Opis:
The objective of this article is to describe surveys carried out in Poland which facilitated a comparison of selected forms of cultural activity and ways of cultural participation by people in their early and late adulthood, as well as its conditions and associated opinions. The analysis demonstrated that the model of cultural participation changes with age, which is a factor strongly differentiating between the mentioned fields of research. The majority of young people prefer mediated cultural participation, in which the Internet plays a significant role. Seniors prefer direct and elite forms of cultural activity. The respondents also differ in the way they assess the attractiveness of the forms of direct contact with culture. Most young people find popular music concerts and film screenings attractive, while seniors tend to go to classical music concerts, operettas and theatre performances. Adults also differ in respect of their opinions on the benefits of cultural participation and the majority of the associated barriers.

Besides other aspects, one of the fundamental conditions of the modern political system is active and powerful civil society. Representatives of civil society and their increasing influence provide the background for increasing political participation and civic activism with the aim to make decision-making processes more effectual and having an impact on public policy actors. In that context, the objective of the article is to pay particular attention to one of the forms of participation, specifically using a comparative method to theoretically analyse the perspectives and limits of e-participation. The paper presumes the inevitable role of e-participation in the current modernisation of public administration processes which could overcome obstacles related to the participatory gap in post-communist countries.

Any person may participate in meetings, classes, academic, society, Church, family or Fatherland’s life. In herein article we will hold on reflection about participation as relevant feature of human being in the spirit of Karol Wojtyła. The present article concentrates on the aspect of correlation between act and person consequent to the fact that deeds are fulfilled by people and “mutually with other” people. That is a consequence of the fact that the person exists “mutually with other” people. The characteristic of community, co-participation is stamped on human’s existence. Fulfilling deeds by the person himself forms a fundamental value. Cardinal K. Wojtyła terms it as “Personalistic value labor”. That value is different than every kind of moral values which are fulfilled labor values and they eventuate from reference to norm. Participation doesn’t mean only varied forms of reference of a person to other people or unit to society but it also means essentials of these forms which are deeply embedded in person. Acting “mutually with others” is convenient for transcendence and integration of person in labor, when the person chooses the same as others and chooses because others choose. Participation in case of acting with others comprises and expresses self – determination of the person, hence it is in a way a more complete image. However there are possible certain forms of constriction or even crossing out of participation. Such situation is possible mostly by lack of participation descended from entity and principal of action or throughout making participation impossible derived from extraneous of person and consequent to the wrong structure of acting community. First obstacle in a way to participation is called individualism and the second is called totalism. Despite efflux of time individualism and totalism are one of the utmost threats to our society and it begins from improper understanding of participation.

The purpose of this study was to identify long-term trends in conventional participation in the Federal Republic of Germany. The time frame for the analysis covered the period between 1946 and 2016. Conventional participation was measured against two variables using regression analysis: the level of participation in elections and the level of membership in political parties. For both variables, statistically significant development trends were identified, which were mainly of a declining nature. The data employed concerned voter turnout in elections to the Bundestag and Landtags, and the development process of membership levels in six major political parties: CDU, SPD, CSU, FDP, Alliance 90/The Greens, and the Left/PDS.

Политологическая конвенция, основанная на том, чтобы называть участием только активное включение граждан, работников, жителей в решение общественных вопросов и оказания на них влияния – слишком узкое понимание. Адекватное понимание участия относится также к объективной принадлежности и социальной связи. Пассивность также является участием, хотя и особенной формы. Чувство участия имеет разнообразное значение. Это моет быть парадоксальным – чувство исключения, неучастия либо чувство отчужденности, или же наоборот – чувство идентификации, удовлетворения, мотивации к активности, чувство общей ответственности, возможно также чувство амбивалентности.
The political science convention of using “participation” to describe only active involvement in deciding public matters and exerting influence by citizens, employees or residents is too narrow. An adequate understanding of “participation” should be based on objective belonging to the social community. Passivity can also be a peculiar form of participation. The sense of participation has many faces. This can be – paradoxically – the feeling of exclusion, of non-participation or alienation, or, on the contrary, the identification, satisfaction, motivation for activity, shared responsibility. Finally, an individual’s sense of participation may combine both of these components.

