The paper focused on the role of the leader (individual and collective) in the processes of local development, especially in the programming of local development and community perceived as a learning organization. The analysis concerned the small rural municipalities. The studies allow to make the following conclusions: • Economic success and associated with it the diversification of the rural areas depends on many factors, especially from local activity related to the programming and acquiring of external funds. • A few models of public participation are possible in the programming and the developmental processes. It seems that the stronger social relations and local trust are in the communities, the greater chance is for active using of social development factors, • Currently the most often existing local leader is a group, which guarantees continuity of the development on the local scale regardless of the circumstances, • Local collective leader is also a guarantee for the existence of networks, communication channels between diXerent social groups, that is building the civil society and strengthening of social capital, • women play an increasingly important role among the local leaders.

Opis:

Ensuring freedom from threats to security subjects requires the elaboration of a security strategy. The relationship between security strategy and development strategy is the same as that between security and development themselves – one determines the other. For this reason, the purpose of this article is to discuss the essence of security and its basic conceptual categories, as well as the implementation of its provision through strategic efforts. At the beginning, the essence of the phenomenon of security is presented and the most important definitions are quoted. Similarly, the author discusses the concept of strategy and shows the evolution of its understanding. This allows to discuss the typology of security strategies and to mention the most important figures that became part of history thanks to their achievements in the theory of strategy, including Sun Tzu, Thucydides, Alexander the Great, Napoleon Bonaparte. A few of the most important principles formulated by these figures are recalled, which may be important hints for contemporary strategists as well. Finally, the author gives the most important definitions of ideas related to security: the security environment, the interests of the security subject, opportunities, challenges, risks, threats, rules and methods. Their essence is emphasized in the light of the considerations presented above. The author concludes that the strategic categories are superior to the respective political categories and distinguishes three types of contemporary strategic actions. He also recognizes that the biggest challenge in terms of security is the prevention of threats, e.g. by means of stabilization activities whose essence is to maintain and promote the stability of the security environment.

One of the key challenges of present agriculture and rural areas is the pursuit of sustainable development. The article presents the results of the study the main purpose of which was to determine the level of social activity in Poland. However, the specific goal was to identify the possibilities of using employees’ social activity in implementing the sustainable development strategy (SDS) in enterprises. As the presented study is part of a larger scientific project (statutory research) entitled Human capital management in the conditions of sustainable development, the conclusions of the analysis are the basis for further work, which will result in the development of a set of good practices for enterprises and other organisations in the field of human capital management in terms of using the potential and competences of employees active in the area of social work. The diagnosed tendency of the Polish population to work for the benefit of the social good allows the author to conclude that enterprises that want to implement the SDS should use the potential existing in socially engaged employees.

Opis:

Integration strategy is one option in the development of mining companies and is implemented through a connection of either processes or economic entities which operate or may operate separately. Usually this strategy is carried out by companies that occupy a very strong competitive position. Considering its direction, it may be horizontal or vertical. Horizontal integration strategy stems from a desire to increase market share by an entrepreneur or create a new company based on common know-how and combined operational processes. It can be realized in an external dimension through a merger or takeover, as well as in the internal dimension based on its own resources. The external dimension is based on capital or contractual integration of a company with external economic entities performing related or conglomerate activity. The targets of such integration have a resource, a market effectiveness, or a competence nature. In the case of mining companies, it covers all important activity areas, including geology, mining, processing, environmental protection, and waste management, and is carried out with due diligence. In the internal dimension, the strategy of horizontal integration consists in consolidating the strategic targets of all business units around the company’s (corporation’s) targets. The authors focused on two trends most relevant to pursuing a horizontal integration strategy, including increasing the company’s flexibility and undertaking joint activities. Flexibility consists in the potential ability of the company to adapt quickly to changed environment conditions. Joint activity includes cooperation of its respective units in terms of products, markets, and functions; its implementation should be preceded by a detailed analysis of the company’s competences.

