Zaprezentowane zastosowania innowacji społecznych w miastach Göteborg, Mediolan oraz Edynburg to przykłady przełomowych i unikatowych systemów zarządzania miastem na miarę XXI w. i jego wyzwań.
This paper looks at social innovations from the cities’ perspective. Social innovation is intended here to mean innovative solutions, new forms of organisation and new interactions to tackle social issues. In particular, it focuses on innovative solutions in terms of the governance of cities: new forms of collaboration between the city administration, citizens and local stakeholders, which can generate more sustainable, resilient and open systems at the city level. City administrations are facing a whole range of challenges on the social, environmental and economic fronts. Still, Göteborg, Milan and Edinburgh offer unique examples of a breakthrough governance that is responding to the challenges of the 21st century.

Przedmiotem rozważań w tym artykule są zagadnienia współzarządzania odniesione do problemów zarządzania miastem. Ze względu na obszerność zarówno problematyki współzarządzania, jak i funkcjonowania miasta jako całości społeczno-przestrzennej, należało dokonać wyboru pewnych aspektów do rozważenia. W pierwszej części dokonano socjologicznego oglądu koncepcji governance (współzarządzania), a następnie, w części drugiej, możliwości wykorzystania jej założeń i zasad w praktyce zarządzania różnymi sferami życia miasta. Określono także czynniki sprzyjające rozwojowi współzarządzania w miastach współczesnych oraz niektóre bariery, funkcjonujące zwłaszcza w krajach postsocjalistycznych.
The paper focuses on problems of governance in contemporary cities. Both concepts: 'governance' and 'city', refer to a socio-spatial entity and are complex and require a broader discussion and analysis. Therefore, it was neccessary to choose some aspects for the present consideraton. In the first part of the paper the concept of governance has been discussed from a sociological point of view. Then, in the second part, we discussed and reviewed some possible applications of the principles and main rules of governance to in various spheres of urban life. Finally, some factors influencing the development of urban governance practices were presented and barriers typical for postsocialist cities were identified.

This paper responds primarily to current innovations that have emerged in urban development policy during the last decades also in East-Central Europe. Prior to the change of the social regime, we notice more traditional approaches in the urban development policy - public consumption, economic development and environmental issues. Among current urban development challenges in this region we may focus on governance, city regions, and financialisation. Besides an outline of a general framework, their application is studied in the case of Bratislava. We argue that especially economic development and environmental issues were neglected in the urban development policy during the socialist period. More elementary development issues obtained priority as policy positions during the early transition period. Taking up more current challenges was delayed compared with western cities, and they have specific features. Nevertheless, it seems that cities in this region recognised the importance of the mutually multiplying effects of governance, city regionalism and financialisation in an urban development policy.

The author states that society itself is the most important stakeholder in a city. The reasons for such state were examined along with the implications what this means for both inhabitants and authorities. In the section that follows, the conscious city-changing actions of inhabitants were taken into consideration, with the emphasis on urban activism. The last part again concerns inhabitants' actions in a converse, passive way, which is perceived as a form of active but unconscious participation in governance in this research.
Autorka zauważa, że samo społeczeństwo jest najważniejszym interesariuszem miasta. Rozpatrywane są przyczyny takiego stanu oraz implikacje wynikające dla mieszkańców i władz. W kolejnej części rozważane są świadome działania mieszkańców zmieniające miasto, z podkreśleniem miejskiego aktywizmu. Ostatnia część ponownie odnosi się do działań mieszkańców w odmienny, pasywny sposób, który w niniejszym badaniu jest postrzegany jako forma aktywnego, acz nieświadomego udziału w zarządzaniu.

This article presents the participatory budget as a tool to support the sustainable development of a city, and in particular using it as the budgeting model of the city of Szczecin and the effects of using it. Based on a critical literature review, the first part of the article shows the connections between good governance and sustainable development. The meanings of the basic concepts in this respect are presented, as well as a simplified model of the construction of the sustainable development concept. Next, public participation tools were described, and participatory budgeting was defined as one of the tools applied in good governance, constituting the basis of sustainable city development. The latter part of the article describes the models of participatory budgeting based on a literature research and an analysis of selected cases. The second part of the article is of an empirical nature. The results of the literature research are juxtaposed with the management practices of the city of Szczecin, where participatory budgeting has used since 2014. In this part of the article, the qualitative single-case study method was applied to analyse and synthesise the strategic city development directions and participatory budget between 2014 and 2019. Their compliance with the concept of sustainable development was also verified. Finally, conclusions drawn from the performed research are presented.

