Only five months after the launch of first flights from the newly constructed airport in Modlin, the Construction Supervision Inspector for the Region of Mazowsze withdrew the permission for its use due to the bad technical condition of the concrete part of the runway. Moreover, the President of the Civil Aviation Authority (ULC) took a decision to exclude a part of the runway from use. Due to the risk of further flaws and defects, this time regarding other elements of the airport infrastructure, NIK carried out an audit of the investment. The objective of the audit was to evaluate the construction of the Airport in Modlin, which comprised stages of the construction process typical of investment auditing. A separate analysis was dedicated to the activities of the construction supervision body with regard to the audit of the compliance and application of the provisions of the Construction Law

W artykule przedstawiono koncepcję rozwoju portów lotniczych i ich okolic zwaną Airport City. Rozwój infrastruktury lotniskowej oraz okolic lotnisk jest w obecnych czasach światowym trendem jako konsekwencja stale rosnącego ruchu lotniczego na świecie. W Polsce również trend rozbudowy rejonów lotnisk zgodnie z koncepcją Airport City jest zauważalny. W artykule opisano przyczyny, które warunkują rozwój portów lotniczych. Omówione zostały funkcjonujące na świecie przykłady: Portu Lotniczego w Hongkongu określanego mianem Aerotropolis, a także mniejszego obiektu – europejskiego Portu Lotniczego we Frankfurcie nazywanego Airport City. Autorzy podjęli również dyskusję o szansach i zagrożeniach rozwoju takiego trendu w Polsce. Omówione zostały plany i działania podjęte w celu stworzenia Airport City w sąsiedztwie Lotniska Chopina w Warszawie, Międzynarodowego Portu Lotniczego Kraków-Balice oraz Lotniska im. Lecha Wałęsy w Gdańsku. Analiza zagranicznych, jak i polskich przykładów portów lotniczych tworzących kompleksy Airport City lub aspirujących do nich wykazała, iż zjawisko to jest pod każdym względem korzystne. Z punktu widzenia portu lotniczego lokalizacja obiektów biurowych, magazynowych, handlowych i hotelowych przyczynia się do większej liczby pasażerów, a co za tym idzie – do rozbudowy portu. Z punktu widzenia przedsiębiorców lokalizacja swoich siedzib w bliskim sąsiedztwie portu lotniczego ułatwia kontakty biznesowe z kontrahentami z zagranicy, jest korzystna cenowo, a także umożliwia dostęp do szeroko rozwiniętej infrastruktury transportowej, w tym kolejowej, drogowej, a w niektórych przypadkach również morskiej.
This paper presents the concept of the development of airports and their surround ing areas called Airport City. Development of airport infrastructure and neighborhood is nowadays a global trend as a consequence of the fast-growing air traffic in the world. In Poland, the trend of airports development according to the concept of Airport City is noticeable. The article describes the causes that determine the development of airports. Functioning of Hong Kong Airport as aerotropolis and Frankfurt Airport City were discussed. The authors also discussed the opportunities and risks of this trend development in Poland. Plans and actions taken to create Airport City in Warsaw Chopin Airport, Krakow- Balice International Airport and Lech Walesa Airport were discussed. Analysis of foreign and Polish examples of airports forming Airport Cities have been demonstrated as a beneficial phenomenon in every way. From the airport’s point of view, the location of offices, warehouses, retails and hotels contributes to a larger number of passengers, and thus the expansion of the port. From a business perspective, the location of its headquarters close to the airport facilitates business contacts, is cost-effective and provides access to a well-developed transport infrastructure, including rail, road, and in some cases the sea.

The purpose of this paper is to evaluate the efficiency of airport processes using simulation tools. A critical review of selected scientific studies relating to the performance of airport processes with respect to reliability, particularly within the apron, has been undertaken. The developed decision-making model evaluates the efficiency of airport processes in terms of minimizing penalties associated with aircraft landing before or after the scheduled landing time. The model takes into account, among other things, aircraft take-offs and landings and separation times between successive aircraft. In order to be able to verify the correctness of the decision-making model, a simulation tool was developed to support decision making in the implementation of airport operations based on a genetic algorithm. A novel development of the structure of a genetic algorithm as well as crossover and mutation operators adapted to the determination of aircraft movement routes on the apron is presented. The developed simulation tool was verified on real input data.

Ponad 50-letnia historia Kraków Airport pokazuje dynamikę powstawania specyficznych form zabudowy generowanych przez współczesne lotniska, a także potencjał, jaki posiadają w zakresie kształtowania zespołów architektoniczno-urbanistycznych. Pozwala to sformułować pytania badawcze: w jakim kierunku i przy pomocy jakich narzędzi sterować rozwojem lotniska oraz strefy okołolotniskowej, aby właściwie wykorzystać wyraźnie widoczną i rosnącą miastotwórczą rolę Kraków Airport?
The article presents the development phases of the Krakow-Balice airport based on selected planning documents and subsequent stages of construction of passenger terminals. Over 50-year history of Kraków Airport shows the dynamics of the creation of specific forms of buildings generated by modern airports as well as the potential they have in shaping architectural and urban complexes. This allows to formulate research questions: in what direction and with what tools to control the development of the airport and the airport zone in order to properly use the clearly visible and growing city-forming role of Kraków Airport.

The paper refers to security requirements for new threats international airports, taking specifically into consideration current challenges within processing of passengers, in light of types of current major threats, in a way ensuring positive passenger experience within their journey. In addition, within the scope of this paper, presented initial outcome of study research among professional aviation stakeholder's environment, on current threats in the area of security and protection of airport infrastructure. The airports are a very demanding environment: seasonal traffic, fluctuating passenger volumes and last minute changes mean there is a lot of flexibility required in order to meet specific needs of airport authorities and their clients or the passengers (Dolnik, 2009). Therefore, security in aviation sector has been a big issue for civil aviation authorities, as airports are susceptible targets for terrorist attacks. The list of incidents is extensive and gets longer every year despite strict security measures. Within decades, aviation has become the backbone of our global economy bringing people to business, tourists to vacation destinations and products to markets. Statistically flying remains the safest mode of travelling compared to other modes of transportation. However, simultaneously terrorists and criminals continue in their quest to explore new ways of disrupting air transportation and the challenge to secure airports and airline assets remain real. This calls for greater awareness of security concerns in the aviation sector. The key element, how to protects against terrorist modus operandi, is to stay ahead of recent threats, incidents and breaches occurring worldwide. It requires implementation of effective data sharing systems, in order to proactively monitor potential risks and vulnerabilities within different type of aviation ecosystems.

An aircraft accident at the maneuvering area of the airport has a negative impact upon the airport safety and further leads to the temporary closing of the airport; it causes many other problems not only at the airport. If the airport is not prepared for safe and efficient removal of disabled aircraft, the problems connected with the removal become more complex and harder to solve. This paper deals with the specificities of the aircraft removal from the maneuvering area of the airport, the need to develop the adequate Removal Plan and describes the basic elements of this Plan.

