Opis:
Historical regions remain the most common basis for the formation or promotion of regional identities in Europe. However, regions and regional identities are in the process of constant formation and can change significantly in line with new conditions. In this paper we focused on the changes of the spatial spread of identities with historical regions in Ukraine in comparison to the initial boundaries of those. The results show that identities with historical regions are markedly adapting to modern administrative boundaries. At the same time, the symbolic value of historical regions constitutes an essential element of identity building in contemporary administrative regions.

Introduction. Takayasu’s arteritis (TA) is a rare and potentially life-threatening granulomatous large-vessel vasculitis that involves mostly in the aorta and its proximal branches, and occurs most commonly in young females. This study measures the incidence and prevalence of TA, and assesses the gender distribution and territorial differences in the occurrences of this disease in Poland over a five-year period. To the best of our knowledge, this is the first evaluation of this rare disease in Poland based on a hospital morbidity database. Materials and method. Analyses were performed with population-based administrative data obtained from a national hospital morbidity study carried out between January 2011 – December 2015 by the Polish National Institute of Public Health. Yearly incidence rates and prevalence of TA were calculated using the number of TA patients and corresponding census data for the overall Polish population. Results. Data included 660 hospitalization records. The final study sample comprised 177 patients: 154 female (87%) and 23 male (13%) with first-time hospitalization for TA. The mean age was 45.4years (95% CI: 42.9–47.8; SD 16.8; range 4–81 years), median 47. The incidence rate of TA was estimated at 0.92 per million per year (95% CI: 0.68–1.16). Five-year TA prevalence was estimated to be 4,6 per million. Incidence rates of TA did not vary significantly between more urban and more rural regions. Conclusions. The incidence of TA in Poland was similar or lower to data reported by other European countries. The study provides epidemiological data on TA in Poland that may be useful while comparing it with other geographical regions.

Under the conditions of globalisation, economic success has been related in politics and theoretical debate to the strength of regions. The concept of the region has therefore also been strengthened in Germany. Within the architecture of a historically grown political landscape, the implementation of the new forms of so-called metropolitan governance, however, has had limited effects. While the limits of “new regionalism” in Germany – by the federal organisation of political geography – are evident, the very idea of regional governance is also to be challenged. Therefore, the article discusses whether the introduction of “Metropolitan regions” can be regarded in the light of the international research on global city-regions.

Współpraca euroregionalna charakteryzuje się wysokim stopniem instytucjonalizacji struktur współdziałania ponadgranicznego opartego na tworzeniu związków celowych, stowarzyszeń, komitetów zarządzających, sekretariatów, organów koordynującymi współpracę. Obecnie funkcjonuje na kontynencie europejskim ok. 160 obszarów transgranicznych, które w wielu przypadkach ulegają dalszym przekształceniom w aspekcie bardziej efektywnego wykorzystania potencjału współpracy. Istotne miejsce w tym procesie zajmują transgraniczne regiony metropolitalne.
Euroregional cooperation is characterized by high level of institutionalization of transboundary structures based on creation the transnational cooperation based on creation of special purpose associations, associations, management committees, secretariats, coordinating bodies together. On the European continent currently operates, about 160 cross-border areas, which in many cases undergo towards a further transformation in terms of more efficient use of potential cooperation. Important place in this process involved crossborder metropolitan regions.

This paper studies the determinants of the total factor productivity (TFP) for Ukrainian firms in the manufacturing sector across macro-regions using recent micro-level datasets for 2013. Our empirical results show some degree of heterogeneity across Ukrainian macro-regions; in particular, the link between the total factor productivity, firm size, imports and the level of competition seems to be valid for all macro regions. However, the effects of private ownership status, capital intensity and exports seems to be region specific. In addition, we found no relationship between firm productivity and foreign ownership for any of the regions.

Tematyka artykułu nawiązuje do zagadnień transformacji gospodarczej regionów. Problemem badawczym jest określenie charakteru obecnych procesów rozwoju w regionach zapóźniowspółczesnych koncepcji wskazujących skuteczne ścieżki reorientacji rozwoju regionów zapóźnionych wraz z ich wykorzystaniem do sformułowania ram polityki na rzecz transformacji regionów węglowych. Artykuł bazuje na przeglądzie literatury oraz analizie statystycznej szeregów czasowych obejmujących dynamikę PKB i przyrost miejsc pracy dla regionów NUTS3 w Unii Europejskiej. Główne rezultaty wynikające z badań wskazują na znaczną skalę wyzwań ekonomicznych regionów węglowych ujmowanych w kategoriach niskiej ich produktywności mierzonej relacją między wzrostem PKB a wzrostem liczby miejsc pracy, a także na potrzebę zdefiniowania kompleksowych ram polityki, które łączą podejście sektorowe i terytorialne na rzecz skutecznej transformacji regionów węglowych.