This paper identifies and explores key elements for planning and implementing citizen involvement in the area of waste management and circular economy in cities. The analysis has shown that institutions responsible for waste management regard strategic planning, inclusivity, transparency, continuity, and resources as particularly important for reaching the objectives of citizen involvement. However, not all of the four analysed cities have applied these elements to the same extent, due to e.g. a lack of a strategy for citizen involvement, or limited personal and financial resources.

Celem artykułu jest pogłębienie rozważań nad koncepcją smart city — inteligentnego miasta z uwagi na potrzebę eksploracji naukowej w kontekście nowych, pojawiających się wyzwań otoczenia, m.in. rozwoju technologicznego czy ograniczonej mobilności wywołanej pandemią. Podążanie w kierunku inteligentnego miasta niesie ze sobą wiele wyzwań, a zarazem korzyści, gdyż przede wszystkim ma za zadanie poprawić funkcjonowanie mieszkańców, zwiększyć ich dostępność do infrastruktury, zapewnić bezpieczeństwo, minimalizując jednocześnie związane z tym zagrożenia. Autorzy prezentują podstawowe pojęcia i zagadnienia związane z kształtowaniem koncepcji smart city, z uwzględnieniem międzynarodowych rozwiązań oraz klasyfikacji — Ranking IESE Cities in Montion Index 2019, a także w odniesieniu do polskich uwarunkowań, w tym Warszawy.
The main aim of the article is to deepen the considerations on smart cities, due to the need for scientific exploration in the context of new emerging environmental challenges (including technological development, limited mobility). Moving towards an intelligent one brings with it many challenges and, at the same time, benefits, as it is primarily intended to improve the functioning of residents, increase their access to infrastructure, ensure safety, and at the same time minimize the related costs. The literature review shows that there are various concepts of a smart city, and the examples illustrate that managing a smart city brings many benefits.

Cities play a fundamental role in the economic development of the country. The vast majority of jobs, innovations and services are concentrated in the cities, thereby determining the country’s economy. Currently, the Smart City is the key concept of sustainable urban development throughout the world. It covers a broad spectrum of issues related to effective, sustainable city management. Today, Kraków faces important challenges in the field of socio-economic and functional development. For years, the city’s authorities have been undertaking activities aimed at making Kraków a smart and modern metropolis, based on scientific potential, while maintaining the unique historical and cultural heritage. The aim of the present work is to analyse the effectiveness of implementing the Smart City concept in Kraków. To achieve that goal, the most important resources, challenges and development aspirations of Kraków have been examined. The strategic objectives set out in the Kraków Development Strategy and the degree of development of selected elements and systems of the city were also analysed. An important element of the work is a questionnaire-based survey carried out among the residents of Kraków. The results of the analyses do not fully confirm the effectiveness of the measures implemented. A city that aspires to become a strong European metropolis should improve solutions to its current development problems, the most important of which include air quality and transport nuisance.

Comparatively new in the field of urban development, the concept of “Smart city” is considered to be a crucial tool to overcome urban challenges faced by the citizens in XXI century. The article discusses the basics of the concept, analyzing its key dimensions. An overview of digital market in Ukraine and its positions in the world rankings are provided along with the evolution of e-governance in Ukraine, as one of the components in “Smart city” concept. We have outlined the most interesting smart solutions presented in Ukrainian cities and built a comparative table for those among 4 cities. Based on the analysis conducted we have created a list of challenges faced by Ukraine on its way to “smartization”.

Artykuł koncentruje się na problematyce rozwoju miasta. Szukając odpowiedzi na pytanie, jaki kierunek rozwoju jest właściwy, trzeba uwzględnić różnorodność rzeczywistości miasta i konieczność podejścia kompleksowego. Założeniem jest to, że miasto jest wspólnotą polityczną, społeczną i gospodarczą, która powinna być przyjazna dla wszystkich użytkowników. Zgodnie z nim przedstawiono pokrótce koncepcje miasta kreatywnego, europejskiego i uczącego się oraz zbieżne z nimi założenia local governance i rewitalizacji. Na przykładzie miasta Bytomia podkreślono, że zawężanie się tylko do koncepcji miasta kreatywnego, bez horyzontalnego wykorzystania wszystkich czynników, może negatywnie wpłynąć na rozwój miasta.
The article focuses on the problems of the city’s development. The question, which direction of development is appopriate, we need consider the diversity of the reality of the city and comprehensive approach to city problems and opportunities. The assumption is that the city is political, social and economic community and should be beneficial for all local actors. According to it, Authors present concepts: creative city, european city, learner city, revitalization and local governance. The article also describes the city of Bytom, emphasised that using only creative city concept, with non of all of the above, could adversely affect the development of the city.

