The aim of the article is to present the achievements of Professor Tadeusz Sulimirski, an archaeologist, in reference to organising and managing Polish education in exile, 1941–1947. The biographical method prevails in this research paper, presenting one of the leading figures in the Office of Education and School Affairs, as well as the Ministry of Religious Denominations and Public Enlightenment of the Polish government in exile. Tadeusz Sulimirski launched numerous initiatives aimed at developing and streamlining all the forms of Polish education in exile. He cooperated very closely with General Józef Haller. He devoted much attention to developing Polish higher education in exile. Once the Polish government in London was no longer recognised by the British government, Professor Tadeusz Sulimirski became head of the Department of Education, formed on 7 July 1945, of The Interim Treasury Committee for Polish Questions established by the British. He demonstrated great creativity and organizational skills, while very competently coordinating the gradual discontinuation of Polish education in Great Britain and, to some extent, in some of the British dominions. He took great care of the financial situation of Polish students in Great Britain and in the Middle East. He also received students and schools from General Władysław Anders’ Polish II Corps evacuated from Italy to Great Britain. In the post-war years he was an active member of Polish academic circles. He greatly contributed to the development of Polish education in exile and to establishing Polish identity among war refugees.

Theoretical background: The deteriorating condition of the natural environment, as a result of human activity, is one of the global problems that contemporary business entities must face. Companies in their attempts to comply with principles of environmental protection undertake activities aimed at better utilization of resources, production materials or improved efficiency. Such endeavours include the elimination of pollution, recycling of materials, reduction of waste generated, reduction of fuels and energy consumption, and limiting water usage. This contributes to improving corporate economic performance, thus, making production more efficient, more economical and safer.Purpose of the article: The purpose of this article is to identify the company’s behavior with regard to environmental protection issues. The study tests the research hypothesis that the companies’ characteristics (i.e. company size, type of activity – production/non production, the scale of activity – local and regional, national, international) are factors that significantly differentiate the involvement of companies in activities for the environmental protection.Research methods: The empirical analysis is based on primary data from 68 companies. It was carried out using the Mann–Whitney U test, chi-square independence test, and the correspondence analysis. The strength of the examined relationships was expressed by the V-Cramer coefficient.Main findings: The research showed that the level of implementation of environmental initiatives depended on both the type of business activity and the size of the company. In the opinion of the surveyed entities, the implementation of pro-environmental activities aims at improving the company’s image and, to a lesser extent, at obtaining specific economic benefits. Large companies were often involved in the implementation of pro-environmental activities more than small and medium-sized entities. Production entities were more involved in it, compared to non-production companies.

Support for democratisation and democracy has become one of the leading topics in a wide-ranging debate over the state of democracy in the contemporary world. The European Union became an important player in global politics, one with an ambitious programme for the spreading and supporting of democracy and the process of democratisation in Eastern Europe. Hence the author’s attempt at addressing the following question: what actions and strategies have and are being undertaken by the EU to facilitate the above-mentioned processes? The aim of the paper is to describe and assess the strategies and actions of the European Union in the field of supporting democratisation and democracy in selected countries of the former USSR (e.g. Belarus, Georgia, Moldova and Ukraine), additionally well-fitting to the concept of Eastern Partnership, in the last decade of XX and the first decade of XXI Century. The paper also aims to present which procedures and standards (that are supposed to guarantee their usefulness and effectiveness) are being used by the EU. The emphasis has been placed primarily on the processes of democratisation, their mileage, specificity and possible strategies for supporting democratic development, as well as its potential for consolidation, in the countries of the former Soviet Union. In order to conduct the research it is necessary to assess the political, social and economic conditions in the researched countries. It is to be stressed that one should be aware of the complexity and dynamics of the described processes whilst evaluating the EU’s initiatives. The papers topic was chosen due to the importance and currentness of the researched EU actions and their results.

Basing on research carried out on a representative group of Poles, as part of a national research project called „Political preferences. Attitudes-Identities-Behaviours”, it can be concluded that respondents the most often point expressing their beliefs through petitions (23%), local initiatives (21%) and demonstrations (12%). Research shows that men more frequently than women express their opinions through petitions (54,2%-45,8%), local initiatives (54,3%-45,7%) and demonstrations (61,6%-38,4%). Inhabitants of villages and towns over 200 thousand people were nearly two times more active than citizens of medium-sized villages. Having at least a secondary school education definitely increases people’s activity (approx. 40%), more than having a vocational education (approx. 13%). Expressing views is also dependent on age because younger people do it more frequently than elder ones. The most indicated were individuals in the age group 25-34 (62%), more rarely although in comparable proportions people aged 18-24 and 35-44 while in the next age groups that activity drops significantly. People aged 18-24 and 45-54 the most willingly take part in demonstrations. People aged 25-34 sign petitions and engage in local initiatives. Among citizens in the age of 55 and more there is not evident diversity in the forms of participation. The differences in the behaviour of people with various views are also highlighted. Those who declare themselves as left wing prefer petitions (39%) against local initiatives (35%) and demonstrations (26%). Centrist voters the most often choose petitions (49%) against local initiatives (34%) and demonstrations (17%). And people who declare themselves as right wing mainly indicate local initiatives (43%) against petitions (36%) and demonstrations (21%). But those citizens, who could not determine themselves, the most often decide to petitions (49%) against local initiatives (32%) and demonstrations (19%). Taking under consideration declared political views there are no significant differences when it comes to membership in political parties, trade unions, non-government organizations and local associations. Greater disproportions are highlighted when comparing belonging to different types of organizations. Regardless of the opinions the most popular are local associations, followed by non-government organizations, trade unions, and the least political parties. In conclusion, it can be said that the political participation in Poland clearly indicates who is more frequent and who is more seldom willing to be active in this area. It seems to be an important clue for those wishing to take effective activities to increase the involvement of citizens.

In recent years, grassroots organising has become important in advocating for the interests of local communities in spatial development processes in the Balkans. Though differing in terms of size, focus, and method, these initiatives seek to articulate dissatisfaction with the existing models of spatial governance, and to imagine, propose, and demand more just and inclusive alternatives. This paper focuses on grassroots activism contesting the top-down model of governing space in Montenegro. Based on a case-study analysis, it traces developments in the forms of organising and degrees of influence of three distinct initiatives, examining what their impact on the development of territorial governance approach may be.