The main goal of this article is to make an attempt at answering three main problem questions: 1) What is the general level of civic participation of Europe’s rural population in the end of the first decade of the 21st century and what is the scale of differentiation of the participation in different European countries? 2) What patterns of civic participation dominate in Europe’s rural population? And 3) Which of the belw listed models explaining the differentiation of civic participation (Socio Economic Status Model; Social Capital Model or Attachment Model) is best fitted to explain the changeability of European rural population’s participation? In the article, civic participation is understood in terms of behavioural approach as activity executed by the actions of citizens in the public, political and associative spheres. The data for empirical analysis comes from the fourth round of the European Social Survey conducted in 21 European countries in 2008. This article employs only the data referring to the sample of 14 509 respondents who declared themselves as living in rural areas. The sample under research is not to be identified with farmers. The results of the study highlight four general conclusions. First, the level of civic participation of the rural inhabitants of Europe is lower than we assumed hypothetically. The mean value on the scale of 0 to 913 points is merely 1.17 points. Almost 17% of the rural inhabitants of Europe did not participate in any of the act of participation covered by the study, whereas 38% participated only in one of them. Second, our analyses revealed a high level of differentiation of civic participation in countries studied. In general, the former Eastern-bloc countries, Portugal, and Spain form a cluster of countries with the lowest level of civic participation. Therefore, these are the countries where authoritarian rules, irrelevant of their orientation, lasted longest in the 20th century Europe. Italy, Cyprus and Switzerland are the intermediary cluster between the former group and the old democracies: Netherlands, Belgium, Germany, France and UK. The highest level of civic participation was identified in the Scandinavian countries. Third, as a result of the empirical analyses conducted, four major patterns of civic participation have been distinguished: campaign participation, party participation, voluntaristic participation, and voting participation. Among them voting and campaign participation forms would be the most common modes of civic involvement in the rural part of Europe. Finally, our analyses revealed that among the three verified models explaining diversification of civic participation, it was the model of social capital that had the greatest prediction power, and not the model of socio-economic status, as was expected.

Postępująca liberalizacja światowej gospodarki doprowadziła do intensyfikacji wymiany handlowej,zwłaszcza o charakterze wewnątrzgałęziowym. Specyficzną cechą współczesnego handlu jest rosnącyw nim udział półproduktów i dóbr pośrednich. Równocześnie globalna integracja handlu spowodowałaprzestrzenną fragmentaryzację i dezintegrację produkcji przemysłowej. Zjawisko to wiąże się z ekspansjąmiędzynarodowych sieci produkcyjnych czy inaczej globalnych łańcuchów wartości (global value chains –GVC). Łańcuchy wartości stały się podstawowym narzędziem analizy zmian w międzynarodowych obrotachhandlowych i organizacji produkcji przemysłowej. Zasadniczą determinantą realizacji produkcji w ramachmiędzynarodowych sieci produkcyjnych jest optymalizacja procesu produkcyjnego dzięki wykorzystaniuwystępujących pomiędzy krajami różnic w kosztach wytwarzania. Liberalizacja polskiej gospodarki na początkulat dziewięćdziesiątych XX wieku umożliwiła rozwój wymiany z zagranicą i systematyczny wzrostobrotów handlowych. Celem opracowania jest określenie udziału zagranicznej i krajowej wartości w polskimeksporcie w oparciu o dostępne dane statystyczne, w tym przede wszystkim statystyki OECD–WTO.Proponują one tzw. indeks partycypacji, który obrazuje udział krajowej wartości dodanej w eksporcie zagranicznym(partycypacja przednia – forward) i zagranicznej wartości w eksporcie krajowym (partycypacjawsteczna – backward). Biorąc pod uwagę aktualne dane, 45% polskiego eksportu produkcji przemysłowejjest realizowane w ramach GVC. Istotne wydaje się także zbadanie struktury eksportu i zmian w tym zakresie,co umożliwi dalsze wnioskowanie na temat konkurencyjności polskiego eksportu.
Increasing liberalization of the world economy has led to the intensification of international trade, especially of an intra-industry character. A specific feature of modern trade is the growing share of semi-finished and intermediate goods. At the same time global trade integration has caused the spatial fragmentation and disintegration of industrial production. This phenomenon is associated with the expansion of international production networks, or other global value chains. Value chains have become a basic tool for analysing changes in the scope of international trade and manufacturing organizations. The fundamental determinant of manufacturing realization within international production networks is the optimization of the production process by using the existing differences between countries in terms of production costs. Liberalization of Polish economy in the early 1990s has enabled the development of foreign trade and the steady increase in trade. The aim of the study is to determine the share of foreign and domestic value of Polish exports based on available statistical data, in particular including the OECD-WTO statistics. They suggest the so-called participation index, which describes the share of domestic value added in foreign exports (forward participation) and the foreign value added in domestic exports (backward participation). Taking into consideration the current data, 45% of Polish exports of manufacturing s realized within GVCs. It seems important to also examine the structure of exports and developments in this field, which will enable further debate on the competitiveness of Polish exports.

