This article comprises a sketch of the most important perspectives on local government. Among other things, it also aims to present the unique nature of government at the mezzo-social level. Here the concepts of political governing are considered as a social relationship and social resource; proposed, too, is the application of the category of the social field in the analysis of local government. Such social fields are characterized by both relations and resources associated with power when viewed from the standpoint of actions and structures. A separate aspect making itself known in the field of political power is its manifestations and influences.

The strategy is a crucial programming document determining principles and directions of the long-term concept of local development. Managing of the development is a procedure of the implementation of strategies in the units of local, regional government. The development strategy of Białystok is a reply to the unknown, new problems of modern metropolises that are standing in front of the city and and it’s an attempt to take a chance from Polish membership in the EU.

W artykule zaprezentowany wyniki analiz dotyczących sposobu i zakresu przyjmowania w społecznościach lokalnych idei partycypacji upowszechnianej przez UE. Sposób wdrażania oraz nastawienie środowisk lokalnych wobec idei partycypacji wyrażone zostało w państwach członkowskich UE w prawie lokalnym, które wyznacza ramy dla współdecydowania mieszkańców o lokalnych politykach oraz kierunkach zmian w społecznościach, do których należą. Kluczowe dla artykułu pytania dotyczą warunków dla udziału członków społeczności lokalnych w podejmowaniu decyzji tworzonych przepisy prawa lokalnego, różnic w adaptacji idei partycypacji w prawodawstwie gmin pogranicza polsko-niemieckiego oraz roli partycypacji w zarządzaniu lokalnym. W celu odpowiedzi na pytania stawiane w niniejszym artykule zastosowano analizę zawartości dokumentów prawnych kształtujących warunki dla włączania mieszkańców pogranicza polsko-niemieckiego, ustanawianych lokalnie. W zakończeniu zaprezentowano wnioski mówiące o komplementarności mechanizmów partycypacji wobec działalności instytucji publicznych gmin niemieckich oraz instrumentalnym stosowaniu form partycypacji w gminach polskich.
The paper presents how and to what extent the participation idea, promoted by the EU, has been implemented in local communities. The way of its implementation and the attitude of local communities are reflected in the local legislation adopted in the member states, which determines the framework for inhabitants’ involvement in making decisions regarding local policies and the directions for changes in their communities. The key questions in the article focus on the conditions for members of local communities to participate in the decision-making process, indicated in the local legal provisions, on the differences in adapting the participation idea in the legislation of the municipalities in the Polish-German border region, and on the role of participation in local management. To answer these questions, the author analyses legal documents, adopted locally, which influence the conditions for the involvement of inhabitants in the Polish-German region. The last part of the paper presents the conclusions: in German municipalities, participation mechanisms show complementarity to the activities of public institutions, whereas in Polish municipalities, forms of participation are used instrumentally.

The article brought closer to the concept of the spatial order, drew attention to the relationship between the space harmony and the ordering of relationships arising from the functional, socio-economic, environmental, cultural and compositional - aesthetic conditions and requirements. There were described the selected research and evaluation methods of the spatial order. The many-sidedness of the spatial order hinders its measurableness. The presented methods capture the issue in a fragmentary way. Tool for shaping of the spatial order at the local level is the local land management plan. The article presents an analysis of the records of the spatial order in the selected local land management plans of community Siechnice. In conclusions there was drew attention to the under-utilization of regulatory possibilities of the local plans. The used records enable flexibility in shaping of the building development, they do not include the landscape values and the need to protect them, the determinations contained therein are too vague and restrictive. With these records the creation of the spatial order seems to be impossible.

The authors draw attention to the fact that the initial enthusiasm and uncritical assessment of projects, as an antidote to the bureaucracy of the public sector, may be premature. Projectifi cation causes a number of changes that are not always positive and also further limit the activities of public organizations.

Background. A commune local government is formed by inhabitants holding power through their representatives selected to the commune council and to positions of the executive body. Successful local growth is ensured by collaboration among all entities while fulfilling tasks specified by the state law and arising from inhabitants needs. In this paper an entity refers to inhabitants because this choice stems from the conviction that inhabitants co-participate in performing tasks and thus bear the consequences of management which, in the case of finance management, may lead to ill-considered expenditures and excessive indebtedness. Therefore, the research investigates inhabitant’s knowledge about financial economy, specifically the scale of the commune’s debt and related ramifications. Research aim. The aim of the studies conducted is to propose a model for finance man-agement in the commune local government, including management under conditions of debt bondage, where local potentials are used for acquiring larger financial resources from the commune local government’s members. Method. The research method used for the studies was a diagnostic survey. The survey rested on the method of questionnaire surveys and interview. The fragment of extensive empirical research carried out in all 118 communes across Warmia and Mazury Region was harnessed in the paper. Direct questionnaire surveys and interviews covered more than 5,000 persons, including councillors, officials, and principally inhabitants. 215 persons were randomly selected out of the whole base of questionnaires. Key finding. The research subject outlined reveals a primary research problem addressed in the studies. This refers to the knowledge among the commune local government’s members about the magnitude of debt in the commune, knowledge about individuals responsible for this indebtedness and, finally, implications of the debt for inhabitants.

