Opis:
Applications of multi-state approach to the reliability evaluation of systems composed of independent components are considered. The main emphasis is on multi-state systems with degrading components because of the importance of such an approach in safety analysis, assessment and prediction, and analysing the effectiveness of operation processes of real technical systems. The results concerned with multi-state series systems are applied to the reliability evaluation and risk function determination of a homogeneous bus transportation system. Results on homogeneous multi-state “m out of n” systems are applied to durability evaluation of a steel rope. A nonhomogeneous series-parallel pipeline system composed of several lines of multi-state pipe segments is estimated as well. Moreover, the reliability evaluation of the model homogeneous multi-state parallel-series electrical energy distribution system is performed.

The paper presents a general approach to safety analysis of critical infrastructures that aims to suggest new and to develop existing methods and tools capable of supporting intelligent modeling and decision making in controlling and optimizing the safety of those systems and their accidents consequences risk. Its main focus is on the suggestions of the creation and usage of new techniques, procedures and strategies to improve and to optimize safety of real complex infrastructure systems related to the inside dependencies – among their subsystems and components and the outside dependencies – coming from their operation environment and from other dangerous events and natural hazards. The approach tries to create an original and coherent methodology of safety of critical infrastructures useful in ensuring and improving safety of those systems in various industrial sectors by providing an integrated package of solutions consisting of various packages of theoretical and practical tools ready for direct use by safety theoreticians and practitioners dealing with safety of real critical infrastructures.

Series-“m out of n” systems and “m out of n”-series systems are defined and exemplary theorems on their limit reliability functions are presented and applied to the reliability evaluation of a piping transportation system and a rope elevator. Applications of the asymptotic approach in large series systems reliability improvement are also presented. The paper is completed by showing the possibility of applying the asymptotic approach to the reliability analysis of large systems placed in their variable operation processes. In this scope, the asymptotic approach to reliability evaluation for a port grain transportation system related to its operation process is performed.

The paper is concerned with the application of limit reliability functions to the reliability evaluation of large systems. Two-state large non-repaired systems composed of independent components are considered. The asymptotic approach to the system reliability investigation and the system limit reliability function are defined. Two-state homogeneous series, parallel and series-parallel systems are defined and their exact reliability functions are determined. The classes of limit reliability functions of these systems are presented. The results of the investigation concerned with domains of attraction for the limit reliability functions of the considered systems and the investigation concerned with the reliability of large hierarchical systems as well are discussed in the paper. The paper contains exemplary applications of the presented facts to the reliability evaluation of large technical systems.

Zaproponowane jest wielostanowe podejście do zdefiniowania podstawowych pojęć analizy i diagnozowania bezpieczeństwa systemów. Zdefiniowane są funkcja bezpieczeństwa systemu i funkcja ryzyka systemu. Zdefiniowane są podstawowe struktury wielostanowych systemów elementów z pogarszającymi się stanami bezpieczeństwa. Dla tych systemów wyznaczone są funkcje bezpieczeństwa. Proponowane podejście jest zastosowane do oceny funkcji bezpieczeństwa, funkcji ryzyka oraz innych charakterystyk bezpieczeństwa systemu transportu rurociągowego, kabla energetycznego oraz liny stalowej.
A multi-state approach to defining basic notions of the system safety analysis and diagnosis is proposed. A system safety function and a system risk function are defined. Basic safety structures of multi-state systems of components with degrading safety states are defined. For these systems the multi-state safety functions are determined. The proposed approach is applied to the evaluation of safety functions, risk functions and other safety characteristics of a piping transportation system, an energetic cable and a steel rope.

W artykule przedstawiono nowe praktyczne narzędzie do rozwiązania zagadnienia optymalizacji procesu eksploatacji i niezawodności złożonych systemów technicznych. Wykorzystano zintegrowany ogólny model niezawodności złożonych systemów technicznych w zmiennych warunkach eksploatacyjnych, łączący wielostanowe podejście do analizy niezawodności systemów z modelem semi-markowskim ich procesu eksploatacji. Ten łączny model oraz programowanie liniowe zaproponowane są jako narzędzie do optymalizacji procesów eksploatacji złożonych systemów technicznych skutkującej maksymalizacją średnich czasów przebywania systemów w podzbiorach stanów niezawodnościowych.
A convenient new tool for solving the problem of reliability and availability evaluation and optimisation of complex technical systems is presented. Linking a semi-Markov modelling of the system operation processes with a multi-state approach to system reliability analysis is proposed to construct the joint general model of the reliability of complex technical systems in variable operation conditions. This joint model and linear programming are proposed for complex technical systems for the optimisation and maximisation the system lifetimes in the reliability state subsets.