Basing on research carried out on a representative group of Poles, as part of a national research project called „Political preferences. Attitudes-Identities-Behaviours”, it can be concluded that respondents the most often point expressing their beliefs through petitions (23%), local initiatives (21%) and demonstrations (12%). Research shows that men more frequently than women express their opinions through petitions (54,2%-45,8%), local initiatives (54,3%-45,7%) and demonstrations (61,6%-38,4%). Inhabitants of villages and towns over 200 thousand people were nearly two times more active than citizens of medium-sized villages. Having at least a secondary school education definitely increases people’s activity (approx. 40%), more than having a vocational education (approx. 13%). Expressing views is also dependent on age because younger people do it more frequently than elder ones. The most indicated were individuals in the age group 25-34 (62%), more rarely although in comparable proportions people aged 18-24 and 35-44 while in the next age groups that activity drops significantly. People aged 18-24 and 45-54 the most willingly take part in demonstrations. People aged 25-34 sign petitions and engage in local initiatives. Among citizens in the age of 55 and more there is not evident diversity in the forms of participation. The differences in the behaviour of people with various views are also highlighted. Those who declare themselves as left wing prefer petitions (39%) against local initiatives (35%) and demonstrations (26%). Centrist voters the most often choose petitions (49%) against local initiatives (34%) and demonstrations (17%). And people who declare themselves as right wing mainly indicate local initiatives (43%) against petitions (36%) and demonstrations (21%). But those citizens, who could not determine themselves, the most often decide to petitions (49%) against local initiatives (32%) and demonstrations (19%). Taking under consideration declared political views there are no significant differences when it comes to membership in political parties, trade unions, non-government organizations and local associations. Greater disproportions are highlighted when comparing belonging to different types of organizations. Regardless of the opinions the most popular are local associations, followed by non-government organizations, trade unions, and the least political parties. In conclusion, it can be said that the political participation in Poland clearly indicates who is more frequent and who is more seldom willing to be active in this area. It seems to be an important clue for those wishing to take effective activities to increase the involvement of citizens.

When we see in the world the fact that there are many beings, and we indicate that the particular beings exist in a compositional way, we face the task of learning about a new problem: how can we define and determine the relations between beings and between the elements within a being? Although the theory of participation has roots that go back to Plato, and so to a philosophy in which the pluralism of being was rejected and which accepted an identity-based conception of being, participation finds its ontological rational justification only (and ultimately) in the pluralistic and compositional conception of being. With the description of participation as a “descending road” in the cognition of being, we are restricting ourselves to the presentation of how participation is understood in realistic metaphysics (while we shall leave aside the history of the question). We will show the aspects of participation that provide a foundation for wisdom-oriented cognition, and we will show the specific character of participation-oriented cognition as a “descending road.”