Aim: The aim of this article is to discuss the global and European concepts of sustainable development and how they can enhance European integration. Design / Research methods: The analysis of statistical data will show positive and negative trends in Europe. In addition, barriers to the implementation of the sustainable development strategy will be indicated, as well as areas in which the EU should put more effort into achieving its ambitious goals. Conclusions / findings: European Union countries stand out in the international arena for their high standard of living, made possible by a high level of economic development and extensive social welfare systems. However, at the turn of the 20th and 21st centuries it became clear that maintaining these high standards in the face of fundamental changes – both externally and internally – would require a significant reorientation of the current development policy. Euroscepticism, European integration, globalization and the increasing competitiveness of the rapidly growing Indian and Chinese economies, the IT revolution, the rise of the importance of knowledge and innovation, the prospect of depleting non-renewable natural resources crucial for modern development (combined with the associated risk in prices) are all becoming increasingly prominent in the list of challenges which Europe faces. Originality / value of the article: The article discusses the current statistical data of the whole concept of sustainable development rooted in the Europe 2020 program in contrast to other, studies, which in the majority focus on one issue of European programs. Implications of the research: This analysis complements the discourse regarding the Europe 2020 strategy. JEL: Q01, F15

This article presents the role of clusters in the Polish innovation system. This role has evolved in recent years due to maturing of cluster organisations and the expansion of their ability not just to provide services for cluster members but also to perform selected public tasks. This study aims to provide a better understanding of the nature and extent to which clusters can contribute to the objectives of development policies and thus to the economic development of the Polish economy and answer the question what role clusters can play in the innovation system. Based on a survey of 44 cluster organisations in Poland and interviews with cluster managers, the study explores the possibility of engaging Polish cluster organisations in the implementation of public policies. The results confirm that many of the Polish clusters achieved such a level of development that they themselves see the possibility of engaging in public tasks, for example education and specialised training, helping enterprises in digital transformation, monitoring technological trends, and so on. Therefore, it is justified pursuing a dual cluster policy. This duality means focus on two objectives: supporting cluster organisations on the one hand and implementing cluster-based development policies on the other hand.

The recognition of the importance of early childhood education is steadily increasing. Many reports published in Israel and around the world address the tremendous and critical impact of this age on theindividual and on society. In contrast, the professional image of the preschool teacher in Israel is low, as in many countries. The professional image influences the choice of the teaching profession and theacceptance conditions in the teacher training colleges. This article addresses unique educational pedagogical initiatives that incorporate advanced technology and innovative teaching methods that mayhave positive influence on the preschool teacher’s image and serve as a focus for community involvement, positive advertising, and empowerment of the children and the preschool. Therefore, the aim of the article is to emphasize the importance of the educational initiatives and their direct and indirect impact on the preschool image and the parents’ satisfaction with the preschool activity, to encourage the preschool teachers who do not yet integrate educational initiatives in their activity to do so, and to emphasize the importance of the involvement of the parents and the community in the preschool pedagogical activity. This research was performed through the distribution of questionnaires to the parents in the preschools where educational initiatives were held and in the preschools where these initiatives were not held and the examination of the parents’ satisfaction.

The purpose of this article is to analyse educational activities undertaken in the area ofsocial entrepreneurship. The main conclusions are that respondents do not know about social entrepreneurship and social initiatives are undertaken only to a minimal extent; education for social entrepreneurship is at an unacceptable level. Thus, education in economics in Poland should be enriched with social economy and social entrepreneurship. An essential element that can positively affect the development of social entrepreneurship is the support of social activities undertaken by young people within a broader debate about the social dimension of our lives.

In the urban space we can see less and less elements of animate and inanimate nature. The dominance of skyscrapers, office buildings, and large-scale shopping malls contributes to limiting the development of children and adults in the natural environment. Limited green areas, prevent contact with the ecosystem. The remaining few Family Allotment Gardens located for example in Warsaw, as well as the establishment of community gardens on the initiative of local residents, can be a form of creating social bonds and an ecological awareness. Through this kind of participation for environmental protection, we can educate children, youth and adults about the need to raise the level of environmental issues. The article presents qualitative research consisting of the analysis of documents concerning local initiatives disseminated in the mass media and on the websites of local, non-governmental bodies. Not every person is looking for such information, so not everyone understands the need to preserve green areas and the possibility of integration and popularization of knowledge in the field of environmental protection. The article will also present the works of The Maria Grzegorzewska University students who were to design a garden located at educational institutions. Ideas of students will be presented in the photographs. The subject matter is undoubtedly necessary to show among educators the relationship between the city – the individual – society, for example upbringing in accordance with the principles of sustainable development. Teaching about ecology at the Maria Grzegorzewska University at the department of Education for Sustainable Development may be an example combining pedagogy with ecology, as part of the APS Jubilee celebrations.

The article presents a review of research in consumers’ reactions to social initiatives undertaken by enterprises. The analysis has proved that there are few relevant Polish studies in the subject. The studies are survey-based and they indicate that the issue of social involvement of enterprises is important to Polish consumers, who are liable to reward companies for such commitment. A review of foreign, deeper studies points to the fact that the realization of social programmes can create favourable reactions of consumers, yet this process is much more complex than the consumers’ declarations.

Diverse from the Erasmus program, amongst other EU international interactions, Humanitarian and Developmental initiatives resulting in Nation Branding is a field that is hardly explored. This paper has tried to analyze the concept of supra-nation branding through the EU humanitarian and development program named EU Aid Volunteers Initiative, through focusing on how a supranational organization such as the EU would go about a nation branding initiative that promotes its collective values in Humanitarian and Development Aid. In order to explore the concept of supra-nation branding, it firsts gives a brief introduction about the initiative and identifies the key elements of EU nation branding as well as its humanitarian and development initiatives. Then, it analyzes it through Anholt’s lens and a SWOT analysis, followed by critiques and a conclusion. This analysis proved fruitful in terms of enabling a structural understanding behind the processes employed by the E.U Aid Volunteers Initiative and how it shall enable the E.U to advance its image as a supra-national entity both locally, regionally and internationally. In addition, as the European Union is an entity unlike any other it generates comprehension for future organizations motivated by a collectivity in idealisms and cultural identities, enabling the application of their country’s image abroad through a means of which embodies a form of cultural-humanitarian diplomacy.

The paper discusses new forms of social collaboration that have been actively developing in cities for a number of years now. The text analyses the form of social interactions that the author has defined as a community institution. Applying this cognitive category to a reflection on a specific example – a food cooperative – made it possible to capture the characteristic features of a community self-organisation mechanism. Discovering the institutional aspects of the discussed phenomenon made it possible to observe that community collaboration involves an educational process of constructing the common good and consequently – a major potential of pedagogical impact and significant impact on local public policies.

