The paper aims to present the types of semantic relations which hold between the interlingual homonyms existing in the semantic field of “people’s spiritual life”. The primary type of the relations among the studied lexical units is exclusion (the presence of a religious component in the semantics of a word of one of the studied languages and the lack of such a component in the other language). Because of the significant number of the examples of this type of relation, the words were divided into three thematic groups: 1) concepts (пассия – pasja), 2) objects (арка – arka), 3) people (лектор – lektor). The relation type of inclusion (with the shared religious semantics, one of the homonyms has an additional meaning related to this area) was observed in a few pairs (катафалк – katafalk). The relation type of overlapping (with the shared religious semantics, each of the homonyms has an additional meaning) in a given lexical field was not identified. No relation of overlapping in a given lexical field and only a few cases of the inclusion relation can prove that the resources of Russian and Polish homonymous words belonging to the religious theme of the Orthodox and Catholic Churches contrast with one another in quite an unobvious way. It is conditioned by both linguistic as well as cultural factors.

Considerations devoted to postmodern diplomacy should be preceded by reflection on the phenomenon of postmodernity, because everything, what it expresses, creates some kind of depth of causative powers of changes, which affect diplomacy, traditionally connected with state, its foreign policy, raison d’état, reasons and interests, to realisation of which it should serve. The diplomat’s mandate is still a mandate coming from state, which they represent and on behalf of which they act. This article is devoted to the "special relationship" between the United Kingdom and the United States: a strategic partnership that has united these two countries for good after WWII, even though in many respects it has lasted since the first half of the 19th century. The author starts with presenting the historic outline of the "special relationship" with an emphasis on the characteristics of mutual ties and dependencies. The author also analyses the political circumstances in which tightening or loosening of the British and American relations took place. In the final part of the article, the author refers to the most recent political events, which in 2016 took place in Great Britain and in the United Sates. In this manner, the author is trying to answer the question on how the decision on leaving the European Union by Great Britain (the so-called Brexit) and the election of Donald Trump as the US president will influence the shape of the British and American alliance

The objective of the article is to indicate similarities as well as discrepancies between the Polish and German governments’ stands on the crisis and conflict in Ukraine. The author tries to respond to the question: What will be the implications of the conflict in Ukraine for the “Eastern policy” of Poland and Germany? Will they result in the continuation of their current “Eastern policy”, its evolution or maybe they will bring an essential change to their policy in the region? In author’s opinion, taking into account signifi cant differences between the Polish and German foreign policies towards Russia and Ukraine between 2014 and 2015 as well as before that period, the possibility for enhanced cooperation between the two governments in relation to their foreign policy towards Russia and Ukraine will continue to be remote in the upcoming years.

Celem rozważań jest analiza dostępnych mierników działań PR oraz dobranie skutecznych metod pomiaru dla organizatorów masowych imprez sportowych. W artykule zastosowano analizę literatury przedmiotu, analizę danych zastanych oraz obserwację największych polskich masowych imprez sportowych, m.in. Enea Challenge Poznań. W pierwszej części artykułu skupiono się na złożonej charakterystyce wydarzeń sportowych z podkreśleniem znaczenia czynnika emocjonalnego. W drugiej części skupiono się na analizie możliwych działań public relations w eventach sportowych. W kolejnych etapach rozważania skupiono się na przygotowaniu do pomiaru działań PR poprzez szczegółowe i mierzalne opracowanie strategii komunikacyjnej. W kolejnych częściach artykułu przeanalizowano dostępne mierniki działań PR oraz metody pomiaru oraz pokazano na przykładach w jaki sposób one funkcjonują.
The aim of considerations is to analyze available measures of PR and to select effective measurement methods for organizers of mass sports events. The article is based on literature on the subject, analysis of exsisting data and observation of the biggest polish mass sports events, including Enea Challenge Poznań. The first part of the article focuses on the complex characteristics of sports events with emphasis of the importance of the emotional factor. Second part focuses on the analysis of possible public relations activities in sports events. Then, there are also reflections about preparing a detailed and measurable communication strategy. In the following parts of this article, there are analysis of available measures of PR activities and methods with examples of how they can function.

Questions asked above are in fact questions about theoretical identity, explanative efficiency and scope of researches in the international relations science, undertaken attempts of answering them decide on particular complexity of the subject of researches, controversies around subjective scope of researches and research methods. Starting from the first serious, inter-paradigmatic debate at the turn of nineteen fiftiies and sixties, conducted by representatives of the realistic trend and new behavioural approach to the last debate from nineteen eighties and nineties, there has been lasting discussion on ontological and epistemological problems of the international relations science. However, it does not discourage researchers from continuing careful and considerable reflection on the condition of discipline and its place in the Pantheon of Science, and for sure it does not discourage them from deepening theoretical discourse on explanative efficiency of various theoretical approaches and their methodological correctness in the process of getting to know, as well as explaining world complexity at the turn of the 20th and 21st century and new gauntlets thrown down by the 21st century.

