Nowadays in public institutions environment there are appearing new law restrictions, among them the Ministerial Public Finance Act, according to which public institutions have to lead the risk management process [Winiarska, Postuła 2012]. The aim of this process is to deliver information needed for decision making [Widener 2007] in those units who act their role through tasks in the area of public security [Wieteska-Rosiak 2011], health protection, education [Burnett 2007]. This is connected with building the awareness that risk, understood as all situations that may takes place in institutions with a specific probability [Asel 2009], as well, as situations, which are estimated to involve a threat [Rosa 1998]. It is combined with all the activities of the institution [Ochmańska, Jarząbek 2012]. In this article, the author presented the risk management process in purposefully selected public higher education institution [Huber 2009] from Łódź Region. The aim of the article is to present the process and supplement it with the author’s own study results. The research was funded from NCN fund (DEC-2012/07/N/HS4/00274).

: Despite the fact that the significance of institutional economics is commonly recognized, the uncertainty of basic concepts of institutional economics – institutions – and its investigation sphere is widely mentioned today. The paper aims to trace the process of evolution in the understanding of the notion of institution, from its spontaneous mentions and pragmatic use of the so-called pre-institutional era to the desire to understand and to define the essence of the institution in the period of early institutionalism. Based on the analyses of appropriate literature, the paper tries to study how the term “institution” was understood at the three initial historical period of its usage. For this purpose, the first part of the paper analyses how the term “institu-tion” was used at the start by religious figures in VII and XIII centuries and then by thinkers in XVII-XVIII centuries which are considered as a pre-history of the term “institution” wide usage. The second part of the study is focused on the investigation how the term was understood by immediate predecessors of institutional economics – German Historical School, and the third part of the paper investigates scholars-institutionalists’ efforts in the intellectual context on the period 1890-1930.

The American Smithsonian Institution is the world's largest network of museums and research centers. Organizational, governmental structures and institutions have always been guided by established policies which are expected to foster development. Policies have not been stagnant and there abounds occasions where slight or major adjustments were made to existing policies with the aim of achieving increased value and development. Unfortunately, the reforms made by Governor Aregbesola in the years 2011–2018 in the Osun state education sector brought disagreements rather than progress. There have been divergent views on the intention and prospect of the reform to achieving the desired end. Using the historical and analytical approach, the paper seeks to investigate the reforms made and also to point out the lapses of these reforms. However, findings indicated that the reforms, though have their gains, they were largely retrogressive. The paper, thus, concluded that the reforms only came to disrupt the peaceful process of the existing policy which was in place.

In 1853, a Catholic mission station was founded in Olecko. Land property was bought with an intention to build a church. Johannes Osinski became the first priest of this town on 22nd May 1853. His duties included the organisation of Catholic ministry in the Olecko district. In the years 1859-1861, a Neogothic church was built in Olecko; it was blessed on 1st December 1861. Bishop Antoni Frenzel dedicated the temple to the Holy Cross and Saint Adalbert on 27th August 1862. A Catholic school in this town was founded probably in 1866, but it was closed quite soon afterwards. Rural chapels serviced by the priest of Olecko were founded, among others, in a village named Borawskie and in a settlement named Kozia Góra (Ziegenberg). At the end of the 19th century, the priest from Olecko also celebrated Catholic Masses in Gołdap. One of the greatest problems of the Catholic community in Olecko was to guarantee appropriate remuneration for the priest. He received an yearly allowance from the Boniface and Adalbert Associationin Frombork. Numerous construction and redecoration works on the church buildings were also funded from this source. In 1929, the legal status of the Olecko pastoral institution was approved by the state authorities.

