Public relations effectiveness measurement is becoming more and more important in realization of public relations activities in Poland. It has been caused by the demand from people ordering such services to achieve measurable results and simultaneous increasing usage of research in public relations, which is related to growing ‘scientification’ of this field of knowledge. Basic requirement, which should be met to measure PR effectiveness, is such planning these activities to have measureable objectives and choosing the indicators and research methods for particular PR tools. It is worth remembering that some difficulties in measurement may occur – knowing them allows to minimize inadequate measurement results. Measuring PR effectiveness allows to continue the most efficient PR activities, resign from the less effective ones and also to search new ideas how to communicate with the target groups.

The aim of the following article was the confirmation of the viability of implementation of the project called the “Żuławy Loop”. Solving the problem requires an analysis of the available documentation and research conducting. Feasibility study of the project showed a negative profitability of the project at the financial level. No financial feasibility was a reason to refrain from investments. The basic method of assessing the effectiveness of infrastructural projects, where the beneficiaries are public, is the economic analysis. It showed the profitability of the project for the local community. The benefits generated by the investment confirmed the results of own research. The project will contribute to improving the socio-economic situation of the region. Therefore, the implementation of the project was most certainly justified.

Uwarunkowania prawne w zakresie transportu kolejowego w Polsce pozwoliły na dynamiczny rozwój prywatnych podmiotów gospodarczych zajmujących się kolejowymi przewozami ładunków i pasażerów. W ostatnich latach na rynku kolejowym obserwuje się duże zainteresowanie zakupem nowych pojazdów do przewozów pasażerskich: lokomotyw elektrycznych, zespołów trakcyjnych, autobusów szynowych, jak również modernizacją starego taboru szynowego do przewozów towarowych, przede wszystkim lokomotyw spalinowych. Ze względu na bardzo wysokie koszty, z jakimi związane są inwestycje dotyczące zakupu lub modernizacji pojazdów szynowych, przedsięwzięcia te powinny być dokładnie przeanalizowane pod kątem wykonalności i opłacalności.

Jednym z kluczowych zagadnień związanych z tworzeniem infrastruktur informacji przestrzennej (IIP) jest ich ocena, obejmująca między innymi rachunek ekonomiczno-finansowy. Niezależnie od momentu przeprowadzania badania (tj. w fazie prac przygotowawczych i projektowych w zakresie infrastruktury, w trakcie jej budowy lub po zakończeniu wdrożenia) istotne jest zestawienie ponoszonych nakładów. Dopełnieniem ewaluacji jest także weryfikacja oczekiwanych efektów wynikających z tworzenia i użytkowania infrastruktur oraz pomiar faktycznych efektów. Potrzebę wykonywania analizy ekonomicznej i finansowej podkreśla się również w INSPIRE. W zakresie sprawozdawczości dotyczącej tworzenia infrastruktur zakłada się możliwość przedstawienia korzyści związanych z wdrożeniem dyrektywy INSPIRE poprzez bezpośrednie odwołanie do wydajności (ang. efficiency), a także efektywności (ang. effectiveness). Sprawozdania przekazywane przez poszczególne kraje członkowskie, oprócz wyników monitorowania, pozwalają ocenić czy i na ile zagadnienie efektywności jest przedmiotem badań oraz jaka jest efektywność infrastruktur krajowych współtworzących INSPIRE. Celem artykułu jest przedstawienie podstaw teoretycznych odnoszących się do szerokiego rozumienia pojęcia i oceny efektywności, a także założeń koncepcyjnych w tym w obszarze infrastruktur informacji przestrzennej oraz odniesienie do oceny efektywności infrastruktur krajowych w ramach INSPIRE, na podstawie przeglądu sprawozdań krajów członkowskich za lata 2010-2012.
One of the key aspects concerning creation of spatial data infrastructures (SDIs) is their assessment including among others economic analysis. Regardless of the moment of evaluation (i.e. the phase of preparatory and design tasks concerning the infrastructure, the creation phase or after implementation) it is essential to compile the list of costs. Verification of expected effects of the infrastructure's creation and use and measurement of the actual effects complements the evaluation. The need of economic and financial analysis is also emphasized by INSPIRE. Regarding the reporting of the national infrastructures' creation there, it is assumed that benefits of INSPIRE implementation may be presented by direct reference to efficiency and effectiveness. Apart from monitoring results, the reports allow to analyse if and how effectiveness issue is taken into consideration by Member States and what is the level of effectiveness of national infrastructures within INSPIRE . The aim of the paper is to describe in wider context theoretical foundations of the effectiveness concept and evaluation as well as conceptual assumptions in the area of the spatial data infrastructures and their reference to effectiveness evaluation of the national infrastructures within INSPIRE on the basis of the review of the Member States reports for 2010-2012.