Considering Poland’s political relations with Ukraine in the years 1991-2005, it is impossible to ignore the earlier years, ie the period from 1989 which was the beginning of the systemic transformation in Poland, the effect of which was, among others, change of the main goals and priorities of Polish foreign policy. According to the agreement of the governments of both countries, Polish-Ukrainian relations have never been as good as today, but if we want to improve them further, it is worth considering the asymmetries that exist in these relations. Poland is currently in a much better situation than Ukraine, as evidenced by, inter alia, a stable democratic system, a much higher standard of living, a legal system adapted to European requirements, market reforms carried out, membership in NATO and the European Union, and Ukraine was in a much worse position at the time of regaining independence.

Artykuł jest poświęcony zagadnieniu łączenia dwóch zawodów – dziennikarza i PR-owca. Według zapisów, które istnieją w kodeksach zawodów, łączenie pracy dziennikarza i PR-owca jest niedopuszczalne w obie strony, a mimo to problem istnieje. Autor, oprócz charakterystyki interakcji zachodzących między dziennikarstwem a public relations, przytacza także wyniki badań przeprowadzonych wśród studentów dziennikarstwa, którzy byli pytani m.in. o to, czy dopuszczają do siebie możliwość wykonywania pracy dziennikarza i PR-owca jednocześnie oraz czy według nich jest to działanie etyczne.
This article deals with the problem of combining two professions – a journalist and a PR-specialist. According to professional statutes, combining work of journalist and PR-specialist is not permitted. However the problem exists. The paper focuses on the relations between journalism and public relations. It presents the results of research conducted among students of journalism. Above all, students were asked whether they think working as a journalist and a PR-person is possible and ethical.

This paper deals with certain morphosemantic relations between Croatian verbs and discusses their inclusion in Croatian WordNet. The morphosemantic relations in question are the semantic relations between unprefixed infinitives and their prefixed derivatives. We introduce the criteria for the division of aspectual pairs and further discuss verb prefixation which results in combinations of prefixes and base forms that can vary in terms of meaning from compositional to completely idiosyncratic. The focus is on the regularities in semantic modifications of base forms modified by one prefix. The aim of this procedure is to establish a set of morphosemantic relations based on regular or reoccuring meaning alternations.

Opis:
Giving a family the term of “domestic Church” or “domestic sanctuary of Church”, the Catholic Church refers to Christ’s promise: “Where two or three are gathered together in my name, there am I in the midst of them” (St. Matthew 18, 20). At the same time it accepts the fact that the family, which lies at the root of the sacrament of marriage, is a specific community, whose significant element is the presence of God and whose goal is the prime of life in the communion with God and with each other. Thus, we may speak about a dual type of the relation taking place in the domestic Church: firstly, the relation between God and people and secondly, interpersonal relations. The perspectives on the family relations in the context of the Church presume their divine-human character. Such a presumption implies the need for complying not only psychological, but also theological-pastoral aspects of family relations. Such theandricity, on one hand, gives the chance to define the ideal of marital and family life and, on the other hand, protects from separating it from ordinary everyday life, from what is human. Moreover, it enables to experience the redemption every day while living together in the family communion and creating relationship with each other and with God. In this way a specific character is inflicted on every catholic family which is provided with an enormous privilege, because intensifying and caring about interpersonal relationship allows for not only leading a happy life in the worldly dimension, but also for attaining eternal salvation, already lived through the reality of earthly existence. In the above context the question of interpersonal relationships in the domestic Church is becoming important because of their preventive quality – protecting and developing this human communion, but in difficult and critical situations it may become a base for therapeutic actions undertaken to heal a marriage or family. What are the theological reasons for recognizing the great importance of impersonal relationships in the domestic Church? How to develop, how to care about the mutual relations as to make them protect and enable people living in families to pursue their existence in the sense of fulfillment (prophylaxis)? How to work therapeutically basing on the relationships between members of the domestic Church when crisis and doubts concerning further life in the communion appear? They seem to be important questions, because there is continual need of reflection searching for motivation and applications for a modern family exposed to dynamic changes in social relations (in the micro and macro social dimension), changes that take place in observing the role, tasks and forms of the existence of the family and also changes taking place in the relations within the family. It is important to see and value the role and strength of interpersonal relationships, especially with the divine-human perspective of the domestic Church. The aim of the paper is to show the importance of relations in the domestic Church as the essential factor in creating and developing family life. Religious implications have been shown to understand the relations in the family, so as to introduce the value of the relationship in creating the life in natural and supernatural dimension, and also to introduce the strength of relations healing difficult and critical situations appearing in the course of the common existence.

The purpose of this article is to demonstrate that theory-guided public relations practice is more likely to contribute to socially responsible behaviours by organizations than public relations approaches that are based solely on the emphasis on skills and the elaboration of “techniques,” and, to be frank, solely on the mythology of “best practice.” Consequently, theory-guided public relations may be better suited to bridge the gap between service for an organization and service for society. The article sets out with a short historical overview of the relationships between public relations theory and practice. It then goes on developing a methodological and empirical context designed to show connections between theory and practice. Furthermore, the paper highlights diff erent types of practitioners. Finally, a summary including prospects closes the article. Due to this, the following research question confirms these assumptions: how and why can theory-guided public relations contribute to socially responsible behaviours by practitioners?