The article discusses the involvement of parents in the environment pedagogization through andragogical systems. Priority education accrues to the family as the overriding social institute where people suffer first and most important socialization. Other public structures, socialization is a little later. Families with no auxiliary Institute, seeking to create and maintain the existing structures and relations in the country, while the main condition for realizing human potential, is an institution which has unique features, a significant impact on personality formation and social development. The family, as the first social institutions, has a major impact on children's education, but the child started attending an educational institution care for the child's education and upbringing are reduced. Parents stop to be interested in their child problems, achievements, then disposing of education and training to function in an education institution. Is commonly observed that few parents communicate with teachers, educational institutions are reluctant to participate in community life. The family as an institution leads to pre-school children's education office complexity. Development of parental rights and obligations appears from the need for them to find a qualified educational assistance to children's education area. Therefore, educational institutions are addressing both issues of parental education, development of formal models micro studying. In this way, it allows parents to learn the same environment in which nurtures and their children. This is consistent with parents' needs, helping them with teachers to address children's educational development issues. At the same time pre-school institutions is enhanced by both parents, as adults group, a personal interest in education in general, as well as orientation to the pre-school modernization. This article deals with andragogical system provided to parents to parents' engagement in school life, suitable for a child learning to create a climate, the motivation to maintain in order to make appropriate learning and life conditions. Andragogical means of encouraging parents to become involved in community activities in educational institutions as being of its members are active not only contributes to children's education institutions in management, but it will be acquired from the planning, coordination, organization and evaluation skills.

Ownership, as a basic value of a legal state is the subject to special protection guaranteed by a basic law. However, in certain situations acting for the benefit of public interest is, according to a legislator, takes priority over private ownership. Thus, in cases when public interest is at stake limitation of ownership title to property can be permitted by regulations. Expropriation of private property for the sake of public good is the solution used for many years in Poland and in other countries. Basic preconditions for expropriation are described in art. 21 section 2 of The Constitution of the Republic of Poland. Private ownership in art. 21 of Polish Constitution was defined in a very general context without defining the subject. Thus, all the ownership is the subject to state protection without specifying the principles of this protection, which are regulated by ordinary acts. Guaranteeing right to private ownership does not mean the right is inviolable. Constitution allows for property expropriation for the benefit of public purposes after a just compensation. However, it must be emphasized that regulations relating to the rules of property expropriation as a special form of depriving ownership right by means of authoritarian state act, which is the exception from general civil and legal principles of transferring ownership title, must be applied literally, excluding admissibility of extensive interpretation. Provisions of the constitution are defined in the regulations of the Real Estate Management Act from 21st August 1997.

The main objection to the empowermet theory in management education here is the fact of concealing fundamental violence that defi nes relations within institution of academy. Removal of the question of conflict from the concept of empowerment deprives it from real emancipating power. In contrast to empowerment, Harol Bloom’s idea of subjectivity as an agon is presented.

Creating an Image Of A Higher Education Institution on Facebook Illustrated with an Example of Selected Private Higher Education Institutions in PolandWhen a higher education institution functions as a company and is seen through the prism of market categories, it starts to function as an organization: first of all, it meets their customers’ expectations and acts so that it would satisfy their needs and demands in full. Marketing operations of higher education institutions are based on serving the needs of their customer – a student and they use the Internet as it is an environment which appeals to youth most. Higher education institutions have understood that their existence and success in education market should be based on excellent communication with the environment and distribution of their services. Facebook has turned out to be a perfect place as in crowded marketplaces one has to be able to sell himself, convince, encourage to enroll, highlight the advantages, stand out, promote a positive image in media. Higher education institutions have realized that a young person, who is success and fast profit- oriented, when he decides to pursue higher education he will look for such elements that are attractive, innovative, open to him, which invite him to co-create community of students and scholars under new principles. In order to examine how do higher education institutions develop their brand and image, what kind of tools and content is implemented using Facebook, I am going to analyse the content placed on websites of five selected private higher education institutions in Poland. It helped to show not only how important in the Internet the existence of a higher education institution is, but also what are the expectations of future students concerning higher education institutions.

After World War II an important position in Polish protective and educational system was taken by institutions conducted by Catholic church and convents. Especially important were orphanages, nurseries, day nurseries, kindergartens, special institutions and dispensaries, mother and child information centers. After the election to Sejm in 1947 the government gradually started to limit religious education in all three types of schools, close down Catholic schools and protective and educational institutions. The aim of such activities was to prevent the Catholic church in Poland from educating children and youth. Every year the number of protective and educational institutions conducted by orders and convents decreased. The representatives of most important social groups tried to defend the institutions which were being closed down. Unfortunately, the activities did not have any positive effect.

