Dokonano w nim krytycznego przeglądu podejść konceptualnych do sieci i wspólnot politycznych z perspektywy badań porównawczych nad politykami publicznymi. Autorzy, eksponując użyteczność tych podejść do wyjaśniania procesów politycznych, dostrzegają zarazem ich immanentne ograniczenia. Nie przesądzają one jednak, zdaniem autorów, o nieprzydatności tych podejść, a jedynie oznaczają konieczność posługiwania się nimi w sposób umiejętny i rozważny.
The paper focuses on the issues of policy networks and communities as well as their significance in contemporary systems of governance. The authors critically explore co nceptual approaches to policy networks and communities from the standpoint of comparative studies of public policies. While emphasizing the explanatory value of these approaches in the area of political processes, the authors are at the same time aware of their inherent limitations. The latter, however, do not imply their ineffectiveness, but suggest the need to apply such approaches in a competent and prudent manner.

In civil societies, urban movements are one of the tools in the process of spatial governance. In Poland, urban activism is beginning to develop together with a budding participation in public life. Therefore, there is a need to assess the scope and efects of the urban movements' actions. The aim of the study was to determine and evaluate their impact on the spatial development in three Polish cities - Poznań, Gdańsk and Gdynia, especially in regard to the procedures in local urban planning and the process of participation. On the basis of the data collected during research and community interviews conducted in these cities, the following factors were analysed: the background and current profile of urban movements, the extent, regularity and efectiveness of their actions, the planning and spatial development initiatives undertaken, their cooperation with the local authorities and their contribution to the enhancement of participatory mechanisms.

The European Union’s promotion of the multilevel governance approach redefines the relationships between supranational, national and local governments. As countries like Albania undergo adaptations in the accession process, finding a balance between local and national government relations becomes crucial. The review aims to explore the complex interplay of governance levels in Albania, drawing insightful comparisons with successful cases in Europe, and offering valuable lessons for the policymaking process. To foster greater cooperation between national and subnational levels, it is imperative to define roles and responsibilities clearly, ensure proper financing while national government takes a more strategic role. In Albania, facilitating meaningful interaction can be achieved through the Consultative Council for local and central government, alongside associations of local authorities, though it necessitates legal changes and commitment from local governments. The Albanian Law on Local Self-Government, established in 2015, coincided with a new administrative-territorial reform in the same year, presenting various challenges, particularly for local governments. Through this article, we aim to present scientific research and concrete results concerning the Albanian experience of local government relations with the central government, while providing a comparative analysis with other European countries. Additionally, specific recommendations are proposed to strengthen government interrelations, given the high priority of the EU accession process in the country’s development agenda.
Wspieranie przez Unię Europejską podejścia do zarządzania wielopoziomowego redefiniuje relacje pomiędzy organami ponadnarodowymi, krajowymi i samorządowymi. Ponieważ państwa takie jak Albania podlegają dostosowaniu w trakcie procesu akcesyjnego, istotne jest znalezienie równowagi w relacjach między organami państwowymi i samorządowymi. Analiza ma na celu zbadanie skomplikowanej gry poziomów władzy publicznej w Albanii. Dokonano porównań z przypadkami w Europie oraz przedstawiono wnioski, które mogą mieć wartość dla procesu tworzenia polityki. Dla wzmocnienia współpracy pomiędzy poziomem krajowym i poziomami niższymi należy wyraźnie wyznaczyć role i obowiązki oraz zapewnić właściwe finansowanie, przy czym rząd obejmuje rolę bardziej strategiczną. W Albanii do ułatwienia znaczącej interakcji można doprowadzić poprzez Radę Konsultacyjną samorządu terytorialnego i rządu centralnego wraz ze zrzeszeniami jednostek samorządu terytorialnego, choć wymaga to zmian w prawie i zaangażowania organów samorządu. Albańska ustawa o samorządzie terytorialnym uchwalona w 2015 r. zbiegła się z nową reformą administracyjno-terytorialną przeprowadzoną w tym samym roku, która postawiła nowe wyzwania zwłaszcza przed jednostkami samorządu terytorialnego. Celem artykułu jest przedstawienie wyników badań dotyczących albańskich doświadczeń w zakresie relacji samorządu terytorialnego z rządem wraz z analizą porównawczą z innymi państwami europejskimi. Ponadto zaproponowano szczegółowe rekomendacje dotyczące wzmocnienia wzajemnych relacji między organami władzy publicznej, z uwzględnieniem wysokiego priorytetu procesu akcesyjnego do Unii Europejskiej w planach rozwojowych państwa.