In his definions Thomas refers to Aristotle’s doctrine, that something can be in some relation to someting else. The essence of relation thus relies on the way of being, attitude or mindful grasp (respectus) of a thing. In such perspective relation is an accident, which has its source in intellect, rather than in being (S. th., I, qu. 28, a. 1, c.: « Solum in his qua, dicuntur ad aliquid, inveniuntur aliquo secundum rationem tantum, et non secundum rem »). In a proper sense, relation is an account or comparison of attitude to something external (esse ad), and it is not the internal property of subject (esse in). Aristotelian difference between « legetai » and « einai » has been interpreted already by Alexander of Hales (+ 1245) in medieval ages. He was the one, who proposed two aspects of relation: secundum dici (relational by determination) and relativum secundum esse (ontologically relational). For Thomas Aquinas terms which describe the relations refer to the state of being as such (secundum esse), for instance fatherhood or filiation, which occur because of the relations itself; or the relations, which are the effects of some sort of connection (secundum dici), for instance, mover and moved, which is the source of relation (S. th., I. qu. 13, a. 7, ad 1; De veritate, qu. 21, a. 6, c). These distinctions of relations which are varied according to ontological or logical perspective do not always show the real existence of relations, because, for example, pointing the left or right side of the round column cannot be referred to reality. On the other hand, there is undoubtedly real relations between science and sensory experiences of a man. The criterion which distinguishes real relations and logical relations is the very reality, Thomas says.
W swoich definicjach relacji Tomasz odwołuje się do sformułowań Arystotelesa jako znajdowanie się w danym stanie wobec drugiej rzeczy. Istotą relacji jest więc sposób bycia, stosunek czy też rozważane spojrzenie (respectus) na jakąś rzecz. W takim wymiarze relacja jest jedyną przypadłością, która ma swoje źródło w intelekcie, a nie w bycie (S. th., I, qu. 28, a. 1, c. : « Solum in his qua, dicuntur ad aliquid, inveniuntur aliquo secundum rationem tantum, et non secundum rem »). Czyli w sensie właściwym, relacja jest ujęciem czy porównaniem stosunku do czegoś zewnętrznego (esse ad), a nie wewnętrzną cechą jakiegoś podmiotu (esse in). Arystotelesowskie rozróżnienie na « legetai » i « einai » dopiero w Średniowieczu Aleksander z Hales (+ 1245) zinterpretował w aspekcie relativum secundum dici (relacyjny przez określenie) i relativum secundum esse (bytowo relacyjny). Dla Tomasza nazwy określające relacje oznaczają albo stan bytu jako taki (secundum esse), np. ojcostwo, synostwo, który zachodzi z powodu samego związku, albo relacje, które są skutkiem jakiegoś powiązania (secundum dici), np. poruszyciel i poruszany, który wykazujemy jako źródło zachodzenia relacji (S. th., I. qu. 13, a. 7, ad 1; De veritate, qu. 21, a. 6, c). Te rozróżnienia na relacje według bytowania lub według myślenia nie zawsze pokazują rzeczywiste istnienie relacji, gdyż np. wskazanie na lewą czy prawą stronę okrągłej kolumny nie można odnieść do rzeczywistości, a z drugiej strony niewątpliwie istnieje realna relacja między nauką i zmysłowymi wrażeniami człowieka. Kryterium odróżniającym realne relacje od relacji myślnych jest dla Tomasza sama rzeczywistość.

Problematyka religijnych public relations jest nieustannie pogłębiana. Dzięki temu wzrasta świadomość tego, jak ściśle mogą się wzajemnie zazębiać i przenikać konstytutywne elementy instytucji Kościoła oraz teorii i praktyki public relations. Te ostatnie mogą zatem być postrzegane jako składowa procesu eklezjotwórczego. Opracowanie odzwierciedla eklezjotwórczy potencjał public relations przez analizę działań mających na celu upowszechnianie orędzia religijnego, aktów kultu religijnego, aktywności dobroczynnej i charytatywnej.
The range of problems of religious public relations becomes more complex. Thus, scholarly awareness of constitutive elements of the Church institution as well as theory and practice of public relations are seen as more mutually linked and inter-related. All of this can be seen as a component of ecclesia-forming processes. This study refl ects the public relations ecclesiaforming potential; the goals are achieved through the research on a wide range of activities, such as spreading of a religious message, acts of religious cult, and charity agency.

Opis:
The local media market in Poland developed in very particular social conditions, conditions which Nowak (1979, 1981) described as a “social void”. As a result, it might be presumed that it was more likely that the new forms of society (including local media) were formed on the basis of the “bonding” type of social capital rather than the “bridging” type. This might be one of the reasons why tight and complex relationships between the local media and other social actors still exist. On the basis of my own qualitative research (case studies conducted in four small towns in Poland), this article shows how complex the local relations are and describes the involvement of local journalists and local media owners in these networks of relations which might often be a cause of conflicts of interest (individual or institutional) or media bias.

The Sino-Indonesian relationship is an important research topic in Cold War studies. Since the 1960s, a number of scholarly works have been published on the subject. The declassification of diplomatic documents in various countries, and particularly the opening of the Chinese Foreign Ministry Archives following the end of the Cold War, has led to new developments in the studies on Sino-Indonesian relations. Much of this research, however, has been focused on the period from 1949 to 1965, because soon after the Indonesian military coup of September 1965, Sino-Indonesian diplomatic relations was suspended and was not restored until 1990. This article is a historiographical overview of the more controversial topics in Sino-Indonesian relations between 1949 through 1965 in scholarly publications that have came out over the past half decade. These topics include, among others, the establishment and evolution of Sino-Indonesian diplomatic relations; the standpoint of the Indonesian Communist Party (Partai Komunis Indonesia –PKI) toward the Sino-Soviet split; China’s reactions to the anti-Chinese movements that occurred in Indonesia between 1959 through 1961; and the cultural relations between Indonesia and China. The discussion here is limited to publications in the English and Chinese languages; this paper does not make any attempt to include relevant scholarly works that may have been published in Bahasa Indonesia or other languages.