The smart city concept is constantly evolving. More and researchers in Poland and also in the whole world deal with this issue. In practice, it is noted that in cities around the world you can find more and more implemented projects referred as smart, in particular in Barcelona, Vienna and Copenhagen and others. According to the classical definition, smart city means introducing solutions based on the latest information technologies to urban spaces in order to improve the quality of life of city residents. Smart city is a city concept in which solutions can solve the most important problems related to the functioning of cities, such as improvements in public transport and goods in cities, counteracting climate change through the use of energy-saving solutions of city lighting, social inclusion (access city) and others. The concept of smart city is based on IT solutions that are constantly modernized and adapted to specific needs of individual cities. By using real-time access to information, they help make more efficient decisions for city users. However, recent approaches highlight the relationship between modern network technologies and the urban community. One can notice the focus of the researchers on the relational approach, which means combining the smart city concept with the participation of residents in the city management process, and in particular making choices and implementing smart projects. In this sense, the smart city idea defines the way of managing a city in which relations between the self-government, IT providers and science as well as the inhabitants of the city are particularly important. Responding to the needs of residents is particularly important as counteracting the tendency to focus smart products and services in richer places and create so-called an innovation hub with the simultaneous periphery of the remaining districts. Criticism of the smart city concept focuses on the problem of the social polarization of cities, in which the technological revolution contributes more to the increase of socio-economic disparities rather than their decreasing. The aim of the article is to answer the question whether the implementation of the smart city concept polarizes the urban community and does it allow the inclusive development of cities?

This text is dedicated to my dear professor Andrzej Dembicz. It at-tempts to update the regional-urban question thought from a critical perspective and applied to Mexico. Main sustainability problems within Mexican cities are analyzed, taking into account not only their inner context but from the wide world revolutions (open markets, technology and information, politics and social expectations), that have deeply changed this nation during the last three decades, emphasizing their so-cio-environmental transformations. Some principles aimed to recover urban planning and to put in practice a governance process based on the territory are proposed in or-der to face the deep urban crisis in Mexico.
Este texto que dedico a la memoria del querido Andrés Dembicz, intenta actualizar el pensamiento sobre la cuestión regional y urbana desde una pers-pectiva crítica aplicada en el caso de México. Se discuten los problemas de sustentabi-lidad en sus ciudades, desde el contexto interno y el de las revoluciones mundiales (apertura de mercados, tecnología e información, cambios políticos y expectativas so-ciales) que han transformado a esta nación durante las últimas tres décadas, enfatizan-do las transformaciones espaciales y ambientales. Se proponen algunos principios pa-ra recuperar la planificación territorial y poner en práctica la gobernanza de base terri-torial para enfrentar la grave crisis urbana mexicana.

Cities are changing before our eyes. Civilization trends should be accompanied by the appropriate management styles of local development. The crisis of civil policy and the power of representation undermines the essence of the current model of democracy and the effectiveness of local policy. Therefore, it evolves towards governance. The influence of civic activity is mostly visible at the local level. Its importance is multidimensional and it shapes the social, economic and environmental conditions of urban life. The article guides the reader through various meanders of research and public debate on engaging inhabitants in local policy. Its aim is to indicate the scope of resident’s influence on the current policy of Polish cities, in particular with regard to the investment policy. We will consider both the functioning conditions of self government which may be characteristic to self-governments throughout Poland, its eastern part as well as the conditions specific to the self-government of Przemyśl. This will involve examining economic conditions as well as historical, geopolitical, legal and social ones. We will begin with a brief analysis of the concept of selfgovernance and the long way Polish democracy has come from the beginning if its existence until the present system. Then, we will present the functioning conditions of one of the cities with county rights in the Podkarpackie Voivodeship and discuss its activity, citizens’ appraisal as well as the initiatives undertaken by its citizens and by the citizens of its surrounding areas. The suggested categories of conditions include both internal and external ones. They are all interdependent. As the analyses presented in this article indicate, the formation and functioning of Przemyśl self-government were influenced not only by its geopolitical location but also by Austrian Partition, Polish Peoples’ Republic, administrative reform of 1999 and its multinational character. What is more, currently, the funds obtained from the European Union have a significant influence on the development of selfgovernment in Przemyśl, and also throughout Poland. However, the way they are used must be constantly monitored and adopted to local conditions and needs. In the analyses we have used i.a. the results of surveys conducted in 2010 for the purposes of a project entitled “Przemyśl in Public Opinion”, and also Polish nationwide study on communes carried out in 2013 by Grzegorz Gorzelak and Bohdan Jałowiecki’s team. Moreover, data included in the strategic documents on the development of Przemyśl has also been used.