Aim: This paper aims to attract attention to the “green airport” term that is basically related with environmental legislations. Design / Research methods: A Data Envelopment Analysis (DEA) model is introduced to assess the efficiency of 22 airports in Turkey with the definition of undesirable output as emission values. Conclusions / findings: Results illustrate that only two airports are efficient based on the considered outputs and undesirable output. Originality / value of the article: Up-to-best knowledge, green gas emission data of airports in Turkey are considered in a DEA model for the first time. To minimize the undesirable output, it is considered as a desirable input in the model. Results are expected to support official authorities during decision making.Limitations of the study: Data for noise levels and the exposed area and/or number of exposed people and buildings were not available for the airports in concern.

W pracy przedstawiono proces tworzenia oraz wyniki przeprowadzonych symulacji procesu ewakuacji pasażerów z wykorzystaniem programu Pathfinder, na przykładzie Portu Lotniczego Radom. Symulacją bazową jest ewakuacja odwzorowana na podstawie ewakuacji przeprowadzonej w ramach ćwiczeń „RADOM 2016” epizod „Port Lotniczy”. Kolejno przeprowadzone zostały cztery modyfikacje symulacji bazowej.
The paper presents the development of evacuation model in Pathfinder software and the results of the simulation of passengers evacuation from Radom Airport. The base simulation is the one prepared on the basis of real evacuation carried out under “RADOM 2016” training. Four modifications of the base simulation are presented.

Celem artykułu jest ocena dostępności portu lotniczego Rzeszów-Jasionka dla mieszkańców miasta Rzeszowa. Artykuł składa się z trzech części: charakterystyki portu lotniczego, charakterystyki dostępnych połączeń pomiędzy lotniskiem a centrum miasta, oceny dostępności portu lotniczego. Zastosowane metody badawcze to przegląd dostępnych opracowań statystycznych, pomiar bezpośredni oraz karta oceny.
Rzeszów-Jasionka International Airport is located 10 km to the north from the centre of Rzeszów. It is the communication airport in south-eastern tip of Poland, from which operate five airlines. Rzeszów airport records a steady increase in number of passengers. There are also being implemented investments, which improve performing of the airport. The greatest of these was the construction of the new passenger terminal building, in which there are combined two functions: departures and arrivals. The bandwidth of the new terminal might ultimately reach the level of 1,400 passengers per hour. Development of the airport as well as the growth in the number of passengers increases the demand for the direct communication between the airport and the city. From the centre of Rzeszów to the airport passengers can travel for example by using private car or taxi. On the north side of the new passenger terminal there is a monitored car park for both: cars and buses, where you can leave the vehicle during the journey. Access to the airport is provided by two national roads: No. 9 (Rzeszów-Warszawa) and No. 19 (Rzeszów-Lublin). There is also a bus communication provided by the Municipal Transport Company in Rzeszow and the Intercommunal Car Communication. The purpose of this article is to assess the accessibility of the Rzeszów-Jasionka" International Airport for the residents of the Rzeszów City. Article consist of three parts: presenting the characteristic of the airport, characteristic of the communication between the airport and the centre of the city, assessment of the accessibility of the airport. Applied research methods are: overview of the available statistical studies, direct measurement and evaluation cart.

The area around Krakow airport is an attractive developmental urban area. The concentration of passenger traffic and the flow of goods is conducive to new development projects. These projects are associated with the operation of airports, as well as new uses which see the proximity of an airport as an additional asset in operating a business based on access to a form of high-speed transport. This paper presents the findings of research concerning the existing spatial structure, transport accessibility and compositional determinants within an area around Krakow Airport, which can be used to assess the phenomena present and formulate principles and trajectories of shaping them in the future. The study was based on an analysis of selected elements of the existing functio-spatial structure, as well as available materials and subject-specific planning documents. Due to the specificity of areas around airports, which undergo dynamic change, it appears key to determine the individual form of development and land cover, that skilfully combines modernity and comfort of use with meshing with the local landscape, featuring a network of linkages and the character of suburban space. The issues present in this area are distinctive of many cities and require coherent land development proposals.

In the past, it was enough for the airport to have a runway and a modest terminal. The development of air traffic has also increased customer requirements (passengers, airlines, etc.), which has affected the need for airport infrastructure development. Throughout the world, passenger terminals have been built, many of which, according to architectural solutions, represent works of art. The design and functionality are tailored in such a way as to enable longer stay and meet the requirements of passengers and other users. Content and concept offer solutions that airport operators provide for additional revenue. One part of the content and service is offered in passenger terminal buildings, while the other part is provided outside them, whether in or outside the airport. Part of this content is offered by Airport City (AC). AC phenomenon represents the integration of infrastructure, superstructures, information and operations. It represents a part of the Supply Chain (SC) and usually includes facilities such as: passenger terminals, runways and other airport activities such as: ground handling, logistics, office space, shops, hotels, etc. In this paper, authors use a method of systems theory, a modeling method and a comparative method as a general and some specific scientific methods of cognition, to researching the problem to which different AC models and their structure can contribute to the optimal SC flow as its essential part and bring the results of the AC phenomenon as a part of the SC.

Jak ważną rzeczą jest zachowanie wszelkich procedur od pasażera, pracownika portu, służb lotniskowych do Prezesa zarządzającego a zarazem osoby odpowiedzialnej za całość komunikacji na danym lotnisku i otoczeniu w powietrzu tak i na ziemi. Certyfikaty wydawane przez Władzę Lotniczą dotyczą w zasadzie wszystkich komórek w schemacie organizacyjnym portu lotniczego. Kontrola bezpieczeństwa wykonywana jest dla zapewnienia bezpieczeństwa pasażerów i personelu obsługującego w porcie lotniczym. Dlatego odpowiednie przygotowanie się pasażera do kontroli ułatwi jej sprawne i szybkie wykonanie. Listę przedmiotów, jakie pasażer może zabrać ze sobą do bagażu oraz pokład samolotu jasno i czytelnie są opisane na stronie władzy lotniczej a także na stronach linii lotniczych, biur turystycznych. Wszystko to wykonuje się dla zagwarantowania najwyższych standardów w transporcie lotniczym. Polega na kontroli manualnej oraz stosowaniu urządzeń jak skanery w celu identyfikacji przedmiotów zabronionych.
How important it is to maintain all procedures from a passenger, airport employee, airport services to the Managing President and at the same time the person responsible for all communications at a given airport and the surrounding air and on the ground. The certificates issued by the Aviation Authority relate to virtually all cells in the organizational chart of an airport. Security control is carried out ensure the safety passengers and operating staff at the airport, therefore proper preparation of the passenger for the control will facilitate its efficient and quick execution. The list of items that the passenger can take with him is clearly and legibly described on the website of the aviation authority as well on the websites of airlines and tourist offices. All this is done to guarantee the highest standards in air transport. It consists in manual control and the use of devices such as scanners to identify prohibited items.

Opisano wymagania stawiane nawierzchniom lotniskowym na polskich lotniskach. Artykuł zwraca uwagę na warunki pomiaru oraz czynniki wpływające na otrzymane wyniki badań. Zaprezentowano wyniki pomiarów wykonanych na jednym z polskich obiektów lotniskowych przy użyciu urządzenia ASFT (Airport Surface Friction Tester).
Paper discussed problem of pavements anti-slip proper-ties interpretation basis on friction factor measurement. The requirements for airport pavements at Polish airports have been described. The article highlights the measurement conditions and the factors affecting the results of the tests. The results of measurements made on one of Polish airfields using the ASFT T-10 device were presented.

