The objective of the present paper is to define the determinants and instruments associated with the information (hybrid) war between Russia and Ukraine. The paper focuses on measures taken by Russia, between 2013 and 2015, in relation to Ukraine. The paper does not aspire to discuss the issue comprehensively, but constitutes an attempt at outlining the problem, indicating determinants and characteristics of the information war (information war as an element of hybrid warfare). The consolidated Russian information space is subordinated to the interests of authorities and draws heavily from the tools characteristic for propaganda, frequently relying upon the Soviet model. In addition, this is done with the view of re-establishing the “Russian World” (Русский мир), which would be wholly subject to Russia’s political interests. Moreover, Russian propaganda goes hand in hand with military actions – a conventional conflict in South-Eastern Ukraine.

The phenomenon of corruption in Russia, shown in the historical perspective, is described here by changes of legislation in this matter throughout the ages. It is clearly seen that changes of legal regulation tried to penalize many new aspects of bribery and to increase of penalty. The attitude of the society, both Russian and Soviet, shows that legal regulations have been ignored not only by citizens, but also by the state’s officers. The scale of corruption now and damages it causes is an evidence that there is no effective system of protection against these crimes in Russia.

This process began after the resignation of Boris Yeltsin from the post of the President of the Russian Federation and it continues to the present day. The oligarchs have lost their influence on decisions in the country, and the control of the state authorities has been significantly expanded. This text is a recapitulation of causes and consequences of the events occurring between 2000 and 2012.

Russia’s unprovoked attack against Ukraine entails significant implications to Japan’s security and its surrounding environment. How is Japan responding to Russia’s use of force? What are the drivers of its responses? This case study examines official speeches by Japanese leaders and government senior officials, government announcements, opinion polls, and analyses by Japan experts to understand Tokyo’s perceptions and responses to Moscow’s military attack against Kiev. Seen from Tokyo, the invasion of Ukraine is not only an attack against the rules-based international order but also a manifestation of Japan’s security concerns regarding China’s growing military capabilities and closer Russia-China alignment, especially the potential use of military force to change the Indo-Pacific region’s power balance. This article also finds that Tokyo’s response to Russia-China alignment and the Ukraine invasion continues to be wedded to an approach is characterized by a mixture of engagement, resilience, and deterrence, aiming at both Russia and the growing Russia-China alignment.

Russia’s armed conflict with Ukraine, ongoing since 2014, has created conditions for Russia to revise the balance of power in Eastern Europe, and even the international order established after the Cold War. The aim of this article is firstly to show Ukraine, in a highly synthetic way, as a state at a crossroads but simultaneously a key state in terms of Russia’s interests in the post-Soviet area, then the motives for Russia’s redrawing the post-Cold War international order, taking into account the location and role of Ukraine. The article merely indicates the problem of research, and does not claim the right to comprehensively cover the issue in question.

Opis:
This article presents a short history of the origin and creation of the Almanac “Women and Russia,” which began as a samizdat underground publication devoted to the problem of women and childrearing in the USSR. The idea for creating such an Almanac originated in the mid 1970s in the Leningrad circle of ‘unofficial culture’, at the initiative of the artist Tatyana Mamonova, religious philosopher Tatyana Goricheva, and the women author Natasha Malachovska. The women writers featured in the first edition of the Almanac addressed not only questions about the social conditions prevailing in the USSR, but above all exposed the consequences for women living and functioning in a patriarchal social order, and ironically one where all the questions concerning ‘women’s rights’ were deemed to have been resolved in a progressive fashion much earlier. Not only is the substance of the Almanac important, but the circumstances surrounding its publication and the subsequent consequences related to its publishing also reveal the state of the ‘women’s movement’ in the USSR of that time. These include the reactions of the representatives of the dissident culture, the interventions of the security apparatus and the attendant repression of the women activists and its effect on their lives, and the support of feminist organizations from abroad. Each of the afore-mentioned reactions and consequences became an element of and shaped the everyday lives of the activists involved in the creation of the Almanac. The events related in this work confirm the opinion of those researchers who consider that the publication of the Almanac marked the beginning of the resurrection of the feminist movement in Russia.

The importance of agriculture in the Russian economy is relatively small, which is a characteristic feature of developed economies (about 4% of GDP). However, agriculture represents a significant share in the structure of the employed – 9.2%. The use of agriculture as self-sufficiency food has become essential after the embargo imposed on imported products. Russia as a country has a large area of land. The surface of used agricultural land after a fall in the nineties has stabilised at a level of 800 thous. km2. At the same time intensified agricultural production has resulted in increased performance and larger crops. Due to the progression of technology there is an opportunity for the development of agriculture in Russia.
Znaczenie rolnictwa w rosyjskiej gospodarce jest relatywnie niewielkie, co jest cechą charakterystyczną dla rozwiniętych gospodarek (około 4% PKB). Stanowi jednak istotny udział w strukturze zatrudnionych – 9,2%. Wykorzystanie rolnictwa jako czynnika samowystarczalności żywnościowej stało się istotne w momencie wprowadzenia embarga na produkty importowane. Rosja dysponuje ogromnym areałem gruntów. Powierzchnia wykorzystywanych gruntów rolnych, po spadkach w latach 90. XX wieku, ustabilizowała się na poziomie 800 tys. km2. Jednocześnie zintensyfikowana produkcja rolna zaskutkowała zwiększeniem wydajności oraz większymi zbiorami. Duży potencjał gruntów, jak również postępujący rozwój technologiczny są szansą dla rozwoju rolnictwa w Rosji.

This paper examines the misperceptions about the Russian-Chechen conflicts, trends of which can be observed in the Western media and academia. The first section investigates issues related to Islamic fundamentalism in Chechnya, while the second section looks into discussion about the roots of the conflict. The third section is devoted to the issue of brutality - the most debated topic in the Western media. I argue that an overarching misperception about the Chechen conflict was caused not only by Russian propaganda, but also by the inherent attitude prevailing in the West. This attitude should be understood in the framework of Orientalism as was explained by Edward Said.

The article describes legal regulations concerning death penalty in Russia from 1398 to 2008. The analysis shows that the death penalty was commonly present in Russian legal acts. The article describes the evolution of the range of death penalty. It was used not only against crimes like homicide, but also against political crimes. It was an instrument in political fight and in repressive criminal policy. The article shows also the means of execution of capital punishment. Throughout the ages it was executed in a very brutal way, to make it painful for the executed person. The death penalty in Russia should not be analyzed only in historical perspective, because it still exists in present criminal code of Russian Federation.

The article presents the development of the organized crime in Russia. The author has identified four stages of the evolution: period before the Bolshevik Revolution in 1917, then years 1917–1945, years 1945–1991 and finally period starting from 1991. She presents an opinion that the political events in each of these periods had big influence on shape of this kind of crime. The important role is connected with years before the October Revolution, because in this period the organized crime has emerged. The post – revolution period was also important, because in the first years after revolution gangs – so called „vory v zakonie” had good opportunities to develop. The real bloom of the organized crime took place after World War II, when the professional crime was replaced by the organized one. The reason for this evolution was the inefficiency of centralized economy, not limited power of the communist party apparatus and the mobility of criminals. After 1991 strong tights between business, politics and crime were established. This process made some of people very rich (illegally), but then their properties were legalized and the ruling class was corrupted. This process had great influence on emerging the new form of organized crime – the mafia. The article shows that present criminal situation in Russia is a result of many historical events, complex social processes and complicated relations between citizens and government.

In its 2014 military doctrine, Russia defines the world as an unstable environment that is not able to provide sufficient security to Russia. In these terms, Russia looks to its large military force that would be able to protect the Russian vital sphere of interests, which supposedly also includes Estonia, Latvia and Lithuania. Thus, Russia strives to re-establish the control in its vital sphere of interests and the 2014 doctrine reveals the intent of it. However, the steady development of military capabilities, strong political will to defend the sovereignty along with the principle of collective defence has made the Baltic States strong enough to withstand security challenges caused by its Eastern neighbour, The Russian Federation. As a result, although the confrontation of interests in the Baltic region remains persistent, the probability of Russian direct military aggression against the Baltic States will stay low up to 2020.

The objective of this research is to assess the defence partnership of Russia and China after the Cold War period. This study analyses the military cooperation and strategic relation of Russia and China in the post-Cold War period. Further, the article highlights the main contradicting areas between the United States of America (USA) and the Russia-China alliance in international politics. It also elucidates the Russia-China relationship across the diplomatic paradigm and economic aspects in the global economic system. China’s flagship economic New Silk Road Initiative is a challenging concept for the US on land and maritime across the world. Thus, the study uses the research question: how do China and Russia compete with the US challenges in the new world order? The qualitative comparative method is used to investigate answers to the research questions and objectives of this study. This article attempts to use an analytical framework to describe the countries’ vision for joint development in the area of security issues. Russia and China have deep military cooperation and commit to working together against the US domination in the Asia Pacific and other parts of the world. In a conclusion it is stated that Russia and China have been accelerating bilateral military cooperation in a positive direction, which is a success story between both countries, and the US is facing stiff competition in Asia as well as in the Asia Pacific Region (APR).

