Although Central and Eastern Europe (CEE) is sometimes referred to as a buffer zone (Iglicka 2001) because of its location between the huge Asian continent and Western Europe, it is also an area of intense and diverse migration flows both internal and external. In a broader sense, the region of Central and Eastern Europe may include countries of the Visegrád Group (Czech Republic, Hungary, Poland and Slovakia), the states of the former USSR, as well as southern post-communist states, Bulgaria and Romania, and even the states of the former Yugoslavia and Albania (Okólski 2004; Castles, Miller 2003). This extensive list includes both the countries whose accession to the European Union took place between 2004-2013 (the Visegrád Group countries, the Baltic states, Slovenia, Romania, Bulgaria and Croatia), as well as countries which are not EU member states. The EU enlargements created a considerable difference between the status of the countries which became part of the EU and the other states of the region, and influenced intra- and extra-regional migration processes. Mobility in CEE should be analysed with reference to the interrelated fundamental social, economic, and political changes taking place in the region. First, notable is the shrinking and aging of the societies in CEE countries, brought about by fertility decline and family breakdown. Second, we must consider existing migration pressure and intensified post-accession emigration. Third, what is specific to the region are the processes of European integration and of the related profound modernisation. All of the above features create a unique combination of migration-related factors.

Citizenship has been rediscovered in Eastern Europe after the collapse of the communist regimes and the breakdown of multi-national states. This rediscovery revealed not only great opportunities with regard to democratic inclusion, national redefinition and the remedying of past wrongs but also important risks, such as legal and political exclusion, ethnic engineering and discrimination. The broader revival of citizenship in recent decades has triggered a renewed academic interest in issues of citizenship, albeit this research had remained biased towards Western experiences, such as long-term immigration and social integration. Although it would be ill-advised to talk of Eastern European models of citizenship, the region does present a number of empirical and theoretical puzzles that can enrich the existing literature by challenging conventional approaches and stimulating more-balanced and contextual theoretical perspectives.

Migration from Eastern to Western Europe gained greater political prominence and scholarly attention both before and after the 2004 EU enlargement. The EU enlargement process not only contributed to a re-integration of European countries from the former Soviet bloc into the rest of Europe, but also set up a new framework for European mobility. A variety of forecasts and analyses concerning mobility across Europe have since been conducted, sometimes providing contradictory outcomes. This process of eastward enlargement was completed in 2007 by a second round, which brought Romania and Bulgaria into the European polity, and led to unjustified fears of massive flows from the two countries to some Western states in particular, such as the United Kingdom. Academic discussion concerning the different types of mobility in Europe is, however, far from being exhausted. New issues have been raised by the economic crisis which is still sweeping the continent, by the demographic deficit affecting both Eastern and Western Europe, and by the next steps in the EU enlargement wave which will again involve South-Eastern Europe – especially the Western Balkan countries (other than Croatia which finally acceded in 2013). The aim of this special issue is to explore the variety of unprecedented processes in the field of migration which have emerged across Europe over the last decade. The papers in it seek to make sense of these processes, while trying to capture their evolving nature in the framework of a European migration system which has only been in existence for a relatively short time and which still lacks consolidated and harmonised rules.

We are delighted to introduce to you Central and Eastern European Migration Review (CEEMR) – the first online, multidisciplinary journal devoted specifically to the lively migratory processes of Central and Eastern Europe. In our view, the need for such a journal has been materialising for some time. The growing research output regarding international mobility from and to this region as well as integration patterns of CEE coun-tries’ citizens in destination countries, in particular in the European Union, has created a need for an academ-ic forum on this topic. We believe that CEEMR can effectively respond to this need. The mission of CEEMR is to foster an academic discussion on scholarly works and research pertaining to migration within, into and out of the CEE region. From a comparative perspective, the CEEMR will address a broad range of topics related to international migration including determinants, mechanisms and conse-quences of international migration, as well as migration policies, migrants’ integration and ethnic relations. CEEMR will publish original, scholarly case-studies of CEE countries as well as works taking broader, in-ternational and transnational perspectives to examine migratory processes relevant to CEE countries and their citizens, ethnic minorities, institutions, territories, and policies.

The aim of the paper is to present the competitiveness landscape of 10 Central and Eastern European countries: Bulgaria; the Czech Republic; Estonia; Hungary; Latvia; Lithuania; Poland; Romania; the Slovak Republic and Slovenia (CEE). The analysis covers various interrelated competitiveness factors; including enterprise environment; education; labour market and employment; innovation; technological progress thus allowing one to identify various aspects of competitiveness and provide insights into what drives the productivity and prosperity in these countries. The performance level of each of the CEE country is compared with others from that group; additionally a comparison is made with other European regions; some advanced economies and large emerging economies. The paper analyses and measures the competitiveness of the CEE; the extent to which progress is made in terms of achieving the competitiveness goals; and points out the key reforms and investments that implementation CEE countries should consider in order to tackle the existing challenges and close the competitiveness gap between other EU countries as well as other more advanced. This could serve as a starting point for defining a widely supported competitiveness agenda aiming at a long-term and stable economic and social progress throughout the CEE region.

This issue of Central and Eastern Europe Migration Review (CEEMR) is dedicated to migratory flows from one of the largest source countries for the European Union (EU). Almost a decade ago, Düvell (2006) even referred to Ukraine as Europe’s Mexico. Ukraine indeed seems to have the second-largest migration corridor in the world, the US–Mexico corridor being the largest (Migration Policy Centre 2013). This comparison, however, refers more to the migration corridor between Ukraine and Russia. Estimates of the migration flows between these two countries are really impressive, though they vary greatly between fewer than 100 000 and more than 3.5 million (Migration Policy Centre 2013). One of the explanations for the great disparity between these estimates is the lack of migration regulations (it is a visa-free regime for Ukrainians in Russia) and significant undocumented migration.1 When it comes to migration from Ukraine to the EU, the general pattern and the numbers seem to be different. There is no doubt that estimates of Ukrainian migrants in Europe might also be somewhat imprecise, due to the lack of a fully standardised definition and to the specifics of migrant statistics in member-states. Notwithstanding significant undocumented migratory movements, due to its visa policies, the EU obviously has more instruments for regulating and registering the inflow of Ukrainian migrants. Here the estimates from different sources vary at around 1 million. According to Eurostat (2011, 2014) Ukrainian nationals currently represent the fifth-largest migrant group in the EU (after Turks, Moroccans, Chinese and Indians). Eurostat (2014) puts the total number of Ukrainian residents currently living in the EU as high as 634 851 persons. Given the high numbers of Ukrainian nationals (and the Ukrainian-born) living in Europe, the dearth of academic books and monothematic issues of scientific journals focused on Ukrainian migration is striking.

By covering the topics such as social integration, migrant economy and diaspora politics, the issue enriches the discussion concerning Vietnamese migration, which has so far focused mainly on the refugee diaspora.

In contemporary Europe, there can be noted the overlapping and rivalry of the two signifi cant tendencies, which are becoming stronger and stronger. On one hand, one can notice multilevel processes of integration and conditions connected with them and that are concerned with democracy, tolerance, globalization, etc. On the other hand, one can observe disintegrative factors of various kind, which refer to actions and postures connected with chauvinism, xenophobia, neo- fascism and separatism. In the second view, especially in Central and Eastern Europe (CEE), various aspects connected with nationalism seem to be of great significance. This is clearly reflected by the events which took place in, for example, Bosnia and Herzegovina, Croatia, Kosovo or Macedonia.

: In the paper the author tries to analyse the value of foreign direct investments inflow into certain Central and Eastern Europe countries and to assess determinants which cause these countries to attract large value of the foreign direct investments. Twenty countries of the aforementioned region were analysed. Ten of them belong to the European Union including three belonging to the Euro-zone. Additionally, the paper contains presentation of the most significant determinants of the foreign direct investments based on investors’ motives. In order to achieve the aforementioned goal, the author reviewed the literature on the subject paying special attention to the issues in question, and she presented the results of the survey focused on the FDI determinants in the economies which are the subject of this paper. The paper also contains results of two surveys conducted by the author in 2006 and 2012 regarding motives of the entrepreneurs who make foreign direct investments in the territory of the EU countries. Review of the theory, analysis of general empirical observations and own surveys of the author prove that the size of a market, the possibility to maximize profits and discounts and privileges for investors are the most substantial internal and external factors which encourage entrepreneurs to invest on foreign markets. Moreover, membership in the European Union and/or the Eurozone, as well as the warranty of macroeconomic stability of a country also pose a substantial advantage when an investor chooses the location for an investment.

The aim of this Special Issue of Central European Political Studies is to bring media scholars together and to reflect on the current trends in political journalism in our region. The focus of the articles is trained on the discovery of the shifts and continuities in journalistic practises 25 years after the collapse of the communist regimes. Some of the findings and conclusions presented in the volume come from studies conducted within the framework of international comparative research projects such as Worlds of Journalism, Journalistic Role Performance Around the Globe, or Media Accountability and Transparency in Europe (MediaAcT). The others come from single, national empirical studies or analyses on the media systems conducted in the Central and Eastern countries.

The aim of this article is to outline growth tendencies and growth factors in the subregions (NUTS 3) of Central and Eastern Europe in the period 1998–2006. A wide range of complementary research methods has been used in order to triangulate results, starting with classical beta and sigma convergence analysis, to kernel density estimation, transition matrices, spatial autocorrelation and multi-dimensional comparisons. Some rarely discussed aspects of the influence of capital regions on growth processes have been taken into account. An additional analysis of the data in relation to country averages produced results independent of the country context. As a result, we have been able to answer the following questions: do the analysed countries experience regional convergence or rather divergence/polarisation processes? What factors determine the dynamics of regional growth? What are the main dimensions of spatial disparities in Central and Eastern Europe?

The impact of innovations, great inventions and new technologies is the object of examination of eminent authors since the nineteenth century. Actually the role of main accelerator of economic development play new information technologies, automation, biotechnology, genetics, new energy concepts including the use of renewable resources, and the application of new materials. The original Schumpeterʼs idea of innovation was completed by further aspects – fiscal, legal, marketing, systemic. The world economic crisis caused by the detaching of financial system from real economy suggests that the significant innovations are needed also in this area. In general, the conclusions of many analytical works agree with the opinion that the meaning of innovations in globalized world is increasing, and the innovations represent an important factor able to change the character of global economy. Our contribution focuses to the study of contemporary trends and changes in innovation processes under the impact of globalization, as well as their influence on the competitiveness of Central and Eastern Europe in the global economy.

The aim of the article is to review the situation in terms of changes in the population of large cities in Central and East-Central Europe. Cities with a population above 300,000 inhabitants in 2004 were considered as large. The time frame of the analysis covers the period between 2004 and 2014. In total, the study involved 59 cities, of which in 31 an increase in the official number of inhabitants was recorded, and in 29 a decrease. It was found that the largest increase occurred mainly in the capital cities and in cities attractive to tourists, while the biggest decrease in post-industrial cities. At the regional level, the highest percentage of large cities with a decrease in the official population was recorded in the Baltic States, Poland and Ukraine

Although there is a growing body of literature on the impact of bank size on itsstrategy, efficiency, profitability and stability, the results are still inconclusive. Themain advantages of large banks are their capability for product and geographicaldiversification, ability to bear the cost of technological changes and easier accessto financial resources. On the other hand, small banks have a good understandingof local markets, use soft information on their clients more effectively, are basedon relationship banking model, and have much simpler organizational structure.The aim of this paper is to analyze the impact of bank size on its efficiency in Centraland East European countries. For that purpose, all commercial banks fromCEE countries were divided into four groups, depending on their size (expressedin absolute and relative terms). Technical and scale efficiency scores for the period2004–2013 were calculated using Data Envelopment Analysis. The main conclusionis that in CEE countries bank size affects the efficiency, particularly if thesize is expressed in absolute terms. There is a positive relationship between banksize and its technical efficiency (especially above a certain limit). The relationshipbetween bank size and scale efficiency is nonlinear: the smallest and the largestbanks have higher scale inefficiency.