Zaproponowano użycie granicznych funkcji do oceny niezawodności i gotowości systemów oraz zastosowanie procesów Semi-Markova do modelowania ich procesu eksploatacji. Analizowano też podejście do rozwiązania bardzo ważnego, praktycznego problemu powiązania niezawodności systemów z ich procesem eksploatacji. Zastosowanie przedstawionej metody omówiono na przykładzie oceny niezawodności i gotowości portowego systemu transportu zboża.
The paper proposes the use of the limit reliability functions in the systems' reliability and availability evaluation and semi-markov processes application for their operation modelling. The paper offers an approach to the solution of a practically very important problem of linking the systems' reliability and their operation processes. An application of the proposed method is illustrated in the evaluation of reliability, risk and availability of the port grain transportation system.

The paper presents a method of the GBNCIN operation and safety, with considering the climate-weather change process, safety optimization. Basic characteristics of the critical infrastructure operation process related to climateweather change process are shown. Then, the GBNCIN operation cost related to climate-weather change is introduced. Furthermore, by analysis of the operation cost of the GBNCIN impacted by the operation process, related to the climate-weather change process, and its conditional safety functions, mean values of the total sojourn times at particular operation states during certain sufficiently large GBNCIN operation time are fixed. The main aim of the paper is the adaptation of the known methods for safety modelling related to the operation process for Baltic Port and Shipping Critical Infrastructure Network. To realize this goal, the description of the four critical infrastructure networks, i.e. Baltic Port, Shipping, Ship traffic and port operation, and finally Baltic Port and Shipping are provided. The basic notations for operation process and multi-state CIN safety analysis for them are introduced. Furthermore, the Baltic Port and Shipping Critical Infrastructure Network safety function and its risk function are proposed. The practically significant critical infrastructure network safety indices like mean lifetime up to the exceeding a critical safety state, the moment when the risk function value exceeds the acceptable safety level, the component and critical infrastructure network intensities of ageing/degradation and the coefficients of operation impact on component and critical infrastructure network intensities of ageing are presented for four CIs considered in the paper.

In the paper, the three critical infrastructure networks are introduced, i.e. port, shipping, and ship traffic and port operation information. The paper presents critical infrastructure accident consequences terminology, used in the project titled “A panEuropean framework for strengthening Critical Infrastructure resilience to climate change – EU-CIRCLE”, realized under the European Union’s Horizon 2020 research and innovation program. The methodology concerned with EU-CIRCLE project Case Study 2, investigating chemical spill due to extreme surges related to critical infrastructure accident consequences modelling in the scope of project issues is proposed as well.

In the paper the probabilistic general model of critical infrastructure accident consequences (GMCIAC) including the process of initiating events, the process of environment threats and the process of environment degradation models is proposed. Next, the methods of its parameters statistical identification are presented. Futher, the marine traffic across the world and sea accidents were observed. Their initiating events and environment threats coming from released chemical substances as well as environment degradations in the neighbourhood region of sea accident were analysed. Then, the process of initiating events, the process of environment threats and the process of environment degradation were analysed and their states are distinguised.

Opis:
The paper presents an approach to modelling operation process of critical infrastructure networks located within certain area. The approach has been conducted basing on networks located within the Baltic Sea area, being however also general concept of network of critical infrastructure networks operational process analysis. Operation process of particular critical infrastructure network has been defined, and then its characteristics described, by applying a semi-Markov processes modelling approach. Further, similar approach has been conducted to model operation process of network of critical infrastructure networks. On the base of models of operation processes of certain critical infrastructure network, and network of critical infrastructure networks, general approach to Global Baltic Network of Critical Infrastructure Networks modelling is presented as well.
