Since there is a tendency that new build vessels are increasing in size, dredging has become an important part of the development and maintenance strategy for ports serving the largest ships. The increase in the technical depth of vessels drives additional development of the entire port. However, the effectiveness of this type of project depends heavily on unrestricted traffic and uninterrupted operation of the terminal. This paper presents a modelling of various type of dredging activities in ports based on an existing work schedule. A tool used to queue work activities with a vacation was used in this effort. The methodology of creating a dredging time schedule in the port area depended mainly on disentangling interference caused by the ship traffic and dredgers trying to work at the same time.

In result of the present political and economical transformation in Poland, the previously completely broken in the period of centralised economy links between ports and their cities and regions are being gradually rebuilt. This starts a process of intense transformation in the port and near-port space. The paper discusses these problems on the example of the Port and Industrial Complex of Gdańsk. On the background of the present structure and intensity of use of the port areas and of the predicted development of various port functions, the requirements for new areas, i.e. the space consumption of development processes proceeding in the port in Gdańsk, are determined. It is also indicated which areas, and on what principles, may be designated in the nearest future for the development of port-related urban (municipal) functions, thereby facilitating spatial integration of the port and city, and also enhancing the port character of Gdańsk.

This paper is aimed at presentation of a set of methods for rationalization of servicing containerized refrigerated cargoes in sea ports. During servicing reefer containers in port container terminals, take place various combinations of risk factors which can lead to loss of quality merits of cargoes contained in them. In the paper the risk factors capable of influencing quality of cargoes during their servicing in sea port, are identified, and the elaborated model for assessing risk level with the use of assumptions of fuzzy logic theory, is presented. Also, a simulation of servicing reefer containers in port, was performed. Moreover a prototype of an expert system which makes it possible to take correct decisions on servicing reefer containers in sea port, depending on impact level of risk factors, was proposed.

Santos’s mangroves are important wetlands located in Brazilian coast, a fishing area inside Santos Bay. The overall healthy mangroves area along the riparian zones influencing the Santos Estuary is around 25.20 km2. The resulting tidal level recorded from Port of Santos tide gauge (from 1940 to 2014), also located in the estuary, shows consistent increasing trend. One healthy mangrove was selected for a previous qualitative biological survey to better understand the characteristics of the habitat to be monitored and evaluated about the possible impacts in the next decades. The mangroves situated a few meters upper from the sea level and some other areas have the risk to be submerged till 2085 which will seriously affect the riparian mangroves biome. Indeed, the mangrove area is confined downward by the low tide level and upward by existing structures, roads, rural and urban areas.

The Gulf of Maranhão, North Coast of Brazil, is one of the regions in the world with largest tidal ranges. The Port Area of Maranhão, in São Marcos Bay, represents the second most important in Brazil. The port facilities are naturally sheltered from swell, with nautical operations and maintenance dredging volumes directly conditioned by macro-tides, which exceed the 6.0 m tidal range, and associated tidal currents, which can reach 7.0 knots. In order to assess the behavior of sea levels in recent decades, in view of the influence of climate changes on tides in various ports around the world, a period of two lunar nodal tidal cycles of 18.61 years, from 1980 to 2017, was investigated using unpublished data recorded in tide gauges. The trend pattern obtained was analyzed statistically and, unlike many other port areas, a sensitive stability of the mean sea level was noted. An important conclusion is about the reduction in HHW and increasing in LLW, leading to a reduction in tidal ranges, in tidal currents and a significant reduction of the shear stress in the bottom, which may increase the dredging rates in the port areas in the next decades, due to an increasing siltation.

The existing ports are expected to handle ships bigger than those for which they were designed. The main restriction in serving these ships is the depth of port waters, which directly affects the safety of a manoeuvring ship. The under keel-clearance of a ship in the port water area should be such that a ship moves safely. In some specific conditions it happen the ship strike the sea bottom. The undesired impact against the ground can damage the ship hull. The paper presents the algorithm of ships movement parameters during contact with the ground.

W artykule zostaną omówione przekształcenia terenów poprzemysłowych w centrum Poznania w obszarze starego portu rzecznego. Zrealizowane zespoły zabudowy mieszkaniowej różnią się zarówno formą, jak i nawiązaniem do kontekstu (sąsiedztwo Ostrowa Tumskiego) oraz dostępnością przestrzeni niezabudowanych, w zamierzeniach będących przestrzeniami publicznymi bądź sąsiedzkimi. Wpływ inwestorów: deweloperów i TBS -ów oraz wydawane decyzje o warunkach zabudowy sprawiły, że atrakcyjne miejsce w centrum miasta po zabudowaniu stało się przestrzenią niespójną, bez znaczącego charakteru w przestrzeni miasta, a mieszkańcy stracili możliwość publicznego dostępu do bulwarów nad rzeką Wartą.
There are transformations of postindustrial areas in Poznan city centre at old river port introduced in the article. The newly built dwelling complexes are varied both of theirs form and relation to spatial context (Ostrow Tumski) and also accessibility of unbuilt spaces planned as public or neighbourhood spaces. The pression of commercial and municipal investors and administrative decisions led the attractive location in the city centre after investment process became uncoherent space, without clear image. City inhabitants lost public access to the coast of Warta River.