The article reports on the initiatives developed to support entrepreneurs in Pomerania Voivodeship in Poland. It begins by outlining the directions of economic development of the region. In the next section the authors look in more detail at some key elements of the programme for the local entrepreneurs, describing policy evolution from supporting clusters to the EU concept of smart specialisation. Next, they look at the issue of creating a comprehensive regional system of promotion, business information and investment servicing established through a 2011 initiative Invest in Pomerania. The article concludes with a brief description of INNOpomorze project to foster entrepreneurship, creativity and innovativeness of Pomerania.

Opis:
Efficient communication is the key to mutual understanding between the authorities and citizens, and thus to public support for government decisions. EU Member States follow the principle that the democracy is based on the lasting dialogue focused on the inclusion of all citizens in decision-making processes. At local level, Member States implemented communication projects and initiatives, which then became the cornerstone for national programs directed at the support of communication. The purpose of all communication initiatives is to involve the citizens in discussions concerning the development of towns, city areas, regions, states and to listen to public proposals, which are then included in the national policies. The exemplary experience of Germany, France, United Kingdom, the Netherlands, Sweden and Finland has been researched.

The aim of this paper is to extract and describe recent social initiatives in food consumption and distribution in Poland and indicate their characteristics related to sustainable consumption, sharing economy and collaborative consumption and to indicate the processes, mechanisms and future development options. Food is among areas that seem to adapt to those ideas more easily which means that individual consumers seem to see value in behaving in a more responsible way. In Poland, social awareness is rather limited and responsible behavior happens on a minor scale for the moment, but more international research shows the great potential of sharing economy. Food is being wasted therefore it constitutes a good ground for changing consumption habits. The paper presents four chosen social initiatives in Poland that refer to a sustainable consumption philosophy and collaborative consumption. Those mini case studies are backed by a thorough analysis of relevant literature, theme contents on websites, and results of secondary research studies dedicated to the issues discussed in the paper. Due to the qualitative character of the study, it shall be followed by more quantitative research to allow for more general insights and conclusions.

The ensuing article tackles the problems of closing small schools. It constitutes an attempt to reflect upon a new phenomenon, which is becoming more and more common, and it is caused by the introduction of austerity in the budgets of self-government entities liable for running educational institutions. This difficult and complicated situation means that local communities are forced to undertake essential solutions towards this new reality, which concerns mainly children and their parents. Discussion over these solutions will aim at searching for effective and economic ways of the running and functioning of small schools appropriated for liquidation. The undertaken problems seem to be justified because of approaching political and economic changes occurring at both national and local scale.

This article raises issues related to gamification of the teaching process. The paper contains many examples of the gamification techniques adopted for major courses: Economics and International Financial Markets for students of International Relations and Security Studies in the Institute of Political Science and International Relations of Jagiellonian University. The examples discussed in the article were examined in reference to the assumed teaching effects, grouped into the three categories: knowledge, skills and competences. The article also contains a cost and benefits analysis of gamification in education, and concludes with the proposal of changing the way of thinking about the schooling understood as a game.
Artykuł porusza kwestie związane z grywalizacją procesu dydaktycznego. Główną jego część zajmują opisy przykładów zastosowania technik grywalizacyjnych na zajęciach z przedmiotów Ekonomia i Międzynarodowe rynki finansowe dla studentów kierunków: stosunki międzynarodowe oraz bezpieczeństwo narodowe w Instytucie Nauk Politycznych i Stosunków Międzynarodowych UJ. Omówione w opracowaniu przykłady przeanalizowano w odniesieniu do założonych efektów kształcenia w podziale na wiedzę, umiejętności i kompetencje. Analizy wzbogacono o wnioski dotyczące korzyści i kosztów wynikających z podjęcia próby wprowadzenia w strukturę zajęć elementów gier, a następnie zaproponowano zmianę perspektywy myślenia o grze, jaką jest szkoła.

Dalsza część artykułu zawiera opis efektywnych narzędzi polityki klastrowej oraz kierunków jej rozwoju. Analiza podjętych działań na rzecz rozwoju klastrów wskazuje na ich istotną rolę jako narzędzia rozwoju gospodarczego.
The article presents the concept of cluster policy in Poland and European Union. At the beginning the author presented models of clusters policy and implementation in the most important document written by European Commission. Cluster policy for the period 2014–2020 show effective tools for government to support for cluster development. The analysis of the actions taken to support clusters shows clusters as a tool of policy and the fundamental conditions for economic success.

Especially since the Fukushima nuclear catastrophe (2011), Germany has expanded its renewably sourced energies. Nuclear power is to be phased out by 2022. What is central to federal policy is the expansion of wind-generated energy. Plans for new wind farms have, however, faced opposition. And the transportation of electricity from the windy north to the high-use south entails an expansion of the existing power grid, which also provokes conflict. The article scrutinises dominant patterns of discourse on these issues. Based on current discourse theory, the research sheds light on the argumentative power of citizens’ initiatives with respect to nature conservation, landscape, health and economics.

In the present article the issue is tackled of social initiatives taken by companies. Purpose – More and more companies are embarking on an experimental journey into an unpredictable future – a future that is characterised by uncertainty and new challenges. Corporate venturing enables established companies, so-called incumbents, to deal with new markets and business models in a highly flexible and innovative way, besides their existing business and well known, successful business models. A new innovator’s dilemma has emerged: not only established companies are required to be increasingly creative and to question existing thought patterns, but it is similar for start ups and new businesses. Research method – After conceptualising the paper and conducting literature bibliometry by VOSviewer, the research gap was identified. It is based on the three presented approaches: Causation, Effectuation and Bricolage as transformative approaches for strategic decision-making. Using a qualitative research by conducting 30 in-depth interviews, a transcription and a MaxQDA analysis, 5 identified corporate venturing tools were shown. Originality/value – The paper introduces a new approach of management which rapidly gains importance and which is crucial for companies in upcoming times to compete with flexible and disruptive start-up based business models.

The article characterizes the SME sector of the Visegrad Group − Poland, Czech Republic, Slovakia and Hungary, including its key role in achieving the environmental and climatic objectives of European Union and the possibility of increasing the market competitiveness of organization through the implementation of eco-innovations. Based on the secondary data, provided by The EU Open Data Portal, both the nature of pro-environmental initiatives and their main accelerators and inhibitors have been analyzed.

In 2015, the WHO Centre for Health Development established an international team of researchers to study cases of Community-Based Social Innovations that Support Older People in Low- and Middle-Income Countries. The key criterion for the selection of the analyzed projects was the direct involvement of institutional and non-institutional representatives of local communities in the implementation of projects whose main purpose was to support and activate older people. The conceptual and methodological assumptions did not refer to the idea of co-production. However, the conceptual apparatus used and the scope of the conducted exploration justify attempts to determine the potential for occurrence of the senior co-production within these initiatives. The “senior” character of the potential co-production was deliberately emphasized here, because in the presented analysis, the author focused mainly on the characteristics of activities undertaken by elderly people who each time constituted a group of basic beneficiaries (recipients) of organized services.

