Opis:
The Roma people make one of the ethnic minorities recognized in Poland. In comparison in education which is based on continuation of their tradition, the Roma education aims at making the transmission of Polish culture more easy. In Poland in the years 2004-2013 the "Programme for the Roma communities". Its most important element was education which makes a sort of challenge. The teacher has to organize the learning process in order to overcome many obstacles. It is necessary to motivate the pupils to work, to integrate the class despite the existing cultural differences, including the initiating cooperation with parents. Gaining trust of the Roma milieu is one of the most important elements having influence on the success of the enterprise of education of children coming from those minorities. It is also important to diminish the social distance of Poles towards them and to getting rid of prejudice and fighting existing stereotypes.

Aim: The aim of the article is to present the problems of Ukrainian, Belarusian and Lithuanian school system in new educational conditions in the Second Republic of Poland. The leaders of Ukrainian social and cultural life, in particular, did not follow a number of provisions of the Polish school administration. Opposition to organizational and curricular regulations repeatedly took on harsh forms that disrupted the operation of Polish schools and teachers. Methods: An analysis and archival materials. Results: An analysis of a number of archival materials shows that representatives of national minorities raised objections and questioned the fact of including their children into the structure of Polish education. The greatest number of protests were related to the restriction of the use of the mother tongue (Ukrainian, Lithuanian and Belarusian) and the inability to implement one’s own educational programs. Conclusions: In the interwar period, the Polish school administration undertook multiple actions also on the statutory level in terms of solving the problems of the functioning of minority education. However, many issues could not be resolved which was the result of the fragmentation of controversial national affairs between various ministries, the hesitant and unstable policy of the Polish Ministry of Education, the polarization of people’s attitudes against the background of ideological, social, and neighborhood politics, and the political immaturity of the society. In turn, national minorities, with support in their own cultural and political organizations, rejected the possibility to have a serious dialogue with representatives of the Polish education system.

Te year 2008 was named by the European Commission the Year of Intercultural Dialogue. Celebrations of the Year were intended to: respect and promote cultural diversity, support the idea of solidarity, ensure equal opportunity to the inhabitants of the EU, build partner relations with member EU countries and with the countries from outside the Community. Tis article is a short presentation of main events of the Year of Intercultural Dialogue in Poland. Tis paper draws attention to cultural pluralism and as to how cultural pluralism is implemented by the media. How the idea and the events of Year of Intercultural Dialogue were presented by media in Poland. Moreover, this paper analyzes how journalists contributed to promote cultural diversity and intercultural dialogue. Tis study is based on policy documents, reports of governments, NGO’s and international organizations, academic literature and content analyses of media in Poland.

