Since 1905, Toastmasters International has been the world’s best-known organization for the practice of voluntary speaking. At Toastmasters, members learn by studying their manual, doing hands-on exercises, and helping each other. This manual offers ten projects: each of them aims to develop an aspect of oral communication following a well-defined progression. Since there is little academic research regarding the use of the Toastmasters method, we want to present in this article a review of the existing research. The studies described below constitute the most important academic literature as far as Toastmasters International is concerned. The authors’ research on Toastmasters encompasses three main themes: (1) Toastmasters International as an educational program, (2) social ease among members, or (3) public speaking anxiety. We will present them in chronological order.

The article is a form of reflection upon the research subject, the research methods and the aim of research on social movements and political thought. The author of the article suggests that in the research being carried out one should use methods characteristic of other scientific disciplines and the terms used in other sciences, for example in medicine, cognitive science or sociology. Replying to the question of the aim of research, the author explains that science is to serve the cognition and understanding of the world. Science is not supposed to be an art cultivated by a small circle of scholars in order not to contribute to the degeneration of the social system.

The aim of this article is to present the possible relationship between the level of financing of R+D, the R+D personnel rate (particularly in the higher education sector) and the presence of Polish academic research in the world demonstrated by prestigious publications indexed in the Web of Science (WoS). The research findings concern the analysis of changes in time and show a clear, strong and positive correlation between the level of financing of research and development activity and the number of publications listed in the WoS. The received result indicates with a wellfitting regression model that there is a direct relationship between the expenditure on research and the presence of Polish scholars in the international science.

Przytoczono krótką charakterystykę oraz przykładowe rezultaty badań w zakresie zagadnień związanych z zagrożeniem tąpaniami, kształtowaniem warunków bhp na stanowiskach pracy i monitoringiem parametrów jego środowiska, ze wskazaniem na aplikacyjność rozwiązań w aspekcie dążenia do poprawy poziomu bezpieczeństwa podziemnych robót górniczych. Wobec istotnej roli edukacji w kształtowaniu i promowaniu kultury bezpieczeństwa pracy zaprezentowano zarys informacji dotyczących kształcenia i oferty studiów podyplomowych w zakresie bhp prowadzonych w ramach Wydział Górnictwa i Geoinżynierii.
This paper discusses some selected academic and research issues explored by the Laboratory of Work Safety and Natural Hazards in Mining, operating as part of AGH’s Department of Underground Mining. The article includes an overview and examples of studies into the issues related to rockburst hazard, OHS conditions in workplaces, and monitoring of workplace environment parameters, while also exploring solutions that could be applied to improve the safety of underground mining operations. Given the important role of education in fostering the culture of safety at work, the paper outlines the educational programmes and post-graduate courses on OHS available at the Faculty of Mining and Geoengineering.

W artykule przedstawiono historię polskich badań nad językiem, literaturą, kulturą i historią Białorusinów, a także przybliżono działalność najważniejszych ośrodków uniwersyteckich, w których prowadzone były, począwszy od 1956 r., studia białorutenistyczne: Katedry Białorutenistyki Uniwersytetu Warszawskiego, Katedry Filologii Białoruskiej oraz Katedry Kultury Białoruskiej Uniwersytetu w Białymstoku, Zakładu Białorutenistyki Uniwersytetu Marii Curie-Skłodowskiej oraz Instytutu Filologii Słowiańskiej Katolickiego Uniwersytetu Lubelskiego Jana Pawła II. Zarysowano ponadto najważniejsze kierunki aktualnie prowadzonych badań naukowych oraz zarysowano perspektywy rozwoju naukowej białorutenistycznej refleksji językoznawczej i literaturoznawczej. Szczególną uwagę zwrócono na publikacje monograficzne i prace dokumentacyjne prowadzone przez polskich badaczy-slawistów, które miały najistotniejszy wpływ na kształtowanie się i rozwój współczesnej refleksji białorutenistycznej w Polsce.
This article traces the history of Polish research on the language, literature, culture and history of the Belarusians. It also looks at the activities of the most important university centres where, since 1956, Belarusian studies have been conducted: the Department of Belarusian Studies at the University of Warsaw, the Department of Belarusian Philology and the Department of Belarusian Culture at the University of Bialystok, the Faculty of Belarusian Studies at the Maria Curie-Sklodowska University, as well as the Institute of Slavic Philology at the John Paul II Catholic University of Lublin. This work not only depicts the most significant areas of current research, but also presents the prospects of the development of academic Belarusian linguistics and literary reflection. Particular attention is paid to those monographs and documentary publications led by Polish researchers which have had the most influence on the development and progress of contemporary Belarusian studies in Poland.