The diplomatic relations between Poland and China had been established before World War II. The new stage in the relations has started on October 7, 1949, when Poland oficially recognized the People’s Republic of China (PRC), which was declared on October 1, 1949. Therefore, in 2009, we had two anniversaries: the 60th anniversary of the founding of the People’s Republic of china and the 60th anniversary of establishing the diplomatic relations between Poland and PRC. This gives the opportunity to summarize mutual relations. Those 60 years have been filled with positive stories, which had significant influence on the development of bilateral relations. However, one can also find dificult, even tragic moments during the history of these two nations. Those uneasy moments had also direct impact on mutual relations.

After the collapse of the bipolar international system, a new line of “soft” division in Europe has been established in East-Central Europe. The article seeks to verify the hypothesis that Central and Eastern Europe is an international relations area but is not a cohesive, tightly-knit region united by common institutions, historical experience and the resulting awareness of a separate identity and a sense of community vis-à-vis the external world whereas the international order herein is a dynamic process undergoing evolution. Despite the passage of over twenty years since the collapse of the bipolar system, this process has not yet been completed.

While much discussion centres on China’s engagement with Central and Eastern European countries, few studies investigate the role of subnational actors in the relations between the two sides. This paper brings China’s cooperation with Central and Eastern European (CEECs) countries, centred around what is popularly known as the “16 + 1” mechanism. It aims to unravel the link between local governments and the “16 + 1” cooperation mechanism. Local governments’ external cooperation is a new attempt in China’s diplomatic layout. It argues that the exchanges between local governments are a useful supplement to the in-depth cooperation between the two sides, and the cooperation between the two sides has formed a relatively stable pattern. At present, it has entered the stage of an in-depth integration focusing on optimization and upgrading. The further development of local cooperation mainly depends on whether it can play a sufficient leading role in the economic development of China and the countries of Central and Eastern Europe.

Nowadays organizations seek for effective methods of acquiring, analysing and implementing the relevant information from the Internet, where enormous amount of information appears continuously and chaotically. One of the proposals aimed at reducing the effort and cost is to track and analyse the Internet content automatically. Based on the empirical study on blogs from Onet.pl, the paper presents the tool for automatic content analysis. The presented tool can complement work of PR managers and it may become the alternative to traditional methods and techniques of content analysis in the near future.

The foundation of the social communication system of the Polish police is the press officers of district and city departments, who maintain regular contact with journalists of local and regional media, and incidentally also with national or international mass media. The aim of the 2022 survey was to determine the media relations activities, techniques and tools used by officers. All press officers in the police garrison in the Silesian Voivodeship participated in the research project. 100% of press officers took part in the survey. Responding to the expectations of journalists police officers prefer direct contact with journalists, including 52% by phone. Although press officers consider social media to be a good method of contacting the public (30%), they do not use it themselves in contacts with journalists. They prefer to use the official police website (28%). Police spokesmen, due to the information they have, gain the attention of the mass media and do not have to use modern communication techniques to attract journalists. Maintaining constant contact with journalists, press officers also assessed the level of their professionalism. According to the respondents, TV journalists are characterized by the highest professionalism (41%). In second place are press and radio journalists with a similar number of indications (27% and 24%). The professionalism of Internet editorial staff was rated the worst (8%).

The article discusses Brazilian production of Sławomir Mrożek’s Tango staged in 1972 in Rio de Janeiro, as well as Polish‑Brazilian connections and relationships observed among the artists working on this play. A separate part of the article presents Mrożek’s one‑week stay in Rio de Janeiro and his contacts with the Brazilian press. The Polish author turned out to be a difficult interlocutor for Brazilian journalists. The article is based on the materials published in the local newspapers and interviews with the director and the actors.

The Polish-German border is perceived as a symbolic border in the post-war Polish-Germanrelations. In this paper, a lot of attention is devoted to this border in the crucial moments of the Polish-German-relations, such as the tense situation in Poland and former East Germany, political changes in 1989 and Poland joining the EU and Schengen Zone. My discussion concerning the symbolism of the Polish-German border is not limited only to the analysis of historical facts and events, but it also centers on the mentality of Germans and Poles, their mutual perception, sympathy and aversion. It turns out that the abolishing of the state borders seems to be much easier than the reduction of the mental barriers/borders existing between Poles and Germans.

This article is about issues of professional ethics in Public Relations. In addition to a brief description of the ethical and professional dilemmas in the PR profession, it contains the results of the survey conducted among employees of cities committed in the Metropolitan Association of Upper Silesia – spokespersons, employees of departments of communication, promotion and information, etc. – which is associated with fraud in PR. It is a voice in the discussion about the use of codes of ethics in the PR industry.

