The analysis of threats to Poland's internal security during the first year of the fight against the COVID-19 virus pandemic was the aim of the article. The study was based on the theoretical assumptions of this phenomenon and the most important determinants in the area of the political system, social peace and public order, which led to the disruption of the existing social order. The research was based on the descriptive concept and qualitative data analysis, with the interpretation of information contained primarily in the literature on the subject, normative acts, recent scientific studies, as well as media reports. The study ended with a positive verification of the following hypotheses: 1) Actions taken by the government during the fight against the COVID-19 virus pandemic posed threats to Poland's internal security and 2) During the first year of the fight against the pandemic, events occurred that disrupted internal security in the systemic area, social peace and public order.

The COVID-19 pandemic was a challenge for all aspects of life. Besides others, this includes health and social life as well as the overall state of the economy. To contain the spread of the coronavirus, governments throughout the world imposed temporary closures (lockdowns). The banking industry was affected by these lockdowns in multiple ways. To mitigate the potential negative impact of the COVID-19 pandemic on banks, the national and international supervisory authorities passed comprehensive measures. The aim of this paper is to highlight the main regulatory facilitations for German banks by focusing on measures regarding capital buffers and the operating areas of banks. Besides this, an expert study was conducted to analyze how the measures are perceived by German banks and to develop recommendations for action. The results of the study show that the measures have mainly had a signaling effect on banks. However, measures like the easing of capital requirements are also related to higher risks for the banks. The results illustrate that most banks have hesitated in taking these additional risks if they can avoid them, with other measures like general moratoria on payments considered helpful. Overall, the results demonstrated that the experts prefer a cautious approach to using the easing measures.

Most of the Indian cities and towns have been facing serious traffic noise pollution due to urbanization, substantial growth of new vehicles, inadequate road network, etc. Automotive traffic, railroads, and air traffic are the most common sources of noise pollution in cities, with vehicular traffic accounting for around 55% of overall metropolitan noise. Prolonged exposure to such loud noise causes anger, stress, mental diseases, discomfort, hypertension, concentration problems, and sleeplessness. This study aims to investigate the effects of COVID-19 societal lockdown on changes in the noise pollution levels before, during, and after the lockdown period in various industrial, commercial, residential, and silence zones in Bengaluru, India, in light of the recent imposition of COVID-19 societal lockdown. According to data acquired from the KSPCB (Karnataka State Pollution Control Board) online portal, the average noise levels before and during lockdown were determined to be in the range of 59.4 dB to 70.9 dB and 58.2 dB to 62.7 dB for different zones. During the lockdown, all commercial, industrial and educational activities were closed to limit the spread of infection, resulting in usage of private and commercial transportation declining dramatically. Reduction in the noise level was observed during the lockdown in all monitoring stations of Bengaluru, except for Indira Gandhi Institute of Child Health, where the noise level didn’t decline because of a COVID emergency. Maximum reduction was observed in the commercial area (11.56%) followed by industrial areas (8.34%). The result further indicated that only the industrial area experienced an increase of 8.41% in noise level, while other areas experienced a reduction in a noise level during the early post-lockdown. During the mid and late post-lockdown periods, most locations experienced a rapid spike in the noise intensity.

Theoretical background: The COVID-19 pandemic has put a great strain on healthcare systems and hospitals. Although the effects of COVID-19 have affected almost all aspects of the economies and health systems of most countries around the world, relatively little research has been done on the consequences of the pandemic on the financial performance of hospitals around the world. This literature gap is mainly the result of a short research period and difficulties in obtaining reliable and good quality empirical data. The review of the literature shows that the impact of the COVID-19 pandemic on the financial performance of hospitals is ambiguous. Most of them focused primarily on the first year of the pandemic and were mostly based on fragmentary financial data and sometimes only on the case study method.Purpose of the article: The purpose of this article is to evaluate the impact of the COVID-19 pandemic on the financial performance of the largest public hospitals owned by local and regional governments. The research, covering mainly the years 2019–2021, was carried out based on financial statements obtained from 40 public hospitals in the form of independent public healthcare institutions (SPZOZ).Research methods: To assess the impact of the COVID-19 pandemic on the financial performance of Polish hospitals, a ratio analysis was carried out. Due to the specificity of public health facilities, ratios included in the Ministry of Health Regulation of 12 April 2017 were used, which refer mainly to independent public healthcare facilities.Main findings: The research revealed that the COVID-19 pandemic contributed to the deterioration of the financial performance of Polish public hospitals owned by local and regional governments. However, the impact was not dramatic, but only intensified the financial difficulties experienced by Polish hospitals before.

The aim of the study is to show the mutual relations between the government administration and local government units in the conditions of the COVID-19 pandemic. The article uses the decision-making method in order to analyse the actions taken and the decision-making process. Discourse analysis is used to study the communication process between the government administration and local government administration. To analyse the legal acts adopted during the pandemic, an institutional and legal analysis was used. New, serious challenges related to the COVID-19 pandemic did not change the difficult, tense relations between the local government and the central administration, nor did they weaken the conflict between them. In the period of the epidemic, the current animosities, which had existed even before its outbreak, were reinforced. They were related to the dispute between the omnipotence of the state and decentralist tendencies. Additionally, new discrepancies, resulting from the consequences of the epidemic and radical actions taken in relation to it, arose.

The diagnoses and empirical analyses described in the article were linked by a common research problem expressed in the question about the experiences of academic entities in the field of remote education in the situation of the SARS-CoV-2 epidemic. The international research reported in the text, however, was conducted in an extra-coordinated situation (to a large extent during the lockdown period), applying two methodological approaches in complementary quantitative and qualitative procedures. Elements of a diagnostic survey (in Polish studies) and an analysis of the content of documents (in Italian studies) were used. The application of the indicated procedures allowed to obtain a complementary image of the experiences of higher education entities in the research situation outlined. The empirical analyses presented in the text allow for the formulation of certain common conclusions resulting from the reported international research. The international and global experience is a novelty of the epidemic situation in which remote education was implemented. The necessity arose to focus on the new conditions of relations between entities in academic education, which differ from traditional direct contact, as already indicated to us by Socrates and Plato. The lockdown changed these relationships. The everyday life of universities has been disrupted, which requires new solutions for the organisation of the educational process.

The authors aim to answer the research question: ‘What do you miss most about online education?’. The rationale for the research is that this form of education is likely to continue to be used. Referring to the quality strategy, the authors concentrate on the meaning of words used in responses to the above-mentioned open question, which was part of the research on the ‘Socio-technological aspects of academic education during the pandemic – from an international perspective’. The tool used was an electronic questionnaire, which was completed by 796 respondents from Poland, including 678 students and 118 academic teachers, as well as 41 students from Kenya. The questionnaire consisted of 31 closed and 6 open questions. The responses of Polish students and academic teachers, as well as Kenyan students, indicate the following categories: ‘contact’, ‘organisation’ and ‘technical dimension’. It forms an image of a specifically understood craft, work performed in separation, and the place of residence. The component in the form of modern technologies only modernises the educational process but does not make it satisfactory for either party of the aforementioned social relationship. The conclusion that can be drawn from the research is as follows: in the face of the COVID-19 pandemic, the primary task is to reorganise the contact between students and academic teachers in such a way that it is possible to achieve the assumed learning outcomes.