Opis:
Social initiatives taking place in the public space are an increasingly frequent phenomenon in the Polish cities. This article aims to identify the trends of bottom-up action for the landscape. It attempts to demonstrate the importance and potential in the observation of social activities for the purpose of making changes in the landscape. Natural environment, vegetation and diverse public space give possibility of relaxation in the city and are guarantors of the quality of the urban space. Degradation of the urban space requires corrective actions, which are often organized by non governmental activists. These initiatives point to the current problems of local communities which, through their actions, try to make changes in their nearest surrounding. Initiatives described in the article are divided into educational and cultural activities taking place in the public spaces, including green areas, which are often the "scene" of social activities. City dwellers through their actions illustrate, that there are no doubts about the positive impact of green areas on their quality of life.

The library of the Maria Curie-Skłodowska University in Lublin over the last ten years has undertaken a number of initiatives addressed to its readers. These efforts were mainly aimed at facilitating the use of library resources as well as making the offer supporting the learning process more attractive and presented. This article presents the most important activities carried out by the employees of the University Library, which are obliged to access new technologies in order to meet the expectations of readers.

This paper gathers and analyses the main parts of the Finnish model of design promotion. It starts with providing the clear idea of division into global and national mechanisms as well as into commercial and cultural initiatives. Global mechanisms work on an international level, raising the design awareness and building the global perception of Finland as the country of design. They include works of the International Council of Societies of Industrial Design (now the World Design Organisation) and UNESCO. The promotional efforts taken on the national level focus on establishing the position of the designer and raising the understanding of the importance of design in public spaces. Those are supported by national organisations such as the Arts Promotion Centre Finland (Taike), the Finnish Association for Designers (ORNAMO) and Design Forum Finland (the official organisation of the Finnish Society of Crafts and Design), as well as local initiatives. The last section looks at the role of commercial initiatives, such as fares and marketing strategies, applied to design and the importance of cultural projects, such as museum exhibitions, publications, lectures, etc. All of the measures amalgamate to form a well-established model of design promotion which has been proven to work on many levels.

Opis:
Low cost manufacturing of quality products remains an essential part of present economy and technological advances made it possible. Advances and amalgamation of information technology bring the production systems at newer level. Industry 4.0, factory for future, smart factory, digital manufacturing, and industrial automation are the new buzz words of industry stalwarts and academicians. These new technological revolutions bound to change not only the complete manufacturing scenarios but many other sectors of the society. In this paper an attempt has been made to capture the essence of Industry 4.0 by redefining it in simple words, further its complex, disruptive nature and inevitability along with technologies backing it has been discussed. Its enabling role in manufacturing philosophies like Lean Manufacturing, and Flexible Manufacturing are also reported. At last the challenges its adoption and future research areas are proposed.

The author of the article raises the issue of alternative education, which in recent years has become a thoroughly planned offer, implemented more efficiently and evaluated in greater depth. One of the basic signs of alternative education is a tendency to create a school that aims to prepare a student who solves problems in an innovative and non-stereotypical way and undertakes successful initiatives both at and outside school. The driving force behind this type of student’s activity can be, above all, extensive teacher competences, among which the leading and crucial role, according to the author of this text, is played by creativity. The author attempts to present innovative tasks assigned to the students, which have appeared repeatedly in the history of didactics, emphasizing their creative perspective and pointing as examples schools of Pestalozzi, Dewey, Montessori and Korczak, She also encourages the reader to reflect on a number of non-standardized and creative educational activities popularised in various media and currently implemented in educational practice. This analysis leads Anna Kožuh to a more perceptive recognition of the essence of creative attitude and to explore creativity as a vital element of teacher’s competence, and particularly its suitability in alternative education. The author defines creativity primarily as the ability to compare issues that differ from each other and to look for what they have in common, the ease to perceive what is invisible to others and approach the problem from different angles. The leading feature of creative activity, for the author, is the ability to look for a number of different ways to solve one problem. The text concludes with a presentation of a variety of activities supporting the development of teacher’s creativity, and in particular a broader characterisation of the use of supervision and its potential in improving and expanding teacher’s creative competence.

Opis:
The article discusses immigration in Switzerland after 1945: its dynamics and the policy of the federal government towards immigration and immigrants. An important issue addressed in the paper are relations between Helvetian Federation and European Union, especially with respect to bilateral agreements concerning free movement of people. The second part of the article is devoted to social attitudes towards immigration as well as the increasingly radical views of the right-wing groups, especially Swiss People’s Party (SVP, in French – Democratic Union of the Centre – UDC) on immigration, which is most vividly manifested in public initiatives submitted to popular vote. An analysis of the results of votes demonstrates that the attitudes of the Swiss public towards immigration are not uniform. Initiatives aimed at expelling immigrants from Switzerland are rejected, but so are proposals of laws which make obtaining Swiss citizenship easier. Furthermore, the author discusses the Federation’s immigrant integration policies, in which emphasis is put on integration on the job market or social integration, while completely ignoring political integration (granting civil rights). The final issue addressed in this paper is the analysis of a watershed in the history of immigration in Switzerland, namely the public vote of February 9th, 2014 “Against Mass Immigration” and its consequences. This has been discussed based on source texts (text of the public initiative and commentaries of politicians, sociologists and journalists).

W artykule przedstawiono sytuację cudzoziemców w Poznaniu wraz ze wskazaniem na główne potrzeby i bariery na jakie napotykają. Następnie zaprezentowano dwa typy inicjatyw oddolnych mających wpłynąć na pozytywną zmianę tej sytuacji. Są to działania „na rzecz migrantów” prowadzone w trakcie realizacji projektu AMIGA oraz działania podjęte przez samych cudzoziemców w ramach założonych przez nich grup na portalu społecznościowym Facebook.
The text presents a situation of foreigners in Poznań taking into consideration the main needs and obstacles that they meet. Then it shows two types of grassroots initiatives that are to have an influence on a positive change of the situation. These are the activities “for the migrants” conducted during the realization of the AMIGA project and activities undertaken by the migrants themselves as part of the groups set up on the social network Facebook.