The purpose of this article was to introduce the possible future relations between China and the United States of America under Donald Trump’s presidency. The paper is divided into five sections: economy, real challenges, trade policy and industry, diplomacy. Each of them is introducing key issues in terms of the main topic. The secondary point of this article was to show the gravity of change after United States of America  election results in December 2016 and the impact of this event on American policy toward China. The main conclusion which arised from the article is: USA-China relations during upcoming decade are going to be eminently tensed that it was before. Trade policy, Taiwan, strategic rapprochement of the United States of America with such countries as India and Russia, as well as innovation race across many industries, will remain a point of contention. The future of Sino-US relations will probably depend mostly on the emerging administration of the 45th President of the United States of America.

The presidential election in Belarus was planned for 19 December 2010. Although from the point of view of international law, it sounds cynical and ridiculous, it seems that the beginning of the “match” for the country governed by Alexander Lukashenko, in which one of the “main players” is Russia, was the gas dispute from June 2010. The publication contains an analysis of this dispute and a discussion on the Russian policy of economic blackmail. The dispute also reminded us of the problem of security of supply of natural gas to the European Union. The article therefore contains an overview of the energy situation in the EU and the process of working out a compromise formula for the resolution on security of supply of gas.

Heirs of Great Charles, Ottons, divided own territory on four large regions: Italy, Germany, Gaul and Sclavinia. Eastern border came to river Elbe: with run of years Otton’s territory included Hungary, Czech Republic, Poland. Second conception was built on so-called eastern schisms from 16th July of 1054 year. Christian world divided (orthodox) and western (roman catholic onto eastern order, called also catholic). Line of division ran resource from Adriatic to Danube, existing in XX century called state Yugoslavia; on Balkans they be shaped then Slavic communities; Serbians as well as Bulgarians tied with Orthodox Church, Slovenians and Croats with Catholicism. Alongside with Christianization civilization border shifted beyond Danube reaching for Arctic borders of continent. In Catholic circle there were Hungarians, western Slavs (Czechs, Slovaks, poles), Balts, Estonians and Finns; meanwhile in circle of order orthodox church found themselves Romanians and eastern Slavs (Ukrainians, Byelorussian).2 Russian diplomatist Wasilij Tatiszew on beginning XVIII age advanced third conception, recognizing mountains and river Ural for eastern border of Europe; he showed, that one should Russia to Europe.

Uformowany po zwycięstwie w wyborach parlamentarnych we Francji prawicowej koalicji (w marcu 1986 r.) rząd Jacques’a Chiraca przyjął wobec władz PRL strategię stopniowej normalizacji, ale bez spektakularnych gestów. Wizyty w Polsce złożyli m.in. minister do spraw sportu i młodzieży, Christian Bergelin (w październiku 1986 r.) oraz minister spraw zagranicznych Jean-Bertrand Raimond (w kwietniu 1987 r.). Znakiem czasu i świadectwem intencji utrzymania dialogu z opozycją było to, że szef francuskiej dyplomacji spotkał się również z przedstawicielami polskiej opozycji (w ambasadzie Francji w Warszawie). Pod wpływem zachodzących w Polsce przemian politycznych, w tym przede wszystkim rozmów władz komunistycznych z opozycją, które doprowadziły do Okrągłego Stołu i pierwszych po wojnie częściowo wolnych wyborów parlamentarnych, następował rozwój kontaktów na najwyższym szczeblu. Rangę symbolu przemian miała wizyta Lecha Wałęsy w Paryżu w grudniu 1989 r. i w Polsce prezydenta F. Mitteranda, który przybył do Warszawy 14 czerwca 1989. W dziedzinie gospodarczej na relacje dwustronne największy negatywny wpływ wywierało zadłużenie Polski wobec Francji, które pod koniec 1980 r. wynosiło około 2,5 mld USD, a w 1988 – około 3,3 mld USD. Negocjacje na temat spłat tego zadłużenia wobec państw Zachodu odbywały się w ramach Klubu Paryskiego. Spadek polskiego eksportu do Francji, który w stanie wojennym i do 1988 r. nie osiągnął wielkości z 1980 r., wynikał przede wszystkim z drastycznego zmniejszenia sprzedaży polskiego węgla. Wprowadzenie stanu wojennego w Polsce, represje wobec opozycji politycznej oraz ograniczenia swobód obywatelskich odbiły się również na relacjach naukowych i kulturalnych. Zmiany na lepsze odnotowano w drugiej połowie lat 80. Wy miana naukowa i kulturalna odbywała się coraz częściej poza centralnie ustalanymi programami. Lata 80. trudno nazwać owocnymi w relacjach między FPK i PZPR. Francuscy komuniści, którzy w okresie wprowadzania stanu wojennego w Polsce byli w koalicji rządowej, nie mogli zająć stanowiska rażąco innego niż ich socjalistyczni współpartnerzy. Sytuacja zmieniła się po ich wyjściu z koalicji rządowej w lipcu 1984 r. Odtąd kontakty były coraz częstsze, ale ich znaczenie coraz mniejsze, wobec słabnięcia pozycji i wpływów ruchu komunistycznego w Europie.
The government of Jacques Chirac, formed after the right-wing coalition victory in parliamentary elections (March 1986), followed a strategy toward PRL authorities of gradual normalization; there were no spectacular gestures. In October 1987, the Minister for Sport and Youth, Christian Bergelin – among others – visited Poland, as did the Minister of Foreign Affairs, Jean-Bertrand Raimond, in April 1987. A sign of the times, and a testament to fact that France intended to maintain a dialogue with the opposition, was that the French Foreign Minister also met with representatives of the Polish opposition (at the French Embassy in Warsaw). The development of high-level contacts took place increasingly under the influence of the ongoing political transition in Poland, at the center of which were he talks going on between communist authorities and the opposition that led to the “round table” discussions, and then the first (partially) free parliamentary elections in the postwar era. The great symbol of change was Lech Wałęsa’s trip to Paris in December 1989, which was followed by President Mitterrand’s trip to Poland on 14 June 1989. In economics, the factor that had the greatest negative impact on bilateral relations was Poland’s debt to France. At the end of 1980, that debt was approximately $ 2.5 billion, and in 1988, it was about 3.3 billion dollars. Negotiations on the repayment of Poland’s debt to Western countries took place within the framework of the Paris Club. Polish exports to France fell, primarily due to drastic reductions in the sales of Polish coal, and did not reach 1980 levels until 1988. The introduction of martial law, repression of the political opposition, and the restriction of civil liberties in Poland, also affected academic, scientific and cultural relations. Improvement came in the second half of the 1980s. Academic, scientific and culturalexchange activities took place increasingly outside of the main group of established programs. In the 1980s, France lost its powerful position as a destination for Polish scholars. The 1980s can hardly be called fruitful in terms of the PCF’s relations with the PZPR. When martial law was imposed on Poland, the French communists were in a coalition government, and they were unable to take a position that was very different than the one being taken by their Socialist partners. After the PCF left the coalition government in July 1984, this situation changed; in July 1985, a PCF delegation travelled to Warsaw for the first time since 1979. After that, the network of contacts became broader, though its significance – given the weakening position and influence of the communist movement in Europe – was getting smaller and smaller.

