In recent years, there has been increasing interest in phenomenon of poor political activity among young adults, manifested in large percentage of non-voters and politically non-engaged individuals. The aim of this study was to examine the relationships between voting behaviour and political preferences of young adults and their hierarchy of basic personal values, global subjective happiness and evaluations of fair and unfair treatment in social exchange. The results of the study indicate firstly, that the most important values were power, conformity and tradition, secondly, that the non-voters evaluated hedonism lower and security higher than the voters and thirdly, that value profiles for five groups of voters differed in preferences of conformity, tradition, security and hedonism. There were no significant differences between voters and non-voters in respect of global subjective happiness and evaluations of fair and unfair treatment. However, significant differences in these variables occured between electorates of specified political parties. The findings of the current research provide a psychological characteristic of young adults in terms of basic values, subjective happiness and perception of unfairness, allowing also to identify some of the possible indicators of poor political activity in this group.

The study’s main aim is to look for relationships between political beliefs and political subjectivity of grey voters (over 65). Political beliefs contain a motivational element, mainly due to being embedded in the values and needs of the respective individuals. This can affect the consciously created place of the citizen within the political system in different directions. The orientation of the study on the grey voters may be cognitively engaging due to the several sources related to historical events that took place in Poland. Political beliefs were conceptualized through dimensions on a left-right scale, where xenophobia and religious fundamentalism were diagnosed in the area of cultural beliefs. In contrast, acceptance of capitalism and anti-welfare were diagnosed in the area of economic beliefs. Political subjectivity was diagnosed using an original tool, whose preliminary analysis made it possible to distinguish three factors of the construct: political initiative, political sense, and identification with the political system.

Polish local elections in 2018, many months before their commencement, became one of the main elements of the political discourse. Due to the specificity of the electoral calendar, for the first time since the parliamentary and presidential elections in 2015, voters had to assess the actions taken by the Law and Justice (Prawo i Sprawiedliwość, PiS) in the electoral act. Of course, this could only happen indirectly, precisely through local elections, which due to their specificity, are not able to fully reflect the balance of powers that operates on the national arena. However, also in this way voters could refer to national events. Expressing support for them by voting on PiS, or by showing negations of their actions by voting for groups remaining in opposition. The aim of the paper is to check whether, in the perception of voters, events on the national political arena determine the behavior of two types of participants in local elections: local politicians and voters.

The electoral system plays an important role in the process of the determining of the election results. It enables the distribution of the seats among the competing electoral committees, and it affects the balance of the political forces in the representative bodies. But the meaning of the electoral system is not limited to the electoral process. The elec-toral system affects also the communication of the elected people with the voters. The electoral code introduced important changes in the manner of the conduct of elections to the municipal councils. The purpose of this presentation is an attempt to analyse how much these changes may affect the reinforcement of the ties between the councillor and the voters and they may contribute to better representation of the interests of the elec-torate in the work of the municipal council.

The aim of this study was to compare personality profiles of groups of voters varying in ideological and political preferences. A six-dimensional model of personality (HEXACO) and lexical approach to the study of personality structure were used. The results showed that lower Agreeableness and higher Conscientiousness distinguished right-wing voters from other groups. Lower Extraversion characterized the group of voters who did not establish their ideological preferences. The group of centrist voters did not show distinct individuality in respect to personality. Personality traits distinguishing supporters of PiS are characteristic of right-wing voters and traits distinguishing supporters of PO are characteristic of left-wind voters but both groups of voters were similar in relatively high Conscientiousness. The results of the research showed some personality traits which characterized supporters of PSL, RP and SLD.

The intelligibility of initiative proposals is of utmost importance in case of direct democratic decisions. This study sums up the tools by means of which voters are informed about referendum issues in countries or states with well developed direct democratic traditions, like Switzerland, Oregon and California. A special attention is paid to ballot pamphlets and requirements regarding the wording of the proposal. The second part of the study focuses on Hungary. Ballot pamphlets are not in use here, the practice of the authorities is centred on the “requirement of the unambiguity of the question”. Based on an analysis of the resolutions of the National Election Committee, the decisions of the Constitutional Court and the Curia (Supreme Court) of Hungary, the authors demonstrate that the requirement of unambiguity has become an obligation of initiators which is very difficult to comply with. The study finally recommends possible solutions in order to make the tool of bottom-up initiative a more practicable instrument of direct democracy in Hungary.

Presented article is aimed at examining the emotional attitudes to candidates for the president of Poland among pro-systemic and anti-systemic voters in 2015 presidential election and showing the influence of campaign TV ads on these groups of Polish electorate. The research conducted by author reveals that anti-systemic electorate is less interested in politics and more likely to be influenced by electoral TV spots. The study also confirms the relation between emotional attitudes to political actors and political preferences. According to the results of experiment anti-systemic voters expressed more positive feelings towards candidates from out of the political mainstream, and the other way round, the pro-systemic electorate rather liked the candidates presented by parliamentary parties.

