The aim of the article is to present the achievements of Professor Tadeusz Sulimirski, an archaeologist, in reference to organising and managing Polish education in exile, 1941–1947. The biographical method prevails in this research paper, presenting one of the leading figures in the Office of Education and School Affairs, as well as the Ministry of Religious Denominations and Public Enlightenment of the Polish government in exile. Tadeusz Sulimirski launched numerous initiatives aimed at developing and streamlining all the forms of Polish education in exile. He cooperated very closely with General Józef Haller. He devoted much attention to developing Polish higher education in exile. Once the Polish government in London was no longer recognised by the British government, Professor Tadeusz Sulimirski became head of the Department of Education, formed on 7 July 1945, of The Interim Treasury Committee for Polish Questions established by the British. He demonstrated great creativity and organizational skills, while very competently coordinating the gradual discontinuation of Polish education in Great Britain and, to some extent, in some of the British dominions. He took great care of the financial situation of Polish students in Great Britain and in the Middle East. He also received students and schools from General Władysław Anders’ Polish II Corps evacuated from Italy to Great Britain. In the post-war years he was an active member of Polish academic circles. He greatly contributed to the development of Polish education in exile and to establishing Polish identity among war refugees.

Theoretical background: The deteriorating condition of the natural environment, as a result of human activity, is one of the global problems that contemporary business entities must face. Companies in their attempts to comply with principles of environmental protection undertake activities aimed at better utilization of resources, production materials or improved efficiency. Such endeavours include the elimination of pollution, recycling of materials, reduction of waste generated, reduction of fuels and energy consumption, and limiting water usage. This contributes to improving corporate economic performance, thus, making production more efficient, more economical and safer.Purpose of the article: The purpose of this article is to identify the company’s behavior with regard to environmental protection issues. The study tests the research hypothesis that the companies’ characteristics (i.e. company size, type of activity – production/non production, the scale of activity – local and regional, national, international) are factors that significantly differentiate the involvement of companies in activities for the environmental protection.Research methods: The empirical analysis is based on primary data from 68 companies. It was carried out using the Mann–Whitney U test, chi-square independence test, and the correspondence analysis. The strength of the examined relationships was expressed by the V-Cramer coefficient.Main findings: The research showed that the level of implementation of environmental initiatives depended on both the type of business activity and the size of the company. In the opinion of the surveyed entities, the implementation of pro-environmental activities aims at improving the company’s image and, to a lesser extent, at obtaining specific economic benefits. Large companies were often involved in the implementation of pro-environmental activities more than small and medium-sized entities. Production entities were more involved in it, compared to non-production companies.

Support for democratisation and democracy has become one of the leading topics in a wide-ranging debate over the state of democracy in the contemporary world. The European Union became an important player in global politics, one with an ambitious programme for the spreading and supporting of democracy and the process of democratisation in Eastern Europe. Hence the author’s attempt at addressing the following question: what actions and strategies have and are being undertaken by the EU to facilitate the above-mentioned processes? The aim of the paper is to describe and assess the strategies and actions of the European Union in the field of supporting democratisation and democracy in selected countries of the former USSR (e.g. Belarus, Georgia, Moldova and Ukraine), additionally well-fitting to the concept of Eastern Partnership, in the last decade of XX and the first decade of XXI Century. The paper also aims to present which procedures and standards (that are supposed to guarantee their usefulness and effectiveness) are being used by the EU. The emphasis has been placed primarily on the processes of democratisation, their mileage, specificity and possible strategies for supporting democratic development, as well as its potential for consolidation, in the countries of the former Soviet Union. In order to conduct the research it is necessary to assess the political, social and economic conditions in the researched countries. It is to be stressed that one should be aware of the complexity and dynamics of the described processes whilst evaluating the EU’s initiatives. The papers topic was chosen due to the importance and currentness of the researched EU actions and their results.