Ruch lotniczy jest realizowany w wydzielonych obszarach powietrznych podlegających sterowaniu przez służby kontroli. Największe zagęszczenie ruchu występuje w rejonie kontrolowanym lotniska. W celu zapewnienia bezpieczeństwa ruchu konieczna jest znajomość pojemności lotniska. Pojemność definiowane jest, jako maksymalna liczba operacji, z którą system może sobie poradzić w ograniczonym przedziale czasu i warunkach. Kluczową rolę we właściwym funkcjonowaniu portu lotniczego odgrywa dopasowanie przepustowości poszczególnych jego elementów do występującego zapotrzebowania na lotniczą usługę transportową. Duża liczba elementów, które trzeba uwzględnić, ciągły dynamizm procesów obsługowych, brak możliwości eksperymentowania w czasie rzeczywistym sprawia, że port lotniczy jest doskonałym obiektem do przeprowadzania symulacji. Celem niniejszego opracowania jest uporządkowanie podstawowych zagadnień inżynierii ruchu lotniczego, a w konsekwencji zaproponowanie kierunku prac mających na celu opracowanie i wdrożenie metody wyznaczania przepustowości portu lotniczego.
Air traffic is carried out in selected air zones that are controlled by Air Traffic Services. The biggest congestion is observed in the Terminal Area. To provide safety of controlled aircrafts one must known airport capacity. Capacity, in general, is defined as the practical maximum number of operations that a system can serve within a given period of time. Solutions that can increase capacity while not increasing the infrastructure and land use are often considered best. It makes the airports an ideal application area for simulation. The processes are in a continuous state of change, are complex and stochastic, involve many moving objects. The main goal of this paper was to estimate and systematize the issues of air traffic engineering that will be used to propose a method for determining the capacity of the airport.

At large international airports, aircraft can be refuelled either by fuel trucks or using dedicated underground pipeline systems. The latter, hydrant refuelling, is considered to be an optimal fuelling method as it increases safety, shortens the aircraft turnaround time and cuts the overall costs. However, at smaller airports, implementation of this system can lead to high investment costs. Thus, the paper discusses the airport size from which this system may be efficient to implement. Various definitions of term “airport size” are assessed. Based on data collection, the hydrant system model is created within the paper. As a result, methodology for assessing the suitability of hydrant system implementation is set. This methodology can be used at every airport using three simple inputs.
En los grandes aeropuertos internacionales, las aeronaves se puede repostar, ya sea por camiones de combustible o el uso de sistemas de tuberías subterráneas dedicadas. Este último, reabastecimiento de combustible boca de riego, se considera que es un método óptimo de abastecimiento de combustible, ya que aumenta la seguridad, acorta el tiempo de respuesta de aeronaves y reduce los costes globales. Sin embargo, en los aeropuertos más pequeños, la implementación de este sistema puede conducir a los altos costos de inversión. Así, el artículo discute el tamaño aeropuerto desde el que este sistema puede ser eficiente de implementar. Varias definiciones del término "tamaño de aeropuerto" son evaluados. Sobre la base de la recopilación de datos, el modelo del sistema hidrante se crea dentro del papel. Como resultado, la metodología para la evaluación de la idoneidad de la implementación del sistema hidrante está establecido. Esta metodología se puede utilizar en todos los aeropuertos utilizando tres entradas simples.

The purpose of this article is to gather and sum up selected identified trends and policies related to the aviation market. The article mentions deregulation of airline industry in the USA in 1970’s and the results suchas the ‘hub-and-spoke’ model of aviation or low-cost-carriers appear. The second part of article is dedicated to changes in airport policies. Under the pressure of growing competition between airports, some of them started to search for new opportunities to develop their competiveness changing from places where passengers arrived and departed to multifunctional centres connecting traditional transport functions with entertainment, conference and retail services – ‘airport cities’ – closer integration with local and regional governments and searching theirown paths of development result in a more careful approach to surroundings and environment.
W ciągu ostatnich lat rynek lotniczy rozwinął się na nieprawdopodobną wręcz skalę. Od momentu zaistnienia usług lotniczego transportu pasażerów zarezerwowanych początkowo dla ludzi bogatych i wpływowych, do dziś, kiedy latanie dostępne jest dla każdego przeciętnego człowieka. Przez wszystkie te lata, przemiany i transformacje dotknęły praktycznie wszystkich aspektów awiacji poczynając od samolotów przez procedury i wymagania w różnych dziedzinach, a kończąc na priorytetach rozwoju. Celem niniejszego artykułu jest zebranie i podsumowanie kilku zidentyfikowanych w ostatnich latach trendów, występujących nie tylko na rynku usług lotniczych, ale również na lotniskach. Artykuł porusza tematykę deregulacji usług lotniczych, która oprócz upowszechnienia się systemu hubowego realizacji przewozów umożliwiła powstanie i rozwój przewoźników niskokosztowych, co było swego rodzaju rewolucją w lotniczym transporcie osób. W odniesieniu do portów lotniczych artykuł przybliża pozalotnicze formy ich działalności w formie airport cities.

Współczesne porty lotnicze, będące prężnymi ośrodkami wymiany handlowej, miejscami pracy i bezpośrednich spotkań coraz większej liczby ludzi, osiągają rozmiary wymagające spójnej koncepcji techniczno-ekonomicznej, architektonicznej i funkcjonalno-przestrzennej. Prestiżowa architektura terminali reprezentuje dynamikę i potencjał ekonomiczny lokalnych społeczności, a układy urbanistyczne kompleksów zabudowań lotniskowych coraz częściej świadomie nawiązują do form miejskich. Lotniska są jednak nadal postrzegane jako anonimowe nie-miejsca nieposiadające głębszych symbolicznych i społecznych znaczeń, gdzie ludzie obok siebie koegzystują, nie tworząc żadnej wspólnoty. Czy porty lotnicze istotnie są pozbawionymi wartości i własnej historii negatywnymi nie-miejscami, czy też miejscami nowego typu, wymagającymi właściwego odczytania ich utajonych społecznych sensów i znaczeń w kontekście globalnych procesów urbanizacyjnych? Koncepcja nie-miejsc antropologa Marca Augé, której socjologowie przeciwstawiają teorię atmosfer filozofa-estetyka Gernota Böhmego, czy teoria obrazu miasta Kevina Lyncha wspierająca argumentację analityków procesów ekonomicznych airport city i aerotropolis pokazują, że lotnisko jako społeczno-przestrzenny fenomen wymaga interdyscyplinarnej analizy. Badacze różnych specjalności poszukują teoretycznych narzędzi, również w obszarze estetyki i teorii architektury, zdolnych do wyjaśniania złożonych zjawisk współczesności.
Contemporary airports, which are bustling commercial centres, workplaces and locations where ever-growing numbers of people meet face-to-face, have grown to such sizes that they require a consistent technical and economic, architectural as well as functional and spatial concept. The impressive architecture of airport terminals represents the dynamism and economic potential of local communities while urban layouts are more and more frequently deliberately designed to evoke urban forms. However, airports continue to be perceived as anonymous non-places, devoid of any deeper symbolic and social meanings, where people just co-exist next to one another, but do not form a community. Are airports really negative non-places devoid of any value and their own history or are they places of a new type requiring that their hidden social meanings and senses be properly read in the context of global urbanisation processes? The anthropologist Marc Augé’s concept of non-places, which sociologists contrast with the theory of atmospheres propounded by the philosopher and aesthetician Gernot Böhme’s, or Kevin Lynch’s theory of the image of the city supporting arguments put forward by airport city and aerotropolis economic process analysts, demonstrate that the airport as a social and spatial phenomenon calls for an interdisciplinary analysis. Researchers from various disciplines are looking for theoretical tools, also within the field of aesthetics and architectural theory, that can explain complex phenomena of contemporary times.