The study aims to analyse the correlation between planning tourism development at the local level and the development of the space that is being planned. Another goal is to determine the role of the local authorities (of the Karlino commune – gmina) in the implementation of strategic activities and the integration of various local beneficiaries around such activities. Further it will analyse how elaborating and implementing tourism development strategies may contribute to the local tourism economy and indicates the role and place of strategic planning in the process of creating and developing the tourist potential of a commune with particular emphasis on Karlino. The paper also discusses the tourism policy of Karlino’s local government as well as the strategic goals to be implemented and indicates its tourism development directions. The following research methods have been applied: expert method, observation method (using the inventory technique, physical inventory of the elements of the analysed space and actions taken), monographic method, document research, diagnostic survey analysis (using the survey technique of institutions from the examined area: Karlino commune, the communes of the Białogard powiat, the municipalities of the Association of Towns and Communes in the Parsęta Valley), and a critical literature review. The case of Karlino commune and its strategic activities in the field of tourism indicates that planning constitutes one of the most effective tools for local development. Such activity particularly shows that the commune can and wants to direct its socio-economic development based on optional (rather than obligatory) activities focused around the strategic use of endogenous resources. The paper indicates strategic action directions based on an inventory of such available endogenous resources. It shows how the local tourism economy may benefit from a tourism development strategy.

Subject and purpose of work: The aim of the work was to show the impact of the implemented public investments and development projects on the local development and the changes that occurred, as well as on the living conditions of the inhabitants of the Sarnaki Commune in 2014-2020. The research problem of the study was to show the role and the nature of the investments made by the commune in the area of local development. The assumed hypothesis states that the investments implemented in the Sarnaki Commune in the period 2014-2020 have led to the socioeconomic development of the commune. Materials and methods: The publication used Polish literature concerning local investments, local development and local government, statistical data and an analysis of the documentation related to the investments obtained from the Sarnaki Commune Office. In order to achieve the aim of the study, a survey was carried out among a deliberately selected group consisting of the representatives of the commune office (commune administrator, secretary, and treasurer), the councilors (legislative authority) and the village leaders (opinion-forming authority) of the Sarnaki commune. A particularly important group included the village leaders, that is the representatives of the local community who are the closest to social developmental problems and are impartial in issuing their opinions. A separate research group consisted of social representatives who were elected in democratic elections by the inhabitants, and who are closely related and knowledgeable about social and economic matters. Some information was also collected from the employees of the commune office. Results: The conducted analyses and the research show that the implemented public investments in the commune studied had the most positive impact on the technical infrastructure in which the most funds were invested. They had the most impact on the access to sports and recreation facilities, road and water infrastructure, as well as on the state of the natural environment and the aesthetics of the surroundings. On the other hand, they had the least impact on the employment opportunities in the commune, access to housing infrastructure and public safety. Conclusions: The investments carried out in the period 2014-2020 in the Sarnaki Commune led to the socio-economic development of the commune, and, as a result, to positive changes, both quantitative and qualitative, in the local development as well as in the living conditions of the inhabitants.

This paper describes the main aspects of methodology of creating and implementation the Development Strategy for the Poznań Agglomeration. Metropolis Poznań 2020. After 25 years of municipal autonomy in strongly urbanised areas, Polish metropolitan areas now face the start of an integration process in the field of metropolitan governance which has become necessary in response to the dynamic suburbanisation processes. City of Poznań, 20 suburban municipalities and district of Poznań signed an Agreement of Cooperation among the Local Governments of the Poznań Agglomeration The members of the Agglomeration Council unanimously supported the founding of the Metropolitan Research Centre and each municipality provided resources for this purpose, proportionally to their respective populations. The most promising are the prospects for cooperation in creating a Development Strategy for the Poznań Metropolitan Area and new association: Poznań Metropolis.

W artykule wskazano na rolę strategii w programowaniu rozwoju turystyki w gminach turystycznych. Przedstawiono zagadnienia dotyczące strategii w turystyce oraz roli samorządu gminy w kształtowaniu gospodarki turystycznej. Obszarem badawczym jest subregion południowy województwa śląskiego, którego atrakcyjność turystyczną scharakteryzowano na podstawie danych statystycznych. W artykule dokonano oceny diagnostycznej strategii rozwoju gmin badanego regionu.
In the article was shown the role of strategy in planning the development of tourism in tourist municipalities. There were shown the problems concerning the strategy of tourism and the role of local communities in the development of tourism economy. Research area is the southern subprovince of Silesia, which tourist attractiveness is characterized on the basis of statistical data. This article evaluates the development strategies of municipalities in this region.

