Opis:
Farmers' cooperatives were introduced into Polish legislation by the Act onfarmers' cooperatives of 4 October 2018. It is a new legal structure, thus its usefulness for the modern market economy may be assessed only in the future. In accordance with the legislator' s intentions, the act aims to strengthen the role of cooperatives in agriculture. It also responds to the needs and expectations of farmers searching for support in the process of their association and functioning in cooperatives. Numerous incentives, mostly of a fiscal nature, are to facilitate the development of this kind of cooperatives. This may be an impulse for the development of the cooperative mo vement in Poland, as it is currently the case in Western European countries.

The aim of the paper is to characterise Polish agricultural trade with the EU-15. Polish-EU agricultural trade balance was negative in 1994-2002 and the positive one in the amount of 200 M. EUR appeared in 2003. Fruit and vegetables, meat and its preparations are the main product groups in Polish-EU agri-food export and import. Among the EU countries, Germany is the main Poland?s agricultural trade partner.
Handel rolno-spożywczy tradycyjnie zajmował ważne miejsce w strukturze obrotów handlowych Polski. W dobie integracji Polski z Unią Europejską i globalizacji gospodarki jego rola staje się większa niż kiedykolwiek przedtem, a polskie produkty rolno-spożywcze zyskują łatwiejszy dostęp do rynków zagranicznych, w tym do rynku UE. UE była, jest i pozostanie głównym partnerem handlowym Polski, zarówno po stronie eksportu, jak i importu produktów rolno-spożywczych. W opracowaniu dokonano charakterystyki handlu zagranicznego produktami rolno-spożywczymi Polski z UE. Przeprowadzono analizę wartości obrotów oraz zbadano strukturę kierunkową i towarową handlu rolno-spożywczego.

The Polish agricultural market in the last decade has been marked by considerable instability and fluctuations in the economic factors influencing production. Research has shown that Poland does provide conditions for the existence of agricultural futures markets, their effectiveness, however, depends on the political attitudes towards agriculture. The clash between the functioning of the futures market and the direct state interventionism in the grains market has led to the breakdown of the derivative instruments market on the commodity exchange. If interventionist policies are to be implemented without causing a head-on collision with the market tools for price-hedging and without lessening the impact thereof, it is required that intermediary forms of state interventionism be followed, which would allow the participants of the market to be actively involved in the circulation of goods.
W artykule poruszono problem możliwości zastosowania instrumentów pochodnych w celu zabezpieczenia cen towarów rolnych w transakcjach przyszłych. Dodatkowo podjęto próbę określenia możliwości i form interwencjonizmu państwowego w rolnictwie współdziałającego z gospodarką rynkową i umożliwiającego funkcjonowanie rynku instrumentów pochodnych na towary rolne. Omawiając problem na przykładzie krajowych doświadczeń, w konkluzji stwierdzono, że efektywność funkcjonowania instrumentów rynku terminowego na rynku towarów rolnych jest uzależniona od polityki wobec rolnictwa. Uznano również, że istnieje możliwość prowadzenia polityki interwencyjnej w rolnictwie bez zdecydowanej kolizji interesów i bez umniejszania znaczenia instrumentów rynkowych gwarantowania ceny.

In the current law lacks provisions that would enable farmers to sell directly processed products without setting up a business. The Senate submitted draft act amending the Income Tax Act from individuals and the Act on Freedom of Business Activity (AFBA), designed to enable direct sales of processed products. The aim of considerations is to evaluate these legislative proposals. Therefore they were analyzed and compared with the Italian legal solutions. Generally is favorably accepted the proposal to exclude from being subject to the provisions of the AFBA farmers selling to consumers plant or animal products produced on his farm and processed in person or by family members of the farmer, in a manner other than industrial. The proposed criteria of processing, though not entirely precise, may be sufficient to determine the accessory nature of the activity. It would be justified to increase the amount of revenue, or rather of income tax–free to a level that would permit to achieve real additional income for the farmers. In such a situation it would be reasonable to extent the consequences of exceeding the specified limit on the ground of AFBA. This would be a measurable, quantitative parameter limiting the size of a processed products selling activity.