Background: The role of air transport in the economic development of a country and its regions cannot be overestimated. The decision concerning an airport's location must be in line with the expectations of all the stakeholders involved. This article deals with the issues related to the choice of sites where airports should be located. Methods: Two main quantitative approaches related to the issue of airport location are presented in this article, i.e. the question of optimizing such a choice and the issue of selecting the location from a predefined set. The former involves mathematical programming and formulating the problem as an optimization task, the latter, however, involves ranking the possible variations. Due to various methodological backgrounds, the authors present the advantages and disadvantages of both approaches and point to the one which currently has its own practical application. Results: Based on real-life examples, the authors present a multi-stage procedure, which renders it possible to solve the problem of airport location. Conclusions: Based on the overview of literature of the subject, the authors point to three types of approach to the issue of airport location which could enable further development of currently applied methods.
Wstęp: Transport lotniczy obecnie odgrywa ważną rolę, jeśli chodzi o rozwój gospodarczy zarówno kraju, jak i danego regionu. Ewentualna decyzja o jego lokalizacji powinna w maksymalnym stopniu spełniać oczekiwania interesariuszy. Niniejszy artykuł podejmuje tematykę związaną z wyborem lokalizacji portów lotniczych. Metody: W artykule przedstawiono dwa główne ilościowe nurty (podejścia) związane z problematyką lokalizacyjną portów lotniczych (PL), tj. problem optymalizacji wyboru lokalizacji PL oraz problem wyboru lokalizacji spośród z góry zdefiniowanego zbioru. Pierwszy z nich związany jest z programowaniem matematycznym i sformułowaniem problemu jako zadania optymalizacyjnego drugi natomiast zszeregowaniem wariantów Z uwagi na różne podłoże metodyczne autorzy przedstawili wady i zalety obu podejść oraz wskazali tą, która ma obecnie swoje praktyczne zastosowanie. Rezultaty: W artykule, opierając się na rzeczywistych przykładach, zaprezentowano procedurę wieloetapową pozwalającą na rozwiązywanie problemu lokalizacji portów lotniczych. Wnioski: W artykule, wskazano na bazie przeglądu literaturowego trzy koncepcje podejścia do problematyki lokalizacji PL, dzięki którym możliwe byłoby rozwinięcie obecnie stosowanych metod.

The proper preparation of personnel of civil airports is justified in terms of safety and security of flight operations, airport capacity, which in turn affects the timeliness of air traffic. For airports, which have been created from scratch, in a social environment in which there are no aviation traditions, with the formal tightening of qualification rules for airport services personnel by the EASA, the selection of candidates for training, the formation of service teams, their training and cohesion constitutes a real challenge. At the discretion of airport management, the definition of minimum requirements with regard to competence, ways of training, gaining and developing professional competence, determining remit (important in terms of insurance) and specification of the manner of storing data about the competence and remit, also their resumption, extension, suspension, cancellation as well as time and duration of the refreshment. This practice, being an attribute of airport management, is commonly defined as "Under supervision of Airport Authority". For each airport function, individual training programmers are juxtaposed, using the themes listed for the first stage, second stage and for the practical course. The phase of continuous improvement focuses on the selected functions in the organisational structure of the airport. One of the elements determining the safety and efficiency of the operation of an airport is the proper selection of candidates for work, including the personal-professional profile. Psychological studies, using available research tools, are used for this purpose. This article includes the results of studies conducted among work candidates in a newly created airport, in accordance with the following criteria: temperament, sense of control placement, coping with stress, intelligence and mental health abilities, attention, resilience, social competences, emotional intelligence. The study findings would be helpful in the management of the selection of employees and developing individual training programmes, preparing for work in specific positions at the airport.

Współczesne porty lotnicze z gałęziowych punktów i węzłów transportowych przekształcają się w multifunkcjonalne obiekty gospodarcze. Aktywizują one społeczno-gospodarczy potencjał struktur zagospodarowania przestrzeni. Porty lotnicze stały się ogniskami dyfuzji tendencji globalnych osiągnięć technologicznych, przestrzenno-demograficznych i kształtowania nowych, społeczno-ekonomicznych relacji. Jako miejsca nasilonej koncentracji przepływów ludności i lokalizacji inwestycji wzmacniają konkurencyjność współczesnych obszarów zurbanizowanych. Generują nowe miejsca pracy i prestiżową działalność w ich otoczeniu. Wokół współczesnych portów lotniczych powstają strefy okołolotniskowe, obszary o nowej użyteczności przestrzeni. Są one nośnikami nowoczesnego, ukierunkowanego rozwoju współczesnych struktur miejskich i regionalnych. Strefy okołolotniskowe, na zasadzie sprzężenia zwrotnego wzmacniają znaczenie i rozwój portów lotniczych. Porty lotnicze z otoczeniem cechują synergiczne współzależności rozwoju oraz osiągane korzyści. Celem opracowania jest prezentacja uwarunkowań, zakresu i efektów wpływu funkcji miastotwórczej oraz regionotwórczej portów lotniczych na rozwój stref okołolotniskowych na przykładzie portu lotniczego w Gdańsku.
Contemporary airports transformed from branch points and transport nodes into multifunctional buesiness objects. They are the leading force behind the socio-economic potential of space management structures. Aviation has become the focus of diffusion of trends in global technological, spatial and demographic development and the formation of new socioeconomic relationships. As a place of intensified concentration of population flows and investment locations, they strengthen the competitiveness of modern urbanized areas. Around modern airports are created “perimeter areas” of new usability of space. They are carriers of modern, focused development of modern urban and regional structures. The airport’s zones, on the basis of feedback, reinforce the importance and development of airports. Airports are characterized by synergistic interdependence of development and benefits. The aim of the study is to present the determinants, scope and effects of the influence of the metropolitan function and the region-forming airports on the development of the airport-related area on the example of the Gdansk airport.