The causes of armed conflicts are a subject of constant interest to the social sciences. This has resulted in many theories and findings regarding the selection of different criteria in determining conflict-triggering factors. In international practice, states decide to declare war citing reasons connected with the state or vital national interests. Sometimes, the true motivations for the use of force are hidden. The history of armed conflicts includes many cases of using contrived pretexts or outright lies to start a war. External circumstances which were beyond the control of the state starting the war and which did not depend on the state’s will and actions have beenused as pretexts. Some of the pretexts, however, were deliberately fabricated to justify and explain military operations. States taking advantage of pretexts to use force can be observed from the time of the Trojan War to the attack on Iraq in 2003. Among the countries using pretexts to start a war, the superpowers occupy the leading position – they claim higher purposes, despite the fact that there are no objective criteria upon which to establish their superiority over the conventions of morality and international law.

After the collapse of the Soviet Union, and in the first democratic national elections of 1993, voter turnout in Latvia was 89.9 per cent. However, by the late 90s, participation levels had significantly decreased. Scholars have pointed out that this decrease was a result of people gradually learning the limits of democratic governance while tackling the feeling of political powerlessness and decreasing trust in politicians and political institutions - all of which have had negative effects on civil society and democratic ideals. Youths in particular were affected by the sum of all this, seeing, first-hand, income inequality, economic stagnation, corruption, and personal unemployment (or that of their parents). All this, combined with a lack of democratic traditions, has resulted in scepticism and political apathy. This paper shows that, since 2009, Latvia has seen a decrease in all forms of political participation, including a share of its youths who run as MP candidates in elections. The paper aims to clarify what would help bring Latvian youths back into politics.

During the last few decades, the concepts of participation and belonging has frequently been used within the social welfare field in general, and within the field of disability research specifically. Additionally, in Scandinavia the concept of participation has become increasingly used in social work and social pedagogy programmes at universities. However, there’s rather little known about how participation can be understood and related to social pedagogy, since the concept has a broad range of meanings, e.g. a sense of belonging. This paper aims to identify and discuss understandings of participation and belonging with relevance for social work and social pedagogy. Empirical illustrations have been gathered with ethnographical methods and analysed in accordance with an interpretive tradition. It is argued that the concept of participation can be attributed to different meanings in different ideological, theoretical, and institutional practice contexts (e.g. schools that offer special needs programmes, the transition to working life, online social networking). Consequently, it’s a challenge to provide adequate definitions of the concept. The inference drawn is that the aspect of belonging as it relates to social participation can be attributed to its particular importance for social pedagogy. An implication for professional practice is the need to pay attention to alternative identifications that are not based on notions of a stable, constant sense of belonging to a categorical group.

Kolejne badania potwierdzają, iż zdrowie jest dla Polaków najważniejsza wartością. Mimo tego, decyzje dotyczące systemu służby zdrowia podejmowane są przez administrację państwową, często bez konsultacji z przedstawicielem obywateli w formie organizacji pacjenckich, którym to Polacy chcą powierzać kwestie reprezentowania ich w procesie podejmowana decyzji związanych z ochroną zdrowia. Polska jednak w zakresie partycypacji społecznej w dziedzinie służby tej najważniejszej wartości – zdrowia, znajduje się znacznie w tyle za pozostałymi krajami Unii Europejskiej. Stąd jest to niezwykle istotny obszar badawczy, któremu należy poświęcać więcej uwagi. Celem niniejszego artykułu jest w związku z tym przedstawienie jak w praktyce wygląda obecnie realizacja partycypacji rozumianej jako przywilej współdecydowania o kształcie ochrony zdrowia przez organizacje pacjenckie w Polsce. Opisano poziomy i narzędzia partycypacji dostępne dla polskich pacjentów, co stanowiło punkt wyjścia dla przedstawienia przykładów podejmowania przez organizacje pacjenckie prób partycypacji, co pozwoliło na podjęcie dyskusji na temat zdolności tych organizacji do faktycznego wywierania wpływu na ustawodawcę.
Recent studies show that health is value most treasured in Poland. In spite of this, the decisions related to the national healthcare system are made without consulting patients’ organizations. This happens despite the fact that citizens want their representatives, who are united in these organizations to represent their interests when the decisions related to the healthcare system are made by the administration. Clearly, Poland falls behind other European Union countries when it comes to the community participation in healthcare system. Therefore, the topic of patients’ participation constitutes very interesting research area. The main objective of the article is therefore to present how the community participation, which is a privilege, is implemented in Poland. Levels and tools of participation available to Polish patients were outlined. This formed the basis for describing case studies of patients organizations’ attempts to participate, which lead to discussion on their ability to really influence the legislator.

