The main object of this article is to present the history of the establishing legal regulations in Poland concerning additional place names and other official signs in the languages of national minorities. This process has been always very difficult, because as it teaches the experience of many European countries, it affects issues related the national identity, the role of the national language in the stateand the tradition of recognizing linguistic diversity in a given country. In the article, I will try to show that the introduction of such regulations in Poland has been with the one hand an important, perhaps even historical, change in the functioning of the Polish society and administration which consisted of official admission of other languages into the public sphere thus violating the dominant tradition of Polish language dominance in the country. From the other hand, the presence of a minority place-names indicates a change in the way in which minority groups publicly present their ethnic identities. It takes place not only through maintaining national cultures and learning the mother tongue but also through increased visual presence in the public sphere.

In the author’s opinion, the Polish government has no obligation to take care of the development and preservation of the Silesian language within the scope of the provisions of the European Charter for Regional or Minority Languages. Other norms of international law regulating the problem of protection of the rights of national and ethnic minorities do not apply in the analysed case due to the fact that the Silesians have not been recognised by the legislator as an ethnic minority.

National minorities in Switzerland should be divided into traditional minorities and the so-called new minorities, i.e. those which have developed in effect of immigration in the last 50 years. The role of national minorities in the political system of the country is shaped by the specificity of direct democracy. The influence of politics, and especially of the people’s initiative and the referendum, on legal regulations concerning minorities have not been fully researched in the literature thus far. The aim of the article is to demonstrate this influence and, specifically, to analyze the dependency of the status of non-Christian minorities in Switzerland on the elements of direct democracy in the country.

Ethnopolitics of the Ukrainian State (April–December 1918) has for a long period of time remained beyond the scope of historical-political research. The purpose of this article is to draw attention to the policy of the Ukrainian authorities towards national minorities in Ukraine. By relying on little-known historical sources and summarizing the elaborations of various scientists, the author tried to show how the ethnonational policy was really being implemented in the Ukrainian State and why the Ukrainian-Russian relations had become a decisive factor in interethnic processes. Furthermore, at the beginning of the XXI century the interethnic and interstate relations of Ukraine continue to remain relevant.

Human migration is an inherent part of their existence. Reasons for necessity of moving are very different. The factors determining to leaving of hitherto seats and the search for new ones are, first of all, the securing of oneself and the closest security and the improvement of living conditions. Properly defining the status of migrants in the new community was of paramount importance in shaping the proper relationship between the two groups, mainly to avoid the hardships that could hinder coexistence. The article presents the development of legal norms shaping the legal status of national minorities in Poland. It concentrates on solutions created after the systemic changes made after 1989. Indicates the extent to which the Polish legislation has taken into account the norms of european law. It also draws attention to security risks when these issues are disregarded by the public authority.

The National Security Strategy of the Russian Federation to 2020 sets the national interests of the country and strategic national priorities, which could affect strategy for the military security of Baltic States. This paper will argue that the threat to the military security of Baltic States has considerably increased since their restoration of independence because the Russian army reforms in recent years have increased the military capabilities near the Baltic States borders and military operations and other military activities have risen around the Baltic region, which have decreased the environment of the security on the entire area. The aim of this paper is to identify the Russian military threats and to analyse their implications to the concepts of the military security of Baltic States, which based on territorial defence and to make further recommendations based on research findings and analysis.

Nowadays there are six groups in Austria, which are officially known as national minorities. According to the figures from the 2001 national census, 17 241 persons have declared they were speaking Croatian in everyday life, 14 746 Slovenian, 15 390 Hungarian, 5 778 Czech, 1 775 Slovak and 1 732 Roma language. The widest rights possess Slovenian, Croatian and Hungarian minorities. In the administrative and judicial districts of Carinthia, Burgenland and Styria, the Slovene, Croat and Hungarian language are accepted as an official language in addition to German. In suchdistricts topographical terminology and inscriptions shall be in this languages as well as in German. This groups get also the biggest financial help from the government. The Roma, Czech and Slovak minorities have worse situation than others. The constitution, the acts (mainly from 1976 year) and many ordinances regulate problems of minorities. They guarantee the rights in different sphere of live (like education, culture, language rights). But on the other hand the group of people which speaks minority language has been decreased. In Austria Polish people are not accepted as the minority. There is still no official ordinance about that.

Podlasie, a historical and geographical region in north-eastern Poland, serves as both an external (interstate, European Union) and internal (ethnic, religious, linguistic, cultural) borderland. The primary aim of the article is to present historical and political conditions, national and cultural diversification of the Podlasie region, an analysis of current changes in ethnic and religious structure of the inhabitants as well as analysis of the consequences of changes of geopolitical circumstances in mutual relationships between different communities. Borderlands, especially those highly diverse in terms of nationality, religion, language and culture, are often identified with unstable, conflict-prone areas with past and present antagonism between nations sharing them. This belief has intensified over the last few decades when nationalisms, separatist tendencies and historical conflicts got sparked again in numerous regions of Central and Eastern Europe. However, not all European borderlands have to be stereotypically identified with areas of conflict, resentment and even hatred among the peoples inhabiting them. This is the case, among others, in Podlasie, where there are centuries-old traditions of cohabitation of diverse communities.