Opis:
The economic and political priorities of the CEE countries were clearly associated with the goal of joining the EU, whereas the problem of national security has been the subject of in-depth discussions. A strict „no” to NATO expansion to the East by the USSR angered even moderate elements in Eastern European countries. Abandon the idea of joining NATO would recognize Russia’s right to veto their decisions. In 1995 the USA used formula of „intensive dialogue” with the countries-candidates. The reason was the concerns of the US that the weakening of NATO could lead to a weakening of American leadership. The new members of NATO are becoming an outpost in the struggle with international terrorism. The problems of refugees, military spending, and military expenses on carrying out missions in areas previously not included in the sphere of responsibility of NATO also aggravated. On the other hand, the initiative inside NATO nicely encouraged. For ex., Poland has reached a beneficial role of integrator in NATO. During the whole period Poland was the most active country among the EU newcomers. Its foreign policy has experienced a significant evolution. Poland started as most active of US allies in the EU, but now Poland is more interesting in ideas from Brussels. Membership in the EU guarantees the increasing of energy security; project of construction of nuclear power plants is the most important in a political context: in the future it could prevent the increase of energy dependence on Russian gas monopoly. Access to EU funds contributed to the rapid correction of the economic situation in CEE after 2008; Poland and Slovakia preserve the positive indicators of economic growth. The image of the CEE significantly improved; their foreign policy agendas are becoming more ambitious. Thus, Poland sees itself as a regional leader and even tries to get right into the Big Twenty

The political transformations of late 1980s and early 1990s marked a ‘new political opening’ for Central and Eastern Europe. In each country of the region, a new institutional order was built in its specific historical and cultural context. However, all countries disregarded the problem of gender balance in bodies of power. As a result, the share of women in descriptive representation shrunk considerably throughout the region. Initially, all countries had a low percentage of women at power but the situation began to diverge over time. This paper presents research findings from a study of women and men parliamentarians in Poland, Latvia and Macedonia, focussing on political representation and, in particular, on barriers which obstruct women’s more active involvement in the public sphere as well as actions, such as quotas, aimed to mainstream gender equality into politics. The problem of women’s participation in the legislature as well as barriers to women’s involvement turned out to bring in an interesting differentiation into gender equality discourses in the three countries under study.

This paper analyzes the way democracy is perceived and understood in Poland and other European societies. Citizens usually assess political systems from the perspective of their everyday experience. This experience is then reflected both in their expectations of democracy and in their evaluation of the system’s performance. The present article focuses on the conditioning of citizens’ commitment to democracy. Is the notion of democracy understood in the same way across Europe? Or, if it has some regional flavors, what are the key dimensions of the differences? Additional attention is paid to Poland, where a two-dimensional pattern of perceiving democracy is described. Each dimension is connected with a different level of important resources-economic, social, and cultural-and related to a separate set of values and expectations. The universality and specificity of the Central European perception of democracy is discussed. The analyses are based on the data of the European Values Study.

Patenting activity is broadly analysed in the literature at the micro, mezzo, and macroeconomic levels. Yet, not much attention regarding this issue is devoted to European countries in transition. The main aim of the study is a quantitative analysis of all patent applications filed with and grants issued by the Polish Patent Office throughout the period of 19902018 at the aggregate and regional level. We investigate trends and factors determining the patenting activity in Poland - the country at an advanced level of the economic and social transition. The empirical analysis leads to several findings. First of all, we identify changes in the field of patenting related to Poland's accession to the EU in 2004, which resulted in the increase of residents' patenting activity and decrease of that of non-residents (in terms of the number of filed applications and granted patents at a national and regional level). This holds for absolute numbers as well as for a per capita perspective. Additionally, we demonstrate that the increase in R&D expenditure is not followed by a proportional increase in patenting, as the patent-toR&D ratio is systematically shrinking. Finally, the study compares trends in patenting activity in Poland with those in different groups of countries, proving that the dynamic of change in Poland is much slower than could be expected.

Introduction of the second pension pillars in Central and Eastern European countries represents a unique political, social and economic experiment. This paper offers the overview of this paradigmatic shift, taking into account both domestic factors, the role of international financial institutions and the European Union. Ten out of eleven countries - newcomers to the European Union - decided to implement it. Slovenia stayed aside from the beginning. Poland, Slovakia, Latvia, Lithuania, Estonia, Croatia, Bulgaria and Romania offer a rich and diverse trajectory of the time and conditions of its introduction, further development, in some instances retrenchment, and the scope of benefits for retired insured persons. Hungary was a pioneering country, but later on, it left the camp and dropped this option. The issue the paper deals with is the case of the Czech Republic in more detail. The country was a latecomer, opted just for its voluntary version, and cancelled it completely again just after three years of operation. Concluding remarks address the emerging experience with reform outcomes and a potential role of the European Union as one of the actors influencing pension reforms in the region.

This paper consists of three parts. First, it suggests that a paradigm shift has taken place in political communication, as the advent of social media allows political elites to assert and frame their agendas in more efficient and economical ways than the capture of legacy media. In consequence, a paradigm shift is taking place in media studies as well: because traditional media capture theory does no longer fully account for contemporary media/politics interactions, media systems scholars now study the effects of disintermediation on media and political landscapes. Then this paper returns to traditional media capture theory and discusses some definitional issues. Finally, it recalls how party colonization of the media, a version of media capture theory, accounted for the deficit of media freedom in the former communist countries a decade ago.

This article maps the practice of paid news in Central and Eastern Europe using a review of previous research and a set of exploratory semi-structured interviews with journalists and PR practitioners across 10 post-communist countries in Central and Eastern Europe (N = 164). Paid news refers to the practice of journalists and/or news organizations taking money (o! en o" ered through the intermediary of a PR professional or PR company) to write pu" pieces for businesses or political interests without indicating that the content is in fact paid for, i.e. a form of corruption of both journalism and PR. This presentation suggests that the existence of the practice is to a great extent systemic, as both journalists and PR professionals are part of a common “culture of corruption” and thus the continued existence of the practice is also a de-professionalizing in# uence on both occupations, where representatives of both spheres have strong incentives to keep utilizing paid news.

Market transition in Central and Eastern Europe triggered many new socioeconomic developments. One of them was the appearance of open unemployment vastly different from that noted in most developed economies around the world. As a result, the term “transformation unemployment” began to be used in literature on the subject. The authors of the article analyze the trend from a theoretical point of view and then follow up with an empirical study of unemployment. They present changes in the labor force and GDP in several groups of countries: Central Europe (Czech Republic, Poland, Slovakia and Hungary) plus Slovenia; Lithuania, Latvia and Estonia; Russia, Ukraine, Belarus and Moldova; Georgia, Armenia and Azerbaijan; and Balkan countries (former Yugoslav states except Slovenia as well as Albania, Bulgaria and Romania). The authors offer a statistical analysis of GDP growth and unemployment in individual groups of countries. In the final part of the article, the most important conclusions are summed up. These include the fact that the analyzed groups of countries display major differences in unemployment rates, along with changes in employment figures and labor productivity. Moreover, in most these countries, GDP growth has had a limited effect on unemployment. The only exception is Central Europe, though the European members of the Commonwealth of Independent States and transition economies in the Balkans also stand out positively.

The model of the macroeconomic stabilisation pentagon allows for a quick insight into the most important macroeconomic indicators of an economy in question. On the basis of this concept -comparing pentagrams for particular years - changes of the economic condition of countries can be examined. Moreover, the analysis of each of the adopted criteria allows for the evaluation of achievement of particular goals by a country in terms of its economic policy. The aim of this article is to describe the condition of Central and Eastern Europe countries in the years 2007-2010. The economies analysed were compared at two levels. The first level concerned the macroeconomic situation of all economies in particular years just before and during the global economic crisis. At the second level, the changes in the analysed indicators in particular economies of Central and Eastern Europe were compared. The results of the analysis shall contribute to the formulation of conclusions concerning the influence of the financial crisis upon the macroe-conomic situation of the CEE countries.

The aim of this article is to present the changes taking place in the market warehouse space in Central and Eastern Europe (CEE). The analyzed area has undoubtedly dynamic development of warehouse management. The conditions under which economic operators are determined by the contemporary work had, inter alia, changes in the trade, including an unprecedented development of e-commerce, to improve the infrastructure, increase consumer awareness and expectations, or whether the growing number of logistics operators. The article was based on available, latest works and publications, both theoretical and practical. For the analysis of covered areas served mainly reporting entities monitoring the warehouse market, as well as knowledge and observations of the author. Access to these studies to determine the significance of the present research area, as well as its attractiveness. This work is a contribution to further research in the area of economy, stored Central and Eastern Europe. It was found the need to analyze the market, paying attention to the factors defining the competitiveness of the logistics of this area, with particular regard to Polish.

Sometimes you may judge the book by its cover. Those familiar with the works of Guglielmo Meardi know very well that his name as the author usually signals a controversial, if not a provocative content. Italian-born Meardi, who currently is the Head of prestigious Industrial Relations Research Unit at the Warwick Business School, has been covering developments in the field of work and employment relations in Europe for more than two decades, paying special attention to transformations of that field in the Central and Eastern Europe (CEE). He pioneered field research in the Polish a# liates of multinational corporations. In $%%$ Meardi stepped forward with a thesis that fuzziness, disorganization and hybridity of Polish industrial relations make our country look like an ‘American Trojan horse (Meardi 2002), posing a threat to the foundations of European Social Model. Ten years later the Author does not hesitate to formulate even more acute diagnosis, writing openly about EU’s lack of capability to maintain the social dimension of European integration after the 2004-2007 enlargement. In his book Meardi claims that the accession of post-communist countries to the EU produced a convenient excuse for undermining the idea of the intrinsic nature of work as a value, which should not be assessed only from a market perspective, as either profitable or not. What happened in the New Member States (NMS) from the CEE after the accession, serves as the evidence.

Trade union organising has been one of the central strategies of trade union revitalisation in Central and Eastern Europe (CEE). The Anglo-American model of organising was transferred to the region in the 1990s. Poland was the first CEE country in which the organising approach was implemented by NSZZ 'Solidarność', then variety of trade unions followed. Organising has not brought about sustainable membership growth in the Polish trade unions even if it contributed to a number of qualitative changes, including the unionisation of multinational companies. Among the key challenges to further trade union membership growth, the paper points to a rapid increase of precarious employment in Poland. It is suggested that due to peculiarities of labour market and legal contexts that constrain union organising of precarious workers, trade unions need to seek for possible coalitions with the emergent employee associations, community groups and social movements. As the environment transformed, trade unions need to re-evaluate their strategic goals, organisational structures and mode of operation, which have remained unchanged over the years, and are barely adequate to the current demands, challenges and opportunities.