The paper analyses the ongoing Russo-Ukrainian confl ict from the point of view of the struggle for remembrance and identity between two post-Soviet states. Will the war of the brotherly nations wreck Russia’s long-term policy towards Ukraine? Will the confl ict ruin Russia’s plans of post-Soviet space reintegration whose pivot is set on Ukraine? Will the war stimulate Ukraine to deal with the issue of its identity, post-Soviet legacy and collective memory? Ukrainian crisis is also a challenge for the transformation of Ukraine’s political system. The relations between Ukraine and Russia are extremely complex as they are built on a shared history, religion, language and culture and they should not be gauged with Western standards. Evaluating the current situation from a broader perspective, the fact that Ukraine plays a signifi cant role in Russia’s foreign policy needs to be emphasised. Ukraine is considered as the key post-Soviet state, a significant ‘near abroad’ country whose position, potential and geopolitical location are vital for the balance of power in both Eastern Europe and Europe in general.

The author is analyzing the policy of Germany towards Russia after the year 1991 and the efforts of the German side to keep the best relations with Moscow. The apogee in this respect was the government of Gerhard Schröder (SPD). The taking over of the go vernment by Angela Merkel (CDU) in 2005 slightly changed the assumptions of the German policy towards Russia, because the pro-Russian SPD was still part of the ruling coalition. In the years between 2009 and 2013, when the ruling coalition consisted of the CDU/CSU and the FDP, Germany-Russia relations worsened because of the aggressive policy of Moscow. It was even spoken of an “ice age” in these relationships, which in the author’s opinion was considerable exaggeration. The foundation of a new Great Coalition (of the CDU and the SPD) makes us suppose, that the policy of Berlin towards Moscow is going to be more lenient, than in the past years.

U.S. foreign policy towards Russia is of the utmost importance for the national security of the countries on the NATO eastern flank. Grand strategies are among the analytical concepts for classification and analysis of U.S. actions in the international arena. This paper uses grand strategy classification framework to classify and analyse U.S. strategy towards Russia from 2001 to 2017. 36 speeches about Russia by U.S. Presidents George Bush and Barack Obama and Vice President Joe Biden from 2001 to 2017 were used in content analysis. U.S. grand strategy classification framework was used as the tool for coding and classifying different foreign policy elements within these speeches to identify different approaches towards Russia. The content analysis allowed to identify nine stages in U.S. policy towards Russia from 2001 to 2017. The most significant shift during this period was in 2014 when after Russia’s aggression in Ukraine U.S. strategy towards Russia shifted from liberal internationalism towards primacy. Ideas of liberal internationalist and increasingly primacist grand strategies do influence U.S. foreign policy towards Russia. The grand strategy classification framework offers a valuable tool for analyzing, classifying and identifying different foreign policy stages in U.S foreign policy towards Russia.

With the annexation of the Crimea by Russia in spring 2014, a new strategic situation in Europe occurs. Both a deep going geopolitical and a value confl ict is now determine the relations between the West (EU, NATO including the Ukraine) and Russia. Germany was faced with the failure of its policy of strategic partnership with Russia since the year 2000. Unfortunately, a critical examination of the errors of this policy since the chancellorship of Gerhard Schröder does not take place until now. The German political elite is still on the way to a new strategic concept to deal with the new situation, fluctuating between value-based policy and Realpolitik. However, the public opinion in Germany about Russian policy is getting more critical. Finally, the contribution analyses the actual challenges for the future of German policy towards Russia and try to describe the possible scenarios.

The aim of this article is to describe and critically assess the main contentious issues in Sino-Russian relations and to explain how they affect the development of this relationship. First of all, the article examines the attitudes of China and Russia towards their relationship in the context of the changing distribution of power and increasing competition in Central Asia. Secondly, the influence of the collectively understood West on the dynamics of the Sino-Russian partnership is analyzed, with particular emphasis on the role of the United States. These applications are supplemented with an assessment of regional perception of relations in the Asia-Pacific region and a study of trade between two parties. The author does not limit himself to one methodological approach, drawing from the Balance of Threat Theory, the concept of security dilemma and analyzing political discourse and structure of bilateral trade. The results of the analysis indicate the existence of relatively permanent and significant barriers, suggesting that the Sino-Russian relations will not reach a higher level of intensity than is the case at present. The current form of cooperation enables both parties to pursue common interests without risking an assertive reaction from the United States. Only sudden and far-reaching changes, harmful to both countries, have a chance to bring about a convergence of China’s and Russia’s interests sufficient to create a fully operational alliance.

The point of this article is to show Belarus selections between the eastern neighbor (Russia) and the West. This refers aspects functioning of the country such as economy, politics, military (security) or national identity. Being under the influence of Western civilization and largely Russian-Orthodox civilization, Belarus has difficulty to make clear choices. According to the „multi-sector” policy, for Belarus Russia is an important strategic partner but also individual western countries are too (Belarus depends mainly on cooperation in the economic sphere). The analysis of Belarusian politics shows that it turns to the Eastern direction, that is Russia: the most refers to the military (security), political-economic and cultural spheres. It can be observed large Russian influences (Belarusians still prefer the Russian language). Cooperation with the West is seen most often in the economic sphere, financial help, awarding grants whether project realization. On the other hand, cultural and political influences are perceived as interference in the internal affairs of the country and negatively evaluated by the current authorities. It is unlikely that the direction of cooperation will change during the current president’s government.

The article presents the issue of Polish citizens’ travels to Russia. The introduction outlines the most important features of the current situation in the Russian tourist market, including its potential and problems ‘inherited’ after the former political system. In this context, the article analyses the tourist movement from Poland, while considering factors that favour or hamper its development. The article has been based on the analysis of statistical data (from research projects conducted by the Institute of Tourism and the corresponding institutions in Russia), as well as the author’s own experiences. It adds to the current state of knowledge – particularly by adding the practical conclusions, which in the future can be put to practice in order to improve the Polish-Russian cooperation in the field of tourism.

RESEARCH OBJECTIVE: The purpose of the article is to investigate the problem of success/failure of the complex process of secularization in Russia in the context of historical developments, especially the Reformation(s), and to propose a new conceptualization of the field of research. Within the scope of investigation, secularization is understood as the process of incessant production of knowledge that leads to progressive differentiation and distinction of various aspects of society on the level of macrostructures. THE RESEARCH PROBLEM AND METHODS: There is a need to assess anew the linkage between the Reformation(s) as a prolonged process of questioning of all cultural formations (epistemes) and the particular historical settings in which they manifested themselves. According to model advanced by Bruno Latour, it can be said that Reformation(s) redefined the procedure of attaining knowledge by breaking the logic of procession and instituting the logic of network. Secularization became one of the key modules of reconstituting the knowledge/power relation within different epistemes. Russia has often been perceived as immutable and culturally mute entity “unto itself,” untouched by modernity, separate from the dominant Western episteme. This article presents a cognitivist perspective, based on the model of a double helix. It assumes the legitimacy of different narrations of modernity, which may differ in terms of practices of translation, but are still the active actors of the dynamic process of modern continuity and change, as exemplified by trajectories of Reformation(s). THE PROCESS OF ARGUMENTATION: First, the article defines the scope of investigation of secularization as the production of knowledge. Then it assesses where and how the “secular parable,” whose agent was Reformation(s), performed on large discursive fields of modernity – including its problematic relationship with the theory of modernization. Subsequently, the model of a double helix is presented as a heuristic tool for understanding the way by which the translation of Russia within the framework of modernity has taken place. Alternative models, like Enlightenment, Euroasianism (Gumilev, Dugin) are discussed within the context of the notion of altermodernity, as formulated by Nicolas Bourriaud. Then, the article assesses, in what way secularization in Russia, understood as a “cultural program” (S.N. Eisenstadt) had formed, over centuries, a heterogeneous text, responding to various temporalities. RESEARCH RESULTS: The result is a proposal of a new conceptualization of the field of research as an interdisciplinary reading of mutuality of relations between Russia and secularization as a continuous translation of the structures of thought and knowledge of modernity in the contextual, historically grounded praxis of power/knowledge dynamics. CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: Taking a cue from Polanyi’s “personal knowledge,” the research has aimed at depicting a new cognitive perspective that seriously takes into consideration the interdisciplinarity of knowledge. Research on secularization and research on Russia tend to form two different spheres of scholarly activities, often weighted down by stereotypes. The stereotype about secularization is that it refers mainly to decreasing the religious aspect of social life, which development is associated with the emergence of modernity. As for Russia, the stereotype is that it does not participate in modernity at all. The article proposes a more productive way of relating Russia and secularization as a process of translating dispositifs of modernity in a contextual manner, that takes into consideration political dispositions, cultural traits, institutional practices and discontinuities of social development.

In 2006 Dimitry Trenin stated that Russia left the West and began to work on creation of her own sphere on influence. The area of Russian activity in particular was the post-Soviet zone where Moscow wanted to rebuild their dominant position. Sergey Karaganow added: “Moscow has realized that she neither wants to nor she can afford to integrate with the West on the conditions proposed by the West – the type of integration without the right of veto”38. Alexander Dugin, an Euro-Asian ideologist claimed: “We proved that we did not give a damn about NATO and we were not afraid of it. We have the nuclear weapon and we are ready to use it. Russia crossed the line from which she can not withdraw anymore. This is a course for the revival of Russian sovereignty and the position of regional power – in practice, not just in words”39. The above quotations reflect the Russian attitude to the NATO and show the role of this organization for Russia. Undoubtedly, the Alliance is perceived by Russia as a threat and a rival. The reasons of such perception are primarily the Alliance’s claims to play the role of a “guardian” of global peace, attempts to interfere in the area recognized by Russia as her sphere of influence, strengthening the position of NATO in Eastern Europe and project of development new defence technologies such as missile defence. Since the 90s Russia consistently has been trying to undermine the importance of NATO and to put it into the frame of international structures of security governance. In 2010 minister Sergey Lavrov argued that NATO is a relic of a bygone era and should be subjugated to the principles of the UN Security Council.