In 2018 during the 72nd session of the Maritime Environmental Protection Committee (MEPC) IMO adopted its initial strategy for the reduction of greenhouse gas emissions (GHG) from the ships to meet the Paris Agreement Goals, 2015. This is considered as a major milestone in formulizing a clear strategy by IMO towards its objective of reducing the global GHG emissions from the ships. The strategy had two primary objectives: the first was to decrease total annual GHG emissions by at least 50% by 2050 compared to 2008 levels. The second objective was to promote the phasing out of GHG emissions entirely. In 2020, the International Maritime Organization (IMO) conducted a study which revealed that greenhouse gas (GHG) emissions from shipping had increased by 9.6%. The rise in global maritime trade was identified as the main factor behind this increase. IMO's 2020 study also concluded that reducing GHG emissions by focusing only on energy-saving technologies and ship speed reduction would not be enough to meet the IMO's 2050 GHG reduction target. Therefore, greater attention needs to be given to the use of low-carbon alternative fuels. To understand the effectiveness of currently available technologies in reducing GHG emissions from ships, a literature survey was conducted in this study. The survey examined a range of related articles published between 2018 and 2022. This study aimed to identify the current stage and the quantity of literature available on various technologies and, more importantly, serve as a decision-making support tool for selecting a technology under specific circumstances in a quantitative manner. The technologies were divided into four groups: those that utilize fossil fuels, those that use renewable energy, those that use fuel cells, and those that use low-carbon or alternative fuels. The literature survey was conducted using Web of Science (WoS) and Google Scholar. The results of this study will also help to identify clear research gaps in comparing the effectiveness of various available technologies to reduce GHG emissions. Ultimately, the aim is to develop a comprehensive strategy that can be used to reduce GHG emissions from shipping and contribute to the global fight against climate change.

Aim/purpose – The aim of the paper is to introduce a concept for measuring effectiveness of communication in project teams, taking into account 19 effectiveness aspects which enables to evaluate individual communication effectiveness of each team member, the overall communication effectiveness of a team or organization and to compare teams or organizations for communication effectiveness. The results of a small scale study serve as a proof of the proposed concept comprising the questionnaire and the way of presenting its results. Design/methodology/approach – First, a list of communication effectiveness aspects is proposed, based on a literature review. They are additionally grouped into aspects dependent on the sender, the recipient, and both. On the basis of the identified communication effectiveness aspects a questionnaire for measuring the level of communication effectiveness is prepared and the way of presenting its results is demonstrated on a small scale research sample. The case study is used to validate the presented concept. Findings – The developed questionnaire, based on the identified communication effectiveness aspects, together with the proposed form of presenting its results can be successfully applied to evaluate individual communication effectiveness of specific team members, the overall communication effectiveness of a team or organization and to compare teams or organizations for communication effectiveness. Research implications/limitations – The presented concept enables a graphically enriched assessment of communication effectiveness of individual team members, whole teams or organizations and also brings to the attention of the respondents the various aspects which influence communication effectiveness. It should be, however, noted that the results of the questionnaire base on the declarations of the respondents, which makes them subjective. Originality/value/contribution – The proposed concept of measuring communication effectiveness can be used as a tool for enhancing the communication effectiveness in project teams where some flaws or infirmities are observed. It constitutes a comprehensive way of tackling this problem by addressing an extensive list of communication effectiveness aspects and provides clear and meaningful tools of presenting the results.