Faith and religious commitment endure as the distinguishing features of Poles when compared with other countries in Europe. However, these traits also been affected by the COVID-19 pandemic and its aftermath. Due to the limitations that accompanied Poles as the pandemic unfolded, traditional participation in religious practices could not always match the same scale and extent from before the pandemic. Consequently, some discontinued or reduced their religious involvement, while others would look for alternative forms of participation in religious practices, e.g. via radio, television or the Internet. Based on the results of quantitative research (CAWI) carried out using an online panel during the second (N = 1,072) and third wave of the pandemic (N = 1,080), the paper sets out to answer the following questions: (1) how has the religiosity of Poles changed during the pandemic?; (2) have Poles participated in religious practices via television, radio and internet?; (3) do Poles treat television, radio and online religious practices as an alternative to traditional religiosity?

Introduction: The prevalence of obesity is increasing worldwide, especially among youth. The main cause of obesity in young people is a combination of excessive caloric intake and reduced physical activity. In addition to individual dietary and physical activity behaviors, genetic predisposition, socioeconomic and environmental factors, and comorbidities may contribute to obesity. Aim: The study aims to examine and compare the factors determining food preferences and habits as well as the occurrence of overweight and obesity among teenagers and youth in Poland and Belarus. Material and methods: An anonymous questionnaire consisting of 58 questions based on the Eating Behavior Questionnaire (QEB) was used. Responses were received from 700 young people from Poland and 690 from Belarus, some of whom were rejected. The data was collected in May and June 2021 and analyzed in the Statistica program (statistically significant results at p<0.05). The research was financed by a grant from the Polish National Agency for Academic Exchange. Results: The study group was divided into four groups in terms of age and nationality: Poles <20 years old (428 people), Belarusians <20 years old (222 people), Poles 20-29 years old (210 people), and Belarusians 20-29 years old (295 people ). The correct BMI had 66.7%, 74.3%, 70.7%, and 71.2% of the respondents, respectively (p=0.057; p=0.888). In both age groups, in the Mann-Whitney U test, there are significant differences in the number of meals per day (p<0.001) - Poles eat 4 or 5 meals a day more often, and Belarusians 3. In the chi-square test, both age groups showed a significant statistical difference (p<0.001) in the question about eating breakfast every day - Poles eat breakfast more often than Belarusians. The Mann-Whitney U test showed no differences in sleep duration between the respondents from both countries (p=0.453; p=0.905). Conclusions: The results of the research indicate a strong need to implement educational programs to raise the awareness among young people about healthy eating. Obesity, skipping breakfast, too few meals during the day, and their incorrect composition indicate the direction of pro-health policy, which will be conducive to making the right food choices for youth.

The content of the article consists of considerations on the problems of social rehabilitation during the Covid-19 pandemic. The first part outlines the dilemmas of the average person who is in a new, unknown situation, which threat to his health and life. The second part focuses on the challenges of contemporary social rehabilitation during the coronavirus crisis. It was compiled on the basis of a review of internet sources and interviews with representatives of penitentiary institutions, juvenile educational institutions and probation officers. The last part of the text, which is a summary, contains methodological recommendations, i.e. it indicates new aspects of research in the analyzed area.

Purpose: The purpose of the article is to present both theoretical and practical basis for development of payment services in Poland and in the whole world during the COVID-19 pandemic. Over this time there was a sharp rise in e-commerce along with a fast growth of the number of consumers making online payments. This resulted in changes in adoption of new technologies and payment services. Apart from those which were the consequence of quickening the pace of change in the consumers’ behavior, a crucial role, especially in developing countries, was played by local regulators, who somehow forced financial institutions to create new solutions, which fintech readily made good use of. In numerous countries it fostered radical and groundbreaking quickening of the pace of shifting to electronic payments and creating a new sort of payment services, adjusted to the needs and expectations of younger consumers. Methodology: The paper uses the method of an economic analysis and literature review - mostly electronic sources, descriptive and comparative analyses. Findings: From customers’ perspective, the impact of COVID-19 pandemic on development of new payment services should be acknowledged as positive, or even groundbreaking in some developing countries. Over the years 2020-2021 the number of customers making on-line payments, especially mobile payments, grew rapidly. This was the result of a fast, forced by pandemic, growth in sales in e-commerce. Consequently, it enabled to introduce and widely promote new financial services - based on open banking, and promoting solutions targeted at young consumers, e.g. deferred payments. Even though the pandemic is over, the interest rate rise and the consequences of the war in Ukraine are bound to bring further, dynamic development of such payment services, as well as their popularization on more and more new markets all over the world. Practical implications: The analysis of relations between theoretical and practical bases of widespread adoption of new solutions concerning on-line payments in the world during the COVID-19 pandemic is an important factor in the development of e-commerce market and financial services. The fact that digital forms of payments have become very common brought about the network effect, a situation when the value for the customer depends on the number of users of a particular solution. Due to that, poorer, developing countries could, making use of the solutions based on open banking and the technology provided by fintech, quickly popularize cashless, and electronic payments. Only a few years ago it was estimated that in the countries lacking the standard payment infrastructure it would take decades to reach this level. Also, in developed countries the pandemic contributed to popularization among young consumers of solutions adapted to their preferences, being an alternative to traditional credit cards. Deferred payments are a solution which is commonly used in e-commerce, and their main merits include increasing both conversion rates and average order value. However, it needs to be emphasized that this goes with a less flexible business model of the companies providing such services in high interest rate environment, as well as adverse consequences of broad access to such services. Many countries have observed a growth of customer debt - which effects both credit worthiness and problems to pay off rising debts. This results in imposing formal regulations on deferred payments markets more and more frequently.

The article aims to discuss the competencies of municipal and county consumer ombudsmen and how they were exercised by both before and under the conditions of the Covid-19 pandemic. The text presents the majority of the results of a survey conducted between 18 February and 4 March 2021, which involved submitting 142 requests for public information consisting of seven questions about the impact of the Covid-19 pandemic on the activities of consumer ombudsmen and their offices. Based on the criterion of population, requests were sent via email to consumer ombudsmen operating in most Polish cities with over 22,000 inhabitants. Requests were standardized as far as possible to obtain an unadulterated response from the ombudsmen. The research material consists of responses to requests for public information. The article is divided into several parts. The first discusses the position, competencies of ombudsmen and the ways in which they perform the tasks entrusted to them, drawing on legal acts, legal doctrine and reports on their activities published by the OCCP on the basis of annual reports submitted by them. The second part presents the results of a study on the impact of the Covid-19 pandemic on the ombudsmen’s activities, particularly focusing on the ways in which they perform their tasks and the changes implemented by them. Finally, based on the considerations made and the results of the research, conclusions are drawn regarding the activities undertaken by consumer ombudsmen in response to the challenges posed by the Covid-19 pandemic, the frequency of choosing specific communication methods and channels used to deliver consumer advices, and the types of new activities undertaken as a result of the Covid-19 pandemic and its associated restrictions. An attempt is made to formulate de lege ferenda conclusions regarding the competence in question.