The paper evaluates Central and Eastern European countries’ (CEEs) location in global vertical specialization (global value chains, GVCs). To locate each country in global value chains (upstream or downstream segment/market) and to compare them with the selected countries, a very selective methodology was adopted. We concluded that (a) CEE countries differ in the levels of their participation in production linkages. Countries that have stronger links with Western European countries, especially with Germany, are more integrated; (b) a large share of the CEE countries’ gross exports passes through Western European GVCs; (c) most exporters in Central and Eastern Europe are positioned in the downstream segments of production rather than in the upstream markets. Observable climate change and an increase in the frequency of extreme climate events undoubtedly pose challenges for society and business operations. The changes being implemented in sustainability efforts are a response to these challenges. However, the question is how these measures affect companies‘ financial performance. The study aims to verify the relationship between the reporting of sustainability scores related to three aspects: environmental, social, and corporate governance (ESG). It focuses on the financial performance of companies in the Central and Eastern Europe (CEE) region in 2017-2021. The study will use panel regression and cross-sectional analysis. The results indicate a positive relationship between the disclosure of ESG activities and the financial performance of companies as measured by ROA. It was also observed that for companies operating in the financial sector, the correlation is greater, compared to companies operating in other sectors. This study contributes to the ongoing debate on the environment, society, and governance in the economy.

The review article deals with participation of independent media in the debate on the notion of Central-Eastern Europe in Czechoslovakia and Poland. Participants of this debate (Polish, Czech and Slovak writers, intellectuals and journalists) symbolically neutralized the cold-war division of the world (iron curtain) and liquidated barriers between socialist countries being the parts of the Soviet empire.

We will consider how the economic, political, social and cultural conditions may shape the migration flows from Eastern Europe in the future and whether Central Europe should be treated as the final destination of migration, or only the stage on the road to Western Europe. An important research problem will also be to find an answer to the question whether the growing wave of labour migration from the East may also be addressed to other countries of the Three Seas Initiative, mainly to Bulgaria and Romania, and to the Baltic States, and how it can affect the situation of Central European countries and the entire European Union.

This paper is based on research into levels and characteristics of electoral participation in CEE states currently belonging to the European Union. The data covers the time period from 1989 to 2013 and excludes Croatia as the youngest formal member of the community. An analysis of voter turnout records proves the pattern of formal participation decline at an accelerated rate and with graver consequences in post-communist countries which joined the democratic community in the early 1990s. The author’s paradigm in the paper upholds the initial ideals and values of democracy - which presuppose the subjectivity and participation of citizens – and differentiates between these and the practical implications of modern forms of democracy, such as liberal democracy. That leads towards a discussion which highlights the social changes which occurred over the time period in question as the main cause of the observable inefficiency of electoral democracy in modern circumstances. Last but not least the paper makes an argument for socio-political alternatives and high probability of their flourishing in Central and Eastern Europe.

Poland has experienced a relatively large inflow of foreign direct investment (FDI) in the last two decades. FDI has been flowing mainly into services and manufacturing similarly to the trend observed in global capital movement. Within the services, the financial intermediation played the biggest role in terms of attracting FDI, but real estate and related business activities (legal, accounting, auditing, tax, marketing, etc.) also saw a high inflow of foreign capital. The paper analyzes the evolution of inward FDI stock in Poland over the period 1998–2012 with a particular emphasis on real estate and related business activities. It also discusses how Poland differs in terms of sectoral decomposition in the services of inward FDI stock from other Organization for Economic Cooperation and Development (OECD) countries representing both Central and Eastern Europe (CEE) and advanced economies. Finally, the paper answers the question how Poland is performing relative to other OECD members in terms of FDI attractiveness.

This research aimed at the empirical estimation of the monetary determinants of house prices in the Czech Republic, Hungary, Poland, and Romania. The application of quarterly panel data for the period 2010-2019 indicates that a central bank policy rate increase was responsible for the fall in house prices, with a similar effect on house prices by a higher consumer inflation and nominal (real) exchange rate undervaluation. There was no reaction of house prices to the business cycle. However, the housing boom had a positive contribution to cyclical changes in output, while not affecting consumer prices and exchange rate.
Przeprowadzone badanie ma na celu oszacowanie empiryczne czynników monetarnych dla cen nieruchomości w Republice Czeskiej, na Węgrzech, w Polsce i w Rumunii. Wykorzystując kwartalne dane panelowe z lat 2010-2019, stwierdzono, że wzrost stopy procentowej banku centralne- go powoduje spadek cen nieruchomości, przy podobnym oddzialywaniu inflacji konsumenckiej i nie- doszacowanego kursu walutowego w ujęciu nominalnym i realnym. Ceny nieruchomości nie zależą od cyklu koniunkturalnego, ale boom na rynku nieruchomości pozytywnie oddziałuje na cykliczne zmiany dochodu, nie mając jednocześnie wpływu na ceny konsumenckie i kurs walutowy.

Applying retrospective design methodology, the article adds to our knowledge about inherited organisational values and their impact on management policies and practices. Questioning the label of Central and Eastern European workforce as low-motivated, shirking and passive, this article outlines the historical context of work motivation in former communist countries, investigating to what extent the motivation in public service organisations today may be explained by the past. It employs a framework developed by Vandenabeele et al. (2013) that connects management intentions to organisational and employee outcomes to analyse the malfunctions of the former rewards system and to examine how those impairments continue to influence public sector motivation today. Confirming Inglehart’s ‘scarcity’ theory, this article demonstrates that the several decades that passed after the fall of communism were insufficient in completely overcoming communist heritage. Malfunctions of the centralised communist motivation system resulted from the discordance between the management intentions and actions. Dysfunctions of monetary-based incentive schemes caused overwhelming work lethargy of shirking employees, who were discouraged from being creative or displaying initiative. Such patterns have still been observable at some public organisations in former Soviet countries. Thus, the past centralisation of the state continues to determine individual work motivation in public sector domains even today.

Drawing on extensive qualitative research into experiences of migration and settlement among Central and East European (CEE) migrants living in Scotland, this article examines the role of intersecting emotional and material (in)securities in migrant families’ decision-making regarding and experiences of longer-term settlement. The article queries fixed or given understandings of either ‘family’ or ‘security’ and explores the complex and sometimes contradictory relationship between them. In so doing, it makes a number of significant and interconnected theoretical and empirical contributions to existing research in the field of family migration. Through a critical analysis of the relationship between family and (in)security the article offers nuanced insight into the ways in which family processes of reunion, separation and (re)formation link to decisions regarding migration and settlement. The intersecting and sometimes contradictory forms of emotional and material support, obligation and vulnerability which both family relations and processes of migration and settlement entail are critically analysed by bringing together theoretical frameworks of social (in)security and understandings of family as ‘made’ rather than ‘given’. Finally, attention given to the temporal aspects of (in)security, as well as the transnational aspects of migrants’ lives, provides new ways of understanding the open-endedness of decision-making processes relating to migration and settlement, especially where these involve multiple decision-makers.

The history of states situated in Central and Eastern Europe in nineteenth and twentieth centuries differs significantly from the history of contemporary than western democracies. In nineteenth century, when the majority of states in Western Europe have shaped their own models of horizontal and vertical division of powers, states in Central and Eastern part of the continent have fought for their political position in the context of larger, complex states or didn`t exist at the map of the world at all. The short period of peace between the First and the Second World War has allowed for some experiments with democratic institutions and procedures, but there was no time for their consolidation. After the Second World War that part of Europe has fallen under the influence of the Soviet Union, losing the chance to implement political solutions known by the Western Europeans for more than 150 years. The democratic transition, started symbolically in 1989, has allowed to undertake new efforts to establish democratic orders in states of Central and Eastern Europe. However, the horizontal division of powers was far more important than the reflection on necessity of vertical organization of the public authority. Mentioned problems have decisively caused difficulties in defining relations between political centres and peripheries in states of the Central and Eastern Europe. But it does not mean that politically significant processes in these states are taking place only in political centres and their only actors are state-wide-parties. For that reason the main aim of this paper will be to justify the necessity of scientific research concerning regional and ethnoregional parties as well as proto-parties in Central and Eastern Europe.

Based on a research concerning literary works by the authors from Central and Eastern European countries living in Italy, this article explores the imaginary bonded to a vast geographical area and to a variety of social experiences connected to that area under regime or to the post-migration condition. The interviews conducted with the selected writers allow the authoress to gather elements that show the perception of the place of origin and its connection with neighboring countries, suggested by different motivations. The literary works cited in the article give testimony of lives under regimes and describe moments of transition due to political and social change or to the choice to migrate. While revealing sometimes a stereotyped view of the idea of ‘East’ in opposition to the ‘West’, these different voices, located at a spatial and temporal distance from the social realities they explore, suggest an important role of literary expression as means for contrasting the oblivion of the past and present injustices.

Tobacco smoking and smoking-attributable mortality in Central and Eastern EuropeTobacco is the major determinant of the health gap between the east (EU10) and the west part (EU15) of European Union. Over half of the excess mortality among middle-aged men in the EU10 countries might have been avoided if the tobacco consumption of these men had been the same as that of equivalent men in the EU15. The role of tobacco in shaping mortality differences between the EU10 and EU15 countries in women is less prominent than in men. Nevertheless, about one fourth of the excess mortality among middle-aged women in EU10 countries can be attributed to their higher tobacco consumption. 41% of male deaths between 35 and 64 years were attributable to tobacco smoking in the EU10 countries compared with 33% in the EU15 countries. The figures for women were 17% in the EU10 and 14% in the EU15 countries. It is worth emphasizing that, in some EU10 countries, the tobacco control policies and programmes have already produced notable results on tobacco- attributable mortality, in particular among men.

This paper offers results of comparative analysis of some countries of Central and Eastern Europe (CEE): Poland, Lithuania, Hungary, Czech Republic, Slovakia, Latvia, Estonia which joined the EU in 2004 and Bulgaria and Romania who joined the EU in 2007 by presenting the material situations (material deprivation) of older generations using the available statistics from Eurostat database and microdata of EU-SILC (European Union – Survey of Income and Living Condition). In evaluation of material situation and so related material deprivation of older households we will focus only on selected aspects like possessing durable goods. The aim is to compare situation of various household types (like single 65+ or two adults with at least one 65+) within the same country and between CEE countries. Analysis showed differences not only within particular countries but also between countries for the same types of households.

The position co-authored by Dorothee Bohle and Bela Greskovits is probably the first serious e# ort aiming to fill the void in a satisfactory way. The authors deliver a book summarizing their long-time interest (manifested by a number of papers under their names published before the book went on sale) in the process of market economy emergence in the post-communist Europe.

Norbert Elias never presented his views regarding collective memory in a systematic manner. However, his approach may be reconstructed on the basis of such works as The Civilizing Process, Time: An Essay and The Symbol Theory. The most important tenet of Elias is that human memory can only be explained by the symbol theory. Human ability to use socially created symbols in communication is applied in activities in which symbols are used (speaking, thinking, knowing and remembering), which makes memory a part of general process of symbolic communication. Memory research needs to account for the interactive and communicational origins of both individual and collective remembering. One of the crucial issues related to remembering is collective forgetting. According to Elias it operates by three main mechanisms: (1) elimination and creation of fantastic notions (fantasy being a substitute and subsidiary for experience), (2) modification of social canons of reference as a result of power struggle in social figurations, and (3) delegitimization of alternative imageries by means of marginalization or elimination of groups acting as their social vehicles. I discuss these mechanisms and the dynamics of memory they entail in the broader conceptual framework of the theory of civilizing processes referring to Central and Eastern European examples in order to demonstrate the productivity of Elias’s interdisciplinary and multidimensional analysis in social memory studies focusing this region.