The article describes the trend towards implementation of environmental initiatives in the maritime and port sector. The introduction of environmental thinking and green management has been analysed to better understand the impacts on European ports. Moreover, drivers influencing port’s environmental initiatives and their adoption were analysed empirically on the case of port of Koper which is classified as one of the leading environmentally friendly European ports. Based on an in-deep analysis of developed measures a wider used approach has been proposed which might be used as a platform by the ports in the region and also by other fast developing ports. It is obvious that ports will be forced to implement environmental objects in their longterm development plan. Obtained cognitions should help them to develop a scenario for faster introduction of objects and measures to obtain the status of a green port and follow sustainable development in the future.

Opis:
This article focuses on clusters and the role they play in the innovation system in Poland. The first section examines theoretical background of the concept of clusters and cluster policy, which is emerging as an important element of governmental actions. Next, the author explores the role of clusters in innovativeness of the economy. From that perspective, cluster structures, understood as elements of innovation systems based on knowledge flows, create conditions that facilitate the development and transfer of technology, enabled by intense and constant co-operation between the creators and the beneficiaries of innovative solutions. Empirical part of the article examines the level of innovativeness of Polish clusters on the basis of data obtained from the surveys on innovation activity of industrial and service enterprises conducted by the Central Statistical Office.

CEL NAUKOWY: Celem artykułu jest zidentyfikowanie działań podjętych przez Unię Europejską w obszarze badań i innowacji, których nadrzędnym założeniem jest wsparcie w zakresie walki z koronawirusem. PROBLEM i METODY BADAWCZE: W kontekście dynamiki i szybkości rosnących zagrożeń, ograniczeń związanych z pandemią COVID-19, podejmowanie współpracy międzynarodowej w obszarze wspierania innowacji i prowadzenia badań stało się bardziej pożądane niż dotychczas, szczególnie w zakresie walki z koronawirusem. W celu zobrazowania tego zjawiska przeprowadzono analizę literatury oraz europejskich materiałów źródłowych, takich jak dokumenty, raporty itp. PROCES WYWODU: Artykuł został podzielony na trzy części. W pierwszej zostały omówione wybrane unijne instrumenty i programy, które wspierają rozwój w obszarze badań i innowacji. W drugiej opisano znaczenie innowacji w czasie pandemii COVID-19, wskazując przy tym na szczególne kategorie innowacji, takie jak m.in.: innowacje nastawione na misje, innowacje nastawione na działanie czy innowacje adaptacyjne. W ostatniej części zostały omówione wybrane działania/inicjatywy UE podjęte w reakcji na pandemię. WYNIKI ANALIZY NAUKOWEJ: Podjęte w artykule rozważania obrazują wielopłaszczyznowość aktywności podejmowanych przez UE w reakcji na pandemię COVID-19, które obejmują nie tylko kwestie dotyczące leczenia, ale także mają na celu ożywienie gospodarcze. WNIOSKI, INNOWACJE, REKOMENDACJE: Pozytywnie oceniono działania UE mające na celu dokonanie zmian w zakresie dysponowania środkami finansowymi w ramach głównych instrumentów finansowych i programów oraz częściowego ich przekierowania na finansowanie projektów i działań przyczyniających do walki z pandemią. Uzasadnione w przyszłości wydaje się jednak dokonanie oceny celowości wydatkowania tychże środków. W wyniku przeprowadzonej analizy zauważono, że działania w obszarze polityki innowacji na rzecz wykorzystania europejskiego potencjału w zakresie kreowania innowacji mają bardzo rozproszony charakter.
RESEARCHE OBJECTIVE: The aim of the article is to identify activities (supporting the fight against the coronavirus) undertaken by the European Union in the field of research and innovation. THE RESEARCH PROBLEM AND METHODS: In the context of the dynamics and speed of growing threats and limitations related to the COVID-19 pandemic, international cooperation in the area of supporting innovation and conducting research has become more desirable than before (especially in the fight against coronavirus). In order to present that phenomenon, research methods were used, taking into account the analysis of the literature and European reports and documents as well as descriptive methods. THE PROCESS OF ARGUMENTATION: The article is divided into three parts. The first part discusses selected EU instruments and programmes that support development in the field of research and innovation.The second part describes the importance of innovation during the COVID-19 pandemic, pointing to specific categories of innovation, such as, e.g., mission-oriented innovations, enhancement-oriented improvements, or adaptive innovations. The last section discusses selected EU actions in response to the coronavirus crisis. RESEARCH RESULTS: The multidimensionality of European activities (which include not only issues related to treatment, but also those aimed at economic recover) was presented in the article. CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: The EU actions aimed at changing the management of funds and programmes and redirecting them to financing projects and activities that contribute to the fight against the pandemic were positively evaluated. However, future studies should focus on purposefulness of spending these funds. As a result of the analyses conducted, it was also noticed that the European activities in the area of research and innovations have a very dispersed character.

Since the concept of Performance Based was first proposed in Australia, in 1997, by the then National Road Transport Commission, several hundred vehicles that used these new ‘engineering standards’ were commissioned, between 1998 and 2006, under State based permit systems. In 2006 a more formalized regulatory PBS framework was put in place and since that time the population of PBS vehicles has expanded to nearly some 7000 units by early 2018. However, even though the Australian PBS ‘trial’ is now some twenty years old, there are still many major national road networks that are yet to have access granted for these vehicles, and still an endemic perception remains that ‘bigger vehicles are bad’. In 2014 and 2017 two comprehensive studies were conducted that statistically proved PBS vehicles to be significantly safer, more productive and environmentally friendlier than the conventional Australian heavy truck fleet. This paper specifically examines the safety and productivity aspects of the Australian PBS fleet over the period 2009 – 2016 which confirms the safety and operator benefits of these vehicles.