The COVID-19 pandemic is undoubtedly a global crisis that has forced the world economy to a standstill. Subsequent lockdowns have caused downtime in all industries and all transportation sectors. The removal of the restrictions has made it possible to begin a slow return to pre-pandemic conditions, but research indicates that this will be a long process. Therefore, an indication of the development trends of passenger maritime transport in Poland, considering the impact of the COVID-19 pandemic, is the purpose of the article. Two specific objectives are identified: (1) To visualize the impact of the COVID-19 pandemic on passenger maritime transport in Poland; (2) To make long-term forecasts of passenger maritime traffic in Poland. The analyses showed that the COVID-19 pandemic had a very negative impact on passenger streams. It may take several more years to recover from the pre-pandemic state.

The COVID-19 pandemic is undoubtedly a crisis situation, which means that the lives of persons experiencing it will never be the same as before. Professional helpers are faced with numerous challenges related to the change in their work flow, the need to modify strategies, work methods and tools, or to the switch from on-site to remote work. In this context, professional helpers’ resources are of considerable importance, as they constitute an important part of the welfare system. The analysis of the results of previous studies suggests that social workers’ change readiness and positive orientation not only may increase their professional effectiveness, but may even foster better quality of life. The present study investigated positive orientation and change readiness, as important predictors of professional functioning of persons in the sample group. The questionnaires were distributed among 189 professional helpers working in the Polish welfare system. The response rate was 98% (the final sample consisted of 185 persons) The results show that most subjects are characterized by the below-optimal levels of all the analyzed traits of the change readiness, but high and medium levels of positive orientation. The groups differed from one another in terms of adaptability (difference close to statistically significant). Change readiness and positive orientation may constitute important resources for professional helpers. Long service, being married, and a low level of change-readiness revealed in the presented study, may indicate that change-readiness is a general tendency in specific individuals, and is not dependent on the nature of changes themselves. The results may prompt a search for relations between personality factors and change-readiness.

The article explores megatrends in management, related to the transition to digital technologies in all spheres of the economy and production in the COVID-19 pandemic. The main contribution to the analysis of the current state of digitalization HR in business. The possibilities of a set of processes and methods of interaction with information in the formation of a strategy of people’s management, are investigated. This is achieved through the use of integrated mobile applications and the automation of HR processes. From the results, the methodology for determining the severity of competences, indicators of behavior are proposed, the strengths and weaknesses of the company’s staff management system in the COVID-19 conditions are taken into account. The practical usability of work is due to the proposed competency-based approach, which makes it possible to increase the efficiency of personnel selection, taking into account key macro-competencies that find an applied form through appropriate behavioral indicators.

Introduction and aim. The role of a medical team during the perinatal period is significant, since it not only focuses on the patients’ physical health, but also impacts mental wellbeing. The aim of this study is to compare the level of satisfaction with the quality of care provided by healthcare professionals during pregnancy and perinatal period before and during the COVID-19 pandemic. Material and methods. The study was conducted among 102 women who had at least two births, one in the pre-pandemic period and the other during the pandemic. An original questionnaire (53 items) was used to assess the quality of medical care. Results. The assessment of the quality of medical care, and the emotional and informational support received from medical personnel during pregnancy and perinatal care was significantly higher before the COVID-19 pandemic (p<0.001). During the pandemic, the respondents experienced significantly more anxiety about their health (p=0.027) and their baby’s health (p=0.028) as well as anxiety caused by the lack of a partner during labor (p<0.001). Conclusion. It is necessary to further evaluate the quality of medical care for pregnant and perinatal women in order to determine the best possible procedures for the functioning of health care in the time of a pandemic.

The paper examines the impact of the COVID-19 pandemic on macroeconomic activity in the selected European countries. The studies are based on monthly and quarterly indicators of GDP, unemployment rates and key indicators of the tourism sector. To present how COVID-19 has affected these macroeconomic variables, statistic data from the three periods are compared. Namely, data are collected from the pre-pandemic period, i.e. the fourth quarter of 2019 as the reference period, the second period covers the first quarter of 2020 and means the beginning of the pandemic, and the third one covers second quarter of 2020, during which the pandemic has spread to all the analyzed countries. The following statistical techniques are used in the research: regression analysis, the hierarchical grouping of agglomerations, k-means method, and selected non-parametric tests (Kruskal-Wallis test for a selected group of countries and Kolmogorov-Smirnov test for a selected pair of countries). The results show the significant impact of the pandemic on the level of gross domestic product, unemployment rate and turism sector. In most cases, a correlation between incidence of COVID-19 infections, unemployment rate and GDP is observed. The statistical techniques also allow to demonstrate the similarities and differences in the response of the economies to the COVID-19 pandemic. Central Statistical Offices of the selected countries are the main data source and for all calculations Statistica version 13.3. is used.

The limitations and new safety restrictions related to the COVID-19 pandemic caused by SARS-CoV-2 had a strong impact on the functioning of numerous manufacturing companies. This paper presents the results of a survey conducted among employees of manufacturing companies. A preliminary comparison of the production efficiency (and volume) in terms of the size of enterprises was made – results obtained for micro, small and medium entrprise, as well as for large production enterprise. On the basis of the presented results, it was unequivocally stated that it was much easier for micro and small enterprises to adapt to the introduced changes. They easily expanded the range of products and thus recorded a slight increase in production. Large enterprises, due to the narrow scope of their operations, unfortunately recorded a significant decrease in production – which may also be caused by the discontinuity of the supply chain.

The COVID-19 pandemic has prompted governments to take radical measures to contain the virus and protect their citizens. These included successive restrictions on social distance, which have led to closing many enterprises in various industries and dismissing their employees. Introducing restrictions has significantly weakened many countries’ economies. Stock markets have noted sharp declines. Therefore, public protection has led to severe consequences for the labour market. Attempts at defining them have been undertaken in the body of literature. However, they focus mainly on analysing selected indicators. According to the authors, it is worth analysing the correlation between the number of deaths as the variable that best reflects the disease’s severity and selected unemployment rates. It was assumed that the number of deaths is a factor significantly distinguishing the periods before and after the pandemic. Therefore, it is possible to assess the correlation between the pandemic and the labour market condition.

Introduction and aim. It is very important for nurses to experience post-traumatic growth in order to protect their mental health after traumatic events such as a pandemic. The aim of this study is to determine the post traumatic growth status of infection control nurses, who play an important role in health services in the COVID-19 pandemic. Material and methods. This study is a cross-sectional, descriptive study. The study was conducted with 170 infection control nurses working in infection control committees of hospitals in Turkey. “Nurse Descriptive Information Form” and “Post Traumatic Growth Inventory (PTGI)” were used as data collection tools in this study. Results. As a result of this research, the mean PTGI total score of the infection control nurses was 70.73±23.03, and it was determined that they experienced moderate growth from the sub-dimensions of the scale. Also it was determined that there was a statistically significant difference between the changes in philosophy of life sub-dimension scores of PTGI according to the age and marital status of the nurses. In addition, it was determined that there was a significant difference between the total PTGI scores according to the year of working as an infection control nurse and the loss of a relative of the healthcare worker due to the COVID-19 disease. Conclusion. In this study, it can be said that infection control nurses experienced a moderate post-traumatic growth after the COVID-19 pandemic. Age, marital status, working year and loss of a healthcare worker friend during the pandemic period seem to affect nurses’ post-traumatic growth. It is very important to determine the mental health of infection control nurses working on the front lines in the pandemic.