The paper documents cross-country variation in the relationship between the deposit insurance scheme and liquidity risk in banks and explores the banking sector specific and macroeconomic determinants that can explain the variation. There is a lack of articles exploring the phenomenon in Europe, authors studying the issue focus on the United States and other parts of the world, so it is difficult to apply their results to Europe. The results of their research are also ambiguous. Using data from 28 countries of the European Economic Area by means of panel regression calculated with the use of GLS estimator with random effects, I established that an increase in deposit insurance coverage reduces the risk of liquidity. The study provides new information to help evaluate deposit insurance schemes across EEA countries.

Opis:
Saffronisation, a neologism that is derived from the saffron robes worn in particular by holy Hindu men, is used to denote the conflation of linguistic, semiotic and political actions taken by the far-right Hindu nationalist brotherhood in India to mechanically alter Indian history so that it resonates with the rest of the Hindu nationalist propaganda and policymaking. The process of Saffronisation, when coupled with westernised pedagogical curricula, has been inculcated within and beyond the periphery of educational institutions since the early twentieth century. While education in India has remained a concentrated resource in the hands of the communities that constitute the upper castes within the social hierarchy, the exclusivity of available academic resources and intellectual capital in the hands of a selected few has come off as the result of intersectional crises that collectively act as a bridge in connecting class and caste politics. This paper explores the impact of Saffronisation as a socio-political movement on educational institutions, the changes that have been made in textbooks in the recent times and in a holistic sense, attempts to analyse the effects of a neo-Fascist governance on schooling and how it affects students hailing from backgrounds that have been marginalised for generations. It is also an exploration of the role of the saffron propaganda in enabling otherisation of non-Hindu identities in higher education institutions.

People with disabilities constitute a significant group in a social environment that requires many different forms of assistance and support, especially of institutional character. In Poland, institutional assistance for adults with disabilities has a heterogeneous dimension and includes both financial and non-financial assistance. The multiplicity and variety of forms of help and support offered to adults with disabilities by different (state) institutions indicates that everyone with disabilities can benefit from the help that is most appropriate for them. On the basis of in-depth interviews conducted with adults with disabilities, we wanted to check to what extent the proposed forms of help and institutional support meet the expectations of people with different disabilities, especially in respect to their professional and adult life, how people with disabilities assess the activities of these institutions and how the professional situation of people with disabilities looks like. The conclusions and guidelines for the practice this paper contains were constructed based on the material from the interviews we carried out with adults with disabilities.

In the current international competitive environment, the production of innovation is more complicated than companies, individually or as a group, or researchers who work individually or collectively can handle alone. In other words, the production of innovation requires a system of national support and pragmatism delivered in such a way that in addition to firms, other social institutions, such as higher education institutions, play a fundamental role. In response to these new expectations, these institutions have pushed to introduce internal change and evolution of interaction with the socio-economic environment, resulting in the emergence of a new generation of entrepreneurial universities. As knowledge is increasingly becoming an important component of innovation, universities, as producers of knowledge and its publication, play a wider role. The emergence of the entrepreneurial university is, in fact, a response to the growing importance of knowledge in a national and regional system of innovation and for the university, as an institution that is the source of its transfer and technology, it is economically advantageous. In the last two decades, governments around the world have seen the potential of universities to behave in an innovative way to promote the national interest, despite differences in academic and industrial systems. This paper examines the factors influencing an approach to the entrepreneurial university, its definition and concept, and investigates examples of entrepreneurial activities.