Youth Councils in Poland have been operating since 2001. According to the Act on commune self-government, these councils are consultative entities whose purpose is, inter alia, giving opinions on normative acts issued by local government bodies. The article presents the results of research carried out as part of the project ‘From dialogue to deliberation. Non-public entities as (not) present participant in the local decision-making process’. The research covered Youth Councils and the participation of these entities in the decision-making process at the local level in Poland.
Молодежные советы в Польше действуют с 2001 года. В соответствии с Законом о муниципальном самоуправлении, они являются консультативными органами, которые, в частности, высказывают мнение по нормативным актам, издаваемым органами местного самоуправления. В статье представлены результаты исследования, проведенного в рамках проекта «От диалога к размышлению. Негосударственные организации как (не)присутствующие участники процесса принятия решений на местном уровне». Исследование касалось молодежных советов и участия этих структур в процессе принятия решений на местном уровне в Польше.

One of the elementary conditions of democratic society includes, among others, an active and powerful civil society which acts as an intermediary between the state and citizens. Celem artykułu jest próba odpowiedzi na pytanie, w jakim stopniu animacja opiera swoje działania na koncepcjach współzarządzania. W związku z tym autorka przygląda się animacji jako działaniu społeczno-edukacyjnemu, aby sprawdzić, o ile możliwe jest wykorzystanie governance do działań animacyjnych oraz uzyskanie zmiany społecznej pozwalającej na modernizację społeczności lokalnej. Autorka przybliża sposoby pobudzania i wzmacniania partycypacji obywatelskiej, przy wykorzystaniu teoretycznej koncepcji local governance. W świetle wybranych propozycji definiowania przedstawia postrzeganie koncepcji współzarządzania. Przyglądając się animacji społecznej w świetle teorii współzarządzania publicznego, autorka zakłada, że teorie te są dominującym podejściem w organizowaniu i kształtowaniu przestrzeni publicznej, a sposobem do zwiększenia podmiotowości ludzkiej jest tworzenie rzeczywistych warunków do zaangażowania w konstruowanie sfery publicznej. W konsekwencji wspieranie tego typu współdziałania w animowaniu społeczności lokalnych ma znaczenie dla rozwoju lokalnego. W Polsce zauważalny jest wpływ nowych idei dotyczących sposobów zarządzania w przestrzeni publicznej, które uwzględniają kontekst społeczny i dotyczą demokratycznego systemu rządzenia.
The aim of this article is an attempt to answer the question regarding the extent to which animation relies on co-management concepts. The author looks at animation as a social and educational action to see how much governance can be used for animation and bringing about social change that would allow for the modernization of the local community. The author introduces ways to stimulate and strengthen citizen participation using the theoretical concept of the local governance. In the light of selected definition proposals the perception of the concept of co-management is presented. Looking at social animation in the light of the theory of public co-management, the author assumes that these theories are the dominant approach to organizing and shaping public space and the way to increase human subjectivity to create real conditions for engaging in constructing the public sphere. As a consequence, supporting this type of interaction animation of local communities is important for local development. In Poland, the impact of new ideas on how to manage public space, which take into account the social context and the democratic governance system, is noticeable.