Over the last dozen years or so, museums all over the world have changed dynamically in terms of their attitude towards their audience. Their attention is centred more and more around the viewers, and their needs have become the management’s priority. The word “viewer” no longer means the guest of a museum. The visitor becomes a participant in the museum’s activity, and even its co-creator. In Great Britain, projects based on the idea of the audience co-creating the museum programme are being conducted, for example the Tate Gallery, which has been running the Young Tate programme (later the Tate Collective) for young audiences since the mid-1990s. In the USA, the idea of participation in museums has been popularised by Nina Simon whose participation helped the Museum of Art and History in Santa Cruz. In Poland, practices involving visitors have successfully been used, for example, by the Museum of Art in Łódź, and on an unprecedented scale – the National Museum in Warsaw in their “Anything Goes” project curated by children. However, we know that not everything goes in a museum, and that each participatory action – irrespective of the flexibility of the scenario – needs to be kept in line. The aim of this article is to identify the significance of museum participation as defined by people who run museums, and to reflect upon the limits to the freedom of participants in a museum programme. The methodology comprises a comparative analysis of a selection of participatory actions chosen by various museums, as well as a survey carried out among those who run museums.
Na przestrzeni minionych kilkunastu lat w muzeach na całym świecie obserwujemy dynamiczne zmiany w zakresie podejścia do muzealnej publiczności. W centrum zainteresowania coraz większej liczby muzeów staje widz, a spełnianie jego oczekiwań i potrzeb staje się priorytetem kadry zarządzającej. Słowo „widz” często przestaje też znaczyć tylko muzealnego gościa. Odwiedzający muzeum staje się bowiem uczestnikiem muzealnych aktywności, a nawet ich współtwórcą. W Wielkiej Brytanii projekty oparte na idei współtworzenia programu muzealnego przez publiczność realizowane są np. przez Galerię Tate, która od połowy lat 90. XX w. prowadzi program Young Tate (później Tate Collective) dla młodych odbiorców. W StanachZjednoczonych partycypację w muzeach propaguje Nina Simon, która w działalności partycypacyjnej znalazła ratunek dla Muzeum Sztuki i Historii w Santa Cruz. W Polsce po praktyki angażujące odbiorców z sukcesem sięga np. Muzeum Sztuki w Łodzi, a ostatnio na nieporównywalną dotąd skalę – Muzeum Narodowe w Warszawie w projekcie wystawy „W muzeum wszystko wolno”, której kuratorami były dzieci. Wiadomo jednak, że w muzeum nie wszystko jest dozwolone, a każda praktyka partycypacyjna – niezależnie od elastyczności scenariusza – zawsze musi pozostać w jego ryzach. Celem artykułu jest identyfikacja znaczeń przypisywanych muzealnej partycypacji przez osoby kierując muzeami oraz refleksja nad granicami wolności osób uczestniczących w muzealnym programie. Metodologia obejmie analizę porównawczą wybranych praktyk partycypacyjnych realizowanych przez muzea oraz ankietę przeprowadzoną wśród osób zarządzających muzeami.

Social participation enables citizens to take part in the decision-making process. It is an increasingly popular instrument in Poland. The effectiveness of participation is the most important issue in this context. In accordance with the Act of 9 October 2015, urban regeneration mainly applies to mitigating negative social phenomena. The social aspect is also important at the stage of establishing urban regeneration programmes. Extensive social participation in the process of creating these programmes is one of the main requirements. The aim of the article is to present the scale of the involvement of local communities in the procedure of creating regeneration programmes in selected small towns in Poland. Conclusions from the analysis include an assessment of participation success rate in regeneration activities.