The term “institution” refers to the collection of certain practices and principles that are part of everyday social life. This set of accepted norms and rules of behaviour in communities of different territorial units is usually associated with their history and institutions operating on their territory. Today it is believed that the relational and social capital primarily determine the potential economic development of a territorial unit. In the knowledge economy, particular attention is focused on qualified staff. Therefore, a robust and efficient educational system remains an essential element of economic development. Respect for science and knowledge in a given society, not only by its usefulness, is one of the conditions of its evolution. The region of Małopolska was deprived of universal primary education until the times of the Galician autonomy. The school allowed not only professional career but also ensured social advancement. Małopolska shows significant spatial variations at the level of education. Kraków has remained the strongest centre of education for centuries, with an extensive participation of Tarnów and Nowy Sącz. In spatial terms, better education was recorded in the north-west of the region and around Kraków. However, in recent years a noticeable growth of education in the peripheries has been observed. Examples include high schools located around Kraków, which is associated with sub-urbanisation and an increase in the quality of education in closed centres (e.g. Piekary), or local centres of education (e.g. Rabka-Zdrój). The largest increase in knowledge according to the Education Value Added occurs in schools located peripherally.

This paper analyses the complexity of family life, which includes both its charismatic and institutional aspects. Deepening the understanding of this basic social group can be useful in explaining how human beings in their decisions and actions, as well as organizations, unceasingly transcend different oppositions and dimensions. Undertaking this topic is not only important in the context of understanding the fundamental and complex experience of family life in the process of preparing and introducing new members to society, but also from the organizational perspective. It means that exploring the role of both dimensions – charismatic and institutional – which are somehow complementary, is crucial for understanding and harmonizing the different relationships and interactions within organizations, including business ones. In this way the article shows the connection between the functioning of the family and society (including organizations within it).

Pabian indicates that each institution of higher education should satisfy and meet requirements of students. A higher education institution, being an organisation whose function is to provide services, should reach out to industry for management ways, similarly to enterprises. In order to remain on the market they must develop and change depending on customers’ needs.

The article aims to determine the relationship between the level of the financial and economic competences and the financial exclusion. The analysis was based on the research by The National Bank of Poland and The Kronenberg's Foundation at Citibank. The results of the research indicate that Polish society lacks the most important knowledge in the field of personal finance, financial institutions and foreign currency market. One of the vital reasons for such situation appears to be a really low quality of instruction given at secondary schools as a part of „The introduction to entrepreneurship” subject. Firstly, due to students' lack of the appropriate approach towards broadening their financial knowledge. Secondly, the curriculum of the subject is built inadequately and does not support the development of students' entrepreneurial skills and increasing their knowledge of personal finances. Two major types of financial exclusion linked to the level of financial and economic competences determined by financial education were identified and discussed in this article. The first type is self-exclusion meant as an individual decision to resign from the benefits of using financial products and services. The second one is over-indebtedness, resulting from irresponsibly committing to debts or making risky decisions in terms of currency products. There is growing recognition that financial education has an important role to play in financial inclusion. Financial education is a mean to combat financial exclusion providing understanding of personal finance concepts, improving skills, increasing motivation and level of confidence to make informed financial choices and to participate in economic life.

A Deputy does not have to inform the Marshal of the Sejm about an intention of being employed as an assistant professor in a higher education institution, because it is a creative activity of an individual nature. Such obligation would exist if a Deputy had to perform additional responsibilities (apart from a pure academic or didactic work). In such case a Deputy would lose the right to receive a salary. However, s/he could apply for a partial salary – in the sum equal to the difference between a full Deputy’s salary and an additional one (received as a result of an additional employment).

