Opis:
Historical regions remain the most common basis for the formation or promotion of regional identities in Europe. However, regions and regional identities are in the process of constant formation and can change significantly in line with new conditions. In this paper we focused on the changes of the spatial spread of identities with historical regions in Ukraine in comparison to the initial boundaries of those. The results show that identities with historical regions are markedly adapting to modern administrative boundaries. At the same time, the symbolic value of historical regions constitutes an essential element of identity building in contemporary administrative regions.

Introduction. Takayasu’s arteritis (TA) is a rare and potentially life-threatening granulomatous large-vessel vasculitis that involves mostly in the aorta and its proximal branches, and occurs most commonly in young females. This study measures the incidence and prevalence of TA, and assesses the gender distribution and territorial differences in the occurrences of this disease in Poland over a five-year period. To the best of our knowledge, this is the first evaluation of this rare disease in Poland based on a hospital morbidity database. Materials and method. Analyses were performed with population-based administrative data obtained from a national hospital morbidity study carried out between January 2011 – December 2015 by the Polish National Institute of Public Health. Yearly incidence rates and prevalence of TA were calculated using the number of TA patients and corresponding census data for the overall Polish population. Results. Data included 660 hospitalization records. The final study sample comprised 177 patients: 154 female (87%) and 23 male (13%) with first-time hospitalization for TA. The mean age was 45.4years (95% CI: 42.9–47.8; SD 16.8; range 4–81 years), median 47. The incidence rate of TA was estimated at 0.92 per million per year (95% CI: 0.68–1.16). Five-year TA prevalence was estimated to be 4,6 per million. Incidence rates of TA did not vary significantly between more urban and more rural regions. Conclusions. The incidence of TA in Poland was similar or lower to data reported by other European countries. The study provides epidemiological data on TA in Poland that may be useful while comparing it with other geographical regions.

Under the conditions of globalisation, economic success has been related in politics and theoretical debate to the strength of regions. The concept of the region has therefore also been strengthened in Germany. Within the architecture of a historically grown political landscape, the implementation of the new forms of so-called metropolitan governance, however, has had limited effects. While the limits of “new regionalism” in Germany – by the federal organisation of political geography – are evident, the very idea of regional governance is also to be challenged. Therefore, the article discusses whether the introduction of “Metropolitan regions” can be regarded in the light of the international research on global city-regions.

Współpraca euroregionalna charakteryzuje się wysokim stopniem instytucjonalizacji struktur współdziałania ponadgranicznego opartego na tworzeniu związków celowych, stowarzyszeń, komitetów zarządzających, sekretariatów, organów koordynującymi współpracę. Obecnie funkcjonuje na kontynencie europejskim ok. 160 obszarów transgranicznych, które w wielu przypadkach ulegają dalszym przekształceniom w aspekcie bardziej efektywnego wykorzystania potencjału współpracy. Istotne miejsce w tym procesie zajmują transgraniczne regiony metropolitalne.
Euroregional cooperation is characterized by high level of institutionalization of transboundary structures based on creation the transnational cooperation based on creation of special purpose associations, associations, management committees, secretariats, coordinating bodies together. On the European continent currently operates, about 160 cross-border areas, which in many cases undergo towards a further transformation in terms of more efficient use of potential cooperation. Important place in this process involved crossborder metropolitan regions.

This paper studies the determinants of the total factor productivity (TFP) for Ukrainian firms in the manufacturing sector across macro-regions using recent micro-level datasets for 2013. Our empirical results show some degree of heterogeneity across Ukrainian macro-regions; in particular, the link between the total factor productivity, firm size, imports and the level of competition seems to be valid for all macro regions. However, the effects of private ownership status, capital intensity and exports seems to be region specific. In addition, we found no relationship between firm productivity and foreign ownership for any of the regions.

Tematyka artykułu nawiązuje do zagadnień transformacji gospodarczej regionów. Problemem badawczym jest określenie charakteru obecnych procesów rozwoju w regionach zapóźniowspółczesnych koncepcji wskazujących skuteczne ścieżki reorientacji rozwoju regionów zapóźnionych wraz z ich wykorzystaniem do sformułowania ram polityki na rzecz transformacji regionów węglowych. Artykuł bazuje na przeglądzie literatury oraz analizie statystycznej szeregów czasowych obejmujących dynamikę PKB i przyrost miejsc pracy dla regionów NUTS3 w Unii Europejskiej. Główne rezultaty wynikające z badań wskazują na znaczną skalę wyzwań ekonomicznych regionów węglowych ujmowanych w kategoriach niskiej ich produktywności mierzonej relacją między wzrostem PKB a wzrostem liczby miejsc pracy, a także na potrzebę zdefiniowania kompleksowych ram polityki, które łączą podejście sektorowe i terytorialne na rzecz skutecznej transformacji regionów węglowych.

Universities are one of the key actors within national and regional innovation systems. The nature of university-industry collaboration has changed during the last decades and it varies across countries and regions. Different factors determine the interaction among both organizations, from those related to the industrial structure of the territory to others related to institutional and legal frameworks. In this paper we aim at adding to the understanding of this process based on the comparison between two European regions, Apulia in Italy and Galicia in Spain. Our results show that a progressive transition from a separated to a more integrated approach has occurred at the relational framework affecting universities and industry in both regions. Public policies, particularly from the regional level, have been relevant for promoting university-industry collaboration in Galicia and Apulia. Nevertheless, there still remain cultural and institutional barriers, both from the academy and business sphere, which impede a closer and more fruitful interaction. Besides, the poor innovative culture of traditional industries which dominate in both regions, might affect university-industry interaction. However, an adjustment of the university offer in terms of research is also needed as we observe that collaboration is too much biased by the university scientific and departmental specialization and too little by local and regional industrial specialization.