The aim of the text is to present the issue of school resistance and its relation to the children’s right to participation. School resistance is a concept investigated by critical pedagogy as one of the forms of expressing one's subjectivity. The complexity of the issue is the reason for many definitions and classifications of school resistance. Referring to the definition of school as an area of a clash between dominant and dominated culture, one can speak of resistance defined as action directed against the dominant subject. H. Giroux created a classification of this phenomenon, combining attitudes and behavior towards school (oppositional or accommodative). Types of resistance highlighted in this way provided a basis for subsequent classifications, including E. Bilińska Suchanek's, B. Babicka – Wirkus', and M. Nowicka's. All authors point to the greatest value of conscious resistance, often called transformative resistance. It is based on a disagreement about the real image of the school, while behaving correctly on its territory. In the first place, emancipation requires education that takes place in the school space. Resistance behaviors are related to the concept of participation. Pursuant to the Convention on the Rights of the Child, children and young people have the right to participate. Numerous pedagogical studies indicate that this right remains unrealized in Poland. A look at resistance behavior as a manifestation of the right to participation allows one to understand the potential of resistance – it can communicate the needs of children and young people. What adults interpret as resistance might be a message that requires dialogue and understanding. Respecting the right to participation can create such a space. Connecting the concepts of resistance and participation may contribute to increasing the democratic participation of children and young people in schools.

The aim of this study is to discuss an original philosophical contribution made by Philoponus, who in In Cat. 18, 14–22 equates koinon in its most peculiar meaning with the concept of koinônia understood as a particular case of Platonic methexis. First, the paper analyzes the passages where the Neoplatonic commentators of the Categories distinguish four distinct meanings of the Aristotelian concept of koinon. Subsequently, this article emphasizes the differences between Philoponus’ hermeneutical suggestions and those of the other commentators. Philoponus clarifies that while every koinon is methekton, Aristotle’s koinon is characterized by the fact that the participation is ex isou and kata meros. Thus, koinônia, according to Philoponus, is a particular case of methexis, where everyone participating in something participates in it equally and singly. The example cited by Philoponus to explain Aristotle’s koinon is that of men participating equally and singly in human nature. The study concludes with a discussion of the relationship among the concepts of koinon, koinônia and methexis.

The development of information technology and the development of a network society have encouraged a rise of e-democracy. It can not be regarded as a form of democracy because it is a phenomenon qualitatively different from democracy, similarly the network society is not the virtual equivalent of a civil society. It has been hypothesized that the development of information technology perhaps improves the state of democracy in some aspects and to some scale, but only if the system is real and not just declaratively democratic in the initial situation, regardless of technological progress. One of the elements that constitute democracy, including political participation, is a civic consciousness. On the web, the cyber-society constituting the anti model of civil society (Castells) implements the needs dictated by consumerism and consciousness of the consumer but not the ethos of civic and citizen awareness. Therefore, the rating of e-democracy dynamics in individual countries should not be the basis for conclusions about the condition of the existing democracy there.

This article explores patterns of mediatized participation of European citizens and the way they differ across different media systems, in a multilevel, cross-national comparative research design. Mediatized participation is operationalized as audience practices on the Internet. The media system is conceptualized through the theoretical model of digital mediascapes, which applied to 22 European Union countries produced three clusters/media systems. The audience data are from representative online surveys in 8 eastern and western European countries N = 9532 collected by the authors and their research partners. Factor and cluster analyses were performed showing types and patterns of mediatized participation. Hierarchical multiple regression analysis and ANOVA were performed to relate the individual level variables to the macro-level clusters of digital media systems. The article shows audiences in the more mediatized, Western cluster are more engaged in participatory practices in comparison to audiences in the Eastern/Southern cluster of European countries which show more extensive information consumption practices.

The trouble of proving the effects of participation lies in the mismatch between three aspects of ownership: physical (possession), legal (ownership proper) and psychological (participation). In our interdisciplinary systemic model of ownership, we propose 10 relationships related to ownership/participation from: „A is a part of B” - greatest involvement to „A does not know about B” - the least involvement. „A” and „B” may take different values of: a person, an institution, a community, a group, an object (material, energetic, informational, purchasing). Once formalized we can view the studies in participation from one, system theory point of view, and formulate hypotheses related to many aspects of ownership. A multilevel analysis with multiple measures of both participation and effectiveness from two data sets has supported the proposed model.