In the article the issue of freedom of expressing one’s views, including freedom of artistic work and freedom of academic research is analyzed. A special place in the discussion is devoted to academic research. As a significant element of the progress of civilization it contributes to development of science. A lot of man’s inventions, like nuclear weapons or bacteriological weapons, indicate the need of reflection on their use. Limitation of research areas as well as the question of legitimacy and effectiveness of e.g. legal barriers in this respect have to be considered here. History of academic research shows that bans on conducting research in certain areas of science introduced by governments of particular countries may be inefficient. The author emphasizes here the European standards regulating the freedom of academic research and he compares them with the Polish reality.

In the course of the evolution of state liability for damages caused in the exercise of public authority the phenomenon of constitutionalisation can be observed, dating from Polish Constitution of March 1921, which guaranteed the citizens a compensation for damages caused by the wrongful act of state authority. Not until the Polish act of state liability for damages caused by public officials entered into force in 1956, was this constitutional guarantee explicitly expressed in a legal act. The legislator partially took into consideration then the solutions propounded by Witold Czachórski, especially in the draft of a decree, which was published in 1946 in the pages of the academic journal “Państwo i Prawo” as a part of his contribution concentrating on the unification of regulations concerning state liability for damages. One of the most important postulates of Witold Czachórski, which is reflected also in contemporary constitutional and statutory legislation, was implementing a method of regulation based on the civil law system, in which a citizen is an equal party to a legal relation and has a claim against the state being a citizen’s equal before a dispute settlement body.

The next section analyzes the teaching agenda of the Poznań University of Economics, highlighting the evolution of the forms and fields of study as well as trends in student numbers. In the part devoted to academic research, the article describes the activities of the main research schools that have operated during the university’s 85-year history, listing their chief representatives. The fifth part of the text presents holders of honorary doctorates conferred by the university. The last section describes the work of the Partner Club of the Poznań University of Economics.

Multidyscyplinarność w projektowaniu wnętrz jest już nie tylko powszedniością, ale i koniecznością. Technologia cyfrowa będąca w codziennym użyciu społeczeństwa informacyjnego wpływa na sposób projektowania współczesnych wnętrz, ich odbiór mentalny oraz stawiane im wymagania estetyczno-funkcjonalne. Trudno dziś znaleźć wnętrze bez ekranu lub wyświetlacza, a te stają się coraz częściej świadomym narzędziem, środkiem kreacji w rękach projektantów wnętrz, szczególnie w zakresie przestrzeni publicznych. Artykuł ten przedstawia badania akademickie i studenckie projekty dotyczące problemu celowego wykorzystania ekranów jako współczesnych okien, zaangażowania ich do gry kompozycyjnej, w której ekrany stanowią otwory do innej przestrzeni w znaczeniu architektonicznym. Otwierają bryły i transmitują zewnętrze. Poruszony został także aspekt zmian percepcji społecznej wnętrza przy zastosowaniu połaci ekranów bezszwowych, emitujących obrazy dostosowane do kategorii wnętrza, poszerzających możliwości użytkowe oraz kreacyjne pomieszczeń. Zaprezentowanych zostało 10 projektów studenckich, stworzonych w ramach jednego projektu badawczego, proponujących odmienne zastosowania ekranów bezszwowych, określając ich nowe role w tworzeniu konkretnych przestrzeni publicznych. Ten zbiór pomysłów stanowi propozycję zmiany w traktowaniu ekranów jako elementów wyposażenia wnętrza, na rzecz traktowania ich jako jednej z integralnych części architektonicznej kompozycji.
Multidisciplinarity in interior design is no longer only a commonplace but also a necessity. Digital technology, which is in the daily use of the information society, affects the way of designing contemporary interiors, their mental perception and the aesthetic and functional requirements set for them. It is difficult to find an interior without a screen or display today, and these are increasingly becoming a conscious tool, a means of creation in the hands of interior designers, especially in the field of public spaces. This article presents academic research and student projects on the problem of the deliberate use of screens as contemporary windows, their involvement in a compositional game in which screens are openings to another space in the architectural sense. They open the solids and transmit the exterior. The aspect of changes in the social perception of the interior using seamless screens, emitting images adapted to the interior category, expanding the usability and creation of the rooms, was also discussed. Ten student projects were presented, created as part of one research project, proposing different applications of seamless screens, defining their new roles in the creation of specific public spaces. This collection of ideas is a proposal for a change in the treatment of screens as elements of interior furnishings in favor of treating them as one of the integral parts of the architectural composition.