This article focuses on the Central and Eastern European in the process of shaping their security relations. The aim of the paper is to present and analyze the evolution of security relations in the region under the aegis of the EU, NATO and the Organization for Security and Co-operation in Europe (OSCE). The interplay of the institutions shows that the EU is not a single power in the European security system thus the maintenance of stable and peaceful relations depend mostly on cooperation between a number of institutions and groupings. The EU and NATO’ s role was central due to their policies of enlargement and the stabilization effects on third partner countries. The OSCE with its well promising position in Europe has been weaken due to decline of interests of major power states and its functions performed simultaneously by the EU and NATO. Both organizations have taken to a large extent the place of the OSCE.

One of the main challenges in implementing process-oriented management is establishing a governance mechanism in the organisation. It creates a coherent framework for the execution, management and perception of business processes, which is the foundation of consistent Business Process Management (BPM). Process governance (PG) refers to an organisation’s ability to manage its relationships with all process stakeholders and support the value chain for its customers. Its implementation involves establishing process regulation mechanisms and stakeholder-oriented criteria to support prioritisation, cascading, and change management within BPM initiatives. A review of the domain literature reveals that while process governance has been discussed from several but separated perspectives (strategy, business roles, performance, and maturity), only a few studies identify and synthesise the barriers to its implementation in organisations. The paper mainly aims to identify and classify the key barriers to the implementation of process governance. The author’s approach refers to the six core elements of Business Process Management capability and process governance frameworks. Research results confirm that most process governance barriers polarise around the competence gaps of the process stakeholders and the immaturity of the process-oriented culture of companies. Another significant group of constraints to process governance arises from the existing organisation’s structure. They are mainly related to the proper division of responsibilities and a weak position or the lack of BPM centres of excellence. The research contributes to the literature on management by identifying potential barriers to business process governance that constrain BPM initiatives. The identified PG challenges can provide a basis for developing a theoretical framework for Business Process Management and models for BPM success factors.

Polityka komunikacyjna obejmuje zestaw zasad i środków ukierunkowanych na obiektywne i bezstronne upowszechnienie informacji, ustanowienie przejrzystych stosunków między władzą a społeczeństwem obywatelskim i biznesem, przysłuchiwanie się potrzebom i wymaganiom obywateli, udział obywateli w procesie podejmowania ważnych decyzji. Unia Europejska opracowuje zasady i sposoby realizacji polityki komunikacyjnej poprzez szereg regulaminów. Państwa członkowskie na podstawie ustalonych zasad rozwijają przejrzyste stosunki między rządem i społecznością, licząc się z potrzebami i interesami swoich obywateli. Celem przeprowadzonego badania jest analiza konkretnych działań polityki komunikacyjnej Danii jako kraju, który zajmuje pierwsze miejsce wśród krajów członkowskich UE w zakresie poziomu umiejętności elektronicznych ludności. Badanie przeprowadzono na podstawie analizy aktów prawnych i stron internetowych.
Communication policy covers the set of principles and measures directed at objective and unprejudiced dissemination of information, establishment of transparent relations between the authority and civil society and business, listening to citizens’ needs and requirements, involving citizens in the decision-making process. The European Union elaborates the principles and directions of the communication policy implementation in a number of normative documents. The EU member-states take the defined principles as the basis and develop transparent relations between the authority bodies and society, paying great attention to the needs and interests of their citizens. The aim of the article is to analyze the specific measures of Denmark’s communication policy as the state that occupies the top ranking position according to the citizens’ e-skills level. The research is grounded on the analyses of normative documents and sites.

The second important aspect of the concept is the procedural feature because the processes running (including decision making) create a basic area for the application of the principles. The primary research question is how Good Governance concept could be implemented in to the practice for support modern democratic public administration. The procedural aspect of the concept requires a direct connection with the new trends in public management, which are influenced by New Public management. New Public management is trying to revitalize the processes of public organizations with inspirations of wellestablished managerial methods from private sector (including process management and others). Good governance concept and New Public Management have been inspiration for administrative reforms in many countries. The paper deals with the possibility of using the process management in intraorganizational area in public organizations for better governance in wider perspective. It’s focusing on analysis of benefits of process management in the context of keeping the selected good governance principles. Part of the paper is to analyse some of critical factors determining the implementation of process management in the public sector in Slovakia.