Opis:
e-Choupal is an initiative of Indian Tobacco Company (ITC) Limited which came into existence in the year 2000 with an objective to link rural farmers via the Internet to procure agricultural products. Traditionally, agricultural commodities were procured in mandis, major agricultural marketing centers in rural areas, where the middleman make most of the profit. These middlemen used unscientific and unfair means to judge the quality and set the price of the product and therefore there has been less incentive for the farmers to invest and produce good quality output. With the formation of e-Choupal, the farmers were given a choice to sell their products freely diminishing the influence of the middlemen. This initiative also addressed issues like fragmented farms, weak institutions, and information asymmetry amongst farmers.This paper examines and evaluates the business model of ITC e-Choupal and studies the acceptance of this business by the farmers.

The article examines the role of countries in the development of the world market of agrarian products. The aim of the paper is to present how the Italian legislature supports the promotion and sale of broadly understood regional and traditional products, including the products covered by EU quality system. It analyses rules for the implementation in some regional Rural Development Programs measure under art. 16 of EU Regulation 1305/2013 and the national and regional regulations concerning various forms of promotion and sale of products. Italian solutions to promote quality products, are focused on improving their commercialization in local markets in the short supply chain. These are the rules for the creation of farmers’ markets; destination of specific area in the municipal agricultural markets for local products; administration of regional products in agritourism; provisions enabling farmers to combine their agricultural and food products in the processing and direct sales, as well as providing a very broad catalog forms of union, both on the supply side (with respect to the participants in the production chain) as well as on the demand side, by creating the so-called folk purchasing groups.

This paper is divided into two sections: the objective of the first section concerns identification of price risk volatility system protection. The second section presents measurement and evaluation of the level of price volatility (on wheat and rye markets). 
Badania były prowadzone w dwóch etapach. W pierwszym etapie dokonano identyfikacji dostępnych na rynku indywidualnych technik zarządzania ryzykiem niekorzystnej zmiany ceny przez podmioty rynku rolnego. W drugim etapie dokonano analizy zmienności cen wybranych towarów rolniczych (pszenica, żyto) jako podstawowego czynnika decydującego o możliwości stosowania rynków towarowych instrumentów pochodnych. W wyniku przeprowadzonych badań można stwierdzić, iż rolnicy mają świadomość istnienia ryzyka zbytu i niekorzystnych zmian cen, a także dążą do niwelowania jego efektów poprzez korzystanie z różnych instrumentów. Najpowszechniejszym sposobem przeciwdziałania ryzyku niekorzystnej zmiany ceny i dochodów w gospodarstwie jest różnicowanie prowadzonej produkcji. Uczestnicy rynku poszukują rozwiązań pozwalających im na ograniczenie ryzyka niekorzystnej zmiany ceny, wykorzystując formy integracji zarówno poziomej, jak i pionowej. Przeprowadzona analiza zmienności cen na krajowych rynkach pszenicy konsumpcyjnej, żyta oraz ziemniaków wskazuje na korzystne kształtowanie tego czynnika z punktu widzenia możliwości wprowadzenia towarowych rynków instrumentów pochodnych na polskim rynku rolnym.

The challenges and achievements of technological upgrading are traditionally discussed in the context of the of high-tech production. However, such areas as agriculture and food production demand no less modern scientific and technological achievements. The challenges of appropriate feeding the population remain relevant. The article focuses on the examinations of issues related to the possibilities of involving modern technological achievements for the development of Russian agriculture. The main scientific methods of research were bibliographic analysis, statistical and factor analysis, comparative analysis, methods of analogies. The factual basis for the research was the official data of the Federal State Statistic Service (Rosstat), the data of technoparks in Russia, the results of modern scientific research of foreign and Russian scientists. A conclusion on the feasibility of involving the scientific and productive capacity of Russian technology parks for technological upgrading of agriculture in Russia is based on the analysis of the activities of the organizations in the country's science and technology sector, first and foremost technoparks.