It can be stated that Central and Eastern Europe is fast becoming a hub for entrepreneurship and innovation. There appears to be a robust ecosystem where universities/business schools, venture capitalists and non-profit organizations are working together to promote entrepreneurship at several levels. This paper seeks to explore the entrepreneurial ecosystems prevalent in 2 prominent central and eastern European capital cities – Budapest and Prague, often referred to as the “Entrepreneurial corridor” of the CEE due to the straight line they represent geographically, cutting across the CEE region and being the main centers of entrepreneurial activity in this region. In the past few years several startup success stories have emerged across these cities. These include AVG and Avast from the Czech Republic and Prezi, LogMeIn, and Ustream from Hungary. To study the entrepreneurial ecosystems, we employ the case study methodology and interview key stakeholders at prominent business schools and venture capital firms in the region in addition to the founders of new businesses. We seek to understand the challenges faced by new businesses in these regions and how the regional ecosystems could best assist in the start-up and development of new ventures. We conclude by presenting key recommendations on how best to strengthen the region as a global entrepreneurial hub, to bring valuable ideas to the market with support from university management, policy makers as well as the region’s burgeoning entrepreneurial ecosystem of angel investors, venture capitalists and business incubators.
Europę Środkowo-Wschodnią można uznać za szybko rozwijające się centrum przedsiębiorczości i innowacji. Istnieje tam rozbudowany ekosystem, w którym współpracują uniwersytety/ szkoły biznesu, inwestorzy kapitału wysokiego ryzyka i organizacje non-profit, dążąc do wsparcia przedsiębiorczości na wielu poziomach. Artykuł ma na celu przeanalizowanie ekosystemów przedsiębiorczości występujących w dwóch znaczących stolicach Europy Środkowo- Wschodniej – Budapeszcie i Pradze, które ze względu na przebiegającą przez nie prostą linię geograficzną, przecinającą tę część Europy, są często określane mianem „korytarza przedsiębiorczości” Europy Środkowo-Wschodniej i stanowią główne ośrodki działalności gospodarczej w tym regionie. W ciągu ostatnich kilku lat w tych miastach powstało szereg nowych firm, które odniosły sukces. Należą do nich AVG i Avast z Czech i Prezi, LogMeIn oraz Ustream z Węgier. W badaniu ekosystemów przedsiębiorczości zastosowaliśmy metodę studium przypadku i przeprowadziliśmy wywiady z kluczowymi interesariuszami z czołowych szkół biznesu i przedsiębiorstw venture capital w regionie, a także z założycielami nowych firm. Staramy się określić wyzwania, przed którymi stoją nowe firmy w tych regionach oraz sposób, w jaki ekosystemy regionalne mogłyby najlepiej pomóc w rozruchu i rozwoju nowych przedsięwzięć. Artykuł kończą główne zalecenia dotyczące najlepszych sposobów umocnienia regionu jako globalnego centrum przedsiębiorczości, wprowadzenia cennych pomysłów na rynek przy wsparciu kadry kierowniczej uczelni, decydentów, jak również rozkwitającego w regionie ekosystemu przedsiębiorczości obejmującego tzw. anioły biznesu, inwestorów kapitału wysokiego ryzyka i inkubatory przedsiębiorczości.

Smoking prevalence in Poland at the background of European Union countriesSmoking prevalence in Europe is worth analyzing in order to observe exposure of population to tobacco smoke, what is informative and  mportant from the public health point of view. Aim of the paper was to compare smoking prevalence between European Union countries, with the special attention to Poland. The analysis was conducted separately by age, sex and smoking categories. Results part contains systematic review of the 2002 data for Poland at the background of the rest of the EU countries. Presented analysis shows past and present state of tobacco epidemics in Poland and is a good indicator of tobacco-related health threats in Polish population. Discussion part contains between others methodological considerations on how to read the smoking prevalence analysis results to avoid producing misleading message.

The paper analyzes the potential benefits of unifying corporate income tax (CIT) in the new member states of the European Union in Central and Eastern Europe (EU10). An analysis based on a review of research reports and the author’s own research shows that equalizing CIT rates across the EU27 could harm EU10 countries, according to Piątkowski. On the other hand, unifying nominal and effective CIT rates in the EU10 at a lower level than in Western Europe-for example in the form of a minimum CIT rate-could produce considerable benefits, especially in the current stage of overcoming the global crisis by countries such as Poland, which aspire to quickly meet the Maastricht fiscal convergence criteria and enter the euro zone. In addition to the direct benefits of tax unification, for example in the form of higher tax revenues, indirect benefits could be generated by shifting international competition from tax policy to the quality of institutions, infrastructure and human capital, Piątkowski says. Reforms in these areas could considerably spur economic growth in the region.

Subject and purpose of work: The purpose of this study is to assess the economic partnership between China and Central and Eastern Europe (CEE). It evaluates the economic policy since the cooperation in the region began, as the 17+1 process. The study evaluates the success and failure of China’s economic engagement in the 17 CEE countries and the Balkan region. This article explores how the relationship was made stronger in CEE countries for economic development. It looks at diplomatic ties, trade knot and economic initiatives, and it examines China’s relations with other CEE countries. The article aims to examine the geographical distribution of China’s economic influence on the CEE countries. Materials and methods: Content analysis is widely used as a comparative technique by the press, media, think tanks and communication. There are official statistics from a wide range of institutions (The China Observers in Central and Eastern Europe (CHOICE), the IMF, the OECD, the European Commission, the European Union, Statistics CEE countries and the European External Action Service). Results: The latest result indicates that Chinese economic policy is not achieving more success than the expected objectives in CEE countries. Conclusions: China’s economic impact on CEE countries is relatively small. Central and Eastern European countries are highly dependent on trade and investment relations with developed states, mainly EU members, while China accounts for a minor share.

Around 75% of the signatures of support for European Citizens’ Initiatives come from five large EU member states: Germany, Italy, France, Spain and Poland. However, there is evidence that some of the smaller Central and Eastern European Countries have also actively used European Citizens’ Initiatives. For example, in Estonia more than 5% of all inhabitants have signed a statement of support for an ECI, compared to France where only 0.5% have done so. This paper analyzes the extent to which the European Citizens’ Initiative has been used in Central and Eastern European Countries (CEECs), and in particular the type of organisational supporters and the campaigns which have attracted the most support in CEECs, and explore the reasons for these patterns. It will also explore whether the existence of a national citizens initiative instrument in a particular CEEC has any effect on the interest in an ECI in that member state, as well as assess the future of the ECI in a region facing a number of democratic challenges. Analysis of these national campaigns make it possible to examine the role of organisations and mechanisms ‘bridging’ territorial levels of contention and the circulation of narratives in countries with shorter traditions of civil rights, and in which trade unions have dominated the landscape of civil society organisations. The ECI apparatus, and the legacy of recent campaigns, provide a unique opportunity to analyse the circulation of narratives between different territorial levels.

The aim of the article is to analyze accession referenda in the fifth EU enlargement. The article consists of four parts: the European enlargements; legal grounds for referenda in the candidate countries for EU membership in 2003; information and pre-referendum campaigns; the character, voter turnout and results of accession referenda. During the process of accession of individual countries to the European Communities/European Union accession referenda were held only in some of the states. The referendum was used in the first enlargement. The accession referendum was not invoked in the second enlargement. The institution of the referendum was not employed in the third enlargement. The fourth enlargement invoked the institution of the referendum. The fifth enlargement took place in 2004. Accession negotiations concerned two groups of states: the Luxembourg and the Helsinki group. In the fifth enlargement, the referenda for accession to the EU were held in nine countries: Malta, Slovenia, Hungary, Lithuania, Slovakia, Poland, the Czech Republic, Estonia and Latvia. The political elites in the candidate countries were in favor of accession. Euroskeptical movements were essentially marginal. In some countries which used the referendum in the process of accession there were requirements concerning a minimum voter turnout necessary for referendum results to be valid and binding. Some of the countries arranged a two-day voting.

Ukraine remains today one of the main migrant sending countries in Europe, with thousands of Ukrainians working in Czechia, Italy, Poland and Russia. In this regard, Ukraine shares the previous experience of Central European countries such as the Baltic States, Poland and Slovakia, that in the 1990s and early 2000s registered first temporary, and later permanent, outflows. In more recent years, however, many Central and Eastern European countries started to register increasing numbers of immigrants and some of them have switched from net sending to net receiving migration regimes. The objective of this article is to discuss the possibility of a similar turnaround in Ukraine; to this end, we investigate the main quantitative data on migration from and to Ukraine, and interpret this information in the light of selected theoretical approaches that have been used to explain migration in Central and Eastern Europe. The available data reveal high levels of labour emigration of both temporary and permanent character, the increasing propensity of migrants to settle down in the host countries, and the growing involvement of the youngest cohorts in the emigration. Despite this evidence we argue that the current situation by no means constitutes a premise for reversing the outflow from Ukraine. We conclude that the most recent improvements in general economic indicators will not lead to high levels of immigration without an active labour market policy towards foreigners.

This paper analyzes the question how EU and national laws implemented and how courts and regulatory authorities apply two opposing regulatory approaches and the corresponding legally defined images of consumers in market regulation: the active and responsible consumer concept on the one side along with the more protective concept of vulnerable consumers on the other side. The paper examines the normative concept of the consumer from a broad perspective of market regulation by focussing on unfair commercial practices as this is a horizontal instrument involving a broad range of transactions in various markets and because the Unfair Commercial practices Directive 2005/29 specifically lays down the normative concept of the consumer (both ‘average’ and ‘vulnerable’) in its provisions. The analysis proceeds on the basis of the normative standard as developed in the ECJ’s jurisprudence on free movement rules and further provides a case study of two Central and Eastern European Member States – Hungary and Poland. It examines how EU law and national laws implemented, and how the ECJ and national courts and regulatory authorities interpret the normative concepts of the consumer (both ‘average’ and ‘vulnerable’). The specific questions the paper analyzes are: Do the existing normative notions of the ‘average’ consumer and the definition of consumers in EU and national law correspond to public policy discourse on consumers’ active role in regulating markets? How do these laws address the vulnerability of consumers? How do the EU and national law notions conceptually link to each other? And most importantly how do courts and regulatory authorities interpret these notions? The paper finds that while there are clear normative concepts of the consumer in the legislation and EU free movement jurisprudence, their application in other fields of EU consumer law, as well as in national law, demonstrate a more nuanced image of the consumer. The paper argues that the legal rules and the envisaged concepts of the consumer need to be enriched by insights from law enforcement. Moreover, both law and law enforcement must be informed both of how markets evolve and how the role of consumers changes as well as enriched by the results from other social sciences, most notably behavioural economics studying consumer behaviour.
Cet article analyse la question comment le droit de l’Union européenne et le droit national mettent en œuvre, ainsi que comment les tribunaux et les autorités de régulation appliquent, deux approches réglementaires opposées à l’image légal du consommateur dans le domaine de la réglementation des marchés : d’une part le concept de consommateur actif et responsable, et d’autre part le concept plus protectrice de consommateur vulnérable. L’article examine le concept normatif du consommateur dans une large perspective de régulation du marché en mettant l'accent sur des pratiques commerciales déloyales. C’est parce que c’est un instrument horizontal qui implique un vaste éventail de transactions sur les différents marchés et parce que le Directive 2005/29 relative aux pratiques commerciales déloyales des entreprises prévoit le concept normatif du consommateur (« moyen » et « vulnérable ») dans ses dispositions. L’analyse est basée sur le standard normatif développé dans la jurisprudence de la Cour de justice de l’Union européenne concernant les dispositions sur la libre circulation, mais elle fournit aussi une étude de cas de deux États Membres d’Europe centrale et orientale - la Hongrie et la Pologne. Il examine comment le droit de l’Union européenne et les droits nationaux mettent en œuvre, et comment la Cour de justice de l’Union européenne, les cours nationales et les autorités de régulation interprètent, les concepts normatifs du consommateur (« moyen » et « vulnérable »). Les questions spécifiques analysées dans l’article sont suivantes : Est-ce que les notions normatives concernant le consommateur « moyen » et la définition du consommateur dans le droit de l’Union européenne et la législation nationale correspondent aux discours de la politique publique sur le rôle actif des consommateurs dans la régulation des marchés? Comment ces lois traitent la vulnérabilité des consommateurs? Comment les concepts utilisés dans le droit de l’Union européenne et le droit national sont liées ? Et surtout, comment les tribunaux et les autorités réglementaires interprètent ces notions? L’article constate que bien qu'il existe des concepts normatifs clairs du consommateur dans la législation de l’Union européenne et dans la jurisprudence de la Cour de justice de l’Union européenne concernant la libre circulation, leur application dans d’autres domaines du droit européen, notamment dans le droit du consommateur, ainsi que dans le droit national, démontrent une image plus nuancée du consommateur. L’article affirme que les règles juridiques et les concepts du consommateur doivent être enrichis par les expériences de l’application du droit. De plus, le droit et le système de son application doivent prendre en compte comment les marchés évoluent et comment le rôle des consommateurs change. De plus, le droit et le système de son application doivent être enrichi par l’expérience d'autres sciences sociales, notamment l'économie comportementale focalisé sur le comportement des consommateurs.