The coronavirus pandemic has shaken the world and its long shadow will remain with us for many years. It is presenting humanity with incredible challenges, which coincide with other negative mega-trends. The enormous costs of the pandemic will only be known ex post. While some people will have lost nothing, others will have lost everything-sometimes even their lives. The heterogeneous, post-pandemic future will follow many paths, with the position of highly developed countries becoming relatively weaker. Tensions between the US and China will increase; geopolitics will change. The confrontation between democracy and authoritarianism will intensify; the synergy of the market and the state will be transformed. It will be particularly dangerous to view two sides of the same counterfeit coin as alternatives: neoliberal capitalism versus populist capitalism. The chance for a better future could be created by a gradual transition to a new pragmatism, a strategy of moderation in economic matters, and a development that is sustainable on three levels-economic, social, and ecological. The pandemic is also an immense challenge for the social sciences because old ways of thinking will often prove useless in analyzing and explaining new situations.

The article presents a brief description of the current socio-economic situation in Konin and a review of the most important provisions of the "Konin Development Strategy for 2015-2020" in the field of supporting entrepreneurship and development of human potential. The main activities of the city authorities in the years 2015-2017, resulting from the implementation of business support programmes in Konin for the years 2014-2016 and 2017-2019 are also presented. The aspect of using entrepreneurship as a tool to support and creation of local development was chosen mainly due to the fact that Konin, compared to other cities in Wielkopolska province, has the highest unemployment rate and one of the lower levels of entrepreneurship among residents. To check whether the implementation of strategic assumptions in the field of entrepreneurship gave some tangible results, it was examined, based on the data from the Central Statistical Office, how in 2015-2017 the number of the newly registered entities of the national economy, the number of deregistered entities, and the number of entities suspending operations had been changing in Konin. It allowed a pictorial assessment of the city situation in the field of enterprise development (there is no close correlation between the activities of the local authorities and the number of emerging new business entities within this research; and the impact of macroeconomic factors, such as the economic situation in Poland, was also omitted).
W artykule dokonano krótkiej charakterystyki aktualnej sytuacji społeczno-gospodarczej Konina oraz przeglądu najważniejszych zapisów „Strategii Rozwoju Konina na lata 2015-2020” w zakresie wspierania przedsiębiorczości i rozwoju potencjału ludzkiego. Przedstawiono też główne działania władz miasta w latach 2015-2017, wynikające z realizacji zapisów strategii i programów wspierania przedsiębiorczości w Koninie na lata 2014-2016 i 2017-2019. Aspekt wykorzystania przedsiębiorczości jako narzędzia wspierania i kreowania rozwoju lokalnego wybrano głównie ze względu na fakt, że Konin na tle innych miast podobnej wielkości w Wielkopolsce cechuje wysoki wskaźnik bezrobocia i jeden z niższych poziomów przedsiębiorczości wśród mieszkańców. By sprawdzić, czy realizacja założeń strategicznych w zakresie wspierania przedsiębiorczości dała jakieś wymierne efekty, zbadano, na podstawie danych z Głównego Urzędu Statystycznego, jak w latach 2015-2017 kształtowała się m.in. liczba podmiotów gospodarki narodowej nowo zarejestrowanych w Koninie, liczba wyrejestrowywanych podmiotów, liczba podmiotów zawieszających działalność. Pozwoliło to na obrazową ocenę sytuacji w mieście w zakresie rozwoju przedsiębiorczości (nie badano ścisłej korelacji między działaniami władz miasta, a liczbą powstających nowych podmiotów gospodarczych, pominięto w rozważaniach wpływ takiego czynnika makrootoczenia jak sytuacja gospodarcza w Polsce).