The expansion of low-cost airlines over the last few decades has significantly influenced the requirements and directions of development of aviation infrastructure, opening up development opportunities for many regional and former military airports. In the second phase of development, low-cost airlines increased their presence at major airports. The low-cost model is evolving, just like the models of traditional and charter airlines. These changes are followed by the development and changes in the airport infrastructure. The model infrastructure adapted to serve low-cost airlines is geared towards reducing the cost for the airlines and shortening the turnaround time of aircrafts – it is therefore smaller and simpler, devoid of certain elements, e.g., jet bridges. Similarly, the time and comfort of travel from the airport to the centre of the metropolitan area are not as important as in the case of airports serving traditional airlines. Meeting the requirements of low-cost airlines is influencing changes in the design of airport systems serving metropolitan areas. Various models of aviation market development are implemented around the world – they depend on the size and specificity of the market and, above all, on the social and environmental conditions related to new infrastructure projects. In many areas of the world, in response to the low-cost market boom, duoport systems have been developed in which one of the airports is focused on servicing traditional traffic, and the other on servicing low-cost airlines. Several such projects are being implemented at the same time. Based on these experiences, it is possible to construct an optimal model of a duoport that would enable the development of the aviation market, including both the development of the hub of the local flag carrier and the development of the low-cost segment. This model assumes the specialisation of both airports, cooperation between them, an appropriately attractive location of the secondary airport (serving low-cost airlines) as well as the flexibility of the system (enabling the adaptation of its elements to changing market conditions). The layout of the Warsaw duoport consisting of Warsaw Chopin Airport and Warsaw Modlin Airport must be defined as far from optimal. This is mainly due to the lack of long-term support of the Polish state for this model and the resulting lack of cooperation between the two airports. However, there are objective reasons why the Warsaw duoport may become effective. Both airports have the ability to increase their capacity. Their location in relation to the serviced metropolitan area is optimal. Therefore, this model may be an attractive and worth detailed analysis alternative to the project of the construction of a new central airport within the framework of the CPK project (Centralny Port Komunikacyjny – Solidarity Transport Hub).
Ekspansja linii niskokosztowych w ostatnich kilku dekadach znacząco wpłynęła na wymogi i kierunki rozwoju infrastruktury lotniczej, otwierając szanse rozwoju dla wielu lotnisk regionalnych i byłych lotnisk wojskowych. W drugiej fazie rozwoju linie niskokosztowe zwiększyły swoją obecność w głównych lotniskach. Model działania tanich linii ewoluuje, podobnie jak modele linii tradycyjnych i czarterowych. Za tymi zmianami podąża rozwój i zmiany w infrastrukturze lotniskowej. Modelowa infrastruktura przystosowana do obsługi linii niskokosztowych jest nakierowana na zmniejszenie kosztu i obsługi linii lotniczych oraz przyspieszenie czasu obsługi samolotów – jest zatem mniejsza i prostsza, pozbawiona niektórych elementów, np. rękawów w terminalach. Podobnie czas i komfort dojazdu do centrum aglomeracji nie jest tak istotny, jak w przypadku lotnisk obsługujących tradycyjne linie. Spełnienie wymogów tanich linii wpływa na zmiany w kształtowaniu systemów lotniskowych obsługujących metropolie. Na świecie realizowane są różne modele rozwoju rynku lotniczego – zależy to od wielkości i specyfiki rynku, a przede wszystkim od uwarunkowań społecznych i środowiskowych związanych z nowymi inwestycjami lotniczymi. W kilku miejscach na świecie, w odpowiedzi na rozwój segmentu low cost, ukształtowały się systemy typu duoport, w których jedno z lotnisk skoncentrowane jest na obsłudze ruchu tradycyjnego, a drugie na obsłudze linii niskokosztowych. Jednocześnie kilka takich projektów jest realizowanych. Na podstawie tych doświadczeń można skonstruować optymalny model duoportu, który umożliwiałby rozwój rynku lotniczego, w tym zarówno rozwój hubu miejscowego przewoźnika flagowego, jak i rozwój segmentu niskokosztowego. Model ten zakłada specjalizację obu lotnisk, współpracę między nimi, odpowiednio atrakcyjne położenie lotniska drugorzędnego (obsługującego linie niskokosztowe), a także elastyczność systemu umożliwiającą adaptację poszczególnych jego elementów do zmieniających się warunków rynkowych. Układ warszawskiego duoportu składającego się z Lotniska Chopina i Lotniska Modlin trzeba określić jako daleki od optymalnego. Zdecydował o tym przede wszystkim brak długofalowego wsparcia polskiego państwa dla tego modelu i będący tego rezultatem brak współpracy między dwoma lotniskami. Jednak istnieją obiektywne przesłanki, dzięki którym warszawski duoport może stać się efektywny – oba lotniska mają możliwość zwiększenia przepustowości i ich położenie wobec obsługiwanej aglomeracji jest optymalne. Model ten może być więc atrakcyjną i wartą szczegółowych analiz alternatywą wobec projektu budowy nowego centralnego lotniska w ramach realizowanego obecnie projektu CPK.

W drugiej fazie rozwoju linie niskokosztowe zwiększyły swoją obecność w głównych lotniskach. Model działania tanich linii ewoluuje, podobnie jak modele linii tradycyjnych i czarterowych. Za tymi zmianami podąża rozwój i zmiany w infrastrukturze lotniskowej. Modelowa infrastruktura przystosowana do obsługi linii niskokosztowych jest nakierowana na zmniejszenie kosztu i obsługi linii lotniczych oraz przyspieszenie czasu obsługi samolotów – jest zatem mniejsza i prostsza, pozbawiona niektórych elementów, np. rękawów w terminalach. Podobnie czas i komfort dojazdu do centrum aglomeracji nie jest tak istotny, jak w przypadku lotnisk obsługujących tradycyjne linie. Spełnienie wymogów tanich linii wpływa na zmiany w kształtowaniu systemów lotniskowych obsługujących metropolie. Na świecie realizowane są różne modele rozwoju rynku lotniczego – zależy to od wielkości i specyfiki rynku, a przede wszystkich od uwarunkowań społecznych i środowiskowych związanych z nowymi inwestycjami lotniczymi. W kilku miejscach na świecie, w odpowiedzi na rozwój segmentu low cost, ukształtowały się systemy typu duoport, w których jedno z lotnisk skoncentrowane jest na obsłudze ruchu tradycyjnego, a drugie na obsłudze linii niskokosztowych. Jednocześnie kilka takich projektów jest realizowanych. Na podstawie tych doświadczeń można skonstruować optymalny model duoportu, który umożliwiałby rozwój rynku lotniczego, w tym zarówno rozwój hubu miejscowego przewoźnika flagowego, jak i rozwój segmentu niskokosztowego. The expansion of low-cost airlines over the last few decades has significantly influenced the requirements and directions of development of aviation infrastructure, opening up development opportunities for many regional and former military airports. In the second phase of development, low-cost airlines increased their presence at major airports. The low-cost model is evolving, just like the models of traditional and charter airlines. These changes are followed by the development and changes in the airport infrastructure. The model infrastructure adapted to serve low-cost airlines is geared towards reducing the cost for the airlines and shortening the turnaround time of aircrafts – it is therefore smaller and simpler, devoid of certain elements, e.g., jet bridges. Similarly, the time and comfort of travel from the airport to the centre of the metropolitan area are not as important as in the case of airports serving traditional airlines. Meeting the requirements of low-cost airlines is influencing changes in the design of airport systems serving metropolitan areas. Various models of aviation market development are implemented around the world – it depends on the size and specificity of the market and, above all, on the social and environmental conditions related to new infrastructure projects. In many areas of the world, in response to the low-cost market boom, duoport systems have been developed in which one of the airports is focused on servicing traditional traffic, and the other on servicing low-cost airlines. Several such projects are being implemented at the same time. Based on these experiences, it is possible to construct an optimal model of a duoport that would enable the development of the aviation market, including both the development of the hub of the local flag carrier and the development of the low-cost segment. This model assumes the specialisation of both airports, cooperation between them, an appropriately attractive location of the secondary airport (serving low-cost airlines) as well as the flexibility of the system (enabling the adaptation of its elements to changing market conditions). The layout of the Warsaw duoport consisting of Warsaw Chopin Airport and Warsaw Modlin Airport must be defined as far from optimal. This is mainly due to the lack of long-term support of the Polish state for this model and the resulting lack of cooperation between the two airports. However, there are objective reasons why the Warsaw duoport may become effective. Both airports have the ability to increase their capacity. Their location in relation to the serviced metropolitan area is optimal. Therefore, this model may be an attractive and worth detailed analysis alternative to the project to the construction of a new central airport within the framework of the CPK project (Centralny Port Komunikacyjny – Solidarity Transport Hub).