This review article discusses a textbook on twentieth-century history, prepared in collaboration between German and Russian historians. The analysis of the publication’s content is set in a broader context—the place of Germany in Russia’s politics of remembrance (legislation, historical education). Of particular interest are the chapters whose caesuras are marked by the Revolution of 1917 and the end of Stalinism. The constitutive elements of the authors’ historical reflection, that are beliefs imposing the interpretation of events (the primacy of geopolitics, superpower), are indicated. The polemical remarks concern both the conceptual and methodological shortcomings of the textbook and the controversial interpretative approaches. The latter primarily concerns the genesis of World War II and the evaluation of the Yalta order. The above historiographical vision is contrasted with the collective memory of the national communities of Central and Eastern Europe.

Critical legal theory emerged in the United States in the 1970s, at a time when Central and Eastern Europe belonged to the Soviet bloc and was subject to the system of actually existing socialism. Therefore, the arrival of critical jurisprudence into the region was delayed. In Poland, the first texts on critical and postmodern legal theory began to appear at the end of the 1990s and the beginning of the 2000s. Lech Morawski’s monograph, characteristically entitled What Legal Scholarship Has to Gain from Postmodernism?, published in 2001, officially inaugurated a broader interest in postmodern legal theory. Adam Sulikowski has been the main representative of critical legal theory in Poland, developing a postmodern theory of constitutionalism. Other sub-fields of postmodern and critical legal theory, gradually developing in Central European jurisprudence, include such areas as law and literature, law and ideology, law and neocolonial theory, as well as feminist jurisprudence. There is a noticeably growing influence of critical sociology and critical discourse analysis which seem to be a promising paradigm for invigorating critical legal theory from an empirical perspective. The concept of “the political”, in the sense used by Chantal Mouffe, has been evoked to propose a “political theory of law” conceived as an analysis of the juridical phenomenon through the lens of the political. Recently, it has found its concrete applications in the political theory of judicial decision-making.

Research background: Research on the performance outcomes of different forms of internationalisation has attracted significant attention due to its theoretical and practical relevance. Still, the related findings have remained conflicting. Scholars have argued that companies need to possess or acquire firm-specific advantages (FSAs) to succeed internationalisation. However, a significant part of International Business (IB) research has treated FSAs as enablers of internationalisation, while some have argued that internationalisation in itself only helps firms translate the possessed resources into performance. Purpose of the article: The objective of this study, which is based on the resource-based view (RBV), is to explore the moderating effect of internationalisation on the relationship between FSAs and performance, considering internationalisation degree and firm size as boundary conditions for that relationship. Methods: We carry out statistical analyses on a longitudinal dataset containing 304 novice internationalisers from the post-transition economy of Poland and a total of 1167 firm-year observations. Thereby, we compare SMEs with large firms. Findings & value added: We find that while FSAs do positively affect firm performance, this relationship becomes weaker for higher levels of internationalisation. However, the negative moderating effect of the internationalisation degree becomes weaker for larger novice internationalisers, which are more able to handle the complexity of managing foreign operations.

The goal of the paper is to verify the direction of sovereign risk transmission between sovereign CDS and sovereign bond markets in the Central European economies: the Czech Republic, Hungary and Poland. We focus on the hectic crisis period of 2008-2013. On the one hand, the sCDS market is said to react faster to the news than the sovereign bonds market. On the other hand, the bond market is related more closely to the internal situation of the country than the sCDS one and thus can price the sovereign risk more accurate. Moreover, the relationships between the markets can change during crisis time. We find that in the case of most risky and most indebted economy in Hungary there was a feedback between sCDS and sovereign bonds risk. In the case of Poland sCDS market risk Granger caused the risk of sovereign bonds – if we exclude instantaneous causality from the analysis; when it is included, feedback occurred. Eventually, in the case of the Czech Republic the risk of sCDS market Granger caused risk of the bonds market.

In recent years, EU countries, including these from the Central Eastern European (CEE) region has recognised, that eco-innovation should be treated as strategic priority of their economies. The aim of this paper is to present a cross-country analysis of the connection between eco-innovation and its main drivers within firms from selected CEE countries (Bulgaria, Czech Republic, Romania) and Germany. The empirical part is based on micro-data for Community Innovation Survey (CIS) 2006-2008. Based on the results of stepwise regression between main policy actions sustaining innovation activity and eco-innovation performance we can conclude, that financial support for innovation activities has a rather limited role in promoting eco-innovation. At the same time enterprises from the CEE region regard environmental regulations as the most important drivers of eco-innovation. In Germany, a country ranked in the highest category in the Eco-Innovation Scoreboard, the variety of forces that influence eco-innovation is much more wide-ranging. This indicates that government actions should take a broader look and lay the more general bases fostering the model of a green growth.

Podejmowanie decyzji za pośrednictwem form demokracji bezpośredniej odegrało w Europie Środowej i Wschodniej istotną rolę – szczególnie w latach 89/90, bowiem wyznaczało kierunek dalszego rozwoju państw tamtej części kontynentu. Demokracji bezpośredniej – szczególnie w formie referendum – wzbudza coraz większe zainteresowanie przede wszystkim wśród polityków oraz uprawnionych do głosowania, co uzewnętrznia się m.in. w toczącej się debacie publicznej nad rolą partycypacji obywateli w procesach decyzyjnych, a także we wzroście liczby referendów ogólnokrajowych nie tylko w Europie, ale i na świecie. Stąd podjęcie badań nad instytucją referendum w państw wydaje się być przedsięwzięciem interesującym, ważnym, aktualnym, a przez to wartym naukowej eksploracji. Głównym zamierzeniem badawczym niniejszego tekstu jest odpowiedź na pytanie o rolę instytucji referendum ogólnokrajowego w praktyce politycznej państw Europy Środkowej i Wschodniej oraz o perspektywy wykorzystania tej formy sprawowania władzy w przyszłości. Największa uwaga poświęcona została referendom, które przeprowadzono po 1989 r. Na tej podstawie dokonano klasyfikacji na referenda: niepodległościowe, pogłębieniowe i akcesyjne.
Direct democratic choices have been of great importance in Central and Eastern European countries since they have marked the key steps on those states’ paths to democracy. Direct democracy – particularly referenda – is arousing increasing interest among politicians and the electorate, which is manifested in the ongoing public debate on the role of civil participation in decision-making processes, as well as in the increase in the number of national referenda held in Europe and worldwide. Hence, studies on referenda in Central and Eastern Europe seem to be a very interesting and academically important task worthy of further exploration. The main research aim of this paper is to answer the question of the role of nationwide referenda in the political practice of Central and Eastern European states, as well as the question of the future prospects for the use of referenda. More emphasis is placed on referenda conducted after 1989. On the basis of these research results, referenda are divided into three categories: independence referenda, so called “deepening” referenda and accession referenda.

The article “Status and prospects of the U.S. military presence in Europe in the second decade of the twenty-first century”, analyzes the involvement of U.S. armed forces in Europe in this period. It is an important topic because of the changes that the U.S. administration announced in past few years. Additionally, worth to consider, because the events in Ukraine can produce a new approach to this issue. The author tries to answer, among others, the following questions: How the U.S. Military involvement looks like in Europe at the beginning of the first decade of the twenty-first century? What are and were the U.S. administration’s plans for the military presence in Europe and in the world? What impact on the decisions of the United States has the situation in Ukraine ? Analysis and answers to the above questions led the author to a number of conclusions and these in turn allowed to outline several scenarios for further U.S. military presence in Europe.

Academic international mobility is a long-lasting phenomenon and important aim of public policies in numerous countries. Scholarly debate usually concentrates on Western countries and some Eastern Asian scientific hubs like Singapore. Central and Eastern Europe (CEE) is understudied. In Poland, the largest CEE country, unlike in many Western countries, public policies concerning internationalization of the academic field are still under construction. Nevertheless, there is a strong pressure for internationalization. The Polish case to be discussed in this article can serve as an example of academic migration to less economically privileged regions that are usually countries of emigration of scholars rather than immigration. In this paper, by means of qualitative in-depth interviews, we concentrate on the need to invite academics from abroad and the perceptions of the actual presence of foreign scholars, employed full-time, as seen by their Polish supervisors. Geographical focus of this paper (CEE) and adopted perspective (interviews with heads of departments supported by interviews with academics) bridge the gap in the literature on academic mobility.

The article is an attempt to present the views of the Russian thinker on the political situation in the post-Soviet region. In his conception Aleksandr Dugin focuses on geopolitics, international relations and the position ofRussiain the new globalised world. Dugin attempts to undermine the principles of the new world order. He creates ideological foundations which may serve as a justification for regaining the imperial position ofRussia. The foundation of Dugin’s views is Eurasianism combined with the elements of geopolitics. The philosopher creates a blueprint for the Great Eurasian Empire which would compriseEast-Central Europe. According to Dugin, significant political and territorial changes will be conducted in this region on the basis of the religious faith of its inhabitants. The protestant countries will be federalized. Both the Protestant and Catholic countries will become theGermany’s sphere of influence. The Balkan states will have a somewhat different status as they will be federalized into one political subject connected withEurasia.GermanyandRussia, whose position is dominant in this region ofEurope, will become a part of the Great Eurasian Empire. There will be no room left for independentPolandandUkrainein the structure of the Eurasian Empire. Dugin does not take into account economic factors which would convince European states to integrate withEurasia. As for the present day, it is impossible to put the Eurasian project into realization.