The provisions of the Act, which are the subject of questions presented in the order to prepare the expert opinion, ceased to be in force on the 17th July 2018. A fundamental legal effect of the of the legislator’s decision to repeal them is decriminalization of behaviors covered by the statutory description of the type of prohibited act. The most important conclusion of the expert opinion is even in the period of time the provisions of article 55a paragraphs 1–2 were in force representatives of German minority in Poland had the possibility of conducting activities in favor of “discovering, elaborating and commemorating the tragic fate of the German civilian population, embedded in the system of post-war labor camps” under condition they did not contradict the facts.

in Serbia and represent three national minorities: Hungarian, Bosnian, and Albanian. The timeframe of the research covers the period between the first free parliamentary elections that took place in 1990 and the elections in 2008. The aim of the article is to show some common features characteristic for the functioning of national minority parties in Serbia. The analysis focuses on the influence of the activities and strategies undertaken by this type of parties on the electoral system (and its reforms), the engagement of the Serbian authorities in conflicts on the area of the post-Yugoslavian republics in the 1990s and the principles of registering political parties. The article also presents changes in the regulations introduced in this respect based on the novelization of the act of political parties legislated on 12th of May 2009. The changes facilitate creating parties that represent national minorities which in fact favours further fragmentation.

In Switzerland national minorities might be divided essentially into traditional and socalled „new” minorities. New minorities were formed as a result of immigration in the last half-century. The role of the Swiss national minorities in the political system of this country is connected to the special conditions of Swiss direct democracy, which directly determines the status of minorities in the country. The impact of Swiss policy, especially the popular initiative and referendum on the regulations relating to minorities, has not been fully researched in the literature. The purpose of this article is to analyse the status of minorities, primarily non-Christians, in Switzerland, and to show how these minorities relate to elements of Swiss direct democracy.

Slovenia is a small country located in the place where south-western corner of Central Europe meets the Western Balkans. Constitution of the Republic of Slovenia from 1991 and the act of national minorities of 1994 granted Italian and Hungarian national minorities with the status of self-governing commonwealths and the Rom minority with the status of an ethnic group. They have the right to choose their own representatives in the city council if at least 10 people who belong to the national minority or the Rom ethic group live in the city. City councilors representing the Italian and Hungarian commonwealths as well as the Rom ethnic group create structures that represent their interests. The Italian and Hungarian commonwealths have the right to one parliamentary mandate in the National Assembly. The Italian commonwealth is concentrated in the seaside area, and the Hungarian commonwealth in Prekmurje. The authorities of the independent Republic of Slovenia are of the opinion that the status of people belonging to the national minorities originating from the nations of the former Yugoslavia will be regulated by the laws of Slovenia and the European Union. The way that ethic problems are solved in Slovenia can be regarded as exemplary.

The article presents a case study of one of ethnoregional parties – Democratic Union of Hungarians in Romania. The party was established in 1990 and has become one of the primary political powers in Romania. The author of the article relies on unique sources and the results of qualitative research. She presents the program of the party which is a modern mixture of ethnic and national postulates as well as the organizational structures and politics of the party, all seen from the perspective of ethnoregionalism. As a result, the reader receives answers to a series of more general questions connected with the current status and challenges that the group of the “New Politics” party introduces into the party systems.

The main subject of the article is the Movement for Rights and Freedoms (Hak ve Özgürlükler Hareketi, HÖH) – a party that operates in Bulgaria and represents the Turkish national minority living in that country. In the course of the deliberations that aim at establishing whether the party is of ethnoregional character, the article discusses the historical functioning of the Turkish national minority in Bulgaria, the contemporary legal situation of the minority, and the genesis of the party. Then, the article describes the activity of the Movement for Rights and Freedoms on the Bulgarian political scene with respect to parliamentary, local, and European Parliament elections.

In accordance with the Act of 6 January 2005 on national and ethnic minorities and regional languages, the so-called auxiliary language was introduced into the Polish legal order. It involves a situation when it is used by a national or ethnic minority in a municipality where they constitute a minimum of 20% of the total population. Then there is the legal possibility of using the minority language on equal terms with the official language, that is the Polish language, before the municipal authorities. This paper presents and describes issues related to the rules of introducing an auxiliary language and situations when it can be used. The existing legislative shortcomings in the form of using phrases that are ill-defined or cause problems of interpretation are pointed out. The auxiliary language, although it can currently be used only in 33 municipalities, is an important element in the functioning of national and ethnic minorities in Poland, as well as is very useful in the relations between the municipality and the residents (belonging to the minority).