Universities are one of the key actors within national and regional innovation systems. The nature of university-industry collaboration has changed during the last decades and it varies across countries and regions. Different factors determine the interaction among both organizations, from those related to the industrial structure of the territory to others related to institutional and legal frameworks. In this paper we aim at adding to the understanding of this process based on the comparison between two European regions, Apulia in Italy and Galicia in Spain. Our results show that a progressive transition from a separated to a more integrated approach has occurred at the relational framework affecting universities and industry in both regions. Public policies, particularly from the regional level, have been relevant for promoting university-industry collaboration in Galicia and Apulia. Nevertheless, there still remain cultural and institutional barriers, both from the academy and business sphere, which impede a closer and more fruitful interaction. Besides, the poor innovative culture of traditional industries which dominate in both regions, might affect university-industry interaction. However, an adjustment of the university offer in terms of research is also needed as we observe that collaboration is too much biased by the university scientific and departmental specialization and too little by local and regional industrial specialization.

The 2010 presidential election in Poland was held during the summer season when many voters were away from their place of residence. Data showing the numbers of visitors voting in particular districts were used to identify areas with high tourism intensity. Subsequent analysis showed a very strong concentration and polarization of tourism on the northern and southern margins of Poland and in several big cities.

Region is evaluated as a spatial unit which defines the economic-social structure and in which the planning processes like determining, implementing, managing and inspecting the regional development strategies and politics changing within the scope of paradigm changes are carried out. In Turkey, experience related to regional development politics goes back to the 1960s; it has been analysed to what extent regional planning and the concept of a region are affected by the changing processes which are experienced in economic and social structure, according to which criteria the borders for regional planning are determined and the role of these borders in the success of regional politics. According to the results, being unable to provide the interaction between regional planning and the meaning attributed to the concept of a region is the main factor in the non-occurrence of the success which has been aimed in regional development politics although regional planning and the concepts of a region are affected from the paradigm changes.

Research background: Given the pivotal role of innovations and technological progress in shaping the economic development of regions and the crucial significance of spatial dimension of innovation processes at the regional level, the assessment of technological convergence in the regional scope becomes an essential research problem. Technological convergence could be identified on the basis of the analysis of total factor productivity (TFP). The significance of the technological convergence analysis results from the fact that income convergence can be both accelerated or impeded, depending on whether the initial differences in the level of technology (TFP) decrease or increase over time. Purpose of the article: The aim of the paper is twofold. Firstly, we attempt to develop a theoretical framework for the analysis of the technological convergence. Secondly, we investigate the technological convergence (on the basis of the TFP analysis) across European regions. Methods: During the first stage of the research, we employ the multiplicatively-complete Färe-Primont index to calculate TFP. The second stage of the study includes estimation of spatial panel models applied to assess the level of technological convergence across European regions. The research sample consists of 273 NUTS 2 European Union (EU) regions over the period 2010? 2016. Findings & Value added: The results of the study confirm a clear division of Europe into the Western European regions with high TFP values and the Eastern European regions with low TFP level. The research also shows that in the Eastern European regions the process of reducing the differences in the productivity levels is faster than in Western European regions. Since the issue of technological convergence is still not sufficiently explored in the relevant literature our paper attempts to fill a cognitive and methodological gap in the investigation of the technological convergence in the European regional space.

The paper presents a brief review of twenty proposals for tourism regionalization of either a part of or the whole of Poland (or attempts to delimit the most attractive areas in terms of leisure), formulated between 1938 and 2012. It also analyses selected definitions of tourism regions and discusses the indicators which are proposed for the delimitation of tourism regions. Moreover, the paper attempts to indicate areas with the highest levels of tourism, in part modelled on Maria Mileska (1908-1988). It includes academic (precise) criteria for the designation of tourism regions. Some researchers’ comment that Mileska’s work is (partially) outmoded not so much from the methods employed as in the number of tourism regions and the areas covered. This should be regarded as understandable given that this regionalization was formulated at the beginning of the 1960s. Another important issue raised is the most recent tourism regionalization of Poland as prepared by Durydiwka.