The Kaliningrad oblast of the Russian Federation is specific area of international relations observed in Central and Eastern Europe. The region can be understood both as area of cooperation and conflict between Russia and the West. The Kaliningrad oblast is also crucial area for security of Central and Eastern Europe, as in this subject of the Russian Federation are intersecting two key processes for European security: on the one hand, this is process of European integration, which is continued on the east part of Europe and the Kaliningrad oblast – due to its geographical location – is taking part in several nets of European cooperation. On the other hand, the Kaliningrad oblast is subject of the Russian Federation, which is carrying out great project of reintegration of post-Soviet area and the region is one of key elements of success of this project. The Kaliningrad oblast might play role of particular tool of Russian authorities to threaten states of Central and Eastern Europe, as they do in relation to other exclaves and separatist regions in post-Soviet space. The indicator of this factor is significance of the Kaliningrad oblast in system of national security of the Russian Federation as well as its geographical location, especially in the context of relations with states of Central and Eastern Europe.

Introduction: On culture of memory in Central and Eastern EuropeThis issue of the Acta Baltico-Slavica, entitled “Bałtyckie i słowiańskie konteksty (nie) pamięci” (The Baltic and Slavic contexts of (non-)memory, vol. 42/2018), is devoted to interdisciplinary research on culture of memory, which – after Christoph Cornelißen – we understand as a formal notion superior to all possible forms of conscious memory of past events. This volume presents the state of research on memory from the perspective of two turning points in European history: 1918 and 1989. The events immediately following the fall of empires and the communist regime (including the rise of new states, shifts and modifications of state borders, international and ethnic conflicts, transformation of political and economic systems) not only changed the geopolitical map, but also exerted enormous influence on shaping identity and memory of Europeans and their historical and biographical narrations. Wprowadzenie: o kulturze pamięci w Europie Środkowej i WschodniejTegoroczny numer rocznika „Acta Baltico-Slavica” zatytułowany Bałtyckie i słowiańskie konteksty (nie)pamięci został poświęcony interdyscyplinarnym badaniom nad kulturą pamięci, którą rozumiemy zgodnie z definicją Ch. Cornelißena jako „formalne pojęcie nadrzędne dla wszelkich możliwych form świadomej pamięci człowieka o wydarzeniach historycznych, osobistościach i procesach, niezależnie od tego, czy są one natury estetycznej, politycznej czy poznawczej”. Celem niniejszego tomu jest przedstawienie stanu badań nad pamięcią z perspektywy dwóch szczególnie ważnych dla Europy cezur dziejowych: 1918 roku i 1989 roku. Wydarzenia, które nastąpiły bezpośrednio po upadku imperiów i reżimu komunistycznego (m.in. powstanie nowych państw, przesunięcia i zmiany granic, konflikty międzypaństwowe i narodowościowe, transformacja systemu politycznego i gospodarczego) nie tylko zmieniły mapę geopolityczną, ale także wywarły ogromny wpływ na kształtowanie się tożsamości i pamięci Europejczyków, ich narracji historycznych i biograficznych.

Research background: The question of changes in real interest rates differentials between the Euro Area and the CEE countries in the last years is raised because of two main reasons. The first rationale is related to the growing importance of external financial factors for the CEE economies and their monetary autonomy. The second reason is associated with the unprecedented shift in monetary conditions in the EMU, brought about by negative interest rates policy and unconventional policies, and the way it impacts the real rates in the CEE economies. Purpose of the article: This paper aims at exploring the relationship between real interest rates in the Euro Area and ten countries: Albania, Bulgaria, the Czech Republic, Hungary, North Macedonia, Moldova, Poland, Romania, Turkey, and Ukraine. The analysis covers the years of 1999-2018, including periods before and after the financial and economic crisis. Methods: We employ Markov-switching regression to construct the ex-ante real interest rates series in each country, using monthly data on short-term interest rates and CPI inflation rates. A battery of unit root and stationarity test, both standard and panel ones, is applied to examine the real interest rate parity, also allowing for a structural break in the rate differentials. Findings & Value added: We provide detailed evidence on the real interest rates differentials for all of the CEE countries vis-?-vis the Euro Area. We find that, while panel stationarity tests point to the stability of real rate differentials, there are significant dissimilarities across the countries, and the results of the univariate tests are often mixed. At least half of the economies, however, reveal similar patterns of stationarity in real rates relationships. At the same time, we find differentials for the Czech Republic, Hungary, and Poland, countries highly integrated into the EMU economy, to be unstable over time.

Research background: The processes of economic convergence observed in many developing countries are characterized by reduction of economic differences on the cross-country level, which are accompanied by growing internal economic inequalities. This may stem from the fact that in the catching-up countries a more dynamic growth pattern is observed in the economically strongest regions, which is initially reflected in spatial polarization and increasing regional inequalities. However, just as the countries reach higher levels of development, the diffusion of growth-inducing impulses to less-developed areas should lead to the spatial equalizing of the development levels and reducing regional inequalities. Purpose of the article: The aim of the paper is to determine the relationship be-tween the level of economic growth and observed economic inequalities in Central and Eastern European (CEE) countries. The theoretical framework adopted to describe and explain those relations is the so-called Williamson's hypothesis in which the relationship between the scale of regional inequalities and economic growth is illustrated by a curve shaped like an inverted U. Methods: The research procedure was intended to verify William-son?s hypothesis by estimating parabolic econometric models. Indicators of economic growth along with measure of regional inequalities (Williamson's coefficient of variation) were used in the regression modeling. The research period spanned the years 1995-2014. Findings & Value added: In the light of the study of CEE countries, it was possible to observe both convergence symptoms as well as divergence tendencies. It can be thus stated that the analyzed CEE countries followed a similar path to the one observed earlier by Williamson in other developing countries. However, the analyses conducted by the authors at the national and regional levels of CEE countries were equivocal and did not fully support the theoretical assumptions of Williamson?s hypothesis.

The blurring boundary between the financial and real economy, as well as the growing autonomy of the financial sector have been observed since the late 1970s. This phenomenon has been referred to in literature as financialization. The article presents several definitions of the financialization process, which occupies an important place in the modern economic world. The paper presents the reasons, sources and effects of financialization, followed by a discussion on the right measures of that process. These measures are then used for an empirical study of the degree of financialization in selected Central and Eastern European  countries. The analysis led to the conclusion that the scale of the financialization phenomenon in this part of Europe is relatively small, but not completely uniform in individual countries. The scale of financialization in the Czech Republic, Hungary, Estonia, and Poland should be assessed to be rather similar, while Slovak economy is the most resistant to the financialization process.
Obserwowana od końca lat siedemdziesiątych XX w. zacierająca się granica pomiędzy finansową i realną sferą gospodarki oraz dokonująca się autonomizacja sektora finansowego spowodowały zainteresowanie się ekonomistów tematyką, określaną w literaturze pojęciem finansyzacji. W artykule dokonano systematyki definicji finansyzacji, zjawiska odgrywającego istotne znaczenie we współczesnym świecie. Wskazano również jego przesłanki, źródła i skutki, a także omówiono wykorzystywane w badaniach mierniki oceny stopnia finansyzacji gospodarki, co dało podstawę do analizy finansyzacji gospodarek w wybranych krajach Europy Środkowo-Wschodniej. Analiza doprowadziła do sformułowania wniosku, że skala tego zjawiska w tej części Europy jest stosunkowo niewielka. Indywidualny poziom mierników wykorzystywanych do oceny tego zjawiska jest zróżnicowany w poszczególnych krajach. Niemniej jednak po ich zagregowaniu skalę finansyzacji gospodarek Czech, Węgier, Estonii i Polski należy oceniać na zbliżonym poziomie. Najbardziej odporna na zjawisko finansyzacji okazała się gospodarka Słowacji.

Po drugiej wojnie światowej w wielu miejscach w Europie doszło do wymuszonej zmiany granic, którą odzwierciedlał ówczesny stan sił i wpływów poszczególnych podmiotów koalicji antyniemieckiej. Ten podział został nieznacznie naruszony poprzez powstawanie po 1989 roku niepodległych państw w wyniku upadku Związku Sowieckiego. Wspomnianemu procesowi wtórowały oczekiwania wielu narodów i grup społecznych tego regionu Europy, związane z chęcią odzyskania wpływów na określonych terenach. Nierzadko prowadziło to do wojen jak np. w Mołdawii. Obecnie po destabilizacji sytuacji wewnętrznej na Ukrainie pojawiają się przesłanki, które świadczą, iż przy wystąpieniu określonych czynników mogą one doprowadzić do kolejnych korekt granic w tej części świata. Nie ma wątpliwości, iż to, co się dzieje i będzie działo wokół państwa ukraińskiego wpłynie istotnie na sytuację w Europie, a zwłaszcza na państwa graniczące z Ukrainą
After The Second World War, in many European places occurred a force for a new border division, which corresponded to the state power and influence of different anti-German coalition. Since 1989 this division has been slightly affected by the emergence of independent states after the fall of the Soviet Union. In this region of Europe, the mentioned process was accompanied by expectations of many nations and social groups, which associated with the desire of regaining influence in specific areas. Quite often it led to wars like that one in Moldova. Currently, after internal destabilization in Ukraine, in case of certain factors, there are some circumstances which may lead to subsequently border revisions in this part of the world.

Opis:
The relationship between political strategy of the state (first of all on the basis of studying the experience of democratic transformations) and the foreign policy vector of national development on the example of Ukraine and countries of Central and Eastern Europe is examined. The author seeks to find answers to the question: «What is the ideological guidance for national development of modern Ukraine?»; «Experience of our closest neighbors - Central and Eastern Europe - may be useful in identifying these ideological landmarks for Ukraine?»; «Should such ideological orientations be based on clearly defined ideological and political (doctrinal) bases or be as politically neutral?». The proposed research of the structure of European integration strategy because of the burning social and political realities of Ukraine distinguish the most problematic areas of political, social, economic and cultural space of national society. Based on the experience of the process of democratic transformation and holding of European integration in Poland, Hungary, Romania and other CEE countries are attempting to define «strong» and «weak» sides of these processes for the further consideration of their formulation of national politics and the foreign policy strategy of systemic transformation. The author’s view on the problems and prospects of development of civil society in Ukraine in view of events ( in fact - for the most significant recent history of national tests) is presented by late 2013 - early 2014.

In the article the author analyzes the complex configurations that occurred in the countries of Central and Eastern Europe between the languages of communication there and the languages of particular ethnic groups. It further tries to answer the question of how to define communities defined as national but distinguishable by the use of another language that does not fall within the cultural code of the language of a given nation. The author analyzes the specific political game that takes place around linguistic minorities, which are generally not defined as ethnic minorities, mainly on the example of “Russian-linguistic Ukrainians” in Ukraine. The comparison of the characteristics of selected national minorities inhabiting the eastern part of the Podlaskie Voivodship in Poland is also presented. The article ends with the generalization that the basic direction of action is the legal, political and socio-cultural recognition of cultural diversity as an integral part of the structural character of each society.

The demise of central planning in the former East bloc is a frequent topic of economic and political analyses. Kaliński’s article describes changes in the centrally planned economies of former Soviet satellite states in the context of market trends in capitalist economies. The analysis covers a period from the emergence of the Soviet Union until its breakup. The statistical analysis is accompanied by a discussion of the political and social environment of the time. The author notes that, in the initial period, there was no link between global business cycles and economic growth in the Soviet Union and other Soviet bloc countries. This was due to major political and economic differences and the far-reaching isolation of the region’s centrally planned economies, especially during the Cold War period. The partial opening of Central and Eastern Europe to commercial and financial cooperation with the West in the 1970s led a convergence between the capitalist and centrally planned systems. Negative trends in the global economy, including energy crises and growing indebtedness, had a strong impact on what happened in the Soviet bloc. This situation, coupled with the inefficiency and poor competitiveness of the centrally planned economy and its inability to meet consumer demand, became a significant factor behind the collapse of the system across Central and Eastern Europe, the author concludes.