The covid-19 pandemic has wreaked havoc on various aspects of people’s lives around the world. It has threatened the general public health, crippled the economies and caused panic all over the world, influenced turnover intentions among employees and caused employee disengagement. Amid the pandemic, some employees have been experiencing longer working hours, increased workload, irregular work shifts, and shortage of personal protective equipment (PPE). Although many researchers have examined the issue of covid-19 pandemic, little attention has been directed towards exploring the concept of employee disengagement amid the era of covid-19. The researcher addresses this gap by identifying and exploring the key antecedents of employee disengagement. The study adopted a quantitative approach, and primary data was collected through a survey technique and then analysed on Smart PLS3. On Smart PLS3, PLS Algorithm and Bootstrapping were utilised to determine the strength of the developed variables of this study, while at the same time assessing the reliability and validity of the constructs. Based on the findings of this study, all proposed hypotheses are proven significant, but with different strengths. The researcher implies that; catering for the health and safety needs of employees during the era of covid-19 is likely to boost employee engagement; while on the other hand; failure to fulfill this obligation may result in employee disengagement. As a new novelty, employers are encouraged to cater for the health and safety needs of employees in order to influence the positive behavioural outcomes among employees; such as engagement, commitment, job satisfaction, enhanced organisational citizenship behaviour and loyalty.
Pandemia COVID-19 siała spustoszenie w różnych aspektach życia ludzi na całym świecie. Zagroził zdrowiu publicznemu, sparaliżował gospodarki i wywołał panikę na całym świecie, wpłynął na zamiary pracowników dotyczące rotacji i spowodował ich brak zaangażowania. W czasie pandemii niektórzy pracownicy doświadczyli dłuższych godzin pracy, zwiększonego obciążenia pracą, nieregularnych zmian pracy i braku środków ochrony indywidualnej (PPE). Chociaż wielu badaczy zajmowało się kwestią pandemii COVID-19, niewiele uwagi poświęcono badaniu koncepcji rezygnacji pracowników w erze COVID-19. Badacz zajmuje się tą luką, identyfikując i badając kluczowe czynniki poprzedzające brak zaangażowania pracowników. W badaniu przyjęto podejście ilościowe, a dane pierwotne zostały zebrane za pomocą techniki ankietowej, a następnie przeanalizowane na Smart PLS3. Na Smart PLS3 wykorzystano algorytm PLS i Bootstrapping do określenia siły opracowanych zmiennych w tym badaniu, jednocześnie oceniając rzetelność i trafność konstruktów. Opierając się na wynikach tego badania, udowodniono, że wszystkie zaproponowane hipotezy są istotne, ale mają różną moc. Badacz sugeruje, że; zaspokojenie potrzeb pracowników w zakresie zdrowia i bezpieczeństwa w erze COVID-19 prawdopodobnie zwiększy zaangażowanie pracowników; podczas gdy z drugiej strony; Niedopełnienie tego obowiązku może skutkować zwolnieniem pracownika. Jako nowa nowość, pracodawcy są zachęcani do zaspokajania potrzeb pracowników w zakresie zdrowia i bezpieczeństwa, aby wpływać na pozytywne wyniki w zakresie zachowań pracowników; takie jak zaangażowanie, zaangażowanie, satysfakcja z pracy, lepsze zachowanie obywatelskie organizacji i lojalność.

The topic of analysis are socio-cultural imaginaries of the pandemic. The COVID-19 pandemic represents a combined supply and demand shock to the financial and housing market but also an unusual negative shock in terms of the health of society (households) and national economy. The fall in housing demand was initially assumed together with price decreases as a consequence of the uncertainty of the health of society, significant falls in stock markets and corporate solvency. However, the results of research in selected Polish cities do not indicate such a significant market recession. This article examines the housing price dynamics and forecasting in Polish cities during the COVID-19 pandemic. The TRAMO/SEATS and ARIMA models were used for the decomposition and forecasting of dwelling time series. The Polish housing market, represented by selected local housing markets, still shows a growing trend despite the COVID-19 pandemic throughout 2020. Theoretical background: The growing importance of remote work during the COVID-19 pandemic and its impact on the development of competences in selected areas of project management prompted the authors to conduct research on a group of 82 respondents working remotely on projects at the Project Management Institute Poland Chapter (PMI PC).Purpose of the article: The aim of the article is to show the impact of remote work during the COVID-19 pandemic on the development of competences in selected areas of project management. The study is theoretical and empirical in nature. The theoretical part shows the factors influencing the development of competences and the conditions of remote work. In the empirical part of the survey, employees' opinions on the impact of remote (online) work during the COVID-19 pandemic on the development of competences in selected areas of project management were presented. Five areas of project management were analysed, including: working time, communication, labour costs, risk and conditions for teamwork.Research methods: Literature review and critical analysis of web research. Factor analysis was used for statistical analyses. To isolate the analysed factors, the principal components method was adopted, and the VARIMAX procedure was used as the rotation method.Main findings: The conclusions of the research confirm the hypothesis that the COVID-19 pandemic had a significant impact on remote work, in particular on employee competences, work time and costs, motivation, effective communication and mutual relations between employees. The results of the research broaden the knowledge on the impact of various factors on remote work and the development of competences in selected areas of project management.

The text, based on the author’s own research, describes the case of a student with a hearing impairment in the context of the effects of the COVID-19 pandemic. The main aim of the research was to answer the question: how did a person with a hearing impairment function during the pandemic and in what dimensions is the pandemic situation a crisis for the examined student with a hearing impairment? The article begins with an introduction to the discussed issues, then takes into account a short description of the studied student and the results of the analysis of the research material obtained with the use of a free-form interview. The article ends with conclusions and a summary. It should be emphasized that the described case can only be treated as a pilot study and preparation of the ground for further explorations of a wider scope.

The paper analyses the developments in the EU state aid policy as a result of the COVID-19 pandemic breakout. The general framework for state aid in the EU was presented. Based on a case study analysis of selected airlines that benefited from state aid following the COVID-19 crisis, changes in the European Commission approach were identified. In general, investigation of arrangements between the state aid cases is a complex (and thus often lengthy) process. The outbreak of the COVID-19 pandemic was a challenge for EU member states and the European Commission as well due to the unexpected, turbulent, and very profound nature of the crisis. It made it necessary to look for new or revised policies for state aid to respond quickly and keep airlines afloat in times when the flow of revenue was practically stopped. One of the key issues that needed to be addressed was inflexibility and lengthiness of state aid approval processes. To this end, additional guidelines were introduced to make the state aid policy of the EU more flexible. This way member states could respond to the ongoing developments in a more targeted and objective-oriented approach, which possibly made state aid more efficient. It should be stressed that it could have been achieved without changes to pre-existing legislation and by adjusting executive guidelines instead.