Międzynarodowa oferta IBFD obejmuje: niezależne badania podatkowe oraz badania unijnego międzynarodowego prawa podatkowego; edukację; międzynarodową informację podatkową; doradztwo rządowe. Współpraca Instytutu z Polską i polskimi profesorami prawa podatkowego została nawiązana w latach 60. ubiegłego wieku i wykazuje tendencję rozwojową.
The International Bureau of Fiscal Documentation (IBFD) holds a dominant role globally, its mission, since 1938, being to offer quality information and educate in the field of international taxation. The organisation has seventy experts from over thirty countries, along with the contributing correspondents in 120 countries, and keeps the world’s largest tax library. IBFD’s international offer includes independent tax/fiscal studies and research into the international tax law of the EU; education; international tax information; and, government consulting. IBFD’s cooperation with Poland and Polish tax law professors dates back to the 1960s and has been developing ever since.

Film a dějiny (Film i historia) to nie tylko wydawany w Czechach cykl publikacji pokonferencyjnych, ale także świadectwo nowego sposobu radzenia sobie tamtejszego środowiska akademickiego z dylematami historycznofilmowymi. Ukazujące się od 2004 r. monograficzne opracowania z jednej strony wypełniają filmoznawcze białe plamy, poruszając tematy wcześniej w dyskusji nieobecne, a z drugiej proponują dialog zogniskowany wokół kluczowych zagadnień dotyczących kinematografii narodowej. Do tej pory zrealizowane zostały następujące projekty: „Adolf Hitler i inni – filmowe obrazy zła”, „Polityczna kamera – film i stalinizm”, „Normalizacja”, „Pierestrojka”, „Postkomunizm – przemiany w czeskim filmie historycznym po roku 1989” i „Propaganda”.
Film a dějiny (Film and History) is not only a series of post-conference publications, but also a sign of a new way of dealing with historical film dilemmas by the Czech academic community. The research monographs published since 2004 have filled the gaps in film studies by addressing previously omitted topics and offering a dialogue focused on critical issues of national cinematography. The following projects have been completed: Adolf Hitler and Others – Film Images of Evil, The Political Camera – Film and Stalinism, Normalization, Perestroika, Post-Communism – Transformations in Czech Historical Film after 1989, and Propaganda.

Basic research conducted in the public research institutions are the ones of great importance for both novelty of conduced research and the possibility of their commercial exploiting. Thanks to the institutions which gave the property rights to the publicly produced innovations, it is possible to treat the academic research output as market commodities. It is the next step in the direction of industrial science development. The goal of the article is to show the changes in the approach to the university basic research as a part of the innovation process.
Badania podstawowe prowadzone w publicznych środkach badawczych są niebywale istotne ze względu zarówno na nowość i aktualność prowadzonych badań, jak, co istotniejsze, także na możliwość ich rynkowego wykorzystania. Dzięki instytucjom nadającym prawa własności publicznie wytwarzanym innowacjom możliwe jest traktowanie efektów akademickich badań podstawowych jak dóbr rynkowych. Jest to kolejny krok w kierunku rozwoju nauki przemysłowej. Celem artykułu jest próba pokazania zmian w podejściu do akademickich badań podstawowych jako elementu procesu innowacyjnego.

