Opis:
Elections are a procedure typical for democratic systems, but also systems which do not respect the principles of democracy often employ them. However, due to their different functional positioning, they fulfill various functions. The presented text is an attempt to present the most important functions performed by the elections in democratic systems. The adopted model of generalization has allowed for separation of seven basic functions, present in all elections: delegation of political representation; selection of the political elite; legitimisation of those in power; control over authorities; political accountability; creation of political programmes; recreation of public opinion image. The presented typology allows for its use both in different types of elections (parliamentary, presidential, local, regional and European Parliament) as well as in relation to different electoral systems. The general nature of the described types of functions allows the separation of specific categories within its framework, but the objective of the present study has determined that the focus remains on the description and analysis of the presented types.

Numerous public opinion polls conducted in Poland since the 1990s have tried to answer questions linked with the processes of installing, and later stabilizing the new democratic order. Theoretical considerations were conducted on the basis of political science, sociology, and communications studies dealing with the democratic system, tended to concentrate on procedural questions as well as in institutional frameworks dealing with the functioning of the democratic system. Analyses dealing with the social reception of the political transformations and their reflection in the state of social awareness most often were in reference to the situation concerning successive political elections. It would appear the linking of these research approaches, of the so-called theoretical studies of the democratic process in the political system as well as empirical findings, and also perceived social signals resulting from public opinion research, may lead to the creation of more valuable results, as well as the posing of new research questions.

The aim of the article was to present factors that determined voting behaviour of citizens in national elections in 2015 in the perspective of party and personal attitudes of the interviewees. Except for presenting conclusions that result from the course of the research process in the aforementioned range, also the elements that could have affected eventual responses of the interviewees were indicated. These include changes at the position of PO (civic platform) leaders, appearance of new political entities (Ryszard Petru’s Nowoczesna, Together Party, Kukiz’15), or unification processes on the political right, and partially on the left. Personal conflicts and ways of conducting the campaign that could have affected attitudes of voters were also indicated.

Analyzes of individual election campaigns in which the Solidarna Polska party took part showed the dominant position of Law and Justice on the right side of the political scene. Jarosław Kaczyński’s party, receiving 37.58% of votes in the parliamentary elections in 2015, as the first after 1989, independently took over the governments. Zbigniew Ziobro’s party undertook program activities and initiatives that would distinguish it from the PiS and contribute to the fact that it would become an alternative to right-wing voters. Unfortunately, she did it without much success. Solidarna Polska managed to win a small electorate, and support not exceeding 5% did not make it a strong party dominating the right and threatening Law and Justice.

Opis:
The objective of this paper is to analyse the political activity of the local community of the Opolskie Province in the local government elections in 2018 and to identify the characteristic features determining its specificity. The attempt to identify the electoral specificity of the region will consist in presenting a characterization of the region in terms of its size and population as well as its administrative and social aspects. An analysis of the elements inseparably connected with the election process, such as geography, voting turnout, the number of electoral registers and candidates, the types of electoral committees, is equally important. And finally, comments on the election results are significant as well. The local government elections of 2018 were held in a specific atmosphere, largely related to the amendment of the election law. Undoubtedly, the most characteristic aspect for the Opolskie Region is its last position among other provinces with regard to size and population, but it should not be forgotten that it is a borderland region inhabited by a high percentage of the German national minority, which actively shapes the image of not only the local communities at every level, but also the entire Opolskie Region as such.

After the local government elections in Poland in 2018, the adopted solutions aimed at increasing the security of the elections were reviewed. Some of the solutions adopted so far have been abandoned, such as transmissions from the polling station, while others have been minimized (the division of the precinct electoral commissions in the precinct electoral commission for voting in the region and the precinct electoral commission for determining the results of voting in the region). In public opinion polls, the National Electoral Commission achieved record of confidence.

Since 2004, the times of the “Orange Revolution”, the topic of Ukraine has increasingly appearedin the Polish media, and Ukraine itself has become the subject of interest and sympathy fora large number of Poles. In 2019, for the first time in independent Ukraine, seven months beforethe presidential election, it was difficult to assess who would win in the first round of elections.The aim of the article is to show how the image of the presidential election in Ukraine is changingin a few months. How the candidates were assessed on the basis of their previous achievements andhow the public support changes in the short time of the election campaign. Information materialsprepared by the most popular news channel in Poland, TVN24, were used for the analysis.

