of local energy resources (including automatic grid controls, energy storage, local energy sources) in order to optimize the technical possibilities of the grid.
Intensywny rozwój generacji rozproszonej, oprócz pozytywnych aspektów związanych z wykorzystaniem energii odnawialnej, stanowi wyzwanie z punktu widzenia bezpieczeństwa i funkcjonowania Krajowego Systemu Elektroenergetycznego (KSE). Zapewnienie niezawodności dostaw, przy zmiennym charakterze pracy generacji wiatrowej i fotowoltaicznej, wymusza na operatorach sieci konieczność realizacji dodatkowych kosztownych inwestycji sieciowych. Alternatywnym rozwiązaniem jest budowa systemu umożliwiającego zintegrowane zarządzanie lokalnymi zasobami energetycznymi (m.in. automatyką sieciową, magazynami energii, lokalnymi źródłami energii) w celu optymalizacji technicznych możliwości sieci elektroenergetycznej.

The aim of this article is analysis of the problem of unemployment in contemporary self-governments on the example of city of Częstochowa. Local government unit management is a long and composed process, which requires knowledge and involvement. Cities are compared to the organization very often, it has both advantages and disadvantages. Unemployment is an important problem which remains unresolved. It has a negative impact on entities, and consequently affected on the entire common, especially if the level of unemployment is significant. In article was presented examples of actions undertaken by self-government in order to activate of the labor market in Częstochowa.
Celem artykułu jest analiza problemu bezrobocia we współczesnych samorządach na przykładzie miasta Częstochowa . Zarządzanie jednostkami samorządu terytorialnego to długi i złożony proces, wymagający wiedzy i zaangażowania. Miasta są często porównywane do organizacji, podejście takie ma zarówno zalety jak i wady. Bezrobocie jest ważnym problem, który zostaje nierozwiązany. Ma to negatywny wpływ na jednostki a w konsekwencji na całe wspólnoty, zwłaszcza jeśli poziom bezrobocia jest wysoki. W artykule zostały zaprezentowane przykłady działań podejmowanych przez samorząd w celu aktywizacji rynku pracy w Częstochowie.

Opis:

In contemporary conditions organizations look for ways of achieving competitive advantage in any possible areas. Recently they have turned into improvements of their managements systems. One of possible change there is resigning from traditional structures and turning them into processes due to introduction of process management. In the article the authors have pictured the stages through which local governments must move to achieve full level of process maturity. Special research has been conducted to establish how many local governments in Dolnośląskie region have introduced fully process management. Also, the research has enabled to get to know what level of computerization the governments are on and what technologies they use. Moreover, the use of BPM instruments has been examined. The research has shown that local governments in that region are not advanced in terms of process management practices and technologies used.
W opracowaniu przedstawiono wyniki badań dotyczące oceny stopnia informatyzacji w wybranych gminach województwa dolnośląskiego. Wyniki badań wskazują na ścisły związek między stopniem wdrażania rozwiązań informatycznych do obsługi bieżącej działalności gmin oraz zarządzania procesowego a osiągniętym stopniem dojrzałości procesowej. Ponadto w badaniach uwzględniono ocenę stopnia zastosowania narzędzi typu BPM (ang. Business Process Management) w doskonaleniu procesowego zarządzania gminą.

Działania JST będą silnie uwarunkowane przedłużającym się kryzysem zadłużeniowym systemu finansów pu-blicznych w większości krajów UE i istotnymi napięciami w zewnętrznym otoczeniu gospodarki polskiej.
Local communities in Poland in the coming years should take new strategic development challenges. This will be the most important test of the Polish self-government since the introduction of the local government reform. The municipal elections in 2014 emerged the man-agement of local government units, which will carry out the tasks arising from these challenges critically important in the first stage of the new EU financial perspective for 2020. LGU’s activities will be strongly conditioned by the prolonged debt crisis of public finances in most EU countries and significant tensions in the outer Polish economic environment.