Research background: The present study takes the regional economics perspective to explaining new firm registrations. It focuses on the driving role of unemployment rate in the process of new business formation. Purpose of the article: The main goal of the study is to investigate the effect of regional unemployment (next to other regional characteristics) on subsequent new business formation in Polish regions for the period 2003?2018. The research hypothesis assumes that a rise in unemployment rate has a positive effect on subsequent new business formation. The positive unemployment push effect is expected to be stronger in operational services. Methods: In order to verify the links between unemployment rates and entrepreneurship, panel data methods (fixed effect Driscoll-Kraay and p-VAR estimators) were applied. The analyses were performed at the industry level (manufacturing, construction, wholesale and retail, hotels and restaurants, and financial services) using regional annual data for the period 2003?2018. Findings & value added: This study provides further insight into the unemployment push hypothesis by distinguishing between industry sectors and by considering regional specificities in post-communist economies (e.g. Poland). The findings provide value for policy-makers regarding the selection of policy instruments intended to stimulate regional development through entrepreneurship in lagged areas.

W artykule dokonano analizy wykorzystania planowanych na lata 2007-2013 środków Unii Europejskiej w Polsce oraz pokazano zauważalne w Polsce efekty wykorzystania tych środków, co potwierdzają badania oraz hasło kampanii reklamowej: „Każdy korzysta nie każdy widzi”. Ponadto zaprezentowano możliwości, jakie stoją przed Polską i regionami w nowej perspektywie finansowej 2013-2020, w ramach której otrzymaliśmy 82,5 mld euro z unijnej polityki spójności.
The article analyses the utilisation of the European Union financial means planned for the years 2007-2013 in Poland and presents noticeable results of how those means were utilised in Poland, which is corroborated by the research and a slogan of an advertising campaign: "Everybody profits not everybody sees it". Furthermore, the possibilities for the country and its regions in the new 2013-2020 financial perspective, as part of which Poland received 82.5 bln euro from the European Union Cohesion Policy were presented.

Reintroduction of local government in 1990 was one of the main pillars of the post-socialist transformation in Poland. Municipalities assumed several tasks previously performed by the central administration and its territorial agencies. This paper presents the results of mass surveys conducted among Polish municipalities and compares the findings with similar surveys conducted almost 20 years earlier. The results prove that the learning process among representatives of local governments in Poland is regionally differentiated, and that the differences can be attributed to the historical trajectories of particular macro-regions of Poland.

The main goal of this paper is to empirically investigate the regional dimension of productivity determinants for 24 regions of Ukraine using micro-level dataset for individual firms in 2013. The novelty of our analysis is the comparison of the determinants of productivity in the manufacturing and service sectors. We estimate both pooled regressions for all regions and separate regressions for particular regions. The estimation results obtained for the entire country demonstrate that the majority of our explanatory variables are statistically significant for the manufacturing sector and all are statistically significant for the service sector although at different levels of significance. At the same time, the estimation results obtained separately for each region show a large degree of heterogeneity across the regions and sectors and the lack of scale economies at the firm-level.

W artykule przedstawiono główne przyczyny kryzysu światowego w świetle toczącej się dyskusji naukowej rozpatrującej źródła, głębokość, zasięg i skutki kryzysu. Pozwoliła ona stwierdzić autorowi, że jego przyczyny są o wiele głębsze niż wskazuje to większość badaczy. Są one ściśle związane z istotą chciwego światowego turbo kapitalizmu wraz z jego błędami systemowymi i strukturalnymi. Na tym tle zaprezentowano dane wskazujące, że polska gospodarka wyszła obronną ręką przed globalnym rozprzestrzenianiem się kryzysu gospodarczego. Funkcjonując na peryferiach światowej gospodarki, Polska doświadczyła jedynie spowolnienia wzrostu gospodarczego oraz pogorszenia sytuacji na rynku pracy. Procesy te przejawiały się w spadku produkcji przemysłowej, która objęła przetwórstwo przemysłowe, energetykę i górnictwo; w budownictwie zmniejszył się popyt na mieszkania skutkując obniżeniem produkcji sprzedanej (ale dopiero w III kwartale 2009 roku); w działalności handlowej skutki te przejawiały się w mniejszej sprzedaży pojazdów samochodowych i rosnących kosztach zatrudnienia; a z kolei w przedsiębiorstwach transportowych rok 2009 przyniósł spadek sprzedaży usług, powodując znaczne zmniejszenie przychodów ze sprzedaży w większości firm. W układzie regionalnym analiza nie dała podstaw do stwierdzenia wyraźnej koncentracji przestrzennej skutków kryzysu. Zróżnicowana przestrzennie struktura gospodarki „rozmyła” je, a zwiększona absorpcja środków na inwestycje z UE skutki te istotnie amortyzowała.
The article presents the main causes of the global crisis in the light of the current dicussion in scientific circles as to the sources, range, impact and effects of the crisis. The causes seem in this context to be much deeper than suggests the majority of commentators and are strictly related to the rule of greedy global turbocapitalism along with its inherent structural and system faults. Against this background the article presents data showing that the Polish economy has come out largely victorious from the struggle against the spread of the economic crisis. Functioning on the periphery of the global economy, Poland has experienced only a slowdown in economic growth and a worsening of the job market situation. These processes were visible in a decline in industrial production, including manufacturing, energy and mining; a decline in demand for residential housing was visible in the construction sector, which resulted in the decline of production sold (but not until the 3rd quarter of 2009); in trade the results were visible in a fall in car sales and rising employment costs, while in transport 2009 brought a fall in services sold, resulting in a significant decline in sales revenue in most companies. From the regional point of view, the analysis does not reveal any significant spatial concentration of the results of the crisis. The spatially differentiated structure of the Polish economy has “blurred” the results and an increased absorption of EU investment funds has significantly cushioned them.