Koncepcja społecznej odpowiedzialności biznesu (corporate social responsibility – CSR) jest szeroko dyskutowana w literaturze naukowej ze względu na jej znaczenie dla konkurencyjności przedsiębiorstwa, długoterminowego wzrostu i zrównoważonego rozwoju, czego wyrazem są także badania prowadzone na rynku turystycznym. Korzyści wynikające ze strategii CSR potwierdzają wyniki licznych badań, natomiast CSR w warunkach pandemii COVID-19 stanowi nowy obszar dociekań naukowych. Tematyka artykułu koncentruje się na strategii oraz działaniach społecznie odpowiedzialnych przedsiębiorstw turystycznych w czasie kryzysu pandemicznego. Celem opracowania jest ocena możliwości dostosowania strategii oraz działań społecznie odpowiedzialnych do warunków pandemii. Przyjęto założenie, że przedsiębiorstwa turystyczne realizujące strategię CSR posiadają zdolność adaptacyjną do zmieniających się uwarunkowań rynkowych i dostosowują działania do potrzeb interesariuszy, a wprowadzane zmiany przynoszą korzyści zainteresowanym stronom. W pracy dokonano przeglądu literatury przedmiotu dotyczącej społecznej odpowiedzialności biznesu w odniesieniu do rynku turystycznego ze szczególnym uwzględnieniem czasu pandemii. Wyniki badań wskazują na zasadność działań CSR oraz konieczność ich dostosowania do potrzeb interesariuszy w warunkach kryzysowych.
The concept of corporate social responsibility (CSR) has been widely discussed in the scientific literature due to its importance for the competitiveness of the company, long-term growth and sustainable development, which is also reflected in research conducted on the tourism market. The benefits of CSR strategy have been confirmed by the results of numerous studies, while CSR in the conditions of the COVID-19 pandemic has become a new area of scientific research. The subject of the article focuses on the strategy and socially responsible activities of tourism enterprises during the COVID-19 pandemic. The purpose of the study is to assess the possibility of adapting the strategy and socially responsibly actions to the conditions of the pandemic crisis. It was assumed that tourism enterprises implementing CSR strategy have the ability to adapt to changing market conditions, adjusting activities to the needs of stakeholders. It was also expected that the introduced changes bring benefits to the interested parties. The paper reviews the literature on corporate social responsibility in relation to the tourism market, with particular emphasis put on the time of the pandemic. The results of the research indicate the importance of CSR activities and the necessity to adapt them to stakeholders’ needs in the crisis conditions.

Opis:
The purpose of this paper was to determine how much the crisis caused by the Covid-19 pandemic affected economic factors globally in the intercultural environment. The subject of the research refers to the analysis of the impact of the crisis on economic factors (foreign trade, GDP, GNP) of selected countries (Italy, Germany, Russia, China, and Croatia). In addition, special attention was given to the intercultural characteristics of the observed countries (intercultural communication, intercultural competence, intercultural sensitivity and intercultural conflicts). The content analysis as a qualitative method examined publicly available official documents related to the factors and characteristics observed. The contribution of the paper refers to the analysis of the situation of the observed countries by connecting the key elements needed for further action.
Celem artykułu jest określenie, w jakim stopniu kryzys wywołany pandemią COVID-19 wpłynął na czynniki ekonomiczne w skali globalnej w środowisku międzykulturowym. Przedmiotem badań jest analiza wpływu kryzysu na czynniki gospodarcze (handel zagraniczny, PKB, PNB) wybranych losowo krajów (Włochy, Niemcy, Rosja, Chiny, Chorwacja). Ponadto szczególną uwagę zwrócono na cechy międzykulturowe obserwowanych krajów (komunikacja międzykulturowa, kompetencje międzykulturowe, wrażliwość międzykulturowa i konflikty międzykulturowe). Analiza treści jako metoda jakościowa obejmowała analizę publicznie dostępnych dokumentów urzędowych pod kątem zaobserwowanych czynników i cech. Wkład artykułu dotyczy analizy sytuacji obserwowanych krajów poprzez powiązanie kluczowych elementów potrzebnych do dalszych działań.

CEL NAUKOWY: Celem naukowym artykułu jest ocena postrzegania ryzyka działalności gospodarczej przez młodych ludzi – potencjalnych przedsiębiorców. Analiza literatury przedmiotu i wyniki badań dotyczących konsekwencji pandemii COVID-19 dla polskiej gospodarki skłoniły autorki do podjęcia próby zbadania postaw wobec przedsiębiorczości, które mogą w znaczącym stopniu decydować o rozwoju sektora MSP w Polsce w najbliższej przyszłości. PROBLEM I METODY BADAWCZE: Ryzyko jest nieodłącznym elementem prowadzenia działalności gospodarczej, którego nie można wyeliminować ani uniknąć. Pandemia COVID-19 wpłynęła na niemal wszystkie obszary życia ludzkiego. W części teoretycznej posłużono się analizą krytyczną literatury przedmiotu. W części empirycznej zastosowano metodę internetowych badań ankietowych studentów niepublicznej uczelni o profilu ekonomicznym. PROCES WYWODU: W pierwszej części scharakteryzowano definicję ryzyka, a następnie zastosowane w artykule metody badawcze. W części drugiej opisano teoretyczne problemy dotyczące: ogólnego rozumienia znaczenia ryzyka, pojęcia ryzyka w działalności gospodarczej i klasyfikacji jego źródeł, doświadczenia niepewności przedsiębiorcy, powiązania ryzyka z zagrożeniem, postaw ludzkich wobec ryzyka w kontekście pandemii COVID-19. W kolejnej części zaprezentowano wyniki badań empirycznych na temat postrzegania ryzyka przez potencjalnych przedsiębiorców. Ostatnią część artykułu stanowi podsumowanie analizy literatury przedmiotu oraz badań własnych, a także proponowane kierunki przyszłych badań. WYNIKI ANALIZY NAUKOWEJ: Wyniki badań empirycznych dowiodły, że stosunkowo duża grupa respondentów, bo aż 48,8%, była zainteresowana prowadzeniem własnej firmy. Ponadto aż 60,9% badanych stwierdziło, że pandemia nie wpłynęła na ich plany związane z założeniem własnej firmy. Co istotne,ponad 70% badanych oceniło prowadzenie własnej firmy jako ryzykowne, a mimo to planuje świadomie podjąć takie ryzyko. WNIOSKI, INNOWACJE, REKOMENDACJE: Autorki uważają, że warto wzmacniać postawy przedsiębiorcze młodych ludzi. Odpowiednią rekomendacją dla twórców programów kształcenia w tym zakresie wydaje się konieczność akcentowania tematu ryzyka w edukacji ekonomicznej studentów. Wyniki przeprowadzonychbadań dają nadzieję, że dzięki pracy młodych ludzi, posiadających umiejętność adekwatnego reagowania na trudne warunki zewnętrzne, sektor MSP ma szansę na pokonanie negatywnych skutków pandemii.
SCIENTIFIC OBJECTIVE: The aim of the article is to assess the perception of the risk of business activity by current and potential entrepreneurs. The analysis of the literature on the subject and the results of the available, selected studies of the consequences of the Covid-19 pandemic for the Polish economy, especially for micro, small and medium-sized enterprises, prompted the authors to examine attitudes towards entrepreneurship, which may significantly determine the development of the MSME sector in Poland in the near future. PROBLEM AND RESEARCH METHODS: Risk is an inherent part of running a business that cannot be eliminated or avoided. The COVID‑19 pandemic has affected almost all areas of human life. The theoretical part uses a critical analysis of the literature on the subject. In the empirical part, the method of online surveys of students from a private university with an economic profile was used. THE PROCESS OF ARGUMENTATION: The first part describes the definition of risk, and then the research methods used in the article. The second part describes the theoretical problems related to: the general understanding of the meaning of risk, the concept of risk in business and classification of its sources, the experience of the entrepreneur’s uncertainty, the relationship between risk and threat, human attitudes towards risk in the context of the COVID‑19 pandemic. The next part presents the results of empirical research on the perception of risk by potential entrepreneurs. The last part of the article is a summary of the analysis of the literature on the subject and own research, as well as the proposed directions of future research. RESEARCH RESULTS: The results of empirical research proved that a relatively large group of respondents, as much as 48.8%, was interested in running heir own business. In addition, as many as 60.9% of respondents said that the pandemic did not affect their plans to start their own business. Importantly, over 70% of respondents assessed running their own business as risky, and yet they plan to take such a risk consciously. CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: The authors believe that it is worth strengthening the entrepreneurial attitudes of young people. An appropriate recommendation for the creators of education programs in this area seems to be the need to emphasize the topic of risk in the economic education of students. The results of the research conducted give hope that thanks to the work of young people who have the ability to adequately respond to difficult external conditions, the SME sector has a chance to overcome the negative effects of the pandemic.