Opis:

The objective of the audit was to assess the activities undertaken by local self-government units (JSTs) related to observing the set indebtedness limits and to execution of selected budget incomes. The following audit areas have been set: whether JSTs properly financed the budget deficit and met their liabilities, whether they observed the indebtedness limits set by the law and fairly presented information of the level of debt, whether incomes from taxes and charges were obtained properly. It was decided that the audit would cover 11 out of 83 municipalities of the Lubuskie region, taking into account the level of their debt. NIK’s own studies have been supplemented with the analysis of the data obtained from the Regional Accounting Chamber in Zielona Góra, related to the financial situation of all JSTs in the region.

This article deals with the issues of local spatial policy formulation to areas of public space. The first part presents the formal and legal determinants of carrying out activities to such areas in the context of one of the most important planning documents – the study of conditions and directions of spatial management. In the second part of the article are presented results of studies on how spatial policy towards areas of public space in selected cities Wielkopolska voivodeship.

The theory of economics comprises a variety of approaches and schools of thought that result from the range and manner of analyzing economic reality. The diversity of methods used to asses economic processes encourages one to specify a certain number of research methods from the perspective of their essence and significance in the economic theory. The aim of the paper is to characterize selected aspects of economics in terms of the way in which economic processes are presented. The authors mention three perspectives: institutional, Austrian and neoclassical – all of them crucial for presenting the most important issues in the theory of economics. Obviously, the presented assessment of the importance of these approaches is selective and focuses solely on certain issues. It, nevertheless, seems interesting both because of the used instruments and of its theoretical value.

Jednostki samorządu terytorialnego odgrywają ogromną rolę we wspieraniu rozwoju lokalnego. W niniejszym artykule podjęto próbę zbadania wpływu wybranych aspektów polityki finansowej JST na poziom ich rozwoju – na przykładzie miast Unii Metropolii Polskich. W tym celu najpierw skonstruowano syntetyczny miernik rozwoju lokalnego i za jego pomocą oceniono, relatywnie, rozwój badanych miast. Następnie poddano analizie zależności między wartościami przyjętego względnego miernika rozwoju miast w latach 2007–2012 a kształtowaniem się wybranych kategorii charakteryzujących gospodarkę finansową JST w tych latach (w przeliczeniu na mieszkańca), w szczególności wysokości ich zadłużenia, wydatków ogółem, wydatków majątkowych, a także wydatków na poszczególne grupy zadań powierzonych do realizacji samorządowi terytorialnemu.
The local government plays a huge role in supporting local development. In this paper, the authors present the results of conducted research concerning the impact of selected aspects of financial policy of the local government units on their development on the example of cities affiliated with the Union of Polish Metropolises. Therefore, firstly, they construct a synthetic indicator of local development and use it to assess the relative development of the analyzed cities. Then, they measure the relationship between the level of the cities’ relative development in the years 2007−2012 and the values of major categories of the units’ financial management in those years (per capita), in particular the amount of their debt, total and investment expenses, and expenditures on individual groups of local government tasks.

Główna uwaga artykułu skupia się na konsumentach, jako nowych aktorach zmian zachodzących na polskiej wsi i w polskim rolnictwie. Zasadnicze pytanie badawcze, na które autorzy starają się odpowiedzieć dotyczy znaczenia konsumentów w stymulowaniu procesów dywersyfikacji gospodarczej polskiego rolnictwa. Przedmiotem analiz jest studium przypadku inicjatywy „Kujawsko – Pomorska Spiżarnia”, której celem było animowanie sieci konsumencko – rolniczych.
The article focuses on the importance of relationships bonding farmers producing high quality food and consumers into relatively constant, viable and feasible networks. The article is based upon the results of the field study, where both qualitative and quantitive methods were utilised in order to prepare empirical models of farmers – consumers networks. The focus is put mainly on consumers treated here as important new drivers of economic and social change on Polish rural areas. Authors try to answer crucial question about the role of consumers in diversification of farming businesses. The case study of “Kujawsko-Pomorska Spiżarnia” is examined as an interesting and representative example of animation of consumer-farmer networks.