RESEARCH OBJECTIVE: The aim of the paper is twofold: (1) polemics with Alexander Wendt’s thesis that state is a person and (2) innovative approach to the problem of anthropomorphism of state in general theories of International Relations. THE RESEARCH PROBLEM AND METHODS: How is anthropomor‑ phism of the state present in the language of grand theories of IR? How the language as a system shapes the phenomenon of anthropomorphism of the state in those?”. Research methods: qualitative content analysis and close reading research technique. THE PROCESS OF ARGUMENTATION: Using these research method and techniques, the author analyses theories of Hans Morgenthau, Raymond Aron, Headley Bull, Morton Kaplan, and Kenneth Waltz seeking the presence of anthropomorphism as a feature of their language. He summarises his find‑ ings that enable him to critically engage with Alexander Wendt’s thesis, hence fulfilling the scientific objective of the paper. RESEARCH RESULTS: On the basis of the conducted research, the anthro‑ pomorphism of state is a fact of language of the analysed theories. CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: The author problematizes Alexander Wendt’s thesis that state is a person by pointing out that anthropomorphism of state is not predicated upon the ontological reality of state as person, but on the linguistic rule that language seeks the economy of utterances. Pointing out to this fact is novel, since the literature referred in the article largely omits it. It is an important contribution for all the scholars for whom the problem of the state is a major research interest.
CEL NAUKOWY: Artukół ma dwa zasadnicze cele: 1) Polemikę z tezą Aleksanda Wendta, że państwo jest osobą; 2) Innowacyjne podejście do problemu antropomorfizowania państwa w ogólnych teoriach nauki o stosunkach międzynarodowych. PROBLEM I METODY BADAWCZE: W jaki sposób antropomorfizacjia obecna jest w języku ogólnych teorii nauki o stosunkach międzynarodowych? W jaki sposób język jako system kształtuje i warunkuje fenomen antropomorfizacji w ogólnych teoriach nauki o stosunkach międzynarodowych  Metody badawcze: jakościowa analiza treści i technika bliskiego czytania ARGUMENT: Używając powyższych metod autor analizuje teorie Hansa Morgenthaua, Raymonda Arona, Hedleya Bulla, Mortona Kaplana i Kennetha Waltza poszukując obecności antropomorfizacji jako fenomenu językowego obecnego w treści tych teorii. Podsumowuje swe wnoski, że antropomorfiazacja jest obecna w języku tych teorii i wynika z zasady dążenia języka do ekonomii wypowiedzi. To z kolei pozwala, krytycznie odnieść się do tezy Aleksandra Wendta, że państwo to osoba.  WYNIK ANALIZY NAUKOWEJ: Na podstawie przeprowadzonych badań autor stwierdz, że natropomorfizacjia jest fenomenem językowym występującym w treści wybranych ogólnych teorii nauki o stosunkach międzynarodowych, który wywodłany jest dążeniem języka jako systemu do ekonomii wypowiedzi. WNIOSKI, INNOWACJE, REKOMENDACJE: Autor problematyzuje tezę Aleksandra Wendta, że państwo jest osobą, poprzez wskazanie, że antropomorfizowanie państwa nie wynika z ontologicznej realności państwa jako osoby, ale z zasady lingwistycznej, że system językowy dąży do ekonomii wypowiedzi. Podkreslenie tego faktu ma charakter innowacyjny, ponieważ cytowana w artukule literatura w zasadzie kwestię tę pomija. Wynik maukowy przeprowadzonych badań jest istotnym wkładem w reflekcję metateoretyczną w nauce o stosunkach międzynarodowych ważną dla wszystkich tych badaczy, dla których państwo jest znaczącym problemem badawczym.