Opis:
Assistance to persons released from prison is considered an indispensable stage of the process of carrying out the penalty of imprisonment. The authors engaged in that subject agree as to the role of postpenitentiary assistance  in reduction of relapse into crime and its connection with social readjustment of offenders. In my opinion, that approach is insufficient for a full justification of the actual sense of assistance rendered to persons on release from prison. Pragmatic researchers treat the slogan of helping prisoners as obvious and focus on the related legal and organizational problems. Lacking strict criteria of appraisal, the analysis of legal solutions resolves itself usually into approving comments and to attributing the indolent functioning of the assisting agencies to sluggishness of the actual care providers. The suggested conceptions of improvement of the  after-care resolve themselves into improvement of the existing institutional and legal solutions and corrections of their model which remains the same all the time despite the fact that a succession of its versions have proved inefficient in practice. Taking the subject up, I adopted an entirely different approach and method of research. I assumed that all assistance can only be successful if those involved in it are genuinely motivated to that activity. Even if the norm „help the prisoners” is an element of the system of moral directives recognized in our culture, this fact alone by no means determines in advance the actual range and validity of that norm. Like all moral values, also this one is valid with different force, to a different  extent and has a different range for different people. For some, it is a postulate that needs to be fulfilled which they experience as a moral  obligation; for others, it is a criterion of axiological orientation. This implies the different ways of their functioning. As shown by analysis of empirical studies, the norm demanding that prisoners should be helped is not too deeply rooted in social consciousness. It has failed to win general acceptance even at the verbal level, and the readiness to fulfill it through a person’s own activity can be found but occasionally; in such cases, it is motivated situationally rather than by axi axiological experiences. The reason is probably that a moral appraisal of the object of assistance (an imprisoned offender) is transmitted to the appraisal of the duty to fulfill a norm. Instead of deciding whether help is at all necessary, we want to know if the person in need of help deserves to be helped. In so doing, we forget that all those objectively in need of help are worth being helped; we condition our decision as to rendering help upon the actualreason of a person’s helplessness, or more strictly speaking, upon  the rank on the moral scale of the acts that made that person helpless. In this situation, what becomes a signicificent factor that has a beartng on the discussed norm is the perception of un offender as a dewiant of a definite type. An offender is usually perceived through a stereotype: a specific conglomerate of simplified and mainly unfounded beliefs. Yet that very stereotype functions as a standard basing on which the actual way of conduct is chosen. Therefore, I tried to define the stereotype of an impriosoned offender that functions in social consciousness and in consciousness of professionals involved in the work with prisoners. I also tried to diagnose the psychosocial mechanism that result in the formation and consolidation of that stereotype. Which social groups and individuals tend to consider the postulate of assistance to prisoners as a norm that they themselves should follow, or at least which such groups and individuals have the strongest motivation to respond to that call? Of the many hypotheses about the origin of prosocial behaviour (and of course of helping which is a form of that behaviour), let us first consider the one which states that prosocial behaviour results from the structure of ,,ego” and the parallel observation that another person at a disadvantage is similar to oneself in some respect. That similarity may concern both the bodily and spiritual structure and all the other components of one’s self-image. Thus diagnosed, the similarity releases or at least catalyzes the readiness to prosocial behaviour. Basing on this hypothesis, it should be assumed that ex-offenders, ex-convicts, or generally speaking, persons affected by imprisonment are particularly likely to recognize that norm, and further, that the motivation to help prisoners growth with a reduced distance between the offender and the cultural circles that approximate him with respect to mentality and custom. Considering this hypothesis, we come across still another dependence: the actual condemnation of an offender depends on the degree of acceptance of the normative system which that offender has infringed. The discrepancy between values protected by law and the individual or group preferences results in a change in attitudes. A person convicted by force of a disapproved law is perceived as a victim and not an enemy. The offender thus meets with fellow-felling, and the authors and executors of the disapproved law, with resentment. This dependence, cannot be limited to the subcultural negation of law that is characteristic of criminal circles. It follows from the division of the bulk of crime into mala per se and mala prohibita. After all, stigmatization takes a different, course in the case of an obvious evil vs. one that is simply considered evil by law which cites reasons that are by no means necessarily either obvious or good, or which is directed against an interest that is not perceived in accordance with the official standpoint. Prohibitions lacking the proper axiological foundation proliferate with the instrumental treatment of penal law, reduced to the role of political tool; in such situations, all public activity of any importance whatever is usually subordinated to politics. What significantly differentiates the extent to which the norms that concern helping others are perceived as valid are the emotional and social bonds (e.g. fomily ties). From the psychological viewpoint, they constitute a particularly active and natural stimulator of motivations, one that defines the actual circle of the most involve addressees of the norn. In this case, the one who helps is not only personally interested in the fates of the one who gets help, but also acts for his own good  rendering that help. The social situation resulting from imprisonment of a family member gives rise to special problems in the legal, economic and social sphere. Quite obviously, the other members of that family should be allowed to participate in the solution of those problems which  are also their own. We have therefore distinguished the groups that are willing, as can be expected, to adopt the norm of helping prisoners and to act accordingly. Of course, we deal here with a selective range of that norm’s validity which is subject to a double limitation: not everybody is willing to help prisoners, and that readiness does not concern all prisoners. This follows from the contents of the discussed hypothesis which after all assumes the similarity of partners in interaction as the necessary condition of emergence of motivation. The fact that a person considers a definite behaviour his/her duty may as well result from that person’s internalization of certain moral norms or ideals that can only be fulfilled through such behaviour (the love of one’s fellow man, brotherhood, general kidness). What is released here, as opposed to the hypothesis discussed above, is a general sense of duty not related to any definite person or situation but directed at all those in need of help. The group of thus motivated person includes possible addressees of the norm helping prisoners. With ages, the social practice formed a variety of forms of orginization of those who treat assistance to prisoners as a moral norm. Concerned here are initiatives based initially on the model of charity and constituting part of the general charitable activities. In the l9th century, they developed into specialized patronage societies which in turn acquired, and preserved till the present day in the world, the status of an indispensable element of the rational prison system. The Polish model of society’s participation in the execution of the sentence of imprisonment eliminated all the above-mentioned subjects  from any activities whatever on behalf of prisoners. Finding this situation irrational, I tried to investigate its causes and to disclose the motives of those who had made it that way. Depending upon the object that serves as the system of reference for prosocial behaviour, that behaviour can be divided into allocentric and sociocentric. The allocentric behaviour is activity undertaken for reason of another person’s interests, i. e. aimed at securing the best possible functioning, protection, or development of that person. If, instead, the subject acts on behalf of an institutional or group, that is if the addressee of his/her action is a definite social arrangement, we deal with the sociocentric prosocial behaviour. This latter motivation was adopted in Poland as the basis for designing the institutional structures charged with the task of helping prisoners. Namely, after-care was inserted in that particular segment of criminal policy which is called in the legal language ,,participation of the community in crime prevention and control”. The term community used here expresses the principle of joint action. The whole means a specific kind of participation aimed at assisting the police, courts, and prison administration. As opposed to voluntary associations of those interested in helping prisoners and to patronage societies, such institutions are organized from without, follow the orders of State administration, base membership on the principle of  delegation or nomination, are organizationally included in the system of State agencies whose activities they supplement within their imposed competences, and are fully controlled by those agencies. Thus organized, the voluntary forces are used to support the machine involved in carrying out penalties; they become advocates of the so-called social interest and executors of the official State policy. The main conclusion that follows from the present study resolves itself into a postulate for a reform which would make it possible also, and perhaps in particular, for those with the allocentric motivation to become engaged in helping prisoners.