Article is giving the information on basic situation on civic integration in Georgia. Georgia, as multi-ethnic country, is facing the obvious problems with civic integration. The biggest part of the minorities (Azeris and Armenians) are ill-represented and performed in Georgian public. Therefore, Georgian statehood stands against the severe problems of inclusion of minorities in public space. There are number of models of minority accommodation from the international perspectives and experiences. Georgia should choose one of them. However, there is no standard model of such issue. In every case, each country stands vis a vis peculiarities and 100% transplantation of any foreign model on local level is not relevant and adequate. Author, discussing the perspectives of civic integration, is arguing in favor of “integration” model against the “assimilation”, “differentiation” and pure “multiculturalism”. In case of “assimilation”, the country will face the just claims from the minority side about losing their identities. If we adjust the model of “differentiation”, that means to exclude the minorities from public life. Pure “multiculturalism” will stimulate the further fragmentation of the country. “Integration” model with some multicultural element seems more relevant and workable in Georgian realities.
Artykuł dostarcza podstawowych informacji na temat integracji obywatelskiej w Gruzji. Jako kraj wielonarodowościowy Gruzja w sposób oczywisty doświadcza wielu problemów związanych z integracją narodu. Najliczniejsze mniejszości – Azerowie i Ormianie – są w niedostatecznym stopniu obecne i nienależycie reprezentowane w sferze publicznej. Państwo gruzińskie staje więc przed trudnym problemem włączenia mniejszości do tejże sfery. Z perspektywy międzynarodowej wskazać można kilka modeli rozwiązania kwestii mniejszości. Gruzja powinna zdecydować się na jeden z nich. Brakuje jednak uniwersalnego wzorca postępowania w tej materii. Każdy kraj staje przed osobliwymi trudnościami i przeniesienie obcego modelu akomodacyjnego na lokalny grunt w skali jeden do jednego nie będzie ani właściwe, ani adekwatne. Autor, omawiając perspektywy integracji obywateli, opowiada się za modelem „integracyjnym”, a nie „asymilacją”, „dyferencjacją” czy czystym „multikulturalizmem”. W przypadku asymilacji władze kraju spotkają się z zasadnymi zarzutami ze strony mniejszości dotyczącymi zatracania się ich narodowej tożsamości. Model dyferencjacji oznacza wykluczenie mniejszości ze sfery publicznej. Czysty multikulturalizm będzie zaś prowadził do dalszej fragmentacji kraju. W gruzińskiej rzeczywistości bardziej odpowiedni i możliwy do zrealizowania wydaje się więc model integracji wzbogacony o element multikulturalizmu.

This article presents the religious aspects of the community of emigrants from the British Isles, mainly Scots, in Gdańsk. They tried to provide for their religious needs already in the Middle Ages, as evidenced by the existence of chapels and altars in some of the churches in Gdansk. After the success of the Reformation, mainly Scottish Presbyterians settled in Gdansk. Clergymen from their home country were brought in for their ministry. Both the Presbyterian clergy and the wealthy Scottish merchant elite of this denomination ruled the sacred building acquired in 1707, called the English Church. However, only few of the Presbyterians living in Gdansk identified with this building - according to legal arrangements, having the character of an “ethnic” temple - together with the Anglicans. Most Scots - by entering into family relationships - slowly melted into the community of the city on the Motława, using other Calvinist facilities. In addition to Presbyterians and very few Anglicans and Catholics there, English radicals, Chialists and Quakers, also tried to settle in Gdansk, but the city's unfavourable legislation and deterrent actions effectively prevented this transfer.

Minority media are the means of communication which are available to the minority com- munity (of the ethnic character) providing them with the presentation of their problems and evaluation of reality made by a given group. The media understood in such a way are therefore at the centre of daily practices, and generate and process the ethnic identity. The role of minority media is reflected both in institutional and functional dimension. The first is included in the availability of different types of media and formats. The other expresses the extent to which people in the target group actually respond to the product addressed to them. The objective of this discussion is the analysis of the phenomena and processes that shape these dimensions. The groups of national and ethnic minorities living in the western provinces of Poland (Low Silesian, Lubuskie and West Pomeranian) are included in the study
Media mniejszości to środki przekazu, które pozostają w dyspozycji społeczności mniejszościowych (o etnicznym charakterze) zapewniając im prezentację swoich problemów i ocen rzeczywistości dokonywanych przez daną grupę. Tak rozumiane media znajdują się zatem w centrum codziennych praktyk, które wytwarzają i przetwarzają tożsamość etniczną. Rola mediów mniejszości uwidacznia się zarówno w wymiarze instytucjonalnym, jak i funkcjonalnym. Pierwszy z nich zawiera się w dostępności różnych rodzajów mediów oraz dostępności różnych formatów. Drugi wyraża się w stopniu w jakim ludzie w grupie docelowej faktycznie reagują na produkt do nich adresowany. W podjętych rozważaniach celem jest analiza zjawisk i procesów kształtujących te wymiary. Obszarem zainteresowania objęte są grupy mniejszości narodowych i etnicznych zamieszkujące zachodnie województwa Polski (dolnośląskie, lubuskie i zachodniopomorskie).