Both in the Polish and Russian language the term ‘nation’ is understood in a slightly different way than the English word ‘nation’. It is understood not only in cultural but also political terms, and in numerous contexts it is used to denote ‘the people’ or an ‘ethnic nation/ethnos’. Thus, when we use words ‘nation, nationality, narodnost’, sometimes only the context makes it possible to decide whether we mean the nation, nation or ethnos. However, this lack of clear distinction in the colloquial discourse should not make one conclude that there are not fully shaped nations in Poland and Russia. It is just that the colloquial discourse fails to notice these vague distinctions. In the scientific discourse in both countries, these differentiations have been precisely defined and used for a long time.

The author agrees with the interpretation of the notion “occasional import” given by the Customs Service. At the same time he claims that the attitude, according to which any import made in connection with a journey is an “occasional import”, is not legitimate. Moreover, he believes that the Customs Service has no powers that would allow it to independently adopt rigid and general criteria to classify journeys as “occasional” or “non‑occasional”. Hence, the instructions from the Customs Service cannot be a legally effective tool for defining the character of imports.

The review demonstrates that the book fulfilled its aims. Nowe szaty króla? Konstruowanie i rekonstruowanie tradycji etnicznych we współczesnej BuriacjiTekst jest recenzją książki Ewy Nowickiej. Autorka książki pokazuje, w jaki sposób elity polityczne i społeczne rosyjskiej Buriacji próbują konstruować lub rekonstruować tożsamość etniczną, definiowaną jako tożsamość buriacka. W recenzji zwrócono uwagę na wnikliwą analizę omawianej problematyki, co sprawiło, że cel autorki został osiągnięty.

Martín Ramírez is a Spanish scientist, Director of the Nebrija-Santander Chair on Risk and Conflict Management, Fellow of the WAAS, Chair of the Spanish Pugwash and President of CICA International – International Conferences of Conflict and Aggression. He studied Medicine, Humanities, and Law, obtaining a PhD degree in Medicine and Surgery (Neurosciences), and in Philosophy (Education) as well as three Diplomas, and a Master in National Defense at the Spanish CESEDEN. The objective of the present paper is an attempt at viewing the European Neighbourhood Policy, and especially the Eastern Partnership, from the EU’s standpoint and from the international perspective as well. The situation in the EU’s eastern neighbourhood (Russia-Ukraine war) drives EU decision-makers to focus merely on stabilisation and de facto stagnation. The decision-makers are not willing to undertake decisive actions towards a change in relations with the countries of Eastern Europe and the South Caucasus. The paper will also consider the following research questions: Will the lack of clear EU membership perspective (even a remote one) for countries such as Ukraine, Moldova, lead to the opportunity for a change of their situation to be forfeit? Will Russia-Ukraine conflict (and Russia-the West conflict in a broad sense) result in the EU being pushed out of the region and enable Russia to reintegrate the post-Soviet space? Was the recent 2015 Eastern Partnership Summit in Riga the beginning of the end of the policy? The paper does not attempt a comprehensive discussion of the issue, but constitutes an outline of particular problems which the EU and Eastern Partnership are faced with.

The aim of the publication is to analyze Turkey’s reaction to Russia’s aggression towards Ukraine. The research will first identify the following independent variables which determine Turkey’s response to Russia’s aggression against Ukraine: the geostrategic importance of the Black Sea, the multidimensional cooperation between Turkey and Ukraine, the interdependence of Turkey and Russia, and the economic crisis in Turkey. Secondly, the strategy of the analyzed reaction will be discussed together with the justification for its choice. Third, the diplomatic, political, military, and humanitarian actions undertaken by Turkey in response to the war in Ukraine will be analyzed. A methodological assumption has been made, with which Turkey’s reaction to Russia’s aggression against Ukraine (the dependent variable) is conditioned by independent variables functioning simultaneously on two levels: the international system and the domestic system. Four research hypotheses will be verified in the article.
Celem publikacji jest analiza reakcji Turcji na agresję Rosji w Ukrainie. W ramach badań, po pierwsze, zidentyfikowane zostaną następujące zmienne niezależne warunkujące reakcję Turcji na agresję Rosji w Ukrainie: geostrategiczne znaczenie Morza Czarnego, wielowymiarowa współpraca Turcji z Ukrainą, współzależność Turcji i Rosji, kryzys gospodarczy w Turcji. Po drugie, omówiona zostanie strategia owej reakcji wraz z uzasadnieniem jej wyboru. Po trzecie, przeanalizowane zostaną działania dyplomatyczno- polityczne, militarne i humanitarne podejmowane przez Turcję w odpowiedzi na wojnę w Ukrainie. Przyjęto założenie metodologiczne, zgodnie z którym reakcja Turcji na agresję Rosji w Ukrainie (zmienna zależna) warunkowana jest przez zmienne niezależne funkcjonujące jednocześnie na dwóch poziomach: systemu międzynarodowego i wewnątrzpaństwowego. W artykule weryfikacji poddane zostaną cztery hipotezy badawcze.

The concept of ‘soul’ has for ages been a widespread and central category in the Russian national tradition, one through which the Russians seek to express their way of feeling and of comprehending their own community, territory, sense of existence, place and mission in the world. Thus, Russia is often treated as the ‘soul of the world,’ whereas her central power – actual (real) or potential (expected) – as the ‘soul of Russia.’ One of the consequences of the transformation over the last few centuries, symbolised by the name of Peter I, has been the emergence and rise of the Russian intelligentsia, perceived there, and perceiving itself, as at once an intellectual, cultural, ethical, social, political, ideological, historiosophical, and even quasi-sacral formation. In many ideas of the representatives of the Russian educated class the motif of ‘Russia’s soul,’ capable of reviving, revitalising and of transforming the existing reality, is associated namely with the intelligentsia. It is possible to find in them – even in those programmatically antisystemic and radically occidental – a whole array of features, structures and content typical of the Russian mental-cultural system, together with ways of perceiving, conceptualizing and problematizing the world – such that is, paradoxically, shared with the ideologies and supporters of the existing social order.

W artykule przeprowadzono analizę rynku odbiorców i dostawców węgla energetycznego do Polski z Rosji i Kazachstanu w latach 2009-2011. Porównano oferty cenowe głównych krajowych producentów węgla (Katowicki Węgiel SA, Katowicki Holding Węglowy SA i Lubelski Węgiel Bogdanka SA) oraz węgli importowanych. Wzięto pod uwagę miały oraz sortymenty grube i średnie. W latach 2009-2011 oferty cenowe importowanego surowca były niższe od ofert cenowych węgli krajowych (miały - nawet o około 5 zł/GJ, sortymenty grube i średnie - nawet o około 9 zł/GJ). Wśród importerów węgla wyróżniono kilka grup. Wyszczególniono mi?dzy innymi spółki handlowe reprezentujące producentów węgla z krajów WNP (Rosja - SUEK i KTK, Kazachstan - Shubarkol Komir), polskie spółki zajmujące się handlem międzynarodowym (np. spółki grupy Węglokoks SA) oraz dużych importerów sprowadzających rocznie powyżej 1 mln ton węgla (np. Barter SA oraz Krex Sp. z o.o. i Energo Sp. z o.o.). Omówiono różnice pomiędzy taryfami kolejowymi obowiązującymi w Polsce oraz w krajach WNP. W krajach WNP koszty transportu kolejowego składają się z taryfy kolejowej państw uczestniczących w przewozach towaru oraz z kosztów korzystania z wagonów kolejowych. Po wprowadzeniu tzw. taryfy unifikowanej (od 01.01.2013 r.) koszty przewozu węgla z Rosji lub Kazachstanu przez przejścia polsko-białoruskie mogą wynieść 58-65 USD/tonę.
This paper provides a market analysis of steam coal purchases and supplies from Russia and Kazakhstan to Poland in the years 2009–2011. The analysis compares imports (into Poland) of steam coal with offers from Poland’s main, domestic hard coal producers, e.g. Kompania Weglowa SA, Katowicki Holding Weglowy SA, and Lubelski Wegiel Bogdanka SA. The comparison takes into account the following hard coal sizes: coal fines, coarse, and middle grades. In the years 2009–2011, imported hard coal prices were lower than domestic prices (coal fines by as much as 5 PLN/GJ, and coarse and middle grades by as much as 9 PLN/GJ). Among the steam coal importers, two categories are specified. One is the commercial companies representing hard coal producers from CIS countries (from Russia – SUEK and KTK, from Kazakhstan – Shubarkol Komir). The other is the Polish companies involved in foreign trade (e.g. Weglokoks SA) and the Polish companies which independently import more than 1 Mt of hard coal (e.g. Barter Co., Krex PLC and Energo PLC). The paper describes the differences between Polish rail tariffs and CIS countries’ rail tariffs. In the CIS countries, the costs of railway transport consist of two elements – first the rail freight tariffs, and second the cost of using rail cars. After the implementation of so called unified rail tariffs from 1 January 2013, the transportation costs of coal from Russia and Kazakhstan through the Polish/ /Belarusian frontier crossings could be 58–65 USD/ton of coal.