Opis:

Celem niniejszego artykułu jest próba oceny wybranych priorytetowych działań realizowanych w latach 1999-2004 przez władze samorządu województwa pomorskiego pierwszej i częściowo drugiej kadencji. Przykładowe przedsięwzięcia i obszary interwencji mieszczą się w tzw. priorytecie II Strategii Rozwoju Województwa Pomorskiego. Niniejsze opracowanie jest próbą opisu i oceny tej polityki. Czy przedsięwzięcia te wpłynęły na wzrost konkurencyjności gospodarki regionu? Zadanie to jest trudne, ze względu na to, że strategia rozwoju województwa pomorskiego zawiera jedynie ogólne zapisy dotyczące monitoringu jej realizacji (Gorzelak, Jałowiecki 2001, s. 51). Do 2004 roku władze samorządowe nie zdecydowały się na opracowanie systemu monitorowania strategii. Zgodnie ze strategią, do 2010 roku region pomorski ma wykorzystać szansę tkwiącą w jego potencjale rozwojowym. Pesymistyczny scenariusz rozwoju regionu zakłada jego peryferyzację, optymistyczny zaś wzrost konkurencyjności gospodarki regionu, napływ inwestycji, kapitału oraz zasobów ludzkich.
The article attempts to assess the development policy of the self-government authorities of Pomorskie region. Since the third level of territorial self-government has been established upon the state reform of territorial administration, one may ask how the intra-regional policy develops in Poland. The self-government of the region has been bound by the law to draw up a document specifying the trends of the region development a strategy of the region. The strategy provisions constitute a good point of reference for the assessment of the undertakings within the development policy taken on by the regional authorities. The assessment of the development policy in the years 1999-2004 corresponds to the first term of office and a half of the term of office of the regional authorities elected during an election. The article covers many aspects and concentrates on the description of the selected undertakings with the aim to create a regional innovation system, to support medium and small business, to create regional capital market, to develop farming and operation of the special economic zones. The author makes an attempt to show that the regional self-government, giving as an example the Pomorskie region self-government, tries to create its own development policy in compliance with the strategy in the circumstances of stiff standards imposed by the central authorities.

The new development policy paradigm has significantly redefined its territorial dimension towards the perception of internal diversity of regions, multi-level management, creating integrated programs dedicated to the strategic intervention areas (National Strategy for Regional Development, p. 15). In this article I am analyzing the development policy in relation to the territories of two Polish counties – Janów Lubelski and Miechów. Although both areas are similar in statistical terms, they differ considerably in terms of development policy. This is due to the differences in the policy of regional authorities as well as local governments, especially the counties authorities. The differences are evident both when comparing the strategic documents of both counties as well as the statements of representatives of both units gathered during field research. Based on the analysis, it can be stated that the local authorities of some units are increasingly aware of their actions in the wider development context. But still, there are places where development policy is understood to mean the acquisition of external means.

Subject and purpose of work: The objective of this elaboration is to specify the place of state higher vocational schools from the Lublin voivodeship in development strategies of various territorial levels. Materials and methods: The method of document research was applied within this elaboration, which consists of analysing the content of strategies and development plans. Within the study the induction method was also used (stage of literary studies), analysis and synthesis (stage of empirical research), deduction method (conceptual stage). Results: References to state vocational schools occur more frequently in diagnostic segments than the programming ones of these strategic documents. Territorial self-government units (TSU) of the Chełmski subregion consider to a larger degree and thus, appreciate the functioning and public functions of vocational schools than it is the case with the Bialski or Zamojski subregions. Conclusions: Within the regional strategic documents of the Lublin Voivodeship, statements referring to higher education refer rather to general matters. Within the local strategic documents, one may more frequently encounter more direct and literal references to the methods of possibilities of cooperation and co-action between TSU and business with state vocational schools for the benefit of local territorial arrangements.

Non-Governmental Organizations (NGOs) represent an important link in the process of local development. They influence local community activation and constitute the natural tool of endogenous developmental projects implementation. Development strategies of these organizations function as a signpost indicating the most important tasks to be carried out in the years to come. The purpose of this study is to determine and characterize the stages, elements of Non Governmental Organizations’ development strategies creation with particular emphasis on SWOT analysis and the key strategic goals based on the example of selected organizations from Dzierżoniów and Złotoryja districts. The analysis of 10 NGOs was prepared based on the consultancy process conducted in the period 2012-2014. In this process the following research methods were applied: subject literature query and undisguised observation. Strategic workshops and study visits (in the seats of particular NGOs) were taken under consideration. Moreover, the study also presents the list of thematic blocks carried out for NGOs.