Natural phenomena such as extreme snowfall may cause diverse losses and costs in land transport, agriculture or life, health inhabitants. One form of protection against this risk is its transfer to the insurance company. This subject should concentrate on the construction of adequate insurance tariffs for this product. For this purpose, in this article, used statistics such as „the number of local threats due to extreme snowfall of 100 thousand inhabitants”. The study shows that the north-eastern and south-east regions, and łódzkie are the most threatened to extreme snow. It is proposed in these regions to increase the amount of insurance premiums, while in others they decrease.

Polish and Spanish way of democratisations seems to be similar; however, nowadays Spanish government has to face up to the economic crisis. The main idea of the article is to compare political systems, especially how the local government invests money in so-called tourist attractions. As well as being useless, many of those objects are too expensive to be maintained. It is worth mentioning that some Polish local governments try to implement Spanish ideas (so-called “Bilbao effect”) to their environment, which is not only risky, but also unsuccessful.

The aim of the article was to measure the level of the shadow economy in the regions of Poland. The MIMIC (Multiple Indicators Multiple Causes) approach was applied. The fi ndings show substantial differences of shadow economy in Polish regions. The highest level of shadow economy in 2016 was identifi ed in Świętokrzyskie (32% of local GDP) while the lowest one was observed in Kujawsko-Pomorskie and Wielkopolskie (23% of regional GDP). The regional differentiation in Poland is quite big economic problem which may harm further economic development. The different efforts that have been implemented did not reduce the dissimilarities. The shadow economy seems to be important structural barrier hammering economic development in Polish regions.

The authors present the results of the research project „The Impact of Structural Funds to increase the competitiveness of Polish agriculture.” They analyze the competitiveness of Polish regions from the point of view of Polish agriculture by examining the effectiveness of the Structural Funds, the allocation of economic process and the legal and organizational framework of the Rural Development Programme (RDP). They note that their research is limited to the analysis only to a part of the Structural Funds which support Polish agriculture. The study, which included analysis of the consistency of the laws governing the RDP, at the initial stage, show not only practical economic effects of the disposal of funds, but also show the possible directions of changes in Polish law aimed at more appropriate and efficient disposal of agricultural administration of the Structural Funds.

W pracy wykorzystano wybrane metody wielowymiarowej analizy porównawczej do oceny i porównania poziomu rolnictwa w regionach Polski w ujęciu dynamicznym. Okres badawczy obejmował lata 2011-2014. Zbiór cech diagnostycznych dotyczył wielu aspektów rolnictwa: powierzchni zasiewów, pogłowia zwierząt, skupu produktów rolniczych oraz plonów. Uzyskane wyniki wskazują, iż rolnictwo w województwach Polski jest bardzo zróżnicowane a zmiany w rolnictwie zachodzą wolniej niż w pozostałych działach gospodarki narodowej co jest wynikiem jego specyficznego charakteru.
In this study selected multivariate comparative analysis were applied to assess and compare level of Polish regional agriculture in dynamic approach. Study period covered the years 2011-2014. Set of diagnostic features concerned numerous agriculture aspects: sowing area, number of animals, purchase of agricultural products and harvests. Obtained results indicate that agriculture sector in Polish voivodships is highly diverse and changes in are slower comparing to other sectors of the national economy, what result from its specific character.