Cel badań. Celem badań było przedstawienie rozwoju gry w piłkę nożną w województwie wołyńskim w latach 1921–1939, która była jednym z najpopularniejszych sportów na tym terenie. Uprawiano ją w polskich klubach i towarzystwach sportowych, ale popularna była również wśród sportowców mniejszości narodowych, głównie ukraińskiej i żydowskiej. Materiał i metody. Materiał źródłowy stanowiły źródła archiwalne, źródła drukowane, źródła prasowe oraz literatura odnoszącą się do dziejów sportu, ze szczególnym uwzględnieniem okresu międzywojennego. Zastosowano metodę analizy źródeł historycznych drogą indukcji, dedukcji, syntezy oraz metodę porównawczą. Wyniki. W pracy ukazano kształtowanie sportu piłki nożnej na Wołyniu w latach 20. i 30. XX w. Przedstawiono uwarunkowania rozwoju piłki nożnej, wśród których ważną rolę odgrywały struktury organizacyjne tego sportu. Na Wołyniu tworzono kluby i towarzystwa sportowe, prowadzące sekcję piłki nożnej. Istotnym czynnikiem propagowania i popularyzowania piłki nożnej był system współzawodnictwa, obejmujący głównie rozgrywki ligowe. Wnioski. Na Wołyniu rozwój piłki nożnej nastąpił w latach 1921–1939. Piłkarstwo wołyńskie przeszło szereg pozytywnych przeobrażeń, m.in. w zakresie struktur organizacyjnych, współzawodnictwa sportowego, kształcenia kadry instruktorskiej i kadry sędziowskiej. Czynniki te miały pozytywne wpływ na kształtowanie rozwoju tej dyscypliny sportu. Mimo to wyniki uzyskiwane przez sportowców z Wołynia nie osiągnęły poziomu ogólnopolskiego.
Background. The aim of the study was to present the history of football in the Volhynia province in years 1921–1939. Football was one of the most popular sports in Volhynia. It was practised in Polish clubs and sports societies. It was also popular among athletes of national minorities, mainly Ukrainian and Jewish ones. Material and methods. The source material consisted of archival sources, printed sources, press, and literature related to the history of sport, with special emphasis on the interwar period. The following methods were applied: analysis of historical sources, induction, deduction, synthesis, and the comparative method. Results. The study depicts the formation of the football sport in Volhynia in the 1920s and 1930s. The conditions of the discipline development, with a special role of football organizational structures, were presented. In Volhynia, sports societies and clubs running football sections were created. A system of rivalry, comprising mainly league competitions, was an important factor in promoting and popularizing football. Conclusions. In the period of 1921–1939, a development of the discipline of football took place in Volhynia. Volhynian football underwent a series of positive transformations, among others with regard to organizational structures, development of sports competition, training of instructor personnel, and educating the referee staff. These factors influenced the positive evolution of football in the Volhynia province. In spite of this, the level of football in Volhynia remained far away from the one in nation-wide competition.

The Zaporizhia Oblast will serve as an example of a multicultural area of Ukraine, as an attractive area for many newcomers since the 15th century. The multicultural borderlands of south¬ eastern Ukraine discussed in the paper are to demonstrate the influence of migration processes on the formation of individual identity, including in particular Polish identity. Nowadays, many in-habitants of the studied area are unable to clearly define their cultural identity.

The multi-ethnicity in Europe was shaped long time in the history, her image influenced the relations between countries and was often a source of international and internal conflicts. For this purpose, the international efforts have been made, which regulate the status of minorities in Europe and the world. Protective systems for national minorities were formed at different levels of policy; the global solutions of general and declarative nature, regional solutions, characterized by a greater degree of institutionalization, and national solutions with control mechanisms of functioning. These regulations, concerning minority policy in Europe, formulated in many international instruments, are declarative and facultative. Even within the European Union, there is generally no binding legal rights, which formulate protection of minorities. States are sovereign and the principle of the sovereignty determines the protection- policy of minorities living on their territories.
Wieloetniczność w Europie kształtowana była przez kilka stuleci, zaś jej wizerunek rzutował na stosunki między poszczególnymi krajami, był źródłem międzynarodowych oraz wewnętrznych napięć i konfliktów. W tym celu na arenie międzynarodowej podjęte zostały starania, które mają na celu uregulowanie statusu mniejszości w Europie i na świecie. Systemy ochronne dla mniejszości narodowych ukształtowane zostały na różnych płaszczyznach politycznych, od rozwiązań globalnych mających charakter ogólnikowy i deklaratywny, po rozwiązania regionalne, charakteryzujące się większym stopniem instytucjonalizacji, i narodowe z funkcjonującymi mechanizmami kontroli. Wymienione uregulowania dotyczące polityki mniejszościowej w Europie, sformułowane w wielu międzynarodowych aktach prawnych, mają charakter fakultatywno‑deklaratywny i w tym sensie nie zobowiązują państw do ich przestrzegania. Nawet w ramach Unii Europejskiej nie ma zasadniczo wiążących praw formułujących ochronę mniejszości narodowych. Państwa są suwerenne i to właśnie zasada suwerenności determinuje ich dobrą bądź złą wolę w zakresie ochrony mniejszości zamieszkujących ich terytorium.