The article focuses on the reception of literary works by James Arthur Baldwin (1924-1987) in the West and in Russia. This classic of American literature showed himself to contemporary readers not only as a gifted prose writer, playwright and feature writer, but also as a radical social activist committed to the fight against American racism. The book Giovanni ’s Room, ranking among the golden hundred of the world literature of the second half of the 20th century, is regarded as the first American novel featuring homosexual love and an important voice in the fight against homophobia. Baldwin proves that we are slaves to the culture the main character, David, is a victim of.

Since the fall of the USSR, Russia has been trying to improve its position in the Korean Peninsula. In the 1990s this ended in almost total failure. Only in the 2000s did one see an improvement in Russia’s position: Moscow was able to balance its position in the Peninsula, achieve good relations with both Koreas and was invited to Six-Party Talks. Unfortunately, these beneficial circumstances did not last long. Since then Russia has been a rather non- active international player in the Peninsula, which has usually been bound up to Chinese actions. Hence, despite the ups and downs, Russia’s position since 1991 has been quite constant – that of a secondary great power in Korea.

The article is devoted to spirituality as an actual category of the scientific and cultural paradigm of the 20th century, spirituality is qualified as an “eternal theme”. The author emphasizes the “fuzziness of the theme,” speaks about the complexity of its definition, as well of ambigious understanding in various socio-historical periods. Spirituality as an eternal topic of fiction is discussed on the example of the novel by Evgenе Vodolazkin Lavr. Lavr – is a hagiographic novel, which describes the life and spiritual path of the doctor in Medieval Russia. The author emphasizes the actuality of the novel Lavr for modern Russia.

The article analyses the recent developments of the relationship between Russian minority in Estonia and its host state. It gives a theoretical background on the minority issue in the triangle of “kin-state/ minority/ hoststate”. In Estonia, the principle of Restitution governed the emergence of the Estonian policies. By the end of the 1990s the elites realized that the course towards the integration of the non-Estonian minority should be taken. The mood in the society can be traced from the mostly exclusive citizenship and language policies towards more inclusive course on integration. The author states that after the events of 2014, the attitudes towards the Russian minority were mixed, with some signs of radicalization, but overall there were attempts to include the minority more in the life of the country.

Experts on information competition between Russia and Western countries are convinced that president Vladimir Putin plans a war against the West as a long-term operation. It is directed on two fronts: internal and the more effective external one. Both can be developed in every country of the World; the opponent may be a compatriot but the ally may be a foreigner. Fortunately, in the West the effectiveness of these operations is lower. Confrontation with the West the Kremlin has many advantages: parental and controlled informational space, technical implements, huge experience based on expert knowledge, likewise a longstanding practice in conducting informational operations. Those actions are strongly concentrated and there are widely used digital platforms and also, they popularise the contents in harmony with Russian Federation politics. Their aim is not only forming internal and external public opinion properly and in line with the Kremlin’s interests, because as the annexation of Crimea has demonstrated that their aim is construction of a new reality of the world. Paradoxically, in the Russian Federation’s policy, media freedom and political pluralism are considered as a weakness of the West. Many communities which have different benefits are sensitive to the Kremlin’ s propaganda.

The purpose of this article is to present the genesis of the Chechen-Russian conflict, including the genocide of Chechens. The analysis explains how the aggressive actions of the Russian authorities were supposed to deal with “the strongest and most dangerous nation” of the Caucasus, in order to subjugate this region. Russian behaviour proves that their priority over the centuries was not an assimilation of Chechens and the peaceful solution of the conflict, but rather an “imperial” dimension of the strife, or to be exact, the ultimate conquest of the Caucasus, even if it would mean the extermination of the Chechen nation.

The subject of my interest is to present the most important determinants of relations between the Russian Federation and Israel. The main purpose of this paper is to describe the current state of affairs in mutual contacts and their importance for international security. In addition, it will be important to try to answer the question of whether Russia will continue to play an important role as an economic and political partner of Israel in the near future, in the face of the gradual containment of the Syrian conflict. At the beginning, I intend to refer to the history of relations of both countries, dating back to the time of the existence of the Union of Soviet Socialist Republics and the breaking of diplomatic relations after the Six-Day War in June 1967. In the following part of the discussion, I present the relations of both entities immediately after the collapse of the Soviet empire and coming to power of Vladimir Putin, who from the beginning of his term in office has sought to significantly improve contacts with Israel. Then, I raise the problem of Moscow-Tel Aviv contacts after Benjamin Netanyahu took over as prime minister again and after the Arab Spring, which implied the conflict in Syria, during which Russia and Israel established cooperation. It will also be important to trace the attitude of the authorities in Tel Aviv to the annexation of Crimea and the war in eastern Ukraine. I would also like to refer to the relationship of both entities on the historical and cultural level, as well as on the economic and military level. In the summary, I highlight future perspectives and try to determine whether the current relations of both countries will intensify in the face of the end of war in Syria, and whether we can observe a close alliance of both countries now and in the future, or a limited partnership, determined by the need to implement real policy in the world.

Migration is a mass phenomenon of our time, a permanent phenomenon which takes many forms, affects all continents and all countries. This phenomenon is one of the most important social and international issues of the modern world. In this context, the Russian Federation is not free from problems arising from migration processes. Migration policy of the Russian Federation is a very important part of that country’s geopolitical game. Location Russia between the European Union and China creates considerable scope to influence the shape of migration processes not only regional but also global. Russia has become a country of immigration. There are two very important aspects in the migration policy of Russia: the internal and external aspects. The internal aspect relates to such phenomena as the fight against the demographic crisis and related deficits in the labor market, national and religious revival of ethnic groups living in Russia, the low level of social integration of immigrants. In terms of external migration policy is treated as an instrument of pressure on the countries of the former Soviet Union, a way of shaping relations with China and the element of national security. Russian migration policy is an active instrument for solving problems within the country, as well as a very important foreign policy wizard. Pejorative side of this policy is that it is planned from above, without taking into account the needs and nature of various Russian regions.

Since the beginning of the conflict in Syria, the Russian Federation has had a role of great importance. Even it is considered sometimes controversial, given that the Russian Federation at the beginning of the conflict has blocked some drafts of resolutions to the conflict preventing, especially that Western powers acted in Syria. Later, with the worsening of the conflict added to the migratory crisis and the establishment of the Islamic state in Syria, the Russian government decides to act incisively in Syria to slow down migration and grounded in the narrative of the "war on terror ". Thus, it can be questioned whether this attempt to bring the narrative of "war on terror" seemed an experiment to test a coalition with the US, with a view to approach history of these two actors previously under the umbrella of terrorism, or even a movement of Russian foreign policy to show that the post-Cold War moment no longer exists, and that this is not a time to see Russia as a defeated country anymore, but a US nemesis.

The paper focuses on the origins, organizational structure and operations of corporate groups in Russia and their role in the economy. Corporate groups began to emerge and develop in Russia in the early 1990s in the wake of the privatization of state-owned enterprises, the author says. Their development was influenced by the so-called “loans for shares” program and a financial crisis in 1998. Most of Russia’s corporations have developed through either vertical or horizontal integration, and they also emerged in the form of conglomerates. Most corporations operate in industries such as oil, gas, chemicals, petrochemicals, power, metallurgy, steel and machinery. Characteristically, there are specific financial and interpersonal ties between representatives of individual companies within each group, Fiedorczuk says. In most Russian corporate groups, the main owners are oligarchs, or wealthy businessmen with an extensive network of political connections. Corporations play an important role in Russia’s economic, political and social life, the author notes. But they are also under heavy pressure from the country’s political authorities. As in other developing countries, corporate groups in Russia outperform single businesses in terms of financial and economic indicators. Overall, corporations may be an optimal response to market and government failures in a process of economic transition, Fiedorczuk concludes.

The article looks at the initiatives in the OBOR framework, but also more broadly into the relationship between Russia and China and the identities of both states. The immediate factors encourage the present state of friendly rapprochement. At the same time, there is something missing for the deeper relationship, which could last. OBOR is declaratively endorsed by Russia, but it is also seen as a competitive project for influence in the region, especially in Central Asia. The article looks into similarities in Russian and Chinese values, such as securitisation of democracy and juxtaposition to the West, but also brings up the differences such as the attitudes to religion, work ethics, tactics in foreign policy. The conclusion is that China and Russia are rather competitors in the region than stategic allies.

This paper examines Pan-Mongolism, a socio-cultural and political phenomenon negatively perceived from the outset. This notwithstanding, Pan-Mongolism occupied a special place in ethnic Buryatia. Its development was strongly influenced by the Buryat national movement in the early twentieth century that pursued national autonomy as its major goal. To a great extent the development of Pan-Mongolism was intensified by the foreign policy interests of Russia in Asia, particularly, in Tibet, and by the religious, diplomatic and public activity of Dalai Lama 13th mentor Agvan Dorzhiev, a proponent of a “great Buddhist confederation” that ensured positive attitude of the principal hierarch of Buddhism toward Russia. External factors that contributed to the emergence of the idea of national-cultural autonomy and “cultural Pan-Mongolism” in the period when various political groups and autonomist scenarios shaped played an important role in the evolution of Pan-Mongolism. All this led to the fact that “cultural Pan-Mongolism” became a catalyst of development of humanitarian knowledge, a basic element of the further construction of national state of the Mongols. In the process of discussion Pan-Mongolism went beyond the Buryat area and started to ripen as a Pan-Mongolian movement that gradually grew into Pan-Mongolist ideology.

