Opis:
The main aim of this paper is to present road safety campaigns as powerful tool to increase safety on our roads. It is based on findings of international project SOL – Save our lives. Paper sums the aim of all pilot actions developed within the project, based on realization of traffic safety educational and awareness campaigns. It also highlights main topics to which a particular attention was given during the project realization, following the results of the road safety situational assessment of participating Central European countries. In the final part of paper there is a short description of methodology proposed for design and conduction of effective road safety campaigns provided together with conclusions of the pilot implementation.

The increase in the number of vehicles on Polish roads caused that the security situation changed significantly in recent years. Increased traffic congestion intensifies the risk of collision, as well as an accident. It is essential to understand and assess the circumstances and factors affecting the risk of accidents, as well as answer the question of how to reduce these dangers on the roads. For this purpose, surely it can be useful to analyse statistics on road accidents occurred on Polish roads. This article is dedicated to this purpose.

Opis:
Speed is a critical transportation concept – it is one of the most important factors that road users consider in relation to route convenience and efficiency; at the same time speed has been recognized as the most influential risk factor. To improve speeding analyses, an emerging data source – probe vehicle data (also known as floating car data), may be used. This data enables obtaining information on vehicle speeds, without being limited in time and space. To prove the feasibility of using this data, a study was conducted on a sample of Prague expressway and collector roads. Firstly, probe data sample validity was checked through comparison to a traditional speed measurement technique – average speed control. Secondly, descriptive analysis of speeding was performed, focusing on speeding differences across homogeneous road segments in individual hour intervals. Thirdly, statistical models were also developed to explain which road parameters contribute to speeding. Analysis utilized cross-section and geometry parameters, which may potentially be related to speed choice and driving speed and speeding. In general, the applied concept proved as feasible: particularly night time was found more prone to speeding, and the rates were significantly different between segments. Statistical models indicated the statistically significant influence on speeding: lower speed limit, lower number of lanes, absence of roadside activities, or presence of horizontal curves. Information on these factors may be generalized and used for planning adequate speeding countermeasures. Final discussion also identified and described several challenges for future research, including free-flow speed estimation uncertainty, quality of speed-safety models, and potential multicollinearity of explanatory variables.

W artykule podjęto problem zapewnienia bezpieczeństwa w transporcie drogowym w sytuacjach kryzysowych, a także zapewnienia ciągłości komunikacyjnej. Skupiono się na powodziach gdyż w naszym kraju to one są często przyczyną uszkodzonych tras komunikacyjnych i obiektów mostowych. Mamy wtedy do czynienia nie tylko z problemem zniszczonej infrastruktury drogowej, ale także problem szybkiego przywrócenia drożności i tym samym przywrócenia bezpieczeństwa ruchu. W artykule podano sposoby na sprawną odbudowę zniszczonych dróg, przy wykorzystaniu geosyntetyków. Przedstawiono także postępowanie w przypadku zniszczonych obiektów mostowych. Zaproponowano również koncepcję adaptacji mostu tymczasowego na most stały, w celu zmniejszenia kosztów związanych z remontem. Problematyka podjęta w artykule ma zwrócić uwagę na opracowanie sposobów działania w sytuacjach kryzysowych, kiedy bezpieczeństwo użytkowników ruchu jest obniżone.
The article discusses the problem of ensuring road safety in emergency situations and to ensure continuity of communications. Focused on the floods in our country because they are often the cause of damaged roads and bridges. We then have to deal not only with the problem of road infrastructure destroyed, but also the problem of rapid restoration of patency and thus restore traffic safety. The article presents methods for efficient reconstruction of damaged roads, with the use geosynthetics. Also shows up in the case of damaged bridges. Also proposed the concept of adaptation of the temporary bridge to the bridge solid, in order to reduce the costs associated with the renovation. Problems in the article is taken to pay attention to the development of methods in case of emergencies, when the safety of road users is reduced.

Względy bezpieczeństwa wymagają, aby kierowca miał możliwość zatrzymania pojazdu na jak najkrótszym odcinku drogi. Możliwość taką zapewnia jedynie użycie sprawnie działających hamulców, gdyż pozostałe sposoby zmniejszania prędkości nie gwarantują odpowiednio dużego opóźnienia. W sytuacji, gdy nie jest konieczne pełne wykorzystanie siły hamowania pojazdu, kierowca może wymusić ruch opóźniony każdym z możliwych sposobów zmniejszania prędkości. W artykule przedstawiono badania wpływu wybranych parametrów jazdy na osiągane wartości opóźnienia hamowania. Badano wpływ m.in. takich czynników jak: rodzaj nawierzchni, ciśnienia w oponach, czy też jazdy solo bądź z pasażerem. Dodatkowo sprawdzano jak zachowuje się motocykl podczas gwałtownego hamowania przy różnym wysterowaniu układu hamulcowego – hamowanie hamulcem przednim, tylnym, oboma hamulcami.
Safety considerations require that the driver was able to stop the vehicle on the shortest section of the road. This possibility provides only the use of efficient brakes because other methods to reduce the speed do not guarantee a sufficiently large deceleration. When it is not necessary to use the full braking force of the vehicle, the driver may force a retarded motion in every possible way to reduce speed. The article presents a study on the impact of selected parameters driving on the achieved value of deceleration. The study analysed the impact of factors, inter alia, such as the type of road surface, tire pressure, or driving alone or with a passenger. Additionally, authors examined how behaves the motorcycle during heavy braking at different gain settings of the brake system - braking the front, rear or both brakes.