Already existing sources considering women and ethnic minorities in Russian Federation point out to the inequity in treating these groups on the Russian labor market. In the face of the COVID-19 pandemic and the recent war between Russia and Ukraine arises question whether situation of previously discriminated groups has changed? Not only this is crucial for considered groups due to the crisis caused by the pandemic but also due to growing needs of the Russian army and another crisis caused by international sanctions. In this paper authors using desk research describe already existing position of women and ethnic minorities on the labor market in Russia and answer the question whether these social groups are treated equally in comparison to other groups existing on the labor market. This article also presents analysis of potential change in the approach to groups considered in the presented research.

The western part of Polesia (Polish: Polesie) was made part of Poland resulting from the Treaty of Riga, 1921. Characteristic to the area were specific economic and ethnic traits. Civilisational retardation and, in a number of cases, underdeveloped ethnic/national awareness of the locals caused Polish authorities to formulate projects with respect to this region aimed at gradual Polonisation of its populace. The process was regarded as an element of civilisation-instilling mission, as well as a precondition for achievement of the desired goals related to internal and external safety. These projects, and the results of Polonisation process, are analysed herein.

Slovak Republic is the state, where in comparison with Czech Republic, Poland and Hungary, considerable percentage of inhabitants present representatives of national and ethnic minorities. The basic documents for normalization the situation of minorities in Slovakia are Constitution and State language Act. Slovak Republic is also obliged by bilateral agreements and obligations from membership in international bodies with global and regional coverage: The United Nations, The Council of Europe, The Visegrád Group and The Central European Initiative. The ethnic policy of V. Mečiar government with reference to Roms and Hungarians has caused isolation of Slovakia on international scene. Slovakia has fallen out from first group states aspirating to UE and NATO. In analyzed period Slovakia had to give up participation in Visegrád Group and faced many tensions with Hungary.

In accordance with the Act of 6 January 2005 on national and ethnic minorities and regional languages, the so-called auxiliary language was introduced into the Polish legal order. It involves a situation when it is used by a national or ethnic minority in a municipality where they constitute a minimum of 20% of the total population. Then there is the legal possibility of using the minority language on equal terms with the official language, that is the Polish language, before the municipal authorities. This paper presents and describes issues related to the rules of introducing an auxiliary language and situations when it can be used. The existing legislative shortcomings in the form of using phrases that are ill-defined or cause problems of interpretation are pointed out. The auxiliary language, although it can currently be used only in 33 municipalities, is an important element in the functioning of national and ethnic minorities in Poland, as well as is very useful in the relations between the municipality and the residents (belonging to the minority).

For most of the former European colonies of South and Southeast Asia, the end of the Second World War was also the beginning of the end of colonial rule. With independence came the challenge of unifying disparate ethnic, religious and linguistic communities into cohesive nations– a challenge that some countries met more successfully than others. The price of failure could be high – hundreds of thousands were killed, and many millions displaced in 1947, as inter-communal conflicts tore British India apart. Indonesia declared independence in 1945 (a declaration not recognised by the country’s Dutch colonial rulers until 1949), while Burma (as Myanmar was then known) was granted independence by Britain in 1948. Both countries were able to avoid tragedies on the scale of the Indian Partition. Nevertheless, nation-building has been a difficult and as yet uncompleted process, the source of continuing challenges tonational security. This article looks at the situation in the two countries, traces the origins of some of the current problems, and attempts to explain why Indonesia has generally been more successful in this respect than Myanmar, despite the similarities in the initial situations of the two countries.