Research background: The idea of sustainable development, in the face of the challenges encountered by contemporary society, is gaining increasing popularity. Currently, it recognizes the substantial role that companies play in its successful implementation. Initiatives in the field of sustainable development may be undertaken by companies independently as part of their own activities, or together with entities forming the supply chain as an element of sustainable supply chain management. Purpose of the article: Identification of groups of companies that are characterised by a different approach to cooperation in the field of sustainable development in the supply chain. Methods: The quantitative research was conducted in September 2020 with the use of the CATI (Computer-Assisted Telephone Interview) technique and a standardised survey questionnaire. A total of 500 randomly selected companies located in Poland participated in this study. The respondents were representatives of top management of the companies. In order to identify various groups of companies, a cluster analysis was performed using the k-means method in SPSS. Findings & value added: Based on the literature analysis, 3 areas of sustainable development have been identified, in which companies can become involved ? green design, sustainable operations, and reverse logistics & waste management. For each of the 3 areas, 3 clusters of companies were identified: companies that are not involved in sustainable development at all (1), companies that carry out most of the sustainable development initiatives independently (2), companies that carry out most of the sustainable development initiatives jointly with supply chain partners (3). The article also shows that the companies in different cluster differ in terms of perceived economic benefits achieved thanks to the implementation of sustainable development initiatives. This may suggest the need to develop separate sustainability solutions for such groups of companies in the future.

Głównym celem artykułu jest przedstawienie inicjatyw klastrowych jako szansy na rozwój małych i średnich przedsiębiorstw przemysłu meblarskiego w Polsce (w szczególności w warunkach kryzysu). Jest to ważna gałąź krajowej gospodarki, generująca ok. 2% PKB i ok. 6% polskiego eksportu. Na początku scharakteryzowano stan polskiego przemysłu meblarskiego w 2013 roku. Uwarunkowania i perspektywy rozwoju tej branży zostały przeanalizowane przy użyciu koncepcji pięciu sił Portera. Następnie przedstawiono ideę inicjatyw klastrowych jako formy współpracy pomiędzy konkurującymi ze sobą przedsiębiorstwami tej samej branży oraz przykłady inicjatyw klastrowych przemysłu meblarskiego w Polsce. W kolejnej części opisany został przypadek Swarzędza – miasta stolarzy i meblarzy o długich tradycjach rzemieślniczych, w którym wciąż funkcjonuje wiele małych i średnich przedsiębiorstw meblarskich. Zaprezentowano również Swarzędzki Klaster Producentów Mebli – inicjatywę koordynowaną przez Cech Stolarzy Swarzędzkich oraz projekt strategii rozwoju tego klastra, realizowany m.in. przy dofinansowaniu pozyskanym ze środków Programu Operacyjnego Innowacyjna Gospodarka
The main aim of this article is to present cluster initiatives as a chance for the development of small and medium-sized enterprises operating in the furniture industry in Poland (especially under crisis conditions). It is an important branch of the national economy, generating ca. 2% of the GDP and accounting for ca. 6% of Polish exports. Firstly, the state of the Polish furniture industry in 2013 is presented. The conditions and prospects of its development are analyzed using Porter’s five forces concept. In the next part, the idea of cluster initiatives as a form of co-operation between competing enterprises is described and illustrated with the use of some examples from Poland as a whole. The paper ends with a case study of Swarzędz – a city of carpenters and furniture producers. This industry has a long tradition in Swarzędz and is sustained to the present day. Currently, the Swarzędz Cluster of Furniture Producers is being formed with the initiative from the local Guild of Swarzędz Carpenters. Additionally, its development strategy is being established and is to be funded from the Innovative Economy Operational Programme.

The main purpose of the article is to present the role and importance of Polish factchecking initiatives in context of their educational dimension. The central question that the authors will try to answer is: To what extent and in which way do the Polish fact-checking initiatives provide education as part of their activities? To answer this question, the authors implemented a two-step research design – starting from desk research concerning the development of Polish fact-checking scene and its social, political, economic and cultural background. The second step included in-depth, semi-structured interviews with five representatives of different types of Polish fact-checking initiatives. Considering a limited number of fact-checking organizations in Poland, the authors can assume a certain level of generalizability of the results of such qualitative research. The study shows that studied initiatives are occasionally active in the field of media and information literacy, and only some of them (i.e. mostly those related to civil society groups) treat their educational activities as a priority.

Jednym ze współczesnych sposobów na rozwój obszarów wiejskich, jest turystyka wiejska oparta na idei wiosek tematycznych. Istotą jej jest tworzenie indywidualnej oferty poprzez pobudzenie aktywności społecznej i wykorzystanie endogenicznych czynników rozwojowych. Dziś istnieje już wiele wiosek tematycznych i wciąż notuje się powstawanie nowych, część z nich zrzeszona jest w sieć. Oferta wiosek tematycznych jest zróżnicowana, bazuje na zasobach materialnych czy niematerialnych, miejscowych bądź zapożyczonych, może rozwijać się dzięki umiejętnościom czy pomysłowości mieszkańców. Powstają nowe obiekty, tereny integracji społecznej, a przy nich także zieleń, nieodłączny element krajobrazu wiejskiego. Celem przeprowadzonych badań było określenie aktualnej liczby wsi tematycznych funkcjonujących na terenie Dolnego Śląska oraz analiza aspektów krajobrazowych wykorzystywanych w ich tematach przewodnich. Na bazie zebranych informacji wykonano klasyfikację rodzajów specjalizacji i określono, w jaki sposób wykorzystują one walory krajobrazowe, czy zasoby przyrodnicze. Następnie na przykładzie wsi Spytków podjęto próbę odpowiedzi na pytanie: jak kształtowany jest krajobraz wsi tematycznej w oparciu o realizację pomysłów na całą wieś?
One of the modern ways of rural development, is rural tourism based on the idea of thematic villages. The essence of this kind of tourism is creating individual offer by stimulating social activity and the use of endogenous development factors. Nowadays there are many thematic villages and still the emergence of new ones can be noticed. Some of the villages begin to form a network. The offer of thematic villages is varied, based on material and immaterial resources which are local or borrowed, it can develop thanks to the skill and creativity of the inhabitants. There are new buildings and areas of social integration created, and together with them the vegetation, an integral part of the rural landscape. The aim of the study was to determine the current number of thematic villages operating in the area of Lower Silesia and the analysis of aspects of the landscape used in their main themes. Based on the collected information, types of village specialization were classified and ways of using landscape values or natural resources were determined. Next, on the example of the village of Spytków we attempted to answer the question of: how the landscape of a thematic village is managed on the basis of implementation of the concepts for the entire village?