Jednym z elementów polityki społecznej państwa jest funkcjonowanie Zakładu Ubezpieczeń Społecznych. Ma on na celu zabezpieczenie bytu oraz podstawowych potrzeb materialnych świadczeniobiorców. Zakład jest instytucją, która obsługuje system ubezpieczeń społecznych. Zapewnia on bezpieczeństwo socjalne na wypadek choroby, inwalidztwa, starości oraz śmierci. ZUS jest połączeniem instytucji finansowej (pobór składek, wypłata świadczeń, pobór podatków od emerytur i rencistów) z instytucją społeczną. Do ZUS-u każdego miesiąca wpłacane są składki na ubezpieczenia społeczne za 14,5 mln osób, które wpłaca ponad 2 mln płatników. Z ZUS-u wypłacane jest co miesiąc 7,3 mln emerytur i rent oraz 400 tys. zasiłków i innych świadczeń krótkoterminowych wynoszących łącznie około 14 mln zł. Funkcjonowanie Zakładu kosztuje niewiele ponad 2% obsługiwanych pieniędzy. W stosunku do skali realizowanych zadań jest to kwota niska. Kwota ta praktycznie nie zmieniała się od lat ze względu na zamrożenie płac budżetówki.
The functioning of the Social Security Institution (ZUS) is one of the elements of social policy of the State It aims at securing existence and fundamental needs of benefit recipients. The Institution is an entity which handles the social security system. It ensures social security in case of sickness, disability, old age or death. The Social Security Institution is a combination of a financial institution (contribution collection, payment of benefits, tax collection from old-age pensioners and recipients of sickness allowances) with a social institution. Every month social security contributions are paid to ZUS for 14,5 million persons; they are contributed by over 2 million taxpayers. Every month 7,3 million pensions and sickness allowances are paid from ZUS as well as 400 thousand securities and short-term benefits which total around PLN 14 million. The functioning of the Institution cost little, i.e. over 2 % of money in its operations. In relation to the scale of tasks performed, this amount is low. It has stood practically at the same level for years due to a public sector pay freeze.

W artykule podnoszony jest problem istoty społecznej odpowiedzialności szkoły wyższej. Omawiane są uwarunkowania oraz korzyści, jakie ten rodzaj aktywności może szkole przynieść, a także bariery, jakie stoją na przeszkodzie jej realizacji. Koncepcję społecznej odpowiedzialności wiążemy z działalnością wizerunkową szkoły wyższej, podkreślając sposób jej komunikowania się z interesariuszami. Cele artykułu są następujące: • przedstawienie istoty odpowiedzialności społecznej szkół wyższych, biorąc pod uwagę jej interesariuszy i tendencje rozwojowe; • zwrócenie uwagi na związek między odpowiedzialnością społeczną a wizerunkiem szkoły wyższej oraz opis podstawowych zasad i narzędzi kształtowania wizerunku; • propozycje dotyczące zakresu odpowiedzialności społecznej szkoły wyższej.
In the article the problem of the nature of the social responsibility of the higher education institution is being raised. Discussed are considerations and benefits which this kind of the activity can bring to the institution, as well as barriers which are standing in the way of its realization. We connect the concept of social responsibility with the image activity of the higher education institution, emphasizing its way of communicating with stakeholders. The purposes of the article are as follows: - describing the nature of the social responsibility of higher education institutions, taking into consideration its stakeholders and developmental tendencies; - pointing to the the association between the social responsibility and the image of the higher education institution and the description of fundamentals and tools for creating its image; - proposals concerning the area of responsibility of the social higher education institution.

The analysis of the notion “innovation activity of a complementary education institution as a pedagogic phenomenon” is represented in the article. On the basis of the comparative multi aspect analysis of the notions “innovation”, “novelty”, “innovation activity“, “innovation process”, “complementary education” the notion “innovation activity of a complementary education institution” is defined and its main characteristic features are revealed. The paper characterizes the present state of complementary education institution teachers’ innovation activity. The characteristic features of complementary education institution teachers without pedagogical education are presented. The innovation process in complementary education institutions is also disclosed. Scope of problems in complementary education institutions for children is viewed.