The field explored in this article refers to politics being used by media. The attention is driven especially to its final outcome, i.e. the presidential debates and the interpretation thereof in the broad context of the latest election campaign. The elections held in May 2015 were regarded as the most interesting over the past twenty years. The term ‘spectacle of emotions’ was very frequent in media commentaries. The subject of this article is based on the analysis of a few factors which composed such spectacle and the process of building up the tension towards the presidential debates. It is interesting to see them from the perspective of discussions held by journalists, currentaffairs commentators and experts in political marketing on the one hand, and the conclusions made by Polish and foreign media experts as well as J. Huizinga on the other hand. The results of the intertextual analysis will confirm, that even if politics itself is not entertaining, the television in 2015 enforces the entertaining style of politics.

A study of the Euro-barometer performed at the end of January and beginning of February 2009 showed that not even 34% of the surveyed in all the 27 countries of the European Union declares the desire to cast their vote in the approaching election to the Euro-community. 15% of the respondents answered that they would de! nitely not vote in the coming election. The participation in the European Parliament Elections has fallen from election to election. This tendency persists and no signs of improvement of the situation can be seen. In 1994, 56.8% of the entitled to vote participated in the elections in all the member countries. Ten years later, only 45.6% of voters cast their votes. New member countries with low level of interest in European matters have considerably contributed to the fall in the level of legitimisation of the European Parliament.

In the first half of 2001 the US Department of State, following a request from the National Security Archive (a US non-governmental organisation), declassified documents relating to the Round Table negotiations, the presidential elections, the crisis over choice of a prime minister and the creation of government (coalition) in Poland in 1989. Those documents, highly confidential until their release, allow us to look at the most important events in the transformation in Poland from a different perspective, which has not yet been extensively analysed. In essence, they indicate the role of external factors which have influenced the political situation of Poland – the transformation and actual decomposition of communism. They include cables detailing the US embassy’s participation in, and its analysis of the events during Poland’s ‘revolution’.

Subcarpathian voivodeship that was formed in 1999 as a result of the administrative reform preserved voting traditions from all former voivodeships that comprise the current territorial unit of the country. It is noteworthy that the most important factors that significantly influenced electoral preferences of the Subcarpathia voivodeship were dominating electoral habits after 1989; electoral system elements, selected socio-economic indicators, as well as historical and religious determinants. The abovementioned factors are also supported by the positively verified partitions hypothesis, according to which it is assumed that in each partition area different patterns of political culture as well as various dominating political and ideological orientations were formed. This process was determined by policies of partitioning powers towards Polish citizens in the annexed areas, as well as the character and way of organising state by the partitioning powers, the level of their economic and cultural development. It is by means of following tradition that the above patterns are passed from generation to generation, which firstly confirms its timelessness, and secondly finds its reflection in election results in Subcarpathia.

The immigration crisis has in recent years become the leitmotif of electoral campaigns in the states of the Three Seas Initiative. Politicians do not avoid anti-immigration rhetoric, presenting immigration, mainly from the Middle East and Africa, as the greatest threat to their countries today. They create an extremely negative image of immigrants coming to Europe, generally identified as Muslims. This was the case, e.g. during the last elections in Hungary, Slovakia or the Czech Republic. This last case is the subject of analysis in this article. The author investigates the causes and effects of this phenomenon and highlights the topics related to immigration that dominated the 2017 and 2018 electoral campaigns.