The issue of permanence and transience in architecture has intrigued both the theorists and the practitioners dealing with the creation of buildings since antiquity. We construct buildings assuming their durability and long life. We give them the sense of timelessness. In point of fact, architecture undergoes permanent transformations which embrace both its significance and material dimension. Once built, architecture gradually loses its material value. It also ages in the moral sense, as the expectations towards the buildings constructed years ago change with time and are not met today. The assessment of the value of an architectural object is frequently the basis for the decisions concerning its survival, conversion or demolition. The article presents two cases, a negative one, where a building of unique architectural value was demolished, and a positive one, in which a structure intended for demolition was registered as an object of cultural heritage and protected by conservation due to an initiative of community and civic groups.
Problem trwałości i przemijalności w architekturze nurtował teoretyków i praktyków zajmujących się tworzeniem budowli już od starożytności. Budowle wznosimy z założeniem ich trwałości. Nadajemy im znamiona ponadczasowości. W rzeczywistości architektura ulega permanentnym przeobrażeniom, które obejmują jej wymiar materialny oraz znaczeniowy. Architektura zbudowana traci wartość materialną. Starzeje się również moralnie, bo oczekiwania w stosunku do budynków zmieniają się, bo obiekt zbudowany przed laty nie spełnia ich dzisiaj. Ocena wartości architektury jest często podstawą do podejmowania decyzji o jej przetrwaniu, przekształceniu lub likwidacji. W artykule przedstawiono dwa przypadki: negatywny, gdzie wyburzono budynek o unikalnych wartościach architektonicznych oraz pozytywny, w którym budowla przeznaczona do wyburzenia, dzięki ruchowi społecznemu, została wpisana do rejestru zabytków i objęty ochroną konserwatorską.

Through a number of case studies, this paper attempts to provide an overview of the conditions imposed by the cultural policy plus highlight the actual state and operation of the society with regard to Artist Run Initatives which were engaged with an ephemeral ’approach’ during the previous four decades of Hungarian culture. While trying to include some sociological facts, the text, mainly based on the responses of interviewed artists and some fundamental publications, attempts to shed light on the problem of connections between the concept of underground, avantgarde, progressive, official, mainstream and popular culture. The paper delineates the conditions in which the initiatives were formed, their history, pre-history and afterlife of some, subjectively chosen initiatives and groups. It attempts to provide an overview of the Artist Run Initiatives with mind to other fields of Arts.

This paper analyses the shifts in the system of governance of Kyiv in 2008–2014 as a crucial element of the resilience capacity of the region. The consequences of the economic crisis and the ongoing security crisis demand new approaches and solutions from the city’s leadership and community. For years Kyiv suffered from poor municipal leadership and unprecedented control by the central government, which undermined the resilience of its socio-economic system in the aftermath of the global economic crisis. However, new forms of community initiatives that bring together private and non-governmental actors are becoming widespread, and are becoming critical knowledge networks that are essential for successful long-term development. Changing institutional frameworks, and the firm commitment to decentralisation proclaimed by the country’s current leadership, open new avenues for harnessing the city’s potential. The challenge is in finding ways for constructive collaboration between formal and informal leaders of the city while building a new base for sustainable and competitive economic growth.
Artykuł analizuje zmiany w systemie zarządzania Kijowem w latach 2008–2014. Konsekwencje kryzysu gospodarczego i bieżący kryzys we wschodniej Ukrainie wymagają nowego podejścia i nowych rozwiązań w dziedzinie przywództwa i zarządzania lokalną społecznością. Przez wiele lat słabość lokalnych władz w Kijowie w połączeniu z niezwykle silną kontrolą rządu centralnego uniemożliwiała wykształcenie przez gospodarkę miasta odporności na negatywne zjawiska związane z globalnym kryzysem gospodarczym. Nie przeszkodziło to jednak w upowszechnieniu się nowych form inicjatyw społecznych, które łączą podmioty prywatne i pozarządowe. Obrany przez władze krajowe na Ukrainie kierunek rozwoju zakładający decentralizację państwa tworzy nowe możliwości wykorzystania społecznego potencjału miasta. Wyzwaniem jest znalezienie sposobu na konstruktywną współpracę między formalnymi i nieformalnymi liderami, która powinna stworzyć podstawę trwałego i konkurencyjnego wzrostu gospodarczego.

Cel badań. Celem badań było zweryfikowanie roli i działań organizacji pozarządowych oraz inicjatyw oddolnych w obszarze promowania kultury fizycznej. Badania były realizowane w ramach DM-19 oraz DS.-267. Materiał i metody. Badaniami objęto 15 stowarzyszeń i fundacji (w tym organizacji o zasięgu ogólnopolskim), działających w obszarze kultury fizycznej. Posłużono się w nich metodą sondażu diagnostycznego. Dokonano analizy dokumentacji działań realizowanych w ramach inicjatyw oddolnych. Wyniki. Głównym obszarem działalności badanych stowarzyszeń i fundacji była szeroko rozumiana kultura fizyczna. Podmioty te regularnie ubiegają się o dofinansowanie, deklarując, że mają one duże znaczenie dla osób objętych działaniem danej organizacji – wspomagają ich aktywność zarówno fizyczną, jak i społeczną. Inicjatywy oddolne są coraz bardziej popularną formą działania na rzecz społeczności lokalnych, także w obszarze kultury fizycznej. Wnioski. Organizacje deklarują podejmowanie działań ukierunkowanych na edukację i promowanie aktywności fizycznej. Podkreślają istotne znaczenie swojej działalności w realizacji zadań zlecanych przez organy samorządowe i rządowe. W ramach inicjatyw oddolnych coraz więcej składanych jest projektów, nadal niestety małe jest zaangażowanie społeczności lokalnych w głosowanie nad nimi.
Background. The aim of the study was to verify the role and activities of NGOs and grassroots initiatives in the area of promoting physical culture. The research was conducted within the framework of DM-19 and DS.-267. Material and methods. The study involved 15 associations and foundations (including organizations nationwide) operating in the field of physical culture. The diagnostic survey method was applied. Documentation of the activities carried out within grass-roots initiatives was analysed. Results. The surveyed associations and foundations were most active in the widely understood physical culture area. These organizations regularly apply for funding, and declare their considerable importance for residents (as supporting their physical and social activity). Grassroots initiatives are an increasingly popular form of action in favour of local communities, including the field of physical culture. Conclusions. Organizations declare undertaking activities aimed at education and promoting physical activity. They emphasize the importance of their activity in the implementation of tasks commissioned by local authorities and the government. However, although more and more projects are submitted as grassroots initiatives, there is still little engagement of local communities in voting on the projects.