Der Artikel bildet einen Versuch, die bisher unerforschten "begrifflichen Antezedenzen" zu benennen, die einen Teil des genealogischen Zusammenhangs für Jürgen Habermas' Entwurf der Lebenswelt gestalten. Der erste Teil des Artikels zeigt die Übereinstimmungen zwischen diesem Entwurf und dem Begriff der Rechtsphäre, die von Hegel in seiner Philosophie angewandt wird. Das Recht konstituiert einen Bereich des gesellschaftlichen Lebens, der das schriftlich niedergelegte Recht, die Sittlichkeit und ethische Institutionen (Familie, bürgerliche Gesellschaft und Staat) umfasst. Hegel trennt zwar noch nicht das "Recht" vom "System", schreibt ihm aber Eigenschaften zu, die Habermas in der Lebenswelt bemerkt (in der Theorie des kommunikativen Handelns). Im zweiten Teil des Artikels werden problematische Fäden vorgestellt, die Arnold Gehlen in seiner philosophischen Anthropologie und Theorie der Institutionen bespricht: die Rehabilitierung der instrumentalen Rationalität und Technik, das Konzept des habituellen, reflexionslosen Wissens, das soziale Praktiken bedingt, Genese der Moralnormen etc. Der Artikel weist nach, dass Habermas dieselben Fäden in seinem Lebenswelt-Entwurf aufgreift und zu ähnlichen Schlussfolgerungen wie Gehlen kommt.
The article is an attempt to indicate the unexplored "conceptual antecedence" as the part of the genealogical context from which Jürgen Habermas’ concept derives. The first part of the text shows the convergences between this concept and the notion of „the sphere of right”(Recht) which is used by Hegel in his philosophy. Thus, the sphere of right is an area of law, social life which includes positive laws, morality and ethical institutions (family, civil society and state). Although Hegel does not separate even the "right" from the "system", but he endows it with qualities that Habermas attributes to the Lebenswelt (in his Theory of Communicative Action). The second part of the article presents several motives discussed by Arnold Gehlen in his philosophical anthropology and the theory of institutions: the rehabilitation of instrumental rationality and technology; the concept of non-discursive knowledge which determines social practices; the genesis of moral norms etc. The article demonstrates that in his concept of the Lebenswelt, Habermas shares views and reaches similar conclusions to Gehlen.
Artykuł stanowi próbę wskazania niezbadanych dotąd „pojęciowych antecedencji”, które tworzą fragment genealogicznego kontekstu, z jakiego wyłoniła się koncepcji Lebensweltu Jürgena Habermasa. Pierwsza część tekstu pokazuje zbieżności między tą koncepcją a pojęciem sfery prawa, którego używa Hegel w swojej filozofii. Prawo stanowi obszar życia społecznego, które obejmuje prawo stanowione, moralność oraz instytucje etyczności (rodzinę, społeczeństwo obywatelskie oraz państwo). Wprawdzie Hegel nie oddziela jeszcze „prawa” od „systemu”, ale przypisuje mu cechy, które Habermas dostrzega w świecie przeżywanym (w swojej Teorii działania komunikacyjnego). W drugiej części artykułu zostaną zaprezentowane wątki problemowe, które omawia Arnold Gehlen w swojej antropologii filozoficznej i teorii instytucji: rehabilitacja racjonalności instrumentalnej i techniki, koncepcja shabiltualizowanej, bezrefleksyjnej wiedzy, która determinuje praktyki społeczne, geneza norm moralnych, etc. Autor pokazuje, że Habermas podejmuje te same wątki w swojej koncepcji Lebensweltu i dochodzi do podobnych konkluzji jak Gehlen.

The aim of the article is to characterize the strategies of organizations in cultural industries, and as an exemplification one of cultural (no)institutions (Zamek Cieszyn) was chosen. Zamek Cieszyn is an unusual institution, because it combines the best elements from for-profit organizations with those from non-profit organizations. It is an example of good practise of managing an organisation in cultural industries. The author applies an appropriate methodology. The research method is a critical analysis of academic literature (a desk research) and a case study method. In the article, the author develops and supplements theoretical proposals, which are empirically verified in the case study. To sum up, creating and realizing strategies in organisations in cultural industries is a difficult task, since it is affected by the following factors: organizations’ goals that are different from the goals in for-profit organizations, the necessity to manage conflicting activities; the need to reconcile different expectations of stakeholders; the unpredictability of the environment and influence of political factors.