This paper is devoted to the snap parliamentary elections in Macedonia, which took place on 27 April 2014. The main initiator of the early elections was the DUI, which represents the interests of the Albanian minority and was the junior coalition partner in the government led by Nikola Gruevski from the VMRO-DPMNE. The DUI’s activists did not want to advocate the candidacy of the incumbent head of state, Gjorge Ivanov, who was seeking re-election. After the elections the SDSM, the main rival of the ruling VMRO-DPMNE, has not recognised the result and refused to take up their parliamentary seats.
Niniejszy artykuł jest poświęcony analizie przedterminowych wyborów parlamentarnych w Macedonii, które odbyły się 27 kwietnia 2014 roku. Ich głównym inicjatorem była reprezentująca interesy mniejszości albańskiej DUI, która dotychczas pełniła rolę koalicjanta rządzącej VMRO-DPMNE premiera Nikoli Gruevskiego. Kością niezgody, która doprowadziła do przedterminowej elekcji, była odmowa poparcia przez działaczy DUI kandydatury wspieranego przez konserwatystów i ubiegającego się o reelekcję szefa państwa - Borde Ivanova. Mimo to po wyborach doszło do odnowienia dotychczas rządzącej koalicji. Natomiast główny rywal VMRO-DPMNE - SDSM nie uznała ich wyników i konsekwentnie od kilku miesięcy odmawia objęcia zdobytych mandatów.

The authors present information on holding presidential elections in Poland in 2020 in the context of the COVID-19 pandemic. They indicate, among other things, what anti-epidemic measures were taken to ensure the protection of life and health of voters, members of election commissions and other participants in the election process. Moreover, they present issues on how to ensure voting for voters under compulsory quarantine or mandatory isolation and indicate voting rules adopted specifically in connection with the COVID-19 pandemic and legislative changes made, including amendment to the Electoral Code.

The article is devoted to the early parliamentary elections in Serbia, which took place on 16 March 2014, less than two months after the beginning of negotiations on accession to the EU. The parliament elected in May 2012 was dissolved on 29 January on the strength of a decision by President Tomislav Nikolić. The head of state’s decision to dissolve the Skupština was based on the government motion which stated that painful reforms were in store for Serbia and that new legitimisation from voter was vital in order to implement them. The main initiator of the early elections was the leader of the Serbian Progressive Party (SNS) and the first deputy prime minister, Aleksandar Vučić, who wanted to consolidate his power.
Artykuł jest poświęcony analizie przedterminowych wyborów parlamentarnych w Serbii, które odbyły się 16 marca 2014 roku, czyli niespełna dwa miesiące po rozpoczęciu przez serbski rząd negocjacji w sprawie przystąpienia do Unii Europejskiej. Parlament, wybrany w maju 2012 roku, został rozwiązany 29 stycznia na mocy decyzji prezydenta Tomislava Nikolicia. Tym samym głowa państwa przychyliła się do wniosku zgłoszonego przez rząd, w którym podnoszono, że do przeprowadzenia koniecznych, aczkolwiek bolesnych, reform niezbędne jest uzyskanie nowej legitymacji od wyborców. Głównym inicjatorem przedterminowych wyborów był lider Serbskiej Partii Postępowej (SNS) i pierwszy wicepremier Aleksander Vučić, który liczył na umocnienie w ich następstwie swojej władzy.

Autor zwraca uwagę na ważną rolę przypisywaną wyborom jako istotnemu elementowi sytemu demokratycznego i konieczność zachowania woli wyrażonej przez suwerena w głosowaniu. Weryfikację wyborów w Polsce przeprowadza Sąd Najwyższy, w dwustopniowej procedurze polegającej na wydawaniu opinii w sprawie wniesionych protestów wyborczych, a następnie podjęcie uchwały o ważności wyborów. Autor zwraca uwagę na wąską i formalistyczną interpretacje norm prawnych w toku wydawania uchwały o ważności wyborów.
The article discusses the procedure for verifying the validity of nationwide elections in Poland. The author draws attention to the important role attributed to elections as an essential element of the democratic system and the need to preserve the will expressed by the sovereign in voting. Verification of elections in Poland is carried out by the Supreme Court, in a two-stage procedure involving issuing an opinion on the election protests lodged and then passing a resolution on the validity of the elections. The author draws attention to the narrow and formalistic interpretation of legal norms in the course of issuing a resolution on the validity of elections.

The factors behind this specificity indicate the restoration processes of local government, on-going decentralization processes, active use of mechanisms for implementing local government electoral law and the growing significance of elections at the local and regional level. These features make the local elections stand out from the parliamentary, presidential and European Parliament elections.