Artykuł jest analizą zmian pozycji studiów nad samorządami lokalnymi w Europie Środkowo-Wschodniej w głównych nurtach nauki europejskiej. Autorzy odwołują się do teorii rozwoju zależnego (Wallerstein, Prebish) zastosowanej do nauki, traktując Europę Środkowo--Wschodnią jako region półperyferyjny. Analiza empiryczna składa się z dwóch części. Pierwsza, o charakterze jakościowym, to przegląd najważniejszych badań porównawczych samorządów europejskich w ostatnim ćwierćwieczu wraz z określeniem miejsca Europy Środkowo-Wschodniej i badaczy z tego regionu. Druga – ilościowa – oparta jest na analizie artykułów publikowanych w renomowanych międzynarodowych czasopismach oraz ich cytowań notowanych w bazie Scopus. Wśród autorów opracowań poświęconych samorządom w Europie Środkowo-Wschodniej wyróżnieni zostali autorzy lokalni oraz „kolonizatorzy” – badacze pracujący w uniwersytetach krajów Europy Zachodniej i Ameryki. Analiza obejmuje 14 krajów Europy Środkowej i Wschodniej (wszystkie nowe kraje członkowskie UE oraz kraje bałkańskie – Albanię, Macedonię i Serbię).
The article is an analysis of the changing role and position of research on local governments in Central and Eastern Europe in the mainstream European studies. The article refers to dependency theory (Wallerstein, Prebish) applied to scientific research. It classifies Central and Eastern Europe as a half-periphery of academic research. Empirical analysis consists of two parts. The first – qualitative – is a review of the most important comparative studies of European local governments and includes discussion of the role of local governments and researchers from the Eastern part of the continent in those studies. The second – quantitative – is based on an analysis of articles published in the best international journals and citations of those articles in the Scopus database. The authors of articles on local governments in Central and Eastern Europe are divided into two groups: “locals” and “colonisers” – i.e. academics from Western universities conducting their research in Eastern Europe. The analysis covers 14 countries of Central and Eastern Europe (all the New Member States that have joined the EU since 2004 plus the Balkan countries – Albania, Macedonia and Serbia).

Mobilność międzynarodowa polskich naukowców stanowi z jednej strony szansę dla rozwoju polskiej nauki, m.in. dzięki promowaniu jej w świecie oraz udziałowi polskich uczonych w międzynarodowych projektach i dyskursach o zasięgu międzynarodowym. Z drugiej jednak strony występuje zagrożenie odpływem najlepszych do innych krajów, gdzie warunki prowadzenia badań są dużo lepsze niż w Polsce, i nie chodzi tu wyłącznie o zarobki, ale o dostęp do sprzętu badawczego, najnowszej literatury, możliwość współpracy z najlepszymi oraz atmosferę swobodnej wymiany myśli. W związku z ową dwoistością znaczenia roli mobilności dla polskiej nauki, zasadne wydaje się przyjrzenie szansom zawodowym oraz karierom akademickim polskich naukowców. W dalszym ciągu bowiem brakuje systematycznie i kompleksowo przeprowadzanych badań mobilności oraz udziału pracowników naukowych w międzynarodowych projektach współpracy naukowej, w tym również zwracających szczególną uwagę na podobieństwa i różnice między kobietami i mężczyznami w kontekście gotowości do mobilności, co w obliczu coraz większego udziału kobiet w nauce i szkolnictwie wyższym nabiera szczególnego znaczenia. Autorka analizuje rolę rodziny i płci mobilnych naukowców w procesie podejmowania decyzji i oceny przydatności wyjazdu na zagraniczne stypendium.
On the one hand, international mobility of Polish researchers represents a development opportunity for Polish Sciences and humanities (through promotion of Poland’s scholarly achievements around the world and Polish scholars’ participation in international projects and debates). On the other hand, however, mobility also entails the risk of the best scholars to migrate to other countries where research conditions and facilities are much better than those available in Poland. Motivations do not boil down to higher to salaries but are also related to access to research facilities and most recent academic literaturę, opportunities to work with the most renowned scholars, in an atmosphere of unconstrained intellectual exchange. Considering this double role of mobility for Polish research and academia, it seems reasonable to take a look at the occupational opportunities and academic careers of Polish scholars. We still lack systematic and comprehensive studies on Polish scholars’ mobility and their participation in international academic co-operation, including studies which include the gender perspective and draw attention to similarities and differences between women and men in the context of readiness for mobility. This is increasingly important given the growing share of women in the academia and in higher education at large. The author analyses the role of gender and family status of mobile scholars in the decision-making process and assessment of potential usefulness of an international fellowship.