This article has originated from observations of the current Polish political and legal disputes over the Constitution. In pursuing the reasons for the different lines of the argumentation presented, we have brought the issue of education in constitutional law to attention. We have covered the issue in two stages. The first stage involves a discussion of education models as expounded in social theory. Our starting point was the structural-functional model and its criticism along the lines of conflict, interpretative, and critical theories. This is followed by a presentation of the evolution of administrative-law institutions in the light of the conflict between the expected openness to ethical and political dimensions and the claims for integrity and coherence. To this end, we followed the proposals of Nonet and Selznick. The second stage includes a review of three conceptions of the constitution and constitutionalism. The views of Kelsen, Schmitt as well as the American judicial review doctrine served as model examples. These proposals can be presented as the cornerstones of three visions of constitutional-law education. We did not content ourselves with presenting a set of models of education and covering a reconstruction of the vision of constitutional education. We have also attempted to demonstrate, bearing in mind the nature of the Polish debate over the Constitution, that the judicial review doctrine opens up a promising sphere for a revaluation of both the theory and practice of constitutional law.

The aim of this article is to introduce the theoretical basis of regional security and the functioning of regional security institutions in the light of international relations. The article includes: consideration of definitional aspects of international security of a state and regional security, criteria of regional security, approaches to the issue of security in selected theories in international relations as well as threads dedicated to their origin, evolution and current forms of activity of regional security institutions. The conclusion of the article indicates that the sources of cooperation in the area of regional security can be perceived in two ways: firstly, as a result of the natural desire of states to cooperate with each other, striving for regional integration, and the expression of the identity and regional culture. Secondly, primarily in the effect of states' endeavors to obtain hegemony in the region, the desire to protect sources of security diversification, and finally the result of the belief that collective action can be more effective in countering threats and mitigating effects of the weakness of nation states in the anarchic international environment.

Objectives: This article aims to provide a theoretical analysis of communication in public institutions with regard to ethical values and norms. More specifically, the objective is to try to understand how ethics is anchored in communication systems in organizations acting on behalf and for the community. Research Design & Methods: The paradigm which the authors refer to is the social communication theory, theories of professional ethics and writings of management specialists who work in the field of organisational communication. Findings: While exploring the literature in the said fields, the authors draw analytical conclusions regarding values and norms which should (normative approach) characterise the system of internal and external communication in public institutions, undertaking an attempt to build a theoretical model at the same time. Implications / Recommendations: The analysis shows that the values and norms necessary for public institutions to operate properly are connected primarily with the need for all groups of stakeholders focused around this process to co-operate. Contribution / Value Added: The authors try to organise the values and norms typical for communication systems in public institutions into a model.

This article has the following thesis: changes in banking and the role of banks in real economy in recent years give an argument for treating banks as a public good. Banks received great support from governments as a result of the subprime crisis. G-20 and European Commission recommended new regulations for this sector after the crisis. As a consequence of banking development, more than 90% of the population use banking services in many countries. New social functions of banks have ap-peared. Doctrines about recovery and government support for banks were changed in parallel (e.g. LoLR). Presently, there are some arguments for recognition of public good doctrine in banking such as: a very big area for state regulation, state banking supervision, state system of deposits insurance, realization of task delegated by the state, social responsibility of banks and others. These arguments confirm that banks’ activity has a particular importance for the society and the economy, and would be public good.

The Social Insurance Institution (ZUS) is the state organisational unit which holds legal personality. it performs tasks in the field of social insurance by virtue of the Act of 13 October 1998 on the social insurance system. One of important tasks of the organization is to ensure that the contributions are made by those who are legally obliged to do so and to enforce those dues.The objective of the paper is to analyze the collection of receivables for the Social Insurance Institution from contribution payers in Poland in the years 2007-2012. The article presents the kinds of receivables paid to the Social Insurance Institution and the methods of debts collection. It also shows the index of outstanding debts collection and the most effective ways used by the Social Insurance Institution to increase it.