The 2010 presidential election in Poland was held during the summer season when many voters were away from their place of residence. Data showing the numbers of visitors voting in particular districts were used to identify areas with high tourism intensity. Subsequent analysis showed a very strong concentration and polarization of tourism on the northern and southern margins of Poland and in several big cities.

Region is evaluated as a spatial unit which defines the economic-social structure and in which the planning processes like determining, implementing, managing and inspecting the regional development strategies and politics changing within the scope of paradigm changes are carried out. In Turkey, experience related to regional development politics goes back to the 1960s; it has been analysed to what extent regional planning and the concept of a region are affected by the changing processes which are experienced in economic and social structure, according to which criteria the borders for regional planning are determined and the role of these borders in the success of regional politics. According to the results, being unable to provide the interaction between regional planning and the meaning attributed to the concept of a region is the main factor in the non-occurrence of the success which has been aimed in regional development politics although regional planning and the concepts of a region are affected from the paradigm changes.

Research background: Given the pivotal role of innovations and technological progress in shaping the economic development of regions and the crucial significance of spatial dimension of innovation processes at the regional level, the assessment of technological convergence in the regional scope becomes an essential research problem. Technological convergence could be identified on the basis of the analysis of total factor productivity (TFP). The significance of the technological convergence analysis results from the fact that income convergence can be both accelerated or impeded, depending on whether the initial differences in the level of technology (TFP) decrease or increase over time. Purpose of the article: The aim of the paper is twofold. Firstly, we attempt to develop a theoretical framework for the analysis of the technological convergence. Secondly, we investigate the technological convergence (on the basis of the TFP analysis) across European regions. Methods: During the first stage of the research, we employ the multiplicatively-complete Färe-Primont index to calculate TFP. The second stage of the study includes estimation of spatial panel models applied to assess the level of technological convergence across European regions. The research sample consists of 273 NUTS 2 European Union (EU) regions over the period 2010? 2016. Findings & Value added: The results of the study confirm a clear division of Europe into the Western European regions with high TFP values and the Eastern European regions with low TFP level. The research also shows that in the Eastern European regions the process of reducing the differences in the productivity levels is faster than in Western European regions. Since the issue of technological convergence is still not sufficiently explored in the relevant literature our paper attempts to fill a cognitive and methodological gap in the investigation of the technological convergence in the European regional space.

The paper presents a brief review of twenty proposals for tourism regionalization of either a part of or the whole of Poland (or attempts to delimit the most attractive areas in terms of leisure), formulated between 1938 and 2012. It also analyses selected definitions of tourism regions and discusses the indicators which are proposed for the delimitation of tourism regions. Moreover, the paper attempts to indicate areas with the highest levels of tourism, in part modelled on Maria Mileska (1908-1988). It includes academic (precise) criteria for the designation of tourism regions. Some researchers’ comment that Mileska’s work is (partially) outmoded not so much from the methods employed as in the number of tourism regions and the areas covered. This should be regarded as understandable given that this regionalization was formulated at the beginning of the 1960s. Another important issue raised is the most recent tourism regionalization of Poland as prepared by Durydiwka.

Research background: The present study takes the regional economics perspective to explaining new firm registrations. It focuses on the driving role of unemployment rate in the process of new business formation. Purpose of the article: The main goal of the study is to investigate the effect of regional unemployment (next to other regional characteristics) on subsequent new business formation in Polish regions for the period 2003?2018. The research hypothesis assumes that a rise in unemployment rate has a positive effect on subsequent new business formation. The positive unemployment push effect is expected to be stronger in operational services. Methods: In order to verify the links between unemployment rates and entrepreneurship, panel data methods (fixed effect Driscoll-Kraay and p-VAR estimators) were applied. The analyses were performed at the industry level (manufacturing, construction, wholesale and retail, hotels and restaurants, and financial services) using regional annual data for the period 2003?2018. Findings & value added: This study provides further insight into the unemployment push hypothesis by distinguishing between industry sectors and by considering regional specificities in post-communist economies (e.g. Poland). The findings provide value for policy-makers regarding the selection of policy instruments intended to stimulate regional development through entrepreneurship in lagged areas.

W artykule dokonano analizy wykorzystania planowanych na lata 2007-2013 środków Unii Europejskiej w Polsce oraz pokazano zauważalne w Polsce efekty wykorzystania tych środków, co potwierdzają badania oraz hasło kampanii reklamowej: „Każdy korzysta nie każdy widzi”. Ponadto zaprezentowano możliwości, jakie stoją przed Polską i regionami w nowej perspektywie finansowej 2013-2020, w ramach której otrzymaliśmy 82,5 mld euro z unijnej polityki spójności.
The article analyses the utilisation of the European Union financial means planned for the years 2007-2013 in Poland and presents noticeable results of how those means were utilised in Poland, which is corroborated by the research and a slogan of an advertising campaign: "Everybody profits not everybody sees it". Furthermore, the possibilities for the country and its regions in the new 2013-2020 financial perspective, as part of which Poland received 82.5 bln euro from the European Union Cohesion Policy were presented.

Reintroduction of local government in 1990 was one of the main pillars of the post-socialist transformation in Poland. Municipalities assumed several tasks previously performed by the central administration and its territorial agencies. This paper presents the results of mass surveys conducted among Polish municipalities and compares the findings with similar surveys conducted almost 20 years earlier. The results prove that the learning process among representatives of local governments in Poland is regionally differentiated, and that the differences can be attributed to the historical trajectories of particular macro-regions of Poland.