The article analyzes the relations between political trust - one of the most important values in the life of political communities - and election-related behaviors in the narrow meaning of voting. Researchers investigate the phenomenon of decreasing turnout as one of the expressions of democratic crisis. When studying such a complex problem, it is essential to search for multi-theme causes which might be helpful in understanding the topic and possibly finding a solution for it. The author of this article, while assuming the correctness of analyzes conducted thus far, which indicate that the problem lies in weaker attachment to political parties, less interest in politics and inadequate tools, raises questions whether the decreasing turnout in individual states may be related to the level of trust that citizens put in political institutions and whether there is a relation between these both indicators. In order to answer these questions, the author employs a quantitative analysis of data which derive from reports containing percentage levels of political trust and turnout in the elections, a comparative analysis, as well as an overview of literature on the subject.

The analysis focuses on similarities and differences of behavior exhibited by voters in the 2012 and 2016 US elections with verification from empirical sources. The analysis has revealed the use of internet in both elections as well as the mobilization of certain groups of voters including Latinos, women, and working class. Social classes are also revealed to also have effect on the election due to the varying response by the groups during elections. The analysis of the two elections is not ample to come up with a decisive conclusion on the behavior of voters during elections in regard to their reaction to the political and other factors involved.

Although an election campaign is a crucial part of political communication that encompasses much more than just development of media strategies or their implementation during elections, yet most solutions of modern election methods are based on the specifics of mass media. The end recipient of information is misled, if instead of disseminating information about a candidate and his intentions, media outlets provide a distorted image of an election campaign. The image which is created, when politicians seek to attract media attention by using their election methods (such as pseudo-events). Using literary and source analysis, the paper examines the viewpoints of political scientists, sociologists, media and communication theory experts about the process of public information and its particularities during elections. Legal framework regulating political advertising during the elections in Lithuania is presented and the data of the empirical research – the content of the regional press during the 2016 elections to the Seimas (Parliament) of the Republic of Lithuania – is summarised focusing on the behaviour of the regional press. When analysing regional periodicals published during the election campaign, it was intended to ascertain what roles the regional press chose – that of an observer or a watchdog, a provider of information or an analyst, an evaluator. Content analysis of regional press publications published during the election campaign and a sociological survey of media employees helps to determine what roles the media adopted.

In this paper, I examine the impact of voters’ stereotypes regarding candidate gender on their propensity to favour either male or female candidates to the parliament. I draw on two strands of literature: the proposition put forward by Huddy and Terkildsen (1993a) holding that candidate gender gives a rise to the emergence of stereotypes concerning their qualifications and stances on political issues, and Sanbonmatsu’s (2002) argument that such stereotypes breed voters’ preferences regarding their representatives’ gender. The link between gender stereotypes and voters’ gender preferences is examined in the context of Polish parliamentary election of 2005. I find out initial evidence suggesting that, indeed, stereotypes concerning candidate qualifications and beliefs, as well as a voter’s own gender, affect electoral preferences of Polish voters.

The aim of this paper is in the context of the main specifics of the Slovak parliamentary elections in 2016 to highlight the party development in Slovakia and to predict its future direction. Parliamentary elections due to electoral instability and fluctuations determined the configuration of the parliamentary political scene. The proportion of new, nonsystem parties was increased and output was to create surprising ruling coalition which has dissolved the existing ideological and ethnic line. The ambition of the paper is tho highlight the political situation that followed the elections and significantly modified the distribution of political forces existed previously.

The aim of this article is to present a fragment of the research results obtained during the implementation of the research project: "Communicating Policy Actors". The research was aimed at diagnosing the activity of the "Y" generation in political communication via the Internet. The research was conducted among the community of students studying in Katowice, at faculties of science, journalism, communication and new media. The presented analysis related to the Polish specificity of preferences in economic voting and to the dynamics of relations between economic situation and political assessment. The analyzed studies show clearly that voters take into account the economic situation in the country irrespective of supporting a particular party – ‘definitely yes’ or ‘rather yes’ (from 75% for Palikot Movement to 79% for PSL). The issue is less important to those respondents who declare electoral absenteeism (60,4%). When considering economic program of a candidate or a political party, this is the electorate of the Democratic Left Alliance who definitely pay to it a lot of attention (87,1%). Regardless of declared ideological views and a party support, the respondents pay more attention to the economic program of a candidate/ a party than to the condition of the national economy, and it especially refers to those voters who declare themselves as right wingers (the left +5,7%; the centre +4,3; the right +9%). To sum up, it can be stated that regardless of an adopted criterion (of electorates of particular parties or ideological views), about ¾ of the voters declare taking into account the economic situation of the country or the economic program of a candidate / a political party as the factor which has an impact on their votes.