Handel surowcami energetycznymi co najmniej od czasu pierwszego kryzysu naftowego w 1973 roku, kiedy to państwa OPEC zdecydowały się na embargo na eksport ropy m.in. do Stanów Zjednoczonych, jest traktowany jako ważne narzędzie nie tylko interesów ekonomicznych państw, ale także politycznych. O ile początkowo zagrożenie dla światowego bezpieczeństwa energetycznego było związane z obawą przed wstrzymaniem dostaw ropy naftowej, o tyle w pierwszej dekadzie XX wieku w Europie coraz ważniejszą rolę polityczną zaczęto przypisywać handlowi gazem ziemnym. Do kluczowych uwarunkowań uzasadniających analizę handlu „błękitnym paliwem” z perspektywy geopolitycznej, która w istotny sposób modyfikuje czysto rynkowy aspekt handlu gazem, należy wymienić przede wszystkim wzrastające zapotrzebowanie na gaz przy ograniczonej ilości złóż i ich geograficznej koncentracji; wzrastające znaczenie tego surowca w gospodarce, w tym w energetyce; specyfika transportu i relacji dostawca-odbiorca; siła największych koncernów.
The trade of energy resources is treated as an important tool, not only considering economic, but also political interests. It has been seen as such at least from the times of the first oil crisis in 1973, when the OPEC countries decided to introduce an embargo on the oil export, a.o. to the United States. At the beginning the threat to the world energetic security was connected with the limitation of the oil supply, but in the first decade of the 21st century the trade in shale gas rose in political importance. The purely economic aspects of the “blue fuel” trade are largely modified by the geopolitical perspective. The basic factors within its scope are: the growing gas demand, accompanied by the limited number of fields and their geographical concentration, the rising importance of this fuel in the economy, especially energetic economy, the specificity of the transport and the sender-recipient relation, the power of the biggest concerns.

The aim of this article is to present the activites undertaken by Alexandra Kollontai during her stay in Sweden in 1914. Alexandra was a famous socialist activist at the time, and as a consequence of her activity had to flee Russia in 1908. For the following eight years, she remained in exile. She traveled throughout Europe, but collaborated most closely the with German Social Democrats party. After the I World War began, Kollontai – along with her son, Michael – was arrested. Thanks to an intervention of influential German politicians, both of them were released from jail. Shaken, she broke up her ties with the German socialist movement. Alone, Kollontai traveled to Sweden in September 1914, and moved for good to Stockholm. During the sojourn in Sweden, Kollontai was in touch with one of the most prominent local socialist activists, Hjalmar Branting, and took an active part in the Swedish socialist movement. During her short-term stay in Norway, Kollontai was not formally a supporter of the Bolshevik proposition, but she still wrote letters to Lenin. She also had a love affair with a Bolshevik comrade, Alexander Shliapnikov. The Swedish police arrested Kollontai for participation in anti-military propaganda activities. She was exiled from the country in November 1914, to Copenhagen. Also there, Kollontai managed to establish close relationship with the Bolsheviks. Hereafter, she has played a crucial role in the re-opening of the northern smuggling route.

Celem tekstu jest ocena i analiza działań podjętych przez Sojusz Północnoatlantycki w zakresie wzmacniania bezpieczeństwa na wschodniej flance NATO. Punkt wyjścia do prowadzonych badań stanowi imperialna postawa Federacji Rosyjskiej, która poprzez destabilizację sytuacji w Gruzji i na Ukrainie skutecznie hamuje prozachodnie ambicje państw „bliskiej zagranicy”. Celem działania Rosji jest chęć odzyskania utraconej strefy wpływów oraz statusu światowego mocarstwa. Przedmiotowa analiza obejmuje okres od szczytu NATO w Newport w 2014 r. i przyjęcia przez przywódców państw NATO „Planu Gotowości Sojuszu” (Readiness action plan) – jako doraźnej formy wzmocnienia wschodniej flanki NATO, a kończy się szczytem NATO w Brukseli w 2018 r. i zapowiedzią utworzenia inicjatywy „4 x 30”. Na ważność i aktualność tematu wpływa fakt, iż Rzeczpospolita Polska jest krajem flankowym NATO, a działania destabilizacyjne w pobliżu jej granic jednoznacznie wskazują na deficyt bezpieczeństwa w pobliżu granic Polski.
The aim of this text is to analyze and assess steps taken by NATO in enhancing security in the eastern part of the Alliance. The research is conducted in connection with destabilization Georgia and Ukraine by Russian Federation. Russian aim is to hamper integration former Warsaw Pact countries with NATO, restoring supremacy in the region and regain status of the world’s superpower. This analysis covers the period from the NATO summit in Newport in 2014 and implementation by North Atlantic Council “Readiness action plan” – as an interim form of strengthening NATO’s eastern flank, and closes in 2018 with launching a NATO Readiness Initiative (4x30) during summit in Brussels. The importance of this subject is influenced by the fact that Republic of Poland is NATO’s eastern country and destabilization activities near its borders has negative influence security in the region.

Gerhard Schröder, były kanclerz Republiki Federalnej Niemiec (1998-2005), po zakończeniu kariery politycznej otrzymał od Gazpromu stanowisko przewodniczącego Rady Dyrektorów rosyjsko-niemieckiego konsorcjum North European Gas Pipeline Company, budującego Gazociąg Północny. Przyjęcie tego stanowiska wywołało oburzenie części opinii międzynarodowej oraz pytania o to, czy, będąc kanclerzem, kierował się wyłącznie racją stanu. Rosyjscy dziennikarze często proszą byłego kanclerza o wypowiedzi odnośnie do Rosji, stosunków Rosji z Zachodem – w tym zwłaszcza o ocenę wydarzeń na Ukrainie. W niniejszej publikacji przybliżone zostaną te oceny, poruszony zostanie także problem wizerunku polityka w mediach – zwłaszcza w kontekście tendencyjnego sposobu wybierania faktów i sposobów ich relacjonowania.
Upon concluding his political career, Gerhard Schröder, a former Chancellor of the Federal Republic of Germany (1998-2005), accepted Gazprom’s offer to head the Board of Directors of the North European Gas Pipeline Company, a Russian-German consortium building the Nord Stream. His decision stirred considerable international controversy, with some outraged voices raising questions about Schröder’s agenda when still in office. Russian journalists often ask the former Chancellor to comment on Russia and Russia’s relations with the West and, in particular, to assess the events in Ukraine. This paper explores these assessments and discusses the politician’s image in the media, especially as related to tendentious fact selection and biased ways of relating them.

The study focuses on the major perceptions of demographic security in Poland and Russia, regarded as an aspect of both social and state security. Demographics as a political topic has been increasingly more often exploited as a key theme in official narratives and practical policies. The similarities in the demographic dynamics in both countries, as well as conditional failures of demographic policies, may not necessarily result from evident mistakes, but are probably a result of a complex set of social factors, including the regularities of demographic development in the past. It is quite clear, however, that the Polish political narratives and declared set of state objectives concentrate rather on the social sphere, whereas the Russian rhetoric and policy are clearly more state oriented.

This article investigates the change of Russian-Belarusian relations after the Ukraine conflict. With the escalation of the Ukrainian crisis, relations between the two countries have reached a critical point. This is mainly due to two factors. Firstly, the Belarusian elite have decided to remain neutral in connection with the crisis for fear that the conflict could escalate into the territory of Belarus. Secondly, the Russian Federation expected Belarus’s loyalty to the Kremlin. It cannot be unambiguously stated that the tense situation in the region is only a threat to Belarus. The SWOT analysis presented by the author in the final part of the text introduces the possibilities and obstacles to exploiting the potential of the Ukrainian Maidan. The author tried to describe the current alternatives to Belarusian politics, which after the outbreak of the conflict became hostage to its own political interests.

For the author of the article the present conflict between Russia and Ukraine has become the point of departure for a re{ ection on its character and for posing many questions: Is the conflict perceived by those directly involved as an inter-Slavic conflict? Is it interpreted in such way by outsiders? How is the conflict interpreted by the supporters of the idea of pan-Slavism (numerous both in Russia and Ukraine) and by the community of Eastern Slavs? How does it affect the relations between Slavic nations? How is the Slavic identification of the participants of the conflict related to their ethnic and national identity? What is the influence of the concept of the „Russian world” (russkiy mir) on the Russian-speaking inhabitants of Ukraine? Are we really witnessing the final breakdown of the idea of a Slavic community? The author mentions the internal divisions of Ukrainian society. Another subject she raises is the variety of attitudes of Poles concerning the Russian-Ukrainian conflict. Poles also have varied attitudes towards persons of Polish national identity and with Polish roots who arrived in Poland from Ukraine. Most of them have applied for Polish citizenship. Another part of the article is dedicated to the process of the formation of the Russian political nation. One of the questions here concerns the relations between particular identities: civic, ethnic/national and supra-national (Slavic). Referring to Andrew Wilson, author of the book the Ukrainians: Unexpected nation, the author of the article points out different scenarios concerning the future of Ukraine. The work by Wilson was published in 2000. It seems, however, that in spite of violent changes in Russian-Ukrainian relationships, each of the scenarios is equally possible.