Socio-Cultural Animation is currently one of the most significant areas of educational activity discussed within social pedagogy. Among social work, tutelary work or health education, it is one of the most important areas of educational practice widely studied within social pedagogy and, consequently, transferred on the specific methodology of practical activities. Simultaneously, it is worthwhile to indicate the significance of the space which encompasses this practice – namely Culture. It is one of the most rudimentary areas influencing human upbringing process, their development and social activity. Therefore, Socio-Cultural Animation is a very important and key area of pedagogical activity. At the same time, being a specific type of reflection, it has undergone and still undergoes the process of development. The reflection over the educational activity undertaken within and through culture, experienced various stages of its recognition. At the very beginning, when it appeared in the circle of interests of the social pedagogy forerunners, it was treated (in a specific sociopolitical context) as an area of educational activities with an important role of institutions which ought to undertake such activities under certain social conditions. The notion of animation was then associated with the concept of creative activity which has remained its constitutive feature as educational practice up to this point. The following years of reflections over socio-cultural animation maintained its more institutional and functional character, yet, it was more and more frequently connected and more clearly implemented with the notion of cultural education as part of the pedagogy of culture. Currently there are various ways of understanding socio-cultural animation accepted by social pedagogy. One of them is the concept of environmental education which sees the area of culture as the important and desired space of realizing education.

The subject of this article is implementation of ethics programs in public institutions. The term implementation is similar to introduction and copying. The fundamental question is a possibility of transferring the ethical solutions from business to public organizations. The article shows a need for ethical programs in the health sector. The article also presents the role of stakeholders in creation of ethical standards of cooperation, using the example of suppliers of medical hardware. Stakeholders also initiate changes that influence transparency. The article raises the question of whether law regulations in public organizations should also include ethical standards. The article also discusses issues of compliance policy and examines the arguments for introducing such mechanisms in the public sector. Finally, the article concentrates on the role of the external stakeholder who can propose such solutions.

The article examines the contexts of pedagogical parental education. Priority education accrues to the family as the overriding social institute where people suffer first and most important socialization. Other public structures, socialization is a little later. Families with no auxiliary Institute, seeking to create and maintain the existing structures and relations in the country, while the main condition for realizing human potential, is an institution which has unique features, a significant impact on personality formation and social development. The family, as the first social institutions, has a major impact on children's education, but the child started attending an educational institution care for the child's education and upbringing are reduced. Parents stop to be interested in their child problems, achievements, then disposing of education and training to function in an education institution. Is commonly observed that few parents communicate with teachers, educational institutions are reluctant to participate in community life. The family as an institution leads to pre-school children's education office complexity. Development of parental rights and obligations appears from the need for them to find a qualified educational assistance to children's education area. Therefore, educational institutions are addressing both issues of parental education, development of formal models micro studying. In this way, it allows parents to learn the same environment in which nurtures and their children. This is consistent with parents' needs, helping them with teachers to address children's educational development issues. At the same time pre-school institutions is enhanced by both parents, as adults group, a personal interest in education in general, as well as orientation to the pre-school modernization. This article deals with andragogical system provided to parents to parents' engagement in school life, suitable for a child learning to create a climate, the motivation to maintain in order to make appropriate learning and life conditions. Andragogical means of encouraging parents to become involved in community activities in educational institutions as being of its members are active not only contributes to children's education institutions in management, but it will be acquired from the planning, coordination, organization and evaluation skills.

The article presents research on students’ independent self-learning. The applied method was an analysis of intentionally prepared documents. While conducting the research, an attempt was made to recognise: the manner of the understanding the notion of “learning” by the students; the manner of learning which they apply as well as evaluation of their own effectiveness in this scope. The participants in the research identify learning mainly as mnemonic acquisition of new knowledge in the situations related to the process of studying. In the majority of cases, they work unsystematically, applying ineffective techniques of learning and express negative judgements on their own learning effectiveness.

Why do countries engage in Regional Financial Cooperation (RFC) initiatives and why they may give up on them? Under which conditions are those mechanisms born and how may changes aefct their performance? Although comparative studies have been a prolific strategy to investigate RFC the focus on the experiences of a specific region may reveal new insights. eThrefore the aim of this paper is to map the existing RFC mechanisms in Latin America, seeking to identify the demand, supply and conjectural conditions behind the processes of their creation and evolution. ehT theoretical framework provides concepts from International Relations' theories concerning regional institution building. Empirically fourteen Latin American RFC initiatives are surveyed. As a result important variables explaining RFC mechanisms in Latin America are presented in the paper: demand for greater participation (sense of belonging), material and political capacity from a paymaster and macroeconomic coordination.