The paper evaluates effectiveness of fire drills for emergency and responding to PSC inspections on board. A brief background about the PSC inspection on fire drills on board is introduced in the beginning. Then the significance of effectiveness evaluation on fire drills is presented. Next, legal ground is discussed on International Conventions, including regulation of related regional group, national maritime laws and rules and Concentrated Inspection Campaign (CIC). Furthermore, PSC New Inspection Regime (NIR) for Paris MOU and Tokyo MOU are also discussed, and many deficiencies related to fire safety measures found in the PSC inspection are statistically analyzed. More importantly, the paper introduces System Engineering Theory, presents the principle and method of effectiveness evaluation, focuses on the preparation, performance and rehabilitation of fire drill and develops the Criterion of Effectiveness Evaluation. Finally, some suggestions are raised to carry out effectiveness evaluation for emergency and responding to the PSC inspection.

Jak efektywnie zarządzać szpitalem, aby poprawić satysfakcję pacjentów? Głównym celem artykułu jest próba identyfikacji głównych czynników sprawczych udanej zmiany, której dokonano w zarządzaniu szpitalem Cleveland Clinic. Zastosowano metodę studium przypadku, przy czym wykorzystano tu zasadę triangulacji metod, technik badawczych i źródeł. Do czynników wewnętrznych sukcesu zmian w Cleveland Clinic wydają się należeć m.in. determinacja kierownictwa szpitala i wprowadzanie niektórych strategii marketingu relacji; do zewnętrznych zaliczyć można m.in. rozwiązania systemowe finansowo motywujące szpitale do poprawy ich oceny w opinii pacjentów. Wiedza na temat czynników sukcesu w zarządzaniu analizowanym szpitalem może być wartościowa dla zarządów szpitali i instytucji państwowych w Polsce. Efektywne zarządzanie szpitalami pełni trudną do przecenienia rolę społeczną.
How to manage the hospital effectively to improve patient satisfaction? The main purpose of the article is to try to identify the main factors of successful change in managing the Cleveland Clinic. The case study method was used with the principle of triangulation of methods, techniques and sources applied. The internal success factors of changes in the Cleveland Clinic appear to be, among others, determination of the hospital management and introduction of some relationship marketing strategies. External factors seem to include, among others, some government regulations to hospitals aimed at motivating them financially to improve patients’ opinions about them. Knowledge of the success factors in managing the analysed hospital may be useful for hospitals’ boards of directors and state institutions in Poland. It is difficult to overestimate the social role of managing hospitals effectively.
Как эффективно управлять больницей, чтобы повысить удовлетворенность пациентов? Основная цель статьи – попытаться выявить основные факторы, ведущие к успешной перемене, которую провели в управлении больницей Cleveland Clinic. Применили метод изучения конкретного случая, причем использовали принцип триангуляции методов, исследовательских техник и источников. К числу внутренних факторов успеха перемен в Cleveland Clinic, как представляется, относятся, в частности, детерминация руководства больницы и ввод некоторых стратегий реляционного маркетинга; к числу внешних можно, в частности, отнести системные решения, финансово мотивирующие больницы к улучшению оценки их по мнению пациентов. Знания насчет факторов успеха в управлении рассматриваемой больницы могут быть полезными для управлений больниц и государственных учреждений в Польше. Эффективное управление больницами выполняет социальную роль, кото- рую трудно переоценить.

This study aimed at evaluating the effectiveness of in-service training courses on the sixth grade teachers of Andimeshk. This was a descriptive survey. The population consisted of all 115 sixth grade teachers of Andimeshk selected by using complete census. A researcher-made questionnaire was used to collect information on the effectiveness of in-service training courses on aspects of attitudes, skills and knowledge. The reliability of each category was calculated by using Cronbach. To analyze the data, descriptive statistics and inferential statistics like Friedman rank test, chi-square test of goodness of fit, and one- sample t-test were used. The results showed that teachers evaluated the effectiveness of in-service training courses on their attitudes, skills and knowledge to be above the average.