Aim. This paper analyses the inherent paradoxes of Jewish-Polish relations. It portrays the main beliefs that construct the contradicting narratives of the Holocaust, trying to weigh which of them is closer to the historic truth. It seeks for an answer to the question whether the Polish people were brothers-in-fate, victimized like the Jews by the Nazis, or if they were rather a hostile ethnic group. Concept. First, the notion of Poland as a haven for Jews throughout history is conveyed. This historical review shows that the Polish people as a nation have always been most tolerant towards the Jews and that anti-Semitism has existed only on the margins of society. Next, the opposite account is brought, relying on literature that shows that one thousand years of Jewish residence in Poland were also a thousand years of constant friction, with continuous hatred towards the Jews. Consequently, different accounts of World War II are presented – one shows how the Polish people were the victims, and the others deal with Poles as by-standers and as perpetrators. Results and conclusion. Inconsistency remains the strongest consistency of the relations between Jews and Poles. With the unresolved puzzle of whether the Polish people were victims, bystanders or perpetrators, this paper concludes with some comments on Israeli domestic political and educational attitudes towards Poland, that eventually influence collective concepts. Cognitive value. The fact that the issue of the Israeli-Polish relationship has not been deeply inquired, seems to attest to the reluctance of both sides to deal with what seems to form an open wound. At the same time, the revival of Jewish culture in Poland shows that, today more than ever, the Polish people are reaching out to Israelis, and are willing to deal with history at an unprecedented level. As Israelis who wish to promote universal values, a significant encounter with the Polish people may constitute a door to acceptance and understanding of others. Such acceptance can only stem from mutual discourse and physical proximity between the two peoples.

The success of organizations depend more and more on their ability and willingness to innovate. The very development of innovative products or technologies does not guarantee market success. Product commercialization requires the undertaking of marketing activities. For new technologies and products, the most effective solution is to develop brand image through public relations, in particular media relations. PR is becoming more and more significant in the model of the open approach to innovation in the era of development of social media. The aim of this article is to present the role of media relations in the process of introducing innovative products on the market. The analysis was based on a case study of a company showing an example of good practices of introducing new products by use of public relations activities.
Sukcesy organizacji zależą dzisiaj coraz bardziej od ich podatności na innowacje. Samo opracowanie innowacyjnych produktów czy technologii nie gwarantuje sukcesu rynkowego. Komercjalizacja produktów wymaga podjęcia działań marketingowych. Najbardziej skuteczne w przypadku nowych technologii i produktów jest budowanie wizerunku marki przez działania public relations, a zwłaszcza media relations. PR nabiera szczególnego znaczenia przy modelu otwartego podejścia do innowacji oraz w dobie rozwoju mediów społecznościowych. Celem artykułu jest wskazanie na rolę media relations w procesie wdrażania innowacyjnych produktów. Analizę oparto na studium przypadku firmy, która może stanowić przykład dobrych praktyk wdrażania nowych produktów przy wykorzystaniu działań z zakresu public relations.

Semantic relations among nouns in Polish WordNet grounded in lexicographic and semantic traditionThe paper describes a system of lexico-semantic relations proposed for the nominal part of plWordNet 2.0 – the largest Polish wordnet. We briefly introduce a wordnet as a large electronic thesaurus. We discuss sixteen nominal relations together with many sub-types proposed for plWordNet 2.0. Each relation is based on linguistic intuition and supported by a set of tests which facilitate its identification. There are two main groups: pure lexico-semantic relations and semantic-derivational relations.

Semantic relations among adjectives in Polish WordNet 2.0: a new relation set, discussion and evaluationAdjectives in wordnets are often neglected: there are many fewer of them than nouns, and relations among them are sometimes not as varied as those among nouns or verbs. Polish WordNet 1.0 was no exception. Version 2.0 aims to correct that. We present an overview of a much larger set of lexical-semantic relations which connect adjectives to the other parts of the network. Our choice of relations has been motivated by linguistic considerations, especially the concerns of the Polish lexical semantics, and by pragmatic reasons. The discussion includes detailed substitution tests, meant to ensure consistency among wordnet editors.

In the paper the problem of preservation of properties of fuzzy relations during aggregation process is considered. It means that properties of fuzzy relations R1, … , R2 on a set X are compared with properties of the aggregated fuzzy relation RF = F(R1, … , R2), where R is a function of the type F ∶ [0, 1]n → [0, 1]. There are discussed α-properties (which may be called graded properties - to some grade R) as reflexivity, irreflexivity, symmetry, asymmetry, antisymmetry, connectedness and transitivity, where α ∈ [0, 1]. Fuzzy relations with a given graded property are analyzed (there may be diverse grades of the same property) and the obtained grade of the aggregated fuzzy relation is provided. There is also discussed the „converse” problem. Namely, relation RF = F(R1, … , Rn) is assumed to have a graded property and the properties of relations R1, … , Rn are examined (possibly with some assumptions on F). Presented here considerations have possible applications in decision making algorithms. This is why interpretation of the considered graded properties and possible potential in decision making is presented.