The paper deals with specific links between presidential and parliamentary elections in contemporary France. The main goal is to demonstrate that the timing of the two types of political events is a significant factor preserving the configuration of a pro-presidential majority fact as one of the possible variants of French semi-presidentialism. This raises the question of the role of both elections as instruments for controlling the process of setting up a space of political rivalry that could be perceived as optimal from the viewpoint of ruling camps. The author analyses possibilities to provide the convergence of presidential and parliamentary elections under the conditions of a seven-year presidential term as well as after its shortening to five years in 2000. Hence, of particular importance is the impact of some mechanisms used in this field on the institutional logic of the French political system. Specific application of constitutional tools and some normative changes introduced in previous years cause the extent of the aforementioned control to be now much greater than in the first decades of the Fifth Republic. Looking at the convergence of both types of elections from the perspective of the evolution of the existing political system, the author argues that it is legitimate to divide the whole period of the Fifth Republic into three sub-periods: 1. the absence of electoral convergence (1958–1981); 2. partial electoral convergence (1981– –2002); full electoral convergence (since 2002). Due to the acceptance of the pro-presidential paradigm, the latter formula is now definitely preferred and supported by legal regulations, which affects the flexibility of French semi-presidentialism (significantly reduced, but not fully eliminated, probability of cohabitation).

This article analyses the parliamentary elections held in the Republic of Moldova in 2021, as a result of which the right-wing party, formerly in opposition, won, and was able to form its own single-party government with a parliamentary majority, which has not happened in Moldova exactly 20 years – since 2001. In this article the basic positions of the “left” and “right” political camps in the Republic of Moldova before the elections are analysed; as well as the mechanics of the electoral campaign and the voting process in different socio-geographical profiles. In 2021 The Republic of Moldova, for the first time in many years, faced the phenomenon of “overturning elections”; understanding the mechanics of which contributes to the development of a much better political and electoral process in general. At the same time, despite the special nature of the 2021 elections, the electoral political process in the Republic of Moldova continues to show several fixed tendencies, such as the geographical polarization of Moldovan voters residing in the EU or Russia, and the overall objective decrease of interest in the electoral process in general, regardless of the degree of the political and social representation of the political parties represented in the elections.

In democratic legal systems there is a wide variety of instruments which profoundly affect the composition of future parliaments. They can cause significant changes in final results of both the parliamentary and municipal election. Due to them political parties can improve their position in emerging legislatures (gmina councils, poviat councils or sejmiks of the voivodeship), or even, I mean smaller formations in the first place, can guarantee any representatives in the chamber (council, sejmik). Politicians make use of these instruments most frequently in the face of the oncoming election. These mechanisms allow, on the grounds of binding law, to cause a result much worse than expected for the opposition or formations competing for power. In countries with deeply rooted democracy, it is most often a good political habit that makes any changes in the Electoral law take place long from the election. In our political reality, however, it is a rule that the election campaign is accompanied by auctions on legal grounds. Namely, changes in the borders of election districts take place, vote calculation methods are modernised so that they would be naturally beneficial for those who carry out such normative transformations.

The presented analysis related to the Polish specificity of preferences in economic voting and to the dynamics of relations between economic situation and political assessment. The analyzed studies show clearly that voters take into account the economic situation in the country irrespective of supporting a particular party – ‘definitely yes’ or ‘rather yes’ (from 75% for Palikot Movement to 79% for PSL). The issue is less important to those respondents who declare electoral absenteeism (60,4%). When considering economic program of a candidate or a political party, this is the electorate of the Democratic Left Alliance who definitely pay to it a lot of attention (87,1%). Regardless of declared ideological views and a party support, the respondents pay more attention to the economic program of a candidate/ a party than to the condition of the national economy, and it especially refers to those voters who declare themselves as right wingers (the left +5,7%; the centre +4,3; the right +9%). To sum up, it can be stated that regardless of an adopted criterion (of electorates of particular parties or ideological views), about ¾ of the voters declare taking into account the economic situation of the country or the economic program of a candidate / a political party as the factor which has an impact on their votes.