This article discusses the development of state policy concerning national minorities in Poland after 1989 from the perspective of its internationalization and the Europeanization of its legal foundations, i.e., guaranteed legal status for minorities and the nature and scope of minority rights. The thrust of the article is that Europeanization of Poland’s national minority policy progressed in several stages and that the process ofEUaccession was not the only impulse for this progression. Initially, Europeanization focused on regulation of the status of minorities by means of bilateral treaties with Poland’s neighbours which included special “minority clauses.” The next stage was connected with the EU accession process. In this stage, protection of minorities was one of the most important political criteria against which candidate progress was evaluated (the so-called Copenhagen criteria) and it ended with the acceptance of international documents (mainly European Council documents) concerning the protection of minorities. The last stage concluded with the passing and implementation of a special minority act in 2005. Paradoxically, external factors (the influence of international institutions) had the greatest impact on the Europeanization process in the early 1990s. Later developments were apparently more influenced by internal factors, especially the need to regulate the legal status of such minorities as the Silesians and the Kashubians.

In the article I try to analyze some problems of institutionalization of additional place names in minority languages in Poland. Regulations concerning these issues didn’t exist in the Polish law until the adoption of the Act on National and Ethnic Minorities and Regional Language in 2005. The implementation of bilingual regulations had been the real and difficult phenomenon for the local administration and the public opinion but 1211 minority place names were established to the end of 2015. It wasn’t a simple adaptation of legal regulations but there was always connected with the history of presence of minority group and its language and culture in the region as well as the memory of Polish – minority relations. Therefore, the “bilingual signs” were often described in terms of “ethnic flagging”, favoring the minority group and defined through the prism of the fulfillment of its “ethnic” expectations. It has also meant the changing perception of the status of these communities in local community, shifting from “marginal” to the status of the “local co-host”.

This paper examines how the presence the media of national minorities aligns itself with the principles of civil society principles and fosters tolerance and stability in the Ukrainian multi-ethnic society. It follows from the analysis that the existence of periodicals published by national minorities increases social awareness, contributes to national reconciliation, mutual understanding between people, and promotes social development. It was found that ongoing publication of national periodicals approved by the state enables representatives of national minorities to feel equal citizens of Ukraine, whose high social status and cultural needs are acknowledged and recognized. The registered periodicals and radio broadcasts of the Polish national minorities in the Carpathian region evince the existence of free non-governmental organizations that reflect the interests of social groups and their values. It is emphasized that the Polish community of Prykarpattia is dispersed, therefore the development trend of its social media reflects the nationwide progress of ethnic integration of particular national communities into society. Also, the authors show that Polish-language and bilingual newspapers and magazines of the Ivano-Frankivsk region are important factors in the preservation and public expression of the identity of national minorities, reflect their unique culture, traditions and the degree of their assimilation.

In 1991 the regenerating country of Latvia had to face the consequences of Soviet occupation, including the "colonization" of Latvian grounds by the influx of hundreds of thousands Russians supplying the industrial plants, offices and politics of Latvian SSR. The way that Russians and Latvians have been through if it comes to the relations between them was not straight, if we take the accompanying internal conditions and international context into account. Surely it also has not been finished and still requires the will of dialogue from both sides. Giving the opportunity of gaining the citizenship by naturalization, supporting everybody who was interested in getting civic rights and aiming at social integration Latvia has answered positively the question about the future of Russian inhabitants of the republic and challenges that appeared after years of occupation.

The article compares ethic parties in Lithuania, Latvia, and Estonia. The author reconstructs the context in which ethnic parties were established, development of the organizations as well as their ideological profile. The second part of the article is devoted to the role that the parties played in the processes of inter-party competition, especially on the national level. The article presents the results of the census conducted in April 2002. It contains statistical information referring to the ethnic composition of Poland’s population and the languages used by Polish citizens. The results of the census have shown that 38,230,100 people live on the territory of Poland. The Polish nationality was declared by 36,983,700 people. Another ethnic option was chosen by 471,500 people, that is by 1.2% of the whole of the population of the country. Silesians proved to be the greatest minority (173,200), Germans (152,900), Belorussians (48,700) and Ukrainians (31,000). Other ethnic groups proved to be less numerous. The author offers an interpretation of the census results. He pays a special attention to the problem of the Silesian minority, that is not considered a national group by specialists. He shows that the group has been undergoing Polish and German influences for many centuries. Silesians have spoken Polish and they have been faithful to Catholicism. This connected them to Poland. However, on the other hand they have accepted German civilization-cultural patterns. In the next part of the article data referring to the language spoken by the citizens of Poland are presented. Also in this domain complete supremacy of the Polish language is found, as 97.8% of Poland’s population recognize Polish as the language they speak at home. The second most popular language turns out to be German (206,600 people – 0.5% of the country’s population). Other languages play a marginal role. The national data compared to the ethnic structure are a basis for a territorial analysis. The author has made an analysis of places particular ethnic group live in and referred them to territorial administration units of the province and common level. He has proven that the German population is concentrated in Opole Silesia, and the Belorussian population in Podlasie, in the area of the Białowieska Forest. The presented statistical information and their introductory interpretation have confirmed the well-known fact that Poland is a mono-ethnic country. The role of ethnic and language minorities is only slight. The ethnic and language conformity is also connected with Poland’s religious specificity. A predominant part of the citizens of Poland has traditional bonds with Catholicism.