W artykule omówiono w ujęciu analityczno-modelowym zagadnienie wpływu zmian poziomu cen skupu produktu rolnego na opłacalność produkcji w rolnictwie, a ściślej u producenta rolnego na danym rynku produktu rolnego (w danym sektorze). Logika rozumowania formalno-dedukcyjnego jest następnie ilustrowana i weryfikowana empirycznie. Wyprowadzony własny analityczny opis relacji określających zmiany poziomu opłacalności produkcji u producenta rolnego, ze szczególnym uwzględnieniem zmiany ceny skupu, to w istocie cel i wartość dodana artykułu. Pozwala to na identyfikację zależności wynikających z praw rynkowych, które mają wpływ na zmiany opłacalności produkcji. W szczególności został pokazany wpływ wzajemnych relacji zmian poziomu ceny skupu i wielkości skupu na przychody i tym samym opłacalność produkcji. Artykuł ma przesłanie teoretyczno-poznawcze oraz w pewnym stopniu metodyczne. Rozumowanie w artykule prowadzone jest w ujęciu i na poziomie ogólności właściwym dla mikroekonomii i teorii ekonomiki rolnictwa oraz dla danego rynku produktu dla producenta rolnego.
The article discusses the issue of the impact of changes in purchase prices of an agricultural product on production profitability in agriculture, and more precisely with respect to agricultural producers on a given agricultural product market (in a given sector) in an analytical and model approach. The logic of formal deductive reasoning is then illustrated and verified empirically. The authors’ own analytical description of the relationship determining changes in the level of production profitability for agricultural producers, with a particular emphasis on the change in the purchase price, is in fact the goal and added value of the article. It enables the identification of dependencies resulting from market laws that affect changes in production profitability. In particular, the authors present the influence of mutual relationships between changes in the purchase price level and the purchase volume on revenue, and thus production profitability. The article has a theoretical and cognitive and, to some extent, methodological message. The reasoning in the article is carried out in terms and at the level of generality appropriate for microeconomics and the theory of agricultural economics as well as a given product market for agricultural producers.

The main objective of the research was to assess the production and economic results of winter wheat, rye, spring barley, grain maize, winter oilseed rape and sugar beets in 2018 depending on the scale of their cultivation. The research was conducted on commercial farms, which sell their production. These farms were purposively selected from a representative farm sample that was in the field of observation of the Polish FADN system. Data describing the studied agricultural products were collected in the AGROKOSZTY system, and then supplemented with data from the Polish FADN database. The results of the analysed products were influenced by production capacity of farms, i.e. resources of land, labour and capital, their quality and the manner of use, but they were also dependent on external conditions (e.g. market, weather). These impacts resulted in varying degrees of changes in the volume of production, unit costs and price of products. In 2018, the income from the surveyed agricultural products was within fairly wide limits. However, the positive impact of the size of the production scale was visible. In each group, there were farms where production was unprofitable, but in the case of large-scale cultivation, the percentage of farms with an indicator below 100 was always the smallest (the only exception was sugar beet).
Głównym celem badań była ocena w 2018 roku wyników produkcyjno ekonomicznych pszenicy ozimej, żyta, jęczmienia jarego, kukurydzy na ziarno, rzepaku ozimego oraz buraków cukrowych w zależności od skali ich uprawy. Badania przeprowadzono w gospodarstwach towarowych, czyli takich, które swoją produkcję przeznaczają na sprzedaż. Gospodarstwa te wybrano celowo z reprezentatywnej próby gospodarstw, która znajdowała się w polu obserwacji systemu Polski FADN. Dane opisujące badane produkty zebrano w systemie AGROKOSZTY, a następnie uzupełniono danymi z bazy Polskiego FADN. Na wyniki badanych produktów wpływ miał potencjał produkcyjny gospodarstw (tj. zasoby ziemi, pracy i kapitału), ich jakość i sposób wykorzystania, ale zależały także od warunków zewnętrznych (np. rynkowych, pogodowych). Oddziaływania te skutkowały różnym stopniem zmian w zakresie wolumenu produkcji, kosztów jednostkowych oraz cen realizacji produktów. W 2018 roku dochód, jaki zapewniły badane produkty rolnicze, mieścił się w dość szerokich granicach. Korzystny wpływ wielkości skali produkcji był jednak widoczny. W każdej grupie występowały gospodarstwa, w których produkcja okazała się nieopłacalna, ale w przypadku dużej skali uprawy odsetek gospodarstw ze wskaźnikiem poniżej 100 zawsze był najmniejszy (wyjątek stanowiły buraki cukrowe).