Invalid votes in local government elections in Poland, in particular at the regional level, are among the most pressing problems of the electoral process. The number of invalid votes is so large that it serves political conflict in which accusations of election fraud are formulated. These are scarcely justified, though, since over 70% of invalid votes in local parliament elections lack an “x” next to the name of any candidate (rather than the addition of another “x” on the ballot). The analysis of this issue indicates that the reason for such a high percentage of invalid votes can be found in some elements of the electoral system. Large constituencies, sometimes of up to a dozen districts, mean political parties marginalize the smallest units (i.e. rural and urban-rural communities) when drawing up electoral lists and running election campaigns. The candidates on electoral lists for local parliaments very rarely come from rural regions, which does not stimulate the interest of their citizens in elections at this level. Consequently, it is the rural and urban-rural communities that have the largest proportion of invalid votes, accounting for 17.13% and 14.50% respectively. The number of invalid votes in the units which submit the largest number of candidates, that is in urban communities, amounts to 7.19% (such a low percentage results from the fact that no elections are run for county councils in towns with county status as city councils operate at this level of authority). These elements of the electoral system are not the only reasons for the phenomenon of invalid votes. It is also encouraged by Poles’ low civic consciousness and their ignorance of fundamental democratic mechanisms, including the principles of electoral law.

Data showing the numbers of visitors voting in particular districts were used to identify areas with high tourism intensity. Elections to the Senate are rarely a topic of deep analysis by media or researchers. The Upper House of the Parliament is not a place where key political decisions are made. The Government, which is appointed by the majority of the Lower House, the Sejm, is the center of Polish political life. Experience show that the political situation in the Senate is much more stable than in the Sejm. From 1997, parties which won elections to the Sejm always had a majority in the Senate, although none of these parties had an independent majority in the Sejm. The 2007 elections crown this trend – only one mandate in the Senate was given to a candidate who did not come from the winning party or any main opposition parties. Every fifth mandate in the Lower House was given to smaller parties. The purpose of this analysis is to find an answer to the question on what leads to such results.

The article deals with the changes in the Election Code of 2011, aimed at making it easier for people with disabilities to vote. The author gives his support to them, but also offers some adjustments. As concerns voting by correspondence, he proposes to transfer to a later date the deadline for submission of notice of intention of voting, as well as the revision of the requirement of attaching a declaration confirming that the ballot has been filled‑in in person and in a manner guaranteeing secrecy of voting. In addition, the author proposes the extension of postal voting procedures to include other groups of voters. In his opinion, it would be advisable to develop procedures for electronic voting and the introduction of a statutory duty of the municipalities to organize free transportation to the polling stations for elderly and disabled voters.

This opinion presents a thesis that it is absolutely prohibited to carry out electoral canvassing in the areas of military units and other organizational units subordinate to the Minister of National Defence and in civil defense units, as well as in quartered units subordinate to the minister responsible for internal affairs. However, military units set up temporarily in order to carry out a military mission beyond the borders of the Republic of Polish are not covered by the prohibition, as they do not fulfill the requirement of the statutory definition of the area of a military unit. Canvassing to students in schools is also prohibited. In addition, the author of the opinion distinguishes hospitals and penal institutions as workplaces, in which canvassing cannot be carried out if it causes disturbance in their normal operation.

The text supplements the article by S. Linder and contains information about research on the primacy effect in Poland. The subject of J. Raciborski’s analyzes were elections to national councils (local government bodies) in 1988 – the last elections before the fall of communism in Poland, elections to the Sejm in 1989 and 1991. T. Żółtak investigated the existence of the primacy effect in the elections to the Senate in 1991-2007. However, the primacy effect in the 2014 regional elections was of greatest political importance. The strength of this effect was measured by J. Flis. Analyzes were also carried out on the effect of a candidate’s position on the party semi-open list in proportional elections. However, this is a completely different issue, as in this case the position on the list is related to the actual political weight of the candidate. In Poland, the relationship of the primacy effect with postal elections has never been studied, which results from the marginal importance of the latter, as well as the procedures used in elections, which prevent a separate analysis of the content of votes cast by post and at the polling station.

The article highlights variation in electoral choices of Szadek municipality inhabitants in 2019 parliamentary elections, which had both supranational (to the European Parliament) and national (Polish parliament) character. The electoral choices presented in this study include support for the different parties and election turnout. The aim of the study is to provide answers to the question whether the traditional model of Polish political scene division (interest axis and value axis) is still valid in urban-rural areas characterized by specific historical and cultural features.