This paper examines some of the key cultural concepts and relevant historical factors that may shape the development of Anglo-Cypriot gay identity. Accounts of sexual identity experiences provided by second generation Greek and Turkish Cypriot gay men in London are examined in the light of this analysis to explore how these men negotiate Anglo-Cypriot and gay identity. Twenty-eight self-identified second generation Greek and Turkish gay men living in London were recruited by advertising in the gay press, by writing to community groups, and gay groups and organizations and by “snowballing.” In-depth face-to-face interviews were conducted with those men recruited through these channels. Data were subjected to interpretative phenomenological analysis. The personal accounts of these men demonstrate that their sexual identity does not always become their primary identity and that different identities are constructed by individuals at different places and times. Most men indicated that the translation of their sexual desires and behaviors into the “political statement” of gay identity is not only difficult but is strongly resisted. Instead they chose to construct their identity in terms of their relationships with their families, their peers at work and other members of their community. The findings of this research may help develop an understanding of the complexities surrounding the “sexual and cultural” identities of Anglo-Cypriot gay men, thereby reinforcing the notion that identity is multiple, contested and contextual.

The article explores the connections between social, political, economic and ethnic processes in the Ukrainian-Romanian borderland. The aim is to describe how borderlanders work out strategies to overcome the contradictions inherent in the state border. The study is based on ethnographical fieldwork (participant and non-participant observation) conducted in a small town, a former mining centre, in the region of Transcarpathia in Western Ukraine. I point to the political changes in the late 20th and early 21st centuries (the collapse of the Soviet bloc and Ukraine neighbours’ integration in the European Union) and their impact on local social life. The crucial aspect, linked to the town’s geographical setting, is the role of the state border, which changes in accordance with the political changes in the region and in Europe. First, the collapse of the communist dictatorships in Ukraine and Romania resulted in the opening of the border and an increase in cross-border contacts. However, in the first decade of the 21st century, Romania tightened its passport and visa regulations for Ukrainian citizens. Another factor is the complete disintegration of the mining industry and local labour market, resulting in significant changes in occupational patterns and a greater role of the border in respect of labour migration and shuttle trade. I also acknowledge local ethnic composition and argue that the use of ethno-national symbolism, languages, relations between ethnic minorities and their ‘external homelands’ constitute an inherent element of the strategies to overcome the lack of regular employment and poverty.

The topic of the Holocaust is a relatively new issue in Lithuanian historical education – only with the regained independence from the Soviet Union in 1990 did Lithuanians have a chance include the  Holocaust theme into the main school curriculum. Of course, its development through the first two decades have not been steady and even – in the beginning of the creation of the new educational system the Holocaust did not receive so much attention as in later years with the relation to integration with the European Union (2004) and development of historical studies on the Holocaust within the Lithuanian academic community. This article aims to analyse the representation of the Holocaust in Lithuanian educational system during the first two decades after Lithuania regained its independence. So the main basis of empirical data will be all history textbooks for Lithuanian school education (from the 5th grade to the last, 12th grade) published in the period of 1992-2012, and educational programmes presented by the State`s Ministry of Education and Science. In order to objectively evaluate the Lithuanian situation regarding Holocaust education the article will discuss and compare the main trends of Holocaust education development in neighbouring countries, which also suffered from Holocaust and could not freely speak about the issue during the Communist regime.

The article addresses the multifaceted issues of cultural diversity in contemporary Spain. Multiculturalism is perceived from the perspective of ethnic minorities and immigrant students in, mainly, compulsory schooling. Legal framework for the school system is followed by the description of inequalities in education. The aspect of segregation or even marginalization of immigrant alumni and their significantly lower achievement (after PISA reports), when compared to native peers, is strongly emphasized. A section dedicated to linguistic pluralism in the Autonomous Communities of Catalonia, the Basque Country and Galicia, gives the way to the country's legal background, as regards cultural diversity. There are also considered the aspects of support through compensatory programmes in the classroom in the light of the policy of normalization.