There are presented the methods of identification of the climate-weather change process. These are the methods and procedures for estimating the unknown basic parameters of the climate-weather change process semi-Markov model and identifying the distributions of the climate-weather change process conditional sojourn times at the climate-weather states. There are given the formulae estimating the probabilities of the climate-weather change process staying at the particular climate-weather states at the initial moment, the probabilities of the climate-weather change transitions between the climate-weather states and the parameters of the distributions suitable and typical for the description of the climate-weather change process conditional sojourn times at the particular climate-weather states. The proposed statistical methods applications for the unknown parameters identification of the climate-weather change process model determining the climate-weather change process parameters for the maritime ferry operating at Gdynia port area are presented.

The paper presents research performed in order to indicate the threats posed to liquid petroleum gas (LPG) carriers maneuvering in the ports and fairway of Szczecin–Świnoujście. The effects of collision with another vessel, going aground, or striking a stationary object are taken into account. As a safety criterion, the possibility of damage to the cargo tanks is taken. As a result of the research, recommendations for ship movement in the ports and fairway were issued. The research method applied in this study consisted of several stages. In the first stage, experts determined possible scenarios of collision and grounding, taking into consideration local and navigational conditions. In the following steps, the external energy was calculated and an empirical model was used to determine the damage to the LPG carrier. In the last step, the necessary measures to be introduced port regulations are presented as conclusions of the research.

Opis:
Organization of the dredging works is a multi-faceted issue. The management of the dredging process varies according to the location and it mostly depends on local conditions (Żak, 2014). The paper presents the results of the expert survey which was structured on a questionnaire concerning the dredging techniques in harbours. Respondents, that take part in the research, were experts from different nations, working at the management levels in the enterprises associated with the dredging branch. The aim of the proposed research was to support the selection of the appropriate dredger, the preparation of optimal work technology and the verification of strategic decisions affecting entire project. Taking everything into consideration the author proposes to use the expert survey as a technique to support the decision-making process. It enables to take advantage of the wide knowledge and experience of experts to create the most suitable dredging project.

Wind generated surface waves were measured at V2 station (φ=43°29.3’ N; λ=16° 27.9’ E) in the Brački Kanal Channel area of the Middle Adriatic, in front of the port of Split. This was undertaken in the time interval from November 2007 to June 2008, by using Datawell MKIII waverider with all its compo-nents. For the analysis and description of extreme sea states maximum recorded wave height Hmax and sig-nificant wave height H1/3 were presented as well as associated wave spectra. The measurement results show that much larger waves appear in the open Adriatic compared to the Middle Adriatic channel area. Numerical modelling of wave generation in the Brački Kanal Channel area and wider island area of the Middle Adriatic Sea was performed by using Mike 21/SW numerical model. Wind field used for the forcing in numerical simulations relies on the results of the prognostic atmospheric model Aladin-CRO. For verification of model results, results of measurement at a waverider station V2 located in front of the port of Split were used. It was concluded that measured and modelled significant wave heights were very well matched.

Maritime safety involves minimizing error in all aspects of the marine system. Human error has received much importance, being responsible for about 80% of the maritime accident worldwide. Currently, more attention has been focused to reduce human error in marine engine maintenance. On-board marine engine maintenance activities are often complex, where seafarers conduct maintenance activities in various marine environmental (i.e. extreme weather, ship motions, noise, and vibration) and operational (i.e. work overload and stress) conditions. These environmental and operational conditions, in combination with generic human error tendencies, results in innumerable forms of error. There are numerous accidents that happened due to the human error during the maintenance activities of a marine engine. The most severe human error results in accidents due to is a loss of life. Moreover, there are other consequences too such as delaying the productivity of marine operations which results in the financial loss. This study reviews methods that are currently available for identifying, reporting and managing human error in marine engine maintenance. As a basis for this discussion, authors provide an overview of approaches for investigating human error, and a description of marine engine maintenance activities and environmental and operational characteristics.

Monte Carlo simulation method of oil spill domains determination based on the probabilistic approach to the solution of this problem is proposed. A semi-Markov model of the process of changing hydro-meteorological conditions is constructed and its parameters are defined. The general stochastic model of oil spill domain movement for various hydro-meteorological conditions is described. Monte Carlo simulation procedure is created and applied to generating the process of changing hydro-meteorological conditions and the prediction of the oil spill domain movement impacted by these changes conditions.