The condition of the Coronavirus Disease 2019 (COVID-19) pandemic in 2020 characterizing DKI Jakarta, Surabaya, and Yogyakarta Provinces which have a high population density in 2019, necessitates implementing Large-Scale Social Restrictions (LSSR) to control or break the chain of the spread of COVID-19. The LSSR policy that limits community activities, be it business activities, transportation, and the industrial sector, will impact social activities and the environment due to the reduced intensity of community activities. Therefore, this study aimed to determine changes in the carbon monoxide (CO) levels in Jakarta, Surabaya and Yogyakarta during the pre-pandemic and during the pandemic. The method used is the tropospheric CO concentration extracted from the Sentinel-5P satellite data. The CO data were retrieved and calculated using Google Earth Engine. The COVID-19 pandemic reduced CO level by 19.7%, 14.9%, and 21%, respectively. The paired t-test shows no significant difference from before the COVID-19 pandemic, with a significance of 0.05. The highest pre-pandemic average and total CO concentration levels were 0.042 and 1.0198 mol/m2 in Yogyakarta, respectively, whereas the lowest during the pandemic were 0.02845 and 0.6828 mol/m2 in Surabaya. Overall, the three cities have a weak relationship between CO level and precipitation as well as temperatures and CO level.

Research background: The outbreak of the COVID-19 pandemic, the reduction in income or the total loss of jobs have affected the financial behaviour of consumers worldwide. Managing the budget in times of turbulence and crisis has posed a challenge for households. Purpose of the article: The aim of the article is to determine to what extent the COVID-19 pandemic has affected the financial behaviour of the inhabitants of various countries and how Poland has stood out from the rest. Methods: Due to the orderly nature of the questions analysed, non-parametric tests were used in the analysis. The distribution of current expenditure in comparison with the period before the pandemic was analysed, as well as the results of comparative analyses with Mann-Whitney U tests for comparison of  Poland with Austria, Belgium, the Czech Republic, France (974), Germany, Italy, Luxemburg, the Netherlands, Romania, Spain, Turkey, the United Kingdom, the USA. A study was carried out on the relationship between planning for the future, having debts and savings and financial behaviour after the COVID-19 pandemic and the metric variables in the group of Poles via Chi square and a series of ? Kendall?s tests. Findings & value added: There has been a fall in expenditure compared to the period before the pandemic, which may explain the lack of opportunities to spend money, the fall in revenue and the freezing of expenditure for fear of an uncertain future. There has also been a change in the way payments are made. Payment cards and purchases made over the Internet are increasingly popular. In the face of the COVID-19 pandemic, consumers are trying to save more, but not everyone can afford to do so. Long-term value added of this paper is analysis of change in the model of financial behavior of households under the shock of the pandemic in international comparisons of the analysed countries.

In managing enterprise, uncertainty belongs to the attributes of the decision making processes. In competitive environments, where success depends on high-quality decisions, taking the wrong steps can lead to loss of market share or even contribute to running out of business. That is why it is important to choose from the many alternatives those methods which will be most effective in solving problems in a simple and quick way, and heuristics offer such a solution, which has proved its usefulness in uncertain business environments. The aim of this study is to present and evaluate heuristic methods and show their specificity and applicability in management science for enterprises in times of uncertainty. In this article, the theoretical aspect of managerial heuristics is presented, and the emphasis is also placed on presenting practical examples of applying heuristics in companies with times of uncertainty, but also in these times of the Covid-19 pandemic. The study also offers conclusions and provides practi al recommendations.
W zarządzaniu przedsiębiorstwem, niepewność należy do atrybutów podejmowanych decyzji menedżerskich. W konkurencyjnych środowiskach, gdzie sukces zależy od wysokiej jakości decyzji, podejmowanie błędnych kroków może doprowadzić do utraty rynku lub nawet przyczynić się do zakończenia działalności. Dlatego tak ważne jest, aby spośród wielu alternatywnych metod wybrać tę, która będzie skuteczna w rozwiązywaniu problemów w prosty i szybki sposób. Heurystyka oferuje rozwiązania, które udowodniają swoją przydatność w niepewnym otoczeniu biznesowym. Celem pracy jest przedstawienie i ocena metod heurystycznych oraz wykazanie ich specyfiki i możliwości zastosowania w naukach o zarządzaniu przedsiębiorstwami w warunkach niepewności. W artykule przybliżono aspekt teoretyczny heurystyk menedżerskich, położono również nacisk na przedstawienie praktycznych przykładów zastosowania heurystyk w przedsiębiorstwach w warunkach niepewności, także w czasie pandemii Covid-19, wyciągnięto wnioski i sformułowano praktyczne rekomendacje.

Report of the EASAC’s Environment Programme is an interdisciplinary publication on how to stop the current climatic and ecological crisis. The text, on the one hand, supported by examples derived from personal experiences and reports of the social workers themselves, on the other, by the author's observations and reflections, can serve as a warning against hasty, chaotic actions undermining the morale and reputation of the social assistance system. In the current particularly difficult time for all, it should pass the test in responsible management, coherent cooperation, developing effective solutions and missionary character – serving the ones in need.