2014 marked the 600th anniversary of the establishment of diplomatic relations between Poland and Turkey. The related celebration has been perceived as a way to broaden bilateral relations between the two nations, as collaboration has not fully achieved its economic potential. The past 200 years of Polish-Turkish relations depicted in this article stand as a remarkable example of cooperation between two different cultures and traditions. Recent Polish-Turkish relations as seen in a broader European context represent the emergence of a “new beginning” of opportunity for both nations. Poland has a chance to become an intermediary nation between the EU and Turkey and to be involved in the creation of a new type of relationship between Turkey and the EU.

Since the 90s of the last century, the European Union (EU) has been perceived more and more as a global actor that has a wide variety of instruments in its foreign policy and acts at various levels. This characteristic is also manifested in its relations with Latin America, in general, and with Colombia, one of the strategic partners in the region, in particular. The article takes stock of state bilateral relations over the past two and a half decades in order to clarify the role that the EU is playing as an external actor in Colombian politics. From the theoretical point of view, approaches to institutional interregionalism, neo-realism, neo-institutionalist perspective and social constructivism are used. To understand the relationship between internal and external factors, we refer also to the analytical concepts of two-level game and intermestic politics.
Desde los años 90 del siglo pasado, la Unión Europea (UE) está percibida cada vez más como un actor global que dispone en su política exterior de una amplia variedad de instrumentos y actúa en varios niveles. Esta característica se manifiesta también en sus relaciones con América Latina, en general, y con Colombia, uno de los socios estratégicos en la región, en particular. El artículo hace un balance de las relaciones bilaterales estatales en las últimas dos décadas y media con el fin de precisar el rol que la UE está jugando como actor externo en la política colombiana. Desde el punto de vista teórico se utilizan planteamientos del interregionalismo institucional, del neorrealismo, de la perspectiva neo-institucionalista y del constructivismo social. Para comprender la relación entre factores internos y externos, los conceptos del two-level game y de intermestic politics son dos aportes analíticos adicionales que nos permiten comprender mejor el objeto de nuestro estudio.

Opis:
Building a positive image of a library in a local environment requires familiarity and systematic implementation of public relations elements. One of them is media relations, or maintaining good relations with representatives of the media, which may have a positive impact on the reception of the organization in the social environment. The article presents an analysis of media relations activities of the three largest libraries in Toruń: the Pedagogical Library of Brig. Gen. Prof. Elżbieta Zawacka, the University Library of the Nicolaus Copernicus University and the Provincial Public Library – Copernicus Library. A method of the research was a diagnostic survey and an analysis of the content of the websites of the examined libraries. The university and public library are well prepared and thriving in the field of promotion, however, they equate this concept with public relations and do not separate these issues in practice, while the pedagogical library does not have a promotion and PR section, but the task of maintaining contact with the media belongs to one of the employees. Each library does not make full use of the possibilities offered by having a website.
Budowanie pozytywnego wizerunku biblioteki w środowisku lokalnym wymaga znajomości i systematycznego wdrażania elementów public relations. Jednym z etapów tego działania są media relations, czyli utrzymywanie dobrych stosunków z przedstawicielami mediów, co może wpływać pozytywnie na odbiór organizacji w otoczeniu społecznym. W artykule przedstawiono analizę działań w ramach media relations trzech największych toruńskich bibliotek: Biblioteki Pedagogicznej im. gen. bryg. prof. Elżbiety Zawackiej, Biblioteki Uniwersytetu Mikołaja Kopernika oraz Wojewódzkiej Biblioteki Publicznej – Książnicy Kopernikańskiej. Wykorzystano do tego metodę sondażu diagnostycznego oraz analizę treści stron internetowych badanych bibliotek. Biblioteka uniwersytecka i publiczna są dobrze przygotowane i prężnie działają w zakresie promocji, jednak utożsamiają to pojęcie z public relations i nie rozdzielają tych zagadnień w praktyce, natomiast biblioteka pedagogiczna nie ma sekcji ds. promocji i PR , ale zadanie utrzymywania kontaktu z mediami należy do jednego z pracowników. Żadna z bibliotek nie wykorzystuje w pełni możliwości, jakie daje posiadanie strony internetowej.

The article has a character of a theoretical overview and presents marketing aspects of the Resource-Based View (RBV). The considerations in this article are related to the Dynamic Capability Concept as a new research area in management sciences. The theses of the article focus particularly on locating customer relationships in the conceptual discourse of this concept. The purpose of this article is to identify relationships with customers as dynamic capabilities of an enterprise. The article also presents directions of practical implications and possibilities for using relational skills as a source of competitive advantage of an enterprise. The article uses the method of source analysis, which is based on domestic and foreign literature of the subject.

Adopting a new face – a mask – might be one of the conditions for a comeback to the political scene. A political face is not a synonym for identity because it is not shaped by the public, but it consists a sort of mask which is put on a politician by his/her image advisors and next presented to the public. This paper attempts to verify a thesis that a political face is not a synonym but an unstable element of a political image. The political image again is an equivalent for socio-political identity. Most definitions which appear in works on political communication treat the political image as a kind of Ego reflected in a way similar to the concept of Marzena Cichosz, who indicates, that the image consists of a set of features, which in the opinion of the public the subject possesses.