Interchanges are a key and the most complex element of a road infrastructure. The safety and functionality of interchanges determine the traffic conditions and safety of the entire road network. This applies particularly to motorways and expressways, for which they are the only way to access and exchange traffic. A big problem in Poland is the lack of comprehensive tools for designers at individual stages of the design process. This applies to guidelines or other documents regarding the location, choice of interchanges type and selection of design parameters. This does not provide sufficient material for designing safe and functional interchanges. This situation results in numerous hazards that occur on existing interchanges and errors that are still being made at all stages of the design process. Consequently, there is a risk of accidents in the area of interchanges, which often have serious consequences. The purpose of the research presented in the article is to identify main groups of hazards on the interchanges and to classify them based on field tests and audits of project documentation. The prepared classification uses the results of analyzing data on road accidents. As part of the research, a database was built that includes information on road accidents and traffic, as well as data on all existing interchanges on motorways and expressways in Poland. These data includes: interchange type, length of exit and entry lanes, total interchanges length, type of cross-section on main roads and ramps. The number and type of ramps occurring at a given interchange as well as the type of intersections, if any, were also taken into account. Based on the assessment, the level of safety was determined for individual types of interchanges. Then, the impact of selected road and traffic factors on safety was presented. The critical elements of interchanges are entries, exits, weaving sections and intersections. Assumptions were also adopted for the classification of identified hazards. A comprehensive safety assessment for interchanges allowed the development of assumptions for their design guidelines. On the basis of database exploration and field research, the main problems and hazards regarding the functioning of interchanges were identified.

W artykule omówione zostało zagadnienie bezpieczeństwa przewozu ładunku, jako jednego z elementów bezpieczeństwa ruchu drogowego. Przedstawiono istotę zabezpieczenia ładunku, wskazując rodzaje zabezpieczeń, opisując metody zabezpieczenia kształtowego, blokowego i siłowego ze szczególnym uwzględnieniem metod przepasania odciągami. Ponadto wskazano zasady prawidłowego posadowienia ładunku w przestrzeni załadunkowej pojazdu, przedstawiając rodzaje sił oddziałujących na towar w czasie transportu. Ponadto przedstawiono procedurę obliczania ilości odciągów przepasających od góry w zależności od masy i wielkości ładunku oraz siły tarcia pomiędzy ładunkiem a skrzynią ładunkową. Przedstawioną procedurę zobrazowano na przykładzie zabezpieczenia ładunku w postaci worków z peletem umieszczonych na paletach płaskich, wskazując zasadę obliczania odciągów.
The article discusses the issue of cargo safety as one of the elements of road safety. The essence of cargo security is presented, indicating the types of security, describing the shape, block and power protection methods, with particular emphasis on the methods of lashing. In addition, the principles of correct loading of cargo in the loading area of the vehicle are presented, showing the types of forces affecting the cargo during transport. In addition, a procedure for calculating the number of superimposed lashings is shown, depending on the mass and volume of the load and the friction between the load and the vehicle’s floor. The procedure is illustrated by the example of a pelletized cargo shelter, showing calculation of the principle of lining.

Purpose: The aim of the article is to check the quality of the road and classify the selected road on a four-level scale. Design/methodology/approach: The paper outlines the impact of comprehensive road surface quality management on the safety of vehicles and road users. The basic types of road damage were presented, as well as preliminary diagnostics of a randomly selected national road was carried out. Visual tests were carried out to determine: the type and geometry of the pavement damage, the number of damage, the area covered by the damage. In the article the damage indicators were calculated. The results allowed for the assessment of the quality of the tested pavement and its classification on a four-point scale. Findings: The quality of the road surface was assessed and classified as level C. Research limitations/implications: In the future, it can be suggested to change the methodology of investigate the road. It is proposal to using drone with the application. Practical implications: The research indicates the need to plan the renovation of the road surface and suggests changing the surface material from construction asphalt to the new modified asphalt. Originality/value: The article indicates the need to amend the documents and the current methodology of the procedure.