The purpose of the article/hypothesis: The COVID-19 pandemic and imposed restrictions negatively affected the economy and social life. Their effects were particularly hard for the HoReCa industry, i.e. the hotel and catering industry. The purpose of the article is an analysis of the activities of the hotel and catering industry in the conditions of the coronavirus pandemic. The article uses questionnaire surveys on a sample of owners, employees and consumers of the hotel and catering industry in Poland in the years 2020–2021. A total of 164 respondents took part in the study. Three independent surveys were conducted. In the part concerning consumers, 144 respondents took part in the survey, including 111 women and 33 men. The majority of the respondents were people aged 16–24 - 69 people (47,9%), 52 people were in the range of 25–40 years (36,1%), 16 people (11,1%) were from the age group of 41–55, and the remaining 7 people were aged over 55 (4,9%). Most of the respondents were people with secondary education, 74 people (51,4%). Higher education was declared by 51 people (35,4%), vocational education by 9 people (6,3%) and primary education by 10 people (6,9%). 20 respondents - business entities - responded to the study of the impact of the COVID-19 pandemic on the HoReCa industry from the perspective of a manager. They were mostly people running a restaurant (55%), a hotel (40%) and a restaurant with a predominant catering activity (20%). The respondents represented facilities in various voivodships, however, the largest number of people managed facilities in the Śląskie (35%) and Małopolskie (25%) voivodships. Radical restrictions resulted in significant scaling down of hotel and restaurant activity. As a result of the decline in consumption in tourist services, the value of sales revenues and the profitability of the HoReCa industry decreased. In the group of employees, the most burdensome effects of the pandemic included reduction in employment, compulsory holidays and the lack of comfort at work. However, a pandemic with many negative economic and social consequences may also have positive long-term effects. Paradoxically, unfavorable circumstances forced entrepreneurs to look for alternative solutions to maintain financial liquidity and to survive in the industry. The subject of the article is an analysis of the activities of the hotel and catering industry in the conditions of the coronavirus pandemic. Its purpose is to assess the impact of the pandemic on employees and consumers of the HoReCa industry. In accordance with the goals defined in this paper, the following hypotheses were formulated: The imposed restrictions and above all, closing of the premises, contributed to a significant decrease in consumption in the HoReCa industry and prevented the development of many enterprises, and the effects of the stagnation will be felt for a long time both by employees and consumers. In many companies in the HoReCa industry, the level of sales revenues decreased, led to a loss of profitability. The negative effects of the Covid-19 pandemic were felt by all stakeholder groups in the HoReCa industry, including: a. employers - loss of income;b. employees - loss of job and inconvenience of work due to the obligation to maintain specific hygiene conditions;c. customers - closing the premises, obligation to keep social distance. In connection with these theses, the first part of the article discusses the social consequences of the COVID-19 pandemic. In this section, the authors used original reports, including those of the WHO. The next section presents the opinion of employees and owners of hotels and catering establishments on the impact of the pandemic on working conditions and income. The last part presents the clients' feelings about the HoReCa sector as regards the level and availability of services. For this purpose questionnaire surveys were used on a sample of owners, employees and clients of the hotel and catering industry in Poland in the years 2020–2021. The undertaken research problem is very important due to a large scale of restrictions that affected the HoReCa industry during the pandemic and resulted in related financial losses. Methodology: Analysis of the environment of the HoReCa sector along with its foreseeable evolution has been carried out using intelligence techniques such as the identification and analysis of government public sources and reports about behavior of consumers and market trends, published by consulting companies and public research institutes. The use of quality secondary information sources instead of the primary ones does not imply a decrease in the scientific validity of a study when the principle of strategic intelligence of never accepting a single information authority is respected. The method of competitive intelligence consists of the collection, transmission, analysis, and dissemination of relevant information publicly available and legally obtained, to produce actionable knowledge for the improvement of the decision making process. The assessment of the financial situation of the HoReCa industry was presented on the basis of eight selected companies listed on the Warsaw Stock Exchange, including three largest hotel chains in Poland. Additionally, this method has been supplemented with a questionnaire survey applied to HoReCa sector users and experts, conducted during the pandemic in Poland in 2020 and 2021. The survey was quasi-representative, i.e. the sample meets the requirements of the representative method in some respects. The study was conducted using the direct interview method. Respondents were asked single choice and multiple choice questions. The survey was conducted in three areas: HoReCa service clients, industry employees and hotel and restaurant owners. Three independent surveys were conducted, in which 164 respondent participated. Results of the research: The observations and opinions of respondents contained in the surveys were used to formulate conclusions about the future and the necessary changes in the provision of HoReCa services. A. The analysis of financial statements of selected HoReCa companies made it possible to state that the restrictions imposed in the pandemic resulted in lower sales revenues and lower profitability, especially in the smallest hotels.B. The survey conducted in the group of hotel owners shows that the decrease in profitability in the HoReCa industry was mainly due to the closure of hotels and the ban on the operation of stationary catering establishments. The owners expressed an opinion that the state aid was insufficient to cover the losses related to the pandemic. C. Surveys in the group of employees showed that the pandemic resulted in a reduction in employment and a deterioration of work comfort in HoReCa facilities. D. The surveyed guests confirmed that during the pandemic, they mostly used catering and take-away services. They most willingly spent their holidays in summer houses, which enabled them to maintain social distancing.

The paper presents the characteristics of the rail transport system, including passenger and freight transport during the Covid-19 pandemic. The entities responsible for the safety of the railway sector were presented, among which were the Railway Transport Office, the company PKP PLK S.A., and the Railroad Security Guard, which played the most critical role. The paper presents statistical data for railway accidents and casualties in 2018–2021. It was noted that the Covid-19 pandemic significantly reduced passenger and freight transport. 2021 was the European Year of Railways; it was also an exceptional, demanding, and significant year for changes taking place on the railways. Throughout this time, the Office of Rail Transport promoted rail as a safe, ecological, and comfortable means of transport. Based on statistics and empirical research, the main problems of the railway sector were discussed, and the research hypothesis was verified positively.

The COVID-19 pandemic forced numerous changes in many areas of human life. Society faced the challenge of adapting to the new reality. Due to the restrictions, people stayed at home and many aspects of their everyday lives moved to the Internet. Direct communication was largely replaced by remote communication, the use of digital tools increased, and social media developed and become the main ways of communication between families, members of the academic community, work colleagues, and brands with their clients. The Internet played a more significant role in maintaining interpersonal relationships than ever before. In this paper, the author reviews trends in the usage and development of social media and the Internet during the COVID-19 pandemic, with particular emphasis put on the case of Poland.
Pandemia COVID-19 wymusiła liczne zmiany w wielu obszarach życia ludzkiego. Społeczeństwo stanęło przed wyzwaniem zaadaptowania się do nowej rzeczywistości. Ze względu na obostrzenia ludzie zostali w domach, a wiele aspektów ich codziennej działalności przeniosło się do internetu. Komunikacja bezpośrednia została w znacznym stopniu wyparta przez komunikację na odległość, wzrosło użycie narzędzi cyfrowych, nastąpił rozwój mediów społecznościowych, które stały się kanałami komunikacji rodzin, zbiorowości akademickiej, środowisk pracowniczych czy różnych marek ze swoimi klientami. Internet jak nigdy dotąd odegrał znaczącą rolę w utrzymywaniu stosunków międzyludzkich. W artykule autorka dokonała ogólnego przeglądu tendencji w użytkowaniu i w procesie rozwoju mediów społecznościowych oraz internetu w czasie pandemii COVID-19, ze szczególnym uwzględnieniem tych kierunków w Polsce.