Opis:

Regeneration of degraded areas takes an important position in the Polish development policy. It is included in the legal framework resulting from the Regeneration Act and the Physical Planning and Spatial Development Act. It constitutes a significant element in the programming of socio-economic and spatial development. This is largely thanks to the EU funds which are the basis for financing the projects and programmes for regeneration. In the country’s development policy a complex approach to regeneration is promoted, manifested by the concentration of activities in the most neglected areas, integrated activities carried out with a broad social participation which will be continuously monitored and evaluated on this basis. The Polish model of regeneration, formulated in such a way, gives hope for the elimination of critical situations in cities and communes.

Opis:

The limitations in electrical energy consumption in summer 2015 highlighted the need to support alternative energy sources in rural areas. Their use could have been supported throughout the country; however, only rural areas have rich supplies of biomass, the most accessible renewable energy source (uninfl uenced by weather conditions). The paper’s aim was to analyse major objectives and thematic areas of 60 local development strategies from the Małopolskie and Podkarpackie voivodeships. The assessment was conducted with respect to the strategic goals directed towards the use of renewable energy sources in rural areas. The investigated strategies, prepared by local action groups (LAG), covered the period of 2007–2013. The organizations were also examined in the research regarding their 2014–2020 development plans by means of an online survey. Renewable energy sources (RES) were included in detailed objectives or thematic fields in 50% of the examined 2007–2013 strategies. None of the major objectives of the investigated strategies touched upon renewable energy. Rural areas have the potential to increase their energy security; however, it requires adequate strategy and funds. Financial support for RES investment should be higher in those cases where biomass and flowing waters can be used. The organizations subject to the analysis put too little priority on the use of biomass and its local processing, allocating financial resources to solar thermal collectors and photovoltaics.
Celem artykułu była ocena 60 lokalnych strategii rozwoju z województwa małopolskiego i podkarpackiego pod kątem związku ich celów długofalowych z rozwojem energetyki odnawialnej. Analizowane strategie zostały opracowane w okresie programowania 2007–2013 przez lokalne grupy działania (LGD). Poza analizą dokumentów zastosowano metodę ankietową (CAWI − Computer-Assisted Web Interview), za pomocą której zbadano LGD w zakresie planów rozwoju na lata 2014–2020. Cele związane z rozwojem energetyki odnawialnej zostały uwzględnione w celach szczegółowych lub w jednym z obszarów tematycznych połowy badanych strategii. Kwestia energii odnawialnej nie była ujęta w tytułach celów ogólnych badanych strategii. Obszary wiejskie mogą zwiększyć swoją niezależność energetyczną, wymaga to jednak odpowiedniej polityki względem obszarów wiejskich. Wsparcie fi nansowe dla inwestycji w energię odnawialną powinno być większe wtedy, gdy istnieje możliwość wykorzystania biomasy i wód płynących na cele energetyczne. Badane organizacje kładą zbyt mały nacisk na wykorzystanie biomasy na cele energetyczne.