Głównym celem badań była ocena wyników ekonomicznych produkcji mleka krowiego, żywca wołowego i żywca wieprzowego w gospodarstwach różniących się skalą ich produkcji w 2019 roku. Badania przeprowadzono w gospodarstwach towarowych, czyli takich, które swoją produkcję przeznaczają na sprzedaż. Gospodarstwa te wybrano celowo z reprezentatywnej próby gospodarstw, która znajdowała się w polu obserwacji systemu Polski FADN. Dane opisujące badane działalności zebrano w systemie AGROKOSZTY, a następnie uzupełniono danymi z bazy Polskiego FADN. Na wyniki badanych działalności produkcyjnych wpływ miał potencjał produkcyjny gospodarstw (tj. zasoby ziemi, pracy i kapitału), ich jakość i sposób wykorzystania, ale zależały także od warunków zewnętrznych (np. rynkowych). Oddziaływania te skutkowały różnym stopniem zmian w zakresie kosztów jednostkowych oraz cen realizacji produktów. W 2019 roku dochód, jaki zapewniły badane działalności produkcyjne, mieścił się w dość szerokich granicach. Korzystny wpływ wielkości skali produkcji był jednak widoczny. W każdej grupie występowały gospodarstwa, w których produkcja była nieopłacalna, ale w przypadku dużej skali odsetek gospodarstw ze wskaźnikiem poniżej 100 zawsze był najmniejszy.

Opis:
The aim of this study is to assess the competitiveness of the Polish agri-food sector for 2004–2017, taking into account its most important sections. It begins with the discussion about the macroeconomic determinants of the competitiveness of the agri-food sector, i.e. the most important external (international) and internal (domestic) factors affecting its competitiveness. Next, the growth of foreign trade in Polish agri-food products is described, both in total volumes and the results in particular groups. The competitiveness of the Polish agri-food sector and its most important sections was assessed on the basis of two quantitative indicators: the trade coverage index (TC) and the revealed comparative advantage (RCA) in exports. The analysis shows that in 2004–2017 agri-food trade in Poland was growing dynamically and the indicators significantly improved in most sections. The authors claim that the improvement of the competitiveness of the agri-food sector in Poland benefited from favourable macroeconomic determinants, both international and domestic ones.

Przedstawiono badania eksperymentalne z zakresu procesu mieszania rolniczych produktów sypkich i ciekłych. Badania dotyczyły: teorii procesu mieszania, trajektorii ruchu cząsteczek biorących udział w procesie mieszania, sił oddziałujących na elementy konstrukcyjne mieszadeł, rodzajów przepływów masy mieszanych składników, sposobu oceny stopnia wymieszania składników oraz zapotrzebowania na energię podczas mieszania.
Paper presented a review of the experiments concerning mixing processes of agricultural products. Described research included: the theory of mixing processes, movement trajectories of particulates during mixing, the forces involved in reaction on the mixer construction elements, mass flow patterns at mixing, methods of mixing quality evaluation and energy saving by avoiding of over-mixing.