Budowa nowych portów jest ograniczona głównie naturalnymi warunkami akwenów morskich. Stąd występuje konieczność wykorzystania istniejących portów do obsługi statków o wielkości większej niż ta, dla której zostały one zaprojektowane. Głównym ograniczeniem w obsłudze takich statków jest głębokość akwenów portowych, a w rezultacie zapas wody pod stępką manewrującego statku. W portach polskich dopuszczalne zanurzenie statku określa się w postaci stałej wartości w przepisach portowych. Tymczasem jest możliwa zmiana dopuszczalnego maksymalnego zanurzenia statku w zależności od aktualnego i prognozowanego poziomu wody. W artykule przedstawiono założenia możliwości zmiany dopuszczalnego zanurzenia statku dla określonego poziomu bezpieczeństwa podczas ruchu statków na akwenach portowych. Zaproponowano odpowiednie kryteria oceny bezpieczeństwa ruchu statku.
The building of new ports is restricted by natural conditions of the sea water area and great financial outlay. This is why existing ports should handle ships bigger than those for which they are designed. The main restriction in handling such ships is the depth of port water areas and the resulting underwater clearance of the manoeuvring ship. In Polish ports the maximal keel clearance is a fixed value determined by port regulations, whereas it is possible to change the admissible maximal ship's draft depending on the present and predicted water level. The paper presents the possibility of changing the admissible maximal ship's draft when a certain level of ship manoeuvring safety in port water areas is ensured.

Approaches to the port are usually considered high traffic areas. Not only deep draft vessels pass through this limited manoeuvring space, but also intensive pleasure craft traffic, especially during the summer season. Crossing of both commercial ships and pleasure craft traffic may generate dangerous situations for navigation. The aim of the following article is to present solutions to the aforementioned safety problem. The article focuses on the navigation safety aspects at the Świnoujście seaport entrance. Currently, Świnoujście-Szczecin Port Regulations take only large ships into consideration while specifying the safety passing at this area, at the same time, belittling the presence of small crafts up to 20 m in length. In order to prove the need for change, one should first present the necessary research concerning the evaluation of the safety level of maximum sized ships navigating at the Świnoujście entrance area in the presence or absence of small pleasure crafts. The surveys were conducted on a group of pilots and captains possessing pilot exemption certificates. The research findings clearly show that the traffic of small crafts and large ships should be separated due to safety concerns. Thus, marine traffic engineering solution is suggested in order to eliminate the most plausible dangers.

The under-keel clearance of a ship manoeuvring in a port water area should provide for safe ship movement. The results of undesired ship impact into the channel ground can damage the ship hull. There is a need to prepare a scientific method of specifying the minimum under-keel clearance such that the safety of a manoeuvring ship will be maintained. Współczesne porty morskie, aby sprostać wyzwaniom rozwijającego się handlu morskiego, zmuszone są do poszukiwania nowych terenów rozwojowych. Pozyskanie nowej przestrzeni rozwojowej wiąże się z koniecznością pogodzenia często sprzecznych interesów różnych grup podmiotów, które znajdują wyraz między innymi w treści planów zagospodarowania przestrzennego. Przedmiotem rozważań podjętych w artykule jest identyfikacja i ocena wpływu uwarunkowań prawnych wynikających z postanowień zawartych w planach zagospodarowania przestrzennego oraz treści najważniejszych dokumentów programowych szczebla centralnego i lokalnego na rozwój przestrzenny portu morskiego. W tym celu wykorzystano studium przypadku portu morskiego w Szczecinie.
The seaports are forced to gain new development areas to meet the challenges of developing maritime trade. Acquiring a new development space involves the need to reconcile the often conflicting interests of different groups of entities. The main problems discussed in this article are the identification, analysis and assessment of Polish seaports area development policy in the context of the formal and legal regulations resulting from the provisions of the land use planning and the content of the central and local program documents. For this purpose a case study of the seaport in Szczecin was used.

Świnoujście is a Polish seaport located on the Pomeranian Bay, on the southern coast of the Baltic Sea island of Usedom and Wolin. The port is situated in the Świna Strait in Świnoujście, Western Pomerania. The harbor consists of a cargo handling quay, passenger terminal and marina. The seaports of Świnoujście and Szczecin are closely linked economically to form a team and are connected by a passage through the Szczecin Lagoon. All big ships directed to Szczecin have to be routed through the port of Świnoujcie. The hydro-meteorological conditions in the Świnoujście Port area and surroundings, affecting safe maneuvering of ships, are analyzed by statistical methods. The conditions studied, with the aid of Port Captain logbook, are: currents, winds, water level, ice conditions and visibility. The statistical distribution of water level was analyzed and proposed as decision-making tool during a ship’s approach to Świnoujście Port.