Civil political competency, but especially public trust are the basis of development of the civil society. Level of civil political competency also influence the electoral behaviour. In a research made in the end of 2014 we asked about Polish people civil political competency and about chosen reasons when taking electoral decisions. The group who declares an absence in the election or not taking big care about their electoral decisions and also have lack of skills to determine on which place on the left-right line they are, give evidence of a very low level of civil political competencies. Less important for them are programs and future plans presented by the politicians and political parties and also how they realize them (or not). When taking an electoral decision on the local level, this group take a lesser degree of care then other voters about the local elections candidates (for mayors, council member etc.) memberships to the political parties.

Dnia 11 stycznia 2018 r. Sejm uchwalił ustawę o zmianie niektórych ustaw w celu zwiększenia udziału obywateli w procesie wybierania, funkcjonowania i kontrolowania niektórych organów publicznych. Ustawa ta w stopniu znaczącym znowelizowała ustawy: o samorządzie gminnym, o samorządzie powiatowym oraz o samorządzie województwa i kodeks wyborczy, w zasadniczy i gruntowny sposób zmieniając k.w. – nie sposób tego nie odnotować – w roku wyborczym, na kilka miesięcy przed wyborami samorządowymi, najtrudniejszymi wyborami nie tylko dla administracji wyborczej, ale także dla uczestników rywalizacji wyborczej. Zmiany te można podzielić na bardziej i mniej kontrowersyjne. Dotyczą one wielu aspektów procesu wyborczego, m.in.: konstrukcji i zadań administracji wyborczej, sposobu głosowania i ważności głosu, prowadzenia agitacji wyborczej, systemu wyborczego sensu stricte w wyborach do rad gmin. Podejmując próbę omówienia najważniejszych spośród wprowadzonych zmian. Autorka podejmuje próbę oceny ich wpływu na zbliżające się wybory samorządowe.
In January 2018, the Sejm and Senate have passed hugely controversial law, which is supposed, according to its title, to „increase the participation of citizens in the process of electing, functioning and controlling certain public bodies”, amending inter alia Polish Electoral Code. This amendment destabilizes the electoral system without a clear or evident need short before the most hard and difficult electoral process – the local elections. The most controversial proposals concerned the changes in electoral administration and limiting the mayor (city president) to two terms in office. This law, may lead to politicization of the electoral administration, so there are risks of a loss the transparency of the election. The Author tries to present and evaluate most important changes resulting from new legislation.

Artykuł prezentuje zachowania wyborcze mieszkańców gminy Szadek w wyborach z 2015 r. na prezydenta RP oraz do sejmu i senatu. W ramach zachowań wyborczych przedstawiono frekwencję wyborczą oraz wyniki głosowań w rozbiciu w każdym z obwodów wyborczych oraz w ujęciu syntetycznym miasto–wieś. W artykule została podjęta próba wyjaśnienia zróżnicowania frekwencji wyborczej oraz przesunięć wewnątrz elektoratów.
The article presents the voting behaviour in the municipality of Szadek in the elections of 2015. The investigation of the electoral behaviour comprises the turnout and voting results in each of the electoral districts, and a synthetic city-countryside comparison. The article is an attempt to explain the variation in voter turnout and transfers within the electorate.

Historically, campaigns are recognized as a vital part of electioneering since it contains the ideas that the candidate wants to share with the voters, especially regarding policy issues and the administration’s focus. It aims to get those who agree with their ideas to support them when running for a political position. The message often consists of several talking points about policy issues. However, a study of Nigeria’s situation, with specific reference to the 2015 Campaigns and Electioneering, revealed that the main content of campaigns was hate speeches. Therefore, this paper seeks to bring out the main issues of campaigns in Nigeria’s electoral system and why it has often led to electoral violence over the years. The qualitative method is used for this particular research. Data obtained from primary and secondary sources were deployed to carry out the study with an analytical and narrative historical approach. It includes historical, descriptive, and analytical approaches based on gathered evidence. This research’s primary source is based on field investigations conducted in the Nigerian area and surrounding territories. Among other things, the data collection process includes semi-structured interviews with selected individuals. The research also uses historical documents from the national archives, relying on previous research conducted on society, administrative development, and documentary data taken from newspaper accounts, diaries, letters, and verbal reports. This research’s position is that campaigns over the years in Nigeria, unlike what is obtainable in some parts of the world where policy issues form the backbone of campaign message have basically on persons, character assassination, violence, and abusive (hate) speeches. The paper argues that this campaign strategy often leads to electoral violence before, during, and after elections. The paper, therefore, concludes that only issue-based campaigns can guarantee peaceful and credible elections in Nigeria.