The article presents the issue of the implementation of speed management measures on regional roads, whose character requires the use of different solutions than those on national roads. The authors briefly described speed management measures, the conditions for their implementation and their effectiveness with reference to environmental conditions and road safety. The further part of the paper presents selected results of the authors' research into the speed on various road segments equipped with different speed management measures. The estimations were made as to the impact of local speed limits and traffic calming measures on drivers' behaviour in free flow conditions. This research found that the introduction of the local speed limits cause reduction in average speed and 85th percentile speed up to 11.9 km/h (14.4%) and 16.3 km/h (16.8%) respectively. These values are averaged in the tested samples. Speed reduction depends strongly on the value of the limit and local circumstances. Despite speed reduction, the share of drivers who do not comply with speed limits was still high and ranged from 43% in the case of a 70 km/h limit, up to 89% for a 40 km/h limit. As far as comprehensive traffic calming measures are concerned, results show decrease in average speed and 85th percentile speed up to 18.1 km/h and 20.8 km/h respectively. For some road segments, however, the values of average speed and 85th percentile speed increased. It confirms that the effectiveness of speed management measures is strongly determined by local circumstances.

The article addresses solutions implemented in two cities, namely, Mexico City and Katowice, with the aim of improving road traffic safety. Despite the distance of more than 10,000 km separating the two cities, a comparison revealed many similar solutions having been implemented in both of them. This comparative case study is complemented with a collation of statistics pertaining to accidents, fatalities and injured persons as reported in the period 2012-2015.

Proces hamowania to jeden z istotnych aspektów wpływających na bezpieczeństwo podczas ruchu pojazdu. Kwestie związane z drogą hamowania, czasem hamowania, stanem technicznym hamulców i wynikającymi z niego konsekwencjami są powszechnie poruszane. Często jednak analizuje się proces hamowania, skupiają się tylko i wyłącznie na elementach układu hamulcowego nie biorąc pod uwagę innych układów pojazdu takich jak zawieszenie. Istnieje wiele rodzajów zawieszenia, jak i wiele możliwości ich modyfikacji. Do jednej z nich należy wymiana elementów sprężystych oraz tłumiących posiadających inne charakterystyki. Celem artykułu jest analiza opóźnienia hamowania występującego w trakcie procesu hamowania samochodu osobowego z fabrycznym i zmodyfikowanym układem zawieszenia.
Braking process is one of the important aspects affecting the safety of the vehicle movement. Issues related to the braking distance, braking time, the technical condition of the brakes and the consequences resulting from it are widely discussed. But often analysing the braking process, the focus is only on the parts of the braking system without taking into account other vehicle systems such as the suspension. There are many types of suspension and the many possibilities of its modification. One of them is replacement of the elastic elements and the damping having different characteristics. The aim of the article is to analyse the braking deceleration occurring during the braking process a car with original suspension system and modified one.

Opis:
The number and consequences of traffic accidents and work accidents in road transport represent a burden for individuals and society, as well as a substantial economic burden for transport companies, while also affecting their competitiveness. Research in the area of transport and road vehicle ergonomics can contribute to ensuring conditions for a more secure and efficient operation of commercial road vehicles, thereby reducing the risk of road accidents. The safety of vehicle operation and road transport depends in large part on good comportment between ergonomic vehicle design and human capabilities and limitations. Eventual ergonomic incongruity between these elements may have negative safety implications. The article presents an approach to ergonomic design of commercial road vehicles and their ergonomic evaluation, which occurs in two stages, the design of the vehicle and its exploitation.
Liczba i konsekwencja wypadków drogowych oraz wypadków przy pracy w transporcie drogowym reprezentujące obciążenie dla osób i społeczeństwa, tak jak znaczne obciążenie ekonomiczne dla firm transportowych, co również ma wpływ na ich konkurencyjność. Badanie w sferze ergonomii transportu i ergonomii pojazdów drogowych może przyczynić się do zapewnienia warunków dla bardziej bezpiecznej i efektywnej eksploatacji komercyjnych pojazdów drogowych zmniejszając tym samym ryzyko wypadków drogowych. Bezpieczeństwo działania pojazdów i transportu drogowego zależy od konsekwencji pomiędzy ergonomicznym projektowaniem pojazdów, a ludzkimi możliwościami i ograniczeniami. Ostatecznie ergonomiczna bezsensowność pomiędzy tymi elementami może mieć negatywne konsekwencje dla bezpieczeństwa. Artykuł prezentuje podejście do ergonomicznego projektowania komercyjnych pojazdów drogowych i ich ergonomiczną ewolucję, która występuję w dwóch etapach, projekt pojazdu oraz jego eksploatacja.