Nowadays, maritime infrastructure is heavily exploited, which requires monitoring. The article presents the implementation of spatial information which are point clouds for monitoring and analysis of the area around the port (buildings and wharves). For this study, point clouds coming from terrestrial (TLS) and airborne laser scanning (ALS), each of them having different accuracy, were used. An important part of the analysis was the integration of the two data sources. Through integration, the acquisition of information on areas not covered by the measurement in the presented case, one of the methods was possible for use (e.g. the roofs in case of TLS, or the lack of some of the walls of buildings in case of ALS). Another aspect was to use this data. Measurement of the shape and geometry of objects was executed. Additionally, the planeness analysis of individual elements of port infrastructure has been carried out. An interesting analysis was to determine the water level, based on relation to specific characteristics of the light reflectance.

W artykule przedstawiono projekt realizacji multimodalnego portu przeładunkowego na terenie Miejskiego Obszaru Funkcjonalnego Zduńska Wola-Karsznice. Dla osiągnięcia efektów synergicznych na styku infrastruktury drogowej i kolejowej o odpowiednich parametrach i infrastrukturze logistycznej kluczowe znaczenie ma spójny scenariusz rozwoju węzłów odpowiedzialnych za koherentność wskazanych systemów. W pracy wskazano położenie inwestycji w regionalnej sieci transportowej województwa łódzkiego oraz na tle międzynarodowych korytarzy transportowych. Scharakteryzowano etapy rozwoju obiektu logistycznego oraz charakterystykę jego wyposażenia odpowiedzialnego za efektywne łączenie transportu drogowego i kolejowego. Funkcjonalne obszary miejskie z rozwiniętą sferą logistyczną mają za zadanie zapewnić operatorom transportu multimodalnego optymalne warunki prowadzenia działalności gospodarczej, sprzyjając jednocześnie przestrzennemu i ekonomicznemu rozwojowi ośrodków miejskich, na bazie których obszary utworzono.
This article presents project of a multi-modal transshipment port in the Functional Urban Area of Zduńska Wola-Karsznice. In order to achieve synergy effects at the interface between road and rail infrastructure with appropriate parameters and logistics infrastructure is crucial to the development of a coherent scenario for the coherence of nodes specified systems. The study indicated the location of investments in the regional transport network of the Łódź region and against the background of international transport corridors. Stages of development of the logistics facility and the characteristics of the equipment responsible for the effective blending of road and rail transport are described. Functional urban areas with developed sphere of logistics are designed to provide multi-modal transport operators optimal business conditions favoring both spatial and economic development of urban centers, based on which areas are generated.

Using objectively analysed hydrographic data, currents have been calculated off the Egyptian Mediterranean coast at the surface and at 30, 50, 75, 100, 200 and 300 m depths for the four seasons. The surface circulation is dominated by an anticyclonic circulation off Salum Bay in winter, spring and summer. In nearshore areas, the current flows eastwards at the shallower levels but westwards at the deeper levels. Off the Nile Delta, the current is almost eastward with a higher velocity in summer and autumn, while in spring it is very weak. Off the area between Port Said and Rafah, there is a clear cyclonic circulation appearing in all seasons except winter. At 50 and 75 m depth, the velocity of the circulation is weak. At 100 m depth, the circulation that appeared between Matruh and Alamen in summer decreases in area and magnitude at the former depths. At 200 and 300 m in winter, the current velocity is quite low. In spring the current flows southwards off the area between Rafah and Port Said. In summer, the current off the area between Port Said and Rafah is quite strong and flows to the south. The situation in autumn is quite similar to that in summer, except in the eastern area, where the current is a westward one.

The aim of the following article is to analyse the lying of a vessel at anchor in extreme hydrometeorological conditions. As an example it describes the situation of the Panamax type bulk carrier anchoring in Prince Rupert harbour restricted area. The investigation takes into consideration the impact of strong wind on the safety of anchoring in sheltered waters. The presented calculations concern problems of slewing which result in changes of heading. The analysis also includes a description of the wind and current forces. The final part focuses on conclusions whose aim is to improve anchoring safety standards in areas managed by harbour authorities.

The paper is concerned with an application of the climate-weather change process for a critical infrastructure operating area model to identification and prediction of this process for the port oil piping transportation system operating area. For the considered piping operating area, there are distinguished three different climate-weather change processes and their states. Further, there are identified the unknown parameters of those processes, i.e. the probabilities of the climate-weather change processes staying at the initial climate-weather states, the probabilities of the climate-weather change transitions between the climate-weather states and the mean values of the climate-weather change processes' conditional sojourn times at particular states. Finally, there are predicted the main characteristics of the climate-weather change processes at the distinguished operating area.