In the Central Caucasus region, the intense process of deglaciation is identified as caused by cryoconite formation and accumulation. The fine earth materials were collected on the surfaces of Skhelda and Garabashi glaciers as well as from zonal soils of Baksan Gorge and were studied in terms of chemical, particle-size, and micromorpholo-gical features. Supraglacial sediments are located at the glacial drift area of material and, thus, due to transfer of these sediments to the foothill area, their fine earth material can affect micromorphological and chemical characteristics of adjacent zonal soils. Thin sections of mineral and organo-mineral micromonoliths were analyzed by classic micromorphological methods. Data obtained showed that the weathering rates of cryoconite and soil minerals are different. The cryoconite material on the debris-covered Skhelda Glacier originated from local massive crystalline rocks and moraines, while for Garabashi Glacier the volcanic origin of cryoconite is more typical. Soils of Baksan Gorge are characterized by more developed microfabric and porous media, but their mineralogical composition is essentially inherited from sediments of glacial and periglacial soils. These new data could be useful for understanding the process of evolution of the mineral matrix of cryoconite to the soil matrix formed at the foot of the mountain.

The technological revolution and digital development have opened up new possibilities for communication and access to information. However, with these changes came the challenges of spreading fake news. Russia needed them to achieve its political goals, and Ukraine fought them to gain international support. The article shows the role and impact of disinformation on the Russian-Ukrainian war. It focuses on the problems of the lack of verification of sources, the spread of hatred and unfounded judgments that can change the fate of the war.

That is when the so-called colour revolutions and “radical social groups which use nationalist and extremist religious ideologies, foreign and international nongovernmental organisations, as well as private citizens who act against the Russian territorial integrity and destabilise political processes” have been deemed the most significant challenges to the Russian security, together with the North Atlantic Alliance and the United States of America. As a response to such defined threats, Russian legislation introduced solutions that attempt to prevent the danger. The aim of this article is to answer the question, whether Russian authorities treat the destabilisation of internal situation as one of the main challenges to the Russian security, and if yes, what are the indications of that? Does Russian legislation (especially from the last few years), actions of the Russian authorities and Russian subject literature, include evidence confirming this hypothesis?

Russia and Brazil are countries with great economic potential and fast development in their participation in the international trading system. This article aims to present a comparative analysis of the recent development of trade in these countries, in addition to current trade policy mechanisms adopted. It is observed that the two countries have different characteristics in the two levels of analysis, but present significant points of potential convergence for the formation of future strategic alliances

The article discusses the important changes in the Russian foreign policy doctrines that occurred in the beginnings of the 1990s, after the collapse of the Soviet Union. The Author argues that the officially claimed devotion to peacemaking and peacekeeping are in fact manifestations of the Russian imperial outreach. The model of international relations promoted by Moscow in fact resembles the American 19th century Monroe Doctrine. Thus, the foreign policy doctrine and the potential national conflicts in the post-Soviet territory may become triggers for Russian actions aiming at restoring the Russian Empire.

The article deals with the issue of the Western community’s approach towards the Ukraine–Russia conflict in the Eastern part of Ukraine. Szkolenie Sił Zbrojnych Ukrainy przez doradców międzynarodowych było jednym z najistotniejszych elementów modernizacji wojska ukraińskiego wpływającym obecnie na toczący się konflikt zbrojny na Ukrainie. Jego jednym z elementów było powołanie w 2016 r. Wspólnej Międzynarodowej Grupy Szkoleniowej (ang. Joint Multinational Training Group – Ukraine) na poligonie w Jaworowie. Tok szkolenia ukraińskich żołnierzy miał doprowadzić do istotnego przemodelowania struktur wojskowych do standardów NATO w zakresie organizacji, funkcjonowania oraz dowodzenia. Szkolenie prowadzone na bazie Międzynarodowego Centrum Budowania Pokoju i Bezpieczeństwa na poligonie w Jaworowie realizowane było przez instruktorów z krajów NATO. Na przestrzeni lat 2016–2020 Ukraina przy pomocy zachodnich instruktorów i uzbrojenia skutecznie reformowała swój sektor obronny. W okresie tym państwo ukraińskie doprowadziło do istotnych zmian jakościowych w segmentach związanych z obronnością i bezpieczeństwem
The training of the Armed Forces of the Armed Forces by international advisers was one of the most important elements of the modernization of the Ukrainian army, currently affecting the ongoing armed conflict in Ukraine. One of its elements was the establishment in 2016 of the Joint Multinational Training Group (Ukraine) at the training ground in Jaworów. The course of training of Ukrainian soldiers was to lead to a significant remodeling of military structures to NATO standards in terms of organization, operation and command. The training conducted on the basis of the International Center for Peacebuilding and Security at the training ground in Jaworów was carried out by instructors from NATO countries. Over the years 2016 – 2020, Ukraine successfully reformed its defense sector with the help of Western instructors and weapons. During this period, the Ukrainian state has led to significant qualitative changes in the segments related to defense and security.

The subject of the article are the media. The activity of the media was analyzed in the context of their use to achieve the goals of the undemocratic regime. Considerations were also made on the admissibility of limiting the freedom of the media in democratic regimes. The relationship between the activities of the media and state security was adopted as the leading context. Answers were sought to the following questions: is freedom of the media the main value in the state?; can the freedom of the media be limited in a democratic regime?; if we consider that the freedom of the media may be limited, what conditions must be met for this? As a hypothesis, it was assumed that: freedom of the media is an undeniable value of democracy, but it cannot be a superior value over securing the survival of the state. The following methods were mainly used: institutional and legal, comparative and systemic. One of the main conclusions is that: freedom of action of the media can be their privilege only during the normal, i.e. safe functioning of the state, and the actions of the media cannot be contrary to the supreme values of the Nation and threaten the survival of the state.

This article attempts to analyse the situation in Ukraine in the face of ongoing Russian aggression and increasing pressure from the Kremlin towards Eastern European states. The armed conflict taking place in Ukraine means that the geostrategic situation of Eastern Europe has changed. In this context, the Eastern Partnership, which was meant to be one of the key instruments shaping international relations with the states neighbouring the EU in the East, is quite often seen as an ineffective or even obsolete tool. There can be no doubt that the greatest problem for the Eastern Partnership is that the project is seen in geopolitical categories - thinking of the countries of the Eastern Partnership in the context of the necessity for them to choose between the European Union and Russia (listening to statements by the EU's political decision-makers, it can often seem that those states have no other option). The key research question is whether we will be dealing with an assertive EU policy in tandem with current US policy, or whether there will be another reset in relations between the West and the Russian Federation.

The aim of the present study was to investigate the attitudes of teachers and school administration towards inclusion. A distinctive feature of this study is the gradual increase in the number of its members as a result of the annual increase in the number of inclusive schools that was also reflected in the qualitative composition of the sample. The study was conducted with the use of a questionnaire distributed among teachers and school administration. The article presents the results of a 3-year study, which made it possible to track changes in their attitudes towards inclusive education. Results show that in general all the participants have a positive attitude towards inclusion. However, there is a difference between the groups of teachers and administrators, as well as the groups of teachers in rural and urban schools.

The article presents an overview of the renaming tendencies in Russia of the 2010s and the main stakeholders of the name changing. On the base of the administration websites, online media petitions and other open sources, three cases are examined in detail: 1) Perm, where half of Maksim Gorky street was renamed after the surgeon Sergey Sukhanov in 2015; 2) Kazan, where at the same time Esperanto street was renamed after Nursultan Nazarbaev, causing mass protests for several years; 3) Volgograd, with the discussions about returning to its older name Stalingrad being led for years. Based on the analysis of these cases, the following tendencies are identified: changes of stakeholders motivation for renamings, transfer of power to name from parliamentary institutions to administration, a new perception of the city center and distant districts; and, finally, the appearance of alternative mechanisms of social memory encouraged by the wiping out of older names.

The aim of this article is to determine the modern role of Russia in the investment space of the Baltic states and to assess the current stage of integration of Russian and the Baltic states’ economies. The basis of the work is the analysis of the dynamics and structure of Russian investment in Estonia, Latvia and Lithuania. This article shows the decreasing role of Russia in the Baltic states’ investment, but Russia is still an important economic partner for these states. Absolute amounts of investment are growing, while the share of Russia in different countries varies in different ways and, depending on the implementation of any project. Structure of Russian investments is different in all countries.

The natural gas market over the years has been strongly dependent on pipeline transport and based on it a gas market was created and functioned. For this reason, unlikely to the oil market, the global gas market was not created and did not function, but only national, regional and continental markets separated from the others functioned. The consequence of this situation is the fact that the key importers of Russian gas abroad are the CIS and European countries. The Kremlin hiding behind Gazprom has consistently pursued a policy of diversification of export transmission system, designed to eliminate “problematic” transit countries such as Ukraine. That aim can be accomplished by completed and planned pipelines’ diversification projects.

Gas sector was one of the best growing industries of the Soviet Union in the last two decades of its existence. This was made possible thanks to the discovery and exploitation of natural gas fields in Western Siberia, as well as the construction of transmission infrastructure - domestic and export pipelines. The history of the Russian gas industry is inextricably linked with the activity of Gazprom, the gas concern set up in 1989 in place of liquidated Ministry of Gas Industry. The article gives a summary of the 25-year history of Gazprom and its economic, social and political role. It discusses activities of the company on internal and external markets, issues of gas reserves, production and transmission, as well as the financial and political relationship with the authorities of the Russian Federation.