The aim of this article is to present some ramifications of the democratization processes in Central and Eastern Europe (CEE) since 1989. The analysis concentrates on relations between the new dominant groups and cultural (mostly national and religious) minorities. The author outlines the concepts of democracy under conditions of cultural pluralism. He concentrates on similarities and differences between three levels of relations between the dominant groups and minorities: “institutional,” “semi-institutional,” and “non-institutional.” CEE is not homogenous neither among the countries nor among these spheres. Moreover, relations between dominant groups and minorities do not seem to be much more complicated than in some (actually many)Western countries. However, it seems to be easier in CEE to express oneself on political and cultural maters without fear of governmental reprisal than without fear of societal reprisal.

Today the Post-Soviet states are experiencing a very complex and important period of their political history. The majority of these states are on a certain stage of final transformation: cutting off geopolitical forms of the Soviet period and refocusing on one or another form of regional or global integration. A very similar situation took place in the Central and Eastern Europe at the end of the 20th century. In both cases the impact of foreign actors, primarily the United Europe and the USA, whose policy mainly formed further paradigm of development in these regions, was of paramount importance. Drawing such parallels between the countries of Central and Eastern Europe 25-30 years ago and the Post-Soviet countries today, between Ukraine and Poland as locomotives of the respective regions, a comparative investigation of the American factor in the formation of foreign policy of the two states becomes exceedingly interesting. Also, potential possibilities of implementing the Polish experience in Ukraine are extremely topical on Ukraine’s way toward its new geopolitical identity

Post-Foucauldian discourse and dispositif analysis, a methodological approach inspired by the work of Michel Foucault and developed in Western Europe, over the last decade has gained an increasing amount of attention from Eastern European researchers. Yet, this interest has not been accompanied by sufficient reflection on the post-Foucauldian perspective’s adequacy for studying power, governance, and subjectification in post-socialist societies. In particular, there is little criticism that would take into account the current discussion on Foucault’s ambivalent attitude towards neoliberalism. The goal of this article is to examine this line of criticism of Foucault’s late works and to point to its importance for dispositif analysis carried out in Eastern and Central European societies (e.g., Poland) in comparison to analyses carried out in Western Europe (e.g., Germany). I propose a number of methodological recommendations that aim at adapting post-Foucauldian research instruments to facilitate analyzing power relations in the post-socialist context; these include: an interdisciplinary combination of discourse analysis and an analysis of macroeconomic and macrosocial factors; an analysis of the practices of normalization in post-socialist societies with reference to the Center-Periphery relationship; introducing elements of semiology, anthropology of the contemporary and cultural identity analysis to dispositif analysis.

In 2020, Wydawnictwo Akademickie Dialog published the Polish version of Chiny i Europa Środkowo-Wschodnia. Historia kontaktów literackich (China and Central and Eastern Europe. The History of Literary Contacts) by Chinese literary scholars: Ding Chao and Song Binghui. The book is part of the series Historia Kontaktów Literackich między Chinami a Zagranicą (The History of China’s Foreign Literary Contacts) which aims to become a comprehensive description of China’s cultural exchange with other countries. Volume 17 is devoted to China’s relationships with Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Czechia, Estonia, Hungary, Lithuania, Latvia, Montenegro, North Macedonia, Poland, Romania, Serbia, Slovakia and Slovenia. In this group, Poland occupies one of the central positions due to, among other, a high interest in Polish history among Chinese intellectual elite of the early twentieth century and among the reformers of Chinese literature in that period. The article discusses the sources of the popularity of Polish themes in the formative period of modern Chinese literature and the reception of Polish literature in China today. It also attempts to familiarise the readers with the themes studied by the researchers, the goals they set for themselves and the methods they used to achieve them, and presents the benefits of publishing the book in Polish.

The paper provides an overview of Education for Sustainable Development (ESD) evolution and implementation barriers in universities of Central and Eastern Europe (CEE), focusing on challenges to the incorporation and institutionalization of ESD in two leading universities: Riga Technical University in Latvia and National University of Kyiv-Mohyla Academy in Ukraine. A generic matrix of options for integrating sustainability in higher education is developed to analyze and extend previous research on ESD for CEE countries. A number of common barriers is indicated and possible solutions proposed for an effective implementation of ESD in university curricula.

Aim/purpose – This paper aims to examine connections between the exchange, equity, commodity and commodity markets of a set of Central and Eastern European (CEE) economies using monthly time-series data. In particular, we examine whether stock – or commodity – price changes might put pressure on these currencies to depreciate, and whether these pressures are transmitted within the region or from larger neighbors. Design/methodology/approach – This paper creates monthly indices of Ex-change Market Pressure (EMP) from 1998 to 2017 using a combination of currency depreciation, reserve losses, and changes in interest-rate differentials for the Czech Republic, Hungary, Poland, and Ukraine, Bulgaria, and Romania. After examining these indices for evidence of currency ‘crises’, and their components for evidence of changes in currency policy, Vector Autoregressive (VAR) methods such as Granger causality and impulse-response functions are used to examine connections between EMP, domestic and foreign stock returns, and changes in commodity prices in the first four countries listed. Findings – While EMP increased in 2008, and the degree of central banks’ currency- -market interventions decreased afterward, this paper uncovers key differences among countries. In particular, the Czech Republic is relatively insulated from international transmissions, while Hungary is more susceptible to global spillovers and Poland is exposed to events originating elsewhere in the CEE region. Ukraine shows bidirectional causality between its EMP and stock indices, and finds that pressure on the hryvnia increases if commodity or oil prices decline. Research implications/limitations – This study adds to the relatively limited literature regarding this region, and highlights particular vulnerabilities for both individual countries and specific neighbors; further research is necessary to uncover the channels of transmission using economic modeling. Originality/value/contribution – This study explicitly models two major economic processes in a part of the world that is relatively rarely examined. These include events in Central and Eastern European exchange markets and central bank intervention, and also interlinkages among regional currency and equity markets, foreign equity markets, and global commodity prices. This will allow policymakers to assess integration between these countries, the rest of the European Union, and the global economy.

This paper analyses the welfare states in the post-Communist countries from Central and Eastern Europe,which are members of the European Union. It applies the welfare regime typology methodology, partly developed by Esping-Andersen, as a framework for this research. The paper examines the two main predictions that emerged from the literature on the future of the welfare states in Central and Eastern Europe. Firstly, was the thesis that these welfare states would not fit easily into any of the existent models in Western Europe. Secondly, that these welfare states would gradually converge with one or more of the welfare regimes existent in the West. We have used hierarchical cluster analysis to check the extent of this welfare convergence/divergence over the first ten year period after the eastern expansion of the European Union (2004 and 2014). We discovered that in 2004 the post-communist countries were divided between two clusters, although by 2014 all of the post-Communist countries (apart from Slovenia) had grouped together in one separate cluster. Therefore a process of divergence from the western European welfare models and a convergence between the post-Communist welfare states had actually occurred.

The paper discusses the performance of non-life insurance markets in the eight CEE countries that overcame transition in the 1990s and accessed European Union in May, 2004. A closer attention is given to the evaluation of two aspects of the general performance of non-life markets – polarisation and concentration. It was found that the polarisation of non-life markets between the analysed countries and other European Union members diminishes slowly. However, the concentration of non-life markets still remains high or moderate.

Kwestia zapewnienia bezpieczeństwa oraz potrzeba zacieśnienia współpracy gospodarczej były głównymi przesłankami integrowania się państw Europy Środkowo-Wschodniej. Kraje małe i średnie nie były w stanie w pojedynkę oprzeć się potędze wielkich mocarstw. Próby podejmowane w okresie międzywojennym, w czasie II wojny światowej i w latach czterdziestych XX wieku zakończyły się niepowodzeniem. Dopiero po upadku komunizmu udało się ustanowić stabilny ład polityczno-gospodarczy w Europie Środkowo-Wschodniej. Decydującą rolę w tym dziele odegrała Grupa Wyszehradzka.
The guarantee of safety and the need for closer economic cooperation were the main reasons for the recent integration of Central and Eastern Europe. On their own, small and medium states were unable to compete with great world powers. The first attempts at integration were made in the interwar period, as well as earlier – during WWII and in the 1940s, but they were unsuccessful. It was only after the fall of communism that a new stable political and economic order was established in Central and Eastern Europe. The Visegrad Group played a decisive role in that process.

The subject of this article are the composition strategies employed to represent the past in animated films produced in the integrated cultural space which Central-Eastern Europe constituted during the communist era. Productions made in two countries, the Soviet Union and in Poland, have been considered. Film examples have been discussed in approximate chronological order, according to the time of production of individual cartoons. By selecting specific movies I do not intend exhaustively to analyse these audio-visual works. I have limited myself to reviewing thematic threads related to the past and, in this context, ideas and tendencies in film music composition.

Purpose – The goal of this paper is to explore the possible influence of certain economic factors over the FDI inflow in South-East European (SEE) countries and Central and Eastern European (CEE) countries. We compare the situation in 7 countries from the region of South-East Europe: Albania, Bosnia and Herzegovina, Croatia, Kosovo, Macedonia, Montenegro and Serbia and 7 countries from the region of Central and Eastern Europe: Bulgaria, the Czech Republic, Hungary, Poland, Romania, Slovenia, and Slovakia. Research method – We apply a holistic approach based on panel data for a twenty-two-year period from 1995 till 2018. The analysis was effectuated through a panel unit-root test. The dependent variable is FDI net inflow (as % of GDP). The study takes into account the following economic variables: annual percentage growth of GDP; labor productivity as GDP per person employed; government consumption as percentage of GDP; inflation rate as annual percentage of GDP deflator; labor force with advanced education (% of the total working-age population with advanced education) and labor taxes and contributions (% of commercial profits). Results – The results indicate that there are differences between the factors that influence the FDI inflow in these two groups of countries. For the South-East European countries government spending, labor force with advanced education, inflation and labor taxes and contributions were the factors that have significant influence over the FDI inflow. For the Central and Eastern European countries all of the included independent variables appear to be significant factors in attracting FDI inflow. Originality / value – In the literature we can rarely find analyses of economic determinants for FDI inflow in the selected groups of countries. Also, the period of twenty-two years from 1995 till 2018 provides novelty of the results and of the conducted analysis.

The paper describes the debates which took place during the 4th Annual CEENELS Conference (Moscow, 14–15 June 2019). The aim of the conference was to analyse the issue of legal innovativeness in Central and Eastern Europe, the topic which was chosen as a continuation of previous CEENELS conferences. The organizers wanted to challenge the widespread belief that the legal culture of Central and Eastern Europe lacks original and innovative concepts and ideas. Even if the conference did not bring a definitive answer about the character of Central and Eastern European countries’ legal culture, it showed that the region is not only a territory of legal transplants and reception of legal ideas, concepts and institutions, created in Western Europe or the US.
Artykuł opisuje dyskusje, które miały miejsce podczas IV Konferencji CEENELS (Moskwa, 14–15 czerwca  2019). Celem konferencji była analiza zagadnienia innowacyjności w zakresie prawa w Europie Środkowo-Wschodniej. Temat ten został wybrany jako kontynuacja poprzednich konferencji CEENELS. Organizatorzy chcieli podważyć powszechne przekonanie, że w kulturze prawnej Europy Środkowo-Wschodniej brakuje oryginalnych oraz nowatorskich koncepcji i pomysłów. Nawet jeśli konferencja nie przyniosła definitywnej odpowiedzi na temat charakteru kultury prawnej krajów Europy Środkowo-Wschodniej, to pokazała, że region ten jest nie tylko terytorium przeszczepów prawnych i recepcji idei, koncepcji i instytucji prawnych, tworzonych w Europie Zachodniej lub USA.