Research background: Total factor productivity (TFP) determines how efficiently and intensely the available inputs are used and combined in production process. Improvement of TFP performance requires identification of its determinants, thus enabling policy actions to focus on them. Since the ability to create and absorb innovation is considered as a crucial factor of economic development, the investigation of the impact of the level of regional innovative performance on TFP distribution across EU regions is an important research problem.  Purpose of the article: The aim of the paper is twofold. Firstly, we attempt to develop a theoretical framework for the analysis of the impact of innovation on TFP. Secondly, we assess TFP levels for regions in the EU and investigate whether innovations account for the observed regional disparities in TFP. Methods: The research sample consists of 202 European Union (EU) regions at NUTS 1 and NUTS 2 level from 22 countries. The regional data on GDP, employment and gross fixed capital formation come from the Eurostat. The source of data on the level of innovativeness of European regions is the Regional Innovation Scoreboard. To calculate TFP, we use the multiplicatively-complete Färe-Primont index. In turn, to examine the impact of innovation on TFP, we employ the spatially-lagged X model. Findings & Value added: Our findings show a high degree of dispersion in TFP across EU regions. We find a positive impact of regional innovation performance on TFP. Although theoretical papers on economic development and regional economics suggest that improvements in TFP are key to regional economic performance, and that innovations are crucial to gain such productivity effects, there is a dearth of empirical studies on the link between innovation and TFP at the regional level. Therefore, our paper attempts to fill this gap by providing the evidence of positive effect of innovation externalities on TFP in European regions.

The regional structure research on national level in post-communist countries is even after twenty years being very topical. A number of facts contribute to this, as for example continuing deepening of regional disparities, or the effort to create an effective regional policy on various government levels. This paper notes lagging regions of Slovakia, while placing one main objective: to identify the lagging regions of Slovakia, based on the previous assessment of development of two main indicators, the unemployment rate and the economy performance. An increased interest in regional competitiveness studies within recent years has been conditional to many circumstances. In this paper we divide the discussions on chosen questions in theory and methodology of regional competitiveness studies, and an empiric analyze of competitiveness of Slovak regions, first of all lagging regions of Slovakia.
Problematyka badań zróżnicowania regionalnych struktur na poziomie krajowym w krajach postkomunistycznych jest nawet po dwudziestu latach bardzo aktualna. Uzasadnia to wiele faktów. Jednym z głównych jest postępujący proces dywergencji rozwojowej. Innym podejmowane próby opracowania i wdrożenia do zastosowań praktycznych skutecznej polityki regionalnej ograniczających skalę tych różnic. Celem artykułu jest przeprowadzenie dyskusji na temat wybranych zagadnień teorii i metodologii regionalnych badań dotyczących konkurencyjności oraz prezentacja empirycznych wyników analizy poziomu konkurencyjności regionów Słowacji, z szczególnym uwzględnieniem słabiej rozwiniętych regionów tego kraju.

Research background: The identification of smart specialisations should be based on information allowing the identification of resources and capital in the regions, which constitute the unique value of the area providing for the development of competitive advantages based on innovations and achievements in the research and development activities.  Purpose of the article: The key goal is to present the proposal to use an aggregate (synthetic) measure for the purpose of identifying regional development potentials and next the initial smart specialisations (RSS). This approach is particularly useful at the very initial stage of recognizing the potential in the region, and ? after some modifications ? may offer a useful tool for assembling the de-velopment of industries (services) in the region. The additional goals are: (1) to organize the knowledge regarding statistical approaches and selected methods to be used in the process of identifying initial smart specialisations in regions (RSS); (2) exemplification of the presented methodology for the initial regional smart specialisations (RSS) identification in voivodeships in Poland based on a multivariate approach. Methods: Multivariate statistical analysis (MSA) methods are used in the identification procedure of initial regional smart specialisations (RSS), which allowed for performing the assessment in 4 areas: resources and capital; specialisation; development potential (dynamics); the involvement in research and development and innovative activities. They can also be extended with additional dimensions related to the cooperation of enterprises with social or environmental priorities. Findings & Value added: The conducted procedure allowed identifying NACE rev. 2 divisions useful in determining development potentials in Polish regions and later the initial smart specialisations (RSS). The identified initial RSS for Polish voivodeships can be a starting point for building regional smart specialisations based on values supply chain or other premises. Due to the universal nature of the proposed methodology, it can be widely used at the level of subregions, regions and the EU countries.