The aim of the study is to assess the methodology of 2011 Population and Housing Census in terms of ethnic questions. The study focused on questions concerning national minorities and ethnic and regional dialects aside from issues of religion. Assessing census methodology legal regulations were discussed, including relation between census estimates and statutory rights of national minorities. In this topic, attention was paid to the protection of “privacy” and the confidentiality of personal data, the reliability of ethnic data obtained in censuses and the need for their acquisition. Afterwards relationship between international recommendations and the way the recognition of ethnic questions in 2011 census was presented. With regard to methodological issues, first methods of conducting population censuses were discussed. Comparing the traditional method, and the one based on administrative records, the attention was drawn to the fulfillment of the UN Recommendations as concerns basic characteristics of the census. Focused on register-based approach, the possibilities of estimating information relating to national and ethnic minorities were discussed. Attention was paid to the consequences of defining different categories of the census population and sample survey conducted within the 2011 census. Possibilities of small area statistics and calibration were presented. Particular attention was paid to the possibility of estimating information on national and ethnic minorities.

The article is an attempt to analyse the problem of multiculturalism on the example of the influence of the five minority communities listed in the title in the perspective of the security of Poland in the period between 1918 and 1939. The considerations presented in this article are an addendum to the issues related to the policy of the authorities of the Second Republic of Poland on national minorities and its influence on the internal security of the state. This subject was undertaken by the Author earlier when he analysed the activity of the representatives the German and Ukrainian minority. The article presents potential factors which can destabilise internal security, especially at the social level, as a result of forces in the environments of the indicated national and ethnic minorities in the II RP. The presented arguments allow to conclude that during the whole interwar period the II RP authorities had to struggle with multiculturalism related to the presence of Belarusian, Lithuanian, Jewish and Silesian minorities because in their environment centrifugal forces were occurred many times and posed a threat to the internal security of the newly re-established Polish state. What is more, it turned out that the social and cultural policy of the II RP was not sufficiently wide-ranging for the above mentioned minorities. However, there were also other factors which constituted serious obstacles in pursuing the policy of efficient integration in the II RP society. It is possible to indicate here as an example the aversion of numerous representatives of these minorities to the social policy imposed by the Polish authorities, major discrepancies in the leading integration vision between significant political factions and also the influence of external propaganda and agitation influencing these minorities.

In spring of the year 1939 the Abwehr and the subordinated to the SS Reichshfuhrer security service commenced mass recruitment among members of the German minority inhabiting the territory of the Republic of Poland to combat and sabotage diversionary organisations. In case of an outbreak of a war, the organisations subordinated to the Abwehr were to carry out attacks on the Polish Army troops, civilians and also destroy important from a military point of view objects, primarily communication ones. Completely different tasks were posed for implementation for groups set up by the security service (Siherheitsdienst - SD). They were engaged in the preparation of provocative actions to justify the aggression of the Third Reich on Poland, as well as drawing up the inventory of people for arrest after the Wehrmacht invaded the Polish territory.
Wiosną 1939 roku Abwehra i podległa Reichshfuhrerowi SS służba bezpieczeństwa rozpoczęły masowy werbunek do organizacji bojowych i sabotażowo-dywersyjnych członków mniejszości niemieckiej zamieszkujących terytorium Rzeczypospolitej. W przypadku wybuchu wojny organizacje podległe Abwehrze miały dokonywać ataków na oddziały WP, ludność cywilną, a także niszczyć ważne z wojskowego punktu widzenia obiekty – przede wszystkim komunikacyjne. Zupełnie inne zadania postawiono do wykonania grupom utworzonym przez służbę bezpieczeństwa (Siherheitsdienst–SD). Zajmowały się one przygotowaniem akcji prowokacyjnych mających uzasadnić agresję III Rzeszy na Polskę, a także sporządzeniem spisu osób przeznaczonych do aresztowania po wkroczeniu Wehrmachtu na ziemie polskie.

 Education in post-war Legnica (1945–1968) When the war activities came to a close, first Jews started to come into town, mainly the former prisoners from Gross-Rosen concentration camp, and then the displaced rescued in the territory of the Soviet Union. The newcomers soon opened their own educational facilities and in the school year 1946/1947 in Legnica there were: a kindergarten, a foster house, a heder, a primary school with Hebrew as the language of lecture, a kibbutz and a Hebrew primary school. The educational pluralism did not last long because from the school year 1950/1951 there remained just one state-controlled Jewish school (the other facilities had been closed). The kindergarten was the only exception and although it received the status of a public institution it preserved Jewish character until mid-50s. The subsequent years brought significant fluctuation of teachers and students as many of them left Poland in the first half of the 1950s, whereas from 1956 more newcomers arrived from the USSR. On September 1, 1959 a high-school class was launched in the local primary school. In the 1960s the emigration of Jews from Legnica increased significantly, which resulted in smaller number of students. A breakthrough year was 1968, when, because of too small number of children (38 in total), on August 31 the Jewish high-school and primary school ceased to exist

In the article, the author describes the most numerous national groups appearing in Poland in the years 1918–1939, with particular emphasis on the Ukrainian, German and Jewish minorities.