Sorbian media may be treated as a kind of local media due to several factors. Among them are environmentalism, thematic profile (referring to a particular area - Lusatia) and the limited public conditioned by the size of Sorbian community. Relying on specific areas of interest connected with the local environment and a small circle of distribution enable a direct contact of the public with events reported by the media. This in turn, favours the satisfaction of the interests and needs of the public coming from minority communities. This paper deals with the issues connected with the functioning of the Sorbian media as local media. The work is based on the example of the biggest Sorbian magazine, "Serbske News" ("Serbske Nowiny) published in the Upper Lusatia.
Media serbołużyckie można traktować jako rodzaj mediów lokalnych ze względu na kilka czynników. Do nich należy: środowiskowość, profil tematyczny (odnoszący się do konkretnego terytorium - Łużyc) oraz ograniczony krąg odbiorców uwarunkowany rozmiarami społeczności serbołużyckiej. Oparcie się na specyficznym zakresie zainteresowania związanym z miejscowym środowiskiem oraz niewielki krąg rozpowszechniania umożliwia bezpośredni kontakt odbiorców z relacjonowanymi przez te media wydarzeniami, co sprzyja zaspakajaniu zainteresowań i potrzeb grup odbiorców pochodzących z środowisk mniejszości. W pracy podnoszone są kwestie funkcjonowania mediów serbołużyckich jako mediów lokalnych na przykładzie największego serbołużyckiego pisma wychodzącego na Górnych Łużycach – pt. „Serbske Nowiny”.

The article deals with the issue of the relation between education and the processes of assimilation and discrimination of indigenous minorities (Indians and Inuit) in Canada. Particular emphasis was placed on reconstructing educational practices and the educational policy that is implemented toward indigenous minorities within Canadian school system (especially destruction of their ethnic identity in residential schools). An attempt was made at examining the relationship between schooling, religion, socialization, forced Christianization, language policy, and the development of aboriginal minorities in Canada.

Today, ethnic minorities have entered the second wave of emancipation. They are fighting for the right to cultural autonomy, the right to have their own past, history and social memory. The aim of the article is to learn how ethnic minorities “recover” lost social memory in the area of childhood memory and how they work to create ethnic identity again. The text is composed of four parts. The first presents selected aspects of childhood culture. The second is presents Pierre Nora’s concept of memory. The third is presents the results of research on selected ethnic literary texts (Kashubian and Silesian). The author’s conducted semantic and structural analyzes (in the approach of Roland Barthes and Paul Ricoeur). The analyzes allowed us to recognize ethnic childhood as a space of existential suffering and a time of loss of ethnic identity. The answer – in childhood and adulthood – are specific identity strategies. they are aids in constructing a new ethnic identity. The fourth part is Summary and reflection closing the text.

The main aim of the article is to describe the state and challenges of anti-discrimination education in Poland and to analyse how it influences the rights of national and ethnic minorities and foreign pupils. The question, whether we deal with the backlash against anti-discrimination education in Poland has been preoccupying the experts and practitioners for some time. The application of specific antidiscrimination provisions in the education sector plays the key role in this regard. The irrefutable reality is of a retreat of the state in these areas that threatens its social role and has the result of inequalities, xenophobia, and intolerance. The central question then becomes – how might the backlash against anti-discrimination education affect the situation of national and ethnic minorities and foreigners and social attitudes towards these groups.

Opierając się na danych empirycznych, pozyskanych w ramach badań terenowych realizowanych przez Instytut Wschodnich Inicjatyw w Krakowie, autorzy omawiają formy i zakres współpracy samorządów i administracji centralnej ze środowiskami mniejszości etnicznych oraz inicjatywy twórcze podejmowane przez środowiska Łemków, Romów, Tatarów i Karaimów w Polsce.
The purpose of this paper is to show the social and organizational aspects of creative activity of ethnic minorities in Poland in the context of cooperation with central and local administration. Basing on empirical data obtained from the field research conducted by the Eastern Initiative Institute in Krakow, the authors discuss the form and scope of cooperation between local and central government with ethnic minority communities and the initiatives undertaken by the Lemko, Roma, Tatar and Karaite artists and creators in Poland.