The effectiveness of cast iron spheroidization with FeSiMg master alloy by the traditional method and using a reaction chamber placed in the cavity of foundry mould was compared. The method of cast iron treatment in mould cavity using a reaction chamber is an innovative technology developed by the Foundry Research Institute in Krakow. The effectiveness of the spheroidization process carried out by both methods was checked on a series of test castings. The article also presents the results of metallographic examinations and mechanical testing, including the discussion of magnesium yield and its assimilation rate.

Materiał i metody: Materiałem jest problematyka skutecznego szkolenia pracowników organizacji oraz zasady, jakimi należy się kierować stosując metodę szkolenia partycypacyjnego. Wniosek: Uczestnik szkolenia wzmacniającego otrzymuje narzędzia w postaci wiedzy i umiejętności, które w sposób bezpośredni może przenieść w środowisko pracy.
Abstract: The theme of the article is to demonstrate the legitimacy of participatory work during the training of employees in the workplace. The possibilities of such work provide a comprehensive range of evaluation during the training, with direct reference to the work environment of the trainees. The article contains the principles that I personally use to conduct training. The article explores themes relating to analyze the behavior of participants and refers to methods of strengthening and ways of eliminating unwanted behaviors. Material and methods: The material is the issue of effective training of the employees of the organization and the principles to be guided by the method of participatory training. Indicates the ways in which employees interact by reinforcing and eliminating difficult behaviors. Results: Knowledge of the issues of participatory training influences the faster development of the employee and allows to avoid undesirable behaviors. Conclusion: The trainee will be equipped with the tools - knowledge and skills - that can be applied directly in the workplace.

Implementation of works on preparing production of new product should be justified by the positive evaluation of purposefulness, and structural, technological, organizational feasibility, as well as economic efficiency. The results of the latest evaluation are critical. Preparation of production of new product, even it is expedient and feasible, it should not be implemented if it is economically inefficient or has high risk of failure. In the article set out guidelines for the evaluation of economic efficiency and risk according to the features which are characteristic for preparation of production of new product. These features are related to the scope of work of construction, technological and organizational preparation, their duration and time of product life, as well as capital expenditure.
Realizacja prac z zakresu przygotowania produkcji nowego wyrobu powinna być uzasadniona pozytywną oceną celowości, konstrukcyjnej, technologicznej i organizacyjnej wykonalności oraz ekonomicznej efektywności. Wyniki tej ostatniej oceny mają decydujące znaczenie. Przygotowanie produkcji nowego wyrobu, nawet jeśli jest celowe i wykonalne, nie powinno być realizowane jeśli jest ekonomiczne nieefektywne lub jeśli towarzyszy mu zbyt wysokie ryzyko niepowodzenia. W artykule określono wytyczne w zakresie przeprowadzania oceny ekonomicznej efektywności i ryzyka odpowiednio do cech charakteryzujących przygotowanie produkcji nowego wyrobu. Cechy te związane są z charakterem i zakresem prac przygotowania konstrukcyjnego, technologicznego i organizatorskiego, czasem ich trwania oraz życia wyrobu, a także nakładami kapitałowymi.

Sprawozdania finansowe stanowią główne źródło informacji o sytuacji ekonomicznej jednostki i efektywności prowadzonej działalności zarówno dla zarządzających jednostką, jak i jej otoczenia zewnętrznego. Jednostki budżetowe i samorządowe zakłady budżetowe stanowią grupę podmiotów zobowiązanych do sporządzania tych sprawozdań. Uwzględnienie szczególnych zasad finansowania i funkcjonowania tych podmiotów warunkuje poprawność wniosków wynikających z analizy danych sprawozdawczych. Celem artykułu jest przedstawienie i ocena walorów poznawczych sprawozdań finansowych jednostek budżetowych i samorządowych zakładów budżetowych.
Financial statements are the main source of information on the economic situation of individuals and business efficiency for both management unit and its external environment. Budgetary entities and local government budgetary establishment are a group of obliged entities for the preparation of these reports. Taking into account the specific rules of the financing and functioning of these entities is a prerequisite for the validity of the conclusions resulting from the analysis of the data. The aim of the article is to present the values of cognitive accounts of budgetary entities and local establishments.