Recently, the issue of intercultural relations between immigrants and the host society has been widely discussed. Taking into account the increasing spatial mobility of non-EU foreigners, it seems highly important to examine their relations with the host community on the local level. This article presents the results of the qualitative study conducted in the first quarter of 2014 in the Lesznowola municipality (Mazowieckie province, Piaseczno district) in Poland. It aims at analysing the situation of the Vietnamese community and its engagement in the local life of the municipality and examine attitudes of both Vietnamese and Poles towards prospects for granting local voting rights to migrants in Poland. Through several years of successful business and social cooperation, the Vietnamese immigrants have become a recognisable part of the social landscape of the municipality. The degree of social and political participation at the local level on the part of the Vietnamese community has also increased, which can be observed, for example, through such practical indicator as cooperation with local educational institutions. Therefore, we can argue that the Vietnamese community has been transforming itself from a marginalised and self-sufficient homogeneous group into more and more self-aware and active socio-political group of actors.

W artykule zaprezentowany wyniki analiz dotyczących sposobu i zakresu przyjmowania w społecznościach lokalnych idei partycypacji upowszechnianej przez UE. Sposób wdrażania oraz nastawienie środowisk lokalnych wobec idei partycypacji wyrażone zostało w państwach członkowskich UE w prawie lokalnym, które wyznacza ramy dla współdecydowania mieszkańców o lokalnych politykach oraz kierunkach zmian w społecznościach, do których należą. Kluczowe dla artykułu pytania dotyczą warunków dla udziału członków społeczności lokalnych w podejmowaniu decyzji tworzonych przepisy prawa lokalnego, różnic w adaptacji idei partycypacji w prawodawstwie gmin pogranicza polsko-niemieckiego oraz roli partycypacji w zarządzaniu lokalnym. W celu odpowiedzi na pytania stawiane w niniejszym artykule zastosowano analizę zawartości dokumentów prawnych kształtujących warunki dla włączania mieszkańców pogranicza polsko-niemieckiego, ustanawianych lokalnie. W zakończeniu zaprezentowano wnioski mówiące o komplementarności mechanizmów partycypacji wobec działalności instytucji publicznych gmin niemieckich oraz instrumentalnym stosowaniu form partycypacji w gminach polskich.
The paper presents how and to what extent the participation idea, promoted by the EU, has been implemented in local communities. The way of its implementation and the attitude of local communities are reflected in the local legislation adopted in the member states, which determines the framework for inhabitants’ involvement in making decisions regarding local policies and the directions for changes in their communities. The key questions in the article focus on the conditions for members of local communities to participate in the decision-making process, indicated in the local legal provisions, on the differences in adapting the participation idea in the legislation of the municipalities in the Polish-German border region, and on the role of participation in local management. To answer these questions, the author analyses legal documents, adopted locally, which influence the conditions for the involvement of inhabitants in the Polish-German region. The last part of the paper presents the conclusions: in German municipalities, participation mechanisms show complementarity to the activities of public institutions, whereas in Polish municipalities, forms of participation are used instrumentally.

Managers from 192 companies filled out the Employee Direct Participation in Organisational Change questionnaire measuring employees’ direct participation (DP) in organisational decisions. Four main forms of DP were identified: individual and group consultations, and individual and group delegation. Workplace safety was measured with the number of accidents, the number of employees working in hazardous conditions, accident absenteeism and sickness absence. Results showed that the 2 latter indicators were significantly related to some parameters of DP. Thus, companies that used face-to-face individual consultation had lower accident absenteeism than ones that did not. The same effect was true for group consultation with temporary groups, and individual and group delegation. Workplaces with high scores for scope for group consultation had lower accident absenteeism, and those with high scores for scope for group delegation had lower sickness absence. It was concluded that employee DP had a positive influence on workplace safety, even if involvement was not directly related to safety.