W Polsce przez wiele lat dostęp do transportu lotniczego był dla przeciętnego obywatela mocno ograniczony, zarówno ze względu na ceny jak i odległość od lotniska. Po liberalizacji rynku lotniczego i wprowadzeniu polityki „otwartego nieba” sytuacja ta jednak ulegała diametralnej zmianie. Pojawienie się przewoźników niskokosztowych zdecydowanie zwiększyło dostępność transportu lotniczego pod względem finansowym. Miało ono również niebagatelny wpływ na rozwój regionalnych portów lotniczych, które do tej pory pełniły jedynie służebną rolę w stosunku do centralnego lotniska kraju Warszawa-Okęcie. Rozwój portów regionalnych usunął w znacznym stopniu terytorialne ograniczenie dostępności transportu lotniczego, gdyż to właśnie z tych portów można się obecnie dostać w wiele zakątków Europy i świata. Dlatego też obecnie obserwujemy ciągły wzrost znaczenia regionalnych portów lotniczych. Tendencja ta dotyczy nie tylko Polski, ale również wielu krajów Europy. Celem niniejszego artykułu jest określenie stopnia rozwoju regionalnych portów lotniczych w Polsce oraz wskazanie ich roli w rynku lotniczym kraju na tle trendów w transporcie lotniczym w wybranych krajach UE.
In Poland for many years access to air transport for the average citizen has been very limited, both in terms of cost and distance from the airport. After the liberalization of the aviation market and the introduction of the policy of "open skies", this situation has changed diametrically. The emergence of low-cost carriers has definitely increased the financial availability of air transport. It has also a great influence on the development of regional airports, which have for many years played only a subordinate role in relation to the country's central airport in Warsaw-Okecie. The development of regional airports largely removed the territorial limitation of the availability of air transport, since it is from these ports, we can now get in many parts of Europe and the world. Therefore, we are now seeing a continuous increase in the importance of regional airports. This trend concerns not only Polish, but also in many European countries. The purpose of this article is to determine the degree of development of regional airports in Poland and an indication of their role in the aviation market of the country against trends transport in selected EU countries.

A region's economic development stability is directly linked to the level of services provided and the transport and communication infrastructure available to it. Airport security in the context of transport infrastructure development and the further development of regional logistics facilities is an important factor affecting both the public and private sectors. The causes and consequences investigation, which are the basic means for finding solutions in the safety area of the selected critical infrastructure subject was solved using the Ishikawa diagram. The search for causation based on the principle where each result has its own cause or combination of causes. We can use the 6M approach (staff, methods, machines, materials, measurement, and mother-nature), or 8M, which is supplemented by management and maintenance. In the process of elaborating this article, the consequences defined and the causes underlying the proposed solutions were examined in a successive way. This paper points out possible directions of development in the field of airport security within the context of the public logistics centre development. Obviously, there is no totally secure system and an increase in the level of security can be ensured by correlating all systems used to increase of the critical infrastructure elements resilience.

W artykule poddano analizie funkcjonowanie Portu Lotniczego Wrocław SA w roku 2023 w celu zbadania jego kondycji rozwojowej po regresie spowodowanym pandemią. Analiza obejmowała poszczególne segmenty oferty dla podróżnych, jak i trwające oraz przewidywane w najbliższym czasie procesy związane z rozwojem infrastruktury lotniskowej. Autor oparł się na danych liczbowych opisujących w/w działania, jak i odniósł je  do trendów i zjawisk występujących współcześnie na polskim i europejskim rynku lotnictwa cywilnego. Metodę badawczą stanowiła porównawcza analiza danych. Badanie wykazało, że wrocławskie lotnisko, tak jak większość polskiego rynku pasażerskiego,  wróciło po pandemicznym załamaniu na ścieżkę wzrostu. Realizacja infrastruktury lotniskowej będzie miała także wpływ na bezpieczeństwo narodowe i międzynarodowe.
The article analyzes the functioning of Wrocław Airport SA in 2023 to examine its developmental condition after the regression caused by the pandemic. The analysis included individual segments of the offer for travellers, as well as ongoing and expected in the near future processes related to the development of airport infrastructure. The author relied on numerical data describing the above-mentioned activities, as well as referred them to trends and observable phenomena occurring today on the Polish and European civil aviation market. The research method was a comparative data analysis. The study showed that the Wroclaw airport, like most of the Polish passenger market, has returned to a growth path after a pandemic slump. The realization of airport infrastructure will also impact national and international security.

W związku z ciągłym rozwojem lotnictwa cywilnego, a co za tym idzie infrastruktury lotniczej, zarządzający portami lotniczymi stoją przed wyzwaniem zminimalizowania ich negatywnego oddziaływania na środowisko naturalne. Istotnym aspektem pracy, jest wskazanie za pomocą metody formalno-dogmatycznej na pojęcie „ekologicznych lotnisk”, również w kontekście zasady zrównoważonego rozwoju. Dodatkowo za pomocą metody prawno-dogmatycznej, wykazano, iż istnieje szereg regulacji, które zapewniają ochronę środowiska naturalnego przed działalnością lotniczą. Ponadto, w ramach pracy wykazano, iż dodatkowe działania organizacji, w tym m.in. ACI, mogą prowadzić do wypracowania standardów w zakresie dbałości o środowisko naturalne przez porty lotnicze.
Due to continuous development of civil aviation and, what follows, the construction of suitable infrastructure, airport managers have to face the challenge of decreasing the negative impact of their actions on the environment. In this article, the author use the two methods of research - formal dogmatic and legal dogmatic. Thanks to the first method, it was possible to introduce the idea of ecological airports, being strongly related also to the regulation of sustainable development. Additionally, by following the concept of legal-dogmatic method, author was capable to demonstrate that a number of regulations sill provides the environmental protection against influence of aviation –related actions. Furthermore, author has presented that supplementary activities of the organization, including ACI, may lead to the detailed drafting of standards for environmental care by airports.