The article will analyze the principal problems concerning research on the cultural heritage of displaced communities in Europe from the perspective of the Vlach minority. Based on the field research conducted in several countries of Europe (e.g. Greece, Macedonia, Romania, Ukraine, Slovakia and Poland), I will present the main classification of the Vlach tangible heritage with special attention paid to the most important cultural monuments, including religious building developments (churches, icons, small religious architecture). I will portray the difficulties found in protecting this heritage and the role of cultural institutions in its preservation and exposition. It can be stated that the example of the Vlachs perfectly illustrates the complex processes related to cultures which were overwhelmingly subjugated by their neighbours and lost the fight. A neighbour, usually representing the culture of the majority, was stronger culturally, economically, politically and often militarily. The article focuses on the phenomena which classical anthropology used to inspect, claiming that its role is to protect what is fading into oblivion. Thus, the analysis of the Vlach culture presented herein refers to a much wider reflection, which is a synergy of ethnography, ethnology and cultural anthropology, and to the critical studies on heritage which are emerging in Poland.

W artykule dokonano przeglądu badań geograficznych dotyczących struktury narodowościowej w Polsce, począwszy od XIX wieku do początku II dekady XXI wieku, odnosząc się także do zasadniczych nurtów badawczych problematyki narodowościowej wśród historyków i socjologów. Przedstawiono najistotniejsze zdaniem autora problemy badawcze, które należy podjąć w dalszych badaniach dotyczących mniejszości narodowych, etnicznych i etniczno-regionalnych zamieszkujących współczesną Polskę. Omó- wiono różnorodne metody badawcze wraz ze wskazaniem ich zalet oraz licznych ograniczeń. We wnioskach autor przedstawił główne, jego zdaniem, uwarunkowania wpływające na dynamiczne przekształcenia struktury narodowościowej w Polsce oraz zasadnicze cechy relacji państwo polskie – mniejszości narodowe.
The issue of ethnicity is interdisciplinary and tackled by many sciences such as history, statistics, demography, politology, sociology, ethnology or ethnography, as well as geography, which focuses primarily on the spatial element of distribution of ethni-cities, the causes and consequences of its changes and the genesis of concentrations of ethnic minorities. As part of population geography or, more broadly, anthropogeography, and apart from geographies of religion and languages, there is a discipline called geography of ethnicity, which studies the numerousness, as well as assesses and analyses the ethnic structures in various spatial scales. Studies of ethnic structures and their transformations are common especially in political geography, which devotes more place to the issues of ethnic, linguistic and religious minorities than any other geographical science. Owing to its ability to study the spatial and temporal context of various phenomena, it facilitates the recognition and comprehension of interrelations between political, demographic, social and cultural factors. Such studies are particularly justified in the case of clear dependence between ethnic transformations and territorial or political transitions, i.e. the elements within political geography's scope of interest. Studies concerning ethnic minorities in Polish geography have had a long research tradition and great scientific achievements, especially in the interwar period and the last twenty years. These studies, though episodic in Communist times, have seen a contemporary renaissance. When dealing with issues of ethnicity, geography uses the achievements of other disciplines, especially history, statistics, sociology, and political science. The main point of reference in any analyses of the ethnic specifics is space, geographical environment and the socio-economic circumstances, while also considering the influence of historical and political conditions. Close links between political and historical geography caused by both disciplines studying the natural variability over time and space allow for referencing the socio-historical context which is indispensable in this kind of research. The vast majority of national, ethnic and regional minorities living in contemporary Poland are a part of the historical, cultural and political heritage of Poland, a testament to the former complexity and multicultural character of Poland, a part of its history, present day and, hopefully, its future. These minorities, even though thought of as “different” and separate in regards to their national, linguistic or religious identity are “at home”, with all rights and obligations that entails. Therefore, further research into the ethnic structure of Poland in essential, mainly due to the dynamic changes the country is currently undergoing (quantitative, qualitative, territorial, institutional, cultural, social, political), the growing importance of native regional groups and nationalities stemming from the non-European cultures, as well as the geopolitical, economic and civilisation transformations that are changing Europe.