The article presents the issues of effective management of local government debt. Local government debt can be seen as an effect of accumulated budget inequality. The considerations in the article concern the analysis of the sources of financing the activities of local government units and the effectiveness of their use in the context of maintaining an appropriate level of liquidity and meeting statutory standards. For this purpose, financial data of local government units for the years 2010–2020 were examined. The study was enriched with the results of research on the budget policy of municipalities on which the authors worked in previous years. It made it possible to trace the tendencies in the field of debt policy in local government units and to establish the challenges faced by representatives of local government authorities.

The aim of this article is to analyze selected legal and economic aspects of the activities of a municipal administrator (wójt) in Poland. Based on the comparative method as well as on the latest expert studies in the field of law, administration, and economics, the author compares the changes that have taken place in the systemic status and in the activities of wójts. The most important legal acts regarding their powers have been examined. The influence of wójt on shaping the municipality’s budget and managing its assets have been analyzed. The effectiveness of management in the face of the diversity of Polish municipalities has also been compared. Empirical examples of effective public management by wójts have been used. The results of the local government elections in 2018 have also been analyzed as a test of the managerial competence of the wójts under consideration.

Research background: Web-based idea management systems provide local and global idea management potential for many well-known and established companies, such as Boeing, Panasonic, Volkswagen, Volvo and P&G. Based on previous research done by the authors, there is an existing gap in the available literature and research on the subject: (1) there is a lack of evidence on how different idea managements system types materializes in local and global contexts; (2) there is a lack of research on how frequent these systems are applied in the global context. Purpose of the article: The paper aims to clarify which of the web-based idea management system types produce significantly better results when applied in the local and in the global context. Methods: The following research attempts to close the existing research gap empirically by conducting a survey. In the research paper analysis of 447 responses was included ? global companies that use idea management systems. The respondents were reached through idea management system providers. Findings & Value added: The research results suggest that there is a difference between the intensity of different web-based idea management system types (based on involved sources and process focus) of application if these systems are used for the global or local context. The study contributes theoretically and practically to the discussion about the potential idea management system application types in different contexts.

Opis:

Local government units in Poland are obliged to improve the quality of life of their inhabitants concerning rules of sustainable development. The study described in the article is intended to measure the relative efficiency of management including examination of the relationship between various inputs and outputs in local government units. The analysis in the paper shows efficiency differences between local governments in comparison with sub-region leaders (group frontiers) and region leaders (meta-frontiers). The division into sub-regions and regions was made according to NUTS classification. The measurement of inputs and outputs in local government management units was based on indicators of sustainable development from SAS (Local Government Research System) database. Apart from static comparison (for a particular year) the main purpose of the article is to show changes of efficiency in 5 years horizon with application of dynamic meta-frontier approach. The outcome of the analysis made it possible to indicate some reference points (benchmarks), which may contribute to improve the efficiency of management in the local government units in Poland under research. The concepts delivered in the paper are employed for the purpose of assessing growth performance of local governments using a data set covering 128 cities in period 2006-2010.

W głównej części artykułu, w analizie przypadków, autorzy wykazali, że nowatorskie platformy wpływające na gospodarkę energetyczną w gminie mogą występować na różnych poziomach i przybierać różny charakter.
In an introductory part authors give theoretical background concerning local energy economy also in the international dimension. In next part authors characterize significant elements of management of energy economy in a commune. In the course of case analysis, which is the main part of the article, authors proved that innovative platforms which influence energy economy in commune can function on various levels and have various character.