Opis:
Fast development of Wroclaw city at the end of the 19th and the beginning of the 20th century was related to its expansion to the neighbouring area. Smaller localities attached to the city kept their rural or provincial character. After the Second World War management and building of many settlements were subject to principal changes. Near the city centre high buildings were localized, the rule of complex and close buildings around the settlement squares was abandoned, multi-family buildings with more than 4 floors above the ground were built in peripheral areas. Buildings of this type spread as an effect of the de-urbanisation process on neighbouring communities, levelling their character. Some of the urban areas changed their appearance because of the new utilisation of the industrial area, solving waste and sewage management problems and protection of water-bearing territories. The precious agricultural lands disappear irretrievably. Disintegration and uncoordinated guidelines to the plans of space management allow for dissonance in roof constructions, breaking the harmony of the arrangement visible from a bird's eye view.

Przedmiotem artykułu jest analiza funkcjonowania Podstrefy Lublin Specjalnej Strefy Ekonomicznej Euro-Park Mielec oraz jej wpływu na rozwój gospodarczy miasta. W artykule została przedstawiona historia rozwoju Podstrefy Lublin. Podsumowane zostały zarówno zmiany, jakie zachodziły w infrastrukturze, jak i proces pozyskiwania kolejnych inwestorów, od utworzenia lubelskiej Podstrefy do końca 2014 roku. Jak pokazują dane liczbowe, inwestorzy strefowi generują znaczne nakłady inwestycyjne oraz tworzą nowe miejsca pracy. Ostatnie zmiany w przepisach prawnych oraz dotychczasowe efekty inwestycji pozwalają sądzić, że planowane rozszerzenie Podstrefy o kolejne tereny jest działaniem zasadnym z punktu widzenia rozwoju gospodarczego miasta.
This article focuses on analysis of Euro-Park Mielec –Special Economic Zone–Lublin Subzone, its history, and influence on city development. Moreover, this publication discusses not only changes that have been occurring in infrastructure but also the process of attracting new investors during the period from opening the Subzone to the end of 2014. According to figures, investors operating in the SEZ provide for considerable investment expenditure and create new jobs. Taking the recent changes in legal regulations and the effects of former investment projects into consideration, it can be said that the city has good reasons for planning inclusion of new areas into the Subzone. This will exert profound influence on city development.

Celem artykułu jest analiza i ocena stanu zagospodarowania przestrzennego powiatu kieleckiego, koncentrująca się na stopniu pokrycia poszczególnych gmin obowiązującymi planami miejscowymi przy uwzględnieniu dynamiki zmian od 2005 roku. Ustawa o planowaniu i zagospodarowaniu przestrzennym z dnia 27 marca 2003 roku nie wprowadza bowiem obowiązku sporządzania planów miejscowych dla całych terytoriów miast lub gmin. Badania te mają także na celu określenie czynników, które powodują, iż miejscowe plany przestrzenne nie są sporządzane. Aby w sposób właściwy i obiektywny dokonać przeglądu stopnia pokrycia powiatu kieleckiego miejscowymi planami zagospodarowania przestrzennego wykorzystano metodę badań ankietowych. Badania ankietowe przeprowadzono w 2014 roku wśród służb planistyczno - urbanistycznych wszystkich dziewiętnastu gmin powiatu kieleckiego. Dostarczyły one informacji na temat pokrycia poszczególnych gmin miejscowymi planami zagospodarowania przestrzennego, przyczyn braku sporządzania planów, liczby wydanych w 2013 roku decyzji o warunkach zabudowy i zagospodarowania terenu oraz wypisów z miejscowych planów. To ostatnie zagadnienie wskazuje na ożywienie w ruchu inwestycyjnym na analizowanym obszarze.
The aim of this article is the analysis and assessment of spatial management in the Kielce district, focusing on the coverage of communes by current local spatial plans, taking into account the dynamics of changes that have taken place on this issue since 2005. Spatial Planning and Land Development Act of 27 March 2003 does not introduce the obligation to prepare local spatial management plans for the whole territories of cities or communes. These studies also aim to identify the factors which cause that the local spatial plans are not prepared. For the purpose of a proper and objective review of the coverage of Kielce district by local spatial management plans used method of survey research. The survey conducted in 2014 among urban planners in nineteen communes of Kielce district. This provided information about the coverage of communes by local spatial plans, the potential reasons for the lack of these plans, the number of issued in 2013 decision on land development and management conditions and extracts from local plans. This last issue indicates a recovery in the investment activity in the analyzed area.

The impact of procedures and audit activities on the management of local government units In today’s local government territorial function of specific rules and processes that serve to achieve specific objectives and results. But the very existence and functioning of the operating principles and processes does not guarantee the full success of the government, if they are not accompanied by appropriate mechanisms for internal audit. Internal audit is an activity independent, objective assurance and advisory, which aims to add value and improve the organization’s operations. It helps an organization accomplish its objectives by systematically and disciplined approach to evaluate and improve the effectiveness of risk management, control and corporate governance. Internal audit is primarily a tool to help managers of the unit, giving the possibility of efficient and effective management of all processes. Internal audit is also an instrument to support the majority decision-making processes undertaken by managers, through careful management of all resources held by the entity.

The paradigm of analysis of the reality and its management, based on vertical hierarchic structures, cannot be used to characterize situations of resources concentration in the hands of many social actors. Nowadays, the paradigm seems to be less popular. First scientific diagnoses of the described situations seemed to prove their chaotic and ungovernable character, but they were gradually replaced with approaches which allowed to penetrate and govern composed systems. The notion of ‘governance’ (i.e. a multi-layered network process whose participants have different statuses and resources, and which results in a consensus achieved in an interactive play of all partners) has a high heuristic value.