The article presents the safety issue bonded to the Polish Air Force F-16 multirole aircraft. The authors pointed out the issue of fuel used for emergency supply system of these aircrafts. The article emphasized the fact that these aircrafts require special fuel with designation H-70, which is 70% aqueous solution of toxic hydrazine. For this reason, the rescue services of Polish Air Force bases where Polish F-16 are stationed had to be adjusted accordingly. Just as importantly, authors noticed that in the event of an emergency landing of this aircraft at different airports could receive difficulties associated with the possible leakage of hydrazine, or its neutralization in the absence of specialized Hydrazine Response Team, which are part of the Airport Rescue Group. After the introduction of new aircraft for use in the Polish Air Force (in this case F-16 multirole aircraft), it is necessary to analyse the safety of their use in the context of potential places on which they can land. This is related, among others, to the safety of managing liquid fuels. In the case of F-16 aircraft, one must bear in mind besides the F-34 fuel, also hydrazine (H- 70). The article presents a functional diagram of EPU system of emergency power supply EPS of F-16 multirole aircraft.

The article is devoted to the problem of decision support in a simulation environment prepared for the air traffic control service. The limitations resulting from the functionality of the airport have been presented. In addition, the “integration” problems resulting from the movement of aircraft on the apron have been presented. The article outlines optimization problems such as minimizing the total taxiing time, taking into account the waiting time for the start of the runway, minimizing the time elapsed from the first taxiing to the end of taxiing by the last aircraft or multi-faceted functions, including, for example, penalties for deviations from the schedule of take-off / landing operations, failure to keep the CFMU time slots, or for too long taxiing cycles. The article presents restrictions on taxiing of aircraft, integration with other airport operations, decision problems and applied algorithms, groups of restrictions on taxiing of aircraft, scheduled flight table, dependencies between individual operations, positioning of aircraft.

Szacowanie kryteriów oceny stopnia zdegradowania funkcjonalnych elementów nawierzchni lotniskowych wykonanych z betonu cementowego na podstawie danych uzyskanych z eksploatowanych obiektów. Istotnym czynnikiem, który ma wpływ na bezpieczeństwo wykonywanych operacji lotniczych jest właściwe zarządzanie lotniskami w oparciu o uzyskane w sposób systemowy informacje o stanie technicznym nawierzchni ich elementów funkcjonalnych. Jednym z parametrów w oparciu o które szacuje się stan techniczny nawierzchni lotniskowych jest ocena stopnia ich zdegradowania prowadzona w oparciu o stwierdzone uszkodzenia i przeprowadzone naprawy. Takie podejście pozwala na oszacowanie niezbędnych zasobów potrzebnych do wykonania napraw i racjonalne zaplanowanie remontów. Wskaźnik oceny stopnia zdegradowania powierzchni badanej nawierzchni obliczany w oparciu o obmiarowane uszkodzenia i naprawy pozwala na całościową ocenę ich zdegradowania. Podstawową informacją niezbędną do oceny stopnia zdegradowania nawierzchni jest pozyskanie danych z przeprowadzonych przeglądów metodą wizualną a następnie zinwentaryzowanie ich. W oparciu o uzyskane dane o uszkodzeniach i wykonanych naprawach analizuje się stopień zdegradowania nawierzchni lotnisk i na tej podstawie określa się kryteria ich oceny. Badanie metodą wizualną, mimo swojej pozornej prostoty, jest trudne do wykonania. Kwalifikacja uszkodzeń czy napraw do odpowiedniej grupy często nie jest jednoznaczna, dlatego też proces inwentaryzacji powinien być unormowany.
Proper airfield management based on systematically acquired data concerning technical condition of pavement functional elements constitutes an important factor influencing the safety of conducted aviation operations. One of the parameters on the basis of which the technical condition of airfield pavements is determined, is the assessment of its deterioration level performed on the basis of observed damages and made repairs. This approach enables to determine the resources needed to carry out repairs and perform rational planning of overhauls. The pavement deterioration level index, calculated on the basis of measured damages and repairs, enables overall technical condition assessment of the analyzed pavement. The basic information needed for the airfield pavement deterioration assessment is data acquired from reviews using visual method and subsequent making an inventory of it. Basing on the acquired data concerning damages and repairs, the airfield pavement deterioration level is analyzed and on this basis criteria of its assessment are determined. The research using visual method, despite seeming quite simple, is difficult to carry out. The qualification of damages and repairs for an appropriate group is often ambiguous, which is why the process of making an inventory should be standardized.

The purpose of this article is to present ways of transport service of airports in Poland. Special attention was paid to their service using the railway line. Detailed information on airport access were presented also including public bus transport. For each airport serviced by railway a map of the line layout was included.

W artykule przedstawiono problematykę analizy komodalności transportu miejskiego (połączeń komunikacyjnych lotnisk z centrami aglomeracji) na przykładzie obszarów oddziaływania regionalnych portów lotniczych w środkowo-południowej Polsce. Problem przedstawiono na przykładzie obszaru aglomeracji śląskiej w odniesieniu do lotniska w Katowicach Muchowcu, które może stanowić obiekt referencyjny dla omawianego problemu. W artykule przytoczono pojęcie komodalności w odniesieniu do gałęzi transportu. Opisano również inne regionalne porty lotnicze w południowo-środkowej Polsce, wraz z lotniskami sportowymi, które w najbliższej przyszłości mogą uzyskać tego typu funkcjonalność. W dalszej kolejności zawężono selekcję regionalnych portów lotniczych w tym regionie Polski, w aspekcie poruszanego w artykule problemu. Przedstawiono liczne uwagi w zakresie możliwości rozwoju lotniska w Katowicach Muchowcu z uwagi na jego nietypową lokalizację w układzie miejskim aglomeracji katowickiej.
The article presents the problem of co-modality analysis of urban transport (public transport links with the centers of metropolitan airports) for areas of regional impact of airports in central and southern Poland. First of all, in a concise form described Muchowiec airport in Katowice. The article pointed out the concept of co-modality modes. The next section describes the regional airports in the south-central Poland, along with airports, sports that can get this type of functionality. In further narrowed the selection of regional airports in the Polish region in terms of the problem is driven in the article – the immediate vicinity of Katowice airport. In conclusion, reference was made to the possibility of development of the airport in Katowice Muchowiec.

The article is devoted to the analysis of the direct impact of chosen airports on the regional labor markets in Poland. The authors try to answer the following research questions: how the development of the Polish air transport market influenced labor markets in regions? Whether the growing air traffic at Polish airports, particularly regional airports, entails the increase of employment at airports and in companies located at the airports and offering services for air transport? Whether the increase of employment is proportional to the increase in the number of passengers and cargo in the air transport? In the introduction the categories of impact of an airport on regional economy have been described, then the development of the air transport market in Poland after the accession to the EU and direct impact of chosen airports on labor market – employment generated by 5 regional airports, which shared the primary data, i.e. Kraków Airport, Katowice Airport, Wrocław Airport, Bydgoszcz Airport, and Szczecin Airport have been presented. The analysis of the size of employment has been tied with the analysis of changes in the size of air traffic in the examined airports. In the last part of the article these airports have been presented in the background of the biggest employers in the regions from the industry, trade and services sectors.