In the 2016 Lithuanian parliamentary election the established political parties suffered an unexpected and crippling defeat at the hand of the Lithuanian Peasant and Green Union (Lietuvos valstiečių ir žaliųjų sąjunga, LVŽS), a populist one-size-fits-all formation. The aim of this article is to identify and analyze major reasons of the populist victory in Lithuania in the context of global trend of trumpisation of politics. The traditional message of the establishment parties to take care of the economy, to advance foreign investment and improve business climate did not appeal to voters, while the LVŽS made a point of talking about issues people wanted to hear: the need to tackle social exclusion and poverty; to address the privileged position of big business; to fight endemic corruption; to deal with the underfunding of education and culture. The electoral message of the winner combines the hard left promise of radical change on socioeconomic issues and the far right conservative approach to identity politics, human rights, minority rights, gender equality, and refugees. The LVŽS did its best to look as an anti-establishment, anti-party politics force, a loose and wide amalgam of contrasting personalities and contradicting messages. At the same time, the major factor behind the ‘revolutionary’ victory for radical change seems to be the inability of the mainstream parties to sense the change of sentiment of the electorate and to address the growing grievances of the public. The Lithuanian anti-establishment revolt is being compared with Donald Trump’s victory in the US, Brexit in the UK, Poland after the last election in 2015, and Hungary under Victor Orban.

Article refers to the ratio of the party and their constituents facing the problems of social stratification. The analysis underwent voters of elections to the European Parliament and election to the local governments 2014. There were considered five Polish parties: Platforma Obywatelska, Prawoi Sprawiedliwość, Sojusz Lewicy Demokratycznej, Polskie Stronnictwo Ludowe, Nowa Prawica of Janusz Korwin-Mikke. The respondents’ preferences were also examined in the relation to the place on the political scene declared by them and defining accordingly as left wing, right wing and centre. It was questioned whether differences in income between rich and poor in Poland are too large and whether the state should seek to reduce income inequalities of citizens. For the voters of most of the parties income differences were too high. The voter majority also believed that the state was to reduce the differences. The majority of opponents of the state involvement was only in the group of voters of Nowa Prawica. The views of voters slightly differed in the context of left and right division.

The subject of the presented article is the issue of political marketing as a way to electoral victory. Marketing, promotion and advertising are useful instruments to achieve political goals. Knowing how to put these measures into practice is an expression of increasing professionalism in the field of political knowledge. Marketing instruments are useful not only during election campaigns, but also in the daily activities of political leaders, social institutions, political parties, trade unions and other participants in political life. This may concern the design and practical application of various political strategies, creating the image of a politician a newly formed political organization, advertising to the public a government policy of significant importance to the state, or promoting the image of a country, city or region. In recent decades, election campaigns have become permanent, not limited as before to the closed periods immediately preceding voting. Thus, the knowledge of marketing has gained greater importance in the political enviroments of modern countries. The adaptation of professional marketing techniques to the sphere of political activities and the use of the potential of contemporary media have significantly influenced the way politics is conducted. In a way, the audience and the media decide about the goals, methods and strategy of a political campaign. The model of the American campaign has become a model for many countries, especially those - such as Poland - that entered the path of democratic transitions after 1989. There are many factors which contribute to the reception of American techniques.
Przedmiotem prezentowanego artykułu jest problematyka marketingu politycznego jako drogi do zwycięstwa wyborczego. Marketing, promocja i reklama to przydatne instrumenty do osiągania celów politycznych. Umiejętność stosowania tych środków w praktyce jest wyrazem rosnącego profesjonalizmu w dziedzinie wiedzy politycznej. Instrumenty marketingowe przydają się nie tylko podczas kampanii wyborczych, ale także w codziennej działalności liderów politycznych, instytucji społecznych, partii politycznych, związków zawodowych i innych uczestników życia politycznego. Może to dotyczyć projektowania i praktycznego stosowania różnych strategii politycznych, kreowania wizerunku polityka nowo powstałej organizacji politycznej, reklamowania opinii publicznej polityki rządu o istotnym znaczeniu dla państwa czy promowania wizerunku kraju, miasta lub regionu . W ostatnich dziesięcioleciach kampanie wyborcze nabrały charakteru permanentnego, nie ograniczając się jak dotychczas do okresów zamkniętych bezpośrednio poprzedzających głosowanie. Tym samym wiedza o marketingu nabrała większego znaczenia w środowiskach politycznych współczesnych krajów. Dostosowanie profesjonalnych technik marketingowych do sfery działań politycznych oraz wykorzystanie potencjału współczesnych mediów w istotny sposób wpłynęło na sposób prowadzenia polityki. O celach, metodach i strategii kampanii politycznej w pewnym sensie decydują publiczność i media. Model kampanii amerykańskiej stał się wzorem dla wielu krajów, zwłaszcza tych - jak Polska - które weszły na drogę przemian demokratycznych po 1989 roku.