Opis:

The main purpose of the paper is to show the relations between the management method practiced by the public authorities and the efficiency of public finances carried out at the local level. The paper has been prepared on the basis of literature and copyright research on the effectiveness of financial management in Polish local government. A descriptive method and the results of economic and statistical analyses have been used in the work. Authorities applying the administrative management model are characterized by passivity and reluctance to use innovative methods of management. They apply a one-year financial planning cycle and perform cost analyses to a very limited extent. Local governments applying the strategic management model use modern and effective methods of financial planning in financial policy, also in the multi-annual arrangement, and constantly carry out financial analyses. The practice of public financial management at the local level shows the impact of public management on the effectiveness of financial policy and budgetary economy at the local level. The paper refers to the theory of public finance and efficiency of local public financial management. The conclusions of the paper can be applicable for the practice of finances of the local self-government.

Subject and purpose of work: Understanding of the nature and importance of the integration of management systems in local government administration is the aim of this article based on a modern challenges of the economy. Materials and methods: In the first parts of the article author presents the specifics of public management against factors that affect present on developing new concepts in the management of local institutions, including the New Public Management. Article is a draft proposal publication and is the kind of confrontation of requests that constitute basically the result of research, including research conducted by the author. Results: The article presents the conditions and recommendations for the proper implementation of integrated management systems in these institutions. Particular attention has been emphasized the importance of decentralization and leadership in public organizations, whose intention is to integrate the systems functioning in practice. Conclusions: In summary, the potential benefits of integrated management systems in local government administration, including benefits for clients and organizational economic benefits were included.
Przedmiot i cel pracy: Celem artykułu jest przybliżenie istoty i znaczenia integracji systemów zarządzania w administracji samorządowej na tle współczesnych wyzwań gospodarki. Materiały i metody: Autorka w pierwszych częściach opracowania prezentuje specyfikę zarządzania publicznego na tle czynników, które wpływają obecnie na rozwój nowych koncepcji zarządzania w instytucjach samorządowych, w tym New Public Management. Artykuł ma charakter opracowania przeglądowego i stanowi swoistą konfrontację wniosków będących wynikiem badań naukowych, w tym badań prowadzonych przez autorkę. Wyniki: W artykule przedstawiono warunki i zalecenia dla prawidłowego wdrażania zintegrowanych systemów zarządzania w tych instytucjach. Ze szczególną uwagą podkreślono znaczenie decentralizacji oraz przywództwa w organizacjach publicznych, których zamiarem jest integrowanie funkcjonujących w praktyce systemów. Wnioski: W podsumowaniu zawarto potencjalne korzyści zintegrowanych systemów zarządzania w administracji samorządowej, w tym korzyści dla klientów, korzyści ekonomiczne oraz organizacyjne.

Systemic management of a local government unit lacks viewing the LGU as an economic entity which should actively use modern financial knowledge in its activity in order to stimulate active construction of an economic and social potential. It need’s to stimulate processes of building in local government structures a financial knowledge based on a modern understanding of LGU finance while considering the new challenges in finance which have been revealed after the subprime crisis, complemented with practical concepts based on New Public Management. Considering the progressing reforms of the national public finance system and the resulting consequences for shaping the financial management of the LGUs, and also globalisation processes and the dynamic development of the financial services’ market, it is natural to require managers of the local government subsector of public finance to have thorough financial knowledge – current and interdisciplinary knowledge that would most importantly be reliable and practice-based.

The aim of this article is to determine the size of the effect on the development of Polish metropolises and large cities imposed by the decision on conditions for construction and land management as well as local spatial management plans. This aim was achieved by:– verification of spatial policy pursued by the largest Polish cities– description of conditions which authorities of Polish cities take into consideration while conducting a particular spatial policy.The article mainly analyses the ways of pursuing spatial policy at a city level, which primarily comes down to the analysis of urban plans records and shape of decision on conditions for construction and land management as well as opinions of the representatives of the municipalities. As a result of on-going research a hypothesis have been placed: the decision on conditions for construction and land management negatively influences the city’s spatial order.