Czechia lost more than 3,000,000 inhabitants as a result of the WW II. Germans displaced from the borderland formed the largest part. The newcomers after 1945 were of a different character – without any relation to their new settlements. This population formed a special social milieu familiar with the socialist way of thinking and that of a suppressed middle class. The consequences of it are seen in demographic, economic, environmental and social areas. After 1989, the factories in the borderland were mostly closed down, armies left the territory, people were not prepared to start their own businesses. Large-scale landscape protection formed a new barrier. Tourism is not able to substitute for the decrease in employment. The hope in cross-border collaboration has been overestimated.

Looking at the directions of changes, which have occurred in the world economy in recent years, it is possible to notice that it more relies on knowledge than on the industry. Investing only in fixed assets is no longer the only way to provide increased competitive of regions. Currently, the factor that determines development in a large scope is among others human capital. An aim of this work is to study the human capital impact on the competitiveness of regions in Poland in 2005-2014. The article has both theoretical and empirical character. The first part is a review of literature referring to the subject of work. The second part presents analysis of statistical data and panel model, which was estimated with ordinary least squares method. GRETL program was used for calculations.

Foreign capital inflow is viewed as a driving force of economic growth and development. To a large extent, the effects it may potentially produce dependon the l ocation choice or, in other words, on the economic advancement of the region in question, available skills on the labour market, and the quality of infrastructure. Capital flows usually lead to the intensification of foreign trade, however, the ultimate potential outcomes of social and economic transformation within a given territory depend on the structureof tr ade flows. In relation to the above, this paper is motivated by the wish to grasp the pattern of foreign investment location choices (paying special attention to investors from other EU Member States) and their basic effects on the internationalisation of regions in the light of public interventions admissible in Poland. To this end, a statistical analysis of the following data will be carried out into: a) the evolution in the location pattern observed for companies with foreign capital based in Polish voivodeships (NUTS-2) in the period 2004–2017 and b) their foreign trade performance. Statistical analyses have led to the conclusion that foreign capital not only targeted better-developed regions of the country (even though their State aid offer is more limited) as the location for its investment but also companies established in these locations as a result of such investments are more strongly engaged in international trade (and are affiliates within the organisational structure of a single business entity) than foreign companies which chose to locate their businesses in poorer regions of the country.

Fuzzy regions are a concept allowing the uncertain or imprecise spatial data to be represented. Many geographic or spatial data are prone to uncertainty or imprecision and while such data can be represented, it is still necessary to be able to perform basic tasks one expects to perform in a geographic context. A number of operations have been considered in the past; in this contribution the topological concepts of fuzzy regions will be examined. For this purpose, appropriate definitions for the boundary, interior and exterior of fuzzy regions will be developed. These definitions can then be applied in an extension of the 9-intersection model.

The healthcare industry is a growth driver. However, the health system is facing a crisis, affected by the financial development in Europe. An almost completely regulated market is just as little use, as a largely deregulated market such as in the U.S.A. Both lead to gaps in the sustainable and comprehensive patient care. Based on the German Healthcare System, an analysis is performed. Currently, the German health care system is in a transformation process. Traditional forms of health care services provision and the existing governance system are coming to their limits. The current health care system no longer meets the requirements for ensuring accessible and affordable health care services. As new players on the German hospital market, commercial hospital groups have emerged. To get more informed on the effects at the regional level, a scenario analysis was performed. A trend scenario which shows a clear trend toward a substantial increase of regional imbalances was developed. On one hand, there are highly profitable regions with excellent medical service provision by commercial hospital groups, and on the other hand, there are peripheral regions with a second-rate medicine, which are left to the public sector. The paper derives first ideas about a new structure of the healthcare system for ensuring accessible and affordable health care services for the citizens. The paper shows first ideas about the transformation of healthcare as an opportunity for growth.

This paper examines the pattern of convergence in labour productivity across regions due to their ability to adopt technology. Whether regions exhibit a pattern of convergence depends on the degree to which infrastructure conditions are appropriate for the adoption of technological improvements. The ability of a region to adopt or create technology is reflected in the percentage of its labour force employed in technologically dynamic sectors or, more generally, in the resources devoted to science and technology. A high percentage of labour employed in technologically advanced sectors leads a region to a pattern of convergence. This hypothesis is tested using data for the NUTS-2 regions of the EU-27 during the time period 1995-2006. The results suggest that adoption of technology has a significant and positive effect on regional convergence in Europe. The analysis is also shown to have important implications for the direction of regional policy in Europe. To be more specific, regional policies, in order to enhance regional growth and convergence, should encourage employment in advanced technological sectors.