Problemy rozwoju systemów transportowych w metropoliach wynikają ze specyfiki tych obszarów, ich skali i struktury przestrzennej. Obszary te charakteryzują się dużą wewnętrzną integracją funkcjonalną oraz dobrze rozwiniętą siecią transportową. Dynamicznie rozwijające się obszary metropolitalne mają odrębne systemy zarządzania finansami, rozwiązania prawne oraz administrację, a także własne organy planowania i zarządzania, które mogą dokonywać zmian jakościowych, w tym w zakresie rozwoju systemów transportowych. Brak tych systemów i organów powoduje problemy w transporcie i zbyt wolne tempo zmian jakościowych. Pomimo skoku cywilizacyjnego dokonanego w ostatnim dziesięcioleciu w zakresie planowanych inwestycji transportowych, cały system transportowy naszej metropolii ma wiele słabych stron. W artykule przedstawiono problemy planowania rozwoju systemu transportowego w obszarach metropolitalnych na przykładzie Obszaru Metropolitalnego Gdańsk-Gdynia-Sopot
The problems of the development of transport systems in metropolitan areas arise from the specific features of this area, its scale and spatial structure. These areas are characterized by a large scale of internal functional integration (strong functional links) and a well-developed transport network. The rapidly developing metropolitan areas have a distinct system of financial and legal and administrative management and their own planning and management bodies capable of making qualitative changes, including in the development of transport systems. The lack of these systems and bodies is causing problems in transport operations in metropolitan areas and too slow pace of qualitative changes. Despite the civilizational leap that has been made in the last decade in the field of planned transport investments, the whole transport system has many weak points. The paper presents problems of planning development of the transport system in metropolitan areas on the example of the Gdansk-Gdynia-Sopot metropolitan area.

In the article the author presents the technology entrepreneurship construct as a mechanism of strategic organization development. The impact of the technology entrepreneurship phenomenon on organization development is presented on three levels, i.e.: processes, attributes, and results. The strategy of technology entrepreneurship is described theoretically as an alternative to a conservative strategy. Then, in the part concerning the empirical research of the Aviation Valley enterprises in Poland, the author presents the sketches of empirical models of the technology entrepreneurship strategy, based on the methodology of a qualitative case study of comparative nature.
W artykule autor prezentuje konstrukt przedsiębiorczości techno-logicznej jako mechanizm rozwoju strategicznego organizacji. Wpływ przedsię-biorczości technologicznej na rozwój organizacji jest przedstawiony na poziomie działań, atrybutów oraz efektów. Strategia przedsiębiorczości technologicznej została teoretycznie opisana jako alternatywa strategii konserwatywnej. Następnie w części dotyczącej prezentacji badań empirycznych przedsiębiorstw Doliny Lotniczej w Polsce autor na podstawie metodyki jakościowego studium przypadku o charakterze porównawczym prezentuje szkice empirycznych modeli strategii przedsiębiorczości technologicznej.

The article regards selected tools used for strategy creation in small and medium enterprises in Poland, comprised on knowledge management system in technological and organizational solutions with processing approach. The subject taken up in research work underlines an importand part of knowledge required to survive in a persistently difficult market to build customer proximity, cooperation, an open dialogue and effective measures to ensure continuous growth either the company or its employees. The paper points out that flexibility, better accessibility to information, openness for changes, knowledge sharing, quality with concentration on strategy goals execution are very important drivers to improve the company worthiness. The tools presented in the article are: Balanced Scorecard, BCG matrix, Key Performance Indicators (KPI), controlling, benchmarking, Kaizen, quality management and organizational culture.

This article addresses the issue of academic entrepreneurship, broadly understood as: (1) the process of establishing companies, (2) university entrepreneurship, (3) development of educational programs and entrepreneurial attitudes among students and academics, (4) creating institutions and programs that support setting up of companies, (5) intellectual property management and (6) entrepreneurial university management (Banerski et al., 2009). The goal is to examine the presence of academic entrepreneurship in the development strategies of eighteen Polish public universities. This study uses the content analysis method and is a part of strategic research. To answer the research question, the universities’ development strategies were analysed and in particular mission statements, strategic and operational goals, activities/tasks. Based on the research, it can be concluded that university authorities do not perceive academic entrepreneurship as a goal of the utmost importance and only to a small extent see the need to develop this concept by taking it into account in development strategies.

This article presents results of the research whose aim was to determine attitudes of higher education institutions (HEIs) in Poland towards cooperation with the socio-economic environment at the regional level. Missions and strategies available on HEIs’ websites were examined using one of sociological research methods – content analysis. The collected documents were subjected to a quantitative and qualitative analysis to identify the directions and areas of this cooperation. The study conducted showed a strong connection between the commitment to regional development processes and the type of HEI (public academic HEIs, state higher vocational schools and private HEIs).