This article analyzes the journalistic profession in eight Central and Eastern European countries: Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Moldova, Romania, and Russia, using the quantitative findings of the Worlds of Journalism Study. The comparison refers to age, gender, education, positions, work experience, religion, and political views of journalists from these states. The study was conducted in each country by a national team responsible for the collected data. the national studies were carried out between 2012 and 2017. Over 3,000 journalists participated as respondents. For comparative analysis, the study builds on the national databases and the country reports written within the project by each national team.

The paper describes the importance of governmental actions of a country or a region to form and stimulate the VC industry. The state support has the key value for the development of VC industry. It proceeds from the need of anincrease in competitiveness of the national industry in the conditions of a high competition in the world market. The region of CEE possesses a developed legal and regulatory system that diminishes operational risk and enhances the effectiveness of developing markets. However, there are weaknesses of this region that can be obstacles for VC investments inflow. The paper shows the problems of the VC environment in CEE that are able to explain, at least partially, the condition of the VC industry and its lag behind the developed countries, and gives some practical suggestions in order to enhance the VC development in the region.
W artykule omówiono znaczenie działań rządowych danego kraju lub regionu pobudzających branżę VC. Wsparcie państwa ma istotną wartość dla rozwoju branży VC. Wynika to z potrzeby zwiększenia konkurencyjności przemysłu krajowego w warunkach wysokiej konkurencji na rynku światowym. Region Europy Środkowo‐ Wschodniej posiada rozwinięty system prawny i regulacyjny, który zmniejsza ryzyko operacyjne i wzmacnia efektywność rynków rozwijających się. Jednakże istnieją również słabe strony tego regionu, które mogą być przeszkodą dla napływu inwestycji VC. W artykule przedstawiono problemy otoczenia VC w Europie Środkowo‐Wschodniej, które są w stanie wyjaśnić, przynajmniej częściowo, stan branży VC i jego opóźnienie za krajami rozwiniętymi, jak też daje wiele praktycznych sugestii w celu zwiększenia rozwoju VC w regionie.

W Europie Środkowej i Wschodniej od kilkunastu lat zachodzą zmiany, które wyjaśniane są w kategoriach transformacji systemowej czy ustrojowej. Transformacja systemowa jest najczęściej używanym pojęciem do opisu zmiany społecznej, która rozpoczęła się w tym rejonie Europy po 1989 r. Zbliżonym pojęciem,  choć  węższym  jest  transformacja  ustrojowa,  która  opisuje  fazę  radykalnej  zmiany  ładu społecznego  w aspekcie  formalno-prawnym.  Analizując  transformację  państw  Europy  Środkowej i Wschodniej, zwrócić należy również uwagę na państwa bałkańskie. Zostały w nich uchwalone nowe konstytucje, ustawy o partiach politycznych i ordynacje wyborcze. Otworzyły one drogę do konkurencyjnego systemu partyjnego oraz systemu politycznego opartego na zasadach demokracji.
For over a dozen years changes have been taking place in Central and Eastern Europe which are explained in the categories of systemic transformation. “Systemic transformation” is the term most widely used to describe the social change that began in that part of Europe after 1989. A term close, albeit narrower, in meaning is the “political transformation” which describes the phase of radical change of social order in the formal and legal aspect. Analysing the transformation of Central and East European countries one should not disregard the Balkan states. Those states have new constitutions, laws concerning political parties and new electoral statutes. They have opened the road to a competitive party system and the political system based on democratic principles.

The phenomenon of the formation of minority governments in post‑ communist countries in Central and Eastern Europe was treated as an emergency situation and non‑typical for the parliamentary and cabinet systems in this part of the continent. The aim of the article is to explain the institutional reasons for the formation of government offices without the support of the parliamentary majority in selected countries of Central and Eastern Europe in transition. The author assumes the thesis that one of the main reasons for this situation was the immaturity of the political system, and in particular the shape of the party system and the changing electoral system connected with it, as well as thelack of electoral experience of citizens of selected countries.
Zjawisko tworzenia się rządów mniejszościowych w państwach postkomunistycznych w Europie Środkowej i Wschodniej traktowane było jako sytuacja nadzwyczajna i nietypowa dla systemów parlamentarno‑gabinetowych tej części kontynentu. Celem autora artykułu jest wyjaśnienie instytucjonalnych przyczyn formowania się gabinetów rządowych bez poparcia większości parlamentarnej w wybranych państwach Europy Środkowej i Wschodniej przechodzących transformację ustrojową. Autor zakłada zweryfikowanie tezy, że jedną z głównych przyczyn tej sytuacji była niedojrzałość systemu politycznego, w tym szczególnie kształt systemu partyjnego i powiązanego z nim zmieniającego się systemu wyborczego, a także brak doświadczenia wyborczego obywateli poszczególnych państw.

Aim/purpose - The purpose of this paper is to analyze regional trade integration of 10 Central and Eastern Europe countries (CEE-10) during the 2004-2018 period, identify regional- and country-level integration patterns and attribute them to potential causes indicated by the literature. Design/methodology/approach - The paper employed literature-based trade integration indicators to data on CEE-10 trade in goods and conducted a review of empirical studies investigating trade integration determinants in CEE. Findings - The results evidence an advancing regional trade integration with decreasing pace in recent years. The study has found all CEE countries to be more integrated with the region. Moreover, several integration patterns have been distinguished. Research implications/limitations - The study found a significant literature gap concerning CEE regional trade integration and its determinants. Its limitations refer to: lack of product-groups-level trade data and narrow scope of trade flows (in goods only). Originality/value/contribution - The paper's value-added stems from a multi-perspective analysis of the CEE regional trade integration and a discussion of region- and country-level integration patterns.

The aim of the study is to provide an overview of higher education students’ volunteering and voluntary group membership based on a database (N=2,199), in which full-time students from five Central-Eastern European countries (Hungary, Romania, Slovakia, Serbia, and Ukraine) were questioned. We analyzed as well, which variables influence civic engagement. Based on the results we suggest that universities in Central-Eastern European regions should make more use of students’ potential in the field of volunteering and organizational membership, and should do so in an organized way, with special attention to the groups, which display low civic participation according to our research findings.

The Chinese Belt and Road Initiative, announced by President Xi Jinping in Kazakhstan in 2013, attracted a lot of attention in both the global media, and the academic community. This vague idea which has been evolving since then, has not necessarily led to many practical achievements. Nonetheless, it has become very popular in Central and Eastern European Countries (CEEC), as their governments have perceived it as a chance for diversification in their foreign policies, as well as in economic relations. Apart from the Belt and Road Initiative, CEEC countries have been implementing concurrent platform of 16+1 since 2011, being also presented as an important stepping stone in providing the Chinese with a backdoor entrance to Europe. In both cases the reality is far behind expectations, especially in economic terms. Chinese investments are still relatively low in most CEEC countries, especially in those that are EU members. This paper will try to assess both initiatives and their convergence by comparing reality with declarations, especially in economic terms. Reference will be made to certain neo-liberal as well as neo-realist theories and the research will be based on legal analysis, comparative analysis, as well as mostly on descriptive statistics.

Prowadzenie skutecznej polityki, nieulegającej ideologicznym manifestacjom, może opierać się na unijnym instrumentarium nawet pomimo aktualnego kryzysu integracji europejskiej. Rozsądną odpowiedzią na dylematy geopolityczne Rzeczpospolitej nie wydaje się tzw. „idea jagiellońska”, gdyż potencjalnie stanowi ona przeciwieństwo istniejących filarów bezpieczeństwa narodowego, tj. NATO i UE. Redukowanie polskiej polityki do anachronicznych fantazji o wspólnocie środkowoeuropejskiej może powodować obniżenie znaczenie Polski w strukturach euroatlantyckich. Członkostwo w instytucjach świata zachodniego, polegające m.in. na współpracy z Niemcami, stanowiło do tej pory o bezpieczeństwie Rzeczpospolitej, choć obecnie nie przystaje ono do historycznej koncepcji tzw. „polityki piastowskiej”, głównie z uwagi na obserwowany proces dezintegracji wspólnoty europejskiej.
Conducting an effective policy, without ideological manifestations, can be based on the EU instruments, regardless of the crisis of the European integration. Reasonable answer to the Polish geopolitical dilemmas is not the so-called “Jagiellonian idea”, which can be perceived as opposition to existing pillars of national security, i.e., NATO and the EU. Reduction of the Polish policy to anachronistic fantasies about Central European community may diminish the importance of Poland in the Euro-Atlantic structures. Membership in the institutions of the Western world, relying inter alia on the cooperation with Germany, has served so far as a guarantee of the Polish security, however currently it does not suit entirely to the historical concept of the so-called “Piast policy”, mainly due to the noticeable process of disintegration of the European community.

When the countries of Central and Eastern Europe entered the European Union, they were given the opportunity to become transformed into knowledgebased societies, with modern, innovation-oriented economies which build their strength and competitiveness on the development of native technical solutions and concepts. To achieve this, however, requires a lot of effort and radical and profound changes in comparison with the previous situation. New priorities and strategic objectives and methods of their implementation (including innovation strategies) must be developed, financial and in-kind resources reallocated, and social and technical infrastructure must be expanded and modernized. These are difficult challenges, but their effective implementation is essential so that the CEECs can avoid marginalization and become equal partners within the EU. The statistical data presented in this paper indicates that the innovative position of the CEECs is still unfavourable and relatively weak, with the exception of Slovenia and Estonia. Poland is in a particularly difficult situation, with many signs of stagnation with respect to innovation, keeping it at a low level (next to Bulgaria and Romania).
Wchodząc do Unii Europejskiej, kraje Europy Środkowo-Wschodniej (CEEC) uzyskały szanse na przyspieszone przekształcenie się w społeczeństwa oparte na wiedzy, mające nowoczesne, proinnowacyjne gospodarki, które swoją siłę i konkurencyjność budzą na rozwoju rodzimej myśli technicznej. Osiągnięcie tego wymaga jednak dużego wysiłku i radykalnych oraz głębokich zmian w porównaniu ze stanem dotychczasowym: sformułowania nowych priorytetów oraz celów strategicznych i sposobów ich realizacji (w tym strategii innowacyjnych), dokonania realokacji zasobów finansowych i rzeczowych, rozbudowy i unowocześnienia infrastruktury społecznej i technicznej. Są to wyzwania trudne, ale ich skuteczna realizacja jest niezbędna, aby CEEC uniknęły marginalizacji i stały się równoprawną częścią UE. Dane statystyczne przedstawione w artykule wskazują, że pozycja innowacyjna CEEC jest ciągle niekorzystna i relatywnie słaba, z wyjątkiem Słowenii i Estonii. W szczególnie trudnej sytuacji jest Polska, w której występuje najwięcej (obok Bułgarii i Rumunii) oznak stagnacji innowacyjnej na niskim poziomie.