The article provides an overview of the social situation of Polish minorities in Latvia, Lithuania, Belarus and Ukraine. First, the author presents historical and social data on Polish minorities in these countries. It is stated that in each country the situation of Poles, and their identity as well, varies significantly depending on their different historical backgrounds, the Polish government’s position on their case and the current policies of these states. Therefore, this diversity should be taken into consideration by the Polish government in order to execute its policy efficiently.

Niniejszy artykuł ma na celu przedstawienie i zanalizowanie oceny polityki etnicznej państwa polskiego dokonanej na podstawie Czwartej opinii w sprawie Polski Komitetu Doradczego Rady Europy ds. Konwencji Ramowej o Ochronie Mniejszości Narodowych oraz na podstawie Trzeciego raportu Komitet Ekspertów ds. Europejskiej Karty Języków Regionalnych lub Mniejszościowych. Główną tezą pracy jest stwierdzenie, iż mimo że polityka etniczna państwa polskiego w analizowanym okresie nie uległa zmianie, to niektóre działania władz polskich świadczą o ich pewnej nieprzychylności wobec poszerzenia praw mniejszości narodowych, a nawet w niektórych przypadkach chęci uszczuplenia tych praw. W artykule wykorzystano szereg metod badawczych. Najważniejsze z nich to analiza instytucjonalno-prawna, metoda czynnikowa i metoda porównawcza.
This article aims to present and analyse the assessment of the ethnic policy of the Polish state made on the basis of the Fourth Opinion on Poland of the Advisory Committee of the Council of Europe on the Framework Convention for the Protection of National Minorities and on the basis of the Third Report of the Committee of Experts on the European Charter for Regional or Minority Languages. The main thesis of the work is the statement that although the ethnic policy of the Polish state has not changed in the analyzed period, some actions of the Polish authorities testify to their certain unfavorability towards the extension of the rights of national minorities, and even in some cases the desire to reduce these rights. The article uses a number of research methods. The most important of them are institutional and legal analysis, factorial method and comparative method.

The paper presents the population size, distribution, and social structure of German minority, as well as aspects related to the assessment of the assimilation process. The article is based primarily on Ukrainian source compilations and archive materials. It also contains a short description of the current status of German minority in the independent Ukraine.

Additional complicating factor in bilateral relations between national minority and the home state is different political status of Lithuania, Belarus and Ukraine and different processes of transformation the consequence of which is differentiated state of political relations of Poland with its eastern neighbours. Lithuania, like Poland, is a member of EU, Ukraine, outside the structures of European integration, pursued a variable foreign policy, depending on the ruling options and the economic situation, and Belarus, because of internal policy which is unacceptable in the EU countries, is located on the political periphery of Europe.

The aim of the article is to show how positive discrimination works on the example of national minorities and corroborate the thesis that national minorities form their political expressions, both on the central and local political scene, through non-party forms. The article focuses on the local and national political activity of four national minorities: German, Belarusian, Lithuanian, and Ukrainian. The first two manifest the greatest activity on the central, regional and local level. They also have a relatively firm, though evolving electorate. Nevertheless, the results of their activity, especially on the local level, are considerably different.

The purpose of this article is to review immigrant integration policy in the Baltic States, in particular emphasis on the issue of access to social services and the general model of social policy towards minority groups. In the introduction to the topic are primarily issues related to the overall look at the issue of immigration in the Baltic States and the structure of in the context of immigrant origin. In the next part of the paper outlines the overall picture of integration policy in the Baltic States, taking into account national legislation. The whole issue was supplemented analyzed by reviewing the most important government programs in Baltic States in order to quickly and efficiently integrate the newly arrived residents of local communities.
Celem niniejszego artykułu jest przegląd polityki integracji imigrantów w krajach bałtyckich ze szczególnym uwzględnieniem kwestii dostępu do usług społecznych i ogólnego modelu polityki społecznej wobec grup mniejszościowych. Poruszono tu przede wszystkim kwestie związane z ogólnym spojrzeniem na tematykę imigracji w krajach bałtyckich i jej struktury w kontekście pochodzenia imigrantów. Następnie przedstawiono ogólny obraz polityki integracyjnej w państwach bałtyckich z uwzględnieniem przepisów krajowych. Cała analiza została uzupełniona o przegląd najważniejszych programów rządowych w krajach bałtyckich mających na celu szybkie i skuteczne zintegrowanie nowo przybyłych mieszkańców do społeczności lokalnych.