The aim of this article is to address the polemics about the long-standing stereotype in the history of art that Russian iconic paintings of the 19th century were secondary and mediocre in artistic terms and, therefore, of little interest for researchers. The author tries to show that this stereotype was largely created by Russian intellectuals of the second half of the nineteenth century, who betray an extremely critical attitude to contemporary iconic painting, despite the fact that the overall picture of Russian iconic painting of the nineteenth century is very complex and combines features of different visual traditions. The author defends the thesis that in the Russian iconic painting of the nineteenth century, tradition and contemporaneity are seamlessly combined, visible both at the level of theological reflection and at the level of artistic performance, and also that the nineteenth century is characterized by the ever-widening difference between the so-called folk icon” (“krasnuszka”) and the aesthetics of intellectual elites, shaped under the influence of realistic Western European painting.

The article is devoted to Russian writers who attempt to construct the image of contemporary Russia in the blogosphere. Blogs created by Prilepin, Griskhovets and Glukhovsky are analysed as a tool of creating the basis of modern national imaginary community. Literary blogs presented in cyberspace contribute to spreading the perception of Russia as an empire in the context of cultural and historical heritage. Aesthetic diversity and mental approach of the writers provides varied material to reconstruct the image of Russia. Although each of the bloggers has an individual idea of further development of their native country their presentations can be characterised by immanent features of Russian literary environment.

The main objective of the article is to prove the need for the state to have a centralised legal strategy to ensure the protection of state interests on an international level during a hybrid conflict. Centralisation of control and the planning and implementation of legal actions on an international level are core elements of such a strategy, especially for actions under the jurisdiction of international institutions. This article provides an analysis of treaties and of the practice of adjudication in Ukraine during the conflict with the Russian Federation. The findings of the study show that the legal dimension of hybrid conflict has some sub-levels: legal actions of states in hybrid conflicts taken at interstate level; the level of enterprises controlled by the state; and the private level. The practice of Ukraine shows that the exercising of a multilevel legal encounter during a hybrid war faces a number of problems including the intersection of actions (sometimes even direct conflict), even among authorities involved in the legal protection of state interests; and problems with collecting and analysing the information necessary to protect state interests in the legal dimension; state authorities that are not directly involved in a legal encounter may exercise actions which will complicate the legal position of the state. One of the first steps taken by the state in a hybrid conflict is, therefore, to create special authority or entrust an existing one with the coordination of the functions of lawfare. The next step of such an authority is the strategic "programming" of the opponent's legal actions with the aim of achieving an advantage in the legal dimension of a hybrid conflict.

The paper shows some consequences of the outbreak of the Soviet Union and how the changes in its system have influenced the living conditions of Russian population and the demographic situation of Russian Federation. Economical failure, a result of mistakes in „perestroika,” has lowered the living standards, caused disproportions in affluence, and extended the phenomena of social pathologies. In effect, we saw essential demographic repercussions. The number of births has considerably diminished, a phenomenon which together with the rise in death rate have caused a successive depopulation. The statistical data show not only the level of demographic reproduction, but also they give some information about the number of abortions, divorces and other factors reveling the moral condition of Russian society. The demographic situation of Russian Federation has become an object of discussion in the Russian mass media and in scientific milieus. Some more interesting views of specialists and Russian activists have been presented here. Information on demography has been supplemented by statistical data showing the living standards of the Russian people. New phenomena have appeared recently (e.g. unemployment). Eventually, it has been pinpointed that the demographic-social process may exert a bad influence on the political situation of Russian Federation.

The isolated teeth of a new euselachian shark Artiodus prominens Ivanov and Duffin gen. et sp. nov. have been found in the Artinskian Stage (Early Permian) of Krasnoufimskie Klyuchiki quarry (Sverdlovsk Region, Middle Urals, Russia). The teeth of Artiodus possess a multicuspid orthodont crown with from four to nine triangular cusps; prominent labial projection terminating in a large round tubercle; distinct ornamentation from straight or recurved cristae; oval or semilunar, elongate, considerably vascularized base; dense vascular network formed of transverse horizontal, ascending, short secondary and semicircular canals. The teeth of the new taxon otherwise most closely resemble the teeth of some protacrodontid and sphenacanthid euselachians possessing a protacrodont-type crown, but differ from the teeth of all other known euselachians in the unique structure of the labial projection. The studied teeth vary in crown and base morphology, and three tooth morphotypes can be distinguished in the collection reflecting a moderate degree of linear gradient monognathic heterodonty. The range of morphologies otherwise displayed by the collection of teeth shows the greatest similarity to that described for the dentitions of relatively high-crowned hybodontids from the Mesozoic. The internal structure of the teeth, including their vascularization system is reconstructed using microtomography. The highest chondrichthyan taxonomic diversity is found in the Artinskian, especially from the localities of the Middle and South Urals.

This article focuses on the determinants of inward foreign direct investment (FDI) in Russia. The article briefly describes the historical context of foreign investment policymaking in Russia since the beginning of the economic transition to an open market economy after the dissolution of the Soviet Union. When compared to other developing countries, Russia's FDI stocks continue to lag despite a set of proactive measures undertaken by the national government. Following the literature review, the most commonly cited determinants explaining inward FDI in Russia include market size, labour productivity, trade and investment barriers, domestic exchange rate, rule of law and institutional framework.

Establishment of the Russian state at the turn of 1991-1992 was associated with large political changes. Those changes can be described as revolutionary. Within the economic sphere, they meant the transformation of the centrally planned economy with a common property of the state to a market economy. It was assumed to follow the pro¬cess of degovernmentalization of economy as quickly as possible, primarily by means of privatization of state enterprises. This article will attempt to present the process of privatization of state property in Russia in the period 1992-2011. Analysis of this process will be based on a study of changes in the ownership structure of the economy, the structure of employment and the impact of privatization revenues to the state budget.

The paper considers applying post-imperial approach to contemporary migration processes in the post-Soviet area. It presents arguments for and against application of the post-imperial perspective to migration studies on post-Soviet states and tries to answer the question whether we can actually label migrants coming from the CIS states to Russia as post-imperial migrants. Domination of Russia among destination countries for migrants from the CIS, special rights they enjoy comparing to citizens of ‘far-abroad’ countries (e.g. visa free regime), Soviet legacy of infrastructural, cultural, political and economic ties between the sending and receiving countries partially justify a post-imperial approach. However, motivation of migrants in the post-Soviet territory being a continuous area may differ significantly from the one of ‘classic’ post-imperial migrants coming to their former metropolis from overseas. Moreover, recent changes on the post-Soviet migration map may be an evidence of the decreasing role of post-imperial factors in determining directions of migration flows and of growing significance of the demand factor.

Different meanings of the term ‘politics’ define its different dimensions - dimensions in which politics is being carried out. The overwhelming feature of contemporary politics is its mediatisation, which can be understood as ‒ according to Franciszek Ryszka, who said that “words create politics” - the hegemony of the symbolic sphere. Therefore, the study of politics should take into account not only the sphere of decision-making, but also the discourse which restricts and directs political activities. The case of Ukraine demonstrates that civic media (i.e. Media which are decentralized, non-hierarchical, based on networking and social media) are now the plane on which certain political ideas are manifested most fully, including declarations of intent to pursue a particular doctrine of the state. At the same time - due to its axiological marking – civic media are becoming an important forum for various discourses in the service of community. The analysis of politics, perceived as power over the meaning, is the primary dimension of the analysis, since other planes of politics and corresponding analytical areas are, in the modern world, increasingly subordinated to the discursive sphere which creates a meaningful (discursive, symbolic, axiological etc.) framework for political action. The article discusses the impact of civic journalism on political change - from the “Orange Revolution” to “Revolution of Dignity”. This section of the article presents, among other issues, the most important means of civic journalist narration. The following part outlines the role of civic media at the time of Russian aggression in Ukraine, where asymmetric hybrid warfare is taking place, that is a combination of conventional, irregular and information warfare. The article also discusses the key features and activities of Ukrainian grassroots journalism during the war, and then presents the main axiological pillars of Russian war propaganda and its criticism by journalists and civic media.

The article analyses possible interests, attitudes and activities of the major actors in the ‘natural gas supply game’ in Europe after 1990: Russia/Gazprom, alternative suppliers like countries in the Caspian Sea area, the main consumers of gas and transit countries. It stresses that behaviour of the actors depends on the changing international political and economic situation and conditions in individual countries. Special attention is paid to pipeline projects: Nord Stream, South Stream and Nabucco, and reactions to them, such as building a LGN terminal at Świnoujście (Poland), North-South (Baltic-Adriatic) energy corridor and the Polish-Russian gas contract of 2010.

Powstała w październiku 1905 roku Partia Konstytucyjno-Demokratyczna na swoim pierwszym zjeździe przyjęła program, w którym również znalazły się punkty dotyczące kwestii chłopskiej. Między innymi proponowano bezrolnym i małorolnym chłopom przydzielenie ziemi państwowej i apanażowej, a także częściowe uwłaszczenie ziemi obszarniczej za wynagrodzeniem dotychczasowym właścicielom w tych regionach, gdzie by jej nie wystarczało. Postulowano utworzenie państwowego funduszu ziemi, przesiedlanie chłopów i uregulowanie kwestii dzierżawy. Program ten na posiedzeniu Komitetu Centralnego i na drugim zjeździe partii w styczniu 1906 roku uznano za niewystarczający i proponowano jego zmianę. Jednak liderzy partii z Pawłem Milukowem na czele uznali, że nie należy dokonywać żadnych zmian, co odbiło się na rezultatach wyborów do I Dumy Państwowej w 1906 roku, kiedy tylko 4% chłopów głosowało na partię kadetów.
The Constitutional Democratic Party, which was established in October 1905, during its First Congress adopted a program that took into consideration the peasant issue. Among many others, party members proposed landless peasants and smallholders to allocate state and appanage land as well as partial enfranchisement of lands, with refund paid to its owners in the regions with no land to offer. They postulated the creation of a state fund land, resettlement of peasants and regulation of the lease. The program in question was declared insufficient at the meeting of the Central Committee and the Second Party Congress in January 1906. However, party leaders with Paul Miliukov amongst them, decided that no changes should be implemented, which gravely affected the results of the elections to the State Duma in 1906 with only 4% of farmers voting for the party of cadets.