This paper analyzes the economic factors that influenced the 2016 US presidential elections. One of the significant factor of the economy that affected the lections is the economic growth that the coun- try experienced that year. After much research it is found that economic factors including unemploy- ment and rates of inflation have reduced influence on elections.

The target of the analysis of this thesis is the social engineering’ techniques and methods used by politicians during the local election campaign in the Malopolska voi-vodeship in 2014. The article includes selected examples of various election activities, which could be observed in different cities throughout the region. The examination of the thesis embodied those practices, the main purpose of which is to gain trust and support from the electorate, as well as those activities which have unethical and unfair character. Moreover, the media’s participation in the campaign and their influence on the electorate has been analyzed. The article includes the answer to the question: what influence had involvement of social engineering techniques during the election campaign on local communities and candidates?

The supporters of the idea of introducing a term limit for Vogts and mayors argue that long-lasting incumbency leads, among other things, to atrophy of political involve-ment at the local level. The aim of the article is to validate the above-mentioned belief through checking how the duration of tenure of Vogts and mayors affects the voter turn-out and the number of candidates in the local elections. The study draws on the data from National Electoral Commission regarding the re-sults of and candidates in the local elections (2002, 2006, 2010 and 2014) in 317 Polish electoral districts. The statistical analysis reveals that time of incumbency can correlate negatively with po-litical engagement in some aspects, although these relationships are not very strong.

The article contains the first notes and reflections upon the consequences of changes in the Polish electoral system implemented in the Electoral Code formulated following the 2014 local–government election. The author focuses on three types of changes. The first one covers only the reforms of the local–government electoral system (e.g. changes in electoral formula or electoral districts). The second includes reforms of electoral pro-cedures applicable to all Polish elections (voting act and candidate registration). The last one touches upon the general purpose of electoral law codification, primarily the stabili-zation of the electoral system.

In the author’s opinion, it is necessary to separate the sphere of exercising a Deputy’s mandate and the sphere of election campaigning. The key to determining to which of these spheres the publication of a brochure summarising the term of office of the Sejm belongs is the presence of contents of an evaluative nature in the brochure, which should be qualified as an element supporting its classification as canvassing. Regarding the distribution of gadgets, the author states that what is relevant is not the inclusion of data regarding the Deputy on the gadgets themselves, but the circumstances in which the gadgets are distributed, which may speak in favour of considering them as a form of canvassing.

In the article the main characteristics of the European Parliament elections in 2014 in relation to the characteristics of the both previous elections to the Parliament were analysed. First, the legal framework is presented, followed by the presentation of candidate lists. As it is frequently the case, the authors for the analysis employed the analytical framework presented by Reif and Schmitt (1980). Following the framework, it is obvious the elections in Slovenia again demonstrated many elements of the second-order elections framework, for example in terms of the turnout, success of the governmental parties, success of small parties, as well as almost complete absence of party programmes, Euroscepticism and European topics in the campaign. Since several important domestic events happened just before the EP elections (e.g. resignation of the government at the beginning of May and the fact the leader of the biggest opposition party was by the court found guilty of corruption activity and sent to the prison at the end of April) such developments did not come as a big surprise.

Politicians and political campaigns are not inadvertent to the development of social media platforms as environments that allow access to a larger audience. Not relying solely on the traditional media as a mouthpiece for their messages and taking matters into their own hands offers new segues for analyzing political communication. However, not all elections are of equal interest, both for the electorate and for the candidates, as second-order election theory suggests (Reif & Schmitt, 1980; Hix & Marsh, 2004). Th is paper investigates the area situated at the intersection of these two research directions. This quantitative study aims to analyze how Romanian political parties and candidates used Facebook in the electoral campaign for the European Parliament, in May 2019. The study follows the correlation between Facebook metrics, like frequency of posts and the popularity of the pages, and the political agendas refl ected in each party’s Facebook posts. The conclusions are consistent with second-order elections theory, but raise questions about the dependable nature of Facebook metrics.