The main purpose of the article is to present the evolution of legal regulations regarding national minorities in Ukraine, the structure of these minorities and the dynamics of demographic change. The authors analyzed the geographical distribution as well as the political, cultural and educational activity of the most numerous national minorities. They presented the main reasons for the increase or decrease in the size of the largest national groups. The political and legal foundations of minority activities, the specificity of the organization of their educational institutions, national-cultural associations and ethnic parties were analyzed. Particular attention was paid to the problematic provisions of the new Education Act (2017), which reduced the status of languages of national minorities in education and led to the deterioration of relations with individual countries with which minorities are associated. The authors discussed the most severe problems in bilateral relations arising from Ukraine’s policy towards minorities and some ideas on how to solve them. The main methods of improving nationality policy in contemporary Ukraine were also presented.

The rebirth of the Polish state after a long period of partition constituted a great op-portunity as well as a new challenge for professionals in the Bar association. The Barassociation attained self-governing status. This, on the one hand, enabled the group tocreate an environment and to strengthen the social significance of this group in Poland.On the other hand, it created dangers caused by the different traditions which werecultivated in different parts of the formerly partitioned Poland. Another factor contri-buting to the problem was the multinational composition of the Bar. The Bar duringthe interwar years was highly divided ethnically. The Jewish and Ukrainian minoritieshad an especially strong representation. The Bar organizations protected their nationalautonomy. The conflict between the numerous associations, which were formally openfor minorities and practically organized according to national interests, was severe. Thisconflict was especially visible in Lesser Poland. The pressure of professional competiti-on cast a shadow over the Bar’s ethos. Antagonisms based on nationality were presentin the researched period with a varying degree of intensity and appeared in differentforms. The situation was finally alleviated by the act from 1938. The looming threat ofthe impending war also contributed to their appeasement.

The article presents the assumptions and partial results of the research undertaken within the project “German minority in Poland in the face of transition and political transformation after 1989”, carried out by a research team from the Institute of Political Science and Administration (University of Opole) and commissioned by the German Minority Research Center. The project is an attempt of adopting a new perspective on the processes related to the political transformation which Poland underwent 30 years ago, with an aim of investigating the role that the German minority played in this transition. Authors of the paper focused on discussing the current state of research and outlining the sociopolitical context of the emergence of the German minority movement, the reactions of the sociopolitical actors on these processes, as well as their influence on the civil society formation, mainly in the Opole voivodeship (province).

In the interwar period of the 20th century, 30% of the total population of Poland was comprised of national minorities. Among them, the German minority of 740 thousand people played a very prominent role. The Germans lived mainly in the western parts of Poland: Pomeranian, Poznań and Silesian voivodeships, as well as in the district of Lodz. The German community was wealthy and influential thanks to the economic traditions and support provided by the German state. In order to stop the process of polonization, the Germans established and developed numerous forms of economic, cultural and social activity. They were very active in the area of physical culture. Their activities included taking great care of the development of physical education and sport in German schools at both primary and secondary education level. Physical education classes were taught and school sports competitions were organized. Physical education was one of the most popular school subjects and was intended to preserve the “German spirit” among pupils. The majority of German schools had a curriculum in place that included two hours of physical education per week and some of them even four hours of PE classes per week. The best teaching staff and sports facilities were to be found in private schools, especially secondary schools, where physical education and school sports enjoyed a very prominent status.

The major goal of this paper is characterising German education in Legnica in relation to the education of this minority after WWII. Before the second half of the 1950s, Lower Silesia was home to the biggest German diaspora in Poland while Legnica was a significant location on the map of German settlement. In addition, it hosted one of the largest schools with German language; along with a similar institution in Wrocław, it was one of two oldest institutions of this type in Poland. The first part of this paper analyses the social and political situation of the German population in Poland after WWII. The second part describes the characteristics of the diaspora’s education, and the third part discusses the education of the German population in post-war Legnica.

Life in a culturally diverse environment and being a national minority member causes the socialization of young people to occur in more than one language. Language is not only a medium of culture but also a core element of identity. This article discusses the implementation of the right of national minorities to education in their languages. In Belarus, the Czech Republic, Poland, and Ukraine, there are national minorities of autochthonous character, along with schools with the language of a particular minority as the teaching language. The most developed and numerous network of schools operating in the official school system is in the Czech Republic. In Belarus and Ukraine, the legal possibility of opening and running minority schools was introduced several years ago. Not without significance is the functioning of parish schools, Saturday-Sunday schools, national or ethnic clubs. Apart from family, school is the basic place of learning the minority language, an important element of national identity. At school, learners deepen their cultural competences, within their national, majority group and European culture.