Basing on research carried out on a representative group of Poles, as part of a national research project called „Political preferences. Attitudes-Identities-Behaviours”, it can be concluded that respondents the most often point expressing their beliefs through petitions (23%), local initiatives (21%) and demonstrations (12%). Research shows that men more frequently than women express their opinions through petitions (54,2%-45,8%), local initiatives (54,3%-45,7%) and demonstrations (61,6%-38,4%). Inhabitants of villages and towns over 200 thousand people were nearly two times more active than citizens of medium-sized villages. Having at least a secondary school education definitely increases people’s activity (approx. 40%), more than having a vocational education (approx. 13%). Expressing views is also dependent on age because younger people do it more frequently than elder ones. The most indicated were individuals in the age group 25-34 (62%), more rarely although in comparable proportions people aged 18-24 and 35-44 while in the next age groups that activity drops significantly. People aged 18-24 and 45-54 the most willingly take part in demonstrations. People aged 25-34 sign petitions and engage in local initiatives. Among citizens in the age of 55 and more there is not evident diversity in the forms of participation. The differences in the behaviour of people with various views are also highlighted. Those who declare themselves as left wing prefer petitions (39%) against local initiatives (35%) and demonstrations (26%). Centrist voters the most often choose petitions (49%) against local initiatives (34%) and demonstrations (17%). And people who declare themselves as right wing mainly indicate local initiatives (43%) against petitions (36%) and demonstrations (21%). But those citizens, who could not determine themselves, the most often decide to petitions (49%) against local initiatives (32%) and demonstrations (19%). Taking under consideration declared political views there are no significant differences when it comes to membership in political parties, trade unions, non-government organizations and local associations. Greater disproportions are highlighted when comparing belonging to different types of organizations. Regardless of the opinions the most popular are local associations, followed by non-government organizations, trade unions, and the least political parties. In conclusion, it can be said that the political participation in Poland clearly indicates who is more frequent and who is more seldom willing to be active in this area. It seems to be an important clue for those wishing to take effective activities to increase the involvement of citizens.

In recent years, grassroots organising has become important in advocating for the interests of local communities in spatial development processes in the Balkans. Though differing in terms of size, focus, and method, these initiatives seek to articulate dissatisfaction with the existing models of spatial governance, and to imagine, propose, and demand more just and inclusive alternatives. This paper focuses on grassroots activism contesting the top-down model of governing space in Montenegro. Based on a case-study analysis, it traces developments in the forms of organising and degrees of influence of three distinct initiatives, examining what their impact on the development of territorial governance approach may be.

Aim: The aim of this article is to discuss the global and European concepts of sustainable development and how they can enhance European integration. Design / Research methods: The analysis of statistical data will show positive and negative trends in Europe. In addition, barriers to the implementation of the sustainable development strategy will be indicated, as well as areas in which the EU should put more effort into achieving its ambitious goals. Conclusions / findings: European Union countries stand out in the international arena for their high standard of living, made possible by a high level of economic development and extensive social welfare systems. However, at the turn of the 20th and 21st centuries it became clear that maintaining these high standards in the face of fundamental changes – both externally and internally – would require a significant reorientation of the current development policy. Euroscepticism, European integration, globalization and the increasing competitiveness of the rapidly growing Indian and Chinese economies, the IT revolution, the rise of the importance of knowledge and innovation, the prospect of depleting non-renewable natural resources crucial for modern development (combined with the associated risk in prices) are all becoming increasingly prominent in the list of challenges which Europe faces. Originality / value of the article: The article discusses the current statistical data of the whole concept of sustainable development rooted in the Europe 2020 program in contrast to other, studies, which in the majority focus on one issue of European programs. Implications of the research: This analysis complements the discourse regarding the Europe 2020 strategy. JEL: Q01, F15

This article presents the role of clusters in the Polish innovation system. This role has evolved in recent years due to maturing of cluster organisations and the expansion of their ability not just to provide services for cluster members but also to perform selected public tasks. This study aims to provide a better understanding of the nature and extent to which clusters can contribute to the objectives of development policies and thus to the economic development of the Polish economy and answer the question what role clusters can play in the innovation system. Based on a survey of 44 cluster organisations in Poland and interviews with cluster managers, the study explores the possibility of engaging Polish cluster organisations in the implementation of public policies. The results confirm that many of the Polish clusters achieved such a level of development that they themselves see the possibility of engaging in public tasks, for example education and specialised training, helping enterprises in digital transformation, monitoring technological trends, and so on. Therefore, it is justified pursuing a dual cluster policy. This duality means focus on two objectives: supporting cluster organisations on the one hand and implementing cluster-based development policies on the other hand.