The aim of this article is to analyse Beijing’s actions in the course of the conflict in the Eastern Ukraine in the period from the proclamation of two separatist republics (the Donetsk People’s Republic and the Lugansk People’s Republic) until reaching the cease& re agreement at Minsk in February 2015. This conflict is likely to be the worst security crisis in Europe since the war in Yugoslavia. The fundamental question now is: „is it possible to defuse this crisis without the participation of China?”. The PRC has been a close ally and partner of both Russia and the Ukraine, which poses a tough challenge for Chinese politicians and also put their readiness to get involved in the world’s politics to the test. The conflict in the Ukraine is quite recent and is still evolving and thus still requires a lot of studies. In Poland the & rst publications on this issue have only appeared recently. Economic and political relations between China and Russia are commonly known, but the knowledge of the importance of the Ukraine in China’s politics is still li mi ted, even among the Ukrainian scholars (despite the fact that it is supposed to be the destination of one of the Silk Route branches that travelling through Kazakhstan, Azerbaijan, Georgia, and the Black Sea is to reach the Illichivsk harbour in the Ukraine). This essay, which is a continuation of previous researches on the relations between China, the Ukraine and Russia during the course of the Maidan protest and the subsequent annexation of the Crimea by the Russian Federation, intends to & ll this gap providing an analysis of the Chinese politics towards the war in the Eastern Ukraine.

In many authoritarian countries, the Internet is an oasis of freedom of speech and the free transfer of knowledge – thus, if not completely free, then at least a more free space for transferring content than traditional information providers. Nevertheless, the total freedom of this medium has passed irretrievably. Use of social media and other websites to post material that cannot be posted on traditional media, and even online newspapers tend to be affected by less stringent censorship laws. However, this does not change the fact that contemporary authoritarian regimes are going so far as to interfere with social media, either by blocking access to content or by promoting false information. The conducted analysis is to show the mechanisms of top-down information management in order to lead to widespread disinformation and distortion of reality. In this respect, it is worth bringing up the actions of the Russian authorities in the context of the conflict in Ukraine and the possible opposition of the Russian society to the ongoing military operations.

After Russia invaded Ukraine, Finland quickly applied for NATO membership. This step is not necessarily that drastic should Finland's security policy development in the long term be examined with one's focus set on a gradually-developed defence policy. It represents an important continuity in security policy, but also played a central role in advancing Finland's steps to becoming NATO members. On the basis of different studies and accounts, the following points seem to be critical in constructing a preliminary narrative about Finland's road to the Alliance. After the Second World War, Finland's western relations became dependent on its bilateral relations with the Soviet Union. Finland was aware that it could not expect any support from the West as regards its security. Despite a security policy based on recognising facts, and the FCMA Treaty with the Soviet Union, the eastern neighbour was seen as the main, and, later on, the only military threat on the basis of history and Finland's vulnerable geopolitical position. The threat, however, was concealed by so-called “doubletalk” in security policy discourse until the 2010s. In this context, state defence was developed to be an independent and modern territorial defence, ultimately there to defend against a large-scale invasion. Finland's defence enjoyed high legitimacy and confidence in society, especially from the 1970s. Security policy was raised above normal politics to be a kind of super-politics with a strong political consensus. When the Cold War ended and Finland joined the European Union, defence policy and the defence establishment got a leading role in working an approaching NATO. Finland's opportunities to conduct stabilisation policy in its close neighbourhood were seen as being limited, especially after Russia adopted a self-asserting foreign and security policy towards the West after 2007. At the same time, the subsequently increased cooperation, networking, and integration stimulated perceptions about western defence dependence. This increased emphasis on defence actually turned people’s attention to the extra security that NATO membership might provide. Applying for NATO, however, required the shock of a Russian invasion of Ukraine before the Finnish public was ready to see the risks of NATO membership as being less than that of its benefits.

Acquiring citizenship in the country of resettlement is the ultimate step on the integration pathway of a resettled person. For people from countries of the former Soviet Union (fSU), we can see a great variety in patterns of citizenship acquisition and changes in migration policy governing the granting of citizenship. Russia is the main player in this field. As a descendant of the fSU, the country uses its right to determine whether or not to grant its citizenship to people in the new independent countries as a way of maintaining its influence on the post-Soviet and even the former Russian Empire regions. Russian citizenship was granted to m 8.6 million people between 1992 and 2016 (excluding the Crimean population), more than 92 per cent of whom were from the fSU. Russia employs a range of different policies, starting with its compatriot policy for individual resettlement; then comes its not formally declared policy of issuing Russian passports for the population of non-recognised states (such as Transdnestria) and finally there is Russia’s policy of automatically granted citizenship for 2 million Crimean people. This paper explores the phenomenon of Russian citizenship policy and compares it with European or Eurasian policy governing fSU countries. It also discusses the implementation of this policy at both regional and global levels.

It is an axiom to say that the language of the print media is a highly effective instrument of power, politics and propaganda. This paper illustrates the fact that language can be ‘powerful ’ in terms of style and lexicon, and of the attitude to reality it expresses, which is primarily related to ideology. The authors stress the role of the Russian language in the totalitarian propaganda of the period concerned. The 1917 Revolution and civil war in Russia marked the period of the greatest conflicts and a turmoil that was accompanied by an intense ‘linguistic experience and changes to the ‘status ’ ofthe language. Intheyears immediately following the Revolution the role of the official language, conveying the single official ideology was enormous and newspapers turned out to be an efficient instrument of propaganda. They provided the main channel of totalitarian ideology, efficiently influencing social consciousness. This paper is based on an analysis of texts published in three Kazakhstani newspapers: “Glos Semirechye” (1919), “Dzhetysuyskaya Pravda” (1923), “Turkiestan komunistytchna”, “True Semirechensk Region” (1920). It is demonstrated in the conclusions that the demagogic texts published there conveyed the ideology of a totalitarian system. One of the main messages conveyed in these texts concerned the image ofa new world shaped by such factors as the Revolution, contradictions between different social classes, external and internal threats, as well as threatening the victory of reactionary forces. This paper attempts to identify and characterise the manifestations of ideology propagated at the time of the proletarian revolution.

The article discusses some of the theses presented in Rosyjski sztylet. Działalność wywiadu nielegalnego by Col. Andrzej Kowalski. The former director of the Polish Military Counterintelligence Service presents the most important aspects of the illegal intelligence of the former USSR. On that foundation, he analyzes media and news about the contemporary intelligence activities of the Russian Federation. He concludes that the use of illegal intelligence is still an important element of the Russian strategy and poses an underappreciated threat to the West. The book is not free of mistakes, namely that some statements cannot be confirmed by the sources. Opis:
A comparative analysis of geopolitical projects, objectives and instruments of “soft” and “hard” power of the European Union and Russia in Eastern Europe was made. The article argues that Moscow implements an active policy to hold Eastern Europe within its own sphere of influence, while the EU continues to pursue technocratic strategy towards the region’s states, based upon their gradual political and economic alignment with the EU without aspirations for the accession. The main “weak link” of the EU strategy is that EU, unlike Russia, follows more technocratic/bureaucratic approach and gives less attention to the political dimension. Furthermore, the EU wills less to provide benefits, privileges or use coercion, than Russia. Implementing the European Neighbourhood Policy / Eastern Partnership, the EU does not take into account the alternative bias in the region and the “pain points” that make the Eastern European countries open to Russian influence. Thus Russia still possesses considerable “soft” and “hard” levers that limit the EU impact on the transformation processes in the region’s countries. The historical and cultural proximity of Eastern European countries and Russia, the large Russian minorities in those states, Russian language, post-Soviet nostalgia, the Russian Orthodox Church, the interests of the political and business elite (Russia’s ”soft power”) and energy wars, economic blockades, existence of demarcated borders and the presence of Russian military bases (Russia’s “hard power”) in the EU’s Eastern neighbourhood do not only ensure the safety of Russian influence in the region, but also create problems for European security. That is why the European Union is directly interested in minimising the Russian influence on Eastern Europe. The author believes that helping them to “increase” their independence and to realise vital internal reforms will be the best way.

The author of this paper analyzes the policy of strategic partnership between Germany and Russia, especially in the field of the economy, which originated after the reunification of Germany in 1990. He stresses that it was the government of Angela Merkel after 2005 that began to emphasize the authoritarian rule of President Vladimir Putin and human rights breaches in Russia. Nevertheless, economic cooperation continued under the pressure from business circles. The author’s main hypothesis is that it was only Russia’s aggression towards Ukraine that undermined German-Russian collaboration, which is no longer given priority. Germany is the foremost advocate of the EU’s maintaining its sanctions against Russia. Angela Merkel’s third and fourth governments have tried to ‘Europeanize’ Germany’s policy towards the Russian Federation to a greater extent. Both Germany and the EU need Russia as a strategic partner to resolve problems in the Middle East and combat international terrorism. Russia is also a significant supplier of strategic resources to Germany and the EU. This paper employs the descriptive research method, the method of source analysis and decision-making analysis.