The source of this data are reports from international research centers, the Central Statistical Office, as well as national programs and strategies dealing with youth issues. The article also presents the results of a research project coordinated by the author of the article. The study ‚Determinants of young Poles’ election participation in 2019’ was carried out by the INDICATOR Marketing Research Center at the request of Konrad Adenauer Foundation by means of computer-assisted telephone interviews (so-called CATI). 1200 interviews were carried out on a nationwide group of people aged 18–30. The sample was representative due to such variables as: gender, age, voivodship, size of the city of residence. The study was carried out on September 5–23, 2019. The conducted analyzes are a valuable source of information on the political attitudes of contemporary Polish youth, and also indicate the lack of involvement of Polish youth in social and political life and the great potential of this group of voters to influence the election result.

Konstytucja Republiki Białoruś z 15 marca 1994 r., określając status członków parlamentu i deputowanych terenowych rad deputowanych, nawiązała do kanonów konstytucyjnej regulacji statusu przedstawiciela w dawnych państwach socjalistycznych, a przede wszystkim: koncepcji mandatu imperatywnego i sprzężonej z nią instytucji odwołalności reprezentantów przez wyborców. Celem niniejszego opracowania jest przede wszystkim wszechstronne przedstawienie białoruskich unormowań prawnych odnoszących się do wspomnianej instytucji, przesłanek jej stosowania, zasad procesu odwoławczego, jak i jego konsekwencji prawnych. Omówienie tej problematyki jest poprzedzone charakterystyką zakładanej roli odwołalności przedstawicieli w doktrynalnym i prawnym modelu przedstawicielstwa przyjętym na Białorusi.
The Constitution of the Republic of Belarus of March 15, 1994, defining the status of members of the parliament and deputies of the local councils of deputies, referred to the canons of constitutional regulation of the status of a representative in former socialist countries, and above all: the concept of an imperative mandate and the institution of recalling voters by the voters. The aim of this study is first and foremost a comprehensive presentation of Belarusian legal regulations pertaining to the said institution, the conditions for its application, the principles of the appeal process as well as its legal consequences. Discussion of this issue is preceded by a characteristic of the assumed role of the recall of representatives in the doctrinal and legal model of representation adopted in Belarus.

This article describes and evaluates 2014 Czech European Parliament (EP) election. Starting with the context of the election, it goes through all relevant party actors participating in the election and introduces them both in general ideological terms as well as in relation towards the European integration. After results of election are discussed, the article concludes that 2014 EP election confirmed recent changes in the Czech party system – inter alia destabilization of the system as a whole, reconfiguration on its right wing and emergence of populism. Concerning the European message of the election, their results confirmed their second-order character.

The main thesis of the article assumes, that honesty and effectivenes or eficacy are complementary values of political action. This claim is still valid especially in conemporary normative political theory. Meanwhile, the results of empirical research shows, that voters perceive voters both of these features, as the contradictions of political action. The author analyzes the key reasons of this contradiction and indicates the conditions of its limitations.

Voting Advice Applications are getting more and more popular throughout Europe and a lot of research prove that they have effects both on turnout and decisions of the electorate. This paper brings up the issue of possible agenda setting and framing effects which occur during the process of statements choice and construction in four European VAAs. Its aim is to check whether the statements are well-balanced or whether they suggest users a certain ideology, which is vital because if such an ideological bias is present in the Voting Advice Applications, it may influence the voters’ political decisions. The research also checks whether the statements focus on the European levels of elections or include also internal political conflicts as well as what the main topics covered by the VAAs are. The outcomes prove that the bias in the medium of Voting Advice Applications is noteworthy, especially when it comes to pro-/anti-European Union dimension. The research also proves that there are a lot of statements which did not focus on the European level of the election as well as shows a map of dominant topics present in all European VAAs.

The paper examines a model of general elections with electorate composed of infinitely many voters classified into a finite number of types. We focus on the case of elections among two candidates, we give a full characterisation of equilibria in such models and we classify equilibria with respect to their stability.
W artykule rozważa się ogólny model wyborów z elektoratem złożonym z nieskończenie wielu wyborców poklasyfikowanych w skończonej liczbie typów. Skupiono się na przypadku wyborów między dwoma kandydatami, podając pełną charakterystykę rozwiązań takich modeli i klasyfikację tych rozwiązań w odniesieniu do ich stabilności.