Metodykę zilustrowano doborem i optymalizacją szeregu przełożeń mechanicznego reduktora automatycznej hydromechanicznej skrzyni biegów autobusu lotniskowego. Jako kryterium optymalizacji zostały zastosowane bezpieczeństwo i komfort jazdy pasażerów wyrażone poprzez płynność jazdy autobusu zdefiniowaną jako płynna zmiana przyśpieszenia podczas zmiany przełożeń w skrzyni biegów.
The article contains the prepared methodology of synthesizing construction parameters of gearbox values in airport means of transport. It was illustrated by the selection and optimization of a range of ratios in a mechanical reducer of automatic hydro-mechanical gearbox in an airport bus. As the optimization criterion we applied passenger travel safety and comfort expressed by smoothness of bus movement defined as smooth change of acceleration during changing values in the gearbox.

The paper presents the developed multispectral optoelectronic aircraft landing assistance and data transmission system for flight control. The purpose of the system is to provide information about the landing aircraft (in the day, at night and in the haze), such as the location of the aircraft in the runway axis, altitude, distance to touchdown and the condition of the plane components like landing gear etc. The system employs two infrared cameras working in spectral range of 3-5 µm and 8-12 µm and a video camera module. The system was tested in laboratory and in the field.

Opis:
This article presents the construction and technical concept for the use of an innovative repair of the airport pavement. It consists in embedding a prefabricated concrete slab in place of the excessively degraded surface of the existing slabs. In addition, the introduced technology of connecting adjacent panels together increases the spatial stiffness of the entire functional element and significantly increases the load-bearing capacity of the pavement. The results of laboratory and field tests presented in the article confirm the effectiveness of the technology used. As a result, the application of the reconstructing technology ensures the safety performance of aircraft operations at airports facilities.
W niniejszym artykule przedstawiona została konstrukcyjno-techniczna koncepcja dotycząca zastosowania nowatorskiej naprawy nawierzchni lotniskowej. Polega ona na wbudowaniu prefabrykowanej płyty betonowej w miejscu nadmiernie zdegradowanej nawierzchni płyt istniejących. Ponadto wprowadzona technologia połączenia ze sobą płyt sąsiednich zwiększa przestrzenną sztywność całego elementu funkcjonalnego oraz znacząco wpływa na wzrost parametru nośności nawierzchni. Przedstawione w artykule wyniki przeprowadzonych badań laboratoryjnych i poligonowych potwierdzają skuteczność zastosowanej technologii. W rezultacie stosowanie przedmiotowej technologii napraw zapewnia bezpieczne wykonywanie operacji statków powietrznych na obiektach lotniskowych.

W artykule przedstawiono oryginalne rozwiązania oraz metodykę postępowania przy wyznaczaniu grubości nakładek z mieszanek mineralno-asfaltowych dla remontów oraz modernizacji istniejących nawierzchni lotniskowych. Wykorzystując metodę Westergaarda, opracowano schemat postępowania oraz nomogramy do wyznaczenia naprężenia krawędziowego oraz dopuszczalnej siły obciążającej. Opracowane nomogramy są nowymi rozwiązaniami, które dotychczas w podobnej formie nie były przedstawiane. Po wyprowadzeniu wymienionych zależności zaprezentowano sposób praktycznego wykorzystania powstałych nomogramów w zależności od parametrów istniejącej podatnej nawierzchni lotniskowej. Opracowanie wykresów na podstawie obliczeń za pomocą wyprowadzonych równań zdecydowanie przyspieszy procedurę doboru grubości nakładki z mieszanek mineralno-asfaltowych na istniejące nawierzchnie lotniskowe wymagające remontu lub modernizacji.
The article presents original solutions, methodology, and procedure for determining the thickness of bituminous overlays for renovation and modernization of the existing airfield pavements. Using the Westergaard method, the algorithm and nomograms were developed in order to determine the edge stress and the loading force. The nomograms are a state of the art solutions that have never been presented in a similar form. After derivation of aforementioned dependencies, the practical way to use the nomograms, depending on the existing bituminous airport pavement, was demonstrated. The plots were developed on the basis of calculations using the derived equations. They will definitely facilitate the procedure of selecting the thickness of the flexible overlay to the airport pavements which require repair or modernization.

This article highlights the key issues of outsourcing in the field of airport ground services. Both airlines and airports have gradually started to outsource these services, following governmental decisions in several countries regarding the commercialization and privatization of airports. Our research was based on data available from different airports showing a general trend in service outsourcing. There are particular situations in which both the airports and airlines take measures for insourcing services, mainly those related to passengers’ security in today’s global security conditions with threats of potential terrorist attacks – even when this is known to be a more expensive method of doing business. Modern technology provides conditions in which it is possible to reduce the number of operators, controllers and other staff, which gives the same chance for insourcing and outsourcing. Our contribution provides a general idea of outsourcing applied to the air business. The company cannot do everything – specialisation and differentiation means that an enterprise may carry out its business better and cheaper and can thus offer this service to other enterprises.

Przedstawiono zagadnienie modelowania procesów lotniczych z użyciem technik symulacyjnych. W dalszej części przestawiono budowę i omówiono opracowany model symulacyjny.
The paper presents the simulation model of passenger handling process being conducted at the airport. The model and simulation have been done using ExtenSim simulation and modeling program. The passenger handling processes and their importance for the airports capacity have been outlined. Then, the issue of airports process modeling using simulation techniques has been presented.

Air transport plays a major role in the development of world economic activity and remains one of the fastest growing sectors of the international economy. One of the key elements that contribute to the maintenance of civil aviation development is to secure safe, efficient and environmentally sustainable means of transport, at the global, local and regional level. At airports communication air operations take place at intervals of tens of seconds to several minutes. A very important operation that the aircraft has to perform before coming to a safe standstill is take off. One of the most important operation is take off the aircraft. Security is an integral factor in determining the movement of the aircraft. The paper contains identification and analysis take off aircraft operations. The paper presents an analysis of the take-off operations including the rejected take-off. It is used in the analysis of the operation-taking place at the aerodrome of computer tools and methods. The result is the mathematical models form the basis for computer simulation. The aim of the article is modelling of the various stages of launch operations and identify basic models of these steps based on the parameters recorded by the flight data recorder aircraft. Constructed models imitating actual aircraft operations in the vicinity of the airport, will could be used in the practice of aviation.

W artykule zaprezentowano znaczenie sektora lotniczego w XXI wieku. Przedstawiono największe porty lotnicze na świecie. Changi Airport jest podany jako przykład nowoczesnego lotniska, ponieważ wyróżnia się od innych, przez nowych technologii wykorzystywanych na zaciskach, niesamowity design i potencjale rozwoju.
The article presents how important the aviation industry is in XXI century. It has been presented the biggest airports on the world. Changi Airport is given as an example of a modern airport because it stands out from others by new technologies used on the terminals, amazing design and development potential.

Airports are strategic elements of national and local infrastructure. They have considerable economic and social impact on surrounding areas. Local governments engage in development of regional airports. This engagement takes various forms. This article presents the analysis of reasons and forms of local governments’ engagement in aviation branch.

The study contains a description of the use of GIS tools in compensation proceedings using the example of the area of limited use set up for the Katowice International Airport in Pyrzowice. Additionally, the study describes the development history of the system so far and presents future trends allowing integration of the existing system with projects fulfilling requirements of particular airport departments. Consistently taken development steps will ultimately allow reducing the expenses incurred in relation to compensation proceedings on account of noise emissions and allow significantly better management of the infrastructure of Katowice International Airport in Pyrzowice