Opis:
A group of weakly calcified coccolithophorid genera and species were described from polar regions several decades ago. In the interim period a few additional findings have been reported adding to the morphological and biogeographical databases of some of the species. The holococcolithophorid genus Trigonaspis is revisited here with the purpose of providing, based on additional sampling from both polar regions, an update on species morphology, life history aspects and biogeography. The genus Trigonaspis as currently circumscribed comprises four taxa – two from each polar region. The triangular plates of crystallites that cover the surfaces of both the tower-shaped flagellar pole coccoliths and the disc-shaped body coccoliths are the keystone features of the genus. Circumstantial evidence exists linking species of Trigonaspis with species of Pappomonas in haploid-diploid life cycles.

Opis:
Current study compares the economic development differences at EU NUTS 2 level of boundary regions of 5 countries: Austria, Slovakia, the Czech Republic, Poland and Hungary. There are several indicators, applicable for testing regional development differences, inter alia the regional GDP, unemployment rate, economic activity, industrial concentration and the rate of R&D. EUROSTAT and official statistical data of individual nations are being used in the analysis. The examined time interval expands from 2004 to present days, changes implemented since the EU expansion are being shown. The purpose of this study is the comparison of the regions in this area. If the developing differences are known, efficient strategies and regional politics can be set up. They can enhance economic development and support and may strengthen the cooperation and cohesion of regions.

The genus Calciarcus is revisited here with the purpose of providing, based on additional sampling from both polar regions, an update on species diversity and morphology that can serve as a reference for future work. The geographic realm of the genus is significantly widened and a case is built based on consistency in appearance in favour of adding Calciarcus spp. to the well-defined community of bipolar weakly calcified coccolithophorid genera. Despite the multitude of specimens available for analysis and the fact that the specimens examined distribute themselves within three clusters based on morphological features of coccolith superstructures, it has not been possible at this stage to define a robust framework for differentiation among species of Calciarcus. Circumstantial evidence exist linking species of Wigwamma with species of Calciarcus in haploid-diploid life cycles.

Georgia can be characterised by its turbulent history, centuries-old traditions, and a great ethnic diversity. This makes it necessary to include historical determinants, in addition to geopolitical and economic factors, when making a regional analysis of its territory and contemporary governance issues. Five stages of the development of the present territorial division of Georgia are distinguished. They have been identified by means of an analysis of key events (critical junctures) of significance in the formation of its historical regions. Additionally, their influence at each of the three levels of the current territorial division of independent Georgia is discussed, in particular in the context of territorial governance.

Subject and purpose of work: The objective of the thesis was to present the differentiation of sheep production represented in the sheep population in Poland and to determine directions of changes in the sheep population in Poland. Disparities in the regional differentiation of sheep production and their causes were also shown. Materials and methods: The spatial range of research covered 16 provinces, while the time range covered the year 2015. Sources of the materials were: domestic and foreign literature as well as data from the Central Statistical Office (GUS in Polish). Data analysis and presentations were based on descriptive, tabular, graphical and indicatory methods, as well as the Pearson linear correlation coefficient. Results: The conducted research shows the presence of disparities between provinces, because there are provinces with large populations and stocking density of these animals but there also exist territorial units with a very small number of sheep. There was also a large decrease in the number of sheep found in most provinces. Conclusions: The existence of a significant link between the share of pastures in AL (agricultural land) and the sheep population in provinces was confirmed. Correlation occurred only in the case of this parameter. The conducted research should be treated as a pilot study.
Przedmiot i cel pracy: Celem pracy było przedstawienie zróżnicowania produkcji owczarskiej wyrażonej stanem pogłowia owiec w Polsce oraz określenie kierunków zmian populacji owiec w Polsce. Ukazano także dysproporcje zróżnicowania regionalnego produkcji owczarskiej oraz ich przyczyny. Materiały i metody: Zakres przestrzenny badań obejmował 16 województw, natomiast zakres czasu 2015 rok. Źródła materiałów stanowiły: literatura krajowa i zagraniczna oraz dane z GUS. Do analizy i prezentacji danych wykorzystano metody opisową, tabelaryczną, graficzną, wskaźnikową oraz współczynnik korelacji liniowej Pearsona. Wyniki: Wykonane badania wykazują istnienie dysproporcji między województwami, gdyż są województwa posiadające duże pogłowia i obsadę tych zwierząt, ale też jednostki terytorialne z bardzo małą liczbą owiec. Stwierdzono również duży spadek liczby owiec w większości województw. Wnioski: Potwierdzono istnienie istotnego związku między udziałem użytków zielonych w UR a pogłowiem owiec w województwach. Jedynie w przypadku tego parametru wystąpiła korelacji. Przeprowadzone badania należy traktować jako pilotażowe.