In the process of political transformation, initiated the events of the Round Table in 1989. Important place and importance is given to issues of self-government. Political science literature suggests in this regard to the fact that one of the pillars of political transformation in Poland was the transition from a monopoly of the central government to local government. Local government reform introduced by the Act of 1990 8. III. Introduced a new system of local government. Local government has become the authority of the local community and gave her the right to self-determination of its underlying decisions of political, economic and social. Breaking the monopoly of local government reform and the state Democratic Party has introduced local government model, derived from the local community and serving the public administrative functions under the permanent control of the representatives of the local community.

One of the most apparent signs of the crisis of the democratic system is a systematically decreasing turnout level in national and supranational elections and referenda. In reports and analyses concerning the level of political participation, experts more and more frequently notice a decreasing tendency of the citizen’s involvement in numerous types of elections. As Ola Pettersson points out, “according to the sources, less and less citizens appear at the ballot boxes”. Jacek Raciborski indicates that one of the most signifi cant consequences of the low citizen’s participation at the election procedures is the considerable legitimacy deficit. A number of countries attempt to prevent these phenomena from happening by undertaking various actions aimed at increasing the level of citizens’ involvement in political life (notably by increasing their participation in elections). That would infl uence the growth of the legitimacy level of the undertaken political decisions. It is worth noticing, that apart from the commonly used ways of increasing election attendance (such as correspondence voting, mobile ballot boxes), over the last few years politicians in many countries have had numerous discussions aimed at the implementation of electronic voting (e-voting). Its followers claim that thanks to e-voting, election and referenda turnout may be increased, as this method enables disabled people and people who are abroad to take part in elections. Furthermore, a considerable advantage of e voting, compared to traditional voting in polling stations is of greater convenience than the former. The aim of the following text is to attempt to provide an answer to the question whether electronic voting can be treated as a panacea for low election turnouts, whether this form of voting may be a warranty of a higher level of voter’s attendance than before. In the article, the author bases on the experience connected with e voting in two European countries – Estonia and Switzerland, which can be referred to as the pioneers in the use of e voting.

The spectacular result of Stanisław Tymiński in the 1990 Polish presidential election not only shocked a substantial segment of public opinion but also confounded numerous commentators of Polish political life, who started to seek the causes of the enigmatic candidate’s success. The explanations given by both publicists and social scientists were dominated by the opinion that Tymiński’s success resulted from the demagogical nature of his political program, and the immaturity of Polish society, which at that time had not yet adapted to democracy after 45 years of real socialism. In contrast to those explanations, the present paper attempts to demonstrate that Stan Tymiński possessed numerous traits of a charismatic leader (or, at least, he consequently created his image in that direction), which in turn, allows us to understand the results of 1990 Polish presidential election better.

The article presents a review of possible procedures of changing the electoral system in a comparative perspective with special regard to the Polish legislation. The author claims that changes in electoral system are often manipulated by the political parties. To prevent such tinkering two solutions can be applied: first, is to fix the electoral system in the constitution and, second, to protect the electoral system from amendment within one year before the election. He also provides an analysis of the legal basis of the Polish referendum on electoral system held on 6th September 2015.

The article contains a draft position of the Sejm relating to the application submitted by a group of Deputies to the Constitutional Tribunal in which they contested some provisions of the Act – Electoral Law adopted on 5 January 2011, and the act amending it. The purpose of the application is declaration of conformity with the Constitution of several dozen provisions of both the legal acts. An analysis of justification of the position of the Sejm focuses above all on the new instruments of electoral law that were absent or reduced in Polish law. They include inter alia: a two-day vote, a proxy vote, correspondence vote, single-seat constituencies in elections to the Senate, as well as bans on the use of large-format election posters and slogans as well as paid election radio and TV ads. Based on detailed analysis, the authors claim that none of the solutions proposed in the new Electoral Code infringes the constitutional standards.