BackgroundThe article reveals the problems of organic farming in Ukraine. The research showed that small producers, such as family farms, have the ability to produce organic products with the appropriate requirements. It will give the chance to realize it further by means of such strategic directions as tax incentives for producers of organic products; implementation of the state program of sustainable development of rural areas, "green" tourism and rural cooperation; elimination of political levers of influence on the implementation of state agricultural policy; implementation of the state program to support the development of advisory services in the field of organic production.Material and methodsA SWOT analysis of the process of organic farming by private peasant household was conducted and the main opportunities and threats, strengths and weaknesses of its functioning and development were identified. The strategy of development of the Ukrainian organic agriculture of family farms has been chosen.ResultsThe SWOT analysis revealed the strengths and weaknesses of private farms, as well as external favorable and unfavorable factors for the development of organic farming. A clear and purposeful state policy will contribute to the effective realization of opportunities and elimination of the negative impact of potential threats.ConclusionsThe strategy of development of the Ukrainian organic agriculture of family farms has been chosen. The implementation of the proposed measures will increase the number of organic farming and organic production, improve the living conditions of rural people, rural development, increase the competitiveness of the economy and incomes.

Zmienność warunków funkcjonowania przedsiębiorstw powoduje, iż ich konkurencyjność staje ważnym wątkiem badawczym. Czynniki mające istotny wpływ na poziom konkurencyjności ulegają zmianom adekwatnie do procesów zachodzących w otoczeniu. Przedsiębiorstwa umiejętnie dostosowują swoje strategie rozwoju do zachodzących zmian przy wykorzystaniu potencjału konkurencyjnego, który stanowi o przewadze konkurencyjnej. Ta, bazując na odpowiednich narzędziach, wpływa na pozycję konkurencyjną. W publikacji na podstawie analizy literatury ukazano podsystemy konkurencyjności przedsiębiorstwa, źródła i rodzaje przewag konkurencyjnych oraz strategie konkurencyjne.

This trend is observed not only on the European level but also on regional one, a good example presenting this matter is a draft version of the Małopolska Region Development Strategy.

Opis:

State social policy should take into account the subsidiary nature of assistance from public authorities in relation to the activity of the interested parties in their efforts to find and pursue work. Social assistance supports individuals and families in their efforts to meet the necessary needs and enables them to live in conditions which conform to human dignity. This aim is achieved by preventing insurmountable, difficult life situations when an individual in a crisis situation ceases to be self-sufficient. A classified form of this difficult situation is the case of individuals (families) who are on the verge of social exclusion. For it is the category of “social safety” that accommodates those allowances that are directed at individuals (families) being in a particularly difficult situation, and their function is to prevent the deprivation of needs. The group of social safety benefits singled out in this study constitutes a sub-category of social assistance benefits. Providing social safety is implemented with the use of a directory of services of different specifics, roles and functions.

Opis:

In the article the potential and utilization of conventional and renewable energy are shown. The problem of economic profitability of management is discussed and its influence on natural environment. 
W procesie gospodarowania ważnym czynnikiem umożliwiającym właściwą realizację zadań jest wykorzystanie energii. Źródłem energii pierwotnej są paliwa kopalne, które mają charakter nieodnawialny, oraz paliwa zaliczane do grupy tzw. odnawialnych źródeł energii (OZE). Rozwój nośników odnawialnych, czyli wiatru, wody, słońca, biomasy i źródeł geotermalnych, jest związany z degradacją środowiska, do której przyczyniła się gospodarka paliwami nieodnawialnymi (np. węgla, ropy naftowej). Główną barierą w rozpowszechnieniu OZE jest ich, jak do tej pory, ekonomiczna nieopłacalność, związana z wysokimi kosztami inwestycyjnymi. Korzystanie z nośników odnawialnych na większą skalę to dopiero przyszłość, która zależeć będzie od cen tego rodzaju energii, a także od technologicznych możliwości wykorzystania potencjału OZE. Paliwa kopalne będą, i po części już są, zastępowane energią odnawialną, ale przy obecnych cenach i rozwoju technologii energetyka konwencjonalna zajmuje czołowe miejsce w energetyce światowej i krajowej.