Earth System Models (ESM), simulating sea ice and its interaction with the atmosphere and open ocean, require reliable physical, chemical, and biological input from measurements. There is limited data available from the Marginal Ice Zone of the Antarctic, where sea ice growth mechanisms differ from the Arctic. The main objective of this study is to review existing work related to Antarctic sea ice and highlight gaps in the available literature. The mechanical properties of sea ice and the numerical modeling of sea ice across all scales are covered. We summarize the genesis, physical mechanics, static and dynamic properties, strength, toughness, and transport of young sea ice as well as medium to large scale observation. On the computational mechanics side large- and small-scale modeling, ocean-sea ice and atmosphere-sea ice models, as well as sea ice rheology models, sea ice fracture mechanics, and bio-geo-chemical interaction processes are captured. The synergy between the physical and computational mechanics brings to light missing information from both fields. Plain language summary (PLS) Sea ice determines the interaction of the ocean with the atmosphere in both the southern and northern hemispheres. Its formation and annual development is subject to mechanical interaction with ocean currents and winds. This review covers the mechanics of sea ice in the Antarctic and its relation to the Arctic covering experiment and modelling. Impact on the climate is discussed.

The scope of Polish macro-economic data for assessing the level of socio-economic development of the country is largely limited because of the regional variation. Therefore there is a need for cyclic selection and the verification of criteria which allow identifying regions with a similar level of socio-economic development or those that clearly differ from the mean values. The aim of the study is to compare Poland’s provinces in terms of their socio-economic development, which helps identify the most similar regions as far as the adopted criteria are concerned.

This paper responds primarily to current innovations that have emerged in urban development policy during the last decades also in East-Central Europe. Prior to the change of the social regime, we notice more traditional approaches in the urban development policy - public consumption, economic development and environmental issues. Among current urban development challenges in this region we may focus on governance, city regions, and financialisation. Besides an outline of a general framework, their application is studied in the case of Bratislava. We argue that especially economic development and environmental issues were neglected in the urban development policy during the socialist period. More elementary development issues obtained priority as policy positions during the early transition period. Taking up more current challenges was delayed compared with western cities, and they have specific features. Nevertheless, it seems that cities in this region recognised the importance of the mutually multiplying effects of governance, city regionalism and financialisation in an urban development policy.

Opis:
Circular economy (CE), the new ‘buzzword’ in urban and regional studies and policy debates, is about shifting from a linear production process towards a circular one in which the generation of waste is minimised, materials circulate in ‘closed loops’, and waste is not considered a burden but rather a resource that brings new economic opportunities. However, while there is a consensus on the need to facilitate a transition towards a circular economy, the governing of this endeavour remains extremely challenging because making a circular economy work requires cutting across sectoral, scalar, and administrative boundaries. Drawing on the sustainability transitions literature and the case of the Amsterdam Metropolitan Area, arguably one of the frontrunners on the strive towards a circular built environment and economy, the paper seeks to identify and understand barriers for CE transition at a regional scale. The findings underscore the multi-faceted nature of the challenge and offer lessons for the governance of emerging regional circular spatial-economic policies.

The article traces the development of ecological discourse in a border region of Russia and Mongolia. It is a brief review of major stages of this discourse as reflected by the case of cross-border water resources of the Selenga River basin that merges politically demarcated lands into a single region. The article sets out to establish whether the problem of water resources appeared in past narratives, when exactly the ecological component of the border came into being and how it has changed perspectives on local cultures.

This paper presents the cluster policy in Poland, particularly in relation to the regional level. In addition, the article sets out the factors of cluster development. This article contains the analysis of the diversity of regions in terms of clusters and cluster initiatives development.

Both traditional (von Thünen) and modern (Hayami & Ruttan, Krugman) theories on land use suggest that productions with a high value added per unit of land tend to be located near urban centres. In this article it is tested to what extent these theoretical findings are confirmed by empirical data on agricultural land use and production for the EU-9. The focus is not only on the degree of concentration and specialisation, but also on their development over time. Growth and decline of agricultural productions are here related to the degree of rurality. It is found that high value productions indeed tend to be located in urban regions. It is also found that most specialisation patterns that already existed in 1950 are even stronger in 2000.