The activity of the state during the crisis, as a rule, shows vulnerable areas, ones that are weaker or for a long time unreformed, representing the ‘weaknesses’ of a given economy. The aim of this paper is to compare areas requiring particular state aid in Poland and the Czech Republic in the context of the impact of the Covid-19 pandemic, taking into account their historical development. The choice of the countries is the deliberate methodological procedure due to the fact that both represent one of the key regions in Europe. The indicated countries are EU members, which determines the approach of the Czech Republic and Poland in the field of economic policy, including trade, social policy, food security, energy, and health protection (taking into account the competences of the member states in relation to the EU in this area). It was pointed out that both countries did not join the euro area. Tax concepts in the public finance of both countries were taken into account. Moreover, these countries are faced with similar ecological challenges such as the Green Deal which influences the necessary economic changes. Comparative analysis was used as a research method, taking into account not only the differences and similarities between the countries analysed. Both countries face civilization and development challenges, for example, digital changes, which determine the effectiveness of other public policies.
Aktywność państwa w okresie kryzysu z reguły ukazuje obszary wrażliwe, słabsze lub od dawna niezreformowane, reprezentujące „słabości” danej gospodarki. Celem artykułu jest porównanie obszarów wymagających szczególnej pomocy publicznej w Polsce i Czechach w kontekście wpływu pandemii Covid-19, z uwzględnieniem ich historycznego rozwoju. Wybór państw jest celowym zabiegiem metodologicznym ze względu na to, że oba reprezentują jeden z kluczowych regionów Europy. Wskazane państwa są członkami UE, co warunkuje podejście Czech i Polski w zakresie polityki gospodarczej w tym handlowej, społecznej, bezpieczeństwa żywnościowego, energetycznej, ochrony zdrowia (z uwzględnieniem kompetencji państw członkowskich w relacji do UE w tym zakresie). Zwrócono uwagę na fakt, że obydwa państwa nie przystąpiły do strefy euro. Uwzględniono koncepcje podatkowe w ramach finansów publicznych obydwu państw. Ponadto państwa te współcześnie stanęły przed podobnymi wyzwaniami ekologicznymi np. Green Deal, co wpływa na konieczne przemiany gospodarcze. Jako metodę badawczą wykorzystano analizę komparatystyczną uwzględniając nie tylko różnice, ale i podobieństwa pomiędzy analizowanymi państwami. Przed obydwoma państwami stoją wyzwania cywilizacyjne i rozwojowe, np. zmiany cyfrowe, które będą determinowały efektywność pozostałych polityk publicznych.

Recourse to a loan in the case of individuals is an expression of the growing desire to improve their living conditions, and to be able to purchase goods that meet the requirements of today's life. During the pandemic of SARS-CoV-2, there have been other requirements, different from those of the previous period, and loans could be one of the ways to solve the new problems of the population of Bucharest-Ilfov. The purpose of this study is to analyze the evolution of loans for the population of Bucharest-Ilfov in the pre-pandemic period and from the beginning of the pandemic and to understand the attitude that credit consumers may have during this period. The objectives of the study are to identify how the credited funds were used, in addition to the size of the amounts accessed. The credited amount represents only a dimensional, quantitative component, but what was purchased with the amount accessed through a loan is a qualitative component. The data were provided, without exposing the personal data of those who accessed a loan, by the National Bank, through FGDB. The results provide a clear picture of the increasing trend of the quantitative side, but there is a greater attention between the amounts credited in lei and those in foreign currency. Equally, the purpose for which these funds were accessed was oriented towards the goods of maximum necessity. Of these, real estate occupies a superior position, while the opposite population is loans for tourist services.
Korzystanie z kredytu w przypadku osób fizycznych jest wyrazem rosnącej chęci poprawy warunków życia oraz możliwości zakupu towarów spełniających potrzeby. Podczas pandemii SARS-CoV-2 istnieją inne wymagania niż w poprzednim okresie, a pożyczki mogą być jednym ze sposobów rozwiązania tych nowych problemów populacji miast. Celem opracowania jest analiza ewolucji kredytów dla populacji Bukareszt-Ilfov w okresie przed pandemią i od początku pandemii, oraz zrozumienie postawy, jaką mogą mieć konsumenci kredytów w tym okresie. Celem badania jest określenie, w jaki sposób wykorzystano kredytowane środki, a także wielkość udostępnionych kwot. Kredytowana kwota stanowi jedynie wymiarowy, ilościowy składnik, ale to, co zostało zakupione za kwotę uzyskaną dzięki pożyczce, jest składnikiem jakościowym. Wyniki zostały przekazane bez ujawniania danych osobowych osób, które uzyskały dostęp do pożyczki przez Narodowy Bank za pośrednictwem FGDB. Wyniki dają wyraźny obraz tendencji wzrostowej po stronie ilościowej, ale większą uwagę zwraca się na kwoty zapisane w lejach i walutach obcych. Podobnie cel, dla którego te fundusze zostały udostępnione, był ukierunkowany na towary najwyższej konieczności. Wśród nich dominującą pozycję zajmują nieruchomości, podczas gdy przeciwna populacja to kredyty na usługi turystyczne.

The main objective of the survey is to identify changes in consumer behavior and the determinants that influenced purchasing decisions during the Covid-19 pandemic. Design/methodology/approach: An interview questionnaire was used in the survey. The survey was conducted through a random selection of a sample. The electronic survey was conducted in April 2021. The questionnaire was completed by 220 people. The media were the tools to reach the respondents social networking and the survey itself was made available on the facebook.com portal, on thematic groups associating consumers of various products. The research was of a pilot nature. This limited the sample size and scope of the research. Findings: The analysis of the survey results shows that the COVID-19 pandemic affected the purchasing behavior of 76% of women and 62% of men. Surveys have shown how shopping habits have changed during the coronavirus pandemic. The respondents said they started purchasing more products online and that the frequency of shopping decreased, but they purchased more products at one go. The respondents bought only essential products and spent a larger portion of their money on protective measures than before. For 24% of women and 38% of men the pandemic had no impact on their consumer behavior. Originality/value: The analysis of the literature leads to the conclusion that there is not much research on consumer behavior during the COVID-19 pandemic. The paper is addressed to representatives of the scientific world dealing with the topic of consumer behavior and all those interested in this issue.

Izolacja społeczna i zamrożenie gospodarki z powodu pandemii koronawirusa w 2020 r. mogły stać się testem działania wdrażanych od lat innowacji ICT. Celem artykułu jest sprawdzenie, w jaki sposób zostały one wykorzystane i czy rzeczywiście okazały się bardziej potrzebne w tej ekstremalnej sytuacji zarówno mieszkańcom, jak i lokalnej administracji. W artykule zostały przedstawione wyniki przeglądu inicjatyw związanych z koncepcją smart city w polskich miastach podczas pierwszej fali pandemii COVID-19, organizowanych zarówno przez władze lokalne, przedsiębiorstwa, jak i oddolnie przez mieszkańców miast. Obserwacja różnego typu reakcji w tak niecodziennych warunkach może posłużyć jako wskazówka dla dalszego rozwoju aplikacji opartych na inteligentnych narzędziach ICT oraz twórczym zaangażowaniu wszystkich interesariuszy życia w mieście.
According to data from the Ministry of Development, in 2019 the 16 largest Polish cities were implementing at least some elements of the smart city concept. Social isolation and the freezing of the economy due to the coronavirus pandemic in 2020 can be a test of these ICT innovations. The aim of the article is to investigate how they were used and whether in reality they were in greater demand by both residents and local administration in this extreme situation. The results of a review of initiatives taken by local authorities, enterprises and citizens in some Polish cities related to the smart city concept are presented during the first wave of the COVID-19 pandemic. Observation of the various types of reaction in such uncommon conditions could serve as a guideline for the further development of applications based on intelligent ICT tools and the creative involvement of all participants in city life.