Marginalization of national minorities in the Second Polish Republic has been primarily discussed in the context of the eastern part of the state and borderland areas. In Biała Podlaska Poviat, located almost in the centre of the country, where the scale of ethnic and nationality-related problems was smaller, one could think that actions aimed at restricting the role played by ethnic and national minorities in the local community, were non-existent. This paper aims at demonstrating that in Biała Podlaska poviat, marginalization of citizens of non-Polish origin also happened, and was, among other, conducted by state and self-government institutions. In order to reconstruct the nation-related structure of the poviat, Anna Madej and Arkadiusz Zawadzki used available statistical sources and employed related research methods. The examination of the statistical sources showed that deficiency of statistical material indicates marginalization of minorities, as the registration formula used by the state institution General Statistical Office, and performed by local administration led to obtaining results inconsistent with the actual situation. It is visible when comparing information earlier than 1818 and the information related to 1940. Additionally, numerous archival sources, both normative and diary ones, testify to realization of consistent policy aimed at Polonization. It seems that regardless of the political party wielding power and the actual state policy trend regarding national minorities, the local state apparatus in Biała Podlaska poviat realized the concept of Polonization of the Ukrainian, Belarussian as well as quite large „local” population. The most drastic example of this was the process of revindication of Orthodox churches by the Catholic Church and using them as churches, public buildings or pulling them down. Efforts were also made to restrict the role Jewish minority in commercial and political life. It required using other methods, since cultural assimilation was impossible in this case. As a result, the number of Jews in the poviat increased much more slowly than in other parts of the country.

In the opinion, the author stated that the “Göring Decree”, which discriminates against the Polish minority in Germany, has not been in force in the Federal Republic of Germany for a long time due to its incompatibility with the German Constitution. This does not change the fact that there are still unresolved issues related to the rights of the Polish minority, such as its non-recognition in German law, the non-payment of compensation to the descendants of victims of the Third Reich and the lack of compensation for the loss of property of members of the Polish minority during this period.

The article presents the approach implemented in Poland to provide representatives of national and ethnic minorities with multilingual education. This issue is integral to both education and minority policies. W artykule dokonano przeglądu badań geograficznych dotyczących struktury narodowościowej w Polsce, począwszy od XIX wieku do początku II dekady XXI wieku, odnosząc się także do zasadniczych nurtów badawczych problematyki narodowościowej wśród historyków i socjologów. Przedstawiono najistotniejsze zdaniem autora problemy badawcze, które należy podjąć w dalszych badaniach dotyczących mniejszości narodowych, etnicznych i etniczno-regionalnych zamieszkujących współczesną Polskę. Omó- wiono różnorodne metody badawcze wraz ze wskazaniem ich zalet oraz licznych ograniczeń. We wnioskach autor przedstawił główne, jego zdaniem, uwarunkowania wpływające na dynamiczne przekształcenia struktury narodowościowej w Polsce oraz zasadnicze cechy relacji państwo polskie – mniejszości narodowe.
The issue of ethnicity is interdisciplinary and tackled by many sciences such as history, statistics, demography, politology, sociology, ethnology or ethnography, as well as geography, which focuses primarily on the spatial element of distribution of ethni-cities, the causes and consequences of its changes and the genesis of concentrations of ethnic minorities. As part of population geography or, more broadly, anthropogeography, and apart from geographies of religion and languages, there is a discipline called geography of ethnicity, which studies the numerousness, as well as assesses and analyses the ethnic structures in various spatial scales. Studies of ethnic structures and their transformations are common especially in political geography, which devotes more place to the issues of ethnic, linguistic and religious minorities than any other geographical science. Owing to its ability to study the spatial and temporal context of various phenomena, it facilitates the recognition and comprehension of interrelations between political, demographic, social and cultural factors. Such studies are particularly justified in the case of clear dependence between ethnic transformations and territorial or political transitions, i.e. the elements within political geography's scope of interest. Studies concerning ethnic minorities in Polish geography have had a long research tradition and great scientific achievements, especially in the interwar period and the last twenty years. These studies, though episodic in Communist times, have seen a contemporary renaissance. When dealing with issues of ethnicity, geography uses the achievements of other disciplines, especially history, statistics, sociology, and political science. The main point of reference in any analyses of the ethnic specifics is space, geographical environment and the socio-economic circumstances, while also considering the influence of historical and political conditions. Close links between political and historical geography caused by both disciplines studying the natural variability over time and space allow for referencing the socio-historical context which is indispensable in this kind of research. The vast majority of national, ethnic and regional minorities living in contemporary Poland are a part of the historical, cultural and political heritage of Poland, a testament to the former complexity and multicultural character of Poland, a part of its history, present day and, hopefully, its future. These minorities, even though thought of as “different” and separate in regards to their national, linguistic or religious identity are “at home”, with all rights and obligations that entails. Therefore, further research into the ethnic structure of Poland in essential, mainly due to the dynamic changes the country is currently undergoing (quantitative, qualitative, territorial, institutional, cultural, social, political), the growing importance of native regional groups and nationalities stemming from the non-European cultures, as well as the geopolitical, economic and civilisation transformations that are changing Europe.

This article aims to analyse the transformation of the culture of memory in Lithuania and the most important directions of Lithuanian politics of history in the period from 1989 to 2018. While discussing these questions, special attention is paid to the role of political factors (internal and external) and interstate relations, as well as to changes in the relationship between Lithuania’s culture of memory, and the cultures of memory and identity of the national minorities in Lithuania. The paper emphasises the processes of transformation of the Lithuanian culture of remembrance which started around 2005, when it was most recently updated. The research material presented herein shows that Lithuania’s culture of memory is full of contradictions and conflicts, and that its central figure has changed.
